001Presby roll >> Here >> we have a >> Thank you. All right. Um, our next order of business is the pledge of algorithm subject. Um uh we will now open the floor for public comment. If you would like to address the board, please fill out the designated signing sheet at the checking table. It looks like this and you can see your um please be aware that comments made during this time are not protected from potential legal liability. As a reminder, the board will not respond to or engage in dialogue with individuals choosing to make a public comment. The board reserves the right to limit the length of public comments and exercise that right to the meeting. We will limit comments to three minutes for a total of no more than 30 minutes 11 for all

002public comments. We all comments be made respectively and in a manner that does not disrupt the meeting. Um with that said, I will invite our first um speaker uh Dr. Tesha. Good evening. I am Dr. Tisha Pas County Commissioner of the Fifth District and I am here to stand in solidarity of SE on the issue. We right now are in a tumultuous time in our country. It is imperative that at the local level that we are cohesive, we are inclusive and we are diverse, but more importantly that we're working collaboratively together. It is imperative to our children that we're all on the same page as it relates to how their education could move forward. Our maintenance work, make no mistake about it, it doesn't matter how good your curriculum may be. Without the maintenance work,

003education does not work. They need clean buildings. They need buildings that are temperature controlled. They need buildings that are safe. So when we begin to speak about these things, it's imperative not just for the workers, but for our administration and our parents to come together and create a think tank that puts everyone on the same page because everyone's number one priority should be the children. This is not something that government should need to get involved in. This is something that is basic human nature and humanity, respect, and integrity. We should allow everyone to work in their workplace with dignity. There is absolutely no reason why we're not including our all of our staff in our safety training. Nationwide, we're having many school shootings, many issues going on with our churches being put on fire. It's

004imperative. Again, you'll continue to hear me use the word imperative because it's important that you understand that the decisions that you make here are impacting our future. It is unfortunate and a catch 22 that we have young people in this room that needs to participate and listen to these types of conversations when on an adult level that's where these decisions are being made. But they're impacting how they go and how they live dayto day. So, I implore you, let's work together as adults. If there's anything that we can do at the county level to help negotiate or to help move this situation forward, please allow us to do that. Because in order for this to work, we need every person in this room to be actively involved in a progressive measure to ensure that we're

005including everyone in our processes regardless of race, creed, color, ethnicity, economic status, whatever. So with that being said, I thank you again so much for allowing me to take this time, but I am asking and pleading with this administration that you take into consideration that people's ability to communicate is necessary. Thank you. Thank you. Next up, we have My name is Pam Castro, a resident of Blue Island. I'm asking members, please investigate the terminations of District 130 employees from 2019 to 2025 and any future employees to be considered for termination. Some of these employees were given four evaluations after speaking on health and OSHA concern overall safety concern and being involved in union grievances. Finally, what are these employees to do when a harassment, bullying, and intimidation and racism coming from the ser a certain

006principal director and assistant to building and grounds assistant to the superintendent and superintendent. Thank you. Right. So moving on to South. Good evening. I'm Baylor and I am one of the field organizers assigned from SD SDU73 to the facility initiative here and I thank you for the opportunity to speak tonight. Uh what I have to say is by necessity we feel this is really important. It's one of the things we have to talk about tonight. We find ourselves in a disrespectful situation with the current administration and the language that's set by superintendent pay and assistant superintendent that is the one that they foster here. Many of our members spoke last two months at the school board meeting and we didn't ask them to repeat those stories, but I'm going to summarize some of those comments

007tonight. We've had some racist workplace practices in the past. Uh workers told they can't use a translator, they can't speak Spanish, advocates not allowed to have a sidebar in Spanish with workers. We've had that lack of safety training that was just mentioned. The administration has refused our request to train so that we know what to do to help keep our students safe and the administration refused to notify everyone that there's a lock down. We've also had some anti-UN attacks. Uh we've got management has lost fair representation of workers by their advocates by the Illinois Educational Labor Pro. Management has harassed and targeted some of our union stewards and staff. We have a number of instances where employees have been told not to listen to the union during new hire orientation union backing going on. Margaret

008requests go without answer and they're answered very selectively. We see the current administration targeting union stewards with extra supervision uh and criticism because of their union activity in the field and Jeff Berford has been intimidating and hovering over one of our two stewards. The agreement's process here feels very ceremonial. We'll have a presentation in step two and the same step three. No new information is brought by the administration. We're not making progress with that to solvable problems. Generally, many of the employees across this unit feel disrespected. They fear they have a fear of retaliation and they suffer arbitrary discipline. Maria Corona is one example of attorney and employee who worked here for 19 years and taking a sick day. She emailed principal. She can see online programs. She has receipts. She has the email that

009she can see terminated. Anyway, she's left with the feeling that the administration here doesn't care about their employees. We have an example. Molly Son was a teacher here and had a health concern and moved to a building without an elevator and basically forced out because of that. And this is the climate that we're working with. So, we're going to present some petitions tonight that we've circulated. In just barely 11 days, we have over 900 student interests from people who live in this community, in this community, their neighbors, people that have a stake in the education of the students here. Uh so, Superintendent Mccay and assistant superintendent have lost their community. Let's bring up the provision. Madam President are And we will go back to Janice. Okay. >> All right. Sorry. Moving on. Um, the next

010one's a little hard to pardon. I apologize if I um Lo. Thank you so much. out of the way. >> Oh, okay. Thank you. >> All right, moving on. board members, administrators. Thank you for having me here tonight. For those who don't know me, my name is Sex and I'm proud to serve district 13 for 19 years. Until August 10th when I was pushed to resign after the district to accommodate myself from condition multiple scerosis by providing access to an elevator. Many of you already know my story as I used to think back in April asking for help so that I could see a career I dedicated nearly two decades to that never came and to make matters worse the official word not from that meeting and a statement was reduced to and I quote

011Molly Sexon commended the lead that moment spoke volumes not just about what was written but what was ignored I'm here tonight to ask a simple question that what is this board's doing from the growing number of compens concern from established community members. Do you not believe an entire union of employees reporting discrimination and retaliation? Do you not believe me? I've devoted teacher of this community for 19 years who simply needed a reasonable accommodation to continue doing my job. I'd like to point out a few facts. Since April 2025, there has been 14 public comments from staff and parents addressing the same issue, the toxic leadership within our administration. There is an active current petition with over 900 signatures calling for the removal of Conley McKay and Carrie Tish for their ongoing retaliation and discriminatory behavior.

