0016:00 and the meeting is now in session roll please. Mr. Baines >> here >> Mr. Burmeister Mr. Gasmir >> here Martinez here McInness >> here Mr. Warner >> may stand for the pledge of allegiance to the flag of the United States of America and to the republic for it stands one nation indivisible with liberty and justice for all. I didn't get anything for public comment. So, we'll move on to board member comments. Are there any comments from the board members? So, we will move on to the action items. May I have a motion to approve a one-year contract renewal with >> Thank you. Aons for a period of July 1st, 2026 through June 30th, 2027. >> I'll make a motion. >> I have a second. >> I have a question. Um for this and the
002second action item on the agenda, I'm wondering why they're occurring on the working agenda which we previously agreed would be time for uh inepth discussion and what deliberation as opposed to having them on regular >> are you thinking about the a >> yes and also the um >> so the a is due by May 15th >> so why was it on the agenda >> because we didn't have the uh quote from the company in time >> and So uh the future for the state and the uh Oh, I guess >> Mr. Werner. >> Yes. >> Mr. Bainy. >> Yes. >> Mr. Gasm. >> Yes. >> Miss Martinez. Yes. >> Yes. Um item B, resolution 26-093, approving the amended contract for system engineer, Mr. William Mass. May I have a motion to approve the resolution? >>
003I'll make a motion. >> I'm sorry. Is there a question? >> I did. Yes. For the record. someone changed such that we um he was on April 18 and we um had made an amendment to his agreement. Uh it was basic it was initially approved by chang and um situation and and conversations. Um that's why we were there any other questions? I motion who made the motion >> McInness. >> Yes. >> Mr. BM. Yes. Mr. Warner. >> Yes. >> Mr. Bainy. >> Yes. Mr. >> Gner. >> Yes. Yes. >> Approved. >> The next item on the agenda is new business school site improvement and safety considerations. So this item is up for discussion. Um, we attached um a potential site improvement plan for Lincoln to address the safety related concerns related to the pedestrian traffic
004during arrival and dismissal. Um, no uh decisions have been made at this time. Uh we um have been in contact with the mayor of island to discuss options as well as the superintendent for island. Um and we certainly open any questions but we we have not understanding at this point but we wanted to share what the options are and what the potential cost could be depending on the needs. Oh, I have a question. >> I'll defer you. >> Okay. Um, have has the building administration been part of any discussions so far? And have any parents from Lincoln been part of these discussions? They're on site every day. Our building administration kind of see what the issues and concerns are kind of firsthand every day. So, we have regular uh conversations with our leadership about um
005safety concerns and issues though. We've talked to Kevin about this um and I'm sure he's had this conversation in his as well, but we have about concerns and impairments. >> As far as this at this point, we have to look at the actual what we're what our options are first before we can present it. So this we were just responding to the concern via email and these are what our options are because we can't just put in we can't just put a gate up. Uh there are limitations to what we're able to do. Um so we do have to first work with those components those entities before we can even present what objects are but I wanted to at least provide this information to the board. >> This matter was brought to the by this
006role in the mailed parent concern photos. >> What we really need to look at first is if there's a way to uh acclimate them to the ingress and egress that keeps them safe before we look at spending $63,000. uh I don't know if that looks like handed out to the uh parents uh but or the principal could deliver it at that level there to find out what's the best way for them to come and go keeping yourself out of harm's way and you're right that's what this discussion is about is to find the possible remedies until we spend instead of spending $63,000 >> I don't think we should focus on the number of $63,000 it's the proposal that was put forth by Shamrock with no discussion by the board, no decisions, apparently no conversation between
007the building admin and the city of what was needed. So, it's it's a proposal that really is a basicity. >> Well, if you would have been at our close session in our last meeting, we did I'm sorry, we did discuss that in there. We didn't discuss the proposal. We did it was asked that they come back numbers. So, we knew what our options are. This it is technically a street. Um, so that makes it city property. Safety is obviously number one important. That's why we're working with the city to try and figure it out. So, the 63,000 I know you don't want to focus on the numbers and I don't either. Those were just options. So, the sidewalk and the parking bunkers, sorry I'm not using the right terminology, was was just an option. the
