I think one was the district commission and May Co have St well hey Mr Man are you there let me see if it's on muted something happened here there we are hi Mr can you hear me I can't hear him there now now you can all right thank you so much for um for taking a little bit of time with us um I was going through sorry just going to jump into the policies I was going through and I just wanted to ensure uh especially and specifically whether or not the school district would be I guess I wanted some opinion based on based on what I was reviewing I don't know if you had a chance to take a look at them the um the policy advisories correct yes all right um I know we've
been having actually we're having to go back and actually review re-review a policy that was approved based on on the advisories and what's been done at the state level but I just wanted to ensure we had at least maybe some insight from yourself whether there was anything we should be expressly mindful of I know we're as far as us reviewing the policies and then um taking the recommendations from Arizona school boards Association I just think with your knowledge of the school district and our and our um circumstances as a as a school on tribal lands um and I definitely want to make sure that and I don't mean to sound the alarm in any way but I just want to make sure that we are not only um following the law and what's being brought
down but that we also are making sure that we're mindful that you know as a school district we do have some ability for local control I just don't know how far we want to be able to take it in Ence um having us change our mission or our Visions or anything like that was kind of like okay but I just wanted to get your opinion um I think overall then I think there was a another one specifically regarding Title Nine but I I I mean whether there was anything in there that needed to be brought to our attention I just wanted to get hear what you had to say if anything okay okay well the the policy advisories there's really kind of um the one that I received for the month of February of 20125
um kind of Falls in two categories um the first section of that which includes um redefining the mission statement and that kind of stuff is is very very general kind of kinds of policies the mission statement Community involvement parental involvement and essentially in those situations the um the Arizona school boards Association has has basically um put those policies in as as I guess what they call a placeholder uh in uh with the expectation that the school district can write its own mission statement and inserted in that place uh so so the the policy statements that that we have in the advisory are are very Broad and very general and you folks are free to uh rewrite that and craft it however you wish uh to reflect the uh the the actual Mission and spirit of
of your particular school district and I think that's the intention with with the asba um they're they're they're not I don't think it's it's important to them that you accept this or reject this um but rather that you inject your own Spirit into those those initial policies the second the second batch of policies in the in the in the policy Services advisory which actually takes up the bulk of it I think well we got 50 pages of this policy Ser uh policy advisory and I think about what about U 40 probably 40 pages of it is devoted to um policies related to Title Nine and and there's a little backstory behind this policy advisory uh last year the United States Department of Education issued regul ations to interpret uh Title 9 which is the which
is the federal law that that that governs and relates to uh sexual or gender-based discrimination in public educational institutions and in July of last year the asba came out with a policy advisory another thick one just like this making lots of lots of changes to um the Discrimination the sexual harassment the grievance um the Discrimination investigation policies all of the policies that we have relating to discrimination and and and such um the Arizona School boards Association made large CH large changes to those documents in their policy advisory uh in order to comply with these new regulations well since then those regulations have been rescinded so the policy advisory that we have today for the month of February is essentially the Arizona School boards Association putting everything back the way it was before uh and and
I think that's perfectly appropriate I any questions um thank you Mr Man for the response questions from the board in general there's no wrong question any um Mr Diaz or Mr Sabal anything based on the new policy uh proposal um is there any language that will any that we should be aware that um may be interpreted as our students not feeling welcome based on their preference no okay no as a matter of fact the U uh the the old policies are are pretty neutral on that that's good and I know and I think that was one of my thank you Mr is probably one of the concerns um and I don't mean that we I only mean that we get so many of these and especially with with how much um as far as the
board members and myself in particular I'll speak for myself um I just really didn't want to have any kind of um when I see strikeouts or Li lines through through words and trying to make sure that we're not you know contradicting anything that we've already done and or putting in something that would cause harm because of what what may come down um from the state in particular because I know that that in Ence of what we've been able to do as a school district has fairly been very um accepting especially not not only for the community but in large General to the to the General Public um so I just wanted to Ure and thank you so much again for taking a little bit of time this this evening uh to kind of walk us
through give us a little insight um board members anything else miss an just for clarification so everything that's in here is that has a line through it is going to be taken out yes okay yes and then the and then the underlined language will be put back in um that's so so um what what you have in front of you is the policy um advisory that that UND do the policy advisories that were issued in July now I'm and and and quite frankly I'm not sure whether the governing board actually changed their policies back in July or it looks like it it partially happened uh because some of the policies appear to have been Chang in in accordance with the policy advisory in July um but some of the regulations did not get changed um
according to the the July policy advisory um which isn't a problem because uh because since the new policy Services advisory is putting everything back the way it was before if the governing board did not change a particular regulation and and and I have um what I have in mind is is uh uh policy a looks like policy ACA a-r um which which actually has the most changes of all of the policies here uh doesn't appear to have been changed by the school district in July so uh so it's not going to be changed now it's um the policy advisory is basically putting it back to what our text currently reads hookie anything Miss Jessica all right well again Mr Man thank you so much for taking the time I really appreciate it I do um
if anything in the future of course we'll reach out to the superintendent and and um go forward from there but I just definitely wanted to make sure there wasn't anything that and a refresher for myself and the board as well um but I really appreciate how you can break things down and and help us understand so much appreciate it have a good evening um thank you thank you may ibody excused yes sir you have thank you bye bye bye bye okay let me see where my meetings okay we'll move on to number two the barbecue schic social emotional learning presentation Mr Diaz or M Gordon president members of the board um thank you so much this is one of the uh again board request um and the idea is uh the the way it was
orchestrated um I want to take this opportunity to also show um and expand on mtss mtss or multi-tier systems of support um a student or our students when they come we need to be able to have a system in place when they demonstrate um or the uh when the students demonstrate challenges um whereas we are in the business of educating and making sure the students are proficient there are multiple obstacles one of them could be that the student may be falling behind in some of the skills um but when we take a closer look we need to find out um do we have a assistant of support for academics but also there's um some type of behavior modification that needs to be needed is there part of it and the next one um is what
happens when the student also is showing some social emotional challenges as well as assistant of support um also I have a asked Miss cordin to put together a presentation and that uh only show not only shows where does U social emotional learning fits but also what is she doing to also continue to build capacity with the other schools in her role or director and building partnership with other organizations um and bring resources to our school our students as well as parents so at this point um take it away good evening presid board members Mr Diaz try that again good evening so with the social emotional um presentation here I did the different tiers but if there's any questions in specifically about my role I will also fill that in so the social emotional gurus um
kind of have these categories as the main areas for social emotional learning which is self-management self-awareness responsible decision-making um relationship skills and social awareness now tier um when we talk about tier one we're talking kind of like entry level like what do we do for all students what do all students have access to um as well as staff so when I talk about this I'm talking about um staff in regards to their students not the services counselors or I provide to our staff so staff are provided with resources student observations classroom support the counseling referral form which means any staff member can fill that out and send it to the counseling team if a mediate needs to occur between students um on the staff side even between staff members or between staff and admin I
might be called to step in for that uh coaching classroom presentations as well as our attendance at parent meetings all students can be referred to a counselor at any time or we can pull that individual student to counsel them you know to go ahead and look at maybe a certain Behavior it might be a oneandone that we just need to go hey you can't be doing that and why and see what's going on and then move on could also be the academic coun in um portion of it peer mediation and conflict resolution behavioral modification support so that's a little bit more of a followup that we're kind of like we noticed this let's see what supports we can put in place to help change that behavior if it was not having a positive impact uh
camel uh sorry family uh consultation inclass interactive U presentations and then our presence at um Mets IEPs and parent teacher conferences or any parent teacher meeting so tier two is more in depth so again we're looking at all tier one supports and then we may have that student that needs more than just a simple check-in they need to have like an ongoing thing and that's where the mtss comes into play where we document like our check-in and checkouts some students have scheduled appointments with counselors so every every afternoon or every other day at one o'clock this student is going to meet with Mr why or this student is coming in to check with Miss Flanigan or I'm on that site to meet with that particular kid um focus small group interventions is more when we
notice something going on and it's continuing we pull those particular students that are involved so it could be anger management issues it could be inappropriate touch it could be like an overreaction they need to have a little bit more of emotional regulation restorage of circles and conflict resolution that's kind of like a little step above of your normal mediation increased behavior modification support we we have some sites that we have a meeting every week or every other week and we put all parties that are involved with that student present so that would mean like myself if the student has an IEP particular teachers if they have a counselor on the like on the outside be it Inter Mountain or Spectrum anybody we can one of the meetings that I'm involved with bi-weekly has 10 people
that come to help service this particular student and provide all the support that they need um referrals for on-site group counseling we have an agency that came in this year um Community Family Resources to run some groups and we also have to Behavior Health that's been running groups with our fifth and sixth graders um the Community Resources have been running groups with the sixth grade seventh and eth grade uh Child and Family Team meetings that's more so when you have a CFT that students usually already involved in outside services and that meeting can take place whether or not they're in school or they're in another setting so if those students were placed at a higher level of care meaning they were hospitalized due to psychiatric reasons or medical reasons then we're going to continue those
