002this over to Art asro my athletic director who will introduce our coaches who will introduce their players okay thank you very much uh just kind of echo what Mrs Palmer said we had a historic year here at South um many records being broken maybe Conference titles Regional titles and then a lot of uh of our athletes placing at the state level so this spring we had three Sports um that went down state placed I'm going to start with uh introducing coach Dean Norman with our voice track team thank you for having us we uh had a very successful track season as our just mentioned we have two athletes that are here tonight I can acknowledge them they come up here Dylan boy this is Dylan boy and this is Roman dra [Applause] truck just to
003give you an idea what what took place last week and they they had a great end of their senior season if you remember a couple weeks ago they had a fantastic graduation that we hosted here just for track and then a week later they went down state and they competed and they competed very well uh Dylan was on the 4x4 team okay Dylan was on the 4x4 team uh and they placed ninth in state which is considered All State um set a School record that goes back to the 1980s um real proud of his efforts because he came back from a tour his ACL last year right before conference meet lost his whole end of the season last year lost his football season completely rehab total hard worker and going to Emory college uh and
004he'll compete in track next year at Emory and he'll be jumping again which is really his strength so real proud of everything that you've done this year uh other members on the 4x4 which are not here I believe uh Brian Jordan who was also on the other relay that place at State uh DJ Anderson and Michael Noble those guys could not make it tonight Roman drachuk was also on the 4 by8 set of School record that goes back to 1980s as well they played sport in state and Roman was on a 4 team that consisted of himself Michael Noble Brian Jordan and Charlie noce okay so Roman correct me if I'm wrong has been all state four times he he probably noticed him he's been up here before twice in Cross Country in tra um
005and he's going to Brown University so he's going to continue running next year as well great guys great representatives of our school uh class acts and uh just wanted to let you know who we have here so great SE uh next I'd like to introduce our boys gymnastics coach Jared [Applause] Amel I'd like to introduce you to uh guame lipo he is a junior going to be a senior on gymnastic team uh he's our two-time MVP which means he scored more points for the team as a sophomore and a junior which is pretty unheard of and U he had nothing short of a dominating season um this year finishing fourth place at the state at Central High School but um the biggest compliment that we received was at the end of the meet the judges
006actually came over and uh talked to me and they said that uh it was probably the most impressive performance that they had seen on the Flor exercise that day and you know they wish they could have scored him higher but um he made it look like he wasn't even trying and that's what they were impressed about uh just an excellent young man who works hard in the gym nonstop and he's a quality representative of H South Athletics [Applause] on next I'd like to introduce our V coach Mr John charters [Applause] good evening everybody uh we are very fortunate here in hinel South and uh I am very fortunate uh as a badet coach here at South for now going on my 24th year um this is uh representative tonight the girls that I will introduce
007will be uh members of our uh now eighth team uh State trophy uh in the 2 3 years that bad has been a part of uh Hinsdale South and uh it's been eight years since we won our last one and so this trophy is is just that much more special and I'll talk about that in a couple ways today but um we have some of the girls from the team here this year so I'd like to introduce them and bring them on up first of all we have Junior ammani Williams we have Junior Claire pomy we have senior Sarah [Applause] pu we have senior Caroline Lee we have senior Sarah talopa and then we have Junior Judy yay our last senior Jackie camelli could not be here this evening she's down at St Louis University
008for a college orientation this weekend um these girls you know represent really and just talking with Mr puz here this evening uh if you've all seen the movie hoers um this is the movie hoers right here um these girls represent you know Hinsdale South you know a school of maybe 16 00700 students and we are competing against the likes of Stevenson High School and niav valy High School and Downer South High School and you know the schools that have tripled the amount of students that South does and yet these girls finished second in state uh above 99 other state badminton teams uh and it is really truly to their dedication you know to their work uh last year when we finished fourth for like the fourth time in three years it was like driving us
009nuts and Caroline Lee and Jackie camelli two of our senior captains this year and Junior Judy Yang took it upon their shoulders to decide no more of that we're done finishing fourth you know we're going to actually bring home some Hardware this year they really put forth the effort and the other girls followed along um Sarah puz was a tennis player that came out for bad M for Usman Williams is a volleyball player that came out so we have multiple sport athletes CLA pomy same thing volleyball player that play you know in terms of you know what they represent you know for Judy Yang as the state champion in badminton uh you know equally that much more special um as a de student here at South uh she created history not only becoming a state
010champion but becoming the first death student state champion in bad and it's equally nice for her because as a freshman and sophomore she finished second uh twice in a row so she was tired of finish in second and she had said that there was just nothing that literally was going to stand in their way the greatest thing one of the greatest things about the whole tournament was you really could feel the energy in the facility down in Eastern Illinois and how every single person wanted Judy to win uh it didn't matter what school you were from uh you know what what competitor you were but everybody in the building you could just feel wanted Judy to win so that's what it made it even much more special for Jackie and Caroline uh to finish sixth
011in state and being an all state doubles team Jackie's second time at doing that and then Caroline's first time doing that was awesome uh for Sarah t mova two time State uh representative for us here at Hinsdale South um you know great leader for the young girls as well and then for Claire and ammani you know coming along for the ride and you know they'll be seniors next year and we'll create great things for us the last thing I just wanted to talk about is it's a a special thing for for me working with Dennis carstead um Dennis carstead for for those of you that don't know a longtime hinel South teacher over 33 years uh and created the badminton program with with me here at South passed away in December to Mesa and uh
012it was a great loss uh great personal loss for me my friend My Mentor um and you know just the whole season going along feeling that he was you know right there upon us um you know and uh looking out for us and you know really Came Upon at the end here and uh for the girls as well welcome you know it was a great ending for for that kind of thing as you saw movie hooers great ending there great ending for these girls for the juniors that'll come back next year U we will be here next year at the same meeting at thank you all very thank [Applause] you good evening everyone we too had some uh top finishes to uh report to the board and I'm very proud of the accomplishments in our
013uh clubs activities and Athletics and I'd like to start with our activities director Sally philli to introduce our Rue team so in November um I got this new club request for a rugby team and I a little bit but um we we figured it all out and they've just had this incredible season so I'm going to in to our faculty sponsor and coach for that um Nick Gart he'll introduce to our coaching staff and the boys and talk about thank you very much s our head coach Lance Hoya one of our assistant coaches Nikki Gambino we have Michael Key we have Brady Garber and then great charl so let's give them hand please uh I'd also like to thank Dan Jones and fol for all your support for uh giving us the opportunity to start
014in January and uh on theer field that we thank you for the opportunity to play and then eventually uh practicing at 5:45 two times a week um give it's opportunities to have the the boys play so we want to thank you there um we did have the pleasure of competing this past uh season we did finish an undefeated season um we had over I want to say 48 boys sign up for a brand new club which is pretty amazing the dedication and uh the passion that the boys have exhibited was tremendous and we just want to say thank you very much for the opportunties can I ask the boys to come up here I'm having a hard time wanding around like to present this to K Jones as well [Applause] D I'd like to take
015this opportunity to congratulate inale South on an outstanding athletic here um and of course the rugby team uh congratulations on your uh outstanding year and I know they they've been asking the questions secretively and also via Twitter and uh via other social media Outlets but yes the state Banner has been ordered for the [Applause] chip uh we have a number of uh teams and individuals uh that are going to be uh here not only tonight but uh over the next couple board meetings as people get back from school trips and Vacations so tonight I'd like to introduce one of our athletic teams um uh our girls tracker gual team Place third in the State uh at an outstanding uh uh finals on that Saturday it was very exciting uh I had the opportunity to make