008gate was just an option. >> Sure. Understood. But I've heard that the sidewalk's an option, but I've also heard that the sidewalk isn't possible. So, I I just I feel like maybe what we need is an actual sort of list of options that's grounded in reality based on conversations between the city and and what the our staff are willing to do every day, too. Are they willing to go and open a gate and never not open a gate or should we just provide a safe path for children to walk on um you know where where that is um you know what will the city let us do in the street that is a rightway I understand that it needs access for emergency vehicles and whatnot um so I I guess I just I see this
009proposal in front of us but I I really just don't think right now it's actually a viable list of options until we have conversations with the city and understanding what's possible. We've had conversations with the city. They've been currently involved. They're almost need half of the the monies. Uh so we still need to uh broaden the scope of what we're going to do here. This here is justformational to get the ball rolling. Number one, safety is important and we do have the right players in place. Now we just have to follow through and implement what's the best for everybody that's involved at the school level, parent level, and the city level. >> So we haven't the city assistant. We've had conversations with the city already. Correct. >> But do we need an MOU with the
010city? >> We don't know what we don't know you. We're not We haven't engaged that far into the conversations on what we can do with the property and what we can't put at the property. So those conversations are further. That's what thisformational one is about to keep the ball rolling on where we want to be at. >> It sounds like currently the ball is in the city's core right now. Is that just your part? >> Sorry. Um, I I did have um conversations with with the mayor about this. Uh, I can tell you he is open to the idea of allowing gates to be installed as long as they're not overly obnoxious. Um, and um that they would be temporary, right? We're only going to close it close down the street for arrivals and dismissals.
011He's also open to the idea of putting speed bumps um on the street behind the school, but he he doesn't want to do temporary speed bumps because that would um negatively affect the snow plows in the in the winter. Uh so the only other option then would be to repave the street. I mean, it needs it anyway. It's kind of in bad condition. Um, and then we pay our our district's parking spots. Um, he he's also open to splitting the cost of that job uh similar to what uh the city and 218 worked out for Sacramento. Um, they may be able to get a cheaper price um because of the amount of work that's been done in the city recently with the streets. Um, so the city's open to it. I was asked to to
012bring this to you tonight and see what the district is willing to do and then I can go back uh and speak with the mayor about whatever you all decide. Now, from there, that's when we would uh entertain the idea of jumping into an IG, which is different than anou. Uh but the would then allow us to install the gates if that's where we landed and temporarily close the street if as we go side. We also need to engage u shamrock because we need to see where the sewer system was in relation to the building and putting in the sidewalks and the drainage system and then how far they are from the parked cars because if the sidewalk is there and it has to be this amount of time then cars will be over the
013sidewalk edge versus where it has to be in relation to the sewer. So we had to logistically look at what was even possible before we could throw out all these suggestions. These these are things that are that look like it could be options for us. >> So it's not shock is proposing a sidewalk in the a sidewalk is possible. >> Bill speak to the sidewalk is possible. So if you picture weekending sidewalk between the building and the curve there um a typical city sidewalk is 5 ft wide but compliance in this case it has to be 7 ft wide to accommodate cars that pull over the sidewalk. Um, we'll leave the parking blocks there that are in place, but if you have a larger truck over just sidewalks, then go down wheelchair. So, with that,
014there is three sewer bases there that sewer in the street, which I'm using right there. Um in order to take the water shed off the building which allow rain those seers take all that um we have to raise significantly when we do that we have to reg >> it was I'm really sorry I know you have a question was there any talk of routing the side to the indoor north of the parking lot. So basically, you know, the you have the street, you have the kind of routing it north of the northmost edge of the park. >> So if you can picture that, there is a walking path side of the street. Um, one of the planning contractors was out there. I just suggested that it be easier and more cost effective. The district force
