the governing board from discussing items which are not on the agenda if the item you are addressing is not on the agenda the board will not be able to answer questions or discuss the issues with you oh i should have taken a break first after this yeah let's wait to close out we'll just wait a minute so we can hear you guys you'll time it zach thank you foreign yes you ready okay we will begin let's start with mary gregory uh hi mary hi okay so we're going to give you three minutes okay all right all right thank you it's good to be here and first i'd like to see i'm really proud of all the teachers and the children it was just wonderful to get to see them getting awards and i'm very grateful
for the board i had the 5.4 that was what i was going to had some concerns about you can still speak it we just can't address it now that it's been taken off the agenda oh okay that's what i was wondering um i'm a very concerned grandparent and my understanding of the crt critical race theory i do not want that taught to our children i believe it is very detrimental to the children and to families uh critical race and that's a theory and i think of so many years we've been teaching our children theories and somehow they get taught as actual facts and that concerns me i've seen that happen and i was in school many years ago i was in high school back in the 60s so that's quite a while ago but i
think our students need to be taught reading writing math real science real history and a lot of these things that we're trying to teach our children need to be left to their parents because they ultimately should have the authority the parents should have the authority over their children not educators and the things that they need to leave to the teacher or to the parents are any sexual teachings i don't think that should be taught in the school of any kind and again as far as these theories i can remember when evolution is a theory that the way children are taught they've been taught that it's a fact and so i think we need to be very very careful of the things that we teach that are theories so i don't know i thought we weren't
going to have this kind of things taught to our children in our schools so i'm hoping we stand against that and i know i have many grandparents and parents that uh are in agreement with me so again i guess that's my three minutes sorry thank you so much thank you and i'll have miss wallace follow up with you okay as well thank you okay i'm gonna move on to vicky mclaughlin did i say that right good evening good evening i'm very happy to be here tonight also to see the students awards and the good things that are happening in our school district having taught a number of years ago it's always fun to see the kids come up and get rewards for their efforts i'm here for the 5.4 also and i fully agree with
what mary has said i do believe that parents should be the people that make decisions having to do with masks shots and critical race theory i think parents and your religion are the people that should be handling that and i i just those two things having my government or my school tell me that my kids would have to wear a mask to come to school to a school that i have to pay for i wouldn't put up with it i would take my children and withdraw them and i i just think we're going too far when we try to teach children that belong to their parents and to the choices that their parents make thank you thank you okay we're on to steve cridler did i say it right criedler well then i'll get the
next one right because you're next members of the board thank you for the opportunity to speak tonight of the reason i'm here tonight is uh that i've heard some rumblings that there are outside lobbying groups that are trying to persuade you to change your your decision regarding the uh the mass mandates that have been implemented by some school districts um having that in mind i would like to point out something that you've probably already heard many times before that's arizona revised statute one article 1-601 and that identifies the the parental rights the liberty of them to address the education the health and the upbringing of their children now that same section goes on to further define that no political subdivision or government entity shall infringe upon the rights of these parents so if there is
in fact an outside entity that's a lobbying group that is considered a political subdivision and i would highly persuade you not to listen to them you need to listen to the the parents of these students that are in their in your care and the the parents are the ones who elected you into your positions not the lobbying groups and with that i'll uh i'll end my time thank you thank you mr crydler i'm just going to say since mass are on the agenda i'll just have you know that the board voted previously to keep mass as an option hi miss terry come on up this is terry kreidler well hello madam president and board members it's been a while since i've been here um i would also like to encourage you not to change your
mind on letting parents make the decision for their children whether they wear a mask whether they get a shot whether they are taught critical race theory having been in situations where you have to teach your children right from wrong teach them about different people different ethnicities different religions different socio-economic divisions um it is up to the parent to show the children um and teach them the way that that they should act nine times out of ten you're going to get some good parents teaching their children good ways to live when you do a one-size-fits-all it never ever ever works if you have more than one child you'll know that a one-size-fits-all does not work because one child learns differently than another one child acts differently than another they all have different personalities each one of
you was elected by us as the residents taxpayers or parents of this school district you were elected by us to represent us not to represent another school board association not to represent a political party not to represent any lobbyists you were elected to represent us and that's what i want to remind you of thank you okay raymond cunningham good evening at uh your september 14 meeting i indicated my pleasure in seeing uh policy advisory 700 or imb it was also labeled which spoke out against teaching or how to teach it spoke out against how to teach sensitive subjects but more importantly there was an absolutely wonderful wonderfully written white paper from the department of arizona education that gave seven points to avoid making anyone feel discomforted or put down on the basis of race gender
