001president ms duncan president by phone mr guthrie guilt president robertson president dr dooley here dr cole here i'm boris man and laura smith is here [Music] mr hopkins aye ms robertson aye 5-0 [Music] under god indivisible with liberty and justice discussion of personnel items would be employment doctor romans altera superintendent and um contract approval um salt herrera will be here wednesday evening for the board meeting we spoke last week a couple times about that we have a certified designation uh physical education teacher mr andy williams has attended his resignation effective may 22 may 26 2022 um we have certified employment we'd like to have employee proof um wilda canel which looks like quiznell um ms pennell has been interviewing reference checks completed for the position of teacher for the 2022-23 school year she will be

002assigned next year for physical education education is health for high school students we also have certified personnel teacher carrie mccairo kerry is an international teacher um obviously teacher contracts just say teacher because it depends on where the need falls that she was interviewed for and um unless there's a drastic change this time will be teaching elementary at first she would be very developed and impressed by her dr goldstein a lot of that these days um very similar item item number five i'm sorry number five um again hiring approval of a uh employment of a certified teacher uh gene lee vargas magaris i'm sorry uh again a physician is an elementary elementary teacher she's certified elementary teachers again contract will say a certified teacher reference checks come back superlative on on these two lessons um we

003have certified employment teacher douglas sane uh when we interviewed mr saying he's currently a teacher at yonker high school in the buckeye union high school district we again offer him a position as teacher assignment looks like it would be a high school english for the 2022-23 school year and the board recalls that last name saying the last word being we hired his wife mrs sane to be an art teacher for next year so we have a couple they they like the town and the problem's greatest place to be they came last week one day and spent some time with dr bolton emailed me afterwards and i'm very pleased with what they saw and they're excited to be here um mr saint also has coaching experience and he's interested in helping us out as well the

004next personnel item item number seven is uh certified teacher employment anthony delara he is a special education teacher um this time we have vacancies in special education uh we hope to have all those filled out tonight by obviously the next export being um excuse me um we have a certified i'm sorry a classified resignation uh crystal pacheco ms pacheco who's the parapro here for about a month a little over a month uh submitted leather letter resignation effective last friday she's found another employment another employment that's based in ajo um resignation part-time bus driver mr jim davis mr davis has helped us out a lot for the last couple of years as a part-time driver he's driven routes here in town somewhat he's also taken a lot of our trips out of town for field trips

005and more athletic events he submitted his resignation effective april 27th dr chabots has interviewed and talked with the following people to help with the june summer school program this is not june of july since june it'll be june june 6th to 9th and june uh 13th to 16th summer school will be 8 30 to 1 30 every day six hours a day uh it's patriots title one lies um a current math teacher uh art meningo uh will be hired if the board of proofs is recommended for summer school math cara stalker who's in the audience science and social studies the study hall to teach sciences those days now olivia garcia will be doing online work as well as study hall for students kelly aaron khan will be working in english teaching english language arts for

006summer school uh mr casey will be enrichment class and it's probably gonna look like something like um computer design computer programming um mayor chu beltran special education director special education teacher will be providing services to special education students and and then we have an extra pay position one of the early resignations was our sophomore this person is also a sophomore uh class sponsored and even though there's just a matter of weeks until school is over we think it's why since the kids still have a sponsor in case we're recommending the chat should you be uh the class uh sophomore class advisor from april 11 through the end of school since this is extra paid position we're listening today for that those last few weeks from what this is actually paid position and what i thought

007what i plan to do was prorate the salary that ms keller received and then the balance of that mr g thank you questions do you still want to change summer school to 1 o'clock 8 o'clock to 1 o'clock yeah so uh summer school there's slight change at summer school so instead of eight o'clock to one thirty it's eight eight seven eight and one thirties that's my bad that's the cycle i'll get that change before that we vote on it mr president on your business and this is uh an item that the first item your business is something we have to do every may i believe it's december may we have to have budget revisions um ms smith welcome around board formally i've worked with her before and i enjoyed the expertise a lot she came

008on board in times during the may budget revision and welcome thank you so actually in december you only have to do a revision with the state notifies you there's a certain moment that you can be over under and the district gets a notification of that you can do it but sometimes you have to uh you did do your first revision in december and then you were doing a may revision and basically it's the final adjustments for your atm your average family membership and it did a few years ago they switched your maintenance and operation on your main budget into current year adm which is very difficult because you can raise a lot of kids in one year and you can make contracts so basically you have a small loss of 4.2747 kids and school finances

009they carry those numbers out and you always do so that was a small loss in your overall eminent budget uh but you did pick up what's called tei which is teacher experience index and that got us 23 five hundred dollars that helped offset that so your aveno was only reduced by nine thousand five hundred seventy two dollars your capital stays the same because that was on last year's and your budget was set up perfectly so i didn't make any changes in capital the changes that are in uh maintenance and operation but the big change with all the numbers is it's late in the year so it's easy for me to forecast what you need in those different areas um so that was and then i updated uh your grants for any grants that have been

