i'm going to call this meeting to water and are you ready yes okay would you do a roll call please yes miss duncan here mr hopkins here miss moore here miss robertson yeah miss burns right here i have a motion to adopt the agenda okay so this dunk uh mr hopkins aye ms duncan aye ms moore hi miss robertson hi and mr hill pastor feinstein would you please um stand and thank you for presentation i pledge allegiance he's almost like staff please state your name and address prior to making her comments please note that members of the board may not discuss items that are not specifically identified on the agenda therefore action taken is limited to directing the administration to look into the matter responding to any criticism or scheduling the matter for further consideration
do you want something to think does anyone have anything to report on the governing board report i do okay all right i have a report on the three recent asba elections uh the delegate assembly of the annual business meeting in the county director election um at the delegate assembly the 2021 political agenda was approved each member district had an equal vote and opportunity to develop the political agenda and that agenda determines the aspa's positions for legislation and advocacy advocacy efforts and this year the political agenda passed without any changes so it was the same as the one that you saw previously should have received and then the other two elections were before the asba board of directors for this coming year the board of directors is composed of five executive officers 17 county directors and
the chair of the hispanic native american indian caucus and the asba black caucus and they are all current school board members um at the asba county director election the candidates were for pima county where wendy f from flowing wells and matt kopeck uh from the amphitheater public schools and after the count the votes were tied um but mr goldpeck stated his votes and miss epping became the elected director um and then at the business meeting the board secretary treasurer president-elect were chosen and the president-elect is monica trejo from tempe and treasurer james bryce from solomon and secretary's desiree follower from page usd uh and that's it for that i also have three agenda of requests madam president can i get a request for subsequent meetings yeah it won't be for tonight right yeah her future
meeting okay okay thank you uh the board has not had the opportunity to discuss the process for adding agenda items to the schedule so i'm again requesting a subject be added um this time to january's agenda um my second request is that last month a teacher addressed the board sharing multiple concerns i subsequently requested a discussion on the issues ratings by the employee and i was told it was a personnel matter that would be handled by the administration i understand that personnel matters are best handled at the administrative level but clearly the subject of the board's apparent lack of responsiveness from the teacher's perspective is a board matter as is any other matter which the student command has been exhausted therefore the fortune of the opportunity to discuss the employee's complaints and i'm again requesting
the subject to be added to the discussion next meeting and then the third request is i'm again requesting a general discussion on board response to community concerns uh the board it's important that we educate ourselves on these subjects to better understand the role of the board and our able to better serve our community those three free agenda requests i can i can back it up with an email okay is that it not wendy yeah okay thank you thank you our superintendent's report thank you madam president um we are in some extremely unique and tough times um in arizona and nationwide with the cove at 19 i saw some unnerving news today on cbs that talked about the the rate this isn't kids this is across the board in the last in the first four days
of december uh any given day december 1st 2nd 3rd or 4th there were more deaths in the united states than there were during the pearl harbor attack in 1941 combined between those four days or 10 87 deaths i talked to the board in the board letter last week about action i took last week because i thought student safety was an issue and the program was being impacted [Music] i made the decision to continue online instruction only from home for teachers i made that decision uh thursday about noon and um informed staff and send staff home effective monday this week um the reason for this was we had um roughly 30 individuals impacted exposed that about 50 staff about 50 students from one infected person one person tested positive i should say so i thought it
was perhaps safer to try to protect the rest of staff and students by having them operate from home we have had today's results mr edlunds referred to arizona department health services website several times and there's there's alarming figures today as well pima county today had so far 746 deaths maricopa has had 4 213 deaths uh total number of cases uh reports since this the records are being kept on march i believe is 721 in pima county 259 in maricopa county [Music] the percent positive of tests and the goal at the health department is to have five percent less for two weeks in pima county we've had an average of 8.7 percent in maricopa county 11.4 the reason i bring those up is because those things do impact decisions that we make and i want to
make sure we're keeping our staff and students as safe as possible one of the actions we're taking on monday evening i talked briefly about money we have spent that was not budgeted and it was necessary to do so because the care's money from the federal government did not cover what we thought were needs of our school to keep students and staff safe one of the things that we purchased the last few weeks was a an item that cleans duct work and that sounds trivial but as you were if you're well aware this school was built in 55 or 56 the way it appears i doubt if those duct works have ever been cleaned uh so we've got uh ductwork that's about 65 70 years old um jose young our director of maintenance has been trained
