[Music] hi from the united states of america nation under god indivisible with liberty and justice okay the approval of teacher contracts for the 2022 2023 school year the administration is requesting board approval for the issues of contracts to the list of teachers john obama april javier lynette claudia williams olivia garcia amanda gargan kellyarn chad judy pamela dara cruz bobby casey josephus and yorn mercy aaron cohen danielle connolly and richard eddie williamsburg issues ultimately angela garcia mary grace real guy and kevin wilfred mr president there's a number of teachers whose names aren't on here it has nothing to do with performance it's because of their visa because of the pandemic several international teachers uh visas were extended a year or two we've been told that that won't happen this year we'd like to see it happen

but we've been told also we have a significant number of teacher vacancies if that doesn't happen so if we found out tomorrow that was going to happen if we found out before the march board meeting we only have one recruiting fair in february um we would probably bring someone back to you but this time it does not look like some of our uh international teachers will be able to have contracts so they won't have to take [Music] next item is personnel approval of classified working ingredients for the 2018-23 school year the administration has requested more approval for the initiatives of working agreements to the enlisted non-certified staff member administrative uh dana scalarati angelina sarah gray alejandro ortega and fernando essario and maintenance daniel cotton james davis rafael flores axel gonzalez uh rafael flores reagan actually

richard russell officer john jose again and for parapros laura daniels daniel hernandez bethany morality ellie sanchez maria maria duran debbie house patricia munoz shelley simpson alejandra figueroa susanna leon michelle dominguez candidate demaio gloria gutierrez maintenance looks like they have a lot of maintenance orders we've got two of those gentlemen part-time drivers uh mr davis and mr russell uh when they're available so if we found the right candidates probably come back we would come back to the board they asked to increase the means that we have passed part-time drivers we've not been there for almost two years [Music] administrative designation business manager leanne williams leanne burns has submitted [Music] letter today go through at least wednesday i wanted her to be here with the audience since she has done the work that they're auditing i've been

responsible for work really and she agreed to that um there's a letter the resignation letter that's attached she refers the fact that i asked her she initially resigned effective june 30th i asked her to move that up to the end of april the reason for that is um when we replace her with another business manager i'd like for that person to do the 20 23 budget because that person will be administering that budget and we have to have a budget in june we can't change it let me adopt it formally in july and so that's a complicated and important process as i wanted this is um so her contract was through june if it's not preferable to spend a contract for this manager in june why did he do that it is preferable it's a

fiscal year uh classified employees can only have a 12-month work agreement which she had and apparently she talked earlier about ending your contract sooner but she didn't want to have to pay liquidate damages but the data damages something we have and certified as well as classified contracts it covers if a person leaves a contract early administration can charge that person for the cost of finding a replacement including administrative time up to two thousand dollars of views as we say and she did not want to get penalized for that and said that wouldn't happen so her salary will just stop on her last day which is the end of it and in april and we will in the next board united talks about hiring her placement so you're saying she didn't want to stay through the

other performance correct initially she said 30. i said what about because i wanted to understand i said i'd like to have the replacement do the budget she uh she agreed when you say originally she won the third did she want just 30 days notice no let's say it's saying the 30th i'm sorry we're talking about june 30th yeah okay no i just when you said 230 i wasn't sure about the reference to june 30th or about reason put in beauty and i said can you move it back to the end of april i got the revised resignation letter that day any other questions okay next arnold personnel administrative employment business manager of osu laura smith has applied for the position of part-time business manager for the ajo unified school district she served as the district

business manager from april to july 1st of 2015. um laura smith um hi spencer passed away i believe it was on march 20th no 118th right right around the same title today um 2015. i knew of firms that worked with districts to help provide business staff on a quick notice and met with them and brian laura at that time laura was the member of that firm and she worked with us until uh we hired a halftime business manager to actually in the district uh mr kim's circle and so laura is no longer that firm she did a good job for us had we had good eyes with her work and uh tomorrow night that would bring her back yes the individuals below have expressed an interest in coaching for the 2020 spring sports season jose

ariane is head baseball coach lonnie alvarez as co-head softball coach kayla leona as co-head softball coach and angelino as assistant we're still looking for assistant coach for jose and baseball we thought we had one and the person that was going to do it had some personal reasons if anybody wants to coach baseball is a good role model christmas items approval of the 2023 school calendar the yahoo 2223 school offers schools educational calendar has been proposed and reviewed this calendar meets the maryland instructional days 180 including all states certified media conference and we look at it and um we have one change over the past years the first day back after christmas break is an in-service day for teachers teachers like that yeah one of the things that teachers want to talk to when we requested

uh when i first came to beautiful downtown oppo we had three days off for thanksgiving wednesday thursday friday because when we located some people travel distances to celebrate the holiday we got away from that for a few years two years ago and working on the calendar staff that i spoke with expressed an interest in that so we've continued that so we had wednesday thursday friday for thanksgiving i'm finding some school districts take the whole week off we could do that just run a couple days later in april with the staff that's comfortable with that also if you take a look at we showed january the 2nd it's a staff development day the first day and i'm back from winter break what we did was substitute we had a day off in april just to have

a day off and we did we took that away and put it in january um so the april holiday uh i'm not doing that this year but if there's not time what we've been doing volunteering for holidays we probably have we've always had them under we said extra days just kind of took care of that now if the board the teachers already proved this and we confirmed that i could always go back to them we had the last day of school may 23 being my high school graduations 24th which is a wednesday that's the last day department that's the last day for students and the staff come back the following day the 25th the teacher certified staff that's the end of their year so if i kind of i kind of like the idea of

having thank you things get stressful and second semester with testing with unfortunately code but budget was looking for teachers for the subsequent year it's gorge made a motion i could easily uh find a friday or a monday in april we just say we're going to go to the 25th the high school graduation 24th at the elementary or 8th eight-page promotion and twenty-six last eight i said too right so either way we have 180 days that's what's critical if we had if we had a day here these two days would be exactly yeah but stuff i've already seen this certified [Music] well there's always wednesdays yeah we can bring it up on wednesday by the time this we picked those days our next wednesday that we had um half the teachers were either out because we

