001the whole meeting of the Board of Education of Hinsdale Township High School District 86 we are meeting in the Hinsdale South library and the time is 6:01 p.m. District 86 is holding board and committee meetings in importance of the state's current Regional covid-19 mitigation plans Mr graby would you please call the rooll member Walker here member herzman here member James here member Hansen here member H here member lenthal here member Waters here please stand if you the stands na indivisible we will begin our agenda with a presentation that will provide the board with an overview of efforts to implement Madam president can I make a motion to adjourn to close session we have people here to present and we have a full agenda this is not the time for a motion to go into close

002session to be considered I will move your request for close session to later on in the agenda after item 20.1 thank you we will begin our agenda with a presentation that will provide the board with an overview of our efforts to implement the Illinois law enforcement officer body born camera act superintendent Fess thank you president Walker um at this time we have a a presentation and a team effort here and I really first of all want to thank uh Chief Brian King from the Himel Police Department myself and some of the administrative team and bobin's office have been working together on this new law so our intent tonight is to walk you through what the new um law is and and on our partnership with kale police department and the impact with our s here

003on the campus so with that I will turn over to Chief King thank you superintendent and thank you all for inviting us to come out and speak tonight I'm here with uh my deputy chief Thomas Lily uh who actually uh spent a good part of his career as a school resource officer um so the body board camera act is going to uh require every law enforcement agency in the state of Illinois to eventually put body cams on every single officer that they deploy um in police department will issue officers assigned to the uh pinale Township District 86 acting as a school resource officer of body camp we deployed it uh completely to scorn officers and were assigned a patrol on September 1st um to give the school and the administration some time to do some

004training and make sure our comfort level was up and good the uh deployment date is October 1st uh expected for H Central High School So eventually every single law enforcement agency in the state of Illinois will have to it FS an officer no matter what their capacity we have to have a uh we've been working cooperatively with superintendent Tammy Apprentice uh security director Kevin Simpson and the Duke H County States Attorney uh Robert Berlin to formulate policies guiding the use of the camera by the SRO the goal were was to ensure that we're in complete compliance with the law and that there's also a comfort level between the SRO and the staff at the school and how and when the body warn camera will be utilized the vast majority of the F Sero typical base

005at hin stale Central High School is not subject to recording by the body warn cameras so activities not being recorded include day-to-day interactions with students staff and parents any kind of coaching or counseling any engagement in what is termed a community caretaking function in which the Poli activities are not related to an actual crime or criminal investigation any activity that could be characterized as a school related function would not be recorded uh that also includes attending meetings or disciplinary hearings that are not subject to a criminal arrest detention or complain what will be recorded based on a review of the sro's normal activities in a Hinsdale uh Hinsdale Central very few things will be recorded activities that would necessitate recording would be responding to anything that would normally be called in on a 911 call

006so if you conceptualize a police related function as opposed to a school related function something that you would call 911 to get an immediate response by a first responder would get reported uh investigating a criminal act um including the initial response by the officer and any up followup interviews and potential of an offender would get recorded and then anytime the officer is responding or acting for a law enforcement purpose again probably the best thing way to think about that is if there was no school resource officer and you were calling 911 to get an immediate emergency response that's where you would have a body cam us now the records release um is actually pretty favorable as it goes to privacy uh recordings utilized by the body born cameras are house and remain the property of

007the Hinsdale Police Department their use and dissemination is heavily regulated um legislation mandates that recorded that are used by the body warn cameras are generally not subject to disclosure uh through foyer the Freedom of Information and that is not just as it relates to school but that's how it relates to the law enforcement activities in general so uh somebody can't just law enforcement incident and asked to review CA the legislation is pretty particular in protecting people's rights to to privacy so records will not be disseminated for any non- law enforcement purpose uh other to comply with court orders Court issued subpoenas orders or any like state or federal law and then any body Camp footage that would be released to the township they would have to be pursuant to the reciprocal reporting agreement and then

008a bunch of other statutory authorities including the school code the Illinois criminal code and the juvenile court there since this is a new program uh Hinsdale is uh one of the first police departments in Dage County to uh start the body camp program eventually everybody will have to get there we want to make sure that uh we do this right and the Comfort level is relatively strong superintendent and I will meet quarterly to discuss any kind of issues or concern that arise from the officer wearing a body camera in a school at a school event or just during his day to-day SRO so we've had a body camp program or we've had an SRO program with the hin stale schools since the mid90s I think it was 1995 we really value their relationship and uh

009this is my second law enforcement agency I've only been in Hinsdale for four years but I'm odd by the commitment of the staff at the at the school and their willingness to work with the police department and just kind of that longterm Cooperative relationship and that's what we would like to continue so if anybody has questions specific to the body or they appointment in the school all right seeing none I will slowly step away from thank you may I have a motion to suspend the regular meeting and convene a public hearing on the fiscal year 2022 budget second motion second H will you call the RO [Music] member I'm sorry member Walker I member hurman hi member James I member Hansen I member h i member lethal I member Waters I motion carries I now

010call the public hearing to order the time is 6:10 p.m. let the record reflect that this is the budget hearing conducted by the Board of Education of Hinsdale Township High School District ag6 pursuant to section 171 of the school code for the record the board approved the budget intended to form on June 25th 2020 and made the pr tenative budget available for public inspection for more than 30 days prior to any final action a notice of tonight's public hearing and the availability of the tenative budget for public inspection was published in the Hinsdale doings notice of hearing was also posted on the district's website Chief Financial Officer Stevenson thank you president so we went through uh kind of the budget in detail at the uh August uh RAM so I I I will not repeat

011uh that presentation unless anyone of the board members would would like me to go through the budget a second time U but I will take any questions if any board members have Josh I just had a couple questions um on page seven there's a miscellaneous legal budgetary item for for 400,000 is that uh commensurate with past few sping uh yes so you can see uh the budget's pretty similar to the prior year actuals uh in my time here over the last seven years or so it's not probably significantly varied off of that range you know some years where we have negotiations they might be slightly higher than than non-negotiables budget having been taken off or will there be a placeholder um for that work with a with a different provider so items don't really get

012removed from the budget obviously the budget that at a point in time uh going into the year uh there's a number of things that end up maybe not occurring throughout the year um and those funds would either could potentially either be reallocated or they could just you you know not be spent so and and that occurs you know across a multitude of different accounts and and items throughout the year okay are there any other questions I I guess I I I have a question just in general um in doing some research over the past few weeks about you know contracts and agreements could you kind of in a nutshell summarize like when as a board we would see a contract come up for presentation and full board approval and when potentially we wouldn't I've heard

013you know the 25,000 but that's not a budget issue that's a different topic so I don't think that's something that we should discuss that's not Germain to what we're discussing right now Josh the other question I had was a budgetary item I'm trying to find it it was it's a curriculum expense on the budget for 40,000 um is that the CC um can you let me know which document looking at I can my follow along with you yeah Professional Services curriculum development on page two 36751 and the budget's for 40 for this year which documents are you the planning guide for 2122 is it the admin planning guide or at the admin admin planning guide It's on page it's right it's right on the top of page two yeah so the budget for this year

014for that account so that's the the the 2021 budget was 40,000 the 2022 budget that's being approved is 177,000 right that's broken down between $122,000 for map licenses and $55,000 for engineuity licenses thank you very much you're welcome one other kind of general question um as we see contracts come in and come out if if a contract is for a specific dollar amount I would assume that's the amount that's budgeted if they go over that amount is there what's the protocol on that if the amount goes over so I guess High LEL from a budgetary perspective um obviously a lot of contracts that we go into the year with are probably already set um since we we probably have actual dollar amounts for those so so those are the items that probably won't vary as

015frequently some of the other items obviously though are estimates um there's some some variance within we kind of operate within kind of like a department level so like you know you may go slightly over in your supply account um but you may go under then in your Professional Service account to try to offset it and we generally operate each kind of department or what we call a budget control group and they're working back to the total budget uh for that department is really what they're kind help to and controlled um so I wouldn't really probably see many contracts bued but in the event that that something were to occur say like on a maintenance contract and we needed additional work above and beyond what was anticipated we would we would have to offset that overage

016with within you know not expending some other uh funds in another place other questions and comments from board members members of the community will now have a chance to comment on the 2022 budget if you would like to comment please indicate this by raising your hand and call forward please step to the audience communication table state your name and offer your comments any member of the public wish to comment on the budget ion mayor I looked at the budgetary documents uh and don't see the professional service contract for the consultant that you're going to terminate tonight in light of Josh's uh response to one of the board members questions where is it in the budget was it and hasn't been taken out and if you won't respond to my question perhaps one of the board

017members can ask the question because I think the community has a right to see how our tax dollars are being spent and where exactly these things fall in the budget thank you Josh is that something you can answer yes give me one second thank you would this be possibly under the contractual services for the superintendent on page 37 Del Consulting and C from multiple it's from split I can get resources yeah there it's under the resources so in the administration planning guide human resources and under the superintendent there would be line items for that so are there any more comments or clarifications from the administration for the board relative to the budget may I have a motion to adjourn the public hearing on the fisal year 2022 budget and return to regular session second motion

018second please call the RO member hman hi member James hi member Hansen hi member h i member lenthal hi member Waters I member Walker I good evening and Welcome to our student board liaison we look forward to your regular reports and thoughts and insights on matters before the board impacting students principles for corny and lach microphone is tap down good evening um my name is aror principal Hinsdale South um with me tonight is our hinel South board liaison Jenny Panton to give her report um before I turn it over to Jenny to give her report we are celebrating good news at the state level tonight from hensdale South so I do want to introduce our yearbook adviser Mr Jim Kelly come on up we had um student journalists from Hinsdale South take eighth place overall

019at the state competition which was held on April 24th but this is the first day we were able to get everyone all together tonight to celebrate at the board level we're congratulating them on their eighth place overall finish at State as well as congratulating students that earned in the top five finishes at the state level so Mr Kelly is going to tell us a little bit about that celebratory experience and then we'll join in congratulating our students thanks Arn thanks guys um I have an eight-month old at home so that's why this is so delayed um but I want to congratulate you know look the ihsa journalism event is a kind of a neat event based on sort of the the speech tournament it's kind of the same individual event but what it really does

020is it builds on skills these guys know and they have to do it instantaneously and they have to do it on a quick deadline um and it's it's a cool thing to celebrate I think think it's more important to celebrate um what these these student journalists at both schools do every day these are some of the hardest working kids in the in the school um they produce something that's incredibly authentic it's kind of neat being in this new room that's pretty sparse and the only thing looking down on us is a Shelf full of the hsel sou yearbooks you know so it lives on um I I I just can't tell how proud of all these kids I am every single year and last year I know hinzo South book replug here since I got

021the mic the hinzo South yearbook earned a um allamerican with form marks of Distinction from the national Scholastic press Association that means nothing to people outside of our world but that literally puts the hinel South yearbook as one of the top 5% yearbooks in the nation so pretty cool from our little school anding so so the state event though is is a cool event they did it virtually last year so we were in our little room kind of competing um we had two State finalists who aren't here they graduated me and Christina it's kind of neat they're our best friends they both have Lithuanian names that I didn't practice before I came here so I hope they're not watching um but I do want to introduce two um right here so Jillian marquart and Mia

022Yen go ahead and Stand Up Guys J they can come yeah come on up yeah phot go go there go this way this way new library for everybody um so yeah so they both runner up in review writing yourbook copy fifth place right fifth place in yearbook copy um again there a bunch of events but these two are currently with Sarah gastas two of our three editor and Chiefs this year um they give their heart and soul to telling the story of this place and uh it's great to get them recognized nice last little plug since I'm up here I do want to thank as somebody who's done this for 18 years um it's nice to be at a school where the the administrators support us the board supports us the community supports us that

023means the world to us that they can tell the story and they do a darn good job of it so thank you guys very much okay now I'm going to give the floor to board liaison Jenny Panton for the very first time this is fun um hi I'm Jenny fanson I'm sure that you've had a chance to read my report but I just wanted to highlight a couple things um that I find important on the document uh first I want to touch on just the construction aspect of the school and how all of our students and staff are Jing very nicely and they all have great comments about the new construction especially this great library that we're sitting in right now um we're very excited for the completion of our Fine Arts ring hopefully next

024semester and then the pool um later on another thing I wanted to touch on is um our first day of school was very successful we had a new schedule for us which was an only freshman morning or new student morning and then an upper classman afternoon um teachers students and peer leaders were all in the building and just getting acquainted with their schedules it worked out amazing and all the students had a great time we also had our all student all new student assembly um after this and we had our great new Freshman Class very respectful very engaged and that's a good sign to start off the year um our students also responded very positively to the equity video being shown during this assembly which made me as a s member very happy um also

