Our vision is our our students will be loved, encouraged, and prepared to take on

And our purpose is we create a positive academic impact on every child's life every day with an additional commitment to support the Don Alam culture and language. uh as much as you have noticed and as much as emphasis as we try to imply uh this board is members is comprised of members of this community and as such we do want to continue to encourage the use of our alumn our language our culture our heritage and as much as in and as much as we can throughout the meeting uh don't feel embarrassed or feel scared uh this is a safe space to be able to continue to not only encourage the use but to try and use the language

It is open for you to to have any discussion about without of course directing any kind of uh specific names or persons or individuals but you can address the board in that moment for that purpose at the call to the audience agenda item. It is always on our agenda. So if ever you want to come back or have something that you want to make sure is expressed to

Number one is our HIMD award. Mr. Diaz, >> President Mia, members of the board, >> um for this particular month, I want to acknowledge our families and parents. We have a parent view portal in which all parents um they can enroll all parents. They can check if the students are turning in the assignments, if they're tarding to the classes, how many absences they have, and it also keep keeps track, especially for the high school, if the students are on track for graduation. Our part of our attendance goal uh with goal number two is that 90% of our students

007are going to be um 90 90% of our students, they're going to reach 90% of attendance. Um, one of our goals as well is that at least 90% of our parents, they're going to be checking parent view. Um, it is a great tool and I want to acknowledge some of the families that have logged in this year for a hundred times or more um on the parent view. Some of them they may be here um they I emailed them on the on February 25th and again on March 3rd. Um and I'm going to read the names if you're here present. I see one for sure that is here. I want to acknowledge and I'm going to need my board uh to please come forward. Uh if you if parent if you are here don't be

008shy. We want you to come forward um to get your HEIOD award. The hemody award is anyone uh from that community that it it's embracing the hemoduck but also is setting the example. I want to acknowledge uh our parents that have been part of of staying engaged and connected. Um and I'm gonna need your help. I'm going to read the names. Um and I know one, two, three, four, five, six email me back that we're not going to be here, but I want to double check. I'm going to acknowledge all of them. Um and these are the parents that I want to thank them for staying connected and for staying engaged uh through a new portal. This is something new that we're learning together. Um, but dear parents and guardians, on behalf of the Babok Unified School District board, our staff, and our entire learning community, I am honored to personally congratulate you for logging into our parent view portal a 100 times or more for this school year. Your commitment to staying informed about your child's academic progress, attendance, and school communication demonstrates what true uh parental engagement looks like nowadays. Because of families like you, we continue to move forward in achieving our district goals. Your engagement directly supports district goal one engagement. By actively monitoring grades, assignments, and communication through parent view, you are helping to ensure that our students score 70% or higher on our academic standards. When

011parents stay connected, students perform better. District goal number two, attendance. Regularly reviewing attendance information in and reinforces the importance of student being in school at least 90% of the time. Your involvement sends a powerful message that every school day matters. So for education to be the the high point, the pri highest priority for you all as parents to be here right now especially this evening to acknowledge achievement but also in general giving showing and leading um your households in your homes in your children and everything that you do

So for the second grade student of the month, I'm very proud to present Tlea Velasco. Yay. So TEA is consistently demonstrate calm and composed behavior in the classroom. She approaches her learning with focus and self-control. Even during challenging task, Tlea naturally stands out as a leader among her peers by modeling positive behavior, following expectations and making thoughtful choices. She works proactively by taking initiative in her task without needing repeated reminders. Satella stays engaged, completes her

018work responsibly, and often helps maintain a productive learning environment. So she was asked uh to be when she wants uh when she grows up she wants to be an artist. It has been a delight getting to know Ira this year. She is always a student who enters the classroom prepared, ready to go to work, and she does just that. She is a leader in her behavior and academic success, showing integrity and greatness and being honest and trust trustworthy. Ira works hard in class and on her assignments, as well as actively listening. She completes her assignments on time and the work is done accurately. Miss Gowen

She was nominated by Mr. Cody and he said that she is amazing

020student who is focused on her academic studies and is a very kind and helping student to staff and to her fellow students. Serenity displays positive behavior and leadership skills. 022student of the month. Mason Jose is the son of Denise Francisco and Troy Jose. Mason's home villages and cells. Um, let me finish reading. Mason is a threeseason athlete playing football, B, and baseball for the Bub Cougars. Mason's favorite class this year is science with Miss Mary Hugh because it is a fun class and Miss Mary Hugh is a good teacher. Mason's favorite. Um, after graduating from Babokri Secondary, um, Mason plans on attending college at the University of Oregon. His current career goal is to become a chef. Mason would like to honor and thank his parents for their love and support. We are very proud of you, Mason. Keep working hard and moving forward. 023grandson of Patricia and Michael Anton. Benjamin is a proud member of Alturismo. Benjamin is an athlete playing football for the Babokver Cougars and basketball for Edge. Benjamin's favorite class this year is culture with Miss Cloia Martin because he likes learning history. His um after graduating from Babokver High School, Benjamin plans on going to the University of Arizona Bear Down. His current career goal is to become a basketball coach. If he could, Benjamin would make the world a better place by improving the environment. Keep up the good work, Benjamin. >> Keep pushing to learn and grow as a student. 024Dejali is a proud member of River. She is an athlete playing volleyball for the Babokver Warriors. Dejalia's favorite class this year is biology because she likes doing the lab experiments. Her favorite teacher this year is Mr. Akuna because he is extremely good at teaching. Deja is a musician and has studied piano for six years. After graduating from Baboki High School, she plans on going to Yale University to study psychology. Dejalia's current career goal is to become a psychiatrist. Deéja would like to honor and thank her mom and her auntie for all their love and support. Congratulations, Deja. Your hard work and persistence are making a difference. Ellie Enriquez is one of two sophomore class students of the month for February 2026. Ellie's guardian is Geraldine Enriquez. Ellie is a proud member of Isizabindi. Ellie has

