Uh, as I call the meeting to order, I want to make sure, of course, to uplift and encourage and to continue to support the administration's effort, especially in not only education our students, but also standing by our vision, mission, and purpose statements. Our [snorts] our our vision

007statement is we our students will be loved, encouraged, and prepared to take on the the world. Our mission statement is we create healthy, inspiring, motivating, developing, achieving graduates with an emphasis in our HIMD. Our purpose statement is >> I'll be that [laughter] much of much of what the governing board does is to continue to uplift not only the the education in the community but our author use of the auth and is wear as much as possible uh in his area as much as you were comfortable with utilizing it. Mr. Diaz, >> President Monia, members of the board, uh members of the community. Uh, thank you so much for being here. Um, Jug Rendas superintendent. My name is Ruben Diaz and I am the proud superintendent for public unified school district. And at this point, it is our favorite time. Uh, please help me welcome our first principal, Miss Enriquez Benson to celebrate our primary students of the month. Please put your hands together and welcome her. Good evening, President Wendia, governing board members, Lieutenant Diaz and community. Our first student of the month is nominated by Miss Dedra and Miss Jasmine, and that is Grayson Patton. [applause]

010Grayson is a natural leader in the classroom. He is very helpful, respectful, and a friend to everyone. He comes to school each day ready to learn. Miss Dedra and Miss Jasmine appreciate all the hard work, Grayson. Keep it up. When Grayson grows up, he would like to be a firefighter. Thumbs up for you. Um, for our kindergarten student, I have his teacher up here, Miss Black. >> Good evening, everyone. Um, I'm the kindergarten teacher, Gerald's, uh, teacher. So, I would like to nominate Gerald Wilson Jr. [applause] Gerald is a Gerald is a kind, hardworking, and eager learner who brings a positive spirit to our classroom each day. He continues to put forth his best effort in all activities, approaches new challenges with enthusiasm, and shows a genuine love for learning. Gerald treats us and his

011classmates with respect and kindness, always willing to help others, and share with a smile. His caring attitude helps create a warm and welcoming environment for everyone. He comes to school each day with a great attitude, ready to listen, participate, and try his best. Gerald's continuous growth, positivity, and strong work ethic make him truly deserving of this recognition. When Gerald was asked what he would like to be when he grows up, he would like to be a police officer to keep all the bad guys. [applause] For first grade, Miss Spotted Wolf nominated Rain Sunny. She stays on task, follows classroom expectations, and does a great job demonstrating the skills they are learning with technology. When Penelopey grows up, she wants to be a nail technician. [applause] Caresa is nominated for student of the month for her outstanding academic performance and consistent positive behavior. She demonstrated

015her responsibility, perseverance, and a strong commitment to learning, serving as a positive role model for her classmates and schoolmates. When she was asked how could she change the world in to become a better place, she said, "I believe I can help to make the world a better place by standing up against bullying and treating others with kindness and respect. By being compassionate and supportive, I hope to create a safe and positive environment for everyone." Once again, our fourth grade student of the month, Karissa Anton from the House of River. The seventh grade teen names Gemma Matias as the December student of the month. Gemma's guardian is Ramona Pablo and she's from the village of Bigfields. Gemma's favorite class this year is ELA with Miss Tan because she enjoys reading. Her favorite teacher this year is Miss Tan because she's nice and knows

018how to listen. Gemma is an avid artist. Her favorite mediums are pencil and pen and ink drawing. After graduating from Babokri High School, Gemma plans on going to college. Her current career goal is to become a chef. Gemma would like to take this opportunity to honor and thank her family for all their love and support. We're very proud of you, Gemma. Angalop Angalopa is the son of Frank and Deina Tata. Angalopa's home village is Covered Wells. Angalopa is an athlete playing football for the Babokri Warriors. His favorite class this year is algebra with his favorite teacher, Miss Dora, because she really helped him to

020enjoy learning math. After graduating from Babokri High School, Angalopa plans on playing college football and would love to play for the Georgia Bulldogs if given the chance. Angal Angalopa wants to thank his parents for putting a lot of pressure on him. He would also like to thank the people who doubted him for giving him the motivation to overcome difficulties. 021High School, Jensen plans on going to college at the University of California, Berkeley. His current career goal is to become a professional boxer. He plans to make his home on the Thanam Nation to help support his community and the nation to thrive. Jensen would like to honor and thank his mom, Tiffany Pablo, because she helps him to be at school every day on and on time and supports him with good advice. She would like to thank them for the support and encouragement they have provided her throughout all her life. His current career goal is to become a mechanical engineer. If Tai had a secret superpower, it would be super speed. You're doing a wonderful job, Ty. [applause] Marcelina Lopez as our student of the month for December 2025. This honor is awarded to students who demonstrate exceptional dedication, character, and positive presence within our community, our school community, and Marcelina truly exemplifies these

024qualities. As an online student, Marcelina consistently shows strong selfmotivation and responsibility. She stays engaged in her coursework, communicates thoughtfully with teachers, and manages her learning with maturity. In addition, Marcelina regulates uh regulars is a regular attendant and tutoring reflects her genuine commitment to growth and academic success. What makes Marcelina especially stand out is her quiet but unmistakable kindness. She approaches every interaction with respect, patience, and sincerity. Whether working with staff, participating in class, or attending tutoring tutoring sessions, Marcelina consistently demonstrates a level of courtesy and thoughtfulness that enriches our school environment. Her calm, demure, positive attitude, and willingness to put in the extra effort makes her a wonderful role model for her peers. But it is like you to stick around for a second. >> Yeah, just for the slides, the few slides. I am pleased nominate the eighth grade team, Mr. Papoka, Miss Dalton, Miss Klene, and Miss Luanz for the Hindog Award for December. In an effort to implement the B USD model of instruction and the seven learnings towards indigenizing school practices, this team collaboratively designed an interdisciplinary project that provided meaningful culturally responsive learning opportunities for all students. The project integrated ELA math, science, and social studies standards around environmental awareness and leadership. In ELA, students analyze traditional stories and modern environmental texts to

