001I got some >> I didn't know that. It's >> right little >> even if it's not like >> I call to order the regular meeting of the board of education school district number 40 at 6 pm on Monday October 27th 2025 at the Molen Education Center 1900 52nd Avenue Molen Illinois opening a meeting can I have a roll call please >> Audrey Adamson >> here >> J Smith >> here >> Dixon >> here >> Jason Frell here. >> Lindsay Hines >> here. >> Jeff Mayus >> here. >> Laura Severson >> here. >> Abigail Greenley >> here. >> Vernon Ma >> here. Pledge >> of allegiance. >> Ice to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all.

002Approval of minutes. Can I have a motion to approve the minutes of the regular meeting board of education of October 13th, 2025? >> So moved. >> Second. >> Uh any discussion? >> All in favor? >> I. >> Okay. Uh minutes of the I have a motion to approve the minutes of the closed session of the regular meeting of the board of education of October 13th, 2025. >> So moved. Second. >> Any discussion? >> All in favor? >> I >> All right. Uh, any communication, public comment? Okay. >> Um, Mr. Gallo, presentation of estimated 2025 levy, >> excuse me, resolution. >> I don't know how invig invigorating this is for everybody. Um but this is uh the standard practice that we have to do every year um is to present you the estimated tax levy. Um,

003so on the agenda, we're just going to go over the timeline, the calendar of events, um, a little bit of what is the tax levy, why it's important, um, just some levy basics, our data, facts, and assumptions, and then the, u proposed local revenue for, um, the 2025 levy, which is paid out for the 2627 school year. Uh so tonight we'll do this tax levy presentation and then adopt the estimated tax levy. Um and then December 8th we'll have the public hearing board adoption. Uh this is necessary because we will be doing a truth and taxation hearing. And then on December 10th I'll file it with the county. Um you have to do it by the last Tuesday of the month in December. So we just try to get there as early as we can.

004And then in the spring the county will extend that levy and then the summer uh those collections will begin. Um so just a little baseline um local revenue is about 65% of our budget. State revenue is about 27% and federal is about eight. Uh typically uh these are more typical numbers versus what we've been seeing in ESSER. Uh those numbers were skewed. um federal dollars were a lot were inflated due to that. Um but we're getting more towards our our normal. Um this is just a breakdown uh a little bit further of you know our local property taxes, other local funding. Uh you have your evidence-based funding in there, some other state grants, and then your federal funding. Um so here's our collection cycle. We get the majority of our money before the first day

005of school. So from May to August, we will get the majority of our tax dollars uh from our local property taxes. And then the money kind of flows uh all the way through uh January. Um so you know what is the levy? It's going to be that dollar amount that the district needs every year to support its programs. Um and that is attained by the property taxes that um are are out there and you see on your bill um as a homeowner. And then um it's also the maximum dollar amount that we can get. So once we submit this levy, that's the most money that we'll be able to receive. Um it'll just go down from there depending on what the actual EAV your estimated uh assessed value is. And then um you have your

006uh your funds. So these funds have the maximum rates. So your ed fund is that $3.27. ON&M is 75. Special education is4 and then the rest of these are uh 5 cents. And then these four funds are um based on need. So every year I will put in um what I believe is the need for each one of these uh funds. The other one that we also do is transportation. Since we don't have uh regular transportation, we we estimate that number uh which is lower than the statutory limit uh which is 20 cents. And this is just um some backup data of where our EAV has been going. Um so you can see these last three years our EAV has jumped significantly. Um and we're going to see another increase of uh 5.93% is what

007the county is currently estimating. But when we're doing when I'm doing the uh estimated levy, I always balloon that EAB number a little bit just in case there's anything that they missed. Um and then you can see the breakdown here of residential, commercial, industrial, and then farm and rail. So that's how that EAV is broken up uh from that total number at the top. Um and then you have your uh just a line graph showing how it's been going. So if you look back all the way to 20 or 2004, you can see that we're kind of an anomaly right now. Uh we typically only saw on average about a 2% increase every year, but we're seeing some significant increases in our EAV. Um and thus the reason why we're doing a truth and taxation