had other prior arrangements engagements i should say and so we did it so we didn't do it on that wednesday to look at that day we had talked about it earlier um the day and it was very favorable to have that first day that we come back after the winter holiday to have that as a prep day as a pd day through pd and then have some prep time as well um some vertical articulation just to be expanded ready go and take a breath after that and to see where we are and kind of gathered so that was real positive but um they're losing that day in april that that that was kind of new and so we weren't able to talk about that but we sure could on wednesday i could bring back some

it's important to have that day off on in april let me find that out pretty quick that'd be great okay there's nothing else on there next item is approval of out-of-state student field trip to the stem club the stem club is asking permission to travel out of state or a may 2022 field trip to disneyland california the students will use tax credit donations from the standard aerospace club for this trip mr chizzy will give a report on the monday study session oh thank you um i'll i'll make this quick long chat and talk uh chad approached me two or three weeks ago and um he's pretty excited about the aerospace stuff and to me if i was a kid i'd be excited about it um and it sounds like going to disneyland oh boy joy

was going to have fun and right there's a lot of stem aspects to disneyland to make it function so i asked him so he'd be here at night to ask questions and respond to questions and kind of talk about what he envisioned for that so thank you for being here we appreciate it i did not do a formal presentation so i'm just going to do this verbally um this idea kind of came up early in the year when we first started kind of revitalized the stem club which has been in existence for a while um i had a pretty significant number of students who were interested and they have participated all year we did a movie night uh out there on the lawn we've done a lot of activities um they show up every week

and they've been very active in the aerospace science program okay so everything from the presentation i gave you at the beginning of the year has gone exactly as planned um we haven't spent very much money at all everything's gone really well so i wanted to kill two birds with one stone first of all because it covered a lot of students especially our seniors really didn't get an opportunity to do anything that was team building cohesive as a group and also i wanted to do something stem related so the initial plan was to go to the california science center and then do an overnighter and stay and also go to disneyland kind of make this all work together because of cobin restrictions the california science center is a little difficult and it also didn't want to

do an overnight trip that was just with all things considered just seemed a little bit overwhelming and expensive so we trimmed it down to putting together a stem program that was pate offered to help me as well as uh april um okay so she's and she's the middle school stem teacher so we put together a checklist of things that we would have the students do so they would be a enjoying themselves i'm not going to you know hide behind that but at the same time make it an educational productive thing we have 15 students they're all very good students they're all behaved they've all participated all year and um we've got the funding to do it we just need your permission to make the trip it'll be a one-day trip we leave very early in

the morning at the a.m and we're trying late that night but um we have that's three teachers and two parents who volunteered to go as well so uh how was the driving being split up i was worried about it's one person doing all the driving but okay so getting a whole bait there so here's the yeah i understand um we don't we wanted to take the larger bus but we don't have a driver so the smaller bus i can drive i will drive there the reason i asked for two additional teachers as well so that i could take time out during the day leave the group go catch some sleep and be able to make drive by good evening i'm a really good driver and i've driven lots and lots of miles millions literally in

my life so i'm very comfortable with the best idea okay um but but if i get tired for whatever reason this cote is a licensed driver as well and she could back up and support me actually okay i like more to that i'm sorry i look forward to seeing this good take drive the bus one of the reasons that bring this to the board is any overnight events for students or out of state events for students has to have work from yeah so that's why i bring it to you folks i think it sounds like a good event the new activity button was that all that tv bus was like a miniature bus this is more like the truck but the big thing on the back yeah um so what is the expected cost and

how many speeds okay we have 15 students and um i call disneyland they have a student group rate as of right now it's 133 per student one of the chaperones for every 10 students you get a free chaperone um you have to go to 20 to get the second one it's not like you get one and a half that would be great but they don't do it that way it's disneyland so um so one free and then we have enough to cover the two and the parents are covering themselves actually to get into disneyland um the exact number was a little over two thousand dollars i'm sorry i didn't bring that with me but we do have the funds in our account to cover i checked eventually we went through the numbers i think it

sounds super fun uh i think my only concern is that it really feast them related because if it says here that the tax credit donations are going to be used and those are specific to so so let me go into a little more detail on that let's be fair um there are all types of activities that would involve for example we'd say you need to find an activity that involves steam locomotion or steam activity or literally steam that exists let them find it what type of hydraulics input how is that utilized uh electromagnetism things like that and especially now disneyland's upgraded itself considerably so this is an opportunity to not only find those but also interview and ask some of the people who work there how does this work and thanks i learned from them

so this was going to ask if they were going to have a chance to talk to the people about things like that yes and we're so what we're going to do to make it you know a little bit more and fun for the kids but still learning is we'll give them the checklist and they can go around through that process rather than us walking around as a group and doing an interview behind the scenes first of all disneyland is not going to do that they all work there and they don't have time for that but also it lets the kids do the exploration on their own yeah are you going to do some publicity about this you're using tax tax credit donation yes and it sounds like if you say we're going to disneyland that

specifics have to be in the paper that what the fund is being used for and and the different things so that they understand that this isn't just writing the roller coaster i understand so obviously we could publish whatever the results of what the kids come back with and take the correct type of uh you know pictures things here's going to happen within the council i think some of the people who give tax credit if they thought it was being used for a trip and whatnot they wouldn't do it another year but they have to be you know showing that this is very valuable okay and we can certainly document that if it might be possible after the trip to have a couple of the students come in and tell the board what they've learned violation

thank you very much national society of the ohio scope and sequence to what we was improved five years ago um we've updated at some point this is a part of year five and title one approval the gift program also gives zero funds with approval scope and sequence we may qualify for a few months it's extremely small and probably a decade 12 years ago the state uh cut funding on to the point that it's we have to do the schedule sequence that's fine because but um it's kind of hardly worth the work to do the uh grant for the money we don't have the money to have a pull-out program as a principal i had i'm sure i called him again as a principal the district which i served had a pull-up program where the students