026determine theme, character, and the point of view. In math, students created and graphed linear equations, inter uh interpreted slope and intercept in context, and represented real life relationships. The science component focused on how energy and waves impact climate and how geological and climate changes affect the desert ecosystem. In social studies, students examine civic responsibility in the role of governmental, presidential, and tribal leadership in addressing environmental change. Through strong collaboration, the team created an authentic learning experience that culminated in students sharing their knowledge with family members and staff, strengthening connections between school, home, and community. The work of Mr. Papoka, Mrs. Dalton, Miss Klene, and Miss Luanz reflects the core values of himog through collaboration, cultural relevance, and student centered instruction. [applause] On behalf of our governing board of the office of the superintendent and a

027public unifier school district and the community we serve, thank you for your commitment. Thank you for going the extra mile. Thank you for making it happen and making learning culturally relevant. Moving on with our agenda this evening letter. I'm sorry. Number three is our fiscal year 2025 audit annual audit reports presentation. Mr. Diaz or Members of the board, >> President Mia, members of

030the board, uh thank you so much uh for being here again. Uh again, >> we have a presenter today that is going to be can you hear us? Okay, Mr. D. >> Yes, okay. Can everyone hear me? >> Nice and clear, sir. So, you you are um now ready to go. Take it away. >> Uh thank you. Uh good evening governing board members and administr this listen and hear about the results 30th 2025. There's four documents that were presented to you in your board packets and I wanted to go through each one of them just very briefly to give you the high the audit results and just to kind of the audit process. Uh so the audit is year-long process where we start summer usually around May, June or July. We come out to the

031district and we do testing over your federal program USFR compliance uh at a lot of cash receipts, accounts payable, invoices, payroll transactions, federal uh documents, as much done as we can during year. We're And then we come bar is filed in October or November start testing the account balances where we're tying out the district's expenditures uh looking at accounts payable actions again censes and beginning fund balances get done by the end of December uh so we can file for the award certificates of financial And um the first document that I wanted to call the comprehensive report that's the large document that was within the packet this is where financial statements are it's 90 pages one of them including our audit and here we issued for the ending June 30th 2025 we issued a unmodified So

032that's the best type of opinion that can issue on the financial. I also that June 30th, 2024 that the district earned the certificate of financial reporting period end and then these reports will to earn the uh certificates uh for this period as well. I think the first year in a couple years that the district was able certificates. Um so I just want to make sure to that out. Uh for the ending 2024 the awards were received and we're awards have been submitted for for 2025. So within that large document I opinion letter um that's around page starting on page letter again we gave a clean modify I'll go through this pretty quick um and and I'll take questions at the end and you can kind of um then after the opinion is what's called the

033management's discussion and analysis that's a highle overview of uh the different changes from 24 year 25. After the management disc analysis are the basic financial statements followed by the footnotes to the financial there's required supplement information that trend of 10 years of this information I pages where I would re to the management's discussion and anal analysis that'll overview of what are some major changes from the previous year to the year under audit. And then if you want to look some historical text of information, the back annual comprehensive report gives you a lot of information so you can see the trends and the effects of the cash balances, liabilities, revenues and expenses over period. Those schedules are around page of the financial the second document that I want to go through is what's called the single

034audit report. So, as part of our test work, we need to test federal programs because the district had greater than $50,000 spending. And so, we need to test federal programs, the internal controls over the school district. And during that testing, we noted there was no material weakness or significant deficiencies in internal control. And then within the federal programs audited the material weaknesses identified this year, but we did have that we had to report as it related to making sure that the count between what got reported on an application for with some of the support. So again materialism but we'll be at in future years to make sure what's being reported matches with in document. The other thing to note in this report is that in previous year we had a finding that reconcile cash reconciliations

035and that fully corrected. I wanted to go through was question there. >> Yes, I can hear you. Yeah, let me call this number then. Okay. Is that better? Can you hear me? >> Okay. I'm just getting some feedback on my end, but um I'll I'll deal with it for right now. Um so the last report that I wanted to go through was a uniform system of financial records compliance questionnaire. So what we do is we go through 18 different sections. It's about over a hundred questions and we look at anything from budgeting, accounting records, cash and revenues, expenditures, student attendance reporting, and we did we provided a summary page of some of the different recommendations or findings that we found during the current year, and those are presented at the beginning of the USFR compliance

036questionnaire document. So, I'm not going to go through each one of these findings. um they're they're fairly small things and we're not noticing a lot of continuing findings from year to year. So, you know, one of the things we found is that cash receipts not being deposited timely. Something that we see routinely within expenditures. There was one invoice where we didn't see a m a receiving report maintained and then several small things in student attendance reporting. But overall we're seeing improvement as we look at fiscal year 24 to fiscal year 25. The last report that we have presented is what's called the governance communication. This is just a document that we're required to provide saying that we're independent of the school district. We didn't have any significant difficulties during our audit process. And then we

037also document any new accounting standards that were implemented. And this year there was one related to compensated absences for the acred vacation or sick leave that got calculated differently than in previous years. So this new accounting standard was implemented and recorded as part of the financial sitting. Uh those are the four different documents I wanted to go through. I know you uh had some uh issues hearing me, but the couple things I wanted to reiterate is that we had a clean unmodified opinion for fiscal year 25. Um in the previous year, the district received awards for certificates of excellence and financial reporting and with very minimal findings with no material weaknesses reported. And then I'll open it up for any questions. Thank you. I appreciate it. Thanks for the time. Thank you. 500,000. The district

038paid 193 and the project total was 693,000. With that money, um we installed 205 Verata security cameras, 18 Veraricotta environmental sensors, 18 Veraricotta door buzzer systems, and eight Algo IP intercom speakers. So those are the technologies we installed. I just want to just make sure to be very clear. The environmental sensors are what we call vape sensors. We put those in restrooms and things to and they just detect what's in the environment, moisture, things of that nature to alert principles or site evidence. All right. So, I'm going to talk a little bit about uh some more of the grant one submission. Bd replaced 80 existing security cameras at school campuses from manufacturers such as Panasonic, Axis, Geo Vision, DLink, and a few others. Additional cameras have been placed or have been added to better cover

