002our state champion speech team so I'm going to call on Mr you off to the microphone please I would go so as as they're making their way I'll say a a few words before before I turn it over so just to um Mr yusa and Mr rain and the coaches and every student on behalf of our entire School Community we could not be more proud to have you as our state champions and I'm looking at all you students individually and I mean that you as a team and you individually you are all absolute standout students at Hinsdale South and the fact that it's you specifically that are our state champions is not surprising and is such an honor I also um have one thing to read to you and it's from Mr shabaria um and
003we did write it together and it says this we would like to congratulate Danny yusa our assistant coaches and of course all members of the Hinsdale South speech team this is from Mr yusa I sorry from Mr Sharia I was hired in District 86 of South the same year as Danny yusa and have seen from the moment we arrived here his unwavering commit and dedication to our students Danny is truly one of a kind and I'm lucky to work with him no words are sufficient to express hinel south joy and pride in our state champion students I was lucky to see some of them perform at the state meet in Poria over the years and have truly been impressed you are what every teacher and every principal Hotes for in our students and we are
004just so proud and you are so deserving of this so congratulations state champion speech team and now I thank you so much push hello thank you so much Arwin um thank you to Nick um Shar our activities director um also a big thank you to my department chair Le ELO and all the Fantastic leadership who support this wonderful activity at our school um a special thank you to all of you all the Board of Education members um um Tammy Apprentice for all your support encouragement and wonderful recognition and honor um it means the world to us that you are here celebrating with us we are very proud to bring this ihsa state championship to our hensville South Community um just a little background information I'll try not to talk too much because I could go
005on and on but as a team the hensville South speech team competed and earned top three in team ranks at several tournaments throughout this season um taking first place what we call the Grand Champs at six of those tournaments and during the speech season there were 55 hensdale South individual Grand Champs um um in February we select and identify our students who will represent the team for the ihssa ihsa state series which is comprised of regionals sectionals and the state tournament um our regional um team took first place Destiny is holding that right here and our 22 um at the 22 um 2022 Regional um tournament at hensville Central which included all of these wonderful people behind me and I'd like to say their names personally seniors um fusan amjad these are all seniors for
006right now um Cameron Chamberlain Kate C gra sros Matthew Leonard [Applause] Dell mondan izy O'Neal and Angie Bel and Junior Zola HOSA and Desy prer in order to advance to sectionals one must place in the top four of their um their event at the regional um level out a 14 events all 14 advance to the sectional where we play second place as a team team um in order to advance to State um one must place in the top three and we took nine out of the 14 events to the state tournament and five of those nine Advanced into the State final um final round at the ihsa state tournament in Poria um we gained enough team points through that experience to receive our very first ihsa State team state championship trophy and buan has that
007um out of every every single school in the state of Illinois so not divisions not like 1 a 2A every single um school who has a speech sheima at this not at this tournament but they started off at least at the regional um and this is competing with many schools that are twice triple our size um I would like to individually recognize those who qualified for the state tournament first senior Cameron Chamberlain grand champion in the state in dramatic duet acting in seventh place in the state in Pros reading senior Kate Cy grand champion of the state in dramatic duet acting senior Grace SRO State runner up in humorous duet acting in eighth place in the state in original oratory senior Matthew leonardson fourth place in the state in extemporaneous speaking and fourth place in
008the state in impromptu speaking senior Izzy O'Neal 10th place in the state in special occasion speaking [Applause] and lastly Junior Destiny Prader who plays seventh in the state in poetry reading a special thank you to our assistant speech coaches one who happens to be here um but the ones that are I dang and he's not even on the list that I have here in front of me I'm sorry Dell but Durell senior um Grand Champion in original comedy and a second place in estate runner up in humor stat acting with Grace v a little longer for sorry um a special thank you to all of our assistant coaches um four or three of them could not be here Mark Davis a former um Alum of Hinsdale South Abby Overman a former Alum of Hinsdale South
009and Alana Waterman a former Alum of um hensville South but we have the one and only Terry arain here um also we want a special a special thank you and big congrats to the amazing Hinsdale Central team who plays sixth um at State overall d86 speech rocks and we would like to decorate our amazing principal principal P Corney with her first state championship medal um from the speech team thank you so much fory you amazing support from rations thank you so much for this honor we appreciate you guys so [Applause] much congratulations nice work congrats guys they wanted to show us all the names president Walker at this time I would like to recognize Dan Jones to the podium to recognize the Hinsdale Central winter season athletic season State uh award teams and students who
010qualified Mr Jones the floor is yours well thank you very much uh it's an honor being here tonight before I begin being a former activity director I just want to offer my congratulations to hensdale sou team uh I know how special that is to win that state tournament and uh how difficult it is so congratulations to the the Hornets from Hinsdale South excellent job tonight we have three Sports uh represented for the winter season uh our wrestling program our gymnastics program and our boy swim program uh so what I'd like to do is introduce our uh head wrestling coach uh Jason Hayes and his two All State wrestlers uh Jason Hayes has been uh here Jason Hayes has been here at Hinsdale Central for 13 years and this is his 19th and 20th All State
011wrestlers so I'd like to offer my congratulations to coach Hayes and his two wrestlers and I'm going to turn it over to coach Hayes right now thank you uh thank you School Board Administration for uh recognizing uh these two young men um not only like what they do um in the resting room it's also what they do outside of the room um it's kind of we talk about that in the room a lot because these kids sometimes we have what morning practices then you got to go to school and then you got to go to practice and then you got homework so and they they do it on a daily basis six days a week so um these guys are awesome Cody uh toboso he took uh sixth place at State he was also the
012whitlatch champion the regional Champion the sectional Champion he was also the captain of the team he was a scholar athlete in ihsa Award winner uh this is the third time Cody has placed at the IH at the state championship so Cody's going to wrestle at the next level at Princeton University where he's already committed he's also also has another year which is awesome I'll I'll take him back for sure um just a great kid and does everything right um again he'd get a workout during practice and then he'd get another workout in after after school after getting dinner and after doing his homework so just a great job Cody toos so um next we have Marco Evanovich uh he's he's a Southmore he wrestled 220 lbs for us um he would also get morning two-
013day practices there sometimes it would be just him and I and another coach 6 o'clock in the morning in the wrestling room working on technique fine-tuning things to get ready for the State Championship uh Marco was 40 and6 on the year he was a whitlatch champion uh Regional champion sectional runner up he was all state taking Fifth and he was also the captain of the uh wrestling team so these guys are uh both coming back uh we have something to build on for our program um a lot of these times we talked about culture we need to change the culture in our room and and I think these two guys are getting that done this year so uh again Cody tavoso Marco iage so now we're going to switch it up from the beasts to
014the beauty uh we'll bring up the girls gymnastics coaches our coach uh stoki who's uh in her 31st year and has her sixth Allstate gymnast to introduce so I'll turn it over to coach stoki I'd like to thank the board and all the admin ation for everything you have done for sports and everything else um I'd like to introduce Callie kop uh Callie's an all arounder call won the allaround in almost every invite she was in she is an All-American on vault she's an elite status by having an average over 9.4 on bar an average of 8.5 a beam average of over 8.4 and floor average over 8.7 and all around over 33.6 she was all conference and champion on B bars and allam and she was fourth on be she was a regional medalist
015and champion on all five events Callie was a sectional medalist on bars and bean and she was a sectional champ on vault and in the allaround at stage she made finals on vault and bars and was fourth place medalist on vault and she placed ninth on bars she was 27th in bean and 11th in the all around Kelly is a great outstanding athlete and she's uh also a scholar athlete and we're really proud to have her on our [Applause] team finally I'd like to bring up our boy swim team uh we hosted the uh ourselves in Hinsdale South hosted the state boy swim meet at FMC in West uh and it was an honor to do that and I know that we had uh some outstanding swims both by uh Hinsdale Central which you'll see
016when you come up here but also uh the Hinsdale South swimmer uh did an outstanding job so uh it was great to have Hinsdale and District 86 represented the state meet so without further Ado here comes the uh team that plays second in state and the head coach Bob Barber who who also uh was the first coach in my career uh and uh I'm trying to find some other things in state but received two State trophies in the same year as he coached the girls swim to second place and the boys te to a second place so congratulations Bob [Applause] bar am I supposed to sit any sorry about that um first of all thank you for having us in the opportunity to celebrate this what a special moment uh behind me I have seven
017guys in attendance representing a program of the largest one we've ever had so we were 82 boys to start the season off so we did that alongside the largest girls program so an incredible opportunity for these guys and incred incredible space where you guys allowed us to host at I at uh FMC so thank you for all of the people that contributed to that uh program went 9 and0 first time in my career as the head coach of the boys conference Champs sectional Champs second at state was our ceiling we thought and we reached our ceiling so it was spectacular um it is the program's 55th top three finish and just to recognize that similar to speech we all go up against everybody in the state there are no divisions so that's a spectacular accomplishment
018unfortunately tonight we have a few people missing so I'm missing half of my state program so I would like to acknowledge Noah petrillis a sophomore State qualifier Joshua Bay a freshman second Estate School record holder braxon bcus a senior we will leave we will miss as a distance freestyler Nate Harris a sophomore who broke our state record but couldn't beat his own teammate Henry guo a freshman State qualifier Sammy coner a junior diver State qualifier and Conor Furlong the state finalist diver those gentlemen are not here but I'd like to give my guys an opportunity to introduce themselves sit down you don't have to you can just do it loud you're loud uh my name is Sam Daw I'm a senior um I qualified in the 100 back and uh finaled in the 200 mly
019relay I'm Andrew F I'm a junior and I was a state [Applause] qualifier I'm Jeffrey how I'm a sophomore and I'm a state finalist in [Applause] my name is Noah priest I'm a junior at hinel Central I qualified for state in the 200 free and the 100 free and then I swam the 400 free relay and the 200 free relay and we got a School record in the 400 free [Applause] relay I'm Demetrius rco I'm a senior and I was a state qualifier wibert um I'm a junior I got fifth in the 53 and then I was on the school [Applause] record I'm bro marett I qualified in the 100 freestyle and swam finals in the 200 free relay and the 400 free relay and it was also on the school record thank you for

021the 50 freestyle and fifth place finish in a hunter breaststroke I would also like to congratulate the Hinsdale South choir on an amazing performance at the CSA Pitch Perfect Acappella competition this was a new style of competition for these students one that was well enjoyed enoyed by the choir and we can't wait to watch the talents of our choir continue to grow I would also like to congratulate the business Professionals of America team for their fantastic performance at the state competition this year the national qualifiers headed to Dallas in may include Nick MV aayush Patel Dimitri ran sorry matthewa and myself um this past week was inclusion week at South we celebrated this through Outreach during lunches disability awareness and a self pride lesson that really focused on spreading kind words and thinking before you
022speak lastly I'd like to highlight our annual staff basketball game the globy humanitarian Club fundraised the game through through the game that included student coaches student players teacher refs and of course teacher athletes the game was as attended by students as our boys basketball games which was a great way to show our self pride and raise awareness for our great cause thank you and if you have any questions please let me know thank you Johnny Bill wall for presenting Christine Leong to present the H Central um for the a report I just want to give you a heads up today is Mr Hinsdale going out Hinsdale Central High School So Christine is going to leave a little early to go to that I would also like to go early but Mr coino said I did
023not so I'm just voting my protest at this moment in time I was thinking of doing a walk out but just didn't think that was appropriate at this moment we together all right all right but Christine the floor is yours good evening thank you so much for the opportunity again to represent hensville Central student body and share some of our accomplishments so the variety show was yesterday and students had the opportunity to show off their diverse talents they were asked from staff singing to dance routines I went and kids were standing up and dancing and the energy was so positive it was just a really awesome experience this has been a great way to bolster school spirit which is only growing because Mr Hinsdale is going to be happening in like half an hour um