meetings for that student if they're returning to us or I like to start that meetings as soon as I know that child may be returning to us so if I get wind of a particular student that's looking at coming back or something like that I'm going to initiate that meeting so we can put things in place before the kid even gets here uh 504 accommodations so just when we do academics when we look at students that might have learning challenges we also look at that with behaviors and whether or not a 504 can cover what is needed or whether or not we need to go ahead and do a full background into an IEP and then when we talk about behavioral consultations I know this happens a lot at the primary campus I work with
um um with Sergeant H and I have him come to campus and meet with students that we have the permission from the guardian to do so so whether or not they were um in possession of something they should not have brought to school whether or not their anger affects others as far as like hitting screaming kicking whatever they might do uh fighting anything like that which could later mean they could be looking at legal consequences um again I always get the parent permission first and if it involves more than one child like one child was the aggressor and the other child's the victim I make sure that we communicate what is happening again making sure all parents are on board before we proceed with those meetings tier three so tier three is usually your highest
tier so the student um at whatever the given reasons need the most support at this time so this is when we will be accessing Emergency Services whether or not we need to call out um whether not for social emotional if we feel a student may need a high level of care this is anytime a student has made any claims in regards to suicidal ideation they have expressed in any way shape or form that they want to not here be here any longer that they want to die then we're going to make sure one that student's not alone we're going to make sure that student does not get on the bus they are not permitted to leave campus um we have to get parent permission and they have to be present for that crisis team and
sometimes that takes a lot of work and we'll run into over hour hours or in the evening but we and if a student refuses then there's other things that fall into place with that too um it unfortunately does lead to a child's um child welfare report if the parent does not agree and will give them the time to go ahead and get that student evaluated you know by any medical professional um but if they don't do that then we have to follow through because we need to make sure that kid gets the help that they may need so crisis safety planning has a lot to do with making sure the student feels safe obviously during the today but it has a lot to do with okay when you're getting these triggers we want to know
about it we want it and we also want it to be legit part of the reason that we follow what we do is there are students that have a tendency to just say they're suicidal and you'll have it be that one student will say something and then another one does and then another one does and if it's not put into check and be like this is accurate then sometimes the students might continue that and that greatly affects other kids who truly are we have had a circumstance where a student had said they were suicidal the other students present thought it was a joke they then were like yeah I'm suicidal too or oh this oh that and they had no idea and then that student if further kind of was like no one's listening to
me nobody heard me so we had to take it to the next level that time too um consultation and communication with outgoing counselors so I have a regular meeting with Inter Mountain every three weeks regardless I talk to them pretty much on a daily basis because they have over 50 of our kids enrolled in their services right now but following that is Spectrum um that has I believe right now in the 20s 23 24 kids and then we do there isn't many groups in the community so we do have students that go into town for some groups that they're a part of um there are some online groups like The Charlie house which is actually considered a partial hospitalization program that we have a few students that are taking part in that and then we
have like the uh routine family contact and I want to see okay in home observation so that is something that I tend to do when I offer to families so the most recent one is one of the outlining communities there was some trauma in the family the student was not coming to school the parent also was having some issues with letting the student go um and so I would leave my house at 4:30 in the morning drive out to this community and then work with that student and that family to try to get the student on the bus and when that wasn't successful I brought the student to school and then we also got another Guardian that was in involved with that family involved to help get this student back to school and then now
both that child um the child I referred that child for services and I believe the mom is going to be looking for services as well so with tier three too it and it doesn't even have to be a tier three situation in this case if something comes to my doorstep and the parent is not able to do it during work hours I want to reduce any anything I possibly can any obstacle to a student getting the help they need so I'll say okay when can you meet well after 5 okay where would you like to meet would you like to meet at school would you like me to come to your home where would you like me to do it so again A lot of times parents are working or they have other things going
on and whatever they might throw at me I'm going to try to come up with a plan to get with them and and stress what's needed to be stressed and to help them and support them so this also again could be mediations um if we have a student we have a parent that's upset be it with um district office or be with their site admin then I might be looking at doing that as well and then trying to figure out what the concerns are and how mainly we can move forward Mr Diaz when any disrespect him as courin because we all probably understand exactly what she has done but I think in respect to what my what my understanding of the need for someone with her capability her caliber her skill was that so we
as a school district could quote unquote capitalize sorry sorry about but just in any way benefit from her understanding and ability to be able to do that within the school within the staff within everyone that we have available now so that these systems mtss multi-tier systems whatever may be and are are available on campus um and that she's not pulled into multiple different areas and because of course we have positions that have been open for Years or or months and they're not being filled but my I guess that's why I wanted to kind of have an open study session about about it is because I feel like there's there's some opportunity for us and and it just kind of goes into the entire climate that we're kind of sitting in um one of the concerns
being law enforcement at the schools and whether sro's add to the overall trauma have experiences with them as we've noted or has been noted very clearly to us that some of these things are triggers to the students irregardless of whether how friendly we are with them and when they see us with them talking to them engaging with them they automatically look at that as you're with them um which again is not not in any other way in anything against what the the network or connections Miss Cordon has has built and created but I want to make sure that if the school is or does need that type of thing that we're able to hand that off when we need to and not overexerting ourselves as a school school district and allowing ourselves to fall into
any kind of STI situation where that can be brought against us do you understand what I'm what I mean Mr Diaz I'm trying to differentiate it and I'm trying to my other thought is in policy and in regards to the school and and what the creation of the of the position was is this um when did you have a hand in how this is all put together and carried out this what being presented and what is being done currently yes uh we have collaborated we have met and we have in the last year um one of our Focus um has been the tier the multi-tier systems of support and to be able to delineate what does it look like academically what does it look like in behavior and what does it look like in social
emotional so we've been spending time in all those three different branches to delineate the workflow and see how they connect and how they do not connect yeah and a student just because a student is not making the academic um progress is not it cannot be solely or most of the time because they they did not understanding the lesson or the lesson is too hard sometimes there's o other noises taking place and we want to make sure that we have a system in place for those types of situations when the student the noise in their heads is I don't want to live I don't want to be here or the the other one there's so much going on at home I need tools in har cope with those how do I live my life at home
there and focus right now um and have the tools necessary to focus during instruction go ahead and understand that however there's there's a level I think that we're we're we're and I know people will probably be upset with me about it but there's a level in which I think that there's a need for the community to do that for itself and the school can't do all of it if we're looking at the way it looks right now with funding and everything else coming down the line we need to be prepared to be able to have a bunch of Miss and cordance at our school sites as opposed to one running around the entire nation trying to fix all of our students that's my only point so my hope is that we can look to refocus
the entire effort from Crisis Intervention to school sight support does that make it sense a little bit I understand that that that that's probably not what anybody wants to hear but obviously it's hours it's time it's away it's it's extra effort that I think that we consider whether or not it's something we can continue to do in the next school year or year after and I don't mean that to be difficult but that's really the seriousness of where we need to be the nation has to step up and do something do some of it um May I add something the nation currently as far as to behavioral health they're not taking any anoles ref absolutely I know that 100% so and um Mr Diaz originally he shared a document with me which just had general
questions on it he like and I didn't really know where to go with some of them so I I kind of just T it down and then redid everything he didn't do any of the slides or anything that's what I ended up breaking it down to based on what I thought he was asking me um what I there was something else that I would say in there but I feel like we have been waiting for the nation to step up we this is my 12th year here and Services I feel like have gotten less not more and not just and a lot of families have had bad experiences be it with to behavioral health or with the prior Inter Mountain director or other circumstances in town um I know is above and beyond is really
what helps us I understand I'm not saying it's not necessary what I'm what I'm trying to say is that in the overall goal and mission for the school um and and for us recogniz izing your your again your caliber I'm not trying to say that you're not you're not to par what I am saying is that I understand because when I see these things I understand that's what you have said before however how are we trying to replica that into who we have that way if push comes to show we don't we don't have an SEO director because it's not phys fiscally feasible to do then what are we doing now to make sure that we're not falling into a position where that's not there anymore because if you're gone then it's going to hurt
everybody else even more because now someone else is gone so that's my only concern as a board member I don't I understand I've lived here on the nation my entire life they are not doing anything that they should however I can't as a board member also sit here and say the school's going to do it all because we can't I can't we can't pres um this is how I'm processing it um is how do we continue to build capacity with staff in a pre uh to build a system of prevention and move away from a reaction system so again it is how do we build capacity with the staff that will benefit um all the majority of the students by having the tools to a prevention system in place um and and continue to reduce
the reaction um it once the students and the staff have those tools the second way that I'm interpreting it and please correct me if I'm misinterpreting it is how do we use our data in in our in our influence um of our positions to emphasize the support needed at the community level and after school uh with the nation so um I guess the the only word that I can think of is how do we strengthen that relationship and say Here's the data um how can you support and and and build that support given that as you can see when we have that many students that are benefiting from um the level of support needed that right now definitely is not in the nation um I am Al I I completely understand that um we cannot
there it's it's almost impossible that the school is going to be able to meet the needs not only during school hours but after school hours and also at families um but continue to seek and find way that we continue to move in that direction and and and we both understand our compromise and our commitment and our responsibilities um right now the community um does not have the infrastructure in which by us not doing it we will lose some students along the way and and and and I I don't know if as a superintendent I'm ready to completely cut those Services because we have 70 students that have that kind of mentality that they don't want to live um it's it's how do we use that data then to build a bridge with the nation say