039campuses focusing on the entry and exit points. So you'll see a strong focus of those cameras in those areas. Uh cameras have been added to transportation facilities and district office. Uh four of the door buzzer systems which are the systems we use to keep the doors locked at the schools where parents can have buttons, you know, the button to come in and be admitted to the office. Um, we added four new ones. Um, and in, uh, by installing an additional door buzzer system in the Indian Oasis Middle School, High School, the Sunrise House, uh, the district office, and the secondary B office building. All right. Um, I want to talk real quick because there was a there was one piece that came with this. Uh, a lot of these technologies, we all hear AI and

040there were some analytical pieces that came with this system that we purchased. So, I wanted to talk about that piece real quick. um AI based video analytics supported by uh cutting they help support us by cutting investigation time for example if there is a fight a student is being bullied or a person with a sharp object etc. The software will simplify investigations with intelligent face detections uh selecting a a detected face or uploading an image can help us find that person quickly filtering by attributes like clothing color gender and facial matches we can do motion plotting so we can kind of see where people move throughout the buildings camera. It allows us if we do if we're looking at a video and we see somebody, it'll tell us all the other cameras and what time

041it saw those people on. Um, selecting a region of interest within the camera's field of view. So, if this camera, for example, saw Reuben here and Reuben walked away, it would it would it would have that as an event within that one frame of the camera. So, it makes it really easy to find. Um, we can instantly replay videos and view detected person trajectories as in see which way they're going in a building or which other areas they might be headed to and toggle between individuals and their corresponding path. So, it can show two people in the room walking in a different direction. We can pick click on the one person, it will show us where. So, one thing I just wanted to note here is just a note from the manufacturer. This is something

042we were really really serious about when picking a solution that had these features is a manufacturer that again they state in their their terms and conditions. They will not sell personal information to third parties. Use personal information for any other purposes other than which they originally collected with the first purpose to provide further information. Essentially they're using they'll only use our data to improve the product within our instance. So, um, and there's a lot more information on that that we can go into if we need to. Um, I did want to talk specifically since we're already talking about the privacy notes. Um, I did want to put up some key points of the surveillance technology that we put in. Um, and this was all part of our video surveillance policy that the board also adopted.

043I have a link in there too at the end of this slide. If you all want to see that, I can bring it up. Um but cameras will be shared with agencies specifically uh ton police department fire department only during an emergency. The video feed will only be live. No recorded video will be accessible in the event something like that happens. Um BD staff will not export video to or will export video only to authorized agencies listed above. Videos will not be shared with anyone um unless there's an emergency of course and faces of persons not involved will be blurred if law enforcement agency's request to view a video with a member of the BSD security staff. Um air quality sensors uh will capture vape events in selected restrooms. We talked about that a minute

044ago. And we also have a pretty lengthy agreement that every staff member that accesses this system has to sign. And it's very um I do kind of want to bring that up and just show you all real quick what that looks like. Um but this is there's there's a non-disclosure agreement in here as well as a video um electronic use of electronics and instruction. And then the last part of this is our surveillance technology policy. So anybody that ever accesses the system or is given access even if it's just to view one one camera or one point of this system has to sign this policy. So um and just note that it's a very serious um you know essentially if somebody tries to record a video with their cell phone like in the background or

045something that is that is an offense that's mentioned in here that is grounds for such as termination. So I just wanted everyone to know that that that's the piece of privacy is one of the most important things that I'm you know trying to ensure happens throughout this project. So let me go ahead and go back here. All right. So we're going to talk about grant submissions number two and number three. So we did submit two more times for this grant. We've essentially submitted for the last three years. Uh these two phases are not done yet. So uh so phase so these submissions were February 2024 and June 25. We already have the awards for both grants. So we got an award in July 24 and October 25. We're p we're currently finalizing the scope of

046work for that project. And I'll talk about the pieces that are involved there. You're going to see 100 at least 162 door control systems. That just means like hard access doors or electronically controlled doors. Um 32 additional two-way radios. 330 intercom speakers and forac communication system which I'll talk more about in just a minute 90 panic buttons and there are some this last piece I wanted to emphasize this piece was mandatory to qualify for the grant so we had to purchase the handheld weapon detectors if we didn't put those in the scope we wouldn't get the grant so those are really at the district's discretion whether we choose to use those or not I can't really speak on that piece that's just one of the pieces that was required for the grants to get the

047approval. Um the award amount for the two is $985,000. The district amount will be 346 and the project total will be 1.3 million. So next all right so I wanted to talk to you about door control systems. So, Verata door control as just a cloud-based system that allows us to grant um access to buildings with either a card. We can schedule doors to be opened at certain times. So, as in all of our key entries into the primary buildings, they can all be scheduled to be unlocked from 6 to 6:00 a.m. to 400 p.m. And they automatically lock after 4 p.m. And nobody has to go around with the key and actually lock those doors. Um, it tracks in real time who's using those. So if somebody walks through a door that with their card,

048it puts a time stamp on that person enter the building at X time. Um and it also ties into the video surveillance system and they kind of work hand in hand toident to help us identify who's going in and out of key areas. And there of course there is a link here on that presentation if you have time. Uh this takes you directly to all of the information related to the door technology vendor we've selected for that. We have the vendor selected, but we have not finalized all the final doors that are going to have the technology and what types of readers and everything will be on each door. We're working on that right now. So, all right. The next piece, um, this is Informiccast. So, this is the piece that ties all the communications

049together. So, this ties into the card access system, the video surveillance system, and our paging system, which are IP speakers. You probably saw that earlier. I had 330 I think IP speakers on there. Those are all the intercom speakers in all the classrooms. What this system allows us to do is put in pre-recorded messages on the intercom system. So if we go into lockdown, nobody has to get on the intercom and say lock down, lock down. We just essentially can go in the app and press the lock down button. It will send an automated broadcast over the system that's pre-recorded to initiate that lockdown. Same with a fire drill. Um just any scenario we choose, we can pre-record and put that in there. And we can also from That's also going to allow us to

050control and lock down the entire school. If we if there's an emergency, we need to lock the school down. You can hit a button within that app and it locks all the doors essentially. So, it gives us it's all customizable. We haven't built any of that out yet, but that that functionality will be built once that project is in motion. So, so and I did put two screenshots in here. Um there is an option to have a physical panic button which is a single button you see on a lanyard and there's also the option to have it on a mobile device such as an iPhone or Android phone. So you don't have to do panic buttons. We could just do it on the mobile phones. So um and it doesn't have to be given to

