001district 214 board meeting to h hello everyone my name is Jeff bot and I'm here to introduce you to our exciting athletic project that we have coming up the summer we'll be working on phase one and as you can see the fields behind me phase one is going to go all the way from Arlington Heights Road all the way up to our Basin that we have over here the Basin will be included in phase two which you will see in later videos but in Phase One what we are going to get is we are going to get a brand new uh Varsity Softball field that is going to go up in the corner right here here in between all of it we will have a ticket booth and a concession stand that will also double
002a storage for ourself and then we will have an auxiliary turf field that could be used by all of our Sports and some of our fine arts groups and then behind the turf field we are going to have our brand new tennis courts uh the project kicks off here next week um we'll be excited to show it to all of you uh brand new in the district we are doing a Time Lapse video so we'll have a video that's going to get uh cut together at the end of the project and turn this month-long project into a couple minute video um and we will post that on the website as soon as we are done with this video so we'll be excited to show you the progress and uh share this this project with you
003the manufacturing lab here at PG has been an amazing addition to help students just understand more about engineering and Manufacturing and it's been inspiring them to go on to bigger and greater things got it in so I'm interested in going into chemical engineering I actually got accepted into two universities with it uh which are MIT and Notre Dame actually got a full ride from Notre Dame if it wasn't for this lab I really wouldn't have gotten to experience any of the Hands-On things that I did get to experience I would have realized that oh it's not just the theory that I like it's the actual making of things and it also wouldn't have made me such a competitive candidate for so many competitive colleges so I came here in middle school for the NG program
004and I didn't get to be in this room I always walked past it and I was like wow that's a lot of cool stuff and eventually when I came to BG I realized that oh they offer manufacturing classes and engineering classes and we can actually get in here and use all this and I wanted to be a mechanical engineer for a while and just being able to get in here and better understand all the fabrication and the Hands-On stuff goes into engineering and Manufacturing has really helped broaden my knowledge of the entire field yeah work I've had a couple other students uh reach out to me after they've gone to school and they told me that because of their experiences in this lab and the Machinery that they have to work with and the Hands-On
005experiences that they've gotten they've been just a step ahead of a lot of the other students in their classes they've had a leg up on the competition and they've understood more and they've just had better experiences because of what they've been able to do here in the [Music] lab here we are we finished the pack house it's been a long journey but we finally made it let me take you inside and show you around you can see we've uh opened up the entire floor plan where we used to have two rooms and a fireplace we've got one big open space it flows right into a big open kitchen so we've completely transformed the space if you remember there was a gas meter right next to the front door a lovely addition for any home the
006whole Space was all chopped up into small rooms we moved the the nasty old bathroom from the center over uh into this little core area surrounding the stairs in the original House the uh kitchen was closed off from the rest of the living space uh the trend now is to have that accessible to the rest of the living space so that you're not all uh hidden to do the dishes uh we also moved the washer and dryer out from the kitchen and into their own mud room the original second floor layout was bizarre we had a utility closet right in the center of the space that the hallway jogged around a really nasty little tiny bathroom also kind of Center uh very small bedrooms strangely placed so what we did was turn this entire side
007of the second floor into a primary Suite so very generous bedroom uh we've kind of have a Nook which is over the um over the pantry might be a good place for SE eating or put your bed out here if you like getting the sunlight down a small hallway a generously sized uh walk-in closet and a custom bath we put in a hall bathroom about the size of a bedroom and then we have two very generously sized bedrooms um off the side of the house uh with very large closets unfortunately we had to remove the secret room that used to live above the stairs in order to open up that space and get some more light into the second floor uh but I think we replaced it with uh more useful things the kids did
008an amazing job with this house it was amazing to see the transformation from fixer upper to brand new family home they did a great job with all the finish work and the remaining exterior work it has great curb appeal and they just did a wonderful job we've got a new house over in Mount Prospect we're going to get uh get going on it this June with our summer apprentices and we're looking forward to starting again good morning everybody I'm going to pause this video for a second because we have a special announcement surprise here he is thank you for your service to district congratulations my gosh I'm like I'm like oh what kid did something really my thank you for your service to4 perfect thank you very much [Applause] [Music] your retirement and offer a

014early August for staff and [Music] students this year is our 35th anniversary of starting our Japanese exchange program I personally as a student went on year 10 uh as a student of elgrove high school and I liked it enough to come back and run the show each year we usually welcome about 10 students from Japan and two chaperon and in June I usually take about somewhere between 8 to 12 students to Japan to visit their school after we get out of [Music] school we ALS do other fun activities as a group all of us went to Main Event the arcade they did some bowling they played the video games after that we went to go see the windy city bulls and that was a wonderful time so they got to experience that we also took
