001[Music] the students today are participating in the cyber security competition called cyber Patriot it might have to get removed it involves two images two virtual machines one's Windows one is in auntu which is Linux students are trying to defend the images they're basically going through and finding errors that the users have made in order to fix the problem and Harden their system meaning make it safer so that they're less likely to get hacked less likely to have things stolen oh know doing this in high school is like absolutely great as a district and like like we're so lucky and I'm so grateful that I'm able to actually do this because I get to learn so many skills so many things I wouldn't be be be able to know that that that I probably wouldn't know

002like unless I paid to like go to college somewhere so I feel like just being having the ability to do Essen for free because because the district pays for all this is something great you learned so much so much valuable information that you would like to not learn anywhere else from doing anything else like this make sure that you look at the read me they emphasize that huge the cool part about this is is a national competition there are about 5 th000 teams across the country competing over a 5-day period the energy level the excitement over doing the competition is awesome because they have a 4-Hour window they have to complete it in that time period they got to work together they got to work as a team a lot of soft skills are being

003developed as students work through these things uh I think it's really cool because it gives us a chance to better our future cuz this on whatever we do is really a boost because we show our skills and uh academic like learning through this depending on how score does and even if not we get a good score we still participate in that and try to grow students are learning Real World skills here these are things that they can use at home these are skills that will lead them into potential cyber security competitions or cyber security World um if this is a potential career that they want to pursue and it's something to put on the resumes it's a it's a it's a example of soft skills that business people are constantly looking for I definitely want

004to do this for a career uh I think it's really fun just trying to figure out like it's like a puzzle you're trying to like find the right pieces and put them in the right places cuz you're like there's so many different things that could go wrong or go right this isn't a a lesson that is above and beyond what I could do in the classroom you know so participating in this activity is definitely something that gets the kids to realize is this something they really want to do or not you know without actually pursuing that degree and and seeing the challenges um it also is teaching problem solving skills a lot of our kids just give up too easily um when they are faced with a problem this allows them to realize that they

005can solve problems as they come up to them so today was our 10th anniversary Veterans Day celebration kids were great Standing Ovation as they were coming in it's just something that we should do to respond to and recognize those who have served this country today was a great day I mean the veterans are they're up and they're ready we tell them to come at 8:30 and they're here at 7:58 a.m. uh smiling and ready this is a big day for them sobody gave it uh did a quote and talked about how they had never been recognized until they came here to this event 10 years ago especially the Vietnam veterans and I think it's really important for us to see that first of all I want to thank the veterans in front of me and

006uh I am so honored to be here you know I was surprised when I came here today it was uh I didn't know what I was in for you know starting out with just meeting fellow veterans and talking with them and you know it's all about the stories right cuz every veteran has a story you know good bad or and different and so it was great and then walking into the assembly was just I mean invigorating right it was just I want to come back I'll come back as a civilian it was great so the opportunity for the kids is I mean just with with General Baker like when is when are you ever going to be around a general first of all and I think it's a great opport opportunity for them to see

007both leadership and service he he made a great speech today about serving giving more of yourself and I think the kids will see that there are people out there that are willing to serve and I think it inspires them to do a little bit more and it doesn't mean you have to serve in the military thought he did a great job of saying if you're a nurse or a doctor or an attorney or uh uh you know custodial engineer whatever it is that you do you want to give a little bit more of yourself we they brought some of the Nationwide recruiting assets so the semi trucks where they can do simulations in there the game and things like that and they only get it in the areas a certain amount of time so I

008know go here in the Arlington Heights so that's good we have a joint light uh tactical vehicle which is over a million dollars so that's a couple houses sitting out there so there's a lot of things that going on with technology and I think that's a good fit for the younger generation as we go forward I'd like to just thank everybody that comes together I mean this is there is a giant script and everybody plays their part there's the tech there's the setup there's the phone calls there's the invitations there's programs um and and 20 25 people that are involved in that and everything that happens and it's really a great team effort of setting up priorities and everyone doing their part and when everyone does their part it comes together flawlessly which I thought

009today [Music] was back in the Army 2 Veterans Day assembly at John hery High School incredibly powerful emotional you know we have our entire sophomore class that's joining the veterans here um before the event actually started we had a meet and greet and then it morphed into a Blackhawk helicopter landing on our baseball field you know it doesn't get much better than that it kind of felt like it was hovering there for a moment for that perfect picture opportunity so just incredible feeling and just the power behind it and then having an opportunity to meet uh the men who were in charge of that landing and uh wow special thanks to them and you know we had a lot of students who were able to see that Landing take place and now as it's landed

010we have opportunities for them to tour that and hear a little bit more of the stories behind it and I think that's a special opportunity for kids obviously to not only see it arrive but then go out there and and feel it and touch it and talk to the men who brought it here to us well the helicopter I flew was well the here is HH um it only had one turbine did not have all the electronics that you had in here we the helicopter I FL was was basic it was it was pretty basic amazing aircraft yeah I wouldn't mind going back and get trained this would be a thrill to fly I'll tell you that and actually one of the members of that helicopter is a 2019 hery grad Kyle Smith you know