010approved or changed since december sometimes you get a little extra allocation so it was minor changes question uh could you just talk a little bit about how the adm is determined sure um you submit your student attendance to the state you have to do it every 20 days and so these numbers change and add over the last few years improve these so that you can enter the most current month's data and so you get so much per pupil it's basically 4 45 for mno and capital changes according to what grade level they're in and so it's your mmo that we really have to watch and so uh it's all according to what you uploaded to the script and um how much time they're in the classroom okay so is that um i'm just looking for

011the totals so is the 388 is that am i looking at the right 3d we have well what you have is you have uh your preschool is with the weighted count which is what you're funded on is 4.35 or k aids or 382 123 and your high schoolers are 212.804 for total 597. 354 and then you add your weighted student your group b kids which is your special ed kids and your english language learning their case through your their free reading so that comes out it's just uh sorry your total right now is 597.2632 and when you say weighted that means that those there's not actually 500. exactly you actually have three preschool um and that could when the weight comes and so they're very very minor changes next month we'll do a proposed budget

012for the next year so this just wraps up this year and uh hopefully your agenda item reads in accordance with 905 g yes that's correct and what that means is if i estimate it wrong on one of those lines like the classroom line or less you're giving me the opportunity to spend more or less but not not this year and the navy's not having a basil second item in your business [Music] is tax credit donations [Music] as you recall last week we had a meeting on zoom with people from grad solutions grad solutions is a program to help students that for whatever reason have not been successful in a traditional high school and are not going to graduate it appears they're not going to graduate there's two benefits of grad solutions and we think there'll

013be more benefits if we they've they've convinced me and i had some questions initially if we have a hub here at all high school means we would have a facility for students to come in and work online with their staff or sometimes it might be a staff member but in reality mostly online we have a classroom right now that's set up that way it just depends on how many people you get um and the help that's two-fold is it helps students get the diploma and it's not a ged and the second it would help the high school you know a lot of high schools involved with the graduation with a child anytime between their first day of their freshman year and their graduation if they drop out the school that they were last enrolled in

014is the ones held accountable so if if we have a student that enrolls tomorrow for the first time as a senior and then they have five credits the chances of them picking up 17 credits in the next three weeks is slim enough in my opinion it could be a special special person but that's not happened so they would count against us on our graduation street so the recommendation is that we do have a hub located here with board approval so that we can provide direct services to students that have that need you have like a base number of and the ones there's a lot more students that are identified and actually show up and that may be the same thing that happens in ged programs and the answer is no i don't know exactly i

015would say less than 15 less than 10. i would say and on our side over there we've already talked to some parents about that this is a possibility of provision coming true that it may be best and in two cases the child and guardian and and um just have no no vision of the future for themselves inside we should they'll give this a shot and we can utilize their coaches and those people that they talk about um yeah and i've put in for with ade and entity number to apply for any number to give us this alternative education on site and so that's in the works there and so i said have you checked with any other schools that have done this and see how they've comes for them um actually i wasn't able to

016talk to the county superintendent but he has offered a conversation with myself mr hopkins if need be and he's just he's really involved he's seen great work as county superintendent for pima county but i just haven't been able to make contact with him with his schedule in our schedule but uh but i do know that from the email i got he was real positive about it now most of the concerns i expressed last monday i think will be dealt with having that physical presence a couple questions i have about that is uh how long is this a one-year contract with them to do it is it did we set this up is it a long-term thing that we're looking at or are we i think they'd like a long term but i'm having trouble hearing

017so if i'm repeating myself i'm sorry but was the cost ever mentioned um there'll be no cost there'll be no cost tonight in my understanding we're providing facility so it's in kind but it won't cost we don't have to pay the next amount [Music] bob said that the only the district's contribution to it will be in the space and that there will be no other financial cost on top of that that grad solutions will cover the rest that's great yeah another question another question i have about it is knowing that we've had students that went to grad solutions before that it didn't work out with will they be able to re-enroll with they can come back here up until the age of that same age too uh yeah okay i know they can continue with

018resolution after that age for 90 a month but i also figured i was like well i don't know if that i don't know if we'd be able to have those older students on campus they would probably and i think that's up to the board for an administration i think that uh i think you may run into some of the same fears by families like when i came on board i've read some prior coordinates from a number of years back i remember the time the district was talking about closing curly school and consolidating all the student populations of site there was some fears by parents of elementary students that they would see things or hear things or have something done that wasn't safe to them because of being on the same site with students considerably older

019um and that uh on everybody else i think for the most part that has not happened i'm sure that once while they see someone getting the kiss or holding the hands or something like that but you may hear some language but i see our older kids being pretty supportive of the younger ones but i would want to make sure that if we had a 21 year old here 22 year old that at the same time we had pre-k 12 students here that's a district and no students were aware the fact that you know whether you're a guest district are using our facility you're still going to comply with the behavioral expectations of all the kids so as a parent i'd be more worried about possible influences of the 27 year old student on the 16