012Between August 2024 and June 2025, there were 11 employee terminations, two settlements local unit 73, and one settlement with a former employee that also tied to the same individual car with the same issues, retaliation and discrimination. And yet the silence from the board continues and the notes on one person object to any of them just approved it all. I reached out to the board multiple times respectfully and in good faith believing a fresh leadership would bring accountability and compassion instead of been ignored and treated like a problem being raised. After I resigned, Kerry tissue county continued to retaliate even and as far as reporting me to the ISB and attempting to have my teaching license suspended for not resigning on time, even though it was due to their participation in my interactive process that I

013couldn't. They held my 19 years of professional personal belongings hostage for three weeks and left my belongings outside the rain to get moldy and groomed. They told me they'd return it only by griefs on their terms. And when I refuse, that's exactly what happened. This kind of behavior doesn't just destroy careers. It destroys trust, morale, and the integrity of the district. If you want the truth for from the inside, I urge you to view the state interviews that were conducted under human resources. These interviews led by John Deset from September 2024 through March 2025. Gathered dated from 80 staff members across multiple schools meant to identify patterns of concern. For seven months, these interviews appeared in the HR reports. Yet, no data has ever been shared publicly or even at not even to those 80

014teachers who took their own time to participate. As with results, please get them from truthful desert. So, this is not a personal vengeance. This is about condol for me fighting the main reason this all happened to me, my disease. This is about the teachers and custodians and staff and most importantly the students who I deserve better. Please listen. Please look deeper. Ask questions. Demand transparency. Our education, our educators and community members have been speaking up for months. The evidence is there. The voices are here. just for an exam. All right, thank you. And that um is all I have for public comments. Thank you, Mr. U. Moving on to agenda item three commenations and recognition. Uh first up is the October 2025 personnel recognition. >> You have a board member. Oh, I'm so sorry. Frank,

015thank you for um flagging. Thank you. Okay. >> I was reviewing the agenda for tonight's meeting concerns that the annual budget is still not done for approval with the deadline 30th already judgment facing the district in violation of law and really hurts our ability to conduct any kind of business. I have served numerous years on this board and this has never happened before. They've been audited before by independent firms by state agencies may have never done anything wrong. There is no reason this budget should not have been presented and approved on time. We legally should not be spending any money. These poor decisions made by the board president show leadership. I also find it extremely troubling that the board president has her husband providing input while the budget is still being developed. this individual currently

016in Ottoman of and is sold a software program to the city of Bland Community High School District 28 for the current president's wife was board member from a parent is definitely like a major council of interest I am recommending that the board suspend further business until the budget is presented and approved without the budget we can't legally pay anyway I'm requesting this meeting be a hearing and no additional business is conducted until the budget has been presented and passed I will be in a 12 complaint with the regional superintendent requesting the review of this conduct of the board president as no action is taken. I will have to report forward this matter to the Illinois attorney general's office to investigate the plan for ethical statuto violation. Our elected positions are by the students staff and

017taxpayers in the district decision making. We need to approve the budget quick. I ask for a journment. Do I have a second? A second roll call, please. Motion to the meeting is not here. Mr. Ger, >> yes. >> Wall >> nozzle. Thank you. Are there any other board member comments? Yes. Um, I just want to share a little bit about the Eisenhower marching band night that happened in the last week or maybe the week before. Um, it was a great experience for our students. I also just want to say thank you to Dr. Antos and Parkman for allowing our students that opportunity and for our own band directors for working with Dr. all of that. Um, the next thing I want to talk about is the Cur Veterans Spring musical. Um, I'm very excited in

018full support of this musical. It's an amazing and wonderful experience for our students. I've been a parent volunteer for the past two years and have watched all the students who participate create friendships, learn new skills, and build their confidence. However, as a parent of the student that has participated in the musical for the past two years, and as a parent volunteer, Veterans is not set up to accommodate the due to how the heating and cooling system works. Last year, the heat was still on and it was beyond hot in the auditorium. The performers were hot, sweaty, and a little on the cranky side. As a result, makeup constantly needed to be touched off due to the melting off or to help keep people's glasses on their faces. The students were exhausted, but their adrenaline and

019love of performing, the audience laughing and clapping for them kept them going. At the time Veterans was built, it was probably a state-of-the-art auditorium. The reality is that it no longer meets the current needs and is not conducive to having a musical. There is no room backstage. The students had to run, yes, run, through the teachers lounge to get to one side of the stage to the other. The choir room and bandworm were utilized as dressing rooms. Cardboard was put on the window so no one could see in. To go into the dressing room, you had to knock, say who you were, and ask if everyone was dressed. The number of water or beverages that performers were drinking to stay hydrated was ridiculous. Our students, musical directors, choreographer, volunteers, and audience members deserve better. I

020would also like to address the number of audience members that had to leave the auditorium during the performance to get some air so they didn't pass out. There was one incident where an individual needed a chairlift due to mobility issues. I personally asked several people and was told to check with the security guard, but no one seemed to know how to use it. It took approximately 20 minutes to find a key for the lift, but even then, the person assisting didn't know how to use it. Being a handicap accessible auditorium is only good if people in the building know how to use the equipment. I suggest that we find a different location or venue to have our spring musical that our students deserve. Thank you. >> Are there any other words and I was commend

021I thought they were wonderful. Um I know the auditorium center regardless but um somewhat happening occur any others. All right. Now we'll move on then to commendations and recognition. Um our October 25 personnel recognition is first up and I'll invite um Mr. Rford and Mr. subject to recommendation. >> Hello everyone. I'm here. Um I wanted to nominate three people to be recognized here for professional business. Um the first person is a maintenance member is Harley. Um nominated Harley because I think he goes above the land. He's always reachable. He comes in after hours to help out. is an art of training our new employees that we have with the district and be lucky to have the second person I nominated is Louis Jackson or Jack if um Jack is a custodian for who works amazing

022here in middle school. If you know Lou, you know that he has a bigger than my person. He's always there. Um always willing to help. He does take the opportunity to help anybody out or solve any issue we have. Um you know, he has also played an essential part in um training new custodians that we have coming into the district. And again, couldn't be more thankful for And then the third person I nominated, you'll see him in a minute, Mr. John Do. I wanted to recognize John because I think that he's always there whenever I need anything. I think he's underappreciated. He his office is always open. any question I've ever had even not pertaining to his job been here to help me guide me as I am a new employee and deserves it I've

