Nice to see everybody. >> There's a little resort. That's where it is. >> Almost. She will need the word. >> I didn't want to assume. >> You've got one up here already. >> Just in case you want to use it. I just want to make sure that >> that was fast. >> We all ready? Got it. >> I now call to order the regular meeting of board of education, school district number 40 at 6 pm on Monday, June 22nd, 2026. Mulling Education Center, 1900 52nd Avenue. Moling. Uh, open of the meeting. Can I have a roll call, please? >> Uh, Audrey Adamson >> here.

Motion to approve the minutes of the closed session of the board of education for May 26, 2026. So moved. Second. >> Any discussion? Hearing none. All in favor? I >> any communication public comment? No. >> All
right. Uh now we'll move on to honor elementary construction update. Mr. G. U. So you should have a little hand out in front of you. So really what's going on over there right now is we're salvaging um a lot of light fixtures, the mechanical equipment and demolition. Um, so we have the facade of the building all uh torn off. There's a lot of interior walls that are being torn off. Um, we had the main corridor um that was pulled out uh corridor floor uh doing some plumbing under there. And then um we demoed the um the old gymnasium and admin wing. We demoed the house that was on the last house that was on that property. Um, and right now we are working on the underwater detention system that's going to be going under that
parking lot. Um, coming up right now, Centennial uh contractors are over there. They're going to start uh laying all their form work up for the new foundation. Um, they're looking at doing all the helical peers um for tying in to the existing uh building and um just some other concrete slabs that we're putting in. Um, and that's really what's going to be going on for the next month, month and a half. Um, any questions uh on the process. >> Kind of kind of neat to see it all get torn down and see it come back together. >> Yeah. >> And then you all should have gotten the uh the live camera view. Um, so you can check on it anytime you want. Um, and you can do a little time lapse in there if you
want, which is kind of neat. Um, otherwise, uh, we're on time, on budget, and everything's running pretty smoothly. So, >> I just say I I appreciate how casual you are about it. I live very, very close to it, and, uh, it is impressive >> the amount of work and demolition and everything else that that that is going into where it's at right now. It's going to be so exciting and fun to watch it take shape. I live very very close to it. So I I intentionally drive by it often just because I'm still a kid at heart and I I I I love watching all that stuff take shape. So good job. This is really cool. >> And Estus has been doing a fantastic job and um our new project coordinator Sarah Breeze and Keith
Karsten's have been working really well with um you know the structural engineers, the architects um Estus getting all those OAC meetings done and staying on top of all the submittals and all that. So, uh, big shout out goes to all of them on making this process run pretty smoothly. So, other than that, um, all of our other construction projects are going well. Um, everything seems to be, uh, on time, uh, on budget again. Um, the high school bathrooms are really taking shape right now. Um, the cafeteria, um, walls are starting to go back up. Um, we're getting some finishes are starting to work on the flooring. So, uh, that's all on time. That's the those are the two big ones that everybody was a little nervous about with the new administration in there and everything.
Making sure that's all done before, uh, the kids get back in there. Um, the the three other elementary buildings that we're kind of tearing out all the classroom work, those are going really well. Uh, case works already staged up in uh, Butterworth and Washington, so they're starting to install all that right now. All the paintings done. um in the majority of those classrooms and we're just kind of waiting on gym flooring to be put in. Uh we're replacing those. Um soccer bowl is going really well. Uh we feel that u even with all the rain, they've been able to make some really good progress. Um >> the the retention seems to be working over there. >> It is very we had a little bit of a waterfall for a little bit there and uh they
uh they pumped some of that out. So it's >> water feature added bonus. Yeah. Um, all right. That's all I have. >> Thanks. >> Thank you. >> Okay. Um, moving on to the public hearing of proposed 2026 2027 school district budget. We will now begin the hearing of proposed 2026 school district budget. Is there anyone who wishes to speak in favor of the proposed 2026 school district budget? Is there anyone who wishes to speak in opposition to the 2020 the proposed 2026 2027 school district budget? Is there anyone who wishes to speak neither for nor against the proposed 2026 2027 school district budget but wishes to offer additional information? So the additional information uh this is something that we have to uh by state statute uh show you before you pass the budget. It's just
