001to review the budget and receive any comment or any questions uh president will be present presented by dr wright or you gonna do it brenda okay first item on this agenda is to adopt the agenda as we have it in front of us for this uh public hearing i have a motion to adopt the agenda of a mushroom chuck have a second have a segment from diane all in favor okay uh we'll turn the time over to you then okay thank you so much okay we're going to i'm going to be presenting the final budget revision for 2021 to you i have a presentation for you up on the screen as you know there we go okay as you know we're required to have a final budget vision revision for every budget year before may

00215 20 of every fiscal year this is to basically recognize the final carryover and other adjustments for the fiscal year we're not required to have a publication for the budget but we are required to have a 24-hour notice we did however publish the public hearing notice 10 days prior to on our website here are some of the numbers up on the screen as part of group a i compared 20 to 21 you'll notice as part of group a we had a decline in student enrollment of 154 students when i presented the budget revision number one to you back in december we had approximately 145 declining and declining enrollment but now we have 154 students in group a you'll see preschool disabled k-8 9-12 by the different categories currently as of 100th day numbers we're down

003to 1 656 students and then under group b which includes k3 reading k3 ell and sped we have a decline of 175.164 students you go through all of the calculations there this screen looks kind of busy but i just wanted to cover this page a little bit you'll see that as part of the revision to revision 2 you'll notice that the revenue control limit because of all those declines in group a and group b the we have to reduce the revenue control limit by an additional 171 778 dollars and we also are recognizing an additional reduction in district additional assistance statewide the state is is having us reduce an additional 7 759 dollars and that is recognized in 2b and then also under the 3a the maintenance override emino override we have a difference of

004five thousand eight hundred and fifty seven dollars we're actually increasing that amount and then in sections five a and five b for tuition revenue under five a for individual and other private resources we had budgeted sixty five hundred dollars but we're actually increasing back back up to twelve thousand six hundred and three dollars and that's based upon actual revenues taken in for the fiscal year from july first through april 30th so we actually are taking in more revenues than we had anticipated and then online b that's actually supposed to be b other arizona districts those are districts coming from concho vernon and mcnairy elementary school districts we had anticipated or we had budgeted two hundred and eighty three thousand one hundred and ninety eight dollars down from three hundred thousand seven hundred and fifteen dollars

005so a reduction of seventeen thousand dollars in that area and that's the mmo column and then on the unrestricted side we are seeing a reduction of capital of seven thousand or seven thousand fifty five dollars and that's because of the reduction statewide in capital the state is having us do and then for the tuition in we're actually racing seeing a reduction of twenty four thousand one hundred and two dollars because we're actually seeing a reduction in tuition and students that are coming in and then on the next page for lines our carryover is actually larger than what we anticipated coming in from 2021 to 20 actually 1920 to 2021. on our revision number one we had said we were going to carry over 303 000 our actual carryover is 327 236 dollars an increase that's

006supposed to be an increase an increase of twenty four thousand two hundred and nine dollars and everything else stays the same our decrease or our transfer out for the our energy and water savings account and our prop one two three and then some additional this is our our general budget limit what it is now as part of revision number one or number two revision number two i meant i'm sorry so on line 11 our new general budget limit or mno budget limit is now 12 million 736 261 dollars down from revision one which we had adopted in december twelve million eight hundred and eighty nine dollars twelve million eight hundred and eighty nine thousand four hundred and ninety dollars a reduction of a hundred and fifty three thousand two hundred and twenty nine dollars and

007then on the capital side we're actually seeing another reduction of thirty one thousand one hundred and fifty seven dollars and that's all attributed most of it is attributed to the production in our tuition inn and then the reduction in the capital reductions that we're seeing statewide so some of the things that i wanted to point out significant changes um adopted to revision number two we're actually seeing an overall reduction of mno of a little over a million dollars a million sixty one thousand two hundred and twenty one dollars and that's primarily due to declining enrollment group b of 155 students and then group b of 175 students and then we also are seeing a distance learning adjustment because of the kids going to the going to the hybrid model of a hundred and two thousand

008nine hundred and sixty seven dollars and we're also going to be seeing an additional dirt distance learning adjustment to one more we don't know how much that's going to be yet we have to submit a final report and statewide calculations will be coming out probably early june so we know that we have another adjustments and that's another adjustment will be seen we don't know how much that's going to be and then on a side note some additional funding we've received throughout the year we received 539 045 dollars in the enrollment stabilization fund and that was to backfill that distance learning adjustment that we received from the governor's office and then sr-2 funds 579 455.45 dollars and esther stands for elementary and secondary schools emergency recovery funds and those funds are coming directly from the federal

009government through the state so we are receiving 579 445 dollars i'll talk a little bit more of what we've done with those funds and then sr2 we're receiving a little over two point two million dollars two million two hundred and forty five thousand four hundred and forty two dollars and then s or three we haven't received those funds yet we anticipate to receive about two and a half times what we're going to receive in s or ii what we did with enrollment stabilization funds is because we saw the one point one million sixty one thousand reduction from the adopted to revise two is we transferred some teacher salaries from emino into the enrollment stabilization funds to backfill some of those shortfalls that we saw and then for sr2 or sr1 the 579 thousand 445 dollars

010again we also did the same thing we transferred some teacher salaries and benefits from emino into the esther one to backfill the shortfall that we saw so to make up for that one million dollar shortfall we transferred a lot as teacher salaries and benefits to those two funds so luckily for those two funds that's where our shortfalls went to go ahead and then here's page eight of eight this is the unrestricted capital budget limit really the only difference is the decrease that we're seeing because of the decrease in our tuition in and then the statewide recalculation for capital funding a difference of thirty one thousand one fifty seven that we're seeing go ahead and then our classroom site fund which is our prop 301 funds there's really no change from revision one to revision two

011and i know mary sent out the budget you did send it sent out the budget early on um i think she sent it out friday and do you have any specific questions on any of the other budget pages these are primarily mno capital and the classroom site funds that are covered tonight thank you brenda there's no questions we'll adjourn this meeting we have a motion to adjourn this public hearing i have a motion from chuck a second from margaret all in favor me