024and then next NHS hosted their annual blood drive yesterday students signed up online and during lunches this week to donate it took place in the Fieldhouse from 8:15 a.m. to 2 p.m. and even principal Walsh donated Varsity Palm seniors said goodbye to their palms for the last time on February 25th they danced at the basketball game on the sidelines and a senior told me that Palms gave her friends that she could call sisters they even made rings with #p forl which stands for palms for life on them to commemorate their bond to help support Ukraine Central will be hosting a walk or run on March 20th to help raise awareness and gather funds for the Ukrainian Red Cross to help those in need the events on Sunday at 9:00 a.m. out on Tower field I
025also talked to a junior on the speech team and a Dean among other people who said there's a lack of parking on 57th and I'm not sure exactly what can be done but it would be great if we could start thinking about how to increase spots and potentially partner with the village of Hinsdale to get more and then during its meeting on February 18th the Board of Education approved a motion to update the district's covid-19 mitigation strategies and I know many people that are choosing to continue wear a mask and also those that aren't but I will say I'm really happy to be able to see the smiles of my friends and I'm really thankful to be able to I guess just see their smiles and then feel free to ask any questions and as

027to the next agenda item our next agenda item is audience participation we have 12 speakers that have signed up we will um allow each speaker three minutes so that means we will have a maximum of 36 minutes for this agenda item our Board of Education protocol state that board meetings are meetings of the board held in public not open Forum or town Ates board members will not engage the public during public comment the board will keep this in mind as we conduct our meetings allowing the public to provide input at the time allotted on the agenda to ensure the multiple voices of the community inform board deliberations when the board deliberates it will be a time for the board to listen and learn from each other taking public input into consideration not a time to
028re-engage with the public the board will consistently abide by our formal processes relating to this issue so that all persons are treated fairly and equally again as I stated each speaker will have 3 minutes to speak we will go up to a maximum of 36 minutes the first speaker is Dale clber actually before you uh at the timer I'd like to ask U Mary odow is I think slated to speak six and she's generally seated generously seated me three minutes of her time so I would like to speak for a total of six minutes I have down as number 11 May is the mic not on oh there we go sorry about that so you let me know when you're ready for me you may be down thank you so it's been about a month
029that the public has been calling uh for this board to uh conduct a full fair and independent investigation of some of the questions uh arising around the U the the Val room withdrawal letter um since that time over 13 excuse me 1,325 people have signed a petition that does call for an investigation last time I spoke with the board I talked about what a full fair and independent investigation was I'd like to elaborate a little bit more about what a full investigation means it means that there basically the investigator needs to follow the facts and the evidence wherever it leads there's no artificial boundaries about the scope of the investigation it's to get to the bottom of the all of the all the issues turn over all the stones so that at the end of
030the investigation there are simply no more remaining questions that's the benefit it cleans the Slate it wipes away all doubt and there's been a lot of Reason To Doubt some of the statements and the truthfulness that of of the claims that some of the people involved have made so the remainder of my time I'd like to talk about some of the questions that are being asked uh initially we start with what was the exam process for selecting Val Brom Consulting for the de and training contract was there any favoritism in the selection of valro Consulting several cell members have reportedly stated that they ranked valro Consulting dead last in their selection survey what due diligence did the administration perform on valro Consulting why did it take members of the d86 community to uncover Val brom's
031highly polarizing and divisive social media post you know the schools are pretty good at doing exciting homework did the did the administration do their homework on valro Consulting and I think the you know it's been it's been characterized by one board member on social media just in the last couple days that the town ran valro Consulting was run out of town I don't think so I think some of the community members basically did a thorough investigation and found things that should have troubled the administration did the so-called microaggressions uh that the hensdale central building security inflict on Miss valom she complained about those during her pitch to the to the celf committee did that really happen why was the videotape of Miss Val's interaction with building security erased it has reportedly been requested under Foya
032but d86 indicates there's no such record why not if the tape was erased when did that happen was destruction of the tape and in accordance with standard the standard policy for retaining video tapes and evidence given Miss Val's complaints and the potential for liability why wasn't an evidentiary hold placed on the tapes perhaps the tapes don't support Val's claims if superintendent print us versions of events on January 13th for explaining the embellishments of the original January 12 withdrawal letter are credible there's there's a number of points to doubt uh that explanation if it was and I'm not going to go into those unless I have time but there's just a number of them why why did we say PR please preview if in fact the words were from valum why was it necessary for printer
033to type out revisions when valber typed out the original withdrawal level are there any phone records that document conversations that superintendent Prince had with valr to discuss the letter before the revisions were made um if the revisions were truly authored by valram are we to believe that it's just a coincidence that the edits to that letter came over only hours before Apprentice planed to read the letter at the January 13th board meeting many many doubts along that line why was the letter read at the board meeting there's no been no reason given for reading this letter other than the caliz the issue and garnering highly negative media coverage what possible business justification could there have been for reading a ordinary Garden variety withdrawal of a of an unretained consultant it just makes no sense did
034Prest discuss her plans with board members three board members have stated that she they did not the other four board members have been silent did they approve sending a copy to the uh all students and parents we need answers same questions arise over the decision to circulate a copy of that divisive letter to parents and students what possible business justification could there have been again why was the valum contract even up for consideration by the board before its scope and its cost had been determined what are the facts underlying superintendent Prince to recruit and organize local members of the clergy and other Faith leaders to Lobby in support of her initiatives was building political support for pris platform and appropriate use of B resources which are funded by taxpayers is there any any legal basis
035for vums claim that d86 is obligated to reimburse her for business development expenses which are normally not reimbursable why was their travel Bill and marketing expenses approved by superintendence there's numerous questions about the operation of the cell committee and their transparency who approved the goal of equity of outcome as an objective in the equity statement has superintendent Prince ever threatened teachers or d86 employees with reprisal for speaking out if they are in disagreement with the policy initiatives championed by Apprentice there's so many more questions I don't have enough time to go into them but I certainly hope this board which has been silent as to whether there is any investigation I certainly hope this board will U engage in investigation to get to the bottom of all these questions and resolve all these doubts thank
036you so [Applause] much the next speaker is Su men good evening I'm S I will be speaking I will be ouder my name is Su man and I'll be Ying my time to cat I was right after him um so we appreciate the opportunity to speak to you tonight as parent celf committee members we would like to share these observations with you with the hopes of inspiring a more cohesive collaborative effective and widely accepted Dei effort at 86 especially as the 2022 Illinois report card will publicly display a very high level view of the equity Journey Continuum or ejc the new is intern informational tool for dist districts to cheack their progress toward closing gaps and student achievement opportunities and supports through an equity L um louder sorry we are community members currently participating in
037the dd6 community Equity or cultural Equity leadership team or S we believe in equity work and that our G6 Community would benefit from such efforts we believe our students are the key to district and Community success we believe that our students are self-aware observant and forward thinking and that they should be the primary driver of any diversity equity and inclusion for Dei efforts We Believe Equity work is inclusive and should seek to identify acknowledge and address all types of inequities within our d86 community we believe that Sou has an important role in facil facilitating meaningful dialogue between all stakeholders in our district to drive outcomes that build bridges on Common Ground We Believe Dei effort should be led by our director of instructional Equity with a balanced and representative Committee of d86 students staff and
038District parents we believe the sou committee should be of sufficient size to ensure multiple views and perspectives are represented we believe these efforts should include actionable short-term midterm and long-term goals recognizing that change occurs on the Continuum and does not need to be Monumental to be positive We Believe selt should be involved in the formation implementation and regular evaluation of these goals we believe in s work and the critical conversations that happen here updates and actionable items should be shared publicly these updates should reflect the voice of all members of the group and should present areas where differences of opinion and room for compromise occur we believe it is an acknowledging and bridging these differences that progress can be made We Believe d86 can and should come together as one Community with the common goal
039of supporting all of our students in their academic and personal growth through meaningful and inclusive Equity work sincerely Janie andrulis Hinsdale South Campus District 86 Katherine greenspa Hinsdale Central campus District 86 TJ Edwards Hinsdale South Campus District 86 Naga Fatu incoming District 86 suit Mena Kingsdale central campus District 86 Kevin Camden kinsdale Cent South Campus District 86 thank you our next speaker is Kim Naro good evening if D6 is at ICU level you have Tammy fris to thank for it so many things have happened the last few weeks I continue to wonder why you haven't launched a superintendent search and instead Shield prances administrative M phases I'm going to dit I'm going to Echo Dale um I just don't know why you haven't made a an investigation into the valburn incident there's so much information
040out there that you guys don't have your hands on that I think would change your opinions and I hope that you will go into it um my next issue is financial at the special meeting the 2nd of March M held said he was reluctant to approve the 2.9 FTE which is approximately 266,000 for southrun Science and Latin one and German one due to the financial situation in d86 I was wondering I looked at it what does the 2.9 FTE include approximately 37,000 will be two classes in core science itself approximately 115,000 when fully implemented at 3 years spread across all the students in the district that's like $350 a kid I think that's actually a good investment uh approximately 156,000 is to restore German and Latin at South when fully implemented the proposal says it's
041eight classes but currently those classes have been running three Germans 34 and AP are stacked um so if you drop it down we're talking about the cost of about 360 per student who's taking German and Latin also a really worthy use of our funds um I looked at the unintended consequences FTE which sounds a lot like I told you so FTE not sure what the 2.1 counts but I would think that that would decrease over time as the number of classes are increasing so not sure I'd love to hear more about that um the Panorama survey it was great to hear uh principal W talk about how um we're going to address the low teacher morale by putting Department chairs back in the classroom teaching one class a day um they were pulled out so
042that we would be fully aligned we should have been fully aligned this year but Tammy prenis decided we were going to take a different direction and we're not aligned at all same meeting that Eric talked about the cost of adding the FTE Debbie lenthal proposed the bee go over the budget line by line to see where money can be saved I think it's a fabulous idea so please advocate for a deep dive into the finances and see where money is going so that we can support Equitable offerings for hin [Applause] out our next speaker is Ann Huber good evening folks um to learn how d86 is implementing the Strategic plan I gone through a number of uh d86 documents so many videos so many meetings I've spoken to several witnesses and I've learned a lot
043I collected this data in a timeline that I've had to color code keep it all organized and given some um to Debbie so that you can have it at your U fingertips the timeline begins in uh 2017 when Carol Baker told the Chicago Tribune that just because this is a quote just because we place a lower performing student in a regular class doesn't mean he can automatically do the work the only thing a teacher can do is scale back on the level of rigor and on the level of difficulty of the Class end quote um she was our uh assistant superintendent of academics uh for a while and um I think we should uh listen to what she has to say but since 2017 this district has attempted to overhaul the entire d86 science curriculum
