001board of education this is about 6 34 pm on june 20th i'd like to remind you if your guest please sign in remind us all to sign us our cell phones and if you're a visitor or facilitate an effective meeting we'd like to read some guidelines on the table outside the door complete the tax qualification participation and get those to show the participation forms are allowed only during the public participation portions of meeting other than those times board meetings are not interactive with those in attendance um i'm not sure i'm talking to earlier i think we'll talk to jody and uh dawn can assist when necessary we're doing a lot of uh last last round of on-the-job training so jody do we have a roll call yes sir remember lamb here remember keith here under

002headlights here remember here remember murray remember hennessy here member of mcconnell here stanford the president i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay whatever you have seen the agenda for this hearing is there a motion to improve the agenda for a second second discussion on the agenda for the hearing all in favor of approval say aye aye aye one opposed don't have any public participation forms for the hearing i'm sorry jody um all right dr hall so there's no pub there's no comments on the waiver no okay um appreciate knowing that uh just a brief history of the situation and why this hearing is necessary this evening um we are applying

003for a waiver from section 27-6.3 the illinois school code which requires that pe be taught three times per week for students in elementary school and for many many years we've been teaching physical education once per week it was part of a rotation of specialist classes in both of our elementary buildings and a new law well let me let me back up a little bit we had been in compliance with the multiple times a week law by counting recess as part of physical education instruction a year ago then july of 2021 a new law went into effect regarding recess time and which mandated recess 30 minutes a day for grades k-5 and then with the implementation of that new law then it was it was not okay to be counting recess as part of physical education

004instruction so this past year due to the diligence of a parent in our district this was brought to um mrs hunter and dr rumbles and my attention um we looked at a lot of different options with with scheduling um we value all of the encores and electives that are taught at lincoln trail and i'll talk about middletown prairie in just a minute or two um but we have two uh there's just a couple of pretty major um problems with uh with implementing more pe at the top of the list is a lack of space and so having to add more pe into the rotation into the schedule as well as having not enough space at this point would be very problematic and would just create a situation that we feel would not be safe and

005it really would not be providing quality physical education instruction to the uh to the students at lincoln trail here at middletown prairie and let me be clear that this waiver is only for lincoln trail elementary to be able to continue to offer pe once per week the waiver it would be good for five years and in that time period fingers crossed we would be able to add space at that elementary to accommodate more instruction or physical education at middletown prairie elementary two of the other encore rotations are able to meet the pe standards health class and adl which is action-based learning so through those two classes plus pv this building is in compliance with uh meeting the the pe requirement so next steps after this evening should the waiver be approved it does go this

006is a waiver again from the school code and so this does goes to the state legislature there is a committee of legislators that read the waivers in the fall and approve them it's my understanding from a couple of conversations with the state board of education that pe gravers are typically granted and so we would hear about that in late fall we would start the school year we could trail with the schedule that we've used um this past year so um that's a little bit of background and history and again the purpose of this this hearing on the pe waiver is legally required and it's to invite public comment from the folks that want to give input on either side of the issue and um then there would be there's an action item on the agenda

007and regularly for the board to vote i would be recommended to approve this waiver again um we just don't have the space right now to offer this in a way that would be safe and really fruitful and really um embrace the the pe standards as they are supposed to be taught thank you dr hall any questions from board members can you remind me what the encore offerings are at mpe and lte sure so um fingers we've got five so middletown prairie we have music art physical education action-based learning and health and at lincoln trail we have pe art music steam and library all right so library isn't one of the encores here at middletown right okay other questions or comments so i have a hard time with this and because i think that this is

008certainly the easiest um solution for the gross but i it's hard for me to think that it's best for the kids um we understand that it's not easy hard to understand how more physical education is good for kids bodies but it also is good for their grades and their tests and their um i mean there have been lots of studies that have shown that their grades and standardized tests scores will go up if you offer more pe and also there's been studies that have shown that if you replace core education time with pe that does not reducing the core education time does not reduce learning it actually increases the learning if they can move every day and also with the um just a lot of the behavioral issues that we're seeing and feel like more

009movement the kids can have the better off they would be um and so so i that's why i hesitate to want to ask us to not have as much pe um i notice that in the bulldog blueprint there's not another gym that's intended to be put on lincoln trail so um there isn't going to be more gym space there might be multi-purpose space but they're not intended to be gym space um and just a few years ago we had pe twice a week and so and we've had more than one special a day at lincoln trail and so i just that's why i struggle to be to approve for waiver because i just don't think it's good for kids to not move as much i think every outcome of our kids would be better to

010do that and i realized it would be very difficult to figure out that space issue but i think it's doable um and so i just wanna say when i feel more comfortable with this sure thank you so i i couldn't agree more with what you said in terms of activity and um and the importance of that and the importance of physical movement so the waiver is not an anti-pe statement it's a statement about our resources about our space and i think that we've looked at a variety of schedules it actually is really difficult to schedule more you're correct um and i think that we would have to wait if we're going to take away actual core instructional time this time um to meet this requirement when we do have an option for a waiver that

011does not mean that physical movement cannot be implemented in other parts of the day that certainly is always possible and um the final the final plans for adding onto movement trail are not final what's been put out there is rendering and ideas and certainly we're going to get more input on that should the reference next week how long does this waiver last for five years so does this waiver just cover lincoln trail or does it cover mpe as well if changes needed to be made here this is just for me so what if we passed this we could not expand it to mpe at any point in time during that five years wow okay there's no further business for the hearing is there a second second thank you everybody i would like to remind our

012visitors in order to facilitate an effective meeting if you'd like to accomplish the board please read the visitor guidelines out on the table uh complete those and get those to jody uh the oak station five million station portions immediately other than those times board needs are not interacted with those kind of talents could we have roll call please land here keith here hendrix here schultz here mcmurray hennessey here mccomb here for the pledge please i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all all right board members you have seen the agenda for tonight's meeting you've had a chance to review it is there a motion to approve the agenda so we look like

013zero second second is there a discussion on the agenda all right now all in favor approving the agenda say aye any opposed motion security consent agenda tonight's consent agenda includes um several items we've got minutes and previous meetings we've got bills to pay we've got a treasurer's report we've got personnel changes we've got one new high school activity fund account we've got surplus items we have out of the state overnight trip and approval of jody mcduffie as foreign secretary would any board members like to pull anything out of the consent agenda for individual discussion you take joey and pick duffy out please okay anything else all right uh in that case i entertain a motion to approve the consent agenda mine is children of god there's a motion to do that plan yes henricks yes

014with murray mcconnell yes uh now we have approval of jody as board recorder is there a motion to approve that is there a second second [Music] yes mcmurray lamb yes yes yes all right very very good okay before we go any further we've got one special presentation tonight yes please so this is the last night for dr hall to be with us she is finishing up a five-year it's kind of like amazing up here isn't it a five-year run here at mohammed seymour and and uh folks leave us we typically present something and uh you've um you're no exception to that appreciate your leadership the last five years we appreciate the nights you spent here with us at the board and there's been there's been a considerable montana photo and uh dawn he could snap

015a photo that'd be great too um do this and then everybody come into the room here you can hold your bag thank you ladies and gentlemen the beginning i'm gonna sit down you give us you can sit down you can say a few words if you want to say these words tell your mom did you wrap this max board secretary or some combination there might pay for both of them i'm not sure had an idea thank you thank you and there's a there's a light and stands awesome i really appreciate it and you know when jay gets out of hand i want to break it well thank you um i don't want to prolong the whole ordeal of this so you think those it's you know when you announce your retirement in december there's a

016lot of slow kind of journey and i guess i i just want to say thank you it's been an honor to serve as superintendent here and i've appreciated working with the board and the board that's here tonight thank you and thank you to the passport members that have gone through since i've been here in 2017. i had a very unique opportunity and privilege to work here for 11 years a long time ago from 1994 to 2005 and then be able to return to this district i was very very very happy to be able to do that my two youngest children went through school here for the most part and there's not a any other district i'd rather work in and retire from and as we know the last couple of years have created some really