011what a special moment for him to be back on his Elma Mater and the way he arrived D was pretty spectacular yeah I mean to be able to come here and celebrate I don't remember doing this like when I was in high school but you know to be able to to do this is pretty cool and uh you know I'm glad the students get to experience something like this and uh you know be able to celebrate the holiday so that's uh that's pretty cool every day is a great day I have my faith my family live in the finest country in the world that's my da standard mon we had Major General James wama speak with our class we had Major General Matthew Baker speak with our classes and you know just messages of inspiration

012and service and then we also recognize some of our Local Heroes our local service members Jake is our first responder in Chattanooga Tennessee he drove here all night to be here because we're celebrating Veterans but also he's a a board member for soldiers journey home he's been a part of 10 this will be 10th this year 10 home builds for disabled these are really special people in terms of service they give hours and hours they spent their vacation time is spent working 13-hour days to build homes for hand handicap accessible homes for veterans veterans day and and the movement that we're trying to get going today doesn't end here doesn't end now this is really just the beginning uh you know we're going to take this momentum we're going to take this flame that we

013are talking about carry it on to the ginger build and then more importantly it's it's going to move on to uh April is as we build the house for uh Sergeant Ryan majors in Louisiana for a solders journey home and uh John hery high school is going to be a big part of that at the ginger build and then leading up to the build as far as fundraising and getting involved with all the various components that go into that house [Music] build our director of bands is Spencer h i nothing short of spectacular I mean it was unbelievable in fact um I don't know if you could do an assembly moving forward without the band they were they were amazing um the comments that our groups made and his connections with the songs and helping

014students actually understand the meanings behind the songs I think made a tremendous difference uh Spencer just does a spectacular job and our band is incredible you know I think at the end of the day our kids are learning from people who have given them most incredible sacrifice back to our country and our nation and we couldn't be more grateful for their time and their service here with us and for our kids to learn from that unique opportunity this this was provided to me by the daycare here at hery the little kids put this together look at all look at all their little handprints I'm going to uh go to see them and thank them for this thank you so much hery for everything you did Jim Mick great HEI McFall it was just super thank

015you thank you today the five programs of Jag Illinois attended uh the leadership development conference here at district 214 these kids came here already knowing that they had leadership abilities inside of them but today they got to learn about how to really lead Jag stands for jobs for America's it's really about that Walker yes fito yes dling yes hinaman hi Palmer I and quiter I thank you item four on the agenda is the approval of the minutes for the open and closed meeing of November 2nd 2023 a motion in a second please so moved second it's a motion in a second discussion please call a roll Palmer I Hinman I dling yes fito yes Walker yes and croiter I thank you motion carry 6 Z thank you next on the agenda is recognition by the

025[Music] is a point 6 public hearing tax levy I would like to call the order the public hearing for the tax levy at 7:20 p.m. uh Mr key very much you're you're on thank you very much yes no a brief presentation it's an a bridg version of uh must see TV from last month we'll wait for that to pop up here um but as uh the board president mentioned we are uh at the final stage of our uh 2023 tax levy uh process and tonight uh we start the meeting with a truth and Taxation hearing so this public hearing while we'll be brief um uh and at the end I will uh entertain questions from board members there we are okay so again the purpose of the tax levy as we all know it is

026the primary source of revenue for the school district it makes up uh here in district 214 it makes up 91% of our uh total revenue that we take in year-over-year um with the remaining Revenue coming equally almost from from state and federal uh and as you see on the infog graphic there uh the levy is split between two different fiscal years so uh receive approximately 55% of the levy that the board will uh be reviewing tonight uh at the tail end of this fiscal year so that'll be in the spring coming up with the remainder coming next fall as we discussed last month the different components that do uh go into uh establishing the uh equalized assessed value that the tax is is computed against uh are are such things as The Equalizer uh certain

027tax exemptions some new ones that we're going to share tonight um the assessed property value and then any tax increment financing or tiffs um and as we know we have uh well at the time of the last uh Levy meeting we had 20 now we have 19 with one rolling off now Grove um and those are a source of economic development for our communities so uh I was asked to include this uh we were at a recent Ed R meeting that's essentially our educational lobbying group and these are some this is kind of a a breakdown of the different incentives available uh in terms of tax breaks for uh commercial industrial uh tenants not going to go through each but uh just as illustration it just shows the um the way that the tax process

028works here in Cook County in addition obviously we get um the property tax appeals either through commercial or residential as well so before you and in your packet board members you have all of the certificates etc for the final tax levy uh what we have up here on the screen shows the um the request and the county will review that and then once uh the final figures are in they will compute it um as you can see we're asking for the maximum which is the Five Point uh the 5% and then you see how it's broken down uh by the various funds uh certain funds like the municipal retirement fund that is is going to be $1 it's essentially a placeholder we have fund balance there uh to get us through the next year and

029uh over the years the district has been paying down the imrf rate um so our rate in the imrf fund is significantly low in terms of of what we're paying through payroll uh and let's see you have a significant increase in transportation as we all know Transportation costs have gone up uh the district did recently go out to bid but in addition our needs and our student needs have gone up uh so that is just a reflection of a uh a correction it's you know 41% increase but that's to maintain the fund balance within that particular fund and then you see our debt service that is a 100% increase because as we all know the district um abated those funds back to the taxpayers last year and we are uh going to be uh leving