015a field trip as a group to the city and Chicago where we went to the Willis Tower went up to the sky deck and they also got to learn all about Chicago history after that we went to The Field Museum of Natural History they have really been experiencing a lot of American culture with activities outside of school with their hosts going to the mall hanging out with friends just being teenagers in America the Japanese exchange program is often seen as a once-in-a-lifetime experience this year we are very very lucky to receive a grant from the Japan Foundation of Los Angeles a grant of $10,000 that's really flip so my green lights you know request take a sip drink and then tip so is your green light green light's on here green lights on here okay

019just apologize that everything's fine but they had to um check out the building uh the firebook department did but it was not a fire it was a switch so um just so you know everything was fine so we have uh public comments um boy am I unprepared is it your we do have one person that signed up so I'm going to read this the Board of Education District value comments from the community and our meetings as well as emails we appreciate everyone appearing before the board and treat all with courtesy and respect the Board of Education ask each person to limit their comments to three minutes however several people want to address the board on similar topics the board president May limit the time to two minutes per person Up's agenda will be the only
020time that the Board of Education will hear public comments during meeting although comments may be made on almost any matter related to the operations schools comments will not be allowed identif finding individual students or staff members as this the as the Board of Education uh commune of the whole meeting board practice is not to respond to public questions or comments at this time because it's not an open-ended Forum however we do listen carefully if requested it a written response will be provided please Ure that Julie lasowski has your name and address on the shine up sheet to be fair and consistent to all addressing the board same protocols and procedures must be in place for everyone when you get to the podium the green light indicates your time is started the yellow indicates you have
02130 seconds and the red light indicates three minutes have expired so I have Mr Lee Bennett you want to come forward please thank you welcome hello board I'm Lee Bennett an ihsa referee coming straight from a match but speaking on my own behalf volleyball is the world's most popular sport perhaps you think this conclusion is ridiculous everyone knows billions watch soccer's World Cup in our country many millions watch the Super Bowl each year how can anyone claim that a mere Olympic sport like volleyball is more popular we only watch these Sports once every four years what if we seek to determine which sport people are playing instead of which just watching on TV while 100 million watch the Super Bowl only about a 100 will play in it even fewer players will get into a
022World Cup match while a 2014 survey of all the sports organizing bodies counted the participants of each sport across the go Globe when all the known participants were tallied volleyball came out on top what are the goals of our education system in regards to sports we should should be encouraging participation over consumption of sports entertainment volleyball may have fewer fans in the stands but may many are actually playing it for a lifetime so what does this have to do with the district Public Schools promote the myth that volleyball is a sport primarily for girls the district has offered boys volleyball since the mid90s but is not kept pace with the growth of men's volleyball boys volleyball was recently added at the Wheeling Mount Prospect middle schools with feeder districts now supplying volleyball players I recommend
023that 214 open up the pipeline for sophomore Boys The District offers five volleyball teams for the girls but only three for the boys I ask the district will it add another boys volleyball team like many Chicago and Lake County Schools have if not why not my hypothetical depay opponent might use the nfhs data as indication that volleyball is only popular with the girls it is their most popular team sport a closer look at the nfhs data indicates that boys volleyball isn't popular with school districts when schools offer volleyball for boys their participation is about 90% of the girls in adulthood volleyball has more male participants the time has come for district 214 boys to offer them 80% of the girls volleyball opportunity instead of just 60 please add a sophomore boys volleyball team thank you
024very much thank you appreciate it and uh that was the only person that had signed up for um public comments so tonight is committee of the whole and we have discussion items and the first one is activities and operations Mr ulie thank you I have two agenda items tonight the the first one is in regards to adding an ADA ramp at Rolling Meadows uh specifically for the stadium home bleachers a bit of context here um those bleachers were originally installed in 1971 and received a facelift transitioning from wood to aluminum seating along with some railings in 1999 um so this work would be inclusive of any concrete and foundation work to add an ADA ramp into the Home Bleach uh it's approximately $285,000 and we would be utilizing a purchasing Cooperative specifically tips board me
025board members questions before questions I think it's important to note thank you that um this is the a completion of all of our outdoor stadiums U will now be Ada accessible on the home bleachers side and I think that's uh just an important component to why why this singular project is we need to close that Loop um there are many other obviously many other projects that are on our radar that we've spoken openly about with you uh but this this one is a priority because it it is the only outdoor pleacher uh system in the district that is not hand to C accessible and we need to fix that okay thank you thank you for that Dr go ahead um Mr f um at the uh strategic uh planning meeting I I had a parent
026ask me about um the be accessible for the uh bleachers and she the people that were around us were talking she was talk describing how they have like railings which would allow people to to go up a a couple steps using the railings so my question for Chris and Dr Ro is that something we'll be looking at in the future since we've gotten the outdoor stadiums already I mean my understanding of the question indoor at the like in the basketball gymnasiums and I think I mean the answer is yes it's it's on the radar okay this is we we view this slightly differently and a little bit more urgently not because that's not important sure but because it it closes the loop in the finality uh some of those will be addressed in our 10-year
