001um i have a question um [Music] correct yes of the united states of america and through the republic foreign note that the members of the board may not discuss items that are not specifically identified therefore action taken is limited to directing the administration to look into the matter responding to any criticism of scheduling further consideration and i have here a request to speak from michael robbins [Music] music teacher jesse green because he was in my house right now we have zoomed with my daughter to the end of your table he was a fantastic music teacher he was passionate related wealthy kids and he filled my daughter's interest in music it wasn't always so not when my kids first enrolled in 2016. but jesse green gave us a vibrant rich program that was reflecting the numerous

002performances i saw in the auditorium even before he started teaching at my dining room too we all know what dr dooley did to jesse green twice calling the sheriff on the teacher leading up the classroom is despicable there's absolutely no justification none then calling the sheriff to a teacher's home put their kids present because he assumed the teacher stole equipment because he couldn't find it there's absolutely no justification for that either that's not who we are as a community and it was purely punitive to under retaliate for that teacher coming before this board and being critical of the administration you see a teacher moving out of their classroom and you fear they might be stealing from the school you go and talk to them you remind them that there's a process in place that will

003be checked that the inventory will be checked before paychecks final pictures are given that's the process and that's the scope of your authority nowhere in the process does it say call the sheriffs and have them challenge the teacher and take photos of their personal staff you think a piece of equipment is missing before the final reconciliation inventory you ask the teacher where the equipment is that's the process and that's the scope of your authority we do not call the sheriff a second time reporting that the teacher stole the equipment and sent the sheriff to his house with his kids present only for him to tell the sheriff where on campus the equipment is located dr dooley failed to follow the process his actions are a poor reflection of our school district and the entire auto

004community what's this org in a new level dr dewey loves to tell you the questions first jesse green students my daughter included were excited to record a music video the last week of school it was a big corrupt regrettably for jesse green and all of his students that was cancelled because jesse green was afraid to bring any of his personal requests back to school what does morgan decide a discussion of the personnel artists say a okay our first item in the personnel is approval of july just starts um we're asking the following teachers to help with jumpstart this since jumpstart does not happen until july if we have a few more of these issues we may bring some more names back to you kellyarncon being recommended [Music] again okay we're going to recommend our alejandra

005figueroa uh sherry simpson garcia martinez bernadine tamayo and maria via silva one of the things that's frustrating budget-wise with summer schools sometimes we have more staff plenty today was the first day for uh july june summer school our numbers looked pretty good so what we've told the teachers and the fair codes especially the peripherals because many of those are one-on-one pair of girls for special needs children if the child is not here then the peripheral doesn't have jobs so they're not their understanding of that of the elementary we may add another teacher there we'd like to see k-3 fully represented could be a small proportion we have some makeup work to do for the year uh so that'll be recommendation that the summer school uh jump starts july 12th and 16th and 19th 23rd and

006uh our board meeting that's that's their assignments that one child for the iep yeah and so that child is not there and there's no other child that needs them they they don't they've done that for probably okay expensive to do that when she was starving for something worried about some money so yeah i just wondered yeah that would be frustrating we had a person come today this month is approval summer school employment and we want to make sure we've got the board's blessing to have summer school it's that simple we started out with two aides rafael duran and kirsten munoz they're both one-on-one special ed pair pros item three on personnel is a classified resignation of the very crow lori daniels became the workforce about mid-year and is has accepted another position here i wish

007her good luck luciana taurus uh i was a character here for the last year a little over and she is just deciding to work next year classified reassignment princess lopez lopez uh worked in food services for i want to say six or seven years and then we've transferred to become a parapro has been working since that time as a parapro with mr rodman's resignation and the change of uh leaders in the cafeteria to alemandro ortega they're famous around francis's work and they thought she would really be eager to take that job back because it's more hours qualifies for health insurance for that one particular position she was not excited she wanted to stay with the parent with her child or students i'm sorry and so after a few days we didn't give her a few

008days to decide she decided to stay and she's come to me since then i want to put a second when i say stay in the cafeteria services she does not want to stay in food services so she is working through the month she will resign from the cafeteria position once we reassign the peripheral which we can do as of july 1. so i appreciate vacancy which is our next title um she'd been interviewed reference checks for a cafeteria worker uh she will take the position that was held shortly by francis lopez prior to that alejandro so he recommended her preposition children in school [Music] the next item this is not complete by any means this is extra papers issues for the 2021-22 school year freshman advisor danielle connolly uh this would be the class that