015bodies to go across the crosswalks and walk down the path. Um, I don't know if that was the direction where I wanted to go. My figure out super that stuff. So that's definitely a viable option. So this this issue is going from here kids being dropped off in the parking lot they should not be right >> as it's been explained to me um and I've heard from multiple parents but one parent >> yeah photographs and stuff um parents the the children get out on the east side of the building and children who are walkers but these parents pick them up in cars the parents park in the parking lot on the west side of the thing um where there's a parking lot >> and so >> uh next to the bridge. So what parents do
016is they have to cross from the west side of the building to the east side, get their children and then walk back to the west side of the building. The most direct route is through that parking lot where technically it's a staff parking lot, but uh parents, some parents are taking their kids to park in that parking lot, grab their kids and then back out of these parking spaces as other children are on foot walking into the parking lot and there's no sidewalk to walk on. And if other people who are on site have a better understanding I do so there's horses that were out there construction horses >> and parents were getting out of their cars to move them to >> in the parking lot. Um, there used to be a >> I I
017remember that when I was when it was gold, right? >> I feel radar field day. >> We were directed to >> it just >> it it does seem like whatever the proposal we come up with involves, it should involve a side. Parents should have agency to move their children safely without having to come through. a parking lot. So my other question, what would speed bumps do in this situation to slow them in the parking lot? >> The idea that proposed is that swing gate in the swing is only if they have a fair choosing gate and somebody's coming through there and watch out there and point there are parents that justever um get out on the course. Um, and there's kind of just down the street at 25. So, the thought was we're going to
018put three or four speed bumps in call speed in the winter without damaging the trucks. We would strategically place those. Um, it would be highlighted yellow visible, you know, signs, but it would be able to offset the off chance that some of these swing open and dismiss. So think in the ideal the ideal situation between all three of them right parents driving through walk their walk down the like sidewalk >> but all three is all three of them price is >> yeah all priced or they're priced out on there um you know the the idea that people walk down the sidewalk and put them in most people would but it's like I put signs up on our properties and say don't do this people still do it. So, it's kind of a false sense of
019security. I read you put a sidewalk in, it needs to be oversized sidewalk, but um my hope is put a sidewalk and people use it. I mean, there is a 10 foot by one gap right across the way. Some parents were using that, but I would say about 80% of the people that were picking up kids were walking straight down the middle street. So there is a so there is a safe option using it. >> The walking path like you said is about 10 foot away and it doesn't actually connect to the sidewalks. You'd have to cross grass to get to the >> canal. So you know on a wet day, a snowy day that's muddy, you don't really want to be >> Does the walking path cut to where the walking bridge is right
020now? >> It does. Yeah, it goes that far, but you know, it goes to the bridge. Is a crossing guard an option? >> Is that an option? I don't know. >> In the parking lot or just like monitoring like, okay, let's let these 10 families walk, cars hold up. just someone out there directing traffic that shouldn't that shouldn't need direction, right? But help then it's safety, right? >> Is paying a coping guard more cost effective than the gate long person for years? >> They're only out there for an hour, two hours, an hour in the morning, an hour in the afternoon bucks a week. How many years before you get 60 grand? >> I don't know. Just not a good idea. Um, can someone speak to what the um, if we have this IGA with
021the city and we're sharing costs, what does the bid process and vendor selection process look like at that point? I think in that regard we still have to sit down with Mr. ideally the city would do it because it's their street kind of set terms and then I would assume that they would be on that >> okay so it kind of depends on what's decided and then that entity I mean, for all we know right now, like the city could be like covering 90% of us. We don't know, right? So, it could be very cheap for us. We just don't know yet. >> To Jen's point, it is primarily like street resurfacing, you know? I mean, it kind of it does depend on where where the um improvements fall. Did the city seem to have
022a preference one way or another or it was kind of what we felt? >> I I was instructed to bring back what you all decided what what were capable of doing, right? >> I think it's possible that there time. So I think I can start >> obviously early days. Um but there are several actions that we could explore separately as different or do them all because it's it is pretty and I know the calming measures that are around Especially around veteran school, you definitely have to, you know, >> over there, >> which is good because people would just, you know, would the calming measures be just in the parking lot or would they be too specific? We only do it on the stretch. Okay. Um, Bill. Um, if you can decide right now which of