025no favorite class this year because she likes them all equally. She also likes all her teachers equally and refuses to play favorites. After graduating from Babok Kiri High School, Ellie plans on going to college. Her current career goal is to become either an artist, a chef, a fashion designer, a film director, or a writer. She may become them all. Tonight, Ellie would like to honor and thank her friends and family, the people who have stood by her and supported her through all the tough times and struggles. 026Granado. Um Mark is a proud member of Isabindi. At school, Mark actively participates in several sports including basketball, track and field, and bin. Um he is also involved in extracurricular activities such as yearbook and serves as a United partner in Special Olympics while also participating in track and field and basketball programs. Mark's favorite teacher this year is Mr. me because he gives meaningful advice and guidance that help prepare students for the real world. Outside of school, Mark enjoys playing sports, singing, and cooking. After completing his junior year at Babaoki High School, Mark will be returning home to the Philippines, where he will continue and complete his high school education. Mark hopes to pursue a career in the future by either studying education with a major in physical education or becoming a chef. If Mark could

Sienna Ahill is the senior class student of the month for February 2026. Sienna is the granddaughter of Lorraine Toro. She she is a proud member of Altruismo. Sienna is a member of Project Yes at the Baba Kibri High School. Um Sienna's favorite class this year is weight training because she wants to work out and feel stronger. Her favorite teacher this year is Miss Tabala because she is kind and the class has a store where she uses the classroom money that she worked hard to earn. After graduating from Babok High School, Sienna plans on becoming a supermodel. If she could, Sienna would make the world a better place

Um, it is with a great pride that we recognize Leo Anton as our student of the month. This honor is awarded to students who demonstrate exceptional dedication to their academics. Leo has shown strong selfm motivation and responsibility. He stays engaged and in his coursework is respectful, patient and sincere. Whether working with staff, participating in class, or attending tutoring sessions, Leo has a positive attitude and willingness to put in the extra effort. Leo, your effort does not go unnoticed. 030Okay, I apologize. Number three this evening is our barber community school district governing board financial report. Miss Clementina Carlo, >> good evening board president, governing board members, superintendent, everybody here, everybody online, everybody everywhere. Um um I hope you had an opportunity to review the expenditures through February. It's through the 24th since we had an early board meeting as of February 24th. 68.31% of the budget across all funds has been expended and encumbered leaving a remaining balance of 31.69% and the average at this time of year um the expenditure percentage through February is 66.67%. B USD has spent 41% of its budget to date not including incumbrances. All expenditures are within the approved budget limits and the organization's financial position remains strong. Are there any questions? >> Questions from the board for the report, Miss Sylvia?

031>> Um, I don't have any questions. I just think that at this point I think um we've been very conservative. >> Yes. >> You know, compared to previous Yeah. >> Yes. We we have to be because we just don't know what's coming down the pike. So, yes, for sure. >> Okay. If nothing else from the board, are you presenting number four as well? Okay. I'm so sorry. >> The fiscal year 2026 student activity and auxiliary balances through February 24th were attached. Um, the total revenues in February for student activities was $4,238. Um, from uh basketball concessions, the expenditures through the same time period

032total $2,569 for BHS girls basketball warm-up gear. And there were two transfers from BHA BHS girls basketball to the BHS boys basketball and from the eighth grade promotion to the class of 2029. The ending balance for all clubs on I should say February 24th was $14,8543. The student auxiliary account had revenues totaling $3,273 from BHS Warrior basketball admissions and activities fees. The expenditures for the month of February total $3,943 for the girls basketball tournament entry, sports supplies, and official fee for BMS basketball home game. The ending balance for the student auxiliary fund on February 24th was $9,94.17. Are there any questions? >> Questions for the club account balances? >> No questions, Miss. >> Okay. Tax credit. And then um I also submitted the calendar year 2025 tax credit information and it's by calendar year because

033that's how it needs to be reported to the state. >> So as of December 31st, 2025, there was a total of $148,968.50 available in uh tax credit funds across all sites. The primary has 67,4512 available. The intermediate has $16,858.31. Alternative middle school has $3,18182. The alternative high school has $8,460.93. BMS has $31,6506 and BHS has $21,72141 cents available. The total expenditures in calendar year 2025 were $17,68.75 and the total donations received in the same time period was $23,396. Are there any questions? Miss Silia, >> I just quick question on the on the tax credit that carries over, right? >> It does carry over from year to year. >> Yes. >> Yeah. It kind of carries. >> Yeah. Um I think that a lot of you can see that the high school and the middle school

034have the most money available and that's where a lot of the donations do go um for athletics >> um and extracurriculars. And also I know that some teachers have actually reached out to people to for them to make donations to a specific uh sport. So, >> so that the donations are um for specific areas >> there sometimes. I think the majority of the donations are as needed in the area that's needed the most and that gives each site the ability to use it have a site council meeting and use it within the restrictions of the funds. >> Yeah. >> But it's it's easier for the schools if it's not in a specific category. >> Okay. Maybe I maybe I overlooked it, but there's usually the the report of what those actual items are. >> Yeah,

Do you want to? >> But um I was we've seen it before and I and only reason I brought it up because I guess that question goes to not to yourself in particular but specifically to the um >> the process if let's say there's a specific >> um directive for that donation or that the where you're supposed to go. What what is the process if that's something that the school doesn't really use it for and it just kind of sits there? So typically it's it's if it's designated, it's designated. That's where it stays. >> But there have been times where I think at the primary there it was designated for something that they didn't really have and so site council was able to move it

036back into undesated. >> Okay. >> Yes. >> That really falls under the site council's >> Yes. >> determination where it's needed. Okay. >> Yes. I just >> And I'm apologize. It doesn't look like it was attached, but it was turned in. Okay. U Mr. D, you can send that to us after. >> Um, any other questions for the tax credits? I know it's pretty new beyond anything. >> Go ahead. >> Yeah, I was just curious like if we have if there was is that just like if people were interested in like donating to a specific part of a pro like developing new programs within the school, is that kind of what that would be used for? It's typically it's used for like if I make a donation and I I do for um a school.

