does not look like we have any public comments so we will go on to the first informational item which is substitute teacher employment of Ronda Watkins Mr President members of the board Rhonda Watkins has been intervie position of substitute teacher I recommend the approval of the employment of Ronda Watkins as a substitute teacher okay any comment or question on that next item certified employment of part-time substitute teacher Oscar cisar approval of the appointment of Oscar CIS as a part-time substitute teacher there is no board action necessary at this time this is a study session item only okay and seems to be a very qualified substitute teacher does so any discussion on that beyond my comment no then we go on to the next one which is reassignment of extra pay positions for girls basketball Mr
President MERS of the board worldo espa fifth sixth grade teacher and GRE mun school secretary are willing to share responsibil responsibilities as co-head coaches for the girls basketball team Mr espa and Miss lunus will add the two coaches salaries and split it between them amount Below in the administrative section I recommend the approval of wo espa and Bri Nunes as co-head girls basketball coaches for The 2324 winter season there is no board action necessary at this time this is a study session item only okay any comment on that coach basketball um Mr President Mr Guri in the Philippines and uh played all his life and one thing I didn't realize was until I got got here two years ago was how important basketball is to our fell you know teachers in that in the Philippines
it's a huge sport study it and uh so he did interview for it we talked ex's and those and practice plans and he seems to be very excited and and know what doing I see a single guy is he married he's here by right now have to get back to how old is he hang on I don't know did either of those have anything to do with his coaching ability we had a coach that still dates high school girls that he trying to get picture in my mind yes who this guy like be Breezy completely but this is stuff I don't really I believe he's I want to see the area 27 28 32 good questions well I'm sorry to get little frustrated but I remember that whole you remember that Eric that guy you
know and he was dating the entire and drinking with them and the whole bit you know and so I just want to make sure this this girl I trust Breezy 100% right knower all their life but I just want to make sure that this is it's a leg it's legit yeah right it's a legit situation and so I I think there's a lot of responsibility to coaching any sport if you're a man right yeah and I think it's a very difficult you and joseo is fantastic at it right fantastic for years and years and so but sorry okay any further on that then we'll go to extra pay volunteer positions Mr President members of the board the individuals this below are asking to be considered as volunteer coaches for The corresponding positions Alani Alves volunteer
girls basketball Carol Anon volunteer cheer coach there's no board action necessary this is a study session informational item only these are going to be separate right uh on Wednesdays yes it looks like it is separate on on the agenda okay for Wednesday yeah and even if wasn't we would be able to split them out as as needed okay the next item is a discussion on the request for termination of the association between a USD and asba Mr President members of the board um there's a request for termination of the association between a USD and asba the decision is up to the board there is no board action necessary at this time this is a study session item only you have in your administrative content you have information on each uh each organization it's uh Arizona
School administrators Arizon School Board Association and also I believe the trust so that's what um Miss and I have been working on the last few weeks just trying to get as much information about what each um offers uh so you have I believe um we also put together this Excel sheet for you to look at um Angelina do they have this in their attachments yeah okay so you have this in addition to you have uh and we got some more information today about the trust model policy program so we'll put we'll share that also with you uh for before the next meeting as well we'll put it in the board doc so you can have access to it and you have the trust you have ASA Services I'm just going to kind of go go
through just a little overview of all of them and then you guys can can discuss it more in depth um ASA Services uh they do have training and services vision mission goal setting board self- evaluation strategic planning for districts um open meeting law training customized training for boards administrative teams superintendent search services for boards uh we have the trust they have other types of training they have um as you see right there in the handout a lot of risk management uh assessments risk management trainings um Leadership Academy hearing officer training program education training but they also have a policy Services it's pretty Brad pretty new um [Music] asba has their their characteristics as well two-hour sessions on affected board meetings roles and responsibilities three hour sessions board operations communication protocols additional Services Board facilitation uh
I believe they all have a law conference different different setups I know uh asba has a law conference yearly um I was sharing with Miss Valen and Dr sholz on how the trust I went to one of their they had a log conference years ago that I went to and I was noal UniFi little kind of a different setup more they have you go through scenarios working in groups going over different uh case studies um and I believe ASA also has a law conference I believe right Dr I believe they have a different style they all have their their different styles they focus on but that's all right there for you to look at um asba has a an asba connect you guys got to see that this year when they come and do a
