this is the school district 25 arms high school district 25 regular school board meeting on thursday july 16 2020 um we are in open session uh before i uh kind of formally opened the meeting i did want to let everyone attending and joining the meeting know that we did have originally on our agenda we did have a public hearing uh to discuss and receive comments on our e-learning plans uh given all the um all the wonderful uncertainty in the world today uh however we have canceled that so i will turn it over briefly to lori to give you a little bit of context around that before we kind of officially proceed with somewhat of a relevant normal board meeting thank you brian so we did just email our families and staff a short bit ago
as we receive some additional information tonight and expect some additional information from the state of illinois soon regarding opening plans for the school year 2021 so because we have new information that we need to go through and understand and because we're expecting additional information soon we have deleted the following things off of tonight's meeting the first one was a public hearing about our e-learning plan which is basically a plan you can have in place in lieu of inclement weather days we've also deleted agenda item 9 then which was the board approving that e-learning plan and we've removed agenda item 14a which is an update on planning for the 2021 school year because we have new information now and information coming that could impact the options that we were ready to present tonight despite that we
will still share a summary of all of the public comments that we've received many of them related to those topics uh when it is time for the public comment uh community input section all righty well thank you so with that i will ask uh our madam secretary to go ahead and note the role and let's go ahead and lead ourselves in the pledge allegiance to the virtual flag behind lana which is obviously real i pledge allegiance to the flag of the united states of america and to their wicked stance all right okay uh let me get situated here um i'm still looking at a slightly revised agenda um so we would be on item four yep we'd be on recognitions and presentations um do we i don't think we have any recognition tonight did we
nope we have none tonight sad that's this one that's a rarity that's obviously i think that's one of the things we all look forward to so um we will move right into community input and i'll probably have to just jump right to laurie on that one because that'll be a bit unprecedented as well we had a lot of popular uh opinion here for obvious reasons exactly so um we have um 60 comments asked to be shared in the public community input section tonight and probably another 15 or 20 that are still coming in after we were able to gather all of these and due to the large number of comments submitted and the length of each comment we are summarizing those by topic at this time instead of reading them verbatim each comment however will
be submitted to the board of education members in writing and each comment will be posted to our website along with a recording of tonight's meeting we expect to have those up on the website by monday so i'm going to summarize the topic of the comments for you now as well as the number of times that comment has been submitted for example the first comment we received tonight is to please allow sports and clubs to occur at the middle school and the elementary school we received four comments related to that same topic the next topic is about reopening school and those top that topic is just about general questions of what that would look like we received 18 comments related to questions about opening school the next topic is about opening school but specifically questions related
to special education programming we received one of those comments the next topic is a concern about the teacher's contract having a two-tier system we received two comments about that concern the next comment is related to reopening school but specifically that we should be having only a remote environment opening for all students we received 10 cop 10 comments related to that topic the next topic is about reopening school but specifically expressing a support for a full opening on-site learning program we received four comments in support of that topic the next topic is about reopening school but specifically asking for us to create a hybrid model so that half of the student population is attending at a time in order to support social distancing we had five comments submitted for that topic the next topic is related
to reopening school asking for a complete new option to be created we received four comments related to that the next topic is related to reopening school specifically asking us to increase teacher input with a quote of as a parent i trust the teachers to design how to do the school year we received two comments related to that the next topic is related to the cap program the children at play program where a parent has expressed that they're unhappy because if they choose remote learning the park district has structured the program this year so that a child spot is not held automatically for the following school year if the child doesn't use that spot due to remote learning this year we had one comment the next topic is regarding racial injustice focused on thanking the board
for including this topic on the agenda also providing requests and ideas on how to move forward and an expression of looking forward to learning more about the district's actual action steps we had five people submit comments related to this idea the next topic is about the american heart association from the american heart association thanking staff and families naming many specific staff members for supporting this program and raising over 35 000 that was one submission the next topic is reopening of school with a focus on please be consistent in how teachers communicate with students some use schoology more than others do please align this as we move into remote learning in the future that was submitted by one person two more topics to go one topic is about reopening school and uh urging us to allow