008hearing. We want to make sure that we're capturing all the dollars um of the new property uh values. And then this is just another uh graph on how that a little bit more detail on how it's been going. So we had that huge jump from 21 to 22 that was mainly due to a tiff coming off of the tax ro that tiff coming back onto our tax roles I should say. Um and then we continued to see some um extreme growth and now we're we're kind of coming slowly back down to reality of what um we should typically be seeing. And then this is just our tiff history. Uh you can see that huge drop off from 21 to 22 and now it's slightly kind of growing uh just based on the value within that

009tiff. Um, so this is what I am going to be requesting as a total. The 55 million on top and then the 51 95990 is what was extended last year. So it's a 6.88% increase from the previous year. And then um this is just the background data and the breakdown of what we received last year. So you can see all your tax rates, the levy rate per $100 of EAV, and then uh the dollars that were extended. And then this is uh what I'm estimating at at this time. Um the biggest couple changes that I made uh transportation, the state is continuingly to um increase the proration. So right now we're only going to be getting 61% of every dollar that we spend um in transportation. So I'm increasing that uh levy significantly for next

010year because of the unknown. Um and then for IMRF and social security, I'm actually lowering those because we do have a fund balance in there and to make sure that we're spending those dollars and keeping that fund balance from ballooning higher. And then tort um we have you know police liaison our insurance costs are going up um and that's the reason why I've increased that a little bit. So if you go back you kind of see like torque we asked for 1.6 uh last year. We're going up to 1.8. Transportation was the biggest change and then IMRF and social security uh I lowered there. Um so this is just the change. So if you look from 24 to 25, the dollar change in each one of our funds um for a total uh change of

0113.7 million and then the history of our tax rate. So, we've been pretty steady right around that five 5.1 4.96 is kind of our um where we kind of hit our balance there. So, we really don't see a large change in that every year and we want to keep it that way. It makes it more consistent for our taxpayers. We don't want to we don't want them to see those spikes and and lows. um it's just a lot simpler for everybody and budgeting purposes. So this one, this is just an example of a homeowner who has a market value of their home at $100,000 for the EAV in and then with a 6.5% increase in 2025 and what their property tax bill would change. So if if we did have a 6.5% increase in EAV

012for a homeowner, they would see $113 increase on their property tax bill. Um and then these are fund balances uh based on Illinois school code. We have to provide this um during our levy presentation and our budget presentations. So the beginning fund balance are preliminary audit figures. The revenues expenditures are going to and the ending fund balance is from the uh FY26 budget. So in summary, um we're going to assume that the EAB increase is going to be 6.5%. We're going to assume a tax rate of 5.0043 43 versus 2024 which was 4.9906. Um, which is a little over 1 cent of a of a change. And then a potential generation of 59 million uh versus 55 million the year before. And then, you know, property taxes are going to be increasing, but your tax

013rate should be relatively flat. Um, and that's what we're trying to do. And then next steps. So we're going to have that truth and taxation hearing on December 8th. Um just because it's 105% more. Uh if you remember the slide, it had uh you know I believe is the the total. And then um the district is you know we're maximizing that levy to capture that uh equalized assess value. And then lastly, like I stated earlier, the proration of 61% of every dollar for the transportation costs plus our transportation costs are rising. So both of those factors are going into the reason why I'm increasing that transportation uh number to 1.8. Any questions? >> Thank you. >> One quick. So I know this the levy part of it but at the beginning too I know that

014a portion of our budget is coming from the um actual funding model and stuff like that. Do we have scenarios where we think that's going to change at all based on for tier or is that going to be pretty stable so that way these numbers hold steady? >> I believe we're going to stay in the tier one. Okay. >> Uh for next year but >> I don't depending on how the the state funds it. I always uh look at it as we're going to get flat funding for the next year. So, our base minimum is X dollars. I assume the base minimum for the next one when I'm doing any of these interventions >> because I don't want to assume that the state is going to fund that EBF model uh just because of the

