001in order to start liberty all right i'd like to welcome everybody that is uh here and everybody that is watching us virtually first item on the agenda is a presentation from matt webber of navi are you ready yes okay well your time's yours thank you so much mike appreciate your fitting me in tonight uh governing board i appreciate the opportunity to visit briefly with you uh i promise i'll be brief i know you've got a full agenda um i just want to start out by saying we absolutely appreciate being able to to work with superintendent wright with uh lauren webb principal bonnie sorensen has been serving as the ct director as you're well aware and uh amber lopez is the current technician that we primarily work with and we we couldn't do what we do
002without working with everyone in your staff and administration i also want to do a shout out to wade stotter he represents blue ridge schools on our board fantastic uh enjoy working with him um just wanted to to review with you briefly just why we exist for two main reasons uh provide that funding stream we'll talk a little bit about that in a minute and then just provide some additional career and technical education programs at the community college campus for those that have the opportunity to do so we also paid twelve thousand dollars towards the current technician salary we facilitated your state certifications that your teachers or the industry recognize certificates that your teachers work with it's just a reminder from senate bill 1535 and 2016 all career and check ed programs have to lead to
003a certification and so if your students stayed with us for three years in your satellite programs at blue ridge high school they could do that and sometimes even a little bit less time depending upon the actual certification we also pay a thousand dollars annually for your executive teachers to be part of the arizona curriculum consortium wiki and just a brief review there that is an opportunity where all of your cte teachers can jump in with the username and password and find a treasure trove of thousands of lessons that are ready to go with powerpoints and resources that they can use uh this year the arizona curriculum consortium expanded into a national consortium of lesson plans they've all been uh crosswalked with the state with the state standards so we're excited about that um the money
004that we're going to be talking about shortly just to remind you it's approximately 900 of eminem and that is generated from students that take your cte classes your current technical education classes at blue ridge high school so let's take a look at these numbers so we're excited to report your numbers have gone up again your estimated uh inflow for fy 21 is 407 thousand 381 dollars and so you have surpassed the said you'll surpass the 7 million mark this year so in the 20 years you've been with nava we've been able to bring over seven million dollars into the great school industry so excited about that i appreciate the opportunity and the hard work that your administration and staff have put into expanding your programs let's take a look at all the programs that you
005offer and i assure you this is the most robust list of programs that any 3a school on the map can offer so this says a lot for your planning and the interest level of your students in career technical education and just a reminder to you that we have the opportunity to bring these programs to you through uh in most cases you even have access to new enrollment through north london college so so we're excited about that and so as you look that over then uh all your teachers your programs there that's where that money is being spent and so let's just quick go to the next slide there these are the programs that you have an opportunity to take your students have an opportunity to take if they come to the northland pioneer college campus
006and but once again this is uh for those that have the opportunity to leave for a three-hour vlog so 90 percent current education happens to blue ridge high school students that happens right on your campus and the programs through your teachers that you have listed there so once again we just appreciate the opportunity to work with blue ridge schools and uh once again i applaud blue ridge's planning and being able to attract teachers to teach current technical education on the map this is by far the most programs that any of the three high school offers so with that all i'll entertain any questions that you might have for me this evening a member of the board have a question for matt there's one slide that i it's pretty cool it would be nice if you
007can review it's the one that has the number one on it it talks about blue ridge so it's towards the beginning in regards to readiness or keep going that way yeah so blue ridge was part of the original flight that joined us and um since then we've had six other districts join us fit in the election of 1998 uh blue ridge heat rover guard roundabout show on snowflake the first five and then st john's came on the year after that and then holberg justice city winslow came all up once in the election of 2000 and invasion of white river was the election in 2002 so yeah i wanted to see yes can you go over that a little bit oh you bet um i just uh a little bit of background we are current technical
008education district that's the acronym for c ted there are 14 of us uh we're the second c10 to be formed in the state that was back in like say the election of 1998 but we were the first rural c10 that was formed so um i apologize i wasn't sure how much time you necessarily had this evening so i tried to be brief but that's basically our background first rural c-tech and we partnered with community college so we're taxpayer loyal we don't uh go out and build our own buildings and hire our teachers we set a contract for educational services through uh northern pioneer college and we cover uh three counties and eleven public school districts any other questions or comments mr waldo matt um i was wondering how the the navit programs are handling uh