sexual preference and possibly other aspects of our world and in preparing for this meeting i noticed that all of that was struck down by the maricopa county judge and in reading the rulings and several related materials it appears that the ruling was not based on the substance of that but rather procedure and technical grounds and i presume that because it was approved by the governor and had general support among the education community that it will be appealed but i'm still concerned about it enough that i'm going to turn to a think tank that i've supported for a number of years to the best of my financial ability the goldwater institute who has done wonderful things to protect not only the state but many many other states and some egregious actions that interfere with individual liberty
so i'll refer this to them maybe they're already working on it but it's just an indication of my concern because this was a wonderful thing i thought the way it was written thank you okay we're going to move on to art vessler bessler butts okay how are you i'm doing well thank you thank you everybody that's here in the back um i just want to speak about the mass mandate i know you said that it was left up or you voted to leave it up to the parents there's a lot of push and a lot of pressure going on you to to change your minds my degree from asu is heavy in in science in the physical science there's nothing about the mass that's going to help anybody there really isn't if you listen to
cdc when they first came out falsely said no mask then one then two even during sex so there's there's no real knowledge about it as far as how it's going to prevent any diseases and i'm hoping that you stand up to any outside influences because it's it's just not right to force that on any kid to see three-year-olds wearing a mask all because a goofy person says they must and i'll see you when you have the crt on the agenda again thank you thank you does anybody want to address the mass to mr hart no okay we're going to move on to donna weiss thank you madam president board members and superintendent um i am too against the mass mandates any of the other mandates that i don't believe that mass work studies have shown
if you can smell what's cooking for lunch through that mask it's not protecting you it's not protecting anybody else the virus is so small it can get through the mask i however want to speak to another item it's not on the agenda it is concerning the purchase of computer e-towers for esports and gaming monitors for esports and the total of over 84 000 and this is it says right here for extracurricular activities and so i'm very concerned um that i'm not sure but to me this seems like we are encouraging video gaming and i have personal experience video gaming is very addictive sorry and yes maybe schools have um majors in in gaming but are there are there jobs for that my husband has an employee who has a degree in video gaming he can't
find a job in video gaming so eve just because there is a major in video gaming i don't believe that we should be pushing that so i'm not sure what this is all about but eighty five thousand dollars of taxpayer dollars for video gaming when i think we should be encouraging our children to do more physical exercise and if this is if this is geared toward tech technology maybe but to get somebody excited about video gaming they they gear these video games to to keep you in i have two children who are so addicted that's all they do in their spare time and they don't communicate with any other members it's not a good thing so thank you i hope that this gets addressed with whoever is involved with this thank you miss weiswab miss
wallace reach out to you uh linda hopper did i say that right thank you i'm i'm not as prepared mary gregory spoke very well against critical race theory i just want to say i don't think that that i'm also against it i don't think that that's one of the areas that belongs in the school it's not the school's area to teach it schools need to address especially like on the high school area the stem areas the english and and good math skills good writing skills basic science studies when it comes to moral issues and attitudes and political attitudes things like that that's that's the area that belongs at home as a grandparent i have my youngest grandchild is still in eighth grade and i'm helping my my kids send that child to a parochial school
because i don't want that child learning critical race theory and it's that's very important to me um so i want to speak out against that thank you so that's all uh mr zach do we have any more public comments or is that it okay thank you guys thank you everyone okay we are going to move on to item three consent agenda somebody like to make a motion on the consent agenda motion to approve the agenda we have a motion when somebody like to suck up i can't miss conley seconds miss conley yes mr batters yes mr concho yes no yes that motion passes forward to zero okay i'm just going to check anybody ready for a break or are you guys good okay we're going to take a five minute recess is that okay are
we on okay okay we are back in session we are information and discussion items 4.1 2020 2020 to 2021 annual financial report afr presentation mr koffinger good evening madam president members of the board superintendent wallace uh tonight we're gonna go through the annual financial report which uh i feel good oh i didn't grab my things zach to change my slides here is the statute that addresses our the district's responsibility to go through this process of the annual financial report and to sum it up basically we are closing out the previous year and looking at our actual expenditures versus our budget and for those cash controlled funds uh what we the revenues versus the expenditures and reporting that and it's due by october 15th for submit to be submitted so just a review of some of
the terms i just used a couple of budget controlled funds this is we are given funding from the state generally based on our enrollment and that is what we are tied to with budget controlled funds we don't earn revenue necessarily we can't get more of it by doing anything it is what it is and we must stick to the budget for these funds so some of those are emino which again is our vast majority of of our of our expenditures capital outlay classroom site fund again where it is determined based on our adm what we're going to get for that adjacent ways we do have a say somewhat in that but once we lock that into our our budget at the beginning of the year with our adopted budget that is what it is and
