No, but they want to meet. Okay, maybe No reason for me. 003Okay, before we get into number six, we've got Chris Matz from the city of Molen here just to kind of give us a quick update before we move on. >> Thank you. Sure. >> So, um I presented back in November. This is really a very uh similar presentation, but I'm really here to just remind you what we're what we're doing here today with the river edge zone. Um, so as a reminder, this is an act that the state of Illinois passed in 2006. I've done trying been trying to do research on why like city the city of Molen and some other cities now are taking advantage of it. Can you see it's been used in Pori and some other places. And I think what's happened is we've been an enterprise zone city for a long

time. If you look up there, the orange is the enterprise zone which Deer is a big user of. What's changed now is that you can kind of pick and choose. So it used to be you couldn't have one zone overlap. Now these companies can kind of choose the benefits that they take. So we'll be able to preserve the enterprise zone for deer which is a huge benefit for them. But also look at this green area which is going to be our river edge redevelopment zone. So that's really the oldest parts of our city, the parts that need the most investment that have the most environmental issues. Um and then also kind of the most environmentally sensitive sensitive issu uh areas as well. So um as we said the plan all along was to get this

going by first quarter of 2026. The state has approved it now. So, the zone is set up and it's really just a matter of building out our incentives. Really, the only incentive we need to build out, I should say, is this property tax rebate. So, to remind you what we're competing against on the other side of the river and we're trying to level the playing field here of the two different sides of the river. Um, these are some of those property tax rebates that are already set up for 10 years or three years depending on where you're at, right? So, and some of them are a sliding scale, some of them for all 10 years um for different areas of town and different uses. So, they've seen a ton of success in their downtown. We'd

love to um we'd love to have a success as well and see more redevelopment happening in these areas. So that's what we're doing here. And the only thing I'll remind you about this graph is the gray was exemptions that were passed, right? With the idea of the orange being the tax base over time, right? So you can see where the exemptions fall off, the tax base goes up. That's what we're trying to do here as well. Um so the boundary of this zone, like I said, it's within 4,500 ft of the river. So that doesn't always stay at the same avenue. It gets you almost to 19th Avenue on the west side of town and then not to 12th Avenue on the east side of town. So, um we are looking at a zone for

the Rock River as well, but that'll be something we'll talk about later and it's not not something we've actually applied for yet. We're just doing the research as staff. So, what it is, right, it's um it's basically an incentive layer that we're going to put. It's only going to apply to certain projects. So, it's not something where somebody comes, they need to negotiate for it or whatever. It's if you do this type of project, you get this type of benefit. It's not tiff, so it's not something that's going to go on for 23 years. Um, it's not really tied to the base as of today. It's going to be tied to the base as of when the project starts. So, let's say we have a a a property in the zone. 10 years later, the

project happens. Well, your property taxes are probably going to go up for those 10 years. And then the base at that point is going to be set at um 10 years from now if that's when the project happens. So, these are all incentives that come with the zone. we don't really need to talk about any of them other than the property tax rebate because everything else comes with it, right? The biggest incentive that comes out of this zone is the historic tax credits and it it guarantees access to those. So right now what we find a lot of times is Chicago takes all those tax credits and so if we want to do the old McKenley school, we want to do the old um if Allenale something comes along for that, it's like oh shoot,

Chicago used them already. So supposedly what this does is we'll have access in the pipeline to those tax credits um as we get projects. But the thing I'm here to talk to you about tonight is a property tax rebate. So, we talked about before, this would be a 90% tax rebate for projects that qualify. It would go for 10 years, and this would be every taxing body um signing on to that. So, verbally, they've all agreed to it. But, of course, now tonight, what we're talking about is actually signing the IGA. So, um 10% of So, effectively, the way you could imagine this is if they're getting if if the EAV is 100,000 right now, okay, it's gonna and we get a qualifying project. So, let's say that's a residential of five units or more.