017difficult and challenging times especially at this table and i just um know that everybody came to this table with the best interest of students in mind and that's the most important thing so even on the most of difficult days being being here at mohammed somewhere was wonderful and i'm just incredibly grateful we have an outstanding staff this is what makes our school district exceptional and i thank our staff for everything that they do and done for our kids especially over the last couple of years i've been very very fortunate to work with an administrative team that is amazing hard working and is the absolute best i've learned so much from them and our schools and our school district are in great shape with them i just want to say to our entire staff thank you

018and i hope that summertime is providing some some respite to the district office staff they're they are also second to none um dr rummel mrs northrup and ms smith are incredible leaders caring and knowledgeable and the entire district staff their work is often done behind the scenes and we don't know exactly what it is but it's really really important and um just want to say thanks to them and um to don it's been a pleasure to work with you and uh there's there are not words to express my appreciation for you and our friendship thank you thank you and to the students and families of this community in this school district the support here is unparalleled and it's a wonderful wonderful thing so thank you for that there's such loyalty and love for our schools

019this is an incredibly generous caring and kind community and that doesn't go unnoticed and not every place is that way so i feel very very fortunate to have been immersed in that not only the past five years but previous to that as well and over um with over 30 years of public education which just doesn't even seem possible it's gone by very very quickly my family deserves my thanks and appreciation more so um and i'm really probably able to put into words uh there are long and intense hours in this job especially being a superintendent and that has to be tolerated by the others in your house and i've been very very just incredibly blessed with an amazing support system and a very loving and caring family that always loved me no matter what when

020i came through the door sometimes very late at night supported me and encouraged me throughout my career so i thank them my husband jay and our four children and our three grandchildren and as i step away from k-12 education i wish the best my successor dr lee i could have been just happier with the choice it wasn't me but i picked the right person so i'm excited for you you're gonna work in a premier school district and you've been spending time here so you see how wonderful it is and how great the people are so again it's been my honor and blessing to be the superintendent here and it's always a great day [Applause] um next on the agenda donations um is there a motion to approve donations as presented all right second second dr

021hallman [Music] donation this month um from hack proctor to middletown prairie um in memory of tom proctor in the library a donation of five hundred dollars so thank you to pat our teacher here perfect um yes yes nick murray yes tennessee yes ns yes macomb yes um communication time anyone here from the pto msca anything for the foundation visitors we have a few i believe all right we'll go in order a reminder that um this is typically not interactive time we are here to listen we want to avoid anything on specific students and we want to be respectful of others and not not call people out okay all right let's start with katrina roberts also reminding that five minutes i will try to notify you close to me and if it looks like you might

022go over i will talk fast my husband and i have raised seven i'm sorry i'm katrina roberts my husband and i raised seven children in muhammad four had ieps and one had a 504 plan i learned the hard way that they were not going to get what they needed to be successful if i didn't learn two things what federal and state laws say that children with disabilities were entitled to as part of their free and appropriate public education and number two how to be fearless in my fight to get supports and services they needed they were entitled to according to those state and federal laws some might say fight is a strong word and i would agree however that is exactly what i had to do for every one of my children i now run

023a non-profit that specializes in advocating a much nicer work for students with learning social emotional behavioral and other mental health disabilities in public school systems all over the state of illinois my job should be to help parents and caregivers understand the special education process as it is unfolding for their student to be the bridge between school administrators and the families but that's not what i spend most of my time doing i'm having to fight for the family's voice at the table a voice that federal law says they should have i am a very passionate person and i'm often told that i would catch more flies with honey and i totally agree however i will always err on the side of a student too many parents are afraid to stand up for their children because they

024are afraid of retaliation i've advocated for more than 20 students in the past few years and there are several things that have surfaced as red flags that i'd like the school board to know about i have written the first one is i've witnessed a great inconsistency in service distribution decisions for students with ieps and 504 plans are made by one or two administrators with no procedures and no accountability for example i witnessed and advocated for many students who struggle in the school setting their anxiety and frustration makes them so disruptive rooms may need to be cleared for the safety of other students staff have been injured they flee from the building and they may be very verbally abusive yet every one of these students were eventually given the supports and services to stay in the

025district which is how it should be every effort needs to be made to keep them in their own school district which is also a federal law a student with special needs was physically assaulted by two other students and that one of those students had an iep the family of the assaulted student was assured that the students would no longer be attending muhammad seymour schools as it turned out they were allowed to return then there's one of my more recent clients who has not even come close to the level of disruption and harm that these students have had in their path yet the decision was made by one or two administrators to remove her from the district there was no discussion every effort was not made and legal process was not followed max denied jenna carson

026and myself um the request to meet in closed session four times he stated the reason for denying her request as he had spoken to both dr hall and miss northrop regarding the situation he made the decision not to schedule the meeting that pretty much says it all he didn't speak to us how did he know what the situation was again decision was made by one or two people because max chose not to follow the board procedure as this family has been denied their legal right to inform and seek support from their school board no administrator should have the power to sit in their office and say this student stays this student goes this student gets an aid the student does it the second red flag is parents are not being considered equal members of the

027iep team which is also a federal law statistics show that a student will have more success with parental involvement i personally was told by an administrator of this school that parents have a right to express their opinions and ideas but ultimately it is her decision that is a direct violation of a federal law the third red flag is the school this idea of school system versus parents and caregivers which translates to the special education system is more focused on fighting against parents caregivers then they are partnering with them to create a client that sets their student up for success and well i'm going to finish i i i'm almost done i have a few examples i've been advocating for hundreds of students over 30 years and there's only been one time that the school staff

028recommended testing because student was struggling that one student's mother and father were both teachers in this district one of my clients started struggling in the third grade and no matter what family history that that the parent told or got letters from doctors they were continually told that he did not qualify for an iep finally when they started meeting with me we were able to get him immediate testing and he re and an iep for six years this student struggled and lost ground in our district because no one stepped down thank you um and so do you know that the district has a family engagement specialist only one of the families that i work with have worked that knew that she existed i didn't know why hasn't the special education staff informed families that she's available

029why has she not attended any of the iep meetings parents with children who have special needs really are swinging in the wind without any kind of appropriate support many legal at which somebody else will go through many laws are completely ignored processes are not followed as with the student who is being tried to be moved out of the district do you as board members understand that most of us cannot afford legal representation to fight these battles however our tax money pays for the district's lawyer to annihilate degrade and humiliate us parents and i have proof if anybody wants to meet me afterwards families like ours are not represented on this school board we are desperately looking for champions to care enough to step out of your norm and see what it's like for students and

030ss families in our school district next up is carson brown huh evening my name is carson i'm coming in front of you all as a community member concerned with the procedural and legal wrongdoings with the special education department on june 1st an email was sent to the president of the school board max mccomb requesting a closed session meeting regarding this topic and we were told that after speaking with the administration our request had been denied four times to be exact and a reply to that reasoning for denial um in reply to that reasoning for denial was refuted and expanded upon during communication it was stated that the board cares about our issues with the special education department at muhammad but that many situations involving needs of special education families go well beyond the training and

031knowledge level of the board but we are not asking for experts to be involved in this discussion we are asking for taxpayers and those that are elected to protect this community and the value of public education offered to all students to uphold their duties to provide the added level of accountability that the administration of this district is held to accountability and the need for holding others accountable is not above the board's knowledge or duties this comment from the board brings up the question of what other groups of students lack the support that is necessary from the school board when situations like this arise if the board is elected to ensure that school districts are responsive to the values beliefs and priorities of their communities then how are they so easily able to write off and

032ignore a part of their community that is a priority to many ignore the problems of a core value of muhammad seymour education which is special education and deny the legal right of taxpayers in their community to speak privately with the board regarding confidential information those wishing to speak with the board about these issues are only asking to be listened to and not be pushed aside with their concerns and complaints by any more members of this district no individual with a disability especially as a student should have to fight for a place in a public school that should support and uplift them to become the best versions of themselves the student that i am representing civil rights have been violated by laws being broken and procedural procedures being ignored the laws that have been broken are

033not limited to just the following that i'm about to read ec stands for the educational code that has been broken cfr is the code of federal regulations thirty-four cfr three hundred free and appropriate public education in the least restrictive environment i will also be handing each of you a copy of this so you can read the details as i'm going to probably not have time or bandwidth to read it um federal law mandates that parents and caregivers are to be engaged in the iep process and are equal participants on their child's team 34 cfr section 339b3 specialized academic instruction adapting as appropriate to the needs of the child with a disability thirty ec section five six four four one two individual and small group instruction instruction delivered one-to-one or in a small group as specified