016my way down there and to uh and cheer the girls on and uh it was very very very exciting uh especially the last race of the uh afternoon and uh for it to come down to that race for us to either get a trophy or not get a trophy makes that much more exciting and the girls did just outstanding uh so without further Ado I don't want to take anything away from the coaches I like head coach Pat Richards to introduce some of his staff and uh and the ladies hello I'm Pat Richard the head girls track coach um I want to start off by introducing Patrice Wilson who is one of my assistant coaches she's been with me for I can't even count how many years in fact I do want to say that
017I had a coach tell me uh I want B me he said I've never seen a staff to been together as long as you guys so um I'm not necessarily a huge little Holtz fan but I I do listen to some of the things the great people say and he said only as good as the people you surround yourself with so I'm extremely fortunate to uh to have a great staff of coaches that I've been with for a long time that we really worked well together we're we're a great family so Patrice Wilson's one of my assistants I appreciate her being here tonight I've got three of my girls here tonight I'm going to you guys come on up here I kind of threw this at them to be here so anyway our two mile
018relay team was state champions this year we had a freshman on that Relay Team two sophomores and a senior none of those girls are here at this point in time um but they just missed the state record by a few seconds in the 4800 meele team so I just did a fabulous job just went out and uh really Tor up out there so we were real fortunate we came back in the middle of meet we uh at one point we had 10 points there and uh we keep track of things as we go on and in the middle of the meet we had two girls sophomore and a senior Riley were born and Annie's a here um finished second third in a mile ran a real tight pack throughout the whole race um really exciting
019Mile and uh we're right in that thing to win that thing all the way into the end and we knew Le I knew going into the mile really I didn't tell these three ell guy I'm my far right is a freshman who had a terrible head cold today in the state finals fourth and I think she was going to make it through the day Maddie Sullivan is one of my seniors she's three-time Medal winner at the state track meet um she'll be attending University of Wisconsin by the way and then last but not least my anchor on our 4 Relay Team Katie slowman uh Katie was our anchor in fact she begged me on Friday night to please coach let me finish this thing off my senor being anchor so her and I kind of
020have a little talk a war on that deal but she's that type of athlete where she's extremely confident in her abilities and really knew year uh she needed to do to bring us home so um the relay team going to the last event of the night we knew we had to finish fifth or better well we barely qualified for the finals where the AC out of nine and rain and cold air on Friday and these kids came back I sat down in the stands about eight or 9,000 people said to myself well let's see what happens and uh these kids they pulled it off they finished in the top five didn't even know they won a trophy so I came down in the track one of them was hanging over a trash can and the
021other on grabing and I told Katie we just want a trophy and she kindly ran through the stands it's great to see that type of excitement I'm really really fortunate to have such a great group of kids and not not only are they the great kids they're outstanding students as well and uh these kids are going to be extremely uh successful and like they're very very competitive so real fortunate to have had coached them and uh I'm really going to miss having these kids around and last thing I want to thank Dan once again Dr colon and the rest of the infeld central staff for all their support as well as you guys were extremely fortunate and have so much support with our kids and be able to stand out there and Coach these kids
022so thank you very much and is that all that's very wonderful good news thank you very much and for those students I thank you for attending um but if you would like to do and watch fineo hi thank [Music] you thank [Music] you [Music] um I ask if anyone did not see before signed it I maxor the first Speaker I'd like to speak on the subject of the buffer zone which everybody is fully familiar with the existence of the buffer zone makes it difficult I believe for the board and the administration to manage students education District finances resource allocation and fairness to all stakeholders at both schools let's look at the finance and the capital expenditure issue first the buffer zone was carved out of a South neighborhood now the buffer zone residents want to
023send their students to an overcrowded central campus 2800 versus 1600 at South But Central will need more resources to accommodate buffer zone students and those buffer zone students who are dedicated and will work hard to get an excellent education will get it at South and it will be the same that they will get at Central but there's an unnecessary cost money would have to be spent on staff and new facilities at Central for these students at a time when money is very scarce as you know the state wants to take quite a bit of of our money to spend it uh at other schools uh districts and we need to save money at every point we can because of this upcoming uh construction projects that we're going to have somewhere between 94 million and 40
024million wherever it comes out a second problem is also disappointing the idea was informally floated to a few Central residents that South would be ready and willing to accommodate some Central students to relieve the overcrowding at Central the idea was not wholeheartedly embraced the fact that it would save money for staff and Facilities may not have been considered by the central residence the fact that dedicated students from Central would be welcome at South and will get a great education in whatever courses and classes they may take at South did not seem to make a big difference now I'd like to touch on what I think is the most serious side of the South Central issue there is a subtle destructive undercurrent that surfaces when issues like the buffer zone come to the Forefront we have
025all heard those opinions for quite a few years the unfavorable comparison of South versus Central South is unfairly diminished there is an absence of facts to support support this opinion that some residents may have that our dedicated that a dedicated student will be better off at Central than South please look at the facts the district 886 board and administration treat both schools on an equal basis there's no favoritism allowed teachers have the same qualifications and dedication to their students the teachers at both schools have the same benefits and are graded using the same measures of performance which I believe are being tightened up now uh either by the state or here at the school I'm not sure the coaches and the athletic teams have an excellent competitive record as you have just heard the same
026can be said of the extracurricular offerings itself very similar to those at Central with many opportunities in both schools those dedicated students who leave south or Central on graduation day with an excellent academic will have an excellent academic record a high level of maturity solid leadership skills and fully prepared to take on the next steps in their careers Madame President and members of the board please consider no addition to the buffer zone eliminate the words buffer zone from the official District vocabulary and lexicon because it does a real Injustice to our South students teachers coaches Administration and the district as a whole for dedicated hardworking students at District 86 there is no difference in their accomplishment or the diplomas that they'll get on graduation date south or Central thank you for listening and thank you
027for considering this proposal next speaker is Katherine Paterno I passed thank you are there any other members of the audience that would like to speak since the the sheet was not available um I just wanted to say that before I moved to hin stale I used to uh live for five years in the um wet area and that was nutrier so my son wented nutrier and at the time there was the same kind of problem between east and west nutrier and it was interesting after we moved they reopened the old west nutrier and they made two years and two years and from what I heard from people who remain behind when I moved off is that it worked out very well and one thing that it does do is that it bring it gives equal
028opportunity to all kids and it also melts the community together in a way that you don't have it here there is that stuff that went on and has gone on in the past my kids are all the youngest is 32 but it is something to consider because that was a problem that they had there too the very rich houses on the lake and versus West will match so um anyway it might be something to think about and you would get rid of this uh stigma of sing SE I saw no other pans go up so we are moving on I would like to amend the agenda um to move up three items um this evening to try to be considerate to um people who are attending um I would like to move up item 11.2
029which is the policy um the request to use District name under policy 822 I would like to move up U before consent agenda um item 121 which is the student handbook updates and then item 9.2 which is the bond refunding is that acceptable to the rest of my board members Okay so we are going to before we move onto the consent agenda we are going to um move to item 11.2 request to use District name under policy 822 Dr law thank you Mr G as the memo indicates we have uh two students tonight um who are very Innovative and cre need uh that they have met through heop app and in order to be able to make that app available uh they need permission from the board to use our our name so tonight we