009teaching with the copenhagen issue excellent question i'm assuming that's chuck you guys are waiting back in the background and yes um we have just been transitioning back to remote instruction we started out uh on august 10th and we had one week of remote instruction and then we went to face to face the very next week starting monday august 17th so we knew that the number of colon cases would be going up as the weather turned colder but especially following thanksgiving and so nbc deliberately front loaded hands-on instruction at the very beginning knowing that they would have time in november and december to cover those you know those things out of the book and the things that were considered more uh paper and pencil kinds of things but they do have a google shell so a
010lot of their stuff is being submitted online so there's not there's not paperback that's going on as much as they're they're doing their work remotely on the computer there are a select few students who are still going in line but those are the ones that just haven't had a chance to complete all their hands-on but for the most part of the 255 students we have on nbc campuses most of them are our honorary moments direction at this point so uh we're very blessed to be in the situation we are greater than nbc who's willing to frighten the instruction uh ma'am this is chuck again one other question is there are there any future plans to add other programs that's going to really depend a lot on incoming administration uh we you know we've had a
011transition we have an interim president jean swarthout uh thankfully i have the opportunity to serve on the presidential search committee and so that's one of the big questions i'm going to be asking them uh and that i've asked the rest of the search committee to join in on their knowledge of cte and their willingness to add new programs uh we i've certainly thrown out several ideas to them such as cyber security um but it's like saying that's going to really depend on who they hire but i know that they're open at least those that are here over the idea that no one's really willing to make any particular decisions but we definitely have ideas and programs that are not being offered on our high school campuses that i think would be a good fit you
012know with nbc any other questions for matt well thank you man appreciate you and look forward to working with nav in the future relationships been good thank you thank you thank you board members and be safe out there happy holidays thank you same to you the next item on that we'll be discussing here is a short public hearing [Music] when we have to revise the budget the budget for 2019 and 20. the county made a mistake with that and they asked us to revise that okay i'm going to turn it over to brenda so i should tell you the truth what's going on anyway we have to have a public hearing before we revise that budget so brenda actually we have two budget items on the board this one is the budget revision budget provision
013number one and okay we have the presentation on the on the screen there typically we have two budget divisions during the year we have the budget adoption and budget division number one we may have budget revision number two if the state tells you to do one and the state tells you to do one if you have declining enrollment and blue ridge has declining enrollment they notified us in october that we had to do a budget revision we received a letter indicating to us that we had approximately eight hundred and ninety one thousand ninety three thousand dollars that we had to reduce budget by so we received a notice indicating to us that we had to revise the budget downward so here is the attendance we have group a and group b group a is grades
014k through 12. as you can see fy20 versus fy21 i've broken it down by preschool k-8 and 9-12 you can see in fy 20 we had 1 811 students in fr21 we have 1675 students there's a decline of 135 students overall and then in group b which is this special categorized area for k3 reading k3 ell and special ed categories we had 1177 and then fy21 we have 995 a decline of 181 overall so for that reason the state is telling us we need to reduce the budget and most of it is because we have online we have students coming and going the first 40 days and here is the effect to the mno budget it's robust number one the adopted budget for maintenance and operation that you approved back in july was eleven million
015eight hundred fifty six thousand seven hundred and fifty dollars what you're going to approve tonight is 10 million 968 dollars to 968 thousand two hundred and sixty four dollars a reduction of eight hundred and eighty eighty eight thousand four hundred and eighty seven dollars on the capital side you have you adopted a budget of 522 654 tonight you're going to approve a budget of 524 a difference of one thousand nine hundred and forty nine dollars too good and then on the mmo override portion of it when i calculated it i calculated it at one million one hundred and eighty 913 the state came back and said no that's incorrect it's actually 175 056 so a reduction of 5 857 so we're going to have to reduce that amount by that amount the tuition revenue we're
016going to keep the same because we don't reduce that until may so those amounts are going to stay the same tonight and then for the budget balance carry forward which is lines 8c when the board adopted the budget i said okay just based on projections we're going to carry over 316 680 the actual carryover is actually 303 027 a difference of negative 13 653 so that's going to be reduced and then down there on line 10 under prop 123 the state actually went back in and recalculated those amounts when the board adopted the budget it was 932 we're going to have to reduce that line item by 106 that amount is now going to be 135 826 so we're going to reduce that amount so the overall net effect to mno is going to be
01712 million 889 889.387 the adopted amount was 13 million 797 490 so tonight we're going to reduce mmo by 908 103. on the capital side that the adopted amount was five hundred and fifty four thousand nine hundred and forty dollars we're actually going to increase that amount by 1949 i want to talk a little bit about the enrollment stabilization grant that is the monies that that the governor actually came up with based upon the monies that he received from the federal from the federal government we were told at the time back in in early april that we would actually receive either 98 of fy 1920 adm or 105 of the 40th day of 2021 atm whichever was greater so at that time we had calculated that okay the greater amount is probably going to be