037I just put where it's needed the most. That that's what I was explaining. So that way the school can decide with the site council. they can have a meeting and they say, "Oh, um, we have an educational field trip that the school probably or it's not in their regular budget and they can use a tax credit only if it's an educational field trip. Um, if it's designated like they have designated athletics or a specific sport or library, there's been donations to mental health. Um, so in those cases, that's what they need to be used for, >> but it's up to the donor. And typically, um, because we do have that ability for them to pay online, they just put where it's needed the most, so they leave that up to each site, >> which I

038think is pretty cool. >> Okay. Thank you. >> You're welcome. >> And then, Mr. Diaz, just for for the record, I think that the board had asked before on seeing a plan for use if there's if there's opportunity for the sites to be able to work on how do we utilize the funds. Not that I wouldn't not that I would say let's try and build it up but I think as a donor I would look at that and say well I'm donating and they don't really utilize the fund so why would I keep donating and this is just me thinking maybe it's not how they look at things >> I can tell you why I can tell you why. So, uh, you probably don't pay state taxes, >> correct? >> But I do. And so

039when when you pay, like if you pay or donate $200, then the person that's donating, if they pay taxes, they also get a tax credit dollar for dollar. So there's a benefit. So that's $200 that goes doesn't go to the state, it goes to the educational organization. Okay? >> So that's why people do continue. um they have the ability to to donate through April 15th for last year. >> Okay. >> And they're doing their taxes right now. It's tax season. So I anticipate there's going to be a lot more money coming in around this time. >> So they do it a lot like in December. >> Yeah. >> But then when the taxes are due, which is April 15th, is when you it ramps up again because they can still claim that donation for the

040prior year. So, I am nobody ever I have never had a donor ask me, "Hey, how was my money being used or whatever?" Because it's it's a win-win. Like, they get a tax break and they're hope hopefully helping the educational organization. >> Granted, I understand. I just I just hope that we're able to utilize the funds as they're intended for the students and for the campuses. So, I'm hopeful to see something, Mr. ideas if we can from your sights on maybe possibilities and where they might feel like the most need is to be able to see those dollars actually do something for the students as opposed to sit there in a cure >> and they are restrictive. So I I know that the middle school and high school have the most flexibility because they do

041have the sports and the extracurricular activities. So that that's an easy one. Um, but you can't spend it like say they want to go to skate country or something. How you have to say how is that educational? How is that supporting you know what you're teaching? And so it's it's very restrictive. >> And I look at it as a challenge especially on the incentive side for we want kids to be at school. We want kids to feel like there is I mean I don't want to say we have to incentivize them coming to school but obviously we have to get creative when it comes to how some of the challenges that we're facing >> and ultimately kind of put into perspective that being at school means you do have opportunities like such and such as

Um, we have seven uh vacancies in that department and we're trying to fulfill all of the needs in that department by providing overtime um where yeah, we're not spending the money for that position that is vacant um and is reflecting here on overtime. 045that's one of the areas that you will see that over time is going to be used because we still uh to fulfill all of the different positions in in in operations grounds and custodial services. Um the other one is is transportation um depending on what additional routes are needed um for for sports sporting events or any field trips and then we need to then um bump the overtime hours. So, those are the ones. Any of the other ones depending on the individual needs. Um, and all the overtime needs to be approved by the superintendent. >> The only thing that catches my eye is maintenance and operations transportation. So, if there's an opportunity to see what is actual field trips, what is sports, what is actual drive time that's being reported. And in maintenance operations, I

048the link. Um it's very extensive. It goes down to a lot of details. Um there's a state overview and then there you can go by district. Um go ahead and go to the next slide please. Um so they compared last year uh to January of 20 26 and there was a significant increase in schools that are approaching the high-risisk categories. Um, and they did change their way of scoring their matrix. So, I I don't always necessarily agree with what they're doing because they have a way to manipulate the data, but it is what it is. So if you go to the next slide, please um you can see all the school districts that are at high risk and there's nine and there's 10 categories. And if you look closely, you can see that probably almost

049I'm going to say 90% probably had um high risk in financial position due to the fact that ESER funds went away. Um and also the next two categories where the general fund uh operating margin ratio changed significantly. So there's a total of a maximum of 35.5 possible risk points. The operating and capital budget reserves have the highest points. They have seven points for each of those categories. U babbley we're going to see later had two areas of risk. Um one was related to the general fund operating reserve which was seven points and the other one is the capital monies redirected to operations with the risk point of one. Next slide, please. So, this map shows you the all the districts that are high-risisk, their locations. Um, I know that the one that's sitting in Santa

050Cruz County is probably at risk of actually closing because they have low student count. And the next screen, and this is just more overview of each of the categories. The next slide please. So probably the majority of the schools saw the next slide please. Change in their weighted student count. Um it says 69 of 207 and definitely moving in the wrong direction. So you can see all of those categories and the high-risk areas. And then the next slide um we start with bubble kiwiri specifically and you can see there um the change in the weighted student count it's it wasn't a lot it was 0.25 and the fouryear change is 3.69%. And this area is where I don't necessarily agree where we're being told to spend down M but then we get in trouble because

051we don't have a reserve. So um again it is what it is but you can see that um our reserves did change significantly we don't have a budget limit reserve and capital because we don't have a capital fund. So they do know that we have impact a date but we still get dean for it here because we don't allocate any equalization to capital. So to me it doesn't make sense. Mhm. >> Can you make that go? >> There you go. >> Oh, it is here. >> Well, I'm honored that you would ask about the athletics to begin with. I think it's really wonderful. Um, as a as a math teacher, I always relied on athletics to spur my kids forward. So, it's a it's a wonderful it's wonderful. It's an integral part of our high school uh and our middle school. It's it's truly an important uh thing. So, uh yes. So, uh I guess next slide. There we go. Yes. So, why athletics? Well, athletics are a very very important and a powerful extension

056of the classroom. uh students who participate in sports tend to have better grades, better attendance and better engagement in school overall. All these things are true, but the thing that I think is most important is number one, it increases academic success. It helps it teaches kids about success and about uh about the way that their community uh is ready to and willing to support them. It gives them another way to shine. Uh the purpose, next slide. Uh the purpose of athleticsbased uh excuse me, of educationbased athletics, our our goal every day, every time is to get out there and win. But that's less than our purpose. Our true purpose is human growth and development. And our purpose is to to help help our kids be engaged in school. And our purpose is greater than our