hey this is the opportunity which we can strengthen and and and and we need the support so not only the families have the tools but also the students after hours because as you not not only if we have the funding but it it's not sustainable physically sustainable for somebody to work that many hours to be able to provide that level of support um and and the level of support needed and the student level the family level the community level the uh District level or the national level if that Mak sense so I guess if I'm able to offer some solution or some side some sort of I'm not trying to be a downer what I am trying to say is that maybe there are ways and means that we can use the foundation to figure
out how we can look at other different diversify our stream of Grants look at things that will actually look really good towards that Avenue so that it's not something we're pulling from and having to have these types of conversations as Bor who has to be fiscally responsible about some of the things that we're doing I only think and I know especially even if we decide this is what we're going to do and we ask the nation for help they won't even give us F money if we asked for it we have to jump through a million Hoops to do so we can't even save the language without without them making us shum through a bunch of Loops I don't think on a superintendent's office um in our meeting yesterday they have some programs that are
rolling out of of April 1st and they have agreed to come out here for both our staff and our students to do some prevention because prevention is is weak right AB it's hard to commit to it like and we try and then we get pulled and we get pulled so okay well I mean exactly I think it's important and and I think in the school especially one of the things I want I don't want either is that we get into this what you probably already are is that you'll take care of it when when we need everybody to have a feel feel like a level of confidence that they can take care of these things within their own classrooms and feel like they can manage it uh I know sometimes kids are way more um
agitated or above that but I think if we can we have more students this year than any other year prior that have diagnosed mental disorders some of them quite severe we have two students that are already going through the process process of being seen as a SMI which is seriously mentally ill some of these students were with us when they were younger and then returned some of them are brand new to our district we're talking like double digits um which is very concerning and that is something that I've spoke directly to as far as um our contacts with like our quarterly meetings that we have with the nation as well as our crisis meetings um and it's obviously the pandemic the anxiety levels but we're even seeing more off the chart and really my observation
it's tied to substance I say it's the substance abuse it's it's genuinely affecting all the kids and their access to it be if it's happening in the home um those you know the amount of Vapes being seen at the primary campus alone what's being brought it it you know and kids knowing like meeting with some students last week like they know all the verbage yeah he was vaping he was this oh yeah you know that's a cartridge I I first and second graders I it's scary and then you know them not only and not only having access but then again bringing it to campus and trying to get other students to use when they really don't know the consequences so I really don't know and I should know we need to look at it um
curriculum wise we're going to have to get parent permission about doing prevention but I feel it should go you know it should be at that second third grade level but we need to started there other communities it tends to start at the middle school level started early it's too late we and again we know too of the instances that have been reported just you know at the intermediate campus you know usage it's again they're getting it from somewhere it's not here on the nation they're getting it the West starts at third grade they start getting prevention like awareness just campaigns in school so I I here's my biggest thing for you I do not want you to see you get burned out or I don't want you to see you get pulled into a million
different areas where you feel where you become overcome that's my hugest concern I have nothing nothing but love however this is where I feel like I need for us to really take a stance and understand that there's something we need to do because that's a lot who's going to I couldn't walk into work and carry that but that's what you're doing and and and to me I cannot not respond that's my I know that's I understand that and I tell I'm not 911 but if I see a text or a call I'm I'm going to respond and that's where I that's where I feel like the it needs to be spread around for people to feel like that's where they need to be and if they're not then they have to have that trust with
those other people absolutely and they have to have genuine like I'm I care there are certain there are certain ones who don't and that's that's okay but also again it may be a standard that we have to be really going forward with what is your what is actually your intention here these are our children I've seen some um um I just at somebody's something on their experiences here as a teacher and and genuinely I felt a little bad as a person from this community that that was something that they shared that kids come to school with all of these issues because it's true it's just not like it's a hidden thing but for me to read it from somebody coming from outside looking in tells me where not where we should be and the emphasis
on it is that oh poor those Indian kids they're look at their lives and I know there some kids are truly in that position but I really want to get away from that negative connotation of who we are because we can be better but it really doesn't take that's really not going to be done by Miss Anne Cordon or anyone else that she's kind of working on it's going to take us to do it so I think that your plan to share and support data um um all of the data getting it where it needs to be and understanding because I know sitting in some of those quarterly meetings with all the service providers is intense as well um having sat in a couple myself it's not just this area or this school it's the
entire state but I think that's why I would I mean that's the only reason I wanted this to kind of be separate because I knew this conversation was probably going to have to happen but I hope that everyone I mean please feel free board members that that's just genuinely where I was coming from with wanting to kind of hear and dive in a little bit more is to Mr Diaz really try and figure out what are we going to do going forward offer maybe that's why I also wanted to hear about the foundation maybe there's a level or an arm in there that will actually be a little easier to to look at funds diversify where they're coming from and how to service because I feel like there's been some opportunities where we could maybe
even directly contract with the with the not us but directly contract through the foundation with a clinical service which the nation isn't doing they need we need it we're looking at continuing to with CFR um as far as running groups that's I don't know if anybody Mr D sorry go ahead president Mia U Miss Gordon thank you for the information thank you for your passion and thank you for the commit commitment to our students at all times um but based on this conversation and based on on um the thinking um there's areas that we definitely we can continue to explore uh one of the uh I want to emphasize that um the more we continue to collect or or build a system that collect data it it provide us guidance to and I feel confident
with the data that we have that we can have those conversations around the numbers that they're not a spec they're not a speculations but they quantify the level of support needed um and there there are definitely at least six different steps that we can continue to do to elevate this and all the issues that also the we need support from the district um Miss Gordon had mentioned how the superintendent uh county office they have uh the willing to bring um services and the more we bring connect our our families and students and services um the more tools they're going to have to be able to um take it to the next level um it is you had mentioned um also um how do we maximize the foundation um um to be able to support this
area um but most importantly is the prevention part we have control over bringing a curriculum and as early as thir that's something that we can do that we can continue to support our kids um and align with maybe some tools and and some um um information for parents um the the curriculum is great with students but there's also that component that we cannot forget it it's how do we uh parents are doing the best they can but the more tools that we provided um the the more empowered they're going to be and also um we have not um explor or maximize the the power of parent Council um the parents are also members of the community in which we can also charge our parents to say what are you going to do to seek the
services if we're teaching our students how to advocate for them how do we teach your parents to advocate for the services for the kids so the thinking and the conversation definitely gener coun something like that okay and for them say what is your your your steps so I think as a superintendent and some more members of my team something that we definitely we need to include is um how do we build up paring C so that are the voice for the district and then they can can go to each district to each um to to to the nation and say this is what we need as a community member CU you know what I was thinking sorry sorry real quick before I get it before I lose it is we've used our community days to
not only kind of engage but I feel like we need to rethink how those Community can be effective maybe these are those things that we can really imbue into the community by having quote unquote commercials or instances where it's specifically directly at these of things that we need to presentations on the hour boom just do it you and just keep running it and putting it out there my other hope is that again we can possibly move away from this area and those areas that are a lot more remote that do not that that literally don't have anything where we can be present I know all of you I know those of you may be watching it is an effort but your students do it every day to get all the way over here get on
a bus and travel we and I know it's even further um for some of our staff in Tucson but I think if we're all in it in to the degree that I feel like we are then that might be something we can do at least four times out of the year when we have a community day I mean I'm just trying to again just trying to provide some some form of I'm not trying to be here to be negative I just trying to trying to have an effect I appreciate your honesty about it and kind of where we're at yeah and also the power of our district meetings um I think they're very powerful in which we can continue to roll out that information and how do we deposit that information that then can trickle
into um educating and elevating the parents of community in the local uh districts I know that there's a level of um be honest I will say as a school district when you're Pres pres in some of these things or participating in those meetings about what you're dealing with because I feel like we try not to step on toes and our toes get all the way stepped on as a school district by certain members of the nation and and I mean that in the way only way that I've seen it it's happened over and over again that we are kind of not we should we should when we have the opportunity share what we're dealing with as a school district only so that people understand that we're doing absolutely almost everything we that the nation should
be doing and I don't mean that in any way other than we've been we've been told what we've been told as a school district by the nation and that's that's here and nor there but again it's also something I want us to be very mindful of when it comes to when we're invited to meetings or when we're in places as a school district please be present please be vocal um I know that I know you you have no trouble being being vocal missord but anyone that's participating in anything please understand that I think that we um under we've seen we live here we know we we've we've experienced what services are available and when we look at how much we're doing um as a school district it gives me a sense of hope and comfort
but I also know that it's not enough at sometimes and I don't want you guys to continue to carry that as visitors as guests of the nation and us as as members you know we have to be as vocal and as as as big advocates for our own so that's what I my last comment I promise no think I'm done it's um we have been um the last two years um looking at systems and I'm also feeling confident about the systems that we creating in multiple levels um as you can see what I my goal uh by you looking at this is uh can can we demonstrate that we know what the needs are do we do we have the strategies and how we going to attack and do we have the data that shows