030like to show you what they're U interested in in doing and ask answer any questions but that is ultim what we asking the board to do is to allow them to uh use the District 86 name names uh in their in their apps and Pam has been working very closely with them so I'll let I'll let Pam introduce them support of education and committee members in the audience it's my pleasure to introduce two of our brightest and best one a hensdale Central graduate um Jake Heiser if you would like to come forward Jake and um hensdale South he just finished his sophomore year he is going to be a junior next year n meet SAR so as I explained in um the board document that I I posted um Jake created an app and he'll
031talk a little bit about that in a few minutes um just out of his own um Innovation and out of his own um recognition that there was a need so kind of an entrepreneurial spirit and an interest in um creating apps and um n saw this and got very interested and said well why should the students at South have the opportunity to have an app as well and so he actually is going to tell you a little bit about how he spoke with his um I'd like to tell a little bit about how he spoke with your business teacher and um then came to operations cabinet and worked with us on this and how this been a 2-year Journey basically for you in order to get your app up and ready and um now we're
032here to present to you and ask for some formal permission so who's going to start Jak oh we're going to be presenting together so we'll just be bouncing back and forth that's all right turn it over to you thank you so we wanted to start just with the rational just P great thank you so as students we found ourselves unable to access all the info we needed this includes calendar information about when school events were happening um grades on our phones directory information School address school phone numbers all this information we just found ourselves unable to find so we both saw a need for an app to offer us this information yeah and then definitely after Jake first made his and I came into the school everyone was using the hinel Central app and I
033saw all this information and um I was like I I was in my business class and of course we talk about entrepreneurship and that and our teacher ch us to come up with an original idea and I thought of a hinel South app and at at the time I knew nothing about app development or anything but I learned about it and I just looked at what hinel sou needed and features I could add to make our school run more efficiently and make hinel South just a better school in general and I tried adding those into my app and so far it I have it on my phone I haven't released it to anyone but I can use it and it's been pretty pretty great to use it so so a few of those goals we
034had were just to um allow students and parents to access this information they need um to improve the high school experience for all and also to um provide features which the official District 86 app which recently came out um does not because they um while they both are us school they offer different features to students and parents so I just want to give a little update on the hingel app so far so it was initially released in the um October 19th 2013 since then we've had nearly 16,000 unique users 55 ratings with an average of 4.5 stars and each month there's an average of 4,000 monthly active users so it's very heavily used throughout the community um and I've had a lot of students walk up to me in the hallway um and thank me
035for the app even a number of parents have come up to me and D to me um so it's definitely very heavily used in the community right now U as for the hinel sou app it's um it hasn't been released yet because I need more permission um but but it has been approved by Apple which um got me really excited because it's a step in getting it published on the App Store so um it passed all the requirements they had and um so it looks it's it's complimentary with uh the hinsel Central app so both of them um I think so I I want to just insert here that um n's business teacher worked with Eric marsof and said he'd have to present this was part of his his plan that he developed in his
036business class was to come up with some idea that that could really come to fruition so he presented to the operations cabinet which is Mr marof at South um Mr Walsh at Central um Tim hman over there in the bright orange and uh and um also Tom tomman our our district programmer and we put him through the ringer he was with another student at that time who was since dropped off and he honestly he and me had to really persevere through this we did not make this easy for him and the policy that we're referring to didn't exist in the format that it does now when Jake created his app so he was just doing it because of student need and he didn't realize that this policy was there or did you I I'll also
037add there that um I did contact Dr Mr Walsh at our school the assistant principal um and we talked about it and we decided that is okay to go ahead without um talking to the board so at that point we didn't have an official app for the district at all we do now have one but the interesting thing is they are very different in the vantage point they come from because the the official app that that we purchased is written by adults these are written by students that see what students need which the adults missed in their app so there are some really neat features but the other thing you need to know is and I don't know Jakey maybe took a a programming class or something or have an interest in that but had
038to take a class A Course on his own and work with your uncle I think and teach himself how to do this that's the reason the other student kind of this was a little hard and so he persevered came back through a second time to operations cabinet and um have solved many of the problems so we're very you know proud that of of his um grit and resiliency to stick through with that so go ahead guys you can go forward I just always have to brag about you when I um so I mentioned that uh our apps are complimentary um so talking about the features that we have that are very help for students um The Daily announcements currently at H South the daily announcements are um are uh spoken at after fourth period and
039a lot of times students aren't listening or something passes by them because it's spoken on the PA system but having I have it onto on the app and it's a written list of um all the announcements and it it's on the website but a lot of times students you know they they won't go and check to make sure they're all updated but having it on the app just Mak sure that students are kept up to date with all School info and make sure that they know what they need to yeah so then also both apps offer a directory of uh teachers and another gra member that students and parents may need to contact UM with emails websites phone numbers and all the information that students need to be able to contact these people fully uh
040both apps also have links which uh they're a little bit different for both apps but they cover all the important links that both schools have combined um from school email to even a writing lab sign up so that's very helpful for students as well right then I'm going to talk a little bit about the features that the Hino Central app offers that the H South app is not one of these is the native grades interface so what this is is it makes it um easier for students to um check their grades on their phones the home access website while it works just fine on computers is not ideal for mobile devices it's not optimized for small screens so what I did was effectively take the data from these web pages and display it in a
041different manner that um is a little easier to read and um a little more helpful to students um and then also it allows other things to happen like um the data to be persisted on phones so students can check the grades without internet connection and also for um other features we added like a finals calculator so students can figure out what grade they need to get on a final exam and then another feature is the school and sports calendars the school and sports calendars so this has uh this just connects to the school calendar online and it just has the list of all the events um that the school has going on and all the sporting events that are going on and allows students and parents to add these events to their own personal calendars
042from the app and the last is school info which is very simple it's just a list of phone numbers and the address of the school so students can contact the school can get to the school if they need to uh some hinv South app features that the hinv Central app currently doesn't have is uh of course they have grades but my grades for my app is a home access web view so basically it doesn't use a browser like Safari or anything it directly has that home access page running in the app and although it's not ideal for um cell phones it's uh that's if you use it through a browser such as Safar Google Chrome or something like that but when I have it run when I run home access through this web view on
043H on the hinel south app um it shows all the grades all the um like specific assignments also to see the breakdown of how that grade came to be and where uh specific students um missed points so it's a exactly the same thing that you would get on a computer but in on a web View and the app and then another thing that I had is a virtual ID which displays a student ID bar code onto the app and um I'll talk about this later but I have made definitely made um Insurance to make sure that it's very secure such as you can only have one card at a time and only that one card and I'm in the process of adding the student photograph so I wanted to make sure that we don't add