grants work the same way as federal and state projects we are given an allocation and we must stick to that it's not going to change depending on the year some cash controlled funds this is more like what we would have in our in our personal finances if we earn more revenue we can spend we can we can spend whatever we earn so um auxiliary operations function this way gifts and donations if we get a bunch of gifts and donations we can spend as much as we get school plant for leases and sale of school property the more we sell the more we have revenue the more we can we can spend and student activities one one difference between the two budget-controlled funds for the most part you get a rollover emino you get a rollover
of whatever you didn't spend out of your budget to the next year capital works the same way but going back to grants works a little differently for some of the grants some of the grants cap at like 10 percent of your budget is all you can roll forward but generally you can roll those forward and the cash controlled funds whatever you have left over just carries forward just like it would in your personal finances so um you guys have seen that giant afr it is a lot of data but there are some highlights i wanted to point out some some you know main main points to discuss i know the numbers are small but the best i could do there on that slide so our maintenance and operations i'm gonna pull it up so i
can see it a little better myself um yeah we can stick there thank you zach so we have 20 million just about 400 000 budgeted and our expenditures are 18 million 700 to round classroom site fund we had our beginning balance like i was mentioning that's a carry forward from the previous year and our revenues that they we were allotted or 1.6 million there so our total budget is the combination of what was rolled forward there and our revenues and expenditures are 2.3 million so you can see we did take a big chunk in the 2021 school year starting at about 2.5 million and ending at 1.7 million so um the idea there is that is a tax sensitive uh funding so you want to make sure you are planning for the future and keeping
it sustainable so uh that was probably a little bit bigger chunk than i would like to see uh moving forward and and for the 21 22 school year we are we should not see based on the the projections and and how we designed it we should not see that big of a drop and i'm projecting a 1.6 ending fund balance so taking a little more and giving it where we can but also keeping it sustainable capital outlay we had a 640 thousand dollar budget and we spent five fifty two covid relief uh you'll see the big ones not there that is specific to the enrollment stabilization grant the esg and sr-1 those just those two combined for the 2021 school year we did not have access to s or two or s or three um
so that's why that budget you know the sr3 has an 11 million dollar number with it that's why we don't see that big number there because in the in the last school year we didn't have access to that money yet and auxiliary ops to some of our cash controlled funds we started with so i think that's 400 000. we're ending with 390. so a little dip there but not much gifts and donations 236 to 239. so keeping that one pretty steady and food service as uh as we know that with uh kobe there's been some struggles with food service so we are with food service we actually took we had ended a zero balance so we took i believe it was thirty seven thousand dollars from emino to get to a zero balance uh for
food service but that's where we ended up once we once we uh oh what do i want to say once we supported them all right so again maintenance and operations vast majority of what we do so i wanted to address that carry forward um because this this is a my biggest goal for the district is to really have typo there look at that it's embarrassing um the carryforward generally you want to have five to ten percent of your total budget carried forward to the next year as a contingency and as you see it sounds like i did that showing that we have 1.6 million carried forward which is 8.2 percent of that 20 million however in the past we have pre-paid for our valley schools insurance which is a 2.8 million dollar bill it's the
biggest expenditure we have all year i had not been through a whole year cycle i did not know that was the timing of it so we took that into the new year and in july we had to pay that bill for the 21 22 2 school year so really that carry forward if we want to stay consistent with how we had done it in years past is gone um so it just depending on the timing of how you want to uh if we had continued staying consistent and paying for it in the previous year's budget it would not have been there so it looked it looked good on paper but uh really we don't have much carry forward if any because of that questions on anything no mr brothers mr concho all right there is
i wanted to address a couple of edits that will be made to the afr prior to asking you all to approve it and sign on page six which is mostly our cash controlled funds to tie back to what we what i talked about earlier there were a couple of funds that um ended up with negative balance some small some a little bigger that i'm going to address for one the fingerprint fund has a negative 22 dollar balance how did this happen well we generally get reimbursed for fingerprints after we have already made the expenditure and in addition when we have volunteers on campus we ask them to get fingerprinted but we do not charge them so that's how it ended up negative however i should have addressed this and had it a zero balance you
don't want to end the year with a negative balance even if it's negative 22 so that will be paid for um in one way or another it's 22 i'm not too concerned about where it comes from but probably mips money indirect cost is another one and this is just me not knowing going through my first time doing this i need to code those expenditures to the actual grant that they apply to so really i just need to do a journal entry here and there to move those expenditures out of indirect costs and into the grant that applies to those expenditures and that fund will zero out as it should every year and they will those expenditures will be with the grant as they should i think there's one more um that on the on the
bottom zero eight zero is a student success and um i believe this is i think this is jan hole uh back with governor jan hull we got this money it was uh just an extra boost really similar to results-based funding as we have now but we started the year with a negative 20 one dollar balance this time and we didn't do anything with it so it's still there so last year it wasn't really cleaned up but again it's 21 we can find a way to clear that out and just have it be zero moving forward as it should be since it is not anything we receive anymore that negative balance i guess is just carried for a couple years so we can clean that up um so those three i believe it is edits will