057goal, which is to win. And we're going to do that a lot. But it's really all about the academics and about learning. Uh we are we're served by a lot of good people. So our next slide u these our our our athletics program is supported by uh Miss An Maria Montana. We couldn't do anything. We you've uh given us an athlete Mr. Neil Blanco is doing a great job. Next slide. We are we rely heavily upon our coaches. We have a lot of coaches that work with our kids every day. We offer u well next slide. We we've got we offer uh three seasons of sports uh with uh flag football and and uh and volleyball and cross country and for for middle school. Um eightman football for high school, girls and boys basketball, we

058just finished our season now. Uh softball and baseball and this year track and field I'm afraid is in jeopardy because we are looking for a coach. So, we've we've had we're we're still looking, but we are probably about to close it down for this season as a one time only while we spend more time getting somebody ready to go with all of their NFHS certifications and get them ready to go. We we had we asked we looked not this year. So, um next slide in terms of participation uh now just little priva these numbers are from 2425 because I wanted to have a full year's uh in in there. So these are the middle school participation numbers. So we're including grade six as well. So with all in we had 236 kids. Of them 83

059were athletes. So that gives us a participating patient rate of just north of one-third of our kids participating in our athletics. Uh so 35.2% athletes at our at our schools. Now I I'll also say that that's just the number of kids on the field. Anytime that we have athletics, it also includes more kids because the kids are fans. the kids show up in support, it has a a beneficial effect on the school. Uh, next slide, please. We have, now this is this is our our high school. I know it says middle school, but I make mistakes and that's one of them. So, this is high school all the way. Uh, these numbers were taken from 20 from 2025 at the very end in May. So, typically our high school population is north of 201. There

060were 201. We're running this year closer in the 230s, more like 250 typically. Uh but in this case, running the numbers, we had 201 high school at that time and 107 athletes, which gives us more than half the kids uh participated in one or another of the sports across the year. So high high participation and even higher when you consider how how many kids are actually get involved in going to the game in going to the sales and participating and being part of the fun. Uh next slide. Uh so funding we are very well funded. Uh we uh this this district supports our sports in many many ways uh and in dollars. Uh I want to point out that this is a lot of money. Uh, and if we've got the total there. If you

062uh and that's that's a really good thing. So, uh, continuing on, one of the questions that you'd asked was, um, what what are some of the things that go into our, uh, we the codes of conduct and, uh, and, uh, about our, um, about the way that we, uh, yes, so these are our leagues. In the middle school league, we're in the Sonoran Desert League. Uh, and in the high school, we're the Arizona Intercolastic Association, AIA. This may be one of the last years that the Sonoran Desert League plays. We'll get I'll talk more about that later. Next slide. Um, we do athletic fees. We do ask ask parents and families to participate in the in this because it is expensive to run sports. Uh, this year these are significantly less than they are in

063town, but they're still it's still a price to pay. Um, it does help offset the league fees. It's we don't have 100% participation by any means. We have a lot of folks that that are that are not are not accustomed to paying their athletic fees. We're asking for it more regularly and we are asking for them to ask their district for support which very which the districts are really helpful and do step up to help and more than that I'm asking them to please don't don't feel bad about it just ask Johnson Ali they are ready to help you uh so we are working on our partnership with Johnson to see if we can get all all of our athletic fees paid that would be lovely that would be a personal goal next slide so

064in terms of academic academic eligibility This was one of the questions you asked. What do we do for eligibility? AIA says that kids need to be passing their class in order to participate. We do the same thing for the sonor and desolate for the middle school kids as the high school kids. Uh this is the structure that we have for the first four and a half weeks. Everybody's eligible. After that, we run eligibility through synergy once a week on Mondays. And this week, I'm holding firm if this this year if you're ineligible on Monday, you've got a week to get it ready. uh that does mean that you're ineligible for play that week unless there's some sort of a special circumstance. If it's a if it's a teacher problem, come see me. If it's a

065you problem, didn't do your work, then you got a week to get it ready and that's that. And we'll we'll check eligibility next week. That's the way it goes. So, uh that is our standard at the moment is is passing. I beg the kids to please have at least a C because life happens and when it dips then you're still eligible and you can still climb up at the at the moment a lot of kids will ride there at the D and when troubles happen they end up ineligible and that's well it's one of the things that we use as teachers to spur kids to be engaged in their academics. You need to be successful academically before you can be an a student athlete. The student part comes first. Next slide. We have a code

066of conduct and uh we do we do it's this basically the same one that we have at school. Uh the uh if you are if you have been suspended you are suspended fully from from practice and play. If it's your second uh infraction, the second time you've gotten an OSS, you get removed from the team. The third time if you get long-term suspended, you're also off the team. And coaches do have a lot of say in this as well. Next slide. When it comes to substance abuse, we are particularly strict. And that's because in athletics, we're asking students and coaches to push themselves. So, we have kids that are stressing their bodies. They when they want to play, they play so hard they they they will break their bodies trying to win. And when you've

067weakened your body by using uh tobacco, alcohol, or or these vapes that we see running around, it's too much of a risk. So, we are very harsh with our our our with our consequences for this kind of use. So, the first time uh you lose a you lose a game. The second time you're off the team. If you are do it three times and are caught, you're there's no athletics for the rest of this school year. If it happens in the spring, then we're going to we're going to hold you for for at least one season as well. So, selling or providing absolutely a no no. These are not particularly different from the regular discipline, but for sports, we want to be very clear that this is a a health risk for for kids. Next

068slide. You asked for opportunities for growth. I've got some uh I would love it, please, please, please, if it's possible, and I know this is a big wish. I would love it if we could have an athletic trainer. We used to have an athletic trainer. We don't anymore. Um you may say it's very expensive. We can't afford. I don't think you can afford not to have one. We've got we've got kids out there trying very hard to to win. They're working hard in the heat and injuries happen there. Now, we have EMTs that are very helpful that come to our games. We actually can't have an AIA game without having EMTs or a qualified medical professional on on site. U our our our TOFD, thank goodness for the fire department. Our our EMTs are there

