For those of you just tuning in, if you're wondering why I am sitting here, our next item, possible action concerning Board of Education officer reorganization. Um board member and president Shannon Wood resigned. So, we are in a position this evening where we will be talking through what that looks like. Uh this has never happened before, so there's probably going to be a little of conversation and discussion among the board, so we can figure out uh how best to move forward with this. Consistent with board policy 2.110, the resignation of the board president from the Board of Education creates a vacancy in
004both the board seat and the office of president. The vacancy in the presidency is filled automatically by the by the vice president, myself, who assumes the office of president immediately upon the occurrence of the vacancy. The resulting vacancy in the office of vice president will be filled by special board election to be conducted at a duly noticed public meeting in accordance with the Open Meetings Act. Both actions will be reflected in the board's official minutes. I have here a copy of the actual full pol- our full policy with the relevant areas highlighted. My reading of this, and it's a plain reading, is that the president is elected for a 2-year term, and traditionally that has happened at a turnover of the board. So, after a normal election, when there's a new board seated, the first
005thing the new board does is elect its officers. And we have always been on that cycle. It keeps us It keeps the board officers aligned with the election cycle, which we're calling it staggered. We all serve 4-year terms. Every 2 year But every 2 years, there's it's So, it's a different It's a different board every 2 years. The vice president fills a vacancy in the presidency. The board elects a vice president from its members for a 2-year term. Vice president performs the duties of the president if the office of president is vacant, which it becomes in the event of a a uh a resignation. And a vacancy in the vice presidency is filled by a special board election. To my reading, that suggests that as vice pres as now former vice president, I would sit
006in as president until the next full election and we see the new board, at which time there would be an election for president, so May of 2027. Um that's where I read it. I did send uh I sent a board email a week-ish ago um for your consideration so we could talk about this. Um any uh anybody who would like to who has anything to say about this, I'd like to hear from you, especially if you disagree with my reading of it, cuz I want to make sure we're all on the same page when it comes to the this this office. I did get a chance to read it, Stephen, and I do kind of agree with your assessment of the policy based on it as it reads uh uh as it stands. >> Okay.
007>> Anybody disagree? >> Um my reading is that it does state that you can hold a special election. It doesn't state that it's required to do it. So, you can leave it that way and just elect the vice president, but it kind of leaves it kind of ambiguous to leave it up to the board whether they hold election and reseat someone. I think it is probably in our best interest to handle it that way, leave the board seat as since it is less than it would be less than a year, and then we would the organization would be happening after election anyway, and people would be moving off the board. It makes more sense to do it that way. But my interpretation

015Um I want to start off our report with just once again honoring our retirees. Um I don't know if the board was aware, but um at Garfield when there's a retiree, they get a brick outside of by the player. So, there are the three retirees with their brick. In addition, due to um Principal Stowers' 30-plus years of service and her love and passion for reading, always reading to children, um we dedicated the bench with a plaque um in front of the school to her. So, she's holding the plaque with it. And if you go past the school there, you see that plaque out there on side the bench. Um but I did not realize that if you look on the grounds by all the flowers there, there's all these stones of past retirees and their
016name information on there. So, it's nice to know that that's a tradition that is continued to carry on. So, I just once again honor them for their years of service. So, thank them. Looking at our first pillar of learning achievement, um May This seems to be frozen. Oh, there you go. May is always a very, very busy month with end-of-year celebrations and just recognitions. But for learning achievement, our Special Olympic Trailblazers held an end-of-the-year banquet to celebrate their achievements and success for the year. Each student received an award for their personal accomplishments with coaches um and the staff was just recognized there with their family. I believe we have 38 gold medals um so far this past year. >> cleaned up. >> Yeah, they they did. They did an amazing job. Um and it's nice
017to see this program continue to grow from It was just a couple of students. Now, it's a lot of more students getting involved and saying, "What other sport can I participate in?" Um so, just want to thank them for all that they do. And then in May, Phil Stevenson in the middle school had their future star sharks and future Panthers night. Parents and students participated in a student-led tours. Um they got the questions answered, the incoming third graders, and their parents got to meet the new incoming principal. She stopped by for the meeting, also. And then the incoming fifth graders um got to step up their day and get involved with the middle school and participate in a panel discussion with the current sixth graders about what their years at Olympic like in the future.