036to those two than to say what i have to say so you can i will try it this is probably so hard for me because this has always been um my dream place to live in work oh shoot in sorry i was hired by lindsay hall yeah i'm going to do this anyway losing my time um tonight i came to speak as a mom um although i am a teacher in our district i've been a teacher for 25 years and 23 of those have been here in nsjh and mshs i'm a mom to a special needs child she has attended school and received services in this district since she was three years old although my primary reason for being here is as a parent i also feel the need to acknowledge that i am an

037employee of this district as well the joy of heartbreak hope disappointment that i have felt um as an employee being in put in a place where i have to step out of my comfort zone in regards to my job to advocate for my child not only needs but is legally granted and is not receiving has been extremely difficult to navigate up until this year i have felt informed connected valued and encouraged in fact i've been a huge advocate for many special education families i've come in contact with in the area and encourage them wholeheartedly to transfer here because of our services however this year specifically january through april has felt like a secret i've felt like i was running a quicksand with my daughter's teacher and admin looking at me being in this dual role

038has awarded me many opportunities to witness many successes of students who are receiving the supports they need to thrive to have hope in what my child will get educationally and emotionally and caused an unimaginable grief watching my child not receive the same things that other students are rewarded which in turns caused a ripple effect of events that have never negatively impacted my child and their overwhelmed being as an educator we have heard and been told about learning loss the changes in mental health of our students and quite frankly how we should be different to take all of that into consideration for the families and students yet as a mom the district failed my daughter destroyed my trust and more importantly broke lost five minutes is just not enough to share my experience but i just

039can't let this go unheard and nor will i sit back and allow any other family or child go through the months of pain we've endured and quite frankly still are to this day thank you next up is me okay i'm eric hendrickson and a long time resident of muhammad and homeowner i believe this is my ninth or tenth meeting dating back from last september as such i've listened to a variety of issues with these meetings and i've raised some of my own concerns after just sitting in for the first few meetings first it's been you know my desire to have access to textbooks films etc for all grade levels on reserve at the muhammad public library um that's i've kind of went over and over about that another items is cameras and audio in the

040classrooms and hallways at schools to better handle discipline and identify bullying of students as well as modular class progress and see to it that teachers adhere to the subject matter and not deviate from it would also give insight to the level of classroom order discipline all parties benefit from this access uh we owe it to all parties to get this implemented as soon as possible i wish there were another way yet cameras are everywhere as it is right retail establishments doorbell cameras are everywhere no one has any expectations of privacy outside their home so why not the schools where some of the most important business of society is conducted recently two students in roswell georgia were physically abused by teachers and it was all caught on tape by cameras in the classroom teachers have been

041fired and faced charges finally the referendum this is of course most imminent whatever needs the board is outlined need more scrutiny and certainly a different way of raising the revenue funding of schools has fallen almost entirely upon the homeowner and by this i mean the existing homeowner there is building there's a building boom in this town here that that is destroying forever our precious farmland people from champaign come here for refuge from the crime in champaign or banned other areas we just had a referendum that was to take care of expansion needs in such a short time later more is asked believe that new development needs to to anticipate and pay its fair share instead of just moving instead of people just moving here and rolling and swelling and stressing the capacity of the schools

042an impact fee a facilities fee for all new construction could be escrowed and used to be built facilities as needs arise the impact p would also go a long way to slowing the process of taking the best soil in the country out of service forever surely you see the machines stripping off a thin layer of the soil to take who knows where only to leave a fraction of it back and over it goes soil and under it is clay think of flooding and runoff lastly our school board president is a realtor now to me in my thinking that in and of itself creates a possible conflict for obvious reasons the more building the more real estate transactions i urge muhammad to vote no on the referendum and seek other more equitable ways to finance school

043expansion i put forth an idea perhaps there are others i'm listening thank you and lastly mark thompson you've got four minutes now and i want to use that how many dollars congratulations for john wells sir you know i hope your retirement is all and then some that you could ever imagine time for family you know i'm sure you'll make the best of it you got your hands full that's kind of and that's okay if hers is this i don't want yours to be here i hope you vote rise the occasion um i'm sorry i haven't been here last month i had family business out west the reason i missed the meeting last winter was i had family business in florida i don't like not miss being here but certain things are more important i really

044would like you gotten a tour of the other building that you're going to tear down and replace um i'm reminded of the brooklyn center in urbana 11 million dollars was spent to build that school a friend of mine just told me that's 11 million dollars to build it they use it for a short period of time decided they didn't have the enrollment they sold it to a company for a million bucks then the city bought it back from that guy for 5 million you're short shortly thereafter this idea that you can see the future is really questionable i do know that there's a ton of illegals in the country now that are going to be trained a lot of them at this school and a lot of them at the schools you're going to put

045up you know it's not that i'm heartless i don't care about little kids but i also know how everything you're doing plays in with what the state of illinois tells you and what the federal government tells the state because it's all one big political mess you know it used to be you didn't talk about politics and religion amongst friends you stayed away from that well we're thrust upon it now it's about the only the two most important things you can talk about is politics and religion and how they play into this school district and i'll talk more about that in the future um when it's more appropriate as far as it comes to the referendum you know i believe in truth and advertising i see those little signs out there it says vote yes or

046no for more classrooms vote yes for more classrooms it doesn't say vote yes for a 100 million dollar tax cut that you're going to pay you know my taxes are going to go up 10 dollars over ten years i don't like that and i also don't think there's any way you can build that school for the numbers that you talk about or that additions look at inflation today what the government is doing purposely those numbers are a joke they'll be one and a half to two and a half times what they are and it's gonna be on our necks so that's up to the people i know i'll vote no for those very reasons and get i've said it before the concept that you have the prettiest school system in the county of the state

047and you're teaching these kids critical race theory and you're saying you're not going to do that but you're already doing it you got that lgbtq club that plays right into it they go hand in hand social justice absolute crt everything you talk about when you talk crt is social justice equity inclusion all that so you can say what you say but we also know the truth and it is being taught and it will be taught because you're going to take the fed's money and i would not hang my hat on a big new school system when you turn out brain-dead kids who just don't understand the world they can't critically think they're they're trained on a history that basically doesn't exist to them my history isn't top what i grew up with understand what that

048flag means in the pledge of allegiance what it means those kids today don't understand it so anyway sorry to hear everything you guys are doing i hope that gets turned around thank you for sharing your time uh now it's time for communication reports from uh board members and uh we'll start with um i hope staff and students and family are having a very restful summer uh and i just want to say congratulations dr hall i hope you have a a great retirement very enjoyable thank you this has um well i was going to say anything tonight uh but i'm going to know i wasn't at the last couple of meetings and at one of the meetings we had public comment uh come and someone uh read a part of a letter then as i was

049looking through the meeting minutes that letter was categorized as a response to board communication and so uh i have to say that the the message that max gave of i'm asking you to please refrain from ramping up talks of violence at our meetings um i think is disingenuous at best this idea that we continue to have community members and staff and students come to this board room or to board members or to send emails asking us for our time and our thoughts and our efforts to be denied again and again is getting tiresome i'm exhausted by this idea that we sit in these seats but the most vulnerable people when they come to us and ask for help they do not find it they don't even find a venue to discuss it i've made requests

050to have things put on the agenda that deal with diversity inclusion also requests that we've heard from community members like can we please talk about getting comments available on our videos none of those things ever make it to this body's discussion and i think that that we are lost what it is that we're sitting in these seats to do i can't have another teacher come and tell me that they're not getting what they need and hear that the response was well you didn't ask in the right way and i can't say that out loud because i'm fearful of what's going to happen to me and be retrograded against i'm tired of students and parents of students coming to us pleading for help and not even getting an audience for us to listen to what they

051need i just am not sure what it is that we're here to do if it's not to be a member of the community that listens to the challenges that we have together that listens to all sides that has the freedom to agree on some issues and disagree on other issues but if we are to move forward as a community we have to be able to sit and talk to each other to have a body that says it's for the community that does not allow the community to come and have discussions with it especially when you are responsible for making rules and setting priorities and asking for money i just shake my head as to why we're even in these seats i don't i'm struggling i'm having a hard time understanding what it is we're here