is it working or not so um based on this presentation I hope you can now go back in those three components of our system and as we continue to educate the community and say hey this is how we identify the needs these are the strategies that we trying this is what we do when it works this is what we do when it doesn't work and that opens a question is how what is the system in place for the nation or what is the system in place for ex department or what is the system in place and and and and modeling if this is what we have and then we we generally asking what is your system in place so you can meet us in the middle that's on my end Santa I this is an
issue that's really hard to talk about I think in general for anyone um we all know that we have a lot of issues that our community faces um and families are still dealing with trauma from historical trauma and I think a lot of time people don't want to deal with that information but it definitely Peaks up into people's lives and I commend you because you are out there and I do see you and hear that you're out there doing this work and WS right you're one person and how can we be helpful to you in your capacity to help you do your job I do understand that like Wan's worried about us you know providing the services and but really if we are not doing it reality is they're not going to get it somewhere
else and we are going to be dealing with a crisis we're going to be dealing with bigger issues um and of course we're probably going to get blamed for it um which is hard um but how can we create resources for you that would be helpful one thing that I think is like self-regulation is teaching kids at a young age how to deal with their emotions um meditation and also just getting their frustrations out for me like I would always tell my children like you need an outlet and finding some kind of outlet for you to release your big emotions that you're carrying around um I would always say go run or like go get a punching bag write in your Journal go draw do something that's going to help you mentally release what you're
dealing with or even having conversations and I those are hard conversations to have and even as an adult those are things that you have to deal with and sometimes people are just not at that level where they want to deal with that stuff cuz I can see that for myself like I grew up in in an you know in a really abusive home with my family and you can see it across of the board with my siblings from them not wanting to deal with issues and then me like being the responsible person so it's it it has a trickle effect on a lot of people so my question to you is like how can we be helpful to you to provide these services for our students and our community um because really you're servicing a
community as a whole and you're one person it's really hard to get Services approved on the nation so like this year with CFR like I I reached out to all the big decision makers like how do we get another provider you know I was like okay what if they don't have a brick and mortar what if they're not like setting up office and they just work through the schools then can we do that to get that clarification um and that's Essence how we brought Spectrum on board but then Spectrum got anou with the nation so then they started taking on you know adults as well and they then Behavior heal started referring all adolescence to them um and it's like okay now that our needs are not being met again so then reached back out
again and was actually through Mr y from the secondary campus who had worked with CFR before um and they were Dependable they followed through they said they were going to be there they were going to be there and they absolutely work who CFR um Child and Family Resources out of Tucson okay so they're the ones that ran ran some relationship groups they had um females and males separate and we provided that curriculum to you guys and it was students that were referred from six through 8 grade and it was for the ready for Life Grant so that's how we were going to get it so the more resources we can get to actually come out here and that be dependable and reliable on any level we want them we need them we know we need
them and that should hopefully that should help obviously reduce some of the responses to crisis and the number of students that don't have those skills and aren't able to get even if teach them those skills if things are so chaotic it's just your brain becomes overwhelmed and someone can be have it all together and all of a sudden a certain thing happens and they just don't function and so sometimes you do need someone to just be able to step in but it doesn't have to be me we could be other people that are trained in this kind of trauma response who would you feel like in the school systems that and the staff that we have there is there like a team that could help you in creating that team at each campus for them
to go to this training and be able to provide them all of our counselors have the background and the education that they need some we we're we're human so there's certain things and I'm glad people are as open and I don't do good with this I need you to step in let's say there was a grief and loss or they recently had a grief and loss they're like that's I can't deal with that so we have to all know our own weaknesses but our counseling team is well trained in all these areas there might be certain areas they prefer or certain areas that they're not as confident not that they don't know they're just not as confident in it um because of their own lives and their own experiences so it's not like one particular
training I think we all need to have some more resiliency training you know and I'm interested in that too I did learn of like a train the trainer resiliency so that's something I would like um our counselors to go to there is a conference I know coming up in October I just learned about yesterday the the invites are not out yet but that's a resiliency specifically for schools um and for like School counseling so because we all need our own little person event too we all need our own you know I hike that's how I get some of my stuff out that's what I teach other students sometimes um so we all have to find our Niche but I the the resources that I have reached out to haven't been able to come and I
didn't know anything about CFR so um I was really glad that Mr y shared that resource and was able to get them on board and then that's when I reached out to the nation you know Mr Diaz sorry real quick based on that wouldn't the school just wouldn't the school be allowed to enter into those and and bring them because it's here provide it for school in school on school so I just wonder I just wonder about some of the yeah so that's how spectrum is operating Spectrum actually falls under anou now with um Arizona Complete Healthcare so they're they're good to go they can go you know do whatever they need I mean any others that you're having issues with is just because they're like they have issues coming here or is it because
we're we're running into any kind of interference I guess that was my question it's usually the distance am of time so and then and then to like once the grant runs out just like any other thing then all a sudden it stops and then it starts again and then it stops and then you know it around we don't have that funding anymore and Trust uh the they have to be here long enough to build the name the trust and and it spread the word um I'm going to be honest we have had providers that have come out and due to discipline issues with um presentations they would not return unless like you know myself or another counselor or uh somebody was in the room usually there always is but somebody might got pulled out um
and it it was kind of okay like and I'm glad they gave that feedback versus is just not showing back up again so then I made sure this was last year um over at the intermediate campus I was present when they returned for their their second one on bullying that and I was glued to that room or got another counselor to come in so do we think do do we think that this is I mean I it's it's been at a level that I think we need to be really placing it on a level of this is this the steps we're going to take in this next school year to make sure that this is our primary campus and this is that are intermediate uh not that we don't take those steps by having on-site
counselors but I think those prevention courses that can just be specifically put right into the overall curriculum and or the overall school day or the overall Community Day whatever it may be so that there's an emphasis on these are the issues these are the things we need you to be mindful of and especially we can get higher participation from family that that that's what's needed we we need Family on board you know we we need to help them to help themselves as far as access to students and you know what the students are being exposed to we have done that monthly Health series and we are returning to it but we're also adding on which I really like this it's going to be ask a therapist event that's going to happen on a monthly basis
where people like you want you have a problem you want an answer now you want to know how to help now in the past we would say okay here's like this course on it it would be live like moderated but it was just like you listen to it I know that You' attended some um Miss Vance and um I know Hendrick did but this one you'll be able to actually submit questions ahead of time and then during the course of it you can submit a question so again the therapist will read your question they're not going to go directly back and forth but they're going to read it and give it so but the participation is not there we offered free parent coaching yeah no I agree seven people at Max and not you know
that it's very hard it's very hard we need families on board to help us I think what it goes back to is what m and I'm just kind of touched on is there's that it took me a long time to talk about my feelings and cry in front everybody and it's really really difficult to just get over that and really have an understanding and self-reflection because yeah you're pretty much sometimes the reason that there's some of these things that you can't deal with in essence but and then that spills over into the kids and if you're not ready to get help the kid absolutely can't so my thought is that's what I mean in the next school year as we're moving forward maybe there's a system in place that we everything we do because there's
a lot of kids families that go to primary events I've seen them all piled into the cars and all go boom you got them there let's let's talk about something that can be self what you call it self regulated regulating go back to like what we did with struggle is real remember we did the medications and did kind of things the engage in a hold on sorry engage in a um let them box it out not damn but let them let them now we can offer meditation we can offer not talking about violence but I mean there's some of those things that do need to be out of as child because that's what they're not that's what they're that's their outlet and maybe we find a way to make it more something that they can
do and then go back to class and be be okay obviously L accelerated campus has that for those students yeah we have one at intermediate and Prim and I know we had talked about when we go to the um Casa blinka school again they're they're funded in a whole different level than we are but that whole sensory room amazing like did they just sit in there different tribal laws in place too that and be okay you know so again sorry go Mr that was there's a couple of events that work um that we have a lot of participation is using those events how do we maximize rolling now this information and and like you mentioned uh the community days we had a Christmas uh event uh there's how do we maximize when people are here
instead of telling them this is the support now that you're here let's give you this support so how do we turn it around I agree I don't know anybody else Miguel you okay I I want to say one of the things that I think when you were talking about families being here there's so so much that families have to take into consideration when they're coming to an event One Transportation if they have child care if they have to get home and take care of somebody if they dinner and like so if those needs are being met I think they'll get a better turnout um I think those are things to consider but also I was going to bring up like talking about your emotions and like buying books about your emotions and it's okay to
deal with those situations especially at a primary age or like being or even intermediate like it's okay to be sad and it's okay to be angry um but I think just sharing that information I not I think for the like the male aspect sometimes you're picked on for having emotions or call feminine or you know all the other names and I think that that's something you know genuinely that's what we see what the kids talk about when they come and and I know I mean even as a board I as board as a board member you know you still hear those things now and then so I think as much as we can andb into the community and the and the school and gosh practically raised the kids as much as we are I think
we have to try and put that forward somehow but again I I I understand and that's main reason for talking about it is it needs to be out there and and and and vocal and talk visible and heard just some degree because it's it's it's not is that it we're done everybody's okay okay Anna and so it's a big it's a big topic and I think that we're going to continuously talk about this it's a hard one too yeah it brings up our our own individual issues our family everything so but I do commend the work that you are doing and every all the counselors that are here because I feel like there are students that are going through a lot of trauma and you've been there to help them guide them through these process