018It was nice for them to connect with their peers and get that relationship started already. And then May 29th was the last day of school. Um we have a video recap showcasing the Betsy Ross park at the park, Garfield's academic assembly, the Phil Stevens outside activities, and um Principal Bogdan's clap out. And then the middle school had stations throughout the building, different activities that the students participated in it. So, we did a little recap video for you. >> [music] [music] >> As you can see that middle school staff had a lot of fun with that dodgeball competition versus student. Um, just celebrate some great things that happened on the last day. In terms of our pillar for talent recruitment development, um, the staff is doing a great job of filling our positions. We should still
019just have a couple vacancies that they are currently interviewing and hopefully they have recommendations shortly for these positions. Um, I know there are in some still in first rounds and second round availability, but they do have candidates that are applying for these positions. And then our third pillar of family, community, and engagement. We had our sports awards night. The athletes who participated in soccer, cheerleading, cross country, boys and girls volleyball, and basketball gathered at the annual sports banquet. We had 106 student athletes this year and their coaches and the students were celebrated and recognized. We want to thank our athletic director, Mr. Mills, and the coaches. And thank you to the Forest Park PTO for the support to aid facilitating the concessions all year. >> Just on the on the sports banquet night, I got
020to I have to hand it to you guys. It was amazing and they organized that thing so well. It took like maybe an hour to get through recognizing 106 scholars and nobody was left out. But it did it and it did not drag and it was great. >> Thank you. Um and then another last month, Field Teams in the middle school held their NHS and NJHS introduction ceremonies honoring students who met high academic standards and exemplary leadership, service, character, and citizenship. Inductees are expected to serve as role models and contribute to their school in the community. And then our eighth grade student graduation was on May 27th. The ceremony was held at Concordia University Chapel. The commencement speaker was Tracy Wilson, a community member and long-time employee of the community center. And it's really nice
021to see um all the students that he knew as they crossed the stage and the personal connection that he had with them. Um new this year, the ceremony was professionally recorded and families, if they have not already, they will be receiving a link to the recording of the ceremony and a link to all the photos that were taken by the professional photographers so that they have access to those. >> That's super [snorts] cool. >> Mhm. We want to remind everyone to save the date. Our back to school bash is on Wednesday, August 12th from 4:00 to 6:30 p.m. on the lawn of the Forest Park um park in front of the admin building and in collaboration with the park district, that is also a concert in the park night. So, any families who want to
022stay afterwards are welcome to go to the concert in the park. It's been a busy month for FOIA's. We had Daniel Kramer request utility statements and copies of facility condition assessments from 2020 to the present. We had O'Shea Smith request vendor contracts from 2020 to the present for instructional subscriptions. We had a Jane Doe request salary data for our executive admin assistant for 2025, 2026. Um all the FOIA requests were completed and the information was cited within submitted within the five days of they requested it. That is all I have. >> All right. Committee reports, Citizens Advisory Council, so that's me. Put my Put the Put the slides up. So, they have a bunch of There were There were ongoing conversations throughout the year for these. Um They completed the meeting cycle. They're reporting um
023what they came back with. Um These are some of the things they're asking for. Transparent communication with district finances and spending. Trying to be a connection between the community between community agencies. Um They did agree there's a strong sense of belonging here. They would like clearer communication and more access to advanced learning opportunities like challenge. I want to I want to clarify this just from my being in the room when they were talking about these. Um I think these are accurate, but I tried to be more I tried to guide those discussions, right? Cuz we have these conversations here. These are individuals out in the community, not necessarily engaged with the school. Like there are some parent groups, but there are you have people from Chamber of Commerce or just across the community. So, I
024the sense I got was that the people who are not directly involved in the school, that those were the people who are generally more like, "Hey, you know, I don't really know what's going on in the school." because they're not they're not in all of the portals that we have available to parents. Challenge was called out and it and again, it was that was not called out by somebody with kids in the district. Um the way I understood it when I talked to the individual after the meeting where we discussed this was challenge was sort of her way of framing basically gifted programs. She wanted to see more support for high achievers. We left it as challenge in here because that was exactly what she said during the meeting and I think that's fair as
025well. Um but I thought I think it's fair to add some color to that. Um yeah. >> [clears throat] >> So, there were talks about attendance language. They wanted clearer family support resources for things like truancy. Um there is an awareness that um I hate the word truancy cuz it sounds like a criminal offense. Um the concern was that students weren't getting into school and we've talked about this issue here in the board. Um the concern was that the kids weren't getting into school and what could be done to support that. So, um if we got to call that truancy, we'll call it truancy, but I I'm not a I'm not a fan. Um update registration and residency procedures to align with state law. Um honestly, I don't know where this came from cuz we