district Spotlight so you hear well aware of that and um you have the Excel sheet right there and uh and like I said missa and I came upon the trust model policy program so we'll make sure to also put this in the attachment between uh after tonight and Wednesday so you can look at it tonight tomorrow and during the day Wednesday but that's pretty much what we have for you and we'll keep looking tomorrow on Wednesday up until the meeting right but that's all is something the district already uses to a degree right because that's who our prepaid legal services are yes but that's the extent to which we use them so far uh we have prepaid legal we also have a you know there are insurance as far as insurance also okay um working
compensation that made right to Alliance and so uh they have that that risk management background now over the last year or so they're starting to get involved with model policy programs and other districts so they all have ASA is more individual they're not so much uh the group Focus maybe like what asba and the trust are but we just figured they have a lot of new services that you might as well just put right there for you in case you want to also check that out too on the asba one where it says membership do is that District or individual membership does I believe that is it's a district I believe right membership news um 1457 yeah yeah you guys already know my thoughts on and then ASA would seem that's more geared towards in
the position that you two are in the administrators of the school two members anywhere from $600,000 for saving us money already um and they already have services that could be tailored to us um my thought is yeah asba offers this policy Services we have attorneys we pay for that can help us with policy why why have that and asba for that I think everybody knows my reason for want tosolve that um I believe if we were to have these two G be part of Asa and we already with our relationship with the trust we have plenty of services available to us without having to maintain membership with ASB I mean board self- evaluation we don't need an noun organization telling us how to do that strategic planning we don't need an outside organization telling us
what we need to do with that new board member ongoing board training we can more than likely get something with school administrator Association our lawyer and the trust to get something along with lines out of that also course I think if we went with the lawyer that would be an extra fee beyond the prepaid legal for it so we don't know what and to me that charge is because I don't feel that ASB represents our district very well no but I still think with their even though with their actions even though you're right if we had our two administrators sign up for ASA initially it saves US money but I said depending on all the different Services asba has offered and has have been a benefit to us um I know the other places have
stuff for looking for superintendents and looking for principles and all but we already know that asba has been around and has a much further reach for that at this point and it sounded like some of the stuff within the trust and ASA is still within its first year or two of going with confence fantastic if we're on the ground floor with them with that could be but it also could mean those first few years we're not getting as thorough information as we could have nice thing is though we'll have board m M have already been through it that can help new potential new board members be guided into it at this point yeah so I stand very firm on my thoughts on the asba and just leaving that at that okay I'm also thinking ahead
now has has there any developments on that that you know of Dr soltero on their on the issues that I have with not not as far as I know because it's all pretty Hush Hush you don't find much on it as far as I know the executive director but they have still place there hasn't been any as far as I know we can we can check on that I between tonight and Wednesday there's any new uh developments but as far as I know I believe there isn't no Community developments because for me personally all that overshadows all the good they may have been play that's honestly my opinion Angelina what is your opinion I would because you've been here the longest and you've worked with asba the [Applause] longest it's not it's not really up
to me but I've been working with as policy Services since 2011 and with Renee Watson now uh Dr Timothy oal who was our policy services manager for a long time at ASP moved over to as no to the trust to the trust um so they have somebody who has a background policy services or Asda working with their new program but it is a brand new program and something like policy services that where you rely on every day if there's a problem or this or that or whatever we reference policy 900 times a day at least in in our office um moving every single policy which is like this much paper over to somebody who is brand new makes me really nervous and it makes me really really nervous because either before when we were doing
before 2011 when we were doing poliy Services there was somebody with like a stack of papers like saying okay change this and then they would send us the two or three finders that we would have they did everything by hand I think get out by the computer but now we do it on the system and I that would make me me personally but I'm the only one that has access to it it would make me nervous switching over all of that information it's something like two and a half thousand pages of information over to a program that's just starting off the ground where as asba has been working with on their program program since 2011 so that's just my spin on it thank and I know what Eric's saying too about we could do policy
review other ways but I've I've definitely seen a direct benefit from being able to go to the policy bridge and type in a policy name and see what other districts have in place other than the one that was the copyrighted asper one that's how I found the information to make the change where any board member can put something on the agenda rather than it just going to the Super intended to do so um so I think again we could find that information I was able to find it in five minutes using the policy Bridge because it is so organized and laid out and includes all the different policies from around the state um and that was a benefit and I will in full disclosure I mean I I agree with Eric I'm very frustrated with
