Whenever you're ready. Or we can take a break if you guys need a break because Silia wants snacks. Would you? Thank you. Yes, sir. President, members of the board and members of the community and members this time of the year so we can begin the process of reviewing our benefit and the comparisons for this particular year. this official analysis not only of our benefits um but also um what other uh
022how our current uh packet or or um insurance company compares to other ones. We have a presenter today uh that is going to be joining us today. So if you don't mind coming and and introducing yourself on the podium and walking us through the presentation. Let's give her a warm hand and welcome our presenter today. Thank you. Good evening, members of the board. My name is Jennifer Aragon. I am the CBiz representative for the district. I'm here to present your upcoming 256 next school year. Oh, okay. There we go. Will you move it along as I Okay. You have the power. I have. So, here we go. So, this evening, we'll go over a little bit of your current summary programs. We'll take a look at your claims. We'll look at the medical renewal that's
023coming up along with your current plans, cost summaries. We'll review your dental, vision, life, disability, and then some communication strategy that we put on during open enrollment. So your current programs that you have in place is your medical and that is with asbait which is inside a trust for a 7125 effective date. You have a DHMO with employer dental service. This is leaving the market for this upcoming year. So we do have a couple of options to show you. The PO dental plan is with Delta Dental Visions with VSSP and then Sigma carries your life voluntary life and short-term disability. So, taking a look at your quarterly claims through December of 2024, the plan is running better than it's been in the past. You're currently at an 87.4% medical loss ratio. That's the difference between
024the premiums and the claims that are paid. This exact time last year, you were at 140%. So, we can see that the claims are coming downward and trending downward based on the renewal. the majority of your coming out of 52% of the classic silver plan. So the claims your high claimments. So we track high claimments anything above $25,000. So this year there's only two high claimments um just under 30% of your total large claimments paid. This time last year we were at seven high claimments with a total of 55% of your total claims paid claims. So um really good things are trending downwards. So moving into our executive summary, our medical renewal with ASBAT for the calendar year of 2026 is a renewal increase of 4.7%. Which um is below trend. We're seeing trend anywhere
025from 8 to 12%. So, it does take in account that the plan is trending downwards. We're going to see deductible and co-pay changes on all the plans that are offered this year. Um, that is something that I'll note later, but ASBET, this is the first time in a decade, over 10 years that ASBY has made any plan changes. There are some emerging new trusts that are coming up into the marketplace. CBIS has gone out and requested proposals for the district on these new trust. However, due to past high claimments at this time, there was no competitive data from those other trusts. So, we are going to continue to monitor, meet with these trusts to see what availability that they may have a potential fit for the district in the near future. Just some of the
026trust, the ASBET, which is your current carrier that's um established, they partner with the Banner Etna network. And then Arizona Healthpool, that's a new trust that's starting beginning 71 of 25. It does partner with Blue Cross Blue Shield. I'll show you a proposal that we received from them is coming in at 26.7% increase. And then Cairo Health of Arizona, this is an established trust too. They do partner with United Healthcare. They declined to do to a quote due to the concerns around the previous high-cost claimants. Cobalt Health is another new trust with programs beginning 712 partnering with Blue Cross Blue Shield. We received a proposal for them and they're at 38.6% % of an increase. And then there's Valley School Trust Insurance, which is established for much larger school districts. So, taking a look, here's
027just what a a proposal looks like from Cobalt Health at 38.6% increase. Plans are similar to what you currently have with ASBAT. They offered as match as close as we possibly could. You have a high deductible health plan at a $2,000 deductible. the PO with a 750 deductible and a PO with 250. Taking your current population that you have in each of those plans and and the based on the rates, that's where we come up with the 38% um increase for that plan design. And then then Arizona Healthpool little lower but a 26 7% increase. Again, their high deductible health plan was a 2150 deductible. PO at 750 and a PO 500. So again, taking that same participation and putting in gives us that increase. Something new that we met when we met with these
028new um emerging trusts don't also have the capability of all the additional benefits that you do have with ASBY, the programs that will go into um the hinge hell, the biometric screenings, since they are newly up and running, they haven't established partnerships with those vendors yet. So they haven't don't have the ability to have all of those perks yet. So for ASBAT for the 256 year, again, they're updating their benefits for the first time in a decade. So we'll look over what those plan changes. They do have six traditional PO medical plans and three high deductible health plans. Um, a little bit on the new program administrator with ASBA. In the past, they used to vary the renewals in a big range from like 3% to 15% and then based on how the claims were
029running is kind of where you ended up. They narrowed that range. So now the range is 4% to 8%. So anyone in the ASBA district pool will either have a renewal of 4% or 8% depending on how high their claims were. Us knowing that you were trending downwards ended up with the 4.7. Okay. And then again as continue to offer the most comprehensive plans in the industry with your benefits and your coverage. So, here's those no no cost program enhancements that I was referring to that some of those newer trusts don't have built into their plans yet. So, you have an empower health. This is an on-site biometric screenings which gives your members a baseline to begin health improvements. There's a Thrive 65 wellness program that gives them w um wellness tips, newsletters, on-site mimography,
030on-site flu shots that usually includes with the power empower health. Um Alliance Health Partners, that's your EAP for confidential. So, anytime anyone has an issue 247, they can call their EAP and they can get guidance um on any issue that they're having. Skin io is a digital app where members if they have a skin issue or if they're looking at something, you can take a picture of it and you can actually talk with the dermatologist and they'll let you know if further treatment needs to be taken. Hinge Health, the same thing with the digital pain management program with physical therapist. COBRA and your HIPPA administration is all built in. Maternity management, care management, your nurse's coaching disease is all in there. Let's see. Can we move it up just a tad? Um, you've got new
031this year. It doesn't show you here. Can we go up? Can we move it up just a tad? Just a tad. Um, another way. Yeah, just the end of it. So, um, Berta Health again, that's being utilized. It's reversing your type 2 diabetes. So, you do have memberships using that currently. And then new for the new plan year is Teldoc Primary 360. So, it's a virtual primary care. So, members can actually do a primary care visit through virtually through online and if there's anything needed or prescriptions again, they can just send those directly to the pharmacy. And then behavioral health. A lot of people don't want in-person behavior health visits. They would rather either pick up a phone virtually or do a texting situation and they can get some um behavioral health assistance through there
032as well. So, can you go back one? Oh, or is that with me? Okay. This is your current medical plan today. So, you have a 1,600 Banner Health high deductible health plan. You have a value gold and then you have a classic silver. Your plan is unique because it's actually has three networks. You'll see two of them here, but members have the chance to see go into the banner Etna network where they will see Banner Etna providers. So that's utili utilizing the banner Etna network and then just the Etna full point of service network is that if they see the banner Etna network they do tend to have a lower deductible and some lower co-pays than going and seeing the full Etna banner. So right now it's a $1,600 deductible for a single and 3200
033for a family for that banner network. Um, on a high deductible health plan, you pay for everything upfront until you meet that deductible and then after you've met the deductible, you go into co insurance until you're out of pocket maximum. Your Banner Value Gold is a PO plan. It's a $600 deductible within the Banner Etna network. And then the Etna network is a 750. Again, this plan gives you co-pays um for certain visits, your primary care specialist, urgent care, hospitalization, um ER, and those services. And the Banner Classic Silver is a $400 deductible and a $500 for the ETNA. So, getting into the changes that ASBAT has put into place for the new plan year. So up on top in the blue, you're going to see the new that's going to be the new plan
034for the 2026. Current underneath is the current. So there is a $1,000 increase in the high deductible health plan. So it'll be $2,600 for a single and capped at $5,200 for a family. Co insurance remains the same at 20% after deductible. The maximum out of pocket has increased from 4500 to 7500 for a single and from 9,000 to 15,000 for a family. Primary care office visits stay the same. Again, on the high deductible, you need to meet the deductible before the co-ay applies. Specialists will go up $30 on all plans. So, from 30 to a 60. And then the urgent care on the high deductible. There is no plan changes on that um visit there. The value gold is going to be moved from $600 deductible to $900 and then $1,800 for a family. If
035you see the Etna network, it's going to go from $750 to $1,50. Um the out-of pocket max is moving from $5,000 to 5,600. Primary care office visit remains at $35. Your specialist co-pay does increase $30 from 45 to 75 and the urgent care does increase from 55 to 85. And then the classic silver plan within the banner network is the $400 deductible increases to 700. The Etna network is 500 to 800. Again, co insurance does not change. And then the out-of- pocket maximum changes from 36 to 42, 84 for a family, and then the 4500 to 5,100 and then 9,000 to 10,200. Again, the co-pays for specialists increase 32 $30. So from 32 to 62 and from 40 to 70 and then urgent care from 42 to 72 and then 50 to 80. So again,
036these are the changes that they have does put them in line with the market. If you go to the next slide, it's same thing. I just have it highlighted here. So I kind of broke it out on the page before. You'll see that um there are some pharmacy changes in the co-pays. The percentages stayed the same except the minimum and the maximum did increase by $30 on what um depending on what tier that falls into. Any questions? Stop right here for a minute. That's all I have to take. Okay, I'll take that and I'll move on. So, here's your current rates. So, these are the high deductible value gold, classic silver rates side by side and then the renewal rates um side by side for the 4.7% increase. This is what your current contribution looks
037like. The district contributes 100% towards the high deductible health plan and and the value gold plan and then the scroll up and then you'll see the classic silver has a $31 monthly fee. The contribution is going to that we recommend would be staying the same. So 100% for the 2600. So $52.50 covers the employee cost which will run down through all tiers. The value gold will remain covered at 100% where 573 continues down through the entire um tiers. And then taking that 573 putting it towards the classic silver increases the buy up option to $32. So that's a dollar increase going forward. And then our seiz recommendations again as currently forecasting always future expenses based on future claims pharmacy costs. This is going to help keep the trust and the district at whole for future
038years on the renewals. We're well within trend which is again 8 to 14% is where we're running in trend. According to CAS your plans are competitive with what we're seeing out in the marketplace. That is kind of showed us by taking a look at the trust even though the trust is rates were increasingly high even outside in per outside of a trust we would have seen those same increases um and higher out-of- pocket maximums that we are seeing on those type of things. So, we recommend renewing your existing plans at the 4.7% increase. Any questions on medical questions? Miss Marie, any questions? Okay. No. So with so with Delta Dentl, Delta Dentl issued a rate pass. So we're good on a rate pass until 6:30 of 2026. So we recommend um renewing with Delta Dentl.