or getting them connected to Resource so thank you thank you um Naran training yes I just got a text from T Behavioral Health um because they had the renewal of their Grant um so I have a meeting set up with Rick over there so that we can proceed with getting the training and I still want to look at some POS funding to get Naran on the buses would be the first we would be the first school district in Arizona to have that if we were to do it we know of you know um situations within this community that possibly a life would have been saved um specifically on a bus so um there our key chains are supposed to be coming out um this spring that go onto actual keychain like the Narcan will go
onto a keychain so that would make it much easier for the bus drivers so there's there's um nafis thing trainings they have a bunch of resources as well okay okay um and I just mean that in the sense of maybe sharing it because that's for community members if like you said if it was in certain communities there would be individuals still here just how long the routes are too the routes too like if they don't know that that's something that can save them which a lot of people don't and it's not harmful if you're not sure then you know what I mean it needs to be where countywide like with the last crisis data meeting um the overdoses in um panal Pima County have gone down which is which is huge because we kept just
seeing a rise yeah so and anytime anyone's lost on the nation it's a huge it's a huge especially you it's a huge loss especially to that type of thing that it's kind of preventable not to the degree that we can stop somebody from doing harm to themselves but at least try and and I do always want to be able to say that we've done everything we can um like wholeheartedly we've done everything we can now it's a student that's no longer with us and certain other things still going to try to get that kid help but um or if we know that the student's coming back to us it's just we can't we can't do it 20 the worst thing is to see them go through the criminal line as opposed to just getting some
services that they need especially for those when you talk about dealing with mental uh issues get almost just put into this level of law enforcement is not going to care if they have an i or what what their trauma is no so I again wholeheartedly I feel like the board I mean um obviously if anybody was in strong opposition they would say something but I think we genuinely have and I would say Mr Diaz let's let's let's focus on seeing some sort of action items as we continue to move forward maybe at our Retreat before the next school year where are we what are we going to do how are we going to help that way we can kind of have an idea and and as I meet with the councel teams I will let
them know what we're looking at going into next school year I'm going to share the my notes with you right thank you thank you bye [Applause] guys see we really would have been here till one if if we one on Monday if we definitely wanted to give that its time so thank you all board members we'll move on bar number three is our barbecue UniFi School District transportation department review Mr Diaz or Mr B whoever want both uh president M members um of the board and members of the community and staff um now we have a second presentation this also fulfills um another uh board request um and we have provided um many other questions um in writing as well uh for you to review um and we'll have the opportunity to go over the
document um I want to also use this opportunity uh to share with the community once again um uh under the board supervision and support bub unifier school district has reinvented uh the transportation department um by building a partnership with beline um thanks to the partnership we went from um nine routes to 19 routes um decreasing not only the the time students spent um on on the bus but also increasing the the uh the reliability of the service um thanks to uh these partners ship and also uh by the um the funding um we've been able to replace um by the end of this year a total of nine buses and some of the White Fleet um they're starting to also begin um that replacement um even though two years ago we said we're going to
do two every single year um we've been able to maximize any funding available uh to be able to get uh and exceed the goal that we set ourselves um within two years we we still have a long way to go um the the more equipment that we can continue to purchase um the less money Mr um B is going to make um by leasing the buses and Char the management of the routes um but it is a great pleasure um to introduce our partner um Mr Keith B which um he forgot his keychain he BR his key new keychain actually which is um his Department beat the entire uh participants during the Rodeo Parade um and this is what now the the transportation department is showcasing as part of their pride and commitment to the
community and um bringing first priz um at this point um Mr B if you don't mind going through your document and give us a highlight of the questions that way the governing board um can also ask any questions related to the doent that you have prepared for us thank you good evening president buendia esteemed members of the board superintendent Diaz Mr sabila um before I I really uh Jump Right In I wanted to take a moment to thank Miss Cordon publicly in front of the board uh I have to say that uh really I think for the first time she has included our department uh in the discussion when we have youth developing their IEPs in the past you would have mystery issues with students you're transporting the drivers weren't aware there was no working
knowledge and by including us in that we are better able to serve the students because our staff then has a working knowledge of the circumstances they can then um share that delicately with the driver so they're aware and I think it provides much better service for those students we have uh significantly increased the number of students that we are transporting with IEPs and along with with that we have also had to increase the number of AIDs that we are providing uh we really are at this point almost maxed out on our dedicated uh route specifically for uh students with special challenges we may be at the point in the future where we may need to add an additional one but again I think we're going to be good through the end of this calendar year
but I did again thank you Miss Cordon for your um participation and allowing us to become knowledgeable of the issues that impact our kids um I did bring the trophy over because I wanted you to be aware you have an award-winning transportation department now so U so we can now put that down at the bottom and the department appreciates the support from the last board meeting in the recognition it literally is the biggest trophy I think I've ever seen and uh I almost needed the pickup to bring it over here I as able to actually squeeze it into the car to get it here but I did want to share that with you the other uh thing that wanted to uh to point out uh to you is because of our unique partnership you're in
a unique circumstance because you're fully staffed in the transportation department yes we you know we could use another person here there sometimes your director has to drive um but we're we have been able to cover all the routes this whole year we've been able to cover all field and activity trips we haven't turned down a single Fielder activity trip that's been requested we have not canceled from our department activity runs at night one time we've been able to fully cover it so our youth in the community have lots of opportunities to participate and I don't want that to be to be lost uh because that's not true in other districts I was uh at a uh a repair facility the other day in the little District that I'm going to mention I'll I'll leave nameless
but there was a a mechanic there and he was getting some parts and he heard I was getting some parts for the Bob keber unified school jester and he says oh he said do you are you guys having trouble getting drivers and I didn't answer him directly I said oh are you having a struggle he said oh he said I'm the mechanic and he said I'm having to drive a triple route I said well how many routes do you run he said three and I said well how many drivers do you have he said me so he's driving all three routes in his local community because they have no drivers uh other districts that we help service the Queen Creek District uh be Valley a lot in the Phoenix area weekly calling can you send
us five more drivers can you send us 10 more drivers they're struggling but that's not true here and I think a lot of that has to do with the fact of the unique way that you've structured it by having the uh dedicated very loyal District employees that have been here for many years by retaining them and then allowing beine who's able to not be tied to the uh classified schedule but to be able to reward people for their many years of service by combining those two things puts this District in a unique situation of really being fully staffed and it's because of your um you know looking into that future and your commitment to that department to our department that is has allowed it to become so successful so my thanks to you for that
um you know when Miss cordon and you were just having that discussion we have really encouraged our drivers to bond with the kids and I'm going to just share with you just very quickly I had a a young male student today from intermediate campus and uh I was taking him to his home and I've driven that route a lot this year just because that's the one I usually get to cover when we need to cover for somebody driving a field trip or an absence I got to the stop and and he he looked at me he said Mr B he said can I stay on the bus I said stay on the bus you're home he said no he said I don't want to go home he said the bus is my happy place can
I stay on the bus I wanted to keep him of course I couldn't but it just shows that connection many of our drivers have that where that bus is a happy place for them and that's the way we want it to be uh in talking with some of the people in the department that been there for many years they said we used to have all kinds of graffiti and damage to our seats I mean whole buses just destroyed we don't have that anymore the way we've structured our routes uh and eliminated the overcrowding and by reducing the time the travel time as you saw from my report over 10 hours a day of travel time eliminated for our students they're not on the bus that's on a daily basis uh that they're not having to
to sit on a bus has really had an impact uh discipline issues way down I stuck the percentage in there just looking at the past how much we've reduced the discipline issues that we've had to deal with and then I've also uh realigned the responsibilities of the individuals within our department uh so that they're better able to focus on specific areas rather than being spread so thin that we don't do anything well we've been able to spread the responsibilities about amongst individuals so that they're able to dedicate their time and do a better job of the responsibilities that they do have so with that those are kind of the highlights of things that I wanted to discuss and of course I I learned from sitting on this side of the table what you're supposed to
say is uh I hope you've had an opportunity to review my written report I'd be happy to answer any questions you may have and so if you if you haven't had an opportunity to read it I'm happy to go through it uh in detail but if you have specific areas of concern or interest I'd be very happy to address those what it took you a while I usually sit over there oh well i' I'd be honored to provide a video I just don't know how many school buses you want to see and again the board's been very supportive of helping us to up update our Fleet uh we haven't had any breakdowns with students uh at all this year uh you know we've had buses break but not with a load of kids um and
that's that's been good and with your support of updating our Fleet uh I'm hopeful here within the next year or two uh that we'll be in a position where um you know our maintenance costs will go down and we'll be able to continue to strive to make the department uh more cost effective and efficient for the district any question com I have questions yes can you share um some of the learning curves that you had to do when coming in um and all and I know you mened like some positive things that came out of it but um if you can share a little bit more of those sure I'd be happy to do that first of all when I the first came out to the district it was this gentleman sitting right next to
you that really sold me on Baba Unified School District I hadn't been out here before uh but he showed me not only the need but he shared with me his vision for the district and that's really what sold me that's why I thought you know I really need to try and support Baba keber Unified School District because this man has a vision he he's taking this District someplace has goals and I wanted to be part of that and uh coming into a department that had uh five yellow buses that ran and two White Fleet no mechanic no active director uh a single dispatch with a split shift uh parents weren't getting responded to children were getting late to school the student council I saw their presentation to the board about arriving late to to class
