002happy to be here tonight we um at Hinsdale South we will be introducing um our new board liaison and having the last report from our current liaison um but before that we have three different groups of students so you may know we have um kind of set criteria um for groups and activities and Athletics um to meet at the state level in order to have board recognition and we have had our fair share at Hinsdale South this spring which is you know it makes makes everyone happy um so I do have three groups that we're going to recognize tonight we're going to start with Science Olympiad um who are state champions at the state love state champions obviously at the state level um I'm going to call Coach Rob golin to come up and he's
003going to share with us some of the successes the team [Applause] had all right so uh good evening everybody I'm Rob gotland I'm the inale South Science Olympiad head coach um this our Science Olympiad if you're not familiar it's our school science competition team um it consists of 23 different events 23 different events that cover a broad spectrum of Science and Engineering disciplines um this year after a great performance at regionals uh the hinel South Science Olympia team qualified to compete in the state meet um competing against Illinois's top 50 teams down or at state we um we had some fantastic results and here I want to celebrate just a few of them so first the team of Luke Sadowski and Eliza John took fifth place in the state in the event called it's about
004time and it's about time they had to answer questions about the physics at time and timekeeping and then they also had to create a timekeeping device and measure time really precisely and they did so unfortunately Elijah is participating with the choir he has a recital right now and Luke is at the track conference meet so otherwise they would be they would be here um also we have uh Nick gianopoulos um took first place in state in the trajectory event so in his event he had to create a catapult he had to create and calibrate a catapult that would would be able to very precisely launch a projectile a tennis ball at Targets between 6 and 25 ft and he ended up yeah taking first in the entire state so we're incredbly congratulations and thank you
005um next for the um second time this year I get to introduce Danny yusa um tonight I'm introducing him as the drama coach and not the speech coach although it is one and the same um so I'm gonna let Danny and our drama team come celebrate the9 there you go okay you're good awesome hi everyone sorry I'm a little sweaty we just got out of a rehearsal today for the variety show come to it it's tomorrow at 7: in the auditorium U thank you Arwin for your awesome support always we're going to miss that from you um thank you to nck Shar our activities director for the opportunity to celebrate again with you today um and thank you to all the board members for this awesome recognition and honor um we are very very very
006proud there they are to bring the ihsh Champion sectional plaque in the ihsa third place State trophy for our contest play title Tor song Trilogy um if you did not see the production I know a few of you did but if you did not see it the kids put it on an amazing show and also put in tons of hours so much passion on the stage um behind the scenes on the stage and they came out with some amazing success um it was an amazing process but also amazing product and I encourage you to come watch and support um Hinsdale South theater in the future um behind me are some of the brilliant students not all but some of them that who were awarded at a very high level and I would like to individually
007um acknowledge each of them um first um we have Joseph Chen and Henry Sullivan um were're named All State technician for sound [Applause] design um the actors behind me over here we got Cameron Chamberlain Mitchell Hansen Jerel Mandan and Izzy O'Neal were named all sectional and all state actors at both competitions so just a little brief what does this all mean in order to be named All State or all sectional actor or technician you must be nominated by five out of your um four out of your five judges on the panel um and I have good news and they don't even know this but all of them were nominated by all five judges so a huge big honor for them and for our school um I also wanted to give a special shout out because
008these people don't even have the ability to go for an award but they were the backbone to the production um and those are our student um assistant directors um and without them I don't know what I would have done so um behind me we have Andrea crisp Abby Lane and Kim Thal who were the true driving Force the show would not have gone on without them iise thank you again for this opportunity have a great rest of your school year and have an amazing summer thank you Aber if you saw smile Aber is gracing the cover of our yearbook so it's the first time I remember a student picture on the cover so we're very proud of you um finally I'm going to call Henry Sullivan and Zay Ro back up um tonight we're celebrating
009them um for journalism their sponsor Mr Jim Kelly had a last minute conflict so just stand there and smile I'm GNA say all the nice things um so speaking for Mr Kelly and Mr Sharia each spring student journalists from the singer newspaper and Vasa yearbook With a Little Help from speech team compete in the ihsa journalism state competition so these journalists put the skills they've learned in our journalism programs into practice in a timed competition we had six competitors medal medal this year which simply means they're in the top six in the state um so we're congratulating everyone um just our students are very very busy and very involved so these two are here um we're also celebrating Jillian markwort who was sixth place in review writing and then Henry Sullivan wait Henry Henry Sullivan
010fusan amjad and Mila Anderson were sixth place in the state in video news Noel Waterman was fifth place in advertising and then Zena Brockman smile away um was fourth place in the state in infographics so just I wanted to thank the board on behalf of Mr Kelly Mr sharan alas thank you for supporting these young storytellers and congratulations again to both of you we're very proud then now I'm going to introduce for the last time senior Jenny Panton presenting her board report good evening and thank you for the opportunity to speak to you on behalf of Hinsdale South for my last time throughout the month of April and beginning of may we have celebrated many events one of which being Teacher appr Appreciation Week the student council provided a delicious breakfast to our staff and
011the president of student council of Verma announced kinale South's teacher of the year one student described Mr Downing as the most caring teacher they have ever met and other said Mr Downing changed their perception of school making them excited to come to class every day another student also highlighted Mr Downey's effort to check in on all of his students regularly thank you to student council for demonstrating our gratitude to our teachers and thank you Mr Downey for the massive impact that you have had on the student body moving on to student achievements the first week of May the BPA team took off to Nationals in Dallas these students consisted of Matthew Gad Demitri Guan sorry Nicholas Mev myself Dina Tosi Blake Albert and aush Patel and aayush is first place in his event in the
012nation so we are very proud of him uh moving on to Sharp tank every year the business department holds a competition among business intro classes and they compete for prizes from local businesses they sure they had $4,000 worth of prizes from businesses so this is a big deal in the business department um as well as venture capitalist that listed their presentation this year the winning creation was Olivia Miko's Aqua this is a drowning prevention bracelet that connects a child to the parent and lets the parent know when the pressure of the child is too low and they need to come up for air we are very proud of Olivia and thank you to all of our presenters for their hard work a further congratulations to the girls bad program on their Advanced estate which is
013actually being held downstairs we are very excited to be hosting an ihsa tournament and if you have some time over this weekend it would be awesome to go check out our girls play we are so excited to see Maggie Chen Megan Tha Gabrielle Cana Rachel Canali milia hul and Savannah Morford in their events congrats to these athletes and a special thank you to coach charters for his amazing work throughout the season looking towards the end of the year on April 28th we celebrated senior Signing Day with senior sunrise in the morning and Senior commitments on intercom throughout the day the senior class was a SE of College apparel we are so excited to see where the future P of these seniors takes them to culminate the year there is a senior picnic on May 25th
014consisting of food music and dony houses which I'm personally very excited for graduation is set for May 26th at 7:00 p.m. on Hinsdale Southfield and speaking of good news it feels only right to end this report with the best news of all your ni South leaon I've had the pleasure of knowing mckenic Camden for the duration of my high school experience and in my opinion there is no better person to be taking over this position than her she's a confident speaker and involved student and athlete and a kindhearted individual I have no doubt that her input to this board will be beneficial in your deliberation and that her South Pride will sign shine through thank you m and welcome really quick I just wanted to say thank you Jenny um I'm super proud to have

016this past year to share our accomplishments from Hinsdale Central it's been a huge privilege to represent the voices and concerns of students at these board meetings I'm also so grateful for my experience and time here so for the report seniors had prom on April 30th at the Field Museum and it was certainly A Night to Remember students were able to see many different exhibits including sue my personal favorite the night involved dancing and dinner at the Field Museum and later a boat a senior told me the highlight of her night was being able to be with her friends and walk around in such a cool venue I definitely have to agree and I'm so grateful for this once in a lifetime opportunity congrats to the more than 120 d86 students who have earned the sealed
017by literacy after scoring a four or five on the AP exam last spring or performing well on a qualifying language proficiency test this year this is obviously amazing and a huge Testament to how well Central teachers are preparing their students varsity girls badminton were sectional badminton Champions all six are advancing to State the singles Champion was Jessica Han and doubles Champion was Hannah Fang and Tiffany 2 congratulations and good luck at State thank you to everyone who donated to boys volleyball and supported on May 1st we raised just over $2,000 for the Wounded Warrior Project it was a super fun match where varsity and freshman a team pulled off victories but JV and freshman B fought hard and lost in the end business Professionals of America went down to Dallas for Nationals finalists included Rama
018bwa and arima agal and podcast production team Chris Cavo Jack Erikson Sam Chong and an Irish a senior GG Godfrey told me Nationals was an awesome learning experience and she was especially fond of the scrumptious restaurants they ate up thank you and as always more details are in my report and now for the most exciting part I have the pleasure of bringing on Magna I first met Magna as a sophomore in my chemistry class she was a freshman so I think that speaks how smart she is she's in model un and in mock trial and she's an incredible speaker an amazing student and she's also in my gym class so I get pleasure seeing her every day and I can personally attest that on top of all that she's also an amazing person so very

021the second item at the end of the agenda it's posted on our our board docs and public content uh our board protocols um and policy for audience communication as as a reminder um these are board meetings um held in public but not open Forum Town Hall meetings board members will not engage the public during public comment uh we'll keep this in mind as we conduct our meetings allowing the public to provide input at the time allotted on this agenda item on this agenda and ensure multiple voices of the community inform form board deliberations so when we deliberate that would be a time for the board to listen and learn from each other taking this input into consideration it will not be a time to re-engage with the public our first speaker is cat Greenspan good
022evening and thank you for the opportunity to present to you tonight this evening Kim Notaro and I will present a small subset of the data that we have collected over the last last few months so let's talk about graduation rate for students with IEPs I've given you a copy of the presentation there's a couple things to understand about the data that will be presented to you one all data collected is public it's from state report card firm of education and presented at public work two for the purposes of my presentation rawad data has been used I did not extrapolate at all three I assume that all data reported by D6 to cover agencies is accurate and without fult meaning if any data is explained to be inaccurate I assume the district from amend said data
023and report to appropriate governing agencies this includes but is not limited to grant funding mechanism on both the state and federal level following you will see a series of bar charts and they res represent students with IEPs at enrollment year four which is seniors enrollment year five is a plus one and enrollment year six is plus two and their graduation rate as it relates to school year 2006 2019 2020 and 2021 2016 through 2021 are currently available for but for the sake of saving your eyes I did not put all the years on first we must examine the Illinois State average graduation rate for students with so at year four enrollment which is senior year graduation the graduation rate of students with it PS is between 69.9 to 74% and at your five enrollment which
024is plus one the graduation rate is 73.3 to 75.9% and at year six enrollment which is plus two the average rate is 75.2 to 76.6% so let's look at Hinsdale Township 86 at the district level at year four enrollment the district is below State average for every year reported except for 2016 it's important to note that 2021 represents a 21 Point difference between State average and the district's average for students graduating with IEPs in the 12 data that I present to you five of 12 the data the district is reporting below State average numbers to take a further look at District 86 by campus let's look at Hinsdale Central first Hinsdale Central is below average and two of 12 of the data that is presented to you this evening uh one one piece of data
025that you really should examine at year four enrollment which is senior year in 2021 HD Central is 10 points below State average in graduating students with IEPs 10 points below now let's look at Hinsdale South Hinsdale South is below State average in 10 of 12 of the data presented to you this evening they are below State average at year four enrollment which is senior year graduation in all years presented to you at year five enrollment which is a plus one graduation they are below State average except for 2016 where they are above State average by 9.8 points so remember that 2016 above State average 9.8 points and 10 out of 12 of the data that I'm reporting to you kale South is below State average so often times d86 has explained low gradu graduation rates
026um by what I would consider plus4 programs that would be the transition Center Bridge one and bridge two numbers so in order to understand this data and how transition centers affect graduation rates I pulled other districts with transition centers and let's look at their gradu ation locally very close to us let's look at Community High School District 99 they too have a growing transition program very much so but you will see at District level dg99 is above State average on all 12 data you can break it down by this uh D North and South campuses for the sake of time you have them you should look at them your York High School also has a transition Center and across the board by all 12 data they are above State average Township High School District 113
027which includes Dearfield and Highland Park across the board All Above State average Thorton fractional Township High School 215 three of the 12 data that I have presented to you tonight are below State average which means nine of 12 of the data are above State average so year four graduation in 2021 is below average and year five graduation in 2016 and are above average or below average so we can take a look at jol at Township High School 204 and the graduation rate for their students with iets they are 12 of 12 below State average 12 of 12 we can go to Proviso Township High School 209 11 of 12 are below average so in summary of The Seven transition Center districts that I have fed from public data in terms of lowest graduation rate for
028students with IEPs the lowest graduation rate of students with IEPs belongs to Juliet a0 of 12 reporting above average and then we have provis though at one of 12 for reporting above average and then we have District 86 where five of 12 have been reported as below State average so in the seven districts we are ranked number three in lowest graduation rate for students with IEPs are we serving those students are we serving those students I'd like to know so in summary uh Hinsdale South High School has the lowest year four which is senior year graduation rat 2021 at 35.5% graduated that means 64.5% of students with IEPs in Hinsdale South last year senior year did not graduate Deerfield on the other hand reported 93.1% graduating and Juliet Central which is the second lowest graduation
029rate in 2021 at year 4 reported 49.3 which means a third they beat us by 13.8% in graduating their students with IEPs in at year four their senior year which is when they're supposed to graduate so and looking at the data I asked myself from 2016 to 2021 why did the rate of graduation for students IP with iep's degree so dramatically there was an administrative change and in 2014 to 15 specifically with that set of students so the first year that the data is available and reported was 2016 so you should take a look at that we have many questions and I need you to be I need to be clear to you that these plus4 programs the data is very difficult to obtain from the district so I have gone ahead and asked both
030state and federal legislators legislators as well as Department education ISB and Regional Office of Education to get this data now I'll turn it over to Kim d86 is graduation rates with students with IEPs are alarming are d86 helping at risk students close the academic Gap or are they manufacturing students for the transition Center feel free to reach out to me to go over the data cuz I'm absolutely happy to go over with it and I'm so glad that I found cat who's also interested in what's happening prior to 2018 comparing 8ighth grade map with sat showed South students closing the Gap at an unprecedented rate the 2018 data represents changes made with Cammy Kennis as the 86 assistant superintendent for student services when she began 20145 after St removed tier 2 interventions G which are
031actually called AR classes here sat Ela exceeding rate dropped from 21% to 14% it's 14.7 IEP is dropped from 1.9% to zero and the partially which is the lowest group reported on the SAT Rose from 17% to 20.2 between 2017 and 2019 while admin say raise the floor to raise the ceiling the ceiling is falling and so is the floor for so many students last month Dr Patrice pay presented disproportionality and special ed discipline support courses and accelerated courses through a single lens race how do IEPs disabilities elll low income and Mobility contribute to this narrative the Board needs to engage in the disproportionality discussion Kel selt needs to be a board committee as a superintendent committee it prioritizes the voices of members over the community Dr Payne suggested the 86 will take students IET
