001umik welcome and we'll go ahead and call to order the July 9th 2024 barbecue reunified School District public hearing um mroll call okay K and hi um Stevens anary Stevens absent and and El wood absent okay we do have a quorum we'll continue with this evening's public hearing number three is our routine business letter a is the approval um approval of the April sorry approval of the July 9th 2024 public hearing agenda without objection a motion to approve is there a second second by Miss Kathleen Vance well in favor Sao um three eyes um the agenda is approved moving on number four is our information items letter a is the public hearing on proposed School District excuse me letter a is public hearing on proposed School District annual exp expenditure budget for fisc year 2024
0022025 per ars1 15- 905 Miss Clementina Carla good evening president buendia governing board members superintendent Dia and everyone here and listening in I will car I'm sorry real quickly just for the for the public's information it's a public hearing if you have any question at all whatever she goes over this is your opportunity to ask from the floor I'm really glad you're here kick it off okay I presented this last month in June couple of weeks ago and nothing has changed so the fiscal year 2025 budget forms were released um to be in compliance with ars1 15- 9105 on May 2st 2024 and at that time the legislature had not passed the budget they had not approved the budget and they did approve it on 615 but the budget the primary budget forms that we
003used did not have the increased they did release the new forms on 621 so we will have to present the updated budget with the new budget forms sometime before September the 15th as required by Statute just a little bit about the budget there's uh different categories from which school districts can expend funds the categories fall under these ma major classifications maintenance and operations classroom site fund District additional assistance special Revenue funds instructional Improvement fund and other funds next page so this is Page seven of the budget and the fiscal 25 Revenue control limit projection is is $8.8 million the district additional assistance is $19,124 the fiscal year 24 carry forward projection from fiscal year 24 is $3.5 million the fiscal year 25 estimated additional funds from prop1 to3 is $74,000 for a total General budget
004limit of $13 million and just a little note on the prop 123 it's expected to Sunset this fiscal year unless the legislation changes if we compare fiscal year 24 budget limit for m&o it was 11.5 million last year and the proposed budget limit is 13 million an increase of $1.4 million next page the classroom site fund fiscal year 24 budget limit was 1.4 Million last year we're projecting a carry forward of 400 $ 47,800 the state allocation projection for fiscal year 25 is $993,000 for a total budget limit projection of $1.4 million and that's an increase of $785 the classroom instructional expenditures this is just a snapshot um at the time of the presentation for fiscal year 24 instructional AIDS there was approximately $110,500 spent and for classroom Furniture directly related to instruction and technology
005equipment directly related to instruction was $365,900 the budget limit for federal grants in fiscal year 24 was 21.9 million and in fisc year 25 the projected budget for Grants is federal grants is 12 million and that's a reduction of almost $10 million and primarily that's due to Esser funds and this is page six um this list all the federal grants and you can see the difference from fiscal year 24 for the prior year and fiscal year 25 and state funds state grants rather um in fiscal the prior year fiscal year 24 the estimated amount was 16423 and in fiscal year 25 the estimation is 240 or projection is $ [Music] 24,79330 000 and we're projecting the same budget limit in fiscal year 25 with no change or increase and then other funds in fiscal year
00624 the budget limit was 21.9 million and the production in fiscal year 25 it's 12 million oops wait I'm way off hold on sorry other funds 14 million okay the fiscal year 24 budget limit um was 14 .2 million and in fiscal year 25 we're saying it's an increase of 47,1 337 for $14.7 million in fiscal year 25 and the next page reflects the actual list of all the other fund and the details are there any questions related to the budget any questions to the budget miss m Carlo I have a if I may just a general question I know I know we saw the prior year but would you mind maybe if you can um at some point compile at least a fiveyear for all of us yes absolutely absolutely kind of see the
007trends yes I see a little I see a little I'm a little concerned but none nonetheless I'm sure overall I think I think the um I just want to be able to kind of look at what it looks like it is very concerning I think a lot of uh districts across the United States have been saving money in M because of eser and there's an abundance of funds right now but they're estimating that it's it's going to crash pretty much because people relying on the Esra funds and they're saying between three and 5 years you're going to start dipping and going into the negative so that's that's on our plan to present to the board okay great perfect the other thing I would look at is all those positions that are tied to Esser as
008well just what what in their Sunset and how we're either going to keep them on or not well bosd was really smart I I have talked closely to Allison and there wasn't any positions tied to it thankfully great so there was diens related to Esser but no no positions so BD is in a good position as far as that's concerned so okay president Mia yes sir uh for clarification you want a fiveyear projection or fiveyear uh review um of the funding no go ahead siia I to say review review review so you want the history and possibly a projection if you could project and it's like up here I'm just kidding we plan for we do have part of the presentation a fiveyear projection but we can also bring the uh for history purposes we