students to use their lockers during that on-site experience and the final topic we were able to gather was an expression of being thankful for teachers who were able to pivot on a moment's notice last year to provide excellent support to children and an encouragement to please keep these amazing talented teachers in mind when we're planning for the new year as well as the physical and mental health of all those involved and that topic was submitted by two people so again at this time that is all of the comments we've been able to summarize we do believe we have about another 15 that have just come in we will be providing the board with a verbatim word for word report of every comment as well as who it was submitted by and also publishing that on
our website monday along with a recording of this meeting all right thank you so yes as lori as laurie said we look forward to and reviewing those but uh obviously the the more specific topics removed from the agenda this meeting um uh are obvious that we're gonna have to you know take another look at this and get some perspectives from uh our government and other um educational institutions that we follow um so we should look to probably just reconvene those conversations so we'll definitely have the insight and the perspective of having uh reviewed all the comments that laurie just summarized and those that come in uh so just as a side and personal note uh i'd like to thank lori and her wonderful staff and administration for continuing to endure uh in these unprecedented times
and we value and appreciate all the comments we've received some an email prior to this meeting as well as those tonight uh as a fellow parent i share all the sentiments i read and uh you know i'm torn between the balance of what we need to do to educate our children safely and and safeguard everyone's health and safety at this time but we're definitely uh have the right people listening to the right people uh and certainly welcome all the input and take it into consideration and serious advisement as we move forward um together so uh other than that i'm gonna go ahead and move along with the agenda so thank you all for your uh your thoughts and your participation um all right so that was our community input do we have any other no
other points on that i don't imagine right um so we're right to the consent agenda if i'm following all along here trying to work multiple monitors here uh so i would i would certainly need a motion for the consent agenda yes david i move that the board of education approved those items on the consent agenda as follows a personnel report and addendum to personnel report b treasurer's report c invoices d fixed asset disposal report and e regular and closed session meeting minutes of june 18 2020. thank you david do i have a second thank you scott all right there's no specific call outs or questions or comments so uh we'll take it right to a vote as a reminder the board does need to vote verbally um at this time so you'll all need to
unmute to do that yeah chad yes thank you aaron yes thank you rich yes thank you scott yes thank you and anisha yes thank you and i will vote yes so it passes consent agenda passes unanimously 7-0 moving on we have communications to and from board members uh beginning with uh an update on nsseo from aaron johannes if she has uh there is no um july meeting for nsseo so i don't have a formal update although i'm sure uh you understand that they are going through the same um stresses that our district staff and administration is going through um one thing to say only is that they had to cancel their fundraising efforts for the minor playground so they are still um although that's in its final stages they are still um seeking funds to
get to complete the payments for that so that's something you're inclined to do you can make any level of contribution at this time website how would we go about doing that um i have to i guess can i get that to adam and he can put it out there oh good call yeah okay i assume right lori yeah that amount i didn't see him i guess oh yeah yes there he is and he's giving us a thumbs up for the suspicious sports type looking head on his head that i don't recognize but i will forward adam that i have uh the email that i have from nsseo on that topic so he can share that thank you awesome thank you all righty um i think i'm up next with iasb uh i have to sadly
admit i'm a little behind that and again they offer a lot of very meaningful content online and they always have even pre-covet but i don't have anything on my radar uh and i know anisha you're pretty heavily involved so i'll give you a second if you have anything you want to plug or comment on or anything we participated in recently you know isb continues to do a great job connecting a school board member so we can share ideas during this time which all the school boards and superintendents administrators educators working harder than they ever have and so it's been great to have that support system and we've been there was a second book club meeting on this book the governance corps so we're working through it so it's been really interesting and and i look
forward to sharing what i've been learning with my board colleagues well thank you i enjoy sharing the iasb updates with you your your i appreciate your involvement there um thanks to my wonderful commitment to corporate america i'm not able to participate in nearly many of any of theirs because a lot of their events are sometimes during the day so that's unfortunate um so thank you um all right i will move over to ed red and see if uh stacy do you have an update for us on red no report from ed red okay i have a quick report oh yeah i'm sorry anisha you're our representative go ahead uh you know uh edward there's you know there's still time to sign up edward has set up an equity ad hoc committee and the newest ad
hoc committee will work with edred staff so that they can learn and view the work being done in member districts related to equity additionally there have been legislative efforts in recent years intended to help address the equity gap and edward is working to identify previously stalled proposals so at this point eddred would love to have involvement from school board members and school board and school administrators on the equity ad hoc committee um so be good to chat with my colleagues about that and and see uh if one of us can be part of that i know i'm interested but i'd like to consider it with my other board members so so equity ad hoc committee everybody oh awesome is who's our ed red alternate not to put anybody on the spot i'd have to look