032due to disproportionality in her presentation a Numbers Game Over need appearances should never get in the way of meeting students where they are southa students Robin vanoy whose dissertation focused on disproportionality responded to board president Nancy Pollock's question about disciplinary disproportionality between buildings in 2020 stating there's a higher number of African-American and Latino students at H sale South statistically students of color receive a higher number of referrals than white students in addition 18% of the student body itself has an IEP students with disabilities are more likely to receive disciplinary referrals when you add those factors with the high number of students that are low income and the possibility of having a background of trauma you are looking at two very different student populations with significantly different needs Pac discipline presentation April 22 confirmed IEPs are
033key indicator and discipline students with iets represent 27% of central discipline in 71% of South's discipline extreme disproportionality at South suggests a bigger issue data from Pac for treat July 2021 revealed districtwide 61% of at grade level English students and 71% at grade level math students failed to meet State Standards has this been broken down by school what does this learning law say about the success of DET tracking or the co Gap my fo request 1054 5556 produce relevant data and additional questions three spreadsheets at the end of the packet flesh out the narrative let's take a look at the South Community the last sheet in the packet enrollment South has a diverse population special ed 18.4% of South students have IEPs higher than the state average of 15% the feeders have contributed for Rich
034Middle School 17% IEPs Gower 11% Cass 9% and West View 9% that suggests hintsville South is writing a significant number of IEPs for students as they come in racially 30% of black students have IEPs which exceeds the 16.2% of the population in discipline IEPs appear to be the strongest indicator of discipline at 71% discipline is the charter of PC what discussion did PTEC have about better serving students with IEPs although PC suggested no change in discipline policy the agenda says Boe will approve discipline Improvement plan where did this plan come from aren't ptech charged to discuss it support courses while minorities at South are just proportionately over represented in support courses the number receiving support is significantly lower than the students at the lowest sat category partial while 39 South students participate in a parallel
035intervention academic reading offered two or more years the 2021 sat Ela shows 61 students in one grade are in the lowest group partial that suggest at least 122 would benefit from added support the partial group crew with the elimination of AR science the data shows that sou the science department chairs data showed produced four years of growth in one year similarly 60 South students are in parallel intervention algebraic reinforcement while the SAT Math data shows 91 are in the partially meeting standards group these numbers suggest d86 is not appropriately addressing academic gaps accelerated group courses while minorities are disproportionately underrepresented in accelerated courses placement should correlate with preparation including College Board prerequisites while 56 students exceed State Standards on the 21 sat Ela South has 147 students in AP L using AP math junior year
036as a measure only captures double accelerated students senior year would capture students who came in advance however the number produces um 17 students in the AP math junior year well below the 35 who exceed state standards for math which suggest students may not have access to accelerated math prior to entering High School d181 learned that accelerating students without solid foundational skills widens the Gap d86 need to take a long look at falling proficiency and the growing achievement Gap especially for IEP students does this board want learning loss to be your [Applause] legacy for Captain Kim's comments there um Iana rope Michelle Pac and Ne contributed their time to allow them to speak so everyone knows we didn't just give them each nine minutes or give them nine and six minutes for fun uh our next
037speaker is mar OD D you have three more minutes so in closing I just encourage this board it has been a Monumental effort to get access to public data sets and I need to emphasize that it is unfortunate that the district is divided into silos you know you have special ads you know you know I forgot what you're over your finance and such and they don't talk all of this data that we're talking about is interrelated there is a disproportionality with students with p and um not graduating in four years and the disproportionality is very clear very clear and we present that to you at a later time but I urge the board specifically before making a decision that impacts either the that entire student body or a subset of the student body to demand
038the entire data set to look at the entire data set it should not be presented as you know 50% of the kids and then not talk about the other 50% you need to see the entire data set and it should be made public two you need to understand that Kim Notaro has been gathering this data and presenting to boards boards past to administrators for years for years to fall upon death ears and I find it highly offensive because it is a tremendous you take a tremendous amount of time ask community members to gather this data for you at the minimum she deserves a little respect so in closing I need to remind you that it is your obligation as a board member to look at the entire data set prior to making a decision that
039will affect the entire affect the entire student body or a subset of the student body is your obligation before you vote thank you [Applause] thank you our next speaker is Reed McCulla hi uh my name is Reed mum I'm the father of two feeder school students and I live in Hinsdale I'm speaking tonight in favor of leaving the S committee as the superintendence committee which is vital to preserve the privacy of students families and teachers while they work to make sure all students in District 86 are supported the courageous student who spoke at the April 28th meeting about her personal experience said all that any of us should need to hear to know the importance of that work and the importance of it being private there is a national political campaign to use School curriculum
040and Equity to undermine public education and to win political elections through fear-mongering it is shameful and abhorent here's what a top political strategist said in January quote the left will expect that after passing so-called CRT bands last year we will overplay our Hand by moving to curriculum transparency we will deflate that argument and fate the left into opposing transparency which will raise the question question what are they trying to hide end quote CRT is a higher education concept not taught in any public school in our nation that is a demonstrable fact to balance out that last quote I'll end with what voler wrote in 1765 you believe that things are incomprehensible inconsistent impossible because we have commanded you to believe them go then and do what is injust because we command it truly whoever can
041make you believe absurdities can make you commit atrocities thank you thank you I also ask that the audience refrain from comments or any sort of cat calling and have a measure of Decor or respect for those who are seated there giving us their comments our next speaker is Alan pan oh hi my name is Alan pan I personally hold two Master degrees one in physics one in computer science currently I'm working my third master degree from Harvard University in field of data science I I used to be a math teacher and I've been a data specialist in healthcare and high education for 20 years I consider myself to be very good at math and data analytics in data analytics one of the most important rules is that correlation doesn't imply cation in another word two
042factors with correlation are not necessarily cause and effect in order to find the right cause all factors should be fully considered let me just give you two examples a beach T official found there are more shark sightings when ice cream cells increase then they conclude that sharks are attracted by ice cream as a solution ice cream cells are at the beach another example a medical study found people who exercise regularly are more likely to develop skin cancer someone concluded that exercising cause skin cancer and people should stop exercising none of this proposed solution will work because they did not look at the actual Factor they did not look at the right cost in fact shark stings and ice cream cells are both caused by the summer weather and Beach gold in the second case people
043who exercise more time to spend more time outdoor under the S the correct cause for skin cancer is sound exposure and the proper solution is to put on S screen and reduce s exposure instead of stop exercising now back to d86 last month four weeks ago Dr pay presented the disparity in d86 students her charts show The observed the discrepancy based on races and concluded that race is the factor that caused such disparity as she pointed out everyone could be biased and I believe that report is very biased to because it it's bias toward the race as only Factor without looking at the possibility of other important factors such as family status family size immigration status parents education level and so many other factors actually all those factors could interact each other to form a
044combined CA why it's not included in the report if I would to present such report I would receive an app I might even be called racist if the conclusion suggest the decision solely based on risk here is my sincere suggestion to the board please do not rush to hire a consultant solely based on the false Assumption of systemic racism in order to fit some narratives d86 should hire data expert to help figure out the actual cost before wasting taxpayers money on a mission impossible lastly as a college person as minian immigrant I don't feel oppressed and I feel dh6 is a well very welcoming and Safe Community for me and my family thank you thank you our next speaker is Andrew Kon our next speaker is Angie s we'll have six minutes on the CLP
045okay thank you for your service it has now been 120 days since our own superintendent helped right and then read someone else's letter publicly at the January 13th 2022 d86 board meeting to baate the community into a false racially charged narrative on how dangerous that's the word she used pinale is Apprentice did not reveal her own role in crafting the letter before she read it we all know this it violates policy it's unethical it shows poor judgment defaming and shaming the Hinsdale and d86 Community now one agenda item tonight is whether or not the selt cultural Equity leadership team should continue to be led by Apprentice as a superintendent committee or if it should become a board Committee of course at this point it should become a board committee why should we continue to trust
046Apprentice to lead S as a superintendent committee when she has made extremely poor decisions leading the committee up to now she has done three major things she has halfhazard handled the hiring of not just one but two unvetted divisive Dei Consultants despite recommendations from her own self committee members in the most recent debacle in November where vbr and three other Consultants presented those cell committee members asked her to choose from the three other Consultants who had presented yet she picked belr when she did get her way and decided to resign she decided to help her write a letter to really give it to pinale as to how dangerous they are and not wanting de Dei which is not true we don't mind if a consultant comes in if they're not divisive what she's done Apprentice
047is negligent it's raised tension it's raised mistrust in our community to the tune of 1500 people who have publicly clamored for her removal in a petition the petition that four members of the board still continue to ignore despite questions still being asked by community members to this day our elected Board needs oversight of the selt committee going forward some people will object like Reed McCullen he will say that sensitive topics cannot be discussed unless it's superintendent committee that's not true there can be subcommittees with more students not just the 13 students who serve on the committee but other students who have requested to be on the committee and who have been rejected let those people be on the committee as well let more students speak in a couple of subcommittees let Patrice Payne who seems
048to be good at organizing these committees have her do focus groups with these kids to get the feedback and then take that feedback from sub committees and bring it to the board and the action should be public they should not be private and held in secrecy and for Apprentice to make the decisions because she has made very poor decisions the last eight months regarding cultural Equity leadership it needs to be a board cultural and Equity committee I'm specifically concerned about this because we have a situation in a neighboring District Lions Township ship go ahead and look up Lions Township attack if you want more information you will see all the news articles coming out of lions Township they hired a Dei consultant who is working there a director she's been working there for almost a
049year their racial tensions have gone up not down they have a serious situation there where there was no response leading up to this attack there was not the proper response to the attack nor after the attack and they are in a lot of legal hot water d86 does not need that kind of trouble we do not need this Equity training to be pushed onto us in a wave of rushed situation because it's not even required by Illinois Law representative mizuchi said that last meeting that bill died on the floor it is not required by Illinois Law the ishaa might require this idea of equity the Illinois Board of of education but the state does not require it by law so stop rushing this do not let Apprentice that we cannot trust run the cultural INE
050Equity committee it needs to be a board committee reporting to the board we do not want to be Alliance Township again look up Lion Township attack and you can see what's happening when the Dei Consultants come in and really start doing their work it's scary stuff it's not right and more students need voices on subcommittees that report up to the board not to Prentice than you next speaker is Richard Morton good evening I want to revisit the topic that I spoke about last week or last board meeting and it was the parking situation I did receive a call this week from a d86 administrator and we discussed the parking situation and the suggestion was for me to park in the bus lane or other unmarked places uh I can report that that was a successful
051strategy for tonight but it's not a desirable one by having a special accommodation that's not posted or visible for others you are absolutely ensured this will happen again and I encourage you to come up with another accommodation accommodation without usable notice is just that it's not usable and during that call there was also a word that was used that I've heard board members here use and I want to address that and that's the word handicapped uh handicapped if you take the time to go to quame Raul's Illinois State Attorney General's website and look at their style guide you will learn that a handicap is a physical or attitudinal constraint imposed Ed upon a person regardless of whether that person has a disability Webster's ninth new Collegiate dictionary defines the handicap as to be put at
052a disadvantage so I want to talk to you a little bit about my life and give you context 45 years ago I had a friend who became a high function quad I soon followed him and in those days the label handicapped was how all disabled people were described the only only expectation was that we would collect a disability income sit at home watch TV and weave baskets the only the the the uh um message that was sent to them was they were uh not important to society anymore now my friend after going through that in short months did not survive now did he not survive because of society's attitude in word use I can't tell you that but I can tell you it didn't help and years later in business I'm in Philadelphia similar situation
053friend's son became disabled uh he was profoundly uh depressed I met with him on several occasions he didn't survive my point just to telling you this is to not for you to draw any conclusions about me it really doesn't matter I've survived and achieved and what that magic powder is I can't tell you but I can tell you labeling people as handicapped is something you need to think about and refrain from using whenever possible I've been advocating this for the last 45 years uh with little effect and I'm hopeful that I can start changing that tonight with this board and I hope never hear the word handicapped again thank [Applause] you much for those comments our final speaker of the evening or this session this part is an Huber good evening folks my name is
054Ann Huber I'm here to talk about uh agenda item number 10.3 which is the discipline Improvement plan um our family has lived in the district uh forever and uh I've been a practicing attorney for 30 years um a practice in uh courts all across this country uh and so when I looked upon this um PDF here at the um discipline Improvement plan it caused some interest um particularly in light of what's happening at LT and the legal mess they are in and to some degree have caused um so this PDF on your um materials for tonight talks about the data analysis and identify Trends and then it goes into potential action plan and this is required under um Illinois Law because uh your metrics have gone above the 20% level as you probably know so
055on item uh three where you talk about potential action plans there's um really four items mentioned there all of which uh I would encourage there is the uh Student Success Center as number one the second is the uh cultural Equity leadership team uh the third is the social and emotional skills of our staff and students the fourth is um classroom management strategies um all of which are fine I just want to raise your attention to the last component which can be fine but also can be misused and can lead the board and the district into legal trouble because it talks about uh Distributing discipline referral student data uh and the indication is that U the principles are going to use that data to essentially skew the numbers and I would caution you against that because
056you have an equal protection problem uh if if that happens what is missing from this um action plan is a statement that d86 will enforce discipline and the discipline Improvement plan without regard to race religion ethnicity sex or sexual preferences without this savings Clause the district can adjust its racial disproportionality simply by disciplining more white students and ignoring the other offenses and if the district chooses to do that then it violates the equal protection clause which is the you know the 14th Amendment um our neighboring District LT has already been sued on this uh constitutional violation and uh I just would suggest to you and strongly urge that to avoid similar suits for this District that you include the following saf saving clause which is that d86 will enforce discipline Improvement plan without regard to
057race religion ethnicity sex or or sexual preference thank [Applause] you that concludes this portion of audience communication for those again who didn't get a chance to want to speak will have a second one toward the end of the meeting we're now going to be moving on to agenda item to new business uh 4.1 this is nutritional Equity the d86 Food Service program uh previously board member James had requested the board discuss nutritional Equity tyly as relates to the meals that are provided to students to qualify for free and reduced Life program Administration has provided information for the board's discussion and I'm going to turn over to CFO students I think we have also a video that be play first yes [Music] the hungry Hornet and the devilish deals are valy meals that are accessible to