025following this our back to school bash was held um for about a half an hour on the stadium um where the upper class and fresh and alike enjoyed ice cream music and then there was also a spirit Weare handout the stadium was buzzing with our self pride and it was a great way to kick off our year we look forward to next week of homecoming celebrations including our Monday morning senior Sunrise celebratory assembly in the stadium taking on the Morton Mustangs on Friday and of course our homecoming dance on Saturday night in the parking lot which is a new one for us so we'll see we're very excited so thank you thank you very much M Pon well done appreciate for wall Shale Central High School I'm very proud to present Christine long to present

026the 20222 student Le report Christine go ahead push a button the floor is yours hi I'm Christine Le young and I just want to say I'm super thankful for the opportunity to represent hinel Central student body and just kind of share some of our progress so first the back to school bash was a huge hit and took place on August 20th on Front Circle Drive it was from 4:00 to 7:00 p.m. and there were games food trucks and a DJ which was my personal favorite students were able to walk their schedules which many freshman said they found really helpful and I think it was just a great kickoff to the school year the Kendall Pickering invite took place on August 28th in the new Don Watson Aquatic Center which honored Kendall Pickering the standout member

027of our school's swim and dive team who passed away in a car accident in December of a beautiful tribute was given to Pickering before the invite began and out of 10th schools hinsel Central's team took second place on September 13th all students attended the activity Fair during the gym periods to learn about and discover all the clubs and sports that hinel cenal has to offer many students said they found it really informative and a freshman said it made it super easy for him to find ways to get involved in the school Community when I was a freshman I found almost all of the clubs that I'm in today at the activity Fair so I'm really happy students were able to attend in person this year next the hinel Central football team had its first football

028game on August 27th and senors wore their toas while everyone else wore all white the marching band Color Guard palms and cheerleaders all performed a senior said that the energy was electric and that the football games were one of the things she missed the most last year also on September 10th we had the highly anticipated game against LT there was an awesome turnout and student came in all red attire our Red Devil varsity football players were on fire winning the game for us 35-6 I have also outlined a couple more concerns more in depth in my report but AC was a popular topic on the first day of school given that it was actually 95° thankfully the AC issues were eventually worked out and now the temperature is pretty comfortable overall I'm just excited to

029be back in person and get that sense of normaly I know many people I talk to Express their excitement for the school year and I want to say a huge thank you to the administration and anyone responsible for allowing this year to happen and looking further ahead homecoming is on October 2nd a Junior told me he was excited at the opportunity to have it iners at school and is looking forward to building floats for the homecoming parade I'm happy to answer any questions anyone has thank you thank you both very much we will now move on to agenda item 5.1 with an operational update and administration will now provide the board with a covid-19 operational update thank you president so we continue to still be in high although on my uh call with the county

030we meet have a call every other Monday with all K12 um superintendents I'm happy to report this past Monday while it's still high it's starting to go in a downward Trend um and so we need to get um below 100 new cases a day and so we'll see in two weeks if it continues to make that Trend but we do remain still in high um they provided the updates that currently right now 70% of the entire population is fully vaccinated it's eligible in Duke County and they have approximately 370,000 residents that are not vaccinated and we continue to accept proof the vaccination but we're pretty caught up with that we feel like our numbers are our numbers um so just a couple updates um so since we've last uh presented the school plan um as

031you know um all the different agencies regularly update and provide updates and and make changes and we're actually expecting a few more um for our call on Monday um typically what happens then is the R3 committee U meets to talk about those so since our last open um School conversation we since then have had the governor's executive order and that was specific to all School Personnel um regarding the vaccination and testing requirements um there was the state to that order and actually begin September 20th um and so um any of our employees that are not vaccinated uh will need to produce um a weekly um covid test to the HR office um additionally on August 9th there were some updates the ISB pH um FAQ guidance documents and on the 31st the remote learning guidance

032was issued so on September 7th and the 13th our R3 committee um have has U got got back together to review those different updates specific to the remote learning guidance um it does impact that that 831 does impact the working conditions and we are currently um in collect bargain agreement around impact bargain and working through that so I will continue to keep you a priz on that piece I just want to kind of set the stage though for the next piece um so the some of these slides should look a little bit familiar I've updated them a little bit but just to make sure we're all still on the same page um is really what that close contact was if you recall this school year that was one of the the positive pieces is that

033the close contact in the classroom was vaning what the instructional opportunity was this is specific to our unvaccinated students the piece where um it is not that free feet piece though is in the um lunchroom um and so that has not changed and those rules continue to stay in peace uh in place as we continue to um navigate through this for our unvaccinated students next slide so just as if you recall last time on there are those three quarantine options for unvaccinated students those pieces have not changed finished next slide and if you recall um when I presented the SL last time at that time top County Health Department it was not an option this is um for idph has always been one of their options um the K12 superintendents have been working very hard

034um since the release of this atq earlier this summer um to get to a point and at our Monday call um they are now allowing this option but because there are no um protocols from idph they have directed all schools to work directly with idph for the testate protocols and so specifically to that this would be a student who is caught off in quarantine if they are unvaccinated this is an option for them to remain in school instead of on quarantining as long as they remain asymptomatic and they would test on the calendar days of days 135 and 7 um and as long as they remain Negative they could continue um in that space they would need to be six they would have an assigned space in the lunchroom because you have to be six

035feet um away that's an unmasked um um situation and we are able to access this test to State protocol because we are obviously doing Universal masking um and so I will continue to work with um idph on that specific protocol as I launch into some of our other options then to U make that happen for our unvaccinated students the other um slide that I introduced earlier uh when we were opening up the school year is those difference between that that PCR and rapid anen and so when we think of the symptomatic that's if you have a CO like syp symp if you recall um part of even last school year and currently the idph decision Tre guidance has not been updated they continue to say it's going to be updated but it's still the same

036one from May um and if you recall many symptoms Co like symptoms are very similar to other sort of common illnesses which half the time causes causes many inks and pain uh one of the pieces that I will presenting um that that rapid antigen and PCR is another tool um that can help assist students um staying in school um if a parent would like to take that option um because they experiencing a CO like symptom um to in that moment in time we are able to do a rapid antigen test and they could stay in school as long as that comes back negative next slide so when we talk about those two just a reminder that asymptomatic piece that is that screening piece and there's four different um silos of of of individuals that that

037we're thinking about here um now we have that Governor's order those are all of our employees approximately 30 um individuals on our campuses that we that now need to meet that criteria we also have a similar to our opening School plan any unvaccinated student who is electing to participate in athletic activities would be part of that Weekly screen and any students identifi as a close contact that are unvaccinated could now um have that test to State protocol and remain in school and then um in those options 1 2 and three there are some reduced quarantine options that we can give access as a direct um space to come and take that PCR test um directly through the school um instead of having to find somewhere in the community in order to reduce that quarantine if

038they are not electing to do the test to stay protocol that symptomatic piece is the example that I gave um as you know runny noses on their headache there's there's many things that could be allergy related and so those are the symptomatic pieces and that is where that by next now rapid test um come into play um to utilize for an employee or a student just remain on campus so that as you know during the um opening School plan um the board approved a contract with Shield as part of that process so just a reminder um Shield um has the equipment and the lab but they are not they are not a healthcare industry themselves and so they require um partnering with third party Health Partners um there are many many healthcare partners that they

039can employ them we uh Shield has been unsuccessful in finding a third partyy Healthcare partner that would accept the contract that we approved um for the the standards in order to negotiate through any of those testing protocols that we found so in the meantime I've been um continuing to work with other options and this is the one I'd like to present tonight so Northshore clinical Labs um their difference and I walk you to their program they are a health in and of themselves so they it is all inclusive and they are their employees and so there is no third party and that is the difference they are out of Chicago they have been doing all the majority of their initial work they're multiple States as well um but they they are the ones in all

040of Chicago that when there is an outbreak or testing need done in any long-term facility that is um who K county has been using so they have been doing this work for quite some time and now have been getting into the public school business as well to support art needs so just a little bit about that they do all sorts of pieces so it's just not about Co testing they have been around for a long time and um they have a very large lab um space down in downtown Chicago slide and so those are just some of the pieces that they are with next slide and so historically um everything but covid-19 was who they always have been and now they have added the covid-19 um testing response as well for different um entities Nationwide

041they're working with long-term facilities schools corporate levels communities and Healthcare Industries so they have um presence in a space in many different areas the next couple slides is a repeat of of of um how and when you would use that and it's just letting you know what their role would be um we brought a small team on campus I met this past Monday uh with Central team and South team to really they they came in to explain we had different roles present to be thinking about if we were to do this what might this look like um should the board approve the contract there is a client representative team that then is dedicated to District 86 and they would further come out and really work through all the protocols so again that sympa testing is

042in the moment of Co like symptom and that would be that rapid antigen testing piece they can also assist us with the test to stay protocol slide and then that screening piece and so that are our employees that are now required for the Governor's order and all of our unvaccinated students that are accessing um a sport for an activity we can also we discussed um if there was a large event um that we wanted to do um to ensure the moment of they can also assist us with any scale event this was the great surprise at the end of our meeting on Monday at was Central and South and weiz really um so one of their evolutions um they have perfected this out in San Jose California working with some our school districts they share

043with us that they could create a community pod for us and so this is the direction that we're interested in doing it would be in each uh campus finding a space um for it but that's literally a visual of what it is and so imagine right out the front doors we would occupy some of the parking spaces right at the main entrance but more importantly it could end up being a community clinic so for example um a student um um unvaccinated family that be a student who is asymptomatic um and is needing to do that screening piece but perhaps at home there are other other pieces they would the hours we're still choosing but they seven days a week it is manned by norshore clinic right on the front driveway anyone can come from 8

044to 6 so you could also take care of the other members of your household if you need to get a covid test so that they can access it similar to when we did all the Partnerships with Oso for the vaccine all the individual needs to do is to um there's a registration form for them if they're not part of District 86 use their insurance card they process it just like the vaccine if an individual is underinsured or do not have access um to Insurance there's also a pathway in that moment in time through iidp so it's very similar to how the vaccines are being funded but this would be an opportunity for any of our community as well to access um Co testing when they need it and so if they had siblings or any

045such they could access both here at Central or itself and so that is the direction that we are exploring um that they would secure the um and it would beand and they would secure it and it would not also then take up space here and the students would um go out there or stay so as I showed before there is no uh cost to the district um it is Insurance Spas anyone um just similar to your V there is no co-pay to the individual or the family there is no impact on the deductible that is just their mechanism through idph to um be reimbursed back for providing this service so next steps as always is obviously continue all the different guidance pieces as they're revolving being updated We are continuing to impact bargain with those

046recent updates with hhsa begin that not foral cabal upon approval and continue to provide updates to the board as appropri any questions on your Shore I I do have a question I know it's come up um and for other people that might you know be in an Elementary District that's also doing testing will the results be um provided to the family directly from the lab yes there's a portal and so when you're signing up and giving your email just similar if anyone has had to similar to if anyone's had to go get their test from external Source you receive the email exact same process and will be this community clinic um will it be a drive up as we've seen like you have to get out of your car it's not a drive up Clinic

047you're parking it's not going to clog up our parking box okay question any other questions visualizing if you had a student like I'm not feeling 100% they can come to the clinic test and then wait for the results if yeah the rapid is about 15 10 to 15 minutes and then they can netive so that way we're trying to ensure that continuity of instruction and so if your student woke up not feeling the greatest our health office to um once um once you're trained you don't actually have to be a healthcare person for the rapid piece there's a oversight piece so there that's part of that Logistics where we are going to have a multitude places because we have an unlimited supply to the BAC so we will also have some in here internally athletic

048department like there could be lots of reasons why that's part of that Logistics and so it just is a it's a nasal I should say clarify so you know shield with saliva um um nor clinical is um nasal and it can also be self- so the the young adults can actually do the nasal slabbing themselves they're just under the watch of of the individual superintendent PR I was curious do we have any updates on the the staff and the students of both schools with with respect to the back rate guess it's on our website think on one second thank you I believe it's about approximately 62% 54% and 40% you're right tamy that's those are percentages for I saw today one more question about nor there would be two facilities one onsite in the health

049office or where it's for the students and then one for the community up no the Pod would be for the students so they would be Manning it um our our our um um the rapid binex would be um given more stations for additional folks because the symptomatic situation um but the intent was so that that traffic and flow um because of all the um health care and all those pieces so there that's what the part that they're looking on is like uh you know creating that system with security and and and having happen so for example um I'll use the football team so part of that logistic piece is a through F on Tuesday days that's your weekly screening whoever those individuals are and they'll know and so that they know when they create the

