i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indeed that is next is a visitors comments visitors are welcome to speak on the gender and non-agenda items comments are limited to three minutes please state your name and address prior to making your comments please note that members of the board may not discuss items that are not specifically identified therefore action taken is limited to recording the administration to look into the matter responding to any criticism or scheduling the matter for further consideration is there anyone who wishes to speak hi my name is i reside at 351 east oreo avenue so i just wanted to point out two things that i have noticed as a student leader my fellow senior class

peers have come to me with questions about graduation we all as a class have expressed our want for a traditional graduation ceremony of course with guideline coca guidelines but because of this i want to ask the school to do a survey on all the seniors and ask them one simple question do you wish to have your your graduation as a drive-through or as a sit-down ceremony seeing as i'm unable to ask my peers this question myself and bring me forward the results to you i ask that u.s school administrators complete the survey and i can promise the results will be an overwhelming first sit-down graduation ceremony i find the school should have no problem with this since we are in an in-person form of learning again and i have begun an extensive plan as to

how we can achieve this sit-down graduation however i've been turned away or been told it's not my decision to make when i express my opinions and ask to be part of the planning well the top administrator in the district office who houses the power to make this decision seems to not check emails or respond to requests to meet and discuss this matter so ask you as the highest members of the chain of command on to take a look into this and take a look into this because the senior class deserves at least a traditional graduation commencement i would also like to address a problem i have noticed on campus with regards to mask learning i have come come into this very building multiple times and every time i come in the staff is not wearing

their mask properly or full time i am seeing the same behavior in the school office i have heard concerns and been asked prior to the school reopening about the mass mandate and if it's really going to be enforced unfortunately the staff members are those who are not following their own rules the only people on campus i have actively seen not wear a mask even as people are entering their office or building is those that work here in the district office the students need staff me staff members to lead by examples and wear their masks properly and full time while on campus let's not forget that the state and county are meant to be mandating mask wearing while on campus grounds thank you thank you anyone else all right let's move right along uh next is

uh informal uh informational items on in discussing the personnel items for the march regular board meetings we have a recommendation to employ a teacher um [Music] she's her acceptance letter that she's going to take position we will uh wait for the board to act on this on about uh um this is the same potential employee that we agreed to offer our contractions for you well at a recent board meeting or this is not the yeah approval for special um [Music] typical uscis guidelines amanda currently is a third grade student teacher with carolyn rodriguez mr then i introduced her last week we've watched her work with students and watched her work with online programs special um service during the spring uh intercession she's been on the agenda in march to be paid that she did submit

the time sheet to me she worked 20 hours resignation effective last friday maria mendez um has been with us for about a year um we have um item number five is an issuance of uh giving more commissions for the classified employees class i employees will listen to the other along those items the sixth item is the award vote uh one responsibility uh agreements uh procedure connecting with personality you thank you the next daughter of business was there anyone who had any questions by the way okay next dollar business is the first reading review of the governing board policy changes the revision change see gcc8 professional support staff bereavement leave at president least this is the first time you've done this school district we have submitted to the arizona school board association and they have copyrighted

this and sent back to us but to become effective it has to have board approval tonight as you will recall early in the year there was discussion at the uh board meeting about the policy on the reason we've stated that approaching received five days per year this was immediate what our practice had been and what we had in the working conditions i agree with both certified classified staff was that it was five days per uh for death for uh a family member i always admitted this to asba for their approval they've done that they've rewritten it but for it to be become in effect we have to have a first a reading which is what this is and then approval of some important name should be the agenda the symbol after gcch is the fact

that asp is copyrighted and talking with them they they don't copyright all of the items that are rewritten by districts they only copyright them depending upon the change it was made and the key from what i was told was that the change cannot be opposed to state law or state statute or case law so changing the change that we're proposing obviously didn't change statute or case law and so it has aspas copyright approval and if the board wants to contend with that can i make one comment on this this is the one um [Music] thank you and the next thing is a review of email issues eric and at a frequent award meeting or some questions about i emailed uh issues that we had some time back and so the next morning i saw eric