018our 100 day because that was going to be greater because we were declining enrollment that was going to be approximately 188 168 but later on in october we were told that hold up we're going to possibly only give you 500 per weighted student account okay that means that the district would only qualify for 900 908 100 okay so if we're going to reduce the budget by 908 103 that means that we could possibly break even but then guess what we received an award letter for the enrollment stabilization rate grant of only 548 that means that we're short 359 371 it turns out that the governor actually decided that he changed his mind somewhere along the way so luckily dr wright and i had a conversation that we have some contingency funds and m o and
019force fees and what they call ester funds esther funds are another part of care dollars that the governor had given us in in ways of in the amount of fifty thousand dollars so we're actually going to use those funds for those shortfalls dollars that we received so actually we are going to come out okay because we have about about a million dollars in contingency funds to make up for that shortfall do you have anything additional yes yes i'll also add that i fully expect in the spring of 21 with the next round of stimulus the governor will make up a majority of that the state's coming under a lot of fire because people build budgets based on this and had nothing to the other cares and the other proactive budget cuts that we made early
020on during the year we would have had a problem if you remember we cut it by another six hundred thousand dollars not knowing what to expect so that's why we're in a pretty good situation as we anticipated in the additional concert we also had the money that brenda brennan said while it's alarming to us that we're short this 359 we still have an answer for it and i will also i think we have another 275 000 in budgeted positions that haven't been spent or the moneys that we've had and substitutes that we have not spent or positions that will not be filled by the end of the year so we're it's confusing there's a lot of moving parts to it but brenda said well we're okay but we're not giving up on this 359 000
021either but we're still in a position to make good on the revised budget and we still have a little bit of a capacity to do a couple of other moves that we need to make that we'll discuss later on tonight so let's move on to capital on page eight so under capital what we did is we just moved forward this 556 893 and that goes on to line um 11. so we carry over what was last year 695 096 the state came back and said okay you need to make an adjustment of negative 479 from prior years declining enrollment so we had to make an adjustment of negative 14 479 so we have that less than what we thought so we had to make that adjustment um so basically we're making an adjustment of 8
022276 bottom line but at the end of the day we're actually increasing our capital budget by eight thousand two hundred and seventy six dollars for capital um from the adopted budget to the budget provision um based upon the increases plus the decrease it doesn't make sense but with the calculations and what all the adjustments that we're making we're actually seeing an increase in capital as part of the revision that we're doing and then for the classroom site fund this is the the performance paypot um inside the boxes we're taking the actual expenditures from last year which is fy 1920 which is unexpected budget balance we're adjusting for all the carryovers that we're doing plus any interest earned that the county didn't give us any interest earned plus any adjustments that we're making from prior years
023which is line six so we're actually seeing an increase for f for 11 from 12 and fun 13 so we're actually seeing an increase in those three plots fund 11 we're seeing an increase of 7 fund 12 we're seeing an increase of almost 15 000 money we're seeing an increase of 15 415 so we're actually seeing an increase in each one of those three pots which will all go back into the teachers salaries especially fund 12 which is the performance pay fund that's going to go to all teachers for fy2021 so those are all the different odds for find 11 fund 610 fund 12 1 11 and 113. do you have any specific questions in regards to each one of those thoughts or does anyone have any questions okay and that concludes my presentation thank
024you brenda kind of made it clear appreciate that next time on the agenda is our vr store awards for november and december dr wright would you take over i'm sorry i'm trying to find that there we go sorry so if we want to back up we wanted to recognize also november as well as you mentioned in december so samantha rodriguez a teacher at blue bridge elementary was one of our winners along with melissa martinez and melissa is our new counselor if you remember they're both doing an outstanding job and want to recognize both these ladies from the elementary school for the month of november for the month of december we wanted to recognize the tyler severance of uh becky montoya she has been counseling and supporting providing help to our community 12 hours a day
025seven days a week for months now during this panama can we wish to recognize her tireless efforts westin hall is a bus driver it also works as an aide to help some december he's got the super attitude and want to recognize uh western the month of december their respective department heads have already distributed these awards and taking a little photo with them we wish to recognize them at this time and thank them for their service thank you uh next time on the agenda is the consent agenda um orders have religion reviewing that is there any item in the consent agenda that you would like to remove and vote on separately if not then can we have a motion to accept consent which is all items two 2.13 ten of motion and check out a second
026from diana all in favor just to make mention margaret is margaret coffee is with us via zoom margaret can you still hear us yes all right did we hear your phone probably not i agree all right thank you next item is business recommendation to review and the annual financial fiscal year 2019 and 20. we just went over that right this is we went 2 20 and 21. this is the revision from last year all right thank you brenda okay this is the revision for the annual financial report there is one revision that needs to be made and there was a food service revenue that was posted to the 2021 year that we needed to be post to the 1920 year and that actually changed the ending cash balance to food service so if you look