027Master facilities plan um unless something else but the tenor Master facilities plan is where we address that on a wider scale across the district yeah specifically we we only have five sets of bleachers that were installed post 2000 um three of those so when I say baches I'm specifically talking about main gyms and stadiums Prospect has a new Fieldhouse set as of 2009 and then the stadium bleachers are 2007 Buffalo Groves main gym 2008 and Rolling Meadows was around that same time as well so the remaining sets of bleachers are all captured in that proposed tenure that we'll be bringing here shortly okay thanks Chris thanks Dr anyone else is that Mr Jing go ahead no I'll hold off to a little later okay great and uh International trips thank you International trips it's that
028time of year um where we seek board approval six months out for all of our spring break trips so we have approximately 10 going on throughout the district we have eight trips via a preferred vendor so Asus Bob Rogers and explorica are three preferred providers that we vetted through a master District contract and then we have two long EX Stu two longstanding exchange programs through Prospect high school so in total there's 10 and U rolling Batts and Wheeling High School are doing a joint trip to Italy through explorica as well awesome um board members go ahead one thing I would say in the recommended actions uh the second 2024 should probably be 2025 thank you thank you um Chris uh I remember a short time ago that a Community member asked why they had to
029combine with another school they were both going to well I'll just say Italy and uh and I um the reason we gave is there weren't enough students and you know you had that hit that number so when do you hit that number if you're if two schools are going to Italy are they going at the same time yeah yeah so when do you hit that when okay now we have to combine this are they go ahead yeah there are a lot of factors I think the minimum number often fluctuates depending on um the destination uh also we have to build in the chaperon um cost into those trips so I think it all depends and when you have interest like we're doing a combo with wheeling and rolling bows we might have 10 and 10
030I don't know the numbers off the top of my head right now but that gets them to that minimum number um for the preferred preferred provider okay all right um anything else board members no okay let's let's move on to um financial statements Mr kayin what such a testing uh this evening we've got we have the uh July 2024 and the J uh June 2024 financial statements for your review uh we'll be bringing them back to the board uh next week at the meeting for approval I'd be happy to answer any questions anyone okay great and uh the next one is potential sale of 2023 property is it you I set the stage and let Mr key walk through um some of the details so um as you'll see in in Mr ke's very brief
031presentation you know the district has recently renovated um Forest View High School um over the last couple of years uh we refer to them internally as a building bu building and C building the a building being housing our specialized schools B building is our district offices and uh during the time in which this this was occurring we relocated to another property at 2123 South Arlington Heights Road the district um entered into at lease to own option with this property a few years ago um and now that we are are transitioned fully back into this building it's time for us to have a discussion on what we should do with this property the property consists of the 2123 building that we occupied as well as uh five other Parcels of land so basically the uh the
032land uh by the from the holiday in over to um the fence on the on the south side of of the 2123 property um so tonight's purpose is for us to have a discussion and and gather feedback from you as to the direction that you would like us to pursue with this land um and and basically the decision comes down to should we pursue selling the land should we or should we keep the land and and sit on it so we have some of our views that will obviously come out in uh in the conversation but uh I let Mr key is going to walk through the history and what the legal processes are for selling a piece of property for the school so you have that information prior to us entering the discussion Mr
033key thank you Dr Rose so again it will be very brief um as Dr Rose said there's our timeline there that November 21 uh the district leased the property in question uh and then a year later actually exercise the purchase option of that lease contract uh and then most recently in may we moved back into our offices here and the building is currently vacant so uh the future of the property there really are two roads here one is to uh keep the property and and there are a myriad of things the district can potentially do with that property depending on our needs or the property can be sold um as everyone I believe is aware it is is within a current Tiff the South Arlington Heights Tiff they're looking at doing the South Arlington Gateway
034they're redeveloping the host space um so there is the uh possibility that this is advantageous uh for a um developer in the area and I do know that uh you know based on the circumstances Etc the village is aware that uh this might potentially uh be available so I did want to quickly just go through what is the property sale process look like what are the options for the board and then the floor is open and the board can can certainly ask questions I'll defer to Dr roow to answer those so our options here include uh an auction uh of the property uh and bidding so that's a a sale that that a public body would do um we could sell it to a government purchaser or we can exchange property in the in the
035case of one of the other taxing bodies had a property we were looking at and they were of equal or similar value we do a simar uh simple IGA uh to exchange the property um in in our case looking at the uh the auction and bidding option that's probably the most advantageous for the the district um there's 120 days uh uh for it to be out we we set a minimum asking price that's something the board would have to come up with uh we have uh provided uh information on a a a recent valuation of the property um and then uh there is the opportunity to lower the market doesn't uh support that um right now at this point Dr row and I are not speculators uh so so it would be very difficult to