044any more risks than we already have with student IDs with adding this virtual ID so I definitely thought about that as well and you tested the ID right so it can be used where why don't you explain to people why that would be really handy for a student uh so a student ID uh at when I came to the school as a freshman I was kind of concerned because you had to have your student ID at all times and um teenagers lose stuff all the time so I I was actually very worried about losing it um I haven't but having that virtual ID cuz we need it for buying lunch we can scan our ID to pay for our lunch or if we need a tardy pass you can scan again you need that student
045ID to scan that barcode and just in those situations if you don't have your ID it's definitely you have to go through a whole long process of going to um the student resources office and going there and with having that IDE everyone has their phone on them so you know they're not going to lose that so they're going to have their virtual ID and I thought that's very helpful for students okay and then we want to talk a little bit about um why these apps are still needed with the official District 86 having been releas so both apps are absolutely complimentary to one another they're both very needed by students and parents in this community uh they both offer very different features um that are useful and needed uh so just as one example The
046District 86 offers no way within the app to check grades while both of our apps do that um it's just a long list of features like this that um both offer but don't overlap um and with making an app uh the first time Mr marsol and I talked about this idea we knew that security had to be the most important part because we can't take um any of this lightly so like information such as grades and even virtual ID we know that the only person that should be seeing that is the one who has it on their phone and the one who has that app so since the GetGo security has been um our an emphasis for both of us and um we'll we'll talk about some of the things that we did to make
047sure that both of our apps are very secure so one Technique we both used to ensure our apps for secure is using the protocol https so this just basically ensures that when our apps Comm unate with school websites the information is encrypted and that it's confidential that only the student can um only the students phone will be able to access that information uh and then specific to the hso central app all those grades um are stored exclusively on the person's phone so no Outsider will have access to this information um it's just on the users device so it's a very secure there um for the hinel South app the one main point of security that could be questionable is the hsel South virtual ID and I knew this when I was allowed to make it
048so I made sure that as I mentioned before only one card can be stored at a time so um students can't keep storing cards and cards there's only one card and you have to have possession of the original student ID to scan in the virtual ID to begin with also I made sure to check that when I was scanning my phone student ID at the lunch kiosk that um my photograph appears onto the lunch screens and the lunch like computer um to make sure that the right person is buying that lunch and I'm also in the process of um uh adding a photograph where the app itself will Now display the student photograph just as another added measure of security so then this is our formal request then to use the name logo and information
049over respective schools and District 86 in our apps for the good Community thank you thank you I am sure that we have some questions for you you just hold on board members any questions gentlemen but um anyway um and Jake us your and I said got to get one of these anyway um so the security information what if a phone is stolen which we do have problems with stolen phones especially the virtual ID I mean I think your idea add the picture is really important to that is there disabl the virtual ID or any of them because you have your grades and whatnot yeah um apple offers a way to disable phones remotely if you should lose it our apps don't offer this um feature from within the app but since Apple offic for the
050whole device we didn't feel it was necessary to add that into our apps okay and then J over 18 uh 18 okay and you're under 18 yeah okay so have we worked with their parents in terms of any sort of legal issues that we need in terms of copyrights and whatnot from them and are they going to charge for the this is going to be free services all that legal stuff that worked out with either Jak she's here um as for like uh pricing my app is totally free um when I came into this it wasn't supposed to be anything for money to begin with it was for the school and to make the school a better place and I was never looking for anything more than that and so for um for pricing it's
051completely freak as for my with h Central app I started out in a similar place but unfortunately Apple charges $100 a year to host this app on the App Store so I found myself uh in need of a few hundred to support this app um so I edited an an upgrade within the app where um most almost all the features are free but if the student wants three extra features they can pay a dollar to get these extra features that are totally unnecessary and not Co to the app but that allows me to keep the app on the App Store and pay that $100 fee as far as the legality goes um whatever the uh Apple required that form a company which is on my and his name because he's under 18 and we form
052that and that's how we he could get his app by the Google approv by the gole um so basically uh I think well if I'm not under 18 uh you're not allowed to publish an ad yourself uh as a Soul Provider so my mom and and my family had to make this company which she was talking about so that she is actually the CEO I guess of that company I'm just an employee so um so yeah that that's how we got it's completely legal didn't want to break any laws doing that and we have checked with our legal council about this because obviously encourage students to be Innovative and and to come up with solutions to problems we had even thought of um one of the things that uh is for the board to consider

065it looks like that item is done um now we're going to move on to the next item is 9.2 the bound refunding Mr Egan I'd like to uh invite Mr Anderson up if you you push the button so that you and clear the um this is uh coming back from Finance Comm um we discussed it there um and Eric's going to take the whole board through it um the idea around refunding account known as refinancing thank you good evening ladies and gentlemen a lot has happened since I was with you last finance committee meeting um and that is um a driver of the discussion for this evening which is a bond refunding to save interest costs so back on May the 27th chairman Yellen spoke at Harvard and indicated that uh it looked like there
066was a lot of data that was suggesting that we would see interest rate increases from the Federal Reserve we had our first one in December after n and a half years and uh we had other fed Governors that were leaning heavily towards raising rates that was on May the 27 uh last Friday we had one of the worst job reports that we've seen in quite some time only 8,000 jobs were added in the United States in May and so we saw that completely wash out the prospects for um a Fed funds increase in June at least as what is called fed funds Futures is predicted we went from a 40% chance to a 2% chance as of this afternoon and we're down to a 21% chance in September what does all of that mean means
067a lots of vola in the interest rate environment formerly we saw rates going up and this past Friday we saw rates going down in fact the 10year treasury went down 11 basis points so with that let me um quickly go through the first several Pages what that's meant to do is to just give you the characteristics of the bonds that are outstanding currently you have the series 2008 fonds which are rapidly uh coming to their final payment we in Le year 20 15 right now uh the next page on page two is the series 2012 bonds those are the bonds that are for the subject of tonight's discussion uh those were issued uh working cash for capital projects they're callable in 2021 although economically it is uh presented for your consideration to refund those early
068and lock in interest rate savings and then finally on page three and four were the bonds that you uh considered and approved last year both for pension funding purposes as well as for Capital project purposes and so um they're both taxable and just as a a reminder point you can refund uh any of these bonds at any time and likewise the taxable Series in 2015 B is in boy uh can be turned into a tax exempt Bond at any time as well because of the nature of the borrowing the A's must stay as taxable so um page five shows you the existing Debt Service which is also reflective of the bond abatement that the Board of Education applied to L year 15 and that was for the exact amount of the 2015 A and B
069bonds and that was for the single year L year 2015 the year that we're presently in collecting proper taxes for and you can see how your debt service is organized by each of those series that is interest in principle the next page is a little easier to see it uh that dashed line by the way is your debt service extension base that is the maximum amount that the district could extend as a property tax for non- referendum bonds and uh obviously uh you can see that the 2015 bars well below that that's reflective of the $54,000 abatement um that was adopted by the board uh for this Levy year and then you can see how it's organized thereafter uh notice that you are not levying to your capabilities in this C so again brief background
070quick we covered a lot of that at the finance committee meeting now for option one which is the debt Sur saving opportunity uh this was produced before the jobs report on Friday and so it is not reflective of what we've seen in the marketplace both on Friday and then as well today and we've seen interest rates decline uh I mentioned before that the 10year treasury went down by about 11 basis points we saw Bond rates Fall by four to five basis points a lot of times what happens is first off new Delta TR trade exactly as treasuries do they traded a percentage of that we should have seen about eight basis points often times what happens in M land is uh we're like Missouri it's show me so in other words show me that this