every day that touched my heart and I knew that I would have the skill set and tools and the connections to try and very quickly build this up and get us to the point where we needed to be and so um that was my introduction to the Baba School District uh we had just a core of drivers that had been very loyal to the district and been with you for many many years and helped work you through the co years but they were struggling uh they were tired uh the morale was low because a lot had been placed on them uh the the buses you know being broken having to drive equipment with bald tires it was very frustrating to them and so I knew we needed to raise that morale we needed to make
some changes and so we brought in mechanics we expanded our uh staff we got the the buses working the district and the board very supportive in helping us get some new buses uh many of our units were close to 300,000 miles and breaking down on a routine basis we're starting to work those out of the fleet and uh I see the pride coming back into the apartment they're very proud of working at bu USD uh they're proud of the equipment um that they have to go when they're uh taking sport teams and they know they're going to make it back uh and so uh the whole atmosphere in within the department has changed and uh and it's positive the people are enjoying coming to work uh they're starting to plan potlucks we'd love to invite
you all to potluck if we're allowed to our drivers would love to have interaction uh with the board and uh and to you know see that support they know you're there but um you know you're always welcome anytime you want to stop by uh we'd love to be able to Showcase uh what's going on in transportation it's your transportation department you've just have allowed me the privilege of coming in and uh and having a vision knowing what our mission is and giving the people the tools along with the accountability that's necessary for us to be successful thank you um Mr B um if you don't mind also sharing the journey in understanding our due process and then managing the due process when things are not going well and how you have now taking that role
um of not only supervision evaluator but also investigation and do process um and how we can continue to support and collaborate excellent so I have to say that my Transportation liaison um Mr Diaz has been very supportive in helping me uh in making sure that our department follows fully board policy uh we we have a code of ethics we have certain things that we are responsible for and that we need to do and we want to make sure that we have fairness and equity and due process for our employees but we also have a significant amount of resources that we have been entrusted with that we need to be responsible for not only equipment but time and fuel we need to be accountable for that and so uh I've worked uh diligently to make sure
that everything that we are doing within our department follows those board policies and when things are are not done properly we we're human beings people will make mistakes we have a process that we go through uh typically uh you know a discussion or verbal warning first first and then if if that uh isn't sufficient then it's potentially a write up a reprimand and then you know possibly uh suspension or termination if uh if they're breaking policy we have a beline employee that's no longer with the district policy was broken and uh that employees no longer here um and so there are consequences for actions and uh and we just model everything after the policy that this board has adopted does that answer question or mine uh but it's I want to make sure the board
can follow up or has any followup questions related to um the staff seeing you as a person that reinforcing board policy questions questions questions from the board um thank you so much for again all of the the the response is amazing and I'm I'm excited I don't know if you mentioned or anybody asked um I see March 10th as a pilot project launch do you know I I haven't addressed that yet but I'm very excited are you going through it I'm sorry well no you brought it up so I now I have to talk about it uh very exciting uh this is going to be awesome for our district so we've done our pilot pilot that's you're that's not official that's unofficial pilot pilot we've already sent out our our buses uh that have the
tablets in them and uh in our uh dispatch office we have thanks to Mr Bates there we have two wonderful enormous screens and uh they will have the maps and you will in live time be able to see each bus in the community so it's transponding back and not only can you see it but it logs and Records the time time that each bus arrives at each individual stop which is going to help us we have circumstances for example where a parent may call in and say the bus did not show up today well then how come the other 10 kids that get on that stop are all there okay so there's a reason for that somebody wasn't out there 10 minutes prior to their pickup time or they missed it this documents that time
so we're going to be able to see that we also have installed the card readers uh where there'll be a little time delay because I think there's some ordering or Mr Bas would probably be able to address that better than me in terms of the actual cards for the students but the readers are installed and that system is ready to go as soon as they have those and the routes that we're piloting we'll make sure the students have those and then they'll be able to track on and track off and the nice thing is the tablet shows the drivers the name of all the registered students at each stop if they don't have their card they can manually enter them so they can still record that the student has gotten on the bus but more
importantly if you have a young student kindergarten first grader they try to get on your bus and they're not supposed to be there it Flags red the driver's immediately going to know oh this young student doesn't belong on this bus let me reach out to the teacher here while we're still here at the school and find out where they're supposed to go so that we make sure we get them on the right bus it's going to help us tracking our kids so we don't lose them nothing's worse than having a a missing student is there an option for parents to monitor where the the buses at to see like where they are in route yes so we Haven there's more so they won't be able to watch the entire route but uh there'll be a
range set so that when the bus gets with within that range they'll be notified that the bus is there and then they should have enough warning then they can make sure if junior or Junior Ed is is still in bed they need to get them up and get them out there so they can catch their bus so they'll be able to have notification as well so we're excited about that piece too we don't really get very many calls anymore when I first came in in 2023 the phone was ringing constantly uh where's the bus where's the bus where's the bus how come it's not here but by designing the routes uh you know we just want reliable consistent on time and we're we're performing I'm so proud of our team uh on occasion if we
have some construction we may run into a little bit of delay but and when I first came in we'd have drivers just not come in to work they and not call no call no show and then the bus would run late and and that we had to retrain our thinking within the department that without you there not only are you disrupting that child's life but also the lives of the parents they have to get to work they have other responsibilities and if we're not consistent on time not only do we potentially wreck the stent about it we're strict about it if you cannot perform I've had to use in the past some tools where were drivers that perhaps weren't as efficient as they should be were moved to Shorter routes that somebody like myself could
cover later in the morning easier that way those kids are still there if you're on a long route and you don't show up at 3:00 that's hard to cover so I've got if you're reliable then you can be rewarded by having one of the longer routes where you get more time if you're not reliable then you're going to be moved to a short route I have to tell you some that were moved to short routes are now back on Long routes because they found a way to be there and it's just that learning process one of the things I think about especially now especially with again the environment the climate and the world we're living in a level of security to some of the for some of the parents knowing their child is either on
or off or when they got on or off or where the bus is and so on and so forth especially with some of the concerns about Vehicles waiting and you know but but the other point I was going to ask and this is something you can um talk about later or or maybe visual because I know when we do maybe this is something I haven't registered my kids for next year yet but I always see where the routes are and all I see is names and I know people but I don't know everybody and there's like stops with names and places that I don't know and is there a way to have it visually so like here the bus stops here the bus stops here because there are also some instances and I'll just bring
this up and you can again deal with it where the bus will stop there one one morning and then another morning it stops a little bit further or stops in a different area and I thought it stopped here oh we just did that so again again you're following up on all that accountability but I also wonder what considerations are made based on the stops and how the efficiency and or placement of those stops may be considered or reconsidered in the future I think some of them are just done because they're they were convenient but for your sake and the sake of how you've been able to make us far more efficient maybe there are different ways we can look at the routes and the stops at where they're at even though I know I know
it's a familiarity as far as with communities knowing that that's where they are but maybe when we have access to visually see maybe there's maybe this will be a better place for everybody together and for those communities that are further away this instance of knowing when the bus is there rather than having a student S standing or waiting out there in the cold or the hot or whatever it may be they they know when and where I think our communities are going to love it okay I I really do and uh one of the things that we've noticed in in our uh pilot pilot is that if the stop isn't pinned properly then the driver won't get a student list so part of what we're doing now is making sure that where we've pinned them
is is the stop okay and so we're making Corrections on the map moving the PIN to exactly where the stop is so that the driver will get the student list and so they'll be a little tweaking but I think once we get to the point where we have a full roll out uh the community is going to be very very pleased and again the safety security and accountability not only accountability for uh you know our drivers and and the students knowing but really even our accountability to you the board because it tracks all those times we'll be able to produce ontime performance reports live for you it's not Mr B going back you know over all the records and and checking time we're we can give you live reports so you know uh the performance
level of the department okay anything else I can answer anything else all right well thank you for allowing me to come and address you and uh indulging me in bringing that enormous trophy over I do have something for Miss uh Clementina though okay and it's only it's only very specific to yes and whether or not we move with full um turnover of the transportation department to beine as opposed to what we're in now can I put you on the L mic just bring it to you so you can [Music] sit um I feel like there there definitely is a division um with EMP the be line employees and the BD employees and I feel that it would just be easier if they were all beline um I just don't know since I wasn't here when
when the contract began okay and I respect the fact that um the employees that were retained with BD are the employees that with longevity and have the Arizona State Retirement um I don't know how many drivers that is that would be great so we we currently I have uh on the district payroll we have eight drivers and five AIDS are the AIDS new I mean no they have been with the district a long time also all the AIDS that are here have been long they were here prior to beine okay in polling and this is just something I want to throw up for the board because I I agree that it would be easier and probably more cost effective for the district to have just all employees under bline but in talking with District employees
their loyalty isn't really to be ly it's to be USD they love this District many of them attended this District so in a unofficial query of drivers is if the opportunity presented itself for them to come to beine or or um you know if the district elected not to retain them would they come to beine or would they seek alternate employment and it was confidential but still the numbers were of the eight drivers seven would leave and of the AIDS four would go so I would want the district if they chose to do that to at least provide some type of lead time because it would be very difficult to quickly go out and replace that many employees I think that was my intention especially with having this conversation now kind of ahead of I