009she first taught in third grade when she came to her unified and she wanted to just specifically work with those kids what i'm trying to talk people are doing is you start with the classes freshman following through the senior year and donald and i've had that conversation she's alone with us i appreciate that um we're still looking for sophomore junior class advisors a senior class advisor would be jonah baja and chella aaron khan i think we have an extraordinary society a person that i need to talk to anymore uh junior and junior high student council advisor uh that person is no longer coming back next year special education idea director uh american girlfriend has been doing that since she returned i would recommend that to happen again uh drama we haven't filled that position for

010seven years that person's death interests that skill set athletic department we're looking at two people jose young the athletic director and the co-director not a co-director but assistant will be our celia munoz your book director uh donnell conley uh j ted cte director that needs to be changed to chad chidsey uh it's not uh [Music] got we is jt director twice there's uh eo coordinators marianne domilanta and we say eel at sequence language learners this will be your third or fourth year for doing that um mexico student council advisor uh mercy aaron khan here we go uh cge jt director chad sidhu he just received his uh could be offering a class uh under space technology with jted cte qualification and he received a certification of the entire school uh tech mentor at kc the

011general coach that's not that stupid yes we i have online uh just like any any of the arts some students some students can have that more self-expression support from whether it's music or traditional art or bigger high schools you find more all right we're moving on to the business may 28th end of day the auditor general issued preliminary budget forms for fiscal year 21-22 the legislature has not passed an approved state budget there is no approved state budget for school district apparently the legislature went on a hiatus for approximately a week they returned today we don't care within the agreement on the budget today our governor has this is not the first time school districts have had to um foresee the future without a state budget in place we do know some of these components

012of funding for next year for family increase to the base support level and per student now we know some of those things however it has not been incorporated into this budget or for the reforms because it's all preliminary and that has not been passed by the state legislature i did not increase those things in our project because i did increase our enrollment our productive enrollment from this year to next is consistent with this year with 2021 i'm sorry yeah it's similar but i'd like to walk through just what the changes are for next year at least at this point to get proposed we're going to do our job that we are supposed to do and we're going to do it to the best of our ability and then we will go with school starts again

013in the fall and we'll see how many kids come back to us and we start to record our atm data every 20 days required etc revenue control limit which is comprised of the average daily membership again your number on current year funding so it will be the current depending baby then participated would be 21-22 and then the prior year's transportation support level of miles period so in fiscal year 2021 the budget revision number two those those numbers were two million seven hundred fifteen thousand eight hundred and fifty three dollars i have projected an additional 50 speeds for next year that we will recruit those students and so those numbers are three million thirty thousand four ninety five that's an increase of three hundred and fourteen thousand six forty two this year in 2021 we had

014the adjustment to discus learning um of 130 000 a little bit over i'm kind of uh projecting that we won't have any next year i'm really really hoping that school [Music] carryover from prior fiscal year last year we carried over 432 2629 so far this year it looks like we're going to carry it into 21 22 311 464. that's a decrease of 121 165 remember the pie in fiscal year 2021 was much smaller due to the loss of funding so we had less of the prior carrier lessons and then on the prop 123 50 million dollar add-on funding that's basically that's from the state land trust um i'm just using the year 2021 number i don't have anything yet so i'm showing no change yet so in total at this point that it will increase

015323 for the district additional assistance that's our fund 610 or our capital this calculation is different because it is based on prior year number prior year not current year so last year in 2021 that allocation for our district was 240 dollars carryover from prior fiscal year in our in our fund 610. we had 716 928 a year ago this year it's going to be 758 098 at this point in fiscal year 2021 we spent a huge amount of money on chromebooks and computer type things instructional software etc however we were able to move all of those expenses to the enrollment stabilization grant so that we didn't have to complete our funds so that's been a good thing so this is where we are from uh the tax rates and they'll actually use the adopted budget

016for tax rates to set the tax rate but you cannot adopt french amendments for 001 and 610 which are greater than we propose so this is the most important budget in my opinion but in fiscal year 2021 our attack our primary tax rate is 4.2246 on the front cover of the budget and fiscal year 2274.1276 so very similar uh to the prior year can i answer any questions a lot of information the biggest question is dr feely is frustrated with you don't know anything as far as the state budget what the results are going to be and that's which i was worried about the uh helping weapons at one point i said we'll say again at one point in the spring of 20 arizona's showing five thousand students attending public schools that mitigated i even