02017 18 year old student on the elevation i agree all depending on the students two things i recall that would benefit from the district was the district will receive some funding from this company right the second thing was they had the option of enrolling kids or somewhere else in the state and the district would benefit from that enrollment correct then the third thing is if a kid was not going to graduate from high school and got into this program and then failed this program it would be on them it wouldn't count against the district all right those those students that were enrolled in a program that nature we would get adm for them we would get a fraction i think we're getting at maybe 50 or a quarter or something like that of the admin

021and uh so it wouldn't we wouldn't be rich but it would pay to keep the room clean the computers going that's my only worry i mean that's my only worry that that these kids have already had issues at school and now we're expecting them to come in without all that and and succeed maybe they will because they're older right you have better experience with all this than i do but but i just wanted to look there that we could run out of kids real fast right i mean in a year we might not have enough kids to justify having a teacher in our classroom and you're talking about regular ed you talk about the program the program well i know we're going to have all of high school but i mean i just you know

022someone trying to say i just worry that a lot of these kids will enroll which doesn't stop us from doing this because we know the benefits to the district but my worry is a lot of these kids will grow and and won't be successful and and we will come to a time where we're going to run out of out of kids out of people that are trying to get into this program right understand again you have a lot more experience than that than i do and you probably answer and talk to that better than i can i know in the ged programs i know it's the average ged graduate has enrolled and left the ged program two times before they finish it because they you know get kind of bogged down with it and think

023oh this is and then they kind of take time off realize like oh wait there is some benefit at the end of this and so even even the ones there i will say the majority of people i've worked with their adult ed programs didn't graduate high school it wasn't because of the classes that they didn't stick with high school sometimes it puts social things sometimes it was finished and one of the things the guy made a a point of saying this isn't a rich quick scheme by the student they still have to do three years 15 credits worth of work in order i think with grad solutions they simply have to finish whatever classes they needed to graduate they don't start over and that when i've had ged students come in and i found out

024they were just a few credits short and tell them like congratulations is a much quicker route to get where you're going and it gives you a better potential because i said if you're doing ged then you're you're having to take all five of these tests and you're having to study to pass them but if you left high school in your senior year and had you know two classes that you were halfway through go to grad solutions knock out those two classes and they'll be done with a lot and as i recall from their presentations they said were they in communities where they had a hub and the hubs typically been in urban areas for those a lot more children a lot more students than children students um they've had a higher success rate and they

025think they they've started the hubs in a couple of rural communities and i think they're going to be one of the first ones but they also said most urban centers they had close washing facilities and yes and kitchen ads and and stuff to attract those especially the home kids to those schools ours would be more face to face just an alternative and then they can go home work all night if they want to sleep during the day you know it gives us just an alternative education for some of them and we're always we'll never run out of kids that need that they just aren't made to come here and sit for eight hours in a class and i think that's fulfilling and this is what they want to do just like the kids that we

026saw in schools shut down over codes you know those handful kids that just succeeded four graduating four juniors are graduating this year and they were ones that from what i've talked to people would have never predicted they they were the ones it's like they were the last ones like they were in the office all the time a couple a couple of them um maybe or maybe not kept not speaking about anyone i know obviously so uh but um so yeah we're hoping that they'll always be that that group that'll succeed with this i'm thinking too we might also end up getting students from the western edge of the reservation too that left from their school from this group still if we have that hardware that has that support it could be a draw for something

027listed too i know out there i've got a couple students that my school is not close to graduating question can you talk a little bit about the process for getting there i mean this is really our our last step for trying to find a different path to graduation it comes before that like we still have credit recovery program yeah that works so i see this there's going to be some kids that just want to volunteer probably board and they kind of know themselves but there's the the others that we've talked to parents already about they've been like multiple parent meetings the letters on the starts of the team with the teacher they caught the conferences and getting them into credit recovery and the meetings that we've had and just you know this isn't working this

028isn't working what can we do maybe see a little success here and what was it that'd be what was it that worked for that one particular ingenuity course for others um and then you know well it doesn't have to be a last strong kind of setting but you know let's give this up let's give this opportunity a try and see if it fits better for you so yeah there's it'll be one of the steps that we would normally take but they end up in credit recovery touched on this a little bit but i guess my concern is for the want for the students where it may not be like what we're trying last there isn't a support in a program like this as there is a traditional classroom or what's in between that in terms

029of credit recovery so we wouldn't want students to end up in a situation where they needed more support than they were getting in this program are you incredibly dramatic are you worried about is what you're saying are you worried about a student that's a 17 year old sophomore that's being successful and just says you don't want to do this faster and it could work for some but it also it it's not that's not going to work for everyone because it doesn't have the support um and along those lines do you have a physical space in mind it sounds like okay and it will be staffed so there'll be staff during the school day what's happening okay until you get some stuff because i'm gonna bring any of these kids on campus because i'm trying to

