001It is December 17, 2025 at 7:45 p.m. and I'd like to call to order the meeting of the Lyall Community Unit School District 202 Board of Education. Miss Sims, could we please have a roll call? >> Yes. Um, Miss Novousel, >> present. >> Miss Foster, >> present. >> Mr. Helderly, >> present. >> Um, Miss D. Dominico, >> present. >> Um, Mr. Nigler, >> present. >> Miss Sims is present. And Miss Alman, >> present. Thank you. Can we please rise for the pledge of allegiance? I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Next on the agenda is our Lyall 202 mission statement, which is to provide our learning community with the essential

002education, skills, and experiences for future success. So, we'll keep those thoughts in mind as we meet this evening. Item four, we received no public comments and uh there are no blue cards. So, we'll go on to item five, which is our action items. Uh 5A is our consent agenda. Um and that's 5A 1 through six. Is there anything on that part of the agenda that anybody wants to call for discussion? Okay. If not, I will entertain a motion to rece to approve the consent agenda. A1 board meeting minutes. A2 payroll pay orders. A3 vendor pay orders. 5 A4 LY Junior High Spanish Club. 5 A5 personnel. 5 A5A classified termination. 5 A5B extra duty resignation and 5 A6 the architect proposal for 10 years health and life safety survey. I'll entertain a motion to approve

003as presented. >> So moved. >> Second. >> If we could please have a roll call. >> Mr. Nagler. >> I. >> Miss Foster. >> I. >> Miss Novasel. >> I. >> Miss Denico. >> I. >> Mr. Helderly. >> I. Miss Sims is I and Miss Alman >> I. Thank you. Next on the agenda is 5B which is the 2025 real estate tax levy which was um discussed it was item four of the finance agenda which uh preceded this meeting and uh we'd mentioned that we've uh gone over aspects of that for the last eight months. So, um, are there any other questions regarding the real estate tax levy? If not, I will entertain a motion that the board of education adopt the 2025 real estate tax levy resolution. >> So moved. >> Second. >> If

004we could again, please have a roll call. >> Mr. Helderly. >> I. >> Miss D. Dominico. >> I. >> Miss Foster. Nay. >> Um, Mr. Niggler, >> I. >> Miss Novasel, >> I. >> Miss Sims is an I and Miss Alman. >> I. Thank you. Next is five 5C, which is our board policy press 120, and it's um second reading. So, there were several items discussed last month, but we've just got a few that I think were remaining. So, Dan. >> Yes. So, I think you'll find in the board packet all the feedback and some additional comments from the administration in purple. Um, so kind of going down here, I'll kind of hit the major ones. If I skip over something, just told me back up. But looking at policy 2, colon 150, we've incorporated

005uh the suggested language. Uh we've and we uh the administrator updated the committees. Um, is there anything else they need to be elaborated on beyond the purple text or good? Okay, skipping down pretty far to policy 510. Is there anything before 510? Anybody would like to discuss? Okay, on policy 510, um, Miss Foster supplied some sample text with Dr. Flipc and that's also been updated in the latest draft of the policy and board book and so as you see the purple text the district cannot give preference pre preferential treatment etc has been added. Any further discussion? >> No good. >> Okay. Skipping down again all the way to uh policy 71 150. Is there anything that people discussed any policies prior to that? If not uh for this one uh the let's see we had

006some additional questions u but I believe the administration has applied all the answers in purple as well. Is there any further discussion? Okay. And going into 71 180 um again the administration has supplied its information. Uh I'm just highlighting this because we want some future board meeting to discuss the second and fourth year reviews on data for bullying and that's also skipping down to policy 7290. We also want to have in future board meetings have discussion there as well. And that summarizes kind of quick review of the updates. Any other questions or discussion for any of the policies? >> Um I think I'd submitted a couple of them. 660 was one. um we had changed the language in um I believe in unless it's been revised since then since um this morning but we had

007changed that one I believe to saying beginning the fall of 20 uh 2027 in grades 3 to 8 each year age and developmentally appropriate instructions on online safety. >> Yes. And my concern is that by changing the proposed language to read beginning in the fall of 2027 in grades kindergarten through 8 to include kindergarten through 2 grade is really not a requirement of the state statute or regulations. And that policy starts off with that that the following are curriculum requirements of state um uh statutes and regulations. And I just I just wondered again to I I didn't want us putting something in there that wasn't in line with the state regulations. So maybe to say beginning in 2027 in grades 3 through 8 each year and uh developmentally appropriate instructions on online safety for other

008earlier grades as determined by the superintendent. Um because I I mean we we discussed that we are going to continue in earlier grades K through two but it's really not a state statue and if we want to change that one we probably should go through all of them and make sure that we're not doing something that's beyond. So at least it it it includes in there. I mean we could even see you know well I think we that's part of it K through two but it presents the state statute which is 3 through 8 and then includes the fact that we will also >> talk about online in earlier grades. >> So I think >> based on the superintendent's recommend >> I think uh Mr. Mr. Marky added some purple text there for that I