051everybody. This can just go to administrators go to some you know if you choose to do all teachers it'll be all teachers of course but that is built into the scope of work if that's what we choose to do. Um, All right. I just wanted to u talk about the um the informcast solution a little bit more and just kind of show you what workflows would look like within that system if they were set up. So the panic button, a user such as a teacher uh staff member security taps a panic button in the cast mobile app will panic button. The Informiccast server triggers uh to the cloud uh the notification engine. That system matches rules for the type lock down, a medical emergency, fire alarm, whatever that might be, and then it can broadcast

052over all of these different mediums. So, the really nice thing about technology now is we're merging all of our communication platforms. You know, we have so many options now. So, we can push uh desktop computer popups. We can send messages over the intercom. Any of our digital signage TVs can also have something displayed. We can send mass text messages to all of the staff. We can send mass emails and we can shop notifications on mobile devices. So that means it's pushed to your mobile device through a notifier, which I I don't really trust those and I'll just go out of the box because if we put something on everybody's cell phones, those end users, those cell phone owners could actually turn the notifications off. So that's just why what you're seeing with this system, this

053broadcast system, is we're trying to push communication out on every medium possible to ensure that every single person involved in an emergency gets the alert. And it's not just over one type of system. It goes over everything. So, the chance of somebody missing that alert is going to be much less with that uh notification out going to so many meetings. All right. One of the the last things I saw that um we wanted to share with everybody is what the reporting requirements are for the grant. So, really specifically what we have to do to stay in compliance for the funding before, current, during the project, and after that project. So I included all of that information here. We do have to report quarterly and track the use of the funds. Um we have to provide

054some um measurable progress towards the goals we set within the grant. We do have to give out a closeout report and um we do need to ensure compliance and an ongoing monitoring you know situation where we will be monitored and they will likely just check to see that we're using the technology as described and then of course optional feedback. process, we could provide additional feedback to the program as far as what we went through to get the funding and what requirements we had to see, you know, to help the program progress. So, and we're also regardless

055of we have to report regardless if we spent the money already or not. So I think on the year 24 we've already had to report twice and we're pretty much we have three years to spend the money from the data. >> And again this is this is a districtwide I'm really presenting for you all today due to the amount of technology that is within the grant but this is purely safety emergency response. other players in the district that are involved. But I just wanted to really speak since it's very very technology heavy. I just want to make sure you know I've made a point in this process to ensure I fully understand all the technologies that are coming in and what you know what risks we have with those, you know, where it helps where

056it might you know no technology is perfect but you know I will say that we are really seeking out proven and practical technologies. We're not we're not going with something that's directly out of box. for example is the industry standard in notification products now. There's probably 20 others but Informiccast is the most becoming one of the most adopted security hardware platforms in the industry too. So there's really two key players in the hardware. It's there's there's requires a lot more hardware and servers. they are kind of moving like but it also does it it really puts a dependence on the technology too and it's something that I feel strongly that our technology can support the infrastructure to support it so so that's one thing too I wanted to speak on it's not in a slide

057but that's just something I wanted to add is that you know we wouldn't adopt technologies that our system Uh yeah. So um as far as accessible users security for example at the secondary school has access the office managers have some access principles have access but you'll find that there are users like the office managers most of them only have access to live video. So an example, so in the district office, we have you see on that door buzzer at the front door. We pretty much give everybody in the building access to see the live video on that. So they can let somebody in if there's not somebody at the front desk, but nobody, you know, most all those users do not have access, you know, >> and I did want to mention the We've only

058turned on audio where the public's actually coming. That was a subject that came up when we adopted the bar cameras. Where are we going to turn audio? Where are we not? And really what you'll read in that if we go back to the video surveillance policy, it's really all on Ruben's discretion to make those decisions on who gets what access to turn on or off. that policy states. So we can't just as it oh we want this camera under one person based on the way the policies [clears throat] question to the buses. Are all the buses actually equipped? >> No, not with uh not with America cameras. So, they're not under this project. Although, I just did find out two weeks ago that this vendor that we're using has cameras that we're using. So, that's

059something that we could look at in the future, but currently the vehicles, I think most of those are on cameras and other one thing you probably saw in there and I can go way back. We one of the nice things about this project is we got to move to a consistent platform. We were using so many different model cameras before. It was really hard to get everything make everything easy to access. You know, we had a different solution at secondary, a different solution, primary, everything was just different. So, we had no districtwide, you know, consistent adoption surveillance technology. >> Some buses do. >> What's that? I I would have to You want to speak on that? >> The system that the transportation department director um the system the district currently has in place is a

060seon system and probably 90% of our buses have cameras in. The units that don't are typically the smaller units that are used for just a handful of special needs students and those ones are not equipped. But all the larger buses for the most part have difference. >> That was going to be my question if that was if that was in the plans. >> Yeah. So the the grants were not submitted to cover. >> Okay. >> I just I just recogniz had great success with the grant. So I mean we do have the option to apply as many times as we want. I think each time we apply we're less likely to be so far. I did I actually wanted to ask the principles um with this new technology if you feel like it's working if

061it's to your benefit and can share a little insight. >> We can start from the top to the bottom high school. >> Thank you. >> So at the secondary campus the cameras are doing great. Um just question earlier about who has access. Um just two of our security members out of the four have access because we really want to control who has the ability to go back um and look at it and the principles um the office in A and B building it's just the people in the office similar to this where they don't have the ability to look back at recordings and it's specifically just to see what's going on around. um using this actually has allowed us to catch some things and some patterns for some students. Um and so it does help