And then that happens, right? The base is still going to be at 100,000. You're going to continue to collect the property taxes that you always would have collected over that 10 years. But we're talking about the increment that's created additionally by this project. 90% would go back to the uh to whoever's made that investment. 10% would come back to the taxing body. So, you're still going to get that 10% of whatever is created. And of course, when the 10 years expires, everything you know that new tax base goes to everybody as a bonus. So, um, properties that would qualify. Let's talk about that. I think I passed it. I think I might have passed it on this, Vince, but it's it's going to be, uh, residential of five units or more, and it's going to

be commercial and industrial investment over 100,000. So, I don't think we're going to see too many rehabs. I don't believe rehabs are going to trigger a whole lot of EAV improvement. It's probably going to be when new buildings are built, new buildings are created. I would love it to incentivize like a restaurant going in somewhere, but I just don't know how much it's going to create when a tenant change happens. So, the way I see this happening is like I said, older buildings um like a McKinley school that's already uh they already want this benefit, right? The developers already signed on to do it. We haven't seen the design yet, but we know what the project's going to be there. So, um I see, you know, old old buildings that need help taking this credit.

So, happy to answer any questions that you have or show anything that we need to show again on this. Um what what I will leave you with is the state has approved it. So the zone is set up and um it's really just a matter of the taxing bodies approving the IGA. Now I haven't heard any opposition from any of them yet. >> Any questions for Chris? >> All right. No, thank you. We look forward to seeing how this all shakes out. >> Yeah, we hopefully we'll see a lot of developments. >> Thank you. Thanks. Uh so with that we recommend a motion that the board of education approve the intergovernmental agreement with the city of Molen for the river's edge redevelopment zone. >> Second. >> Any discussion hearing? I just like to say I think this is a wonderful step in terms of some of the our pace goals and other things to kind of have a really intentional focus on our work workbased learning um you know experiences that our students can have as well as uh you know work toward that ascend model in terms of for our advanced students. So I appreciate the administration

for coming up with this position. >> Can I have any roll calls? Jason Ferrell. Hi Lindsay Hines. Hi >> Jeff Mayus. Hi Laura Severson. Hi Audrey Adamson. Hi Jetta Smith. Hi Okay. Moving on to number 12. Reports request and open discussion. Uh we'll start with superend attendance report. Dr. Okay. Um, I do have a couple of

different documents at your tables there. I did provide you another copy of the board meeting dates for the next school year. I know summer is starting and fall schedules are already filling up and so I wanted to make sure that you had another paper copy of those dates just for your records. Um, we had a rare positive legislative update come in today. There was a Senate amendment that was filed um regarding the world language mandate. So I know we've been watching and tracking that one very closely. This is House Bill 4795 known as the World Language Mandate. As a reminder, this bill uh was set to mandate that beginning in the 2829 school year, starting with the freshman class, every single student would be required to take two years of foreign language to graduate high

school. And while the idea sounds great and sounds like a good idea, there were a mountain of barriers for school districts to bring this to fruition. Primary concerns included that there were no waiverss made for uh the mandate for students with uh special needs or disabilities. Uh no concessions for students interested in pursuing the trades and other CTE program pathways rather than a 4-year university. Forcing this course pathway would hurt enrollment in other electives such as music and theater and all of our other dual credit and AP offerings. Student would students would be less less able to pursue their own passions with the little choice that they have already in their schedule with electives. And finally, there simply are not enough world language teachers really on the planet to have made this possible for every

single high school in the state of Illinois to be able to hire enough teachers to make this mandate come to fruition. And most districts would have been in a position to have to eliminate some programs or some courses to be able to make this happen. And really, it just sort of takes away that local control. So, um, this is a rare positive update and we were happy to see that. Um, it has been added to a bill that already passed the House and is on the third reading in the Senate. This means it is very possible that it could pass completely this week. So, stay tuned. Um, also at your tables, I put a copy of the next Blackhawk Division meeting meeting uh slated for June 10th at 6 PM. This one is going to

be held in Genio. I know Jason's probably going to be involved in that. I do know it's summer, but we are always happy to have a couple of representatives if anybody is available. That also includes our student board uh members. If you would like to attend, please let us know and we're happy to get you registered. I know typically in the June meeting, they do their goal setting and they tend to set their um meeting priorities for the next year. So, please let us know if you're in town or around and would like to go and we're happy to get you registered for that. Um this past weekend, we had graduation. It was uh very um entertaining uh but it was a great night. It is the best night of the year. It is the

opportunity to see the successes of our students. We graduated approximately 520 students and we are so proud of all of their accomplishments. Um we did a little debrief this morning in cabinet and always looking for opportunities for improvement and so we'll be working on those to see how we can streamline the um ceremony and make it even more um successful. Um, and this lastly I would say that this Friday in just a couple of days is the last day of school. It is a half day. Um, all sakes and purposes, it has been a great school year and I want to thank the board of education for their service. >> Thank you. >> Um, financial report Mr. G. >> So, you should have got the packet. Um that is our month end from September through