asking a few people [Music] i don't have it in my book are you put i just put it in your book so it's right before [Music] i skipped that as well i didn't think i had gcpd [Music] is basically a repetition of the policy i just shared it's almost perfect and that's the recommendation that if you have the same question i have it's an email from renee watson but we actually um unfortunately sorry that happened okay let me talk about gcq here support staff members again as mr robertson was mentioned during the working conditions uh examination and procedure staff has approved this for years long before my human policy is more restrictive than the other unified school district positions specifically we say in our working conditions that after four years a big employee if the

person retires depending upon the number of days they've accrued particularly you're going to have and the sickly bank in essence what percent of the value that sick leave they can be paid as part of i'll use the term severance package it's not a separate package but it's the same principle um our policy says the person has to be here ten years to do that um again we send that to uh aspar you should have two you should have the um ccqe policy and you should have the one page i don't have any okay you didn't even see the page about email [Music] wasn't labeled as to which policy okay okay thank you yeah i was just looking for it in the wrong section i don't have it i can't help you the proposed policy that

we had would be to allow teachers to continue what we have in working conditions which is four days of projects three or four years of employment before they officially retire not go to towson and have the same benefits at four years instead of waiting for what asba has recommended ten but it does say here that we can uh change it to our needs and not we don't have to be by whatever the state so for a long time our our policy gcqe has been in contact with the employee agreement just the bottom half of gcpe which sets up six weeks on retirement um the policy required ten years and also has different different percentages of pay and the agreement only requires four years and also the different numbers so the idea was to strike sickly

payment upon request from gcqe so there's no confusion we don't have two policies that are meant to do the same thing but say different things well actually the school the staff gets better with our policy than they would be with the state correct and we and it says we can do that yes and the same was similar similar to the bereavement uh it's more beneficial to staff hopefully they never need that but unfortunately bad things happen but that would also give them the staff it's not just certified certified in classified in those conditions dr dooley and can we get a piece of paper or the next time instead of ten years and we'll have four years and figure out the percentage we can do that and we'll send it on to uh sba for their

copyright policy last 10 but also the amounts are different right so what we're proposing is that we stick with the agreement that we have between the board the employees and the administration and strike entirely this section of gcqe that addresses the same situation with different numbers because it goes from a percentage the asba policy has a percentage that varies depending on the number of years and the employee working conditions has a set dollar amount for the number of days i think that's what i was just asking if you would next time before we do anything we need to have it written out so we can see what it is but it is written out this is this is it this is the agreement and that's what we are proposing to keep as it exists and

strike the policy which the policy you should have there too this one this one is can i ask you if the board just agrees that this is what we'd like to try then this can be submitted to the asda we don't have to have a vote on it when we get christine copy back then all right okay so this you can submit this yeah so as marcia said that basically the what's in our working conditions agreement which is what we would be sticking with is a more generous package than what is in the actual policy okay i have a question but will that just replace the sick leave portion and we would leave the uh upper portion of the retirement within the program untouched we would only be messing with the people yeah because the

upper part doesn't complement anything in the agreement it is something that a lot of schools have gotten rid of entirely because then they go and they negotiate their employees separately outside of this correct also when these policies were written districts are trying to get rid of high paid teachers more prospects that because there was an abundance that goes a long time all right is that finished so that we can review the email issues and if you um but honestly i'm not sure why we're having another discussion about this last meeting eric and i were tasked with coming up with a solution which we did and what we decided to try was to create dedicated gmail accounts for each board member that allow us to use the filters to use all the archiving tools um and

i i thought that's what we were going to test at least i had a feeling after the discussion afterwards they thought there was [Music] you guys all get better messages checking and stuff so did you want me to think uh like me to make the account to all those so where we are just so everyone knows it's a generalized error and i did have a meeting he set up a couple accounts that he was going to i don't know if he could but he was going to ask that they'd be loaded into the district website as contact information yeah okay so that was supposed to be the next step that they've been loaded and we start using them um as sort of a test case um and i don't know if you do that do

you do that part or update the website okay yeah okay so is there any expense to go to gmail from okay no and it's just much more user friendly we've just had honestly i know that we've been working on tabletop about this but we have so many problems over the years with it for two years this has been a problem um it's not user friendly at all i would like you to point something out especially if it's kind of like our auto schools which is through your inbox will only hold or show maximum i think it's i don't even remember if it's 50 or 60 and then to see the ones below that you have to delete these messages up above it or you create a folder and that folder will only show or hold

