001test 1 two 3 test one two 3 board me con e today we are at the district 214 bake off this is the third one um we are here with Rolling Meadows in elro high school because we are the three schools that have a proar program it's nice to little raspberry in there I feel like if I was going to over engineer it I'd like puree some of it but then leave some bits in there it's very tasty the judges will be considering the texture of the breads the taste of the Breads and the appearance of the breads today so we have Rasberry AR made personally I I think people love it I've had like family and friends both try it and they've they've told me that they really like it so hopefully we can
002take home a win or something and then this my first year I'm kind of nervous I don't know what's really going on well I got him to help guide me through my teachers so I'm really excited my group made Greek god many Breads and I hope people really like it I think it's a nice savory bread this is my first time competing in this competition and I really hope that the judges will like what we made for them today this is my first year with district 214 this is my first experience with the bake off and so far it's been so wonderful to see all these kids work so hard to prepare their quick breads um we're super proud of our students and just knowing them for only a year and seeing how great of
003a relationship we can form over that year and to be represented here today all together is just so rewarding as usual we struggled um with which one was going to make it but there was one that stood out for both his colorful um presentation it's um the subtl of the flavors blending together so well the texture was perfect and that would be the cheesy bread one again stood out in um wonderful creativity gaing a recipe and putting it into a new kind of format um very good balance of flavors and that would [Applause] be I'm really proud of myself and proud of my team members um I don't go to BG I go to Wheeling so being able to represent my school means a lot to me yeah it was great experience I had a
004lot of fun trying the other teach food I'm just speechless I I love this event now um regardless we winning or not I'll do this again if I had the chance though today we're here at autobound Raceway and we're racing some cars at the d214 super mileage uh competition the objective of the super mileage competition is to build a car that can get the highest gas mileage so usually uh beginner teams are about in the 200 mile per gallon range with uh veteran teams getting as high as like 500 to 700 mes per gallon and it's all about basically maximizing your fuel efficiency with your car yeah so driving it so far has been pretty good we only had one mishap with the chain popping off you're magic baby I don't know how he does
005this like he's the only one who knows you don't know how it works but it works you just go with it and I welded up the whole frame few welds here and there done by others and I cut a few metal but uh my whole thing was the rear chassis of it where the chain is and keep slipping but little zip tie here bolt there duct tape there redneck she works well all righty uh Power I love the team I started last year and I I just kind of thought it'd be a fun thing to do but it's it's turned into a pretty serious project and I definitely want to do something similar in college at ufi I might either do the for super mileage team there or the formula SAA team so yeah I'm
006really excited to transfer my knowledge from this to to the Future and maybe even possibly going into the racing industry this competition is really fun it's basically culminating of 6 months of hard work for these kids it's really one of the biggest events the uh tech department of 214 has uh earlier in the year we do the battle bots but this is kind of the end year uh culminating project for a lot of our students and they have a a lot of fun really fun doing it my buddies were in this and I so I joined it I learned how to weld I learned more about uh cat in computer AED design and just learned B just basic mechanics and I thought that was amazing and then that made me really want to become an
007engineer in the future or a mechanic I've always enjoyed tinkering with motors and whatnot and they said hey you can build a car I'm like I love building cars and from there I got to mess with the motor and tweak around with it and I really enjoyed it it's really handson probably one of the best things I could ever do Danny even then I was barely touching the throttle you got you got power backed up on still like half a tank oh yeah like the same amount as last time good job yesterday I did a tour here and I got to me meet a rear Ferrari engineer and he was telling us about the car and whatnot and I got to meet the owner of the facility and uh they offered me a possible internship
008and from there uh hopefully I get into the career and Excel from there maybe Red Bull Racing we never know when I was in high school and I went to hery we did this and it's now great to see it come to back from being a high school student when I was in 2015 to now being able to instruct these students and show them how cool and great these career pathways are join high mileage the best thing you could ever do amazing people amazing staff everybody here's to help one another you don't got it till someone will'll have it and they'll be happy to lend it to you and vice versa it's amazing place a lot of love and people are everywhere around to help you succeed no one's here to put you down Make
009Some Noise hey h around let's make some H noise let's go oh yeah oh yeah oh yeah yeah up now freom [Music] call today we are celebrating voices of district 214 at Prospect high school and includes all six of our sister schools in our district and we're bringing in a guest clinician his name is Lonnie Norwood Jr and he comes with a vast background of gospel and spiritual music let the light from the liouse [Music] shine I've been in music education overall for about 17 years um and I am just uh in love with really remembering and redash membering music of the Africana experience and I share it with everybody regardless of what their background is because I'm all about creating love and light and Community we going to clap our hands and sway clap
010your hands come on energy put some energy in that step this is a special day for the district as we get together our younger singers our newer singers and this is an opportunity for them to sing in a large group and instead of um like a smaller choir that they might have at their home choir or they're in a a large group it also gives them an opportunity to work with a different type of director than the one that they have at their home school to your Mr Norwood he got us very pumped up and like so we were ready like he was very energetic off the start and I feel like people like found their vibe off of his energy and and dip and dip bring it back again go two to the left
011woo and two to the right well I feel like with the movements I mean it's just something like we've never done before and it just allows us to get out of our comfort zone and just kind of let like the spirit of music guide us I really like it so far it's great to connect with friends from other schools and learn new music especially the African [Music] music teachers do you recognize your students right now look at them all right excellent everybody I get you know show that it's okay you know this gives permission for everybody else to be themselves to let loose to have fun not take themselves too seriously as I remind them that my sort of motto is always listen you do not have to be the best to give your best
012and you know [Music] laugh ending ending it's it's a beautiful thing to see the transformation from 9:00 a.m. to the end of the day right they're not going to leave here the way that they came in and it's because they did the work they invested and they said I'm going to take a chance on myself and I'm going to contribute and show up for all of my peers in this space and I'm going to let the music work through me and connected connected [Music] it's just been a pleasure to work with them to hear those Dynamic strong voices and to see those expressive faces the education man it just it just brought all of that out so I'm really really exceptionally proud to be a part of this [Music] experience we want to thank Lonnie
013Norwood Jr so much for taking the time to come out here today to expose us to this type of music and to reach all of our students in a way that they haven't been reached through this type of music before in our [Music] [Applause] district thank you Mr Norwood for [Music] coming we're super excited to have the 911 never forget mobile exhibit here at ersy High School as the truck arrived we had hery Parents out front with some patriotic balloons we had hery students lining the the sidewalks we had some you know many American flags like they would show on the honor flights the spirit was high good morning I'd like to welcome you to the Steven Siller tunneler Towers mobile exhibit we have a 50 50ft trailer approximately 1100 ft exhibit we travel our
014nation to commemorate the brave sacrifice of the firefighter police officers that gave their life that day in the greatest rescue and Recovery effort in our nation's history the reason we're here is Hershey High School to come educate our youth uh on the happenings of that day but also the the happenings of the days after and to let them know that it was a huge tragedy it was the single largest loss of life day we've ever had it was also the lar largest rescue we've ever had as well but just all the good that has come from that tragic day and they they're going to learn things that they they can't read about uh they're going to hear stories that some have never been told some have been told many times Steven Siller was uh one
015of the 343 firefighters that died that morning he was getting off duty that morning he was going to play golf with his older brothers heard the plane struck heard on the news that the plane struck the building turn around drove back to his Firehouse squad one located in downtown Brooklyn they had already been dispatched to the disaster he got his gear drove his own truck to the Brooklyn Battery Tunnel where he dawned 60 lb of Geer Ran 2 and2 miles through the tunnel mustered up with the rest of the firefighters and gave his life that day honoring his oath that he took to protect life and prop so this is about remembering so we want people to remember obviously for adults to remember and for the kids to learn so we don't want this forgotten