009can also bring the fiveyear trend U so we can see how it changed in the last drastically oh um and for the public um I don't know if you noticed today or you probably saw especially with grants we going from over $20 million down to the13 million um and for the public um we receive a lot of money through uh covid and all of the funding was channeled into to buying air conditioning uh replacing um in inside of the classroom the technology so our students had the possibility to be online um and a lot of the money went back into the classroom or the infrastructure of the schools um and we chose not to use it for Staffing purposes because we knew that money was not going to be there forever is is the projection
010and the review I'm sure because I know as far as this District in particular impact 8 is kind of Saving Grace when it comes to some of those things but I definitely want to make sure that we're also sustainable and and looking at the new huge costs we took on Transportation side not to say that it hasn't always been as big as it as it's as it's been but I want to say and speak freely with the public that transportation is not high on any other District's um funding because there's really none but we use a lot of our grant funding impact gate funding to be able to get kids from one end of the nation to the to here and it is costly yes it it it's more costly for Rural districts right so
011just to kind of get a bigger picture and be able to kind of give everyone an understanding of kind of what we have to deal with yes so I have three request a 5e projection uh fiveyear regression and Analysis as well as an um uh an impact date um specifying how the investment in transportation how it ties for transportation thank you [Music] presid thank you you lost my agenda sorry okay we'll move to J I will move to adjourn the public hearing is there a second second second Missi Hendricks all those in favor M that's five eyes and the meeting or public hearing is adjourned is 5:21 p.m. will I think do we have to start at 5:30 for the regular meeting huh we do have to start because have a heart start for our

014like consistent about it and yeah I was scared but in the end I feel like I did good with everybody I talked with and I feel like I could do better [Music] e e okay all righty uh so sorry little [Laughter] walk J we'll go ahead and call tonight's meeting to order uh as I call the meeting to order I want to share a simple message with the public as well as in support of our district in our vision state vision statement mission statement and our purpose statement our vision statement is that our students will be loved encouraged and prepared to Take On The World by embracing our hdu our mission statement is we create healthy inspiring motivate motivating developing achieving graduates him um hdog hdog is a tum word for our way of life
015our purpose statement is we create a nurturing learning nurturing learning environment for every child every day with an additional commitment to support our hdu uh as representatives of the community the um the governing board here uh is and lives within the community and so we do take special care to make sure that we're not only including um our way of life or our traditions and our culture and our Heritage as a people but that we also utilize language in and as much as possible uh when we are able to so it is definitely something we want to be able to support and in support of the district I wanted to make sure to share those words uh today's date is July 9th 2024 the R Barbecue rifi School District regular governing board meeting I will

038wondering because you're making a recommendation is this should have this have been a oh an action item action item not an information oh I see not it yes so um I didn't catch that either but it does no I didn't catch it no so for the sake of the record because it's in action items I believe it can come back as an I mean because in information items it can come back as action item at a later date once we have time to yes talk about it but I think for the sake of the question just some clarification and if you want to give us some guidance on on that there is no conflict I well I'm going to feel more comfortable I reaching out go cancel and get it in writing it that's it

043point to um give some feedback that he appreciated the way that information was presented so thank you thank you for taking the time um and also for the most updated list of vacancies that we have um is on our principal highlights weekly report uh you will be able to see all of the vacancies on a weekly basis on the most updated list um we're proud to say that we have a very short list but nevertheless every vacancy count are there any other questions if not thank you Mr RZ thank you appreciate you in immediate let's give it up for Miss be le join us good evening um board members president buendia and superintendent Mr Diaz so I hope you had a chance to read my board report for the intermediate campus but I also wanted
044to add because you may see them out in the community uh we did our school is sponsoring a um like a share it type bookshelf where the students can go and get a book from the Shelf it's all free they can take a book share a book put it on there so right now we have one at the Santa education center sales Recreation Center Behavior Health Center the sunrise house and the intermediate cafeteria will have one and um the inter oh no the middle school high school will also be taking one soon we just haven't dropped it off yet but they are little brown shelves with flowers on them so if you see them you can put some books in there for our for anybody to get and it's free and so we will be
045working with books for classrooms and the Puma County Library who will be giving us the books to put in them and that is it awesome M Hendrick I guess the same question Kathy have about your positions that we have a PE position and a music or art or stem if anybody's listening out there I can turn it into one of them so we want you but it sounds like you have all your teacher all the teacher positions are filled um although we will have two teachers who won't be coming until probably August I wanted to comment really quickly I know we'll talk more about it at the retreat um but thank you for putting in a lot of the information on on like where you're at and your your Solutions basically to what you're actually