009think matches what you just read off. >> But I thought we Yeah, which is good. I just thought we should >> I added just uh Mr. Holy, just so you're clear. I added it on the live Google sheet. So it's not on I think the copy that everyone else is seeing but the language uh President Alman that you shared earlier in the email that you just repeated, we can certainly add that to the policy. >> Okay. I mean, I I just thought we should discuss it because >> I I think it's good differentiate what Illinois statute is versus what we want to do different. So, I completely agree. >> Okay. So, we'll add that additional text there. >> And Heather, is that because I know your concern was that we are still doing it with

010K through2. Does that address that then? >> Uh yeah, I'm fine with that. I think um I understand your point that this is meant to reflect state requirements for the curriculum. So that makes sense to me. I like just the added language that it's up to um a superintendent consideration to do it earlier grades and that I think we had an earlier conversation last time that we intended to continue that. So I'm >> okay. Okay. Great. >> Okay. Excellent. Any other discussion for that policy or any other >> 7150? Did we want to Was that one? Let me see if we have um >> administration got back to us on the questions there. >> I'm just trying to find them questions. Who is it currently authorized to contact the port attorney? All administrators for page

01177 press plus 7. Does administration recommend all the listed standards be included? They replied yes. And then press plus seven. Who are the designated to review requests and contact the board attorney? All admin. >> Okay. And the other um I I think the other one that was discussed and I guess we decided at the last if was changing the language just the order of the language if practical make reasonable efforts to ensure a trained law enforcement officer is present during questioning to promote safe interactions and communications with the students. We were just switching the language. So now instead we would we wouldn't have the law enforcement officer present. Is that what we are seeing? >> Which number is that specifically in the policy? I'm sorry. Is that number six? >> It's It is 6C. And

012I think Heather, again, that was your suggestion was just to change the wording of it a little bit and to um move it up to the front of the sentence. The language is present during questioning. And >> just to make it more clear >> just yeah in in consistent with the A and B I think we had decided to do that. Okay, >> we can adjust that. >> And then um I think just that if we want to and that would be could be a future agenda item. Uh 7310 uh we talked about maybe reviewing the language for staff. That language is uh talks about online um requirements for for students and then maybe we could just add that to a future agenda item 5125 for discussion >> on top. Okay. >> And I think

013we had that it's that's uh 7315. I believe that was that one. Um >> it was on it was under two uh 7 column 310. >> 310. Yes. And also 315. Yeah. Okay. Okay. Very good. So those additional ones for future board meeting. Okay. Any other discussion? >> If not, then we'll >> Okay. And then I will entertain a motion to approve the press policy 120 policies as amended and presented in the packet tonight. >> So moved. >> Second. >> Kate, do you second? >> Yeah. Okay. Oh, yeah. I just want to make sure. Um, Mr. Nigler, >> I >> Miss Foster, >> I um, >> Mr. Helderly, >> I >> Miss Novascel, >> I, >> Miss Dino, >> I, >> Miss Sims, I and Miss Alman, >> I thank you. >> Okay, our next

014uh, All right, next is item six, which is our financial information. The board acknowledges receipt of the following reports. 6 A, financial report. 6B, treasurers report. 6 C, post bond issuance tax compliance report. Uh, we didn't receive any questions. Any any comments on those? Okay, great. And we'll go on to our discussion items. 7A, Freedom of Information Requests, and I believe those are recognized. Um, and those are the requests that we received before Thursday of this. >> Correct. Okay. All right. And uh 7B, public comment followup. Uh none. We did have a finance comment uh last month, but there was no follow-up requirements. >> I met with the individual after the meeting, too. >> Oh, okay. Great. Thank you. And so that brings us to 7C, which is the superintendence report. >> Uh included in

015the board packet is the items we wanted to highlight from the last month. I won't read it to you, but basically the main themes are we had a lot of really wonderful band and choir performances. I think that a lot of you were able to attend uh even the ones that you don't have your own kids at and I thought they did a phenomenal job and also reinforcing the importance of giving back to the community. The junior high and elementary highlighted that they had uh participated in the feed my starving children program which uh I'm sure most of you probably participated too. And so it's uh they make it a lot of fun, but it also has a great impact on those less fortunate. And so um between that and then the weekly emails you

016get from the principles, uh a lot of exciting stuff kind of winding down this semester uh and getting us ready for the holiday season. >> Okay, great. I want to add another congratulations to the u the eighth grade girls for basketball team for going to state. That's was really exciting for >> everyone. Details in the report there. I didn't read that. No, I think I just another shout out for him. Um, and also just to mention on on those concerts that they, you know, it was really impressive to see there were capacity crowds. Uh, the auditoriums were full. I mean, it had to be announced several times. If there's a seat next to you, let everybody know for uh for the high school mosaic and uh for both the Lyall uh elementary and the junior

017high coral and band programs. So, it's great to see the support and enthusiasm and uh spreading of a lot of um holiday cheer. So, kind of like watching a board meeting, you know, same same vibe going on. A >> little bit more seating we have available here, but yes. >> Yes, there there is open seating. So, if anyone [laughter] All right, thank you very much. Um committee reports 8A facility master planning did not meet. My computer just went dark here. Oh boy. All right. Well, let's switch over.