up to like 50 60. that's just what we have right now anyway so it's very um if you're trying to save messages which i save a ton of messages i have folders like crazy you run out of space very quickly would be a caution if it's set up the same way um so in order for me to see a message that came in last october i would have to either create another folder and move all of those messages into another folder so i could see the 40 or 50 from that person that came before um or delete them that's really the only option so like i'm not sure exactly where you're going with this i just want to make sure that we use caution the time will come when i'm not here to share that

but it's something i've experienced because i get literally hundreds so i think it could just be our office schools have a limit to the number of messages that it's allowing inboxes to be shown anyway that's something i could work with whenever i open my tabletop account basically i get every email that has ever been sent there on one page and it always starts me at the bottom of the page which is the oldest email on there and i've gone and you know cleaned up and said delete these emails there's dozens of there when i delete them it just puts a line through them and they're still there so it makes it no easier to go through mine yours actually gets rid of them okay okay you'll get emails from me asking you to send me

gift cards and all that good stuff that's happening advertisements [Music] on this that is a problem for us it's probably being spam and also actually hacking we've already talked about how i get emails from marsha that aren't from marsha pretty regularly yeah but my question is i understand that a good way to keep that from happening is to publish an image like a jpeg of the email address rather than a link to the email address is that something that you would suggest or some other information on the website yeah to avoid all that spam that we got yeah that probably might help but it's uh it's hard but i was gonna say it's hard to block the fishing because uh um fishing doesn't really try to bypass technology there's no um attachments or anything so

so they can send an email and and then that might help but i don't think it but we thank you thank you for coming the next order of business is the proposed budget test it's that time of year um current staff says um i wanted to review this person you have a folder look something like what is on the board uh [Music] a capital budget in december when we tend to find out they're not the final first recreation budget over 500 000 and we um i was given the assignment by ms burns to reduce the common budget from fiscal year 21 to this figure 22 by a quarter of that dollar and this is due to a loss of student enrollment because of the code shutdown this is not unique in downtown auto i've read

two figures initially 55 000 students in the state of arizona from public schools this past fiscal year the last number i saw was 35 000. um it's all proportional tusd has lost 13.5 million it's already lost over a million depending on the size it's a similar proportion mr edlund's staff did some work today in school europe to communicate with families who were not going to follow the engineering program we had when we were online program only and we had some success but not successful we hope but we don't know we hope that we get a significant percent of the students off if we go to a full regular schedule next year i'm optimistic until i saw the internet today cdc is asking one state to shut down because of a variance um there's also a

news report that the cases for under 16 years of age has gone 20 percent nationwide not just arizona so i'm not talking about pima county auto arizona so these are trends that a week ago i was not aware of if they were there i miss them so we still have challenges but we can't make a deficit budget we can't uh budget for money we don't have um state frowns upon that and we can't print our own dollars and be successful so um i've talked about this a little bit online talk about it more because we're going to have to make a decision probably within the next less than 30 days um so this is what and this this cut here that i want to give you position number one is fifty eight thousand dollars 925

and four cents but i wanted the board to know that not just salary is the cost in very rough terms when we have an employee that works 30 hours or more a week we can figure that their salary plus 20 plus 5 000 is the cost of that position in the district and i've laid that out here a little bit so this is the person obviously versus one 30 hours a week they qualify for retirement their seller is forty four thousand nine sixty eight fifty the retirement portion of the district page is employee place i'm sorry employee pays the same amount that the district does it's 5414.21 the district pays 278 in social security medical insurance 45 21 long-term disability 8.94 and medicare is 652. the second teacher position we're talking about ripping is 475.74

um the salary is 35 000 uh social security medical long-term disability medicare it grows forty six thousand four hundred ninety five dollars those two teachers cuts those two teacher cuts would be the combination of that amount okay we're also talking about reducing one cafeteria worker um some of these positions folks will be filled through nutrition others will be [Music] third grade teacher uh fifty thousand dollars uh salaries forty five medical forty five third grade two third grade teachers forty two thousand three twenty one uh salary thirty seven eight so we would reduce that not totally because plus we reduce it by one and that brings it down to approximately a savings there of approximately fifty thousand dollars uh now we're going to classify everybody next question uh on the agenda for wednesday is uh certified