so he's certified to use the equipment it's a combination of rotating brushes and vacuum in the same hose it's roughly taking four hours to clean the classroom um and it's obvious that there's residue built up in these ductwork we will work on hopefully over christmas we'll get most of the we'll get our goal is to get the classrooms done as well as the school office this building is less of a worry because we had new ductwork when we remodeled the building because the fire about four years ago um i'd like to thank a couple of our board members um sad to say that tonight is the last board meeting for mrs moore and for mrs trujillo board members in any community but i think it's more obvious in a small community because you know the
people better it's they're probably one of the most active volunteers in the community in some states board members receive pay in arizona they receive a thank you that's about it so ladies i really appreciate your willingness to help us out miss moore was on the board for a brief period of time we'll be on the board obviously mr hill around the board uh she was elected in the fall of 16 and we're on the board january of 17 and we'll go off again this month so thank you laura thank you uh marilyn for your help um pardon me really a privilege well good thank you i know that you have been from one of the stories i hear laura yes it's not just the school board but you have been active with parts and parks
and rec over the years helping with athletic programs and things like that so your heart's in the right place with kids so thank you we'll keep you in touch with beautiful downtown official that way okay um i wanted you to be aware that uh the 18th of december is the last day of school and again i'll be a different type of school for two weeks because of winter break maintenance is about the only group of people who will be here they work unless they take a vacation they will work about five days also an agenda item tonight is to vote on a budget revision we need board members to sign that just like we do we adopt a budget we need a majority of the board so we have two board members president so mrs
robertson you may get a call from us asking you to come down and sign the budget as well so we appreciate you doing that so that concludes my superintendent thank you dr dewey can i have a motion to accept the consent agenda i'll lengthen motion one second okay okay mr hill i have a couple questions about that part of the agenda all right um just it's it's a little bit different than it has been in previous months it has all of the vouchers um included and a handful of meeting minutes as well um and i was just curious um for the vouchers that i know we usually do receive those uh which is not in the board book necessarily um there are a couple things that just i was curious about one more is that
unemployment benefits payments um dr julie can you just talk a little bit about under what what conditions we have to pay those out leanne will bail me out here but any former employee regardless of the reason their former employees can't apply for unemployment benefits uh that means a person who resigns a person who is terminated a person whose job uh was eliminated that the length of time that they can collect benefits and this costs us money the length of time they collect benefits is based on a formula for the number of months they worked for us and i don't recall how many months it is uh leann can you help me out there i i remember the amount the the number of months that i know it's been a huge issue this year because of
all the additional care spending when it suddenly shot up like six hundred dollars we've seen from numerous districts including omaha but others also um folks that really shouldn't be claiming an appointment they have they have i would call it um fragile fraudulently claiming it however our coverage is such to keep our rates low that we have limited ability to fight or to to provide counter documents on these we typically turn in if someone resigned or one we had several years ago we had a person that worked here one day and put in unemployment and so we protested that and it depends on um it depends on the individual case whether uh the protest is on it or not but what i'll do mr robertson you ask a good question i'll check for sure and find
out what that number of days or number of months for employment period is and i'll put that in this uh this week's board letter i i will tell you too that for unemployment if you for example we issue our contracts or we issue work agreements folks know that they're going to have a job coming back after a summer break they're not supposed to apply but some do anyway especially when suddenly it was 600 more a week also though if you read the paper you know very well that the unemployment department of the state has been so inundated i think they got to the point they just approved so bills have been very large compared to past any any time in the past my other question is physical therapy i just that physical therapy injury just
jumped out at me i'm curious about about what that's going for we have children special education children who have physical therapy as part of their iep we provide services at the third party person they're not an employee of the district if the psycho-educational evaluation requires speech occupational therapy or physical therapy we have to provide it and so they typically come down here and do it on site if the children are in school and speech therapy is done online but typically physical and occupational therapy are done in person okay thank you uh and my last question is um the board in it for approval uh there's uh four minutes from months um i think spring and summer and more recently um just curious why that assortment of minutes was included and if it could be if