it up myself but we can talk offline about that if you want to i would start with them yeah right yeah i really think it's just between stacy and anisha we have that combination of administrator board member for that committee oh is it okay i couldn't remember okay all righty uh now we're gonna go on to communications two board members beginning with uh liz nearman from pta is liz i think we have liz somewhere i saw her before i have to roll there she is hi liz hi hi thank you for having me i am the new arlington heights council president for pta and pta is taking a little bit of a pause over the summer and catching our breath after um the end of the year but we are starting trainings for our new
officers and are looking forward to being supportive to both the school and families in the coming fall so please feel free to reach out with anything you need and i will be sure to do the same oh great well thank you and and thank you for your your volunteerism all right abc 25 and out there from them tonight it's so awkward to have to like instead of being able to look out the crowd i have to like scroll through the brady bunch view here to see people are on uh all right so no update from abc 25 how about ata is kelly out there yes can you can you hear me because i'm in my car but i'm not driving but i'm not driving um so crazy times right um first of all i want
to thank dr bine for sending out a video to the staff i was on a local president's council roundtable on tuesday and we seem to be the only district that had a heads up before the board meeting so dr bryan thank you very much for doing that um i want to say all teachers are very excited to get back but they are also very concerned about returning and um i just want to share that the ata leadership is looking forward to meeting with dr bine and her administration team to come to the table and talk about logistics and what the school year is going to be like we know she's got a plan but um teachers want to know the nitty-gritty and so we look forward to meeting with her on tuesday to work through
it all um and continue our great relationship that we have so thank you and thank you all for what you do thank you no video though huh no no well if you wanted to see my golf game we could have done that but that would have been a joke can't be worse than mine as i that in another game i won't mention i pretty much don't have any tell you so seen you on the golf course you're pretty good oh anisha you know the golf one shot brings you back but those others you just you just wonder maybe it's time to pick up something else but thank you for giving me this opportunity to talk to you and thank you all for what you do we look forward to working together throughout the year take
care thanks kel all right um so we canceled the student learning section which would have been the e-learning plan so more to come on that as we said earlier is there anything else you want to use that time slot to no i think we can move ahead business and finance okay yep nothing from student services uh business and finance uh we have an action item yes scott one movement the board of education approved the consolidated district plan for fiscal year 20 20 21 as presented second thank you scott thank you aaron turn it over to stacy for any commentary and so you'll recall um this was a new requirement by isbe that began last year this is the second year that we're required to complete this we're required to do so before we can actually
apply for any of our federal funding which includes all of the title funds as well as our idea money uh the title funds alone are just under three hundred thousand dollars um and then our idea funds are about 1.3 million uh there are no significant changes in the plan we're proposing for next year as compared to what we use the funds for last year okay any comments or questions from anyone all right let's go ahead and take it to a vote i'm gonna go off on my screen again so starting my lower right hand corner with dave yes thank you chad yes thank you aaron yes thank you rich yes thank you scott yes thank you and anisha yes thank you and i am a yes so passes seven zero all right uh i think
if i'm not mistaken oh oh i lost my face here bear with me memory serves we had another yeah the next item is an informational item uh also from stacy a presentation of the 2021 tentative budget there we go thank you actually no we have an action item i thought i was i was i want to stop you we have one other action item i need a motion for uh the resolution intervening and proceedings before the state of illinois property tax appeal right mr president yes david i move that the board of education approved the resolution authorizing intervention and the proceedings before the state of illinois property tax appeal board was that aaron thank you aaron all right uh that would be stacy as well any commentary so this is um again another uh ability
that we have to try to be part of appeals on property taxes typically it's going to be your corporate or industrial tax owners that can request a reduction in their eav after typically it's after and usually significantly after the tax year has already passed and rates have been established unfortunately what happens then um is those refunds come out of current collections and we have no way to recapture those dollars so as you can see this this we've received our first appeal for the um tax year 2018 but we don't have this official formal resolution in place just giving legal counsel the right to stand in our place as part of these appeals so this resolution will take us starting with the 2018 appeals and take us through 2021 oh okay that that's helpful in summary
so that's why you don't see it every year because we do a group of years at a time that was my only question and when i saw my board pack and i was wondering that too because i believe from that mistake it's the first time i've ever seen it as a board member but uh that's what i was going to ask you about so that and also you know can i appeal my 2018 property taxes because you know all right well uh without any other comments anybody have any questions or comments on that all right let's go in reverse order i'll start the voting by saying yes and i'll go to anisha yes thank you scott thank you rich yes thank you chad yes thank you dave yes thank you and aaron yes thank you
