okay we are calling to order another public Hearing in regard to the 2024 25 fiscal year the expenditure budget um dugdale would you like to go over that revision again sure uh so we're going to go over the 25 the propos I didn't change my slide it should say adopted sorry um but it has no changes it's exactly the same as it was before we not allowed to buy by Statute you're not allowed to change it so whatever the proposed budget is that's what the adopted budget is um so I'll just quickly go through it again it's a same presentation so um per per pupil increase when um we put the budget together the legislature still had not adopted uh their um budget for the next year so this budget has a 0% increase on

it when we revise um in December then we'll add the 2% increase that the um legislature um adopted and so that was the this per P per pupil amount of last year was $4,900 $1 4.71 it's just going to be over $5,000 um in when we add the 2% great um ADM is just going to we just left ADM 16 oh it's not on it's not working ah there you go the we just left the ADM the same um from this year to this last year we don't expect any growth and we don't expect too much of a decline either and the carry forward is zero at the moment as we're still paying bills um and then you can see the difference from the budget the adopted budget um from last year to this year

you can see there's a decrease there um that is just because of uh a decline in enrollment and not having the um the budget adopted from the legislature and then our capital budget our daa that is prior year funding so because we had a decrease in enrollment that's why that went down by $227,000 um our federal grants went down for next year because Esser will be expiring and so that's what that decreases that was all of our Co money so the end our Co money ends on September 30th of 2024 and so what that's why you see that decrease um impact Aid has gone down slightly and that's just because we have um less students from tribal lands coming to bluid all right and then I just went over this the decre all the decreases

um in the last year's budget there was one thing I'll go back um we did have some onetime money um that was removed and that's $500,000 um of onetime money that we got from the legislature um they did not approve that for next year all right um and then uh we just that just goes over over our declining enrollment I think we're leveled now um we had some decline um but I think we've leveled out at this point oh and then we talked about adjacent ways all right are there any questions yes um I kind of like to boil things down to the bottom line and I guess from your presentation what I see here basically our enrollment is projected to be flat and our total and our total budget will be reduced by a

million yes sort of well there's some others that I'm not sure of whether that's included or not like the if if I may address that Mr Waldo we anticipated these Cuts coming because of of the legislation we didn't anticipate them re new in the one time and so when we took proactive measures by reduction in force using natural attrition for the line share of it we went back as far as $1.5 million so we're in a we're in a position to to tolerate the cut we're also in a position to tolerate fewer students if we have 40 or 50 or 75 fewer we're still okay because we decided we don't know what tomorrow brings so we better go a little deeper than we think we have to at the moment so we're not coming back

to the board and saying we have to do a reduction Force we we want to create certainty and we have this is a very conservative view as well that 2% is not baked into there the 2% will likely take care of a lot of any of the fewer students the fact that we would have fewer students and then we'll have some carryover we don't know exactly what that is we'll have some carryover so we've been very responsible we're in a good position for this school year and I believe for the next one so we we did contemplate that but you're right it's a million dollars less and that's what we recognized last spring well actually in looking at this it's a million dollar out of the m&o and 1.6 out of federal and state grants

yeah that that was the Esser funds we knew those were coming out we baked that in it's just the m one was the one that caused us pause we have budgeted for and understood the run out of Esser funds and we knew that it wasn't a surprise the unknown was what is the state legislature going to do our feeling we don't know that we certainly it's not going to be friendly toward public Ed so we we're taking a conservative View and making sure that we have resources sufficient so we not come back to the board saying we're going to have to lay off people in the middle of the year that won't be the case considering the current status of things I think it's a prudent approach to be conservative but I guess if our

enrollment does go down then we'll just have a better student teacher ratio fewer students per teacher yes which should help offset part of educational standpoint we we don't I mean there's a there's a smaller private school I think that's coming in the area the rumor is 40 or 50 kids May attend it I don't know much about it really I don't have any details other than rumors so we always bake in okay let's use our last ending average daily membership and then reduce it by 50 to 75 kids because you don't know there people move there other competitive factors or they just there's a Shi in population so we're taking a conservative approach to it we're confident we're going to be in a good position throughout the upcoming year so we don't the board doesn't

have any worry that we're going to come back to you and say in SE September we've got to cut our expenses drastically we're in a good spot we'll be okay but it wouldn't have been a good spot had we not taken those um Financial measures early and had a reduction in positions yeah wanted to make that clear thank you or go ahead Kimberly back to you I just have one comment that 2% that we're getting was not included in the proposed budget that's going to be a bonus that might cover things that weren't covered correct do we have to vote on that again that 2% increase or will that naturally factor in no yes so you will vote on it again um in December when we do our revision okay you know how we always

do a revision in December and then we do one in May right so we'll do it then okay all right is that is that 2% uh based on the m&o or uh the total budget or it's m just m correct and that's on the average daily membership yeah and that's on our average daily membership that's on this number right here 4900 2% of that it's on 4900 yeah see that 49471 yeah it's 2% of that an additional 2% that's the ADM number student yeah and then multiply that by the 3864 so 2% of 4900 times 1500 right it's just a dumb question but I how do we get 3864 students I know you know you might call some kids halfway there but that's only half because that number is not counting students it's counting average

daily it's c it's count it's counting membership and so we have students that don't go to school here full-time like for instance our preschool students and our kindergarten students and our high school students have different um membership numbers and so that's how you get that those decimal I was just curious about that every people ask that all the time I have a question too Kim um for the SR funds was there a special audit to see how schools use those funds yes um so the answer to that I shouldn't have said yes I should have said sort of there will be an so the answer is yes and there will be more so several things have happened one thing that happens is every single year because the Sesser funds are so much money when we

have our yearly fiscal audit that program that Federal program is always audited so it's that Pro program is always audited by our act by our Auditors heinfeld me we also have to do a special Essa report when we do our annual financial report that we submit to the AG's office and then that gets submitted to Arizona Department of Education and then that gets audited it then what's going to happen is AD Arizona Department of Education is going to send Auditors out to schools that get picked and then they will do more audits on those funds more detailed correct I just wondered what the pathway was because there's so many school districts that misuse the funds yes and so in large cities mainly but anywhere really I anticipate that there will also be Federal audits as

well um coming I think it would be Federal audits um the 80 the ad audits that we have though are pretty intense when you get picked um for an ad they call it they call it a monit monitoring not an audit to make it sound nicer I guess but they're very um in-depth and um they look at everything is are they just chose chosen randomly correct okay well yes maybe are there any other questions regarding the proposed phys fiscal budget for 2025 on the audience nothing okay well