were gifted they left their campus for a day every two weeks and went to a central location the older the children became the more it became a social variety for them because they stood out and the adults around it was positive but for socially it wasn't always thinking smarter than they are to the point that my children attended school the district i wouldn't allow them to test this thing create too many problems in the scope one of the things that we're asking for and good teachers do this all the time we're asking for um instruction to be developed so that meets all kids needs and that doesn't mean that you can individualize for 45 kids in the classroom or 30 kids in the classroom but you follow students interests and needs chad's class is an

example of kids that can do some things with space with science with technology with astronomy and that gets a lot of people's interest also when we have a header genius next to students there's conversations among kids that all kids learn from the teacher is not the only teacher in the classroom in my opinion a colleague not kids giving kids job is not to be the teacher but when they're involved in a conversation group with someone that may be struggling sometimes their language may be understandable differentiate instruction in this program when we wrote this plan a first adopted government 90 scored 90 97 i'm sorry on the code yet which is a against the test or the state test at that time it was ames and uh we left the 97 percent in when we re-road

those are updated depending on what state what testing students are taking that time i hope they stay with this act what we say with that about we don't know in high school for example but we want students the worst thing i could hear as a principal was a parent talking saying my kid is getting in trouble in class because they're bored that doesn't justify being troubled in some cases that was accurate so we work with the family we work with the teacher we work on things to do integrate reading and writing and math and so on and so forth we talked about a couple my one math program here came out wisconsin and their way math is a program that program is not about pages of algorithms it's about solving problems mathematical problems multiple ways

if we were all to start building the case the five of us would have five different ways to measure and cut and decide what that thing's gonna look like there's not one answer so there's not one there's one answer there's not one way to get there and too often we just put a bunch of problems on a page and students have the basic function skills but they don't know what to do i had a parent in the valley last principle that was a math professor for a private university and he was teaching a calculus class and the problem that he gave for final exam he gave the solution most of the students were used to doing for 12 years in public school and then my time in college he gave a solution and he asked

them what does this mean and they were furious because they knew how to do the basic math functions but they didn't know what and when i got done with that type of advanced math he said his point for that they were going to be engineers or space scientists he said they even know what that math has and that's something i hope so that's very very appreciated you've got a copy of the spoken sequence with you and so i hope you approve this maybe get some money what kind of funding i don't know i know my way down we haven't any funding for the last five years funding wasn't improved that they had through the last time it's a couple years where i don't believe i don't don't i think i'm right i'm talking probably a

decade ago the state basically cut funding but then when they brought it back they reduced i would say the funding that we would qualify for now may be half of what it was when i came down in 2002 airbag values everybody values gifted students what they can do for our culture and our country but in arizona and i'll talk about this and assuming tennis report wednesday night right now the legislature's sensation and schools aren't safe as long as they're stationed because they've talked about how to reduce funding and expand vouchers that takes money away from what our kids are using and it makes me it frustrates the heck out of me because art didn't deserve it um and any kid any kid but it's an urban school or a real school kind of deserves that

i think in 2015 it was less than a thousand dollars for the district oh since the 1990s approval of certified working conditions agreement the teacher committee of dr donald connelly ms john obama mr beltran has worked with the superintendent to review the previous certified working conditions agreement update the proposed certified working conditions agreement to start friday start february 2022 to june 2023. the teachers made it real clear they don't want to do this again at the end of this year they want to have the only approved now work for one point of view folks approve it hopefully you prove it wednesday night until the end of 2023 so i appreciate that they did ask for a couple changes in the front of the book they want to have the calendar um the classroom the certified

solar schedule and extra paid positions uh in the front book now my assumption is that that's because those are questions the teachers ask the most about our descriptive reference and those things we usually have in the back of independence but [Music] uh who chooses the members of the review committee this was a group that started last spring i think we wanted to change not last spring sorry um i'd it probably six months ago for volunteers there was no long line waiting in the door and this group you got some questions about being conferred last year they've done that except for one person one person was different because they were familiar with the changes between and plus those two teachers kind of covered if we had a fourth i would have tried to get someone from

lower elementary okay and then from what we were talking about earlier the calendar might shift a little bit and based on the input and so we need that to make that change because we already have it on the agenda for wednesday night to vote on yes has a long history of this document yes um i i i honestly have a lot of questions um see there are still sections that are unclear um that we've been working on and a lot of them are a lot better [Music] that's still unclear or sometimes incorrect sometimes still contrary to sickly blah for example um so i'm not really sure at this point we can go through it i i'm not really sure how how to get this document if there's wording in here that isn't legal if you

want to take a look at that and send me a copy of what you're concerned about uh i wouldn't have it done by wednesday night no way i haven't had a chance to go through at all i got this friday evening and it's a lot okay so so i've only gotten part way through and i'm finding things so i i don't know how useful it is i mean should we just start going through some of it no i just want to sure if you've already seen a couple of specific things yeah i mean there are some things like something that should have been fixed before that didn't just to grab up something something that should have been fixed professional days should be submitted at least a week prior to the weekday and then another page

that does professional days should be submitted four weeks and then the policy says 20 days so that that's just one example if there's a lot yeah um and i don't know when i remember that one before because that was when i realized that the 20 days was for work [Music] there's so many variables using that as an example um i don't have an exact number but a high percentage of professional days are going to be at the request of school transport or superintendent because we're asking the teacher to go to a meeting for good school or go to the meeting for some training um something that effects so depending on when the conference or the training came became available uh that would depend on sometimes we don't have to work sometimes we just find it