a uh beginning fund balance um our estimated revenues and expenditures and then our ending fund balance um for the fiscal year. So obviously you're going to have some uh a large deficit in the capital projects account but that is solely due to uh the construction and the other bond projects that we have out there. Um, so we have that money sitting there in that beginning fund balance and then um hopefully by the end of next year those projects will all be closed out. We'll be back to our regular fund balance that we usually have in that account. Um >> other than that um the operation and maintenance fund, we're spending some some of that down. Um that's all due to uh capital projects. And then um debt service that one it was just the timing
of when we sold the bonds and then when we're paying out our uh principal and interest on that. So we got a about a $2.5 million advancement that now we're paying back uh in the next fiscal year. And everything else is uh like a little bit of a surplus um in those accounts. Any questions on the budget? >> Uh yeah, just from reviewing it, I I I prepared one. Um that would be with the additional EBF funding, increased property tax revenue in the major facility investments that we have underway in the district. What would be I would say two or three outcomes that the administration hopes that our students and families will actually feel or notice within the next year? >> Yeah. So, we really feel that our students and staff uh and family are
going to see an updated and organized learning environments uh within those elementary schools. Um we really are putting an an enhanced investment into our athletic programs. Um and you're going to see a more appealing and efficient high school cafeteria. Um and lastly, uh the updated restrooms at the high school, it's going to be a much safer environment for those students and staff members. Um, so we really feel that all of these upgrades are really going to make a big difference in the lives of our our students and uh staff members. >> Great answer. Thank you. >> Thank you. Thank you guys. >> Um, anybody else? Okay. >> All testimony having been taken, this hearing of proposed 2026 2027 school district budget is now closed. All right. Moving on from the consent agenda. 017on to reports request help discussions. Start with Dr. S. >> Okay. Happy summer everyone. I hope everyone is enjoying their summer and having some nice time with family and friends. And I also want to thank Baroon for taking time out of his summer to come to our board meeting and participate as a student board member. We certainly appreciate that uh for going out of your way and uh being here with us tonight. Um I have just a couple of things. I want to give a shout out to the HR department uh for a hiring update. Um, we're very proud to report that apart from a few new items uh pending based on tonight's board meeting agenda, we are fully staffed for teachers and administrators for the next school year. Um, I want to give a
big shout out to Mr. Day and his team for all of their hard work and making this a reality. We know that staffing can be a major barrier in many districts across our state and I'm so glad that we are blessed with strong recruitment and retention here in Molen especially for our students uh so that they can have consistency in the classroom. Um lots of new legislation for Illinois public schools headed our way and I'm also happy to report that we are way ahead of the curve on one particular item and that is the cell phone ban. So we already have a plan in place that meets the rules. Um we have a bell-to-bell um restriction up to 8th grade per the regulations and also a current ban on instructional time for high school. Per
the regulations we are allowed to have uh to allow high school students to have their phones during lunch and passing which is a provision that we currently allow. So as it stands right now we are in full compliance with the plan that we have been operating for about a year and a half now. Um, at this time, we certainly will continue to monitor and there's always room for improvement and enhancement, but I want to give a shout out to the high school administration, the teachers, the students, the staff. It's a big change and I'm very happy that this work was done on the front end in a proactive way where they could take their time to work out the kinks and try different things rather than now having to be reactive and make a bunch
of changes on the back end having had nothing in place. So, I'm very grateful to be in the position that we are at this time with that new legislation. um update on our new strategic goals for next year. Our new goals are written and are in the final stages of review. I hope to be able to send them to you in probably a couple of weeks, middle of July, to be able to get your feedback on them before they come back to you for formal approval at either the July board meeting, I don't believe that's until the very end of the month on the 27th, or even perhaps the first meeting in August. So, we're in a good position there and look forward to getting those off to you for your final review and input.