employment of the third relationship yes that right with those positions it only takes third grade away as they both are returning to their country we're cutting one third grade spot and we're so we're cutting those two are leaving but we're going to replace them just because of where they are in their career so on the case the cafeteria worker and the pair of pros um obviously the savings is much less because the salary is lower you see a total savings of between those two of 36 thousand seven hundred dollars uh new principal uh mr ellen did not make 119 if he was in most states he would um i talked to a principal last year from napa valley and the person started 140. of course the cost of living now from college will hire news

so depending upon this this is strictly uh i guess we might be able to save as much as 15 to 20 000 depending upon who we get with less experience and so on so forth so the savings that we would have and this is something that boards and administrators never ever enjoy and so the worst thing i want to have happen when we're in a situation like this i think i can safely say that this is the toughest budget we've had in the 19 years i've been here tougher than when we had the recession in 2008 i mean risk savings 149. teach reduction 28 000 principle of salary reduction perhaps that's a gas source 18 000 it could be 10 000 it won't be more than that reduction capturing staff 20 000 election and fair

pro has two pair of pros that's prepared for i'm sorry and what i meant with uh miss beltran today and mr edwin we talked about parapros and uses pros we're probably going to look at cutting two pair of pros so that you can change that number to 36 32 400 would be a savings there's so from what i've heard in the last board meetings and everything the all these people are already gone right i mean the teachers the pear pros the principal i mean they've already you know we have for the most part as of today and we've done this before in the district rift has changed the law has changed originally up until about five years ago or six years ago uh in my career in first rift and rift reduction force now a

secondary feature that's more challenging is elementary elementary certification has changed used to be a kda certificate now we need a primary k3 and secondary starts at uh sixth seventh and eighth grade if you still do an elementary school high school you could have someone in the staff that had been there 15 years except for an english teacher but if you need if you have only one english teacher in the school you can't rip that one person with the next person the legislature passed approximately five or six years ago and the government you cannot use seniority as a roofing factor in fact and so you had the rift based on performance and which professional behavior performs resources so rip has changed significant so i i don't have a good solution um i talked to one person

i was kind of shocked at this suggestion said we do the way of all after school sports next year um personally if you've known me for more than a month you know that i my professional feeling in sports is i feel much stronger in support of after school sports in a small community like ajo that i did in part as administrative city because in the city we had all these team leagues and soccer leagues popcorn football leagues we had track clubs we had a little league and the majors we had american legion ball kids had the opportunity to do stuff i think that sports in a small district and small community is important because it's a positive excuse a positive uh action for kids in some cases it helps people like mr redmond hold the

grade card over and say hey you want to play next week and you got to get that grade up to such and such and that works it works for some students not all we are in the red big time sports uh two the last time i configured it was about two years ago nine thousand a year left don't quote me because i haven't done the math this year for the 21 fiscal year a twenty fiscal year we have um the only sports that make us any money are football basketball and volleyball softball baseball golf they cost money but we don't get any we we don't break plus coaches costs and so on and so forth so sports is expensive but i think i would uh i would really encourage the board to find something else

that i could expose because that's cutting real close to kids questions or ideas so another thing this is called this is called share the worry um leanne i've talked several times about this we've met we've met in phoenix a couple times on this if you have ideas please please call me or text me or email me communicate with me there's not a lot we can do the challenge for a little district like ours is salaries or budgets aren't budgets not salaries salaries are proportional budgets proportional to tusd or mesa huge districts but we have in my opinion we have less flexibility as a principal in the valley i had more budget flex joy than this district because i had a thousand kids to 69 kids at school so i had money that i could shift

around as long as i followed usfr and so that's what we're trying to do here but i wanted you folks to know what we're still thinking about we're not taking this lightly it's serious stuff and every every district i i'm frequently on an online meeting with pima county suits and one guy retired he said i'm done you say he's young he's 20 years younger than him he's really young he's i can't use it uh because of the challenges that totally describe to our conversation so any questions folks is there any chance of what articles that there's possibility of more federal funding going out to the states specifically for schools but then i've also read that the arizona legislature wants to do something else with that money that's right you're right and i'm hoping the only

