a hearing to order this is a public hearing to U review the uh taxation for uh ways help me out here it's adjacent ways ways means that is not right adjacent ways never mind we've got it anyway this is a public hearing and I'll U turn time over to Dr ryer Kim would you like to do that good evening governing board members and governing board president so we're just having the public hearing for our adjacent ways Levy uh the adjacent ways Levy will be um we'll be Lev levying for $634,000 saying um and uh this will this is this will pay um 90 what 5% of it 98% of it will pay for the roundabout at the elementary school which is the 600 $1,000 we've had two presentations on the roundabout um prior um this
is just to Levy for that adjacent ways to do our contribution to the city of pine our town of Pinetop Lakeside um and so that's about a 19 cents increase per $100,000 um on a house and what our property and so what that's going to do to our tax rate is here's our historical tax rate as you can see it kind of fluctuates up and down a little bit um and so this year it was down a little bit last year um because of our uh we had a bond that we paid out but so now we're back up a little bit but we're right within our range that we normally are and as you can see we're actually lower um than we have been in the recent past um as well so our tax
rate will be um $3.50 per 100,000 yeah I guess the thought occurred to me when I saw this that you're giving the cost of the taxation for a house of $100,000 I don't know where there is a house that's $100,000 these days per 100,000 per 100,000 not for yeah per 100 per 100,000 whatever you correct there was hardly any houses here for $100,000 if any um he was saying illustration shows $100,000 right so just if we would maybe in the f look at it maybe a 4 and a quarter or five whatever the average is um I guess I'm under the impression now that we can just vote to raise the taxes this is the only area which the board can vote after it holds hearings to to make an assessment without an election for
adjacent wavs okay there's another qualification in order for the money to be used the state facility board has to approve the use of the project as well that's the stop okay but adjacent ways is the only category that you can do that okay and so uh We've we've followed all of our protocols we've had the presentations we've opened that to the public and this is the same project we've been working on for roughly five years and I think uh globally it's a popular program because it protects not only students but pedestrians generally and it's going to provide access egress and and exit for the any kind of emerc and so it's a we're very fortunate to have had Matt Patterson and Keith Johnson look at this and work at it to get funding for it
it is a multi-million dollar project that's being paid through the funds at a federal state and county level so uh for us it's a it's a bargain at 634 th000 no absolutely yes sir any further questions any body has on no I'm just curious I talk I'm just curious as to whether people actually know where this money comes from you know I'm surely understand if you say state county and school but does anybody really know what ajas pay for except people have been around for for um stop signs and driveways and I don't know yeah they're they're probably it's probably really unclear it's a it's a sort of a Nuance in school Finance it's the only area I know where the board can Levy as long as they provide the protocol and follow it and
the board decides what to do the others require border approval and the other is just an assessment based on the assessed value of the home so it is kind of unique I it probably is an outgrowth of safety originally and so my experience has been if it has anything to do with safety going coming in or out of the school making that safer the intersection safer the board generally approves that but I I don't think people to answer your question directly I don't think people do understand it um but we we do I can remember using it for and nothing was controversial it was the the stoplight yeah and the change in driveways yep and maybe the entrance to the pass the library at one time a long time ago you stuff so it's like
that and I don't think we've levied it the last couple of years two or three years and because we didn't have a purpose we didn't want to Levy it unless there was an intention a project to which it could be Associated and explained um but we believe it's a very worthwhile project Kimberly and it's mostly used for um predominantly in schools it's used for fire lanes and bus lanes um and and like Dr wght said for safety so that's what the money that's what and it's very narrow what the money can be used for I think it's definitely an improvement at the elementary school though the uh where we will see the biggest Improvement are at the beginning and end points of the Year where we have pack traffic that's backed up all the way
onto the main Highway and then there's also there wasn't a safe path for kids that are coming across from the east side of the of the school of that road rather of pter Mountain Road now there is there's a the the bridge is now completed and there's a path for people walking on the bridge and now we'll have a path from that bridge all the way through to the elementary school so it's now well also there's going to be a left turn lane for the buses so they don't back up traffic trying to get past yes sir that's true yep so additional space turning lanes and egress and Ingress for emergency vehicles on that south side of the property so I think put good about telling their kids which way to go yeah sure from