out on mondays the following tuesday or something like that so it's it's the policy almost sets um staff up for failure so we also uh rule thumb if it's something that if like this year we don't need cells right now first we have some very very very few and so that might be a reason to say you know i proved to approve this part lastly but we're gonna we've got and then we consider sorts we're not going to be able to follow through so sometimes those things need to change more quickly than the policy allows from or even more quickly than that handbook allows so would you recommend sure so i wasn't bringing up to to change policy i was just saying oh on one it's confusing on one page it says one week on

another page it says are you suggesting the change policy to one week because four weeks is not reasonable i think i think there's speaking universally i think there's a danger in changing policy every time we don't like it because a lot of people have spent not here in beautiful downtown ohio but with asba and their legal staff and their administrative staff have spent a lot of time working on policy to make sure it meets the letter of the law in their opinion and to meet what traditions are we did change two policies uh a year ago based on this document we changed uh our buyback for sick leave uh is four years if a person is here four years and retires the department of policy asked for 10 years and we thought it was better

for force we changed the policy the other thing was bereavement leave bereavement leave was for the policy said for five days per year period we changed it to five days per first degree of constant annuity which would be sibling parent child so on so forth close family um because um some of us had that experience we would not have been able to have uh free relief for both deaths and so the board changed those policies i thought that was very reasonable and both of the changes that the board approved uh were more favorable to the benefits for the staff which i appreciate thanks openstack but in this case from what you say there may be reason to change the policy i don't i don't think there's a reason to keep policy out of tradition if

it's not working that's our job it is not the one the important policy uh our job is to enforce making changes but they have specialists that are designed to look at policy look at the ramifications of change and so on and so forth is the board's job promotion it's one of our main reasons for being here it is not asp based on espa we've hired to help us make sure that our policies are legal true but they don't all all the policy recommendations every time we change policy we send it to them yes depending on the change how dramatically changes they may not copyright yeah um typically they don't if it's a very my new change they may they may i guess i have not seen that i think if we were to change that

to basically include a line saying that that deadline can those dates can be taken inside of that window if it's something that comes up before you finish you know it and you say you find out a valuable training thing is coming out that this stalker might benefit from that's coming up in two days is it to me it would be a small change to give you administrators the ability to say yeah we can do this we don't need that four-week notice right now we assume we have that ability because we've been doing it for that way for 20 years i did it for 20 years as a school principal um you just you use your judgments that's why you hire principals and superintendents being in the science of it you would have to do the

request for payment for the registration for whatever workshop you're doing put in cars four weeks in advance the registration some workshops is it going out for a month so it's very rarely that that ever happens so that four week window is it's optimal tonight to somebody who's taking workshops before they usually got four week windows in place like it's rarely that we ever say somebody calls up and saying you have to go to this and it's next week or somebody says oh i didn't find this email so it was my junk email and now i have to go to this workshop in thinking those happen they are rare but we still ask the teachers to do the four weeks out and though i'll nod their heads would be like please do this four weeks out

because it saves us the deal is coming back but the checks and the cars and the is there a bus driver on that day or is the car removable there's a lot of paperwork and running around to do so as far as we're concerned it's probably good to keep that thing those for the professional days really if that makes sense it it does so to me there are two issues there's the board the agreement needs to be consistent it can't have three different things okay you can point out those inconsistencies i'm going to touch it so and and then i i'm not i'm not saying that i know i know you're somebody i'm but that's all to say this is one thing there's one thing we're already talking about possible policy changes there are a

lot of things like that in here still um and like i said i don't know what to do about it it needs to be clear it's not it's this is what the staff uses to know what their benefits are it needs to be clear i'm not going to make a suggestion yes the board goes wednesday night if it fails they're not titles i'm not saying that but they're that simple people just make that change that you're referring to and you take part actually make those kind of changes so we've got a lot of teachers here would you be unhappy if we took more time to try and sort out the inconsistencies they're all saying no but we also aren't sorry i'm speaking out of terms right we aren't the ones that are on the committee

either okay okay but this is what they are working on behalf of all of the teachers and i understand you're not all the teachers here on some of the smaller ones those could be changed by wednesday that wouldn't wouldn't be i don't think so because i don't have time i don't believe it there may be something i don't know i don't know if there's it may be good to just take a little bit more time the committee for the way it stands and the changes have they've gone back to the teachers and asked them i don't know they found things that were and they they haven't brought me attention no so i thought i might be misremembering but i thought in the past this would be um a draft and it would be given to

all of the teachers to review before it was approved but not the case what we've done in the past we've had it's open session and people can walk within this um i don't pack out the book until it's approved no i don't have time correct the committee it's an agreement between the committee and the superintendent the representative of the board if they're not on the commit the committee is the representative for the teachers we have some volunteers and then that comes through those volunteers it just seems like if three teachers are representing the entire body or teachers but there's there should be some sort of review process or uh wage for the rest of the staff to wait way in which was approved what you're describing has happened that's what if we were hardcore reunion

shop which we're not as a teacher president there were five of us representing 700 teachers when i came to ohio negotiations was much more formal there were four teachers the rooms that represented the whole staff it was that committee's job to talk to their members not not the principal or not the business manager not superintendent it was the person the spokesperson for the board was that person has always been me what here in ottawa um it was that person's job to come up with the best agreement for the staff and the students in the district the changes you're saying a matter of one or two days that's not a big deal it's business you can handle that like a type of change but i would be hesitant i'll be cautious let's put it that way

of excuse me of going in and disemboweling something that's strong uh explanation disemboweling something that a committee worked on and thought they were making a decision for it's kind of like saying your decision doesn't count anymore we don't agree with it and they do that in strong union shop what we've called jane's name is this from meat and conference which kind of has professional organization strong professional organization our language to working conditions which we want to make the working conditions as good as possible again for our employees with the money we have there's a latitude we have and i felt that we've done a pretty decent job we don't get i have yet to find a person i'd say since 2005 at least to come and complain about a stone employee and complain about the