027at the first page of the memo you'll see that that now changes the ending fund balance for food service which is good news because now the negative balance for food service is now much smaller than what we anticipated it to be um it's now negative 177 versus the negative 253 because the revenue that was misposted was 76 000 um and i'm happy to report that that's that's great for me that's great for the district because this is probably the smallest negative cash balance that we've seen in food service ever and it was at the recommendation of the auditors that we go back and correct it and re-report it and re-upload the annual financial report so thank you we are gradually paying that down okay any questions from the board regarding that revision i have a
028motion to accept the revision for the 2019 20 annual 19 and 20 annual financial report motion have a second from chuck paul all right i'm 3.2 recommendation to review and approve the first revision of the fiscal year 2021 and expenditure budget that's that is what we just went over were there any questions other than what brenda has thought of anything else if not then we have a motion to accept that [Music] 3.2 a motion from chuck have a second from jennifer all in favor aye thank you margaret i have a 3.3 recommendation to review and approve the career and technical education of cete program coordinator dr ryan you want to explain this this is what we're voting on absolutely they had which will the board will have an opportunity or has already had an opportunity
029to accept the retirement of bonnie sorensen has been with us for decades and in the last i believe seven years as the director of the career and technology education she and mr webb came to me with a plan for a transition to help train and transition another person into her role by working with her directly for the remainder of this year and she will join us next year in a consulting role next year and that person is uh mr mark pest and martin has been the president pioneer for the pioneer college and so i was excited about the prospect of joining our team he has a lot of information a lot of knowledge already about career technical education understanding the mission of a community college is to provide jobs for people people that are going
030back into the workforce to prepare them to go on the university from there and uh we're just excited about that we need the board's approval this was not a budgeted position but uh through this substitute pay that we have not incurred in the other open positions including a second grade position and a number of aids we do have the budget capacity to provide the second half of this year for this and being budgeted in the upcoming school year or for the upcoming school year are there any questions from the board and then just to thank you bonnie you'll be with us until the end of the year right and then that is consultant yes thank you very much great job so i have a motion to accept item 3.3 as stated i have a motion
031from chuck second from diane all in favor [Music] got it okay the next item is to have a math teacher a position there so before next year before the next school year hopefully late summer early and start here we'll have bonnie back for a nice send-off we recognize her decades of service for our district and appreciate that so she won't just she's not going to just go away and we appreciate it for that thank you uh item 3.4 is basically uh hiring a new math teacher can you explain that yes sir this position will also be paid for through the second half of this year through the unfunded positions that we have that our budgeted disposal this position is not inside their current budget it needs board approval a math teacher came to us his
032wife is a nurse at summit and they had moved here and bought a home and he also coaches three sports very energetic and uh mr webb came to me and we've also recognized that our students at all grade levels are suffering learning gaps and so we're starting to make plans right now to address those the second semester and also during the summer school the next school year this is part of our makeup is that we need an extensive activity that is probably the area in which kids are suffering the most and so when you have an exciting young qualified mad major that is willing to help out and teach at any grade level we knew we couldn't pass that so thank you dr ryan any questions about that all of them all have a motion
033from diana the second one chuck on paper that motion thank you how about you margaret i agree all right thank you um next item on the agenda is to approve the next regularly scheduled board meeting which would be january 12th at five o'clock and at that time we probably will establish a year's worth of board meetings on the calendar that need a recommendation thank you margaret dr ryan we're going to give you some time to give us a report thank you the uh the coveted update uh sadly it's not good news you've heard the phrase all of the indicators are heading the wrong direction there has been established by the state three categories that have that measure considerable spread one of which is the positivity and then the number of cases per hundred thousand and
034then the rate of hospitalization last week we were in the red in all three categories the week prior to the three this week i anticipate we will be in the red categories again i anticipate also visiting with the director of the naval county health department and i would imagine he's going to recommend that we remain online until that week until we pass that it may require that we have the current extension given we have an extension from the department of education to provide that excuses from providing special services until december 15th despite that that release we're still providing essentials and critical services to special education students we're also providing a place for foster kids to go and in addition to that we're looking for students that need counseling on-site support and then we're distributing food