015state of where the budget is for the state of Illinois. So, >> thank you. >> Y >> along along those same lines on um page six of the slides, you talked about decreasing the um IMRF and social security. um that will still be a looked at as a benefit to the staff. We're just decreasing those fund balance as a proactive way to um just manage the fund the fund on your end, but the staff won't see a change in what they're liable for as if their >> benefit. Um yeah, we just had a little bit of a surplus in there, so I'm reducing that levy to kind of eat up that surplus a little bit. >> Well, thank you everyone. >> Thank you. Okay, we will move on to consent agenda. Um, regular motion board

016of education approve the actions cons contained in the consent agenda items A through D and F through L as presented. >> Second. >> Okay, any discussion? >> Hearing none. Recommended motion that the board of education approve the proposal for the group health insurance administrative services only with for a total projected cost of $338,96 for the 2026 school year. >> So moved. Second. >> Any discussion? >> I will

020say a couple things. Okay. So, um, so the insurance committee's been working, um, really hard to come up with some creative ways to make sure that the out-of-pocket costs stay down for their members and patients. So, that's why we've got some, um, kind of an extra breakout here. You'll see in number 14, we're switching uh, pharmacy benefit manager. Um, and again, that's because of the rising cost of our specialty medications. And so we were able to find this uh true RX and Sharks that will help keep those costs down while maintaining that standard of care for our members and patients. So that's why we have this breakout here and we are approving these two separate things on the um health insurance side. And then of course we have our health um dental plan and Medicare

021D which I believe we have no changes in. Is that correct? >> Yes. >> Yeah. There's no changes in D. We just had to reapprove it. >> Correct. So, >> thank you. >> And I would just like to say thank you, Lindsay, for somebody with special case serving us committee and the time you took to be serving on this. We appreciate it. Thank you. >> I did very minimal work on this. So, yeah. >> Right. Any other discussion on number 11 hearing? None. Can I have a roll call, please? >> Lindsay Hind. >> I >> Jeff Mayus. >> Hi. >> Laura Severson. >> Hi. >> Audrey Adamson. >> Hi. >> Ramona Dixon. >> Hi. >> Jason Frell. >> Hi. >> Cha Smith. >> Hi. >> Okay. Number 12, approval of group health dental plan for

0222026. Recommend motion that the board of education approve the proposal of group dental insurance with United Healthcare for a total projected cost of $613,700 for the 2026 calendar year. >> So moved. >> Second. >> Uh any discussion hearing? None. Can I have a roll call, please? >> Jeff Mayus. >> Hi. >> Laura Severson. >> Hi. >> Audrey Adamson. >> Hi. >> Ramona Dixon. >> Hi. >> Jason Ferrell. >> Hi. Lindsay Hines. >> Hi, >> Chad Smith. >> Hi. >> Thank you. >> Number 13, approval of Medicare Part D for retirees over 65. So moved. >> Second. Any discussion? Hearing none. Roll call, please. >> Audrey Adamson, >> I. >> Ramona Dixon, >> I. >> Jason Ferrell, >> hi. >> Lindsay Hines, >> I. >> Jeff Mayus, >> hi. >> Laura Severson, >> hi. >> Cha Smith, >> I. >> Okay. Number 15, approval of group health individual stop-loss insurance for 2026. recommend a

024motion that the board of education approve the proposal for the individual stop-loss insurance with Sunlife for a total projected cost of 1,191,354 the 2026 calendar year >> so moved >> second >> any discussion hearing none please >> Ramona Dixon >> I >> Jason Carroll hi >> Lindsay >> hi >> Jeff Mayis >> hi >> Laura Severson >> hi >> Audrey Adamson >> hi >> Jeff Smith >> hi Hi. >> All right. I will move into reports, requests, and open discussion. Uh, Dr. Savage. >> Okay. Thank you. Um, first regarding the Lincoln Irving expansion project, I wanted to provide an update on the selection process for the name and mascot for the new school. As of today, we have received 169 name and mascot suggestions from the community. Each and everyone providing different perspectives on people,