asba that they they still haven't acted on this I actually contacted asba a week and a half ago two weeks ago and encourage them to do something to put the word out about something to let the public know and I said you've got school boards who are going to be voting on severing contact with asba and you're not speaking about this what surprised me was I got a call back within a half hour and it was from the executive director the Devon deasio and in talking with him he was he pointed out the things he had done I guess for now for the first time ever asba has a HR Direction he was pointing out these good things this is the inent question right yes but what stood out to me is that twice I
asked him if he had the degree that his resume had stated he did and both times he evaded the question of course the first time I asked him and he said oh I can I can produce transcripts and a record of attendance I can produce transcripts and a record of attendance from four different colleges that I did not graduate from that doesn't prove anything and then the second time I asked him it was well there's a matter of confidentiality here and I don't see where there would be a matter of confidentiality for one person to tell another person of their own academic records unless they chose not to but uh I even wrote him back after sitting on that for few days wrote him back and said uh I was pleased you called me back
I was impressed that you called me back however I noticed you abated this question twice and I never heard that from him before that being said I do not I wish my Hope was that asba would have removed him from his office before tonight's meeting and they have not I still am cautious about the negative impacts on the District of stepping away away from the services asbra provides because as disgusted as I am with what has happened at the upper end of their office it doesn't necessarily it doesn't affect the on the ground operations and how it relates to our district we've had trainings here with them I mean the law conference itself is very valuable and very thorough but the trainings we've had here one of them um was one of the ones that
was We Believe required by the Attorney General of us to have that naso has been able to provide those I am hesitant to think that I know ASA and the trust are kind of expanding at this time I'm hesitant to think that they have expanded at the time where they could cover all the bases asber could for our district and while I still do not agree with them having an unqualified president or or executive director and I really am frustrated at the lack of communication with them I still fear that the overall impact on the district M and eventually on our students would be negative just step away from the organization now we could essentially we could vote to do that at any time if if this problem continues or if they kind of double
down on it um so I'm I share your frustration with them at the same time I don't know that it's I don't know that it's something that would need to happen immediately but I also don't know that it would be if not feasible just I don't know that it would be the best decision for the district going forward my thoughts on that and when they have an executive director that's been hired and placed to me that just calls on the Integrity of their entire executive board which reflects on their entire nonprofit organization do they provide a lot of good services do they have a lot of fantastic people working there oh yeah I agree 100% but this calls the integ to me this calls in the Integrity of that entire organization when they will let
this individual hold that position not being qualified lying on a resume evading questions from Schoolboard members that don't sit right I understand they've done a lot for us and they have a lot of services available but to me no and I understand the frustration with the leadership there and the president of the ASA board who put him in charge and I do have questions about the integrity of those two individuals that my questions don't extend to the folks who've come here and done the trainings the folks who L our superintendent fantastic yes but this when it starts at when they have these issues at the top it's all going to roll downhill eventually so if they don't have the proper leadership in place how are they running an organization good enough to you know represent
the school boards of Arizona I don't know that'll necessarily run down i' SE other plac when they put this guy in as the executive director he's the man M reflects on all of them it does everybody that hired him their executive board everything can I get that and yet in my do nothing about it can I rebut now you may in my opinion that does not negate the positivity that comes from the training opportunities they have from this point on for me it does okay without a shadow of a doubt it does because they will allow this to continue to happen they will let him sit there and avoid the questions about his which it's obvious painfully obvious to all the districts when every District in Arizona that's a member of them has to compel
them to do something about it that's just ridiculous well and I don't know that it's every District in Arizona that's a large number of districts a large number of districts including our own which I was elected to represent the governing board so I want me seever be done or I'll will even throw out an option suspend membership until there's a change made I think that gives us the same result where we don't have access to any of the services they provide us bearing in mind that in the next six months we might be needing to do a super pres a principal Serv sorry I'm I'm not going there I'm not going to comment on that because that's not part of the agenda no no but I'm saying that's one of the services that they provide
and we all we all know that but they're also other organizations can also assist with that but do they have the and I'm just not bringing anything about Lance that's that man's responsibility to do a principal search not ours oh it is so him right there that's his employee he's our employee it is and yet I also know asba is a great tool for doing that search and I don't I know the other ones help with that too I don't know that they have the experience or the reach that asba does for searches well it's too bad asba has put themselves in this position okay hold on you two stop I have a question for you you we work very closely with other districts Bale Tod no Galis fling Wells all of the above have