016it's not taught in most schools in in America and they have the privilege of talking to people who are there you know we can't talk to people who are in the Civil War or these other moments in American history but they can and I think that's pretty special thanks for having us and this means more to us than you this means a lot to these kids and these kids would be great they're very respectful they'd listen it's uh it's nice to it's nice to see a special thanks especially the FDNY crew to the silver Foundation to solders journey home to district 214 all of hery I I'm grateful for everybody a special shout out to Bill Dustin for the for the magic Spirit special shout out to Chief Harris Allington Heights Police the coolest part
017about this project was there's like a whole bunch of people that were on it and did it it wouldn't have happened without a whole bunch of people the list is just too long and to me that's that's actually a good thing to celebrate [Music] we have a transportation career day um what we're trying to do is bring out as many uh industry Partners as we can to connect with our students to teach them a little bit about all the different careers and transportation students have the opportunity to see different tooling companies and practice using these tools talk to the people that design them and go hey is there a career pathway for me do I want to do designing tools or making tools do I want to design cars do I want to build cars
018do I want to work on cars there's tons of career opportunities in automotive alone and then on top of that we have Aviation do you want to be a mechanic for Aviation we have students from all of district 214 being bust over to our g214 Aviation program that's partnered with Lis University where you can learn to be a pilot and learn about what it takes to do aviation maintenance and all the different things in that world it's something that we don't typically see in a school classroom so we want to send kids over there to see hey what's that program about and hey do you want to go into that field it's a whole another field of transportation that people don't think about how many of you guys are going to do something with tools
019after this is done all right this is for you there's so many different careers in transportation truck driving transportation in general shipping there's just so many different opportunities and so many different career Pathways that kids get to learn about from not just teachers but the people actually doing the career so it's such a great opportunity for the kids and it's really an amazing time we just want to thank uh everybody for the support first of all our you know our local partners and Industry partners that came out today to make this happen and we just want to also thank you know our our District administration for the supporting this and our building Administration for letting us uh have this out in our back lock we just uh we're very thankful to be able to to
020put something on like this and so happy to to be able to give our students an opportunity to connect with everybody [Music] e e e [Music] today we are at the district 214 bake off this is the third one um we are here with Rolling Meadows in elro high school because we are the three schools that have a proart program it's nice to see little bits of raspberry in there I feel like if I was going to over engineered I'd like puree some of it but then leave some little whole bits in there it's very tasty the judges will be considering the texture of the breads the taste of the Breads and the appearance of the breads today so we have raspberry lemon glaze muffins and we have a lot of you can smell the
021raspberry Aroma like when they first get out the oven that smells delectable truly but then the zestiness of the glaze helps with the taste and overall I think it's like really sweet and nice good we made a carrot cake Swiss roll with uh pecans on the inside chopped up pecans personally I I think people love it I've had like family and friends both try it and they've they've told me that they really like it so hopefully we can take home a win or something and then it's my first year I'm kind of nervous I don't know what's really going on well I got I got him to help guide me through and my teachers so I'm really excited my group made Greek god mini BRS and I hope people really like it I think it's
022a nice savory bread this is my first time competing in this competition and I really hope that the judges will like what we made for them today this is my first year with district 214 this is my first experience with the bake off and so far it's been so wonderful to see all these kids work so hard to prepare their quick breads um we're super proud of our students and just knowing them for only a year and seeing how great of a relationship we can form over that year and to be represented here today all together is just so rewarding as usual we struggled um with which one was going to make it but there was one that stood out for both its colorful um presentation it's the subtleness of the flavors blending together so
023well the texture was perfect and that would be the cheesy bread one again stood out in um that wonderful creativity of adapting recipe and put it into a new of format very good balance flavors and that would be [Applause] the I'm really proud of myself and proud of my team members um I don't go to FG I go to Wheeling so being able to represent my school means a lot to me yeah it was a great experience I had a lot of fun trying other teach St I'm just speechless I I love this event now um regard this we winning or not I'll do this again if I had the chance today we're here at autobound Raceway and we're racing some cars at the d214 super mileage uh competition the objective of the super mileage
024competition is to build a car that can get the highest gas mileage so usually uh beginner teams are about in the 200 mile per gallon range with uh veteran teams getting as high as like 500 to 700 miles per gallon and it's all about basically maximizing your fuel efficiency with your car yeah so driving it so far has been pretty good we only had one mishap with the chain popping off your magic I don't know how he does this like he's the only one who knows how to do this you don't know how it works but it works you just go with it and uh I welded up the whole frame few welds here and there done by others and I cut a few Metals but uh my whole thing was the rear chest you
025other where the chain is and keep slipping but little zip tie here bolt there duct tape there redneck it she works well all right uh Power I love the team I started it last year and I I just kind of thought it'd be a fun thing to do but it's has turned into a pretty serious project and I definitely want to do something similar in college at ufi I might either do the for super mileage team there or the formula SAA team so yeah I'm really excited to transfer my knowledge from this to to the Future and maybe even possibly going into the racing industry this competition is really fun it's basically culminating of six months of hard work for these kids it's really one of the biggest events the uh tech department of 214
026has uh earlier in the year we do the battle bots but this is kind of the end year uh culminating project for a lot of our students and they have a a lot of fun really fun doing it my buddies were in this and I so I joined it I learned how to weld I learned more about uh cat in computer AED design and just learn ba just basic mechanics and I thought that was amazing and then that made me really want to become an engineer in the future or a mechanic I've always enjoyed tinkering with motors and whatnot and they said hey can build a car I'm like I love building cars and from there uh I got to mess with the motor and tweak around with it and I really enjoyed it it's
027really Hands-On probably one of the best things I could ever do Danny even then I was barely touching the throttle you got you got power backed up on still like half a tank oh yeah like the same amount as last time good job yesterday I did a tour here and I got to made a rear Ferrari engineer and he was telling us about the car and whatnot and I got to meet the owner of the facility and uh they offered me a possible internship and from there hopefully I get into the career and Excel from there maybe Red Bull Racing we never know when I was in high high school when I went to hery we did this and it's now great to see it come too back from being a high school student when
028I was in 2015 to now being able to instruct these students and show them how cool and great these career pathways are join high mileage the best thing you could ever do amazing people amazing staff everybody here's to help one another you don't got it till someone will have it and they'll be happy to lend it to you and vice versa it's amazing place a lot of love and people are everywhere around to help you succeed no one's here to put you down Make Some Noise hey can hype each other up let's make some hype noise let's go yeah uh are we ready okay thank you uh good evening I'd like to call the order the meeting the business meeting of of Township High School district 214 board of education for Thursday November 14th 2024
029could the secretary please call the roll dling here fito here heinan present Palmer present Ral Walker here and CER present Madam President we have a quorum thank you on to the Pledge of Allegiance Dr Ro all right I'd like to welcome uh Mr Jeff War principal of Buffalo Grove High School and uh his his students and team to the mic to lead us in the pledge this evening well good evening uh Board of Education it's just an honor to be here uh tonight and so tonight what I want to do is just highlight a couple of the recent things that have happened in our law and Equity pathway um some PR exciting opportunities and internships um and so I brought a couple students with me so I have uh Nathan Tessier here with me alen