026do align with state law and we're very explicit about it. Um again, we can clarify that. Anybody out there who's listening to this, who is curious about our compliance with any state laws, uh should reach out to the district, to the superintendent's office, to the administrators. We are happy to explain exactly how we comply with all federal and state laws. Um and prioritize staff well-being and professional learning time. Um there is a lot of respect and admiration for the teachers and a recognition about how much work they do. Um and you know, if we don't give enough credit, I like to think we do, but if we don't I want to give it right now. You know, our teachers are amazing. They do great work and we very much appreciate them. >> And then for
027teacher contract negotiations >> We met May 28th. We reached a tentative agreement. If you live in this district, you've been here for a year and you're registered to vote, you are eligible to serve on this board. And it is an honor and a privilege and I've met some of the best people I've ever met here. So, highly encourage to reach out. You can reach me. You

031down. Uh we have one item that I wanted to speak to you tonight. Uh Talk about discussion of dis- diploma distribution. So, at the recent Forest Park Middle School graduation ceremony, there were five students who did not receive their diplomas due to outstanding fees owed to the district. I want to stop and uh uh thank Ms. Cotton and Ms. Wood. They were the ones I was there, too. I was up on stage. I didn't catch it, they did. They brought it to my attention. We talked about it. Um but upon learning of this, I consulted with the board counsel and we determined that withholding a diploma for unpaid fees is prohibited under Illinois law. And beyond the legal question, um this board considers it simply wrong. This was a governance failure. And as the board,
032we own that. That's on us. I personally contacted each of the five affected families to apologize and directed the superintendent to instruct the principal to distribute the diplomas immediately. We will be reviewing and updating district policy to ensure this cannot happen again. We're We'll be talking about this a little later on. Um we will be looking at policies and procedures uh late summer early fall and trying to figure out where we may still have gaps. Um board vacancy, we already spoke we already spoke about that. So Oh, yes. >> Your treating goals. >> Oh, sorry. Retreating goals, once we have a new board member seated a new interim board member seated, we will be having a board member retreat and we will come up with more goals. Um this coming year, I would expect to
033be a There's going to be a lot of talk about goals and policy and procedure and you know, with the new strategic plan coming into play and a new superintendent permanent superintendent, you know, search going on next year. This is going to be for for the board and administration, there's going to be a a lot of a lot of things for us to do. Um for the students and the families in the district, uh it should be business as usual. This is This is not This is not None of this is unusual. It is somewhat unusual in that we have a lot of things coming up at once, but it's not something that we're uh it it it's all things that we have dealt with before. So Uh All right. 034Um just a couple items so for discussion. Later tonight, I'll be recommending that the board approves an amendment to the lease with the site program here uh for an additional years. They have agreed to cover half the cost of the AC for the gym. So that's on the agenda for recommendation for approval. And then after a year of listening and collaborating with our stakeholders, I'll be recommending that the board approves the 2026-2030 strategic plan with the updated vision and mission statements aligned to the current needs of the district and the students. I'm also pleased to announce as you mentioned earlier, that the teachers did ratify the contract and be asking the board later on to vote on it and approve it for the up to 2030. And I just want to thank the board and
035the committee members from the union that put their time and effort into help get this agreement finalized. And then each year around this time we look at our projections as we plan for the budget for the upcoming year. As you can see our reserve balances are decreasing due to the delays in our revenue. Per board policy, the board requires 12 months of reserves. All but one of our funds are projected to be below that. But I'm also pleased to say just the other day we did get our revenue in from last year right now from the state. It's just not applied to our accounts right now. So the treasurer takes it, verifies all the numbers, and then they apply it to each fund and each account. So that'll be on the next statement that comes
036in, but this is the current statement as I do have. But they did send an email out saying all of our revenue was received. Once they verify it, then they add it to our accounts and let us know and it'll be on our next month's report. But as the county released funds and said here's all the back money we owe you, they also sent a notice saying that our next revenue statements were were funds that are supposed to come out July 1 are delayed to October. And hopefully it will be no later than October 1st, they said. So as they gave us money they also told us to not give us our next set of money. >> Okay, and because I have to ask this every single time we talk about this in the interest