058everybody and they are also the meals designated for the F rce program the students have access to various items throughout the cafeteria uh every station has uh an option for them from salads to sandwiches pizzas burgers are ready to order Entre every day um and they are part of the me that are access to everybody and there's PL options at all of our stations so the the portions that are available for for the devish steel and the hungry Hornets are the portions that that we have for any student a burger is the same burger that any other student would get uh the pizza is pizza that any other student would get they could either buy it for a cart or they can buy it as part of the meal and as part of the meal
059we also have all the components that the national student lunch program requires so the five major components that make up NSL meal are the grain fruits vegetable meat meat alternative and milk we also given them an option of getting a bottle water as well for students that have food allergies and dietary restrictions we provide allerg information labeling the major allergies and nutrition information via our FD me planner app we have vegetarian meals available every day many make to order stations to allow students to have meals customize their specific needs additionally any student that has any specific restriction or allergies can speak to our onsite manager who have access to several registered dieticians through our quest to help support individual student needs our food is called fresh daily we get product in raw um the day
060before and we prep the day before and then we stage everything so that we're cooking as we are serving so we every period we bash cooking in between so that we are ensuring that we have the most uh the highest quality of food available to the students as they come by all right uh first off I just want to say thank you to Alyssa and our Communications Department for putting together uh the video that you just laed uh we felt that it was important to have a visual component for this presentation um just so that you can kind of see uh what we'll be describing verbil here he can go to the next slide so just to a little background on the Food Service program as a whole uh the current iteration of the Food
061Service program started in 201 2008 uh with an RFP process when the district initially selected Quest Food Management Services to operate the program uh the district went through a second RFB process in 2014 and entered into a three-year agreement again with quest uh following the end of that threeyear agreement the district could continue to engage quests on an annual basis Quest operates the program providing the Staffing food supply procurement Management on behalf of the district the program is nearly fully self-contained from a financial perspective with sales revenue cover all the operating expenses and management costs um the one component of the program is obviously uh the facility maintenance and the capital expenditures are paid directly by the district uh contractually the program provides a $155,000 guaranteed profit on an annual basis this is used to
062fund the capital equipment and maintenance of the space and the district does not participate in the national school lunch program um but we will talk a little bit about as you did here in the video that does not exempt us from the meal patterns that are provided under the national um school lunch program all right specifically um we want to talk a little bit more about the uh waiver qualifications that the district has uh the district utilizes the uh income eligibility guidelines that are generated by the USDA on an annual basis I guess specifically actually the Department of Health and Human Services uh generate the um poverty guidelines and the USDA uses those to determine the eligibility guidelines for the NSLC program uh the guidelines that PL list on an annual basis uh July 1st
063through June 30th uh the district currently has two separate categories for waiver students uh one is Neil and Fe book waiver students uh this is income eligibility is based on households add or below 130% of the poverty guideline and the second category is is fee book waiver only and this is based at 185% of the poverty line if you click on the hyperlink the income eligibility guidelines you don't have to do that key but if you want to go back to the actual uh USDA document to see that you can see that then the count of waiver students um by site um you can see the totals up here uh for the district 511 uh total waiver student U me I'm sorry meal and fee waiver students 62 fee and book waiver students for a
064total of 573 U for all waiver students these numbers were current as of March of this year the students that qualify for the meal waiver are entitled to a breakfast and lunch option um each day the breakfast menu items are listed here and you can skip ahead here to the next Slide the lunch items menu is up now so there's a rot trting item uh that uh changes daily and then there are the additional standard options that are available um every day with the options up there uh the national school lunch program um the districts so districts that participate in the um national school lunch program program have to follow more um strict guidelines on um portion sizes on the um meal patterns on all carts items on vending there there's a number of rules
065that extend even to fundraisers that the districts are allowed to to do in exchange for uh participation in this program the USDA provides um some Financial reimbursement to the district uh for uh students depending on uh different factors based on their number of students in each district uh that would qualify at the different waiver guidelines so you can kind of see um you know we this is a kind of a recap we talked about this a little bit um obviously for earlier this year when the district was talking about whether we wanted to explore participating in the summer summer seamless option which was just kind of a subset of the national school lunch program uh or we wanted to continue to operate our traditional food service program so we've actually seen this slide before um
066obviously one of the biggest restrictions and would be the biggest differences from what we currently operate are some of the alart restrictions um that are included in the National School launch program uh there's also the the portion comparisons uh between our current program and a national school lunch program uh that you can see here uh with significant variances in in protein size um and then um very specific restrictions Cal on calorie saturated fats and sodium that are part of that program as well I guess lastly um you know since we have this opportunity um to kind of you know talk about the the wer program um at the board level one item that has been discussed internally um is a potential uh elimination of the the two tier waiver categories and just a um collapsing
067down to just a one tier waiver category uh at the 185% level obviously it wouldn't have to be that amount it could be any amount but just you know know kind of one discussion that we had had was just having the the single category for uh the waiver program um one item that we just started talking about um more recently with Quest is kind of in conjunction with the uh part of the facilities improvements that we're looking at doing which is the the coffee shop expansion which could provide extended after hours um food to like be limited Food Services but it would be coffee and other snack options of uh also extending you know while you have the breakfast and lunch options for waiver students you could also be providing an after school snack uh
068be potentially beneficial for uh students that are engaged in after school activities or Athletics um to have another additional um food option uh for them so those are just things that that kind of we had been talking about obviously the coffee shop still has to work through Finance facilities throughout through the board but it's kind of one of the the items that we were kind of looking at that that could be done in conjunction with that type of program so kind of from a high level um that's our food service program are you know the the waiver uh portion of that program um for any questions that the board has so I just want to thank you for the presentation um I think the video was very helpful um so for that um I'm grateful
069I think one important thing to note and I had asked this previously is what's different from what was presented earlier we've had a Community member come in into a presentation for us and show us kind of the differences um scenario and the the biggest difference was that the water instead of serving a small siiz water it's now that's going to alter to be a fulls siiz water yeah so Quest is very responsive I think to feedback uh they routinely engage with um um students the quest staff the directors at each campus their their contact information is publicly available for any parent or student to engage with them directly um and in all honesty the the whole program is really evolved organically over years of of partnership request between the students and um yeah so they
070they heard the the C cism critique whatever you want you know that that um about the the water bottle size and and they evaluated it and they made the determination that it is the best course to make the change and the other piece is that there is always the vegetable SL french fries option along with the fruit so it's not a one or the other you get both yeah and that's the meal pattern for for the national school lunch program that well we have ability on the variety and on the portion sizes to we still have to follow that basic guideline of the meal pattern of providing both that fruit and vegetable component to the meal so we had talked about at finance and then to with the full board when we were transitioning from
071a free meal for everybody um to going back to free meals for students that qualify but opening it up to other students of need that might not meet The Benchmark um in terms of elating the two-tier waiver categories that wouldn't be something we would need to discuss until next year because right now anybody that a staff member or a family feels needs access to that food um isn't being turned away for this program correct correct okay yeah and I I think that's kind of um why the discussion is kind of important now you know we we've really not been operating you know strictly in this traditional proog program um since the beginning of the pandemic where we switched to um you know go that reh have all the last couple of years but we we've
072operated you know really under kind of the the national school lunch program for for providing meals you know providing meals remotely providing meals you know at different sites outside the cafeteria and even this year we we started the first semester with with free meal for for all students and then even the second semester as you had mentioned we we're still off expanded free meals this second semester so really the question is you know when we we resume in the fall is it back to the original you know two-tier waiver system or is that something that we should be evaluating and making a decision on uh changing for the fall perhaps this is a conversation that would start at the finance committee but in terms of the after school snack program would that then kind of
073self-fund itself in a way that we would or hopefully self fund that we would be selling snacks to students staying for clubs or activities Etc and then that would self fund um providing those snacks and those options for our free and reduced stud absolutely I think with the the interest I think in the coffee shops was that they would be a potential um opportunity to generate revenue for the district um and if some of that Revenue was uh dedicated to providing additional uh free snacks I think that completely appropriate um and it's absolutely something we can have a conversation about from a timeline standpoint when would you want to bring that to um Finance as a continuation of the first conversation um most likely June um so I don't want to make requests anything publicly
074but they did reach out to me and want to have a conversation about um potentially um participating in the uh Capital expenditures for the coffee shop um in entering into a longer term partnership around the coffee shops um so we're meeting later in May and so I think then in June I'll have more information that I could present to finance committee and we can have a discussion uh kind of how we move those forward so probably with Finance in in June and then with the facilities committee if we think the finances are in order to move it forward that sounds good be looking forward to hearing the information again they've been a good partner over these these many years they've been we've working with them are there any other questions I I one more um
075I guess my one question I have and I think we talked about this but I think we could bring up one other model that I think about is giving kids you know a debit card you know for certain and that allows them more Choice outside of like the doubl deal is that something that just doesn't happen with school lunch programs um is there a way to if we were go to to go to an after school model you know if we're going to install a coffee shop I would want to see that we wouldn't be excluding that type of item um from students is there a way to get creative in terms of providing that option for some of these kids as well um about coffee although I really do like coffee yeah I I
076think we would need to engage with Quest um so the my most appropriate thing would be maybe to would be if if they would want to come maybe attend the finance committee in June um or you could have maybe a larger scale discussion with them and make sure that you know kind of give them a direction on hey if this was our vision what would that look like financially what does that look like within you know the parameters that that we have to abide by and they could kind of provide that feedback to us so um the finance committee would like me to reach out to Quest and happy to see if if we can engage them and available you know to meet um at the June meeting terrific great thank you very much for
077the presentation um thank Alyssa for the video production again it's very helpful sometimes to see the visual there um especially kind of a virtual walkthrough there of the uh of the cafeteria spaces thank you move on to our next new business item 4.2 portrait of a graduate traits uh we board members are not going to participate in a little activity it's tied to the work being done to develop the profile of the District 86 graduate profile will feature the qualities and characteristics we want our students to possess when they leave the schools again there have been several different meetings um leading up to this um superintendent brce sure thank you uh president H um as the board knows we have two task force currently going on one around instruction schedules and the second one around
078um por of a graduate and I believe um board members held and hman are part of our portra of a graduate and they would like to engage you in an activity um we did actually put the script in there I know sometimes it's easier to um follow um along it's in the um admin content um but just sort of um globally there's approximately 40 um staff parents and students and member held and hen as well we've been meeting monthly since January and so I just to sort of um lay the groundwork the um each time for both of those task force I remind each of those groups what the work is supposed to be about and this particular committee is charged with developing a profile of a District 86 graduate this profile will feature the
079qualities and characteristics we want all students to possess when they leave our district it will also guide the efforts we undertake to ensure that our students have the knowledge and skills they need to successfully pursue their ideal future So within that committee work um they they've been researching um looking up to see um what other work has done I shared with the board one particular anchor sample that the entire committee looked at just so you can sort of see a a high level um view of what that work has been going on in the meantime um the we have sent out a survey to 10,000 stakeholders including but not limited to community members students alumni and Center Schools we currently in engaging in focus group phase work so in addition to this discussion um that
080our board board member held Hansen are going to conduct with you side hemman um we this week had our first two parents focus groups um our um department chair and uh John Madden is conducting discussions with Business Leaders um our directors of counseling are engaging in focus groups with col reps sorry and um our principl have both the meeting with their student leadership groups um as part of this work um Dr Cino I and Dave Latino have been meeting with parents and community members and so tonight we actually want to um give an opportunity for the board the conversation that takes place tonight we will take that back then when our task force uh meets back this week and so at this time I will turn it over to um M held in her you
081would like to facilitate certainly would so you know while we could probably the the meetings that we have as part of this committee uh are not 10 or 15 minute meetings they go on for several hours uh and they are very productive we have lots of time to kind of range over the topics that um superintendent Apprentice mentioned here on on defining what we want our graduates to look like when they leave the 86 um so we will not take two hours to go through this in this little activity the idea this activity will be maybe spend you know 10 15 maybe 20 minutes kind of giving some ideas you had the opportunity since last Friday to take a look at the Santa Clara model um which um is is one that I don't know
082if You' say it's held up as as a benchmark but it certainly is a very high functioning example of what a portrait of a graduate look can look like um as well as from a process standpoint something interesting to follow and so what we are going to be taking a look at what we're going to be doing right now um is basically listening to each other um to get our perspectives on characteristics and traits that all d86 graduates should possess as they engage their post high school plans so again you had a chance to look at the model and see what are some of those traits and characteristics that for example Santa CL did um so as we kind of go around here uh and kind of name some of those those characteristics please be
083specific um as possible you can you can maybe start from a general term but try and narrow that down to something a little bit more more focused I want to just give a kind of a starting point with another one of the activ activities that we all had to do as participants is go out and find other models uh other AR facts there of other systems that are in place what are some of the characteristics that they chose were there a lot were there a few did you have big characteristic um areas and then a whole bunch of subcharacteristics there was one that I pulled up which was uh wion public school system out in witon Connecticut uh taking a look at their portrait of a graduates very nice little web page too by the
084way you can you can find it there um but they have six highlevel attributes of their portrait of a graduate contemporary multiliterate scholar balanced healthy human being self-navigating expert learner courageous ethical leader creative entrepreneurial designer and actively socially sensitive Citizen and within that there are also 29 descriptions underneath those six categories so again we could spend all night doing this um and it's it's it's the work of many hours uh and many individuals um time to to do this but we are a focus group right so I'd like to go around and I don't know if myow I'm part of this I guess you can do this we know I like to so I my Approach was completely different than Eric my Approach was let's keep this simple what are the things that are really
085really important for people to be successful after they've completed high school and it it includes a lot more than getting into the College of your choice so I was my focus as I engaged in this task is we have a number of people who may decide that college isn't for them now what we want to ensure is that that is a choice and it is not an outcome because they are not equipped to go to college but rather it is a choice not to go in college okay that's really really important but we need to acknowledge that we have students who may choose not to go to college and I think we have a very very serious obligation to those students uh just as much as to students that we would like to see uh
