001to the rep for it stands one nation indivisible andice for all and I had no paperwork for public comment tonight so we will go straight into the class trip report who will be presenting yes Mr students from the senior class s so for the senior class trip for 2024 for our senior class we would like to ask for permission to travel out of state for to California for Disneyland we plan on visiting kitten it would consist of a two night stay and we depart on May 26 2024 Thursday at 3:00 a.m. and return on Saturday May 18th 2024 for transportation we'd like to request the the small white bus that the school has and a school vehicle and the itinerary is for day one we'd arrive in California and we'd head straight to Disneyland and
002then check in the hotel at 3M on day two we' go to Disneyland as well and day three we depart depart from California at 11: a.m. to backo for the expenses we have the all in total the Disneyland would be approximately 1,800 for the 16 students in the two shron which would be Mr B and Miss Breezy and for for Disneyland the hotel the hotel com modation for the two nights we'd be staying would be approximately and as of January 31st the senior fund is about about is about $2,550 186 and we have around seven activities planned out still as we are just a little bit short but we've been making around just below 500 for each activity so I have faith that we'll have enough money and we we are still we still we
003are working very hard and on behalf of this class thank you for your time and listening to us so 16 students right 16 students nice so why you choose to go the small bus instead of the large bus for it would be we wouldn't have to hire a driver which would be more pressure on our fund because then we have to get Hotel accommodation a Disneyland ticket and on top on top of the expensive we plan on with the fund we plan on providing one meal for each students from the fund and then they'd have to pay out of pocket for their next meals and the hotel should provide breakfast so is there room for more chapons we've been asked because I know myself and another individual from the community would be more than happy
004to do it and you're probably familiar with them so we're more than happy to Joy you drive the bus drive the car with two students in the car with her and then we have the 14 students us and we've already we have bought shirts correct yeah we' bought shirt bought shirts from our own pocket the same nice are you wearing that shirt both days or just one day just at the park maybe one day yeah yeah so you're going to leave really early in the morning yeah get there the basically day two then no they're leaving at 3:00 a. they'll probably get there around 11 10 11 all day then the rest St at the park yeah St at the park then we'll check in at 3 nice good deal and what are you guys
005planning on doing if you guys don't raise all the funds how's that going to work if we don't like get enough money for it well we still don't like I don't have like a second but it's like we still have like seven more like fundraisers like bigel car wash and then we're planning to do a activity on March 2nd which uh with that maybe we'll work so it's like with that and then the the six more like b car we make it I think what you should also do is maybe reach out to parents to see if anyone would be able to sponsor a student who might not be able to come up with those funds I'm sure there'd be community members willing to sponsor absolutely students so keep that in mind yeah because I
006did the math if we split that thous that you guys will put like that you guys are short right now it's about $55 a student for each person so yeah I did the math not too long ago the it's as of January 31st that was the what we was in our account we've had two big sales since then yeah and I only included one of them but we were only short around $400 like almost 500 wow nice so the way it looks you guys are going to be able to raise the yeah and then we we also have some left over yeah because the right now with the hotel like taking the hotel we have 810 plus the jary big like something yeah so we have like a thousand something nice you driven that bus
007before yeah last you know one is none and two is one Rodney so two [Laughter] more hang on Coach Bree is driving the bus right now as we speak she has so situation might have to switch Rodney you had something always any trip should have two CH and you get over St going what's the ratio 10 10 to 10 to one okay or anything older than six grade seventh grade so so it's a 1 to seven right now right ratio right now 8 to one okay yeah she said a normal ratio is 1 to 10 so since it's 16 so 1 to8 right now anything below sixth grade is is 5 to one and anything below sixth grade is 5 to one hope you have a good time thank you ladies very much you all
008right any more questions on there and now we're going to move on to the uh we have that bu service for yes sir okay moving on to the 25 2425 budget report yes Mr K members of the board um TR professionals will present a first review of the fiscal year 24 2025 budget there's no board action necessary at this time than this thanks guys good night thank you this is an informational report only um we have on the phone with us uh he is the CFO out of Gilbert Higley Unified School District and serves as our consultant with two professionals Mr Tyler Moore Mr Moore can you hear us yes can you hear me yes hold on Angelina just stepped out she'll be right back in to uh to uh get the PowerPoint set up
009hold on hold on sh she's she GNA get it started everybody has this on their computers yeah Okay Tyler she's at the cover page and I'll just let you communicate with her when you want to go forward and stop then uh it's all yours all right all right thank you uh Soo and good evening president members of the board um like like Dr sotero just mention I'm just gonna present a a quick early very early look at the you f25 budget projections so you go next slide this will be the agenda um I'll look at the FY 24 revised budget number two I know I was just in front of the Ward um in December for the first budget revision um but there is a state statute that that does have one more revision to