044math courses have gone through a variety of changes G levels have now been removed from South and they'll be removed from Central over time starting with algebra next year and Algebra 1 classes they'll be limited retesting available at Hinsdale Central um the grading policies have been completely overhauled and um Dr cavino has uh required now that relearning opportunities be allowed and available in each course throughout the entire district and teachers are still uh you know catching up to all this um my point is that the district has spent an enormous amount of time your time and energy and money on the Strategic plan uh Department shairs have been pulled from classes as has been noted academic administrators have been hire well fired and hired and uh expensive surveys have been undertaken um all of which
045are online and I've read ad nauseum the point is cost is no impediment to the d86 changes for example the district paid over $10,000 for a video in which people read the d86 equity statement but what is missing what is missing is an investig ation into the allegations of racism by valam and Tammy prentis we begged for it for three months and this issue will not go away why will it not go away number one new people who are thinking about moving here new families who might actually send their kids here still think this is a dangerous place and number two your staff if the staff has misbehaved and gone against policies you need to you know discipline according to your you need to enforce the policies but if St St has been thrown under
046the bus without factual basis you need to protect your staff you talk about morale you've got to protect your people please please hire somebody to get to the bottom of this please please hire somebody thank our is Angel thank you um Board of Ed we are now 56 days out from from when the superintendent of our district Mrs Apprentice decided to co-write and then read another individual's incendiary letter alow at the January 13th 2022 board meeting the interesting thing is is everything was very positive in the beginning of this meeting um yet we are being judged by a woman who lives in North Carolina who was here for one morning and it was because Apprentice decided to help her write the letter and release it to the Press we are a good Community this these
047allegations are false they are written by Apprentice who read the letter aloud saying that it was someone else's letter that is fraud okay we're tired of it we want an investigation the story continues though we have now learned through another freedom of of Information Act release number 10009 that Apprentice began having conversations with a local Pastor on January 27th exactly 14 days after she read the letter out loud the pastor asks Apprentice if a larger meeting is needed and two she asks Apprentice if there would be individual with political skills brought into that meeting in reply Apprentice says a group works we are at ICU level that large meeting conference call with Mrs Apprentice a large handful of local clergy leaders and our Boe president Mrs Terry Walker took place the afternoon of February 8th
048why does printice request a large meeting due to ICU levels icus as we know are created to handle emergency situations but in this case Apprentice created her own emergency by co-authoring and reading that letter releasing it to the press and apprentice's actions then created a huge public outcry which you continue to hear and ignore there's a lot of unanswered questions Apprentice all of a sudden has realized that she had an emergency on her hand and that her job was on life support so go to our local clergy leaders that's not acceptable we have also confirmed that Terry Walker was on the call we're not sure why this meeting was on February 8th when all of our students were being shoved into basement classrooms without their masks and being taught with no teachers and being told
049to stand in front of their computers that's what Apprentice was was doing on February 8th she was watching out for herself and not our students when is an investigation going to happen and when is Apprentice going to be replaced the [Applause] next the next speaker is K Gallow good evening you probably think of me as a loud mouth so I'm going to speak up first off tonight if there was a motion and a second on the floor a vote should have been called and then you could have moved on instead of speaking over your Board Mates I am disappointed in this board with its inaction to do a full fair and independent investigation of the superintendent and now the board president's actions regarding the valin withdrawal letter incident it is apparent to me that no

051sign the petition [Applause] our next speaker is blinda Burke hi thank you for the opportunity to speak thank you for your service Kim nataro her excellent statement on the added FTE at South has partly preempted my point um I have been noticing how people of all political Persuasions and a huge wide range of opinion are disgusted and opposed to unequal course opportunities at the high schools and there's nobody who really supports unequal course opportunities that I've ever heard of everyone kind of likes the idea of basic fairness and if we can have a more FTE South I have not heard that proposal yet that's a great idea and I sure hope that can happen be um also we do I think we still need Creative Solutions as board member 11 PA suggested because we will
052probably need one shuttle per day we should not make it put up barriers to Central kids taking ASL at South either and I think that's an inperson we um we it's much better to equalize course opportunities than than um some of other solutions that have been proposed unfortunately due to historical accident buildings are too far apart for grade level centers Unfortunately they were built with um Hil North projected and with one high school having half the attendance area the other and so grade level centers are battery changes would have would necessitate a lot of impossible um or very very difficult situations so let's get let's fix curricular inequity by the means we have I was about to call for Creative Solutions but um additional FTE would be um just as good the denial of Latin
053at one high school has an especially nasty historical connotation and the denial of important academic courses itself South uh um really stinks to Heaven it's systemically racist because it disproportionately affects one high school and it borders on overt Jim Crow it's disgusting and this should have been addressed and fixed a very long time ago um with Creative Solutions or added FTE whatever it you know whatever it takes we we need to equalize academic course opportunities and thanks to Kim I I'm ending early [Applause] our next speaker is Dirk Landis our next speaker is Joy Han hi I'm Joy from Oakbrook um I have three kids in d86 system all four years apart which means um I will be involved with d86 for 12 years I'm also a volunteer for pto's parent Network my family moved

056for uh having the open discussion our audience participation um it's incredibly disturbing uh that uh the board continues to behave in ways that are hostile to the community uh I was going to talk about Staffing it's important um I think the recommendation that is you know in the board document um is absolutely necessary uh to ensure that students at both campuses have uh access to the kinds of courses that those of us who have been active demand that are offered um more importantly I can't help but note the craziness that's going on in the district especially because literally while I was scrolling through the news the story that is now in the headlines and will certainly be on the headlines tonight uh started you know many months maybe years ago with um unfortunate decision by
057an actor to uh go to a Subway restaurant and pretend that he was uh attacked in some way uh I I see the actions of that actor being carried out in microcosm by the highest ranking administrative person in our district and it is incredibly disturbing to see that that's what's happening in our district thank [Applause] you that concludes our audience participation for this portion of the meeting we will now move to board new business we have two board discussion items on the agenda this evening I'd like to limit the discussion on both of those items to 30 to a total of 30 minutes as the items are related I want to remind the board that we operate by majority rule and will pursue topics or move forward with action items that a majority of the
058board is in agreement with so I'm going to ask the board members who requested the discussion um to facilitate this discussion and I'll provide a reminder to keep our discussion on time so first is uh member James so the time is the time for these two topics is 30 minutes in total so my question was regarding the 3 minute pitch of which I I guess my initial question is under what policy was the minute pitch Implement wasn't implemented under policy but the idea was that board members would have an opportunity to pitch their idea share their proposal and the board would weigh in on whether or not we wanted to move forward with that idea or that topic at a future board meeting you know as I stated in my opening comments we operate by
059a majority rule so we would need to have four board members to move that agenda item forward so to talk about policy um when we look at policy 2 colon 110 one of the board president duties is to focus the board agenda on appropriate content board policy 2on 140 relating to board member use of electronic communication includes agenda item suggestions um as we know board members don't communicate with all seven board members at the same time regarding un know so therefore that would be sending a communication directly to the board president making those suggestions we also have board member or board policy 2 220 which states any board member May submit suggested agenda items to the board president for his or her consideration for up coming meeting District residents may suggest agenda items so my
060question regarding a 3-minute pitch is would District residents be subjected to a three minute p as well no that's the board members that's the board members and again if we eliminate the three minute pitch that's fine but then we would immediately pull the board to see if there are four members that would want to discuss that item and you wouldn't have an opportunity to share details about what that item is can you can you site where you're finding the majority of the bo has to approve an agenda item to be put on I mean it's delegated to you when you create the agenda so can you state either obviously you said it's not in board policy I don't see it in board protoc protocol is it in Robert's Rules of Order um my understanding is
061that prior boards have operated on but we're this board so past practice isn't really relevant because we're a board of seven we're not the same Board of seven that was sitting here a year ago so we never got a chance to discuss how we would like to see we discussing it right now so what what I'm suggesting is if we revoke the three minute pitch we could which we could absolutely do it would mean that it would mean that board members would need to be comfortable with fine you raise your issue and then I asked for a show of hands and if there's four people that want to address that topic we address it at a future board meeting where does it say you need a majority in the board to add something to to
062the agenda and to answer Peggy James question where and how did we come up with this three minute pitch to begin with how was all this driven if I can if I can weigh in all right all bodies operate by majority rule how else do you function you operate by majority rule we have certain items that have to be covered on the agenda because they're part of our regular business we also have discretionary items that are proposed by board members if there is not a majority of the board that wants to pursue that topic we do not pursue it that is simple majority rule and that's a principle that all bodies operate under and that's the principle that we are going to operate under unless this board makes a determination that we're not going to
063operate under majority rules well from an empirical standpoint I can't find other boards that need four to Foster the approval of an agenda item besides here and my question for you Kathleen the champion of policy when did exactly we come up with that policy to have four when did we come up with that policy to have for I guess my counter to majority role would be mutual respect I mean I kind of I go back to what I read that was sent to us by a Community member it seems to me that participating in the denial of an elected board memb opportunity to speak on a personally meaningful topic has to rank among the most antagonistic indivis actions that another board member can take so I would actually be in favor of if there's a
064reasonable request be it any topic that comes from one of the seven of us that we entertain that topic as an agenda item so my thought go ahead Eric I was GNA say when it comes to the three minute pitch or the majority rules I know I spoken in the past about how some of the previous agenda items in the in the 19 board moved forward um you know more or less at president discretion with kind of a loose polling of the of the um board to see is their objection to moving forward not everything did move forward because sometimes um there was an indication that there wasn't an interest to take up a particular action now this this 21 board we've gone back through in future agenda there are a lot of of agenda
065items that are brought up to Kathleen's Point we'd have a lot of stuff that we have to discuss as part of a board and for the for the business of the district aside from new business just simply the business of the district so I would see I saw the whether it's a three minute pitch or a majority a straw pole here to um if you will a slight delegation of the president's Authority or using that authority to try and focus future agendas by saying do does a majority want to even have a discussion on this as a way to focus agend the agenda to the business of the district as opposed to all of the new items we've had multiple special meetings we've had very very long um board meetings over the course of the
066last Almost year at this point in time and when we think back on that how much time is there for putting all of this stuff some a lot of the new stuff in does that really serve the district well um and having all of these items in there or should there be maybe not again right away but as we're doing pushing some of those out to different future board meetings or sending them back to committee meetings is you know Foya going back to policy and trying to find a way so that the board means that we have are focused on the the business of the district now going forward if we as a board um or in in using board president Authority president walker uh wishes to change that or you know we are opposed