025places, history, and culture. Our parent, staff, and community did a fantastic job submitting nominations. And I'm delighted to say that there were zero submissions that were inappropriate. So, that is a win when you put an open-ended survey out to the community. It's always a possibility. Uh, but our community really stepped up. The open nomination window closes this Friday. Um, with that, I also wanted to provide an update on the stakeholder engagement opportunities that we have completed this month. Uh, Dr. Pribble and I have been busy and you've got a little checklist there. Um, just to just to kind of repeat this is so important that a process is as important as the product and we want to continue to be transparent and overcommunicate every step along the way. And so we want to make sure

026that we're accountable to the board of education and to our community that we're engaging all stakeholders in as multiple different ways as possible. So, um, we, um, had the Lincoln Irving and Willard staff here on October 1st to engage and launch the naming process. The first survey, the open-ended nomination survey, was launched on October 7th and closes this Friday. Um, the next survey will launch in early November, so that has not been checked off yet. We've had our first committee meeting, our Nest committee, naming the elementary school together. We had our first committee meeting on October 6th and our second meeting is scheduled for next week when we will be uh looking forward to digging into some of the nominations and the committee which um has almost 20 members of teachers, staff, parents, community members.

027um will really have the tough job of digging into those 169 nominations uh and really finding an opportunity to narrow that list down to about 10 or 15 um that we can put back out to the community. Uh we had a Lincoln Irving parent and community night on October 17th. Um that was an opportunity where um we were able to piggyback on to an event that was already happening. Uh Dr. Dr. Publ and I did a Willard uh student lunchtime focus group event on the 21st. Today we had a lunchtime uh opportunity with students at Lincoln Irving and they have fantastic ideas. It's really amazing when you listen to kids, they have great ideas about what they want for their school and the things that are important to them. So, it was great to listen

028to them and engage uh their voice. Um some of the fourth and fifth graders were disappointed to learn that they weren't going to be able to attend the new school, but the third graders were pretty excited. Um at inter uh at parent teacher conferences last week, we had a large interactive display at both Lincoln Irving and Willard, which was pretty cool. We had a huge monitor thanks to EdTech and facilities and Mr. Gallow and team uh working with Leot to have a rolling loop of the interactive walkthrough video. And that was the first time the kids really got to see it. They were really excited. Um it was it was neat to see the excitement in their eyes today at Lincoln Irving to to hear them talk about that video. We had floor plans. We

029had just a lot of different ways to communicate with the families. So that happened last week. Um and this coming Wednesday um we have another opportunity to piggy back on to I think a trunk event that's happening at Willard. So just trying to engage parents as much as possible in as many different ways as possible. Um so those are the events that we have and moving on specifically to Lincoln Irving staff engagement. Um you'll see the first item there crossed off because we decided to combine the November 5th event and the November 12th event together. It kind of made sense to have that staff meeting and walkthrough event together. Um that was a request of uh principal Cole Breeze and assistant principal Caitlyn Hillier at Lincoln Irving. They wanted to do some other things with

030their staff next week and so they said, "Hey, can we do the staff meeting and the walkthrough at Western on the 12th?" Sure, no problem. So Mr. Gallow is coordinating that. So, the staff will be able to get over there for the first time on the 12th, and they're very excited and very anxious to get in there, and we'll be working on uh getting some answers to the FAQ document that they've been submitting. Um we hope to be able to um provide them some additional updates in December before they leave for winter break. And then after that, u hopefully in February, we hope to begin to plan our first open house and start to be able to engage parents um at the Western campus. So, we're always open to ideas and any other things that

031we might be missing, but um any questions on the um our engagement uh list so far? No questions. But um I did speak to a Lincoln Irving parent and they were so excited after seeing like some of the plans and the interactive display. So it's it's really good. >> Everyone's very excited about it. >> Thank you. Have a couple of other things. Um at the end of this week, the Illinois school report card will be released. As a reminder, this is the report for all districts in the state of Illinois for last school year, the 2024 2025 school year. As always, we have celebrations and continued opportunities for growth, but the headline is always that our kids and our staff are working incredibly hard, and we always have a lot to be proud of. Um,