030for those funds this year so overall it it would show as a 6.4% increase and again that increase over the 5% is going on The Debt Service from zero back to um the principle and interest that's due on our bonds this uh this Levy year then per school code we are again showing the exact same numbers we did last time these are unaudited the Auditors are still fast at work uh un audited June 30th uh fund balance figures um for each of our funds so the next steps uh tonight during the action part of the uh the meeting we will be recommending the approval of the final tax levy we also have the approval of the supplemental Levy uh and then the submission deadline is December 26 so once we have signed documents we will

031ensure that we uh file them with the county and then we will track that throughout the year and uh provide updates uh to the board as needed and at this point I'd be happy to answer any questions board members might have board members okay and uh there was a sign up sheet for the community to speak on the levy and no one signed up um so um at this point I'm going to close the public hearing at 7:26 pm. thank you we're at 7.7 public comments no one has signed up for public comments thank you uh superintendent report Dr Ro all right thank you m quer um I'd like to to begin by just uh you know commemorating and memorializing an opportunity that I had recently uh to travel to Washington DC with Mr mentor

032and Miss Kendrick from Prospect high school and and want to recognize and congratulate Prospect high school again on the recognition as a national blue rib school um Mr mentoring team this work this take a lot takes a lot of work over many many years and they've built a a really tremendous learning community at Prospect high school and have a lot a lot to be proud of I know I cherish the opportunity to travel with them to Washington DC here from the Secretary of Education as well as the assistant Secretary of Education and the heads of all of our national uh principal and superintendent organizations um and as you can see the photo of them of us receiving the award that they earned um just on on behalf of the district offer a hearty congratulations and

033and appreciate all the work that goes into it from everyone at Prospect High [Applause] School all right uh an update on something we've been working on in District is uh as an interactive organizational chart by request from our school board so create an understanding a deeper understanding of of how the district uh functions and and the layers of the district as you know we're quite a large organization with many moving Parts um and over the the first six months of uh of my tenure here I've gotten to know a lot of people out tremendous people fill these uh these cells but I wanted to update you that that we have that on the website it and is is interactive and the idea and the goal behind this is not just to show all the layers

034that is one but also to help people find the right person to to connect with u so they can drill down into each building and drill down into each um into each department so appreciate Mr Maggi and and Mr sisy and his team for all the work that they did uh building that online Tool uh for our community to engage with and then finally uh later this evening on our on our agenda is marks beginning for us and the beginning of our educa or our energy conservation journey I know Mr ke is going to speak a little bit more to this um in the district's taken some steps over the years down this path and purchased an you know enhanced HVAC systems as well as Lighting systems but tonight marks an important point in that

035Journey uh there's a small contract that you'll be uh asked to approve later this evening and it's typically not a contract that would come to the board because um by our by board standards it's a $10,000 contract it's it's not out of of major substance um but that said it's an important point so we wanted to bring it here for visibility because it marks a beginning of a journey for us um by bringing Dave bur on as a consultant to to help us navigate uh energy uh Consulting needs and and and lay a path toward a u a more operationally efficient District um I just wanted to let you know I know I've said it before but I want to set officially set a goal for us as a district to achieve green ribbon status

036at some point in our future I believe it'll take the better part of a decade if not a little bit more but I believe it's something that we can do and green ribbon award is is a recognition by the state of Illinois and ultimately the US Department of Education for being one of the most um energy conservant districts in the country uh and um Mr figuro comes from one of the the the one of the uh recent awardees in Illinois and River Trails one of our feeder districts but a lot of work goes into into that but it starts with this moment so I'm very excited about this again it won't happen overnight but what uh what this energy consultant will provide us will not only help us with our um our bidding process and

037the and the proposal process for energy conservation Partners but also give us opportunities that we may not be thinking of because he's literally an expert in the field um and guide us down this journey so hopefully that will uh will be approved this evening but I I believe there are uh brighter pun intended days ahead and the idea being an operationally efficient District can divert our funds away from um spending on electricity and put them where they belong which is in the classroom so look forward to that that work and appreciate everything that Mr key and Mr juli and and team uh have put into this uh preparation for this moment thank you thank you Dr Ro point nine is uh board member updates so any board members have an update Mr dust Mr dling

038please uh Wednesday's uh daily heral there was an article uh about a young lady from Rolling Meadows who is uh in a program an apprentice program at Arlington Heights Walgreen and uh it so impressed me I went down there to visit her and uh to talk with a manager um and uh he was delighted and has been delighted he's had three or four Apprentice is there the young lady's delighted because she wants to be a pharmacist and she's working um I think it's five hour five three days a week five hours a time and she's really really enjoying it so it's such a such a great program and he was so complimentary to the district uh and was delighted to uh to have the young lady there I attended the National Junior ROTC annual military