036say what those numbers would be it would be a matter of uh the market telling us that so in the timeline for the sale uh the board would adopt a resolution which I believe is in your packet uh We've it's a sample resolution that the board would pass uh to authorize the administration to to proceed with with listing the the property for sale um in a public auction essentially uh and then there's uh a 60-day time frame uh for that and then the public s so all told from the time the resolution is passed we're thinking it'll be several months um before uh there would be a close um in that resolution we have the ability as well to to open that window up um which may uh afford certain buyers uh a better opportunity
037to evaluate the property and uh um may make it a little bit more attractive those are things we can talk about if we move forward with a conversation on sale and this is where the board has uh their discussion again I'm happy to answer questions Dr row um but the floor is is yours Mr Walker would you like to start I have a couple questions just for clarity so we bought the building excuse me it's working oh darn so we bought the property in need as we were um redoing all the building here and making it better for the students and better for the staff and Miss Norris lost about 20,000 steps a day after we did this easily so that all made sense I guess what I really want to draw everybody's attention to
038is having the building is costing us a lot of money because of insurance and other cost right it's just not sitting there correct appreciating it's actually pulling money away from us correct the district's responsible with six Parcels so on the the property obviously there's there's a small portion of it that's grass that we have to obviously mow and maintain um the building itself I believe Mr Julie ran the numbers and it's just south of $90,000 a year for water and utilities um if it's unoccupied well for standard operation the last couple of years it's been just about $90,000 annually for for water and utilities that's Mo falling it right sorry that's that's what we spent when we lived there the last last couple of years okay but at the same time I you know so
039about $90,000 annually okay and there's a risk there's got to be an insurance risk with all that property liability risk sure the liability exists um I did speak with with the village if it were to to sit vacant U they they've been great partners with us and worked with us about what had to be plowed we have to obviously plow around um around the building for police and fire to have access um but the vacant Lots they were they were comfortable leaving that unkempt yet you know we have we are liable for the property it's our we own it something more to happen on the property it's our responsibility okay our current biggest struggle there are trucks parking overnight and some of the residents around um becoming frustrated by that we've course they've been great
040partners and we've worked with them but it's hard to uh stay on top of overnight Parkers in an area that is clearly marked as a toe zone so there's there's some work that has to be done it's minimal but there is thank you that's all I have for okay Miss R do you have any questions as far as um keeping the property have we considered what we would use it for or there well my understand I did a little homework when when when when this as we were beginning to transition back um and I you know I I did connect with Dr Schuler to understand um the vision for the original purchase of the property um I did connect with um uh with Mr Papa Nicholas and then a subsidiary of U Nicholas and Associates
041owned the property when they purchased it from District 59 I wanted to understand the why behind the transaction and at the time of the purchase Dr Schuler shared that um obviously we needed the building for the the the the period in the meantime while this was being redone there was a Grand Vision that that property would be built upon either and I believe at the time there was a discussion of should we have built a new District district office or but the idea was a Fine Arts Center a community Fine Arts Center um for all the schools to use as kind of a grand um Auditorium um so that would be wonderful sure I I would add to that our reason for bringing it here and not coming with a recommendation of let's keep the
042property is as Mr Fido mentioned earlier 875 millions of needs in our Capital Improvement needs um I can't I won't make a recommendation we we build or or spend any resources on that property until we take care of the buildings that we currently have I think that's our priority right now so it would realistically sit vacant for many many years before we would have any plans and then we'd have to figure out where the money is going to come from to build okay all right thank you you're welcome Mr F riddle um I don't have any uh questions I I do um as long as we having into discussion I I am of the opinion that we should s the property um and I say that because currently I don't see any value in that
043building to do anything for our school district I mean obviously we got a big wish list and that Grand Vision that he had would be many miles on the road but there are other items in our schools that need to be uh prioritized just like the prospect boof what's happening at Buffalo Grove including um some of the internal systems which was last year um there's just other items of of importance and we can certainly use that money uh to to gear toward our our Capital project fund that we desperately need to to grow and we would certainly do it with knowing that we don't have to put more on the backs of all of our stakeholders because we got a source of income rather than having to go back to them and asking them for
044more money so my personal choice is to put the property up for sale thank you Miss Palmer so have we considered tear building we've had some internal discussions um about you know as we were speculating where this discussion would go we saw two paths path number one you choose to sell the property and set a certain minimum value um if you chose not to sell the property or if you left the caveat let's sell the property but if we don't reach a minimum we're not willing to sell um then we're left with the property we would investigate uh the demolition of the property and come to you with what that cost may be um through some rough estimates we're guesstimating between $250 and $300,000 um so essentially three years of operating costs for us to