be made to my final submission before october 15th any questions miss conley anything mr batters mr concho i have no questions so with the approval this evening we would approve it with those changes correct exactly okay and then mr coffinger i just want to make one request on fund five nine five nine six the cte fund yes um the 271 thousand dollars has been in there for quite a while is there a chance that you could just check with the orders to see how that money can be utilized absolutely happy to do it thank you anyone else i think we also talked a little bit about the uh rotc sure that was i mean i can't address that i guess because it's afr so i guess you're talking about all finances in some way shape
or form um so we um we did i know we earlier talked about grants we won is that what you were talking about or did you want to talk about specifically the the negative balance actually the whole situation there because i think everybody okay end up being aware of that okay so um grants operate on a different fiscal calendar than school districts and it is a pain because of that so grants actually um go through august to the end of september where school districts were june july and june so um what happens is you get stuck in a rut at the beginning of the year where you haven't been able to get reimbursements so you still have your expenditures because generally grants will pay out salaries and things like that and that's happening throughout the
entire year but you haven't been able to collect a reimbursement because of the timing of grants and their completion reports and how they work so you you submit your completion reports for just about all the grants that we have one of them we actually do at the end of the school year um the sei grant but for the vast majority of the grants you have to submit your completion report by the end of the year so by the end by december actually i think it's december 30th and that's when we'll start to collect all the revenue from that dead time where you weren't allowed to collect any so what happens is at the beginning of the year we end up with negative balances every year because when july 1st hits we haven't been able to
collect revenue already or for three months or so and we've been continuing to spend so then they catch us up big time in in january when they actually get around to our completion reports and giving us the revenue but um just for an example like title 1 110 fund 110. it started off with a negative 263 bat 100 these 263 000 balance however if you look at the revenue and expenditure for the year it's 1.6 million revenue 1.4 million expenditure so within that year we're fine it's just the timing of when we get the the ending and beginning balance that makes it look negative however our operations are it's just the timing difference with the with the calendar year that they function on so that you just have a dead time that you're not able
to collect reimbursements even though you're continuing to have your expenditures so um just wanted to make that clear with with the grants which we usually see in the 100 series and some of the 200 series with the fund numbers also we've spent some time this school year already talking about rotc that fund has had a negative balance for 10 to 12 years and it has been accumulating around 20 000 each year to average it out and i guess it was you know i i don't want to speak for what was happening before but um we have learned that it was an issue with payroll in our coding and we have we have addressed the issue to stop the negative stop living and you know i guess i should say it should not be growing negative
we've stopped it at least stopped the bleeding and fixed the problem there now we have to dig ourselves out of our hole that we've put ourselves in for the last 10 12 some odd years i can't go on the computer i can't go back far enough to see if the actual origin of when it started but i did see it it went back that far so we have floated around some ideas as to how to address this but it and i believe that one of ms kimball's questions a minute ago uh was one of those options as to a possible way to address this but we need to address it anything else okay thank you yeah thank you okay so just to a reminder that we're gonna for the adoption we'd have to include those
changes that he addressed right okay for anyone who's going to okay we're on item 4.2 proposition 301 information ms wallace good evening um so tonight to speak about the 301 performance plan the 301 performance pay is for teeth for certified staff that has been um there's allowable people that we can put into that and then they they can be paid out of this fund so this plan breaks down the performance pay that they're getting which is just one piece of kind of the bigger pie of 301 so you'll see on this first page it talks about academic achievement so those that qualify to be paid out of this fund this year this is almost kind of like bonus pay if you think about it that way instead of it's not part of their salary it's
not owed to them it's incentive money and so for the achievement portion we there's a committee so there's a 301 committee that's comprised of administrators teachers and assistant principals that came together to put together a plan and this plan is what i'm going to explain to you they then bring the plan back to their school sites and the school sites vote on the plan so the plan for this year as it was presented is for academic achievement they can earn up to one thousand dollars it's based on their pre and post-test scores from galileo in both reading and math so if you think about reading being worth 500 and math being worth 500 there's a possible thousand they can achieve so if students as a whole in the school have 85 percent or more of
the student show expected growth in ela then the site's eligible for 500 if the growth is only between 60 and 84 then they would earn 300 if it's below 59 as a whole then they would earn no money they earn up to 500 for reading up to 500 for math so they can earn 500 for math and 300 for reading or 300 for reading and nothing for math so it's a combination of the two together and it's their pre to post scores that we receive from galileo so any questions about the academic achievement where's the funding come for this it's from proposition 301 so state monies correct classroom site funds and the makeup of that that recommendation group was what again it's here you can see it on the handout it is um let's see
it's a teacher from each it's one teacher from the tr the tlc one teacher from each of the elementary schools one teacher from the middle school two teachers from the high school because the population there is larger of staff an assistant principal representing a principal that represents and then the instructional coach and its chaired by mr cantrell who couldn't be here tonight so it's a it's a makeup of teachers from around the district but representing each site and it's strictly based on the performance on the on the galileo test is that what you're saying no that so i'll back up a little because i probably should have so in previous years we we gave the teachers 4 200 as part of this package so each piece was worth a certain amount to get to 4