071is a permanent move and then the mun follow we did see uh the 10year treasury increase by about four basis points today so maybe this is where True Value is again the point being is rates move every single day this was a moments in time I would suggest to you that the savings could be a bit higher that we uh than we've seen on prior that I'm sorry that we've seen on this this page so this organizes the savings as prata prata means that uh relative to the amount of Debt Service refunded we save in each year the like amount so it's on a percentage basis relative to the amount we funded and you can see that it's organized for savings every year a little bit lesser up front because we were fund lesser up
072front and with uh all uh the total death service savings uh are 1,112 th000 net as I said before I bet that's probably another 50 to $60,000 higher based on today's market conditions option two is a bit different and what option two does is it collapses all of the savings uh up front and so what that might assist with is with future abatements would require less operating cash from the board uh because you would have already abated or refunded Dees $312,000 in each of the next 3 years followed by a modest amount about a third of that amount in that 20year 19 and uh and then thereafter a flat result so that is the that's really the bookend approach between the two notice in each one of these cases we're staying within the original footprint
073of The Debt Service so we're not extending it we're not shortening it we're leaving it as it is we're just changing the shape of how the debt service is incurred and bl uh the next page provides you with some some summaries including some sensitivities and we talked about the volatility so in about the middle of the page there you see that the sensitivity to a 0.10 change in the interest rate is about $130,000 in terms of debt service but we also have to be mindful that that might also change the escrow rate and so that's about 63,000 and change in terms of what the escrow would change by the ES grows invested in us treasuries up until the call date and before the last meeting mayor call that I mentioned that gfoa prescribes that uh
074from a present value standpoint you have about not less than three to 5% present value Savings in order to consider an advance for funding and in both cases here we're well Mark at 7.5 and 7.9% respectively so what we're looking for this evening is some direction um in terms of how you wish to proceed uh we have largely begun work uh We've teed up uh so to speak Chapman and color to begin the process of of creating a resolution for the board to consider a future meeting but again we're we're uh we're awaiting further direction from from you on this matter I'd be happy to take your questions please so you use supped to get our make sure that this resolution needs the districts not your needs oh absolutely no and Cutler is your attorney

078this or is that amount still going to be the same although our terms change on this debt service so what we need to bond for what we need to Levy for for our taxpayer yes for each of the Lev years that are affected by the refunding that appropriate amount would be reduced and so that would demand less the taxpayers so our taxpayers would see a savings um overall and they' see a greater Savings in these first number years it would go with option two yes so Bill maybe you canite me on just the net savings between option one and option two if you go with option two you're giving up some the savings yes to get money up front because well it's probably better answer Mr but if you take more up front then you
079have a larger Deb is still majority of later years understand right with with option two it would provide the board with some additional flexibility in terms of the amount that you would choose if you choose to aate in future 11 years so you've got the 300 towards the $500,000 already taking care of so what is Mr ker has offered option to is his choice any anybody else would like to give it a a choice well I wasn't able to be in the me of the finance committee but on balance I would agree with the recommendation that came out different long to me seems when you try to weigh everything a little bit better can we can we clarify one one point um about the the net the net saving so if you you're given an
080option one and an option two and obviously the markets priced those two options so to the risk adjusted option are equal because you have two options get money later M sooner so there's risk risk about taking the money later you don't you have say you have more flexibility the soon you're able toity you're doing other funds so intellectually I is risk adjust risk adjust you have risk corre right in in each case the amounts would be fixed so you're you're working you're coming from a fixed rate bond and you would be going to a fixed rate bond you're exactly right in that the savings are enjoyed differently up front in option two and over time in option one um notice how the the present value of option one even though it produces more net savings
081on a nominal basis is more and that's because you're going to receive those funds receive those funds you'll pay less V service in later years less cost so so correct so I wanted to point it out because CL asked a question this is very very question quite simple um so in my opinion you look at the net present value and value is for option option that's it that simple and you can say net savings item okay that's that's not risk adjusted the time adjusted right if they were risk adjusted and time adjusted you would have risk adjustment and your auditor will actually put the Net Present Value savings getting lost in your a so that's what show as well Ivor option option and the reason it's a value and in addition to that which is

099as parents come to Value each for your uniqueness and differences however the people who have come forward and spoken at various board meetings do not apparently value differences and have spoken in a clear subtext of maintaining racial segregation within the district people have come forward with the main theme of arguments being it's not fair we were left out it's a safety issue we're not transient property failure and we want to go to school Prim through often clearly this is a pretext the pretextual reasons with a subtext of racial segregation let me address those pretextual reasons one by one it's not fair it's not fair my home is one block on The Bu Zone and I deserve to be in the zone that's literally my house I've heard this argument from many individuals interestingly this argument
100also applies to my personal home as I stated when South was built all those years ago the ability to attend Central was taken from everyone District 86 so it's equally quote unquote unfair to all many things in life are not fa furthermore the board of education does have the authority to change attendance boundaries in an email that the board received we are strongly opposed to changing the bul Zone in our opinion there are no valid reasons to make any changes the change was initiated by people just outside the buffer zone who want their children to go to Central as long as there is a buffer zone this will only create a new group of people who are just outside the boundaries as long as there are boundaries there will always be someone outside them and
101it is a dangerous precedent to change those boundaries other emails have said that there will be petitions from other communities to also join but off for lines have to be drawn addressing number two it's a safety issue please be serious this argument reaffirms my belief that the reason for this petition is due to racism and intolerance it is a safety if it is a safety issue then everyone who is on the west side of Route 83 should attend South and all those to the east should attend Central that's not how the foundaries are set District 86 provides busing to those individuals who are 1 and a half miles from school or have to cross a hazardous conditions as described prescribed by the isbu there is no safety issue you're concerned about your child getting to
102an early morning Sports practice for which there are no buses then you'll simply have to do what I did and many other parents have done get up out of bed at 5:00 a.m. on a cold January morning to get your child to school safely in a car furthermore I question this safety issue whether adding more students to Central which is already overcrowded um raises additional safety risks around central due to the number of can St and whether or not Central meets the fire code for the number of people that are in that building many stories are heard about crowded hallways and students unable to navigate hallways try escaping in case of a real fire those asking for the changes literally this is number three those who came and asked for the changes literally came into
103this into this room and said we're not transient as if to imply suggest or otherwise that everyone South is transient that's offensive it's filled with racial overtones and wreaking of a superiority complex perhaps based upon income or racial superiority who's to say four we want to stay friends with with the people we grew up with this is an email from a resident who also spoke out about the off person pinale Central is overcrowded South is not why would we add more children to Central South provides a wonderful enriching experience for our kids to attend schools with all groups of socioeconomic statuses a plethora of ethnicity and races many cultural cultures and mindsets we all learn from each other and are better for it the advice given to the family who was headed this petition from