067to the three-minute pitch and even a uh and we want to basically revert back the f focusing on the agenda to the president I would just ask that our fellow board members when we're thinking of future agenda items we don't want to overload the district or the admin with stuff you know meeting in and meeting out um that could be handled with in some cases you know maybe a a meeting with Administration on on certain aspects with going to policy meetings and asking some of those questions in audience communication um and having one-on-one conversations with board members um you know there there's a lot that we can do to Foster conversation outside of just this table and then if in that research Gathering we find that there is a swell of support for something we
068have the ability to bring there and have a broader conversation um that's again a way to look at it but fundamentally you know and I think Peggy you had mentioned at a previous board meeting um and you just mentioned respect you you talked about wh a vote for any uh or give a thumbs up to any future agenda item uh I'll say in in general I'm not opposed to having conversations when I feel that they're going to be meaningful moving forward in the district and that they're ready here for the board table uh I would ask that some of these discussion items um go through a little bit of of conversation before they come up here so that when we're proposing this uh as as an agenda item you know we have you have some
069meat on the bone um potentially um to go to go through this um to have the conversation there but I I myself personally am not wetted to either of these options per policy um the agenda is focused by the president and if there's a determination to allow more topics at Future meetings we have to be very aware that we are not uh disturbing the business of the district and that we're not here until 11: focusing on some new bit of business and we're ignoring Staffing we're ignoring curriculum we're ignoring some of those other pieces for some kind of you know new hotness so to speak and that that would be kind of an Ask here because we've we had very ranging unfocused board meetings over 2021 you know again many special meetings and you know
070we can't we don't necessarily have the time to discuss everything at the table but there are val discuss here so I guess where I would differ with you board member held is and it's been said many times by community members and board members as well not necessarily these that serving on a board of education is a thankless job I reject that comment we all signed up for this Duty and when we all ran both in 19 15 17 to 21 this district has never been a stranger to hard work so if there is hard work to do Mr H we need to do it which includes additional agenda items to best serve the business of the district which perhaps are being ignored by this necessity to have four people for this hand raising for that
071because I can't speak for any other board members besides myself I reached out to about a half a dozen like-minded districts and I'm unable to find one that requires four now is one appropriate certainly not but would two or three be more reasonable because otherwise board member held valuable business of the district is being avoided perhaps by such an arduous hurdle to clear with four regardless of the Merit of the narrative so to me I think it's quite simple one I wouldn't approve of because personally I could be in a bad mood and make 15 agenda suggestions and certainly keep people up till 2 3 in the morning but I would think two is more than adequate community members put us in this place with trust and I think that would include them not having
072another board member second my motion for 15 different agenda suggestions so to me the answer is two and only two I think there's also at least for me and I said this the night that we got seated when we were being accused of you know being a block or or or wishing that we were a block so we could hurry up and a l to president is that we're actually supposed to be seven individual board memb and so when it becomes a future agenda item and you're given 3 minutes to pitch it that's not how discussions happen discussions happen by people discussing and coming to the table without a preconceived notion of where that conversation is going to go and so if you're always looking for four just to get out of the thre minute
073pitch we're never going to be able to implement any change that's going to potentially come from our board board um the other thing to keep in mind though is that to Eric's Point um of trying to get information or to engage information more routinely shut down you know by agenda requests that we make of the board president including tonight and so there has to be some trust that a request is going to be taken at face value and that each board member is going to come with an open mind and listen to other board members um I forgot my second point I would also add that the process should not interfere with the governance of the board and to date we've seen a request that was made for an agenda item that took six months
074to to appear on an agenda only to be shot down and not to have that discussion um on January 27th I made a request for an agenda item to discuss an overview of the self committee and focus of the Dei work that is completed by that committee to improve the communications that still has yet to even be discussed in the three minute pitch we're a month plus beyond that point so you know when you have a community out here asking for some overview and for some communication and you can't even get the agenda item to include that discussion I have concerns that the process is interfering with our government again the the purpose of the three minute pit the purpose of this process was so that board members could Garner support of four people to
075move forward with the topic um and that was the purpose of setting it up the way we we had as I stated before the board operates by majority role so that's for four people so you need four people to buy into your short pitch to even get it to move forward and that's basically stating that if I can't sell it like I'm on the Home Shopping Network in three minutes you're not even willing to have a discussion so I view that as stifling um and is basically imposing some rule that you can't quote to me where you found that four members are required for an agenda item other than it's the Walker rules of abolutely not this goes to what member held mentioned about the fact that we have a number of of standing items
076that that we need to cover during the board meeting we can't cover everything and this is a way to focus it so that we're not getting requests that we just can't we can't deal with so the problem the problem I have with the number four is simple we correct me if I'm wrong here but we had two task for two task force agenda items proposed one was for academic excellence and the other was for scheduling conflicts I believe in one case six board members out of seven were in maybe it was five and the other one was four or five is that right six and four so six and four so we had six out of seven and four out of seven approved to quite important task forces in the business of education and of
077course scheduling conflicts to promote access to classes just a discussion of those excuse me I'm not finish but thank you I will finish so as I do I would say that where I struggle mostly is this is a for lack of a better word in my opinion a pathetic exercise we go through where we have to first do a pitch which we did finally got it on the agenda 6 months later it was heard hits the agenda and those six out of seven and then four out of seven people apparently then said let's just kill it from the agenda tonight so some sort of change board president Walker needs to occur because otherwise we're not doing the business of the district we absolutely are doing the business of the district I'm just asking you to
078make your recommendation of what you want to talk about pit it to the board and we have four people but we just had we just had two anecdotes we're six out of seven and four out of seven one a task force for academic Excellence that's the business we're in here serving students educational needs among others that's probably the most parent and two providing solutions to scheduling conflicts I would also consider that to be focal point of some discussion this evening from community members six out of seven and four out of seven approv that as an agenda item only to have it hit the agenda one of them six months mon later both of them Mr only I'm not finished yet but thank you I will finish and both of those both of those conversations couldn't
079occur because despite the six out of seven and four out of seven approval they got cancelled that evening how is that productive well I would ask you to get your T three okay I would ask you to tell me how they're incorrect because I think six out of seven and four out of seven is correct you know what I'm not I'm not going to argue about that point I think the overriding point here is we as a governing board operate by a majority of the board and that is simple and that is simple and if you cannot Garner the support of four members of this body to move something forward it's not going to move forward and that is what is called majority rule but when it occurs and you do Garner support it then
080goes against I don't know what you're talking about but I don't remember voting to move any particular agenda item don't speak for me six months ago it was in May that those two agenda future agenda items were proposed task forces task forces yes okay that's a different issue they were proposed but we haven't they were proposed and approve six out of seven four out of 7 to hit the agenda when they hit the agenda to came to the meeting a lot of community members reached out to me and said I I took the early train I cut out of work early I chose to have the microw working this evening because I saw publicly not noted meeting that I was interested in the context of that conversation only to come to that publicly noted meeting
081to find out that those six out of seven and four out of seven then it no longer counted that they' once had that majority and now cancelled the night of the meeting well one that's inefficient unproductive it needs to change so one way to that we can maybe have an agreement as a board to that and look back and reflect on it is if anything hits the agenda anything going forward hits the agenda out of future agenda items that you know if we're doing 15 and 15 minutes tonight that we have a bare minimum of a certain number of minutes once it's on the agenda for discussion before any sort of you know before we have any sort of straw before we have any sort of pull in the audience we trying to figure we're
082the audience at not the audience um on whether there's there's support to move forward with whatever the the case might be or um but to give a a minimum there again to my point we've had close to 30 agenda items put forward since a year ago that's a lot of new agenda items um that's um I'm I'm trying to think back to the first two years and we had like seven it was a considerably smaller number so when we talk about the business of the board and what we're supposed to do here there there is a Cadence of business that we have to get to and to insert 25 or 30 additional items onto that agenda something is going to be sacrificed whether it's those new items or it's the existing business of the board
083and I do understand that there can be a passion for some of those items um to have them on there uh in the case of some of the the policy ones I certainly understand Piggy's interest in policy which I'm glad there have been conversations at at policy about them um you know in my mind a place to go in talking about some of the um going forward here uh Debbie you're suggestion that looking more at budgetary flexibility for additional FTE that may be required aside from just this coming year but perhaps for future years as well based on um kind of guaranteeing very low enrollment class sizes at South based on how we did the program studies and how we're looking to to do the next year you know that that could be another additional
084agenda and that's it's going to come up through through finance and somehow to have a future um a vote that amends amends a budget uh but not not every single item or every single thought of ours can take up the time of the business of the board we have to focus ourselves on what we have to discuss and maybe that Focus then is simply saying okay I want to discuss X committee and at that next or two meetings or three meetings whatever that case is going to be there's there's a clock we're giving ourselves our 10 or 15 minutes because we have much much greater business that is more immediate to deal with with than a than a committee than um looking at some of the you know minutia on other other sorts of things
085if we can agree to some sort of I guess kind of a middle ground of either having no discussion or having an unlimited wide ranging discussion that might help um to Garner additional support so that we know that all right if we have these new agenda items on on the meeting these will not sync the meeting these will be productive conversations but there'll be focused conversations so we can have have this discussion as seven people um with input potentially and maybe that's going to carry over to Future means because we find there's additional information that we need from the admin there's more support whatever the case might be but what what are what's people's feedback on having um giving ourselves you know like we give the community members three minutes to speak and and and
086share their thoughts we give ourselves um at Max 10 minutes you know board member comments um but give ourselves a a conversation limmit so we don't find ourselves at two three hour um again conversations about something going back and forth about it is is anybody else have have any thoughts on on that kind of for that when it first hits the agenda item um to to kind of come together here so that people can have conversations and then I would propose that we put back your two committees on there and make sure they can be on a future agenda so that we can have it a board meeting whether it's the next meeting or in two meetings time but put your committee meetings back on there to give them discussion time well thank you I
087think the other thing too is some of that work that comes to the Future agenda items can get delegated to committees um and this is the proper place to bring it up as a board member that's perhaps not sitting in one of those committees for example there have been several policies that have been brought up that have been brought up under future agenda items and interestingly enough any policy that comes up our suggestion for a change to policy is supposed to go directly to the policy committee policy 2240 States anyone May propose new policies changes to existing policies or deletion of existing policies staff suggestions should be processed through the superintendent suggestions from all others should be made to the board president and the superintendent and a board policy committee will consider all policy suggestions