February. Um overall the district is in excellent financial health. Um as you go through these packets you'll see the a year-to-ate revenue, a year-to-ate expense, a month-to-ate revenue, and a month-to-ate expense for each one of those months. And then a uh ending fund balance report. um you'll see some discrepancies on, you know, from month to month on local, state, and federal revenue um between uh fiscal year 24 through fiscal year 26. But the reason why that kind of happens is mostly due to timing of those funds coming in. Um we're not getting a lot less local revenue or a lot more federal revenue. It's mainly just because that's how those dollars hit in that month. Um, so take a look at that. If you have any further questions, please feel free to reach out to

me. Be happy to answer any questions or concerns. Thank you. >> Thank you. >> Okay. Now, moving on to student board of education member report. Yeah, with the school year winding down, there isn't much to really report on, but I would like to thank the students, teachers, administration, and any other staff that made this year, you know, amazing. I think we've had a great school year thus far, and I'd also like to thank the board of education for making that possible. I'd also like to acknowledge the empty seat on this table. >> And I'd like to say that we've been working to sort of fill it. And we have Besa here who's actually our future like prospective member for this. and I'd like to introduce her. If you could stand up, please. >> Hi, my

name is Briea Deus. I'm >> So, her application really impressed us. She's going to be a junior next fall, so she'll be able to serve for two years. And her involvement in the school like blew us away. She was involved in musical theater, honeybees, and Bella. She also plans to be a lawyer after high school, and she's interested in history. Her friends described her as creative, reliable, and persistent. And she wants to come on the board to make sure all students have a voice. She wants to represent her peers with honesty and clarity. She wants to expand her knowledge and leadership. And she wants to ensure that all students of all backgrounds know they belong at MHS. Her teachers spoke very highly of her, saying that she's a hard worker and she's always seeking to

grow academically. And her interview was also done really well. She had perfect answers to all of her questions and she explained them really well. >> Welcome. >> Yeah. Thank you for coming by and we're excited to >> All right. >> Thank you Vin. Uh now we will go into board of education member open discussion. Does anybody have any >> question? So with the world language amendment, how exactly did that read? I hadn't checked it out of terms of it done or is it saying, "Hey, we're pushing this." What is the >> Yes, the update came through Luda. So I read the updated message from Luda which read it would eliminate the mandate. I did not read the language. I read the message from Luda that was pushed out to all Luda districts. Um, and it's

my understanding the amendment would completely eliminate the mandate altogether, which is pretty impressive um to see that type of legislative advocacy >> work. Thank you. >> Just want to echo what Dr. Savage said. Sunday night graduation was a success. I think once again, it was a a wonderful night. I know there were a couple entertaining pieces of it that probably had some people a little little nervous, but uh but all in all, you know, it's it's always a good time to be able to see the kids and and uh you know, be a part of it and have their lives. So, always fun. >> Yeah, I would like to just second that. I appreciate the the opportunity to give my own son his diploma, of course, but then also just as now having graduated two

two students through the Main School District, it just is an awesome opportunity. very proud of the work that the board does and that all of our teachers do and the administration is just a wonderful place to be a part of. So, thank you for creating a lovely evening. >> Uh believe our Wilson track team had a heck of a year. Saw that the other day did I believe we had a state champion of the 400 at Wilson Middle School if correct? >> Yep. >> Incredible. So, just a great year and shout out to them for just an awesome job. So, >> okay. I don't have anything else. Um, entertain a motion to go into close session to consider collective negotiating matters between the public body it employees or the representatives or deliberations concerning salary schedules

for one or more classes of employees and to consider the appointment employment competition discipline performance or dismissal of specific employees. I moved. >> Any discussion? >> Hearing none. All in favor? >> I I Nice warm. >> They're funny like a motion to return to open session. Back there. >> Any discussion? hearing. None. All in favor? I. >> Okay. So, the next on our agenda is brainstorm new 2026 2027 school year pace goals focus areas. >> I think we've all gotten to do this before. Uh we have Mark Bruce. >> I would say also that I want to thank the board. The vision setting meetings I think have been really really helpful. We've gotten a lot of really really great ideas um that have already kind of gotten our wheels going. Um at each station I