047the aasa data which we're going to go over later on this week okay any questions for secondary thank you thank you appreciate [Applause] it let's give it up for Mr [Applause] P good evening uh president buia board members superintendent Diaz I've submitted my report I gave you the highlights um moving forward my biggest thing is attendance everything will and we'll talk more about this but everything will fall in place once our attendance goes up so we've this slide's a good slide Aon thank you for stopping there this is a good one to to highlight because we've made a a a schedule that will lead to higher attendance rates because of how we have it starting um we are already submitting stuff into uh for J for PBIS store that will be attendance and uh productivity
048driven as well as the other PBIS initiatives that go along with it and uh our big push is going to be be in school every day get your ten assignments done every day um if we can get that done we'll be in in very better shape where I think we're probably in decent shape but we'll be in better shape any questions regarding anything that is in here no questions I just I just I just always appreciate because we know how the campus is is completely different um but that you're trying to find some solution to make sure that you're meeting what you can and doing what you need to so I know we're going to have more Conversation Over the week so I just it's absolutely boils down to climate and culture for us they
049have to want to come to school they have to feel that they're important they're valued and that they are completing the work needed so thank you for noticing then I guess on the other end of just for I don't want to say foreshadowing forethought um and I know we had talked this about this before Mr Diaz but just for the sake of of conversation not conversation for the sake of reiterating a little bit um any progress we've made on some sort of hybrid solution or something that we can do because I know at least from this from the from the side of nonattendance and butts in the seats and funding that's always going to kind of hurt us too when it comes to the the alternative accelerated campus but I just here nor there I
050know we we've had that conversation just want to make sure we're we're ready for those questions and and solutions maybe this week at the okay just a thought than and now that Miss Carla is here she can find she can figure it out just kidding I'm just teasing um okay thank you sir thank [Applause] you okay uh that'll conclude I lost my agenda again that'll conclude our uh principal supports this evening number four is our barbecue reunified School District governing board remember reports I just want to really quickly I know I talked about it a little bit uh earlier uh on the summer school it was I did take a day um to visit and again very Greatful and very insightful and I hadn't gone to a summer school session I I don't want to
051say since I've been here but was definitely something to take in um and again I want to make sure that I'm ackn knowledging and and expressing thanks to anyone who wants to be able to to do that for for our students during the summer but what I saw there uh from the staff and the students was nothing short of you know all the amazing things that we were able to see but on a scale that was much more personal much more very it was a very different setting but I feel like they were really taking in as much as they could and very responsive um to not only the teacher but to what they were actually working with um and I don't want anyone to to look at uh from from the side of they're
052just playing with Legos um because again ear to the ground in the community those are some of the some of the concern or some of the comments that we may hear um that thinking or that process of not only having to put it together but to really cultivate an idea of how it works truly um gets them excited as I said I had two students in in summer school and I feel like genuinely their their Peak Interest in other things like that uh definitely was shown and they want to be able to look at different things that they maybe had even talked about or thought about before so thank you again um I just want to kind of make sure that I'm expressing that and I just above all supporting again what whatever the next
053next summer school is going to look like uh I know again as I mentioned as a board we we try to put in a lot of safety nets and we talk a lot about having to catch those uh or or try to try to get a step up for for our students that maybe aren't um showing as much progress through the year so I just want to make sure that the board you know feels confident and I know we are I know definit it's not it's not a question of confidence but I think above all my observation was was it was definitely a sight to take in and very much a great experience for the students and so thank you to all of our staff who took the time um and thank you so much
054for coordinating the entire the entire thing uh it is and definitely is um goes without saying you know thank you so other than that that's all I have is there any other anything else from the board okay all right with that we can move on then number five this evening is our barq Unified School District superintendent report Mr Diaz president Mia members of the board there's a few highlights that I want to uh bring to your attention uh from um the superintendent report and the director's report as well as a summer school report um from uh let me start with um number one with the operations report I'm sorry for the operations report we are very proud and very excited to uh share with you um part part of the retreat we want to show
055you some of the renovations that were done um in in in the teacher housing how is that going to help us um the the housings are going to be able a way to attract new teachers and keep teachers um the transformation was breathtaking so I want to thank um the governing board uh for their support as well as uh the ation team and modular solution I look forward to uh showing you what was accomplished in a month with those five units a different report that I want to highlight um it is the social emotional learning U report um Erin um from the social emotional learning Department um I want to thank the special opportunity of our students having options during the summer by having to do that the um the officer Brian um um at