010this current year budget um and that revises that's going to be budget revision number two that revises the budget to the 100 day ADM so that would be the final budget revision for the current year we we'll look at what those budget changes are projected to be to both M and capital or also known as daa and then I'll look at a very early budget projections for fiscal year 25 so this would be next school year starting July uh 1st 2024 going through to June 30th 2025 and we'll cover some of the upcoming uh kind of Hot Topics in the legislative process right now go next slide please there estimated budget highlights um just kind of some of this recap um what I presented in December but um AO has stayed above the minimum wage
011um as I mentioned back in December that increased to 1435 an hour back in January um the the Ariz state budget um at the state level is experiencing a about a 700 $800 million deficit however most of that deficit is going to be handled at the state um there's little to no impact at the K12 uh budget level looking at fy2 um there's a lot of unknowns right now um there's about 180 uh bills on the floor at the legislative office right now um only time will tell how many of those actually get approved and then um with those few that get approved we'll see how they impact case funding the two things I do know um inflation so this is inflation to the the overall M budget um currently right now inflation's running about
0123.3% at the state level uh the state is only obligated to provide a 2% uh inflation increase so um even though inflation may be realized a lot higher um they are only obligated to fund 2% and that has been the practice for the last decade so that's what we're uh we're going to take into consideration the 2% increase when we're looking at the fi25 budget projection um the estimated daa or Capital increase I have at 4.6% this is because of Governor Doug duy's um he put intact a three-year inflation increase to the capital budget um we are in year three of three going into year three of three excuse me and I know that increase amount is going to be 4.6% I'll show you how that impacts the budget later in the presentation and again
013I already mentioned this but the budget revision number two is required by ad and that will be done prior to May 15th I'll look at some of the projections on the next slide so go to the next slide please so this should be the fy4 projected revised M budget so this is looking at your M budget and its entire entirety to your total M budget this isn't looking at the detail expenditures Etc we're gonna we're going to get into that detail as we get into March uh but looking at your total budget if you look at the revised budget column number one um that is what I presented in December that is what the board approved and is currently in place um how we're trending towards that second budget revision um we're seeing a slight
014increase in in average daily membership so ADM um but um the the RCL is decreasing so the reason for that is because there's some Group B weights so those Group B weights are all your um students that have special education those uh elll funding um you typically get additional funding for those students um some of the students aren quite classified yet at the ad and so until those get um classified that that funding doesn't come in place yet so we're going to watch that as we progress to that may budget So currently right now we're trending for $92,000 reduction in the total M budget um if that again we're going to watch that a lot of that would be coming from the budget carry for it can make that that deficit up we going to
015go to the next slide so this should be the fy2 estimated proposed ml budget so now we're looking at the potential July 1st budget so as I mentioned earlier what I do know is there's a 2% increase to the base level amount so that's that first line we should see the per pup amount increase about $98 and that's the equivalent of 2% increase um right now we don't know a lot about where enrollment is going to go and so we're going to keep everything flat in terms of this uh kind of estimate um on the bottom uh session versus add-ons you'll see a decrease of 143,00 000 um that mostly it's all attributed to the one-time funding that was appropriated in the in the current year budget um based on the uh state approved budget
016from um from this current yearr 24 so that was one as a onetime funding increase that will not be as of right now that will not look to be continued in the K12 budget bill um you'll see a total budget proposed Bud next year being 4.6 million again a slight decrease mostly all all of it really is because of that um one time add-on that's coming off of the budget if we go to Capital we go to the next slide it should say FY 24 projected revised daa budget number two a lot less activity here um you'll see the revised budget that we that we the board approved in December revised budget number one in the First Column and we'll look at the revised budget number two the slight decrease is attributed to the again
017the group b weight fluctuation in the in the budget formula um again we're not we'll watch that um and see if that that changes as as we move into May um but any if that decrease does come to bition on the May budget report we'll look at reducing the budget balance carry forward but it won't affect your current year budget we'll just reduce that budget balance carry forward to balance the budget looking at the next Slide the FY 25 estimated proposed baa or capital budget um again I mentioned the 4.8 % increase in the capital budget um being year three of three f25 will be year three of three for that increase and you'll see that increase reflected in that First Column the adjusted daa or unrestricted capital budget that Inc that increases the equivalent