052to do but emphatically i want to say that the message of we just would rather you not come and talk to us or please stop speaking as was categorized by an email of one of the board members here is not the attitude of all of the board members and we are continuously reminded that we don't speak for the entire board except some people seem to do that all the time and i'm tired of the duplicity of it i'm tired of the messaging and i'm tired of having a message that says we're all in this together come and tell us what you think but only if it's what we like and if it's not what we like please be silent so i don't know that i have a point to that other than frustration and a

053continued hope perhaps short-sighted hope that we will actually move forward as a community we do have important things we do have students and staff coming to us asking for help and i for one would like to find a way to support those requests and i continue to come and sit in this seat and i continue to say to the community if not all of us will listen i will listen i am here and i'm doing the best that i can and thank you for continuing to come and remind us why it is that we asked you for these seats [Applause] um well i will agree i would like to listen to people that need help to do my best to help them i also would like to say congratulations to lindsay and i wish you

054the best in your retirement mr lam yes i'd also like to say thank you to lindsay and appreciate your time here the two different times here we just wish you the best thank you and i like that i think you should get credit for more years spent because the last 2010. but it's been difficult waters to navigate and appreciate your patience and perseverance and leadership thank you those things i share i guess your perspective earlier tonight two parts perspective and uh there was a nice job maybe a couple administrators but there were also other folks that i neglected to mention that i was listening to because a lot of these things are illegal in nature can't go on much more about that but just the old thing um so moving on with tonight's agenda we

055have financial update with heather [Music] i have actually gone in person to try to talk to the treasurer i have called her as well so um i'm going to keep on it now they're saying they have no date set so um when i went in last last week so we'll just keep praying that we get that um so that everything will end smoothly for the year that is all we're off on revenue right now we're in line for expenses so i mean we're we're good except we're just waiting to see if that will get paid so anything else for sure okay lord have you seen the report in the past are there any questions all right well thank you uh dr alma's report was also included um i just wanted to say it was just

056really coming off of a great week with our presenters from the reading and writing project from columbia university such a great opportunity for our teachers to interact with other teachers in the region and to get some professional development some pretty intensive professional development on writing and writer's workshop it was followed up on friday with an administrator's day focused on providing administrators support on how to support teachers as they implement writing instruction so it's been a really great week also i've included in there um these are preliminary scores so i can't stress enough that they are limiting scores for iar the official scores have not been released um but just running some numbers um those are kind of our pass rates you can see we have a jump from last year but we'll continue to see

057a little bit of a lag coming off of coved so this coming school year we'll be continuing to focus on social emotional learning and executive functioning which kind of helps kids with the planning organizing some of those skills that we're seeing some struggles with and then we'll supplement that with a focus on classroom assessments and feedback as well so how teachers can support kids and quality assessments and providing quality feedback to students so if we'll have more on that any questions tonight for dr roman so when you talk about the social emotional language things like that in general is there some more specific things within that or if you've targeted specific areas under that umbrella and have there been any um like data points that you could provide within that that you're really focused on

058or csv yes so some of the data that we're working on will be a year old that was the data that we were collecting at the high school with dr tan um we have not been able to collect that um this past year but when we looked at the data that we had previously collected and started kind of analyzing that one of the things that really jumped out is we were working not only at social emotionally but kids social emotional health impacted there's a correlation i guess would be the proper term with kids that had d's and f's in high school and mostly in that freshman year so we'll be looking at how we support our freshmen coming in i know we have freshman mentoring class but what are some other supports that students might

059need um so that we're well it's great we offer credit recovery right now that's not the proactive approach to that so how we can support yes but specifically then that's what kind of brought us to the exact functioning piece of that so specifically what we're seeing with like the executive functioning under that social emotional learning is kids inability to kind of plan so if they have a test maybe not knowing how to say okay the test is on friday how do i break that up and plan my evenings in conjunction with everything else i've got going on to make sure that i set the time aside for planning initiation is something that we're seeing coming off the end that kids are really struggling with so knowing that they've got these things coming up but literally

060not knowing how to get started on it what those first steps are so those are the things that we'll be providing um some intensive training to our teachers on so that they can then help support kids with some of those skills how long do you think it would take as you're focusing on that for the professional development that it would impact the like the illinois assessment of readiness to get back to the 2019 yeah um so when the state originally put stuff out they were saying it could take three to five years because what was originally coming out would be the impact um i'm hopeful that um i mean we are kind of addressing it pretty hardcore we have um for summer school this year uh the largest group we've ever had in partnering with

061niu and offering us a literacy-based steam camp we have over 100 kids signed up we'll have just under 100 in our building and um additional we'll also be providing the camp at macy this summer so it'll be just under i think 180ish kids that'll be giving that so i'm hoping that all of these things are putting in place we have the mental health grant to kind of support families that are in crisis right now and we're working on a referral process to get those families in counseling that all of these things together will reduce that time period but there's some of those basic needs got to be met before kids are going to be ready for learning so thanks yes any questions for nicole all right dr hall here is your last super time i

062don't really have a report actually um but i i did want to just take a moment to recognize the loss of the community leader tom harps passed away this past week and tom served on the school board in the mid-2000s but was also a community leader in many other ways served on corn belt on the board of trustees and just all around good human being and um his son andy and alyssa live here and then he has a grandson in our school district as well so um just uh our thoughts and prayers out to the hearts family thomas um one of a kind and a really a good man so with that i just want to recognize his services tonight any questions for dr hall all right when the new business first item up is

063insurance day heather um we asked um to go out and bid all of our insurance just it just keeps everybody a little honest and um they did and it actually came in less as a total than what it had been in the past um we were able to go through and pick the different lower lower beds um throughout the different packages so my recommendation design is to to approve the recommendation from vuchu um to accept all of the most responsible bids case recommended board of education approve the insurance debt as it is presented is there a motion to do that is there a second second plan for further discussion or questions forever jody will do a roll call vote please keith yes hennessey yes henriks yes schultz yes lamb yes yes next up is ada

064bleacher bit heather yes right we had we had a bed for bleachers and yes we did have some time constraints on there to try to get the ada requirements in before the football season so that everybody could join um but we did express to the vendors as well though that they could um still bid and then you know we would look at the little bits and if there was a lower bin that needed to take longer then obviously we would consider it that'd be something i bring to the board um to make that decision but we did not have any other bids come in besides the one the original one and that is a total of sixty four thousand eight hundred and ninety three dollars and that's from stadiums unlimited um recommends the board approve

065the 80 bleach fit as presented is there a motion to do that second second nazi and discussion or questions so what what made this come up now i mean we've had these features for a decade we have a facility plan on the horizon what made it that this year we need to have that done i can answer part of that because i think it actually the conversation about these actually might have started before heather started here i mean we've been concerned about the lack of accessibility with the futures then we ran into coven and then we looked at some different ways that we could complete the work wondering if we might be able to do it ourselves and it's just it's just been in discussion and it's just taken a long time to get to

066this point and so far that we just decided the best thing was to go out for forbidden so it's been on our radar i believe that when steve's presented to the board on just kind of facilities projects that's been in there and i'm all for ada compliance for sure i just that's a great question we just keep getting things saying a bit early bit early and it seems like we're doing it really quickly so i was wondering what led to that where do um individuals in wheelchairs view the games now i think many of them um sit on kind of the hill area kind of like concessional standards and we just want to provide so do we have some drawings we can see of what the proposed plan is are those easily i'm sure i

067can reach out to damian and get him he actually worked with the vendor on them so what what levels of the of the bleachers would become accessible then so as you uh from behind the bleachers about the first third if you divide by rows but the third fourth row will actually bring a ramp up from behind the bleachers there's a concrete sidewalk so we'll bring a ramp up through the bleachers we'll cut a hole through the bleachers basically freezing and opening a tunnel which will the ramp will connect to the main level the main walkway of the bleachers on the north side and we'll add a platform that will span between the two stairs that go down to the trap so that will be about a six-foot area or greater where the wheelchairs or fetal