045sit on the property and let it be just to be vacant have we um considered leasing the building um we have not we I mean it Loose conversation but um we have not investigated that in great detail so because I we need to have this conversation what would you like to do with it before we can see if there's interest well I realiz we're in the business of educating students oh there it is we're in the business of educating students not in in the landlord business so I I do realize that there's no more land being made and Arlington Heights is and its surrounding communities are getting tighter all the time so you know I I think maybe one of our paths would be if we decide to put it up in the market and
046have that Reserve to also be looking at how much would it get a bid on what it would cost to take it down and then consider um lease options to make it at least cost neutral um if we're stuck with the building if we wind up if we decide to sell but we don't sell therefore we have it I'd like to see us find ways to keep it as cost neutral as possible so instead of considering a demolition seek to find a a a lesser leaser instead maybe just looking out there and seeing what's available in both Avenues um and you know the Fine Arts Center for those of you guys who know me you know I love the fine in Performing Arts um that's always been a dream in District and we've managed to
047find lots of money to build lots of beautiful pools which I don't regret but um I wonder if there's there's a co-op or of other um we're not the only District that has problems with where to House Fine and Performing Arts so I wonder if there's an option of coming together in some sort of Cooperative fashion with other districts or things out there that might want to do some other use for the building I'm not opposed to trying the market um to to see what that's at okay um but I would like to know the details of what our reserve price looks like what is what does that mean when we say we're going to try the market right um what are our requirements I think what that means is is we would set a
048Min you would set a minimum price of what you would be willing to accept if you know at next week's meeting where we set pass a resolution if this is the route we go and then that would give us the ch charge to pursue the sale knowing what the minimum sale price would have to be if we do not hit that we come back to you with for next steps discuss should our board discussion tonight then be um coming up with that minimum price you know certainly could we could certainly Broach that topic I mean the the minimum price the board PID which you paid for the property in 2021 was 5 million 5.3 Mill million 5.24 five 5.24 five million and so then we got use out of the building there you know we
049didn't have to house employees or Services someplace else right we would have spent some of that on rental had we not had the building to go to during the construction phase over here we would have had to figure out something be those trailer units or whatever they were um so so somewhere some of that is partially a sunk cost right there would have been a cost we would have incurred any I see what you're I see where you're going I'm I don't disagree with you but I'm going to challenge you on this because we could have done this building in chunks and it would not have had we would not have had to like if we to relocate the operations department for a period of time while they redid the build their their office it
050may not have had to go move away for an entire two years um and maybe I'm wrong maybe we would have but I guess the as best as abatement itself probably would have kicked us out for a period of time um so I but I see your point that we we we took some value out of the building by living there right we didn't have to spend number is less than our purchase price although one all you know you guys know me I always want to find a profit for the district right so um you know a way to to have more money for our students um okay all right thank you thank you Mr dling um I'm not in favor of selling the property at this time uh I'd like to retain it and
051there's some reasons um Arlington Heights is actively working on development of the Southern quarter of the village quarter in the village along Arlington Heights Road South of Seager road that go all the way to the toway uh they have a tiff that covers most of this area um primarily on the east side of Arlington Heights Road uh to try and prepare for future businesses and I know they're working on uh some of those areas they've uh demolished the property north of the Hilton Express which is between that that property and ours and it's not clear what's going to happen with that property at all uh Arlington Heights has purchased a guar business in Arlington Heights Road just south of Annakin for around 7 million 8 million something I like that we have a large piece
052of property that will fit into Arlington Height's future development in the southern quarter we have an entry off of Arlington Heights Road we have a a parallel road to Arlington Heights Road called Tony which is a street to the east uh it's a large large piece of property that could be very advantageous and I think I think we ought to hang on to it if we have to raise the building because of the expenses and put a fence around it I don't have a problem with that but I think we ought to hang on to it because there's a lot that's going to happen down that area it's already happening they've tearing down that whole area north uh on the east side of Arington Heights Road north of that Hilton uh we're right below that
053um I think we're got to hang on to it can I ask Mr dling a question so is there a price at which you would expect do you want to hang on to it because you think the value is going to go up and therefore we could get more for the district soon or later in a few years that's what I'm thinking so then so then maybe that means our reserve price is higher right and we just use some sort of time value of money calculation to figure out if in two years maybe we could sell it for this we back out and we say better now Bird in Hand vers you know I I I just don't know I don't know where that whole I don't know where that whole area is going uh
054they've concentrated on that in the last four or five years you can see what they're doing uh along El gangin with that old shopping center there they're finally tearing that down that was a tiff for a long time now they're moving up uh Arlington Heights Road uh and and tear a nose down I I just don't know exactly where it's going to Millie I can't say let's do a time share thing let's go out three years and and and uh do some uh you know gold bricking and figure out what it is I I don't know that but I'm not for selling it now have we received any um advice from Realtors on what it might be worth um we had we did not not from Realtors know but as a part of the the