086pursue postsecondary education and that's what my focus is what are the skills what are the um attributes what are the things they need in order to be successful in their uh post High School lives and I was focusing more on that practical perspective without all the flowery words that uh my cohort here was focusing on so now I'm just going to start I'm going to put Hansen on the spot and we're just going to go we're going to see if you had some thoughts and if you still want to percolate for just a couple minutes again not for too long but um you know some some ideas there are some characteristics and they can only be one you don't have to think of a dozen each but you know this is where we're getting some
087of our feedback so member hands thoughts um probably the biggest thing critical thinkers um and curious lifelong learners and I got to put something about respectful in there but I'm not sure those are the three kind of big ones self aware I that's probably that probably needs to be H down but those are definitely the big ones that come to my mind board member Hansen stole one that I have always attributed to my life was always having it which really annoyed my parents for decades until I was finally out of the house but the Curiosity piece I think needs to be explored I think it needs to be um brought out in students as a mindset because I think you know curiosity drives comprehension and so I think that's a big one but I wrote
088a few other ones down I'll share I think in the generation this may be stereotypical some of the younger students who are you know joining us this evening May certainly disagree but I think in relative terms comparing Generations I do believe that the younger generation may need to work a little bit more with public speaking and communication now that's a broad statement certainly doesn't apply to all students and I'm certainly maintaining that as a function of video games and cellular devices um I think you know 20 years ago getting into sales was a pretty common Venture um and I think sales if you will I'm I'm not in sales but my my narrative is it's probably a field that's looking even harder um to find people to work in that capacity because I I do
089believe believe that the younger students perhaps lack some of that engagement ability um so I I would put that in there along with that I had civic-minded and engaged with the community um certainly teach the students resilience and compassion I wrote down collaborative critical thinking like for member Hansen said and one thing I believe that we've seen in our society in the last 10 or 15 years which is going nowhere but to continue in its path and then will continue to um exponentially increase is the ability to work with data so being data as some of the community members you were sharing data with us I am a quite data driven person and I do believe that students ability to work with it and then understand it's important would be ideal as well thank you
090you C you and I have already on this so we're going to skip over us for the moment so I wrote down a few things I have a balanced and well-rounded uh creative Innovative thinkers uh problem solving uh and then something related to citizenship Global issues um as well as lifelong learning thank you thank so you know being that I'm pretty far down the the not as far as I know many of the the things that I wrote down have have been hit upon but you know I've got quite a few um empathy respectful engaged inclusive critical thinkers and the Curiosity that was mentioned so those those are just some of the thoughts that I worked my way through they're great thoughts um most of mine have been taken um curious curiosity as um Cynthia
091mentioned lifelong learner perseverance stess um creativity thinking outside the box um and instilling the importance of a moral compass all these are all wonderful ideas and it does feel like we're kind of back at the table again and the conversation that we had um so with these ideas that we've we've gone through you know there does seem to be some some common themes that were that are coming out the the curiosity is one that's mentioned I'm glad that you Peggy mentioned respect I think that's kind of that that's part of a lot of this whether it's civic-minded or Global citizen or that that concept there um I think it was the mention um of being self aware and you know the knowledge of oneself and how that how that can inform um you know the
092the output here and again some of these they really do thread very very well together um strong communication skills critical thinking um so you know with with these what we're going to be what we do with them again we are one of the focus groups one of the stakeholder groups here and so these are going to be going back to our committee and these are going going to be informing what this next iteration um is going to be and we have a meeting coming up here in just a week two weeks week and a half yes busy Wednesday maybe um yeah after Finance right and so all of this this input um is going to be absorbed by by our table teams by the kind of the the Steering group uh of admin and teachers
093that are are helping to guide this process um but I I think you know one thing you know as as we've talked about over the last let's say year off and on this is just going to this is going to be kind of a different uh thing you know sometimes we've we've had disagreements in um over a particular topic or over a particular agenda item or policy whatever the case might be but as we went around here and talked there seem to be something of a shared purpose there seem to be something of a shared vision of how we view our students and where we want them to be um again having that idea of being respectful and being being self aware but critical analysis data these things all fold together but it's not just
094one it's it's multiple people I think it's you know that's important we're we're hearing some of the same reinforced Concepts and ideas that are present at multiple levels of of this of this feedback throughout the meetings there um but I just wanted to to to highlight that it was you know it was nice to kind of hear that you know to to reinforce that I think a lot of you know while sometimes there may be you know tension here and there at the same time there's also I think agreement on some of these Core Concepts of what's the best for students and what we want to see as as the the best outcome for them um before we switch to to next um board new business is there are there any other um you know
095last last comments there any other characteristics um that anyone want throw out you might have I just have a a question about the portrait of the G as a whole oh sure um so what exactly is the goal like the the goal is to identify the traits and then what well sure so one of the um and I can maybe share some links with you to kind of so like the Santa clar model that we saw in the PDF um the idea there is that we are trying to Define much almost like a not quite a strategic plan for kids but in a way it's a similar sort of global Concept in that we are looking at what as a community do we value as part of the output of our educational process using very
096unemotional terms there you know you know the the students there how do we want them to look do we just want them to be able to get the grades or you know check the boxes or do we want some of these other things a moral compass for example is a little bit um nebulous of a concept but at the same time it's one that has also been repeated um throughout this process is instilling whether it's morals or ethics however you want to really attack that um but it's taking a look at what do we as a share as a community what are those characteristics that we feel are most important that are ingrained within our students that we want over the course of their you know four or four plus years here within the district
097um that we want them to embody by the time they leave the district not everyone's going to have those again this is you know it's not as though there is a test they can take to prove that they're a good Global citizen it's all a matter of teaching it's all a matter of again collaboration and that collaboration is not just it's not just us it's not just us an admin of the teachers It's a larger Community aspect so this is another way of kind of that broader Community engagement to again address this and it's something that any number and you can find just scans of these online and some of them are great some of them are very Bare Bones some of them are kind of dated in in what they look at by time
098um you know they're maybe not quite as 21st century as we might think um but it is a uh it's a it's a a critical activity that we can do um to again help us um help us know beyond just basic academic what do we want to produce in our students what do we want our students to embody and we've had again a great reaction from from those uh community members who have community members and students and faculty that have been a part of it um stakeholder um surveys that we've already begun or the the actual meetings looking forward to the 10 ,000 person response hopefully a lot of people if you're listening are filling that out uh because again the more input the better right and you know we've heard there's a lot of
099shared qualities but there when we take a look at all of the different um all the different artifacts and the resources that we brought to the table needs uh and again we have a list at I'm at table four and how many hold on I have a little thing here um 1 2 3 4 5 6 7 8 9 10 11 12 13 13 different ones that are our group some of we actually found some of the same ones but that we went through and we were analyzing and that's just that's our one table team and that's not including what administration you know before this after cavino and so forth have looked at as well so it's a larger process it's not a process that's really ever necessarily done the website could be published like
100this is this is the portrait of a graduate for that won school I mention like it's a it's a nice has a nice graphic some have a video that doesn't mean the work is over it means that now we we've made that definition of what we want our graduates to look like now we have to live up to it I can maybe call on our um Jenny Jenny happens l two as many hats and so she's on PC and so I know she happened to partake recently in that experience as well they did a similar thing that the board just conducted so she can give you that student perspective for sure today actually this morning In This Very Room we had our P discussion about this so I was very excited when I heard this
101topic come up one thing that I really loved about hearing from my fellow students was um fearlessly curious was something that came up a lot and that idea that we just want to jump right in keep learning and keep on growing and another girl mentioned authentic and unique which I really liked because I think that every student's experience here is different and I think making sure that we not only acknowledge the skills that we want to see the entire group have but also that individual aspect of each and every student is really important H we'll also touch on the communication in the age of the internet is what I said and I agree with you there and I also think it's important to note not only the social skills that we're so used to for
102communication but also the skills that come with this new wave of technology and we're all very good at writing emails now and that kind of thing so adjusting that lens as well um empathetic was another thing that we heard a lot and just being open-minded and so I think the students are ready for it and everyone's kind of on the same track that you are well terrific thank you for giving us a little uh sneak peek at what the students are saying there in that group it's wonderful here and those are some those are some great characteristics um so with nothing else on on that topic again thanks again for providing that that feedback um and we'll be back in the near future June 2nd there you go um with more updates from that now
103we're going to move on our last board new business item um 4.3 um uh selt making selt a board committee um um you know and with that in process redoing potentially reestablishing the the self commmittee Charter board member James um has mentioned this um request to to make that shift and so I'm going to turn this over to start the conversation and initial comments to boards thanks let me start by going on the record again regarding dbii as I said at several prior meetings nobody wants children to feel unsafe or unwelcome in their school nobody that said this board member would expect that any initiative brought to the board addressing Dei concerns would be inclusive of all students and all and address all areas impacting Dei race economic religion disability sexual orientation Etc there are
104so many isms none of which are good and we can always do better providing a safe and inclusive environment for all of our students empathy respect understanding caring and including others if you don't agree with my interpretation please let me know now before I continue on and keep on going I've been asking for information about the self committee for several months when I couldn't get an answer I asked for a presentation regarding the S committee Mission and they're chartering what they were uh what they were focusing on during the January 27th board meeting my request had gone unanswered for several months so by the time we were at our last board meeting on April 28th I asked for a board discussion to possibly include changing that structure to become to make the self committee to
105be a board committee instead of a superintendent committee when I asked in preparation for this meeting who would be presenting the overview of the sub committee I I was told that since I made the request I would one the one making the presentation and that there will be a self presentation at the June 2nd meeting so I would like to offer my sincere thanks for the attempt to embarrass me on this one um interestingly when the agenda was created um like I say I'm providing that overview of the self committee rather than receiving the overview as I had requested to be clear I'm not a member of s and have been asking this information for months yet cannot seem to find it outside of the foil blog so here's what I know the self commmittee
106goals as presented to the board in November of 2019 are number one improve our Effectiveness as an organization by building a culture where staff and students can come to District 86 every day and be their best selves number two ensure that our practices are cons consistent districtwide as it pertains to equity inclusion and behavioral change and number three ensure that we include students employees and community members in our C in March the board heard a statement from six of those community members and parent members of the sub committee some of their statements included we believe that our students are self-aware observant and forward thinking and they should be the primary driver of any diversity equity and inclusion efforts We Believe Equity work is inclusive and should seek to identify acknowledge and address all types of
107inequities within our d86 community we believe that selt has an important role in facilitating meaningful dialogue between all stakeholders in our district and drive outcomes that build bridges on conon ground We Believe Dei efforts should be led by our director of instructional Equity with a balanced and representative Committee of students staff and parents these and other points made by these self committee members highlight that the current structure is not as as effective as it should be and most importantly I discovered on the foog that of the 84 current C members for the uh 21 22 school years not including the two alumni that no longer lived within the area 71% of those members are board members administrators or staff 71% since this is currently a superintendent committee the board is no uh say in that
108committee structure in addition to the administrators and staff there are five community members five parents and 13 students so there's several community members who have asked to join the committee and have been told there isn't room I believe that as a board committee selt should be able to drive consensus within the community drive an inclusive and transparent environment at d86 I believe that we need to bring the entire community community Along on this Dei Journey rather than face recommendations without any understanding what is being discussed or even what issue is being addressed by that recommendation importantly and subject of several emails that we've received in the last few days if there are sensitive subjects that need to be explored I would suggest creating one or more subcomittees that can provide feedback and guidance while safeguarding
109those sensitive conversations exactly like what was done with the youth Equity Summit that we heard about at the board table at our last meeting the key to me is that s and any subcommittee should never be a majority staff Administration so as part of that conversation I would like to explore a compromise regular updates to the board level have board oversight by making it a s a board committee we have that ability to help with that structure and to help make sure that the South team is effectively managed what their mission is thank you for those comments does anyone want to have any responses to that I believe that um you can tell tell us uh Apprentice it seems like we there's a movement to bring more student voices in I know the last sub
110meeting we had other student leaders also come and visit um I'm going for to that because that particular presentation um when we heard student voice came out loud and clear um maybe could be I mean maybe some sort of structure uh the purpose that I've seen of self is to elevate voices um that perhaps don't feel as if they're being heard uh so to create a subcommittee to protect the voices that are you know um trying to be heard it just seems to add another layer to voices that we were trying to elevate up so I don't know if there's another way to not you know not have not have sub subcommittees um in general I've been really happy with the uh the structure of sells because of that and I think we've seen some
111uh I mean How brave of a student to come forward and share her thoughts I I know that we've heard we as a board have heard her thoughts earlier in the Academic Year Thea email and she kudos to her for coming and speaking her truth um the thing that has always struck me about what she had said was I shouldn't have to share my worst days just to EV validated that my experience is real and and so that's kind of what I hold true when I think about self and the purpose of self um and for that reason because it is it's hard to come forward and and and try to um make your way through and share what when you already feel as if you're not being heard in such a sensitive topic so
112I think the structure of a of it being a super intend committee um seems uh seems to be a good structure for now and maybe going forward maybe that will change but for now I think it's important to keep that way so can I ask a quick question about that though when I'm asking about what the purpose of s is and what the mission is and I I see that it's to improve effective Effectiveness as an organization ensure that our practices are consistent and include students employees and and community members it's being 71% employees skews the information in my opinion um you don't feel that way about that I think I think the information we've received um or that we've garnered through um the self process has been uh evolving um so I understand we
113just saying you know just if you look at your numbers but the message uh seems to be coming through and the mission seems to be coming through and you know I if we can add more students to the superintendent committee that would be wonderful I think that really a great process Improvement for next year another evolution of it I will um agree with cious comments I think uh maintaining S as a superintendent committee is very important uh from my point of view we really need to protect the students interests and their ability to share experiences in a safe space remember at the last c meeting you know students want this they want this opportunity to to have these conversations and you know I'm not saying this um just it's students said that right they said