030compete with that adult staff one question just occurred to me because i've seen it happen in other programs because the door of this program was open both ways if we have a student who has left and goes into grad solutions and after being there for a while realize it's like wait i could have i could have done this i've had students in ged program and they realized like oh i'm more capable than i thought maybe i should go back to school and be like yeah you're young enough that i just did i just can't do it the short answer is yes they won't be able to depends on their age if they're 22 years old sorry yes but otherwise it's not bad plan we can't say we're full it probably still takes whoever comes to

031our doors yeah i knew that was an age i just wanted to make sure if we had somebody who left 16 gets into the program and if it works for him that that person wants to go back into the classroom we can make sure that that was still going to be an option because we have to have our goal is to have kids graduate it's kind of like the surgery system the surgery success patient diet you know we feel successful when kids finish high school i wish we had control whether they went to trade school uh university or college whatever the case may be i think we don't uh but without that high school diploma it's a ticket that gets in and objects including the military they could have some uh junior college credits will

032help uh get them in the military but a kid ken i had a student i met with a parent and a student three four years ago and the student already already joined and wasn't going to graduate so i wasn't meeting with a parent and i she said well parents said well he's going to be going to the military here in june seconds and no you're not because we're going to say he has a graduation i'm going to graduate the way he's going he's not going to make like three or four months within a year he said go call your recruiter your kid came back he's right and he's right here and then right now we're going to the military's much much more sophisticated than it was when i was 16 or 17. for years now

033they haven't they won't take you if you just have a gdp mm-hmm they want you to have gdp and score really high on the asthma yes yes or have some community college credits because they they're aware some people see that as a shortcut more than one in short letters so anyway i think it's good for our kids i think it gives our kids some options it's going to create a little bit more work for the district and having another classroom to provide perhaps and perhaps in the staffing but i think it's i think it's worth the cost to help people successfully i don't know higher rails feels but i would certainly be more comfortable with a one-year contract than a multi-year market see how it goes essentially i'll try to get ahold of him before

034crunchy night and find out that's possible i think he did though okay more questions on bad solutions now we're on to the adoption of political goals this is an annual function of asbo i think two weeks ago i sent a copy of this out with this fact that i was back up uh so because that's not something you think about hearing word being ready to vote on the meeting the political agenda for the arizona school board association comes from members i mean not every school district is a member but a of districts in the state of arkansas so it's something that's totally up to the five review um and so if you wanted to have something to submit uh they wanted that submitted by uh the 23rd um 23rd of may so it's before the

035next morning so i thought perhaps if i gave you some great time you had some ideas if you wanted to do it otherwise um i'm bringing this on you but i'd be curious what what your top priorities would be thank you my top priority is always funding kids i think is an embarrassment i love it here i've lived here all my adult life but i've got a friend that works in practice school in california that gets seven times per kid what we get for kid but then no i'm sorry the parents pay tuition seven times what we get for child we're we are funding we're funding kids 49th in the nation one of the reasons arizona is losing teachers and big districts uptown districts people think well the law or the novel reservation the reason

036they're hiring international teachers people don't want to go to this place is wrong they'll have sent four administrators two years ago to philippines driver group teachers and dr g bulls was telling about an acquaintance who knows people in paradise valley they're sending people they're trying to recruit from international students international teachers i'm sorry u.s news world report had a research about two years ago that said arizona funding teacher salary was 48th in the nation following oklahoma and mississippi who get more funding per capita than we have um but for your cost of living we're 50th i've got a granddaughter and i want these young people to pay my social security someday i think it's an ethical and moral thing to do and people say well they're not my kids well someone paid your way through

037back in the 1950s or 1960s or 1970s so it's not i think we're able to get i got off on soapbox i'm sorry but i think i would be constantly looking at ways to rate increase funding for students the legislature here prides themselves on low taxes but in the 80s people came to arizona because dirt was cheap and the climate young parents today see things a little bit differently they're looking at what does the university system look like what is the public school system looks like and i think so i think so i think the short answer would be funding you're going to find funding i think maybe some certification requirements for charge schools i am not a big fan of most charter schools because they don't have the requirements of traditional public schools on

038teacher certification or how administrators treat teachers in charge schools last year i chartered school and feel like feel good here avenue that general geographic area the teachers and the kids went to school monday morning close eye on the door they've been funded i believe for the rest of the year so there was an investigation going on in the meantime those teachers were out of jobs the students had to find a new school that shouldn't happen so i think we need to firm up maybe um teacher requirement or administrative requirement in the in charter schools as well so i think i'm sorry the schools that i have i'm talking about school funding we're talking about we talk about poor schools not talking about the income of all of us we're talking about the real estate values

039and in the early 1980s about 1982 arizona passed the current school finance law which is a good law pretty good luck and it brought an equalization which meant that districts like osmond in downtown phoenix has four schools four five schools they have all the high rises to collect taxes saddle mountain had started out with one school roof fisher school they called it fisher district that time when they built the nuclear power plant they had more money both those districts as examples to me had more money than they could spend on kids but the funding law came in okay they have to earn that funding so that they have kids what they can't spend both in state equalization helps out districts that low uh capital base like cartwright school district in the west valley is a