023only been here four months but I recognize a great job and everything that he does for me because they actually Megan. >> All right. Thank you. Yes. Um, Mr. and I recommended two teachers from Pearl Middle School that we would like to recognize today on behalf of the HR department. Our first recommendation for the award goes to Miss Martha Damian. Martha Damian is an eighth grade math teacher and we would like to recognize her for outstanding dedication to our students, staff, and districts. Martha has generously contributed her time and expertise by serving on a district board of education committee and supporting the work of our professional learning um at her middle school. She consistently leads thoughtful reflective conversations that deepen teacher practice and student learning. In addition, Martha mentors new math teachers, helping them grow

024and thrive in our school community. and she serves as a valued member of the instructional leadership team. Her leadership commitment and collaborative spirit truly make a positive impact on our school librarian. which is stand for a literacy digital integration lab teacher. Mr. Dr. Bucker for exceptional contribution to building a positive culture and climate brings energy, creativity and fun to LI classes, fostering an environment where students are excited to learn and explore. He designs innovative STEM lessons and incorporates interdisiplinary studies encouraging students to think critically and make connections across other dedication, creativity and positive spirit inspire both students and staff making our school community stronger and more. Thank you so much. Um and congratulations to everyone who was recognized on uh we are moving on to um presentations and first up we have national principal month.

025Um so October is national principal month. So we are celebrating our principal with our leadership vision and commitment to every student. Um uh sorry I'm standing here. Um so we do want to thank our schools in our school for everything that they do and um by our teachers to thank them as well. But if if you will just bear with me for a minute I will just read the names of our principles and the principal and um it's quite the list. So, if you're here, maybe you could stand up and we could just um thank you. Um maybe hold a pause till the end because we have two pages here of names. Um and I apologize in advance if I put someone's name. I am still learning and meeting people. So, if I mess your

026name up, come from tell me how to pronounce it correctly. So, I'll start with our principal. We have Melissa Boyd from Nathan Hale, Pia Duncan from Paul River Primary and uh Daniel Grever from George Washington, Heather Ray from Specialized Student Services, Greg Hall from Nathan Hale Middle, Megan Hill from her, Kevin Ho from uh Greg Hman from Dean Academy, >> uh Lorine from Nathan Hale primary and Marine Morgmorial Middle, Diana Ru from Herier, Isabelle Santo from Goodier and Alicia Smith from foreign demand. So if we could take a minute, we'll recognize our principal and then Moving on to our assistant principles from Nathan Middle, Ashley G from veteran. Melissa Carter from Nathan H. Kelly from Primary. Thank you. Melissa Coochar from the weekend, Jordan Martin from her and Valerie Wright from George Washington. All right.

027And moving on to our coordinator, we have Mico Amos with special ed, Catherine, special ed, uh Terry Comp language arts and social studies, Joey from mathematics and science, Heather Ericson from special ed, AJ McKe from special ed, Kristen Per from grants, El and this we have Alvarez from language culture and learning from early childhood Ernest Terillo from special John from Jeffrey Far from safety, Jessica Greenberg from digital instruction and communication, hower from tech leadership and fellowship from building Michael and Jack. As superintendent, Miss Stephanie Delo, curriculum and instruction, uh, honey, student services and accountability, Christy Marino, indigenous and finance, and all right. So again, thank you to our principal principles for everything that you do and all of our leaders. And I want to make sure not skipping anything. Next up, we have our student

028advisory board. So I would invite them now to The student will choose award every month at the board of education. The award will recognize an eighth grader from each middle school that demonstrates the following. >> Responsibility. Bringing the proper material. Staying on the task and working on time. Kindness. Kind of others. Has nice things to say. Shows empathy. others who like to excite students. Leadership contributes to class discussions, sets an example for others, creating a positive environment. So this will be the format that the students will um recognize the GRE 8 um leadership award that they're trying to give every month. They'll have the students name and they'll have um a chosen student that that the club collectively selects based on these criteria to recognize. Similarly, how staff members are being recognized by the administrators

029in the district um our student advisory board members defended the same as a project. Thank you. >> Great. Thank you so much. Um, okay. Moving on. We will move on to our financial analysis and for discussion of the fiscal year 2026 budget. This is a presentation. I'm going to invite Miss Marino to kick us off. And just um while you're getting set up there, uh really uh the purpose of today as a discussion item is for the board to have the basis of understanding fiscal year. >> Uh well introduced by present >> uh he's not a district employee. to the elected official. I don't believe he should be up there doing anything to do with the budget. Lawyer, could you for me, please? >> I don't know. >> The the board can invite anyone they

030want to address. Was there a vote taken on by you by the board or was this just your decision? >> I don't believe I need to take a vote for someone can decide to let anyone speak. >> Do you want to make a motion or a second? If after this presentation we feel comfortable on voting on the budget, is that possible or no? >> I think you yes. >> So if after they present and you feel comfortable with the budget, can you then vote on the budget or >> it's not on the agenda? You can have an action item on >> Good evening everyone. My name is the assistant services and assistant. Um he is uh in charge of the >> Vegas. Yeah. >> It's uh it's uh in regards to financial analysis. He uh

031is helping the district in regards to um explaining the uh budget in that district that would um assist with the board being more involved with um the financial process and the budgeting for the year. So um right now what you see here is uh in regards to the uh 2026 proposed uh budget expenditures. Um as you could see um in little circles you know not necessarily a policy pie chart most of the uh expenditures uh it are for salaries which is $36 million and um so thank you everyone uh for being here Um, I've already been semi introduced. I am an all the city of Gl. This is my business. I've donated uh this service for to the district because uh it has made a big difference in how we budget for the city. Um

032I just want to stress though this is not your budget, right? It's it's representative of the budget that has been proposed. But I think one reason we should not necessarily rush to vote based on this uh per Mr. Gasmir's concerns is that this is a representation of the proposed budget. Uh so it's meant to as Miss Maro said give you some different ways to look at it for the sake of transparency and understanding because $80 million is a lot of tax payment in uh districts. That's a lot of moving parts and a lot of cost. Uh again the goal is simply to just facilitate understanding uh and to give the public uh insight and it's something that finance might be hard to get a holistic understanding. So um yeah I don't know what the order