088and provide information and recommendation of board so those should go directly off to policy committee to be discussed according to our Bo policy but we're letting some of them sit in future agenda items or we let four people deny a discussion of policy 460 when pegy James first requested that we speak about it so I appreciate what Eric's saying I think that we should take these suggestions and we should have a conversation and we should come to the table and listen to each other if you want to talk talk about what color glitter we should purchase I'm willing to listen so are we discussing now CU you three are facilit kind of Al together yeah I am just saying are we because you know that sounds like a fine enough point that settled time limit
089if we just want to discuss um you know at however many minutes I I think I'm unsure of whether we're doing discussion for discussion sake or we're doing discussion for you know like making motions taking actions impacting change and the reason I say that is because the experience that I've witnessed is um issues keep coming back I spent a lot of time on six colon 40 at Pac you know in in the we Revisited it we did policy and it's coming back you know to go cyclically on the agenda of of certain groups is is not purposeful I mean it's to not be satisfied with a with an answer then to bring it back and try to bring it back the other way I mean we can do that all the time but you know
090what I've noticed is that there are common themes that keep coming back some overlapping themes let's try it a different way let's introduce it a different way you know the um we can we can do that as a board I suppose that would definitely lengthen our meetings it's fine with me I'm no stranger I'm not fearful of hard work I'm an efficient worker and I'm definitely a worker that likes to see things get done move forward not get reversed you know six months later after we make large decisions that impact the entire system um before I came on the board my experience as a community member was that the district did a lot of whiplash our schools did a lot of whiplash it was uh exhausting to follow so I was thrilled when boards before
091us came together for a strategic plan and put that in place got board approved got community input and put that into place that was on behalf of the entire community and then it was approved by the board and then superintendent Apprentice came in and created Cadence to committees that we all serve on that Pro you know continue the work of this boort of any boort that was not in place before there is a process and steps that have been going on that is moving this District forward so suddenly when we get to a point where there's certain little items that people are frustrated with and we're turning this district and you know coming in with ideas that you know propagated from where I don't know that are against what is the motion of the district
092at the current time or of the Strategic plan we are taking away the momentum of the district the ability to progress in the district um so that's a bigger picture of what I've been experiencing so I want to know what we are trying are just going to discuss items because we discussed them I've discussed them I've discussed 640 a million times over comes back again we can discuss it again but you know is that what we're trying to decide right now or are we just trying to figure out how to counteract some of the decisions that have been made some of the progress that's been made that's what I want to know I'm trying to get away from the exercise in utility that occurs when we have a board majority approving agenda items six out
093of seven four out of seven that then take six months to hit agenda only to have that particular item removed from the agenda much to the dismay of several community members on that evening who came here on a publicly noted meeting with that agenda item so to me when I say an exercise in futility I don't know how it's prog how you would Define that as progression board member Hansen to have a majority of the board agree to discuss something only to have it eventually cancel the item that item from the agenda that same same evening so to me I know one portion of our meeting tonight is to talk about to future end agenda items I'll say it again simply I believe we should reduce that number from four to three or two because
094again the last board Eric what I heard you say was it was not a majority rule for every single agenda item and my research tells me and if you choose to make the same exercise in research you'll find out it's very rare I haven't found one dead I've only researched six or seven there's not other boards of Education that require four because we're trusted community members you get someone a little off The Rocker maybe you need two you don't need four so we I I have a lotted 30 minutes to this and we are we only have about a minute and 15 seconds left and I'm not really hearing a consensus about where we want to take this at this particular point in time um and so what I'd like to do is move on
095to the next agenda item which is the board committee reports we will come back to this at another time um and resolve how we want to move forward so agenda item five is the board committee reports and we're going to start with um P um chair Hansen um the P committee parent teacher advisory committee met on February 22nd and we discussed a few topics um among the committee members and um the sorry the style of the meeting was uh focus group Styles I think there were three groups that we had which was um had different yeah had different um uh sorry facilitators yeah different facilitators and uh had students in each group staff um board members were in each group um uh so we discussed the 2022 2023 school calendar and Beyond um and talked
096about um the draft we discussed uh the early release recommendation and pros and cons and tried to get different perspectives and how it impact them um and then also feedback on the format and teacher conferences we did some Reflections on semester one grades um and uh how how the semester one experience is compared to the date presented and current grading practices aligning with our threea priorities and um and then we talked about where we were going with or how to what we would look for in the future for um refining agreeing practices so that's what we did at that meeting thank you uh next we will hear a polic report chair person okay um let's see the policy committee met on February 28th and um I'm going to just provide a summary of what what
097we discussed uh we uh discussed well for starters the Illinois Association of school boards periodically put out proposed revisions regarding the Press policy manual and they have released the most recent release is the largest one they've ever released so that is uh an ongoing task reviewing the suggestions the policies the Amendments the uh additional information regarding that so I I'll put that aside to right now but we also um reviewed with uh uh CFO Stevenson a recommendation uh brought by uh board member James to accept alternate language in press policy 460 footnote number three to establish a threshold for uh Boe approval of expenditures over $50,000 CFO Stevenson presented proposed policy language changes to incorporate the threshold with an exclusion for agreements with public or nonpublic educational facilities for placement of students in L and
098uh the committee recommended that revisions to policy 4 col 60 uh per press issue 108 and uh per uh what we just discussed with CFO Stevenson be presented to the board for first read so that's on our agenda for first read um then uh we uh reviewed with CFO Stevens uh Stevenson a recommendation to change the names of the insurance and investment deferred compensation committees to the employee benefits committee and deferred compensation committee respectively to better reflect the work of these committees and to change the Deferred Compensation committee from a board committee to a superintendent committee and policy committee members supported the recommended name and organizational changes and the revisions to policies 4 52 which is deferred compensation policy and 2 150 committees will return to a future meeting for committee review um then the
099bulk of our meeting was um involved a detailed discussion with um with our pisi attorney Steve Richard uh regarding uh policy 2 250 access to District public records and the practices there in for processing foyer requests and uh policy committee recommended that attorney Richard prepare a report for board discussion outlining current foyer practices and the associated cost and risks uh committee recommendations for treatment of foyer requests and guidance sought from the full board for treatment of Voyer requests and uh discussion followed that the report include draft administrative procedures and peer District practices that would be practices of our peer districts for redaction and transparency so uh that report is is being developed and we will deal with that at a future agenda I mean sorry at a future board meeting and because it is such
100a substantial topic it's my recommendation that we deal with it separately in a board meeting as opposed to an agenda item on another meeting but I I we don't need to make that decision right now it just seems to me it's a pretty significant topic and it requires uh some very thoughtful discussion and I I know I find when we have meetings that are dedicated to one topic that's really an important topic those meetings tend to be more productive in terms of dealing with that topic as opposed to dealing with a really complicated uh topic as part of a very very full agenda so it would be my recomend that we we deal with it at a separate meeting but uh that's we don't need to take action on my recommendation I'm just throwing that
101out but we will be uh receiving a report which we'll review as a board and talk about where we want to go from there um let's see what else okay then um we uh we went through a number of the policies that are part of the press the most recent press release and these policies for the most part contain uh proposed technical changes they're not significant substantive changes but uh for our practice if they involve uh any any changes to the board policy language itself to require board action so we have a number of policies that are going to be submitted to pardon to the board for first read which means that action am I right on this action is not going to be taken tonight I'm first read ones right okay uh and so
102those are available for you to look at and when they come before the board at the next meeting then we'll take action out it but I can I can assure you there's not significant changes uh in those policies but it it merits a review by to take a look at them there are other uh policies that are going that are part of our consent agenda today because they don't involve any changes they're uh like clean ups uh technical uh Corrections in citations uh and the like but they uh there's there's nothing discretionary involved in those changes those are part of the agend a consent agenda for tonight and I'm not going to go through all of them uh I think they're available right here on on on the agenda so in the interest of time
103that's it one quick question on the Foya front there um did Steve give a timeline for when he might be able to come back with that report for us I don't know I don't think so I don't think we uh we talked about that I don't think he asked no I don't think he did yeah we can Circle back to him uh next is the HR committee report um chair okay um the HR committee met on March 1st and discussed um the HR business office and Technology departments will be adjusting several jobs to meet the needs of the school district FTE will remain flat Collective changes will require a small increase in compensation which will be discussed at the finance committee the administration also presented two Staffing models um the first uses the established Staffing
104frame work resulting in a reduction of 1.1 FTE and second one some courses outside of the Staffing framework resulting in an increase is 1.8 FTE and then we also discussed that component at our special meeting thank you um so the next agenda item is agenda item six and that's the uh board policies for first read which chair hman mentioned in her report um I'll ask if there are any questions or any anything specific that board members want to discuss regarding these policies I do have a question regarding policy 460 my favorite policy um in the uh board packet it doesn't appear that CFO Stevenson's recommendations changes regarding the additional press aing are included in this version that's being presented for first read okay um perhaps uh W can help me out on this that is

110told um that I could not have access to them so in doing some research I actually stumbled upon um a settlement that District 86 had several years ago and I'll just read that part of this settlement I believe it was in around 2013 states that all District 86 board members are by their offices entitled to unlimited access to documents necessary and relevant to a board members exercise official duties that are maintained by or in the possession of District 86 this goes on to include personnel and Student Records although what I was requesting had nothing to do with Personnel or Student Records um and so I'm hoping that perhaps at a future meeting our attorney um can weigh in and let us know why this is no longer applicable and getting access to some information um
111including unredacted documents released in a Foya or denied by our board president does any other board member wish to make a comment just a brief comment relative to some emails we've been receiving and it raised a similar concern with myself regarding the shift to early release Wednesdays we have gotten a tremendous amount of communication since the relas of the agenda um so I would encourage the community to continue to share your input relative to the 1:00 dismissal every day in fact I think it's superintendent is it 12:56 p.m. it's not 1 p.m. is it it's not every day it's on Wednesdays and it is a u but every Wednesday I think it's a little bit before 1 it's not quite 1:00 so I struggle with that on a handful of reasons we don't for calendar

113you could pull up the other thank you my topic tonight uh there has been a lot of conversation in the community regarding academics and so uh we just wanted to walk the board through to make sure that you had um some accurate information next slide please the first thing I know it's busy I'll take a minute to explain um how this works so this is the SAT composite by uh scores by District what's important to note is each any dot that you're seeing above a number is our district so the golden color is Hinsdale South the red color is Central and the blue is the district as a whole we have our peer districts on here and we have some some of our peer districts are single high school some have more than one high