069supporting us and that's great. uh but that we can't have them there to practice and practice time is also very very uh can be dangerous. So I would love it. This is just a wish. Please consider uh finding a way to hire us a trainer. It would be lovely. Next slide. Uh this is happening the the we are going to be moving our our middle school athletics to the CAA the Canyon Athletic Association. And uh this has a lot of a lot of upsides for us. uh there will have higher safety standards. We'll we'll have uh um more professional referees and and we won't be scrambling for referees every two minutes and uh we'll have more games and stronger competition. The reason that we really have to do it is that San Simone has been

070holding off waiting for us uh already. Um Mooney would like to move to the CAA yesterday. He's probably going to take uh the uh the Santa Rosa schools with him in some way. So, we need to move as quickly as possible. the uh it costs us about $10,000, just a little bit more. Um we're looking for funding already. Um I am eyeballing our tax credits just so you when when I was that was interesting to me that you noticed that as well. Um but I before we hit our tax credit money, I'd like to ask for support from others um from from the Desert Diamond, from the mine, from everyone. So we're going to ask do some grants. Um I think that's really just about it. I'd like to say uh thank you very much.

071Oh, we also are also asking uh this Mr. Bates has been very helpful already with this one. I'd like to get a guest Wi-Fi pass opened up for all of our athletic events. When we have visitors in, they're coming south to Pawa. A lot of times their cell service is spotty and they need and they they go looking on their is there Wi-Fi and they see five different uh Wi-Fi networks, but none of them are available to them. It would be great if we could have one at the athletic events. >> It's a wish. Yes, sir. >> That's also true. When we go to the when we go to state tournaments, uh we do need we do need Wi-Fi, which Mr. Bates has already provided for us that when when I thought we were having

072a nice AIA game, turned out we weren't, but uh when I thought we were, he made he came through in a big way. One of the things I wanted to talk to the board about and and and again, if this is something we can have further discussion about, it's not anything to to put into play, but supporting and challenging not only our students as Mr. Uh Russell mentioned that it is and can incentivize students. Um but I'd like to see if there's an opportunities for us to introduce or to start to introduce making that uh eligibility portion of it. Possibly a C or higher as opposed to a D to an F. Uh and making that the standard as opposed to must have a know there's probably instances where we

075have to review policy or handbook or whatever it may be. and ultimately have a really very um open conversation with the with the parents and community is that yes, while we do love being at games, we do love seeing winning. We do love seeing the opportunity to to let our children shine, but these are also ambassadors for the schools when it comes to things like finding they have been involved with drugs or they're being cited for these types of things and that opportunity. I know I know it mentions in there that that there's at the discretion of the athletic director which I'm sure you are very very much um I will feel very much as a student with in and as much as you have been around and and been there that you give them

076a very clear no BS like discussion about here's where we're at and this is where I'm not going to um sway with you and I am going to try to work with you because I do think our students need to understand that it isn't about throwing them away at the first instance of that they've done something bad, but it is definitely important to get them back on the right track. Um, so that was going to be my ask to the board if maybe that's something we can further discuss about possibly like I said providing a support and challenge type of idea. The same thing we had done for the class senior trips, you know, it was either you get a B, you're able to participate or not. and students either rose or they didn't. We

077had angry parents, but it also a lot of them did it and a lot of them were able to go on that field or on their senior trip at that B level requirement. Um, so that was why I wanted us to kind of look at it as a board to see where the athletic stands. And I know it's been this way for a very long time and and I'm not in any position to say that athletics were or were not a drive for me to remain in school, but I do know that we have to get very creative andor think outside the box when it comes to how are we not only providing education in its in its in its whole uh essence, but also how are we challenging our students to be able to

078walk away feeling like they have been prepared to take on the world by embracing our himuck and everything else that we say. So I think that having a D or an F or you know raising that bar to a C maybe and then to a B and then you know what hey you know what you have to have an A to be able to participate in class. Maybe that is pushing too far, but maybe it is time for us as a school district, as a board, as I mentioned, to say, "Okay, maybe there are things we need to allow ourselves to be open to in that discussion. Um, so that that's first a part on the eligibility part. Um, to to you all as the board and to everyone at least listening, I I know

079it may come up or there may be questions, but I don't think that this stops the conversation. I think it just continues as we move forward. But the other thing I was going to mention or talk about was Mr. Diaz, as far as the uh or actually maybe this is a question to you too. Um I know that um Mr. Mooney at uh the BIE schools, is there ever any talk or opportunity to talk about cost sharing athletic trainer or something or cost sharing to some degree with the other so the other other schools? I I actually if if I heard you correctly about the D or higher, I was wondering if that was

081something that could be, you know, discussed because I do know that a lot of kids do look forward to the sports and they have a lot of responsibilities, you know, whether at at home or at school or whatever else is going on in their lives. And when I seen that they must have a deer higher, I was like, maybe we should kind of think about in increasing that just to give them, you know, a chance to show that they can do the work and they're going to be prepared for real world. um I guess whatever it is they do after high school that they can do it and just kind of raise the bar a little bit more like um Wendia said because I think that's something that is important for us to say that

082we do believe in you to say that you can do this you know to improve your grade if you really want to and this is how you're going to show up show you know be prepared when you're ready to graduate and move on to um the workforce or um higher education. So that is a good idea. I just wanted to recognize that. >> Thank you. 083they're even at a D, you know, are we assisting them to be there first and preventing them to get any lower than that and then like recording them to go to tutoring or, you know, something like that or or providing some type of study time with their peers or their athletic peers to to adv to to look at and think about exactly what they need to do to get that grade to the level they need to. >> We are doing this, Miss Silia. Uh we currently this year uh school gets done at 2:30 and a lot of their coaches can't be there until 3:30 or aren't allowed to uh to start coaching until then. So we have this little hour time and our our our athletes head down to the cafeteria and they sit together

