Mrs. Ross >> present. >> Mrs. Williamson >> present. >> Mrs. Garcia >> present. >> Mrs. Lane is absent. None present. Four board members are in attendance. So we have a quorum. Please rise for the pledge of allegiance and remain standing for a moment of silence. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Please be seated. >> All right. Item 1.3, adoption of the agenda. Would someone like to make a motion to adopt the agenda? >> Madam President, like to make a motion to adopt the agenda as >> We have a motion. Would somebody like to

second? >> Second. >> Mrs. Ross seconds. Mrs. Ross. >> Yes. >> Mrs. Williamson. Yes, >> Mrs. Garcia. >> Yes. >> And on my yes, that motion passes 4 to zero. On to information and discussion items. 2.1 fiscal year 2026 final budget revision discussion. Miss Salazar, welcome. >> Thank you, Madame President, governing board, Dr. Papalardo, staff, and community. Um, today we are doing our final revision for FY26. We had our first revision in September. Uh, we weren't required to do a revision in December. So this one is basically just to um account for the difference in ADM from the beginning of the year. So if you recall when we first did the budget we planned for a 9% decrease in ADM. Well that was based on 2100 ADM and we ended up with 2262. So there's

a difference of 159 that we were able to um increase our budget for. >> Okay. So, um, just a quick I don't know if you want me to just go like page by page or if you want me to highlight. >> Yeah, I would just go down each page what you're highlighted. >> Okay, so this is the cover page. This basically just sums up what the budget is. And if you want to scroll down the next page, This just kind of shows the allocation on where the budget is anticipated to be spent. Um so I mean the top line is instruction. Um we just have to put the whole budget within within these lines. So our new budget is going to be 21 million whereas before it was uh 20 million. So, we're going to

increase by about a million. Next page. If anybody has questions about any of these, just let me know as we go. So, Gina, on on line 31, it shows you have it in orange. It says zero for balance carry forward. >> Uh, correct. Because I'm anticipating not having any like we're we're pretty close to what >> Okay. Okay. Because then on one of these other pages, it shows a carry forward of 1 million. >> Oh, that's the carry forward from last year. Probably probably looking at page seven. Okay. >> That's coming from where we ended FY25. That's our carry forward from that which is already included in this budget now. >> Okay. Thank you. >> Uh next page. I really can't even see this. That's hard to see. Really small. This I think this is

just the um data entry. This is where I put in the numbers like when we put our ADM. So, if you see right there, and I can kind of give you a rundown. When we first did the budget, um, our preschool number was 18 ADM and we ended up with 26. So, we actually increased by eight. >> Okay. >> In that area. K8 beginning of the year was,482 ADM and we ended with,547. So, we went up by 65. Okay. >> Um, and the high school we started with 800 and we ended with 686. So we decreased by 113. >> Okay. Next one. This is Oh, these are the fund balances. So, uh we kind of just take like what our revenues are and what we think our expenditures are going to be and that's where

that's where these come from. Once the year is over though, when we go into FY27, we'll have actual numbers to put in there. Everything on here is like kind of an estimate. Right now, um the next page just talks about where we're spending our um monies for uh gifted and special ed and CTE. questions on that one. And none of this really has changed from the last revision. Um, the next page is our classroom site fund. Our budget is about 4.2 million there. Excuse me, Gina. Um, on page, what page is this? Where where it was about the gifted and everything? I just see there was a significant decrease in compensory um compensatory instruction. What's that? >> ELLL compensatory. I I think if I was looking at that historically that number was always in there

that they budgeted 20 million or 20,000 as you were. Um but I kind of fixed that because we're not actually budgeting. We're not using that money. >> We're not using it. Okay. >> I kind of just decreased it. >> I don't even know what that is. Dr. P. What is that? >> So compensatory services if we have to make up time for kids for service or they need extra help. Got it. We put something aside so we can provide >> extra payments to teachers and stuff. Oh, okay. Great. So, we're not using that which is terrific. >> Right. We allocated it more towards like special education where it's actually needed. >> Oh, I just I don't know where anything is. I'm just looking at big numbers drop. >> Um, okay. Classroom 5. We went over

that one. The next page is our capital and again it's just where we expect to spend our capital the areas um rentals are we using them on library books software um equipment the next page. It kind of it autopopulates on the next page. Um, so I don't really do anything with this. It kind of just pulls in the numbers from the previous page. And then the following page is our grants. So, all I did was update the grants at the beginning of the year. We were still using the numbers from last year um because we didn't have our grants fully approved yet. So, now that they're approved, the number in that column is what the new budget is for this year. And then the right hand column is our cash account balances. Any questions on