017have about forty thousand so every district that i know felt this my old history was close to one third of their schools i think we'd really on august 9th as a regular year starts and it does disappear though you know some students aren't going to want to wear baskets if the cdc or the county health still recommends foreign um i probably did [Music] um thank you so much oh this is that's it we the board meetings we just got the work scheduled in december for uh july we we make the deadline by 24 hours but that budget starts by 15th july correct and so with different limits of greater which they should not be able to provide um but we'll have to revise again by september 13th so depending on because you know that the

018years that arizona were famous for the years that we have an abundance of funding are actually tougher legislative sessions we've gone out longer and longer my frustration is this uh we had 40 000 kids the state's not paying support for so multiply that by about 4 500 that's a bucket of money not a penny that's coming to schools uh the governors were up and down and so uh that money is going to bring funds this this traditional thing uh with the edmonton new school principal by the way thank you dr gervald for being here tonight we don't have a name tank one yet but um the three of us will be myself dr jabul samias will be the assigner check signers and so i support permission for that um yeah the fourth the third item

019on the business is of their intergovernmental agreement with the pima county joint technical educational district those of you have been around for a few years 12 districts about 12 about 15 years ago voted to the voters go ahead and join jt and aha was one of those it's always a challenge finding jt teachers and so we have a couple i appreciate jimmy doing the aerospace class this year where he's a history and science guy who fits his his college studies uh to do this we have to have our board approve obviously as well as our attorney our attorney's already looked at and recommends we have a classroom but we had a fantastic teacher there and you know [Music] and there's a list of all the books there the young principal i kind of attacked my

020librarian one day when she was going through books to discard it and i looked him in a perfect shape and the point was take a look on the inside prior to electronic uh electronic system her question was tell them when that book was last checked out this was in 1994 the book hadn't been checked out since 62. and that's very common the books are either dilapidated because they've been overly used for us when you saw it just take out shell space so what we can do is we'll we will discard these books they can go and land those books or we can donate them to kids and donate donating to rehab other schools in the community if someone knows places focused on kids they'll check out the gallery uh automatically because there's some bill martin

021looks at him and i mean and i know i can understand why they're getting somewhere now because of the type of year we had things were different and she did most of her book purchasing in the spring yeah and so she and i spoke last week she goes like it's the same budget this coming year and my goal is yes it depends on how much money we give and how much i can twist uh our kids need to put it's done good me too so i'm yes um the next item is approval of the policy uh revised policy gcqe um before we can send this to arizona school board association to adopt our policy we have we have our try and look at it which he'd already has and gave his approval we also need

022to have board approval and that's what that's why the agenda miss robertson asked about i wanted this on tonight as a first reading and possible tomorrow as a second reading so then go ahead and move on with it to give some history to this as you recall last spring we looked at possible last year i should say uh we had very briefly discussed the possibility on our certified working conditions handbook of taking out all of the policies of all the agreements to be able to leave because there's an inconsistencies in the policy and part of the reason for this muslim and all the part of the reason for this is policies changed and immediately prayer games did not i can't speak for the superintendent but for me if teachers or organization was certified or classified

023agree and the board supports it by passing uh ratifying the important relationships that's one of the things our lawyer did recommend so do away with no belief stuff in your agreement you just put in policy well in two cases that would have hurt the staff one of them was a non-agreement leader the way we practiced freely right now is five days for instance it's first degree of counseling really um the policy said five days per year period uh hopefully no one needs that but to do it i i personally think that you have that the other policy gc gcqe which is retirement staff members our agreement came a long time ago we say four years if a person's been retired for four years they have an opportunity back accumulated the existing policy says ten years

024and several talk remember convening some months ago and we were in agreement that that need to protect the staff to keep it four years right those only two things that i can recollect out of the whole lead package that would be they're better off with our the board policy than with reporter or the working commissioner here so this policy is convoluted and mr robertson and i have emailed the text quite a few times today about this this policy basically talks about two things uh retirement setting program at one point when there were ample teachers in the world at least in arizona uh administrators tried to find a way to get senior teachers especially senior teachers to retire because it saved money which still does to an extent and also because we had more teachers than

025perhaps need less on vacation so this deals with that part of the policy and the stuff the red trent without the lines through it that's what the policy says in other words someone with 10 11 12 13 through 20 and above years of service to the right of the years of service you see two percent three percent four percent to twelve percent they would get that amount of funds back from their uh accrued sick leave um the second one is sick leave payment upon retirement um okay so the retirement program that does not happen are you saying the change yesterday know yes and they often had that they had a certain amount of money they retired but had nothing to do with when you at the end of the year when you retired to give