033of operations like driver it is interacting too I think I just want to make that clear I'm not just walking through script I'm just facilitating uh interaction and I think the hope uh was to have a discussion among the board I'm just trying to talk about the information on the screen uh to support that conversation So, I think we maybe like to begin with you if there anything you'd like to highlight and I'll just like the next agenda item district security priorities that we discussed and I do in the state that two agenda items closely related in so we created a number of different uh perspectives if you will. What this is is just the proposed expenditures uh in the budget that was proposed. It's not been modified in any way. And so as you

034go sort of from top left to right um top left, these are like categories of spending, right? So salaries for example, if we select that, it it filters the rest of the information on the screen so that we can look at things like year-over-year change in the budget. Uh or down here we can drill down into greater detail. >> I'll just ch there like and you might see um there's the red areas um for example on the top right for regular K12 um programming um next year overyear change. Um the reason I would say it you know there is an increase in in uh that section is that we just recently negotiated with the A uh in regards to their salaries and we have budgeted the first amount for the remaining three union contracts um

035that we're currently at uh BA 430 and BA 330 which luckily um hopefully by the end of the day kind of peacefully executed. Um, >> yes, thank you. And so, you know, for the board's awareness that we can sort of slice by any category that you might be interested in in focusing on um here on the top right uh is as pointed out year-over-year change. So, a quick look at compared to last year's budget, how much has this budget changed? And here, this is at the account level. So in a financial ledger you have a chart of accounts. This is sort of the most detailed tag that you can put uh in this case on an expenditure uh to sort of again to know what it went to or or sort of where in the

036organization. Um the red bar just call your attention real quick to where it increased. Similarly yellow calls attention where it's decreased. And again the hope is just like Mr. random is that we can have a discussion around any area of focus or just simply let the board know why there is a change uh and and you know sometimes I know as an alderman those discussions can take weeks otherwise so uh again that's the hope and and I want the board encourage the board to question or or to ask me to select certain slices as as So this is meant to be an interactive discussion. So I encourage anyone who has questions um and it doesn't have to have any area of budget but to ask your budget question. >> And real quick we also have

037uh same thing for the revenues. Uh you know I think the government discussion over revenue but similar focus similar arrangement. Um and then finally a comparison of the proposed budget to last year with regard to spending and uh with regard to policy as a as a legislative body. Uh this is where the board has an opportunity to connect budgetary process to what goal the district is setting. We heard feedback from the public tonight. It's important for government to be able to respond or report that as fit. Uh so again, we have this analysis to help with that policy uh discussion board. So I think that's it. Again, I wanted the board to have an understanding of what we're offering. Uh so you want to facilitate any discussion like okay so I already mentioned in regards

038to the programs um operations and I'm just going to go over the top you know three or four that are listed that are in red as to why there is a change from last year's list um operations and maintenance of plan that is um primarily and grounds. Um we are planning to potentially have uh various different projects with board approval uh in uh in regards to um and um and with their guidance to see how we can proceed. Um there is some pending hold on my safety uh situations that we have there. So then we you know allow that certain amount of money just in case but if that money is not being used for those purposes obviously um use those funds for uh the summer leg which I know Mr. J is working currently

039on um process that earlier this week of gym floor which is much needed and that u we should be getting a uh cost estimate for the veterans group and cup cleaning. Uh and then the third uh section here is payments for special ed program. So last year in August of 2024, the board of education approved uh the district to proceed with um doing lumps of payments for the addition for Spalding, which is part of the Eisenhower cooperative, but it's located in uh in middle 143. So there's a total of 11 school districts um that created part of the Eiffel Tower cooperative. So um instead of the district having to pay annual payment for the next 15 years for which would amount to over $2.5 million we are paying a total of $1.8 million which last

040last year which was $300,000 or $400,000 and we're paying 1809 um this year. That's a one time payment and um you know have to worry about it in the future and we save in our uh funds you know in basic interest you know so it's it's a it's a it's a benefit for them uh people transportation services uh in regards to um we have Illinois as our uh transportation provider um they increase their um their transportation costs 4.5% Um and what they have been doing in the past because of CO uh they've been doubling up on buses where like even though they're within the capacity limits there's a lot of kids there which creates like issues and kids just you know not being friendly with each other. So um they've have been in uh the

041you know um in getting drivers you know and hiring more drivers which again has have given them the ability to um separate those rows and have a uh a reasonable amount of um the students in each bus and uh provide that a safe ride home and ride to school. Oh, I'm sorry. I would say I do have because you just mentioned transportation. By doubling up on the buses, is that helping to decrease the amount of time that our students are on the bus? >> No, it requires more stuff. >> So, um it's also more efficient timewise by separating somebody from they do it very strategically obviously being location. So um you know it it is a benefit that you know just for them to be separated back to kind of how it was preco also

042I would say event transportation has drastically increased as well um this past year um we we spent over $200,000 services um and and we do utilize two different types of uh companies um cap service and then FCP transportation which um they have additional like um care for students obviously the special needs and they're a little more expensive but it's um it's not that but it has more features and maybe you know students especially that need that increasing drastically you see it continue practically or what will eventually happen? >> Um I'm hoping that you know I I'll be honest I don't know with the situation that has going uh in country I don't know how how that's all works um so that's very it's variable so we will obviously keep an eye on it and um

043if if we are able to use the t company um for um these services and we're going to try to use the And then my um sorry I haven't fully looked any programming. Yes. >> Okay. So medial services is basically um springs um primarily um we use title one title 4 but then also we use immediate services with so has um has expired and there no longer exist why there isn't much I guess in regards video because also social work services. Unfortunately, we lost the um school grant. Um so we are no longer utilizing those funds uh anymore because we don't have them. Um even though we did absorb um three counselors um uh and they're working throughout the district that's now coming out of >> Yeah. Okay. So um here in regards to revenue

044if you see the very first line the other uh restricted federal government throughout the state I I look at that as 49.98 that is um it is in the red or the change is negative because of the fact that that grant or those grants no longer interested. uh in regards to the uh educational purpose levy, it increased slightly because of the fact that the property tax. So there was an to be done um in order to um receive that grants and we received that those funds uh from the state um in fiscal 25. So this 26 and and uh we currently have yet to um receive um anything that has to do with property taxes because they haven't been built. Um as you guys haven't received the the tax bill, we're still waiting for it