agreement that they received no i mean this all started several years ago when many teachers came in and they did not come to me they came to the board i know that accusation that's on the boards for explain that at that time they should have come to the principle of superintendent that way we can fix it but it's still not fixed years later we just talked about two policies were totally amended because of this process and my first thing i said mr robertson was the teachers retired a meeting they want their the whatever they want i don't mean to speak for them they want what they they want their work approved and the board respected by the board they don't want to do this specifically they said we're not going to do this and we

don't want to do this again so if you don't want to do it the law does not require that we have this arizona is a right-to-work state paragraph 14 viewed at that party we don't have binding arbitration but i think it's a good thing i am not suggesting renegotiating it and i'm not talking about typos i'm talking about if there are things in here that are either unclear so those so the employees don't know what their benefits are or if it's not legal either way those things need to be there's nothing in here that i'm aware of we've had we haven't done it this year we've got our training look at this and we've done anything has been illegal i think you can unless the law's changing last year and if you wanna if you

want to give me an edited copy tomorrow i can't get it done by wednesday folks uh but your table tomorrow wednesday night if you still as i said before you can vote on it and see where the vote falls and we fall from there yeah i mean as it is i i would not be comfortable um unfortunately the teachers were i would be willing to point out areas that include problematic one question about that if we we follow that procedure when he's able to find some places that need some more understanding that we can't be done by wednesday is there a consequence to tabling until march yeah can do that okay because that one to me that would give enough time to give a more thorough review of it and i also you know also

respect the teacher's time if they're volunteering to be on the committee i'm certainly not expecting them to now throw that many more hours are there's just a lot of things to do between now and june but yes and we want to get things that we can out of the way yeah just keep moving on with the successful completion of the year okay now i just wanted to make sure it was clear that if it was wednesday that there's not a negative consequences from doing that we have something in fact right now yeah yeah okay any more questions or discussions no we have two reports perfect i i put the wrong report on the agenda i should say report 2022 staff survey results and um we did this a very similar survey last winter but maybe

one different question dealing with i'm not sure we had that last year and the question was uh can we do that again to see if we were consistent in other words and i can't but i haven't had the time you have to do a full item by item comparison with last year's not necessarily right now but a copy of last year's and this year's um the first item for the audience you can't read i can't believe i've got a cheater here the school is supportive of an inviting place for students to learn and to remind the board where this came from there was criticism about how elementary this survey was the survey came from other schools the school districts and the asa so it's not something that that particularly a school is supportive and inviting

place for students what i'm looking at are the positives uh of the staff and staff we had 25 people take the survey uh 25 certified staff and 15 classified five of those people didn't respond so we had 35 responses [Music] so 86 percent agreed or highly agreed or somewhat agree they agreed at least that the school's inviting place for students around number two i feel so safe working in the iowa schools i agree with that and i don't know there's not a magic number where all you're doing good you got 72 percent not a magic number it's just something to be aware of uh number three staff promotes education success for students for all students 90 agree with that now someone could easily say well the staffs evaluate themselves well a lot of staff members

here have children in school i did the numbers all back i think 30 to 37 people 37 of our staff had children on campus and so they have loyalty to their children's education as well as providing education or supporting the school to provide education for other people for the people's children so i think that's pretty good administration respects students 92 percent agreed in some fashion which i appreciate that that's uh lance is new to us this year i've seen that from him when he and i talk about kids our students and i would say to the day i die the reason this school exists is not to get me in offices to give these kids an education to be treated differently it's very important number five students who treat with equity for all 73 percent

all right that's lower than i like i don't know why but uh that's where that is um bullying is a problem in school 77 bowling is i had a professor that called certain words vessel words because they held different meanings for different people bullying is one of those some people see bullying as a physical act i think more devastating than physical life is an emotional action or an embarrassment by a peer those are hard for teachers to see we run the playground with 25 or 30 kids and one watched by another and says something extremely unkind i believe that bullying it's people 10 15 or 10 yards the way they are going to hear that unless the student was a recipient of that message unless they know they don't want to do that because they

don't want to be a snitch so that's the challenge physical and i think i'll remember you could mark out at school bullying was a big problem period listen though news was political and then we add on we add on to this are online fully yeah that we do or don't see and um and sometimes it's brought to us sometimes we're not made aware of it we said a lot of our teachers are parents as well they probably see that at home their own children more than we would just wasn't brought to us by parents but um that's just a big topic that's always going to be is always going to be large as long as social media and they have access to it because they can hide behind that phone or that computer they have

so many role models to watch do that constantly so it'd be tough to tackle unfortunately some i said this politely some families or some cultures endorse fully because my son's tough enough to stand up and do this you know for my daughter typically sons because people do it sometimes sexist um that's unfortunate i i can say with a lot of appreciation the two principles have been part of the survey mr headline and dr travolta when i have conversations about these topics for that topic specifically i appreciate the response i appreciate the fact that it bothers them they don't want to see it they address it with their own growth so it's not regardless if it was 62 percent of the setting 89 percent they they address it and they know what it's like because now

that's how they've been defined but really going to you as problem to me that's not switching if somebody's broken the rules somebody's fully did you turn them in that's not quite as engine that's looking out for yourself in the way that you're supposed to happen as opposed i think the first thing you said was important to think about because let's pretend you and i are eighth graders and i'm the bully um if i convince you if you join this is done in your future i'm going to get you worse tonight and that's black now and that's worse and i've had i've dealt with that in the administrator that made that particular clear and i don't know if that's worked or not but something i feel strongly about moving on number seven the administrator's administration is

knowledgeable with instructional processes uh i have been very critical of administration in my career because i think a lot of people present company excluded lance a lot of school principals when i was a young administrator they got there because they were a good football coach because they got organized they didn't understand the reading and writing process they would understand mathematics i think that's critical and i was pleased that 89 people surveyed thought administration had a good understanding of the instruction process number eight staff seek parental input on major decisions uh 70 that's not as good the explanation perhaps there could be time when the building's on fire you don't call it committee meeting um and some of them they may not feel comfortable getting parent input when it's not their child because of her and