026them 60 cert i know i for example last month the board approved a class by a person that's planning on retiring next year in the policy of the vegan program i can't remember which vote said that if the person notifies the superintendent by the 15th of april they get a certain percentage raised that year and the board proved that so that person so that's the type of thing the first thing that was putting out and in the pale blueprint uh the end is pointed out every four years of service like a two years pay increase it should be eight percent increase in salary not six percent four times two is eight not six in the last half of that policy is a little more convoluted that's sickly payment upon retirement what the third page in

027two pages after this one you see gcqe retirement of professionals and support staff members excuse me again this is this is the four years that i referenced earlier the maximum they can carry in sick leave is 200 days that's not available as uh policy okay this is not the current no this is the one that we wrote this is the one we wrote to try uh based upon uh statute based upon policies based upon meeting for agreement this was to try to be to take away the one you just saw which he did not want to have teachers waiting 10 years from the time i think this is good yes thank you this is the revision i see i see it so the way asba works is we have to send it to our lawyer

028to get their blessing first because aspa is attorney they will represent the role so they have we got ben's blessing and if the board of truths will send to the sba they they've always said they will not copyright but once policies would change previously i'm sure they did copyrights i don't know why i guess the change was insignificant so we're asking we're asking to do away in essence with the 10-day thing we're saying after four years of every time it can't be i'm going to go move to show so if they have one to 49 days a crude sick leave they get 40 a day so that means they get close to two thousand dollars uh between 960. that's correct if they had 50 to 99 days 50 days department 50 per year 100 200

029to 200 days 60 per year per day i'm sorry and that will depend on the individual recruit and sick leave everybody's pay stub has uh the end of the days of recruit sick leave behalf so it's classified certified uh they know every two weeks of what [Music] it should set the top of the paragraph upon retirement uh uh risk or death above the top paragraph right under a simply didn't really violence in three weeks from the military it's not like he's not going to do another job but i just wanted to know should that be specific we could easily do that we could just put asrs or parentheses after that yeah because it says it says as here and after we find but it does not be fine and this is this is breeder it's

030in my opinion is simpler to understand uh it deals with kind of convoluted i still i still hope that this protects the rights that we all talked about several months ago about protecting the teachers right to retire for four years um this is rare anymore that we have teachers here to retire this rare knee district they got retired at some point but uh knowing administrators in the team's area uh teachers are moving across the streets to change district because they may or may be a working teacher a young teacher they may make three hundred dollars more so they will change districts it's not like it was in the odds and also because the number of international teachers we have it's rare we have international teachers here once the time to retire we have one retired

031from the native so a question it also says maximum of 200 days yeah so that is addressed elsewhere in politics so does it need to be here or is that just i think it's i think it is things like that especially when people and so there probably should be a reference to the other policy yes because it's duplicated so asrs applies to all stuff yes yes the governor can't get the money the legislative campaign in some states until the house completed billions of dollars i'm sure and not every public employee volunteers are asked some fire departments or so appreciation so everybody yes i'm teaching and i have been here seven years i've got my fourth medicare i think and that's not an us rule that's a federal rule that's when they come with their visa

032there are certain things that we're not allowed to pay them for their visas thinking was that people from one culture no work in another culture [Music] this year left because because you don't feel the machine suppose your kids but also in the last two years they haven't forced people to go back so we have some people on the seventh year next year which is unheard of and we're glad to have good people and good teachers so yes and then uh my other office worker casey is knocking on the door also okay so that is what is different from the from the agreement right the agreement doesn't is is if someone started tomorrow they're not moving further uh people that have worked in this community with me over the last five six years and i've used

033that example [Music] we do um that one looks like it for employees that have worked fewer years it's definitely it's a better benefit and then when you put once you hit above 16 it's actually not as great um because then you need to give your four more years to get maybe twenty according to two percent so whereas the current benefit is i see how this might be beneficial to quite a few teachers i'm not sure i think it's easy i believe that this is kind of an immediate policy compared to the um right i'm just wondering if you should do this now because if there is no conflict right now because this is an aggressive agreement this is specifically investment policy and not an agreement and the point of its change was to reconcile the

034agreement and policy which we have done with the bottom half depending upon retirement the changes to the top half aren't necessary to reconcile the agreement it's something that still could be done but maybe that should be done as part of the negotiations that happen annually i think okay so are you saying that looking into retirement setting program um the wording is almost exact from what this is the policy and this is the closing policy [Music] i thought people wanted so do you want to leave the retirement incentive plan at 10 years even though we're doing a lead buyback before that doesn't make sense no i'm not saying we should i'm just saying that but because that starts that into the point is again right there that taught the first the first time people would benefit