068needs can sit so they'll come in from behind the bleachers through the elevation difference is only about an inch from the sidewalk behind the features to the existing platform so it's a very quick easy it's also it leaves the the ram and the sidewalk at the same elevation as access to the restrooms and the steve will the ramp go only to the platform for wheelchairs or are you able to get up into the rust how much seating will be provided if you do need you know wheelchair like how many people can we accommodate in the space that we're building i can't say a number exactly but quite a few more than 10. closer to 20. they'll be adverting for 10 plus people in wheelchairs with assistance with family members so there will be there we've

069seen for people who maybe don't need a wheelchair but just have trouble walking and doing stairs i don't remember if there's actual season there but there's facebook i think it says six 36 inch wheelchair spaces and six 18 inch companion seats so safe to assume that folks just aren't in a wheelchair but need some help getting up there they just sit in the containment seat or they get like a ring cam chair or something steve was this very far off of your expectations it's actually cheaper than i thought and materials available i think the design is great additional questions yes no henrik's yes schultz present mcmurray hennessy yes my calm yes all right next item six semester grades doctor hall um we have a student who will be ready to graduate at the conclusion of

070completing courses this summer so i'm recommending that the board allow that that's the camera message board while this is foster graduate there's a motion to do that for tennessee second choice second schultz discussion or questions for dr you know that's good [Music] no requirements and good goods all right call voting please mcmurray henrik's yes lamb yes hennessey yes keith yes schultz yes nicole yes okay next idea can i just ask a question should we consider changing that policy so that six semesters is what you need you know we've had um i mean i think that's a great question i think it's worth worthy of more discussions um i've never seen it until the i think we've had three or four in the last year or two so um i don't know i just think the

071policy maybe needs to be rewarded to say i mean because it's very very clear that you have to do seven semesters and i don't know i'm sure there's some history to that that's not a state law obviously because you just voted to allow a couple kids now to graduate in sick so i would just say it's worthy of more discussion and we do have some kids that can get it done and now we've opened up some other options for getting credit and that type of thing and surely worth looking at okay let's get going all right pe waiver application earlier this year we had a equilibrium pe waiver and uh recommends the board approve the pe waiver application as presented as a motion to do that somebody who planned as a second second okay discussion

072on the key waiver of other questions we didn't ask [Music] yes sorry nicole yes so my tithe does not pass so is there any direction on the board on what you want to do i'd like to see some um alternative plans um and those can be plans over time so if we need to ask for a waiver for our first year and then come up with what we're going to do in the next year and next year i think that those pe requirements are appropriate and i want to see us reach for those requirements and i don't feel like just instituting a blanket waiver for five years is going to get that done so i want to see how we can return to where we are in compliance with those requirements so the board of

073being comfortable cutting core instructional time to do that that would be one approach i would kind of be interested to hear what building and district administration think about how we can accomplish it adding adding encore classes changing encore classes middletown you said middletown is accomplishing it maybe we look towards moving towards a uh the approach that middletown takes i i don't have those answers but i'd like to know what are some options that could be considered move a deadline on the application this was okay number five kids club dr wrong so i think we came last week and we're back um our last month we're back this month uh jeff dobrik again from the ymca and jeff are you on my phone there's somebody by following we've got a mutant so maybe jared's i need

074him oh okay please i mean himself hey guys how are you so um so we're back this month uh i think just to share a little bit more information as i shared um last month it's been very challenging uh to staff the after school program here and we currently do not have the staff that we need and more specifically at lincoln trail in order to run kids club this coming year i want to express that this is in no way um to say that the staff that we have have not done a great job and that we don't appreciate the work that they have done um it's just that this program has become maybe uh more than what we can handle at this time with our current staff um we do not have just to

075be clear lincoln trail to open the year we do not have enough staff that i can open registration for our families for kids club the staff that we have that might be returning we have one that would be leaving um and we have two other one retiring um two returning um but you can't run into two i have no uh staff member at lincoln trail as we talked about to oversee that program i know that there have been discussions about taking staff from this building to that building um you're you're robbing peter to paypal you're you're taking stuff from one building hoping that you stretch it thin enough that you can run two programs um and we're fortunate here that we have enough that we don't run short and if we take stuff from here

076and we move it over there now we've got two stops that are really thin and people calling potentially leaves us without being able to do that so i think we've sent you some information that the y's put together i don't know jeff if you have more that you want to share about um yeah so hopefully the proposal you guys received is really just focusing on again still keeping the numbers the same at each location so again serving under kids both at lincoln trail and middletown but also reserving spots for those that need some financial assistance or whatever extending these circumstances they need some additional support as well as allowing some space for administrative staff as well so um being able to meet the numbers that we have is still having a very similar structure with

077capacity and so forth to what you currently have um but the ymca again the y is the largest uh after-school provider in the country so obviously we've got a great resource of a variety of different things that we can do when it comes to training curriculum activities and those types of things this would be an entirely new position too that we would be creating our expectations so actually somebody that's full-time strictly devoted to this program and the kids and families within it so it would be something that would have to double multiple things their sole focus would be the after-school program within the muhammad school district so um i know one thing that we were trying to figure out a lot was the cost associated with it obviously it varies across the board um across

078both towns and counties and state and everything like that so just knowing we try to do numbers that obviously is affordable to families again we accept um third-party payments ccrs dcfs and again have our own censorship program associated with mine see that we can apply for to reduce that cost as much as possible also making sure that it is at a price that is actually lower than uh some competing um after-school child care try providers right it in a way that is as easy and as simple as possible for the team here at muhammad but also helping as many families as we can whoa and you guys we've got some sound um i know one item that was discussed last month when you were here is there might be the opportunity down the road for

079why to get involved with some other programs here um i think you mentioned summer programs can you talk a little more about that yeah that was something something we'd definitely be interested in so we actually used to have a summer camp program in muhammad many years ago and obviously just i can't remember the reason why i was before i've been out the wife for 15 years even before that so we don't know the exact reasoning but um we've done a variety of different things when it comes to off-site satellites so finding a sure um no you're good there you are um so yeah so it just be correct so me just trying to figure out how many kids we can serve and really trying to incorporate what our camp program is right now at an

080offsite location so um we're going to be doing something we do something similar-ish to some underserved communities in champaign we call it our wine fly program focusing on health and nutrition steam activities but trying to bring that to various places um honestly our summer camp program at the y itself is busting out the same should probably average anywhere from 220 to um and there's unfortunately we're having to turn kids away throughout the entire county so actually being able to grow their program would help us serve a lot more and still give them access to why whether that's field trips to be able to swim um incorporating with our normal white camp to do various field trips whether it's the zoo skate land whatever it is variety of different things um so yeah that'd be an

081easy transition for whoever the director is to kind of start planning for that and have a good basic kids to potentially utilize that so this could be a gateway to some other taxes and you're currently servicing some of our students i know one of the keys um under your scenario which i think we would which was where we would be at if we need to continue this on our own would be a director out here you certainly would not award the contract or the agreement to do this yet uh do you have folks in mind in the queue [Music] thoughts we've had some discussion internally amongst people that we feel like could be able to help us out the tough thing is going to be the timeline of it just because school is six seven

082weeks away so we've had a number of staff that have helped within our after-school programs that are either graduated or taken whatever it is they're looking for some opportunities we're just kind of waiting for the thumbs up to kind of have those more formal skills realize you can't other questions so along the lines of i mean we don't want to bring up this topic again but our coping days that the school is not a health clinic we should look at the health clinic to health clinic i'm actually inclined to say that we should let daycare people do daycare right and the school should not or at least we should have a discussion about our priorities and so sort of have that um as my baseball we should take care of people do daycare um but

083i i have some concerns um one it's difficult to think that students are gonna pay a thousand dollars a year more in this program than they would in the other program um two that there's no before school care for students because that a lot of students have come to rely on that um and once again we should talk about our priorities and whether that's something that the school is obligated to provide i understand completely that we don't have the capacity nicole told us that we can't do it right i mean we can't do it so you can't do it um but but then one of the things that's my biggest hang up um is the 248 753 dollars that we make on kids club now maybe we shouldn't make money on kids club ideologically but

084that's a lot of money that we make on kids club and to think that we're going to pass this off to the y and and have an agreement where we charge nothing is concerning to me um there will be costs for the district still of the custodians and the electricity and whatever um and i wonder i mean as an economist i see this and i think well just like all of our other shortages maybe we're not paying enough for our kids co-workers so we paid more we would get better workers or i don't know but that's almost a quarter of a million dollars and so that gives me pause wait where are you sorry where are you getting that number from because when i ran it last it wasn't close to that well i was