056the Youth acad Academy um it's uh three quarters of our students have participated in in this Academy we from b g fire School District so thank you once again for providing our students um leadership opportunities um for the transportation report Department it's not only um all of the new units that we have in transport station we are sitting in a a very strong Place compared to last year not only with the with a partnership with beline but also the units that we have um um with air conditioning as well as um I'm seeing a wide flea bus uh that is now um we starting with that adoption um looks pretty hot um that you're going to see it around it's a brand new uh White uh Fleet bus that you're going to see with our
057logo or driving around it is ours um and something that we look forward to um is going to be the transition of um our the application of the transfinder um where the bus where the buses are um and soon uh sometime during the year we're also going to be rolling out the application where the parents will be able to know exactly where the bus is so they can they will know when the student need to be ready or ahead of time so thank you for the innovativeness thank you for transforming it thank you uh governing board for supporting the um increase and replacement of all of the units and uh beine uh thank you for that partnership and making sure our buses will be at the best condition so we can start on a positive
058note thank you I appreciate that love um from the superintendence um report Mr D have a question yes sir it just huh what oh No Just in particular to what you just mentioned um what is the actual timeline for roll out do you have one for all of that or you you just say it at some point um Erin bades um where will be um I know we wanted to sign the beginning of the year however we based on on where we are we push down the roll out of the application uh for where the buzz um where are we on the process do you remember what he said I think it was three months three months from this month think so from the start of school okay so Mr might be hop on the
059mic Mr B thank you Mr President uh members of the board of Mr superintendent it's a pleasure for me to address you and I'm very excited to report on the transfinder system uh they have completed the mapping portion right now so our team I've got a team of four individuals working in the transportation department now uh that are doing the training and implementation so we've got everything mapped and now Begins the big project that we're only delayed by the fact that many of our students have not enrolled yet we need our students to enroll I don't know what the latest number is Mr superintendent 1 150 160 I think the last time we but better than that hopefully as of today 1:00 uh we have 21 students um that have completed it um we have
060281 to be in completed the process um 59 started the process and we have 425 Mr yes what did you say the how many they in process um in process 281 okay and 211 are complete 211 done um So 20% of our students have completed the enrollment um we have 25% of our students still waiting uh to complete it um we have 59 um of our students that started it only uh they have not finished the process and we have a total of 425 what about uh 40 uh 5% of our student population they still need to complete the enrollment process or start the enrollment process okay thank you so once we have that enrollment U then something very unique to the transfinder system that you don't find in other parts of the state is
061um uniquely our students don't have addresses oh and that's how the system is based and because we do not have address addresses our compensation for that is to manually pin our students so we have before you tonight A a request for a par for some of our drivers to come in on the 23rd and 24th of this month and their assignment will be to basically get the students that have enrolled and uh hopefully uh we'll have more by that date and then they will work with our routing Specialists who will then pin the stop for each student once we have that into play we'll have the GPS our mechanics are installing the GPS on the buses so that that then the students um the the bus can then be tracked with the app so the
062parents can know when it's coming but that's probably about three to four months out before that actually goes into play our primary objective now is just make sure we get the students pinned and then uh with the tablets that will be installed on the buses that will have all the routing and mapping so a substitute driver let's say for example maybe they came from Tucson and they didn't know the area uh the the routing tablet will take them Direction by Direction stop by stop through the route uh so that it will be efficient and it'll also um you know once we have the student component in place then they'll be able to scan on and off and the parents can see which will save our department a lot of phone calls because a lot of
063us where's the oh never mind I I see it now yes it's almost there so um that's kind of where we're at with transfinder any other questions go ahead M Hendrick um yeah just in three or four months this is going to be ready to be without um communicating the information to families are you is there a plan for that yes there absolutely is a plan to do that we'll be educating our team on it first because it's a there's a learning curve there so that everyone's going to have to learn and then we will use all the resources available us available to us through the district to get the information to the parents because the better they understand the system and that they're trained on it then the less call volume we'll have in
064our department if they can just check and see so I think it's going to be uh very nice for us and we appreciate the board's support and helping us get this rolled out are we happy to answer any other questions okay all right thank thank you very much thank you Mr of course um now moving right along uh some of the highlights that I want to point out to the government board and Community uh for the June is um one of the data uh meetings that we have with intermediate um thank you for um having that meeting and and looking at um not only what the data is but some uh Solutions in terms of Staffing of or possible uh ideas for the next school year um I want to thank my team for the