055process just in preparation we did have um a property assessment cond a cost assessment conducted by uh B maruse in company and then it it assessed for a value of 3.6 million so that's that's where part of the tricky part is it assess less than what we paid so any my recommendation if you chose to to sell the property would not take anything less than what you paid for it because um you Mr ding's Point there's there's validity to his point uh the property is only going to become more valuable as the area is built um the challenge that we face is is is our is our priority to sit on the property because of maybe someday or we're not going to build on it in in in in a decade so we either wait
056for the property value to go up or we wait for someday where maybe we will or we sell it now for the minimum of what we paid and walk away from the property I I don't know that there's a wrong path here um my opinion I I wouldn't be able to recommend that you take less than what you paid for it I don't think that's a good move okay thank you um question go ahead Mr dling um this from Mr key is there any rule about how long we can hang on to it no okay thank you well there's a couple comments I'd like to make and uh Millie's uh Miss Palmer's comment about a performing Center I think Bill and I are the only ones that remember Bill Blaine who was high on uh
057building a Performing Art Center I remember him and the other board membera went over to the BOS building right now which is that Central Road to tour before it was BOS because he wanted us to consider uh moving in there for a performing arts building so um what I um uh what the struggle I have with keeping it for f future use is that do you remember a year ago we had a discussion with was it pepper about 850 million in renovations to me that's that's more important um the the history uh with us is um we um property that we have purchased in the past is um a little piece of land right by the parking lot over here by the church and the other purchase was the um what is that Southeast corner
058of hery high school where there was a um a a building owned by a family for decades and when the parents passed away the family came to us do you want it yeah we do and there's programming going on there so those were a couple of things um and uh yeah the nsseo property too so anyway um I I understand Mr ding's point about um hanging on to the property now I think you all know I moved from my four bedroomroom two bath two-car garage home about three and a half years ago and you know I downsized and when I look at Zillow about what I sold at for and what I know this is residential what I sold it for and what it's worth today is almost 100,000 I get that um because it
059did go up in value would I stay at another three four years no but that was my decision so um yes it will increase in value but it still costs to keep the building if it goes back if it sells commercial the property will go back on the tax rules which is uh a good thing for all the residents I believe so um uh Dr Ro you're going to come back with us after hearing all the discussion here with a um proposal and um if we accept your proposal we put it out there how many days do we have I believe it was 60 days for someone to engage with us there's a period of time correct Mr key yeah the yeah according to what our attorney provided us the sale must take place within
06060 days after adoption of the resolution after that point the district must publish three consecutive weeks prior to the DAT of public auction of the day to seal bids so 60 days so November 12th okay can can I ask a question here oh I'm sorry yes so I just want to understand we would list the property for sale at a price with a reserve and if it doesn't sell within 60 days then we'd go out for public auction is that what we're saying the sale is an auction it's a public sale so that is what we're doing and and the board would set in the resolution um a minimum price uh for that so if it didn't reach that minimum price it would the the board could either choose to lower it or uh essentially
061take it off the market I have a couple all this discussion has made me think of a few more questions so the first is um you know when I think about that property and I think well we're not in the landlord business or the property business I think when we're in the education business what would be best for our students if what type of buyer would we like the best to have come in there for the benefit of our students you know when you think about down in Elk Grove there have been some um businesses down there that have offered tremendous opportunities to the students at elgrove high school right and quick shout out to them today because they've done a terrific job and have really helped that school and that High School wouldn't it
062be terrific if our buyer not only paid well for the property so that we had money we recouped money out of this but also but that it was the type of buyer that we really wanted and so I guess my question is this can we put parameters on what type of buyer we're looking for or ask the buyers to give us information about their intended use and how that intended use would potentially benefits the students of d214 and take that into part of our cons consideration so it's not that consideration of who to sell to is not just a flat dollar consideration but we're not just optimizing dollars for students we're OPP optimizing opportunities you know we we we broached this subject with Mr delanis uh when we were discussing the sale of property Mr
063ke do you recall yeah we had that discussion because uh in our mind we wanted to make sure that um you know that that we weren't selling to someone that would would open a business that was contrary to the beliefs of the school district or you know family values Etc something that would be disruptive to the community and uh when we had that discussion um he indicated you know that that in many cases that the risk is not there for that and we do have right of first refusal through the contract period uh through through the bidding process uh so we'll know that we'll have a lot of information um also I was just kind of looking at the the the contract that we had put together and it's a it's a $100,000 earnest money