060200. in the spring the board voted to take 3 000 of that 42 that we had kind of pushed to the side for teachers and put that on their base if you remember so we had 1200 left at that time at that time i went to mr coffinger and asked for an additional thousand dollars per teacher so that there would be a total of twenty two hundred dollars so we knew that we had twenty two hundred dollars per teacher as a possible amount for them to get for incentive money and then we create this plan and it breaks down how they can earn the money so for this achievement part they can earn up to a thousand dollars i understand that what i'm asking is is that okay this is based on the results of
the galileo pretest the pre to the post so it's based on the growth that they have from free to post did we have a handout on what this i'm not familiar with galileo what so this is the this is the test this is the test that we administer at the beginning of school for all students in grades 2 through 11. they take a pre-test to kind of gauge where they're at as they're coming into their their beginning of their school year understand that how does that compare to the hazy merit that is it that is psychometrics to very much align with what they're they're learning to prepare them for azimura okay so it's a like you know in a way it's like kind of it's like a and then you have i see on this
next page page too you've got a wait you're skipping ahead i didn't get there yet okay all right i want to make sure you're good with are you good with academic achievement i understand that okay all right well let me just make sure anybody have any questions okay go ahead all right so for the second piece it's based on individual teacher goals so we again gave that a a value of a thousand dollars so they had a thousand for academic achievement a thousand for individual teacher goal the administration team and i um worked together to then present to the committee a goal based on attendance because if you remember that's one of the district goals so for teachers with four or less absences per school year they would earn a thousand dollars if they have
five or less absences per school year they would earn eight hundred dollars six or less six hundred dollars seven or less five hundred dollars eight or less no money there are appealable um options for some absences so there'll be an appeal process in the spring where people can write up their absences if they feel they're appealable and put them towards the committee for the committee to then decide if they are appealable or not so this was very cut and dry if you're here you get the money if you're absent the money you lose some of the money because we know the most important part of student achievement is teachers being here in the classroom with their students and making this attendance a priority was important to us so just a quick question so do they
have to meet all these criterias to receive money if they miss one they get nothing well each piece is worth a part so if you you i mean you're going to get the achievement part based on what the school does you're going to get your attendance based on what you do and then we're going to talk about the professional development anyone else have questions at this point no good with that okay so the professional development piece is and they have to complete 10 hours of professional development outside of their contract time so if they choose to not do 10 hours then they forfeit the 200 dollars but they still can qualify for the other two pieces so um and their window of re of re completing those hours is august 1st to february 22nd so
it's they have to finish them right before spring break a question you have here stated outside college university class hours do not qualify i knew you're going to ask me that why because those hours help you recertify and move on the pay scale and so we can't have you double dipping so because those hours those university classes and college classes so if you have a bachelor's you get paid five dollars if you have a master's you get paid ten dollars you can't use those hours to move to masters and also use them for the month for the 301 money because i'd be double dipping okay so what what hours count okay because you have here which is i'm not familiar with prospectors that's that's i can tell you so we have what we call prospector
university it's just our own little um kind of school where teachers instructional coaches sometimes principals teach classes based on what teachers are asking to learn more about and then teachers can take those classes and then those hours count towards their 10. if you are say a pe teacher and we're not teaching anything in prospector university that's of interest to you or helps you be a stronger physical education teacher some teachers go to outside training so training outside of the district where they go and work with other pe teachers or other art teachers or other history teachers and they go to outside conferences and then you get those pre-approved before you go you come back you write a two-page summary of what you learned and how it applies to your class and how it's going to
be help you be a stronger educator and those hours will count also so for example if you remember we do classes during the summer and so we have summer classes that we prepare either presenters from within the district or we bring presenters in and if people come on their own time to do that learning those hours can count as long as we didn't pay you for those hours so sometimes we pay you for those hours if we paid you for those hours you can't use those hours to count towards this do we utilize the pinell county um we do we do we do so because they have a lot of training okay and that would count that counts anything that's happening outside so if pinal county comes up on wednesday afternoon say we get out
the high school gets out at 12 15. and they come up at 12 45 and they stay until three that does not count because that's your contract hours so we make sure that we utilize them but i can't always say that it's at non-contract hours okay so the last two pieces the quality service goal is kind of combined with the professional professional development we do the quality service goal we this is where we have a survey that goes out to parents and families and it also goes to students in at elementary grades three through six and at secondary seven through twelve and it's a quality service goal to give us feedback on how we're doing and so we 15 of it has to be from parents but it can be any combination that equals a