065reopening meetings um to be able to discuss where are we in terms of um starting the new year in terms of facilities um transportation attendance not attendance uh enrollment um as well as any questions or obstacles that we may have so we can troubleshoot all of those challenges together um the facilities walkthroughs we have spent time with our custodians and APS at every school um to see where what the progress is and having the facilities ready um and we had a great training during the month of June for the mtss um it is something that we are adding in Synergy um to not only um ask for support for students but also document the support that we providing the students in the area of academics Behavior or um social emotional support um also we had
066the opportunity to visit summer school thank you once again to Dr and the summer school teachers um and our students have participated and on that note I would like uh Aon to please uh roll out the videos for summer school [Music] go [Music] I'm taking video a one more video oh that is our report um at this point may I please have Dr Flores alite to uh to give us some highlights of summer school and the progress of summer school let's put your your hands together for Dr [Applause] V hin and good uh good evening once again I hope you had a great chance to read our summer school report so thank you for the opportunity to share the highlights of our 2024 summer school program this summer we embark on exciting Journey aimed at
067creating a fulfilling and enriching experience for our students blending technology with engaging Lego activities to boost their academic growth over 3 to four weeks we have witnessed remarkable progress in their learning Journeys slide number two please our summer school program set out to achieve several key outcomes we have academic growth we saw significant improvements in writing math and reading abilities across all grade levels hence on Lego activities kept our students actively involved and eager to learn the students gained a deeper understanding of technology and coding Concepts preparing them for future challenges we focus on enhancing math and reading skills to prepare students for the next academic year our curriculum emphasize essentially standards ensuring a solid foundation for continued learning post assessment results highlighted our successes and areas needing further attention from kindergarten through high school
068we provided tailored support to help students progress academically and earn necessary half credits for graduation especially supporting incoming seniors and outgoing seniors so that slide presents ma data I am pleased to report significant average growth rates across grade levels with primary and intermediate students making notable strides our Ela program also showed impressive improvements reflecting our commitment to enhancing literacy skills many students completed half credit courses critical for their academic advancement spanning various subjects from English to mathematics to sciences and ities attendance rates were consistently strong particularly among our younger students and high schoolers demonstrating their commitment to learning and engagement in closing our 2024 summer school program has been a resounding success in fostering academic growth in student engagement the blend of technology and handson activities like Lego has proven highly effective in enriching their
069educational experience say we're excited about building on this momentum in future programs thank you for your attention and if you have any questions please feel fre to ask are there any questions for Miss sorry Dr Flores Ali questions Ella go ahead I just want to uh say that uh when I was looking at at the uh your presentation that um I was impressed with the fifth grade students there really on top in on each category and uh I'm also glad that um um that it's mentioned the goal is that to work with recovery class for the high school and also the they're going to be working with u students to make sure to have the the right credits and the right great that's good thank you thank you Mr uh president M dear members of
070the board I would like to point out uh there was a preest and a post test um there were specific standards that were selected for the summer school program for ELA and math um based on those standards uh based on instruction that the students received uh we were able to see the growth that Dr Forest is talking about um and Aon Bates if you don't mind showing once again the graph um where shows the math data in ela data there were a couple of highlights that I it's important for the community to see that it was not just about Legos but it was also about the the Reading Writing and critical thinking behind um and how our curriculum instruction Department set up um those targeted standards and if you look at fifth grade that shows
07139% grow the students and the preest they had 29% and they went from 29% in a few weeks uh to 69% so fifth grade it we need to point out and celebrate the students in fifth grade and also the teachers another grade level it is um in math in it is for 8th grade that they started um at 20% and by the end of um based on the analysis we took away the students that did not do the post test but those that started the preest and the post test um the actual numbers they went from 20% to 71% with a total growth of 50% for a um for eighth grade um similarly in the ELA three grade levels that I need to point out is Kinder fourth grade and fifth grade that shows significant
072growth I know part of our goal um it is that students are going to increase 25% um during the summer school we have some grade levels that not only M but they have exceeded that growth both in such a short time so congratulations on your work and the teachers and also the students for the commitment that's [Applause] it one of the things just to mention um I know that in my visit to the bless you my visit to the campus was definitely something that I wanted to sh up and I did share this with Mr Diaz and and Dr Flores Harley was um I guess the support systems when it comes to any incidences that may occur and I and I only mean that in the sense of um coordinating an entire school session or