085running off the report you gave us um the fees for this school year were 379 183 the salary 998 we paid 2179 to trs we had three supply lines 390 6032 4578. we paid 6397 to imrf for kids club 5362 to fight that 1490 to medicare so that makes our revenue 379 our expenses 130 429 so in that gain of i can i'll run i'll run it for you guys for the last couple of years and then i'll send it to you because every time i run it it's been under a hundred thousand i mean it's still a significant amount of money but it's not then i mean this is just off your financial reports that you've given us i'm just assuming no i know but i can do it quickly over a year based

086on there's a code for kids club so i can do it pretty quickly what's that showing for top line right now 379 183 379 over and and the ymcas would collect in revenue for 574 with the chart they gave us um but they would pay more at 15 an hour you know they pay at least two hundred three thousand salary whereas we pay a hundred and three thousand in salary um it's hard it's hard for me to think about the district giving away a quarter of a million dollars and charging all the families a thousand dollars more and not providing morning care that's i struggle with that so we won't be charging the ymca for using the facilities we don't currently charge non-profits for using our facilities so i mean you have activities and lots

087of things that are here that utilize electricity water and things and we don't charge for that so it's a service to our family it's a service for our community the families are paying for the service so it's not exactly and not for profit service there is a charge to the families for the service and it seems like we do have costs associated with it so have we explored the idea of the ymca paying for use of the facilities but i do hope i do the kids that play rec sports not pay to play breakfast for us and they still use our facilities for free just asking the question i know it's a little bit oranges but i think that's a good question and so what i'm saying is i was unaware of that's a big

088line item uh that seems to be quite a bit of revenue to the district so i'm just wondering if we explored the options of this coming along with the ymca paying a fee and we've told teachers they can't use our facilities safer tutoring for students and things like that so we have stopped people from using our facilities to do things that help kids that's a business it was a for-profit enterprise just to be clear on why that was stopped i i mean i am certainly not a worker at the y but if the revenue is five thousand seven seven five hundred and seventy four thousand four hundred dollars this year we've um we've netted 111 we just figured out based off of the code for kids club and so what are the um the actual

089revenue um for this year uh with bc contribution and kids club fees is a total 393 350a and then between uh south all of fun 10 is 267 732 and then all fun 50 is 14 266 very cool blast no it does not glass is a different code so i guess i'm wondering what the components are because the report you gave us gained kids club salary your financial report okay so you're just looking through the detail and add them up so this right here this number right here this one that indicates kids club if it was a 12 it would be blast so i guess what i'm wondering is like here's a a 114 000 charge and there's no description on it it's it's under supply all right that's a total actually right there at

09010 e 000 that's the total of all of these yes because this is it was last but with coveted and everything and kind of you know but i would say approximately a hundred thousand so by the time we hire a director hire additional people if we can find them find a teacher to oversee at lincoln trail and do all of this we will be at the point where we will also have to raise prices and we will still have teachers that are taken from their duties you're talking about during the day the way we have because they're looking for they're looking for workers and if we had a single director could that single director do that during the day so we have tried twice to have a single director since i've been here and that

091has been unsuccessful so it ends up a lot of that ends up falling on our building principles who have already seen huge enrollment in student enrollment and responsibilities and are just i mean they have no additional time to be overseeing this and that's what happens when we have somebody that oversees it something happens and they call the principal if it goes to the y if there's an incident something happens they're going to jeff they're not coming to the building because it's not our program why do you think we're having trouble finding someone to direct the program um it's for us most of people that we tend to attract are teachers and it's going to be difficult to get them when they're not doing instruction into trs it would go under imrs potentially um and then

092it's just um it's different hours it's not like teachers typically get in this because they want the hours that their kids have and this is not the hours that your kids these are like the opposite of the hours that your kids are here also let's just attend my position correct where if [Music] schedule but this doesn't really so we've gotten a few emails from people that work at kids club have we asked them if they're interested in being directors so i'm i'm going to be honest we don't really have anybody qualified to be the director and i don't mean that in a we don't i mean we're going to be looking for people with a college degree a background in either recreational sports or something some sort of child care setting or some sort of

093education type of background would be what we would be looking for in that somebody who has management experience communication i mean there's a ton of communication that goes on with parents and organizations it's not just it's administrative it's not just getting along with kids you have to have that part too and can you help me understand the two teachers that we employ at each of the buildings what is their role structure and i guess what if we had a director what was their ulti yeah so that's a great question so before when we tried to have one overseeing director we didn't really have the in the building position so that over arching kind of director position was then kind of responsible for making sure that things were people were came to work that we were

094staffed that there were schedules that that we had kind of some of those pieces in place when we weren't able to find anybody this last time we kind of parceled out the position and so part of that position was parceled out into blast and part of it was parceled out into kids club and so then the kids club part we broke it by building and was looking to stipend for somebody to kind of like be that general overseer kind of certified staff member for that building and that's kind of how that came about do you have to carry any extra liability for kids club and will that change at all with the y i don't heather i think because it's currently our students we don't carry extra insurance to run kids club and then the

095y would carry their own insurance to run the program here and they're well suited for that and have experience with that yep what the why if why takes over the program would the y be um willing to take outside students so let's say students that are homeschooled or students that are in private school so the tough thing that you run into that is the difference in schedules because we used to that actually had a private school in champaign and actually had um champagne kids getting busted at private school but when you run into conflicting schedules we had it one time in which a child got dropped off at the private school and the school was closed so then we have to scramble and notify parent and all those different types of things so can it

096be done potentially but we've heard a lot of different things where you run into scheduling issues of those types of things and i would say we don't have a problem filling the 100 spots at each building with our current students that we have come here on the waiting list um that's a great question i don't know how many were on the waiting list at the end of the year i feel like um i'd have to go back and double check i want to say it was definitely under 20 at each building but i can double check if the board decides not to move forward with the y on the kids club replacement would the y still be interested in doing some of the uh summer programming that they talked about yep yep again we're what

097we focus on at the white again people think of champagne it's a champagne county so we're trying to do different things to extend our reach further whether that's again with our wine the fly we have some other things potentially down the road to kind of extend our reach further so yeah absolutely we would again then it just takes a little bit more logistics again figuring out space and stuff and all those different things but yeah we want to be able to serve as many kids and families as we can has there been any reason why you haven't done that yet uh we tried we tried we just the biggest things that we were running into in the past were staff turnover on our on our own end because you know they're just moving in different

098positions we'd start it and then something happened and thrust on the next person the other one ran into space which obviously muhammad's growing so space is limited so it's just got to be creative when it comes to those types of things great do we have the ability to expand the program so that we can if we only have 20 people on the wait list do we have the ability to reach all the families that need it can we expand to 125 kids and make sure kids that need access get access or will we be in the same spot with the waiting list the wait list would jeff and jeff and i the principals we went through the buildings there just is not space to safely run a program larger than 100 kids in each building

099and you can imagine when the weather is definitely yeah when the weather's nice you can take 150 when it's raining or cold that's that's when you kind of start stuffing them in and it just doesn't feel as important that way if you got into it and after you were running for a while you couldn't come up with some ways to expand would you be open to it maybe something you don't foresee right yeah yeah obviously you know it's not going to want to try to serve as many whether future growth don't know yet but we'd actually have those discussions so where we would stand right now is typically registration would open around the beginning of july for this coming school year without the staff i wouldn't feel comfortable like telling kids like our families that

100we're gonna have kids club at lincoln trail when it's not staffed so we would have to hold off on registration until we can post and hopefully get back staffed i will also say that we just can't run it with two adults 100 kids and you know three or four high school students so that we would potentially be in the position of calling or sending robocalls or emailing parents and saying there will be no kids club this afternoon or there'll be no kids club tomorrow and i think that puts families in a very difficult position last minute trying to find child care so i just want to be honest about where we are and can you remind us again for lincoln trail we're down one adult worker no we're we're not down one adult we have