thing that well the positive of what you just said is i believe i hope this is more federal money the best of my knowledge i think so the best of my knowledge we don't know how much that's going to help yeah and we're not given the flexibility to write a budget based on yeah yeah oh i get that i get that the frustration is i'm assuming that the governor and maybe some of the legislative leaders face some political fallout last year i don't know when we were spring break until the end of the year last year we weren't organized the way we should have been that was something new to everybody so uh we had individuality we had some plans but there wasn't a common focus like we've seen [Music] and my common mantra was

if we were running bob's bar and grill we've got work we wouldn't be making any money and the governor and i appreciated this he said all public school employees are going to get paid now we had a number three or four people that were parapro and they also said that we could put those people to work in a man similar what they're doing so they're working for the school but we didn't have students here we didn't have special ed students here we didn't have students in central work children didn't work so we had people helping some in this office we had one school office we had some helping jose and his staff uh floors and shampoo carpets some of those people are i'm gonna do that that was paramount to our resignation last year we

didn't lose too many people maybe three or four but everybody that wanted to work got paid last year well the governor early on this year said no more money for education and you forget you get tired of hearing the numbers but arizona in about 1994 we're funded 36th in the nation today on a good day is 49th cost of living as a factor we're our teacher's salary in arizona is 48th but configuring cost of living it's 50th behind oklahoma and mississippi and a member of the young administrator we used to brag about that money we say hey but these were making more money than mississippi not as far as per child and our cost of living is increasing drastically because our housing and fuel prices are skyrocketing the short answer is yes uh aho has

not been famous about passing but if we're not going to have music [Music] yeah now the downside of that is if we didn't pass a bond or over our election to do that you know in certain days if we said and some districts are doing this i don't know how to get away with it because i don't think it meets the attorney general's opinion attorney general's two two attorney generals um bruce babbage and um years ago said hey when i say free public education i mean my own two kids you have my two youngest my name is high school in the valley it cost us about four or five hundred bucks a kid per year well that was for an athletic ticket you headed by that was for the yearbook and ted buy those for

all these passes so they're saying education is free if you want to be there that was part of the requirement i don't think that's what you're attorney general meant but some districts are saying oh you want to play baseball that's going to cost you 400 well you got a second child we're going to charge you 350 for each other so get a little discount this weekend i had i was in a situation where i met some people from california and they work at a private school 38 000 a year jewish so they're getting seven times roughly six and a half times what arizona's paying us they've got fantastic programs we had six and a half times we didn't have an overnight because we need the facility yeah we don't have any demographics yeah we don't

have the demographics of kids that have thirty five thousand dollars or they wouldn't be an owl they'd be at a private school somewhere that some people that would be too much our handbook does have a charge for playing sports we don't enforce that but it does have a charge for playing sports i can't remember what it is 40 bucks or something like that and um you know another thing and you get guys like me from the community we're a lot different than a teacher coaching uh a somebody from the community coaches they'll coach for free because they want to coach right a teacher doesn't want to coach for free because they're looking for a way to um make their income higher supplement their income so and we have both types of coaches here we have

coaches that are that would would coach for free and then we have coaches that that would say i'm not coaching for free and um so but maybe a combination of a small charge for the kids and we could do some things to get scholarships for those kids that that couldn't pay that right but i'm telling you what every kid guys backed me up on this every kid in naho high school has a cell phone right and a cell phone's a lot more every month than than a um than 40 bucks a season to play ball right so if a kid really wants to play ball they can come up with the 40 and and maybe a combination of those two things mr robinson made a remark here in a board meeting a while back and

kind of kind of twisting what he says but but um we have to find a way to attract those 80 kids back to school and we're not going to do that by cutting all the extracurricular um activities you know what i'm saying you don't have community pride red raider pride any type of pride in the school community-wise or anything else unless you have programs that that people see that things are going on at the school and now i understand fully well as a business owner how hard it is budgets how hard to pay what you got to pay and and and you know and i understand you can't have a deficit budget but i think we have to find innovative ways you know maybe we can find a volunteer i don't know if you can