073summer session definitely is something that I want to make sure we're supporting to the fullest degree so that was really the only thing that I want to say was what I put on the on the radar as far as making sure there's support systems for for anyone coordinating to have and be able to address incidents with students having all of them together on one campus and then trying to navigate K through 12 I'm sure um was a challenge but thank you so much again for stepping up to it and to all the staff for doing that but that's the only thing I wanted to make sure to mention but other than that was awesome Miss Stevens um I have questions so I think it's fantastic that you were able to do this I can tell
074students we're engaged and we took a lot out of this program um I do have a question for the future are you planning on utilizing the program as like a way of getting students involved in like after school programming or something like that and even working with older students to implement the use of Legos um we have not taking it that far well we have uh the the purpose of of this program um every grade level has a specific kit um and it can be recycled so the goal is that every year that they participate that they will have a different experience um during summer school um uh when it comes to using it for after school um let us explore to see how would that work um without impacting the summer school as well
075so how we can maximize those kids so let let me take a closer look at that as well MH um yes it's a really good question and I think uh uh something that I want to say maybe we could have some more discussion on um and again it can all fall in the school and I I don't want to say that to be negative but at the same [Music] time we and those of you in the room who definitely have the the expertise and the understanding um can definitely I think support and see where and how what is needed um we're definitely not going to be able to get something like funding from the state but I but I only look at that as like like opportunities for like grant funding or something like that
076that'll help really try and meet the need and wherever it may be in the sense of how we're partnering with the nation and their programming but one of their downfalls is they don't have staff um and not that we not that we have an abundance of Staff but we definitely have staff who are able and capable and maybe there's a way to bridge it somehow but that's just just a big thought absolutely let me get curriculum instruction Department uh to give us some options and ideas uh we saw the response from the students the respond from the teachers and most importantly the response on the D right Miss syvia I was just curious to to know um and I was trying to find it what what was the enrollment total enrollment and then um I
077saw that you have St how many stud 300 they're all different grade levels and of the 27 that completed the hobit credit courses for credit recovery were there more that I mean just the 27 were the ones that came in okay it's a pretty so I'm assuming that most of our students are on track it's a it's a good it's a good question I think something we can definitely again dive into as much as we can at The Retreat I know it's definitely one of the things that we've consistently said as a board is ultimately the effort should be that we're front loading as opposed to catching all at the end or trying to trying to do the and again it's really difficult to say because I know for the instance why we have social
078emotional learning director is because there are factors that are just not not education like based because most of our students have a whole different experience in life um and I don't mean that to put them at a at a disadvantage but what I do want to say is that we have to think outside the box and how we're going to approach it but that question does come up continuously [Music] meaning what and how how are we how are we missing and we're not we don't want anything to fall through the cracks when it comes to the students from the get-go seventh grade should be already having the discussion about graduation not waiting until the 11th hour before they walk across the stage to get all of their credits then you know I mean those are
079the things that that we want to be able to see what is the plan and why do we always wait and why do we always hear so and so just barely made it when I don't know but that's that's just me maybe that me but I want to make sure that that's expressed at least from the standpoint okay that is that's all is is that is that your Mis is that your Mister is that your report all right thank you letter number six this evening is our barbecue reunified School District site handbooks which I believe is just updates as far as I saw Mr Diaz there shouldn't be anything that's correct updating like names new new new admins I can bring my um my principal from the secondary to point out as the major changes
080that for transparency for the community the board and the staff Miss okay so as far as the parent student handbook it was like the aligning with the page numbers Administration names um and the bus agreement the new bus agreement for this school year um as far as it's the student um athlete handbook our new um athletic director did add a clause on page 12 um of the actual handbook and it's just at the very bottom where it's after a game or competition it will um be required for a parent to allow the coach 24 hours before communicating with the coach about an issue that may have occurred during the game or competition um the reason he said for this is to ensure that it's not just based on like a heated moment like they're very
081upset they had time to think about what actually happened and then they can discuss and move forward accordingly depending on what the situation was and then also the right underneath it the parents responsibilities will be able um will be to respect decisions made by the coaching staff and contest officials which are the referees um parents will be exemp be an exemplary model by positively supporting teams they will understand that participation is a privilege and not a right that was what was added is that a has that been an issue or is it just to put on is to prevent issues in the future okay I just wondered I don't know if it's been an issue I mean I know I know how we are but I don't think we're getting in anybody's face okay um