039inspection U about a week and a half ago uh was different this year there were competitive activities going on as well as the past and review uh but they do a marvelous job up there I've also attended uh numerous wonderful holiday concerts and assemblies uh great student music uh great Fine Arts all on display and last weekend the prospect had the madreo which I went to so this is a busy busy time of the year and uh certainly uh there's many many great events going on so so please participate thank you thank you you Mr fito uh yeah I have uh quite a few too um I've been fortunate enough to attend uh several of the athletic booster meetings over the past uh month since it seems so long since our last board meeting um

040it's great to see all the parent involvement and uh all the good things that we can do to help our our student athletes at the different high schools um I attended a a conference class at the State School Board conference on superintendent evaluation there was some stuff there that I think will be of value that I will share with the uh the board at uh probably a future time uh press plus had their uh new new release and there's five items that I found were uh pertaining to board members uh trauma and informed practice it's going to require some board training online um there's a close session now can be used for denial of admission to school events so if a student is being poorly behaved at sporting events and we want to not allow

041him or maybe his parents to uh to come to a an event we don't have to do that in Open session it can be closed session um Schoolboard meeting procedure change to off-site attendance I thought that was very interesting uh as Dr Ro just pointed out the increased bidding threshold is now going to be 35,000 but the board must amend the policy so that would be us and then last but not least um waving of tuition for children of District employees requires board action it no longer is a state waiver but it has to be done each year so those are the different items and last but not least I promised last meeting I would plug it again the Wheeling Hardwood Classic is December 27th through the 30th at Wheeling High School it's one of

042the best basketball tournaments in the area and three of our schools Buffalo Grove Prospect and Wheeling the host school will be participating so if you're in the neighborhood please stop by I'll be working the concession stand but sorry no freebies that's it I'll I'll be really quick um thank you I attended the president's Council along with board presidents kitzer and superintendent row um it was great to hear of our PTO presidents of how things are going in the schools and how they are supporting our students um by providing additional Services things like a prom type events um other services so if uh parents are out there listening who are not members of our um pto's I would urge them to join and find ways to get involved your kids do a lot better when you

043involved we had a lot of great kids here tonight and you know that um for every ounce of effort those kids put in there's an ounce of effort behind the scenes by parents teachers coaches Etc um they cannot do it without support um we have a community education registration is going going on now if there are classes you're interested in want to learn how to play pickle ball I think is an option um all sorts of fun things out there and useful things as well um so not that fun isn't useful and last but not least um I hope that everyone has a happy and safe winter break thank you Mr Walker sure so a couple things um Buffalo Grove School Host it for the first first time ever a free sensory friendly performance of

044Charlotte's Web so thank you Mr wle and your team it was uh very well received by the NSS nsseo um community and it meant a lot to a lot of people so thank you for that thank you Mr Heyman uh let's see got a couple updates from nssco quickly um shout out to uh Maximus Dominguez it's a Wheeling um student that has participated in the step program since 2019 the step program is a partnership between Illinois division of Rehabilitation Services and S SEO and High School District 211 High School district 214 the program focuses on providing students with a pre-employment skills training and work training experience to help them develop competitive work skills and plan for post High School Maximus was recognized last week at nssco or yeah last week and maxus has provided multiple

045prevocational and work training EXP experiences and has grown immensely during his time in the program maximus's motivation to learn and grow along with the Improvement of a self advoc advocacy and Vocational skills have led to great success his employment at L Milat he's been at the job for two years and had uh two increases in pay because he's such a hard worker so thanks to everybody that helped uh domingus and so many other kids through nsso and the partnership the other thing that uh we will report on later is there's a finance committee meeting from nssco today there's a lot of building requirements needed uh so we have to dig deep into it Mr Keeley will'll take care of that in the future but there's a lot going on with that and uh I know

046Mr key and his team will take take good note on it it it's there's a lot to unwind and we we need to do a better job with we need they need to do a better job and we as nsseo need to do a better job with understanding what it is that um providing a better outlook for what the expense is so Mr key thank you for attending today and we'll keep everybody posted and that completes my updates Mark Mr Hinman are you wearing a Snoopy tie yeah yes you are um I attended the uh Illinois School Board Association conference downtown um which was very educational and uh um time well spent and uh just yesterday I took a tour of uh holes Junior High School uh that mostly yeah 59 um and I think

051Hinman I Palmer I Walker yes and crater I motion carry 60 thank you 10.1.2 approval of uh tax levy two 2024 a motion and a second please so moved second any discussion board members any additional comments Mr I just want to correct there's a typo it's 2023 tax levy we do recommend it be approved as presented so 10.1.2 is approval of tax levy 202 23 thank you yes ma'am any discussion board members col fito yes dling yes Hinman I Palmer I Walker yes and crer I motion car 6 z uh thank you uh 10.1 Point through approval of supplemental tax levy 2023 thank thank you um a motion in a second please so moved second okay uh Mr ke you want to talk about this a little bit certainly as discussed at the last meeting

052uh this represents uh a levy that will allow us to pay the complete principle and interest on the uh series 2020 bond refunding that was done at the time uh the market was in a much different place when when these uh were refunded which is essentially like uh uh you know re refinancing a loan if you will and uh the Assumption baked into it was a CPI of about 2% which at the time made sense with the data that was out there um with hyperinflation over the last couple of years um it necessitates the board to take this action for the uh the school district to capture the additional uh Revenue to make the principal and interest payments uh this is a one-time uh authorization and it will allow us to continue to capture um