039A reminder, the Delta Dentl is a PO plan. So you have your in network and then you also have a premier and out of network that you can use with an annual maximum of $1,000. The deductibles apply to your basic and major services. Um orthodontia is covered at a 50% with a lifetime maximum of $1,000. the DHMO dental as we said that EDS is leaving the market. So we went out to Ben there was a beam dental and a true assure dental that kind of worked like EDS on a copay basis. They declined to quote um TDI EMI Health are two other plan options that will run similar to um the EDS plan. Um they do have a few more providers than you will find with EDS. There is a Summit Care option. This option
040offered dis additional discounts based on certain specialists versus the pinnacle was more of a copay based. Um we recommended with the majority district um is going with the summit care plus. It did have an increased premium. However, um when the members in the district looked around that there were some additional services that offered more zero co-pays. Um, so a little bit better better coverage in within the plan. So that would be our recommendation for the Summit Care Plus. And then VSSP is your vision is in a rate guarantee until June of 2026. No plan changes. We recommend renewing with BSP. You do have a $10 eye exam. Every 12 months materials covered. That is your lenses and your frames covered at a $25 copay. Again every 12 months your frames allowance is $130. After that
041you do get a 20% discount toward that and then you can get contact lens in lie of glasses. Basic life in AD and D is a rate pass through 630 of 27. Again recommending renewing with Sigma. Again all your active employees get a flat $50,000 of life insurance benefit. does have age reductions which apply and short-term disability is on a rate pass through 6:30 of 27. We recommend renewing with signal for the disability um benefit voluntary life. There was no changes in the rates. They issued a rate pass through 630. Again recommending this allows your employees to um get additional life insurance and also additional life insurance through their um dependent, their spouse or their children as well. And then section four is our communications that we currently send out open enrollment materials via email
042and printed for all employees. Um CBIS representatives do attend open enrollment meetings here within the districts at all the schools. These are samples of the presentations and the booklets that have been provided to um the district in the past. And then if there are no questions, we appreciate your continued partnership. Questions? I don't have a question specifically to yourself, more so to the administration. Um but thank you so much for all of the due diligence and the effort. Um, and I I only want to ask Mr. Diaz specifically, um, I think regarding benefits and what we've been able to see, and I know you guys are very much aware of my feelings. Um, I don't I don't mean that. I don't I don't mean that personally, but in the effort for our employees, what we've
043been able to do as a school district to try and attract and retain employees. Um, I guess I'd be interested to see and I know again I have asked before um interested to see if there have been ever any instances where we have had employees who have had other difficulties or concerns and or not I'm not talking about asking them about what they're doing or how they're doing but specifically with our benefits packages and that we're supporting them as much as we can knowing that and I don't mean to put it this way knowing that there's really nothing that we can do except accept what we're kind of being dealt at this point. And I don't mean that in any negative way. I just I want the I want the for the sake of our
044um effort as a board. I definitely want to make sure that if there is anything that we are made aware of or they are made aware of or there's instances where there are concerns that I guess a we are trying to do something that needs to be or we're communicating with on what they need to do in order to be able to do that and that we give them enough understanding of how to navigate some of these things because I know some people may feel overwhelmed, especially if you're not familiar or aware or in tune. And I know I only speak to that because I know for instance my parents on Medicare, Medicaid don't always know what where and how what to do and how to do it. So they end up running into issues
045where they mean to and end up paying out of pocket for something they didn't really need to unnecessary. And that still happens because even with tribal tribal members, you still have to go through a process that some people don't know in order to not have to pay those out of pocket prices. Um, so that would be, I guess, what I would ask the administration to maybe look into if that can be presented to the board. And I don't mean to poke at anything other than just making sure that we're aware. Um, Miss So, um, it's my understanding when we have open enrollment that there are time slots for the different um, departments. There's different locations and they are um, allotted time to sit down and speak to representatives. they come out and they explain the
046whole process if they have any questions regarding the insurance. And I also want to say that a lot of school districts now cannot afford to pay 100% of insurance. So I feel like this is a part of attracting future employees because the insurance costs are high and they continue to increase and we're one of the only districts that still continue to pay 100% of the basic plans. But yes, they are allotted time um during open enrollment to have discussions with the experts because it is very very confusing especially for somebody that isn't familiar with that. Correct. Well, thank you. You're welcome. Sure. Please. Yes, he's on the mic. Just to continue on what Clementina said, yes, at open enrollment, we do try to make sure that they completely understand. We do have a claims advocate
047in our office as well. So, we make sure that the employees understand that they can reach out to this claims advocate at any time, especially if they're having like hospitalizations or surgeries or something like that, you know, when all the claims come in at once, you know, and you don't know what to do. we kind of advise them a little bit to hold off, you know, and and let those EOBS come in, your explanation of benefits come in. So then you can see what hits first because you don't want to pay the first one when that didn't apply to deductible and stuff. So we do are, you know, we do try to stress that at open enrollment so that they can get that assistance. And our claims advocate also tracks claim issues. So if claim
048issues come directly to her and we don't wear a know about it, she does send us a monthly report of like trends of you know so and so's having you know we see that the district's having problems with this vendor or issues of that. So she'll alert us on um a client and if we need to like get involved and if there's more education that needs to be there then we would definitely get with administration and grab flyers or you know some type of stuff that we can do to communicate. Okay. Thank you, President Media. Uh members of the board and and staff, um there is an um that that level of support where I see that we can also provide some guidance is how to maximize the benefits. Um and and the the first
049layer is which one is your best packet, but the next one is once you have the packet, how you can maximize those benefits. um which it it's a catch 22 because u by by doing so we want to make sure that our our employees are taken care of but also that's going to increase our our claims which then in the long run which also is going to cost us more. Um but it it's definitely where I see some areas in which we can improve. It's um phase one, let's get you into the best benefit based on what you seeking in your family. And the next step is how do you maximize it, especially new teachers, new employees, so they know how to navigate um the process of healthcare. Thank you. And then my my last
050comment I guess would be specific. I guess an open-ended maybe hope or question to to the administration or those on whether or not we can explore some sort of partnership with the donation to NHC. I know that they're their own entity to so to speak on trying to find a way to navigate not only helping to offset the cost on the school district but how to partner with them in some way. I mean, I only mention that because I think that there's we we keep to ourselves a little bit and I don't that's not a thing. It's not a bad thing. It's not a good thing. Um, but I would say there may be some possibility. So, that would just be my my hope is that we can explore and maybe ask the question to
051Sylvia, you had a question. Well, I just wanted to comment that um you know, I agree that that we have a pretty good uh package, you know, for teachers and people that come in. Um I was just wondering because, you know, when years ago when IHS, the Don Austin um health center was IHS, actually you went over there, everything was free. how there's changes that are made within our system here on the reservation and when they come across that you know are you know I'm hoping that we provide all that information and you know what because I know now that you go there they ask you you know let me see your insurance card you know things like that so you know just ensuring that you know we're here for them you're there for them
052also and making sure that they're getting questions answered that they're not sure what's going on, you know. So, yeah, I just want to add that. No, thank you, Miss Silia. And again, I know this is I mean, over the past six years, I think that this has been something that's been I I will say routine and you know, again, I think I've raised the question, and I don't mean to to be difficult. I just really want to make sure that as a as a board we're we're we're advocating especially on behalf of our employees, but I understand especially that we have very special um some very good partnerships that I feel like I you know I I would never want to um call the question, but I think for the sake of making sure that