114we want to have this conversation and they said they were frustrated that you know there was this divisiveness in the community over it so I really believe that we need to um keep the committee at the superintendent level again to maintain that safe space for students um so that they feel comfortable to share and if there's an opportunity to add more students I think that's great and I believe that there is an opportunity to share more with the board you know because there is this view that things are being hidden and there not nothing is being hidden and I think if there's you know ways to share more information with the board and this community that makes sense but again keeping under the guise of a superintendance committee is important to me um I I
115see kind of all sides of this and I also see and have witnessed you know this quest for information that asked for time and again and the frustration that comes with not being able to get that information just from hearing it come up as a future agenda item several times so I understand the comments about keeping it as a superintendence committee but I strongly believe along what Terry just said something has to change in terms of communication on the board so if Equity is a goal an an admirable goal to be Achi achieved in this district and the board is responsible ultimately for making sure that that goal is achieved and that there's accountability for achieving it then we need more information here so not to be sarcastic or humorous but I'll go back to
116the proposal of an academic committee with an equity lens so that there are there is a place at the board committee level not to hear personal stories that needs to stay in place and but to discuss how Equity is being achieved in our academic settings and so I'll bring that up um I also think though that it would because it's a superintendent committee only two board members can be on the committee at one point and I think those board members should rotate so that more board members are able to attend those meetings and experience um self so those are few of my points um and I'd be happy to repitch an academic committee that I think May address some of this frustration with information um balanced with meeting the needs of the students and parents
117and community members that um join help so question I had excuse me um to what we're hearing about um reporting back up and letting us know what is the what's happened at the last sub committee meeting um you know my my thought question back to the administration superintendent um while selt can drive future presentations um and those can be kind of larger and not um not the right spot to be in just like a committee report or something um you know my thought would be within if there's been celf committee meeting that you know maybe not everybody knows there has been one so maybe there is a in the superintendent's report or is actually another committee report we have an anonymized overview we talked about XYZ things these will be coming back to the board
118in a month in three months whatever the Cadence might be as as the as a report as something that Dr Payne will give as something that the principles will be a part of whatever that the the structure might be um but that's just in a in a way you know what we've heard is that it's a great committee a great group because of the work that it does and I I stated my opinions on um at the previous me at multiple meetings on how the protection provided by a superintendence committee to allow those conversations that happen I think is is vital and we have you know certainly received comment from the community to that um both in public and you know and in private so I I wouldn't want to change that but at the
119same time we also hear from community members or from board members who are asking what is the what is the work what did you guys talk about you know when is the next meeting what is the next output for this this meeting and perhaps we have more of a regular Cadence of of updating in between when those larger things come back to us um that that makes um everybody you know feel like they they know a little bit more about it um that they have a little bit better of an update on on what's going forward uh I like the idea of more kids in in there you know that always could be tricky I imagine with some of their scheduling but however that however that works um and you know from a board membership
120standpoint um it's an interesting idea having a rotation there um and I think there's the the question there I know sometimes we can all like our committees or whatever the case might be um you know which you know be talking about that a little later but um you know to ask the question you know and this doesn't have to be answered at the table right now um to consider um what member 11 is saying and having our board members rotate now maybe I don't know if that are you thinking even like meeting by meeting or just like year by year or every months a year Comm Comm simar meeting interesting that you said meeting by meeting that's just interesting since it's not up that's kind of where my mind went first that like everybody gets
121the rotation to go in there because that many meetings a year but there aren't that many board members a year I don't know but I it's it's a way to get exposure right I think that's one of the things member James bringing up is exposure to the mission to what they're doing and having that knowledge and with only two board members as a superintend Comm it's not public it's not open I think it's to me again as my subjective opinion I think it's important that it remains not open to the public to open up our not just say admin or faculty teachers you know you know or board members to say criticism but our parents and our students that participate in that uh are not deserving of of some of the um of of some
122of those level of comments and I would not want to put them in you know what would would be an unsafe situation for them potentially um to be there unsafe from an emotional standpoint not from a physical standpoint um and and then causing them to retreat in and not want to share and then the work disintegrates because we're not getting the vi we're not valuing the voice um we're valuing criticism as opposed to to the participation there and I think I would add you know what i' what I've really been looking for for the past several months is an overview what what is the mission of self for the year what is the plan for the full year you know we we get these proposals we get these various um things that outputs that come
123out and I don't know what the big picture is I don't know if that's it is there going to be three more four more I only I can address a little bit as um AB s has evolved um over time but um it the last original group met uh I was just looking at my calendar June 2 and that that was um the group that was basically the core group that created the equity statement and then from there each year the principles are work with refurbishing either who's on or off either students MRI gr off or appearance um they uh the next Sal meeting was September 23rd of this year that entire Focus was on the RFP process then the team um s me again on November 17th and that was to have the presentation
124from the four vendors and then s me again on March 22nd of this year and we're about to beat May 17th so just to be clear this particular year while I hear there hasn't the entire Cadence obviously has um been a different pathway and so part of the process um for that market 22nd was to se seek feedback from that committee and uh we had student presentation as well and at the May 17th meeting um there was some individual um data that they all um provided we have a group of students who were coming um it's called the Fishbowl activity and once again part of the process at the last meeting was to um give feedback on the um the path moving forward and that is what will be finalized on May 17th and culminating
125with the board report on June 7 2nd so so the process this year has definitely twisted turn in the committee making a decision who they wanted to be and how they wanted to be represented um certainly has been part of that March conversation but it's truly being finalized at this May 17th meeting for the path forward do you expect it to continue to be very administrative and staff heavy um so each year the committee piece is driven a little bit by the CBA there's not too sure you have 84 but in my email group for s is 4 individuals so um each year the principles they are already been working on it um have a conversation with each staff that is one of the agenda items for the 17th is how many students will be
126part of they'd like to be part of the committee um a core and or we actually have a different um pathway if that's the right word that we are having a conversation with on the 17th so I that will be one of the outcomes of the committee meeting the um the who the how and the representation and and I I hear what you're saying and and what I appreciate is that it's the student voice that we're most concerned about and and I and that's and in agreement of students and employee groups there's a multitude of different employee groups that are par ourselves so employee groups yes we have PA professionals we have different roles correct okay um so that's I guess that's where my question is are solutions that we're looking for are these student
127griven Solutions or these kind of um giving away with the survey results were but um at the part of the piece that they'll talking about um that was the individual survey that those members took and it's um specific to the learning environment and if you look at our strategic plan the equity statement it already has laid out what those goals are that was the feedback that Sal individually gave us feedback on and we're talking about on the 17th but it was areas of the learning environment was the priority and So within their groups they're dividing into sub committees to tackle when we say learning environment what does that mean what does that mean through the parent lens what does that mean through the employee lens what does that mean to the student lens and they're
128going to be um creating those action items want I give an opportunity to hear Kathleen and Jeff haven't spoken yet okay um I'll be brief I think there's two different issues here one is the issue of uh the safe space and the confidentiality that is U so critically important to the current structure and I have to say I'm very moved by the uh correspondence that we received the last week from uh individuals who are members of the committee who uh believe that that is very important to maintain that environment and for that reason I think it needs to remain a superintendent committee I'm also uh cognizant and aware of what uh member James concerns are and that is information that comes to the board and I think that we can accomplish that without changing the
129structure of the committee uh and I would leave it to the committee to deter how and when information should be shared with the board and I think we can that's something that we can focus on that doesn't require the structure of the committee be changed so that's my so you know to me I feel it's important for community members to be aware and publicly what they've been informed through different mediums and channels of information flow is one that certain board members are having a difficult time getting information that's been requested in some cases were five to six months ago relative to All Things sell that's a Community member narrative that's been shared with me you know privately community members that concerned um board member James maintaining what we heard tonight that 71% of the self
130committee is faculty and staff whose voices are certainly important I'm putting 15 or 177% would these families and students and more concerning than that statistical anomaly between the two contingents is I've heard several anecdotes of students trying to join the committee who've been unable to not even to replace students currently on the committee or I should say alumni who don't live in a district and in fact live out of state so to me that's all it's all about transparency and openness diversity equity and inclusion is is important if it's done properly the track record of our district relative to the last two recommendations for the consultant didn't play out famously without being veros and you factor in some of these narratives about students trying to join a committee which is already topheavy with non students
131and families and you consider the fact that board members are unable to access information transparency will at least in my estimation quell Community concern with respect to equity conversations diversity Equity inclusion because I do believe the Spirit of the mission is good it's altruistic and it needs to play out but I think the way that it's been navigated here in District 86 would at least in my estimation warrant the subcommittees that board member James is proposing to certainly Safeguard privacy and anonymity and allow the board portion of that committee to report to the full board after interfacing with those subcommittees at least that's my recommendation along with board member James just what I'm hearing here from seven of us is that there's not um a majority consensus to change itself to a board committee from
132the superintendent however there is a consensus um whether it's increasing students increasing the amount of reports that we receive or the Cadence of reports that we receive here at the board table um to inform that and also to be more aware that as a superintendent committee board memb members do not have the same sort of access to it and um again not a decision need to be made at the table on the rotation of members um but to have a conversation there um to um again good idea to member 11th's point of a rotation of of board members there so we are at that point we're respecting student voice and parent voice faculty and staff and also board member because we as we find we have seven different voices and so to have those rotate
133months the uh this kind of a committee will again add a different flavor each time whether that's on a meeting by meeting or every quarter whatever the case might be um and you know whatever that that might be it's still an important part um of again you know how how we contribute as elected representatives um you know whether we are you know representing that Viewpoint there or our own um I I think there appears to be kind of a overarching buy into those ideas fair to say those those those last three rotation of board members student increase um greater Cadence of communication with what's discussed outside of the presentations that come back to us out of that I think student and Community increase sometimes it could be hard to get community members I I mean
134some of the times we put out the call for community members to join um committees you know kind of seeing how some of that sausage has been made over the last three years with the referendum committee and you know there's you know based off the email I show there's 13 one two three 15 parent indor Community because they may be a feeder and I have um 12 students on the email on the our group email list currently and then we have every um I added every member of strategic plan this year that was a change so for them to actually be listeners I'm I'm not on the email list I'm working off of the list that was provided on a fo and on there the numbers are two board members 30 administrators 28 staff five
135community members I don't I'm not sure what list you have but I'm looking at the principal so yeah I don't believe there are 50 employees I don't know I don't know what the was I'm just I'm be happy to share but my my point is that we I definitely added the members of the strategic plan this year in the past the gold Champions were not part of that which seemed counterproductive because they are responsible when they're meeting with all their strategy teams so they were actually really there to be listening and they're usually an anch have a facilitator or recorder role at those table teams but every um team member of the Strategic plan as part was added this year um so that would certainly be basically the core cabinet if think we're not on
136it in the past but certainly that is one of our agenda items around I think we've brought up um student agency continues to be um places and spaces but all of these processes are annual meaning we always allow the groups to finish out the year and then the principles work with collecting for the new that's whether it's for Pac student council um Pac all of these different the two different tasks Force those are all agenda items here in May and so for students who want to continue they let their principles know well if they're exiting their not then we know how many more slots we need to add or expand so that's always an ongoing conversation and and again that's where the request for information is I'm working with what I can get my hands
137on which isoy a lot well good I think um those are some good ideas that have come out from from there thank you for for bringing those raising those ideas up here uh we're all recognizing it's an important committee and and this kind of work is not work done overnight it's not work that's going going on for very long um and so there's times that we need to let some of that play out it talks to what is our end output for that um no additional comments we're going to move here to five agenda item five board committee reports we're going to start with the May policy committee report chair the policy committee met May two to review the uh final press release 108 which was that big big big Rel these um policies and
138uh also policies that have been submitted for legal review and the following policies are being presented to the board at the first read and there's a listing there in uh on our agenda and public content um we're anticipating dub did you say we already got the the new um press release yeah okay so uh the new press release 109 what we'll be turning our attention to just getting just uh getting our feedb so to speak um is that what we're going to be doing at our next policy meeting jumping into that okay so um that's where we're at we're finishing up our our work with the the large press release 108 along with other policies that that have been uh in the works awaiting the review and then we're going to move on into the
139new press release at our next thank you and now for the onew punch of HR committee and Pac um I turn over to dual chair Hansen thank you so the HR committee met on May 3rd and we discussed a number of things um first which being the 2023 uh school year work calendar um for the 12 month staff it's been drafted um and in in that uh draft we uh the consideration is for the district office to be closed between December 23rd through 30th um and it's really in support of our commitment to employee wellbeing um and then we also talked about or learned about the special education workload committee has updated the workload plan uh peer mentoring option has been added to the non-union longevity bonus program and then we talked about um an
140additional 7.0 support staff FTE to be added to the tentative budget be reviewed in June and then administrator compensation was reviewed in relation to the TRS thhis requirement and liquidated damages Clause was also discussed and then for PTEC uh we met on April 26 2022 and we did um an annual review of all kinds of things concussion attendance and discipline data bullying bus Safety and Security and police procedures um we looked at committee supports for students and discussed the the 86 tip line and kind of brainstormed about um just ways to get the the tip line information of it existing out there uh we talked about the Student Success Center uh services for homebound or hospitalization and supports put in place to address student needs related to the impact of Co um staff engaged the
141Comm to provide feedback on support provided to the students and there are no changes to discipline policies for the board consideration this year any comments on any of the committee reports doing none we're going to move on to uh six action item consent agenda the consent agenda uh items consist of items minutes business Affairs Personnel policies contract renewals and administrative tasks that are routine in nature but that have been discussed with the board and are now presented for approval any item may be pulled from the consent agenda for further discussion and consideration all items on the consent agenda are approved with a single motion unless removed before the roll call vote um before that does any board member wish to remove an item from consent for a separate vote none um may I have a