084in study hall and they work. They've got this time available. Uh all our teachers, we talk to them about it. You know, we want you to hold our kids accountable and we also want to make sure that there's always a path to success for all of our kids. uh if and and we uh we we typically we we do want to put this squarely on the shoulders of our students. Yeah. That where we say it's it's your responsibility now to go to your teacher and ask the magic question, >> you know, so what can I do about my grade? What can I do to improve my grade? And I always counsel them, please ask, how can I improve? Don't ask, what am I missing? They're going to stack you up with a lot. Ask them

085how can I improve? And they will they will tell you. Teachers will have a path to success for you. And we we actually require that of our teachers that they be looking for a way to on-ramp these kids to success. So parent view, student view, we're trying to and synergy. We're trying to ask kids, coaches, families to work together with that to look and see in in real time where are you with your classes and uh and who do you need to ask? So at a minimum, you know where you are and who you need to talk to. And then it's and then we have time during the during the day for them to be catching up. >> Yes, >> there there are I truly believe and understand that parents play a factor and that

086there are instances where there is well show me where it says that that has that that's what they have to have in order for them to play. That's why I think it's really important for us to have that discussion here to give you all the tools, the the handbook, the policy, whatever it may be to stand on and say my hands are what it is. If you want changes, that's where the board comes into play. And I'm not saying that to be to try and bulldo something. But I do want there to be an understanding that this isn't something that will just become um solely a a a decision of the board, but more or less let's start the conversation if that's I mean to me I I love the fact that we can come

087together and I see so many individuals in those in the gyms proud, happy and what I also want them to do is do that give that same effort and chance and opportunity to their students on their academic side as well. That they have that same and anyone who's already above C average wouldn't have anything to worry about at this point. You know what I mean? If we're introducing this, it's okay. Well, I'm okay. I'm already at a point where I feel confident that if they do raise the bar as as as as is our is as is our our responsibility to challenge, but I also know that we try to support in as much as possible. And those supports do come with you have to make that effort, that motiv motivation, that initiative to be

088able to say and to to to able to not look at things as always a an obstacle and more of an opportunity. Um, I think that I've heard a number of occasions, well, you're just going to push kids away from wanting to do it if this is how you're going to do it. If that's how we're going to look at it, then we're never going to achieve anything greater than an F or a D student. Um and and for me that goes beyond us just sitting here and accepting that there's that we're having an eligibility process to say that and still you yourself try to use that in an effort to try and engage with the student to to do more to feel more confident to go and ask how can I improve and yet

089we don't stand behind you to say no we do believe that that's important and it does need to be more than the D at this point in order to be eligible. Um, so to anyone listening, I think it's important to say that this is not a conversation that we're going to fix tonight, but it is something that I think is important if we're going to push the push the norms or or really try and see what our students are capable of, which I know that they are, and we have seen them be phenomenal. Obviously the school and some of the letter grades and some of the opportunities for us to be able to shine have shown that we have that greatness within us. But I think that there's also opportunity for us to be able

090to look at if half of the entire campus, more than half of the entire campus is participating, then maybe that's in maybe that's a a way to really engage them into not only athletics but the student side of student athlete. Um, teachers are expected to provide outside of the box instructional experiences that promote active student engagement as they majority of them did learn when we did visit Ron Clark. And additionally, we plan to reimplement the music in the cafeteria. And then our second quarter benchmarks were given. February was a short month. I think we had two or three weeks in between our last meeting. And then as far as RCA what we are

103doing at RCA, everyone has a house. All our students are housed. We have the signage not only in English but the Anthem name in it in our cafeteria and where we can have it in public spaces. Um the one thing we are not let me let me start with the thing we're doing. What we've done is we've turned it over to student council um because they have not bought into it. So it's up to student council to devise a plan for next school year. Um the colors are not encouraged at this time. We did have some gang issues at the beginning of the school year. So, the red and blue didn't work for us and that was sold to you at the beginning of the year. Um, it was there was threats to each other

104with the colors. So, we just that's why we gave it back to student council. And that's it for RCA. And then you can show the video. My defense is that the quadratic formula is more accurate and helps you understand more in depth of how you get your answer and how math really math and numbers can transform into your solution. Um, so we completed, not we, but our our boys uh completed 13 sessions of mind, body, and medicine with Miss, which was amazing. It was the first time that we had a board uh all boys uh sessions um completed this year. Um, also we're starting Wednesdays with Christina is another group that we um went ahead and get start got started in February. And then we've had a great uh success with Thursdays at 10 with Miss Naomi Tom and she is uh the ASU representative. Um, we also took a quite a hit with the flu um this month uh both staff and and students. Um but we're slowly recorating and now

106it's allergies but uh not as bad as the flu um that was was coming in. So we do have a video um also with some more highlights. Hey, hey, hey. I love you. And I did forget to mention that um our attendance um and participation for Messa and hiking have been amazing after schools. um we have more than 12 students staying for that every Tuesday with um those clubs and for our tutoring um it's been a steady 10 or plus students staying after school for tutoring as well. 108pretty much everything on the checklist that the lease um office have given us um sales district sales community has given us a resolution and sales uh district has approved a resolution. They just need to send it to us. Um, I did um run into uh um the uh members of the sales district and they told me that they have it signed and then they just need to send it. But the there's a few steps that I'll get more into detail when when I present the lease updates, which is number 10. >> Okay. Well, I think they had a lot of good things to say about the school district in regards to, you know, our continuous education programs that we provide. Um, I also, um, signed up and attended the Bolts training and I, when I

109went, I, you know, saw everybody from the Arizona Schoolboard Association. I said, "Well, I'm here. This is where I started. And um basically I just wanted to see if there was any new updates or changes um from um from before or during the time that I hadn't been to a board training. Basically, there really wasn't. Everything pretty much stayed the same. I think it was really good information though for new board members. Um they covered the um uh education session legally legally and effectively. They also covered um um what do you call it um the policies and practices um supporting um and there were two sections. One was for board members and then they separated the secretaries and superintendent to a to another session which I didn't go to that one but the ones I