050pass for when that's happening so that's the part that with that car so that they know I'm I very much whenever it is that's happening that there's a roster that's maintained and so then those students um go do their screening they know who they are and and for the reason that they're and then the test toate protocol as well and so that would all be worked out that's that's the nice flexibility of having them five days a week and so you can look at a student schedule and it makes sense for them and then so they you're just creating whatever that routine is because that student who is test to stay is obviously unique for a certain period of time but if you are part of the unvaccinated student activity or sport then you just

051know that on Wednesday's fifth hour you know whatever it turns out to be so it it'll be for both students and community at that there could be community members and students intermix could be if a Community member was to come yes do the teachers that um have to get tested or staff members do they have to use once sure can they submit from another provider so we've uh decided that we're going to try to recommend that they use the onsite but for those that are not comfortable doing so as long as they use a a site that is FDA approved for the guidelines we will accept those so I have one last question question um I had asked this when can you explain why the dashboard when we report cases in quarantine can't be broken

052down I've gotten questions about this by campus um I can give an example of why as a board member I'm very interested in the entire District if I'm parent at one school or the other I might really be interested in the data for that you know as a point where I'm going to tell my own students to go eat lunch in a space that's you know a space so I'm wondering why we can't break it down um initially it it has been um that question was asked um that two director of beans are getting answers to all those questions um from the health offices themselves in the pth there is concerned we have three sites um that it would um lose confidentiality because the um different sizes of the campuses that you might be able

053to figure out what that is particularly now that we're vaccinated so there's concern of the conf of the health records I had a similar question that I posed earlier um we have a running tally of the number of students that are for student staff Etc that are positive cases but we don't have a running tally of those that are either isolated or quarantined and I be interested in knowing you know we see a a day in the life so we see every Friday what how many are Quan that day sure all of those questions were sent to the health office to see there's a massive spreadsheet um and to get their input on managing it so I'm ready to hear back should have an update to let you know if they believe there's somehow way

054to figure that out uh Tammy I received a handful of uh phone calls and whatnot regarding remote and I think some people are just trying to get clarity on what exactly that may play out to mean you know the ISB release a few weeks ago um for districts providing remote instruction to any student who's under quarantine I think their big concern is the illino virtual school concept is this remote plan going to be more kind of zoom in the room not ill virtual bunch of people are just wondering that we're impact bargaining right now so I I report that when we're bargaining but right now it's between the administration and the UN you have a timeline on that our next meeting is 9:23 okay thank you absolutely I just have one last question and I

055think I asked this when we talked about Shield um but going back to that student that presents is symptomatic I'm imagining there's some vedding that goes through with the nurse or sent out to the clinic that waiver has to be on file so if it's not and is there a way that the parent can auor abolutely it's electronic so it's a very good question so part of that what happens normally right now the nurses were part of this initial primary call we had on site here Monday they are always already calling home this lethal your child you know your child's X by C so right then and there they can email that there's a portal in the in the release so the paper release is also an electronic link and so they could send a

056link and write then and there the parent could get approval if they would like their student to take the rapid test okay yes it can be a moment in time as well because either way they have to make the call so that's why there's multiple places so for the symptomatic they're going to be in multiple places because the students always going to the health office first so it makes sense they would just stay right there and could take that um grait right there with permission Tammy my last question regarding the testing and screening for the asymptomatic number three it says students identifi as close contact and elect to participate in test the state protocol is that any and all students regardless of status of vaccinations currently right now only a student unvaccinated can be um

057caught up in quarantine thank you wanted to Circle back for a second to just for for additional Clarity soone can hear on the test to stay protocol uh which you know very happy of course that that is that Dage County Health Department is now listening to the Illinois Department of Public Health that to allow that continuity keep kids in class with this testing on the 135 and seven so of course they informed us of it here this week probably an actionable standpoint um a kid tomorrow is is close contact is targeted there um this as thises test this St what's our so we need to get that um I emailed um idph my contact to get see there was a sample protocol I have also um Lake County has approved PR to St for quite

058some time so I secured two today two school districts that have been perap Elementary but haven't perhaps have experience with it so I'm trying to collect protocols and then we'll work with norshore and our nurses and U we have to work with idph um for the approval GP county is not supporting the test to stay protocol process so I sent my email yesterday and have not gotten my play from the heal ID so I'll just need to continue to work with them so we're waiting on their timeline still for when that actually gets to roll out in practice but again and one thing to to note just to kind of stress again this is available to us because again we are supporting and enforcing un masking that is correct you can only access it Universal

059masking will the students that participate in test for stay have to use the NorthShore would they be able to go to their own you know clinic to get a PCR we don't know we're not that far yet we're not that far yet but I don't think we would care as long as it's uh okay so much to the employee question so we're going to move on to agenda item 5.2 um the Food Service program the traditional versus ispo see Stevenson I think you're going to cover this information thank you Walker all right you can jump down to the second slide all right so uh just a a little context I guess for um the food service programs that have operated uh within District 86 uh prior to the pandemic we're operating what we're going to

060call a traditional food service program uh for the this presentation definition of a traditional food service program that we're using is we did not participate in the national school lunch program so that means we did not pattern uh our meals off of that off of the the USDA uh requirements and we basically retain the flexibility at the district level to kind of customize our meal program and it kind of just develops based on stakeholder input so students community staff that's kind of just how the program developed and we kind of just operated it without any um I guess outside organizations kind of placing you know mandates on how that program operated in March of 2020 we transitioned to the summer food service program uh the program was funded um by the USDA the meal pattern

061uh for that program did follow the national school lunch program and then that program terminated at the start of this year so the rationale for for utilizing that program was we were doing a lot of um kind of new things within the Food Service program we were ini uh delivering meals uh directly to students so like the the bag lunches that that we were pushing out uh the meals were free to all students uh we had students that were kind of eating in uh varied locations all over the campus so getting the meals out to them they weren't going through the cafeteria just one location so it was we didn't really have the ability logistically to operate our traditional program anyway uh so it made a lot of sense to operate under the summer food

062service program so with the start of the school year though that uh that program did terminate and the district returned to the traditional food service program that was operating uh pre pandemic all right the reason that uh we're having this conversation today is that last week the Illinois uh State Board of Education announced that all districts are eligible to participate in the summer seamless option so this is fairly similar to the summer food service program um it is part of the if you can jump down to the next slide um it is part of the national school lunch program so the meals are patterned off of um the USDA guidelines uh the districts that are left to participate in the SSO program uh students would be able to have free breakfast and free lunch uh

063snacks and beverages are based off the smart snack guidelines uh there's a focus on uh full grains and uh pastas uh no fried foods and uh vending machines that generally operate all day long would not be able to be operated uh starting an hour before school until an hour after school unless the district opted to replace all of the contents of the vending machines with items that aligned with smart snack guidelines then the vending machines could operate during the day but not during the Lunch Period so what is the SSO meal pattern so there's an emphas emphasis on uh vegetables uh they're broken down into these five different categories uh there's different um kind of targets for proteins for grains uh daily calories um focus on milk as a big uh part of of the

064the USDA program and then uh restrictions on saturated vet and and sodium restrictions as well so for comparison purpose to the traditional food service program uh under the traditional program uh only students that are eligible for free meals um are able to eat for free uh and students then that are not uh eligible for free meals we purchase their meals either uh through allart options or through um kind of set you know value meals where I have a red devil and Hornet meals at each school that kind of rotate throughout um the day week month those kind of change uh there's a wide variety of snacks and beverages that are available there's no restrictions on snacks and Grains and then we can kind of go down and look at kind of a side by-side comparison

065of what the traditional versus SSO would look like so you can kind of see there there's a a pretty large variance in the size of proteins um grains vegetables fruits are fairly similar um with the SSO restrictions kind of it's really the saturated fat and sodium is the Big Driver there of driving that smaller portion side on on the proteins um so I think that's kind of one of the big differences in in that meal comparison of what you'd see is it would be a much smaller protein portion um for students versus what they're customed to at the moment alart options would be significantly different in the programs obviously on the the left you can see the veggie cups the baked fries obviously we said no fried foods are allowed in the SSO so no

066traditional french fries so they would be only baked fries not fried fries um restrictions on um coffee speed I there's fairly um I think I don't I demand but there's a coffee is a very popular product um but there's lots of restrictions um I think it's basically only black cppe with 2% milk or no I think it's it's the the restrictions on coffee I think it's just black coffee with with a like low or uh skim milk option and that's really it so there's no like sweeteners or other things that can be used with the coffee under the alart program and then also the the restrictions on the sports drinks where the students could go in and buy like you know a full sizee data rade or things like that like now they would be

067limited to only the 12 O portion size and it would have to be either a low calorie or zero calorie sports drink prohibited items you can see um Al you cookies brownies pretzels everything that does not hit that 51% full grain um Mark um Entre is not meeting it or not meeting the guidelines uh soda with sugar coffee drinks um and the the larger sport size Dr so uh the direction that we are looking for is you know you can kind of go to choose to enroll in the the seamless summer option and under that option obviously all the the students would then qualify for pre breakfast and pre- lunch U but we'd have to operate within the guidelines of the uh national school lunch program um and adhere to those guidelines option two we

068can kind of continue the traditional food service program as is uh which is what we're currently doing at the moment uh obviously there's no there'll be no change to to the program at all a kind of hybrid option of those uh would be kind of this 2A or third option to look at would be continue the traditional uh Food Service program but expand the freem meal access so this could be done probably in a number of ways uh the one way that I've heard about from um one District was basically those those value meals those uh you know hornet red devil meals we would just basically make that that option free so any student could elect um that meal it would be free we would basic basically then we would track that the invoiced for

069for that portion um from quest for the students that didn't traditionally qualify for free meals and then uh we would look to include that into either the S2 or S3 Grant and claim that against the grant so there would be a cost we don't know obviously what that cost would be you're talking it's you know individual student choice on a daily basis do I want to eat all the cart do I want to get the meal obviously we don't really know what the demand would be until we kind of would roll that kind of program out we can track it um if the board wants to go that direction and see kind of where where it falls um obviously we we have the ability to to utilize the Esser funds so you have this really

070it's really the potential of an opportunity cost down the road of those funds could have been allocated to another alternative in the future um but we have money at at the moment that could potentially pay for this and not impact the operational budget U of the district so there's any questions I'll take those yeah um I have some questions um Josh I remember quite a while ago I had asked if we participated in the uh pre reduced lunch program and I remember it was explained to me because of the limitations in the program we opted out because we were better able to sur our students not being in the program is that a a correct recollection I don't mean to put you on the spot but so so we do not we do not participate

071in the national school lunch program but we do have students that qualify for free meals based on uh income guidelines and there there there's a link in this presentation to those guidelines so the students that do qualify do receive Prem meals no and and I wasn't suggesting that we weren't um providing that option in in my view I think the goal is to provide healthy food to our students and no kid goes hungry I just want to know how we can accomplish that within our budget so amongst these three options uh what would be the recommendation of the administration it's a good question um I I would actually kind would be curious to hear and not to put our our Le on the spot at the moment but I would be really kind of curious

072to hear more of a student perspective on um you know it's really I I know historically the the district right around I think when I started there was some discussion about the national school lunch program and that was not a popular discussion uh from a community and student perspective at all um The District's not operated in the national school lunch program as far back as at least 20 years like so it's not something that's traditionally done um and I know the feedback and stuff that we get from our students um has been pretty positive and and they they really I think enjoy the program kind of customized to how they've created it and kind of praed it over years and years and years of providing feedback um so really you're weighing kind of all of

073that against cost you know so you can basically radically alter what we're currently doing but it's free to everybody and the federal government is going to pay for it where you keep what we're doing now and you know either just keep what we're doing now and don't change the thing or we keep what we're doing now and pass through some of that additional cost I gu to federal government because it is coming from the grant funds anyway well whatever we do it's not going to impact the students who are eligible under the pr and reduced lunch guidelines issu by is corre so that it actually could in essence negatively impact them because the portion size of their meals could be shrinking so so they could have a free meal in both both options but they

074could be getting less food so so that that would be a a a consideration as well they would be getting less food under option one under the SSO because if you look at the portion sizes especially under the protein where if they're used to getting a burger or sandwich and it has four to 5 ounces of protein that meal option is free to them but if we go with the SSO that now shrunk down to 2 ounces and we can't do anything about that we have to follow those guidelines if we El left to participate in that program so so they're in essence getting less food um their their food size is shrinking the portion size can you just clarify again under option 2A what you mean by expanded free mail access yeah so so