053you know those questions are asked and we get some responses and they're able to hear Um, I'm all for it. Um, I guess the other thing I I wonder and this is just kind of shooting and I know as as I'm going to say as chaotic as things can be at this point, I would also wonder if we have looked at any grants andor programs that might help to offset some of the costs for better coverage. Not better coverage, but coverage that might help. Um, and I know supplemental services I think as well. Um, but granted this this what we've been able to review includes a really excellent in my view um, opportunity for employees to participate in if they so choose. I just wanted to make sure that those questions are asked and get
054a response and we go from there. So, I really appreciate all the time and effort that everyone puts into making sure we have the information and especially when we're asking the questions about looking at different options that it's actually provided. So, I really appreciate that. Um, there any other questions or comments? Yes, President, I just want to thank Miss Jennifer Aragon for driving all the way here and and present in person um and answer the questions that we have and helping us through the process and navigating through the process. Thank you so much for your support. Absolutely. Thank you so much for bringing if that's it. Um Juan, I have a question. Yes, Miss Anarie. Go ahead. I have a question. The recommendation was to uh change dental plans. My question is what happens to
055those individuals who already have like extensive work um or co- recommendation to change the dental are you refering referring to the EDS plan. Yes. Yes. Because EDS is no longer in the market. So the plan will end in June 30th just like it would do every year. So even since with EDS there are no deductibles, there are no out-of- pocket maximums, but you would just um you would end up you can see if the provider is still within an EDS network, but if not those individuals will need to find a new provider. Okay. Your question, Miss Stevens, was specific to if if employees are currently in that plan and have Yeah. Go ahead. I'm sorry. If they have to move to a different provider. Okay. Right. So, that's what they would need to consider come
056June 30th. come June 30th finding fingers crossed that that may be that provider still covered under the TDA plan. Okay. So then their services would just keep going forward just under the new plan with those co-pays based on that disc based on the services schedule. If not they would have to find a new provider to carry on those. So you could ask that provider that you have established that dental with to take your records with you because those establishments that were EDS only will probably be closing up as well. Okay. So it probably my recommendation and that's what we will probably tell your employees at open enrollment is to ask them for your dental records so you can take them to a new employee. Okay. Thank you. Was that it, Miss Stevens? Yes. Okay. Thank
057you so much. Thank you. Oh, quick miss. Since we're on the subject, I was wondering if there was some way of figuring out where our teachers who are here if their kids can get vaccinated here on the nation because right now our their kids cannot get vaccinated. It's only for tribal members. We can follow up on that. I think the way that Miss Miss uh Hendrickx had kind of indicated it may just be that they have to go through a certain process and actually provide all of their information as opposed to a tribal member who would just who already has record there shows up they go through most likely access or if not the patient referred care which is what also pays for our services if we're not I would and don't quote me but
058I I would assume that that person will go apply as pat pat patient registration and provide all their information so that they can provide services to them. But it would be very specific to if they're in network or out of network and all those things. And I don't think THC is part of any of those networks. But that's I would say Mr. Diaz or anyone else if we can look into that and maybe provide some information for teachers and hopefully get them situated. Yeah. cuz I have a few teachers who got turned away that they were not able to get their vaccinations for their children. Okay. I'm sorry to hear that. Thank you, Miss Bey. I guess President Mia. Yes, sir. Um question for Jennifer. I know we had the the Odarin. Um we have
059the vaccine uh clinic that comes for employees um during the year. Um, I wonder if that will also cover some of our employees children. Got it. Thank you. Thank you. Thank you, M. I'm sorry. I know. I was going to ask. Can you repeat what she responded? Um currently we do have a clinic that comes and vaccinates our staff. Um and they also offer the vaccines for students. Um but nevertheless there's a fee um involved uh based on the vaccines that are available. Um I the question if I understand it correctly for Miss um Miguel Lewis is if we can find a way that employees can get free vaccines for the children. But it sounds like regardless of if they go to two sarmacies or they come through our uh vaccines clinic uh that fee
060is still um present. The question is now uh to follow up which one is more affordable so they can be informed in making a better decision. And I think just additionally I think additionally Miss Me just mentioned that they would they would they would they could participate if they were participating in the program by paying for it. So that was basically what she mentioned. If nothing else, thank you again so much for the time and we appreciate moving on with our agenda this evening. Number four is our barbecue land update. Mr. President Mia, members of the board, and members of the community, uh please help me welcome again um our principal for our primary school, Miss Enriquez, to be able to share um now our principal's report. Mr. Mr. Oh, sorry. I jump one. I
061apologize. Yeah. Yes. Please come, Miss Enriquez. Uh President, this is President Mia, members of the board. um Bubble Community Unified School District and all of the schools uh right now um their lease is expired and we are in the process of renewing the lease. Um for transparency purposes, we have provided all of the steps that we have taken uh through this chronology. Um and in summary, we are um in the final stages on our end to be able to um obtain the surveys um based on the cost of those surveys. we needed to get multiple um quotes um and at this point um it is a matter of now uh we have se we have the last quote I believe I have it right please confirm Mr. Zabala. To our knowledge, we are towards the
062end. Uh, but nevertheless, we still uh trying to comply with all of the uh requ uh requirements to be able to provide um the the lease department um with all of the um documentation um so we can proceed with the next steps once we submit the package. Any questions? [Music] Please. Yes. So the original lease and the renewal leases have always been proposed to us and for $1 for the lease for land. So then once they rewrite the lease, we will see if they go in that direction for the future. And again, it's for 25 years once we we do get it approved. Is your mic on as well, Miss Hendricks? Um I'm having people um letting me know that they can't hear you. So I just want to make sure that your microphone is
063on. Okay. Thank you. Uh I don't have questions. I know we Okay. I guess when we get the the information surveyor, we'll go with that. And then I did ask to have some conversation with the board regarding that um in executive session. So well other than that if there's anything else Mr. Anything else? I do not have any additional information other than we are presenting this Saturday and Sunday um in sales for sales community and top community uh and give them um and answer any questions that they may have. Okay, that's it. President we'll move on. Number five this evening is our public schooling board financial report. Good evening, President Buendia, governing board members, superintendent Diaz, peers, community, everyone. I hope you had an opportunity to review the financial report through March 31st. It's looking
064really, really good. The areas highlighted in yellow have negative budget balances. There is a negative budget balance for grant fund 265 and updates will be made accordingly to update the budget and move expenditures to ensure the district stays within the approved budgets. There's a negative uh budget balance for fund 346 which is esser and that is due to a prior year adjustment to ensure we are in balance with the county records and that will drop off next school year. The negative budget balance for impact aid will not be adjusted to purposely reflect the district is tapping into the future budget reserves. We still have cash balance, but we're into in the negative as far as the budget. Uh overall 75.27% of the budget for all funds has been expended or and or encumbered leaving a
065budget balance of 24.73. And you can see that on the bottom of the page of the first page. Is that the first page? Yeah. And then um the average percentage for expenditures through March is 75%. And BSD has actually spent without incumbrances 49.62 of the budget not including the incumbrances. Are there any questions? Questions the budget? I guess you still have coming in in regards to I mean because it's a little over half. You said it was 49 percentage of the budget spent but it's 57 on the or what what am I am I reading something? Oh, I'm sorry. I was reading the one below it. It's okay. The um one of the sites. One of the sites. Yeah. Good. But I was just wondering about that isn't um taken any encumbered at this time.