A model schools conference. Um, this weekend we have um a large team. Several of us will be heading to the national model schools conference where we will be proudly represented by team from Wilson and Franklin who received the model schools designation this year and we look forward to their presentations on the national stage as they're able to um tell their story on school improvements. It's a really exciting time and we're very proud of them. Um and lastly um we um have a special announcement. I believe I may have already mentioned at one point or another that we're excited to host coach Carter, the real Coach Carter as the keynote for our all staff institute day on Thursday, August 13th. But what I have not mentioned so far is that we were able to negotiate an
extension uh with our agreement with him. and he's agreed to do a second keynote the night before on Wednesday, August 12th, dedicated specifically to students and parents and families um to inspire them before the official start of the school year. Um he will be able to highlight the importance of attending school every day, putting academics first, um education being the key to uh barriers that students might be facing and his um mantras of accountability, self-discipline, unity and respect. Um I want to thank Mr. Manis um for his individual uh vision setting meeting that he had with Dr. Pribble and I where this idea came forward. He really inspired us to expand our reach with some of the amazing keynote speakers that we are able to bring to our district and as a as a part
of our climate and culture speaker series. Um we're grateful to be able to utilize uh these great speakers to further connect with students and families and we look forward to begin promoting this awesome event at the end of July. So thank you Mr. Manis for your encouragement uh for us to think outside of the box on that. So, we hope that this will be the start of many more opportunities uh to engage students and families in different ways, but he will certainly be someone that will be exciting and dynamic and we hope to be able to fill the BPAC with with kids and families that night. So, that's all I have. >> Uh financial reports. >> Um each of you should have the March and April uh month end reports in front of you. Um
so you can see here we have a revenue and expense uh year-to- date on the first two pages. The second two pages are your month um month-to-ate revenues and expenses and then we have a fund balance uh on the fifth page and then just a balance sheet on the back end which is just more um information for you. The district uh overall financial health is in great shape. Um our fund balances are staying steady. um our revenues and expenditures are um on budget. Um and you can see in some of these like for instance federal revenue in March um you can see the monthtodate revenue was much higher than the previous two years but that really just comes down to when we spent that money um and when it's coming in. So we submit a
monthly expenditure report for all of our grants. Um so as we submit those expenditure reports then the state reimbures us. Um so that's why you have some of those outliers um when reading through these reports. Um any questions? >> Thank you. >> Student Board of Education member report. >> I don't have much to say seeing that school's not in session, but just speaking to fellow students, it's clear that they're really excited about the projects and they're seeing great progress going on this summer. But I just wanted to say like all the hard work going into these projects are not being like unnoticed. So that's all I have. >> Thank you. Now board of education member open discussion. Does anybody have it? >> Yeah. Um so early June I had the honor of serving at the
board of directors meeting for the ISB in Springfield. Our director of the Blackhawk division, uh Jeff Johnson at eye surgery. So he asked me to step in instead. So, um, being able to go down there and kind of see how the whole state comes together and does legislative work through the ISB was very, very cool. Um, obviously one of the biggest topics was the cell phone legislation. So, knowing we're ahead of the curve is is very, very cool. Um, the other part of that was the triple eye updates. So, there's a couple things that will look a little different this year for triple eye that I'm pretty excited about. So, one, there will be transportation shuttles between the two major places for meetings. And so if you've gone to there before and had to walk
in that cold, you know, it's not fun. So the shuttles will be be great. I tried to get it to the Chris Kindle mark for us, but no go. Uh the other big one is uh for the delegates. The assembly usually is that Saturday. It's usually in the morning and it's usually upstairs in a kind of a weird small room. They're moving into the main ballroom. It will be at lunch so that delegates can go to the morning sessions and not miss any. And if you're a delegate, they're serving you lunch while you're there. So huge change for that for whoever is going to represent us as a delegate this year. Um there will be a second trade show at one of the other locations on Saturday as well so that we don't have to
try to everyone can try to get down to that basement. There'll now be two locations we can go to. And the other thing just for the administration to know we may not be getting actual printed tickets here. Um there will be printing stations at the five main hotels. So when you check in you can just print your own pass there instead of trying to get them here for. So, oh, and there'll be a security team because if you were there last year, there was a security issue at one hotel and they have hired a full security team you probably won't see, but we'll be behind the scenes at every hotel and every place where there are meetings for this year. So, >> all anybody have anything else? >> I'd just like to quickly uh and
and publicly point out that we have a pretty important VIP with us here in the room. We have uh Diane Moore has joined us for for this meeting. For those of you who might not know her, uh she has been a leading figure in all things historic preservation throughout our community. Many of our buildings of historical significance would be parking lots or lame strip malls if it wasn't for her efforts throughout the years. So, if historic preservation was music industry, Diane, you'd be a rock star. Thank you for all your efforts. Uh if nothing else, um I'll take a motion to move into close session to consider collective negotiating matters between the public body and its employees or their representatives or deliberations concerning salary schedules for one or more classes of employees and to consider
the appointment employment compensation discipline performance or dismissal of specific employees and to consider the setting of a price for sale or lease of property owned by public body. >> So moved. Second. >> Any discussions? Hearing none. All in favor?