075basically what we would do in in like so most the students would pay through through their push Point account we would just go in and we would set that value meal price to zero and we would know who qualifies for a free meal and who doesn't and the ones that that don't Quest would invoice us for separately so in the course of a month say there was a th000 students that bought the value meal in October but they weren't traditionally qualified for free meals whatever that value meal price is is of say $3 the quest would then invoice us back for $3,000 of meals that that we provided we would turn around and claim that under the user Grand funs thank you so um we have here and I'm trying to remember from a parent

076perspective um the meals that the students took had was from March of last year through the summer and then all through this been all academic year last year is that right um so just from a cons consumer perspective um because I heard a lot about those lunches do they give choices then if we yeah so it's not even under the SSO program it's not exactly what we did last year because last year was a is a prepackaged cold you know meal option they would still have hot meals were still operating in the cafeteria so so the last year program was was really it was driven by the eating to multiple locations having to deliver you know food to to students homes you know so it it was a lot different than what what's occurring now

077so under that so it would still be you know you would still go through the cafeteria line there would still be a variety of food options not the same amount of variety as there is now but there there would there would be some variety of meal options to choose from um you know hot and cold and you can make that election and Quest would still be um in charge of cooking the food and all that okay um gu we just want because I know it was a struggle last year but you're saying it wasn't exactly the same thing but allergies were an issue and then any other kind of dietary restrictions in portions for my Bo were thing in there you know I can imagine that that would continue to be an issue under the

078other program that we're discussing so so the yeah so the variet would change the portions though because we were based off of the national school lunch program would be similar so if you say this is what I got sandwich wise last year that is a national school lunch patterned portion size so that's what it would be if you switch to the SSO program what's our percentage of free ruce normally like say the 1920 SCH year in in the state no no no oh here yeah in the district it's about 19 19% 19% 19% Josh my question is or preface with a comment I I am concerned about option one with SSO based on the lower amount of protein um serving size I want to understand 2A obviously 2A gives people the opportunity students to you

079know have more options throughout the day and consume more food but what I'm really more focused on is I understand that students who don't qualify would be invoiced and that expense would be a pass through to the families right the the students would not be invoiced the the district would be invoiced and that money would be claimed against the Sesser Grant so 2A is is really only there's a financial cost to the to the district um but basically kind of The Best of Both Worlds from the student perspective right and I guess to me I guess in the end I would support option 2A because it gives the students who most need additional food on the government's um balance sheet so to speak I think that would be ideal to the extent we can you

080know give away more opportunities for the kids to eat especially the 19% so just because there that's not that's not who's impacted QA is a a wider net of student so any student right if they're not normally on the free lunch who chooses that plated meal and went through there the district would be picking up that tab the student who qualifies for free lunch could also got that plated meal and has nothing to do with the 2A if that makes sense so we would basically be expanding the number of students that that the district is um purchasing the lunch from our funding source would be the user Grant dollars not the USDA program so that allows us to maintain our regular menu that we are currently doing so anyone could go through the plated line

081and and student Waters would not have to pay for her meal will get invoice if she was not on the free lunch list but she when in pushcoin it's going to be set at zero and there's no C there's many options the plated meals a defined cost for $3 you get this and any student who went through that line it would be free for them so you could end up having a larger net of students who maybe aren't qualifying for free lunch but yet that is actually a need for them so that's a way for them to actually get their lunch um or does anyone want a completed meal and we'll just again we have no idea who would take advantage of it but we would just the Esser Grant funds would cover that additional

082cost of that plated meal so I think where I'm confused and where I'm inaccurate is there's not more food there's just more people who have access which would be everyone all the students to the free concept right I got one um if you choose option one the um um portions go smaller so a student who was always getting the three lunch would actually have less food just because of the usda's requirements for for thank you for and I just want to be clear too like when we're talking in two way the recommendation would be just the value meal component of of everything that we offer not every all card item and everything like that is now the Whole Food Service program is not free um that that would be an a very significant expense um

083I would have to look at a lot more in depth so it would just be that value meal portion um and then obviously all the alart options that currently exist stents could continue to to utilize those like normal and you know that the esron could be used for this it's not question mark so um I I can talk to Dr Cino can answer that question but I I think we we're pretty confident our our S 2 and three grants have already been approved with food items in them um healthy snacks and and other Foods this would qualify uh so we we do not see any reason why it would not be allowed um the question is only the the amount that we have to for I guess just for to um option to a look

084great except for the fact that we can't predict so it's hard to know how much of our s i me it's just you with a big question mark especially I think it was mentioned in here that obviously if we commit to use those funds in this yeah I I think that if the board uh didn't have PL Comfort level with with just you know saying hey we're going to we're going to write a blank check on this issue we we could put a date range on this and say all right we're going to run this through the end of first semester we'll come back in you know December we can look at the numbers and say all right do we want to continue this program into the second semester what did it cost then we'd

085have a pretty good idea of how to predict what that would cost for the second semester at that point and Josh remind me when's the roll out for this if we did um 2 a uh there is maybe tomorrow maybe Monday like we pretty quickly I think so we'll say Monday though just upd some things and maybe put communication out something yeah pretty quick so when I like the idea of putting a finite amount of time on it to see kind of how it plays out and this in general though you know even if it plays out really well and the asra funds are applied and we have plenty of money we're still looking at a temporary program as long as we have these Sr funds and we get through the pandemic and you know

086I would anticipate we have families you know on the brink right and so this would provide that extra support um through year so I like the idea of you know putting an endo on it just to reevaluate yeah and the the current SSO program is only approved through the end of the current school year anyway so this is not something that generally runs during the school year um so so there there won't be this National program you know at running all school year you know indefinitely for years and years to come um that we feel like I think that we we kind of have you know we need to match in any way um so yeah I think you know this would be not a complete departure but just a a departure from the the

087current program for for that period of time and Josh what would you recommend as a period of time would you recommend through the of the year like December 31st so yeah I think that's really it's up to the board's Comfort level um you know with with making this work if we want to just say okay we'll you know we'll run this you know it's kind of you know how how does it get messaged out I guess we want to be kind of upfront about how you know if we want to run this just for first semester you know then we can reevaluate and then you know extend it through the end of the school year um if the board feels more comfortable that way just to to make sure it doesn't cost you know $500,000

088per semester and then we're like well we don't have enough exra funds to cover that you know we have very limited data the information from one of PE districts has only been running for a very short period of time the information I got back from Quest was that didn't radically alter um you know the the student Behavior I guess of of what they would typically buy um so it wasn't a significant cost but over time you know as Word of Mouth spreads do people then change it and say oh well you know I can get this for free so why would I buy this I I I don't know so it's just hard to say you know from the student perspective you know whether I go allart whether I buy the meals it's really just

089it's kind of hard to Define that it it is an interesting uh idea to consider that although um if we have a a comprehensive plan to identify the spe for free and ruc lunch I I wonder about that too um I I don't understand the full I is there just one meal at each school that is a the daily meal and then I know you can always get a hamburger you can always get a pizza those are separate Al heart things because I would imagine that there are students who opt always for whatever those how power options are and not for the whatever the meal of the day is um so then it becomes this weird thing about who what meals are paying for what um yeah I'm sure you you you have you're going

090to have a a large group of students that that'll you know this will not change their buying habits at at all um and and that that's totally fine they're going to go in and they're going to buy the just I want this card item I just want a coffee I just want you know a sports drink I just want you know this and it's it's not going to have any impact on them at all um for some students though you know it it could be significantly beneficial to just have access to you know a free breakfast and a free lunch um you know even even if they you know family doesn't qualify under the current guidelines just re one more time the what the alart or what the um the value um value meal for

091for a day when student chooses breakfast lunch and lunch what would that cost them be build back to us under 2A approximate so I I guess there there's a number of different ways we we could we could do it um my initial thought and with Quest was that they would just build us back the whatever the the student would typically pay for the meal they would build us back just so we have basically we need an invoice that then we can then submit for uh reimbursement through through the grant um that's one option it could just be caught up basically our full Food Service program operates in you know basically total sales minus all of our costs and then generate either you know a a surplus or deficit at the end of the day you

092could leave it within the you know the whole program as a whole so there's a bunch of different ways financially to go about doing that so we haven't completely determined that we are more looking for which direction do we want to go uh and then we can kind of figure out how the the financial component will work on on the back end so from the discussion so far it sounds like I'm hearing support for option 2 a um perhaps with some limitations on the timeline so that we could identify what the cost looks like um so would people be comfortable with option 2 a through the end of the first semester and then reevaluating at that time it make sense even go earlier two through the quarter just go on from a roughly quarter standpoint

093just to just to assess it may just be a piece of Mind financially to know the estra dollarars are covering and we can you know project that a little bit more and maybe at that point in time we're like you know what let's run through the end of the year we've only done x amount of of dollars but um instead of going I don't know halfway through the year and then kind of saying well you know we're kind of playing if if it's more of a pilot program as we talked about before uh it becomes more of a pilot lunch program and that's how it's communicated that through the quarter we're providing the service through whatever that date is uh the board will be reevaluating that based on it it's SRA dollars but just a

094reminder we started late so finals are actually in January so since we're almost a month into school we could say some point in December and bring it to the dece the actual to the December meeting which is still technically first semester and then the board can give direction for postm break because by the time the first qut is almost over you know so it's really only the month of October and November that we'd have some data and then we could bring that back at the December meeting and then let you know where we're at and make a decision for the rest of the school year Thanksgiving Josh I just need a question for clarity as the departure from the traditional program you know whether it's two or 2A here is there more frequency of opportunities

095to eat relative to traditional uh no there there's no changes in the actual so so you're talking between two and 2A there there's no difference in what we're serving relative to one well relative to one there there yes there there's a different portion size in two and 2A versus one now I'm sorry so 2 a relative to two they're the same food all the food all the foods the same the only difference is cost and where that cost lands with the student with the district back of the neck and math to me this is a six fig expense and it's probably many six figures could be 150 to 400,000 bucks over time that's rough numbers I'm running in my head my question is is what other things can we possibly do with essr funds and

096if possible could we are we under a timeline to make this decision perhaps to Warrant more research to figure out what that impact could be and or other things we could do with Sesser funds so obviously we we've kind of presented how the ESS funds are currently U being allocated you know through you know different mitigation options through um a lot of it's going through into the instructional um space right now um so but there is a placeholder still of about $600,000 that is is unallocated or just at this moment earmarked for potential facility usage such as uh hbac upgrades and repairs so there there is an opportunity C if we elect to you know the district elects to use the the funds here we we are giving something up that that the the funds

097could be used for in the future um um but I guess it's really question in a priority of what the best use of those funds are with respect with respect a timeline there's no timeline here so to speak no technically um but I don't think we're going to get any Clarity on you know I don't know how good of data that we can get from you know one other District that's running this kind of hybrid model um I don't know how how that would translate to us and I don't know how well we really be able to accurately predict what the financial cost of this would be until we actually run the program so question for me the traditional food service so option two as it stands today it still offers the free lunch for

098those who are vulnerable and and need that option option 2A still follows that same piece it's just the additional students that select that value meal and that's the additional expense so it's just those that up to that value me correct so I'll ask again if there's support for option two and it sounds like we were talking about uh going with that option or option 2 a excuse me through the end of November uh and then Administration woulding bring back details on what the spending looks like uh at the December board meeting that work okay all right so this will come back for Action uh under action items in a few moments thank you everyone all right so Administration will present on the district's efforts to meet the needs of students who must quarantine or isolate

099in accord with covid-19 guidance is by I ISB and DCd uh and superintendent our assistant superintendent ver9 is here thank you all right uh thank you for having us tonight um we're here to talk about supporting students who are quarantined or put in isolation uh I will say that uh I've actually had a personal experience with one of my children uh being put in quarantine uh it's news any parent is looking for right because it comes with it comes with consequences it comes with academic social consequences and sometimes we're even worried about the health consequences at the time and we're dealing with that all at once so what we want to do is talk about what we're doing to support them it's interesting the words quarantine and isolation immediately pop of putting somebody completely by

100yourself right putting them off on their own and what we're here to talk about is how we are planning to support them and make sure that they are not alone uh that they are supported academically and emotionally while on quarantine or isolation I'd uh like to start by making a few thank yous uh first uh special thank yous to Ally Megan and Jess uh for their willingness to be here tonight and present uh uh thanks to Ruth b Whitney wilda and Eric maros for their contributions to this presentation and uh since I have we P it um I would like to make a special thanks to our school nurses uh that has been an underappreciated role for a long time uh in the last year and a half they have been asked to do a