066So right now we do have incumbrances and as I stated before the um including encumbrances we have spent 75.27. Okay. So but they're incumbrances. So actual expenditures were at 49 points 62% without the incumbences. Okay. But we we're going to be wrapping up uh ramp ramping up right now with uh making payments, making sure that we pay everything that's outstanding and then we'll have the the incumbrance period to pay for things that are received by June 30th. Did you mention what that big supply chain assistance funds was? Yeah. So that those funds were for um during COVID. Okay. And it was for food service and so thankfully we didn't have to return the funds and we can continue using them for dairy products. Okay. So right now it offsets that portion of our food management
067service invoice. Gotcha. Yeah. And it's it's not over budget. It's there's a glitch in the system where um when we pay on a different line item um it doesn't reduce the incumbrance but we're we can't overspend where it's a cash control account. Yeah. Okay. Sorry, Miss Silia, did you have something? Yeah, I was just wondering is so do you have a a timeline on um you know things that need to be paid for this year and that you know the mortorium. Oh yeah. So um what would that be? So um we have deadlines that are set by Puma County because our checks do come out. They're our fiscal agent um from Puma County and we can continue pay to pay through August and then in September we can continue to generate journal entries to make
068any kind of corrections or to if we're overexpended in a grant and we need to put the expenses somewhere else. So, we continue to do journal entries so that we can meet the October 15th deadline of the AFR, the annual financial report that needs to be submitted. Correct. So, we'll be running two years at that time. Yes. Please, President Media. Um, uh, can can you may I please ask Miss Carla to also share in order to meet those deadlines with the county, what are our timelines and procedures in internal procedures uh, so we can close up all of the encumbrances and open POS. So right now we have deadlines that have already been set and a mail blasts over and over um for ordering so that we can ensure that everything the goods and services
069are received by the June 30th. So of course the closer we get to the date the possibilities of getting on time is going to be a lot less. So we already set the deadlines. It's already been it already passed and right now we're just going to be um waiting for everything to come in so that we can pay all the invoices. Okay. Okay. Okay. Go ahead. Miss Carlo, I apologize. Miss Anna, did you have any questions to the budget? Um I do. I actually mentioned an impact fee that is going to reflect a negative amount to we are overspending. Is there a plan of how we are going to not overspend but also what are we going to do to replenish the funding in that area if I know you said we weren't but yes
070well we're just going to have to adjust future year spending because the plan was to carry a certain dollar amount over and that's going to be reduced. So then that means that the expenditures for the following year should be reduced because we really need to be careful with that money. We just there's really no guarantees, right? So if if we overspend this year, then we have to reduce our spending next year. Thank you. You're welcome. And I guess I just want to make sure and I know I've been pressing on on the back end. Um especially on on some of the things that we're very much aware happening. Um, I just want to make for the sake of of of transparency assure our district that for the time being we do have an are okay
071to continue as we have. But of course understanding that if when we do need to make changes that that's something that we're going to be very much aware of as a board and leaning on you as the CFO to inform us if necessary and of course for us to support that because I think that that's something expressly I know and I'm not saying that we've heard anything or want to but I do know what people are seeing a lot of and it's chaos and it's uncertainty but I but I genuinely want to say that as much as we've we've seen that I I've never felt uneasy about what we're what we're able to do with the school district this year. Now, now maybe maybe that's just me being super optimistic as I as I usually
072or tried to be, but I just wanted to assure at least for the sake of communication say that that is something that is always on my mind as a board member and I do know I kind of press on you all as as administrators at least to say, "Hey, if there's something we need to be aware of, call a meeting. We need to have a discussion about it as a board. do it. But I just wanted to for the sake of um you know, we're not just brushing over the budget and we're not just saying no, yeah, go on as it is. We're very very very well aware. We already um we're forecasting our ADM for the new year based on the historical trends. We have the standards that and we already met with the
073principles. So I feel like what people may or may not understand is that what drives all the budget. Yeah. You know, so um we work, uh Allison and I work really well with um informing the superintendent, this is where we're at. We need to cut back. We need to, you know, we need to just keep an eye on it. We're okay. Like I said, the cash is there, but we do really need to be very cognizant of what the budget balance is and that we are fiscally responsible, correct, in our spending. Mr. President and and uh members of the board and staff. Um one of the goals uh as a superintendent was that we were going to have $12 million by the end of the third year plan. Um we are currently at uh 9
074million um and we should have been or I wanted to be at about $10 million by the end of this year but we had to overspend to be able to make some adjustments. There's a couple of things down the line. Um there's still a list of safety issues that we need to address. We still need to purchase more buses down the line based on on all of the old buses that we have in place. Um and uh the operations um we don't know in the uncertainty or the the next couple of years, but um one of the um strategies that we are using the the decisions that we're making, we plug it in and we try to see what's going to happen in the next three to five years. That way we know then what
075adjustments need to be made. Um and definitely um we will continue to operate. However, we need to continue to find ways in how to do more with less. Right. No, I agree. Thank you, Miss Silia. No, I was just going to mention and and we appreciate that because that really actually is one of our oversight also ensuring that you know we are you know we have the funds available to do the work that needs to be done. Correct. for our students. We appreciate the the work that you've done and getting everything back on track, you know, on Yeah. So, but thank you. Thank you. Any other last questions to the budget, Miss Any? No. Thank you. Thank you. Okay. Thank you. the memo. Uh, no, you do the Yeah. student account balances and I'll go
076over the memo. So, once again, um, I hope you had an opportunity to, um, review the student activities through March 31st. The student activities account had deposits totaling $6,611 in the month of March from concession sales, read across Babo event, Babel Bloom event, and a donation from legislative to the class of 2025 for their senior trip. There was a temporary transfer of $1,000 from BHS BHS Dugo to the BHS girls softball club. Um, a team shoes purchase from the BHS girls basketball, a dispersement for meals for BHS girls basketball team and BHS girls softball team and dispersements for BHS Duco to the class of 2024 seniors. The ending balance for the student activity account on March 31st, 2025 was $111,5629. The student auxiliary fund had deposits totaling $3,15842 from the primary scholastic bookf fair sales.
077There were dispers dispersements totaling 700 from BHS for boys and girls regional basketball tournament entry at St. David and the ending balance for the student auxiliary account on March 31st was $8,56.30. Are there any questions? questions to the club balances. Thank you, Miss Carlo. Thank you. Moving on with our agenda letter. Sorry. Number six is the barbecq school district school principal reports. Mr. Diaz, presidentia, members of the board. Now, please help me welcome Miss Enriquez to provide her monthly board report. Let's give her a warm applause. Good evening, President Wendia, governing board members, Superintendent Diaz. I have submitted the principal's report in writing. I hope you've had an opportunity to read it. Um, can you go to the next All right. So, our highlights is we did go from I believe it was at 80
07887% attendance. We're going back up. We are at 89%. Um, we had a really good community event. The weather was a little iffy, but we've made the choice to move it inside. Um, and we really appreciate everyone's creativity that they brought to the event. We want to thank We want to thank Joom. Um, every spring I submit for uh an opportunity for students to get a a spending amount in the book fair. So each student was able to get $20 worth of books. Um, so thank you again to JM. And we go down to our data for third quarter. So, we have second grade, ELA, and math. There were some games in our uh benchmark three. Uh we lowered some of that yellow and excuse me, the red and the orange, which we want to
079see. Um same thing in grade three with ELA and math. Um, we just took the AASA, so we're very hopeful that those scores have increased from last year to this year. Um, we're very excited about our SFA data this quarter. We hit our winter slump second quarter and we did see a decrease. This quarter we saw an increase overall. Um, in third grade they went from 35% to 51%. And again, this is um assessing for reading fluency. So now we're hoping that with them having that much fluency that now we can move into that comprehension and hope that they are now understanding what they are reading. So schoolwide we went from 30% reading at grade level to 40% reading at grade level. And now you can play the video C A one. 57. Let's give
080a round of applause. [Music] Thank you so much, Miss Enriquez. Uh, any questions to the report? Uh, I just wanted to go back and reiterate our promotion dates at the end of the year are at the bottom of the principal's report. I don't know if I can pick it. Um, so those are still the same. The 16th is our kinder step up. The 19th is third grade promotion. And then our prek promotion is the 21st. All happening in May. Excellent. Thank you again, Miss Enriquez. Now, please help me welcome Miss Vigay Lewis for her monthly report at the intermediate campus. Please give her a warm round of applause. Good evening um board members and all the people who are listening. So, we have uh our promotion on May 22nd at 9:00. So, make sure you
081come. You're invited. And I turned in my board report. I hope you had a chance to read it. But I would like to add that our attendance did go up from 89% to 92%. So, we're really excited about that. And that we received our beneficiary donation of $42,615. So, super excited for our students who will be getting to wear all their RCA gear soon. So, we will be ordering those as soon as we can. And that's it. ready. [Music] Next one. N as in white. [Music] Thank you, Mr. Vik Lewis. Are there any questions to the report from the board? Thank you. Thank you. Appreciate you. Please help me welcome Miss Alon Constance representing the Buri Middle and High School. Let's give her a big hand. Okay. Okay. Let me try. Okay. So, um I
082did. Okay. Let's start this all over. President Wendia, board members, Superintendent Diaz, and everyone who's still here. Okay. So, I did submit my board report in writing. I hope you had the opportunity to take a look at it. Um the big highlight for March, it's a simple one, is we did not have any incidents on the middle school side. So that was huge for us. Like yay. Um it's it's already changed in April, but March, we can celebrate. Um the seventh Oh, no. 11th graders took their ACT test. Um and thanks to um our our good um food services department, they did provide them a special breakfast on the ACT day. Um they got special burritos fed to them right before they took the test to show them that it was important. Um our parent
083teacher um conferences were a success and our third quarter awards assembly had the biggest turnout it's had and we just keep growing and growing the awards assemblies. Okay. And then let's go ahead and take a look at the data. I can figure out how to get down. I'll Oh, wait. No, no, no. I was gonna just show the data because Yeah, I just I'm trying to scroll down. There we go. Um, so when we're looking at our data again, the third C um the quarter three benchmark is the one at the very bottom. And if you take a look at our ELA seventh and eighth grade, the red is minimizing as it's supposed to be at this point. We're getting fewer students in the red and we're still growing and we're still hoping to continue
084to get that as low as we can um for seventh and eighth grade. And then we go down in ELA and then we go down to ninth and tth and you see those trends where that red was really big quarter one and then it gets smaller and smaller. So we just want to show that we are working on the right path through our data um of the bench of the benchmark data I'm sorry. Okay. And then um just the last thing sort of something to remember 8th grade promotion is May 21st at 10 a.m. It is at the fine arts building. Um and then graduation is May 22nd 7 p.m. at Warrior Field. This one has is the base is bread and the spread is cream cheese. The topping is avocado and the garnish is
085parsley. Uh this one is the bread and cream cheese. a tomato. Mhm. Eagle Bear Toro is an 11th grade student at Baba Middle School in the Baba Unified School District. Eagle is an exemplary student and athlete whose dedication, leadership, and positive attitude inspire everyone around me feel awesome. I have a question. I think I asked this the last time, but what is the final count for grad? We will know at the end of the semester. So May 16th, I believe that's the last day for them in May. Yeah, May 16th. Okay. That's how we'll know. I the chart didn't change from when it was presented because the reality is they're not earning credit before the semester. We high school goes by semester. Yeah. Didn't really answer my question. Yeah. Any other questions to the report?