114school what's important to note though is that the district 886 sat composite score have declined by 1% since 2017 and that is through the pandemic next slide during the years 20 prior to 2017 um anyone who H has an older student all students are in college um they took the act when they're in high school the state of Illinois changed to the sat in 2017 but this is just once again to show our district and our peer District once again anything over a number our district red is Central the golden piece is south and the blue piece is the district and our district act composite scores remain consistent from The Years 2013 through 2016 what's important to note is probably this is the most important SL as I mentioned in 2017 was the conversion when
115the state required the mandated SAT test if you will notice same groupings you will notice that everywhere there was a Statewide decline that's part of shifting from act to the SAT and that dip was noticed universally in that 2017 time period thank you that's all I have so we will now move to agenda item um 15 and that is uh the preliminary Staffing recommendation we're going to relocate I believe um a couple of the team up front I'll say where I'm at Mr Stevenson did you decide to move up front I think I heard thank you okay so what we Havey um you tonight is a combination of some of these slides you have we've been working through it and and educating um ourselves and the community and and the board in previous meetings but
116we also have some new information tonight as well as we've been culminating and and bringing together based on feedback um from the various meetings that we've been having next slide Mr so here's just big picture Big Picture This annual event called Staffing it is um as you will hear from CF Stenson is one of our major spends the district has every year this is a very important topic what's important is our primary OB objective has always been to have that balance between academic opportunities and fiscal responsibilities that that has never changed that has always been our Pursuit but is I would suggest that we're now evolving we have continued to make great strides in our strategic plan and with that as that you're going to learn the term cors parity as as that is happening
117that is going to always sort of present uh an annual decisions that boards will have to make in terms of the spend so tonight you're going to hear a few things we're going to talk a few about our our competing challenges when when we are making this annual decision the first couple slides which is new information of pulling it together is some historical context for the board around curriculum decisions Staffing and fiscal decisions we this board has made historically we're going to talk a little bit the difference between curriculum alignment and curriculum um course parity those are two different pieces you're going to talk here a little bit more um our progress that we have been making on those align courses and cohort sequence commitments we talked about that at the last special meeting par
118hinel sou that is the World Language uh area and the science sequence um we're also going to share with you a little bit we are um going to be experiencing some teacher retirements and um M Mo will be walking us through that um in some implications that that we'll have for the district as we continue to maintain our tradition of having outstanding teaching faculty um there's a three main scen uh scenarios um that we will be walking you through we will also be walking through that five year budg of priority piece because that ties into some of these decisions and then at our last slide is our final recommendation and I will turn over to the principles to start with the historical context on curriculum thank you superintendent Apprentice um we're going to start tonight
119with just a historical overview so as a former social studies teacher I look forward to uh walking you back in time a couple years um this just kind of walks you through overall from the adoption of the Strategic plan which took place in May of 2018 um as you know and you can see behind Mr home um is our strategic plan nicely framed reminder of our goal one work um which is encapsulates our curriculum alignment work um so the first set of information and we wanted to provide the links if you want to take a look at them later uh but in November and December of 2018 there were multiple Frameworks discussed at the board of education level regarding leadership structure that included Department chairs not teaching and also creating three District Department chairs for
120elective areas the primary purpose of this was to oversee the curriculum alignment work and bring gold one to fruition at that time um the Board of Education under and superintendent law were referring to this work as curriculum equity which we now refer to as curriculum alignment um on December 13th um 2018 under the direction of superintendent law and chief academic officer or assistant superintendent Carol Baker they laid out that work in directing the work to be done in a two-year timeline by curriculum directors which they were tentatively called for a brief period of time um or Department chairs um between December 13th 2018 and January 7th 2019 so short window um Department chairs were directed by superintendent law to turn around at DC's deliver deliverable report to the district office outlining how they imagin doing
121that work in a two-year time period Then on January 2nd 2019 the board voted to approve DC's no longer teaching in order to to lead curriculum alignment work to ensure that the work was done and that there was enough time in place within their day to truly to truly read the work and principal Walsh is going to continue um our dive into where we got to where we are now thank you thank you principal cor the W sh Central principal in February 2019 after the board of ed approval of the um DC being pulled from the class Chief human resource officer man skelo Chief academic officer Baker and principal Li and or I interviewed the department Sheriff to gauge their interest in moving forward with that decision to be removed from the classroom uh into
122April of that year the science curriculum team began its um assessment of its own curriculum and to come up with a program team to start work on their science sequence uh knowing that this potentially was going to have a take a long time to implement this was the first team to begin that work of alignment uh that took place again it's in April 2019 with presentations in late May again uh November and again in November again uh in the summer of 2019 uh superintendent I guess she took over in May I don't remember what year what month he took over uh but I know in the summer uh where live myself the apis Mr mof Mr hert Mrs hert andp superintendent Apprentice meeting to talk about this curcum alignment work and the shift was moved
123from a 2-year shift to the alignment to a five-year uh alignment that was going to begin with a structure of llts and these program teams I think that was a key component we wanted to make keep in mind was to truly invest the teachers in this process versus what was the previous presented of Department Shar deliverables which would clearly been a top down approach U so it was much more opportunity to give teacher voice um in this process in January 2020 the math curriculum alignment program team began its work um they did continue the work through that horrific time period later in the month in Jan in uh 2020 uh they just did it virtually and then the fall of 2020 remaining program teams began their a curriculum Aline of work uh this past fall
124fall 2021 the board of V approved the program of studies that included curriculum alignment plans for all academic departments and then um what we're going to be presenting later today is the recommendation that department chairs move back into the classroom to teach one class uh each day uh of the week moving forward all yeah and and this just I think the board is is well aware of of these this trajectory as far as science was concerned is concerned but these are just a storical look at that where uh the two individual schools the differences between the schools um were in 201920 uh through the program of studies that was just approved so moving from uh one school having multiple Pathways six of them identified in program studies but there were multiple others uh and the
125other school having a single sequence well a sequence for honors and sequence for regular but a single sequence that continued on for a few years but what we have now as everyone knows is um two different sequences uh both for honors and regular uh that move uh um in in sequence either starting with Biology or physics at both schools uh what's important to note is the phrase across the bottom the curriculum alignment and course offering parody that these two things are targeted for completion by SCH gr 2526 uh in the program of studies as delineated by the Strategic plan um and uh that's a little bit of what we're going to talk about next so um I often find that conversations go better when everyone is operating with the same definition uh so we uh
126would like to offer these two definitions so that we're all talking about the same things when we're talking about these projects uh one is curriculum alignment and the other is course offering parody curriculum alignment when we talk about curriculum alignment what we mean is that all d86 courses with the same name English one Algebra 1 no matter what the campus will be aligned with the following items a program of studies description in fact we are still targeting next fall to have a single digital interactive program of studies that's what we're currently working on um course objectives same units of study same end of term assessments same grading practices same textbooks or major resources if they don't have textbooks and the same course fees what I've added to the slide on the bottom that link is
127actually a um um a a dashboard that we created that the department chairs add to once they feel like one of their team has completed uh an element uh Mr B can you actually click on that I think it's worth just sort of like looking at and for some reason and I know it's going to be targeted because it's science and we have so many issues we had them with science I did not make it intentionally small I just can't figure out how to make it bigger I promise I'll figure it out uh but the um so this is where we are currently with those areas so the areas are across the top and the alignment status by percentage is is down the the second column and maybe just scroll to the very first one
128okay it's uh pretty in colorcoded but this this would be an aligned uh art Department blue uh which is the number two indicates fully aligned in those areas for each of those um uh courses yellow would indicate that it's in progress and red indicates not started yet uh so uh when we calculate this out our department is at a little under 50% completion uh of the project um and uh so so each department is represented in this in this document so you can take a look at any of the any of the different departments and see where they are go back the second definition is course offering parody and that is that District 86 will make all course offerings available to all students during course registration regardless of their attendance school and at the conclusion
129of the curriculum alignment process so that is really the ultimate goal is that every kid has access to every course no matter where they go to school course offering parity will be a natural consequence of curriculum alignment but they're not the same thing we use curriculum alignment to get to course parody each program of studies contains a department specific table we just realize now that musics is actually looks very different but um so we'll have to rectify that but each program studies uh content area contains a department specific table indicating the projected timeline across the next three years for course offering parody I'm hoping that that this slide provides us a Common Language with which to talk about these things as we as we discuss um Staffing the courses that we need in order to
130get to course offering parody okay we thought it would be helpful to have some historical information about how staffing has been done in this business District so we have links to the prior four years and you'll see within those recommendations the framework that was used was essentially to do flat staffing and we've talked about what that means um and within those four years is if you take the time to read it you will hear uh Echoes of we recognize there's some uh differences between the schools based upon size and course offerings and that we want to address that there also is some talk about this curriculum alignment work that's been going on how that would impact the course offerings so this year I think what we want to point out is this will be the
131departure from that FL Staffing model to actually make these curriculum alignments and Equity uh goals more of a reality it's not perfect yet but it's a departure from the flat staffing into this course parody model uh we also just wanted to make sure you are aware of some of the considerations as we do Staffing one of which is by school code we do have to have that final FTE number uh by usually the third board meeting in uh I'm sorry the second board meeting in March so that we can meet the 45 day notification requirement to let teachers know whether they will be returning for the following year and I apologize the last day of school is not 622 it's 6222 um the Dual credit is going to be an issue over the past next
132couple of years because we had 26 classroom teachers retiring uh by 2025 that's a lot and in particular the one Department of Social Studies has seven teachers um so we may need to uh hire individuals who have a master's degree and or some expertise in specific content areas such as perhaps economics and things like that that are not quite generally available that's going to impact the finances because that means they're more expensive um and then F yeah I guess that's it so this slide we talked a little about a special meeting uh there are a couple different ways to staff a campus and staff at the school district uh This Way projected here is talking about total enrollment this is not how we do it we do it by the framework that um assistant superintendent
133um Mo just said uh we're doing it by 25 plus or minus two but just to we wanted to give you a better picture of where we're at with enrollment at on campuses in central is down 60 St and then you you can see hinel South's enrollment for next year is projected to be 1,283 students which is an increase of 17 from where we are currently a couple slides here have not changed at all so I'll kind of move through them relatively quickly um again this is just sort of a a snapshot in time here's where we are right now we have 332 common academic courses keeping in mind those are semester courses identified this year and not year-long courses as they may have been identified in the past that is entirely due to the