062us. It's allowed us to see who our kiddos are hiding in the bathroom for an entire period class. Um it's allowed us to see some safety. We were able to keep students safe because we were able to Has it increased your victims? >> It just allows us to see them. It's actually calmed down once the students I think the students wanted to test if it really worked is what the reality is. If you look at our um our incident reports, there was more vaping done in that first month in the restroom and it's slowly triggered. And there's still some kids who think that it won't catch them for whatever reason. But in the main areas, um, it really allows allows us to be safe and protect. >> Sorry to make you get up. 063a hand >> at the intermediate campus. It's helped a lot with decreasing our distractions with instruction because we are able to look at the cameras and not having to go into every classroom and try and find who we're trying to look for. and my security and my office staff also have access to the cameras. So that takes away um time from myself and my AP from looking in the cameras that they can do it for us and we can focus on instruction. And I'm looking forward to um the AI um looking at the photos because if we're looking for a student, we don't have to have a lock down and looking for the student. We can easily look at use the AI um parts to the cameras. So, we haven't tried it yet, but I'm

064hoping to use that in the future. and um looking forward to using uh the the what is it? The phone or our badges to open the doors instead of our keys because our keys don't always work when the weather changes. Um the key knob things don't work as as well. So, it's working out good so far. Um, we also have access, not all of us, just myself, my AP, and my office manager if needed. Um, the cameras, there's a lot more on campus, so that's been helpful, especially in playground area. If things happen, we can use those to see what really happened when something actually didn't happen. Um, I'm a little apprehensive about scanning cards to get in because if the power goes out, how are we going to get in or how how would

065that happen? Um, and that's something that has happened out here before with power. So, that's the only thing that I'm worried about. >> I do want to mention on the for the backup piece, the systems will have battery power for a set amount of time. I think it's about one to three hours depending on how many door controls we put in a building. Um, but the the current key system is not changing and that key system will continue to work as long as the district decides to make. So, so I did want to say this this is a layer on top of the current key system. So, it's not taking any functionality away. >> How about classrooms? Most of the covered areas on this FA on the phase that grant for door control is is

066anything that's exterior to so if you go into say the so for primary you go into the 400 hallway the indoor hallway is not really going to have any door controls on it. It's going to be the exterior doors that are facing the outside because that's where we want to be able to with the safety app with the panic buttons we can lock down the exterior of the building essentially electronic. So does that mean the video as well is all external internal? >> There are cameras internal and those you should have some maps on there that show you all those locations. So all of the the hallways essentially like primary is 400 200 buildings cameras inside um those hallways >> nothing cafeteria I think has cameras >> there for certain class to have Mr. D,

Uh, but right now, um, I want to make as we get comfortable with the technology and how we work that technology. Um, explore what additional uses we may want to bring to our um, our district. Um, at this point having classrooms to record everything that is going on in the class. may find it too intrusive as it is the fa just bringing some some cameras to the to the district. Um it it was one one level of comfort. Um however um if we have the need of some specific classrooms uh before we move that uh forward um I would like to have the discussion with the which classroom should be and also with the governing board

068to determine what direction we want to go. This is something that we have to uh by myself. This is something extraordinary that I want to point out and I want to give a big shout out to 11th grade and and 12th grade teachers um because the amount of um the the way they have reduced minimally proficient and partially proficient in the amount of yellow, green and blue that we're now experiencing in the middle of the year. So it is the it does it's not easy to get to this point and to be able to see this amount of growth. It's something that I want to give again a big shout out to our students our teachers and our leadership so that we can see this level of growth and if you don't

084mind going up to seventh grade ELA Mr. Bates um right seventh grade ELA um from the first quarter to the second quarter there's different standards but at least 50% of our students they're now showing um the yellow the green and the and the blue or the part the partially proficient proficient and highly proficient. So congratulations to our teachers and students um for showing us that this year may be the the biggest year for our secondary. Thank you so much for for that growth. >> Yes. It's really up to the student at this point. The reason why we still have the yellow is the student a class semester. Um and thankfully um because of um ASU, they're actually providing the tutors for us. Like they're paying the tutors for us. So the Tuesday and Thursday is completely by the district and so we're have no seniors have taken advantage of it. I had conversations with five of them. The five that have less than 19 credits because the reality is at this point they're going to have three and a half credits is what they can make from now until May if they only do their classes. They just take

086their class that they're assigned. So we have a senior who has nine credits and they came in as a senior started last year but nine credits and that's to be successful in the next year or two because that's a lot. You need 22 credits to graduate that's 13. So we had I've had conversations with these students specifically to work out a plan and the our campus may not be the campus for them because the reality is next year if that student is on task gets all seven credits they still have another year after that. Um, so I've had those conversations. The kiddos in the middle who I'm a little concerned about, I've as I'm glad that the conversation definitely the communication is there. Um, I wondered then if in the next year and I'm not

087saying that it's a lost cause at this point, but there are some that are beyond, you know, like you said, where it would just be unrealistic. I mean, we've seen students pull some magic out of it. So, especially when it gets to crunch time, but my hope is that we will see that, not we, but we as parent, student will see that prior to having to force something out by the end of the year. So, I'm hopeful to kind of see some strategies from the from yourself or committee or staff on how to really kind of invigorate or reinvigorate re-energize that effort. Not that it hasn't been done. And and I think it also falls on us and some of the partnerships that we can build as a as a board, as a school district,

088as community members, as representatives. I think that there's some some effort especially when we when we hear from Mr. from our counterparts with the nation and education department, but maybe there's some sort of and I hate to do this, but maybe there's some sort of incentivization. Um, and I know that we're talking about mentorship, not mentorships, um, what's it internships that may also be, you know what I mean? try and try and look at it from from from a perspective of um what I see what I've been able to observe is there's really no emphasis on prioritization of education when it comes to you know that this is important and you should do it and parents are being told and there's still no push then we somehow have to break to these students that it

089is that it is important so thank you for the including it and I know you do in the reports. Um but I I appreciate appreciate it. >> Just so you know as far as um planning this group is the first group who's had seven classes because in an attempt to get them graduated on time um we've had seven classes a year for the first like for the full four years which means that there are some seniors who were able to get that reduced schedule and right now one of them is interning with after school they're able to go and do an internship. So we are working towards that. >> But this again was the first class. So we're hoping that based on the juniors get to see the seniors who get to leave early come