040k-8 district it's all bedrooms bedrooms don't make money like commercial buildings and things like that so but typically low-income urban schools and rural schools in arizona have the highest poverty level and the lowest funding in the state i don't know there's a way to equalize that i get my soapbox real fast our kids deserve the same benefits that funds can buy that the the larger districts of tucson phoenix flagstaff wherever it's it's unfortunate so i guess that one looks like we have an article yesterday where the state is expecting a surplus that almost equals the yearly budget and education is screening the money we put into school districts from everything from infrastructure to teacher salaries yes and in that article they were estimating that it's possible that as many as of the teacher positions will

041be unfilled next year or filled by people that aren't teachers and so and they quoted all the things you voted and so um so i don't know where that occult i don't know that money will end up in education or not but but the money's there they're just not spending on education most of them went to the rainy day fund this year by the budget that the governor's proposing now he got politically uncomfortable a few years ago when read for red hat because 40 000 teachers marched on the capitol wearing red um but um he made promises for funding what was it his math and our math were very different because he didn't he based it on the original year so for example instead of if teachers supposed to get ten thousand two years wasn't

042that or something like that it was twenty percent we got like eighty five hundred because the math we couldn't grab these math the way they did but it helped but it took that political pressure from teaching organization to do that and that's kind of gone to rest a little bit apparently about people my age range their retirees and they want to pay taxes and i understand fixed income but we still got to know our kids i've always been amazed by the self-interest and narrow focus that tells people that public education is for my kids it's that public education is for the public benefit yes you know good your kids are tremendously entertaining everybody else in the area where you live doesn't have it yet it's not good for society and that's why we have education

043and it's kind of a vocals that you codeposition still basically describe for politicians too no because i know this has been something that arizona's had a serious problem in arizona for a year five years ago when i applied for the job here i left the teaching jobs in arizona in december there were 2 000 classrooms in arizona that did not have a qualified teacher that's right and yet they were halfway through the school year directly to my in my mind directly with that low teacher pay and low appreciation from the state entities towards education too many days a week if you want to find lunch to bolts you got to look in the classroom not this romney's in classroom be subbing in classroom because they're not subs and we raised a salary last year starting

044budget at 200 bucks a day 15 years ago that was a georgian salary um i was talking to a district the other day that the teacher for the 10 years experience could get 80 in arizona now in california you understand that you know teachers over there making 100 grand but then the cost of living is absorbed equally so this whole thing i'm sorry but i get really angry about the fact when i find kids that i think they need to be funny well if you want to make big money and not where you got to work at the copper news i thought it was daniel's company so my priorities were very similar here a revised finance formula to ensure it addresses the unique needs of rural impoverished and remote schools maximize state funding to attract

045talented teachers funding for infrastructure exceptional student services funding um those are probably my top five and then on the other page there's talk about english language learners and social emotional wellness which is important but without funding for it okay so be mine pretty much pretty much as well um this is something that has to be submitted later in the month so we're going to be interviewing yes so next week we will get together for our next two minutes from now we'll get together but we want our priorities to be better with us does anybody have any other things that they would like to see themselves i think every one of our priorities the same priority of every school district and people with a lot more power and prestige are going to put those out the

046last i haven't heard it in the last couple years but kind of what you touched on on you about when you came to arizona in the last two years i heard the account i don't know what they used for the first day of school one year or 2700 teacher vacancies when school started following years only 2 500. and it doesn't it doesn't get better as the year progresses um it just doesn't get better and and like in beautiful downtown the equalization formula that we use means that our our district is financed only about 20 of our monies come from the property tax now if the mine was still operational unless they've got some kind of a deal with the state i don't know they were gone before i came here if we had a heavy

047duty industry here and we lost across the street we lost taxable dollars we have taxable dollars because the hospital uh hospital inside the ambulance company olsons gives us tax and development those types of businesses offer a lot more taxable income for schools than my house and so uh if you have commercial property they pay for so if you don't have that then you then you don't reach that level when the state supplements your taxes basically through equalization so some districts receive no equalization at all they totally fund themselves and live because can creek do that yes so if you don't have enough tax base the state fees back some of that's based on the property too assessed me wonder valuation seen property values facing pretty radical jumps locally in the last year that will lower

048everyone's tax bill because the property is worth more the rates are still the same unless something changes [Music] okay the last last item to discuss from the president's agenda is the adoption ratification of the certified conditions um we've been working on this for several months we met again last week um the three members of the committee uh signed off on the presentation that they went on board to approve the one of the one of the members of the committee dr connolly will be here tomorrow night she'd like to speak to this um so we're recommending uh certified recommendations [Music] as it sits right now after your review was superintendent does it meet all policy matters yes we took a couple things up uh we're changing slightly that these things are emotional because they've been adopted

049by teachers committees over the years and by boards over the years and mean confirm in ajo was much more rigid when i came on board the association was much much stronger but that doesn't mean that any form of leadership to take advantage of that of the lack of association also the changes we made were we met the day of about four or five slight changes i thought but they were changes in statute or policy and the changes are in color pictures and policy i'm sorry the policy these were in line alignment policies so the mean confer is the line of policy the best my knowledge we don't we don't know of any place it's not i would just like to say that i know there were some her concerns from the staff that they didn't