035so we're not we're we have been absolved from doing that for two weeks but we're not shutting that down all together we recognize some of these services just uh and thankfully we have the staff that are going to do that and it was with the blessing of the respective principles of the record we were able to move forward in the staff's willingness to assume that risk to support these children i'd imagine that uh the next two or three or four weeks are going to be very tough i mean that's that's evident we're on online only we very well may remain online only for the rest of this semester i'm going to wait to see what the call brings maybe it's an enigma and it turns around here locally i don't think that's going to be
036the case if it is the case and things are improving then on the next week we return to the hybrid schedule at the elementary junior high in high school and then monday through friday excuse me monday through thursday the daily schedule with the elementary kids that cannot be achieved or recommended until we're at least yellow in all three categories and so there's some gaps learning gaps that are going to occur we recognize that rather than waiting until next year and recognizing when we do the baseline testing while the kids are behind we know that's happening in different degrees and the students that are struggling before we can only assume they're struggling more and so we're trying to provide those supports next semester in addition to that we're going to have a robust summer school program
037mr pico's working through the title eight funding and we anticipate perhaps federal funds available to provide remediation given kids have a lot of ground to make up and so i'm really proud of our administration team for recognizing that fact and going to work we know we have ground makeup and it is our responsibility to figure that out we're now waiting the next year to figure that out we're in the process of developing those plans and we will come to the board early spring early to late spring to delineate specifics around those plans and how we are going to fund the immediate supports before i go on to the next are there any questions on either the code of the remediation efforts on the student outreach our administrators teachers and also our counselors are redoubling their
038efforts to reach out to kids that we can't contact they've made great strides i think the last several weeks contacting kids there are still never a good number of kids that we're not reaching and so we're making efforts to make sure we're doing all we can to reach those kids we're also providing some flexibility there's no pass fail but we are allowing kids like math or english i'll take that next class this next semester we're not going to wait a whole here or wait till the next year to do that and the new math teacher will help provide that added capacity for that scheduling at the high school to accomplish that we anticipate at the high school a couple hundred deaths would be reasonable to assume it may be close to 100 at the junior
039high between all the categories 75 a good number of students that need help right away the students that are failing are those that are not contacting they're not participating they've completely disengaged and so we're trying to reach out to all of our kids but especially those that we can't and have not been in contact with i'm really proud of the teachers and our administrators for going above and beyond trying to make these contacts our team is not throwing their hands up and just giving up they're still making an effort and i appreciate those efforts they're significant are there any questions on the student outreach the winter sports season has been suspended at least until january 5th i would anticipate that may be pushed back by the arizona scholastic activity aia i don't know that but
040i'm assuming it given the data it just doesn't look good um we may have to push the winter sports to february that spring sports event further i don't know but we anticipate at the very earliest it would be january there is a given there's a shutdown that impacts maybe a couple hundred of our students 225 of those 99 our high school students we want to make sure they have access to trials as well and so the trails will be will take on a different form the local kids will try out when it's safe to do so and then the kids that are residing off campus are out of town will also have a chance to try out and so they'll have an extended period right now in white mountain apache tribes reservations closed until december
04126th and so that impacts its district wide roughly 225 kids that's about 99. on the food service effort individual meals delivered since the first of the year is approaching 215 000 individual males that's just an astonishing amount of food provided to our local communities individual meals if you think about that i said this before and if i give you a couple of hour efforts with cholo there'd be over half a million individual pills provided that's the impact of public schools that's the impact of schools to your local community we understand the dire situation many of our local folks are experiencing because of being displaced by this pandemic we're going to do everything we can within our power to continue to provide a stable and sustainable food source for those children 18 younger in our area
042barb signing 10 brent had done an outstanding job securing those funds from the feds to enable us to do this this is not at an expense to the district it uh and transportation with denise hall and coordinating with she and her drivers making sure that these meals are delivered some of these boxes are 15-20 pounds of food if you think about contemplating 400 of those boxes that's a lot of food to move and so it's not an easy effort jeff's team is helping out uh jeff aikens along in coordination with denise hall and i'm very proud of that effort i'm proud of our team for uh uh providing such an important support and as i mentioned that'll continue throughout the duration of the calendar year and if the funds are sufficient for the upcoming year
043it will also continue i don't have any other items over there any other nightmares in certain report or any thing that you'd like me to back up on the agenda would be to announce our board meeting which will be tuesday the 12th at 5 pm in this location and it will still be virtual like this we have a motion twitter i have a lot of chuck have a second from diana all in favor of a journey thank you margaret you