that? >> So, the parentheses are negative. Is that what >> correct? >> Yes. >> And I didn't catch what you said. What was that? >> The um ones in parentheses are the negative counts like >> like food service. >> Food service and building renewal on the right. >> All the way on the right. And since I did this, we actually just recently um like maybe yesterday received a payment for food service. So that it I think it's still in the negative a little bit, but not 200,000. >> Okay. >> And then building renewal, it's based on um like a reimbursement. So we have a purchase order that's incumbring money, but we haven't received the payment in yet because that doesn't come until the project is complete. >> And we'll see those changes when you do

a revision. Yeah, as long as the payment has come in by Yes. And then the next page just shows the allocation on how we get our budget. And typically this is the page I would start on which is page seven of the budget. Um, and this pull these numbers here pull in from the data that is entered based on our ADM. So I really don't do a whole lot with this one. the balance carry forward that you were talking about um madame president is that $1 million right that's from last year's okay so I will note at the bottom of this page on line 10 we have some one-time monies that came in this year state aid supplement we are getting 161,000 you might have to scroll down just a little bit yes there you

go um and then a one time district additional assistance, we're getting 60,000. And for onetime free and reduced price lunch, we're getting 83,000. And all of those numbers is what contributes to our new $21 million budget. Okay? And then the next page is our capital, which is $1.3 million. And that's about the same of what it was before. I think it's like a $10 $10,000 difference. And that is that's basic that's all those are all the only changes that we did. Any questions for Miss Salazar? Mrs. Ross? >> No. >> Mrs. Williamson? >> No. >> Mrs. Garcia? >> Okay. Okay, I started asking Dr. Papalardo this, but when I was up here, I realized really what I want to ask him. Okay. So on the summary of school district revised expenditure budget which is says

page one of two. We were at almost at the like you you stopped at it and then the next page was where I wanted to be where it has the 2024 ADM 2025 ADM. >> Okay. >> What page is she? So it what page is it? >> Uh it says one of two but it's not like page 11 I think is what we counted Dr. Papalardo like maybe page 11 if you guys are counting it. And at the very top it has average daily membership in blue on the left. >> Oh okay. Okay. Thank you. So the only question is everyone there? >> Okay. So I just the only question that I had just because when I learned when I was when they were teaching me when I would sit with Cindy she would have

me look at this and I just have a question. So the 2024 ADM, do you see how it says 0.7054 and that's for 2024 ADM >> on secondary rate? >> Oh, those are the tax rates. Okay. >> It's not the ADM. >> Okay. But that's where I'm just trying to direct you. So the tax the secondary tax rate, right? Okay. >> So then 2025, it says 0.6041 right next to it. >> Five. So we have 2024 and then we have 2025. >> Um >> yeah, it says.59 looking at >> So I'm looking at 2025 first, >> right? Which is >> Yep. And then right next to it going not going to the budget for 2026 but staying on that budget right next to it has 0.6041. We don't have that. >> I'm not seeing that

one. >> Yeah. What is >> right next to it? >> It's not on here, Cammy. What are >> Yeah. Where where are you getting yours? I'm not seeing that either. >> Can you hold up the page that you're looking at? >> Yeah. So, do you see how it has the 0.705 or 74? You see that? And then right next to it, it says 0.6041. No, it says 5979. >> Are you guys looking at 26 or 25 budget? >> Oh, you're on 25. >> And the reason why I have a question is from 2025. So, you're not looking at what we got handed to us today. You're looking at something else. >> Yeah. A different number. >> Okay. So on 2025, what I have a question for for 2026 is 2025, which see they all have

I printed this one 2025. You see where it says 0.7054 on 2026, >> correct? >> On the secondary, >> should that be for 2025 0.6041 from the 2025 revision? That's what I'm asking. No. >> Yeah. So, from last year's when it has 2025 ADM and it says 0.6041, >> should that be on 2025 on our 2026 revision? Should that be the same percentage? >> No. I don't know if maybe the 06 you're looking at. Are you sure it's not the 24? Because this number, these kind of pull in like it Yeah. Can I show Can >> Sure. >> Okay. So, when she trained me, she showed me to pay attention to these rolling overs. So, do you see how this is 2024? This is 2025, right? And then when we're going into the budget, shouldn't

that number be this number? >> I see what you're saying. this unless this was from the preliminary because um this might have been from before. Okay. >> Because um county sets our tax rates. So if we don't have the tax rates, then we'll use the year prior until we get the new ones in. >> So this might have been what it was in 20. It's saying 2025. So my question was, wouldn't this number be carried to the 2025 box, the same exact interest rate or rate? You know, I can double check that. Like I said, I don't I don't put this number in. It kind of pulls in on its own. >> Can you check because And would that mess our budget out by that? >> No. >> Okay. >> No, it doesn't affect the