030Hussein and one of our incredible teachers is here with us as well Mr Zach Crandle and so I'm going to have them explain a little bit about what they've been able to experience recently and then we will lead us in the pledge of Allegan at the Civics Forum I was taught about different functions of Municipal governments and it was really opening to me because when I was taught about government I was only taught about big government like such as a federal government I was not talk about t taught things such as state or Municipal governments and this really showed me that Municipal governments are much more important than you think they taught me that things that use every day such as roads they are in charge of those when they get fixed when they get
031repaved and they showed us that it's important to be involved in these kind of things and that even if you think it's not important as it still has an impact hello everyone nice to meet you as Mr wle mentioned I'm linaa hin I'm a senior at Buffalo Grove High School and um I'm so glad that you guys gave me time um to talk today I'm really happy to be here and I think Nathan perfectly hit it on the head if I'm going to be honest I mean getting to do the Civics form was an amazing incredible experience in municipal government it's something that you definitely don't see every day and to be able to participate in it I myself got to part got to um represent the fire department and we actually won our proposal
032which is amazing and um I'm so happy it was an incredible time but um something else that I do want to share with you all is that I am the first person ever from d214 to become a United States Senate page and I'm sure some of you have heard about the program some of you haven't just in short in the interest of time essentially what the page program is is where 30 kids Across the Nation 15 girls 15 boys get to be selected to serve a semester of their junior year so six months in Washington DC and work in the United States Senate on the floor serving Senators so I did this essentially last semester my junior semester of high school my second semester and if honestly if I'm going to be honest one takeaway
033that I can tell you well today from serving six months in the Senate and being on the floor every single day and seeing the most high-profile people in our nation is that things are not what they seem things are not what they seem when we look at the media things are not what we see what what they may seem when someone tells us something or something that we see on the news I mean media often portrays people things political situations to look polarized and obviously to get views right and often we make the worst of politics however I can tell you personally that after serving in the Senate and actually going to a place like that for six months every single day things aren't what they seem I mean you could see for example a
034polite debate happening at a certain moment when the camera's on but immediately when the cameras turn off you suddenly see them talking about their grandchildren asking how their weekend went asking how for example that c camping trip went so things really aren't what they seem and I think that's really one thing that I learned from being in the Senate and working there is something that I really implore all of you to look at I guess in your everyday life but also when you hear things in the media or when you see things so thank you so much for your time I really appreciate it and I'd just like to thank you for giving these wonderful young students the opportunity to stand in front of you and can we all please stand for the Pledge of
035Allegiance students start to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all okay oh yep okay everybody take pictures photo out Bill Mr Bill they're going to take [Music] photos turn this way I the whole group walk towards me one step do some rearranging right see and Dell [Applause] I'm call on the okay thank you next is the approval of the agenda uh there are no consent items on the agenda so can I have a motion and a second please some moved second call the RO please Vio yes heinan I ding yes Palmer I Walker yes kitzer I motion carry 60 next on the agenda is approval of the minutes from October 24th 2024 um open and

037Mo has has been an excellent partner with District 2114 Center for career Discovery for many many years as an immigration attorney based in Wheeling she consistently goes above and beyond to create meaningful Hands-On learning experiences for our students this year Kathy took her dedication further by hiring an Alro High School Apprentice as part of our first ever Legal Assistant apprenticeship program in addition to hosting district 214 students or work-based learning opportunities Kathy regularly volunteers to educate our students about the legal profession including serving on the law pathway panel for College and Career ready night just a few weeks ago our students have expressed immense gratitude for the opportunities Kathy and her team provide sharing that their time at Higgins moral law not only taught them about immigration law but also allowed them to positively impact
038their local community thank you Kathy thank you so much for having me I didn't I don't have a lot of things to say but I I did make a few notes so I'll take the opportunity to um mention to you that the internship or the career Readiness program here at d214 I can tell you firsthand it's truly the in an inspiration and the Envy of many other districts I've had I have lots of Educators in my family and of course lots of friends who are Educators and they're always saying where do you get all these interns how does this work and how did they set this all up and most recently when I started with my first Apprentice I I I told a group of my lawyer friends and they said an apprentice what is
039that we've never even heard of such a thing how do we get one um unfortunately not a lot of my um friends are in the d214 area but I'm still trying to recruit somebody if there's any way we can make it happen logistically um most of my friends are downtown Chicago which I don't think works uh too much for the d214 students but truly it's an inspiration so thank you for all the support that you've given to the program I always tell Kathy um of the program Kathy Wick of the program that um I get I feel like I get a lot more from the interns and my Apprentice than I give which is amazing right they can they come in and you know don't know how to scan I teach them how to scan
040and do things that maybe they never learned in school and then suddenly they teach me 10 more things we have to be on social media and you have to do more positive posts and you have to encourage XYZ through marketing so they they teach me so much and um currently I just wanted to mention real quick my first Apprentice um is not a native Spanish speaker but I had told the district that I needed a fluent Spanish speaker because my clients are P primarily Spanish speaking even though many of them speak English they prefer Spanish so I said I really really need somebody who's fluent in Spanish and I'm in Wheeling that shouldn't be very hard um there you know there should be plenty of Spanish-speaking people doesn't have to be a native speaker but
041really someone who can truly read write and speak in Spanish and understand and I got a non-native Spanish speaker who was educated through high school learning the Spanish language and has done fabulously um she even came out of her comfort zone and said wow I I didn't even know if I could do this but she meets with me with clients she hears every single word only in Spanish and she digests it there are certainly words that she and I are learning as we go along but she's done wonderfully she drafts emails in Spanish she's drafted whole documents in Spanish and again she's not a native speaker she learned that all in high school so it just goes to show that this is a major extension beyond the classroom um let's see did I have anything
042else [Music] um um but yeah the interns help me do anything we work as a team they help me work on cases they meet with clients by the time we submit a filing with the immigration service it's probably been reviewed by every single person person that works in my office or a small office but there are still a handful of us given all the interns and my apprentice and each person gives a little bit something more to the document that we're preparing they find an assumption we made that the officer who reviews it might not understand and then we fix that they make it a little more persuasive or they will fill in little you know they'll fix little typos by the time it goes off I feel like it's been an incredible team effort
043and so again they're learning so much but they're helping me really and helping our clients in the community so thank you for the opportunity and for the award and recognition thank you really good okay I can't log in again of course I was I was in when I was at home looking at my and now it's I your problem you should just be able to put in your pen I've got a spinning wheel of death some trying to get it up on my phone I don't know anyone sign up K me okay Dr R all right next we have another recognition uh one we're very excited about and we're proud tonight to recognize John hery high school for its recent designation as a 20124 National Blue Ribbon School by the US Department of Education this

046for our team to ask questions and have unwavering support is instrumental uh from every staff member in our building from our teachers our syes our soci social workers uh counselors um CMA members front office staff administrative assistants IAS that's a it's a collective effort when we received the recognition and had the opportunity to complete the application it was an undaunting process and the administrative staff that I have with me here today played an critical role in filling out that 17 page application and what I really enjoyed most about that process was being able to talk about the spirit of hery high school not just the numbers not just the data not just reporting back on academic points and percentages and successes it talked about our people we had an opportunity to talk a lot about