086If not, thank you, Miss. Okay. Thank you. Thank you, M. Please help me welcome Mr. B representing the accelerated school. Good evening, um, Superintendent Mr. Diaz um BD board members and uh any other community members that are here today. Um I want to make sure that we invite you to our um promotion and also for our graduation as well. It's going to take place on April 20th and at 4:30 we are going to be in the um intermediate campus gym uh for our eighth grade. I'm sorry, May. My dates are all off. If you asked Mr. Diaz earlier, I told him a date of August and he's like, "Wait, August? That's next year. So, no. Yes. May 20th and it'll be 4:30 p.m. uh in the uh intermediate gym and then our high school promotion
087will be here in the district boardroom uh at 5:30. So, um so I'd like to extend the invitation to you guys. Um want to share some of our highlights if you can one quick second here. Um for the um month of March we have uh we are averaging uh 12 to 15 students in our afterchool programs uh which is great because these students come out uh on their own time and Monday and Thursdays they participate in after school uh math tutoring and then on Tuesdays and Wednesday they participate in Mesa Club which is great. Uh we did have our hiking club take a field trip to the te Tucson Desert Museum uh this week or I'm sorry this month we have five athletes participating in middle school and high school sports right now which is
088great. Uh we have six student athletes that have been selected to attend the AIA uh leadership uh conference in Phoenix at Xavier High School on April 14th. Uh so five are coming from um the secondary campus and one of one student is coming from uh the accelerated campus. We uh are continuing to reward our students for perfect attendance. We are up to nine for this month uh which is an improvement from uh I believe it was seven last month. And then we have Isabelle Garcia uh has been invited to participate in the Arizona State Qualifier uh invention convention. She is doing a project on sustainability here uh on the reservation and if she makes it to the next level she will qualify to travel to Michigan for the national convention. So we're pretty excited about
089that. Um so and then our and and those are our highlights for the month of um March. I just have a little tiny um how many graduates are you expecting for your A? As of now, we have three that we know for sure. Um we have had to go through uh a list of our credits and making sure that everybody was uh achieving 100% completion of their courses and credits. Um and so as of now we have three for high school, right? Yes, for high school. I just I just know the last time we had here it was there was a lot of people. Yeah. And family. Yeah. Absolutely. Yeah. It'll it'll be a little bit smaller this year. What about um your eighth grade? You know what? I don't have the actual numbers, but
090I can definitely uh send those to you. Okay. That was all my question. Thanks. Okay. No worries. [Music] Looks like the video froze, sir. Okay, no worries. What are you guys working on today? This is challenge. So, we'll give you instruction. They make material possible basically the cheapest chopstick. Okay, good job guys. Keep up the good work. Did you bake that? I worked on it. Yeah, I did. I did. Yeah, I'm get I'm getting a little bit better and better, I think, each time on it. So, especially from the first time I was here. So, very awesome. Appreciate it. Thank you guys. Thank you all principles for your presentation. Let's give all principles a big round of applause. Moving on with our agenda. Number seven is the barber school district governing board member reports. Miss
091Sylvia, anything? I don't have anything. Miss Anamarie, do you have anything to report? I do have something to report. I didn't. Right. But I do have something to report. Go ahead. I did have the opportunity to visit schools along with Missart. It was great event. I'm really grateful for the opportunity I had to go and visit. It was very inspiring to see the campus but also to see the possibilities of things that we could incorporate on our own campus. I left there feeling inspired and I also truly appreciate it. Uh appreciate spending time with the ladies having conversations. We walked away with so many wonderful things. Um, one of the things that I think really stood out for me is that every year they post a chili cook off and they give they actually chips.
092Um, they all have some kind of garden in front of their door and in front of their door they all have something related to culture, language. Um, another thing that stuck out to me was the the rewards to um get perfect attendance by those students who get perfect attendance was one of them was creating stickers and you get one at the end of every week and if you collect more then you get to pickle trip in your family um for I think it's like five weeks and to go out on an event. So, I think that was really amazing. Um, I really highly encourage anyone else if they have the time to go visit the school. Um, just another thing that stuck out in my head was um a student that attends TLC. Uh, her
093story was really remarkable. She was um very required to volunteer their time in a prek class and she was doing that while her daughter was in school and eventually got into school at TCC and is currently now working out in that classroom and thought it was amazing. Wanted to share that. I think that's it. Thank you. Excellent. Thank you, Miss Stevens, for the report. Um, as far as myself, I don't have much to support other than you noticed I did attend the math um night at the intermediate campus which was um I was really really really excited and impressed um and thankful for the effort I think that the culture teachers are taking in with the students especially in the numbers. Um, even I myself trying to trying to listen and get help from the
094students at the table because they were aware and knew. Um, I really really appreciate everything that y'all are doing, especially our coach teachers and those that are putting forth the effort to to continue to to impress on our children that it's important. So, thank you so much to all the staff and everyone who put that event together. I didn't get to because we started bingo right when I got there. I didn't get to go around to all of the other uh um uh tables, but u was definitely super um impressed with with the overall environment, the atmosphere. Um the other thing I did Oh, you know what? I don't mean to I don't I don't mean [Music] to I don't mind. Um, but anytime I've been at the intermediate campus, Mr. Beay Lewis has kind
095of asked me to say a few things, even without my without my without my wanting to. But I really do appreciate that that uh anytime that I can be present, you know, the acknowledgement is there and first and foremost to be able to acknowledge the students, the parents and community. Um, I think I attended the uh awards ceremony as well prior to the to the math night and see again to see the effort and I think the the the um acknowledgement of our students and and especially for the community who are there to celebrate them and or see them receive an award or participate in an event. Um genuinely thoroughly excited to be able to see that built of of the community engagement continue. I also attended the movie night which again I didn't intend
096on on saying anything but being that I was present uh it was really special to to thank Miss Hart and everyone who put the effort forward to have that event uh for the community which was really very well attended and very very exciting. Um so thank you all again for those of you who put forth the effort time and and consideration for our students and our community. It is appreciated. Um, I think Noah also had some opportunity to on behalf of Mr. Diaz and the governing board attend some meetings regarding land leases and an effort I think especially to be present in spaces where again the school is kind of left out. Um, I I I I don't ever want to be I don't I don't I don't think there's there's ever an opportunity where
097the the board in in essence has been given an opportunity to speak about land issues. Um, and I don't mean that because we haven't been presented it. It's because we have been kind of put into a little bit of a corner. And, and I only say that because I know that I've attended several meetings um, where it's been kind of made to seem like we're we we did something wrong, we did something bad. and and again it wasn't anything that was out of anything that we had done with intention to not um deal with the land leases. I think that is something that again the administration and everyone else in between uh the board members and all um trying to put forth their best effort and things fall things happen things go the way that
098they they they do. Um but I really want to continue to thank the community especially within the sales community sales district who has been very very supportive of and acknowledges that this school service serves not only the community but the Donat Nation as a whole and that any effort or any any instance that it is challenged and I only say this because I think it's important to express that this community this district does and wants to always continue to see these schools uh be operational, be successful, and continue to try and engage in efforts to attract whether that's through housing or efforts or whether it's through whatever it may be. And and again, I only express that because I think it's it's not something that I think I've heard prior, but I think that all
099goes to show and impress and impress the impression that our superintendent has left in all of you as um teachers, as individuals who give your your hearts to our students and our community that they see it and that they acknowledge it and that um the land lease issue has has been kind of used in a way to look negatively at the school district. And I'm just speaking to you all of you as a point of what I've been able to observe. But I do want everyone to understand that these these issues andor things that that come up um if we hadn't built those communications and connections with the community probably would have been different. But because we haven't put the effort forward and Mr. and the team have made the effort to be present in
100communities outside of cells and in cells um I think truly does does have an impact on on how we are perceived. So land lease renewal is not where I feel like we need to worry. But I think that um above all just making sure we have some not that I'm going to stay here for 25 years once the new land lease is ready ready to be renewed but that there are definitely some steps that we putting into place so that we're not in this situation. So, um, but I just wanted to share that because I think it's important being able to to represent the the school district in those capacities has definitely opened my eyes to how engaging we have been as a school district and they see it and they respect that. So, that's
101all on my report. If there's nothing else, we'll continue our agenda letter. Sorry, number eight is the Barber Cuban school district school district superintendent report. Mr. President Windia, members of the board, members of the team, and members of the community. Um, I want to take advantage of the superintendent report. Number one, I want to extend a shout out and all of my appreciation to Miss Haley, Miss Sudan, and Miss An for supporting our two amazing students that were able to join us for the Napes um conference. Uh, Miss Amber and Danisha. Um, they have done a phenomenal job. I want to thank the communities that have supported and funded our two students to be able to advocate um next to us uh with all of the representatives in Washington DC. Um it was a very
102special moment and we were very proud to see our students um speaking on behalf of our district, our students, our community and the autom nation. So thank you staff and thank you to Amber and Danisha for u having the leadership and the courage to be able to do this is a perfect example of being bold, being brave and being busd. So thank you a big shout out to them. Um, I also want to express my appreciation to the primary school for hosting in March the community day and um making the best based on the the best best on the best based on the weather um in which um I got to see and and witness the community, the staff. Um special thanks to operations for uh everything that had to do behind the scenes and
103all of our teachers uh that they were participating. and um everyone seemed to have a great time and thank you everyone that participated. Um next I also want to use this moment um to encourage our families um our registration for next school year it is open um and we are proud to announce that we have the online s online registration system um please uh contact your school or your um your parent at your school. Um it is fast, it is friendly. Um we encourage everyone the more students we get it um enrolled the better we can prepare. Uh we asking everyone to enroll their students now and before June 13. Um also I want to um share that our warrior bus is now retiring. Um and oh we have now two new buses that arrived