101number of changes figure out a number of confusing uh regulations and also be responsible for so much of the communication and helping parents figure out what is going on in so I think uh I know National School nurses month is until May I think they deserve a whole year um and lastly I'd like to thank uh the board of education for their support because most of the resources that we are using that we'll be discussing tonight or as a result of your approval to bring these resources about and um help our students uh so tonight we're we're going to cover how we are going to customize our support uh using uh the resources that you have provided to us uh we will call that team twist uh it as actually a Nifty acronym for quarantine

102isolated student support team um and how we are going to try to bring them back into school so that they're ready uh when their time and isolation is quarantined and done that they can that they can do the conversion but just realize too it doesn't end the day they walk into the door uh we know that there's still time uh where we can help them transition uh so as an outline for night for tonight we are going to talk uh I'm going to talk a little bit about uh what quarantine and isolation is and then we're going to talk more about the uh what our supports for them are actually going to look like all right so quarantine uh SP and I think this uh board member held made the point of an assumption that

103M are being made if if we work from a different place where masks are were not being worn it's a whole another set of rules especially around quarantining uh I will also emphasize that if there is full vaccination or a positive uh diagnosis of Co in the last 90 days quarantine does not apply so vaccinations help in this sense uh besides just with the U mitigating um of the contagiousness so uh I would say that quarantine involves close contact with a positive case using all of those criteria so there's a number of different thing that have to happen and not having uh U we need if we that's only if we don't have record of a vaccination as well so next slide for isolation isolation um is can be for two reasons first uh it

104could simply be for symptoms okay then we're looking to clear students so that they do not have to spend the entire 10 to 14 days or uh in this case 10 days in isolation it could be a positive PCR test could be a doctor's note of an alternative diagnosis I think it was brought up earlier that um uh a lot of allergies are are presenting as possible sneezing coughing that uh could be consistent with Co um and uh that the 10 days start with when did the symptoms start okay if it is a positive covid test that is also uh results in isolation uh it starts from the date that that zero day is the day of the positive uh test result I'm going to give you a few statistics before we move on to

105the next slide uh because I think this kind of sets up a lot of what we're doing and why through September 10th uh uh there were 197 students either quarantined or isolated in District 86 since the start of the school year of those 27% were paired within 24 hours we either got that negative test or we got the alternative diagnosis by day two 38% had by day three 48% almost half of those students that had uh been notified of quarantine or isolation were then cleared to return to school eventually 68% are cleared to return before that 10day that total 10day timeline I would just emphasize that if we do have a test to stay those numbers are going to improve marketly uh it's really going to help uh knock that down I do want to

106and part of the reason I bring up those statistics is that a lot of these students are getting clear very quickly and so it's it's important not to just overreact because a lot of these students are going to turn around and be back in the classrooms very quickly it's not that we're not going to respond immediately but there is a difference towards identifying those students that have are going to be out a significant number of days and are going to need more help versus those that are just going to be very short term uh I also want to emphasize one other point before I turn it over over to my team members is that we didn't come up with these supports out of nowhere we have experience with students who could not be in classroom

107for significant periods of time specifically our homebound support uh that we provide uh we know uh have a good idea have a lot of experience of how to help those students we then uh combine that with our experience with our Student Success Center and with our Excel program and then we're able combine all that experience into a lot of what you are going to hear tonight uh with that I'll turn it over to Megan and Ally hello everyone my name is Meg Parker and I have been English teacher for the district for this will be my 13th year here and I have a background in highered events as well before I've went into education um and I was an social emotional learning coach as well hi everyone I'm Ali fish I previously served as a

108social worker in the district for six years so I we just wanted to share first who is who are the people who are supporting the students when they've been notified of a quarantine or isolation so in each building for this school year um we have a quarantine support team we actually are have an more overarching role that is to help support students with anything that has to do with Co but one of the um parts of our job that you can imagine has taken a lot of um bandwidth and time and love honestly um is to support the kids who are out for quarantine and isolation and when they return so in each building we have one certified teacher so that's my role at hint sou and one social worker which is a clinical intervention

109and one pair professional and as Megan stated this is one sliver of our role and I know Jess will talk about that um however we did just want to emphasize that we really are trying to provide individual and we'll talk about this a little bit later too individual wrap around to support to those students really missing school for that are not cleared within that 48 hour mark and again we'll talk about timelines and why that's important and I think the data was really important for that but we're looking to um really support those students out for more than those first few days um recognizing that we've seen that they really benefit from support both while they're out and when they return good evening as Brad n said Jessica hert assistant principal curriculum and instruction at

110Hinsdale Central um kind of flip to things and so uh like Ellie said um these new positions were certainly conceived in a way in which we knew that we needed to support our students who were struggling based uh either academically or social emotionally because of the pandemic I wish that there was some type of like litness test in which we could you know ascertain if it was 100% pandemic related but we know that the pandemic has impacted students in a multitude of ways and it manifests itself in a variety of ways and so as we were um given this money because of the grants we spent the entire summer trying to figure out what those needs are we took data from our remote students we took a look at assessments we talked to Department chairs

111and teachers and families to try to figure out how we can best support students we honestly didn't know what the school year was going to look like when it came to quarantine isolation and so I just want to thank um Megan and Ally and their counterparts Whitney and Ruth because they've just kind of rolled with the punches um honestly it kind of just Gob smacked us those first two days of school and we were like okay let's revise so I can never think uh you it at all because it just there's not enough words um and so it's the students are definitely uh benefiting from their hard work and so the larger part of this program is really about those supports for our students um we have a um handful of students who were still

112engaging in Credit Recovery this summer some of those students weren't able to finish their credit recovery and they needed uh one-in-one support and so each building has created spaces in which we have those students as part of their schedule either they dropped a class or they're in instead of taking a study hall they're in this supported space so we can finish their credit recovery we also have our interventionists pulling um these students out for small groups so say they are struggling with social emotional uh issues or executive functioning and so really thinking about these uh interventions in short uh time periods so we can get their sea lights back right some students who had not struggled previously the pandemic really changed them and so we want to make sure that those students are we're building

113those skills for them to move forward um we've also been working with our core Department interventionists each department has a schedule in which those interventionists are pushing into that space or identifying those students um based on that uh data into those classes to help those students uh this year and then lastly this summer we started taking a look and Brad um spearheaded this uh with with this team of making uh individual contact with our students who were remote last year touching base with them U we held a you know back to school night so that way students could really acclimate themselves back into our space all right so let's go ahead and dig into the logistics so what happens the health office um calls a family and the student has to be quarantined or isolated

114So within two school days um of that notification this team sends a communication to those families and it introduces themselves and how they will be supported in that process we also provide an intake Google form and in that form it is meant for us to be able to to assess the needs of those students and then it also communicates that the classroom teacher is the primary point of contact for all classroom work we have asked our staff to have uh robust canvas pages so students who are at home uh would be able to access all of those materials from class and turns out it obviously doesn't just benefit quarantine isolated students it benefits all students uh which is a huge positive we also this team has created tip sheets for how to navigate the quarantine

115and then also a worklog to help students get organized and then we are calling home to check in with those families uh like Brad said we know that this can be scary right it is something that no one wants I say no one wants to miss school um but I I have t for 20 years but yeah no not no one no never wants to the school um but it is not a reason why students want to the school right and so if a student is not well enough to work so say that they are covid positive or their symptoms are so severe we will immediately reach out to those teachers um for modified work right because we know some students are um quarantined because they're a close contact they feel well enough to work

116they're ready to hit it um other students might be experiencing symptoms in which they need modified work to be able while their time out and so it's really about catering these supports to the individual students needs and that's what's really unique um there's two visuals on here there they're different iterations of an infographic that's sent home to families about navigating quarantine and it's big stuff like the all theal and also some great academic strategies um so families are getting this right off the bat and then we are working on this idea of that access where of on demand synchronous intervention in those Co core content areas in which we will have teachers available for students questions uh our staff is is zooming and calling home if students something comes up because again it's all about

117meeting the individual needs of those families um we have opportunity for um you know the worklog and then emailing teachers teachers have been so supportive they understand uh they're quick to get back and the step is really able to facilitate that communication between the student and the teacher because remember the teacher is the most important part in all this because they understand what the assignment was they understand where the students going um so it's really about fostering that communication between um the student and the teacher so we've been in the gauntlet and so I'm going to tell you how this has been going we watch the tracker and there's no way that I've been able to hypothesize who will be out two days and who won't I've been looking at all the factors and know

118I'm not a medical professional um but I do like statistics and we've not been able to find a trend the students I think that are going to be back the next day are not and then students who I think will be gone for a long time are back so we take that data we watch it carefully and then they get that first communication with us if we realize this child is not going to be back within two to two days we move into the next phase of the communication so we send a Midway check-in it's a about day five um but depending on where the weekends fall we want to make sure that the family and the student feel supported if they're coming back Monday we have come out Wednesday does that make sense so

119we're getting data on how they're doing have they been able to keep up with their work how are they feeling as a human socially and emotionally are they feeling good about coming back are there any specific classes that they feel like they need extra support on um have they even been feeling well enough to do the work things like that and then we take that data and we create personalized interventions for that student so sometimes it's a phone call home so we had one young man who um who was out for a while and they really thought he was going to clear and then they got a test and he tested positive late in the game so it looks like he's going to have been out for 3 weeks now this is a very rare

120case however we have very flexible individualized intervention PL set up to sort of of sway with what individual children meet some students are gone for 3 days and super overwhelmed when they return some students are gone for two weeks and think they're in good shape so we have to work as we know with executive functioning skills sometimes that self-awareness is not there right and we need to walk them through creating lists managing things prioritizing sometimes a call home is the most helpful piece of information because if we know that that child has really not been feeling well um and not really functioning at home we know we're going to have to do more wraparound support when they return so um just makeing sure I got all my points there we also have been watching the

121interface that gives us data on grades and we're watching those canvas courses and so if we need to be able to go into each student's canvas courses to see what things are there we can actually help them create list and prioritize and be ready to help on prioritize when they return um again every student circumstance is nuanced and our our systems that we're creating and making better every day are going to meet them where they are um Megan touched on a lot of this I just wanted to highlight um the ability for us to cater these supports uh based on that content area and the ability and access to teacher interventionists um so we are leveraging technology I know that um Zoom is not everybody every body's favor but this is a time in which

122we can use that Zoom uh for these students to access content interventionists and so sometimes it's really simple right um I was never the best math student and so I just maybe need like someone to be like no no no no remember you got to do it this way and it's just that little bit in which yeah it's quick that's a quick little help and that's something that we're able to do with this flexible model and like Megan said it's all about catering this to the needs of the student because not one of these cases is the same right like said the vast majority of these students are clearing with a negative PCR test and that looks very different than a student who is covid positive uh who needs to be out for 10 days

123and so it's really about that communication with that family communication with the student about what they need and then having our staff work with our teachers and interventionists to make sure that the students have access to that help while they're out um Ellie's going to talk a little bit about the plan for when the students come back okay so I feel like I'm preaching here a little bit but again every plan is individualized so I can't stress that enough um I think that's just the Unique Piece of this Intervention Program is we get to use student voice to drive what we're going to do in the building to help them and I think that that's the biggest piece we've seen here listed are a number of interventions that we can use upon a student returning

124so we have that supported intervention space we can do executive functioning work work I just worked with a student today in creating a makeup calendar that again is very similar to what we use for homeb and hospitalized students returning in the Student Success Center so we're we're not Reinventing the wheel we're using what we know has been successful for students in the past in student services um we are balancing their workload connecting with teachers using both push in and pull out interventionist support I can tell you there wasn't a period today where a student was not in our room supported that an intervention didn't pushing and help them so that is a core math science um English social studies teacher coming in to individually help these students and I think as a social worker in

125the building previous to this role what's really important is that we're utilizing Our Guest our gen ed student support teams with counselors Deans School psychologists to wrap around and all support that student so we recognize that this qu team is working with students that we may never have really met before and they've met with their guidance counselor maybe for 3 years and so we're looking to partner with them we know that when they come back to school they might first stop in to their guidance counselor that's who they know but we are really an extension and an addition to the general education support team and that's our goal is to partner together to provide these Individual Services to students uh so with that uh we'd open it up to questions so just a quick question

126about the quest team as a whole um I know you're focusing on supporting those kids who are out and when they come back in um have you or do you expect to be I know from last year the interventionists and a lot of those people along the way were pulled into the classrooms in order to provide supports in a specific classroom and so they weren't available in the traditional inventionist plan that they were designed to be doing do you consider will you be considered dedicated to this quisp support or will there be some pulling into other areas and multitasking on the way yeah we've actually changed it's a great question thank you for asking um we spent a lot of time this summer really uh reimagining what our core Department interventionists are doing so we