047our programs that we do in our Pathways areas as well as the individual efforts that we put together and and and uh producing worldclass Learners and and it's something we're incredibly proud of so um it's all it's truly a team effort and so I have my incredible staff here um that I would want to say thank you to them for everything that they've done throughout this process and while I get to carry this around a little bit um it's it's really something that every one of us gets to to have and share in so thank you Heath why don't you um introduce each of the staff members how about I have them introduce themselves and what department they're in sounds good there you go I know they're really happy that I did this there Sabrina

050on their process okay um so I've been sending out the nsseo notes um after each of the meetings and there was two items we needed to discuss today one will come later um but the good news was the Kirk project the HVAC project which if you read in the notes it's going to take place over two summers they went out to bid originally the project was around 5 million and they they projected it to be around 9 million which I know led to a little consternation among some of the districts that price tag was really high um but ultimately they want for bid and when the bids were final they just came in under a little over $7 million which for majority of the districts was very pleasing to see that savings so um we
051are going to uh vote on it on uh at the December meeting and I just wanted to address any questions or concerns you might have um because at this point in time I'm assuming that we're all in sync that we will approve the project okay so the number one question is where do the money come from well that's where my comments at the last meeting where I was I was not in a place where I was ready to recommend that you support this um my my tune has changed because the one the bids came in and there is enough dollars um that that nsso has um and the second point that they adjustment that they made was were relying on uh some promised Grant dollars from some of our local officials and until they had
052that money in hand I wasn't comfortable in counting on that those dollars so they've removed that and the the fact that the bids came in as low as they did have really helped them in the process so I based on you know my analysis Mr key is is a little bit closer to it than I but um I I think their their plan is tight and the money is there I've my full support and the other thing they also did too which I know Tim was very adamant about um as there were several other Finance managers and they had the fund balance report that they pretty much will show at any given point in time that the funds that they need they will have at that point in time rather than just uh guessing so
053understood am I right Tim uh board members anyone else have a comment so I I appreciate it you know I had a conversation with Dr Ro about nsseo and and I don't think in in the lifetime I've been here that I've really seen a plan for um construction updates and I know Tim I think you just said that you took a tour of two of the two of the three buildings and I think that's Frank I think this is more for you but I I think that's really something that I believe that nsseo should come up with we have a hvc here we have we have um uh building updates we have Windows we have roofs we have blah blah blah and you know you'll know you should know when um things need repair and
054I've never seen like that that plan that five or 10 year plan for construction and I I really hope that with a new Finance person with a new superintendent that uh we can see something like this so that even they know when things like this are going to come up certainly and and they do uh much like what we looked at last year from archon is so find any very similar template they're using archon and they did a uh a comprehensive uh process there and uh that is kind of the next thing the Kirk was the most pressing but now there's some needs at Timber Ridge that have come up and all of it really is is attributed to the same thing it's deferred maintenance over time and uh you know I give the new
055Administration a lot of uh Grace and credit as they try and wrap their head around it uh and I think the uh you know the center districts and their csos have worked hard with them to try and develop that plan that sustainable plan through the assessments moving forward so that we can have have a plan to get everything up to speed for these students and and you're correct uh Cara and I did a tour last week we have one more building yet to do and it it's pictures are worth a million words for sure and so I'm glad that we did it and uh we'll certainly keep working with them to support it yeah and I I I remember a time when um Prospect was repaving and then n was talking about repaving their lot
056that the ad admin I said why don't you two get together because they're right here on the same property so things like that need to be communicated also I will say this um in in my notes they talked about the Strategic plan and a lot of the surveys they did and it was clear from both the internal piece and the external piece which is us and all the other executive districts was that transparency and communication needed to be improved and I think that's one of the things that um they're looking to work on so they could tell us what's what's the plan what they're planning on doing I know that their superintendent has um included all the superintendents on the Friday notes and her Friday notes are usually very good so I'm hoping that will
057help improve the relationship between us and and all the districts in nsso because we're all we're all big world Partners so well in two meetings in December Mr kiwi Mrs Kendrick and I will be participating in in supporting their strategic planning uh writing event so um the the area superintendent or the the Cooperative superintendents and U and M M schnor been very open about our role and in in involvement in helping overse not only the finances but just the the process of of um what needs to be done and carrying that through to a board for a votes there's there's more communication and cooperation so we think we're on a good path and after that uh the writing of that plan I think will be uh even tighter so we're on the right track board
058members any discussion thank thank you all right moving on then in my uh so I think Mr furo that that item will come back in December for our board's approval to uh to take back to uh NSO um moving on and my report I have a few things uh to highlight in board members in front of you you have a copy of the district's uh first annual report um this is not your typical um uh communication from the Discover 214 magazine but instead it's a uh it's a it's a report that has been mailed to All U residents of the district 214 boundaries and it is intended as as a a another form of a communication and update as to what's going on in the district highlights from um our facility work that needs to
059be done to some of the exciting stories that we've shared about our students and their progress this year and the goal being to reach our families that may not be engaging with us uh via social media or having children in the school district uh as well as highlighting some of our you know our f responsibility and um some of the the first wave of return investment for some of our energy saving efforts where we've saved over a little over $300,000 in the first couple of years of work there so just wanted to highlight that that's gone out to all of our families and in our boundaries um and if you haven't had a chance to peruse that I suggest that you do um in recent weeks we received our Illinois state report card um ratings
060and as the school district has has rated five of our Comprehensive High Schools as commendable and and hery received that exemplary rating um so while the these state report cards do not Define our students or the success that our schools experience uh we are nonetheless very proud of uh continuing to have um obviously strong schools in terms of their academic performance with plans to to move even higher um now I'd like to give you a special highlight of of an experience that a number of us um had that's not the one a number of us had uh I not not the one either um yesterday um we had a uh last week late last week uh received an invitation um to a uh uh to a gathering called the the classroom to Career Summit at
061the White House and um not that we were we were surprised and say caught off guard about this would would be an understatement when Mr Magi called me uh to inform me of the invitation did quite believe him but uh nonetheless we were invited by uh President Biden and Dr Biden to to attend a uh classroom to Career son at the white house uh which we went with uh roolling medal student Kate Foley and her family um who as you may remember when Dr Biden visited rolling medals High School a couple of years ago she met with Kate and Kate made quite the impression on her she hosted her as a guest at the State of the Union uh last year um and then you know our team with Elizabeth styros the uh teach te
062Wheeling grad and and Rolling Meadows teacher at at Rolling Meadows as well as Mrs Kelly and and president CER and we attended the event and it was it was not only a all inspiring and unbelievable to be in a group of 200 people in the white house um and to hear the announcement of you know ladies and gentlemen the president of the United States and Dr Biden and it was it was it was unbelievable so the Dr Biden and President Biden both spoke and then as you can see in this photo here um you're the Secretary of Education Secretary of Transportation Secretary of Labor and Secretary of Commerce because the idea the CL classroom 2 career Summit the focus being they wanted to highlight that all four of these major departments are collaborating in support
063of the future of our Workforce um so the room was made up of I believe we were the only Public School District in the room there was another High School represented out of Ohio a number of community colleges um some startups in the uh connected with the Department of Labor um as well as some other public officials but um you fway had a had a a special seat right in the front row as well along with Mrs stabos and uh we had a wonderful time reception there and then heard president and the first lady both speak and then followed up with an event over at the Department of Education um where we were focusing on you know continuing the work and heard from a number of panels um of people that are that are doing