104um and and that's thanks to the guidance and and recommendations from Mr. B. So um we thank our warrior and sul for driving the bus and representing us for many many years. Um but now we we can begin um look for other partners that can can sponsor us for a beautiful warrior 2.0. Um, also another shout out to the family and community engagement uh, director um, during the month of March based on her report. Um, she has served 143 families and or distributed over 3,300 pounds of food. Um, so thank you for all of the work and reaching out to our partners to making sure that we provide an extra service. Having said that, I would like to now share the video for the month of March. [Music] Oh, stop. Any questions? Uh, any questions
105from the board for Mr. D? Um, I don't at this time. Miss anything? If not, um, okay. Do you have any questions? No, but thank you for sharing. Okay. It's not in your report. Well, kind of, but I just want to make sure to mention and um voice that we have been requesting updates about the town hall that recently happened um regarding the BIE schools. And I know you plan to present uh some preliminary information as well as request a meeting to discuss that. But I just wanted to to I think expressly state again transparency that the board the nation I think we all are very much aware again what is out of our hands at points it comes to the federal government but especially that we're putting our best foot forward as a school
106district to be this I don't want to say what I'll say welcoming as possible to any and all who who are um feeling that sense of uncertainty when it comes to the next school year when when it deals with other students on donation. Um but I'm really excited to be able to review and see much more of your presentation that you had initially sent and of course again just to express that it's not beyond this board and myself especially that the engagement that we've done. I think maybe genuinely what is the almost the safety net that I feel like people are looking for when it comes to some form of stability and what we're able to do as a school district. So, I want to say thank you so much for the effort that you
107put forth and thank you so much to your uh directors, your team and everyone who is kind of putting their heads together on how do we what we what will we do if we had to absorb the entire nation to a degree and or just at least be uh an open door for them if necessary when it comes to whatever may happen with that. And again, it's it's it's so chaotic that I think that it just to me I I I I don't know what I would do if that was our situation. As a parent and as a member of the community, I know that I know that ultimately we're still very early in some of the actions that may be that may be happening even within our own state government, which I here nor
108there. I'm grateful that we do have some opportunities, I think, as a school district that we're not that we're able to lean on um and work with us as community members in in the effort to be I don't know, I guess as best as we can. So, I just want to say thank you and and again express to the to the community that is not beyond this board that we're asking for that information so that we at least we are prepared to be able to to speak on and support you know what needs to happen for the school district and the rest of students throughout the nation. Mr. Darin, if you don't mind opening my report on page seven. superintendent sometime. Let me just scroll down to page seven. And President, I want to echo
109um and and reiterate um but most importantly, I want to um provide some comfort to the community that we are thinking and knowing that we are one of the options in the in the nation and one of the institutions that provide access to education. Um we believe in our mission. We believe in the the services and that we provide to our students and the way we are reinventing um learning for for our children. Um I believe in my team and I believe um in in their thinking. Uh we have what we are doing is being uh good neighbors um uh to the nation um and and highlighting what uh Babok Unified School District can offer to all students. Um and we want to make sure that in the event the parents have any uh have
110to make any decisions or they need options to make sure that Baboku Unified School District lays down a path in which we can support our students, our parents and our community as members of the Tohono Autumn Nation serving the Tohono Autumn students and families. Um we have uh included as part of the report um how we have put our best thinking together and we are looking forward to presenting to our governing board through a special um um study session. Um what is our best thinking and ways in which we believe we can provide and support our parents, students, community um and and breathe comfort in moments of uncertainty. That's it. Thank you. Anything else from the board for Mr. D? If not, thank you sir for the report. Much appreciated. Number nine this evening is
111our coaches and club sponsors. Primary club sponsors. Amy spotted Wolf for Oduck. Amy, sorry. Hold on. Hold on. Amy Spotwolf and Kaylee Atson for running. Honey made and Charow. Charie will sorry Granado for STEM. Summer school K through8 teachers Kaylee Anson Serella Flores Henry Black Mark Marcos Giannis summer school 9th through 12 teachers Jayla Maria Garcia summer school staff Iris Francisco for front office sorry again for nurse Megan Haley for counselor Frank to for security, travel assist for security and cost to shami for security. Again, governing board members and and um members of the community, this just information only as we have already approved um those positions. They're just filling those positions as it's for the record. No questions. Number 10 is our first reading of the Arizona School Boards Association policies advisories. Mr. Bala,
112this is what we have reviewed before, correct? Yes, this is the third time coming up. Last month, uh we had Gary come in and go over them. Uh my recommendation for next month, um 809 actually is the uh is the one I'm going to ask the board to um not approve the district mission statement. Um so other than that, Gary went over the rest and that's the only one next month that I'll be taking off. Okay. No, I agree. I mean, if anything, that was my my recommendation. Anything else for policy reviews? If not, number 11 is the first reading of the Arizona School Board Association policy advisory for [Music] 819-862. Again, this is the first reading of governing board members. If there's anything you want to have discussed and or looked at further, please
113make sure Mr. Sabal is aware or will be a second reading and then a third. Correct. For that one, second. There will only be a second reading. Yeah. Okay. Uh these, if you just look at them real briefly, uh are regarding legislation. Lawyers up there are trying to clean up actual policies. So, you can see that they're um deleting a lot of them and incorporating them into like BAA. But again, if you have the time and love to read policy, go with it. It's one of the only things we're we're here to do. All right. Thank you so much, Mrs. Bala. Definitely reading material. Um, before I move on, Mr. Diaz, with your permission, I'd like to excuse anybody who doesn't need to be here for the remainder of the meeting. You all have a
114very nice evening. Thank you so much for being here to our directors. Thank you, team. Make sure you get some dinner. I need like a two-minut break, President Wendy, if that's okay. That's fine. We'll take a we'll take a take a break. Okay. Good night. Thank you. You have what? Oh, okay. Okay. I didn't have the answer when you asked me, so Okay. Okay. Thank you. Can we make because I gave them the wrong information. And I think the the location might be Let me see. I don't know if it was updated. Let me see. Ding ding ding. Put it in the cabinet. Cabinet meeting. Yeah. April 20th. Cabinet meeting. 8th grade graduation um May 20th. It's going to be at 4:30 p.m. The promotion, right? Promotion is 4:30. 4:30 p.m. And then the high
115school 4:30 p.m. Uh and that's going to be at the intermediate gym. And then uh the high school uh it's at 5 it's at 5:30 and it's here in the boardroom. I already reserved the room with them. 5:30 p.m. Mhm. And then it's going to be here in the boardroom. Okay. I will resend it room and change the invite. Okay. Awesome. Thank you, sir. Thank you. Have a be safe. One said he's hungry. One that said he's hungry. One is hungry. Me too. Me too. You don't want to get food. I'm tired. Um, graduation high school um, invite CC invites. [Music] Um, are you ready, Mr. Bates? Okay. All right. We'll go ahead and call the meeting back to order. Letter F is our action items. Number one is the second reading of the Barber
116Unified School District policy I policed school district policy amendment IKF which is the update to the graduation requirements. That is correct. As you recall from the first reading I I explained in August of last year I was uh I missed the actual change which I should have actually declined that when the board approved it but I wasn't I wasn't aware of it. So this time I'm going to ask the board to go ahead and and vote to approve the amendment to add the author language and history back to the high school and alternative graduations. Right. Any questions to item? Motion to approve. Motion by Miss Anamarie Stevens. Second. Second by Miss Sylvie Hends. Okay. Motion carries. Number two is discussion possible approval of the B USD benefits renewal CS. Mr. D, President Mia, members of
117the board, members of the community and team. Um, after the review and the presentation, we recommend to the Babok Unified School District to approve the benefits renewal as presented. Are there any questions to the item? A motion by Miss Sylvia Hendricks to approve the benefits renewal from CIS as presented. Is there a second? I'll second the motion. Yeah, Ben, I can't hear you. Anna Marie Stevens, how do you vote? Thank you. I will use the mic from now on. Thank you, sir. Thank you, Miss Anna. Uh, number three is discussion and possible approval of student data sharing agreement between the Barber Unified School District and Grand Canyon University. Miss Vas, President Media, members of the board, uh, this is one of the opportunities in an effort to connect students with opportunities. uh Grand Canyon uh
118University is asking uh with a parent approval to share some information um and the type of information that they are requesting um and I'm going to ask um Erin if you don't mind opening for uh transparency purposes on on the first page um the kind of information that they are requesting is a student's um first and last name, a student's mailing address, a student school um name, the grade level and average GPA for students that are meeting those requirements. Um they will be receiving a um um a letter um of um that they admitted into the university if they complete all of the the process. Um again this is uh with a parents approval to share some information. if the parent does not want the information to be shared. Um the the the main purpose
119is for students and our senior juniors and seniors for them to have multiple opportunities um and for them to decide where do you where do where do they want to end up going but it's opening paths and open opportunity for our students. Having said that, um we are recommending um that the governing board um approve entering into a personal um admission program and did a sharing agreement with the Grand Canyon University. Um are there any questions? Questions to the item. I have questions. Go ahead, Miss Hannah. Um to me, this is a red flag honestly because Grand Canyon is a forprofit school. Um, I did a lot of work with them when I work at TCC. Um, and I also work with them in regards to scholarships. They definitely, um, target, I guess you could
120say, um, students, I guess you um, to get them the door as fast as they can and before they know it, they're there. And um students not understanding the process and the cost of school is probably my biggest concern. I I do understand that you are trying to create the system change, but I do also um worry about that happening to students and them being taken advantage of. Um And if you're doing this for this one school, why would you do it for other schools? I shared the same concern I guess or um I mean I I grant you you know I I do um stand behind the promoting you know what could be available to them but um I don't know I'm just not real comfortable fair Mr. Um this is one of the
121school um my understanding there's a few universities that want um request information. Um we don't feel comfortable sharing information. the um the caveat that we as Grand Canyon, the only way that we will do it is um if we the the board approves it is that we will only share with the parents that um want to share that information um in a in a way to safeguard. Um again, this is a decision that um I am bringing before you um and we can move forward depending if if you say yes, we we'll move forward. If not, uh, we'll be more than happy to also to convey that message to the university that we're not ready at this point. I I I think I agree and I understand. Thank you so much for the response, Mr.