082the other question are we going to and this is a question for you but both of you probably in particular for cameras are we going to include blatant and very clear information in our handbooks or whatever it may be about the use of systems or video or recording or all of those things that we know are going to be installed to the degree that parents at least understand that to add language for the parents to understand what we I'm just saying that would be I would say ideal as a parent now that I'm going to have a child at that campus okay I'm just saying that only because even if I didn't that's what I would want for our parents to be able to understand understand it's a great idea for transparency purpose let me
083work on on language on that it's already in it um is it in your handbook is it in this one it's with the new uh artificial intelligence already added in it with the new one right that's what I'm referring to let me review it uh let me double check and and and present it to the community and the governing board as well and it's not fear I just want everybody to be very understanding of what it is and what what it's doing what it's taking as far as information goes and we can reference it to the policy that we approve as well how we going to guard that information so parents they can um they they know um that it's also protected by by board so let me work on some language and bring it
084before the governing board okay perfect with that um we removed number seven this evening so we'll move on to letter f as our action items number one is the second reading of the Barra kiry Unified School District policy amendment I HB A R A are there any questions or comments if not do I hear a motion to approve motion to approve motion by Miss anarie Stevens second by Miss Kathleen batz all those in favor m m sorry over taking notes who who sorry have a motion by Miss anamarie Stevens so a second by Miss Kathleen Vance moving to approve second reading of the policy Amendment thank you all those in favor um five eyes motion carries number two discussion and possible approval to adopt the barbecue reunified School District annual expenditure budget for fiscal year
085is that 23 24 or is it 2425 2425 we're going to have to amend amend the agenda cuz it's this record it can I make the motion to appr yeah but it's changing the agenda with the change of you know what I mean the fiscal year to 24 a motion to approve with an amendment to the title of the action item I think that you try to look at Ben it's not there I believe that should be okay but if not Mr Diaz I will follow up on that um but as long as he's clarified for the record and make the approval a contingent approval we can proceed yeah yeah if you if you can check though and make sure if not we'll bring it back with legal that he they don't need to take
086that back I just don't want open meeting laws to be up our yes to be on our door so make the motion oh I'll make the motion uh to approve uh the barbecue UniFi School District annual expenditure budget and fisal for FIS schal year with the change in the title of dele 2023 24 and and input the 20242 I'll second the motion um just a quick clarification the the document though is everything that is what needs to be opponent correct it's just agenda the document though in on here is good it's not a okay does everybody understand sorry I know there was a little bit of a confusion but the only reason we're question is because the title for the action item should re fiscal year 2425 not 23 24 but we already approved the
087agenda so we can't really go back and make a change to that without having to re having to go back through the process and per Miss Carlile this needs to be approved this evening so we can we can do that right now there's a motion on the table uh any it was second uh there is a motion in a second on the on the floor I don't know if you guys want to I think we should go ahead and proceed and then I guess if doesn't it isn't correct then obviously we'll have to do it on special board okay meetings so just verify that before we meet again which should be this weekend anyway so okay all right all those in favor M five eyes motion carries letter sorry number three this evening discussion and
088possible approval of fy2 proposed professional settlement schedule supplement excuse me professional supplement schedule Mr di um president board um president president with members of the board um um just every year we go back and and and present um the supplemental um schedule um these are for a couple of our staff members um on the attachment and we asking uh the Administration is recommended that the proposed 2425 professional staff supplemental schedule to be approved a motion to approve second second by Miss Sylvia Hendricks all those in favor five eyes motion carries number four this evening's discussion and Poss possible approval a propos support staff supplemental schedule Mr Diaz similarly the other one was for professional staff this is for support staff um the administration is asking the recommending that the proposed 25 20 2425 uh support
089staff supplement to schedule to be approved for the categories and positions um included in the attachment okay questions comments sh the make a motion to approve a motion by Miss Kathleen Vance second by Miss enar Stevens all those in favor what five eyes motion carries I lost my agenda number five is the discussion and possible approval of FY 2024 recruitment retention signing incentives Mr Diaz president M members of the board uh this is the T N of es 3 um and these are funding that needs to be U also spent uh before uh September 30th and what we asking is for the last uh retention bonus for the staff um you're going to see different categories the logic behind the categories that you're going to see uh or the different amounts um the staff that