147result the Illinois state board of education has required the district to create a discipline Improvement plan and to have it approved by the board of education is there a motion and a second to approve the discipline Improvement plan as presented so moov hman second handsome motion hman second handsome uh additional comment uh from board or Administration um well I I had had a few small questions um prior to the sitting down but then I have a larger question based on an audience communication we got earlier in the meeting so one thing I am I'm looking for um some clarity just curious what restorative circles are and then I am interested in the last paragraph of number three um in the Clause that was suggested by a Community member um about prefacing or putting in a
148clause um without regard to race religion ethnicity I wasn't able to write everything down to assure that um there's no potential liability so first restorative circles then the second part we U I can answer a little bit so essentially um a sort of circle is a practice that um it's training we actually um receive training from multiple different places including oy University um but it's essentially uh when you restore a harm that is done so it's often facilitated by a Dean a social worker or an interventionist it can involve two students it can involve a classroom of students it can sometimes involve students adults it's essentially just a conversation to repair the harm that is done so students taking ownership um when they've caused harm in the situation so it is can be separate from
149a disciplinary consequence so something happens the student might receive a detention or a disciplinary consequence but then this is an in addition to so that the harm is actually repaired and the student learns how to not harm again Thank you regarding your other question um those types of statements have not been part of um other um plans that we have submitted to isby as a requirement with requirement so part of this process it goes to isby and if there were concerns and working with um you may have heard us several times talk about sen Bill 100 26 was a significant change in uh law and statute of how we go about doing business around around the whole part of the disciplinary practices and processes and a part that was a major overhaul to the student
150handbook and policy and how it is that those interactions happen and so um that is not a requirement for this type of overarching um plan I think it's I guess understood in all things that a public school does so um is there I guess a way to check with our leg will team prior [Music] to voting tonight um this plan is due to ISB by June 1st June 2 must be submitted I'm more than happy to submit it and reconfirm with Brad um Brad headed headed up the process but we'd be happy to double check with um he may have already braia but with the firm and certainly if we need to come back to be amended to resubmit we'd be happy to do that but he does need to submit it um to is
151by June 1st I can just add a a point of order in the past um the board has voted on items if you are comfortable in doing so pending we we could add to the motion pending legal review and then if if the legal review resulted in it needed to come back to the board it would and then if it didn't then it would be approved if if you were comfortable in doing that we have done that in the past so so you know my concern and there was a board member who excuse me a Community member who brought it up earlier you know is the liability piece I would like to see language added um the 14th Amendment briefly the amendment the 14th Amendment equal protection Clause requires states to practice equal protection equal
152protection forces a state to govern impartially and not to draw distinctions between individual solely on difference differences that are irrelevant to a legitimate governmental objective in this case discipline from a train standpoint clearly faculty staff and most importantly probably Deans need to go through that training but discipline in itself relative to the amendment and the um the equal protection Clause is a liability that we could navigate to the extent we choose to is you know if we carry out discipline based on race color creed gender sex and orientation and if it were to be handled in that capacity um you know the district would be opening itself up to excessive liability and to me at least it's a clear violation of the 14th amendment's equal protection Clause so I would I would implore let me
153finish thank you I would implore the attorneys to apply on this because we see things going on in neighboring districts where discipline the law these are objective lines in the sand that we need to make sure we don't blur the lens and how we handle discipline and if we do choose to to go about it in an inappropriate fashion relative to the concern the Community member had that I Echo we could be opening ourselves up to a violation of the 14th Amendment I just like to clarify are you uh want to make sure you understand what this plan is for are you aware what this is actually why we are submitting this plan this is this is a plan that we created relative to isb's mandate to create a discipline plan is that correct no
154we recited me we recited for racial disproportionality and this is why we're in the top 20% % so we are already being cited correct for for race based discipline and so therefore we were required to submit to this plan so it's not Global discipline there was three different ways that a district could qualify it's information I sent a couple weeks ago and so some some districts are also qualifying based on the number of expulsions they have that is not District 86 some some districts are qualifying because the number of expulsions they have that is not District or um out of school suspensions that is not District 86 and so if you have 3 years of within the top 20% you um are part of this circle as was described in the public facing last year
155we we were not identified and we don't believe we will be identified this year because the both offices the directors of Deans have been working on different opportunities that was described in the plan so just to be clear this isn't a global discipline plan for District 86 this is relative to the data that has been sent to isby that we were already um disciplining differently based on race right no that's that's why we were charged with this plan that we're coming up with and I just want to make sure that the lawyers give us a thumbs up on not including what could be my perception of violation of the 14th Amendment we can approve it as de said pending pending legal review um and you know if we're looking at the language within the document
156the language is referencing only um student including in school support uh for the discipline discipline referral student data it's that itself is a specific kind of data that itself is not saying discipline referral student data related to race or income or Creed or religion or whatnot so it's not as though we are in the in the um the discipline Improvement plan as it states we are not setting ourselves up for violating the Constitution um because we are referencing a specific kind of that is um specific to discipline discipline referral data um but I think it's appropriate we have done it in the past um you know we can we can approve we can vote to motion um uh to approve pending legal review if there are updates or language needs to be added um we

161concerned with a 15 hour uh 15-day piece and we were told there'd be another proposal brought back tonight just wondering what happened to that proposal the calendar committee did not remet me again there is no additional proposal uh option two The Proposal that was given to us at the April 2022 April 28th 2022 2022 meeting uh is a proposal before us itself is a revision of the original one that came to us um at the uh April 14th meeting um at this point in time so I guess I'm unclear was there an attempt since there were five board numbers um and I'll only speak for myself I as I see and understand all sides of this the need for the collaboration time as well as the need for our students to have an optimal maximum
162am amount of time right now with trusted adults FaceTime in the classroom um I was under the impression there was going to be a renegotiation I've read through the hhsa statement and um all the other information that's been provided to us but was there any consideration of you know one thing that we had talked about was potentially slowing the role of the Strategic plan not pausing it not stalling it was there an attempt at a reduction in those um 15 I believe Terry had mentioned nine um numbers have been you know floated out I'm wondering what the attempt at negotiation was or was there no negotiation I was simply going to say that our um our words and recommendations made it back to the relevant parties um and there was no additional uh proposal brought
163forward as they believe that the option two proposal was the best proposal that maximized instructional hours for students contract language calls for 30 collaboration hours in a year so an approved contract for the 2022 2023 school year calls for 30 collaboration hours option two says 23 so the the teachers have come back and said we'll give up over 20% of our collaboration hours to give those back to student facing instructional hours whether or not we slow stop or vote to completely throughout the the Strategic plan doesn't impact what's in the contract if we simply vote not to do this and we vote it down then at the June 2 meeting we'll be voting on a three-year calendar that will be an analogous to what we have currently right now um and it would be a
16430 it would be contract language which is 30 hours of collaboration time that could take different views early release late arrival the the flex days or it could have none of those and it could be teachers are pulled out during the course of the work day and they are replaced with Subs one of the key things we've heard from community members and that was mentioned at the board table is we do not want to be putting Subs out there in place of teachers Subs are great let's not say that we're deriding the work that Subs do but the educational benefit what is happening there is different than what what those teachers are providing and that is a clear thing that has been told to us of the teacher for the class spending educational time in
165class with those students and so we have a reduction in collaboration time and an increase of instructional time in option two right now and that is the proposal that is that is before us or we have contract language which is seven more hours of collaboration time and a reduction of instructional time okay and I appreciate that explanation it is my understanding and correct me if I'm wrong that it would be the administration negotiating this and I appreciate you speaking but I'm going to now direct my question to superintendent Apprentice was there an attempt at looking at you know you can't keep the same workload on the teachers that necessitates the collaboration time and then pull the time from them I get that so the discussion at the table revolved around not keeping the same amount
166of work but potentially taking something off the plate to increase the FaceTime with students and reduce the 15 days down to 9 12 13 was that taken back to the teachers that's where I'm unclear and there was an attempt at negotiation or not certainly um after that board meeting I did have a a conversation um and it was as was communicated to you from um HHS there was not a desire to come back to the table and um do any type of of bring the county community on so they gave the option they continue to support option two or they're happy to revert back to with their contract languages at this time I guess I'll I'll speak for myself um in my learning curve between last last meeting and this meeting as I asked my
167questions and got more information and got a better understanding um and just purpose that you know everyone's busy I was also busy so you know now creating time for myself to do this more thoroughly and um now understanding that the option two was actually in looking for a collaboration was a collaboration from the original proposal um to the 15 hours from the 30 hours to the 15 hours um and really hearing from our community members who have emailed us on on a different me but really uh community members wanting uh FaceTime from the teachers as opposed to um not from their teachers I'm understanding and respecting that teachers want to teach their students we're hearing from the students that the students want their teachers um so it seemed to me that listening to all that
168and um really thinking about that was um this proposal seems to be one that kind of hits all of those points um adding the instructional time uh I actually even heard from another Community member who initially was asking to reduce that time but after coming to the meeting listening to the presentation understanding more really felt that they understood oh okay now I understand that this is um by far the the most collaborative and uh best proposal for the students in mind and and you know what the teachers wanting to do what they want so I'm in support of option two um doing a deeper dive and you know thanks thankful for the teachers and the calendar committee to um for for doing that work with us and on behalf of our students and being patient
169with us or me I should say I was be for me um to learn a little bit more about what that all enta so I'm in support of the teachers having time I'm also in support of the teachers not being released from class because I can tell you firsthand that it's much harder to plan for a sub than it is to go and teach the class yourself and in support of increased instruction all the time what I'm really having an issue with is the process of the and how it played out and getting a plan that wasn't acceptable to five of seven board members at the last meeting um and an expectation I think that was set that that something would come back um so going forward I think that's the piece um it's certainly
170not the time although the timing of the pandemic and the time of the construction calendar still concerns me that perhaps we need to be mindful of those two things and be flexible with our endo on the Strategic plan so we can take care of the students that are in our buildings now um but yes this was you know the original plan was 30 release days this is down to 15 and increases in stal time it hits it checks all the boxes um I don't understand the process and so the process was poorly communicated at the last meeting that there was going to be something that came back um and nothing did and so the process that I thought was going to happen is that the board there was going to potentially be another conversation um
171and negotiation on this um without but with a concession that the expectation wouldn't be the same workload on the Strategic plan at the end of the year if I could speak to the process just because from a bargaining perspective um we we cannot force the association to come back to the table and discuss this because we have contract language on this so we engaged them over two months month and a half I don't know how long it took to get to these two different options and they were great about it they're like yeah okay we'll talk we get it we're all in the same bucket here we're trying to do good by kids they didn't have to do any of that but they did because they're really wanting to problem solve together and we are
172cre we created I wasn't here last year kudos to superintendent Apprentice Mary dck all the rest of these people for Josh especially for creating a trust with the teachers that we're going to try to get together and do right and do better and not take things away okay so that that all existed they came to the table didn't have to and the process I agree we do need Clarity because in in my experience uh non-financial issues are negotiated between Administration and teachers because we're closest to what goes on and we know what you know we we have more direct information to to begin to put these things together okay so that was our process we that we were operating under if the board wants to be involved in these types of discussions we need to
173know that that's not something that is happens uh in other places unless we're in formal negotiations okay so I hear you Debbie I think that there was some gaps and we need to continue to figure out how we're all going to work together but back to your point we can't force the association to come back they didn't want to come back and for for good reason because they came for two months and tried to work when they didn't have to work to come up with something that was going to be better than what we had so I don't know I don't that answers your question about process but that's why so no there wasn't further discussion because they were done talking they had done that for two months out of good faith it brings up
174a question Cheryl to me during the board meeting in March when this seemed to be transpiring at a pretty rapid Pace I asked Dr Cino can this be tabled till board meeting in May and he said yes and you interrupted him and said we'd have to go back the negotiating table so this board to board member lethal's point this board was simply operating under the Cadence and the calendar and the agendas were given and at the last meeting of course we were told otherwise that we might have a different proposal which obviously we don't have um that's certainly beyond our control and perhaps the superintendent the president who create the board meetings and the Cadence and the calendaring of them should pay more attention or at least be more mindful of these possible obstacles that
175may present which have because I think the five board members made it perfectly clear that 15 hours was still excessive we're left here without another proposal otherwise but my point about March Cheryl is even in March it necessitated quote unquote going going back to renegotiated so perhaps should this have otherwise been brought forth to this board of bed in January or February because then perhaps for the Venom to the students would be landing in a better place and I do have to reiterate to the community who may otherwise be misinformed I I want to make sure people understand that we are in increasing instructional hours from 2021 and 2122 school year not anywhere near prior instructional total instructional hours dating back to 1819 171 18 Etc so it was it was a pretty clear and
176concise agreement for this board which often lacks five to two votes if you will to represent a concern and Cheryl I understand that you know they came back with nothing and you know I applaud them for the effort energies but the board and the five I'm referring to on it who had this opinion during the last board meeting we were simply operating under the calendar that we were given which perhaps otherwise should have been revised and visited prior absolutely if that's if that is uh instead of delegating these discussions to the administration and then the board saying okay we agree you guys are the experts move on if you want to be more involved you're right we need to add more time to these project processes for sure and that's that's something that uh again
177needs to be an expectation set in advance from the board to us so we know to build extra time into those steps I agree thanks sure so I I too am uncomfortable with the fact that what we're our options are revert back to what we had this year or accept the proposal as presented at the last board meeting where I along with several others weren't comfortable with and it asked for more information and asked for maybe another pass habit um again I appreciate the need for the collaboration time I appreciate the need for students to be in front of their teachers um those are two very important pieces and similar to what Miss lenthal said my question at that time was also about the Strategic plan what could we slow down to take the teachers