023these options would be the most effective. >> Oh, or which combination of options? >> Uh, the gates and the bumps. That's what I would go with. >> Do you agree? >> Yeah, I would start there and see how you guys still chaos. The next couple weeks here, >> what do you mean within the next couple weeks? >> Start the process. Okay. Not >> And do you see a world where these are being solved for this new school year? if we do it. Yeah. >> With with the gate. Is there a sidewalk over there or people going to have to walk through the grass to get around? Uh, if I remember on that side of the parking lot, >> no, there's there is no sidewalk. M Miss Ro is correct that they would have to walk
024through grass. >> But if if there's nothing blocking Canal Street from being used there, if there's no deterrent, you know, regardless if you put a sidewalk on the north side, they're not going to use it. They're going to continue to use Canel Street. So, you need a physical deterrent to push them to the north side, right? Or they could use the pre-existing sidewalks on the east, south, and west side. >> I I still think we should put a sidewalk in. If you look at a map, the sort of Google map image of the school, you can see where sidewalks sort of end and the parking lot is popped down. It seems like just connecting sidewalks would allow children to move around the building without having to cut through any sort of parking lot. >> The
025idea sidewalks probably that kids would never be on that building, >> right? But >> but then like what's that some buildings wanting to build sidewalks for the year people walking? >> Yeah, I think we know where >> and I think they don't walk along the outside of the building because that's the buses load. I think it's just very busy on the outside. Does the school have it the traffic pattern drop off and fix most of our schools encourage parents to drop off and pick up we assign staff to duty. We shift based on um might say over but then we notice there's more people. So we might shift staff based on what we reserve. Um so we do station people. Would it be possible in the meantime instead of taking the horses and blocking off
026where they've come in and kind of putting them to I guess coral people from from like the door to go across to the walking path at least provide some kind of straight path for safety. It's 47 feet from the um the south end of the north south sidewalk on Chicago. It's 47 feet from the south to the path. So you would need 47 ft of horses. >> If we put in the sidewalk, we still need the swing gates. Well, I I think the swing gates were always a good thing to have just because it, you know, I know you're coming around the corner and you think people can't get any momentum going, but they can't. And I think they arrive on dismissal if that's a viable option just for that period of time. It's an
027extra measure. But I don't, you know, I don't want to overe as far as >> I think you're overeing. I I seem to agree actually in my memory there still is a screen there. That's what I remember. >> The bar. Yeah, the bar isn't there. Yeah, I >> would it be helpful if I showed you guys a picture so you can understand. But um this is the corner of Shad. So there's a sidewalk there as it does become thickness and allows you to move the walking path. Um what Mr. Far is speaking to you still sitting there. um we would have to block off that like entire sidewalk except for them to go further down towards the so >> and and I think part of the problem is people would still be cutting across grass
028to get to the walking path and again on any day that's remotely rainy or snowy they're just not going to do >> itact all the I would be in favor of all three options. I think it's just kind of safety measures layered on top of each other. I would do any >> I would say horses mean somebody to be in the cold and wet. >> Yeah. I think they probably too like maybe you're more likely to be on your part of the golf course as a parent. >> Thank you. a couple strong um I don't think they're investigating all three. I would definitely move forward with this >> and we certainly will proceed till we hear that from the city. We'll follow up with them and see if there's an update before anything. We just
029wanted to provide the update. You said we have to change the uh landscape for water runoff and we put underground sewer lines just uh the problem doing that is our sewers that were in the middle. As soon as I cut into that because Z which is controlled by water recreation engineer EPA so that's like a whole percess but at Shepard there's a walkway that students took a lot of papers That wasn't even a sidewalk. And there there was a sidewalk where you could take that be longer around kids are cutting through certain fields that way. >> Stepping stepping stones like >> I know I know someone with wheelchair wouldn't do that. But then there's still that option, >> right? Yeah. Like stepping stones south of the parking lot of the building sidewalk the parking lot.