so that could be i don't know just things i thought about when i was going through this today there are opportunities number nine there are opportunities for staff to communicate issues concerns administration 77 degree i think that's i tried to be for example to be out at the bus stop after school and the morning if i can get an office before fighting late i can make it and i'd be surprised it's interesting sometimes in five minutes i can solve the concern ahead or any concern one morning i remember in five minutes i talked to two teachers and a parent about some and they weren't pricey but there were concerns and they appeared to leave the conversation uh content uh number ten staff had access to materials and equipment's protected from the cove at 89 agree

with that number 11 board members understand the daily operation of the school of 51 i think the board members have understanding the 12th administration provides information to staff regarding the operations will 72 agree 2013 administration communicates well with staff 59 and uh that kind of confounds me because a lot of devices to do that plus me construct face-to-face meetings and i think one of the things that um i've heard teachers and not just teachers i'm sorry teachers they're present employees say if if i go to my supervisor with a problem if it's not resolved the way i think it should be then i wasn't listening to i hear that i've heard that not here at all as much as i heard at least in valley but that's that's the position um administration communicates well with

parents 63 the board works well the administration the administration values staff ideas and input 70 so all in all uh survey results i thought it would look pretty good and i'd look at a copy of this report um and then kind of break some of these down like what does that look like how can i help be better at where the numbers are low but i need to know what would that look like yeah um because is it you know do we need smaller group more of those kind of mediums or less speeds and give us more time here but give us more descriptive emails with the information until i know that it's going to be hard for me to do that but i promise them that i've done this for years and years you

know the schools and districts have to have this feedback with surveys but until until i really know what they're looking for it's hard to it's hard to give that improvement so we are going to be doing that as well i'd also be interested if you or teachers have suggestions of way basically improve the survey and make it more useful ask the right questions um is the alignment of board policy the alignment of topics this task if we handle this thoroughly it will take a week at least because when we have a board policy revision from sba if we have any of those one night after the legislature adjournment and so on and so forth that you've all seen the time that it takes certain support and serious discussion i went through the politics i started

i started doing this by going through the policy management and try to look at everything i can see against my opinion um that in the policy manual related to student director of student behavior students grades enrollment all those things and so then i took the table of contents from the policy manual and basically tried to align those with our handbook um again please know that the handbook is like a v the white opening on top of b is the u.s constitution followed by the supreme court followed by congress goes down to state legislature and board policy the last thing when i as a principal write a handbook it's my handbook everything else trump says i'm talking about the former president but it has more power for the years i've been doing this this is the

first time i've had a board member ask about student and parents occasionally ask for clarification typically though when their child has received consequence and is from the handbook as part of our table of contents so guidelines for our student contact and it usually talks about a range because i remember the principle i had a student one time typically i involved parents a lot if i was in the discipline situation i remember one family at my last school i wouldn't call the parents unless it was an extremely severe thing it was drugs alcohol or using extreme profane language against the teacher those things there was any wiggle room but i think it's important that chief principals and teachers have flexibility uh and they're playing a consequence because we don't know how the times come back in

this case had i called the family that would be child abuse and a child knew that and i knew that i found out somehow and the child and i was working out and child was never became perfect but improves again so the first policy um on guidelines student conduct is a line closely that i can tell with and these are not all exact wordings but they are at least in my opinion aligned with the intent and the handbook as i said before the board is a book put together by a committee of principles uh when i came here best of my recollection there was no student handbook and so one of the first things i did was work with the existing principal and came up with something and it has grown and changed with every

principle we've had typically not in the first year because they're too busy i mean principals come to work july 1 kids are there in five weeks they've got a lot of things to do and so um but by second year typically they start making changes and so on and so forth so the handbook um i was involved deeply in the initial development of it perhaps but it's changed substantially so this is the work we've done with the work of the i'm german great about well and marilyn fairless lauren carrier brian mckenzie um and chad's on here a little uh lana was only here one year so he didn't have much time to work with it because we've done an online work and lands i don't know how much i thought he'd give it to it

so the first one the policy jic deals with student context so it talks about acceptable content not only i should listen to statute by doing this not just in policy but statute says that students will follow the direction of the staff and the administration's school for establishing rules under the discipline offenses again student contact policy jic talks about that also jica talks about student address specifically talks about outfits that advertise drugs alcohol things of that nature typically if they if shirts or things like that have a racial slur i've been successful as administrators saying don't worry that school turned inside out i would give them a shirt to wear and so they didn't come back and not all parents have been happy about that but that's the way it is i fall asleep jicv care

of school property by student students cannot abuse property technically they have to take care of the property now the law has taken away a lot of school administration's tools as to what we can do we can't say when they withdraw you can't have your student records unless you pay this fine for breaking out door in the bathroom uh it's an expensive family sometimes can't door anyway but they still we can we can hold students accountable if we had to severe enough we could we did this one time we involved on the olive shells policy jicc talks about student conduct on school buses this is an area i don't see an issue i had more bus reference in one week in the valley than i have here in five years put together at least uh which

is the way it is um ji policy j-i-c-e is student publications student publications there's a law case which i can't remember which basically gives the school principal the right to strike things from from articles the articles have to be approved but if there's a school paper or if it's going to go in the uh cover news unless it's the letter of the editor that the principal has the right to say no that's not the one where we need to change this part and that policy talks about that paul's at jicg talks about tobacco use there's also a sign on the campus every campus entrance uh jich talks about direct and alcohol use by students and uh as we all know is considered drug toxic 36 are 36 798. um jic-k is student violence harassment intimidation

i heard on the news last night that was coming into ohio uh a navy seal died 24 years old he passed all the stuff he did he began to be a seal some real rough stuff but basically um he died from uh supreme extreme hazing by uh his group and uh they were talking about what a great young man he was and how the good soldier he would have been and doesn't have the time to get the sun down or recover harassment and hazing with the next item jicfa used to be a real tradition at least i can take advantage but take grant for that but my predecessor and really impressed me he did away with hazing hazing was pretty widespread here freshman initiation oh my gosh it was tough it was embarrassing to kiss