090were already approved a 5% increase they have a smaller uh um amount for the um returning um typen and for those that did not get a 5% that only receive a 2% as part of retention I'm asking them to um give or provide or issue a higher approval of um the signing bonus uh incentive to make it Equitable for all employees so those already got a raise they're going to get a smaller the um signing bonus and those that did not get a raise um this will compensate for not getting a race this year at this point having said that um it is recommended that the governing board approve the Recruitment and the retention of incentive as presented was the question that was posed did it pertain to this there was a question in an
091email that was sent I just wanted to make sure whoever requested that information the question um that was what was the difference between uh classified and non-classified um the non-classified is instructional staff um it's C certificated staff so then what you're referencing is that tier depending on whether they received a we approve raise yes is dependent on which level they are that's presented here that's correct okay but it's not specified cuz it doesn't say it just says one um it's not specifying but that's the logic that we use behind to justify the different amounts um for this school year there were two different races um one was 5% and the other one was 2% um um the admin um nonclassified and classifi they did not get races this year they did not get a substantial
092in increase they only got 2% um as a result we are compensating that um discrepancy through a retention bonus the other staff members that they already got a 5% they still it would be eligible but it's going to be for a smaller amount of a retention bonus okay questions clarifications no I understand the logic just Equitable we'll try to make it [Music] Equitable I don't like it you don't like it but that's just me I mean I think if we're going to provide returning or incentivize employees to return and we did it a certain way and we're doing it different now kind of makes it seem a little bit like we're withholding some to some degree um and I'm just speaking I'm not saying that you're doing it I'm saying we want people to be
093here and to return this this is this is very unique when it comes to being able to provide any kind of incentive to do so um and I don't feel like anybody should be penalized because they they were brought forward to receive raise and yet are being kind of cheated out of I say cheated just to kind of make it clear of what they would have received if they hadn't and I don't know if there's a way to look at that to the degree of does my 5% raise actually equate to what someone who didn't get it is going to get or vice versa just a thought but I would say to be fair it shouldn't it should be just across the board but again you y'all are looking at it from the perspective of
094we gave 2% to a 5% raise to these employees and not to these employees so let's compensate them to offset it but I think it should just be across the board whatever you're going to get whatever we gave we should give and and invite them back for thank them for returning and then recruit with the signing incentive but that's just me I'm just speaking out loud no no go ahead Miss L I think that this was kind of discussed at one of the board Retreats prior wasn't it and that was the information that was given out at that time about the increase of the some employees at the 5% and 3% and I think at that time we kind of are more or less agreed with this what was going to be coming forward okay
095okay if there are no other questions Shu motion I make a motion to approve motion by Miss Kathleen Vance second second by Miss anamarie Stevens all those in favor um I have four in favor and I'll vote um Nay with that motion carries U four eyes and one name number six this evening discussion on possible approval of banking services for fiscal year 2024 2025 Mr Diaz uh president wendia uh members of the board I want to ask M car to submit uh op present this recommendation M car I can open it and Aaron if you don't mind opening the document basically this is just a memo to request that they change the signers on the Wells Fargo accounts from um removing Christina Rago and adding myself as siner currently we have darl and me and
096Mr Diaz under and we have three just in case somebody is out we require two signatures for checks so the administration is recommending that the papa Unified School District governing board approved to continue with Wells Fargo and the Pima County treasur as a Fiscal Agent for safeguarding of the auxiliary operation funds and approve the changes in designated signers Move Motion by Miss uh Sylvia Hendricks of second how all those in favor M mapo five eyes motion carries number seven this evening is discussion and possible approval for a delegate and Alternate to attend asba delegate assembly on Saturday September 7th 2024 in Scottdale Arizona board members you're very much aware um each year we attend the asba law conference this is an extended day um the Saturday for the delegate assembly is anybody itching to be

104week can we structure anything different can you elaborate I don't know like I know you're loading everything on the agenda a certain way what absolutely I know we need to hear it all and see it all but what absolutely can we work in there that's not going to take up too much time or be front loaded and then we can back in what things maybe people can miss technically so to do it I saw something about a tour do we all have to be on the tour I saw something about you know what I mean you know what I mean yeah and just put that at the end so we can do that and those who have to leave can leave no so for this weekend oh I'm trying to say keep this weekend we
105front load what we can and and put everything that we that is kind of like optional to the back it's all great work I'm not I'm not trying to say it's not that we don't need to hear it all we do Friday and Saturday or just Friday or do Saturday can you squeeze it all Friday I don't know can you all do Saturday well that's the day syvia wants half a day yeah we can do it on Friday could we do it on Friday she has leave already for Friday and but you can right Miss Andre for Friday all day till from 7 to from 7 to 7 on Friday yeah hey we've sat here but not the morning so we can with your support then we can adjourn the meeting and we'll continue the