053up to principal and interest payments that were approved at the time of the refunding uh discussion board members gooll Hinman hi Palmer I dling yes fuo yes Walker yes and CER I motion carries 6 Z thank you 10.2 uh approval of a 20 24 summer school Dr Lopez yes thank you president kiter members of the board Dr row so next year all inperson summer school courses are will be held at John hery High School in Arlington Heights with the exception of the extended school year program for our students with disabilities which will be held at the specialized schools there is no recommended changes to current course fees in this summer school proposal for semester 1 of Summer School uh it will run from June 10th to June 24th and semester 2 will run from June

054July 8th to July 25th this is actually in response to parent feedback so for the first time this schedule aligns with our summer athletic camps including a week break during that first week of July and our hope is that this allows a designated time for families to plan for vacations for students who are both in in athletic camps as well as summer school we will also once again offer a number of opportunities for our students in a variety of formats both onsite to online in addition to internship opportunities we have updated the registration process to make it easier for families to identify the appropriate courses for which to register their students so course recommendations when they go on the website will be pre-loaded prominently displayed and easy to select including courses for which students need

055to recover credit as well as our By Invitation Only offerings so families can sign up for summer school Via mobile devices is actually fairly new in this last year such as tablets and smartphones and all students regardless of payment method can register for courses online including drivers at so no standing in line registration for Summers programs is centralized via one site and it's going to begin in March this past summer uh we had over 3500 enrollments including 400 internship students and 226 in driver education and so to reduce delays and increase system response we are staggering registration periods and so these dates are included in the board material so not everybody registers at the exact same time high school district 214 also provides a number of week-long enrichment experiences for students of all grade levels

056these activities vary each year and more information will be available as soon as the courses are proposed we've had courses such as forensic science Veterinary Med medicine and photojournalism in the past and so each year teachers sometimes offer the same courses or they propose new ones these are considered enrichment experiences so following the Board of Education approval of the summer school program the summer school programs guide book will be available on our website this will have all the information families need I certainly want to recognize the summer school leadership team including representatives from the technology team for both leading and managing the many details the summer school program entails we had close to over 3500 students this past summer I mean it is running another sort of school year in an abbreviated format over six

057weeks um there aren't any other changes of the summer school program to report and so I'd be glad to answer any questions you might havee Miss P I have one quick question at this moment 3500 students yeah at John hery High School no Al so let me clar so this is what we had this last summer and it's not all at once so these are 3500 in Romans so good question so for example last year we had about um about a thousand of the students were fully online okay so at least a third uh semester one including those online students we had somewhere around 1900 students semester 2 we have about 1300 students okay so it does stagger and we can fit them in and yes so it's not all at the same time my

058apologies yeah so it's usually um usually at least a third to a half have been online each semester okay thank you you're welcome I have two questions um first question I saw the times out there for for driers Ed do you do you know what a normal time frame would be my my kids have never done summer classes before and I have one left so she is considering it so what what's the normal is like 10: to 3 is it you know 7 to noon is you know what there is a it is a a very specific schedule um on on your document it's a 24 day semester right the times are 7:30 to 10: a.m. or 10: a.m. to 12:30 p.m. and then in the afternoon and evening 3:30 to 6:00 and 6:00 to

0598:30 p.m. okay so there's these these windows got it yes and then the the guide for the classes is that going to be available soon or is available now or after the board approves it then then it goes to press it gets published and it'll be available online okay thank you Mr dling um the driver's education um looking at the sheets here yes uh you said how many signed up how many had signed up in the past we we had uh 226 this past summer we reached capacity I try to we try to add as much as we can our challenges are we have eight Vehicles only two students at a time in a vehicle and that really limits capacity to how many spots during the summer obviously so what it says here we got

06040 total per section yes that's 120 yes so we can accommodate 120 driver's head students so it's it's uh 10 seats in each section so it's 40 for for each sort of time range yeah um and so what happens is is we do have a cap we try to split that up evenly among all the Stu among all the schools so everybody has an equal access to a certain number of spots how many do we have generally on an annual basis that that we fill EV oh I need to I need to check to see how many students are left on the wait list there are students that sign up that end up going private and then students open up but I need to take a look and see how many were on the wait

061list yeah I'd like to know that sure thank you I have a followup drivers education is still a state requirement for graduation no so what's required is driver's head classroom okay so behind the book not behind behind the wheel is not required for graduation okay well actually let me clarify this I'm sorry Scott's looking at me so we're required Scott clarify so we're required to offer driers dead classroom the board offers the full program as a service to our community right I think so yes yeah um okay so point8 Blended learning online virtual summer school program uh it says individual students needs were not able to be met in a traditional on um inperson summer school who would who would sign up for that I'm I'm sorry president CER I didn't hear you under B