have a copy of this year's goals just for reference. I have just some prompting questions just to kind of get you thinking of things if you're kind of wondering what to think about on those categories. And then also to the left, like on the people poster to the left, I have actually um our roll out of the next steps in our portrait uh process. We've got that kind of mapped out. That's still kind of under development, but I know it kind of feeds into some of this. Um and so I know that you all have thought a lot about this already. And so I know that um we'll have an opportunity to get a few more things documented. Do you want to go in groups and do a rotation or how would you like to

do? >> I think done well in the past just kind of floating around. I think just the reminder that we're not >> we're not fully fleshing out goals just kind of key areas for them to look at when they are in their >> in their goal setting meetings with cabinet. So, with that, let's uh >> grab a smoothie out of the fridge right now. I just >> Yeah, I don't know what's going on. >> That's because we're at the other schools, >> right? >> I know. That was like kind of a little >> We can stir up some chips over there. Oh, you know that >> Aaron has good candy in her office and Brian also has really good candy in her office. >> What are we talking Audrey? >> Brian had his office. I

had walked in there one day. If anybody >> have a Kit >> Kat And children, Right now it's just me. >> That doesn't work. Out of that whole bucket. >> Oh. Oh, really? >> Out of the whole bucket. I chose the one that the one in the dead marker. That's some Yeah. >> Yeah. The next step will be back. meeting. It's the one. It's the two% you always >> have setting musical setting >> goal setting chips. Yeah. Well, the problem is we found out too short the district. We could easily I think >> I'm like unfortunate. >> That's what I mean. And I was hoping that like >> again what people had mentioned to me was included in this. It was not. >> So there's Absolutely. They want their kids. They don't want to be

a completely selection >> that's a good thing. I guess >> the same very important lesson. >> Yeah. Yeah. certainly impressed me with that. >> Yeah, we'll get to it. >> We actually cut it in because that is feedback. some parents might tell me how to make it so we figure out >> I think that might be a really to do and get a lot of different community agencies together. >> I was talking to because she said that >> she's like, "We just need to make it safer now." 2727. Well, I don't think Yeah, that's >> a nice >> because it's not the upper section there. Thank you. This is much better. >> Thank God. >> That was the last building. It was so much better. would have been right. So I'm gonna be >> the

whole place. of the funniest out of I appreciate the the comments and questions and we can share the information we we have on our our list to get done. It's just you come back and you see what you can get done with that. Okay, three times more than you anticipated. Right. >> Yeah. Well, we'll find out cuz Mic couldn't get any else done. >> He's in the office a little bit, but he's not out the office with the big stuff. like give me a like. >> Yeah. Yeah. >> Like I was like, I can't even see that now. >> Oh, yeah. Yeah. Likely not. I'm just like Laura all things basketball. >> Yeah. >> As it always has dinner. >> Dinner smoothie. >> Because I blueberry, strawberry, chocolate. Coco's milk and probably my teeth probably

look this I came straight from my co so I stopped I was going to be getting >> so my husband wants a good mission his was signing Tori to create a smoothie down here with this in hand so that way I could have sustenance before a meeting cuz I knew I set the goal setting. So Tori was here in the parking lot. He gave me this. >> This is the man that we involved with four cars in our graduation and it worked out which then you're like and then afterward at 1:30 we went picked up the truck. >> Yes. We went and picked up the vacation at the end of the day. I'd rather have want to like pick something and solve a problem than not go for it. I was trying to >> I

was like coming down 23rd Avenue. >> So, >> holy crap. >> Sitting on a side of the road at 25th Street in the cities with a crash. >> Didn't mean to interrupt you. >> She was just like sobbing. So, I stopped. >> Maybe differentbing. Yeah, like all abilities all abilities. >> Who was going and then >> discussion? Also, there's like gas reported. Yes. >> Yeah. This is this when we were driving here on Cinnamon. >> I didn't like I didn't like >> So, you know, she's a theater fan and stuff like that. She's gonna go as well. aerospace there and stuff like that. >> Yeah. So, so she'll be heading up there, but she said, you know, some weird thing and then um and then Joel Monzac is retiring this year and stuff like that.

His daughter is going into a celebration. So, she started last year. Li I had to go through the three girls like age. So Lily >> that's right has a friend with and then they transferred to We do that in their so as a childhood friend. Do you know where he's living yet? Okay. Where's he at? >> Oh, yeah. >> Brown. It was It was not It was not a good It is a drinking club. It was 25 years ago. If I hit the power wireless, >> I was asking questions. I saw I didn't open it yet. Yeah. >> Take this.