do it but a volunteer band band instructor you know a volunteer art instructor maybe we can find some people that will come in and spend some time um so we can keep those programs i mean we have a great art guild in ah hole right we've got things that we're working on find the ways to make that happen lots of different things that are in the works we've had conversations with um i don't know what to call it but there are there are people that have an interest in art and while they they're not gonna do a teacher and they wouldn't teach every day they could help teach yourself themselves the one teacher that we're recommending for uh employment or wednesday nights is very very racist i see i see that occasionally and i met

with her after the interview to say you know [Music] art and writing go hand in glove especially with little kids because we can talk about illustrations that's a way to communicate that's a way to tell your story and so uh she's yeah she's going to help that so it needs to become something that these these cuts that we have to take i hope maximum every year now one of the things you gentlemen mentioned is federal money and unfortunately in my opinion at state level education already cost too much and so if they and i don't know whether they even have the power to block that money they didn't in the past again i want you to be aware of what we're thinking about if you have ideas and when do we have to approve this

budget by we have our first budget hearing in june we have a maximum like 15 days between the budget hearing uh so you guys just said it's called the proposed budget uh the proposed budget has to be adopted and then the final budget has to be adopted the way i look at the budget calendar department important encounters it will work without having special june and july the irony is you can't change the proposed budget once you get adopted so it's exactly the same budget that you're adopting the following month now the good thing about that is we and we always have a budget uh hearing well i'm sorry budget division meeting we can do that every month if we want to but we have to do it three or four times a year december is

the first the last one's always in may and then typically because grants come in and federal grants come in different amounts than we may have uh led to believe or they're based on student enrollment student enrollment change and we've been lucky the last several years we've had growth uh slow growth remember the first school finance course i took at arizona state the professor said there's three types of budgets you can build a growing budget a stable budget a stationary or a decline because you don't want the last two so it doesn't only work that way because your costs don't change if you get 100 more kids excuse me do we have don't we have to have a budget in place prior to july 1 the fiscal year starts dealing when we adopted in july so

um piggybacking on what lana was saying um i'd like to see a written plan to it that we would use to increase enrollment that would include trying for ways to improve enrichment activities uh anything else that we can do to collect these back that we've lost and maybe even get more we have families that have flashed town we have families that are maybe undecided at this point their families that are currently homeschooling that needy could be convinced to come here to get them incentive um and we have families that are new in town i know several families have moved into town since this all this school year so i'd like to see something given to the board i got a plan this is what we're going to do to try and gather up these community

members who are choosing to not send their kids to our school at this point i like the idea right now i can't think of something i like the idea but a little time we'll call you tomorrow nothing opposed to what minnie just said uh i get excited when kids want to be back all right they want to learn well they went back to school because they don't hate but they also want to be with their friends that's huge from fourth and fifth grade on that and so i'm i i can think of a couple of things now if you give me five seconds um but i don't know we don't have budget to spend much money so like for example i talked with one plan ahead is there's an organization of tucson that well it's

not like artists and residents similar to that it still cost us almost six thousand dollars which is but we did that every month more expensive than the current program so it doesn't pay to do it so we could do that in a couple times a year it's not going to be as good but it's not going to be perhaps involved as many kids as people like mrs ridley and i have until about three years ago arizona had prior year funding so our 100th day the budget we would have for next year will be based on this year's 100th day i'm sorry next year but yeah this year the 40th day if we saw significant growth we didn't do money at that time now that happens monthly and the frustration is we have teachers at the

united states might be ridiculous we dropped 200 kids the first two months of school with layoff staff during the year we've never had to do that don't want to go there but that's the problem it's just like it's like a private business the funding comes only if you're out with kids and kids are the money the kids in taxes especially it's mostly kids areas of aho pays for about the taxpayers in office paid roughly 20 of rest of it comes through equalization from large districts that haven't they don't have the enrollment to use them either for example settlement they have the nuclear power plant that generates more tax dollars than they can spend or they can earn with their student home osborne osborne elementary district in downtown phoenix where all the high rises are they