you talked to any other superintendent about this well it's it's it's been a topic of discussion at our P County Superintendent collaborative um just going off of memory here I know K the Foothills uh voted 5 Z belong like us to for the resolution support the resolution [Music] um Veil UniFi voted 5-0 um T USD voted 32 but they did their own resolution um Babu K unified it they did not vote on it it didn't get past the motion um sunny side is due to vote on it they have not voted on it I believe saita voted 4 Z like us to support the resolution um no Gallas I'm not sure uh Kina f 5- z uh unified I believe voted 5 to support the resolution so I think everyone is is is majority in
Pima County are M also unanimous 5 Z FL Wells 5 Z so a majority of the districts in Pima County are frustrated too as far as with how the appointment process was help they're frustrated that this person is in that position also so the next steps I'll find out we have another Pima County Superintendent meeting November 16th so I imagine I'll find out if anyone else has gone to the next step already of what Mr K is talking about so okay I will districts are are frustrated and supported unanimously the way you guys did the resolution going for well I will say I've done it just now here I've done it a couple times over the last week at Google search for his name and asra to see what's going on with the news if
I limit it to just the last month there is nothing which tells me that they they have not active that he was still in his role have any of those districts um talked about um getting rid of asba very very in between what what we did and the next step so they haven't got gotten there yet yeah not yet they're they're in the process of they're doing their due dilig as well researching probably the same thing here that we're sharing with you and I also agree that it shouldn't take the districts asking asba to do the right thing but it looks like that's what's going to happen and I would say we probably have a stronger voice being inside the tent than outside now I don't know think that I'm in disagreement with Rodney and
I'm not trying to argue with you at all you know we're just have a normal civil talk here um I I know right everybody's GNA vote how they want and however it goes I'm fine with that but everybody knows where I stand on now you have a meeting on the 16th you said I would have no problem aing this until our December meeting so how do we get more information from that I think more information at least be able to give us time to research what these other companies have on our own like more time to research before on that one October 20th in August yeah that's think when it first and I will say from what I've what I had read in articles too it sounds like the question was completely avoided at the
law conference where it was brought up apparently numerous times I don't remember it because they don't want to incriminate I don't it wasn't brought up at all I mean it was I in an article I read it might have been in one of the breakout sessions oh yeah could different I went to they was not brought of at all yeah but they have so many going on at the same time yeah but I said I I don't I don't know that it would need to be decided at this month's meeting but my caution is I mean it's scary it scares me to to do it right now and I'm outraged by what they've done but I'm more don't want to you know I think as I told out to sotero at some point we don't
want to throw the baby out with the bath water kind of thing and just their executive director yeah I think that of all the things that we have going on District you know these people given us everything we wanted from them who there me just talking I know I don't disagree with Eric but me just talking I can care less who their executive director is you know that doesn't affect as far as I'm concern a whole school district we're more effective by who the janitor is right I mean and um what I've seen of the services they gave us including the superintendent search I thought they were invaluable you know I really thought they were invaluable and so I I don't feel strongly enough to to vote to get out of it right just doesn't
and but that's just my feelings on and I think even going to the new board member training was invaluable um even the handbook that we got being able to navigate through that what each thing means um really helped me and set me up I think for hopefully success as being a Schoolboard member otherwise I felt I would have felt coming in a little lost you know so for me anyway as a new board member I think they really helped me get a good solid foundation as to my role and responsibility as a school board member said I'm kind of torn share your frustration so I would know better if we tabled it I I like I'll I would like table it lead till December okay so Dr T can do his more due diligence at
the meeting on the 16th and I'll reach out to DUS I believe that means we'd have to wait until Wednesday to formally table bring it hour okay well let's leave it on there so I can just bring it up to table okay yeah not just taking it off yeah because and if you table it you table it say for one month and we know it's going to be on the December agenda rather than it not being on the agenda and not knowing when it might it's a big decision I understand that deis and I understand your guys points about it but this will sticks pretty hard with like I said my frustration increased when I realized I was I I hate it when I'm getting to runaround from a direct question it's a yes or
no question especially when someone that's hired is giving the runaround to an elected official that's just ridiculous and I identified myself as the president of the a unified school district and that might be why he called back but like I said if I ask you directly do you have the diploma that you have and you deflect or avoid the question that tells me something right there too and I and he did mention at that point that he was hoping when I said I hope you all can put something out here get some information and he said our board is meeting next week and I'm hoping that they will vote to do so I'm guessing they didn't vote to get rid of them vote even to put a word out on in defense or communicate something