045as well. Um, is there any any questions I dialogue any question? Um, if not, I think maybe having a little more way of just kind of understanding um, you know, like I know has been physical conditions and um I I'm wondering if our current budget can fully staff up our budget allow staff up um if they are able to staff work. >> Hope that's the right hire. >> Yeah, that's right. >> Yes. Compared to agencies and teachers and staff physical agencies. So we will be we would be able to um cover you know the cost for actually >> that's the goal usually. >> Yeah. >> Absolutely. >> Um wonderful. And then I'm wondering if you could speak just a little bit um a little bit about where our teachers in terms of >> u well

046in regards to teachers we just recently recently negotiated um your contract and uh there there is a salary study out there with um business managers in the surrounding area And um I would say that they are fairly competitive um with the the boy right now for for teachers um knowing I think it's right but you know like we do try our best to um compensate our teachers um fairly work very hard um over the past um few years I would say since 2019 when we worked we have been able to address the starting um starting salaries for personalities and so um yes I know a lot of the uh salaries based off of salary >> are there any other um questions from board members any question um >> yes they are um they're about we

047in regards to the secretarians you know we did notice that they were on the lower side and I think this past negotiation we helped um bring them up a little bit um more um and um I'm hoping that they are happy with um the u the contract contract that they were you know given in the rates and so on and so forth. Um obviously there's times when um it takes a little bit of negotiations to to bring it up to the rates. Um and I think the secretaries um it was a it's been a process with them. So but I think it's it's a lot better than what it was. Uh in regards to the terms they're they're pretty like in the media. Um and then the the SEIU is around slightly lower than the

048meeting but it's around just >> I put this on screen in case it's I can explain this Okay. So I can I already previously mentioned in regards to um these are the funds that create the entire budget. Um there's u nine funds and then there's um the activity account. the activity account. Um I visions just we just use the activity accounts um in I visions just to kind of keep the balance you know so it's the starting balance and then the end transaction for the activity account that's the very bottom one uh in regards to the educational fund I can see you know various reasons as to why that is changed um and then you can see on the top right that um one of our uh biggest uh vendors this year is we have

049our club. Um we it varies based off of obviously student enrollment. So it's um we try to do our very best to calculate and estimate how many you know kids are already there and how many kids may go into uh the cooperative but they provide a great service. Um they have CLH and uh and care. Um, and I don't know the acronyms all that well, but I know this is rule of >> gohead. >> Yeah. So, just real quick again, this this is a look at the proposal budget. So, that's this column here uh next to last year's funding. And so, the reason I brought this up just as an example, if you wanted to talk salaries, uh, you could say that staff last year 31.8 million spent. We are proposing nearly 35. So you

050know I think then the questions in regards to how much staff would this budget allow us to hire right on top of current levels. The hope is that this report could again get a sense of what it took to operate the district last year uh versus what being proposed this year. Um, so Miss Megan, what this shows is the total spending last year, but then if we wanted to again select something, it updates to just show what we're highlighting. So we can do that by vendor. We can again do it by by the fund. Um, it just gives you an allout number to look at and then what proportion of that was uh vendor spend. Uh and again the thinking here was you know vendor spending is often discretionary uh it can be sometimes returning

051services if one it's usually good at least for the city council to understand what's an ongoing cost year versus uh what might have just been so hopey >> but I I actually previously the largest one being education fund salary through the negotiations being that we negotiated um there's also um grants that are that affected um we do have a child development um amounts you know from uh title grants and then also uh the stipen amount for these PBS have been increased by allocated even funding. So um that's why there's various factors there. Then I went and actually you know I did a remember in regards to keep um so we have uh in 25 we had you know a certain amount of money and so $250,000 we did not expend that until after July 1

052because the previous time that we had um this grant um and we we um we had you know we gave the you know we destroyed the funds with the uh with the staff and you know um it was um right before the second quarter tax installment and that created huge issue with our president's office. President's office is uh the office that um holds all our money along with 12 different school districts. Um so then this this year they had requested for us to hold funds for the July fund July 1 and then to gave us the opportunity to if there was not a teacher returning uh the taxes would be affected um in that um July quarter. Um and so then we have those funds along with the 26 vacancy grants $3,000 >> and it

053varies as well. Well, there's various in there along with um just the other with this for salaries. Are you able to click on it and see kind of um like teachers are paid this or contract um employees are paid this and does it break that back down to see kind of each category? I guess >> and like for example salary salaries are are employees you know so um but um the different um function codes you know these are called function codes they everyone gets paid right a lot they're categorized in different sections so for example teachers primarily are um >> but I'm sorry I can't see the screen from back here to me That's why. So it is broken down in in there into those categories. >> We have over I would say 4,000 account

054numbers in our accounting system and uh I'm pretty detailed. I know I have been a headache with uh you know Del Roso and uh and it's true um because I like to be very uh detailed and uh try to keep uh things also in a basic school based um um because we do have to comp this sort of thing is a process right like with the city This is helpful to simply get some familiarity with the accounting, right, without having to be an accountant. So that next year it'll be a little bit more familiar as far as what rolls up to, right? But so I mean the hope is that this gives uh an idea for a different approach, you know, so it'll take some time to learn what all to what in my experience

055that >> I'd like to build off his question. Um Mr. We told yesterday and I understand that contractual staff is they don't show up under educational salaries, right? No, they don't um their number they do not fall under um Yeah, sorry. Um so for the most part it depends on what type of service um this contact is providing. Um we have a lot of speech pathologist. So um speech pathologist so um last year um we spent $896,000. The proposed budget for this year is $1,176. Um it is an increase um and roughly each contract I estimated roughly as um a little over $100,000 you know and it's obviously based off of the contract information you know the number of uh days that they work year and how many hours but that's how um everything and

056um that's how we kind of so that's just an example of um you know um the type of services that we um contract speech pathologist and um I know we were having we had social workers but at those contract workers they are not covered under the insurance or anything that rate is strictly salary. Correct. No benefits included with that. >> It's they they have to provide insurance to >> correct. So we have a slide we can have that shows what we're saving by not paying their insurance premium to show what the the actual cost difference is between a direct hire and a a contracted hire. So on average, so in regards to a direct hire, I would say it's a, you know, rough number starting rate with, you know, our salaries, it's around $55,000. Um