hundred and we don't this isn't real this is just kind of a part of everything to give the principals feedback to give the teachers feedback it's something they always meet so they always work towards that it's not really there's no monetary number attached to this part but it's a really big part of what we do and what we look for the same with those site goals those cycles don't have a monetary amount attached to them but they are site goals that principals look at and review to see as they're planning their school improvement plans and their continuous improvement plans for their site which of those goals would best fit the work that they're doing at their site any questions at this point i just want to know how are we putting any money in the
teacher bases salaries you did you gave them i'm just saying are we going to move this is on top this is for this year okay so you put you put three thousand in their base um you also gave them other monies that that thousand or one percent or was it was it a thousand right yeah that was two two percent mm-hmm one percent in there so you correct you said everything correctly earlier with we took what used to be 4 200 from this aspect remember this used to be all of 301 used to be three buckets right we're talking about just the performance bait bucket even though all the buckets are the same we're still operating the same way even though the state allows us to kind of pick and choose how we want to
do it now we are still choosing to do a performance pay piece last year it was 4 200 possible we shifted 3 000 now that all the buckets are combined anyways we shifted 3 000 towards the base and so keeping all things equal that would mean 1200 is left then we because of the large sales tax that was only not anticipated by the state we got a big allocation for this year specifically not necessarily going to keep happening so we shifted 1 000 more dollars into their base on top of just the you know so now it was more than we had spent as a total for all of classroom site fund and then we had miss wallace that said can you do 1000 more so that this can be 22 2200 correct possible for
the performance piece okay so all things being equal 4 200 possible out of pay for performance last year for those who are eligible now what is that 6200 possible okay [Music] so the big one of the big changes this year was that on march 18th they modified the requirements for who could qualify for 301 and they added to the list different groups that work within the school so for this year we were able to add counselors psychologists and district level certified staff that are heads of component services so not administrators but people that head our curriculum areas or special ed areas that are not deemed administrators in their contracts so principals assistant principals and district level administrators are excluded from this that's why there was those separate pieces brought to you about performance pay so
i have a question so teachers have to meet certain criteria to receive these funds anybody in this group that's receiving this fund has to has to meet the criteria so how would district or whatever what were those new ones you added so it would be guidance services attendance social works so what criteria would they have to me they're going to meet the same ones they have attended their attendance how would they meet student achievement they are everybody's part of a big puzzle from the from the custodian to the principal we're all one team helping raise student achievement and so we work as a team we raise student achievement as a team so dependent on what your job is at the school it you know if you're the guidance counselor you're making sure kids are in
the right classes they're meeting the criteria they need to graduate that's your part of the puzzle to help kids achieve okay so it's a team effort it's a team effort if you're at the district level then you're this like educational services is there to serve the principals and the teachers so they're in they're in classrooms they're working with teachers they're working with students they're helping principals raise the level of achievement on their class on their sites okay just for me like 301 money when it was voted and approved by the voters i think the intent was for it to be for teachers you know i know that we're sharing the pot with others which rightfully deserve i just want to make sure that a lot of this gets to the teachers and i know a
lot of districts what they do is they put a lot of this money into their base pay so i want to just make sure that we're doing that other questions about the plan so this is going to be back in our work session for discussion so this is a presentation we're reviewing and then we will come back on the 26th is it at the 26th and we will have discussion regarding this so if we have any more questions or any other information i think there was a list that i don't see on here for eligible will you be able to present that list on the 26th that list is there yeah okay okay any other questions we don't we won't present the list with the names on it no no i know just how many
for each there's 170. so how many teachers how many psychologists how many nurses how many no nurses or what you know what i'm saying like whoever is eligible okay as well as you have anything else to add to that no that's it does anybody have any questions on 301 miss conley no mr bowders mr conchio i don't have any questions this time like i said we're going to revisit this in the work session okay we're going to move on to item 4.3 process communication training ms wallace so as we build foundationally we've been looking back and just kind of looking at different models we've been working in a with an instructional model called the teaching edge and going back through that the secondary team was has been trained on that by a outside consultant that
came in to work with our team and we're working with the elementary principals to get them the secondary team was trained by the outside consultant now the secondary team will train the elementary principals and other district administrators so that we can then build a foundation of instructional systems we also were looking at systems that build good communication so that we can build a culture of continuous learning and growth within the district so process communication is a model that kaler communication does as a training so that we can learn how to better communicate with each other the way that we set it up was myself mr cantrell bill hazel from the director of human resources and robin gonzalez who works in the curriculum department have been going to training to become trainers and then what will