mean I don't know how far and excuse me I don't know how far ahead of time we are with having to negotiate the new one um so pointedly that's never I would never I would say never be the board's intentions to just you know and so definitely that's why I wanted the study session um and I guess if we have to have another one I wouldn't mind at least to hear um some more discussion as we move on but I think it's especially maybe if there's some some well more or less we have the open discussion and and move forward based on how you know I think the fiscal responsibility and the soundness of of the board needs to be and of course we lean on our CFO but I think specifically when we knew
we needed to do something we made the action and made the move but we also considered that fact at the time it was never ever ever to have this this division yeah it was always that there was this was going to be good for us it's the same thing we did with food service it wasn't what it needed to be and we had to make a decision and there are still very amazing members of the community who work for them um and I don't see them differently either I never say SFA I'm like that's our cafeteria that's our they feed us I don't even know I mean I think it's the SFA yeah I assume SF uh SF is the reading thing anyway sorry but you know what I mean because I never look at
it in that connotation and I might see be Ling on the bus but I understand it's BD it's not you know what I mean so so I totally Mr President I see your point and for me personally as a director would it be easier if everyone were under under they all be light employees yes yeah but it's just understanding that potential consequence because it wasn't even the money money issues were not the reasons that those employees would leave it's just they felt that their loyalty to the district for all the years would no longer be being recognized and and that's kind of where they're at so I just wanted to throw that out there for you because that was the honest response that I got from this like you know we don't have anything against
you Mr B we we love working here but if if I if I'm not a b USD employe then I don't feel that that I'm being appreciated for what I've already contributed did going through the co years uh you know being one of the few drivers that was uh driving uh you know when they were trying to do double and triple routes they really felt that they sacrificed and and that was what they shared with me and that I'm sharing and I will say just just for the sake of speaking it is we wouldn't I wouldn't vote for something if I felt like that's what I was doing by disrespecting what they've done for us over over the years but in all that we were faced with and I will say Miss Miguel had come
to a couple of sessions where we were having some very very difficult Transportation issues because it was just not their fault and obviously we had to make a decision to do something that was going to be technically drastic to a degree and something we hadn't done and honestly I'm very grateful that you were able to do what you've done for us and so I hope that you know that's how it's taken and not taken as we are choosing to look away from the sacrifices um and I and I say that you know because that's how I genuinely feel I know these people as well they're members of the community I know I know how how much I know how much I don't want to walk in bashes sometimes because that's how much I know that
they could possibly be angry with me however I'm not doing it to be a bad person to them it's not personal just yeah it's just what needs to be done as as as and I agree with you I guess we could Market it in a way to say that you're still servicing the USD just in a different capacity you know um you're still providing the same service but under under that message came from the board from either yourself for another esteemed member to share that with them I think it would be received better than coming you know than coming from me because ultimately at the end of the day they would end up if they stay being my employee as opposed to a BD employ although we're still serving the same population the same board
everything else is the same right right right but I I think the the message needs to to come from from a board member or someone that can like you've just done you appreciate what they've done I think if they hear that that may change at least some of their minds about terminating their service and I feel like that's absolutely cast some weight to it because I I will say honestly in those I've been to Transportation once maybe twice and that's that's not for for any disrespect it's because I feel like that's where not well in the old days I wouldn't have gone down there either and I mean I feel that now like I should be more we should we should make the effort to be more present because that would definitely show a lot
more appreciation and respect as much as we try um but I also understand we we we we meet once a month and we all do it voluntarily and is sometimes difficult however I I do want to be able to see what you're talking about with your your big screens and your we we'd love to have you and uh you're always welcome and you're right mome I think that the you know the effort can be made and I talk too much Mr Diaz I'm gonna stop no um I'm going to try to be careful and hopefully I I I don't want to burn Bridges but I want to number one think um the words that you're saying right now about our employees they also I think they mean a lot uh the reason why they choosing
because of that they feel that they are part of the spirit and the essence of Babble K Unified School District um and how the Loyalty um they want to continue to feel loyal um when we be begun the partnership one of their fear was um the reason we bringing beine is to get rid of our employees and I think they they starting to see that that was not the case and and um having to make some changes or having them to choose now I think um afraid of how it is going to be perceived or they're going to say you lied and now this is s fulfilling prophecy I'm not sure how they will accept it but it's worth a conversation um uh right now what I want to emphasize is uh the hybrid system
that we have in place is working for our students for our parents and for our community um it may be easier for Mr Bo it may be easier for finance but what it comes down to is it good for our kids um I I the now um the the department has gone through um ups and downs um in in in different capacities um we have all the areas that are going to require bigger attention and energy but right now what I would like to task um Mr B is continue to work in building the team together either through those pot loocks so giving them a purpose as a team so they can continue to build a um the cominging together uh building a family uh or what team it takes years and it takes time
and in the process they're going to be some Growing Pains um uh it's you you building um uh events that will result they little ripples that have long Ripple effects over time um and in the process some people that they say you know what this is not for me they choose um either the BD or or the beine but when it comes down to how we can continue to celebrate the loyalty to both uh employees they both our employees right now how do we continue to strengthen that that they they can continue to trust and they they feel that they connecting with the kids um I've I there's a lot of things that is going to come down our way in the next couple of years right now we finally got Transportation where it needs
to be and and our employees that are loyal um and and and based on the other the areas that is going to require all of Us's attention um I I want to TK Mr be in continue to build that team continue to build that strength um while we focus on on all the areas that are going to be requiring our energy a best thinking and the best version of ourselves I'm trying to understand what you were saying are you saying leave it as it is yes and what does everybody else CU it's a board decision are there any other considerations based on what we've been presented I understand when you said is it good for the the kids nobody's saying I don't think I would ever say that we're not trying to do something that's
going to be beneficial to the kids and in one in one hand you're catering to adults who whether they want to make a decision to stay with us or not is truly up to them we have a system right now because we entered into an agreement that has genuinely made it very very very different than how it was when there was no no leadership at that department and I'm not saying this to be it's just the reality there was no way we were going to be where we're at if we stay the way we were those years ago so I say that's why I wanted to have the conversation amongst the board members is if we are looking at the transportation department and what we're being presented and how things are being moved forward how
things are being conducted technology being in infused into it all of these things that are beneficial to our students and the community I don't think we can keep on with this bosd versus beine granted it's something that isn't going to doesn't need our attention but the more that we don't have to deal with it and allow beine to do what it needs to do the better I don't think we get a lot of SF complaints as much as we did when we before we moved into that agreement because that was the only thing on area everybody's mind lunch was terrible and now I think there are still some things they can work on but we haven't it's something we don't have to worry about the same like you just said so I I want to
hear I guess from the board and again I know we want to have some more conversations about it but I don't know if there's anything we want to speak now or do we want to just set another date to have and make sure the community is aware that we may be having a discussion um to move to complete transportation department under beline um what's your name Transportation Miss Vance um I think uh like as was stated where we're at right now is in a good place um I think that the employee um that still have maybe those thoughts of um you know the the B USD or bline um I believe that the director has put all efforts into you know making sure that they they um the transportation department is one department and and
the employee should also feel that way um there are so many things that we still want to do and are looking forward to with the transportation department [Music] um if we decide to which which it seems like is a good idea to for it to become one under beline um it has to I think come about very [Music] um how would I say it so that they're comfortable and know that they still are um the employees are still part of of the community you know as well as beine beine is part of the community and it should be moved forward in that in that um capacity so I think that once you know this goes out and then there that they know that there's conversations coming out um and how it's reinforced to them that
would make it easier to to move forward as far as if if we decide to move everything under beline beine has been great as was stated you know we are in a position right now where we have kids that are that are spending less time on the buses we have routes that are being taken care of you know and and all those employees should feel appreciated and and you know they've done an amazing do uh job the director has done an amazing job and and we're looking forward to what's uh still coming which is you know it's going to be uh I I don't I think that you know we we just need to somehow put it out there that it would be better for the district if that's what we want to do is
put that you know put everybody under Bean think M just um just really quick I just want to say I do agree um well not really I I think that from the the Viewpoint of the employees they may see it as we have this outside entity that's coming in that essentially to them maybe want to take their jobs um and where while that's not the case I think it's important that they realize you know no we we don't want to take your job so we want you to stay we want you to be a part of beine it's you know nothing is going to change except the fact that you'll be an employee of beine now not necessar B USD and that's really the only um change that's going to take place but I think
um it it just being in the community and the conversations I think it would be hard to get the employees to see it that way and I think that's where that um it would create even more division because like um it would be more of like B USD versus B like so I I but I do think that if it's more cost effective for the district that it would be a a good idea to for them to essentially all be under the line okay um so Jessica brought up some really good points I think those are things to consider I also feel like your opinion matters about how you see um creating these teamwork or network creating those relationships with student with your staff um and I think having that conversation with your staff already
you know how they feel about it and I feel like if we could create or if that system of as a team could create better a better sense for the community members maybe they be more willing to do that um and maybe that shouldn't happen right at this moment but ultimately having those discussions of it is more coste effective and we would like you to be a part of our our team my question is too is if they they do decide to do that what happens with the retirement funding like is that going to impact them and that's probably one of their huge concerns is like is that going to impact their retirement good question yes Mr President uh steam board members um that is a true statement and I think that was part of