090in late that they're able to see their motivation to >> I will say growing up there I was a little envious of the seniors who got to leave. So it does drive a little bit. Okay. With that, we'll move on to number eight, our barbecue unified school district superintendent report. Senior Diaz, >> President Media, members of the board and uh distinguished colleagues, thank you for being here. Um I do have a long list of items that I will be um highlighting um as well as going in depth. Uh there were some special poll requests as well that I will be covering during um this section. Um the first one um I want to give a shout out to a social emotional learning director

092and the work in the substant abuse workshops going on. I I also want to acknowledge uh the collaboration going on with HRDC and um we've been meeting for a couple a couple of months already and working closer um in how we're going to be supporting each other to reduce chronic absenteeism. Um the next one I want to give a shout out um to the primary for the Christmas program. Um I got to see the rehearsals. Uh thank you so much. It was it's we were nervous during the rehearsal but said every year they pull it together and they did. So, thank you. Um and also um we already mentioned it but it did happen during December. Another shout out to Miss Hart uh for all of the amazing work during Miracle of Maine and the

093entire team the entire uh uh all all schools and all the departments that supported in in this huge project. Um it was well attended and and also thank you for the extra work. Um, I know the secondary they went also the extra mile on having the bee cookies and the bee light and the beat metal be lights and and thank you for um helping us acknowledge and celebrating and a big shout out to our um uh Don Department of Education executive director Patrick Andrews for making it to our event and the chairman. Um also the next uh highlight that I want to give a shout out is for our exceptional ed department. Um for knowledge um we have 144 students 190 are exceptional ed students and we want to thank u our parents for entrusting

094us our students to make sure they have also access to curriculum. Um a special shout out to the Special Olympics for the donations um over Christmas and we also want to once again welcome to Miss Gakiola. She was approved in the month but we want to uh welcome her as part of the exceptional ed team and Miss um um Valdez she will be going over um her report shortly regarding the um audit. Um there's a special audit for special ed and she will letting us know um what are what the the the outcomes and also her plan. So we'll come back to Miss Valdez shortly. Um for the chemot program um there there was also a special request. Um Miss Saraphicio, she did ask to please to be excused. She had an emergency last minute

095that require medical and attention. Um she did prepare her report. I will try to share the highlights and ask the governing board to review it and and next month to bring any questions related to the request um and also some exciting uh projects um on the horizon from the human um department. Um a special shout out to our curriculum and instruction uh department. um the 12th grade emotional intelligence ASU tour um and labola national um um American Indian data center for eighth grade ASU visit the UOVA visit and the speech pathologist presentation the AV teachers highlighted this month Miss Klein and Miss Yella thank you for their support um in providing additional uh skills for students uh and including uh in the with the report there were some avid celebrations and some special professional development

096on all taking in inquiry as well as questioning. Um the now I will be going asking uh for Miss Valdez uh if you don't mind uh sharing your audit findings um and if we can please go to the ESS department. Um a big round of applause for our board members for volunteering their time and being part. Let's give a round of applause for their service. So, surprise um thanks to the and commitment of district manager. Now we have this technology available in our district. Thank you for your work and thank you for your commitment. Um so Miss Valdez, please take it away. >> Good evening superintendent Diaz, governing board president Mr. Wendia and board members. Okay. So the monitoring um Mr. Diaz is talking about is we are in our year four. So during the year four monitoring year, this requires ad on site and they sort of take a look at our program as a whole and they give us feedback on what we need to improve. So when we look at

098the year four, it's also making sure that we're in compliance and there are policies and procedures and in place for our students to ensure that we are um hitting all the requirements for IDA. So again, we're in our year four and they visited us in November and this was the first visit for the on-site visit and at this point. This is when they would pull various files from our students and take a look at those files. And they took a look at those trends to see what we need to improve on as a district. And when they view the files, they review um the evaluation and re-evaluation portion of the I of the process. They also took a look at IEPs as far as the goals to ensure that all those pieces were in place.

099They also wanted to take a look at how our child finding process works here in our district and what is in place. And for that component, they wanted to make sure that we are doing enough outreach to our community as far as what our child finding process looks like. They also wanted to make sure that we are reaching out to our homeschool students. So, in that part, um, we have to show evidence that we're we're making those gains. And so when it came to trying to do outreach for our homeschool students, that was a po a part where we need improvement on. So there are a few um home homeschool students in our district and we need to show evidence and how we're doing outreach to them as far as child. And another part of

100that was um just again making sure we have those procedures in place having um sessions in place and we did hold a session last month I believe in conjunction with um to special services they actually came and we did a little presentation unfortunately we didn't have anybody show up for our session but this is something we're going to have again in the works at I think in March is another good time we're going to meet again to do another child fine workshop for our community so right now um this is an ongoing process for this year. And so we're actually going to be checking in with our AD program specialist. Um actually tomorrow we're going to have a virtual meeting because she wants to talk to us about our 60-day items. And the 60-day items

101are priority items right now. And we just need to make sure that um those are being corrected. And that has to do with our IEPs. They want to ensure that our goals are being written correctly. They want to make sure that our PW PWS are in place, which are prior written notices. We also want to make sure we have the correct um paperwork as far as our evaluation and re-evaluation. And some of the suggestions they made and some of those things that we're going to address in the next coming months is making sure that our teachers are receiving professional development in regards to those areas. So, some of those areas are going to be um writing smart goals correctly, um how to write PWNs, which is prior notices, talking about specialized designed instruction, transition requirements,

102and again, those transition requirements are in regards to our secondary students. And another thing we're going to be looking at is possibly having a you every summer to ensure that those um components are in our IEPs and files. Again, this is sort of a year-long process and we are going to be meeting with AD pretty regularly. So again, we have our virtual meet tomorrow, but then in February, they will be on site again just to review, ensure that we are on track with our 60-day items. And then again, we'll probably meet again with them in the fall to ensure we're also meeting the other parts of those plan, the other part of the plan, which is child fine and procedural safeguards and parental present parental participation. So, it's been stressful, but it's also been a