127actually um we met with all them before and after School the first or second week of school excuse me and so we have a um a regular schedule and so it's on 8 we intervals of rotating the different content interventionist two days a week down to the the supported space um and then those other and then two periods of that week they um are asked to push into classes and or pull small groups out of students that we're identifying using um data such as last year's grades math testing PSAT and then local assessment ments and then one day a week um they can either push in or they have the opportunity to sit in a space that all is identified by the department for those just in time supports like a students like me who

128probably just had a question about geometry and needed someone just to remind me uh how that proof Works um so it is definitely a blend and we're all doing the same thing across uh all the Departments and and both schools to make sure it's that balance between that intervention of going into that supportive space that we've been talking about today but then also pushing into classes and pulling students out um there's currently around 52 students that are isolated or quarantined according to the dashboard so I know that's not necessarily current as of today but as of Friday last week um are you able to manage that level is it how does that work with the Cadence how is you know with three people at each building well I I guess I think it yes currently

129absolutely and again every all 52 of those students require different needs so some of those students I actually just zoomed with a student yesterday who is entirely caught up but just recognizes she's going to need to use our space to make up assessments that cannot be done at home and so whereas we also have students who have been out who haven't been able to complete a single assignment out without support and again that's why we're tailoring that intervention so far we have been able to keep up with with that you know that list and again that's where those interventionists really come into play and assist us in helping the students that are also coming back each day right so being able to be flexible in what our intervention is so far yes and and one

130thing I would add and I know it was kind of mentioned in passing about the guest team uh the guest team is is a collaborative effort uh where we can also always try to pull more resour our es during these up and down times if there's anything that we've learned about Co is that it tends to come in and come and go in waves right we're going to have good times and bad times and so when when things are getting tight we're going to have to pull in the other guest team uh participants the the psychologists the counselors social workers whoever to do more in this area and then at other times hopefully we're I've seen predictions that we you know maybe coming down off of a wave and then the quest team you know

131has other responsibilities and they can kind of flow in those directions so we know we're going to have to EB and flow as as the needs uh arise and that's what and and that's why it's really important to hear about the collabor collaboration because that's going to allow us to get the resources to where they need uh when they're needed so I know we can't we're not going to talk about that ISB document but these these particular supports will stay regardless of what happens corre um the negotiations and then one thing that was mentioned um earlier on what is the trigger point for home Mountain tutoring I mean these students aren't out long enough to qualify for homebound correct homebound tutoring isn't uh there is it can be defined by 10 days or more although

132there are circumstances where it could be less um I think the important thing is is that we're working with the medical professionals um along with a guest team members to establish what is needed okay so you had mentioned that um who are out have you know they're going to be directed towards canvas um I feel like I know that there were other me programs that different teachers would use so students would be like okay I can go to Canabis but then this this teacher tells me I have to go to here is it all going to be Consolidated for the students on the one program yeah that's a that's a great question and so we um uh a committee we formed um in the spring to review and revise the faculty M and so we

133have changed the expectations that canvas is our um learning management system for District 86 and so that is so we literally I mean the staff's probably so irritated at me because I say it like every two days and I say the words a robust canvas present uh like a million times um to that exact point because it is it's you know anyone from related services or a parent it's hard right you're navigating you can't navigate all these different platforms and I think teachers are very well meaning and we're like gosh the if anything good came out of the pandemic it was that man having a consistent predictable place for students to find their work is essential for them to be able to navigate their classes and so every teacher that canvas is the place where

134they put their information from their classes they they have certain we're actually doing um an audit a peer audit where teachers are sitting down with a critical friend for them to make sure that their calendars are clear where their files are clear due dates are clear um because that is a new expectation for District uh Jessica quick question regarding the U input that you drove over the summer with respect to the students there's like 4,000 kids in the district um and obviously it's important to reach out social emotional learning is it's as important as all the other good works that are done in the district how exactly did you guys decide on who to reach out to obviously last year everybody was remoted a point so how did you pick who to reach out to

135to engage that those you know those thoughts sure so we at the end of first semester there was a districtwide survey that was completed that had parent feedback or at the end of last I'm sorry two the 2019 20 school year um and we gained information from that and then all the remote students were surveyed and then we had um so that was where the bulk of just thinking about okay students who were not on campus what were those needs because how do you simulate all right the majority of people are on campus these students weren't what were what were some of their areas so that's certainly where we derived um the bulk of our um student data in and that led us to the standardization right of canvas um so those little nuggets that

136c certain students said really helped inform the way we were conceptualizing what the support plan would be and like Brad said building on what we already had that we know work for students who were out for an extended period of time um because we just haven't had this number of students that were out and we knew that last year the data it was just different because some students chose to stay home right some students had to stay home because of medical reasons and so how do we make sure that we're creating a system and for us that was all about the personalization um because not a single two of these cases are the same thank you I can just to add one thing um today I said it's working like the interventions were talking and

137it was there was a Synergy in the air and yes it's a lot to coordinate I'm using a lot of those event planning skills from my early career in this job right now and you could see the mtss Nets the multi-tiered systems of support like almost in The Ether catching kids we wouldn't have caught the child that I helped today without the systems that we had set up and it was really cool to see how it was a student we had we had surveyed that was remote all year and he was quarantined with covid considerations and that's a double whammy right we caught him once then we caught him twice he was in with the clinical interventionist today and with me scaling and back in and this is going to happen multiple times and those

138Nets are going to catch our kids and that's what we want we want to have that sort of intuitive intervention systems that talk to one another so that students that even before Co we wouldn't have caught we catching right now so it felt good um it was it was a win when we felt like that today so on the the back end of when a student comes back returns to school when how does that continue how do you kind of make sure that the St is and what is that trigger point is it just that a student is performing well in their classes is there there's lots of yeah it's sort of tricky tricky um but that's why it's nice to have a classroom teacher in the mix in both buildings because we speak teacher

139and so like it's weird it's it's like knowing what it's going to be like for that student to come back we've had students coming back for exended absences and short absences long ABS over our careers and so myself and Miss W like we're able to understand what a child might need and so what we're doing is we're doing touch bases and I know the buildings are doing it in different ways but um they're this the same process but we are touching base with students when they return based on the data from that second check-in does that make sense and so we're saying pulling them out into the hallway for a few minutes and saying how's it going and day one they think they're doing great so we've been waiting till day two um because that's

140when they're feeling that like I could use some help and so some students have been opting in to coming in during study hall or PE if they don't have connections with other intervention systems and for a short period of time to specifically get executive functioning support to understand what they need to get done we are then helping them either self- Advocate and email their teachers for what they need going through candas with them making a plan connecting them with those interventionists having the interventionists that are pushing help them ideally down the road the zooming core Area Teachers will have given a lot of support while the students are out for those extended absences now that we have that roll in as well so it won't be as overwhelming to the money return but the the

141kids are having kind of a deep breath they're sitting and making a plan knowing how to prioritize it that that prioritization executive functioning skills really important for them to understand what should I do first and what deserves my most of my time I'm helping them figure them that out sometimes it's for a couple days maybe five 10 five Max and then they're back on their way and they know they know us personally and they know how to reach back out if they need more time in the space to get caught up and then there's a lot of collaboration with their teachers and I and I think I just add on top of that that you know we certainly are looking for the social emotional impact as well uh we know especially in the cases of

142positive uh that itself have can have uh the the the disease seems to have a mental health impact not just the isolation the time away and I would also say that uh sometimes it's the social things what did you miss while you were gone did you miss that that sporting event are you grieving because you missed your your homecoming something along those lines and you know we have social workers as part of the qu team but sometimes it's having knowing that they were already getting Social Work support and knowing that we can connect them back to the counselor or to the social worker that they're comfortable with to make sure that that's ongoing after they return so yes we certainly have this academic side of ongoing support but there also can be that social emotional

143support uh that's ongoing after their return we're also using that guest team agenda that happens every week so guest right is are those problem solving genda team that happen every week with the psych counsel social worker I'm just checking those agendas to make sure if our I can see the list of students on that you know that end up on that agenda for a variety of reasons it could be attendance it could be social emotional it could be academic so it's a nice checking connect between the students we know who have been remote and the list that we have and then making sure that we're collaborating if that student kind of like you were saying a catch all almost a few weeks later because we're doing all that intervention right at the beginning but we

144know that things can pop up later down the road as assessments recognize that that can be the case so that's another checking connect that we're doing to ensure that we really are wrapping around I have a question this might be for Brad um I know last year you said you uh surveyed a lot of those remote students uh and were really working through what they may have needed socially and promotionally and some intervention going forward what about those students that were in person was there any surveying along those lines and are there any of those students who may need some additional supports and would qualify for this but we afraid to speak up or just didn't or that wasn't their natural way of uh we did the short answer is we did not it was

145a decision of how much time we had with students we had you know limited time and we're trying to fit a lot in uh the other side of that is is that you know that on you know we are going to be doing the SL survey uh particularly for uh the Freshman uh coming up we are working on uh finding time for upper classmen um as much I'm a psychologist I if it was up to me we'd survey everybody every week um the rest of the world cringes as I say that um however um we are looking at time to how do we keep track of that in the meantime it's not that we're not using data um on a guest team there are not there often clear indicators that somebody is in emotional distress

146and doesn't always show up in grades uh sometimes uh you know uh absences uh can be indicators uh even those that are uh often you'll see that indicator of migraines now migraines can certainly be a biological thing but if you're having frequent headaches that can also be a sign of stress and so we have a long history of trying to pick out I you know if the board wants to go in another Direction and and you know please the in psychologist of me know you know we'll find all those uh in the meantime we want to balance that by a not burning anybody out on on surveys and and B um you know finding a time that that worked with our academic uh Focus as well uh but I certainly appreciate the sentiment and I

147just would like to reiterate that our core interventionist that we've had four years so we again retooling that and drilling down to our student academic data is essential to what you what your question was right so we are looking for um we're looking at the you know map results we're looking at PSAT we're looking at local assessments so of all of a sudden we are seeing students who traditionally had performed well and they're tanking in their their first unit assessments and their quizzes that is what the the purpose of those core intervention is they are taking that data with her with Kurt Von has been just a delight to be able to work with to capture that data um so there's nobody likeis it's all about the Nets right being able to catch those students

148so even if you were a student that was in person all last year and you just it came out and like you said it manifested a little bit different way and we're able to capture that with our current supports that we have I have one last question and families can reach out to their counselor or to their building principal or to a student services provider to refer their own child you know to potentially be put on the radar of the sure and that that is a wonderful point and that's how often starts and you know we're always going to compare that to the other data that we have on hand but you know that's really sing information we're with the students for you know 7 hours uh without you know 14 to 18 years of

149History uh so bringing in that referral and and I really de I appreciate the fact that start with the counselor start with the person that you have the relationship that has that history behind it and then they can funnel it over to the guest team that's going to be a you know the best First Step uh for getting support for students thank you very [Applause] much so we're going to um turn our attention to agenda item 6.1 which is audience communication and before we start audience communication I want to just bring one item to your attention in agenda item 12.2 we will be voting to terminate an agreement with the consulting firm and while the district is ending our relationship with these firms I do want to mention that the equity work in District 86

151equally the board will now hear comments for a total of 30 minutes each speaker will have three minutes to speak and our first speaker is Iran mayor good evening I have the proud parent of four h Central graduates as you can see I am not white over my lifetime I have been mistaken as Middle Eastern American Indian or Asian Indian but in fact I am Mexican when my high achieving children were students one of them was also mistaken to be of a different background my child was greeted with dismay by fellow student who asked for tutoring help and was shocked to learn that my child was not of a different cultural background but was Mexican this encounter made me realize that even in our d86 community it is necessary for students to engage in courageous

152conversations and learn about other students cultures so that ignorant blanket assumptions do not continue to be perpetuated by even one student in the district for this reason I support culturally responsive discussions in some form during our students four years in the district feelings matter and cultural discussions are similar to cus social emotional learning for academic success lessons that take place in our feeder districts having said that such discussions cannot be led by adults who through their own written words or those they repeat that were authored by others reflected disdain and intolerance for entire groups of people tonight I am glad to see you will be terminating the contract with the CRT consult that superintendent Apprentice insisted you approve on August 12th over the objections of some of you who first wanted the consultant to give