122Diaz. I would agree that this type of agreement, you know, granted whether a student wants to attend any university, I would say needs to be open to any and all other universities. We should have these types of agreements, but specifically for one that is wanting access to the degree that they are does kind of now I mean not that they hadn't before but does this really kind of give me I don't know GCU but I understand their their reputation um so I guess I would recommend whether or not we I wouldn't not I wouldn't want to not give them a response. So um I'd like to motion and ask for a second and then if we're going to deny then we we can vote in that manner. Well, I was wondering because in the um
123agreement they are um they want are following information that they want to be shared with their you know their names, their mailing address, their grade point, right? Great level. Is this stuff that we share with other universities? I'm assuming that maybe with NAU because I my daughter got my granddaughter got, you know, accepted. Um, but I'm assuming she applied there. So, this would be the same thing. They would, if they're interested, they would apply and find out more information like Monica in regards to tuition and everything. Yeah, they would have to apply and then the admissions office will request a a transcript, official transcript and then we seal that. So, Right. Yeah. It can't be open once it gets to the admissions office. If not, they can't accept it. But they to get to like
124any they would have to apply online or or go down to admissions and do it. Okay. Is it a possibility? I don't know if that could have been done at the beginning. I know because we only have I think the three of us are not speaking just speaking in general. I feel much better. I mean, we can table it. That's fine. That's up to the board whether we do that or not. But I think that a clear response in either motioning for the item and defeating it might might speak a little bit more clear, if you know what I mean. You understand? Yes. Uh, with that, I'd like to motion on the item. Is there a second? And again, a motion, a second just puts the item up for vote. I'll go ahead and second.
125Second by Miss Sylvia Hendricks. All those in favor of this motion, Juan Bundia. No. Sylvia Hendris. Anime Stevens. No. Motion fails. Thank you. Number four this evening is the barber I'm sorry discussion and possible approval of amendment of the barber cubidified school district I'm sorry 2025 2026 schools school calendar Mr. President media, members of the board, uh we have looked at the calendar um and there were a couple of changes. Um and this is based on um some when we look at the attendance from this current year. Um there were um some specific days that require u some changes based on the low attendance. One of them was the day after rodeo. Um and and we decided that it would be best if we can turn that one into a professional development and we have
126that one right now on February 2nd. Um based on what we know or traditionally we know on the rodeo. Um this may come back if the rodeo changes on the days we we may have to review it once again. But we want to make sure that uh we are proactive that based on the the days that the students are not um coming on school based on um some community events. We want to honor the community. We want to honor the events that takes place in the community. But at the same time, we we need to modify the calendar in a way that can uh ensure that the students have a better chance coming to school. So that's one of the changes that we are uh promoting. Um the second one it is on December um
127December 5th which uh we had four calendar four community days um on the calendar on on the previous uh version. we want to have on on the 5th, it will be a full day um for our staff and then um the um miracle on main event to take place. Um so those are the two changes that we feel that we want to bring to your attention um to ensure that our students and our staff can um be here for those event and as well for the students to be here uh during the learning. Um, having said that, we recommend uh to the Baba County Unified School District governing board to approve the amendment um to the 2526 calendar as presented. Are there any questions? Sia, can you speak in the mic? Sorry. The calendar says
128that it's a holiday. So, you That changed your professional development date for which one? Second. It wasn't uh it wasn't anything last year. This year. Oh, okay. This is this is for sure. They're just considering that there was no attendance after the road. So they're moving one day which would have been professional development for a different day to this. Okay, that is correct. And then I don't know P for me you know and I did mention this but I know we can come back and address it if we need to but but for for for whatever reason I thought I saw that the next year's rodeium per was going to be the sixth, seventh and eth. Does anybody know? I don't recall. I know. I thought I saw a save the date somewhere, but maybe
129I was looking at something else. Okay. If there any other questions, all right, huh? Motion by Miss Anie Stevens, second by Miss Sri. All those in favor of the motion. Juan Bodia, Sylvia Hendris, and Marie Stevens. Motion carries. Motion carries. Number five is discussion and possible approval of curriculum and assessment some Mr. D. President media members of the board. Um based on the data that we have looked and and the process that we're going through uh one of the areas that we would like to strengthen is to be able to focus on the targeted um um standards and by bringing our teachers back during the summer so they can do um and and dissect uh the standards and provide uh quality planning so that we can be more uh empowered with teaching those lessons. uh
130what we are providing um on on this document if you don't mind opening um Mr. per um it it's on the second page of the chart. Um this is going to be using um let me get my notes. Um we our goal is to invest 30 $39,000 for 18 teachers. Um and is going to be for targeted curriculum. And on the chart presented, it shows uh which teachers and which grade levels and the total of hours that we want to bring them back. Um this will put this will placed us on on um on a stronger beginning of the year by not only having um looked at at the lesson plans but also dissecting the standard and uh having the activities in on the standards that are the strongest and the heavily weighted um and
131the ones that carry out from one year to the next school year for our students. Um our intentions are to strengthen um the capacity for our teachers so that they can now have not only the strategies the understanding of the content but the way they're going to deliver it and our way is by um building additional professional development. We want our teachers um to show a letter of interest for that that that are available. Um if we get more than 19 teachers available and then we will have to interview those uh that submit a letter of intent um and and to ensure that we um check their availability, their intent uh but provide opportunity to all of the teachers that will be willing to participate and help us in looking and planning for these targeted
132standards. Any questions? questions to the I believe. Sorry, I can't hear you. Oh, I was just asking about that was going to be my question. I want to say it was presented Is it not? That might have been summer school. The preach to first grade is fun. What is that other funding for 12 second to sixth grade and 7 to 12 ATS? What's that? It's still part of the school. Oh, okay. And I don't have it just says June 2025. Um I don't have the specific date, but that is something that I'll be more than happy to bring back to your attention. Um are you looking I do see you have a note on there saying that it was going to be presented to the team. It does say June 2025, but I don't have
133in front of me that the specific dates. Like I said, I'll be more than happy to report the specific dates. Well, I guess, you know, Can you hear me, Anna? I guess it's um I mean I'm I'm I'm really glad that that we're looking ahead in regards to preparations and making sure our students are aligned to whatever we need them to be aligned to uh to begin the school year. Um so with that, I'll go ahead and make a motion to approve. with you or providing you know the dates at a later date. A motion by Miss Sylvia Hendricks, a second by Miss Marie Stevens. All those in favor of this motion? Juan Bondia. Sylvia Hendricks. Animeary Stevens. Motion carries. Number six is a discussion and positive approval of the Barber Kirby High School future
134freshman summer bridge program. Mr. ideas, President India and members of the board, this is also an exciting program and something different that we going to do as part of our three-year plan. Um, this is maintaining success. Um, something different that we want to uh have is for all of our incoming ninth graders to be able to have a summer bridge. And part of the summer bridge experience is going to be to understand the credits, to understand the the program, to understand um what are some of the strategies that they're going to use and uh as a bonus, they're also going to be emphasizing some ELA and math skills. Um that will um build a strong foundation so they can have a much better experience starting um from the first year. uh research shows that um
135the success of the freshman year will depend the next four years. So um this is also a three uh a three-week um program starting for students um the uh 9th of June and all the way to the 26th of June. teachers will have the opportunity uh to have a planning day um on the 5th of June and also um finish and provide half a credit uh elective credit for the students that participate in this program. Are there any questions? I I like the idea because you know that's something that I've always um try to initiate is that just to make sure that we incoming freshmen, they understand the process. They understand the credits, the courses, and the credits they're getting, their their grade point averages, everything that involves as they start their high school um
136years. Um the only thing that I find might might kind of um be a challenge is that most of our students like to do summer work. and they're at that age where they're eligible to do that in their areas in their and and right now they do it districts and some of them do it I know does it communitywise but for most of the other areas they do them by district that would be I think the only thing that I would find that pay them pay them to go to yeah that's that's a suggestion you know if to work with the district early enough that if those students and maybe they could get paid while they're Oh, that'd be good. That'll be great. Or we can also collaborate and ask him if we can if