neighborhoods out there because we have a lot of kids that live we do area I guess we're going to have to employ some crossing guards well it doesn't change our our strategy or the flow of our traffic at all in terms of our responsibility on site it'll make things smoother and it probably be not quite the line of traffic of cars lined up to get into the campus because of the change but it doesn't impact any of our onsite once the cars come in we handle it just like we're doing now we have foot track directed one way and we have Automobiles and drop off directed another no what I'm talking about a crosswalk going across the road there's one in the plan down the road well no right across from the school right by
the entrance of the school isn't there a crosswalk that goes across this I can't I think there's that is that where the flashing light is well I drove through there a couple of days ago and it they got it roughed out already they're put two they're put two flashing lights up if I can remember right one by the school by the roundabout and the other one up by where the ad Amanda Road my understanding from Molina at the last presentation um last last time was because of the way that they designed the crosswalks with the flashing lights and some other features that a crossing guard is not required because of the way the um crosswalk is designed with all of the features that was my understanding the kids can actually turn it red right where
does most of bike traffic go do we have bike traffic for that school we have some do they cross over at other spots I imagine there'll still be foot traffic and bike traffic that will ignore all the improvements and still take that we can't control but for those that are trying to sure but those that are trying to do it I think the biggest gain is that it'll it'll improve the flow of traffic uh just generally and we won't have that backup is we will follow up with the board Mr Merl on the question about the crosswalk and confirm that in fact it's designed not to have a crossing guard I know we don't have one built into the budget um of course if it's a requirement we'll get one but if it's not a
requirement we won't well it looked to me like going through there that there's two of them so what what follow yes there's two crosswalks so let's um if we could follow up with melan and we'll follow up back up with the board at the August meeting or sooner we probably sooner and then reiterate what we discovered at the August meeting you can only putw it there you can't force people to use the safest round that's true I guess the only problem I see is the kids themselves if you have a crossing guard there the crossing guard can tell them no you wait here here yeah but if there's nobody there and there's a flashing red light the kid can say I'm going home and they take off across the street even though the lights aren't
flashing y um I guess I'm sure legally we'd be covered with the red lights but um I don't know just a thought I I think and that's true I think we also still have problems with kids ignoring crossing guards too though and then we may have some more exposure if we have a crossing guard there if one's not re required yeah so I'm also I I think let's get if it's permissible the board Mr President what I'd like to do is let's get our facts from the town frankly I just didn't contemplate that Chuck it's a good question and let us find out what the requirements are and then we're open to whatever Direction the board provides yeah well also when when school starts we can see how it goes but I think it might
be a good idea to have a an administrator um out there uh in the morning when the kids are coming in and in the afternoon at least for a few days after the start of school and see if there are any problem areas um just for safety purposes Well Point well taken it's it's like when you put in a new stop light and people run it because they don't know it's there I I think that's a a good suggestion irrespective of whatever we do permanently is to have some support at those walks on the first couple first week of school well just thinking back to that near accident we had with the young man that almost got hit by the dump truck and we didn't have the lights but we didn't have a crossing guard
or lights but uh I can just see kids doing that um especially if there isn't a crossing guard I maybe it's worth it to just have teachers talk in their classroom about the safety features of the new area and and ask how many kids actually do cross that to go into that other side well also another thought is maybe we need to make a public announcement or at least notify the parents of the kids that live on the far side there that we are going to have the flashing lights but the kids should not try and cross yeah unless the FL lights are flashing it take some training there's some training for the students for sure and I don't think there'll be any confusion the first week of school really you are an internal Optimist
aren't you are there any questions from anybody in the audience all right thank you we'll call an end to this uh public hearing for the adjacent ways uh