035through the 10 years right and they started out two percent right and slowly 10 years through 20 years for our currently our plan is to start people within within uh so would you be okay with keeping it up at the top ten and then the bottom at four it would create a lot of headache for payroll i'm not sure which one they're two different things right that's what i'm saying they're totally different they're not related at all so it wouldn't as long as payroll if you retire at four then you're not available for the you know retirement attention the top part is is that how much you paid right in your last year if you're going here early that's all it is right not about your leads just how much your your salary will increase

036right i understand so take the secretary that just retired she only had six years yes so if we left it the way it is right now it would she wouldn't qualify she she's gonna get leaked she was gonna get repaired which she wouldn't qualify would be it for the other she didn't if we left them separate but was she did she qualify for early retirement did she go a year early no but it does stipulate whole year at the end of time so then she could get it right except for she's getting four percent right she's i feel like maybe this isn't the time to address this one because it it's changing some things that the classified agreement and certified agreement are different in this case she's right now she's eligible for a five percent

037increase for next year this makes her eligible for only two percent that's right that's why i think that the type thing you're saying or you're recognizing percent we will we wouldn't be affecting her because she's already been bored but if if she had not been more true she wouldn't have qualified for this because she hadn't been there right but she's been change her foreign now she's already been born through okay so you were saying whatever we do here but it will affect others so correct so for now um certain classified employees are eligible for five percent increase after four years because this is important so i guess my plan is it's not just a it's not just a simple thing that is better for everyone um if it was that then it would be an

038easier decision from my perspective to make because we're changing the changing that's already been agreed upon right is this something that can be part of the agreement negotiations that are coming up because that should be happening right but the agreement won't change policy but we want to make sure what we want to do transform just make sure that we contain the policy offline so if you mean for the employee group said we're going to do xyz and then the policy changed here's one of your concerns is that after 16 years the new deal is actually not paying them as well how many teachers do we have i just passed 16 actually and i'm on the low and they're above me okay know [Music] 16 years which is extremely rare but some days i'm learning someone

039might make it i don't want them to have a problem three people have already the um yes [Music] applied retirement and like leann was saying it is kind of nice to see things in one place they're here do you want the top half to go back to 10 the way it is and leave the bottom half at four for wednesday's meeting or do you want to just table it and come back for another have all the code month here and we'd still make the change on wednesday right okay [Music] so what i'm suggesting is leaving going back to the 10 and the table like it has on the policy on the top and then get the changes on the bottom for wednesday's meeting so that that can be approved [Music] do we have to do

040another first reading on him [Music] typically we do in april maybe this year we're dealing with coach just changing first place we didn't get it then we also we upgraded we upgraded the lead policy that year last [Music] assuming this is [Music] yes okay can we move on uh next is curriculum instruction gankery literacy program with i started meeting with ms cote and miss rodriguez probably in april and i believe it's the most important thing we do um and sometimes kids wouldn't agree with the way it's done to them they don't appreciate them like if they don't choose to read voluntarily i'd like to see kids wanting to be finding entertainment as well as information that way so we're talking about things that uh that what i want miss good today and mrs rodriguez to

041work with the entire k3 staff on one of the things i think we need to do with professional development we talk to teach administrators talk to teachers about differentiate instruction but too often we do professional development there's some commonalities but like every kid you enjoy reading for example every kid should read for example life's different from 12th or 12th grader than there's a first grader so we need to work on doing some differentiating how we do that because that's what brought this conversation about with three of us [Music] we have some more work to do one of the things i want to do is have them make a presentation to you mrs rodriguez is out of town tonight she couldn't do it tonight and with two board members out physically i'm black but one person

042is not feeling well right now i'm not sure they'll be back in tonight so this is good stuff in my opinion more interesting than policies or budgets no offense leaves but um this is important and it's important if your kid's right when they're keeping that and i want them to talk to you folks about that and just it's not about just be aware of what we're doing so you hear things out there you're curious why uh the k-3 teachers aren't spending all of wednesday afternoon high school or junior high that's why they're working working on more exact pre-k stuff pre-k k through 3. anything more to add to the agenda and they talked last meeting about coming up with one that would be handed out at the end of each semester dr billy and i

043have plans to get together in the coming weeks i'm talking about we want to make sure that we have a chance for the teacher to make a comment like when we do classified evaluations i use that as an example if someone the evaluation looks like they walk on water and spend several dollars the administration has to say why without that stellar evaluation same with the opposite if they have a negative or needs improvements we need to say why and so we may ask for that type of input for example in a conversation today oh this isn't on the agenda well you guys are okay otherwise all right leave everything here