064and and that's we we can change that as well before we uh publish uh depending on what we're looking for so um I think the terms of the contract will really dictate that it's a quality um a quality partner so to speak but but also being in a in the Tiff I think the village has a certain vision for that area and uh that's where I was going to go with my followup is um The Village has it zoned for certain certain things and and having walked with the village on how they've zoned the Arlington racetrack property and some of the the limitations that they put have put on what they will accept for that property um the the things that we would be afraid of are all outlined as not okay for for the
065sale of this property so I believe the village has it zoned for um productive businesses to that align with the values of our community well and I appreciate that but I'm I'm looking not at exclusionary um rules to exclude certain buyers that maybe would be detrimental to the kids or Community I'm I'm thinking the opposite um Partners right that would would offer something to the kids or the the students or the the school system itself and I I really don't know how you would go about doing that I'm not in the business of real estate either and to be totally honest with you I don't know right I'm happy to look into it but I don't know how we would either I think it would be a transaction where we would get rid of the
066property and take the money and put it into our Capital Improvement plan so I would I would urge us to consider meeting with um commercial experts in commercial real estate not just from the appraisal side but from the sales side and see what creative thoughts they have on that so we did have that discussion with uh with the attorney with Mr dianis and um so part of this that that was my first question I think someone said earlier we're in the business of teaching kids I'm not a real estate agent why aren't we having experts involved is a public sale it's a piece of public property so there's a very specific process to go through but in the event that the board authorizes the resolution at the at a future board meeting uh then your
067Administration has the ability to reach out to those folks we wouldn't be able to list with a real estate agent per se but certainly the conversations that Dr roow is able to have with the village and with developers uh suddenly becomes a little bit easier to have okay um so you said six properties on that Parcels six Parcels so we would sell be listing is at one correct okay is that's how it was appraised okay so um if someone comes to you I I know you have to put the whole when when you put it out there you have to put you have to put all of them but if someone were to come to you and say I want this parcel that would be considered after the 60 days where we we couldn't um
068you mean like subdivide the part yes I think that's up to you I think that we could do that I I I don't know what the process is for subdividing it we've only investigated selling it in totality but I believe that's your your prerogative right they're all they're six separate pieces of property okay yeah the draft resolution listed as uh 6.48 Acres one parcel so it's multiple pins but it it's it's the the plan would be to do it as one parcel unless we're given other direction so if it doesn't sell the 60 days is over would we have the option of considering selling whatever want do okay but we're allowed to do that I'm just showing out the option yeah so I think so say say uh Miss Palmer's scenario works out the property
069you don't get the the number that you that you ask or asking for or wanting and we investigate uh potential lessers and someone wants to lease the property and not and use the building well they can use the building and we can sell the other vacant land already and go back out you could do you could do a number of different things we just haven't investigated breaking it up into into I understand I understand um okay anybody else appreciate the conversation I I I believe I have gathered an understanding of the path I'll come forward with a a recommendation based on the conversation tonight if you have questions in the meantime uh between now and next Thursday I encourage you to contact me for for the discussion but we'll uh seek to close this Loop
070next Thursday night appreciate it thank you board members good conversation so we're on to Student Services Dr Lopez oh here I'm sorry I'm sorry I forget you're here sorry T never thank you for having me um lynwell has been contracted by many Illinois hospitals in the past year to provide academic support to students this includes Alexian Brothers which serves the majority of our students in the past last we have paid approximately $35 per hour for the hour of tutoring that takes place in the hospital setting last year learn well charged $85 an hour and not only tutors but communicates consistently with the student services teams on behalf of each student the teachers are special education certified they provide two hours per student per day they are thorough in their efforts to keep students caught up
071with their work we have heard from parents and student services teams that they have been highly communicative and supportive however with 300 to 350 students hospitalized each of the last three years their cost is not sustainable with this we have negotiated a fixed fee proposal to pay a flat rate for their services which is 20% a 20% cost reduction from what we paid last year board members are are we losing any services that we've gotten from last year with their new no same same services but because of the size of our district they're willing to offer this flat fee thank you okay go ahead Mr F yeah I think it's a great deal for us sounds like it's very valued service if we can get them at a lower cost it certainly brings more money
072into the reserves so I applaud you for the efforts thanks okay great appreciate that um now Dr Lopez thank you so much so um we have before you the academic programs and Pathways guide book revisions and curriculum changes for 2025 26 so high school district 214 has been probably the last decade expanding elective course offerings as we've grown our Pathways so we now have a broad spectrum of opportunities electives and doal credit courses across all our schools uh really that support the students Journeys to discover their future so this newest handbook uh the 25 2016 uh program and Pathways guide book really reflects fairly minimal changes we've updated the economic policy and procedure section to include a reference to earned honors and we do have one new timely elective offering being proposed by Buffalo Grove