budget. >> But typically this year >> would follow into this year. >> Correct. Unless there was a during one of the revisions, if I had a more current tax rate at that time, then it would have been this one more than likely. Okay. I don't know, but I can double check on it, >> but it won't mess our numbers up as much. Okay. And then this is the correct 2026. >> Correct. >> Okay. >> So during the revisions they always change. >> What's that? >> During the revision it things changes. >> I was just wondering if it if we had that percentage if it rolled into 2025 and if it did we start off with the wrong with the the wrong >> and I can go back and look at previous >> no >> tax

rates and I'll let you know on that one. >> But it won't throw our budget off even if it's off a little bit. Okay, that's what I wanted to know >> because I think Gina, it automatically calculates, right? >> Yes, it'll it usually pulls in from the most revised budget that we have that I have on file. What causes that to fluctuate? >> Uh county sets our tax rates, so we do the original budget. If we don't have them yet, I'll just use the the prior. >> Okay. >> All right. Thank you. You're welcome. >> Okay. Any other questions? Dr. Popler, is there anything you want to add? >> No. And just to remind everyone, like the ADM is set on our 100th day, >> correct? >> And right now, we're still waiting on the

state to do their budget. So, we'll end up having to do a revision as well once they do theirs. >> Well, that's going into next year. So, this is our final one for this year. >> Okay. So, this is final for this year. When they pass through, that'll start ours for next year. >> Right. When we do our right proposed and adopted, it's going to be for the next year. >> Okay. So, Madam President, what I would like what I want to add to that is if you remember last year in June, what we ended up doing >> is adopting the prior year's budget, >> right? >> Because they weren't done. >> Correct. >> So, that's probably what's going to happen since they're out until June, >> right? will adopt last year's budget and we'll

come back in August, September sometime to do a revision, right, with the real budget numbers, >> right? That's kind of like what I was trying to get. >> Yeah. >> That we're waiting on them to do our next budget and it'll be revised. Okay. Any other questions? >> No. >> Yep. >> All right. Thank you, Gina. >> All right. On to action items 3.1, approval of the fiscal 2026 final budget revision. Would somebody like to make a motion? Madame President, >> I'm sorry. There's no public comments. >> I'm a taxpayer in this district. I'm not allowed to speak. >> We don't have public comments on this special meeting. >> This is a special meeting. It's not a regular meeting. >> So, you do everything under the seat of secrecy. No, it's once information. >> It's

on a video. It's being recorded. >> It's being recorded right now. >> I haven't heard you discuss food service over the budget. You're making changes. You're passing a budget based on what food service going to be. What is food service going to be? >> I would ask you to schedule an appointment with Dr. Papalardo to discuss that. This is an open meeting. >> It's It's an open meeting, but there's no public comments. So, we can't address that with you right now. >> I'm a member of I used to be on the board of director for HOA 1660. Can't you tell them to come to our regular meeting in a week or two? >> Yeah. And then you can >> this a budgetary meeting. >> You're deciding on the budget, >> are you not? >> This

is not open for public comments. Gina, do you want to discuss with them their concerns regarding the food service, please? >> Well, it's not just about the food service, ma'am. It's about everything. It's about your employees that are and and people that are being declined for raises when you say this people say it's not in the budget but non-educating people in the school. So non-educators, not the teachers and the aids and the bus drivers because they educate the children as well. >> So what I would recommend for you is we have a regular meeting coming up in two weeks or next week. >> This is a this is a special meeting just for the budget. There's no public comments. If you want to come to the regular meeting and do a public comment, you are

more than welcome to do that. But it's an open meeting, right? Isn't that all of them? >> It is an open meeting and we are doing it in public for the public to see what we're doing. We are discussing the budget and we are approving a budget today. I am not supposed to be having this conversation with you because there's it's a violation of open meeting law. So I am going to just request that if you want to speak to the board, you come to the regular meeting and do a public comment. We have a motion to approve the budget. Would somebody like to second? >> Second. >> Mrs. Ross seconds. Mrs. Ross, >> yes. >> Mrs. Williamson, >> yes. >> Mrs. Garcia, >> yes. >> And I'll ask that motion passes four to zero.

Request for future agenda items. Does anybody have any requests? >> Nothing at this time. Somebody like to make a motion to adjurnn. >> Madam President, I'd like to make a motion to adjurnn, please. >> We have a motion. Would somebody like to second? >> Second. >> Mrs. Ross, seconds. Mrs. Ross, >> yes. >> Mrs. Williamson, >> yes. >> Mrs. Garcia, >> yes. And I may ask that motion passes for we are adjourned.