104this individual was time to stretch your wings young man make some new friends have some wonderful experiences and partake of all conceal St this to offer all of the reasons and pretexts that were given are just patently that they're patently pretex the true reasons for this is the perception that Hinsdale South is a lesser School than HTH Central filled with minority students who do not achieve the Silence by South's teachers in defense of itself is defening perhaps they're afraid to rock the both when the board negotiations are ongoing for a lucrative contract under which they stand to gain after having pay to play K at the Helm of the board to further address whether sou is a lero board member Carpenter son graduated from in South having earned 29p credits the opportunity is there if

121pay this what we're asking for there's no way and U financially it's just not it's not sustainable and what we're proposing is Contin to to take away from the class any other board number comment the question ative budget and it's a budget that we will balance certainly make sure that we have a balanced budget okay thank you moving on to 101 the man lawsuit cost this was a board number request for an agenda item as you can see um we've identified costs of 96,2 few cents um through April of this year I also would like to update um the board on this case because we were supposed to have had a um status hearing on June 1st um judge Chang had reset that date on May 27th we reset it to September 20th at 9:30
122a.m. and uh so that will be the status do we have any idea of what we think additional legal fees are going to be for this particular case or we know what the judge is going to do going into's make a decision at that time we have no idea what the federal judge is doing and it was quite disappointing that it was moved for another three and a half months to me personally okay next item um this is a discussion right sure go ahead September 20th at 9:30 so the information from that that announcement that that Circ no not it's a it's a it's a it's a public document that that was um part of um no that's not that's not my question my question was if you have that information I'm telling I'm telling
123the board at this point in time why wouldn't you why would you report on I don't see any urgency this is in the ordinary course of business and it would seem particularly appropriate to report to the entire board this is information that you just gained last week I don't see an yeah it was done on May 27th that's what I said um so other comments are on this case what's I find disconcerting about bringing it up is that um very party that asked to bring it up as one of the people that were promoting the case against Claudia and uniform gance procedure and I think unfairly C and letter against wellion your time comment you can comment afterwards you can comment afterwards I find that it's offensive that everybody beli can just over the top
124espe so there's been many occasions that this case could have been settled at no cost in fact there was one time when we had a board meeting scheduled and we had the case ready to be um ready to be settled in for no cost the district and be done with it and there are three board members that walked out when that was going to be voted that was m agenda to be discussed and could have been easily settled there's also been other offers to legitimately settle this for no for no additional cost in air man hasn't beenen so when you're bringing up the $96,000 whatever my and trying to label that on Claudia who is legally within her rights to defend what she wants to defend and to file what she wants to file um

127any board member's uh request to have these fees asked about um and uh I know that the U there have been uh community members asking me how much this was so it wasn't just one one specific board member and unfortunately she you know Miss Herman was named in this and it really should have been um not a board member named in this but um you know so no I was going to give the chair give the seat give the speak to Mr when he's done I he made a false accusation in your statement that I have afortable interest in a case that I'm not even a party to other than I'm sitting on the same board as you so and because I have an opinion contrary to you it means that I have a conflict
128of interest how Lous now you you've been communication with the with the uh attorney and with the and with and with the adverse party Mr Manley you sent him emails that was given to us by Mr clever um when so that is that is the those are matters of a public record they were never requested as a public record public Ser is a public record so that's again another false accusation and you're trying to use this this office and thex their money for your political agenda so first of all B say C you youve just acted on the beh of the board we've asked you to moving forward nothing more than that in my opinion so thank you uh you have a tendency to get abused and accused of things that you don't do just
129in efforts to in my opinion get you red up so be above it um that's that's my my comments on that but as far as a public document and email a public do however we blind cop do prior becoming a do me becoming part of record into a law into uh court of law that's a different story so uh typically when uh when I'm being when I'm being sued I I don't uh get blind C copi by the uh the pl uh attorney so I would disagree with them with the honor of um but but more importantly I just I think constantly there are words being thrown in Kathleen uh where where she's being accused of acting as the board's legal counsel and I wholeheartedly disagree with that and instead I think what she's doing
130is she's using the knowledge of her profession to assist all of us which she does very well and we kind of rely on that from everybody whatever your expertise is this board can rely on that and we can use that to our advantage so uh you know I can't thank you all okay now we are moving on to the washrooms and mic rooms um this was an agenda item requested by two two other board members um and so at this point in time um I open the floor to discussion you recall what the request was I thought the community should know what what the policy is and Dr La should explain how we hand handling these types of issues so Prov some comfort to the community we members of our staff interviewed in the press
131and there was information you know to the I think the didn't know so just like the community to understand these issues can we um perhaps even take it once gets done and be open to other support put the policy out there um I know it's under I know it's under the policy but if there is a um I don't want to I don't want to um necessarily highlight this but I also see what saying is is informing the the the public that yes we have this policy and this is this is the policy that we're talking about and it's addressed and you know that type of thing so is that sort of yeah it's a national issue on the national press and we cre local local press inter so I think it's leadership should just
132should you know basically State overall how how the this issue with a letter from Obama Obama ad our policy existing policy hand situation and being that it was I'm sorry um being that this policy was adopted in in 2014 um I believe that uh we had been uh served well and uh gotten um we were preemptive in in handling this technically I asked for a report from the superintendent on this matter I didn't ask for discussion because I didn't I was um well the um yeah I I the report would simply be that in in March 2014 the board adopted policy and then the dear colleague letter came along and if there was any question about how to interpret policy 710 um de colleague letter uh you made it clear that that the way we
133interpret policy 70 or have been interpreting policy 70 is consistent with the dear colleague letter we got in um in May so um I think that's as far as we're concerned from this standpoint I don't know what else there is to to say quite honestly um we're we're we policy 710 um and we didn't we were implementing policy 710 before we had C col letter so um I'm not sure whether it's report I think the report was how do we hand how do we handle students of a transgender nature and um with regards to washrooms and locks have on the agenda well the policy says no student sh based on sex sexual and sexual orientation or gender identity we denied equal access to programs activities services or benefits or be limited in the exercise of
134any right privilege advantage or denied equal access to educational and extracurricular programs and activities so um access to our facilities uh would fall under that at least the way we've been interpreting it so let's um how do they I mean they're all treated the same I understand I guess I'm trying to ask if there's a go one specific bathroom or you know something like that or is it they're allowed to so I didn't know how I think that's where you were going how it works our social workers in school counselors work with students many students who have a variety of concerns that they present and uh a student who is U worked with a social worker or a school counselor um there work with as as individuals so it depends on on the individuals there's
135just not one uh response that we would give to uh students who who come to a social worker school counselor and and want to work with one of our staff um on on this kind of concern so it really I don't think that there is answer for that it it really depends on on the individual and and what we're working out the the important thing is we do not deny access based on this is as policy would say we should not do in the your colleag that are confed I think you're Gliding Over one point that was very very important but subt is that you work with individual students School counsel there is so I I think for sake of for sake of you know communication for the community that you're missing that point in
