i think this happens every month doesn't it whenever they say it does okay okay this is the public hearing for the 2021-22 final budget revision next page please okay before may 15th of every fiscal year all school districts are required to prepare and submit to the governing board a final budget revision if there are any changes to the maintenance and operation budget unrestricted capital budget the classroom site fund which is basically prop 301 school districts are required to go to the board so we are coming to the board tonight for the final budget revision go to the next page please okay here are the changes to the general budget limit the general budget limit basically is the budget limit which drives the maintenance and operation budget limit for the fiscal year so if you take

a look at the entire budget package which is this budget package here if you want to follow along it's in the back of the room there on budget page seven of eight the general budget limit you'll notice up in the top right hand corner it says revise number two the revenue control limit when the board revised approved the revised budget number one in december the revenue control limit was 11 801 488 tonight the board is approving a general or revenue control limit of 11 million 740 thousand five dollars and that is driven by group a and group b group a is basically all of the student adm and group b is all of the additional student adm and then you have your mno override we had an ade adjustment and december the revision number one

had five hundred and fifty one thousand seven hundred and ninety seven because of the ade adjustment tonight is five hundred and fifty nine thousand sixty dollars and then on line 5a we have tuition from individuals and other private sources on the budget revision in december we had 1 200 what i've done is i've estimated how much we've collected so far and how much we're going to collect through the end of june we estimate we're going to collect about twelve thousand five hundred dollars and then on line five b is all other arizona school districts this is the the tuition that we're going to collect from mcnairy concho and vernon school districts this is the amount of tuition i've actually charged those school districts we had estimated about 345 241 dollars and i've actually billed three

hundred and thirty eight thousand nine hundred and forty five forty eight dollars on the mmo side and then on the capital side i billed twenty five thousand four hundred and eighty nine dollars back in december the budget revision showed eighteen thousand two hundred and twenty two dollars and then on the but the bottom of page seven of eight for the general budget limit the carryover of one million one hundred and thirty one thousand two hundred and forty eight dollars did not change that remained the same from revision number one the online nine d which is the decrease for transfer from emino to the energy and water savings account of 231 that remained the same and then the estimated allocation for additional funding for prop 123 that's the governor allocation of 50 million dollars that allocation

didn't change and that's remains the same from revision number one so if you go to the next page which is the bottom of page seven of eight for the general budget limit there is the new limit for maintenance and operation you'll see that the general budget limit is now 13 million 678 thousand five hundred and fifty three dollars in revision number one the board approved in december was thirteen million seven hundred and twenty two thousand five hundred and seventy five dollars there's an overall decrease of forty four thousand twenty two dollars and then on the capital column we from revision number one the budget limit for capital was eight hundred and thirty thousand five hundred and forty one dollars there's an overall increase of 7 the next page is page 8 of 8 which is

the calculation for the capital budget limit on line two there's an ade adjustment of 1 438 which essentially decreases the carryover from fiscal year 21 to 22. so ultimately it decreases the overall amount we also are changing line seven which is the unexpended budget balance we estimated the carryover was a hundred and ninety five thousand three o seven but actually to carry over is a hundred and ninety six thousand seven hundred and forty five dollars so overall the new unrestricted capital budget limit which is basically our capital budget limit for fiscal year 22 is one million thirty three thousand one hundred and fifteen dollars an overall increase to capital from revision number one to revision number two of five thousand eight hundred and twenty nine dollars and then the last page is the budget limit

for the classroom site fund which is prop 301 the first three lines is basically your carryover from fy21 it takes your budget limit for fiscal year 21 it subtracts your actual expenditures line 12 is your carryover of 51 286 dollars the state allows you to spend any interest earned in classroom site fund which is 1 401 and then it adds in the new allocation for 22. the fy 22 allocation is 733 dollars per weighted student count the revision number one had it estimated at one million five hundred and ninety three thousand 887 the actual allocation after the state re re-totaled everything is one million eight hundred dollars three hundred one million five hundred and eighty dollars 377.72 which is an actual decrease overall to the classroom site fund of thirteen thousand five hundred and nine

dollars so the actual new classroom site fund budget limit is one million six hundred and thirty three thousand fifty sixty four dollars and seventy two cents so that is what we have to spend remember how classroom site fund used to be divided into three funds o eleven o twelve and o thirteen now it's all in under fund 10 so this is just all in fund 10 from now on so are there any specific questions and what i sent out to the board yesterday in regards to the budget package i didn't have any questions i just wanted is it easier to take care of it when it's just under one category or the three categories that we previously had to break out when prop 301 first came out in 2001. we were required to tie teachers

salaries to the first and third pot which is 0-11 and 0-13 so every teacher's salary had three funding sources their primary funding source the second funding source of 011 and o13 so every year when the allocation amounts change like for example that 733 dollars this year so every every year when the allocation amount changed i was able to adjust the salaries for o11 and o13 so it was easier to adjust now it's a little bit more difficult because i have to go back in and i have to figure out how much i can adjust for the salaries that are tied to each teacher to find out how much is going to be set aside for performance pay so it actually is harder to do yes it is it is i thought they would never give

you anything yeah i said i thought maybe it was streamlining it just no it doesn't it doesn't it never does anybody have any questions any comments from the audience i had a question in regards to our impact aid we weren't sure exactly how much we were getting is this the accurate amount is how much we received that 500 something thousand that currently is just an estimate because we still have not received any allocation for the application we submitted in january of 21. we also have not received any allocation for the application we submitted in january of 22 because the feds still have not determined what the allocation amounts are going to be yet so for that reason the remember impact aid is more of a cash driven fund rather than a budget driven fund so

even though we have a budget line item in here it's it we can we can that's just an estimate of how much we think we're going to spend so it's more of a cash driven fund than a budget driven fund and we haven't received 2021 reimbursement yet no not yet not yet and we don't know when we're going to receive those okay or if we will receive some we just don't know when i had one other question those two lines oh i think i figured it out but what is our rate per student that we get minus the performance pay so is there a base rate that we get per student from the state like for mno or for everything eminem for mno currently because of the fact that well there's a base level and

then i calculate there's a base level the base level is about 5 600 per student for mno and then if you go to well i don't have it with me here there's there's a weighted student portion for preschool there's a weighted student portion for k-8 and there's a weighted student portion for 9 12. so just based on that alone it's about 57 5656 per student and then if you multiply that out even further and multiply it times your ti which is your your teacher experience index that bumps it up to about sixty seven hundred dollars per student but every school district is different because not all school districts receive teacher experience index so that's a big impact it is because for blue ridge the teacher experience index is about five hundred and seventy seventy thousand

dollars seven well except five hundred and seventy thousand dollars yeah so that's huge yeah perfect i mean that's one of the things the state is wanting to do away with right now of course of course how do you pay your experience teachers then exactly base rate for forever exactly i mean that's one of the things that they're that's on the uh chopping block right now so on some of these um on page one of eight we have blue things are in blue did those items change from our original budget is that what that means so like on page one of eight item four general administration that's the first blue highlighted this page [Applause] this page so you know you have your two pages and then you have your regular education maybe regular education expenditures and

then you have item 2300. those are the forms come like that from the auditor general's office i would have to look to see why why they're highlighted it may be because they come with they come with um instructions that you have to click on to see the instructions or something so i'd have to look at it so that wasn't like earmarked that there was a big change no okay perfect all right thank you brenda any other questions from the board we have a motion to adjourn this uh public hearing the motion from diana has a second from margaret all in favor that would be unanimous