and um some sports teams can do that and it's against policies also i think against the law the year before i became a freshman it was awesome yeah um privileges and that's been about five years ago privileges there's no we have a section on privileges there's no close policies about that connects with consequences for this by offenses uh jk talks about options for student discipline jk reads out the detention of students after school or weekends jkd is the student suspension there is no recourse for family on student suspension as long as the administration doesn't suspend more than 10 days if dr jabals came to you folks and little bob dooley was so annoying or did something so bad that he wanted to suspend him for a semester there's a difference in expulsion he couldn't do

it you folks have to do it because we we cannot suspend more than 10 days so my rule of thumb is i didn't miss out somewhere i never suspended more than nine elected kid back in school to deal with the issue um jkda i remove those students from school sponsored activities school activities we're not talking about sports i thought we were talking about sporting events here but we're not talking about clubs chad's chad's trip to california could be an example if one of his stem students stem club members started doing some crazy stuff that we didn't think was safe when he went to california without closer supervision they could be removed they'll have to be in writing the student student has an important rule that students have due process rights which means an education is

a property right all it means and i remember when this happened school friends i was not a prisoner as a classroom teacher our principal at school where i was teaching how to hissy fit basically yeah so student i'm suspending you for this x y z did you do it no i didn't well i'm suspending it anyway you have to explain to the students charges against them you have to prove it but um you guys explain it there was an incident in 2013-14 from student council i think we could one of the student council members has been moved to good ideas to council impeachments very well um expulsion of students that's pretty severe i've never had to do that i hope i never do expulsion means the child is not no public school in the state

has to accept them back that's the fear i was taking away properly i accepted a student in my school one time i think that turned out okay but i was scared to death um the young man was a fourth grader her parents had gone through a nasty separation both grandpas came to me and one of the grandpas that the kid was bouncing between two girlfriends he had a mother and one grandparents had a gun collection and uh he had a gun on his handgun on his bed brought the pieces to school this was long before columbine or any of those events and they when they swore we will supervise we will help them do anything and i took a risk and i put my second kid he was amazing and i was it worked out

he was not a stellar kid but he was okay he was probably a b student and a skill would attend him being a slam dunk what a great kid he was he was lisa nate but by doing that we were able to keep him in the education system and he i didn't regret it it turned out but i was a little nervous about that school attendance jde talks about school attendance anybody that's the next one compulsory anybody from the age eight to sixteen has to be in an enrolled school now with with uh homeschooling that has made a portion of that virtually possible so a number of years ago here being a family who just would not send their child to school with us in the childhood schools i worked in principal we involved the

sheriff's department because of violation of the law the day before they were going to court the parents declared the child home schools trust me he wasn't in school there was no education going on the child never returned to school requirements um we all know there's laws for interest to kindergarten and first grade not beyond that so it has to be five by september first either kindergarten six for september first year in the first grade after that the child goes to private school and starts kindergarten four uh they can start sixth grade fairly in the second grade first grade five or second grade six so that's going to be that or the secondary not first grades i'm sorry um medical information say the immunization of students what that's talking about not talking about polio tetanus whooping

cough and so on and so forth which is the vaccinations that we typically see kids having to have before we enroll in public school on jlcc communicable infectious diseases typically what that means is if the county if a child and there's couple reasons and it's changed in the last few years that people can exclude their child from vaccinations and that's religious belief or health belief i had i had a child whose dad was a chiropractor he believes in no internal medicine and so his wife was a teacher at my school so they didn't have their child action but if there had been a measles outbreak in maricopa county to where the county health department was epidemic the child couldn't come back to school to declare the epidemic because he can get the disease and pass

it on other people the child abuse disease um medicine's administering medicines to students um we can have those drugs on campus as long as they're in the nurse's office and they have to be in the bottle the pharmacist can't be a ziploc bag that's what that's talking about the next page academics extra critical activity eligible we've raised a bar on that i've done that twice since i've been in auto initially the law says no pass no play um we raised the bar when i first came here to saying c minus average instead of d minus um that worked i know the first couple of years we had no students for football and eligible for their father criticism about that from the ghost um this went away we had an athlete named mr english and he

suddenly didn't play with that without telling anybody and so he put that back into place a couple years ago so still c average c minus counseling and career development it talks about things that we do with guidance counseling and school counselors and psychologists it doesn't say anything about the person shall be a certified counselor so with lance's demeanor he can work with the kids and every teacher in this room can because i kind of know their personalities they don't just chew a kid out they may do that once they want to but they also talk to them about alternatives how you're going to fix this so and so on especially if you go into the preschool you guys all the conversations you know it's very it's very positive it's very uplifting it's very uh therapeutic

of the kids now we have it's important the board to have a counselor we have our counselor through southwest behavioral health services and because of some of the needs we had last year we had well the last year we opened we had one day a week we talked with southwest behavioral health services more than a year ago we had this thing because we had kids coming online work for three quarters of the year we've doubled it well we haven't had any help this year because our counselor had business and he recuperated was going to survive his back witness as a one last journey correct that's right so it's in today so hopefully and our kids need that and everything a lot of things read it talks about the stress not just for kids but for

teachers the stress and they need to throw in principles and superintendents too by the way kova is a whole new ballgame for us i never took a class in my life i took 100 of them on cody we were not trained as young educators how do you deal with pandemic how you deal with people you know dying from so those are things we need to grow but we i'm relieved i'm sad that we have death counseling services here for kids um but we we have back uh school counselors and psychologists policy i was surprised doesn't say about even a psychologist being trained being licensed psychologists we use two psychologists one visits here or visit online another totally online and that's to evaluate psycho-educational evaluations not psychologists like therapy it's for evaluation for especially as you