that single entry could be separated out because not all of us were there for these meetings so i don't know that i can approve two minutes from meeting i was attending the attendance we had um our previous board clerk was often not available to review minutes so they kind of got backed up and stacked up on me because they weren't proved um because of certain reasons from our last four clerk um so i've been working with mr hopkins and i've been working with um mrs duncan to try to get those through the roller coaster but um those hit road blocks um due to some unfortunate events with our last four clerk so i'm very behind in the board minutes but i am trying really hard to catch up oh okay thanks angelina uh i was
just curious why why the assortment of months but that's okay um and then is it possible um miss duncan to separate that one out from the vote um and if not i mean you probably have a quorum there to pass it anyway yeah i i think it would be just more confusion if we took it out it's been this way and even if you weren't at the meeting there's enough of people who were at the meeting that we'd approved okay that's fine i'll just abstain from this vote that's like i wasn't at those meetings okay okay so we have a movement and we have a second yes um i'll start again okay mr hill i said aye mr hopkins aye ms duncan aye and miss moore hi and four with one obtaining all right our
next item is did you get that i didn't hear what you said i didn't either i thought she was talking to somebody i'm not talking to you guys is personnel and the first is a hiring of a paraprofessional teacher's aide martial montenez miss martinez has been interviewed and referenced checks completed as a paraprofessional teacher's day do i hear a motion that we accept her for employment she'll move second second second okay i'll get back to ms mr hopkins i'm miss moore aye ms duncan aye ms robertson aye aye mr hill aye can you guys speak up a little bit louder please yes it's these masks is this one i know they're driving that's crazy good the next camera is a classified employment a pair of professional ashland colby johnson ashton koble johnson has been interviewed
and referenced tests completed as a paraprofessional teacher's aide may i hear a motion to employ andre ashland kobe johnson i shall move i need a second [Music] hi uh number three is a classified employment of a paraprofessional jennifer dillon uh jennifer dillon has been interviewed and referenced checks completed as a paraprofessional teacher's aide i i would like to hear a motion that we employ uh jennifer dilla as a paraprofessional teacher aiden no you want to do that mr hill yes okay so miss moore hi mr hill aye ms duncan aye mr hoffman and miss robertson all right the last order is a classified resignation of petra asuna petra asuna has submitted a letter of resignation to the building director and the superintendent her last day of employment will be december 18 2020. did you say
last night she's already gone last week okay may i hear a motion that we uh accept uh petra assuna's resignation as a custodian to move just a second okay mr hopkins eye miss moore aye ms duncan aye ms robertson aye and the next order of business is the curriculum instruction approval of an instructional delivery model for january 2021. the board is being asked to select an instructional model beginning january 4th choices include but are not limited full opening of the school affected january 4th 2021 our subsequent day hybrid open model of january 4th 2021 our subsequent date continued online instruction until a review of covet outbreak rate is available after the holidays and a vote on an instructional model at the february 10th 2021 board meeting the administration shall make short term two weeks or
less close your discussion and then the last is if there are any other possibilities one other possibility i failed to put there that you may want to consider would be we've had two votes to shut down for a quarter of a year at a time so that could be another option to shut down until the end of third quarter which is roughly the middle of march so that's one of the options would you vote on sure yeah oh i will do that administration will work in support of any board decision on this topic but recommends the postponement of a decision until february 10th 2021 still your recommendation with that other possibility i think i think the two the two that mr just asked about the middle extending for the third quarter or that one of
our fears is one of the things we're worried about right now in the county health department's worried about we're seeing districts uh in the america maricopa county area and the tucson area uh closing right and left have been open maybe for a couple of weeks for a short period of time i think sometimes that back and forth is hard on students it's also hard on staff it's hard families for child care again i agree totally with mrs duncan's position that the best teaching is face to face uh but with this covenant right now it's very very serious and we're in the second week right now of the period time after the thanksgiving break we don't know what's going to happen by the third week second week i'm sorry of january when we're in the midst
of a two-week period time between christmas day and and that that period so we're a little concerned about starting uh the fourth of january because we know what's going to be broken out we also have staff working from home right now we'd like to have more time with them to prepare if that's gorgeous choice we thought the lesser of two decisions would be to hold it off one more month until the february meeting or if we thought this is going to be a tough spring and just go ahead and keep kids safe and staff safe physically safe and postponed in the opening until postponed make another decision uh mid-march or further to march can i ask a question of course um if we were to go with end of the third quarter and say by