because right now it's all coming from news articles none of it's coming from asra leadership itself and I was I'm disappointed that they still haven't done that but that's again not the ground floor of asber that's they're just that but it's making that decision they're just using the Playbook of we'll just lay low till it blows over that's what it look like hopefully it's not with all of the school boards Bing together you know hopefully they won't they hoped it will but you know I think if we put enough pressure on them then we should get some yeah response I had hoped they would have something by today I'm hoping now if we table it until December that they they do something they do something between now and then because to just there is not
helping them it's not helping us or any other District make this decision and I honestly hope there's other districts having the same discussion I would imagine I'm sure there is I'm sure a lot of us are frustrated with it absolutely I mean how how would it look if we hired a superintendent that had no degree I mean he wouldn't be certified to be a superintendent you know it's okay it's okay it would actually look better than if we hired a superintend and then one of us said he doesn't have a degree and the other one said don't pay attention to him let's go ahead and approve it and found out it was true because that seems like what happened here because that's why they lost their last executive president because he was the one who
said hey wait he didn't have this degree and then they decided not to look at that information yeah and that's why he left so it's you know to me it's it's the action first but then the repercussions or the cover upd I never saw Dr pedal we're leg we're technically not legally we not allowed to hire an administrator without the degree right but I think it like would even have I'm sure you had to provide it to the State of Arizona right because I had to provide mine to be a teacher I had to provide all of that right so we had to hire her as a as a director director yeah until she obained hire her as a principal because she didn't have that certification she was already on the path to getting it
but she had not officially got for a year she was a director so anything she signed the superintendent have to co-sign with her one other interesting thing in our discussion was one of those times I asked him his answer was the degree was not required for that position why would I lie about something that's not required now it's again that's not a yes or no that's not yeah you didn't answer that and I know he had been with asba before and I believe the position he had with him before did require that degree just so happens that for some reason the president was not but again it was like I said there were makes three times that I can recall in a 15minute discussion where he avoided the question or deflected and acted like he
was answering it without actually answering it just trying to be a politician so is there further discussion on this I got good discussion yes yes yeah like I said we all agree all the time you get your blood pressure if we all agree all the time and most of us are redundant so it's my BL blood pressure is not up okay so next item on the agenda is possible new item for me agenda for future agenda anybody have anything to propose I do um I have three items that are going toing ration and our our uh calendar r we're going to do half days before holidays so those three things are going to be on the Wednesday's agenda that was the second oneing a resignation and half days for the calendar before holidays it looks
like maybe the tutoring one is on Wednesdays on I do see that it is yeah but it didn't go on this one I that was my mistake so we couldn't talk about it it was posted you know um I didn't post from the 24 hours so I didn't transfer it over when I pass the other ones over so but it it will we will have that that they weren't on this one so there's no heads up but hopefully you'll get them tomorrow and and you'll have time to look them over so that was item okay I have yes sir I would like to have a discussion on Ingenuity on whether is just something we're having our kids go through or is it actually educating our kids mean uity yeah is it actually educating our kids
or or is it just a I know we're graduating a while the kids off that are getting a lot of their hours to engine I just I want to make sure that well I like to hear what the superintendent the principal have to say I'm glad you brought that up about that program is it actually um kind of following along that um I like if we get some information on let's say we have students that have a lot of absences when I was in school you had 10 absences you have you turn on your work you had a you or an F because you weren't in that seat um and it's minor saying that these kids are given opportunities to go out and do they go out and work or so if they csel this
they can count that as their time in class if that's a fact that doesn't sit right with you um I'm just wondering because I just from personal reasons and student absences and I'm just wondering how that's handled so say that's just for example kid misses 12 days during the semester in one class are they still going to get that credit for that class or is it following policy of they miss this many days they don't get that credit I think you can write a letter can't they the parents can write a letter I know that's why do Carol and the girls right at this point we can't actually discuss it we can just put it on the agenda we can have that discussion that's something good to bring up do we want it for Wednesday
or we want it for if we have too much Wednesday no de December's fine I don't want to pile on Wednesday's a full load no yeah December's fine and and yeah for I want toad up December too much okay perfect and that gives you guys time to get your information to you so okay if there are no other possible future agenda items I'll ask for motion to adjourn I'll make a motion to adjourn I'll second Mr ker I Mr Hopkins Miss Olsen hi Mr three M Rodriguez