all right passes 7-0 now we have an information item i believe um yep right and that was go ahead take it away stacey i'll let you introduce it too because i'm getting jumbled up today so i have outside the budget yep presentation of that tentative budget for 2021 i'm gonna attempt to share my screen uh and go through it but if not chris final will help me out so here we go it's working although we're seeing it in uh you might want to go to the presentation mode if this is a power pointer now do you guys see it in the presentation mode or do you see it in full we see it in the in the wrong mode in powerpoint mode it might be you see my notes yes yes you might have to
switch which strain you're sharing yeah or maybe just minimize this if it might be up behind it yeah maybe i'll maybe i'm going to unshare and have chris share it so i can see my view just because for saving time here although you are sharing screen you have two screens i do but right now they're not set up to um they're set up to mirror each other i need to work with the numbers on a bigger screen yeah i got you bean colors gotta have all so if chris is on if he could pull up what i sent him yep i'm just i'm just launching it real quick still in the wrong mode chris has probably got five monitors i do i just need to switch them around real quick let me see here all
right that's showing the slides and it doesn't show the notes so well actually yeah we can live with this yeah don't don't kill yourself yeah as long as stacy can speak to it i think we're good then you get a little precursor of the second next slide coming up so read ahead if you want oh as long as he hid my notes all right so tentative budget for uh 2021 in terms of the revenue assumptions uh those are known we know that our tax levy for 2019 cpi was 1.9 percent and for 2020 will be 2.3 percent we do budget for a 99 collection rate although seeing what the impact was on our spring collection i may adjust that prior to the final budget knowing tax bills also are due later this year can you
go to slide two chris um and then we always do a reallocation across funds just to balance out um tax revenue to support and maintain our fund balance goals across the funds interest income follows the federal reserve rate so unfortunately while we were earning about two percent uh previously we are this budget reflects interest earnings at a half a percent um food service revenues um as the board knows we are no longer providing food service to two of our community districts so therefore the associated revenues from those have been removed from this year's budget as well as the associated expenditures in terms of building rentals we uh do not plan to schedule any outside building activities this year other than the the organizations at lease minor and rand but no uh activities anticipated at this
point for our um our public school buildings so those revenues have been removed from the budget corporate personal property replacement tax similar to income and sales tax is largely impacted by the economy um and so i am budgeting a 55 reduction in that based on what i've heard uh and that is a 650 000 decrease in those revenues uh state funds um actually pretty flat across the board other than transportation funds are reimbursement so the revenues we will receive in 2021 will be a reimbursement of expenditures from 1920 and since we were closed since late march our special ed transportation revenues were significantly less than typically they might be as well as a decrease in some of our bus transportation costs so obviously because the costs were lower this year the revenue reimbursement anticipated for
next year is also lower um on a on a positive note um the national school lunch program um or the the federal government opened up a summer food service revenue program i guess i have that in the wrong place um but they are reimbursing the food service in lieu of the national school lunch program since we started that program at the end of march and are continuing it through the summer federal funds we are seeing just under a two hundred thousand dollar increase in our idea funds for next year and then uh the federal government has allocated funds to the state which they have turned into the essa emergency relief grant which we have applied for and intend to use to help support increasing our one-to-one access to the lower grade levels in anticipation that
it's likely we will be remote at least at some point during the school year and want to make sure that all of our kids have access to that technology so not to put you on the spot but what's the rough dollar amount of that grant 200 000 okay thank you almost exactly 200 439 okay i think you called it out but um so next slide should be a summary of the revenues uh where i show the budget and unaudited actual for the current year as well as the budget for next year um just as a a note because you'll notice we're 2 million on your budget for 1920 uh which is not typical for us but know that because of the closure we did prorate and refund transportation fees we weren't renting out our buildings
during all that time so those revenues are down interest income because the rates had been going down we did our shorter term investments were impacted by that and then also as i mentioned um earlier we did come in about 1.3 million under budget with the property tax so i do believe at least some of that is due to um financial impact of the current situation on taxpayers abilities to pay their taxes and and maybe are delayed in paying them um overall the the by fund by fund the general percent change in the budget um i'll talk about the specific line item changes in a minute but again as you see percent changes some of that is due to line item changes other other rationale is because of the property tax reallocation that i do as