101one that retired we have one that will be leaving in october for family transfer so we would be we would have two adult workers remaining and i'm we can talk about the rest include session i mean so it seems to me like we don't actually have a choice here because we can't really have our families have nowhere for their kids to go so it's always hard when you have a decision like this when there's not actually a decision but i don't want to lose the threat of colleen's point that there seems to be a decent amount of revenue that is going to not be at the district and i think we need to continue discussions about whether or not we're going to be able to bridge that gap and how we do that and i

102think that some discussion probably needs to be had about what types of uses of the facility would warrant uh you know payment and what wouldn't and maybe nothing warrants payment but i think it's probably time to have that discussion amidst the flux that's going on with all of these different programs so i guess that's my way of saying this i'll probably vote for this because i can't tell parents they've got nowhere for their kids to go but i hope that this is not the end of this discussion and i will say megan thank you for bringing that up i have had extensive conversations with heather about what that looks like in the budget so we have talked about that but i understand what you're saying in terms of building usage and i'm more than happy

103to continue the discussions with that thank you any questions or comments or thoughts can you tell us what would the why be paying their adult workers and if they're in a higher position anywhere from a dollar to higher depending on what their role is and what do we pay for our goal oh i believe our adult workers right now started 13 this past year and then depending other positions start higher all right so the motion is to basically dissolve our own kids club program and then we will contract with champagne is there so my experience has been that when we vote on things like this and we say we're going to come back to them we don't actually ever come back to them and so i'm wondering if we could i'm moving to immense emotion

104to say that we would um revisit the financial agreement with the ymca before are you talking about for next year or the year after i'm just trying to get understand i'm just trying to say that we're saying we could discuss with the ymca if there's going to be a fee but then what happens is we pass it and then you just move forward you know move forward and we never ever come back to it and then we just say well we passed it it was emotion we said the ymca could do it and i just i feel uncomfortable not finishing that discussion before we take a vote that's all i'm saying what's the permanent contract the building usage agreement i mean that's typically what is that heather one year or it's whatever duration you set

105the building usage to yeah so insurance i mean i think the piece that we're looking at is saying okay we'll let you use our buildings to run the program for for our families um i mean the why could i guess find other buildings and the district i just i think that's been the problem is that there's not necessarily a ton of additional space to run a program as large as ours and other spaces but we could run it for i mean we could do the contract or the building usage for one year and revisit or maybe maybe i misunderstood what i've heard agreements in total not necessarily just as they relate to this project um and you know we've not looked at that for a while so that's probably something we ought to look at

106and to her point maybe there's a lot of changes to be made maybe there's no changes but at least we've looked at it and had a discussion about that so i don't know to colleen's point of this is really so much directed why is it you know this is probably something we need to go back and look at our buildings who's not who has access who doesn't um so i would think we scheduled that might be a stunning session tight topic um but we certainly could not go back i don't think i'm readers worldwide in the first year agreements right so it wouldn't be like you know coming in the doors in august and then in october we go now that you're here i think we all need to understand that we're gonna commit to

107this you know for the first first school year with them but as far as looking at building use in general and and who we love that we don't allow in how that works it's probably something we should take a look at every now and then don't have a problem doing that and then adjustments with certain groups moving forward or not i'll just add that i totally understand where you're coming from with the question about the income coming off of kids club um obviously if we charge the y a fee to use our buildings that's just going to raise the rates directly to the parents possibly so that's just business um we're already raising the rates if we do do this so i think in a time of inflation and everything that we're doing everybody's asking

108everybody for more money so looking at it as a whole i think is a good idea but in this particular case might not be the best my opinion i agree with you justin that's i would like us to look into raising our pay raise to try and attract more workers for our program as it stands since we have a surplus for the current program and even if we do have to raise our rates slightly to cover some of those pay increases that's what i would prefer us that's doing move that we admit in the motion to revisit or i guess we could just say we would approve the use of the building by the ymca for one year that would require us to look at it before the years up right so within a year

109so men met the motion to prove use of building for the first year and then it gives us a chance to look at building use and recharge water down um we made a second our i guess amending the motion is very accepting to maybe the motion to be anybody second so we're mending the motions here including use of billing for the first year and with the understanding of the next four months we'll take a look at the use of what we're charging groups or not charging groups um [Music] if there's no other questions on that then we would go without me amending the emotion what was the final um what was the final approach if we move forward with this that we're going to use it for before school care where do we settle on

110that i remember there was conversations we vote on extending the motion first and then we start back to motion otherwise it's going to get real cloudy okay so i want to be clear you're saying that we're going to just lose the 100 to 250 thousand dollars this year essentially yes so we're dissolving kids in motion okay nx yes yes schultz yes murray lamb yes keith yes yes all right so now we're back to the motion as amended now we go in more questions so where did we settle on before school care and what are we going to do for families so one of the reasons we wanted to get this out early so parents would be able to find other options so typically in other districts that the y has worked with in districts that

111i have worked with previously when you have a school that starts with an eight o'clock starter time or what is considered an early start time there typically is not before school care so we would be opening the buildings at 7 45 for families to come in for the kids that are eating breakfast they would be able to do that and then they would go to go to class then after we're looking at it's um 25 students on average per building so that would be less than 50 families typically siblings that are involved with that and just trying to get that notice to families as soon as like as soon as i can who's gonna staff watching those kids when the buildings are open early so the buildings would open at 7 45 i've talked to

112megan and ryan and that's within the contract time so currently we have paraprofessionals that come in when kids club is over like at lincoln trail and then they take over um watching and supervising breakfast so it would be our staff that would supervise breakfast who could be a paraprofessional could be a teacher just be a rotating duty i believe in letting people do things they specialize in i'm all good i just need to see more about this financial picture because i feel like our district constantly is giving stuff away and then we're asking for a hundred million dollars right so we give away 13 acres and we give away middletown park and we give away 13 years of tiff money and then we join downtown tiff and then i mean there's just all this money

113going away and now we're going to give more money away and i just so by the time we hire a director we raise rates we do all this other we're not giving money away like we're good we'll be in the same boat in order to charge or to pay staff what the y is paying staff for us to hire a director for somebody to oversee that we're not going to be making money at that point um and we'll be at the point of having to raise rates as well okay but if you hire 22 staff at 15 an hour which is what they're paying that's two hundred three thousand dollars if you hire a director at twenty five dollars an hour that's seventeen thousand six hundred dollars currently we use ten thousand dollars in supplies

114if we move that up to 15 000 supplies added an extra 15 000 just for overhead paid 15 percent in fica medicare retirement trs you added that all it's two up and eighty four thousand dollars and we take it three hundred seventy nine thousand dollars for three hundred ninety three that's what happened so we're still gonna make money on that deal once again i just need to written down all this money listed out to see if what we're giving up in order to do this i'm not opposed to it i just want to make sure that we're not doing something where we're not the fiduciary of the district yeah the only difference in that sorry the uh the only difference in that analysis of hers was that we would hire a full-time director not for

115the hours of the program but for a salary of like between 45 and i don't know 45 000 so it wouldn't be that 17 or 27 or whatever she mentioned in terms of 25 an hour for the hours of the program yes i guess i was thinking our district wouldn't necessarily hire someone as a full-time employee to be uh after school person or and if we did we wouldn't necessarily hire someone we we would have to hire somebody full time we've got registration that goes on in the summary of hiring that goes on um you need somebody during the day when to try to i don't know where we're going to find the people because but because we don't have other sites to call and borrow people from when we're short staffed but it would

116be it would be a full-time person that would be needed to do that even if we added that up to 45 000 you're still making ninety thousand dollars a year and that's also assuming that we don't touch the rings as they stand correct so i mean here's my rub it's june 20th right we're being told it is impossible to actually do something on our own before the start of the school year so backed into a corner where the vote really can't be the vote what's in the best interest of the district because it's certainly not the best interest of the district to have no after school care but i'm not sure that all of what needed to be explored was explored so it's hard to sit in the seat and feel like you're making the

117best decision for the district when i don't actually feel like all of the cards were on the table to begin with it's supremely frustrating to sit here because i know what will happen when people are unhappy with the fact that we don't have morning care that their costs are going up by a thousand dollars is that the board will have decided to do something that half of the parents and maybe even the staff don't like when i don't actually feel that that's a fair characterization because this is not really a decision in front of us tonight because there's no way to say no to this so i would like to continue this discussion um i don't see how we don't make this i mean i'm gonna have to vote yes for this tonight for all