064some of the um like I said startup work um and it really struck home of a couple that we attended really the the power of um Uncharted learning and the incubator and startup showcase that we're running is that's a lot of the things they were talking about of where the country needs to go are already in place in district 214 which I think is uh makes it obvious as to why the invitation came our way so there's a lot to be proud of it was definitely a moment that I could not be uh more humbled than proud to to be a part of uh I know that um you know Dr Lopez and and ala both feel the same way it was it was a tremendous experience um very proud to have been there representing
065the district so now I don't know if you have a few anything you'd like to add um so Dr o text me he says can I call you at 8:00 on Saturday morning I go what then he says you know I got this invitation to the White House and I go I thought it was spam I said I wasn't going to click on anything and I said well you know I watched my granddaughter on Wednesday he goes Alva this is a chance of a lifetime I said I get it I get it but um I'm going to get emotional it was um onping to me to to be standing there realizing that I'm in the white house and I'm looking at a president because I've never seen a president before and um a couple times
066Scott says to me are you okay well because I was acting like a tourist you know I was like I got this look on my face like but um very inspiring about what Dr Biden said her message has been clear all along and um I just um I reminisced about my par what my parents thought if if they were still around about me being in the White House my mom getting her citizenship in 1960 and so proud to be an American and uh all that stuff just kept um just got me very emotional during the day but it was a it was a great experience and uh of course I said yes I'll go Scott but um I would I was happy to uh represent district 214 and my social media blew up with all
067the pics I I put on there but um and then over to the Department of Ed and I sat in on the um one about um the promise program and I didn't get really anything new about it but know that we're doing the right thing with the promise program over at Harper and then that uh the two panels that we had but it was a it was a great experience and um um glad I went well and to kind of close out the the thought I think we spend so much time focusing on how we can improve and how we can constantly get better with an improvement mindset that we have but it was a reminder um that there's a lot of really great work that has been going on this district for a long
068long time um and as a as a new person to the team like I said I'm humbled to be a part of it I'm proud to to sit in this chair and Lead it and you know just extend a a thank you and really congratulations to Li and the people that um that have contributed to the construction of what who this district is and uh the College and Career Pathways that that have been built here because it is uh is making an impact as you heard from our partner tonight um and it's really meaningful work and and it is the work that I I hope that others around the country can uh can replicate because it's truly impactful so uh thank you for your work and I'm really proud that you were able to join
069us and proud that U the district was so well represented that's all I have thank you okay uh board member updates Mr dusing would you like to uh give us any update yes I attended the um uh District 24 honors orchestra concert uh at Rolling Meadows at the end of October they played two pieces the first piece if you can believe it was 45 minutes long uh I I just can't believe that students would uh would learn that and play but it was beautiful um last night we had the technical uh Honor Society induction there were 149 students that were uh inducted at Buffalo Grove last night uh that's always a great uh function every year I think we've had it going about U 15 years now and it's always well they plaque packed the
070whole theater and it parents appreciate and certainly students do um also attended the uh Barcelona students uh uh visiting on an exchange at Prospect High School uh they came in they're here for about 10 days and uh it's one of three programs that are over at Prospect uh and and each one of them uh requires of course a lot of planning and a lot of effort uh to to get the students settled in homes here and of course the staffs from both schools uh work on that uh Veterans Day I spent at hery which was very nice they did a great job they played uh certainly military music uh had some uh some uh all the PE the students were there it was it was very good that's about it thank you thank you um
071Mr feo I got a few too as well I'll start with the veterans assembly I also went my uh mother-in-law served in the Navy I just want to give a shout out to Mr dling uh his speech was outstanding it was short um but it really was U very informational about a time in our country's history and um I think uh most of the words that you said Bill were extremely poignant and really resonated with a lot of the students who were not looking at their phones for a change um couple things for me that I've uh just it just kind of goes to show what we got going on in our district I mean you could find on any given day something different um I volunteered at the El Grove craft fair I know
072Ola went later I never saw Paul Kelly there I not sure why but uh I sold a lot of coffee I think my next career move might be uh Barista at Starbucks but uh that craft fa was amazing Paul it really is I mean I think you stuck vendors everywhere I was ready to go into head into a bathroom probably seeing a vendor there I mean the tables were everywhere and the amount of stuff and just the positiveness of that that morning was it was incredible uh I went and participated in the Buffalo Grove band trivia night um we had the lead and then we choked it um but it was a lot of fun the uh the band people were great it was a really good good time your uh admin assistant is very
073smart and her son is too so they kind of carried us a little bit and then last but not least I attended the d214 uh they had the state girls tennis that was really cool to watch some of those girls are really really good and last but not least I'd be remissed without saying that I was there in the pouring rain when hercy soccer won their first state championship and that was really fantastic that's all thank you um Mr Walker do you have anything tonight okay Mark Mr Hinman yeah I do you have anything Mar okay oh he wants you to go first milie oh thank you Mark uh this is just a quick shout out um so many of our students are doing community service projects um in in um preparation for the upcoming
074Thanksgiving holiday um food collections are going on all over the place um I belong I'm a member of the Arlington Heights Rotary Club and our club will be at Rolling Meadows High School um packing turkey dinners um that will be brought to Wheeling Township and um other food pantries in the area that's the Arling that's Rolling Meadows interact that's going to be hosting us there at Meadows um so you know it's really the kids are really good um to other people and you really see it in in times like um Thanksgiving Etc but it happens all year round so I just want to give a shout out to the kind hearts that our students have thanks appreciate it Mr Hinman I was able to attend the uh sectional swim meet at derfield um high school
075that included Prospect High School um hery and Wheeling um and they all did very well um but more fun was Friday night before I was able to go to Oakgrove to see Hades town and that was an awesome play um all musical I don't think there was a word spoken everything was sung um Everybody sounded great there were so many outstanding voices um it was very impressive and then kind of cool afterwards um the stage manager had most of the um characters come to the front of the stage stage and sit on the edge of the stage and take questions from the audience and uh that was very entertaining also thank you very much okay thanks um let me see well um Frank stood in the rain for the final I was there the day
076before without the rain um semifinal and uh wow what a what a great team and they were honored today at uh hery uh assembly showing off their uh their state trophy congrats to them this is first time in their history and uh kudos to um Dr Ro for his presentation at the John hery uh PTC meeting regarding the Strategic plan I thought you did a great job and um attended the uh elkov high school Veterans Day ceremony which was is which is always really really great and this year we had breakfast uh cooked and served by the prart students in their new kitchen so um it was really a really a great day and um I just want to thank board members for their ballots for the um resolutions for the delegate assembly um which
077happens at on Saturday at the Joint an annual conference next weekend and we did have there are three that um resolutions that were appealed uh cell phone usage uh office of Inspector General and uh criminal background check and um I'm going to vote the way uh you all gave me but I I'm really don't expect to hear anything new from the presenting districts who are they they're Juliet south or the South Cook executive committee and Edwardsville so um thanks everybody and I'll give a report in December about the resolutions appreciate it thank you next we have 911 uh before you do can I interject sure uh we have a surprise have a surprise for you is you're about to read a resolution about board member appreciation and tomorrow is uh Illinois Board member appreciation day
078so um we had our Communications team put a little something together for you it's more than just this wonderful still image I promise you but hey uh yeah I'm going I blame Travis for this look Scott but uh a little something just to show our appreciation for your support is that our day today is School Board member appreciation day and in district 214 we are so grateful for our incredible school board thank you for your leadership thank you for your guidance thank you for the time you give to our students staff and Community you are appreciated hi I'm Jack arano I'm city council president at Buffalo go high school thank you for listening to our voices [Music] thank you for supporting our music programs thanks for helping us [Music] sh thank you for giving us