134infinite campus changeover that we're doing with scheduling a um a decision that was made uh not only because it brings us out of the Dark Ages with our computer technology uh but it is also uh a a scheduling program uh that uh splits classes yearlong classes in half in order to Max do actually split them in half it has us register kids in sometimes one or the other uh in order to uh increase the um uh viability of all student course options when they when they um when they request them um inel Central is still operating with about 83 more courses I'm sorry 83 course unique courses to the building that aren't South and 30 South that are unique there um and you can see those numbers there but again course offering parody is targeted
135for completion uh in the next couple years um and you know uh the these numbers will will change from year to year so we'll we'll be instead of a static slide like this we'll be adding tables to to show this progress over time time uh we showed this one already it just indicates that stacking is stacking and stacking it happens in many schools it happens in both of our schools uh at a relatively equal um Pace um it's not um ideal uh but it is a reality of trying to make sure that students are able to take uh courses that they really want to take this this slide is different uh it it was uh it it appeared in the um the original the special meeting um with with very little information and we got
136some questions so we wanted to make sure that everyone was uh well aware of of what it means to have zero student requests in a building so just do a little reading Hinsdale Central had at least one student request for for every course and those are on slide some of those are on slide 12 uh as being a single request or very low number of requests in in courses that would not run there are 86 academic courses listed in our course catalog available with zero student requests at hensdale South but it's important to note and this connects back to that semester piece for nearly half of these courses students were given the option to sign up for semester one or two of of the same class however um and and and no one signed up
137for one of the two semesters however that same class is offered at least one semester on both campuses so uh to put it in I guess um to say it a different way of those 86 six courses about half of them are courses that are not just available to both semesters at hinel South at this point in time but they are available for at least one of the semesters uh zero requests for uh courses primarily a product of differences in course offerings uh and which is again being addressed by the curriculum alignment process here are a few examples just to kind of help us wrap our head around it of those 86 courses 22 of the 86 are in music which is just currently structured differently between the two buildings due to the size of
138the programs for example at Central there are separate stacked ensembles for wind and Brass there are multiple orchestras and there are five options of stacked early bird jazz band None of these exist in the same format at South so they would come up as a class that doesn't exist at South that's not to say that South doesn't have an orchestra right or a band right uh they are just structured different currently right six of the 86 are in art uh we spoke with uh uh Mr MOG the the art chair music chair too and uh you know this will be one of the ones that comes online with full alignment sooner than later so it's actually for next school year uh so we won't even see that number anymore 12 of the 86 we spoke
139to Mr Madden are in Tech education again another one the electives are actually coming along before the um the content area aligned by school year 23 24 so not waiting the two or three years okay uh this this is a slide that was in the original presentation uh these are the courses that because of EX very low enrollment were immediately um uh questioned as to whether or not they' even be viable to run you'll note that these do not enclude some of the ones that were um that we've been talking about U most uh fervently over the last year and a half these are the courses with low enrollment right that are running uh again a slide that uh was well that we have that we are that we are recommending run uh you'll see
140on the right of Hell South it includes German one it includes Latin one it includes um splitting uh the um multi- staffed French class into two pieces it includes um multivariable calculus you're doing a great job but yes it includes everything that that that's up there just primarily um it allows us to run more courses than we would be able to run in the traditional flat staing model and also allows us to have less stacking than we would otherwise and this chart really summarizes the uh hours and hours and hours and hours of work that those four three Josh didn't do anymore but those three did um to try to get to uh the best solution with all the constraints uh that we have um option one is what will is recommended and this does
141um you know require a threeyear commitment to the biology sequence at South which means we will need to add staff each year for the next three years to maintain that it also includes uh World Language cohorts commitments uh four years I think for that uh we're going to run multivar variable calculus at a very low uh uh class size but again being a sequence course committing to that and then less stacking in the French um classes as well as some of the reduced size classes uh to get a little bit more parity with how Central Staffing lined up in those same courses the option two was essentially similar but um did not take into consideration some of those lower class sizes and then option three would be what has been done over the past many
142years in this district with the flag model so what you're looking at here is the Hinsdale Central uh certified staff recommendation uh on the left hand side you can see the actual FTE for this year 2022 the middle column represents the proposed F uh FTE for 202 preschool year and the variance difference again whether you are an accountant or a banker you might interpret the parentheses a little different depending which mode of operate you operate from U but for example art is an up is up 05 it's in parenthesis because it's costing the district5 more in dollars and cents that's why they look at it that way just that's why we have a total reduction of 2.7 FTE u based on the model that Cheryl just talked about which is the framework for plus or
143minus on on 25 um with to down by 60 again we don't use that model to staff uh there are no unusual course cancellations and we have no courses running with under 10 in them uh student course selections vary from year to year particularly in electives and I think we saw that this year uh in a number of the recommendations the student requests alignment align more favorably with the Staffing framework what it means is uh your breaks happen to fall within that framework of 25 plus or minus two in a lot of the situations that wasn't the case last year and you never know how it's going to play out next year so in terms the FTE resulted us being down 2.7 uh I am on behalf of hinel central requesting that those Department shares
144shift back into the classroom for uh for teaching and learning um with their students not just with their colleagues and that to be a net reduction of only 1.7 uh and that being because because of the size and scope of our campus I'm asking for a little bit more assistance for those DCS in the core department plus World Language U that's why it goes from 2.7 to one um so the four Cor World Language 1.0 for consel South um familiar but our recommendation is a 2.9 FTE Edition again this is a departure from that traditional Staffing model assistant superintendent Moore did mention um we do just want to be clear that this does require an additional 4.4 FTE um over the course of the next three years for Science and four years for for World
145Language so just that once we start running a sequence we do need to commit to making sure that we take it to fruition um like you've heard mentioned this does include us running um the biology and biology honors in the new science sequence for freshmen it does bring back the German one and Latin one classes of hinzel sou one's multivariable calculus da Stacks French three and French four so those will be separate classes um those were all the um same low same courses with l lcit on flight 13 also allows us to run more electives um that will run at hensdale Central that we traditionally would not have been able to run in a flat staffing model and then like we talked about in the beginning our recommendation also is for Department chairs to go
146back to the classroom for to teach one class and then have an assistant DC for point2 so that's actually no FTE change um I'm here to represent the uh transition Center um um FTE uh requests uh due to enrollment increases a net increase of expected 23 students next year uh we are requesting an additional 1.2 FTE for next school year uh one FTE is for a transition Center coordinator uh this would be uh provide a number of different supports including social emotional uh counseling supports as well as meeting various in uh various administ duties including chairing IEP meetings and the like we're also requesting a02 uh ft increase for a speech language pathologist uh the state uh puts limits on how many students uh can be on a case load we are dangerously close to
147Crossing that line for the uh start of the next school year and so by adding a point2 FTE we have um some cushion and and can provide quality services um one thing that I stressed last week and I will stress again this evening is that we are anticipating continued expansion over the approximately the next three years after that it's a little less clear but it that does look clear that we will continue to increase and we also have legal restrictions on how many uh students to staff that we have I can go into all the the details we kind of honestly got a little bit lucky this year uh it could have with a few more anticipated students it would have looked different and I would have had to actually make substantially more requests that
148being said that will be coming in future years and probably something you want to uh take into consideration for your discussions so with the proposed uh deviation from the um traditional Staffing framework uh there's a few just fiscal items that I just kind of want to walk through with the board um you know my view obviously of Staffing is with the the financial lens is probably a little different than U most staff in the district but I just there there's some things that I think that the board should be cognizant of as they make these decisions and what these decisions you know could impact potentially in the future um so some of the items that I look at um as staffings being considered is the enrollment numbers uh right now we're currently on the lower
149bound of the um most recent demography report that was completed for the schools uh the enrollment is projected to be fairly stable um some of the reasons the enrollment is important um is uh Mr vertin had had talked about the transition program Staffing numbers have grown the primary reason we've been able to uh reallocate those staff members has been a decrease in enrollment um at Central and South over the last few years um as long as those enrollment Trends hold where they are it doesn't become an issue but if those enrollment Trends reverse and uh uh student enrollment populations increase at Central and South that obviously creates an issue with are you able to reallocate that staff back from the transition Center not without changing the programming you know so there's some considerations there of
150of enrollment increases obviously could always cause um changes to you know how Staffing is going to be allocated in the future right now though we're projected to be fairly stable with where we currently are some of the other things you look at you know what impact does this have on next year's budget what impact does this have on um our financial projections uh you know beyond one year the makeup of the district you know were really obviously heavy um um Staffing costs 80% of the district is made up of salary benefit costs of of Staff uh so what levers do we have to pull you know what flexibilities do we have within the budget um to make adjustments um you know for you know any type of unfavorability either in a budget or in a
151forecast so obviously when you have 80% of your budget allocated to salary and benefits you're looking at hey what's that other 20% remaining a lot of that you know is going to be tied up in transportation it's going to be tied up in you know uh outplaced uh special education students utilities things like that that are really inflexible items you know you're going to incur those costs um and there's not much flexibility there you know following the 2013 Lobby uh we were in a position of having to make a number of cuts in order to balance our budget uh we obviously targeted these areas very heavily these are you know these flexible areas which would be our department level budgets our supplies travel um purchase Services things along those lines and they've been cut a
152number of times over the last few years um obviously driving operational efficiency um is also been a goal over you know my time here so there's not really a lot of low hanging fruit in those areas of of really easy decisions to make if there is going to be um reductions in cost and in reallocation of budget from you know one area to uh fund Staffing obviously uh the last few years we've had discussions about you know budget favorability and so I just want to clarify the budget favorability that's really related to the pandemic is one-time savings um you know it's savings on you know whether it's Transportation or travel or supplies we've been carrying Staffing vacancies to Staffing turnover but those are all just kind of onetime events that occur with inside of the
153current fiscal years um that doesn't provide any this doesn't provide funding for the next year if Staffing levels return to normal budgets return to normal as in the district resumes normal professional development and travel supplies return to normal Transportation returns to normal then the that favorability that we may be experiencing currently is not going to persist into the following year uh one of the other big assumptions that we talked about uh when we did the the forecast in the fall um is what the board um intention is around the levy uh in the um uh for the the pil increase uh for 2024 uh that was forecasted at a 5% increase uh a 1 percentage Point um rejection in the petel would equate to approximately 900,000 the reason that's important now obviously if we're looking
154at making a change where expenditures are going to increase over what was forecasted in the future um we would want to be you know cognizant that the balance to um some of those changes could be achieved through the levy but if there is also consideration for a reduction in the forecasted Revenue in the future um that could end up squeezing us from both ends of increasing expenditures reducing revenues could put the district in a little more precarious financial position than moving forward so that being said uh we can jump down [Music] to National numbers so the the top line here is the Surplus and deficit that the board looked at with the the 5year forecast um as we had discussed in the fall really the the only problematic year was fiscal year uh 2023 uh