057benefits uh range you know anywhere between like 14 to like you know depending on the type of insurance that a person gets where if it's a single preo um one it'll be $15,000 you know a light vision and does include that as well. Um but if you go to the deep end where uh the family insurance it it drastically increases because um the two is over $30,000 um a year. >> Another contracted um services that um it is solely um contracted by independent contractors is site services. So every year we spend around you know um around $200,000 and it's obviously being um in a sense you know there's always in in the district and please are there any other questions or another area you'd like to go And right here in regards to social services

058and you see that it drastically decreased and this is because of the removal of the early version of the school >> and we're fortunate enough to be uh fully stamped in social's comment was to have this be an introduction so that this is helpful next year have more times Is there anything else you'd like to highlight in the interest of time? Um, >> we can leave this on screen discussion. >> Uh, we do we have our district uh security priorities and discussions coming up. Um maybe now would be actually unless I can talk for hours. But I really um and obviously this is um you know sort of exercising before the public and to get um members viewing what's capable of what what sort of visual representation they see and and begin to learn more

059about the budget expectations. Thank you for for going through this. Um and then I think you know pending any further questions that may come your way. Thank you. >> All right then to his priorities. Good evening. Uh Jeffrey Far. I am the director of safety for district 130. Um I'm here to discuss with you uh district security and staffing but I do want to preface uh by by uh stating that there's a distinguishable difference between safety and security. Safety is is more for accidental incidents uh whereas security is more geared towards intentional sort of circumstances. Although interchangeable they are significantly different and we have a safety department. Uh currently our our district is comprised of uh 12 schools one district office one administrative service building and a technology building. There's over 2,800 students and over

060600 staff for a total of over 3,400 individuals contained within the security priorities uh for this year at least uh comprised of a few things. I do want to state that this is a multi-year endeavor. uh foremost the priority is to upgrade the current infrastructures and uh for as separate as I am from buildings and grounds there are times where fire departments overlap uh this is one of those times buildings and grounds uh Mr. Rochet Mr. uh are going to play a significant role upgrades of these buildings. Uh moving on from there, we have some additional cameras that are needed uh at various locations both inside and outside campuses. Not every door unfortunately has badge readers. So that will need to be addressed as it happens. Uh, Superintendent Tish uh, Assistant Superintendent Tish established some

061presentations be held this Friday and next Wednesday. I invite the board to come and view the presentations through these security vendors personally, but we're not getting information set. uh unbeknownsted uh to the board or whether or not you are uh we have something kicking off kicking off uh the beginning of the school year 2026 known as the law. It is a state mandate that will require the board to furnish every employee with a mobile and silent panic alarm. Um there is uh currently grant funding available. Uh but you don't you don't want to you don't want to wait to be denied that grant and then be forced to spend money you didn't didn't anticipate spending. Uh I've been in preliminary discussions uh with our current uh visitor management vendor Raptor. Uh we are currently spending

062$2,200 a month for that service. Um they have uh a badge that would satisfy the the mandate. Uh but that cost then jumps to $5,000 per month per building. Again, preliminary discussion. You know, we're not agreeing to anything just yet. There are there there may be some some other options that are more efficient, more effective. Uh but we have yet to get there. Uh and then next we have weapons detection. Now we're currently using a vault system. It's a four-year lease. Uh at the end of the four years after spending, you know, just over $400,000, those systems need to put back. Uh an alternative is is a system called CHA. Uh CHA is is widely used uh Department of Defense, the White House, uh Pentagon, and multiple major league stadiums throughout the country. Uh it

063is more effective and more efficient and uh cheaper as well. Uh so we're we're entertaining and exploring that possibility to to go that route. The amount of money that we spent that you spent uh on the evolve systems for three machines that own 16 systems. Find the staffing. Everybody needs stamping. Uh the current resource allocation figure is 1.7 that's 1.7 people needed for every established position that you have. Uh we currently have six safety leaison and two are assigned to our middle schools only. So of the 12 schools, there are nine schools that do not have safety lea on the side. Uh we also have nine crossing guards for after tonight at least. We have seven, but we had two tonight, but we have eight posts. All right. Um, so when you when you have

064those needed positions and like you know last month we spoke about how takes five people to get through student arrivals if you will. There's three uh sometimes four from the school conducting the arrivals and then you have a safety leazison sometimes even myself that will will help check bags in the morning but but a minimum of five people need it right so you take those five people need to multiply by 1.7 that's where you're supposed to get your your uh your resource allocation number so you know As it is, we need about eight to nine safety leaison per building just for students. That's a high number. I'm not I'm not advocating that we we hire nine individual leaison for each individual school. Um I I think there's other things that we can do to uh

065to significantly decrease the number of but we'll get there. Uh we also have nine crossing guards. We have eight different posts. The issue with the crossing guards is is typically those people that are geared towards that position are older retired folks or um you know stay at home moms that are looking to make some money in between you know school day. Uh what we're finding is you know there's a lot of doctor's appointments during the day u and then when you know the security guard's children get sick you know they're they're at home sick. So that burden then shifts to an already cleared safety leaison department. Uh and then when we can't do it because there's only one leaison there then then that burden falls onto the building administrators. Uh and it just seems keeps

066on going down and down and down. So, ideally, we'd like to properly staff an apartment because there's a training issue and a paytime off issue that also need to uh go into this equation. In the event that in the event that the district uh faces a negligence claim, right, there's going to be one of three assertions that that this the district will need to defend and it's, you know, the failure to train, the inadequate training, or the incorrect training. So, we're being put into a position to e either staff and cover the cover the buildings or or send somebody to trim. Right now, we can't do both. We just can't do both. And that right discussion I appreciate everyone sticking with us. Um, I would like to ask if my fellow board members have any

067questions um or anything they like to discuss about safety and security. Um, and I I question if you don't mind. I'm curious of the the sort of things you outlined in the priorities. Um, do you have a sense of of what we can uh cover in this year's bucket of what we can implement this year? I I would I would focus all of my attention and resources on the infrastructure. That's that's where I will start my once that is is satisfied then I will move on to cameras. >> Okay. Thank you. Any other questions? Do we have a factor of what it would be to uh administrate readers for the other facilities? I certainly don't have them. That's something very well needed. And trying to find some money for that doors are accessible for the

068outside to get in. >> And actually, I'll just build on his question for the infrastructure as well. Um, not yet. May maybe if you know you come to the presentations on on Friday and and Wednesday, we'll have a better idea. Uh, but I also have to lean into the Rochet. Uh, you have a better idea of of the infrastructure cost. I mean I can't speak for everyone else but I really like unsecured doors is not a good thing anymore >> presentation during the day or afternoon >> they are morning and early >> how many years do you have left within part of contract >> two is assistant fish was in discussions with the law firm trying to get out of the lease. Unfortunately, we were not successful in doing so. >> Thank you. That was

069my next question. Did they provide us a penalty dollar amount to get out of this plan? I said no. >> I would need >> no. So right now at this time we just advise to the contract that said we cannot get out of the um that's what the contract says. We can ask them to break the lease but and then see if they would give us a dollar amount. We have not exercised that yet. And then police question going back to that would be helpful to get some more just added like so can we sort of start working on this have a sense of We we can get that done. >> Yes. >> Doesn't have to be the next meeting, but as long as the board knows how work done. >> Sure. >> All right.