folks probably know the next one is athletics and extracurricular activities extracurricular activity kennedy great great average does not just apply to football basketball volleyball et cetera it also applies to student government therefore if a student's an officer in a stem club if they have an f average you know even if you're not eligible you've got to forego that until you've regraded the fact that so it's for any extracurricular activity um that carries homeless and migrant policy calls the jfab admission of homeless students uh this does not impact us as much as large urban districts larger and it's mckinney mentos federal law and it's a good law it's it could be frustrating for administration but it's good for children if we had a district that reached from here to evil then and the child lived and

healed then the family became homeless and they lived they moved down here where they lived in a shelter here in iowa if the family wanted us to we had to bust that child back to the eleven school back to the original school because the thinking behind this law wasn't the child being homeless has gone through enough trauma we if we keep them in their school they're going to have their friends the teachers are going so and so forth so again eventually one of the things that it does and we've used it here in if iowa family require all these documents to get a child in person to their baptismal specific approved paper i was saying a few minutes ago vaccination schedule all those things if they can prove they're homeless and i'm the i'm the

uh mccain mental liaison leader with ade so they've got to convince me that they're truly homeless i'm a soft touch to be honest folks because i want to get kids in school um if we feel that there are general homes we can lay that paperwork and so yeah so we just thought we went there google so um uh annual public notice of non-discrimination is something we have in our handbook policy doesn't address it uh basically we all say yeah we believe this but we've got we think we have it on our website i think we also have a handbook special education talks about student records policy jr and that's also a perfect issue family education rights privacy act and then one of the things this is so strict that lance and i can have access

to all those records because of our rules but a peripheral who works one-on-one with a special needs child isn't violent he's violating further if they talk to another adult on campus about their student because that child has a right to privacy and so we try to import that and mrs beltran doesn't work with your paraphrase to do that we talked to the teachers a little bit about that probably not enough but we haven't had a big problem confidentially student educational records same policy jr uh student records for current involvement policy again we repeat the homeless action and uh which they have is a student admission we need very help to get demanded we want they need they can't send the kid to school on the bus and say enroll a person a parent or a

guardian has to be their president to enroll that child otherwise we could be annoying a child who is been a victim of kidnapping or something um policy at jih his interrogation searches and arrests law enforcement sometimes has a concern about this policy because an officer they go to schools they if they think that some juveniles do something wrong the best place to find them in school so to make their life simple that officer is going to want to interrogate the child the answer is no not unless you've told the parent the parent doesn't have to be there but you have to advise the parents and i want that for my kids um now if if the officer arrives and doctor she closes options i'm here to arrest sophomore bob dooley he can't stop that but

we assume the phantom's gone but we can't stop that we can do searches there was a supreme court case about the stafford unified school district about five years ago where an assistant transcript search a kid no the the ruling was so vague on what they said it was so vague it was even a same-sex person it was a junior high girl that was just searched by a female administrator and um i would never recover i support that but uh you can't ask students or take students into their pockets or their book bags um the last students that i was involved in here years ago that had a seismic possession marijuana had to shoot and i knew it i'm in the room and uh principal that was it that day and i asked him you've done

politics in a book bag and everything you know that agreeable said take off your right shoe oh very agreeable the left shoe got real slow even though it's even though it's not against the law for adults anymore that time still was it'd be like it's it's illegal for adults to smoke tobacco or drink alcohol it's not illegal for a kid to do it because they're a minor or to have a mechanics um phasing we talked about that a few minutes ago jfc hazing basically there's no hazing a lot of truth and the last one is student surveys uh student surveys what that policy talks about is if we're going to do a survey of the students we need to let parents know first you know what kind of questions and i think part of that

is because people are fearful that we may be asking questions may have every shoulder challenge so when we do certainly yeah that doesn't stop teacher reaction classroom saying how many of you want to read this book or this book and that's not that's not otherwise just getting into it that's it this i i started i always started writing the board agenda for the next month probably the day after well i've already started the fifth day of the march um i thought we're already doing this pretty well i thought we crashed in and we changed the policy a couple of things back and so i just wanted to make sure um if someone had angel angelina's recovery system resistant to those things that people want to want to talk about future agenda is um you have

to be careful we don't have a four-hour meeting because people get a little sometimes frustrated about those but um i remember something that you folks are saying or missing i think maybe session okay you're right i think you're right i have one i i requested a an update on the superintendent's search and discussion um that was not granted we don't have a lot of meetings between the only team i thought i did that in an email but what i thought i did that in the email you want for an update and i replied back to you and i said this this should be done in an email i didn't have questions that you didn't answer but this is this is a request for an agenda item so i'm asking for it for wednesday i think

it's important that we get the word out i don't know if the urls to uh the survey and the job posting are going to be new this week i also would like to talk about other ways to spread the word possibly distributing um the survey and the job is the job posting through community groups like giza there's some chamber cars uh thank you um that pretty much any of those requests were to go to him i was thinking about that i mean you've got to go to him financially yes but and i knew that was like specifically oh if i knew somebody would be a candidate because i was also taking it as in if i wanted it in the paper go through the same thing angelina could you talk to comments about putting it

in the aquaculture news or the arizona daily sun to kind of remove us some from the search process so that correct sure so wait can i just clarify it that was not my understanding from the from the meeting that we had so we can't we can't have this we can't have this discussion really that's why i haven't asked for it um from asking for wednesday um and i would like to again put in and then i admit um i would like to see these add-ons be agreeable to the whole board not just one person and i think when the gal came from asda was talking to us i can't remember her name she said a lot of schools did that that before that went to angelina that we would decide whether it was worth taking

our time and i would like to see that happen instead of just having a list like this that doesn't mean anything to any of us and we haven't really had a say in it i think that it should be voted on to go on into um to the agenda that that wouldn't agree with the policy that we have [Music] it would be very worthwhile we can do that possible executive pursuant to ars 38-431.03 a section one personnel discussion concerning the candidate for a business position and discussion about goals miss robinson hi mr hopkins miss duncan hi is eric with us no no he has water right so here correct it is [Music]