062okay and it's point seven okay so what that is is that we do have some uh online classes where the teachers will meet with students in person perhaps at the beginning uh or at least a couple of times so we'll identify those as Blended sometimes it's a personal finance course sometimes uh it we've had an honors geometry or a bridge to honors geometry that the teacher has done the course fully online but the first class meets in person so there's uh so that's to represent those courses where there may be a mix of Engagement okay so um bus service am I okay so so just one bus 7:30 in the morning at each High School will not hery but well you could there be a bus at hery anyway so um so really the driver's

063ed students would have to find their own way what we well a lot of times what happens is the students will take a bus to hery in the morning and they may wait if they've got a 10: a.m. slot okay yeah okay okay good um any other questions board members and and uh we have for years I think it's at the bottom of this proposal of um recommended um that the Board of Education fund this for a budget of 305,000 to cover summer school costs so did I do a motion I can't remember yes okay can I have a motion please to approve the 2024 summer scho so moved second uh there's been a motion and a second any other discussion call the rooll dling yes dito yes Hinman hi Palmer hi Walker yes and

064kzer hi thank you you thank you thank you thank you Dr Lopez uh so 10.3.1 uh approval of Energy Solutions I'm having trouble here contct can I have a motion please so moved second second synchr thank you and a second you had a motion thank you um Mr ulie yes Mr key actually has run point on uh the next two agenda items so I'm going to hand it off to Mr Fantastic thank you so as Dr Ro mentioned in his report earlier um we are looking at any and all efficiencies that we might create here in our district so Mr ulie and the operations team are looking at uh preventive maintenance strategies as we do Capital Improvements obviously our systems become more efficient and we've talked about ways to track that and celebrate that here

065at the board level so the community is aware uh of our actions um a strategy that we're looking at is the potential uh for capturing some solar energy uh offsets to our uh our current grid usage um that would be rooftop uh based arrays and uh this would be done uh in a very mindful manner to ensure that we're not putting uh items on roofs that either can't support them or that need to be repl place soon um and this is something Mr juli and I did not go to Solar School surprisingly so um we had discussion about how do we engage an expert in this field and uh how can we do it without you know uh making too big of an investment so uh we did reach out to a couple Energy Partners

066that that work a lot in the iasbo space with cbos and uh what came back was yeah that's great we can do solar for you but we're going to take points off the top and some of them were hundreds of thousands of dollars uh that they'd be taking over time which would eat into the savings um so uh we reached out to uh a district out in is that Kane County is Huntley in Kane County Kanan McKenry Kanan McKenry County uh I know the the CFO there very well and we know uh the former superintendent really well as well and uh as as Dr Ro mentioned Dave Burr is a a person in this space that um I believe he's in Lake of the hills somewhere around there but he's a local and uh he

067does it kind of a oneman shop and so we approached him and talked about how do we uh educate ourselves and our community in this before going you know head first into an RFP and making commitments to to something we we frankly don't know a ton about and uh we were pleased to see when when Dr Ro talks about you know the cost of the of the Consulting contract I believe uh his cost uh for doing the RFP reviewing the rfps and then um monitoring year-over-year those savings to ensure that what they bought is what they're getting is somewhere in the neighborhood of 30 to $35,000 over 5 years um so significantly less than what we saw uh so Mr ul and I had a conversation with the gentleman um and uh you know the

068first step is engaging with this uh W with this person to help do the RFP and then we would be uh bringing a recommendation back to the board sometime in the spring uh with that so I'd be happy to answer questions along with Mr Julie as needed board members I like the idea of making sure roofs can hold a say that's that's great critical First Step sir critical First Step y go ahead M and does I don't know how to phrase this um I have heard that when you install solar you may um run into problems with in the case of a fire on whether or not there'll be service by local fire departments is that something that is going to be handled by the consultant they're going to talk to us about that whether

069or not it's going to impact that I wouldn't think that the consultant would would tackle that um if we you know we get to that point there are a number of approval steps that each municipality will take um and that would be covered when we engage with each individual municipality this is merely a um what should we consider what options are there and have an expert walk with us to be sure that we're maximizing the uh return on our investment okay thank you but we wouldn't engage in something that our fire service wouldn't cover protect our schools that would that would be an immediate we'll close that door and move on to the next option and all of our engineers and Architects would be heavily involved in this process as well okay it's it's a

070pretty long it's a pretty long journey we're not we're not we're not close to bringing that to you saying we're ready to do this this is um step one and uh several years before we're to that point just a at least a few years before and this is something that will Dove tail into that whole Capital Improvements plan as a it's not already included in this that plan it's a separate and that's why we're having a separate consultant for it correct okay question yeah I believe before um uh Dr o you'd mentioned a cost of $10,000 I did but I misspoke it was 30 around 30 or 35 over five years um did I see that here in the the paperwork no in the contract that's in there I believe his hourly rate is what

071is listed it's a tnm rate yesd his hourly rate tnm $165 an hour time and time and material rate is listed in the contract uh there's not a total cost I misspoke should that be something in here or uh it's it's linked on the uh maybe I'm missing it on the agenda I believe I believe it's page one of the contract it's in the contract it is in the contract is posted on the agenda is that the one that says vendor signed it is agreement for Consulting Services second bullet guess I'm not saying it where is it Dr Ro you said this page one page one page one of the of the contract contract toward the bottom of the page page one do you see it Frank I don't have to download the the attachments