070Are there any further questions for Mr. Thank you so much. >> All right. Moving on. Uh we will move on to our consent agenda. Uh so I have um uh first I will ask if there's anything anyone would like to remove from making such a >> I would like item K max on healthcare removed from consent for discussion in session and item C religent community and two life to either be released from consent or possibly open to discuss in public. Are there any other items anyone or sorry? Thank you. All right. And um in that case, may I have a motion please to approve consent provisioning the items are five A, B, C, D, E, F, P, H, I, J, L, M, N, and O. motion please. >> Mr. Warner. >> Yes. >> Mr. Yes.

071>> Yes. >> Okay. Wonderful. And then um we will may I have a um motion please to discuss um 5P which is the resolution 2026-044 approval of diligent community proposal. May I have a motion to bring the floor? >> I'll second. Okay. Um, so there's an item that is now on the floor for discussion. Um, I have a couple questions. Um, why I'm trying sorry why why this platform? Do we currently have a platform that does what the diligent community could do for us? So this is our current board docs closing. They have upgraded their services. So they are having another platform working errors like something on the and they already fixing um this I'm sorry they have a mobile friendly app um so that um right now the current system difficult to navigate unless

072you're sitting at a computer um for much of the as a board or as a school district, but also for the um general public as so my understanding is that board docs is becoming diligent. Like that's the hope with with putting this proposal forward. Would we It comes with a pretty hefty price tag is is what I'm what I'm getting at. Um, is there anything else out there that might be less expensive and still do what diligent or board docs is currently? Um, I would say that this meets the needs of what we've been hearing from the general public about being able to navigate, um, being able to get the information from the from the app. um being able to access it on the website. Uh right now you get on there and it takes

073you somewhere around a couple windows and that'll be some fix. Um there may be many school districts boards um as their product for something many school districts and boards. I don't I don't know that there's anything keeper that has all of the things that we not only that was one of my questions pretty much are we going to get our money source out of this program does this meet the needs of what our community is telling us they want so thank thank you very much for that that's what I'm waiting to hear I think obviously in the beginning probably some navigation will help you figure it out or you know participate in the training some tutorials online I know they have an extensive like library that I I'm curious and I apologize if this um

074did we do any cost comparison and service comparison to other services I know diligent has a sort of corner of the market but um there are other measures out there that use very similar um that similar product. So did we at any point go to it or or make inquiries with other vendors to see if we could get something? So board docs have been our um all of our documents all of our board historical pieces are contained with board docs and so we move into this platform. We've been working with them for many many months to uh try to figure out here and we don't want anything to go wrong. Um this is not a forever concept by any means. This is us to look that further. We can do that. Um we have no

075choice but to do so price for one year that price for one year. So this is our migration package. This is connecting us to what we have to what we're gonna have and then subscriptions. This is making sure that everything >> So we we've had um diligence for a while. Last year we paid uh 10,000 um $10,400 uh for for the software and it's it's gone up to 12,400. We're not going to include any add-on options that they have listed on there. It's just basically the villager community. So next year are we going to end up $12,000 again for this program? >> So service is not like a one time place because it's interactive and it isription to it. So, um I don't think there is a product that would be a subscription based where

076we have to maintain is it only the $12,000 now because it is that I don't want to use the word the migration package like could it potentially decrease in cost right this is our migrate >> yeah um I can go really quick um past Um cost. >> Oh yeah. So for fiscal 25 fiscal 24 $10,400. So, it seems it's going to be a pretty standard and they did do an upgrade a few years ago as well um to this platform, but now they did another upgrade standing um and we're hoping Thank you. >> I think you could certainly leave the door open if we're not happy or diligent or even resolution. >> All right. With that said, do you have a motion to approve resol resolution 2026-4 approval of the community? >> I'll make a

077motion. That is >> the motion to recognize it agenda. >> Yes. Yes. >> Yes. >> Thank you. Moving on to um item two, resolution 2026-045, approval of life service agreement renewal. Uh may I have a motion to bring this to the floor, please? >> I'll second. Are there any questions or discussion on the site? >> I'm very curious if any other photographers have been researched outside of life touch. Um I have a child that is on the spectrum and has sensory processing disorder and my experience with life touch over the years has been they say sit here, look here, smile, click next. and my child with sensory processing disorder has been very vocal and says the flash scares me. I had emailed the vendor and got got a really bad response back and it was

078something along the lines like we have to see so many schools, we have deadlines to meet blah blah blah blah blah blah blah. I do not feel this company does a good job for all of our students. My child vocalized these are my concerns. They said sorry about it kid. um and moved on. As a result, I personally have not purchased pictures because they don't care about my child. Um so I just want to know if any other vendors in this area have have been looked into. >> Yeah, at this point I I have not looked into any other items. It seems like um for the most part if there hasn't been any issue. Thank you for making us aware of the situation. What I can do is contact the representative um and see what

079can be done in regards to that situation and what you do for students um with uh different sensitivities to to light or anything that um anything that they may have. And in the meantime, I don't have your but other than that I have >> that is my personal experience. I I get they may have three or four schools to do these but bottom line our kids are not cattle and shouldn't be shoved shoved through. our individuals um deserve the time and maybe it takes five pictures before you get one good one. And um they I just feel and maybe it is with another company you would find too. Just take the time and hear hear what our students are saying because if it happened to my child, odds are it happened to someone else's and