137they have late hours for them to because they only work certain amount of hours during the day uh to see they whatever they are welcome to work because this is going to be only um half a day program. So I I think um if we can collaborate um with uh the communities to determine if we can change some of the hours so that they can have the cake needed to Mr. Mr. Ball, quick question just because I thought the legal age was 16 because they're coming out of 8th grade and ninth grade, right? Can eighth grade age students work at the summer 14 youth program? Youth program starting 14. Yeah, because I know my grandson was like he was 13 and everybody else was working and they said, "Oh, you have to wait till next
138year." Or if we can hire them for the afternoon work and helping us doing the summer cleaning also that would be great. I think it'd be really good to have that could be a possibility. Yeah, it' be really good to have an initial conversation with those districts and or individuals who participating in those programs because it is essentially something that they could actually get paid. So I think it'd be a good idea to talk and like you said maybe hire them to do something. Yes. And a lot of these students like to work, so they can help with the cost of school supplies and clothing. Their parents don't have to do that. Right. Sweet. So we recommend to the Baba County High School District Governing Board to approve the BHA's future freshman summer bridge program
139as presented. Motion by Miss Sylvie Hendricks. A second. All those in favor of this motion, Juan Bondia Moapo, Sylvia Hendricks, Anamarie Stevens, motion carries. Okay. New number seven action item, which is again um not to call to question the resignation, but I just wanted to make sure that I as an individual who was um a student at Barber Kiri High School um took a moment to acknowledge Mr. Michael for over 40 years that he's given to this school district and now with this retirement I think um is bittersweet. It ends an era. It ends it ends um something that I feel like many of our community, our students are, you know, near and far have had an opportunity to to to work with or work beside or you know, be mentored or encouraged or even
140um I think he was a coach for a long time. He was my coach in middle school. So to Mr. Michael Juan, I think I I didn't mean to make it, you know, any sort of event other than I just wanted to take a moment to acknowledge and thank you so much for your years and years of service to the district. Um I don't know if there's anything planned in the future. I know this is for the end of the school year. This is something we need to do by for the sake of of record, but um I think so long as we are acknowledging it, uh I felt like I wanted to pull and and and specifically address. So, I don't know if any other board members have anything they'd like to share. Well,
141I'm glad that that that you pulled it out because I too, you know, am, you know, grateful that he has given us the 40 40 plus years and I know that he's very he's very active and assisted with FFA to come to their conferences. there's summer conferences and hopefully we have somebody in line to do that to continue doing that. Uh because this is this a very strong organization and a lot of the students work with different types of um you know growing plants, growing um um products you know I know at one time they were doing um devil's top and you know was, you know, they were, of course, you have to know how to put them into balls and then you, you know, it was a they were selling them for their organization
142and I think the FFA do a very good job in in promoting a lot of things that traditional things in in line with that too. I think um so um I want to thank him and I hope that that we do something I mean that the school district provides does something for people like that that give us the amount of time that they've given us and their dedication to to the district to the students and I know that a lot of students you know will remember him and do probably look up to him as far as you know the work that he's put into and he's done uh for them and for the school. Oh, okay. Miss Stevenson, go ahead. Somebody known changes, positive changes lives um for a number of years. and he definitely
143deserves the recognition. I'm grateful that he took the time to pull it out because I feel like um he is somebody that there are so many lives that he has touched throughout the years. Um and I can guarantee you there probably be so many people sad to see him leave but also realizing that he they have the opportunity to work with so passionate about what he does. Um, so I'm grateful. Thank you, Mr. Juan, for all your hard work over the years. Know there isn't many of us, but if you would join me in a round of applause for Mr. Again, a resounding thank you so much, Mr. Juan, for for your effort, your time, your sacrifice. Um, and I and I look forward to to to attending whatever it may be that we're going
144to do in his honor. Mr. Diaz or to the high school principal. I will put that in her hands. Nonetheless, um with that, I will motion to approve the um resignation. Second. Second by Miss Sylvie Hendricks. Uh all those in favor of this motion with you. Sylvia Hendricks. [Music] Stevens. Motion carries. All right. Letter G is our consent agenda. If no objections, I'll motion to approve. Second. Second by Miss Sylvia Hendricks. All those in favor of this motion? Juan Bondia. Moab. Sylvia Hendris. Anamary Stevens. Motion carries. Mr. Mr. Sabala. Um, I want to move to suspend the rules to amend the agenda and um remove our executive session this evening. Can we table it or we can table it, but I guess I feel better just tableabling the two items and moving forward. Okay. Uh
145motion to table letter H which was to convene and take executive session to discuss the land lease and the honorary student board members there. Second second second by Miss Sylvia Hendricks. All those in favor of this motion Juan Bundia. Sylvia Hendris Annie Stevens. Motion carries. With that uh letter G is our request for future agenda items. There are a few. Um, President Mendia, um, it has to do with dates. Um, my first request, um, it is, as we approach the hiring season, I wanted to add an extra day, um, in May for a special board meeting. Um, and another one in June. Um, I am requesting, if your calendar allows, um, to see if we can have a virtual meeting to approve any new hires. Um the days that I'm proposing it is um May
14620th, I'm sorry, uh May 27 and June 24th. Um again, that will be with intentions to um any new hires so we can expedite the hiring. Um, I will not be available on the I just need a virtual meeting or a phone call just to prove just new hires or maybe extra. Will it be? What Evan? It will be during the day. During the day? Yes, ma'am. Most likely at noon. The time I like. I'm fine with that. Yeah, I don't mind. You say you won't be available that day. No, I'll be traveling that day. I don't know. We can get one more member. What is the other day? June 24th. So, we have our regular meeting on those months, but then you're adding another date. That is correct. That will give you four opportunities
147to expedite new hires. Okay. Is that also for new hires? Yes. 24th. Yes. Both um the 27th and and the 24th will be for special. Okay. Miss Yeah, that's fine with me. Retreat uh July 11th. Everybody open on July 11th from 8 to 3. It's on a Friday, right? How? Friday. Put us down. Just confir When is the leadership the summer leadership in June? June 5th, 6th, and 7th. June 5th, 6th. June, sat sun, Saturday, Sunday, Monday. Oh, June. I'm sorry. Yeah, the pre-conference won't be able to attend. You're not going. The pre-conference is the afternoon of the 5th and then the 6th and then check out the seventh. So, we'll just let me know if you want to go. Okay. Uh registration's open the 15th. So, I got to get here super early so
148I can get those rooms because they book up fast, right? When do you want to know by ASAP? Yeah. Right now. I'll say yes. What was the 11th? I'm sorry. Go ahead. July 11th. July 11th. Oh, July 11th for the retreat. The dates open for me. Okay. You better feed her good. She's putting in leave. Unless they schedule a retreat or something. Uh the next one is the facilities walk through on July 12th, which is the next day Saturday. Yes. I thought that was a good idea. Or I just need 11 and the 12th. Um the if it's available um If I have those two days and then I can let people know in advance and what to prepare and how to prepare the agendas. Anna for I'm good. So you have staff coming in
149on Saturday. If I know ahead of time we can plan. We have had all the Saturday and a Sunday. So this one I'm trying to use a Friday and a Saturday. That way they can have Sunday with their families. Okay. Anything else for future? If not, I do have one more request. President um the study session. I need to find out what what's a day that works for everyone. Um so we can have one hour to talk about a contingency plan for um how to support BIE schools. I am actually available next week if you guys have time. You're available next week? Yeah, I was going to go in trouble but that got cancelled every yesterday. So I am going to be around I can do Monday, Tuesday, Wednesday next week evening. It'll be one
150hour. Yeah, one hour. Um, Tuesday looks promising on my end. Tuesday will be fine. You'll be okay with what you need the time to get everything together or is it just everything you have right now in your present? Okay. This going to be an hour. Uhhuh. If everyone reads the contingency uh plan and ask questions in advance, um I do need um any additional areas that you want me to cover. um and answer any questions that you may have. Um and and that day um with your support, I would like to also invite to the study session um some members of HRDC that way they are aware of our intention and for them to ask any questions. So it for the 15th 5 o'clock 5:00 works 5 o' 5:30. Okay. 5:30 is fine. That's fine.
151Yeah. If they can't be here, let them call in. They need to not know what we're talking about, but we'll be here. Thank you for your support on that one. Um, I do have one more request. Sorry about that. I'm so hungry. I know. And it is um we have um a June 10th uh board meeting. I'm required to be um in Los Angeles for personal reasons on the 11th. So I the request um I guess that I'm asking is to see if we can um possibly move the board meeting for June either to the Monday the 9th or June the 3rd or June the 17th. June 17th. And any conflicts with the 17th and June for a regular meeting? Not at the moment. I'm open on the 9th and the 17th. Okay. Yeah, I
152don't mind 9th or 17th either. Thank you for your flexib flexibility. 17th 17th is finance. Yeah. Oh, that's true. So, I I will mention it. um to see if she's available or if she has any plans for her kids. I usually go back and look like the last two years of the agendas and making sure that we have like you know no budget or anything coming up but Jun's are pretty mild. Knock on wood. Okay. I can I can ask and confirm but if not um she's not available then we can the 17. Thank you everyone. If not then I'll bring it up for the next agenda to vote on. Okay. So we're doing the 9th or the 17th motion for the 17th. Okay. No tojourn second. All those in favor of the motion. Juan
153Bondia no Sia Hend. Any Stevens again we are adjourned. Thank you.