037of the individuals who may be tuning in and hearing this for the first time, the reason we maintain our reserves is because we know that the state of Illinois is going to be very slow to make payments. We know that it's going to fall behind. We know we'll eventually get the money, we're just not sure when. So So keep the year so that we do not have to go into debt or take out loans. Um we know that there are school districts close to us who have have faced significant financial hardship because they do not or cannot keep reserves and they've had to literally borrow to meet operating expenses, which is just a recipe for disaster. It's very hard to dig out once you've started using debt to pay for operating expenses. Um Fair? >>
038Very very fair statement. Um and the revenue that we just received is about 7 and a half half months in the rear. So we should have got it about 7 and a half months ago and we just got it about a week ago. Um so it's good that we do have that 12 months reserves cuz other boards have 3 months or 6 months and that's what the policy says and ours says 12. >> So we're not hoarding the taxpayers' money. We are actually making better use of it cuz it saves us on debt expense. >> Correct. >> Thank you. All right. Over the years, Shannon has consistent consistently advocated for students, families, and staff. She has challenged
045us to think more deeply about equity, inclusion, and the experience of all students in our district. Her commitment to equity training helped move important conversations forward. While our work in that area is far far from complete, I want her to know that I continue to supporting these efforts during um this year on the board. The work matters and remains unfinished. On a personal note, Shannon, you have become more than a colleague to me. You're my sister. I am grateful for your friendship, your courage, your compassion, and the countless hours you have dedicated to serving this community. District 91 is better because of your service. Um I would also like to welcome our in incoming interim superintendent. I am genuinely excited for experience, qualifications, and leadership they bring to our district. I look forward to working
046alongside them in the coming school year and to the stability they will provide as we continue to search for our next superintendent. Um I'm also looking forward to reviewing applications for the board vacancy vacancy and welcoming a new board member to our team. One of my hopes is that our board continues to evolve in a way that reflects the diversity, experience, and voices of the community we serve. Our students and families deserve leadership that understands and represents the richness of our town, and I believe that perspective strengthens our decision-making. I would also like to thank any everyone who participated in the June 1st um June 10th flag raising ceremony. A special thank you to Superintendent of District 209 Chris Moheeb, parent engagement coordinator Corey Hobbs, and board president Jenny Board 209 president Jenny Barbour from
047District 209 for joining us and continuing having a strong presence in Forest Park. These relationships matter, and I'm grateful for their collaboration and shared commitment to student success. Um I remain hopeful that in future years District 91 will again join um this event as an very important community event as we did under previous leadership. Partnerships between neighboring districts strengthen our communities and send a powerful message to our students about unity, belonging, and mutual respect. Um I'd also like to encourage community members to join the Forest Park June 10th committee for the 17th annual Forest Park June 10th pool party on Saturday, June 13th, 7:00 p.m. to 10:00. It's completely free event, and everyone is welcome. Um these events gives us opportunity to celebrate our history, gain self-strength in community, and create spaces where everyone feels
048welcome and valued. I hope to see many of our families here. Again, it's free. It's not just Forest Park residents. It is open to everyone. Um and also to just to wrap everything up, I hope everyone has a very great summer. There's lots of opportunities out there. The library has lots of programs. Their summer reading program kicked off. They had the kickoff Sat- this past Saturday. Um some great prizes out there. Just like to thank the neighborhood you can enjoy Proviso East does have a lunch program available for all students, young adults up to age 18. I forget the time, but it is on their website. You just drop in. You can get free lunch Monday through I know it's Monday through Thursday. Friday, I'm not sure because I know they don't have school Friday.
049But, if you're food insecure, if you just need somewhere to go for lunch for your students, check out Proviso East, check out their website. Um That's all. >> All right. 050You've given us a great deal. You've helped us a lot. You have entertained a lot of questions from all of us, including far far too many from me. Um and I appreciate your willingness to explain things until I can understand them cuz usually that looks like tell it to me like I'm a 7-year-old. Um so, thank you for that. Um and thank you for your tireless efforts to see on behalf of the especially on behalf of the finances of this district cuz you've kept it you've kept it going quite well. Um we appreciate it. Um I would love to thank some of the other staff people who we've had very very long time who would absolutely kill me if I mentioned their name, so I'm not going to, but I definitely definitely definitely wish them
051the best. Um she's in the room, but I won't name her. Uh finally, so policy review. Um as recent events have made clear, the district policy framework has some gaps that that we think require some attention. The board will undertake a systemic review of its policies in late summer and early fall of 2026 to ensure that our written policies accurately reflect both the requirements of Illinois law and the values and standards this board holds itself to. Where policies are absent, outdated, or inconsistent with current law or practice, we will act to correct them with an eye towards equity. We can always do better in that way.