happen is the four of us will come back train the administration staff and then work with the administration team on how to then bring it to each site so not only does it build communication and understanding from adult adult to adult but it also helps adults start to identify the needs of students when communicating with students so that there's positive communication going on and just understanding how people react to you the needs that they have when you're talking to them and just being able to create that culture again of people understanding each other and developing positive patterns of good behavior so i would like to add that um the three compadres of mine that went along for that training i signed them up we were ready to go and then we realized that the training
was on east coast time so we have been in training um for the past six days at six o'clock in the morning for three hours every day and so um we will we will have a total of 69 hours of training by january all starting at six o'clock in the morning so i just want to give them kudos because um not only did we realize it was at six a.m but it was during fall break when they had taken their days off so it was a great way to start their days so i appreciate them so there's level one we're going to go through 18 hours of training we completed that on monday we went all last week and then this monday level two will start next week for five days and then we go
into about 33 hours of trainer certification and so by january if we all pass our tests then we will be certified and ready to start working with the administration team so we're excited sounds good any questions on this no mr batters uh no questions i just think that when you consider like the organization that we are with the various levels that we have it's so easy for things to get kind of lost in the shuffle and so that's why i think something like this is really important for us so thank you mr concho what was the cost on this training the cost on this is 25 000 it's 276 hours of training so if you divide out the 276 hours into the 25 000 it's about a hundred dollars an hour of training training is
good we need training okay any more questions on that i don't have anything at this time okay okay item 4.4 mass discussion um so i'm gonna i think mr batters did you add the city agenda yes so i asked for this to be added to the agenda due to the recent ruling for the maricopa county superior court i just wanted everyone to have the opportunity to speak on it if they wanted to one thing that i would add is i think mesa's system that they have set up is just interesting to me and um heather if you could maybe come back to the work session just i'm just kind of curious what that would look like in our system okay and so if you could just kind of share that out and present it to
us and then i just have a couple questions so do we have an active dashboard right now we do not okay i mean we have one that we keep but we don't have one that's visible on the website so we have the we have a dashboard that we keep internally that we report to pinal county each week but we don't have a dashboard on the website where we're updating those numbers okay and i know the concern with that is that the dashboard may not always be accurate and we don't want to put inaccurate information out there however i do think that a dashboard would be important to transparency and i think if we did have that on the website we could just include something that along the lines of this may or may not be
totally accurate okay and then are we still sending notification emails out to parents we did not i think the last one we sent was before break so we haven't sent anything since and um we plan to send them we usually we try to send them friday or monday for the week previous so we can keep doing that too based on the numbers that we collect and in that i try to break out by sight the best that we are aware of the numbers that we've had at each site for that previous week okay but we will continue sending i can continue doing those yeah all right that's all i had okay and i'm just gonna remind everyone that we already did vote on the mask as optional and this sounds more like a covet information
discussion not really masks so um we'll bring that back if you want to bring back a covert update and um we can have that conversation and i'll also add with fall break we are going to have a delay in data and so i think with the upcoming work session we'll have a better idea of what our current situation is too okay okay anybody want to add or questions on that miss conley anything no mr concho are we going to be discussing at all on mass then or no okay we already we already voted on that well i was just going to say because we voted to make it uh for the parents i see no reason to change it no i think the discussion is more about covet related like dashboards and things like that
so i think we'll bring that update back anything else regards to that do we even know where we are as far as any numbers i have not sent the principals are collecting them but we have not put them on our on our chart that we usually start this week so we were all kind of in a um fall break fog yesterday as we like to refer to it and so they were getting going coming back in and i'll send that out to them in the morning and i can see what they have for monday and tuesday what we have really for right now is just what was reported to us over the break or what we know about who didn't come back to us on monday and then if anybody was sick or reported anything
monday tuesday okay so i'm gonna just redirect because this has nothing to do with mass right now we're talking about something i think he's talking about the dashboard yeah but the dashboard is based on the covet number so i'm going to just redirect so if there's any more discussion on masks we should say that now um other than that we're going to move on okay okay item 4.5 asba dash asa annual conference on december 15 through the 17th at the marriott desert ridge in phoenix so i would just ask the board members to just let mrs golf know if you're going to be able to attend do you know when she needs nobody i think i think she's working from home right now so you can mrs what did i do for the marriott the
the annual conference do you know if you're going are you i haven't decided yet okay she's she mrs goff cannot go i will be going mm-hmm so we know that right now so just okay so we'll email her to make sure okay to get that all arranged okay any questions on the conference no okay okay we're moving on to action items okay we're gonna go start with 5.1 possible action on the 2020 2021 annual financial report the afr would somebody like to make a motion madam president i move that we approve the annual financial report with the corrections as submitted we have a motion with somebody like the second miss conley seconds miss conley yes mr batters yes mr kentio yes now may yes that motion pass this part is zero 5.2 possible action on