073High School introduction to artificial intelligence uh now this specific course offers a comprehensive overview of artificial intelligence covering its applications ethical considerations and practical skills and prompt writing for AI systems students will explore the the development of AI understand the potential impact on society and gains gain Hands-On experiences crafting effective prompts for various AI tools I do want to share though that with the pace of change in the space I expect that this course is going to evolve and change more rapidly than probably any other course in our history um there's also the possibility of running a section online in the future uh with its approval other interested schools have the option to offer this as well even though Buffalo Grove has proposed osed it for approval so with that that concludes my overview and
074I welcome any questions thank you board members I got a question so um the the class itself is something that Buffalo Grove um came out and said this is something we should offer which I thought was wonderful um are we saying that in 25 26 it's just going to be a Buffalo Grove or are we going to have it all of our schools I would say that Buffalo Grove has proposed the course and they want to offer it as an elective the when the board approves it then the other schools also have the option to offer it as an elective at their schools I will say that Buffalo Grove has uh a couple of teachers that have really taken the lead and have the capacity uh to deliver the course and I do think this
075is sort of um one of those cases where we're not going to end where we begin we're starting it's a fairly new space um I heard today I was at a at a a conference that was focused on AI with representatives from Google and they they they said um the adoption of of of lots of other things to get to the 50 million users um for example for Facebook I can't I think they said around six years you know it took us uh dozens of years to get 50 million people on a plane it took AI uh I think they said six weeks to get to 50 million users so it really is a space that that is uh significantly changing and my guess is 12 months from now it may look totally different um
076so what what if I could what you're what you're doing um next week would be approving the concept and a shell of what this course would be and then teachers from Buffalo Grove would be in building this course best case scenario other other schools say you know what we want to enls help build it and we'll offer it next year and get it in our academic course book so students can start signing up for for it uh December January worst case Buffalo Grove runs ahead and runs it for a year they see the success they begin adding it um so you know we we believe is like like Dr Lopez said Buffalo Grove has has just been have a couple teachers that have been passionate and they're out in front um and are are leading
077the way they run a year-long professional development session so their staffers have been talking about the morality the ethics around um artificial intelligence in school there there a genuine excitement about what it could be um there other avenues that we've been discussing of how to embed artificial intelligence for all we've been talking because right but what we learned is and if you you know for our our staff members that saw Dr dag on an opening day he talked about writing prompts as being maybe some of the most important aspects and and skills that we can instill in our kids um and we've had conversations of whether that should be a unit in each of our English courses to to Really embed that we've had conversations about whether consumer education is the right Avenue that as
078a as a graduation requir all those things are remain on the table and and we're discussing them we just want to support Buffalo Grove in the in the process of getting out and letting kids that are ready to dive into those ethical discussions and how can we use them to um to our benefit and what the challenges that they may be we Wrangle with them as as loaners um to get out ahead and start building that leading the way for us yeah because my followup question was I know we we're talking about it being elective but I see being something bigger than that you know especially when we talk about Pathways it could it can impact so many different Pathways so that was my next question well that's Dr as Dr Lopez and I were
079discussing this today um he brought up because actually it fits in every single the elective fits in every one of our Pathways So Not only would it be um you know potentially a great elective to get going but it could really explode in terms of student signups because there's there's a connection to a lot of our Pathways as to how it could benefit they learning progression okay good point you have anything Andrew sure I'm very proud of Buffalo Grove and the teachers there and staff that they are looking ahead of the curve here um I I know all of our schools do it in different areas and this just happens to be the topic that we're discussing right now but you know in our mission and vision of of this district is to prepare our
080students so that when they leave our doors they are prepared to address and handle everything that the world is going to throw at them and and this is a direction that the world is taking and I don't see it going backwards so I think it's really important that we do participate in this that we get some development the only thing that I would ask is that I and and the ethics will be discussed it it sounds like and the um history of of AI but also the security aspects and and the safety of our students to keep that in mind as well and and whether that's a separate you know chapter per se or or or just you know for precautionary reasons that these are our students um and and for the safety as they
081go forward and realize that anything that they develop or put out there is there's potential risk and and just like anything there's risk and reward but um I I'd like them to be educated in that as well not just the technical aspects thank you thank you anyone else okay thank you thank you great conversation appreciate it so we are we suspended close session oh go ahead oh okay oh you want me to do that one okay so we have an action item so we need a uh first uh I move for the approval of accounts payable action item 9.1 thank you second been a motion in a second please call a roll Palmer I I Walker yes Brer I dling yes fito yes okay so uh we were in close session first and we suspended