the end of february vaccinations were available we could revisit it and revoke it at that time to reopen before the end of the four years yes i would be hilarious as a strong term but i would be hilarious if in six weeks this thing went away to the point and we had about a week i believe it was in october where three it's been on the news source two or three counties had had a period time where they were testing at five percent or less of a positivity rate and then that changed drastically in pima county went from yellow to red and the numbers i shared this morning this afternoon are alarming and i shared those partly because i wanted i'm sure you're aware of data on the on the number of people who are
ill and the number of people who have been fatalities and so on and so forth but i thought that was important to consider again the numbers we gave are not age reference they are just people in general initially the over 65 group was the most vulnerable group lately it's been the 20 to 40 group and then uh with it adolescence adolescents are pretty high so it's uh as someone told me uh the virus has no feet it doesn't walk to a favorite group it just it's everywhere but by that time we should have some vaccine especially for teachers yeah but that's why i think that my opinion i want to have those kids back at school so it'd be better to go and do a decision on the february 10th we have to go longer
we will but um at least we can see how it lines up i think it would be if we all of a sudden of this other thing too and went to say march i don't think the town is going to be very happy with that at least say no february we could review it it would be a community a lot of districts are experiencing that yes superintendent of a large district in phoenix resigned yesterday because of that because his family was threatened and uh i don't have a family here i've got two horses and a blind chihuahua but it's a very it's it's it's very unpopular it's it's a lose-news decision perfectly do you miss anymore no i mean i i think everybody i think everybody knows the data and the facts that are out
there and i think you're all one can make decisions based on the information well i'm going ahead and make a motion that we um continue online instruction until a review of the covet outbreak rate is available after the holidays and vote on an instruction model on the february 10 2 2021 board meeting do i hear a second first oh second yes are you know about first or second bit no i i did i said i'd make a motion so you'd be a second lauren i'll second and this is after the numbers come in and you guys will vote in february right yes yes is that always bad margin yes yeah with the option that if the numbers are still very bad we can go until march then yeah yeah like ronnie said just in case
some miracle came about you never know because with the numbers that are coming out right now in ajo and with the school it's it's just it's too much for a small small community i agree and then here comes christmas more family gatherings and new years well maybe the alcohol will kill that that's a good recommendation marcia okay thank you okay so miss duncan aye mr hill i mr hopkins i'm going to say may uh miss moore hi and miss robertson next order of business is approval of the 2021 regular board meeting dates and on here it doesn't give the discussion dates but we know that it's going to be two days before january 13th february 10th march 10th april 14th may 12th june 9th july 14 august 11th september 8th october 13 november 10th and
december 8th and we all know that um because of things that are not can't see in the future that these are all can be changed do i hear a motion to accept those meeting dates yep okay mr hopkins miss robertson aye ms duncan all right the next order of business is the approval of the fiscal year 2021 budget revision arizona right statutes require a district that exceeds the general budget limit and or unrestricted capital budget limit by one percent of the general budget limit to revise its budget by december 15th the aho unified school district was notified on october 23rd 2020 that it must reduce its 2021 budget by 510 542 this reduction is due to the loss of approximately 76 students in the years 2021 due to covert 10 pandemic the current estimate does
not yet include the reduction expected due to distant learning and the funding of aoi enrollment by the state now i presume you want to discuss that yeah i totally am okay can you hear us i can hear you can you hear me okay yes very nice president member of the members of the board dr dooley mr edlund i know that you had a lot of discussion on this issue monday night um it's it's just a really tough time um as i look i'm hoping that in your package you've got an excel spreadsheet that also goes by component of the different budget where where it stands or what our increase is for mno and then for district additional assistance angelina did you include that a spreadsheet component by component like a revenue control limit how much
it's gone down how much our carryover went up that kind of stuff did you put that in the packet yes thank you thank you yeah i i think as we look at our total budget and we look at the decrease so far we need to remember a couple of things the 5 reduction due to distance learning is not yet included using current adm numbers i figure that's going to be another 127 or 000 deduction or reduction this year um we have also spent approximately 200 215 000 on things such as masks for staff and for students tesla's water stations which are all good things uh wi-fi hot spots and service for our students homes software google google chrome additional software so our students would have distance learning etc so while we're looking at the decrease
in the budget we also need to look at the increase in expenses this year the question is how will we pay for this there's a couple of things um the district over the past years has been very very careful with its funding and so we have good carryover amounts we have 432 000 in mmo and we have um 716 000 in capital however the problem is if you deplete all of your carry-over funds or your savings like we have at home we have savings in case something unusual happens like you have a leak in your coil in your air conditioner or something like that i just had that last week um you have to have savings to pay for those things we will get through this year but i don't want to deplete all of