050want to go over again i understand that these can be very difficult to lower specialized policy but i don't think any speaking for myself you know what foreigners say but i for myself both i just wanted to make sure this lined up with policy and that we were proving it because in my opinion this all had to be done made sure it was gone over in that policy before it came to us okay so and we're in this i hope i'm not i'm talking about the same thoughts no i shouldn't know i made a long straight there's two of these documents that we were approved of we would we would have two on the agenda for wednesday night we just didn't administrate we have time to get it to get it all done it's done

051uh it's done as far as our work with the employees but not as far as getting the uh the print the printing done things like that so we'll have that any other questions no i just thought we had one issue one big issue in the whole thing that was paid time off right and um so was that changed the paid time issues can you be more specific well the way that paid sick time worked in and the way that different um days off and the way it was i know lindy brought you a thing from tucson unified school district excuse me you got about the extending holiday and also paid sick time and all that was involved in that and so that was the only reason why we didn't approve that last time was that

052one part and so did that market get changed or did it remain the same or sick leave is in policy how many days we can give various levels of employment so we're consistent with that um we took one thing off that i did some research on last week in fact yeah last week and it's been on there for a long time and one of the frustrations that the principals and i have had is people who take sick leave to extend the holiday and so we had a provision in there that if a person this man we're all we're all familiar with that we took that out we've talked about that many times we took that out because the law says the law and policy say three days that i cannot as an administrator ask a

053teacher okay why would we have you have you taken this to doctor for one day illness and that did slow down absences a lot and we need to think about kids but the law talks about three stories eggs we took that out that's something we'll make most of you so if a person has a bad cold or after christmas break and they miss the first day of school because if not they miss three days we can say less i want to see a doctor's excuse but it's got to be up to three days one time we lowered it down to two uh that's we didn't get away with that last year because the long support the policy on the while and scores on three okay so it's your it's you you believe that we're aligned

054with the state requirement basically now yeah i don't know perfectly i might yeah it says medical documentation is required we can't do that until after the third day but it doesn't say that it says require period so that that all right that's just one thing that jumped out of me that already doesn't tell you we took all that away as far as yeah there's a requirement so the name part of god and where that exists uh we believe days are again that's going to be only after this is going to be the only the only way we can do is hold people accountable for three or more that days one thing that needs to be changed i'm also seeing league days 1.04 okay it's not it's up to 12 days and it's so slow and

055that's i mean those are just already just jumping out at me one play before i thought it was a nine number i thought that was probably something i would fill up with years ago but um you did a lot you did a lot of policy that got changed i believe in 2011 or 12 because i remember we discussed that when i was on board initially because everybody's getting loaded up on leave on day one like they're getting the sick leave day one but not accrued but the vacation time itself well even except they should be getting 40 hours paid sick time on day one so i i think this is a perfect example it needs to be legal but it also needs to be clear like eric and i don't even agree with what this

056means oh we always want we're not trying to to overregulate anything or to mess with the teachers we just want to make it so that that a teacher look at this understandable policy understands what they have and what they get we certainly respect and admire all our teachers and we're happy that they're here and there's a board we would never do anything to hurt the teachers we just want we just want to document that that the teacher can look at it and say okay this is why my rights are on pages and so they know it right up front so when they're standing before the man here right talking to us about why they got dismissed the board that this document is clear as can be of why they got dismissed and so there's no

057there's no reason for it to come in because they've already seen the document we're certainly certainly not doing anything at all to the teachers right we're not going to try to do that we're trying to i've never seen a teacher dismissed in my career over sick leaves whatever that includes all you know we kind of been accused over the last couple months of disappointing the teachers and first time this hasn't ever been agreed with and you know and it's been it's been said several times and i just want to make sure that we stay publicly that we what we were doing was to to help the teachers not to hurt the teachers and so that's that's all we were doing and we certainly weren't trying to make things more difficult and so and it's been

058two years last year we had the same issues with the same thing you know we and i it was my second board meeting and i voted yes because i didn't want to go against the norm but at that time know conversation was added we need to get this fixed we need to get a fix and that that was our purpose and not not approving it right and so not to be difficult just because we wanted it to be a good document we write a good document we never have to change it again for forever right i mean it just unless you just apologize because legislative case law and so we're just trying to put a good document out there so that it so it's clear to everybody everybody knows what's going on if this lines

059up with policy that makes any changes in the future that much easier to do looking at how this one policy affected this one section of your uh reviewing role so we're not good at disrespecting [Music] eric how do you feel about all this you haven't said anything i've sat in bergen unit negotiations they last long time and you are there until it's done hashed out everybody is tired everything is cranky i understand that um this isn't the bargaining unit i understand it's communicate i'm glad we have this for our staff but all sides they take this very serious because it affects them affects the district and it's important very important that everybody's on the same page and has the same understanding of what's written here black and white you know i mean we would have