178and their needs of being out of the classroom and their needs for that collaboration time could that be reduced so that we could increase our time in the classroom that was my simple ask at that point so I'm I'm uncomfortable with the position that we as a board have been put in so I guess I I will just say that I I uh like cythia had an opportunity to reflect on this over the last few weeks and and um to have some conversations with some community members as well um and I do understand the the need for um the collaboration time um and you know for me at this point I I am more comfortable with um the proposal too and um you know would be willing to move forward with that I'm willing to

180and World Report said you know high top desile in the country not just in the state but one of the best districts hands down uh in the country and it's something we should all be proud of we should be proud of all the different way all the different you know people that are a part of that we should be proud of our students uh we should be proud of the parents and the Guardians and and those people who are guiding them down their educational path I also want to briefly address uh the fo presentation that we had at the previous meeting and questions on how it evolved from a discussion on redaction uh conceptually at a policy committee meeting following an item that I brought up at the previous board meeting to two more narrower
181if larger topics uh consensus on the administrative procedure one and the elimination of the current fo log's Incarnation via the gov QA portal and posting of responsive documents and it's been raised to me uh since the last meeting um as the president ation evolved from that larger con conceptual topic to more focus on one of actual outcome that could lead to additional conversation some board members wished they'd been privy to steps along the way on how it got from that point A to point B I believe there were productive conversations by the working group that took on the policy committee's recommendation for that presentation I also believe the end level presentation was created in good faith to address larger issues that precipitated the redaction conversation I want to thank them for their effort and Steve
182Rickard for his presentation we certainly will be coming back to AP1 at policy um in uh in the June policy meeting how IT addresses redaction in Foya and this will sensibly be brought back at the June Ram um to us at the end of the month um so far I want to thank the board for a very substantive discussion of these topics um they are important certainly in these times and important to understand and they are complex at the same time and ones that that the lay person may not always may not always get and so having those conversations is something that I find to be um critical now we're asking our Administration and staff via the Strategic plan and as part of their continual work of being an educator to evaluate courses curriculum the
183standards of 21st century teaching self-evaluation and critical analysis we as board members should use this one instance in the same way we have practices and procedures and should use both both positive feedback and also constructive criticism to refine them where appropriate it's important that we trust each other along the way to be working for the same overarching goal the maintenance and the betterment of the educational experience here in d86 for our students both those that are in the building now and those to come it is of equal importance that we are mindful to respect the voices of our fellow board members our our Administration faculty and staff and those trusted professionals that we hire and engage with it's my hope that we continue to have collaborative discussions like this even if they're difficult at times
184that lead to constructive outcomes for the district and for the students this time we'll move to 11.2 which is future agenda items do any members of the board have a request for a future agenda item um so I can bring this up further during board comments but I believe that the foyer presentation as discussed on 28th policy committee should not go back to policy and should come to the full board at the next board meeting for a discussion of the topics that were discussed on 228 and that were slated to come um to this board and further I'm going to publicly reiterate um that policy 2110 and a discussion of the role of board officer should happen not with an iasb facilitator in close session but at the table in a public at a public
185meeting as soon as possible both of those I believe are on the chart I we have two the officer question that chart and I'll say when it comes to that conversation on the um an ISB moderated um closed or not self- evaluation um not right now at this meeting but following this meeting I will be out to each of you individually on that topic um and so there will be I think some additional input and then um discussion or action being taken surrounding that um so just that's touching on that one again that's it's larger than just simply say 210 2110 EXC me um but that's going to be component piece to that so just to kind of let you know that in advance spoilers another email um and then maybe some phone calls again

187not the district in administration I do look forward to learning more and digging into the information as best I can next I'd like to talk about earlier tonight we talked about diversity equity and inclusion as it relates to the South committee the first goal to improve our Effectiveness as an organization by building a culture where staff and students can come to d86 every day and be their best selves that same goal should apply to the board as well we should model that behavior that we would like to see in our peers I would like to tell you about an an example of the respect and trust that I receive as mentioned by both Mr held a few minutes ago Miss lethal um and myself at the last board meeting I had some concerns about the
188fory year presentation and the content being different than what was presented than what the policy committee had recommended since that meeting I followed up with the superintendent and the board president who as Mr Richard had stated had evolved had changed that to the direction of the presentation I had a delayed getting a respon until yesterday and then was told that the presentation evolved as the superintendent a few board officers and the attorney participated in initial planning and brainstorming meeting I Then followed up regarding my concerns regarding that presentation with to find out why it didn't follow the policy committee recommendations well I received a phone call this morning apologizing for the name calling with the caveat that it was not productive to the conversation and hoping that we can move forward I am going to
189read a brief summary of our conversation I want to thank you for your 15 minutes the night before explaining among other things that you think I micromanage and that it's not the and that is not the role of a board member you think I am a bad board member you think I don't remember what was said and agreed to it at a policy Comm Comm meeting you think I don't listen to your explanation and force you to repeat yourself four times the presentation evolved you think I keep repeating my talking points when I don't like your answer why was the policy committee recommendation disregarded my favorite do not interrupt me I am flat out disgusted by the open hostility towards me and the clear disdain for anything I say or questions I may have I
190would like to remind you that I would like I let me just get that section thankfully a Community member did record the policy committee meeting and I was able to go back and review several hundred people have also viewed this vehicle to summarize the policy committee recommended bringing the presentation made to the 228 policy committee meeting with three enhancements when responses are posted to the foog and when they are not redaction procedures and District procedures other districts the mention of the word evolved I'm guessing that that decision was made with Miss apprentice and Mr held who both used the same word word when explain to me why the presentation was different than recommended the interpretation of involved meant that if we didn't have a foyil log then there's no reason to discuss foyer practices related
191to redactions well I understand that logic that was not discussed or recommended by the policy committee yet on board dots for the meeting agenda regarding foyer practices it states at their February meeting the policy committee had a detailed discussion with h lur attorney Steve Richard of policy 225 225 access to District public records practices for dis processing foyer requests the committee recommended that attorney Richard prepare a report for board discussion of foyer practices in guidance sought from the full board for treatment of foer request Attorney Richard will join the board and discuss his report and recommendation recommended administrative procedures if this presentation had evolved why wasn't it discussed at a subsequent policy committee meeting prior to being presented to the full board what was not pres what was presented was not what the policy committee
192discussed as employed by the board Doc's note it was also mentioned that Miss krosi had sent a very lengthy email outlining the district's current foyer practices and it's not the board's position to change those practices however that's exactly what we discussed at the 228 policy committee meeting and why it was recommended to come to the full board for discussion it appears to me that one board member is in fact acting as a deao member of the cabinet and an Administration she is participating in idea brainstorming sessions with our board attorneys and our Administration to develop presentations to the rest of the rest of the board and determining what is appropriate content and and what isn't let me understand if I understand correctly I am the one micromanaging I have serious concerns about the information shared
193with a subset of the board and the overreach of certain board members to participate and create content for what is presented to the board as the hallan stated in their editorial today the less division on the board and between the board and the administration the less division there is likely to be in our school Community this talk by my colleagues about trust and working together is not easy considering what is happening behind the scenes thank you I had sent a similar email regarding um how this presentation came to be so narrow in scope after the last board meeting um and appreciate that member James shared this and was able to have a conversation with president called regarding the evolution I guess as it's been coed um and I find it kind of stunning because from
194what I understand there are some board members obviously that I've long suspected just to have more information than other board members um in complete contradiction to our board protocol one gets all get I also find it interesting um that this presentation was very clearly the direction was given at the policy committee and communicated to the full board and the policy committee update and there was a request to actually have a special meeting to discuss this yet behind the scenes there was a plan to not even discuss what was going to be discussed and to narrow in on um um Jus boy log in addition to the one gets all get um there's an expectation that the board speaks with one voice to give direction to the administration and while you know I'm not a lawyer
195I would interpret that this has been a violation of that it also calls into question how many other things board members have had their hand in to direct such as the 126 board meeting when board discussions that were put on the agenda were shut down and how much information there is among certain board members and not others so um I I guess the word I used when I saw member James recollection today was I'm stunned by the hostility expressed to her and the hypocrisy stunned and so so um it kind of flies in the face of some of the things that have been said at the table about Harmony and trust and things like that so this board member had the expectation that we were going to discuss what was discussed at the 228 policy
196committee meeting as a full board redaction practices we had a long outstanding future agenda item to clarify for the community our practices around social media redaction that still hasn't been um clarified and that was supposed to be clarified on 428 and it wasn't um so very disappointing and I am sorry that you had to be on the receiving end of that so I was told to watch that video at one point um by some community members who were interested in the process and I would obviously back up what Debbie and certainly Peggy maintained earlier that video that I saw the policy committee meeting was supposed to bring a certain narrative to that most recent board meeting on April 28th it brought something completely completely different it was not an evolution as certain board members would
197maintain it was a manufacturing of one voice but that that voice wouldn't be Collective that would be one or two board members voice and certainly not that of the collective so for me I consider it offensive to waste my time and other board members time who anticipate certain just like when those two um focus groups board member 11 thought they're not called focus groups but with the academic success committee and the Strategic creativity committee um the task forces that were dismissed from the agenda by board president Walker at the time I feel the same way here it's a complete waste of our time we are not volunteers and we do not need we don't deserve praise for our role but if we're going to serve in this role to have inappropriate minations playing out behind
198the scenes against the knowledge of the board really renders us useless but it does say in so many in a certain sense that yes there is only one voice but that is not a collective one and that is a tremendous concern of money so I would ask board members relative to this anecdote to to be more mindful of each other's time I think respect was brought up earlier and certainly when the students were here that was one of the many characteristics that Mr held you also championed I'd expect all of us to Champion the same thing to each other I work very hard for this district and I don't want to waste my time doing it and I certainly don't want to see board member James elal do the same I saw the video and
199I was present with Steve from H with his presentation and it ran completely counter to the what was fostered in that committee meeting on February um 28th February 28th as to what was supposed to come back again it wasn't an evolution it was manufactured inappropriately and certainly against the policy that board number 11th all mention um the remainder of my board comments I will read I think I've done this four straight board meetings to a certain extent relative to early release Wednesday I'll do it again I will point out once again for the Public's benefit we are not in inreasing student instructional time we are increasing it only as a function and relative to the last year or two nowhere near where it was pre pandemic levels which as you'll hear me read we certainly
200could have should have and unfortunately were not the contract does State the district may replace up to six student attendance days with flex learning days it does not state that it must that equates to 16 and 1 12 hours which is 6 days multiplied by the time frame 1230 again the contract States May and does not mandate it I suggested I Echo a suggestion from a fellow board member this week that we eliminate those six days which would significantly increase increase instructional time the board has been put in a difficult position we discovered that when this early release proposal was first discussed by the board back in March during the conversation I asked Dr Covino if he could if we could allow time to pass to gauge community input regarding that change and bring it
201back to the board in May Dr Cino responded that it shouldn't pose a problem to take more time at which point the assistant superintendent of HR interrupted Dr coino and said we would have to renegotiate with the teachers I have been critical of the early released proposal on several levels and have made that clear in the last three board meetings dating back to the A4 mention meeting in March when the proposal was first introduced additionally only 26% of the families that responded to the district survey were in favor of early release Wednesdays that's one in four in favor three of three out of four opposed input received to the board through board email from community members has been in parallel with my line of thinking and in fact unless I've missed recent Communications there has
202yet to be Outreach from any One Singular Community member in support of early release Wednesdays through board email however we seem to be faced with a decision tree as we saw tonight limited to just one option versus the status quo status quo schedule leaving me to wonder if the decision has already been made without first and fully engaging the board of education at the last meeting of the board of education on April 28th Administration proposed 15 early release days five out of seven board members including myself were not comfortable with that amount and we were informed that a new proposal would be forthcoming that is not played out and we have no additional proposal these students need more instructional time and certainly not less while the proposal is more than status quo uh from 2122
203school year it is still much less than pre pandemic levels of instructional time this board including myself this board and the former board should have taken a higher level view of this consideration so as not to put us in this uncomfortable position we now find ourselves in contending with the referendum construction schedule decreases time in the building all d86 stakeholders are well aware of the learning gaps that have been created from the pandemic learning environment collaboration time between teachers should have and could have been minimize and I wrote this prior to the meeting and still can suspension or reduction of the Strategic plan would have allowed more structional time the consideration of eliminating the six flex days would assist in accompanying the same in accomplishing the same goal more and not less time in the
204classroom for all 4,000 kids in d86 thank you are there any additional board member comments okay um have a completely compared one but I guess you know as I was listening to my prior board member statement and I I will speak to the community because there's there's been a constant 4 3 43 people want I am an individual I learn of my own I make my own decisions so I want that to be completely clear as we talk in all these generalities one way or another onto a more interesting note May is Asian-American Heritage Month um it is also Mental Health Awareness Month um and I had come across a an article that I thought was was interesting that um suicide is the leading cause this is a CBC information um of death amongst Asian-American
205youth age 15 to 24 and the reason I bring that up in the spirit of while what we're talking about for Dei and you know there seems to be some push and pull about is it valid to racialize um data points aspects and you know I I you some people consider uh fearful a fearful move to do it that way I think it's imperative to look at um constructs that way and definitely constructs of how we do our work here and maybe how we offer supports um it's certainly not the only data point there's there's a uh intersectionality of course but intersectionality um the opposite of of racializing things should be not doing anything at all um and and that's kind of perhaps the uh conversation that we should continue having that we build more

207H hi member hman I member Walker I member Hansen I member James I M 11 I motion passes moving on to Treasurer and recording secretary so this board the 21 board um appointed Deb krasi to serve as board reporting secretary and affirmed CFO Stevenson to serve as board Treasurer uh the 2022 treasurers Bond uh will be reviewed with finance committee at their May 18th 20122 meeting uh and then return to the June 2nd 2022 RAM for board consideration there have been um moving on to 12.3 uh board committees um got some feedback here on all of our from all of our board members and there have been a few um a few shifts in some some chairs kind of literally um and uh so the board members now will have their current assignments um for