our savings and we need to start looking at next year because what if these 76 students don't come back so we need to start looking at what does staffing look like i'm also looking at all the different funds that we have in the district we've got some funds with with dollars in them we've already spent and there aren't necessarily a lot of restrictions on how they can be spent so anything that i can use to offset the pain to mno or to offload expenses i'm going to do that too for the good of the district can i answer any other questions i don't have any good news tonight and i apologize um you and i talked about this this afternoon um if we suddenly had us our students come back july 10 january 10th i'm
sorry because uh coveted went away what impact would that have on the district it's it's minimal because our 100th day is going to be i believe it's january 15th that's the documentation that casey babu gave me um so we've been distance learning almost let's say 90 of the first hundred days so whether they come back january 4th in person whether they come back january february 1st in person isn't a significant amount for a money i think what is more significant are two factors the health of our students and then also just student learning i know just for me if i go to one more zoom meeting or one more zoom webinar i i'm i'm over it um it's it you know there's a there are things that are more convenient i don't have to drive
or i can say they travel and you don't know what i'm wearing from the waist down i could just be my shorts but it's not we're missing a lot we're missing the personal touch we're missing the in the same room you know education a lot of education is relationships it's really hard to have these relationships over a zoom or or distance learning and i i would think that kids are even worse than i am leanne i have a question uh real quickly um are special education students that are attending certain and receiving services on site in our essential worker kids that are coming to work rooms do we have to claim them as as on-site learning in-person learning or do we have to claim them still is ali it depends on how they're receiving if
they're just receiving their support services online then no it's still aoi this is all going to have to be you know accounted for at the end of the year there were two different periods we have to we have to report our distance learning percentage after the 40th day which in theory was going to be used for the enrollment stabilization grant where we were assured we wouldn't decrease our funding wouldn't decrease more than two percent from last year well that means we're about six we should be getting about 640 000 from that grant not the 169 000 we're getting um and then we're going to have to report at the very end of the year mr evelyn okay thank you lynn you're welcome it's it's a tough position but i will tell you i mean our
our concerns are our district ah we're certainly not alone statewide there's a lot of pain questions comments not good period no not not good and there's not even any way to you know put lipstick on the pig so to speak it's just really tough is there any hope that the state legislature will change their minds and increase i i think i think um all this because the governor did assure us i mean it wasn't a promise but he talked so firmly about the assurance that we wouldn't decline more than two percent i think it will be a funding issue come january it will be a legislative i would i would expect asthma and asbo and all of those organizations to take it up um the question is will our legislature and will our governor give
it to us because it's also if we've lost 50 000 students in this state they've basically got 50 000 kids they can't account for so state a idea the general fund from the state is saving a lot of money so there are decisions that could be made to help districts have less pain than what we have right this minute and i do appreciate the care's money we've gotten you know i don't want to look the gift horse in the net you know in the mouth but i do i appreciate it but we were we were assured over and over strongly you know several times that our pain or our losses would be limited to two percent over last year our deductions in revenue we were also when we had to apply for the enrollment stabilization
grant one of the check boxes i had to check was that we agree to to continue employing staff because they don't want school staff to be unemployed and then make all of those numbers worse in our in our state and our communities i hope we get more money but we need to plan on you know not okay thank you thank you thank you i'll now hear a motion to approve uh the anaheim unified school district for the year 2021 budget revision i'll second it mr hawkins hi miss duncan aye ms moore aye ms robertson aye mr hill aye [Music] the next of you thank you and good luck um we all have proved to increase that ajo unified school district minimum wage effective january 1 20 january 2021 is being asked to formally approve the
state voter approved minimum wage increase effective as i said january 1 2021 to and 12.15 cents per hour [Music] a second mr hopkins live miss moore aye ms duncan aye ms robertson hi and mr hill all right and wait are you you still want an executive session yeah that's what we decided like monday that we do we still have to get laura's so laura did you hear what i said you had to get mine what your uh evaluation of the superintendent i can't i emailed it to you what email address did you use um whatever um angelina uses yeah okay will you look at it and see if it's there okay i'll double check that okay thank you all right anything else going on no then i call this meeting to adjourn at 6 24.
thank you thank you ladies thank you tonight everybody with everyone thank you thank you happy holidays thank you good morning to be clear dr dooley you don't get paid for being on the floor