079our tools for thank you for investing in our education and Innovation thank you [Music] for thank you district 214 on behalf of the entire school district and Community I want to say thank you to the board members of district 214 thank you for your vision your leadership and your dedication to our community thank you we just wanted you know it's much more than a resolution something that is read on uh on annually um like like any recognition we do in education it's not a single day uh to stop and say thank you it's something that we see your contributions on a on a daily basis we get to enjoy them in our time together each month but I can tell everyone who may be out there or watching or listening it is much much more
080frequent than uh than in just once a month or every couple of weeks for these meetings these these people are truly dedicated to the school district and it's U I'm proud to be a part of it can I have a motion in a second please to approve the resolution so moved second Mr Walker I'll read the resol hold on I'll read the resolution whereas public schools are the backbone of our democracy providing young people with the tools they'll need to maintain our nation's precious values of Freedom Civility and equality and whereas by equipping Young Americans with both practical skills and broader intellectual abilities public schools give them hope for and access to a productive future and whereas education employees be they custodians teachers education support professionals support staff bus drivers or Food Service workers work
081tirelessly to serve our children and communities with care and professionalism and whereas public schools are Community lynchpins bringing together adults and children Educators and volunteers Business Leaders and elected officials in a common Enterprise now therefore we as serving as the Board of Education of high school uh district 214 to hereby Proclaim November 18th to 22nd as the 103rd annual observance of American Education week in Wednesday November 20th 2023 is education support Professionals Day we urge all citizens to make a commitment to public education and to the future of our communities by visiting their local public schools and donating their time and talents to make the public schools even better adopted on this 14th day of November 2024 call roll please Hinman hi Palmer I dusing yes fito yes Walker yes and sir I motion carry
08260 can I have a motion in a second to approve 912 please so moved second there's been a motion in a second any discussion yeah I'm going to abstain from uh voting on this because uh I was not on the board during the the first two meetings that we're looking at regarding the closed session thank you police call the RO Palmer I Walker yes dling yes heinan yes fito hip stain and czer I motion carries 501 uh the next item one uh 913 is a uh discussion item we're not voting on this is the first reading of policy Dr Ro uh correct uh this is the first reading of a policy that that updates five policies in response to the title n updates um basically opening the doors that harassment is not just uh sexual
083harassment it it broadens the scope of what can be deemed harassment so it updates our policies in line with uh that federal law uh board members any questions okay then we'll see this uh next month then uh moving on to activities and operations can I have a motion and a second for nine two one please so move second Motion in a second Mr Julie thank you U it's that exciting time of year where we're seeking board approval on the bids for our two major Capital construction projects for this summer really not this summer because we plan on starting much earlier which I want to highlight um we've really been able to create competitive bid conditions um due to the flexibility um from our building teams and our operations team so we both Pro projects we
084plan to start early and we're working outside that SummerSlam window which really creates competitive bid conditions and you can see that by the pages of people that bid um so the first project is the hery student services and main office project we showed you the 3D video walkth through last month when we were seeking a batement approval so I don't have any pictures this meeting on the hery project um but again this project is slated to start uh as soon as we get back from Thanksgiving break um we've already started to move offices and people over there they're doing it in waves so they're more than ready um and again that project encompasses those two entire areas offices reception areas common areas all the HVAC lighting ceiling walls and also that main Corridor so you'll
085see that the uh the bids have come in um at roughly 3.5 million with an added 10% contingency for this project any questions questions questions board members uh when do you anticipate it finishing I I think because we're starting so early we're looking at an early summer um potentially completion where you're able to maybe start moving back in that doesn't mean we still have punch list items that will linger through the summer and where will we house the current inhabitants during that time frame I think they're all over the place I think we have people in the ark we're taking over the staff Lounge I don't know where your main off offices the records room thank you board members anyone else I just want to thank Dr McFalls team and the and our our student
086services team for um recognizing the scope of the project and and the long-term benefit and you know working so well with us to relocate and deal with some short-term discomfort because it's going to be beautiful and it's going to be uh a wonderful new working space that they've been asking for and and deserve but it's going to be a semester of hardship and we appreciate their their efforts it's really a blue ribbon attitude okay call V yes Palmer I dusing yes hinan I Walker yes kzer I motion carry 60 thank you 922 Motion in a second please so moved second you're up again so I we do have pictures um for this project and um we'll get over to the general site plan um of Buffalo Grove High School so that very top Corner you'll
087see a baseball field kind of at the top of that diamond to the left of that is the phase one which is nearing completion we're almost there so that's the softball field the tennis courts and the auxiliary turf field mostly completed so when we're talking phase two it's that baseball field in the top and that adjacent parking lot just just to the the right of it um this is where the water retention the majority of the work happens this is where we're burying a two tank 8 Hector Acres um to collect all of the water run off for basically most of the campus so a significant portion of the work is earth work and water retention which will be underneath basically the entire Outfield of that baseball field to to collect and retain um the
088water as needed so phase two again is the water retention under the baseball field the baseball field itself and that auxiliary parking lot in between the baseball field and the stadium we can hit the next slide for us too it just kind of Zooms in a little bit more on on the baseball field and the parking lot just below it so again right now the project stops at that walkway in between the turfield tennis courts and baseball field that's kind of where we're ending now and then again the significant earth work because that is a that's the Basin parking lot right now where that baseball Field's going to be so again significant earth workor water retention in this phase and we tackled this with the village as part of phase one so when we did
089those Community meetings we were talking about this in two phases and a lot of our early permit work with mwrd was was done as a two-phase approach so um we're excited and this is a significant step um for this project yes so between the tennis courts and the smaller base ball field looks like there's a house with a Blue Roof is that for the [Laughter] principal you've been banished no I understand that there's uh outdoor facilities too uh restrooms that's what that's what uh Mark pointed to that's concession staying outdoor bathrooms and storage that's something they nevere yeah right yeah and again if you haven't been out there that phase one is mostly complete and so you'll be able to to see that um in real life long time coming right Jeff yeah long time
090coming uh board members discussion I just have one question remind me again where the softball fields are the softball field is to the left of the screen um top left and that is that is complete that is the vars City Softball field that'll be the varsity baseball field and then we still have the East Fields where the lower level softball and Lower Level Baseball are located the other slide yeah can are those those in top right corner top right yep and those are in existence now we do we're doing Slight Work um to accommodate a lower level baseball field in that corner um but we have two lower level fields on in the East is the exess still from the neighborhood then yeah I don't recommend jumping the fence no no we open that tried
091few made it well it's going to be incredible it it really looks absolutely incredible okay call the world Palmer I fito yes dling yes Hamman hi Walker yes kzer I motion carry 60 thank you 923 a motion in a second please all moved second yes Mr Yul okay um this is uh we've done this uh this is a continuation of our building automation system upgrade uh this is our fourth building now that we will be starting um this is specifically for the controllers which have a longer lead time so we will be coming back in a couple months for the rest of this project it's a about a $4 million project and again the benefit here is is the ability for Superior temper temperature control um the ability to monitor this from from anywhere essentially
092you can do this from your phone um this is part of our massive train upgrade so this is our fourth building that we are beginning okay uh board members call Palmer hi heinan hi dling yes fito yes Walker yes and critzer hi motion Carri 60 the uh next item is a discussion 931 uh Mr KY good evening there we go I just hoping I didn't see Dr Rose picture up there for the tax levy but uh at any rate we are here for the first step of our two-step process to adopt our 2024 tax levy um here in November I believe this is working for us okay so going to walk through uh briefly the the parameters Etc the tax levy and I'd be happy to answer any questions afterwards so just a recap every