part of the tax levy process again to basically try to ensure we stay at our fund balance goals across all funds next slide is changes in the revenue budget this is the same information except rather than showing it by fund it shows it by type of revenue source so you can see you know at this point i'm still anticipating that you know our property tax revenues will will reflect cpi plus new growth and then some of those other ones i talked about earlier cpprt food service you can see those are the ones that are going down in this chart and then the next slide major changes in the revenue budget so this really breaks it down more in detail the property tax budget for next year compared to this year increases about two million dollars
again based on cpi plus on new growth food service revenues it's over seven hundred thousand dollars that we bring in in revenue from the other two districts again that's not all profit because we have staff and supplies associated with those um cpprt there's the 652 thousand dollars the state transportation reimbursement um that's what i referenced in terms of the expenditures that's a projection by the time i do the september final budget we should have filed the claim at that point and i'll know that number very much more specifically uh there's that essa emergency relief grant of 200 000 um interest income again budget to budget i'm reducing it by about 650 dollars um and then e rates were in uh with the joining of the do it consortium and the switching our fiber contract away
from um comcast and moving to this new state consortium we should have no expenditures except for rand because that's not a public school related to fiber networks and therefore e-rate is a re is a funding source associated with those expenditures so with um with no expenditures we should get no revenue that being said i'm not decreasing it for next year completely because we are owed 102 000 for our comcast lease for this year that typically we get in april that uh we just got in july so that'll hit next year's budget oh what real quick the title one and the negative on the title one in title two so that's budget to budget i anticipate those will change also by september because um typically we get our initial allocation in the spring or late spring
and then depending on districts that don't use perhaps all of their title 1 or title 2 funding across the nation the federal government will reallocate additional funds to districts so typically we pick up a little bit more through that reallocation process as well as for example title two i know we didn't spend all of those funds this year because we were closed for so long so we should have a carryover as well that gets built into next year's budget amount so last year's budget would have included those carryover and reallocation items this year's final budget will but it doesn't right now because i don't know what those are oh okay i was trying to get my arms around the delta okay yeah i expect those will change by final budget okay uh this is your
our revenue budget in terms of a pictorial and just uh to note that property taxes continue to become a larger portion of our funding source i think that's the next slide i think thank you there you go um as you can see state and fed we're not getting any more money with the new state and funding formula from the state government and we're not seeing additional funds from them so um keeping those at ten percent property to our local property taxes are what's really funding our schools as usual uh next slide moving on to budget assumptions for expenditures it reflects the personnel plan that was approved in the spring the personnel costs are all based salaries on our negotiated agreements or tied to cpi health insurance costs are projected increased by six percent and there's
no pension shift incorporated at this time we continue to keep the budget cost neutral to the extent possible uh not assigning any inflationary increases automatically or anything like that our technology plan remains at our annual budget amount we are we do have money budgeted to increase the one-to-one technology um the essa grant will cover about 200 000 of that but i don't believe it will cover all of the needs and i'll reflect that in the final budget we have a decrease at this point in our special education tuition mainly based on our student enrollment and placements in those programs and again the offset in the food service supplies related to our outside districts next slide um again a significant decrease in our telephone and fiber cost our insurance premium um as you saw last uh
december we saw we had been seeing a nice decrease every year in our workers camp premiums and then all of a sudden it went up by i think 25 or 28 as well as our property liability insurance rates um went up last year and we've been told as the market gets tighter and tighter and now with the covid i anticipate they'll go up again as well this year we have 5.3 million of summer projects budgeted um almost double what we usually do in a summer but the majority of that work is being done at patent school with all of the galvanized piping we continue our debt service on our bond issues and then as always we have some contingency funds budgeted should we find ourselves in a position that we need to add staff or
we have expenditures unanticipated expenditures that we need to cover the cost of this budget i did still include costs related to items that we aren't initially planning on starting the year with but we may add them back um pending the the pandemic situation such as costs for busing for field trips um i have money in there for an activity bus although we don't at this time plan to have the activity bus because we don't plan to have um a lot of clubs and those kind of things initially to get school up and running and again as uh dr bind mentioned earlier all of that is changing on the fly as we go um but again if the money's not in the budget i have to amend the budget to spend it or we can include
it and just not spend it if we don't use it so that's my preference here hope hope we can get to a place where everyone's safe again and continue uh school as usual our next slide chris is the summary of expenditures showing the budget to actual for that one yeah sorry i think that's sliding on chris that she's on thank you thank you um so again um if you look at the comparison quickly budget actually you can see we're under budget by almost four and a half million dollars not typical but again because a significant amount of expenditures for example in the transportation fund you see we didn't spend eight hundred thousand the majority of that was related to the special education transportation and the last couple weeks or months of the obviously bus transportation