208uh for those committees so um in a in a minute well there's also kind of go back and schedule board meetings which is a few points down so committee chairs um you know new committee chairs especially but you know please confirm meeting schedules uh with your committee members and submit any updates to those schedules of regular committee meetings please by Friday May 277 can we ask questions on this or no on the Committees yeah if you want to ask a question so there seems to be um a [Music] imbalance um member hman specifically has six committee assignments most of us have three you have two um why uh I'd say there's a time and inclination um from when it comes to looking across member requests there's not necessarily a conflict we could have two members
209in some of those committees and she could not be on them um there's not a has not been a uh a driving request um for other board members in this particular cycle um to supplant on those on those particular committees um you know that's where where we are with them uh I mean I will think that from I think from a timing standpoint going back over the last well at least the last three years um but that's been the case that she's has the capacity serve on multiple committees and there hasen't been hasn't been a conflict with that so if there been a conflict you know then that would change the outcome U but there wasn't a conflict at that point in time and um it's not as though she's over represented from a chair
210standpoint um necessarily um and most of us have the same committee appointments you again we can't all serve on the same committees otherwise it' just be regular board meetings and I don't think we could function super well there but we can certainly go to meetings and consistent with our policy we can sit there at the moment and we can ask questions and audience communication um and uh you know as you and I discussed today I think it's a great idea for board members to go to committee meetings they are not on um to learn about those um because that's a that's how we learn to be better board meeting board members uh is to learn about these other aspects that maybe we're not as familiar with um and I've been to something that I'm up
211and up all of them and I'm looking forward to you know in this next year um here on the board to participate from the sidelines at the moment so again there might be other conversations around that but at least in the sidelines at the moment um but uh but that's where we are in committees so then moving on to the IB uh governing board representative um so I appoint the ISP government board representative and the rep as president you have been you've been appointed previously as it now there's been no there's been no other people who wanted to be it to to be fair to last few years to someone else um as I've done it since I came on the board I'm happy to do it again uh this year if there's somebody else
212who would like to do it uh I i' I'd be happy to defer to you um but I'm happy to do it does anybody else have interest to be clear the representative receives meeting notices and correspondence from IB and represents dist board at the delegate assembly held each November during the joint annual conference in Chicago the delegate assembly considers and votes on resolutions submitted by member districts which when approved become the basis for the association stance ISB of the association on legislation and related matters of public policy certainly sometimes in the last few years that I've been on the board some of those um um some of those resolutions have been uh a pretty big impact in import and so it's it's some are just language adjustments but some are very substantive in their quality
213um so set setting setting Kathleen does anybody else have an interest in being the IB governing board representative not I'm going to appoint Kathleen right um as it stands so um um already mentioned under the schedule of board meetings here for 2022 2023 about the committee chairs and um confirming their meeting schedules here um but we have for us there and in content we have a draft schedule of board meetings for 20122 uh 2023 um um for provide for us for our for our review U we're going to be approving the 2223 schedule of board meetings at the June 2nd regular Action meeting one question that we've received especially in the last few months will the meetings go back to alternating between campuses or be held at Central then so we have again construction Central
214that's ongoing that's impacted our ability to be there it's important question right uh and you know in the ideal world yes we will be alternating when the construction is in back and forth um and I mean if we had more space we' even do at the transition Center but that's a little bit tighter especially considering the last couple years of constraints we faced the library is the main project that's happening during the summer in central so as soon as that's finished and Furniture shows up they'll So in theory we should be back to be able to rotate there aren't any alternate sites that be used some of the larger spes fill in area the problem that we have is with the AV Equipment and sound equipment we have a decreed I'll call it decre because
215um we'd always have problems with the wireless system and we replaced batteries when it started in 2019 and we didn't feel it was physically responsible to buy a new system when we're getting the renovations done so we really don't have a system that could support everything that we do here in a wired system I I could look at renting but it's going to cost money to do that you know for a couple month that we have to wait I don't know if it's really worth it that's up to you as a board to decide uh 12.5 12.6 um is um the ISB membership 2022 2023 so the board renews it membership in the Illinois Association of school boards ISB annually the IB 2223 dues invoice and membership information will return to the June 2nd 2022
216regular Action meeting for board consideration and there in public content um there's links there that talk about ISB benefits of membership merits membership uh and then kind of the DU and superintendent letter just there's some again additional information if people are interested in looking into that um moving then unless there's questions on that moving to ihsa membership for 2223 again the board votes annually to renew its membership in the Illinois High School Association the 2223 School term ihsa membership will not require payment for membership dues or state series entry fees per action of the IH ihsa board of directors membership in the ihsa is renewed by confirming that the district continues to be recognized by the Illinois State Board of Education and by certifying that the board of education has voed to adopt and abide
217by the Constitution bylaws terms and conditions and administrative procedures guidelines and policies of the association for the 2223 School term um as I've said this will return to the board for the June 2nd regular Action meeting a membership renewal is due by June 15th so again June 2nd will be up for um for Action there Renewal by June 15 I mentioned the number of thingss there again in case you're interested um those of you who are um um listening to this community members the Constitution bylaws terms and conditions administrative procedures guidelines and policies of the excuse me sorry that was like a frog in um I talk so much I should be used to it um are all linked um within public content so anybody can go in there and take a look at it
218and see you what this what this entails um moving on 12.8 the D page West cook Regional Special Education Association board Representatives 22 to 2025 so d181 and d86 share a representation on the D page West cook Regional Special Education Association so dwc has asked that these appointments move from a 2-year assignment to a three-year assignment resolution number 23.0 appoint superintendent Tammy Apprentice uh to serve as the district's representative for the 23 25 school years d11 will approve a resolution to appoint the alternate the resolution will return for board consideration at the June 2nd regular Action meeting and that resolution 01 um is again in public content for review and then finally we have um on here the Dao board representative for 2223 another acronym which stands for the dup page area occupational education system
219so each year d86 formally designates a representative to serve on the da Dao Board of director this is a this is required annually U by the Dao intergovernmental agreement the board directors makes decisions and creates policy that can affect these members of our academic Community the attach resolution in public content appoint superintendent Apprentice as the Dao board rep for the 2223 organizational year and it will as with these other items returned for board consideration at the June 2nd regular Action meeting again this resolution like the previous I've mentioned are all in public content for review um by the community so then we're going to move on to 13.1 this is Administration and this is the superintendent report superintendent pres thank you president tell um just I shared before really want to thank as we're winding
220down here in May we've had a a variety of um student agency Staff Agency and parent agency but in particular um it has been wonderful this past week to uh partake and listen to two different parent groups who acted as our focus groups around that portion of the graduate um pce that you participated in a little bit different for our focus groups um we bring to them five sort of traits to consider that have been happening at our portrait meetings for them to react to in addition to also um generating their own list as well and so I certainly want to thank all of those parents um who came in and um spent an hour each time with us um I also want to thank our principal for in I know M's very very busy
221time but also um meeting with those student focus group with your leadership teams and certainly as I mentioned before director counseling are leading those focus groups with our universities all of that information will be taken back to our May Port to our graduate meeting and we'll continue to add it at our table teams as we work on hopefully our um draft and that would be part of that presentation update to the board at the June 2nd meeting in addition to that task force the other task force that's looking at instructional schedules that member 11th all is on will also will be bringing an update and then s also meets uh next week and we will be bringing members from Sal for that update as well thank you thank you very much so now uh item

223IEPs because when I look at the data 35.5% graduation rate for HS out for kids with IEPs it breaks my heart it should break every one of your hearts it's not much better at Central at 60.5 we're doing a disservice and the people that parents count on to help them navigate the struggles there's nothing more heartbreaking than having a kid who struggles and we put him in this building or Central and we expect you to take care of them you talk about bullying bullying for kids with IEPs is probably one of the most heartbreaking things and if you talk Robin Venoy you can hear what my son went first it's never going to come out at your health committee it's going to come out by having solid adult student relationships in the building it's not
224going to come out by having a chosen group that we listen to you need every kid to feel that their voice matters I'm just beyond words I can't believe we didn't graduate 65% of the senior class with IEPs I just can't believe it and I can't believe nobody on this board really cared enough to talk about it this is something it came to us when Tammy Kennis came to this District we are creating it has to be kids aren't graduating where are they going has anybody looked at the portrait of a student who has an IEP where's that graduate going is the one class they take at cood does that count as going to college because I don't think they probably feel like they're really college students so please pay attention the data says we're
225doing a bad job with everyone not just IEPs but it's indefensible to not serve the people who need us most [Applause] thank you for sharing your experiences anybody else cron Milan 30-year hensdale resident with reference to the discipline Improvement plan I predict legal council will oine you don't need a savings Clause because they follow the instructions of the superintendent there are two issues first the board's access to councel in performance of the board's oversight duties second I remind you of a recent case from a neighboring Community to make you aware of a liability risk at the last board meeting d86 legal council spoke in support of curtailing the Foya Port the board wisely rejected Ed this advice but council's presentation raised questions of how council is being used specifically whether council is managing legal exposure
226or just guarding the superintendent when a board member asked Council to quantify exposure from the Foya portal Council declined to answer on grounds of privilege but lawyers are required to quantify exposure and and assess merits of cases all the time in things like audit letter responses and public filings discussing this does not compromise d86 in pending cases and we have already seen board member requests for legal bills frustrated by spous claims of attorney client privilege as part of the board's oversight duties members must know what council is doing and why next I'm also calling to the board's attention a case study in potential liability from neighboring Lions Township recently there without provocation a student physically attacked another student on school premises causing injuries that required hospitalization this was a premeditated attack and not a fair
227fight the school failed in several important respects after the victim warned the administration of the threat it did nothing to protect her from the attack and during the attack the school did nothing to end the beating no teacher or administrator timely intervened these raised questions of gross negligence and even recklessness my advice to you is why watch the video of the beating and then decide whether your liability priorities are in the right place let's hope we are never visited by such an atrocity but if it happens learn from Lion's Township and have plans to do better hi uh my my name is still Reed McCollum in my earlier comments I referenced a national political campaign to use School curriculum and Equity to undermine public education and win elections through fear monitoring many who attend these
228meetings email the board and spread disinformation in our community to rile up parents are the Grassroots that spring from seeds of disinformation and divisive culture War politics but as the proverb goes an empty vessel makes the most noise the disinformation and fear-mongering in our community we've seen the past year is a direct result of that political culture War campaign they don't hide their intentions one local dark money group I will not name that operates in our County from paperville to Hinsdale has clear partisan political ties and does little to hide its objectives which are to undercut confidence in taxpayer funded public education and elect their preferred candidates to political office confidence in institutions such is public schools and what Society can achieve through Collective action are under assault in our nation and around the world
229they are under attack by illiberal special interests that threaten the very fabric of our democracy they do not have the best interest of District 86 students in mind but you do you were elected to do what is right for students in our community do not cave to a loud and vocal Fringe of thinly veiled political activist and their misguided followers I am not calling for you to pick a side but rather to reject the false dichotomy of US versus them and do what's in the best interest of students I want to commend you because that's exactly what you all on this board did tonight with respect to the Salt discussion member James and others highlighted the importance of board oversight member Waters highlighted the importance of responding to concerns from Comm community members he's right

232I had a child who was a delayed learner I had no choice because I needed for my child the feel as unique and special as her siblings and so you learn and you you grow with it but you grow with fear just like as remember Hansen talked about you do need to understand that the the differences in individuals and what affects them I don't know everything that we are doing yet with Equity I've actually tried to meet with a couple of people and um we've had some F time but while I am removing myself from the parent Network after 4 and A2 years it's because I feel that there are new parents who will bring new uh energy to the group and I believe that they should still be reaching out to the community to
233let them know that there are choices for their child and I don't know what I'm hearing yet I do feel a sense of a shrinking of choice for these children and I will continue to reach out because I I have good conversation with our principal uh Dr coino I'm still trying to meet again with Dr pay um you know everyone because I believe that working and collaboration is necessary and it's because I I damn it you know I each of these children deserve the opportunity to succeed it doesn't matter what color you are doesn't matter what your address is I don't know what half of the people that I have helped look like I've never met them I've talked with them they need to hear more about what to do for their child specifically since
234Co I've heard about more mental health issues than anything and when you have a need to begin with and then you apply the mental health challenges on top of that it's a disaster but I will say that my child who I first met with Tammy in eth grade Midway through who inspired me to want to go on to help other families um she she's not a rockar academically but she got a 3.85 at the University of Arizona but it doesn't mean it didn't come with help can I continue Richard would you want to see perhaps three minutes of your time if you're not ining to speak I not speaking well let's pretend you work he's going to give you three minutes A Time thank you I will be leading the parent Network as I said
235I offered my time for one more meeting but I am going to watch what we are doing with student services do I see yeah and it's not because I want to fight anything it's because I want to fight for something not against I want to understand what the needs are itself which I don't know um I I don't know how they're different from Central but what I do believe is that we need to have more collaboration at this table more understanding less fighting less name calling that's let's not do that let's figure out how to work to I'm sorry let's figure out how to work together and make this happen and I cannot I cannot leave this table without saying that I've offered my my time for some of the other committees and I've not
236been accepted so there are people that want to serve but I want to end by saying that I've heard from more people who have told me lately they don't want to volunteer anymore because of what is going on in this district there needs to be some drastic change and we need to show more support for the teachers Tammy in May right after the referendum I asked that we slow the rooll that was I think second time I ever spoke I had a meeting with you where I brought people in October of 2019 where we said is what we're doing going to be a learning for all where we're mashing levels together and you said no that's absolutely not what we're doing we were told we can't have two Science tracks and it would take a
237referendum to do that and now we have two Science tracks and I'm pretty sure there was no other referendum for that there are reasons why we need to have continued transparency within the district until we can do that to the point where the the community feels confident again in where we send our children we will never be able to achieve any kind of consistency or recognition among the board I I celebrated with so many of you for the referendum and I worked hard for that because my children go here so we need to continue to listen to the community we need to get to know the administration and we need to make sure that we're fighting especially for those kids who can't fight for themselves and I need to make sure that all the board