080nothing got said. So, I just ask the school year's already started. You know, it's we won't find someone immediately that maybe um just in the meantime, I mean, renew this contract and in the meantime, look for other vendors that might care a little bit more. Miss Marina, if that's something you would be willing to um take on not immediately but but maybe in acquire with touch um what their protocol is for special students or even no for sure I can um speak to the representative and see what they can offer and um and if you offer anything I'll look um Um uh may I have a motion then to approve item Q resolution 2026-045 approval of life touch service agreement renewal coming? >> Yes. >> Thank you. Moving on now to action items. Uh we

081have a 2025-26 proposal for indigen care professional. Uh this action item may um uh are there any questions or comments or discussion on this? I have a motion to approve. >> Make a motion. >> I'll second. >> Yes. Yes. >> Yes. >> Ever middle school club proposals action to take those to the floor. I have some questions. >> Oh, sure. with with this proposal. U I I am in support of the spring musical. I just want to make that very clear. >> Okay. This is the >> Sorry, >> yeah, sorry. I'm gonna be quiet. >> All right. Thank you. So, yes. So, just to be clear, we are talking about the club proposals for ever book clubs, ketchup clubs, gardening clubs, and creative rights. Are there any questions or discussions? >> No, >> absolutely. I

082will give my daughter. >> All right. If no further questions or discussion, I have a motion to approve. >> I'll make a motion. >> Uh Mr. Mr. Burmeister. >> Yes. Mr. >> Roll. >> Yes. >> Thank you. Moving on. C is the Ever Middle School at Veterans Memorial Middle School spring musical proposal. Uh it's an action item. And may I have a motion seek to bring it to the floor? >> Move. >> All right. And a second. >> I'll second. >> Okay. And I I think you have some comments or no. >> Um yes, I have a couple questions. Um and like I said, I'm in full support of this musical because it's wonderful. Um have any other venues been looked at other than Yes. Um for this particular case they my understanding that um

083that 218 will not be quite available and they're coming up with a system for rent but their new facility. So um right now this school develop a viable option. um they had previously as usable offite which then hits the transportation a little bit harder and so um we are between rock and hard place because local it does make it easier for several of our families and so um and the expense that goes along with it with renting and the timing happens where So um we are kind of limited with some of our options but sight on site so that as many as possible I hear concerns. I think the number one issue there was the heat of the from what it sounds like the heat for the students and the family would be to really

084encourage the school be practicing and performing. I think that would make at least a tangible improvement if we do state better >> and with that current heating and cooling system over there I don't know and maybe Mr. O'Shea might be able to speak up on that. I don't know how that would be able to. It's it's scheduled to occur the end of April, very beginning of May. Most people still have their heat on. That's not a building that you can turn the AC on in the auditorium and keep the heat on every place else, but when you have I mean, the kids were miserable. I I wish I wish that was seen. They were absolutely miserable. makeup dripping off of their faces because it was so hot. So is all of 218 not available? Shepards,

085Richards, and Eisenhower. None of them area. So, um I know that with the Eisenhower site being under construction, I think some of the things, but I think I think um that creates a little difficulty because So we actually did the night for the maybe not um in the space um that discussion about whether you know so I'm I'm hearing what's being said. The the problem still is there's no way to temperature control that building. So, how are we going to solve that? Are we going to get 12 portable air conditioner units and put them in there so everyone in attendance and those performers up there on stage are nice and cool. Um, the kids literally ran from one side of the stage around the back through the teachers lounge to get to the other side

086of the stage or to to their dressing room. So, there's just there's so many safety issues going on right now. I'm hearing you you know, it's great keeping it in house. I love that we have this. Aundred years ago, I probably wouldn't be having this conversation, but I just There has to be other options we can explore other than just settling on guts because we have it and it's free. But that's that's not why I was having here. We were really trying to make it as easy as possible for our family because the other location was significantly. Um I mean this this approach here location and various other things on the sponsor but we're not close that would that be all right if we I want them to get started. I just I want us

087as a board to to think about this stuff. Like I just I don't think vets is vets isn't the venue for this. There has to be something else out there that fits the needs of our our community. I mean I I drove my child to St. Rita when it was there. I was very vocal about I didn't like St. Rita because it wasn't close close to home. If I have to choose between vets and St. Rita, I'm going to take my kid and as many people safely fit in my car and I will drive them to and from St. Rita because St. Rita is a climate controlled environment where the kids it was just much safer all around. So all I'm asking like yes, let's say yes to this proposal so we can start you

088know the kids can get going on this. We have some time limited time but we do have some time to look or explore other venue options. Thank you. Are there any other questions, comments, discussion? I I certainly support that and I' been happy to have you exploring options. Um, may I have a motion, please, to approve item C for middle school memorial. >> I'll second. >> Yes. meeting. >> Yes. >> Mr. >> Yes. >> Mr. Ber. Yes. Mr. Warren. >> Yes. >> Moving on. Um item sevenformational items. Um does any board member have any question or comment about any of these items report? moving on then we'll go to okay routine reports uh we'll begin with the report um and again I know it is late and bear with me I have some comments on

089paper um that lost. Okay, here they are. I uh would just like to thank administration, uh the department heads, my fellow board members, and in particular, Miss Moreno for engaging in today's financial analysis. Um you know, I I recognize that over the last few months, the board and the district, we've undertaken new ways of working together. uh we've leaned in the process and um are creating a foundation for expectations and engagement moving forward as an elected body. Um it's critical that the board performs due diligence on behalf of the public trust. Um and that uh is especially true for matters of public policy um for budget and policy and sometimes this process requires sort of slowing down um in the short term so that we can u work more effectively better in the long term.

090Um so I recognize that this has created some uncertainty of the board probably staff. My hope is that um this can become the basis for a new process going forward of course for the benefit school children and our community. Uh moving on uh we will go to the superintendent report a couple of items. The first item that was this last weekend participated in the president's event this upcoming weekend. The district will participate in the Blue Island. Also in our folder, you will find information of the upcoming panel conference. Um each registered member has should receive an email confirmation of the registration and then you have to date. All right, moving on reports. I know we did have quite a few committee this month. Are there any anyone who would like to get a committee? >>

Um but uh most of them were uh simply uh trying to back up claims that were made by the district advocate uh so that we can all be playing with the same information. Um we still don't have our next negotiating dates. Uh although we requested dates uh we didn't receive any uh to negotiate. Uh we offered some dates. We don't have any response yes or no to those. And um I just want to say that um we're here ready to negotiate in good faith, but it