118the reasons that i just said but i don't know that this is the best decision moving forward no offense to the ymca maybe you are the best decision moving forward i just don't like the fact that i don't feel like i was presented with enough of a look at the scope of what it was we were trying to address and what the priorities were for our district about keeping community members employed what were the other options about raising salaries if we're having a hard time finding people we could raise salaries and find more people so i just it is difficult to sit here and be faced with a decision where i don't really feel like it's a decision knowing that when people are unhappy with the decision it's going to sit squarely on the board

119and i just don't think that that's fair so i'm really sorry about that we did put it on the agenda last month i haven't had any questions from you over the course of the month things you want me to look at or questions about what i had looked at or what conversations we had had i would have been happy to sit down and talk with you about everything that we've explored but you didn't reach out i'm not sure that i should have to reach out i think it comes with a plan that says here are all the options this is a this is b this is c that's how you present an option for people to vote against if you just want one path you come and say well you didn't ask me any questions

120and now it's too late and the onus was on you to ask when i actually disagree if you're making the decisions then what your obligation is to come and say here are the three ways we could solve this problem and now we're going to ask you to make a decision you don't always know what information you need unless you ask us just to say that we're supposed to know what you want all this financial information could have been shared ahead of time call me we i'm just going to put it down on this a ton of information that you have nothing back so i have to say that is a really unfair characterization of how this is handled i don't think we're gonna agree on anything here because i've asked many questions to never receive

121information and i will stop asking questions knowing that when i ask for things on an agenda i'm ignored 100 of the time when i ask for information i'm ignored 100 of the time i'm not going to keep asking that is futile but you owe the people sitting in these seats the information required to make these decisions you owe the people of the community and the administrators that you work with to communicate and ask questions yes i understand that you say that but i think it's unfair to say that questions have not been asked and ignored that there's not a precedent underlying so we are going to disagree on this i'm just saying i don't feel like this was a fair ask tonight in the meeting on june 20. we're dealing with issues outside the scope

122of the kids discussions let's get back to that any other questions though have questions for our folks jeremy's suggesting we vote we have roll call votes schultz no lamb yes no hennessy i am going to very cautiously and reservedly and with all of the emphasis on the things that i've said say yes henry's yes all right universal goal i haven't started so i need just and then i'm just going to pull something up if that's okay that i want to share so oops that did not work take your four fingers and re-share chrome again okay sorry about that um while i'm sharing this i would like to say that i have a dr paul bruno is on with us call yes i am hi all right um so i as we can kind of get

123started um i had mentioned before that we were working with paul and he was helping us with some of our processes as they relate to hiring and their um and so we've kind of worked through a few things and i'll talk about those kind of towards the end but one of the things i really um kind of wanted to bring to the forefront as we were talking is the importance of district university partnerships um and the role that those partnerships take and many ways that the district has benefited from those partnerships um in the last five years i've been here so the first one i would say is reciprocity um there are been several times that our district has gone to various university staff and departments requesting supports and again that's in just the last

124five years they've included help with regards to social emotional learning uh the mandated uh professional development on diversity how to support staff and students in crisis best practices and math instruction best practices in music instruction and best practices in hiring the district as a whole cannot continue to just request help from the university without looking at ways that the district can also provide support to the university um and the supports that those professionals need professionally and so the easiest way to kind of meet this reciprocity is to look at things that the district currently needs support with and how the researcher can provide that but then also have some benefit the second is capacity building it is a university representative any of those departments whether we're talking math or music human resources that has the

125best understanding of what the research says and what the best practice is but it is the district representative that really knows what's possible in a k-12 setting so a lot of times researchers can bring us things and say this is best practice this is what you should do but we know what it looks like in our district and the best way to roll that out and the best way to support staff the third area is trust um all the relationships that we have and the partners that we've worked with the university require a lot of trust for both parties there has to be the respect and the need for confidentiality this need to communicate openly and honestly and to address the needs of both the researcher and the district in a respectful and effective manner

126and these partnerships between the university and the district are essential to the work that we're doing and have been doing in the district um for several years now so the current study that i um shared a draft of the proposal with you and all you know if you want to jump in at some point um as i shared dr bruno has already supported the district and modifying some of our processes in the interview stage he's helped us by providing consistency across all the buildings to the process and identified best practices in research some of those practices have really worked for us so for example this past spring all of our candidates presented a brief 10-minute lesson to the committee this allowed us to kind of see their personality more understand if they had done research

127on maybe some of the strategies or some of our goals within the district um others that were listed as i said it's kind of give and take and what works for the district others have maybe not gone as well and we have dissolved that practice so for example one of the things in the research talks about withholding candidate background information from the committee um and after talking and reflecting with some of our teams after they did that they felt like it made it really hard for them to know that candidate going into the interview and it felt very cold so that's an example of something that we are no longer implementing um i'd like to say that i think this project is important to the district because there are not a lot of applicants right

128now um and we really need to focus on retention of the candidates that we do get in addition to the two proposed questions i feel like dr bruno and i will need to spend time defining success what is a successful teacher candidate what does that mean for us because what it means to be a successful teacher candidate in muhammad seymour may not be the same as in champaign or unit 4 our champagne unifor so i just want to finally kind of point out that this project requires no additional work from anyone on our staff we already have all of the documents needed to conduct the study the goal would be to write a grant that would allow dr bruno to hire a graduate student that would assist with going through our current forms and processes

129and looking for the patterns and analyzing the data so um paul did you have anything you wanted to add no i thought that i thought that summary was really nice i'll just sort of reiterate um i think nicole made the point about uh reciprocity and i'll just say i i don't team up with a district unless i feel like it's going to be beneficial for the district and not be a burden on them because i know school districts have enough going on uh as it is um and so that's that's i think an important feature of this project as nicole said is uh all of the data that i my team would be working with uh is data that that already exists in the district so that leads us to our last slide questions i

130just have one question it says the student data that would be provided our course grades behavior and disciplines and test scores will those go with names no not that if the student data would not go with names so how will that be provided we can data mine that out of skyward without needs yep great question if there's anything that needs to go across that would include student data that we would have to come to you to get permission to use that if it didn't if it had student names tied to it absolutely and that would be in the proposal so just to make sure that i heard it correctly this will require zero current staff time and will be 100 done by the graduate student that's funded by the grant so yes in a way

131i mean i have all the files i'm going to have to like pull the files and give him the files but in terms of you know and i'll have to data mine some of that data but in terms of like um in the past um some of our employees have had have been hired under other grants to do different things and this grant would not it's so minimal it would not be necessary because they're just like already files yeah okay yep that's one of the things that's so appealing about it is we have that opportunity to get a lot of data and information without like putting forth a lot of time into it any other questions should i recommend the board of education approved space in the study is presented as your motion view some

132of the plan is recycling yes thank you dr vernon thank you thank you for having me number seven consolidated uh salvation brand application i forgot you're trying to escape um i'm happy to answer any questions this is a yearly requirement that we are that we have to do um so some of it's just really updating um like our professional development goals for the upcoming school year and updating um dates and meeting times and things like that this is like a master grant yeah remember this was the grant that actually has no money tied to it but the state thought that it would reduce work and other grants but it didn't so you have to do this one before we can submit so we have some things that we need to start purchasing from title and

133i know christine needs to start purchasing um from title dollars and we can't do that [Music] there's just a few things in it that are need to be switched because of the new year so if you could just go through and check that like it says we use map testing instead of other you know there's a lot of cut and pasting that goes so that's what i'm saying [Laughter] i would be happy to do that um roll call locals lamp yes keith yes henricks yes schultz yes nick murray hennessey yes nicole yes there is a closed session necessary tonight to deal with collective negotiating matters [Music] um students personnel and students can i ask that we have litigation and uh exceptional attendance the placement of students and special education programs okay so we've got 10

134placement students in educational programs we're at 11 litigation and which ones did you say there's another student person that's one personnel conversation this one performs through dismissals of individuals the service of that contract is environmental educational centers volunteers are public bodybuilding including your pesticides may not be closed it should not fall open the public can be posted in accordance with this act and then the student right because it's kind of disappointing individual students all right so we have those items earmarked for closed session there's your motion to go into about 10 minutes we'll get a chance to clear the room but probably no we anticipate no business closed session business book is finished we are
