brief just a brief hearing to it's a a public hearing for a revision to this this current budget so uh we'll begin with that and Kimberly Doug Dale would you lead us through that sure it to pull up my budget um PowerPoint all right so um in December we normally do a budget revision so this is our first budget revision and then we'll have another budget Revision in May um that'll be our final budget revision um and so we just have to have this done no later than December 15th so we're right on track um the things the thing that really drives the budget revision is our enrollment so um Arizona Department of Education looks at our enrollment and then they say yes you need to do a revision no you don't need to do
a revision um and you um don't have to do a revision if you need to go um up if your enrollment goes up but our enrollment is decreasing so we had to do a revision as you you can see um from our adopted budget um we've decreased about um 80 um ADM um and we always go a little bit High when we budget um in uh July um that's just traditionally what school districts do so it's not um surprising that we would be decreasing and we are still declining um when I looked at our enrollment this morning we are still declining a little bit yeah uh maybe a dumb question but no dumb questions uh looking that we got group a and Group B what's the difference good qu that's a good question so uh
group a is just our uh regular student body population and Group B is our special populations like special ed elll free and reduced lunch gifted all right well I noticed that and then I noticed that the group B has actually gone up yes and the group a has gone down yes so um school districts all across the nation are increasing in Special Needs students um it's just something that's happening um in the United States uh so our we actually have an increase in our ml budget and that's just because of our carryover um so we had a decrease in our enrollment but we had a car we had some carryover so we had an increase of 1.5 million um and that'll actually um decrease more if our student enrollment um continues to decline um in
May when we revisit it it could go down more um just depending on what our enrollment is our Capital funding is on um prior year um student and so that was just adjusted by $144,000 um it's not as fluctuating because it is on prior year en enrollment and our Capital that's what buys buses that's what buys technology that's what repairs buildings things like that classroom site fund that's what um pays for um teacher um what in the old days we called prop 30 or1 that's their performance pay um and that was just increased a little bit by $149,000 um and again we um when we do the payroll and do all the benefits sometimes it's a little less than what we expected it to be when it all comes out in the wash all right
are there any questions those are the major things that um were changed in the budget yes one thing you said was that the capital funding is based on prior year enrollment yes but our m&o budget is based on current year year correct can you explain why or is that the legis the in the wisdom of the state legislature correct I use that term loose yes so back in the olden times um we used to be um even um even since I've been in education we used to be on um prior year um funding for M as well um and that CA the change came about um because of charter schools because charter schools are on current year funding and so there was some issues going on with Charter Schools and lobbying and whatnot and they
got it changed so that now public schools are on current year funding for M as well I know any questions anybody had comments other than those derogatory against State Legislature I'm just kidding just kidding thank you Kim oh thank you so much thank you all right right that concludes this public hearing we'll be offline for about 10 minutes and then we'll start up with our regular board meeting at 5 o00