030So if you have a stroller, wheelchair is still >> we don't have to weave those. >> Is the property my directions are messed up by the walking path. Is that district property or is that city property? >> If you cross to the north, it's probably 15 curve on the north there. Yes, they're walking back there. Um, and in the winter I I don't think they maintain it. So, if it snows, it snowed over there ice. >> Okay. >> I was just going to say, would it be possible to put a sidewalk just connecting from like the curb to that? If the path wasn't even following that would be walk all the way around that path across the line. >> Hey, not to be ignorant, but like if you're if you're concerned about your child's safety,
031then it's a safe thing. >> Why why are you cutting through parking lots? like big picture here, right? Like >> Well, right now, Jen, there really is no safe way to get >> all the way around the south side where buses are loading. So, you're kind of cutting through like lines of kids getting up buses in order to get to that parking lot on the west side >> and you're having to walk around along Broadway, which is a busier street at that point. >> Right. >> So, really, is there a sidewalk along Broadway? There is, but it's right against the street. It's like a city street at that point. >> The part that Sarah just talking about from a parent is >> in the back of the school boarding the canal field behind in the
032parking lot they should >> regular. Oh yeah. Yeah. Okay. But but really ultimately when that parking lot was put in many years ago when they moved them sidewalks were removed and they were never replaced. That's kind of what it comes down to. So there there are no sidewalks there. It was moved and so there's you can't get on the north side of the building. can't walk safely as pedestrians are forced to go through. >> So what is the motion? >> This one was just a discussion >> to share this information. >> Does the what do you need? >> Yeah. from the board. >> Well, I think you kind of gave us a direction here to get some additional answers. We still need to reconnect to see if any we'll come back. This is really just
033preliminary uh information. Would it be helpful for each of us to go around and say what we would >> say that I actually see it on the next board? >> That's correct. >> Is there any chance we can get a Blue Island rep to meet with us at that time? Time >> at the next meeting. >> Yeah, maybe on the early side. Um, what time we want to just 6:00 be outside or do we have to be sitting down? >> I mean, if you guys want to meet come a little early and walk with Mr. Car and Mr. >> 5:30, 5:45. >> I I can certainly ask. >> Can you also pick their brain first before telling them what we are thinking? because you never know, you know, maybe they're going to be offering more,
034but then we come back and say, "We just want a date." Oh, yeah, sure. That's easy. We got that. But maybe in their brain, they're willing to spend more. Do you know what I mean? >> I do. >> So, let them come first and then that makes sense. >> I It does. And I can do that. >> Does that make sense? >> That's why you're asking us. >> Huh? >> That's why they're asking us. >> Yeah, that's true. That's true. Frank, stand on the scene. What would your recommendation be? >> I'd have to see. I'm not familiar with the area. Was that the safest for everybody there? >> Yeah, like you said, I don't believe we could do the stepping stone because of ADA. >> Maybe a liability for loss of may have to do
035the sidewalk. Of course, put the speed bumps out there and the gate. I don't know if the three months have really worked because some people will normally hear. >> Yeah. >> I will also ask Mr. P to he but I'll ask him to because he was the building principal to also decision. >> Sarah, you had mentioned papers. Were you thinking papa like closer to the building itself in addition to the sidewalk? Yeah, I I think Taylor, but yeah, but that um that sort of strip between the building and the parking lot. I don't know how wide it is, but it's sort of the most natural place for people to cut through um because it's close to the building. It's the most direct route. So, if we did cavers there, we could still do a sidewalk
036from the north sidewalk. It's a little bit more secuitous, but it would be the same sort of ADA path. But if you were just you have a child and you were able, you could step along the papers along the south. Right now, it's just grass. And again, when it's wet, when it's snowy, when it's winter, people can't >> No, that's true. You can't It would be just be a waste of money. >> Well, but they're also like put a year out the next year. >> I agree with Frank. That's a liability all day long. taking a room to favor. >> We'll just talk about it next week. Sarah, if you want to bring some community members to be a part of that conversation, there's opportunity. >> Well, I think parents, I think it should definitely
037be part of this conversation, but I don't think I'm responsible for that. It would be nice if Mr. Hope maybe engaged parents. Um, but if it's on the agenda, parents will also see it there. Was there anything else? >> Motion to adjourn. I'll second. >> Uh, Mr. B. >> Yes. Mr. Ber. Yes. Yes. Roll. >> Yes.