permanent substitute pay i'm just going to refer to ms wallace to give us an update on this i know we had some discussion at our september 14th work session but i just want to kind of go over that again so the the there was a recommendation that we were making to increase the permanent substitute salary because we had it somewhere around 25 000. it's been open since july we have had one permanent sub all year so we're very much struggling at each site for substitutes and so five substitutes is not going to save the world but it's going to alleviate pressure on each of the campuses and the campuses have found ways to share substitutes and share available people so even if there's a permanent sub at the junior high and the high school needs
them and the junior high is not working needing them that day they've found ways to share and have those people move around so the recommendation is to increase the salary to 40 000 which is right below the starting teacher pay and then they would also be able to receive benefits and 301 each of those substitutes would be on a 90-day probation period so that they make sure it's a good fit for them the sites can make sure it's a good fit that adult with the students that they're working with those subs would move around in classrooms on those sites as needed any questions it would be on a 90-day probation you said yeah which is typical definitely need it and what's thicker on salary right now mr hazel mr koffinger 26 okay i just want
to be sure because i i remember that 21 5 is stuck in my head but then they got those and we increased it with some of that money that we gave to teachers thank you so i just want to say that i think it's extremely important we have had such a tough time with subs anybody want to substitute please sign up we need subs but for this um permanent sub to be on campus every day this is just like having a teacher contract it's like someone is there every single day you don't have to worry about calling calling calling trying to get somebody to come in this is somebody that will be there every single day and i've actually checked with um neighboring districts on what their salaries are and they're actually a little bit
higher but i'm not gonna say we'll just start with that um and i do think though for the 301 money to be able to get that i think it should apply for um permanent subs that have a certificate a teacher certification so well it would have to because only so like if you're a teacher certain qualifications fall in that bubble but i'm saying you could be a substitute right you could be a substitute that came from a bank right but you wouldn't fall now into that 301 pot because you don't fall under the categories that are allowable right so that's what i'm i just want to make sure that that is cleared and also because if you have a certified teacher sub i think the benefit to students is that basically they're going into the
classroom when the teacher is absent and just picking up the ball and continuing it's not like you know babysitter day it's like they're actually getting an education so that's what it's like for me the permanent sub is what they're going to be trained to do those things correct yes so i'm excited about that there's five substitutes there'll be one for each campus we had 40 000 each we got 200 000 laying around well remember we budgeted 26 times five so we had a hundred thousand somewhere we're banking on this will save us money rather than the subpay this if if we a while back when we first introduced this um we found that an it's about an average of five subs per typical day in the district so if we're not if we have these
people budgeted in our as a as an employee we're not going to be paying an additional amount uh towards a substitute that would be coming in that would be paying that subpay each day so and the other piece of it is honestly we've probably for all the open positions that we've had needing subs for the first quarter we probably haven't had more than two or three a day that we've been able to use without having to move people around so we've saved money on what we had in a substitute pot that we thought we would use from pre you know like in previous years we used that has not been used also and the bottom line really is that um we need quality instruction when teaching and this is a this is a tough job
because you you have to go in and be the teacher for the day and learn that class and know those kids and you're teaching kindergarten one day in sixth grade the next and at high school you're teaching spanish one day and american history the next and so you um it's a it's a hard job maximum flexibility yeah for sure sure yeah i had a motion to approve the permanent subpay the amount at 40 000 including health benefits have a motion we have a second um miss conley yes mr batters yes mr canshio yes yes that motion passes four to zero we're gonna be handing out applications as you just walk out we're going to need these people okay item 5.3 possible action on the process communication model training through keller communication and the amount of

for a number of years we need to end up checking into possibly getting a different one and i also like to look into getting a new audit firm 20 years is an awful long time um let's see also we had discussion and i think it got left by the wayside but looking at changing the district's name to superstition mountain unified school district in looking i did a little research and when the school district was initially founded that's what the name was was superstition mountain school district way back many years ago and then it got changed to apache junction with the growth of not only apache junction but with apache junction or of apache junction but with gold canyon peralta trail and green valley being communities that the school district services i'm thinking that uh superstition
mountain unified school district would be better and now adding superstition vista well superstition this is down south but it's still part of it it's part of our district it's part of our it's part of apache junction yeah yes and um i just think we need to revisit that and you know take a look at the future but keeping our history in past as well as with the reopening possible reopening of superstition mountain elementary school okay anything else um i thought we were supposed to have a monthly report on the [Music] school facilities board projects showing how much we were what what projects we have the status the amount of money that it was going to run how much the school district was going to have to furnish i think we have gotten that in the