the original discussion perhaps that the board had initially on because beine as a private entity is not eligible to participate in the Arizona State Retirement System now if we could I would be a 100% all in because that is a wonderful benefit right for our drivers and many of them have lots of years into the system already maybe 10 13 some even over 20 uh years into the state retirement system if they are not to be a district employee and they would come to beine then they're no longer eligible to participate now that doesn't mean that they would lose what they put into it but they wouldn't be building any additional retirement benefit by being in beine and uh so that's why I truly believe some of them would opt to leave because they would
be looking for an alternate employer that would allow them the benefit to participate and continue to build their uh participation in the Arizona State Retirement System and so that is a key consideration for the board to to take into account because it will have an impact I'm not certain maybe miss me or somebody in HR would be able to look and provide information to the board as to how many of those drivers are are close uh to being eligible to to retire and which isn't a bad thing either it can be beneficial to a driver if they were to retire from the district and and come and work at beine which they'd be perfectly eligible to do because then not only can they Garner the benefit of their state retirement they can start receiving that
check and at the same time still be earning supplemental income for their family by working at beline but I I don't know the numbers as to how close those employees are but that may be something the board could take into those are good things to know I mean especially to share and I that was the point literally that was the entire point when we went into the agreement and I brought it up to say we have to make sure that we're protecting those that have built and put into their retirements it was never never ever ever and I have to say it again it was never to make this differentiation between bline and bosd it was simply because that was the one consideration I was mindful of to say hey some of these employees have
been with us for years they have built up their retirements never ever ever did I say give them a choice to get retirement or not but that's what's been done and that's what's continued to be done so that's why my questions specifically for finance were while we're trying to be understanding loyal to these drivers who have given us years and put into their retirement the did it it it also created this Division and I didn't and I don't like it um and I say that because it's it's not like it's something that's hindering us but it's something that continues to to come up every now and then and it hasn't but what I will say is the responsibility of the board and the overall responsibility we have is to inform have the conversation look at
what can be very beneficial to the district and in cost savings because again we have to think about funds probably not being available have a real tough conversation courageous conversation discussion as a board and hear their hear their comments if there are any but also offer some solutions I didn't know that you could maybe we hold off on those that are close to retirement this is just me speaking and allow them to do that them themselves not anyone else coming in who isn't close and then move over to beine when they have that opportunity and it's in the it's out there it's in the open I didn't know that that was possible I don't I don't I don't want to give anybody no advice that I'm going to be held responsible to but that's what
I understand so there are things I think we can talk about and consider but M Miss I just want to say that as far as the finance is concerned it's not it's not a hardship for finance number one and it's not a big cost savings or um I feel like after reviewing several years back going back we've been pretty much um stable it's been um the same dollar amount that we spend in transportation but the biggest factor is there's no more phone calls there's no more heartache there's no more lost children um safety issues things like that so that is more important than whether it's a hardship for finance or not and yeah like I said honestly it's not um Mr B brought up a very valid point after 10 years I believe they are
fully vested and it's it's their choice if they want to continue um they were given that option right so of course they're going to continue um I don't know out here that there's any other employer that is going to give them that opportunity to continue with the Arizona State Retirement System um they'd have to go to tcon or to another school district um but yes they could definitely if they're close to if they're 55 they could start um benefiting from asrs and also getting a paycheck from beine if that's what they would choose to do maybe those are conversations to have and then decide I feel like again if it's I genuinely appreciate the consult the consultation and and the consult from yourself um and obviously if not majority of us or most of us
have children on buses now and I think it's been it's been nothing that I've had to worry about honestly because before it was something to have a genuine concern about well it was there was phone calls all the time and I do remember that into the superintendent's office we lost a child we you know where's our child um oh they forgot him on the bus things like that and and those are the kind of phone calls you don't want so I as when I as far as I have been here this third round I haven't had or heard of anything like that so peace of mind is huge oh okay Mr D um in the event I'm not saying that we won't in the event that at one point we want to continue or or
go back in having a self sustainable transportation department [Music] um if all of the bus drivers are under be line um what would be then in what position view is they will be and the second one is if Transportation I mean if the funding um we depend right now heavily in some federal grants um I don't know at this point right now what um impact we may have um there's a lot of speculation I wish I had more information that I only know how to play the game with real chips and I don't have all the chips right now um in which in one point we if we lose that all of the other federal grants um I and what would be then our plan to revive our transportation system um but go ahead Clementina
I feel like having beine having this service outs is Outsource is huge because we have the flexibility of first of all I feel that Mr is going to respect the community and give the community the first opportunity to hire local but then he has the um ability to bring drivers in and that's exactly what's happened we did not have 19 routes before yeah so I feel going back is going to be a hardship on the on the district a huge hardship because there's there won't be that flexibility um to bring the staff in from two on and I don't know what the drivers get paid but apparently they're happy with the the way they get paid so they're coming from Tucson and they're living here during the week and providing that service to us so
I it's it's like SF it's very similar in the way that they come to the Community First and give community members the opportunity to work to have a job to continue serving the district and if not then they'll they'll go out further and expand and bring the resources but it's it's their responsibility to provide the service and to provide the employees so you know what I thought thank you and Mr B don't feel like you're being cornered or anything and if we if we do go into some form of negotiation what if there's a plan to try and initiate someone who's going to be able to do that for us in the future we decide some years down there's an individual that we're going to trust in bein's care to eventually do what they're doing
for us to some degree that's local or that's I mean I'm not trying to put anybody on any kind of like path of this is what I'm here for but I think maybe there's a me there's some sort of mechanism where we can engage and say it's always been our attention to have that department run which it was for a long time by a member of the community until he he was I think he retired or he passed but and then it kind of fell into this realm of chaos and it ended up where it was when we assumed and called on on requests for proposals on how do we handle Transportation because we couldn't do it so I don't know I mean maybe that's also something to help with the with the engagement of
community members who felt like that's what we're doing to say we also want to have a continued obligation to our people and make sure that and I'm sure as Mr Dine is assuring or at least acknowledging I have no problem we love mentoring in our department we were able to Mentor uh a student that came out of the alternative program uh we've talked to the uh instructor of JT program and talking about getting some young people to come in I would love to have a Community member and I have no problem doing that in fact you know I've just kind of thrown this out I know there's a potential fiscal impact but I'd like to have an assistant director I would like to have somebody from the community that would have a passion for this
my goal in coming into an organization is to make sure that whenever I leave it's in much much better shape than when I came in and and I feel like we've already made tremendous progress I'm not what I'm not done I still have more pieces that that that need to be accomplished but I have no problem in sharing that and if somebody has a passion for the Youth in this community they have a passion for transportation I'd love to plug them in and I'll teach them everything that I know I'm not going to live forever I want to make sure that I put this into the hand of somebody that would share the same vision and passion for this community that I adopted from our superintendent he shared that Vision with me I love that
vision and again I told you that's why I'm here I'm happy to pass that along so if the the district had a desire to put somebody in there to you know be under my you know tutelage so that I could teach him after 39 years in student transportation what I know so that I leave this community with with leaders I have no problem doing that okay so well thank you I mean you know that's again I I I genuinely hear what you're saying in in the sense of our our respon not responsibility our own our own Duty as as a please not even I understand where we are and how much we all understand and care for the community members um but I think that we have some means to just as Mr B said
um continue to support that through through a contract through agreements and through our understanding of what things how things need to be but again um My Hope Is again that we're we're we're able to deal with this when we need to have another discussion if necessary be open and honest about what we're what we're considering um Mr Diaz I don't know if you feel comfortable at this point because of the conversation has been had to engage in those or Mr B whomever to say it's not anything that's been made in decision yet but the board is discussing and this is what needs to be this is what needs to be you need to be aware of um it's not we're going to it's not we're going to make it in the next month or so
um but it's open and honest and and I think necessary so go ahead Mr um first I want to thank our our bus drivers both beline and and B B fight School District I want to thank our transportation department um I want to reemphasize that they are the backbone of of our organization and the importance of the reason we exist is thanks to our bus drivers um that they bring our kids from every corner of the nation um secondly I also want to thank uh beline for partnering with us um um all of us in this room um we remember what it was on December 14 all the way to February 20 uh 23 that the form wouldn't ring your personal want and also the district it was it was truly a a rock inter
Shue um I want to thank this partnership because as a superintendent I have been able to focus on all the areas that required just as much attention that I would not be able um I would I would have not been able to be able of of service without this partnership um I appreciate both uh um the support from the board but also the collaboration of of b line um I will continue to work um I think we have a a great relationship with our um director of Transportation Mr be um you're right neither you or I will leave forever and we want to make sure that we leave this um organization in a much better place um and and yes part of my vision is uh continue to use every resource to not only uh
um open the doors for students to go to college but if we can have our students uh our next Generation that they will have a license to work either with us or with anyone that they choose um to continue to be a self-sufficient community so thank you for your partnership and we'll be more than happy to continue to have those conversations with our bus drivers um to make sure that they know their options and continue to guide us um um and what's going to be the best um for our transportation department and our kids okay thank you thank you Mr B Mr Miss car Mr Diaz um board members any L okay if that's it um is there a motion to adjourn motion motion by Miss anamarie Stevens second by Miss caning Vance what okay