153a presentation to the board on the work she would be doing your superintendent insisted that you approve the contract without before presentation a contract that we now know had no termination clause and had no protections for the district we also know that after you approved it one of the Consultants went on social media and made an offensive rwe about police and then after apparently learning about our community members concerns deleted it made a new treat that was worse than the first one she stated the police Retreat have been misrepresented by anti-racial Equity communities let her words sink in she made a blanket statement about individuals who took issue with her retreating an anti- police twet and claimed we are all anti-racial Equity as a minority I do not appreciate being labeled let alone by someone

154who doesn't know me or the residents in the community she works with and who herself retweeted a celebratory post about two ways to get rid of police officers it's a good thing that you are ending this relationship however in my opinion this is not the end of the matter as our elected officials you need to also address the actions of the superintendent and determine if her poor judgment leadership and lack of proper oversight on contracts she brings to you should be allowed to continue it time to do a national search for a new superintend thank [Applause] you our next speaker is Linda bur hi um lindenberg coming at this from a proud social justice perspective and I would like to thank say a big thank you to all of our leadership for upholding the public

155health measures that we know are saving lives and preventing serious long-term illness and this this includes masking and um offering opportunities to be vaccinated and other policies we've learned about this evening please don't get Disturbed You Are Not Alone next have a bunch of topics we do have an ongoing curricular emergency in District 86 and this is the willful degradation of our science curriculum with rless unpiloted courses these courses are damaging to all students but especially the students who aspired of been first in their families to go to college and depend on their public school system one for honest guidance on what college stem programs require and two to offer the courses they need um um so last year hundreds of central students were were persuaded under false pretenses to take piu and now they

156have missed a year of high school science instruction those who wish to leave the door open to um a serious College stem program or stem career have a crisis situation here and they need we need an emergency board meeting on how we remediate these students we also need to reverse pitu no one has been able to produce a mandate from anywhere the actual text of the Mandate for hybrid courses with Earth Science um or whether this we don't know if this mandate is binding we don't know how comparable high schools interpret this mandate pit must be immediately descended we need to figure out how to remediate students who lost a year of science doesn't matter wouldn't it matter to me I knew nth grade that I wasn't cem material but it matters to every student

157who wants to leave the door open to stem the path I know best is Premed in Pre Health Professions to lose a year of high school science is disastrous from that Viewpoint the offering should probably be free biology and summer school which is needed even in Elite physics first programs that are successful they have to figure out some way to get that preap bio science course taken um next we should have a strong remote option we're learning about it but also um we know that this remote option could equalize all curricular offerings of both high schools the time for this was a long time ago we could we can do this there would also be one District courses that would Bond Central thank you our next speaker is Brett conl Hello thank you I'm not

158here to convince anyone that concerns about Equity statements aren't valid to you personally however I am here to ask that everyone take advantage of Outreach opportunities to talk with students teachers and d86 leaders should you have any additional inquiries I've done exactly that and it's been a simply effective approach in getting the information I needed d86 is director of instructional instructional Equity Dr Patrice Payne has been nothing short of professional and responsive in her communication and now that we've completed the 14th day of the school year my high school senior has probably been the most instrumental in providing me her insight into this key issue to date her daily assurances have informed me that she is has not been indoctrinated by a teacher's Marxist ideology she has not been made to feel guilty or felt

159like an oppressor because of her skin color and she hasn't been influenced to believe that our country is inherently evil quite the contrary educational Equity initiatives have been beneficial to her when discussing and learning about racism and the painful moments in our history it's allowed her to think critically about difficult issues and quite simply that's a good thing not a bad thing someday she does um inform me that a teacher convinced her that she's an inherently racist oppressor you'll be their first to hear from me but don't hold your breath I don't believe that day is coming thank [Applause] you our next speaker is Laura Nelson hello um I am n I'm n of pale Central I graduated in 2014 um after graduating from Central I also served as a speech coach on the forensic

160team at Central um I'm here also in support of continuing Equity initiatives at the schools um and I'm excited about a a swift search for uh new Consultants I think this work is incredibly important um I think that in addition to alumni being excited about it and community members um there are teachers that are eager to do this work and I also heard about on the freshman orientation day itself sou that after they showed the equity statement video the students erupted into appla um so I think the students are hungry for this education they're hungry for Equity initiatives um I think that a focus on Equity initiatives and applying that to our education is not something that I had when I was at Central um and I wish that I did thank you our next

161speaker is n Manley uh good evening um good evening my name is m Manley and I'm a resident of Daran Illinois in District 86 before I begin my remarks I'd like to state that the United States is not a racist country and District 86 is not a racist Community however you could not tell this from the information disseminated by consultant Saxman Consulting and a new consulant I'm happy to see that this board is terminating their contract my hope is is that this will be a unanimous decision that being said I'd like to know whose idea was to hire This Racist firm it will allow them to present disseminate racist information the district on January 4th and 5th of this year s put on a seminar for faculty and staff entitled introduction to race for introduction

162to race train the seminar came right out of the Neo Marxist critical race Theory handbook instead of teaching tolerance and respect these organizations presented divisiveness and racial invective for example on page 61 of s seminar materials there is a section entitled some aspects and assp iions of white culture in the United States not American white this session presented an exhaustive list of what is supposed to be white culture among the items listed included decision making aspect of white culture respect for authority aspect of white culture punctuality an aspect of white culture the nuclear family an aspect of white culture I wonder how many africanamerican Hispanic American and Asian-American families in the district realize that their family structure is an Africa white culture and then finally the scientific method is a method of white is an

167changes that we've been implementing are likely to cause some controversy but I believe that it is because of misperceptions about what the work is why it's needed and what the district can do moving forward in 2019 the Harvard Business Review published a study about divers University Equity inclusion training they found that when these training programs are adapted specifically to a certain District they can be proven to have immense success not just in creating proactivity from either students or employees encouraging them to speak up but also encouraging those in positions of power in history to support and Mentor those who are maybe coming in as new I would strongly suggest that if these contracts are to be terminated they are terminated because the you as the board believe that these companies specifically do not serve the

168district's needs for Equity training the district does need Equity training and maybe it is true that you find these Consultants to not match the district but if that were to be the case then I believe that a rigorous search needs to be done preferably within the year to find a consultancy program that does because if these Consultants are fire and a robust effort is not made to locate a new consultancy group it's not going to help the students the teachers the parents and the citizens of our district thank [Applause] you our next speaker is Erica um our next speaker is Shon razza sorry good evening members of the board my name is Zan R and I'm a senior here at hinel South I recently signed up for early bird under the assumption that I would

169continue to be able to attend weekly student pel meetings student council meetings prior to first period in the school day after I had discovered that many of my friends were able to attend those these meetings in years prior including the last year I thought it wouldn't be difficult to balance both activities that is until I more recently found out of a school policy which stated that students could only miss ear bir twice a month after reading about this in the syllabus I still had questions but my teacher didn't have the answers so tonight I'm asking for more clarification on how this policy works and when this policy was created I'm also expressing my concerns on the test makeup Center's Limited hours right now it is not open after school for students that are taking early

170bird and do not have a study hall after missing school l Friday my teachers had to make additional Arrangements in order for me to be able to take my Miss tests rather than in years prior finally I wanted to bring up a point that I have previously talked about and that is the board's recent reversal of virtual audience Communications just as we started to see a spike in the number of Co cases fueled by the Delta variant virtual audience Communications had gone away and in the time since the boards vote on this matter we have seen greater Co mitigations for instance the mandatory mask while inside the building rule took place in early August shortly after CDC guidance on moderate Co Community transmission last year students parents and community members were able to have their

171voices heard even though they weren't physically at board meetings the system worked for the bo board before why do we eliminate these opportunities now I strongly urge the board to bring back virtual audience communication thank you our next speaker is Lori Bur thank you for the opportunity to speak here um um so I attend other meetings and I listen to individuals speak and your speakers here are very passionate about what's going on and they are truly trying to figure out critical race Theory um I have been writing for a while and I determined that only through the process of uh elimination is that Supremacy is not determined by the person uh the color of skin one's Faith or ethnicity is determined by who was in control in the moment um when I listened to Brad

172and his team I thought what a blessing that this district has it's Remar I we've all lived through stuff but if I had access to this team for example my kids and I at certain times in our lives it might have changed our his history and I would venture to say that that team is may just be saving lives and we don't know when that moment actually hits we only know that some the young person walks into the school the next day um I just I think you have a phenomenal organization and nothing's perfect but what I'm seeing right here is you're really trying to work together and that's that's the start of something great so I want to say thank you for the opportunity and I wish you all the best now me I'm

173faithful so blessings God [Applause] bless our next speaker is Lisa pomoy good evening on September 9th my freshman at Central came home and told me students were advised that they no longer had to stand the of aliance 2 days before 9911 and he's told me that this is still the case I'm not sure who instituted this new policy but it is a slap in the face of veterans First Responders and those who have made the ultimate sacrifice for this nation is this part of the equity Mission it needs to stop I mean thankfully he told me most of the students do the right thing and stand I mean unless you're physically able to stand I'm glad to see that you're voting today to terminate the contract of Saxman Consulting and I hope that all members

174vote to end this contract the anti- police ideology has no place in District 86 I also urge the board to fire your Law Firm Hodes and Loy after learning of the open meetings violation and huge legal fees payout a complete waste of taxpayer money there must be accountability I second what Avon mayor said earlier that you need to start a nationwide search for a new candidate for superintendent as this Apprentice has shown she is not the right person for this District I'm encouraged by litigation around the state finding that quarantine is legally an instrument that can only be instituted by the health department and that masks our quarantine device so I encourage the board to revisit the district's quarantine policy which discriminates against nonvaccinated students as covid positivity rate and metrics are on the decline

175in Dage County I also ask the board you know to really consider the science kids are not dying of Co so please do the right thing unmask our kids that concludes our audience communication portion um we're going to move to agenda item 7.1 the a committee report chair [Music] hon um so a committee met on September 7 I think it was Tuesday and we discussed the staff vaccination rate and the testing plans some that we um that we Revisited here at as the date as of the day of that meeting that 93% of regular staff had provided proof of vaccination um 42 staff members who have not provided proof were stated they are not vaccinated um have been informed of the weekly testing requirements and then um we also discussed uh plans to manage staff

176compliance with that mandate we reviewed staff work plans for any future school or building closures be we or other emergencies um or in the cas that need to be shut down by the health department and then we also um took we talking about the handb thank you very much we'll move on now to agenda item eight and as part of the finance committee's discussion of Contracting with power ad to manage ad space for the district's digital scoreboard they requested that policy committee review policy 825 for advertising um chair Hansen would you please revie the changman I'm sorry uh we already have in place uh board policy 8 colum 25 which deals with advertising and distributing materials in schools provided by non-school related entities and uh we have um examined changes to the policy U that

177um are before the board for first gred at at this meeting uh the policy uh with the proposed changes um put these types of limitations on material or literature that can be postered distributed and uh it it limits material that would substantially disrupt the educational process or School sponsored activities and that is a a general principle of limitations on expression in a in a um limited public forum such as a school and advertising so there's nothing new or earthshaking about that that's essentially just including in the policy uh well accepted limitations on expression within the school within the school um program so that's uh that is a a modification to the current policy uh there are other Provisions that uh are not new that were part of the policy before and those are also um

178well established principles regarding um protecting the rights of privacy of others and uh allowing on trademark of copyright or material that would be defamatory of seen longer indecent and um some there are also some more procedural requirements in the policy uh that um that would require approval of these materials prior to their um PRI to their display so um it's there are not significant changes to the current policy but uh what what I draw to the attention of uh the board in looking at the proposed changes is uh the fact that what has been emphasized here is essentially what the law provides with regard to limitations on that is not generated by students or gener generated by um School uh School individuals so uh that's uh that's regarding content um there's also it's within the

179policy it's clarified that um speech that is of commercial nature in other words advertising uh that is um the sole purpose of us accepting that is to raise District Revenue so that we can operate the programs that we operate for our students and uh there's also uh additional Provisions in here regarding advertising materials which I'm sorry let me before I mention that uh material from candidates public office uh will not be accepted for posting or distribution and can only be used as part of the curriculum for example in a course that's talking about campaigns and the like but not something that would be posted outside of actual curriculum content in of course and um and a reiteration that uh advertising that contain controversial content that the superintendent or board anticipate will cause substantial disruption of

180the educational process or School sponsored activities will not be accepted which is essentially a reiteration of what the prepatory language of the policy so there's nothing in here that is a sign a significant change it's really more of a clarification within the policy of generally accepted principles regarding speech uh speech of outside folks not what what is uh either part of student speech within the school system or part of the curriculum but this is the outside speech which is in this instance advertising and um Distributing materials provided by non School related entities so that's it that's kind of a longer explanation than if you just read the the revisions but I I think it it helps provide some clarification as to those changes were added to the policy so that'll come before the board at