uh the biggest change here is again in the capital projects fund where we're anticipating spending about double what we typically would spend chris next slide slide 10 this slide reflects the changes in the expenditure budget again not by fund but by type of expenditure so biggest again increases in the construction budget but overall um 4.8 increase budget to budget if you take out the construction piece it's really like a 1.6 increase in non-construction operating budget to budget that's schultz again uh that and that was approved by the board in december of 2019 in defense of my colleagues major changes in the expenditure budget slide 11 this is the more specific breakdown again by these are the bigger ticket items that i can identify again salary and employee benefits are always going to be a piece
of this and this would be the year we do our annual enrollment sta or our every other year enrollment study as well as there's a new public act that will require us to start fingerprinting all staff rather than just upon hire and we anticipate that may have to start this year so there's money in the budget for that um you can see the impact on the insurance premiums as i mentioned um the telephone fiber contract we've reduced that budget by 269 000 that is so exciting to us and then you can see again the biggest portion of the increase is really again the the additional funding for the projects that we're doing this summer slide 12 is pie graphs again showing comparison year to year of budget to budget and as you can see the
personnel costs are the largest portion of our budget especially if you take out the uh debt and construction payments um and they're they're larger this year than that last year they've represented about uh 73 of our budget now they're going to be at 75 percent of our budget but if you take out the construction and debt they're over 80 percent of our budget next slide which is typical for school district we're a uh manpower heavy entity yes we are um next slide i'm sorry yup can you go back one slide i just had a it's probably a math question i see the salaries went up from 60 to 62 um i would have thought if everything or is the increase in salaries in that view because other things didn't go up at the same percentage
as the salaries did you know salaries went up by three percent and i would have thought everything inflated by three percent but in order for it to take 62 percent other things had to go down right so if we go back um let's see if we go back one two slides yeah go back to ten there you go yeah the 60 versus 62 represents the percent of salaries as a salaries that they are total budget right does that make sense yeah so what we're what really happened is this because life safety went down supplies went down tuition the overall the percentage of the overall budget went up because those shrunk correct okay yes so yeah exactly okay um slide 13 is a summary um of fund balance so where i anticipate ending the year 57.8
million um and then with uh the revenue versus expenditures that at this point are in the budget it would result in a deficit overall of just under 6.2 million um and that's that would leave us with a total fund balance at the end of next year of 51.6 million which is still approximately 62 percent of next year's expenditures so we're still you know well well within the we're above the 60 goal and well above a 40 percent fund balance level um next slide kind of shows the impact um the way i always show it so total budget deficit is 6.2 million but of that 5.5 is those cap are those capital projects again not recurring costs but one-time costs that we have more control over so really our operating what i would say our operating
budget deficit is is 0.7 million um ironically if you look at last year we had budgeted 1.8 million dollar deficit overall and we ended up with a surplus of 0.6 million so the impact on fund balance for 1920 was actually a 2.4 million to the positive um obviously with what we're doing this year with a 6.2 million dollar overall deficit that will eat that up but again a portion of that is because those some of those numbers obviously last year expenditures were way down revenues were down and then this year we don't know as well what it's going to look like but again an operating budget deficit of 0.7 million is easily managed um we can always with the construction projects um adjust those delay things make decisions about those as we feel we need
to yeah and you can see a year ago when i presented um the budget for 1920 we had anticipated fund balance at the end of that of this year would be about 66 percent and we're at 68 and a half percent so that's a result of what we didn't but didn't happen this year um that being said again i'll continue to monitor and make changes before the final budget we ask you to vote on the final vote budget in september we'll certainly get some more um real numbers for some of the state and federal revenues that i talked about um we may also look at needing to add some anticipated expenditures to be sure that we're providing the highest level of health and safety for our staff and students for example we've talked about adding
portable sinks throughout the schools to provide additional hand washing we might need additional lunch supervisors a large number but until we know what decisions we're making for next year we do not at this point have costs for all of that anticipated this budget but but if we do go um full on back to school those might be items that we need to add uh then in terms of the budget timeline you know where we've been um have you helped us make a lot of those decisions so again i'll continue updating these numbers through the month of august uh with the public hearing will be scheduled and then final budget adoption scheduled in the month of september with that i'd open it up to any more questions from the board hello easy quick question yeah um