018to about $2,323 and so we're still uh tracking for to carry forward $824,000 into next year um but as you know it's February we still have five months of spending for this current year and so I'll update those numbers as we uh progress in the year um and track that carry forward and then lastly if you go to the last the next slide please is the FY 25 budget initiative um again this is a first review of the FY 25 budget uh I met with Dr and uh leadership team and and we've looked at kind of identifying four targeted areas to um as initiatives for for next year and so the first one being the salary schedule adjustment um I noticed and and it's been brought to my attention that both your classified and certified
019salary schedules have not been updated in several years and so um I know a lot of changes have been made in terms of job responsibilities um there's been some or changes and so we're going to look at that holistically and and look at what um uh make some recommendations possibly for next year compensation increase um obviously we got realized inflation affecting every employee and so um we're going to look at the budget and look at uh what the district can afford in terms of compensation increases for next year I don't have any any numbers right now but uh we're going through that process currently insurance provider evaluation um as I as I spoke to Dr sotero I mentioned to him the board and the district's biggest costs are in salaries and benefits those are your
020two biggest costs and so um we're evaluating your current insurance provider uh to see if you're getting the best price or the best thing above um that process is is ongoing but the current insurance provider proves that you know they are the cheapest you know most affordable option but that's also giving your employees um options that they need for for benefits um and the services that they need uh will probably stay the course but it is good uh practice to review um what you're paying in Insurance um and have that review you know annually or semiannually so that is part of the fy2 budget initiative and last one there um we've talked to uh I've talked to a couple teachers and looking at the cost in sight fund plan it looks like we can make
021some some changes to kind of get those dollars into the teachers hands sooner uh but again we're gonna look at what those changes look like bring back a recommendation um for next fiscal year and that is all I have um just a quick budget update for fi25 again I'll be uh back in front of the board um in March and we'll look uh to provide some details to some of these f25 budgeting inies um and look forward to next year so with that if there's any questions I'll be happy to answer don't think you got any questions um wait rney just more of a concern I had talked to I mentioned this to Dr Sal on Insurance um one priority there is to make sure that it's an insurance company that has providers here in
022town because um we don't want to be saving money by making everybody drive all the way to Buckeye to get it's breaking up a little bit can't what what Mr Hopkins concern was if there's any changes to the insurance provider that they have contracts with providers here in AA so there wouldn't be any increased travel for the employees oh absolutely yeah so that it's not just cost and I try to allude to that a little bit but like the ease of use right we we want we don't want them yeah again employees traveling out of like that's an incurred cost to employees even though maybe cheaper plan that's not that's not convenient or or um you know conducive to providing a benefits package that's in the best interest of your employees so that is certainly
023something we especially with r District okay thank you okay anybody else any questions comments concerns all right I think we're good on that did I did I see the news the other day where they're trying to take more money out of the state land trust and and give it to school districts for increasing teacher salaries did did I see that right yeah I can I can speak to that so uh there is a proposed bill it's um called proposition 123 um it's an extension of that so that actually expires this year and that currently is pulling money from the state trust land uh to fund uh basically additional dollars for teachers uh for AO that provides about $30,000 uh but they're looking to increase that uh next year and then extend that out another 10
024years so um there's some concerns whether that's sustainable or not but I'm watching that bill right now nothing has been approved yet but yeah that's that's one that's been proposed um going into next year so and that funding would only be for teachers right it wouldn't be for auxiliary Personnel that what I saw also that's that's correct it would only be for certified staff so um you know yeah it'd be uh kind of like the class saund uh similar similar kind of uh rules and regulations where that can only be used for the certified teachers or um anybody that's providing instruction or assisted instruction and so yeah that would be that would that would not be funding available for classified or Administration thank you okay that's it we're good on that all right moving on
025thank you very much sir appreciate your time thank okay Mr ker members of the board um the next item Emma Emma Vasquez has been interviewed and reference checks completed for the position of a special education secretary Emma pre recently served as the special education secretary from 2017 to 2020 there is no board action necessary at this time this is a study session item only any questions comments concerns no okay moving on the next one Mr C members of the board the administration and the grant coordinators are requesting the following individuals to be approved for title and tutoring after school from 3:30 to 4:30 p.m. Monday Tuesday and Thursday Don Corey Williams Ren sesno Christine Daton there is no board action necessary at this time this is a study session item only any questions comments concerns