032there are some changes to this report card involving new state performance levels and proficiency benchmarks designed to better align with college and career expectations. We've been linking several resources for our principles uh so that they can work with their teachers, um, including latest resources that we sent out last week. Um, we're planning for some parent communication to go out next week so our parents can kind of understand better what what the changes mean and and how to interpret our district report card. Uh, so we'll be working on that for next week. We want to be able to make sure that our schools can communicate and tell their story, share their positive stories and opportunities and opportunities for continued improvement. uh because there are already several presentations planned for the committee of the whole meeting in

033November um such as the special veterans day exhibit uh the audit presentation and many more. I've currently plan to present our annual report card review at the December board meeting. Um additionally in November we will begin a monthly PACE goal progress update for each of our four categories of PACE. These updates will take place at the next four committee of the whole meetings. The goal is to provide the board of education with a mid-year update on each of our PACE goals. This is a new feature to enhance communication with our stakeholders and we're really looking forward to sharing the great work that is being done. So people update will be in November, achievement in no in December, community in January and environment in February. And speaking of pay schools, we're excited to announce a website

034refresh coming soon. This work has been a big part of our pay school for community and has been a collaborative effort with Candace in PR and Craig our tech director along with several members in the edtech department. Um while a lot will look familiar updates such as enhanced colors, removal removal of the color bar at the top of the homepage so photos are not uh any longer cutting off the heads of pictures. That's going to be an exciting update. We're excited about that. but lots of better opportunities to share news, district and student spotlights, and many other um updated features. So, we're excited for those changes. Uh triple eye or the joint annual conference is just three and a half weeks away. I have no idea where this fall semester is going, but it's rolling

035fast. Registr registration and hotel have been taken care of for all board of me board of education members attending. The hotel we were assigned to this year is the Swiss, which is directly connected to the conference center, making it easy to get to all of the conference sessions with less travel time. And those attending have already been registered for the evening events that we typically attend together as a group as well. You should have received an email to download the conference app, which is called Wova. Um, there you can find schedules and all of the information that you need. Please reach out if you have any questions at all regarding transportation or reimbursements or any other part of the process. We want to be sure it is smooth for you so that you can enjoy

036the leadership opportunity and professional development experience that's important to schoolboard members. Um and lastly, we have a fall read Molen event happening tomorrow night at Browning Park or at Wharton if it is raining. Um, this is another great opportunity to get books in the hands of our kids and family and we're families and we're grateful to the curriculum department uh for bringing these events to fruition. >> What time is that at for the read to 5? >> Okay. Thank you. >> Okay. Thank you, Dr. Savage. Um, student board of education member report. Um, Bullion Boys soccer season came to an end last week in a heartfelt loss in overtime three to three against Poria Notre Dame. It's really sad to see them go like this, but it still was a really successful season. So, I'm

037really proud of them and excited to see what they do next season. The girls tennis team sent three athletes to state, so congratulations to them. And congratulations to the girls tennis team overall because they won conference again and also got another successful season. Um the Mullen History Club is setting up an event on November 10th to honor veterans around our community. This is extremely exciting and you know 250th birthday coming up for the USA. So I feel like this is a perfect time to do this. And the legacy break fundraiser is still going on for William History Club. And you kind of get your own break with the name of your choice up and it's going to stay for basically as long as the outdoor classroom is still up. And this Wednesday is the first

038meeting of the super superintendent student advisory council. I want to thank Dr. Savage for taking time out of her day to basically do this and listen to the thoughts of us high schoolers. and it's a really exciting opportunity to be able to make your voice heard and make changes around the school and the district. >> Um, Women in STEM has had two elementary events over the last couple weeks. We went to Logan and Jane Adams because we're very excited um to be doing STEM activities. We do that with the Y after school care program. So, it's just another way for those kids to get more hands-on science things to do. The student hunger drive is closing out next week, but we still have a couple more events. We have Mullyween this Thursday, the 30th, um