136terms of emphasizing that back to the community how is that how is it elaborate on that what you just each child each student is handled on Case by casee basis I'm not trying to Glide over that I'm trying to I'm not trying to Glide over I'm trying to emphasize that that we have students who have present a variety of concerns we all deal with those indiv all those concerns individually so that there's no attempt to FL that is that's I think the the take Point here so it's it's you know we um I think our we have very skilled social workers and school counselors and we've been you know with all our students we've been very successful in uh working with whatever uh concerns our students present so and I certainly don't want to Glide
137over that point if there's any takeway here be deal with students on individual basis um but we do not deny access uh based on our our policy thank you okay um on to 10 three posting labor contracts before board action um I would like to know what the board's preference is in discussing this Um this can be discussed in open which I would suggest um if that is done we need to be careful because we are under negotiating two different contracts or we can have this board discussion in closed I am looking for direction from the board how they how you would like this handled I would we discuss it in close because our discussion is going to be formed by opinion been provided by our Council which is protected our attorney Civ we can

143that hopefully will be abandoned have more classrooms well you know that um I think given the evolution of this of this um item um we we brought information to the board uh based on our understanding of of the need and and the opportunity that that's in front of us and as we don't live in this community um you know we I think it's our role to in this kind of in this item uh is to provide the information and and any other information that the Board needs and within that discussion um you know we we could make a recommendation but you know I think uh the first recommendation that uh that we made is is still a viable one it's just that we understand that there are concerns and so looking at other options there
144there's there's no perfect location so um I I think given the the concerns have been raised about food pantry in District 86 I think this is one from the board uh to to sort out and and not one for for us to um lob before anyone location as none of us Administration live in District 86 so I asked for as for a management team recommendation you're saying you don't want to get I'm saying that we we provided one and we had a lot of questions and there's been a lot of discussion not only the board but in the community and that's why we're trying to continue to provide information to allow board to have a discussion because um this is on this topic it this is uh this is one that's very important to the
145community uh Ser uh for sure and so we want make sure that we are in the position of providing more information as opposed to arguing for any one location we don't this should be at the board level at some point the I I would say argue at any point in time you might have a recommendation Bas upon new information because it's an iterative process as you said you didn't at the beginning that some of the risks and mitigation measures that that people brought up weren't necessarily um sensitized to by the management team so if you don't have if you don't want your staff to have you know to make a recommendation that's fine too I just want I I generally as a board member always ask for the management team's recommendation on these matters and
146inform afterwards vice versa so my question is because this has been before as many times and we now have a chart and you know to to the board what do we do with where do we go from here um you know we we we have seen letters of support now um I have R but I assume of support said um you know from from the surrounding Mayers which is great and and provided it doesn't skip from the school I hope they continue to support this project and find a home for it and collectively work amongst themselves uh to to find that spot however there's one thing that uh that I did want to bring up with regards to this and such a tough subject for me because I think everybody knows where I stand of
147the food p and how beneficial I think it is and all the great things that they do I I just I have to listen to the taxpayers and the majority of them have said we're here to educate we're not here to put a pantry Food Pantry in the school um you the other thing that I wanted to say is you know it's interesting that we have the uh you know we have the areas that are being suggested here for those of you that haven't had an opportunity to look at it you know one is r you know inale South High School the other's concession building in hensdale South the transition Center Mobile Pantry only which is across the street and then there's Central High School you know b& buildings building ground building um transition Center
148serves the least amount the others seem to all serve the same the biggest issue that I think is brought up is is safety you know for who's coming out to our campus is is what I hear from most people and the second one is privacy the privacy of the students um and I look at this it says Central to the most need and daring most need and daring if the if the majority need is the daring is inel South students that were concerned about the privacy and we had them go to a location other than here and I'm not specifically saying inel Central but even inel Central in this case makes sense the Privacy most of the kids in inel central don't know the kids in inel C that privacy issue is addressed a little
149bit I guess is what I'm saying by by looking at at inel instead of South um and that was just something that kind of came to my mind I wanted to to to throw it out there again I'm not saying don't have it itself it has to be at Central so you know don't don't run with that but it certainly addresses one of the major two issues that I'm hearing you know for the taxpayers that's so I wanted to share um I like this chart um the one thing that I that I as I was reviewing it and talking with people um um what's not clear is the square footage um between what has originally been proposed in my mind I'm looking towards the Central High School building and grounds building um for different reasons
150same reasons and different from Mr Carpenter um so I would like to know what is the um what is the square footage of the two classrooms as compared to the area at at Central and then um it did bother me that um it it was this was kind of written from a still as a South perspective um and not as the district in totality as um as as the board had directed that we needed to look at the district in totality where could we do this I believe that the transition Center in my mind the transition Center is out um it it's already too small wasn't built big enough in my opinion um and it's too small um and and say and the concession you know area um it I believe that's out I'm leaning
151towards either the classrooms itself or I'm heavily leading towards the b& building the b& area um if we are going to go forward on this but I I truly believe that um something needs to be done and this would only serve our our families um families of St students and I see where that could be a win but it then we'd have to get uh feedback from you know our community in totality of um not just from a South perspective or a central perspective but from the district in totality so that's my opinion I like either the idea of Central High School or I still do see the concession building is something I'd like to see fleshed out a little more I I think there is a potential but you know I'm not ready yet

166or in the school Community understand that you know that there's been a lot of other bonds issued and so that's this is the first time in a long time going out for voter you know for voter approval but we've been taking we've been issuing Bonds on our own and they may and it makes it sound like you don't have any bonds outstanding like you don't have anything and so um that that to me is is um I believe is you know slightly twisting and um and really not not fully disclosing where we're at in our financial statements and where we have bonds well excuse me one second there's nothing twisting about saying we've not gone to bond reference since 1962 that is a straightforward factual statement there's nothing Twisted about that that is straightforward um

171if we were look at um what's happened historically over the last say 20 20 years um we have I don't know if it's 20 25 years you know the overcrowding has to do with a couple different factors um if we even believe it's overcrowding isessential because we we reduce class the class size which makes a requirement for more space and that's happened over the years and we also the teachers are teaching one less class so we have a couple different dynamics that are going going on there we have two preparation periods uh per day and and that makes it more difficult for for changing classrooms and teachers sharing classrooms versus staying in one class for six periods because they're only teaching five instead of six in the second is a class size has been reduced

184that we need for the computer lab Renovations at H Central that we're creting the uh class space it is a transition Center expansion for a lot of the the furniture out there we put that into this pit as well as some of the pilot furniture that u p was working with operations cabinet four classrooms in each building so all that come together um just over 100,000 of memory Serv $114,000 uh as a total of that amount questions do you recall how many people came to the pre bid meeting it was close to a dozen between 9 and 12 I get exact numberly no that's that's fine thank you 148 happy your paper this is always a continual something that for you um this year we're recommending uh veried that's the proper pronunciation they bid all