110did attend had to do with um what I just mentioned. Um also they had somebody there doing presentation on budgets. Um also um they kind of give them some highlights on the delegate assembly and political agenda process. Um so and then um there they did have quite a few questions of the the new board members that were in attendance. So, but um I think it it it kind of reminded me a lot of stuff that that we do now and that we've, you know, we continue doing here for our school district. >> Okay. 111Um so there was I'm thinking about 30 individuals um young women and parents um attended and it's pretty much just giving information as well as um items to help the young girls understand um they're changing um from becoming young women. Um so my part was the traditional sense of of uh becoming a young woman. So um I really appreciate Miss Hart for putting that together because a lot of young women a and parents are young too. So so it's just helpful. It's just helpful all around and it's um not as scary to talk about the subject when uh and and par and some of the parents did say you know they try to talk to the to the young girls but it's better when you come together like this so there's more information and it's

112uh easier to talk about and and so it was just really beautiful that um there was so many girls that were and their parents that were there to get the information and to take part of that. And just I just want to add and you know it's really good that you know all of this was put together for for our young women but I also wondered you know if that's something that would help the young men >> and who thinking about possibilities of who might be um able to put together some kind of presentation for the young men because that, you know, it's not only young women that are that need to be responsible in relationships, but also young men and and and the history um of how it was um past generations um

114the responsibilities of men um up to now. And and so I think it would be great if you know that happened. You know, of course, we as women shouldn't be in those roles to speak about that. So, it would be really good if if if there was u men that stepped up like um Juan, you know, to to think about those things um and and to participate. So, it will I think it will be really good. 115you. Looking forward to it. Uh if there's nothing else for governing board members reports, we can turn over to number eight, the barbecue school district coia accreditation update. Mr. Diaz. President media, members of the board, uh, and members of the community and colleagues. Um, it's we have gone through our second accredititation. Um, and for the members of the public, um, every district, um, at one point or another, they have to get accredited. Um, and they have to get accredited, uh, to confirm that the district provides quality education and is committed to ongoing improvement. Um the accredititation is also important to validate c uh course credits and diplomas for our students. Um and it's part of an engage u to to engage in continuous improvement and to be eligible for some funding and resources to demonstrate

116accountability for its performance curriculum and safety and also to meet the um specialized certifications for students. Um this certification um is run through Cogna uh which they serve over 90 countries and more than 36 thou,000 uh public and private schools. Um the on the good news is that we don't have to do it until 2031 2032. It sounds so far away but that's what we thought five years ago when we did it. moving forward is going to be every six years and the next accredititation preparation starts now based on u our strengths and based on the areas that we need to work on. Um part of the positive highlights that uh Cognia um as part of the report that is also included um in in in uh as part of the board documents presented to

117the community or available um they highlighted um how Babunif High School District is building a mindset of continuous improvement. um how we're supporting all staff with structures to help meet the students needs and promoting a culture for every student to be loved and building identity. And um they also pointed out reaching out to the whole community um regularly to connect with stakeholders and specifically when we go out to each uh district uh to be able to present any highlights. Um and uh they highlighted a supportive board pleased with the direction of the district starting now and moving forward. What they're looking for is a continue uh to continue the focus on building the model of instruction to increase student engagement um in the agency. Uh student engagement building um inquiring practices into professional development. Um

118increase opportunities for leadership roles and development with all stakeholders. um and develop and implement a program evaluation process um and encou uh to to determine how our programs are working or not. How do we know our programs are working or not? And to encourage more integration of um digital tools for our students. Um those were some in in in in this is a summary um of their presentation. we will be getting the full report. Um um they said within 60 days but I wanted to give uh or take a uh begin planning to see that number one we made it through uh through the process. Number two is that um there we have homework. We still have homework but we cannot begin the last year before getting accredited. Um also it it will be important.

119I know we've been holding uh the accredititation certificate by um the superintendent's office. Um but moving forward uh that certificate as well as the lease um I would like to keep them here in the board. So every time we come, we remember when it's going to be um reacredited and when is going to be the next um lease. Um whatever the post was uh glued on 25 years ago that the lease needed to be renew um it it it fell and we want to make sure that we need to make sure that we prevent that from happening again. Uh but um we want to make sure that we also remember that we have a mission, a vision, some steps, some goals, but also we have an accredit reacredititation uh on the year 20 31 and

I want to celebrate uh the intermediate and a shout out um to our fifth grade class and Miss Wilif for putting together the live wax museum. They have

121been request that they want a followup or a second one from members of the community that heard about it but did not make it. Um I want to thank and give a shout out to HR for organizing the job fairs and and and staff members that participated. I also want to give a shout out to the depart uh ESS department for making sure our students participated in the exceptional rodeo and exceptional Olympics during the month of February. And there's a few more opportunities that I would like to encourage our staff and board members to attend. Um I want to give a shout out to uh Babok Kiri district and Tapawa uh uh community for supporting us in the process of the land lease and and and opening up the doors to hear the presentations and

122to extend their support with resolutions. Uh similarly I want to extend a shout out to the sales district and the cell community for supporting also the land lease with the resolutions. I want to give a shout out to the social emotional learning uh department uh for the ongoing uh support in the suicide prevention and the Narcan workshop for parents. Um we have k uh we have the kickoff for the online enrollment. Um and I want to take an opportunity to thank them for all the work that they put uh to ensure that

123we were um on time to be able to roll out the online enrollment and also encourage any members of of the community and our parents uh to begin the enrollment process for next school year. Uh for transportation department uh for uh the express bus that was a kickoff um this month as well. We have now uh a a express bus that is coming from the west side uh picking up students um with very few stops to reduce the amount of time that they will be on the bus starting from managers dam um gua and uh there's one more stop uh but the intention is to encourage more parents on the west side to take advantage of these uh service and to join Babok Unified School District. Uh shout out to Miss Beay, Miss An, Miss

Mr. Yes. >> Uh, President Modia, members of the community, uh, colleagues, um, yes, Baboku Community Fire School District, um, was informed that, um, our leases were expired in 2019. Um, and some of, um, we are unfortunately um been working no fortunately, uh, we've been working in making it a priority, but it's a long process. We have included included the chronology uh of all of the steps that we have taking taken since November 2024. We are 2026 and still working on renewing the lease. Um on the bottom of this report, it shows all of the steps and and that we have completed. Um um for the Tapawa lease, there are 11