072right you have to open the attachment show me where the H it is so if you just stay on the board B it's only the the approval have to dig into the okay okay I've got it thank you no I'm good thank you Chris yes thank you okay yep great sorry I lost my voice there having trouble this evening we had a motion in a second yeah any other discussion I I just think it's a speaking from experience and in the district that I served on um we have one school Prairie Trails which like Dr Rose former district U was also awarded a green ribbon and um the building is beautiful it's maintained spectacularly and the fact that um we have Energy savings that certainly um they basically rep present the cost that we paid

073for if not we've gotten more back and sold some of the energy costs back so I I think it's a great idea and uh something worthwhile looking into thank you call the world Palmer I bero yes dling yes Hinman I Walker yes and crer I motion carries 60 10.3.2 approval of the school maintenance Grant can I have a motion please so moved second Motion in a second are you still up Mr key certainly so the school maintenance project Grant uh comes up almost every year once in a while the the state does not fund it but it's a uh 5050 matching Grant up to $50,000 uh prioritized uh certainly by Life Safety uh projects but over the past couple of years my experience has been that um all applications have been approved it's been fully

074funded uh so the school district uh Dr zip uh went ahead and uh submitted the application on our behalf uh for the elgrove uh summer 2024 project so essentially what would happen is um once once it's submitted and approved uh we'd be reimbursed the $50,000 which is a portion of the overall uh project cost discussion board members Colo Palmer I Hinman I dling yes fito yes Walker yes and CER I motion carry 60 thank you approval of international travel do we have to take these individually Dr Ro or can we do in one motion I'm sure you can just do them in one motion all you're yeah individually let's individually we'll do it individually so um we have a trip to France France and Italy Japan Spain Italy and France uh Mr Uli anything you

075want to add yes to two of those trips uh hery to France hery to Italy and France are actually tours and then the other four elroe to Japan and Prospect to Spain Prospect to Italy and Prospect to France are exchange programs okay can I have a uh uh discussion sorry sounds like fun can I have a motion for 10.3.3 point1 hery trip to France so moved second motion is second please call the role dling yes fito yes Hinman I Palmer hi Walker yes and cor sir I motion Carri 10.3.3 point2 hery trip to France and Italy motion and a second please so moved second discussion please call a rooll dling yes fito yes Hinman I Palmer I Walker yes and crer I motion carry 6 Z 10.3.3 point3 elro trip to Japan Motion in a

076second please so moved second motion and a second discussion please call a r dling yes fito yes Hinman I Palmer I Walker yes Ander I motion carries 6 Z thank you 10.3.3 point4 Prospect trick to Spain a motion in a second please so moved second discussion please call a roll dling yes burito yes heinan I Palmer I Walker yes and CER I motion carries 60 10.3.3 point5 Prospect trip to Italy motion and a second please so moved second discussion please call a roll dling yesito yes Hinman hi Palmer I Walker yes and quer I motion carry 6 Z 10 point . 3.3.6 Prospect travel to France motion and moved second thank you discussion call I would like mention something on these four that Chris just said were different than the first two is there any

077chance we could get just you know something in the Friday notes or somewhere where we can see how these experiences went is that possible sure absolutely I mean I wouldn't mind just to take note and learn a little bit about it when they a little bit they return yeah it's a little different from the tour it's actually program well if you if you remember I actually Alva mentioned it in her uh in her report of the Barcelona the Barcelona exchange and and there was a French exchange breakfast at Prospect as well where we had the opportunity to interact with some of those uh French students that were were visiting um so I I suspect it'll be it'll be very similar but I I'll connect with Mr mentor and get a a write up about their

078experience and share that with you same with Mr Kelly right they give a u definitely uh there's an agenda that what the students do here and I believe when they go over there there's also an agenda of what they go to visit and blah blah BL right yes Greg's shaking his head yes okay call the world dling yeso yes hinaman I Palmer I Walker yes and czer I motion carries 6 Z 10.3.4 approval of prospect roof replacement uh Motion in a second please don't move second Mr Julie thank you uh as a reminder this is the the section of the roof that required emergency repair last year um so now this is the bid for the actual replacement for this summer The Mechanical package which included two rooftop units was already board approved a couple

079of meetings ago with the with the train package so this is just the actual replacement of of the roof for this summer discussion board members and this is the math science area was that it yes okay anything else call the r Hinman I fito yes dling yes Palmer I Walker yes and czer I motion carry 60 thank you 10.3.5 approval of elro student services area base asbest abatement Motion in a second please so moved second Mr ulie thank you this is the uh abatement required in the student services area um pipe insolation floors mastic glue Etc um Mr Kelly and his team has been very gracious in in giving us spring break so they're going to move their entire team out of that area ahead of spring break which allows us to get a head

080start and uh perform the abatement over spring break and and get a jump start on the project as a whole okay it's terrific board discussion really glad that we're able to get that jump start that's really going to help tremendously yes colell Palmer I fito yes dling yes Hinman I Walker yes and quiter I motion carries 60 thank you 10.3.6 approval of St elro student services renovation Motion in a second please so moved second Mr Julie this is the bid package for the fullscale renovation of the student services area which includes offices conference room new College and Career Center and a new and improved much larger nurses office so these are all the bid packages for that renovation which hopefully will start immediately after the abatement okay um yes you I had emailed you yes