093year we talk about this in 1994 um pel went into effect which limits our property taxes to 5% um or the lesser of 5% or the CPI from the prior 12 months for December so this current tax levy will be subject to the December 23 2023 CPI um and historically we present that November uh we do a uh a hearing in December a truth and Taxation hearing typically that's done when you're asking for over 5% we we had to do that last year and I believe the year before with the um inflationary Market that we were in and we will continue doing that um as a measure of transparency here for the board and the community so here's our timeline Here We Are Tonight November 14th uh we're seeking um approval of the estimated Levy
094uh through this process process then between November 30th and December 5th we have to post in the newspaper um notice of the hearing then we'll be back on December 12th for the public hearing that'll be on the front end of the board meeting uh and then during the board meeting the board will we will seek approval of the board for the 2024 tax levy and then prior to December 31st the last Tuesday of the calendar year we will uh file that with Cook County so the purpose of the tax levy as we know uh should should know at this point this is the uh greatest source of revenue for the school district um when we look at our Revenue it comes from three major sources we have our local our state and our federal and
095uh the local Revenue U makes up 91% of our total budget uh for this current fiscal year 25 um within that it's interesting 88% of that local revenue is tax levy dollars so um the tax levy uh the the property taxes from our residents and our our businesses in our district are are critical for the school districts operations um the tax levy actually equates to about 82% of the fiscal year 25 budget expenditures so if you just think about that 82% of our budget is relying on this so this is kind of an important process for us um and the tax levy has broken into two uh distinct uh segments we have the spring um which is an estimate it's essentially 55% of the prior year call that the first payment um and that will
096impact the current uh the current fiscal year so that's our our second half of this fiscal year is the first half of the levy that we're talking about tonight and then the second half uh comes at uh the front end of fiscal year 26 um I know we've talked a lot uh here uh about the timeliness of tax bills our hope is that that continues uh for the fall and so that will be on the front end of of fiscal year uh 26 for us and that's kind of a true up after that estimate um of the front half of the bill so what a tax levy we are in Cook County we are tax capped as I mentioned before um the tax levy is comprised of those increases plus any new property and we'll
097talk about that a little bit more here um this was just a chance for me to show off my clip art skills very nice very nice okay okay A+ okay thank you so the tax levy it's an interesting process it really is uh in the end it does true up like I said but here as we said here today there's there are there are significant unknowns and so it is really uh an exercise in good judgment and um uh you know kind of making sure that we cover our bases for a lack of better term um what do we know we know the priories extension that's the foundation of of this current Year's Levy is what was our extension last year that's we we grow from there um again the Consumer Price Index which was
0983.4% in December of 23 that's what's going to um that's the factor on top of our uh a current extension that's that's where our knowledge essentially ends and it it turns into a uh an educated guessing game if you will um with really good data um what is the assessed value for all the property in in our community uh on a on a trienal basis it is reassessed so here in Wheeling uh I'm sorry we're in Elk Grove Township but Elk Grove Township and Wheeling Township or the two townships for our district um those are in a trious cycle so in 2025 those will be reassessed that's where we might see significant changes uh the other factor that comes into play is new property so any new property coming on the tax RS as of
099uh the coming calendar year are going to be factored into this Levy to the best of our knowledge sharing this this is the uh the 10e CPI so the blue is the actual CPI over the last 10 years uh with the uh red being the rolling 10-year uh average so that rolling 10 year average is really what informs us um from a fiscal standpoint on how we uh estimate future budgets our fiveyear forecast Etc um and you can just see it's I thought this was kind of interesting to show just the the the huge Spike with the inflation and then if we were to take this out further over a 20 or 30y year period you would see several spikes but by and large um that red line would be fairly uh flat then this
100again just interesting kind of nerdy stuff here you know on uh your tax rate is your blue and your red is your total eav and there's an inverse relationship between those two things so when folks talk about their tax bill and you know my tax rate went up well it's a function of it's inversely related to the the value of the properties in the taxing district um all taxing districts um are are seeking a certain dollar amount and all the calculations that are done are based you know they start with that valuation so the valuation goes lower the rate to achieve that Revenue has to go up and so again I just thought that was kind of interesting and our current assessed value of the last uh property tax cycle was just north of 11
101billion uh sign significant impact here in our district we have 21 Tiff districts that's T tax incremental financing and uh it it it plays a big role uh in in our Revenue um and it's kind of a double-edged sword it it if managed correctly a tiff can be really valuable for everyone involved uh yes it does freeze uh the amount of Revenue that come into the school district for the properties uh in that space it creates additional Revenue uh for the municipality to utilize to develop that space it can go up to 23 years and depending on the municipality and their strategy uh we do you know I was at Elk grve this week and uh uh we're talking about a couple of tips are coming off the next couple years in advance of that
10223-year period because they've done what they looked for them to do and so it's really a a matter of them balancing now there's other uh circumstances like in Wheeling um we have a couple tips that that are essentially hitting the Twilight of their career if you will and they're now producing Surplus that gets released back to the the taxing bodies us uh and and other taxing bodies so it's um again it it does have Frozen We it does freeze the revenue um but over time there are other relief valves Etc so at the end of 23 years if the if the Tiff operates the way that we would uh want it to you have significantly more value that comes on the tax rols and it benefits um all this particular year we do have a
103a minor Tiff coming off uh or coming onto the tax rolls from Wheeling and we'll talk about that in a second we're including that in our ask here so just real quickly uh here's the formula again it's just a different way to look at it um we have our prior year Levy times the lesser of CPI or 5% so times the 3.4% and then we add the new property and Aggregate and that would be our new Levy again numbers we don't know at this point then we take that new Levy divide the by the assess value and then comes up with the property tax rate for each of the uh the areas within our district and those are going to be impacted by all the different taxing bodies within there whether it's the feeder districts
104the Mosquito Abatement if they have those here in Cook County Etc um by Statute uh we do provide the fund balances here and this is really just a check the box thing um but I think it's important to note that that part of our exercise whether we're doing the budget we're doing um you know even working on Staffing anything we're doing strategically here in the district we have an eye on our fund balances and uh it is critical that we're doing that we are doing that in the background but again we're through public statute we're required to show that here and that really does play into how we do uh what what we do with our our Levy here so our assumptions here 3.4% new property 98 uh million of new property 5year average is
105about 80 million and we have about 18 million give or take of new value coming on through the south Milwaukee Tiff uh which hits the uh tax rolls in January 1 that's from Wheeling um and then the existing change uh the estimated change in the existing avga -3% that's just traditional the the year before our trianal here in 214 we see about a 3% regression of that value and so that's all baked into our assumptions so again um we have our tax levy which is our request so we're we're requesting 4.3 uh one% increase so that's that 3.4% of CPI plus the new property asking for and then the extension is what we actually receive again that's where the math really happens um and so again the spring is an estimate and the fall they
106true it up here's our estimated tax levy request as I mentioned before we we look at the fund balance um purposefully showing the change here for you you can see like an operation maintenance it's a 12% decrease in our ask well that's relative to the fund balance in that fund and so the tax levy again being you know 80 8% of our local Revenue this is our our biggest lever to to move uh fund balance throughout the funds and make sure we're um able to fund our operations so you can see essentially it's a makeup we're putting more of that into the education fund and that's based on our current uh budget and our uh upcoming budgets our debt service is going down a little bit and that is just tied to the existing debt