186the right Services uh usually we're successful we're not always successful uh other local districts have used this product to quickly connect families to providers who meet their needs and can take in things like their insurance and uh individual needs so this is a great opportunity for our community and by the way it is going to be funded through the Ida Grant is there a motion to approve the service agreement with Riley LLC referral GPS as presented second motion hman second Le any discussion so is it an infate search engine uh and actually if you were topress me on it it's that it can be more uh they actually have a uh research team uh that if you had a very very specific need um I don't know I'd crater Willie syndrome uh they will actually

190was really gracious and just watching um the pool the old pool you know potentially being deconstructed and it was a very interesting walk through enjoyable so thank you to the people that walked me through and it was great a brief comment that will actually piggyback on that because this page guy was able to go through and do the walk through as well um mostly at South I actually wasn't able to make all the central one and the work that's being done uh it's a phenomenal trans transformation I can't wait um remember 11 all for you to see the new cafeteria here because you know the you know the going going through it seeing everything hearing about it at over the last several years seeing some of this in action as we've seen with the pool

191um you know I you know hats off to Pepper and archan and cotter for the work that they've done you know for the administration and in helping to guide this through um on time on budget under budget in a couple cases but uh it's it's great to see you know in action here also at South the the Fine Arts Edition um it was very interesting to get such a detailed explanation and that's one thing that really impressed me so I've only was able to do the walkth through one another time this was a year ago when they were first basically putting in the pilings and and everything for the for the pool at Central so a merman and I were there together and uh um very different but one thing that's impressed me both times

192and especially this this last time was the not just the depth of knowledge of course that folks have but entertaining questions and communication and just you know being very attentive to all the detail uh it's it's so apparent that we have a great team on the ground here that's working with us and that's really thinking through you know all of the you know the potentials the potential Downstream issues that we might have especially going in you know to to winter here for South and how they're trying to um you know position the timeline there to you know for the for the construction pool um again this is second nature for the these folks right this is what they do but it's it's always great you know to to again experience this um you know in

193in this particular setting so it was great to do that um I also was able to attend um a Hinsdale Central PTO meeting um which as we know I don't have any kids at centrally yet it'll be a few years before anyone's High School age and um this is kind of part of the early early stages for what some of this community engagement is going to be about I was um I was invited by um a member of our community Lori Thompson it was it was great that you know she she reached out to me uh to just to say this is what we have and this is you know the work that you're looking to do and you know please come here and hear what we have to say and it was it was

196for all our employees a little over 50% of our employees take advantage of getting their flu shots so once again thank you to um Asuka they've been a great partner with us um and as you many of you know um probably one of my favorite days of the week are Wednesdays and so we got back into business doing our Wednesday walkthroughs Period 2 and n and I rotate between each campus this week was a flex day um so the students had a half day in the afternoon as our learning leadership teams and so this week my afternoon was with principal Corney and uh we were able to um hinel South was hosting all the stem of teacher programs as they were working through their uh grading and Equity practices and so it was really nice

197to go into each one of those learning spaces and to listen and participate as they were going through their afternoon and so we were in with the science teacher from both um campuses math CTE um science CT we not get to special we got cut off down in Math teachers this they were're reading some um um interesting article on grading practices so once again I really appreciate my wedes walkthroughs on the previous week um principal wal princip 2329 we got all sorts of classrooms we are trying to also then um share those in spaces where we've been at then as part of the weekly update you may have seen this past Monday and that's part of communication plan as we try to take an appropriate photo and share all the wonderful spaces so it's always

198nice to see full classrooms student in the classrooms and having school so it's great to be back on the thatw te so thank you um agenda item assistant superintendent Moore is going to give us a review of the atsb and imrf reports yes thank you these are routine reports that are required simply to be presented uh to the board there's no action taken uh the atsb stands for administrator teacher salary benefits report and uh it is a retro active report so this is last year's data and then the imrf report is uh total a over $75,000 um and that is a needs to be presented 6 days after a budget is approved and so uh this district has done both of those at the same time and that is what is presented thank you agenda

199item 19.1 is future agenda items um the future agenda items log has been linked in the agenda and board do with any member of the board i' like to propose a new agenda item for a future meeting so one thing um that's come up in the last few weeks since school started kind of a buzzing the community as the new greeing policy and I'm wondering if that is already on an agenda for October to give the board an overview or if that's something um we ech board member Le's sentiment I've heard quite a bit of questioning with respect to timing and duration of that policy some residents are under the impression it was a CO measure that may be temporary um so I think perhaps some discussion on it a future agenda item would be

200appropriate Dr cabino were you going to make a comment I was I was just wondering if the board wanted us to repeat the presentation we made to the board um um before we initiated the policy it was a extensive presentation made by the team I think that may be where the the confusion lies because I don't know that the board members believe the policy was being implemented we thought it was just a presentation about this is an idea of what the direction we want to go at least that was my impression I shouldn't speak for others but I didn't recogn I didn't realize when that was being presented that this was being adopted I would agree and having um attended either in person or virtually the presentation prior um when it was presented to the

201former board and there were questions I think I was under the impression that it was coming to the board um for a final you know approval and so I think there's confusion in the community I did watch um the you know 8 minute video that came through with curriculum night as a district parent which gives some explanation but again that's not available to the broader Community um necessarily and for few links on the website but I think a presentation would be helpful with some explanations we can certainly provide a presentation we have a relatively packed October and into November already with presentation from the curricular side I uh I don't know what level of urgency you'd like to um to associate with this presentation but we could certainly um bring back the presentation that we

202gave to the the previous Bo you just referenced uh with any additional um uh feedback that we received today um if you could just remind me when give me kind of the timelines of when those presentations were because heing just to be honest I don't remember the exact date the first presentation but it was to um the the last board I can look it up it may take a minute a minute I could excuse myself to the restroom thank you so Dr cavino um I do recall a a pretty extensive presentation that you had given I'm not so sure that we need a a repeat of that presentation but perhaps for the benefit of the new board members we could have something that is much you know the executive summary so to speak of of

203of what's in place that that might be helpful now in terms of where to fit it in on the agenda I'll leave that to you and the superintendent and and the president to determine but I think that might be helpful just uh I do recall the presentation you gave us and I do recall highlighting the challenges of coming up with this grading policy and then we were talking about a whole bunch of different there's a lot that we a lot that we covered and discussed and so uh it might be helpful just to have something that's a much shorter summary of where we landed because I remember the complexity of the issues that we were dealing with and there were so many different pieces to it and a lot of it was focused around Co

204and now that the dust settles a little bit and we have students back in school and uh I think it would be helpful just something that is much shorter and now that's been in place so um I just I think that would be helpful too but it doesn't have to be that same extent that you provided to us because that was really like we're in the middle of things when that was presented to us and we were working through it and there was a lot of discussion about the different components I just think it's going to have a different feel now that it's been in place and it might be easier to present to present in a shorter fashion sure absolutely um be happy to put that together or put together a version of that

205um the board ofed presentation was on March 11th of 20 this year right and then there was um it was touched on I believe when you did a big update on June 23rd correct in in the in the Strategic plan goal One update section that is correct so are there any other requests for future agenda items I would like to ask for um as mentioned in one of the earlier comments by our audience the ability to have the policy added the policy for um electronic submission of comments by the audience during this time it I don't know if that needs to be a policy discussion or if we need to have that discussion at the board table at a pre I think that that's actually a board protocol and so that would be something that

209motion to approve the a motion Management Consultant agreement so move second motion personman second held uh is there any discussion yeah um I have a few questions that I had posed regarding this uh contract and I just wanted to take a look at those and and discuss those in the open meeting um first question is was this contract approved and reviewed by the board attorney this particular agreement was not it was based on an early agreement um that I couldn't comment on whether that was reviewed by Attorneys at the time so it's a renewal agreement that is correct and I'm assuming this is material the same as the prior agreement uh largely basically uh the things that had changed is uh we were uh fading uh some of the involvement um so we're redefining and

210reimi the involvement in particular uh they were moving away from uh providing parent education rights uh towards just Consulting with social workers um we're also trying to Define uh particularly what the you know how how that affected the hours and how that affected the overall compensation and that was somewhat my next question I know that it's a an hourly rate associated with this is there a anticipated number of hours or a total do amount that's anticipated with this I believe the uh exhibit a at the end uh we have an S total projected total cost Academic Year of 20212 of $1,550 and these these Consultants have been in the district for a while approximately I started uh I can start I can finish but we started working with him when we opened up the Haven

211program it's Dr Holmes he is at the University of Chicago and he does provides a certified training for dialectical behavior therapy which is the primary note of the framework of that program so he's providing ongoing clinical support for social workers who he has trained in that technique and I would just add to that that one of the reasons uh pet we retain him is because he's one of those one of those blessings of being in in a metropolitan area like Chicago having research universities like the University of Chicago it's you know you have access to somebody special in a Dr holes and by the way and I you said these Consultants yes I know emotion management has many consultants we only work with Dr thank you those were my only questions sure thank you are

214weren't aware of the termination what I what I was speaking with the teachers about was their experiences with a consulting firm and uh specifically if they had ever um if they were aware if they followed Christine Saxman on social media which most of them said no uh if they were aware of her ever making any disparaging comments about anyone including the police and they all said no um they shared their feedback about her facilitation of the meetings that they had participated in they were not pleased with um what they saw but felt like it was perhaps misinterpreted and um you know frankly that that maybe there was a um uh just a a that perhaps a mismatch as far as um um not I'm not coming up with the right words the bottom line is

215they they were happy with the work that they saw from her they were disappointed in what they saw in the Tweet um and you know that's what I'll say so with respect to the meetings with the T just the one meeting with the teachers last week yes okay so with respect to that one meeting that was had last week the only one would you say the perception when they find out that this agreement's been severed would find them contented or discontented I I don't really understand the question I asked them if I'm I'm just trying to understand to what extent and how they felt because I think it's quite evident what they said to me was they want to see the work continue so if she goes away or if these firms go away they

216wanted to and they were very clear about this they wanted to make sure that it did not mean that the work would stop yeah the the work is without a doubt crucial propriate and important I think that was evidenced tonight by so much participation from the community however clearly Saxman is inappropriate I'm just trying to gauge the conversations that occur with the teachers because these are the consultants in the future that we locate that bring me back to my original question is how exactly did we get here with respect to out you know locating this particular consultant and then once we got here to the point of tonight we didn't seemingly sever the agreement sounds to be like it was a mutually agreed upon decision and my question is had it not been mutually decided

217upon where would that leave us I I'm going to ask what's the purpose of this discussion as you just acknowledge the agreement hold on hold on as you've acknowledge the agreement's been terminated I'm not sure where you're going with this if you're talking about what we're going to do in the future regarding agreements that has nothing to do with the uh agreement to mutually terminate this contract I think it has everything to do with the future so I would have to respectivly disagree Sor has to do ex what has to I will explain you choose not interrup and by that I mean if it was mutually agreed upon my concern is to the extent they didn't agree with this Administration SL board be terminated but that's not the fact before us Mr Waters that's not

226lot to be encouraged about a couple of points that I know I keep repeating myself on but um and don't s any rumors that I don't know I'm repeating myself I do I'm just trying it's for emphasis it really is okay one we have the technology and we know how to equalize all course offerings at both high schools the courses concerned are languages and smaller enrollment electives because core courses um don't have insufficient enrollment these courses are taken by students voluntarily there would not be discipline problems it would not cost more money because the student the students who are learning remotely that week could be supervised by a pair of Pro in most cases the teacher would alternate we know how to do this there doesn't need to be any curricular neate and all the

227reasons to defend it are stupid one that people knew they were getting inequity when they moved to Hinsdale South attendance area well that's a horrible reason on the face of it but also it's not true because no one expected those to lose those foreign languages when they moved into a house in District 86 so no they did not expect it it is not fair in that respect um also it hurts kids at Central so that makes it okay Injustice anywhere is um Injustice everywhere we now have fix it and and we would also have um merged classes one District classes as we've always had in summer school and that would be a great bonding experience for the kids and then science curriculum you guys this is so so so serious it is an existential threat

228to d86 as the wonderful entity that we know if families can no longer rely on d86 to prepare to prepare kids who wish to keep the door open to a serious College stem program or a stem career losing a year of high school science instruction it's already happened to kids who took pitu um is a very grave threat to a students College preparation and it needs to be addressed we need an emergency meeting how do we remediate the kids well I love the idea of summer school food because we're going to need a lot of summer school and um there should be free transportation and there should be free meals because it's also a great way of helping late lurs to rise thank you there any other [Music] comments I know there was a a