this probably maybe was in here our current debt i know we're making a four million whatever payment against that debt what's the current debt at roughly um you know or is it in there somewhere it's not in the presentation but i can tell you in 30 seconds because i hate to guess it roughly it's not in my nature um about uh exactly we have 42.7 million dollars of debt outstanding and that won't we'll have one of our bond issues paid off in 2022 actually two of our bond issues will be paid off in 2022 um and then one not till 2034. is the rate that we're paying them off roughly around that then that'll be like 4 million that we're paying them off per year will that fluctuate no we aimed at keeping a level
um bond payments so that it wouldn't impact uh property taxes so it'll remain about that four million just over that four million dollars until we get on to the last couple of years it goes down into the three high threes all right thank you i have a question i know you were opened up by saying there might be an issue with taxes obviously with the whole corporate situation and collection you know or anticipate what the delay could be from the revenue from that um i i don't yet um the the they're not going to penalize i know there's not going to be a penalty for people who don't pay by the due date i believe 40 what we do know is 45 or so of um i think it's people in arlington heights which isn't
all district 25 but um largely representative 45 of our residential taxpayers build their tax payments into their mortgage so because of that we would not anticipate those payments being late those should come as they typically do so it'd be about 55 percent of our taxpayers that pay direct um where we could see some risk um i don't sorry i was gonna say i guess my question too is i know like people build it into their their mortgage payments but the truth is like a lot of these during covid you've been able to push back so you don't have to pay your mortgage payment for up to 10 months right so there's that people are doing that so i guess if they're not paying that there's a chance that the taxes aren't getting paid either so
i'm just just asking if we're preparing for that if that could be a situation um it could be i mean as of this last tax collection we received about um just over 52 and it's based on 55 percent but that's pretty much in line with the spring collection historically um but that is certainly something that that i can look at some of that is built in with them with the reduction in the budget um well offset by the revenue but um but i can certainly look at that in anticipated any other questions concerns nothing from dave i'm surprised hey her presentation was so thorough it answered all my questions before i could come up with them that good way to go stacy it's better every year i like that you had questions out right now
i'll fix it all right now with mine ready um all right so uh should we anticipate a update in august or pretty much just the final budget review in september well what i would suggest is maybe an update at the we have two meetings scheduled for september so maybe an update at the first meeting before the final vote at the second meeting okay that's kind of good probably better than touching on it again in august well i say that because typically like the salary and benefit budget i budget based on staff as of the first day of school it's just much more accurate because people can still make decisions so august would probably still be too early to i mean i can update certainly along the way if there's any significant changes but i can
certainly give any major change update redo at the first september meeting okay all right well my head's spinning but thank you all right let's move on i think stacy's off the hook i think ryan's off the hook i think brian's off the hook uh what do we got here uh superintendent report i believe we are on now so an update on planning from dr laurie byne so actually that item is one that we took off of tonight's agenda um let me make sure um as it related to the reopening of school so i'm going to move on to the next one actually it's an action item so first you would need a motion for that 14b yes david i move that the board of education approved the resolution affirming the arlington heights school district 25
board of education's commitment to eliminate racial injustice do i have a second thank you scott beat you to the punch all right take it away lori thank you um let me back up on my board doc so um this is a resolution that uh important for the board to act upon tonight uh because it would lead district 25 into a future or purposely focused on eliminating any racial injustice that exists through our curriculum our actions or our inactions as the board knows we've been doing some work in this area already to advance racial equity and justice but we can intentionally do more so i'm presenting you with a resolution tonight that i believe is extremely important for the board to adopt this resolution a similar one was adapted by the state board of education last
month and we have edited it to apply to district 25 and typically if i may typically the board does several resolutions a year that are annual legal requirements and we don't always read those resolutions out loud i do believe this is an exception as it is a very important topic locally as well as statewide and nationally so if it's okay brian i will read the resolution that the board is going to take action on okay yep um the whereas district 25 board of education is committed to ensuring public schools in district 25 provide safe and welcoming spaces where all students are able to focus on their education secure in the knowledge that their safety and emotional well-being will be supported regardless of race whereas district 25 board of education recognizes that historical and ongoing systems
of inequitable and inadequate resource allocation punitive disciplinary practices lack of access to and supports for teachers of color unequal access to educational opportunities and supports implicit bias and segregation perpetuate inequity in the outcomes of students of different races and whereas the recent killings of george floyd brianna taylor ahmad aubry and countless other black men and women along with the backdrop of covert 19 and its disproportionate impact on communities of color provided urgent reminder and rationale for the arlington heights school district 25 board of education to recommit on behalf of our education community to racial equity and justice and whereas district 25 board of education appreciates the necessary and important work our public schools are doing to advance racial equity and injustice but is keenly aware that we in our schools can with intentionality do more