127steps. Uh there's 12 steps for the um um in sales district. Um that includes the element uh our Indiana OC schools and um the admin the administration building uh the trans operations building and all of the teacher housing. Um we have um accomplished um all those steps. Um the the ones that we need is one of them will be tonight for the governing board to give me the authority to sign the lease and also um set up a meeting um to go through um the checklist to ensure that all of the documents are um are present before we set up a meeting with legislative. Um I do not have a date yet because I first I need to have the um authority to sign document which is a part of the governing board um um

128agenda today and the um set up the meeting with um legislative for um the sales district. It's a little bit more complicated. We need to have a letter of support from the BIA. Um we have been in communication since we kn we were informed in January um that we needed that additional document as part of the checklist. Um we have provided uh a long history of attempts uh trying to get a hold of anyone to provide that uh letter or support with no respon response. we putting it back on HRDC to help us navigate through that um uh obstacle that that we're facing. Um also uh um it is the um authorization u um approval from the company board to authorize me to sign the lease. And once I have those documents, um, I will

129then be able to go through a documents review and set up a a meeting also with legislative. Um, that will complete the process. Any questions regarding the lease? >> No questions. I just want to make sure to acknowledge um for the public and for the board that this has been one of the things that Mr. ideas has been very diligent on over the past year and prior and I do want to make sure that it's also um some of the questions especially from sales district and I don't and I don't think that they're questions to to try and be difficult there there are legitimate questions which I'm sure Mr. Diaz and he did answer um very upfront because one of the leases was due in 2012 and the other is 2019. Um, and those were

130things where he was very pointed to say, you know, grant it. Um, I I think that there's opportunity, of course, for us to to to speak uh to those questions, but also to really give genuine uh response and and be acknowledging of what are we going to do next? You know, this is where we're not going to have that happen anymore. And part of that response was, you know what, we're going to stick it into the boardroom and put a a big plaque on it that says this needs to be renewed in this year and don't forget because you know, who knows who's going to be here >> at that time um that it does need to be renewed. But I I also want to make sure to acknowledge and thank um the HRDC committee

131uh who's continuously put the item on their agenda to make sure that it is not given any less of an attention and acknowledgement that it is important and that Mr. Diaz continuously goes to give updates and reports. Um, I do want to say as well that the HRGC committee has been very supportive in in essence of this this letter that was I felt like it was brought up out of nowhere by the realy um the realy program Miss Naen because I think the legislative council also acknowledged that well we haven't had anybody have to go ask BIA in a long time about using the land that they're already using. Like it's kind of a a shot at to me a shot where it puts something in the way of us completing what we need to

132do and making it making it a process where where obviously you're making the attempts to try and talk to the BIA superintendent for the Tonam agency and we get no response which has been over what three months now is give or take. So I I think it's really important to acknowledge as a board that we we have and have been getting reports and have attended meetings where we're humanly able to and possible as board members again full-time jobs understanding families and understanding that the time and the the effort has to be um really acknowledged and and I want to say thank you to you Mr. ideas and your entire team um for for putting the effort forward for the DIS for the school district. Um, but I do want to also make sure that we're

133um acknowledging that that I I hope that they give us enough time to understand I mean enough time to possibly be present for the presentation at the legislative committee because I feel like sometimes those questions I hear them but they're not questions that you might be able to answer. not not in a negative way, but I think that there are questions that I really pose that are more like, you know, like, okay. Um, so the point being, I think it's I'm very grateful for the report and and so much of where you're at thus far on the update. Um, just wanted to give a quick overview of the summer programmings that are happening this summer. Um, if you want to scroll a little bit, there you go. Um, so there's our suggested dates. Um we did listen to the school board from last year and all of it will be taking place on one single campus. Um summer school for students

138will run June 1st to June 18th. Um and that is for students in grades 2 through 12. Um unfortunately due to budget constraints we have had to be much more strategic with what grade offerings we do have. Um I know Miss Beay Lewis's campus will also be doing their 21st century learning which will target fourth, fifth, and sixth. Um, so between the district summer school program and the 21st century, we will serve students in grades 2 through 12. Um, positions are similar to last year but have been adjusted based on budget constraints. Um President members of the board members um we are one of the only districts that our um coaches are using their personal earn time um for professional reasons or or school business. And um what I'm coming to the governing board is to be able to change that so that number one um our uh coaches they use professional time when they're conducting school business so that they're not penalized in using their personal time that they have earned. I'm asking as part of my recommendation for them to for their uh personnel to be retracted for this year and and and we um give them back their personal time they had they have earned but they have used to conduct school business. This is something that was brought up to my attention

141and I did check with legal counsel regarding uh being able to change this and um it it is with a board authorization that we can uh allow our coaches to use professional time rather than the personal earn time um and also um reimbursement the time that they have used for this year. So having said that, um I recommend to the Babik Unified School District governing board to approve the use of professional time for coaches during during the athletic events and uh to reimburse their professional time that they have earned um this school year. 142send you an an um a spreadsheet um with all of the times that they will be uh put put back into their um employee profile. Um it's not about the the money that they will be getting, but is the time that they will be able to use and they will not be penalized. So each one of them they're getting back the hours that they have used uh for school business. So there was um a spreadsheet that I have shared uh via email with all of you for your review and how many hours each one of our coaches has been impacted. Um but then they will be uh placed back into their account >> and then going forward I guess in regards to classify if they're working would that be overtime for them if they work

143and then they're going to a athletic event or >> um we have a feature uh or or um a benefit um that when we're conducting business we use professional time. so we don't lose our earn time. But I would like to summon either Daryl uh or Miss Carl to speak further um on regarding the the difference between professional time and earn time uh for I can't have Miss M because that will be a conflict of interest in one of our coaches. So Miss Carlile, would you be able to speak on the difference between personal time and professional time? I didn't read your memo, but um professional PD is not limited where the earned leave is and um they've been using earned leave, not PD. So what he's stating is that the earned leave will be

144placed back into their leave pot, I guess. But PD is is just professional development. I don't know how we're going to pay do that since it's crossing over fiscal years if that's what it No, it's for this year only. Now, we're not going to go back from other fiscal years.