103learning experience for everyone. We had um a team put together, Miss Koopas, Dr. Maros, Miss Javadon, and Mrs. Gmeritz. And it was a bit tough at first, but when we um sort of got out of our summary of findings, they all took away pieces of how they can improve their practice when it comes to um reaching out to parents, ensuring that they have those things in place in their IEPs. Um but I think it was a learning experience for all of us and it was very eye openening for me because it helped me better understand my role as ESS director. >> Thank you. 104now we're going to go to the U. the very last one, uh, school board request author of this report because it contains a pre-est assessment. Um, as you for those that are not aware, um, we are targeting our goal is to have five different levels. Uh, we've been focusing on the first one and this year we started the second one. The first one is Kamskood and the second one is Jurum. um coverage for turtle and j for and um we do have a little summary of interpretation if you don't mind keep going down keep going down uh right there's a matrix going um well we'll stop right there part of the request is wanting to see what does the test look like so we have included in this report the examples of what is the

105the the assessment. Um and when the time permits please take the time to be able to see what are the components are being included. There are two different assessment. One is for for the comfort and the other one it is for the children level. Um if you keep scrolling uh up which is the at the end the report right now this is the assessment. Keep going up right there and the way Mapisio has included um this report is also using the same in the same um um proficiency levels. So they are aligned so we can be speaking the same language. Um the primary levels um and the intermediate levels and some of of the um middle school they're showing growth um based on the areas they're covering and and also the the uh what the

106assessment is using. The assessment is being tested. Um some of the Here it is. Uh I am on page uh 20. U Mr. Bates these are some of the highlights. Um again um what I want to point out um it is the number of students that are showing based on the assessment how many students we have highly proficient proficient and and partially proficient which the yellow, the green and the blue. Um there are other students and and not proficient and minimally proficient. But what I want to celebrate is the students have reached these levels both in the kamk level as well as the jud um I also want to point out that we have nine out of 12 teachers. We still have vacancies in fifth, 8th and 10th grade. Um and um the other highlight

107is what we've been working on for the country level. At the beginning of the year, we presented um what the the goal was to create the com code textbook in a in a scoping sequ sequence and this task has been um the more we work on it, the more challenging it continues to be, but we continue to demonstrate the growth. For instance, if you don't mind opening up the scoping sequence, Erin, right there in that same report, there was hyperlink number one. access and please refresh. Um as as you refresh um this particular uh scoping sequence um we started with what is it that we wanted to teach um and it has the objectives as well as the content that we wanted to teach in each one of them. Um we the way is set

108up um on the top is T1 T2 T3 it is based on modules it will be total one or comp one um and and the months that we want to cover and how many weeks we want to spend. if you don't mind scrolling down. Um the same pattern it is used uh for each one of the contents that we're covering um in the scoping sequence. Uh keep going and and it has um numbers, alphabet, colors, but we also going to be focusing on what is the kinship keep going as well as communication. So those are the five domains that we want to cover. So once we completed this um we we challenge ourselves to the next If you don't mind going up a little bit right there um right there if you notice that for

109each one of the contents it also has um now that we have the scoping sequence what is the content that is going to be taught now we want to align it okay based on on on that content now which is going to be which materials are we going to use with the book I'm holding in my hands right now commercials over So this is what we want to do now. We want to specifically tell our teachers for this m for this scoping sequence we want you to use this material. However, we also we've been uh they have been developing some digital materials. So we're going to let them know which ones they're going to be using. Um and as a result they also we want to create now um how we going to be checking

110for understanding for each one of the modules. So again And I say when we started this project, the more we looked into it, there are multiple ways in which we want to improve this particular uh textbook as well as that direction for our teachers. Our teachers, they continue to use some of the materials and there's a lot of growth uh that we can improve the the class. Um however, um we're looking forward to complete this entire project uh before the end of the school year so we can place our teachers through not only um uh content training but they also going to need support in classroom management and um teaching language strategies to support them. So these these project again it is it is a a fun project but it is a very time consuming.

111So the good thing is that what we are going to be producing is going to we feel pretty solid of what we're going to produce and something that we can uh that we can use and share for many years to come. Um in addition as part of the president WIA using goal number four supporting challenge um based on what we learned in Kasak Blanca was like so how we going to learn from that but knowing us how we going to make it better. Okay, if we go back to now the report miss out a piece of report, we can close that scoping sequence. We won't need it at this point. If you keep scrolling down um keep going down. Oh, right there. Um we um we have um reached out to also our grants uh

112director and ask um how we can go about um I believe we starting page that is page 21. So using um a local publishing um we we're looking for um how we can maximize J and title six funding and some of the ideas that we can use um in in in an organic way to promote that autumn. It is what if we have some of these backpacks u targeting um the depending on on the module that we're working on. What are some of the vocabulary language that we want to promote? Next page. Um the other one is how do we make it uh also for students uh in a secondary. These are some um phone chargers. Um so that you can also engrave or add a language. Um the Casablanca district they using wristbands and

113they put phrases and the prices they're reasonable. kids will that's middle school and secondary they possibly will use um and if somebody accidentally take it the language will be promoted they lose it if somebody finds it still the language going to be promoted because it will be engraved in this and it will be recycled the next one the next page um these are some of especially the high school they have binders but the the primary Some of the classes they use this ziplock we bring binder bags that on the back we can also customize and what is it that we can use to promote some of the printed on the other side that you can see depending on the the numbers um the price is changing for some of the page actually the bottom of

114the 23rd page yes that something to explore um trading cards um for our um third, fourth, fifth and sixth grader. Um if we can use some of the focus uh that we have for each one of the modules, if we can invest in putting it together and putting value some of those cards um so they can use it as part of trading cards um and and and use it to play use them in playing games or even trading games. um as part of promoting the language and the last one it is what Kazablanca uses but again we like the theme by using the thinking to generate more thinking we want to do it but we want to do better that's from um our department I will pass down this was also a challenge we use

115the program that it lets you use some graphics but it doesn't let you print them so by the time we wanted to print it we have to go back and change those for graphics that we can print um and reproduce. So I will pass it down. Um the change from last time you saw it um some of the same but many of the graphics graphics they have changed because we were not able to print them because so you feel free to pass it down um and and bless it um while we uh close this report and I'll bring up the students getting stranded which is the bottom to the right student. Just wanted to be able to kind of look we were looking in the report and engage it which I mean of course anything anything and everything that you're doing right now like you said it's just like laying groundwork for the future and I'm