therefore be it resolved that the district 25 board of education supports our courageous and committed district leaders teachers and students across the district who have been organizing and participating in peaceful demonstrations for substantive and lasting change reaffirm its focus on developing and promoting district education policies that uplift honor and promote equity of opportunity for our communities of color and identifying and dismantling any policies that implicitly or explicitly perpetuate institutional racism recognizes our position of authority will continuously check and question our biases beliefs and actions and asks to be held accountable so that this long overdue transformation towards racial justice becomes permanent and normalized and does not fade when this tragic and painful moment passes and or encourages all district 25 partners to join with us in a commitment to critically examine policies and practices with
a racial equity lens eliminate racial injustice and as an important message to our community adopt and publicly post resolutions affirming that commitment that is a mouthful glad you've read it all right so any comments questions anything else before we vote to adopt mr president i'd like to comment i'm truly grateful to dr lori being for presenting this important resolution to the board of education to affirm our commitment to eliminate racial justice injustice this resolution will be as strong as the team of teachers and educators and school board and community that drives it forward now i truly believe in the district 25 team and the individual and collective work we are each committed to in order to move forward to meet the needs of every child everyone has a longing for belonging and inclusiveness allows for
this strong the sense of belonging and impacts the social emotional well-being of our district community in addition infusing our curriculum and our schools with a diverse perspective will be a bonus benefiting all students to thrive in a culture that cultivates social justice as recommended by the illinois association of school board and the illinois state board of education individually and collectively as a school board we must continue our commitment to living out the important words of this resolution diversity equity inclusiveness that work is really important but it is very difficult work but i believe that together as a board we will support each other to learn and grow in our own understanding of racial injustice so that we can collectively examine policies practices and pedagogy equitably it is also important that we recognize that cultural humility
is a lifelong journey and that each individually each individual each of us must continue to strive forward with it however together we must hold each other accountable like dr biden said in the resolution for the sake of our students and district community i believe that in district 25 this resolution will come alive with our collective actions and our belief in the importance of diversity equity and inclusion so thank you for that all right well with that i will take it to a vote let's start with anisha yes david yes aaron yes chad you're on mute yes thank you rich anisha thank you for those uh nice words and your feelings on it nicely done and very well supported so i'm a strong guest scott go that too yes yes and i'm a yes so nice
work on that i'm sure a lot of folks went into all those words so i had to pass that unanimously 7-0 all right oh i accidentally minimized my agenda but we're coming close to the home stretch i believe uh my goodness what did i do here while you're finding it uh i just want to say thank you anisha those were powerful words uh so meaningful i mean lori i appreciate what you're doing to help us continue to move forward and evolve uh i'm just glad we're not going to let this whole national moment kind of swing past and then go back to the norm which of course has happened my whole lifetime um i'm glad we're moving forward to have real change here um and anisha i really can't say enough thank you yep oh
that was the last one i said we're almost to the home stretch i lied so i believe that is the last uh item actually we've got one more brian yeah it almost looks the same but it's a first reading of policy oh gee that knew there was some other one yep i apologize uh and that's an action item right actually it's it's informational at this time since it's a first reading if i could i would like to give a little bit of a highlight since this is a a unique policy um this is a policy that the resolution is the first step the next step is the for the board to adopt a policy that would help us renew our focus on diversity equity and inclusion this draft policy was recommended actually by our local
league of women voters organization i have had it reviewed by this district's attorney and the attorney feels it's a very appropriate policy for us to adopt again important to note that the adoption of this policy is is really what moves us forward and drives the districts to then create action plans so the policy is online both for the public to see as well as the board and by you know this is the first reading so what happens with policies is the board must come back to a second reading of a policy and if there are any edits or changes it would be done by that time so at the next meeting we would be asking the board to do a second reading and an adoption of this policy they then would be the driver in
directing the district to move forward in action plans for all these areas all righty so yeah there was a policy pdf attached so can peruse that between now and i assume we'd be seeing that as an action item in final state next month correct right okay thank you any other questions or comments on that piece draft language nope all right now i think i need a motion to close if i'm not mistaken you're correct all right i move that we close the meeting thank you david i have a second from scott all in favor aye aye all right we are officially adjourned uh smack my gavel down here uh we'll see everybody next month