107and the existing um essentially principle and interest payments so all total we're working at about 4.2% um Levy request so again our next steps we're going to do the legal notice in the newspaper we're going to have the truth and Taxation hearing December 12th um and then we're going to submit before the end of the calendar year I'd be happy to answer any questions if anyone has it um I'll open up the floor to the board members anybody want to go ahead you know the proc the process uh is as you showed some of it's based on actual facts that we can go back and look at as a historical but uh I give you so much credit for uh uh assembling enough uh actual data so that you can do those estimates that you
108have to do uh going forward most people don't understand that we're dealing with two tax years here uh and percentages of our taxes are coming out of out of each of those years which is difficult to uh extremely difficult to manage and I think uh I think we've his historically done a good job and obviously we're going to continue doing that board members I can go um I just wanted to say I was impressed with with everything that you put into the presentation uh being a finance guy it was you know pretty interesting school's a little bit different than the normal business world but uh with the capital projects that we have coming down the pipe um 4% I think is a reasonable number for our tax first anyone else um so we saw the
109end of the Affordable Care Act dollars this September so um so our federal funding went down a bit yes the care the cares act um so yes that the the tail end of that happened and uh was fully expended by September 30th and that was year is ma' October 1st right um that doesn't significantly impact us because we use those dollars for specific things um go ahead yes yes so Dr Lopez and and uh Dr zip and grants uh it was planned and there was always going to be a sunset for it so much like we did our funds back in I think what was that 2010 2008 uh there's there's certainly a plan for it and uh you know any of the ongoing expenses uh become board respons ility um but they are limited
110um and correct me if I'm wrong in the audit report gives the Tiff report I can't remember where I see that we used to get a report of all the tiffs and when they started and when they would the 23y year was up and then if we granted the extension is that in the audit that will be in that that should be in a comprehensive annual financial report and our friend Baker Tilly will be here next month thank you and they will have an even more riveting presentation for yes but I did share something with the board through hold you to that what's that we're going to hold you that wonderful uh and I did through Dr row we did share some Tiff information um it it seems to be a real Hot Topic here
111with this board for obvious reasons 21 tiffs and um I did notice at the triple I conference there is a session on that um racking my brain I believe it's on Friday and so I put it in my calendar but um I'd be glad to attend that with any of the board members it's it is pretty fascinating and when it works well it can be very power ful for I actually want to say that's a a a Cooperative presentation Mary Gore and 57 and Mike Conley I think maybe from 21 or are presenting on that one i' I'd Circle that one if I were you it's good one to go to um there be clip art he wants to know if there's going to be clip art um and then we we used to get
112a report that showed what we asked for and what we actually received but it wasn't it wasn't in the audit it was something that a previous Finance person uh created because there there were some there were some years there where um people would come to the meeting and say why are you asking for this you know amount of money but then but the amount we received was much less because you know the argument was U why are you asking for f for 5% because we we try to capture as much as we can because if you don't don't if you don't do a little bit more you don't get that that funding you want to explain that and pel protects everyone right we are limited um but because the system is so well crafted uh
113we have to we have to work in the gray on some of that so during hyperinflation when when it was 7.1% you know you have to ask for a whole lot more to ensure that you're capturing it because you have to capture so if it's right now at 3.4 we're expect you know asking for 4.3 we feel that covers us we have a loss and cost factor that the county automatically puts on it um that will cover us with our new property but again when it's over 5% yes you would you would probably want to make sure you're telling that story to the taxpayers that we're not going to get a 10% increase here we have to ask for this to make sure we maximize I I think what you're asking is is CPI is
1143.4 we're ballooning to 4.3 to capture the new construction we may not see 4.3 and and that's and that's the point is we may not actually realize 4.3 if there depending on how much the new construction is is captured in yeah and that's the report I'm talking about because we we usually never get that whole but that that increase over what CPI is it it does scare people that you're you're taking more than you need you're just trying to capture what they can't predict how much it will be worth it should be in the spring we should get that agency agency report in the spring now that we're back on a cycle so it might align well with our tenda budget presentation so but but regardless we'll get that to you okay I know this
115is always clear as mud um any other uh discussion board members thank you um moving on to 932 can I can I have a motion in a second please I move for the approval of accounts payable second motion is second any discussion call the rooll please Palmer I dling yes verito yes heinan I Walker yes kitzer I motion carries 60 thank you uh 933 a motion in a second please I'm move second Motion in a second um Dr Ro do you want to comment on this at all it was just a change of employee right assistant Treasurer that's all we are because we had a change maybe Mr key can can update on that yes this is the assistant treasurer for our Wheeling Township treasury which is all our feeder districts except for Wheeling 21
116uh and so with uh our Director of Finance departing uh early in the year uh we do need to reappoint a new uh for like a better term backup and so Mr Bogner who's our supervisor of puring Transportation also happens to be a csbo uh will serve in that capacity uh for the remainder of the Year okay thank you um just call just a comment oh go go ahead I just I had a breakfast with a gentleman named John Ratliff who used to be on this board uh John ratl is a public com CPA and uh his daughter uh was a graduate of Hershey high school and wanted to come back and teach and because they couldn't have a parent on the board for that he did get off the board but John was the
117one uh probably 20 years ago who sat down and looked at how each of these funds that are in this Wheeling Township thing were handled by the various districts and he worked with the uh Finance person here in our district and he convinced he and and the finance person convinced all those districts to combine their funds put in one area where it would be be administered by us they would receive exact reports of what was in there for themselves they would re receive whatever benefits were were from that and and saved about $150,000 a year to those districts total uh the way he set it up uh he explained it to me again uh when we had our breakfast but uh it's interesting to see that it's still going and obviously uh he had the
118vision and so did the finance director at that time had the vision to set this thing up so it was saving us money and all the other District's money that's a great point it's actually twofold so we're saving because our feeder districts don't you know they don't have to have the additional FTE um but also by combining and pulling the funds we have some of our smaller uh districts that otherwise wouldn't be able to invest in anything other than liquid so it it certainly helps exactly yep yep yep I I remember that okay we need a roll call here dling yes Palmer I fito yes heinan I Walker yes kitzer I motion carry 60 thank you I need a motion and a second for 934 please so moved second motion a second is that you
119again Mr key certainly so Dr zip uh was uh manages all of our grants and so there is a annual usually when it's available um that we apply for it's a $50,000 matching dollar for doll grant for school maintenance project Grant uh and uh she strategically uh aligns that with projects that we have ongoing and uh the hery abatement uh is a project that would give us the highest rating essentially the best chance for approval um I see no reason that we won't be approved for this so that will certainly offset some of those cost so I do recommend that uh the board authorize us to proceed with that application any questions board members call the roll bito yes Palmer I dling yes heinan I Walker yes C answer I motion carry 60 thank you

121me that we discussed um last board meeting with our three associations regarding Insurance okay um Mr dling do you have anything to add about this pardon with this um insurance coverage no understanding you know it's one of the areas that uh really I don't think was overlooked in the contract negotiations but it was something that was unclear uh probably for years the way it was written and uh this is an attempt to clean it up so that uh everybody understands that we are we understand what's going on but the same token it's it's an area that probably will be for negotiations as we go on into the the U negotiations with with each of them but but to get through this process up to when we're going to negotiate again this is the best way
122to do it and everybody seems to be happy with it because uh uh it's going to get approved through through the various bargaining units any questions board members call roll please Palmer I dling yes fito yes Hinman I Walker yes kzer I motion carries 60 thank you we're down to 961 a motion in a second please so moved second Mr Fido please okay the Board of Education believes the support of our citizens is essential to maintaining an effective and strong public education system and that parental and citizen involvement in our schools is an integral part of providing effective schools the board also recognizes the significant role schools play in shaping our nation future the board would also like to take this opportunity to recognize the vital role education support professionals play in the lives of