117really excited that that's been and will be more than likely your legacy because you've done so much here to kind of set those things set them and let the actual charge. Thank you. Nothing else feel now and next month if you have any questions. So um students stranded due to emergency expectations based on the nature of our district. Um we do have a system in place um and the goal is to prevent students and um and and it it's easier said than done than done. So it it does have a couple of components and I will start from page number one. Um

118if you don't mind starting for the first component it is who are our weathermen? who are our weather um uh person and in that um in collaboration with transportation department. The transportation department they also have the knowledge from the bus drivers um they have to be monitoring the weather and and letting us know. Um the challenge with monitoring the weather the patterns do change and where whereas it will be raining in some parts of the nation it may not be in some parts of the nation. Um the other component that we have to be aware is some of our bus drivers they have contact information from some of the the members of the the nation from those villages and they reached out to them um to find out um especially for the washes even though

119it may be raining um some distance away from some of the villages um for some of the washes it may it may not be raining but there may be water for the water Um the the goal is to at least have our students for four hours uh so we can get credit for the attendance. Um and but as soon as they let us know that we may be a risk, our goal is to reduce the number of students. We have especially little ones um that may be five years old or or six, seven years old that they were picked up pretty early and for some of them when they go and they cannot pause and they have to come back. Um this year we've been pretty successful. I think the biggest group that come back

120was and I the governing board was informed during those times. Uh but it's also the challenge is preparing and making sure that we have enough staff available to welcome the students back and also um feed the students from whatever we can get from that. So um we monitor the weather. The next one is we try to provide the the communication to our families uh to letting them know um parents based on not last time but the one before some of the families they they let us know that they needed to know at least two to three hours ahead something was going to happen because for some of them that's how long it takes them to make arrangements for the kids. So we try to provide that um given enough something may be coming. Um, one

121of the challenges that we have some of our families, they the students will be held a little bit longer unless they have a relative or somebody that they know that can pick him up and hold them until they're able to cross the wash and pick him up after the water. Um, many of our families, they do take advantage. So, we know we're letting them know coming back somebody that is yourself to pick up the students and you authorize them to pick them up and we've been successful in getting the students picked up um within 45 minutes or so by somebody that they have authorized not necessarily the caregivers next sections so we do try to provide as much as possible um and we system that each one the district office and the schools um every

122time the students come back um we let them know hey it is your turn make sure you uh send somebody to to get credit card authorized so they can get the food and we have multiple roles um we we do have a sign up form every student need to be authorized by somebody um we also uh based on the students that are coming back we We do have a binder with the students and there's one section for the students that either need medication or the students that have any allergic reactions so that um those that are responsible for supervision they have that in hand. What we do ask is also whoever is responsible be ready for some entertainment because the students when they come back they've been in school all day they were planning to

123go home and they come back some of them they're they're sad some of them they're upset but we need to also provide some entertainment um and in the event that this is a catastrophe that we have to spend more than two days our district manager will Um, we do have some important contact information as part of our protocol. Um, if you want to scroll down, these are part of our protocol. The way we manage this is we have somebody that needs to be the lead and that will be one of the administrators that is responsible or attorney the school or the district. We need a food runner to make sure to know how many people are going to be coming back and try coming back by the time the students are here. We have the

124food. Um we do have a communication lead somebody that is going to be communicating with the parents. Um what we do have kids coming authorizing somebody they have phone numbers so they can help us with that communication that you don't mind. We do have a door monitor. Uh nobody can come in. No adults can come in that we don't recognize and somebody that is sending and updates and somebody responsible for also checking out the credit card and and at this point um I'll be more than happy to answer any questions or any questions that you may have. Um again I think this is a great opportunity not only for being on the same page but also communicating to the families that we do have a protocol and a system in place. Sometimes we get it,

125sometimes we don't get it. That is based on a best shot of the weather is without we're not weather experts. Um we do Mr. a program or or a partner that they do have a way to support the district without service. right now. >> Okay. 127always shift to I know there was a couple of times when students were released, but you know what? We were making sure that they were going to be safe and that's what we have to do. I did um on this last time there was a voice message that went out that um more or less told the community that the weather was coming and we may or may not have the school depending on the situation. I thought it was very I could see the way that it was related to us that um if I needed to find a light I need to start looking now but then it may not just Listen to listen to things that parents have to think about. School districts who have spent more than $750,000 in federal revenue must also contract for a single a federal single audit. I just wanted to say that um last year we

131had over 30 findings and this year we had less than 10. So, um Dennis didn't talk about that, but um I wanted to also thank the IT department because they're doing great with their internal audits um to ensure that we have less uh findings in student attendance. So, the recommendation is that the administ uh the administrative recommendation is that the governing board accept the fiscal year 2025 annual audit reports issued for fiscal year ending 2025. We applied last year and we

133received $50,000 to purchase. Uh we got two cars for our auto program and all the equipment needed to work on hybrid and electric vehicles and then we also were able to do the college tour for the auto and so we weren't going to apply again was enough but they encouraged us to apply so we applied again and it's it's actually going to be split this time. It's going to be part of it is training for their auto teacher and then a training program that they can use within the classroom curriculum. And then the other part's actually going to the program, the welding, we want to reinvigorate our welding program because it kind of after uh after Mr. Wes retired and it kind of went away. So now our new teacher actually he knows more about

134welding and so uh we're going to purchase more equipment and more metal and stuff for the students to use. That's what the $50,000 foundation by motion carries. Number [clears throat] three is discussion of possible approval of the ninth grade track grant intent to apply. At this point I will summon my principal uh constants on so we can we can also share some highlights regarding these reports. >> Sorry. Okay. So the intent is um the state has a grant that will focus on nth grade. Um this past school year we did um apply for it and that's what actually paid for the summer bridge program. Um, and the idea is if you get the students successful in ninth grade, they will be successful their high school career. And so, um, we would like to apply again

135for the new grant. Um, and most of it will be covered with training. And you can take a look. Um, Daniel, can you look at what is there on the just tells you right there the funds will be used to support implementation of four broad areas. highly effective nth grade success teams, proactive and data-driven interventions, um high quality instruction and comprehensive system of the nth grade transition supports.