060eight to ten hour days sitting this i mean it was a lot more in depth than just this but it could be long days of just sitting at the table hashing it out and making sure everybody understood and understood the word um it seems that overall i think everybody's doing a good job but it's just these little tweaks that need to be done i was thinking to talk that's my recollection about that time went to policy which was this school year lindy and i are not on the same page i thought i saw it one way but i'll check it again tomorrow thank you we appreciate that and i do appreciate over here so far next time this is something the teachers feel pretty strong about approval because they're tired of doing it and frankly

061i understand so it's been tedious we also need to provide them something that's aligned with policy that's legal and that's fair they think it's not up to them to make it so okay and yeah i mean i can i can relate to that it's also a little bit come up again for two years not lining up the policy i can kind of relate to that experience here okay so the last item on the agenda we still have four uh reports six on the agenda okay this is something thank goodness we have this um we have attached you see a colored sheet sorry 21 tax credit report breakdown and we have various uh areas in which people can donate funds the line share the funds go to as needed um the uh sports that makes it

062okay we reduce the audience all is needed three hundred eighty one dollars for band probably 890 stem class 10 program 1300 field trips 300 psat testing 200 all sports 1945 health club 200 and non-sport items 2295 um breaking it out sophomores 600 bucks football 1200 art club 200 go off 100. equity equality club 400 we had eight less donors for this year than last year but about 3 000 more dollars so our donation this year was this year being uh 2021 11 8454 um total dollars for 19 was 14 700 and total donors for 18 are 13 three so you can see we had two big years and this year we had um we only had eleven thousand eight hundred so i didn't set up wrong instead of increasing three three thousand dollars we lost

063by three thousand or twenty eight seventy one be specific any questions about that okay good don't go ahead oh yeah so for things like golf um we haven't had golf for a while just one year yeah so for sure well we have it during code of course so i know for some of these donations if if those accounts sit stagnant for a while then it goes little bit of time we're not but i don't know if there's any exception so yeah because that would make a lot of the funds potentially don't just do counsel right yeah it goes back to their is so so a number of these could be already emotional sorry if we're so inclined we've never to my my recollection we haven't taken away from the account by the general fund uh

064okay so something we have to do no we don't have to no no no this is a selfish choice okay presenter golf i'm not a golfer but i wish we had a lot of we had a good turnout until this year and with one student and then one student should have the opportunity cost-wise so people my age can go off you might can't play football not they're smart so i think golf intensive more lifetime sports i think we ought to promote those they get expensive we have people colleagues of mine that come through town why don't you have a tennis team the tennis court is right there well right now the cut price of decent cost is at least 200 bucks a round trip to phoenix per game it costs staff time we don't have

065subs for so i think after school sports are important especially little communities like ours because we don't have the club sports i've always hopefully said that but i'd like to see maybe some earlier advertising or some encouraging of golf and things like i don't know this would be a fact but i would imagine that most of the money they were donated to the golf team was by john burns and he would not have wanted that money to go anywhere else he would rather sit in an account for golf until they were the golf team and he never would have donated that money if it would have been other sports yeah this has come up with with other donations too where funds were donated and ended up in another account because of the timing of the

066donation i remember and stop me if there's a violation of open meeting laws golf really helps our recruitment for teachers the kids don't have health insurance so they don't play anything else but they play golf and so traditionally over the last 10 years or so the kids that have gone out for golf have been children of foreign teachers so i think that it does help with that recruitment of bringing those little teachers and the retention of those with those teachers well it's i didn't understand that we didn't have to make the funds over i i thought that after two years whatever that window is we were required to move it into a separate fund but now it seems like we can hold on you know it's unfortunate that there is no golf anymore i mean

067even the country club i was talking about them the other day and they're trying to find money to bring it back to the kid on golf that'd be cool because they don't have the funding for that now at some point it does become kind of weird like when we when we closed track in what 2010 or 11. and then people kept donating to track and i said i would say sir that so then we just had to take it out so then holding on to you know four thousand dollars or five thousand dollars in the track run when there is no track fund where we could use those for other sports something at some point we have to make that decision and say we have to supplement the sports that we have or the activities

068we have or the clubs that we have rather than keep feeding money into an area that we don't have anymore so at some point the business manager at the time which wasn't laura uh three business managers ago has to make that decision when they're doing their budget that we haven't had traction for three years we've disbanded tracker and no longer have trap on our aia schedule but people but we have these four thousand dollars that aren't doing anything with but we have a field trip that's going to the zoo and there's no more money in the fields account so it's up to that business manager what they want to do with that those funds so at some point we do move it over it's not going to stay there forever well we have a forum

069don't we that twists the active programs and donors would look in that form and choose one that is likely to be used for that [Music] it's not new but it's new to me and um i wish i could say that i took a long time and consideration and really worked with the team on coming up with an answer but this was one of those ones that was sent to previous principles emails by the time i got it it was due in 24 hours so something that we always talk about either board meetings or just our campuses campus security obviously number one at any school should be security of our of our students and faculty and staff and i'm not having the fence and i could tell there had been cameras here at one time outside