186liked about Canon was how they approach the the problem uh the other vendors concentrated very much on how we can get out there whatever the SLA is picture machine within 3 hours and and promis all these great responses Canon said essentially the same thing but their focus was we measure our people and we measure our success on how long that that machine stands up so we look at how long or what the meantime between failure is between machines and they brought in district 7 which one of the uh kpi reports I share with you all the vendors provided a kpi report um but they had U one of the well the only big machine in that particular District 700,000 pieces of or imprints copies were made before Fe we had machines that do 200,000 copies
187a month in this place so you translate that in my mind we're going three to three and a half months with a breakdown on the machine the machines are predictive they're making out calls um they talk about the calls certainly but they Pride themselves on the number of calls that we're making are almost slow enough um with that said um the vision of the cop years and and I highlight in the right up the call stage two The Next Step uh there's over 430 single function devices in this District that are networked uh estimates probably another 10000 that are Wireless or you plug directly into that we don't have any line of sight so uh we believe that we can get significant savings by going to multi-function devices uh we'll be bringing in Canon over
188the fall and work the different department chairs and building Administration to figure out where we can put some group printers how we can uh look at that that copier uh issue and then hopefully even next year look at a centralized print function with a big machine uh potentially making U meaningful work for uh the transition Center children uh or or young adults I should say uh and incorporating top of screen so Administration teachers any employe has the the cost I can you know on this single device here I can go to a group device for I'm printing finals and it makes the most sense cost Effectiveness to send it to a centralized print shop so we've had that started those conversations and that's the direction we're heading uh this bid will we'll start to set

191voltage control system in in the pling that's believe that that's no there's no other alternative I don't have the background to argue with the engineers I I brought up the point I I agree all electrial should be in the same room but jci as well as MSA are are in agreement so and and the beneficiaries of not having to move it to where the drawing state it should be correct essentially they wouldn't have to do the additional to correct to correct the unit and put it where shown on the drawings to be located I I object to this but obviously it's a this isn't to me it's a safety it's a safety matter and it's uh and jci and MSA are the contractors who benefit by a not correct State and it's um it's it's
192proper safety practice to not have control systems in a wet room where there's pluming just makes no sense so I would my my suggestion board member is that you consider sending them a letter and asking them to do better they should comply with best practices they can figure out a technical solution to this spatial issue it makes no sense whatsoever to me their arguments are logical and counter to what best practices are safety and especially since we have students and staff in there I just I find this Behavior by contractors with the inspections that have gone on have you failed any of inspections regarding this no we're good to go we've gotten the in the clearance from the regional Office of Education and the inspectors from Darion and all those powers that check double check
193these things State Fire Marshall uh Roe is giving us temporary accurancy permit to hold the board meeting um any local inspections were were good to go on all all fronts at this point it's not a it's it's not something that those inspectors it's just a commercial matter here and it's and it's best practices and they don't those those parties that you're talking about they don't inspect for these the it that I'm talking about so I want to clarify that L of questioning of course they're unless they unless there's something they don't look at our D how move the control panel from from the electrical control room into a weapon I POS a question to them like that they may have they may have questions about it but that's not my intention to ask the contractors

196you know ComEd was agreed that this was okay that it was because it was low voled it was it didn't cause the concern that they had both memory on that conversation that uh it wasn't come was Frontier construction the the GC that's that's running the construction for us as well as MSA and Aron um and and the three of them agreed short of the clearances that they need between the electrical panel and then the the W mounted AC unit that there was no place else that they could really make this work so uh given that it was low voltage and jci didn't have a problem with it jci preferred it over there because they didn't want their control box under that vent um this was the solution that the three of them came up with
197okay moving on to the board operational calendar and proposed agenda items we did um I did receive a proposed agenda item from Mr Corin through an email on June 2nd um he's uh wanted uh some kind of discussion about the the state the Illinois state cuts and how do we fund the teacher contract with that and I I thought that maybe that should go to the finance committee so that will be added to our list of these proposed agenda items are there any other um proposed agenda items from board members are we going to bring back uh for a formal vote public posting the collective bargaining agreements the U resolution that I had given you before prepared for a 10day period after after it's been agreed upon by a membership for the the taxpayers to

202want this I want that and this is this is the board has decided that they don't want to do that so and you're perfectly fine for stating your opinion but what you want doesn't doesn't really matter unless the seven of us come together and agree to it we don't need seven of us in the past in the pass before you became president and and let the power go to your head any one board member could propose an item an action item on the agenda but then you got back in you got in power and you said no we need to have a board majority to approve something to get on the agenda so you then squash agenda items like this and that's if you want to do it that way okay you want to do
203it that way but that I oppose that and it's not me just just me you're trying to make this is an issue for me I'm I'm standing up for what I hear from the taxpayers they would like to see this you took money from the union and this is what you want you want to make sure that things are hidden um you are you are just something else so are there any other proposed agenda items hearing none we are moving on to board comments board comments any any board member would like to make a board count is yeah go ahead yeah the the vote tonight on the whole thing of the zones um I think especially for anybody who's had kids go through H South who is an in person and with everything that's been
204said by all sorts of people you know including the gentleman tonight early there Mr Logan about you know a destructive undercurrent and unfairly dimin and so forth um it's a very difficult vote you know I just want to express that um and I know Claudia said all her things and they they speak for Claudia and her beliefs but I come back to you know looking at it a little more simplistically it's almost like a half empty half full kind of argument it's my hope going forward that you know inel South can remain an attractive school for a lot of people and that's sort of trying to take an optimistic view about this whole thing about Central versus South and supposedly people's you know negative feelings towards South that that we hear a lot about um
205I hope the the glass is half full and that a lot of people in this Zone for one reason or another it can be kids friends it can be anything thing but that they that a good number of people can come to see South as a really desirable alternative and a place with a lot of pluses and you know my eye vote on that is really really hoping that that's what comes to pass I agree with you Ralph and uh and Claudia made you know made some some good points with regards to uh hinel South and and the way it is viewed I think that's changing I think as a as a district the administration the board we need to do a better job of highlighting and and boasting the successes of Hinsdale South we
206do it here a little bit mostly around Sports we do some academics um but uh there are some pretty impressive numbers we have with the number of kids taking AP classes the number of kids graduating with the you know and and Claudia mentioned you know mentioned my son and he received an unbelievable education here uh you know you could say well as parents you you you contributed no we decided education wasn't be important we moved here for a reason and this was the reason we moved here so this particular school offers so much and not that Central doesn't but there's an opportunity that was given to my son to play probably two sports that he wouldn't have played over at Central either because he he's good he was good but he wasn't great you know
207um and and I think that builds character and that's an opportunity for kids that the choice between Central and South who might be on on the bubble the board just like my my son was my daughter's received a great education here I mean has gone into I mean sign language is so impressive here given the fact that we have the de and heart hearing program here just expounds that opportunity for her I mean I can go on and on and on because I love this this high school and that's what we need to do we need to continue to Bo and brag and get all of that information out there so uh that was the only comment I was going to make is Claudia was very emotional I think she had a reason to but