039from 5:00 to 7:00, I believe, at the high school. Um so, elementary students can come in and trickor treat from door to door. Um we will have games, costumes, all sorts of fun things for kids to do. And then we're collecting can donations or monetary donations at the door. And then we are also this weekend um collecting cans in neighborhoods doing a trick-or- treat for cans. um for the student hunger drive. And then my last thing to share is the winter play has just had their auditions over the last couple weeks and so they're getting into gear um for I believe it is a comedy improv play for the winter. So that's exciting. >> Awesome. >> All right. Thank you guys. >> Thanks. >> Uh now board of education member open discussion. U we got

040a couple items on here. The first uh Dr. Savage sent everybody the professional development credit options. We have that free professional development from the ISB. Um if anybody had a chance to look through those, if there was anything that stood out to anybody that they feel would be a good uh a good use of that credit for us. Um for myself, there was one that was uh community engagement um and communication. I I I think that we do everything very well as a board, but that was one of those, you know, it's it's always tough to know like what should I be saying, what, you know, what's what's my role when I'm in the community? What what should I not be saying? So, that was one of the ones that kind of stood out to

041me, but I'd be interested to hear what everybody else is thinking. >> Yeah, that was one of mine as well. And then, u the other one aligned with Dr. Savages um report to us today around how we will see the goals and then the PACE goals shared out. That's something that we've had >> lots of conversation about as a as a team here um after we've done our um annual goal setting. Just that ability to see the progre progression of us accomplishing some of the go those goals. So I feel like that piece is going to help solidify that for us and it just hits on the evaluation because that was one of them. I don't think we need, you know, support in that. We just really wanted to kind of hit home with the

042goal setting component. >> And can you remind me when would we do the work? Would that be early next year? >> It would probably be sometime in the spring. We'll probably look at I I would imagine we would do it after a shorter board meeting. >> Yeah. >> Um keep it still in an open session. I think that's what we did the last time we had one of these. um you know, not have a special meeting about it, but you know, one of our shorter meetings, keep an open session and >> and go from there. Um and that'll be something that we'll probably figure out for for spring. >> And I like how we did the last one. We did it in the whole like it was it it didn't even feel like we, you

043know, closed the meeting. We kind of >> we just kind of conducted it. >> Yeah. >> That's my hope with this is, you know, transparency. there's nothing there's nothing that we're going to be doing in here that we don't want the public to know what we're doing. So, I I think that, >> you know, just uh it'll just be a matter of >> when we can get them here and when uh when it feels like it, you know, we don't want to keep people here until 10:30, 11:00 at night if we can help us. Uh anybody else have any anything about those particular discussion topics? >> I would echo the communication piece. I think that would be really useful. >> Okay. Well, that so that gives us a good direction to go and uh we

044will get that scheduled and make sure that we can have everything worked out. Um, another thing we've got on here is AAA conference discussion. I think kind of just little informative things for everybody that's going. So, I think Dr. Savage covered the the basics of it. uh if you haven't been, which I think everybody that's going has been, um you know, using that app and and finding things and finding good use of your time and sometimes it gets tough because you'll see six things that are at 10:00 that you want to take part in and then you won't see anything at noon. But um but yeah, so it's uh it's going to be a good time and it's a good uh development opportunity. So >> So yeah, three and a half weeks. >> Yeah, it's

045crazy. How did >> that happen? Um, no. >> Uh, does anybody have anything else for discussion? >> No. >> Okay. Uh, so we have a close session. Can I get a motion to go into close session to hold the discussion of minutes of meetings lawfully closed under the open meetings act whether for purposes of approval by the body of minutes or semiannual review of the minutes as mandated by section 2065. Uh, A motion to go into close session. >> Second. >> Uh, all in favor? >> I can't pause for a minute. She's going to do better. >> Okay. >> All right. Are we ready? I get a motion to return to open session. >> So move. >> Second. >> Any discussion? Hearing none. All in favor? >> I. >> Okay. Now number 18. Can I

046have a motion to adjurnn? >> So move. Second. >> Any discussion? Hearing none. All in favor? >> I