070i guess they just randomized continuously and and that just kind of disappeared so um just off the top that was the quickest thing i could think of that was really it were a need for and that you know saying 6500 for a fence wouldn't cover this part if you'd like to try cool fencing or something it's so expensive so it got some estimates and um and just wrote to them asking for that for for social emotional well-being of our students and to be used as a deterrent number one just like when our sheriff's park across the street you'll hear those toy haulers really break down real deep in those diesel trucks and you know officer was on us inside my office and talking to a student there's just a truck out there the sheriff truck

071but it's a deterrent so um so that would be number one and then second you don't have security on the campus things happen and it's nice to be able to see who just went in and out of the bathroom at that time we have a lot of he said she said things fortunately a lot of it's just mischief and misbehavior but we do have some property damage here and once a while students do get hurt and nobody really really sees it you don't have a true story so it'd be nice to be able to go back and see those those things we've used the camera in the cafeteria a few times that nobody has time to sit and watch everything but to build to go back and see who did throw that first banana you

072know to start this whole this whole mess um and in the past i guess cameras have been pointing in in a certain direction didn't have the wide range to where they could be vandalized without seeing who was vandalizing it so with our new state-of-the-art cameras um you know with that wide view and the night vision if somebody does go damage one at least one of the cameras will catch that as well as you know all the other cameras to and from and and what i've seen with our sheriff's department we're such a small community even if the kids have the hoodies on and the mask something about the tennis shoes yeah there's something or they make a mistake you know and we've a backpack current note or something and uh at we at least they

073can they can learn of us them and that that you have to pay for damages that you cause um and we can at least have our eyes on that and as we talked about with the survey some of the teachers felt uh security was was an issue as well and we had some random vandalization i know a stalker outside of her door this year or if there were cameras at least we're going to see you know who caused that you know what cotter doing and kind of stuff you know a small amount of cameras to start with to make sure that we're able to have the wiring um correct and it's not draining from our our system that we already have from our servers and uh to set it up that way so we're gonna

074kind of start small and then build up with what we like with that i'm using using the 6500 that was the max so they did give us the max so you know we sent thank you letters and everything to them and then they came out and took photos and i know that they put that on paper which was nice just so they um you know supposed to see that we're really we are driving we're working on it um as well as um that's it's what's best for our schools so um we're working with uh with with jose our own maintenance staff for to help with the wiring and the piping that goes the wires will go through and then sheriff was our sheriff deputy lozano and some of the other guys are coming out just

075with their excuse what they've seen in certain buildings whether it be tucson or here where they work where the best placements will be um so getting that advice as well from them and the first four should be here shortly thank you because they do have a turnaround around and um so we'll try to get those up as soon as we can i guess in the summer but you have to look and see if that's going to be suitable and then uh and then go for growth from there so they are outside cameras they're not in any any restroom or breaking no balls or any projects off and if you want anything filmed you can just the kids already haven't failed anything in a classroom so um that's already handled but uh but yeah so we're

076just hoping that wanted it'll be a deterrent and two that they can help with any any situation that can arise and hopefully makes everybody feel a little safer congratulations thank you thank you very much government so i think you you all have a copy in front of you um it's just kind of the same as last i added the green are editions i added a section on conflict of interest with the conflict of interest form for board members in the back i based on our discussion last month i added the section on page seven for uh requests for project items um and that you know has the uh the timeline for requesting agenda items as well as the agenda creation and publication same thing all about regenerative creating the agenda underneath that consent agenda and

077in the back go all the way back i've added some things to the board calendar and powers and responsibilities on page 17 i ordered an independence as an appendix on powers and responsibilities and i edited and this is probably the newest biggest change the last page is appendix open meanwhile guidance so this i basically um condensed our training our reading training that we had and put it in there as far as i understood it so that's it okay you're welcome to famous before questions comments um it's not up for approval this month uh but i do want to i actually added a calendar hoping to do that in august [Music] thank you yes well i can't hear a word yesterday i guess it must be wendy because you really have a female that she had

078added something to this yes about it marcia i would like to make a the handbook it's not up for a vote or anything but what i'll do is i can i'll send you a copy um on that discussion that's what i'm getting at yeah yes yeah i believe we're gonna have another thing i read that all the way through and i have some notes on it and i i definitely want to be there okay yeah i believe we're going to have that scheduled um at another date to discuss it further yeah i think it would be wise [Music] because i don't okay yes yes she was saying that she was putting this and putting it out there for us to look at and review but was hoping to have it on the agenda in august

079so that that should give us plenty of time yeah and allow your opportunity to participate in the discussion in person right i i mean the whole meeting was that way i couldn't hear and so um okay so now we are on the um four number have agenda items to request um so that would be the only thing i have to add is the best items that are specified there for the uh from the superintendent support mainly the the more priorities from before which does actually be itemized to came to the agenda for the wednesday so that they can be discussed okay and nobody goes to me thank you marshall good evening