081about the O'Hare noise compatibility commission and their sound proofing of elgrove high school what year did that take place I don't know the year off the top of my head were you principal then no I know okay that's what I thought I was 2010 so that's oh you were there okay I I knew it I knew it was before Paul and um so that was 13 years ago so if I recall they pay they paid for a lot Windows ceiling tile roof um there were HVAC systems there there's quite a I know they had to clear the whole school they had truck loads semi uh truck loads out in the parking lot where they emptied the whole school so my question to you was and you did answer it but it's like I thought all

082the windows at elov high school were replaced so I have clarification so so the curtain wall that we're referencing is is out to the Courtyard the whole student services to the nurses area they swapped out the glass from single pain to double pain well we're doing is swapping out that entire curtain wall and going floor to ceiling windows and glass for this project so you're okay so we're actually replacing the entire curtain wall okay um well that makes sense yeah yeah it was just like I know those windows aren't really really old no you were correct yes did we reach out to O'Hare do they want to Pony up again I was actually at a at a meeting this morning at the noise commission and they just reinstated the school instulation program um there's 11

083new schools that been identified but um you know El grve may or may not still be in a sound contour and there's talk of revisiting existing schools so if there's money to be had we'll find it thank you what you know when the when they um created the noise commission the high school wasn't originally on the list it was like the second round or something as I recall back in the early 2000s and uh um I think it was the only High School in the district that got oh a soundproofing in force view here oh okay all right all right just want to make sure we could get dollars and Tim's going to keep us informed about the commission if we get more money okay um any other discussion callor roll Palmer I fito yes

084dling yes Hinman I Walker yes Ander I motion carry 6 Z 103.7 turf field purchase for Buffalo Grove phase one Motion in a second please so moved second it's been a motion in a second and I I I love that you put Co-op purchase here I appreciate that um Mr ulie this is a contract with field turf uh who has recently performed the replacement Turf here at fors viiew and also at Wheeling last summer so this is this is the industry standard company uh field Turf so uh we're we're doing the same uh this is for the the carpet and the fill only the base and the drainage is part of the bid package which we'll talk about next agenda item here um board members discussion uh color Palmer I fito yes Walker yes heinan

085I dling yes and czer I motion carry 60 thank you 10.38 Buffalo grow field relocation renovation Motion in a second please so moved second Mr ulie this is the uh entire bid package for phase one of the Buffalo Grove Fields project so as a reminder phase one includes the softball field tennis courts and the auxiliary turf field along with concession standoutdoor bathrooms um so this is essentially the work for the the earth work and the utilities and all of the other sub Subs involved in the project I know Miss Palmer and I um asked you a question about we we know All Buffalo Grove High School is in a tiff yes so you want to explain about that yes so I had a meeting this morning with our civil engineer and they're pulling together three

086potential options to present to the Village um when we talk about our phases phase one has really no bearing on the potential Tiff dollars it's really about phase two and phase three as a reminder the village is encouraging us to move our entryway on dunde over to the east to align with old Arlington Heights Road um to create a nice clean intersection and a safer intersection so our our civil engineer and our architect has I have not seen them yet we have not seen them yet are pulling together uh three potential options um that would allow us to do that and create a nice clean entryway and driveway uh at that intersection and so at that point in time then we would take those options over to the village and have our further conversations and

087you know I have to add uh we haven't seen them it's conceptual conceptually we agree with the concept and think it could be we obviously want a safer entrance and we know the Buffalo Grove uh entryways are are are challenging for our students and the drivers and we want to improve that we don't yet know what impact that might have on on existing facilities and what may have to move or be completely you know shift uh of like an entire football stadium for instance so it could be really really a big deal and we haven't seen that yet so I would urge a little bit of caution in terms of being um maybe overly excited about that that we're there because we're not there yet we we're interested in talking about it and hope that

088we can arrive at a at a safer option for our students and families entering Buffalo Grove so the plans that we had for the renovations may need to change in order to accommodate moving the entrance but by moving the entrance we might get a um a more safe way to enter as well as some of those Tiff dollars to help with our our cost and Renovations correct so we'll get money and increase safety that's why it's attractive I like both of those things but as Dr Al Dr Ro alluded to it it it it's looking like will have a fairly significant impact on the campus um and we can't afford to wait until we're at phase three of the stadium renovation because if we have to slide that'll impact phase two which we're coming to

089the board with predesign hopefully in February so it's it's prudent on us to get this conversation going let's get it moving yes yeah well I know we have to move forward with with this and you know they they designated this Tiff this year or last year and you know they have 23 years to do everything but that that's what just my concern is um and I know you'll stay we we'll all stay on top of that absolutely to make sure that happens um any other discussion board members no colell Palmer I fito yes heinan I dling yes Walker yes and czer I motion carries 60 thank you 10. 3.9 approval of carpet purchase for Forest View Building B Motion in a second please some moved second thank you um Mr ulie any update this this