155the main driver of that was the um the low number of retirees that the district was seeing um and then the low CPI year so kind of those two components together um created some of that projected deficit um for fiscal year 23 fiscal year 24 uh more normalized uh retirement year with certified Staffing and then um obviously a uh pil amount that is at the the maximum amount of 5% so that kind of balanced out the the deficit from 23 and then 24 through 27 there was no significant um foreseeable uh projection shortfalls uh in those years the additional cost of FTE line two so this is using the historical number uh the or the historical replacement cost so the district generally replaces certified staff um at an average of Masters step three on the
156salary schedule um so this is important since this is the number we're using to forecast forward and you Miss Moore alluded to on her slide if the there is some int intention by the district to potentially increase that number in order whether it's to meet you know dual credit courses or place um more experienced staff with you know more experienced incoming staff um that could have an impact if you're replacing you know if you're not if you're replacing with a more experienced person it is a greater cost to the district um so that is something kind of to keep in mind as we consider staff Replacements in future years um and then we can jump down just option one here is just lays out the increase FTE by year the net impact that that would
157have on the forecast um so for fiscal year 23 a 1.8% net in net FTE increase would result in an additional $165,000 in projected cost for the district which would increase the forecasted deficit U from the 416,000 to the 581,000 um and then this just forecasts out the additional Staffing requirements for the science sequence and the the languages as we move forward into the future years and also their impact on the forecast um so really at the the end of the day the story is pretty much the same is was kind of iterated in in the fall is that this fiscal year 23 is a year that would you know we'll need some budget solves in order to um address the projected uh deficit there um FIS years 24 through 27 even with the additional
158Staffing cost which still projected you know to be you know a modest Surplus or or basically neutral as in fiscal year 25 so overall that's the financial impact um can I when teachers declare retirement so it's a fouryear process correct you it used to be a fouryear process you declared a certain number of years ahead of when you retired so when have to what year to what school year do we know for sure about retirements at this time so as of right now uh teachers have declared through fiscal year 25 um we'll have the final fiscal year 26 numbers they would have until January 1st of 23 okay and then set in motion you can't it's set in motion it's so it's a non-revocable letter to retire um they could elect to go earlier but
159they cannot elect to continue to stay unless the board approves the risk sending of that letter so just sort of high level summary that we are making the recommendation for option one Josh laid out the financial pieces which when you combine each of those sites it ends up being 1.8 districtwide and as Josh M it's it's approximately $165,000 that we will need to work through there's a financial piece and there's an impact on the forecast and so uh finances meeting here later in spring in uh April and May and Josh will be bringing forward um some possible solutions for the finance committee to consider and then that will come back to the full board this is all as we've been saying in this um presentation tonight that it's making those assumptions on the bottom um
160that it's through that that evolution of shifting from that traditional flat staffing model to this course parody lens that we have laid out for you tonight and then we'll continue to review annually um that budget impact um and make those decisions of what is considered low enrollment courses that we would recommend and what are ones that we would not be recommending um through that um process and that's that relationship then between what courses we're running and possible Cal projects that would sort of have to be re reviewed um through the regular budget and then as we've been saying repeatedly um as you know that we are now committing to all those freshman students who have signed up for either the biology sequence or the Latin or German sequence that we will commit to allowing them
161to continue that sequence while they a student here District 86 so the team is happy to take any um questions from the full fourth I I just want to cirle back when you say that we're committed that teachers have committed through fiscal year 25 that's the 24 25 school year correct so they would retire at the end of the 25 school year which would benefit the district in 2026 fiscal year because we would pick up the savings between their retirement and their replacement in the following year okay okay this might be a I would love that you put in vocabulary that helps me so I'm just trying to I know that we've always gone by what has been called the flat staffing model so now are we inherently changing this flat stabbing model to uh
162what did you call it parity something model and I was that was one of the things I was going to say is we will need to update our framework and bring that to the HR committee so that we have it ready for next year if this is how you in fact do direct the is the administration just do Staffing and that's kind of what we're you know this is where you all direct us we need to get that codified so that we are uh moving forward with that same framework each year because this again this is not a one-year commitment and the existing I just want to clarify that existing framework was provided to us at before the special meeting it was on like the letter head but it was somewhat dat it was dated
163in its own way a little bit was actually on one of the slides on Wednesday night one of the opening slides slide two or three I believe too I think if you if you go back to slide 14 tell me when not right there go um so what's important is I think this is the slide that's going to become part of the natural Cadence each year meeting the buildings um course enrollment will happen they will apply the Staffing framework as we always have and then they'll be be making those that course parity decisions and we will always sort of be coming back to you call that staff menu option it's addendum in there so every year what's in there will change based on what the students were requesting and the teams of the building will
164be making those decisions and recommendation so that's how the staing framework is evolving now from sort of this traditional framework to framework plus course Purity and and what you're saying then when I go back to slide 14 this was mentioned at the last meeting also that sometimes Staffing would come you know um the basic Staffing the wish list I'm not remembering the names of them and then the optimal so we'll be getting something similar to this where there's three options for the board to discuss and decide okay I got it questions thank you thank you thank you um the next agenda item is the uh threeyear calendar recommendation certainly I think the principles are going to stay up there and answer some of the questions with Dr coo I heard Mr Walsh say that have
165a hand of support what a team I'm hoping Mr uh Stenson can actually come back up too he doesn't do count uh okay so um uh I want to Echo uh member wat's um uh request from earlier uh we do want to hear feedback about this uh we we have received it from several um folks I I was able to read some of the um the emails that the board receives I don't I don't get those myself but um when they come to uh something like this uh I was forwarded them and so uh part of this presentation has been altered uh since it was first uh put out and this presentation now addresses several of the concerns that were brought forward over the last 24 hours uh 48 Hours uh so we will uh
166work on um from that perspective so the process in general looks like this um in uh in 201819 a construction schedule was established based on the um uh the the the multiple phases of construction here in District um and the calendar committee which is made of Union leadership teachers and administrators created a three-year construction calendar in that year the Board of Ed approved that calendar uh and then has subsequently I don't know how many times a year uh de uh we we we bring changes when something comes up or a date is you know uh uh has changed or or something like that so so that's part of the regular Cadence right but that threeyear framework kind of like set the stage for most of the last three years actually the last two years of
167calendar plus next year which was in that original threeyear uh proposal the original construction calendar only identified start and end dates for the most part for school year 2223 so the presented tonight 2323 calendar includes the full Academic Calendar with all the separate pieces included as well as thinking into the future a 2324 and a 2425 draft also for tentative approval right which really don't have all of the pieces in it um all all the specifics in it so so following that same process uh the 22 23 calendar uh committee um made that so feedback where we got feedback from um the calendar committee itself uh so multiple teachers uh Union leadership uh we brought that to the superintendent's round table so superintendent Apprentice uh allowed uh Miss Moore and I a couple minutes uh
168we we actually spent quite a while uh the teachers had a lot of feedback about the calendar um you know I can say upfront I don't think anybody loves going late into June nor starting after Labor Day uh but uh we'll get to why that is the case for at least next school year um we received feedback from the hhsd a leadership uh and we received feedback from Pac um and uh we are now presenting for your consideration uh uh this calendar uh and and and uh um this is not for a vote tonight but we will request approval um at the end of this month uh so we have a couple weeks to make alterations based on what you hear tonight or uh suggestions so here's the context for construction update this is why
169I wanted Mr Stevens so here's here's uh what we're looking forward to uh this Sumer um the completion time needed for all projects is 13 weeks our TI typical summer is anywhere from 9 to 12 weeks but but more but so this is this is longer um usually on the the lower end there what we're doing is a CTE renovation both schools student services itself Auditorium itself South classroom updates at South Life Safety at both schools in the cafeteria at Central then the following summer all the remaining classroom updates are finished at H sale Central that project time is shorter it only requires 10 weeks but part of the the um the sort of the book ends or or how we thought about it with the calendar committee is we need to establish a calendar
170that allows for at least this number of weeks inside of the Cal or in the summer of the calendar between school years in order to make sure that the uh construction could take place everything's safe and every kid could get into classrooms on day one I don't want anybody to leave here and think something's missed the library is not on there in Central Library is being done this year so no we leave this meeting let be done this summer yeah so I don't want people leaving here saying it's not yeah see it's already po back to that again so uh we we posted on the public side of board board docs uh it's it's happening with new M yeah yeah which we are also again not do uh so the um the public set of
171board dos has a three-year calendar it's very colorful uh it has several strike through dates here are some of the highlights for the board to to be looking at it it starts directly after Labor Day now while that is something that happens in Chicago Public Schools all the time across the country in in a variety of school districts it is not common in any way for DuPage County uh it uh so so we will have to work through some of the complications that have happened with that that also means a June 9th finish right and then a 13 weeks uh which which gets us the 13we summer a couple consequences of that start and that finish are that semester exams will again occur after winter break in order to fit everything in in that time
172frame some of the breaks will be abbreviated so again we will not have as long at Thanksgiving we will not have as long at winter um uh we'll get to the early release days which are part of this calendar which is not connected necessarily to the actual calendar itself but always does come with the calendar and we also want to talk about parent teacher conference format when I've been calling uh a return to normaly calendar for 23 24 2425 follow that first calendar and our goal as a calendar committee was to get back by the end of this construction cycle to the type of calendar that everyone had become used to and appreciated and liked which included the placement of semester exams at the end of December then a winter break and the return of
173extended midyear breaks like a longer Thanksgiving a longer well uh the actual Thanksgiving the actual winter break and returning many of the days off uh that had be everyone had become used to but are not requirements a day like um President's Day yeah Columbus Day in in October President's Day in February okay so that's what you see in the 203 24 24 25 which should be Pages two and three of those calendars all right so one of the more um uh I guess now commented on on uh uh uh uh proposals is a shift from late arrival Mondays uh and flex Wednesdays to an early release Wednesday schedule and um member Waters I will take your challenge and I will try and explain why this is consistent um because that was our number one uh
174driving force in almost all of the conversations that we had um what I've included here at the top um uh member 11 ball in direct request to your um uh question is the history of how these late arrival days have gone um for the last about 10 years and actually this would be a great time principal Wall Street to jump in Mr B can you click on that I got voted on this because I've suffer been here longest um we couldn't remember the exact time I'll be honest I didn't have chance today to get around to make sure but it's somewhere around 0304 where the district first initiated late starts and they were light start Wednesdays uh we it was tied probably to a number of things going on but a particular course course teams
175time to meet as long as professional development as we were implementing one to one for staff at that time they might have had desktops or no computer in their classrooms at those time so giving them a laptop about that time uh we believe started with the 10 late starts on Wednesdays 10 a.m. late starts on Wednesdays there were roughly 10 of them throughout throughout the school year uh we made a shift from um in in 14 15 16 school year uh and move those late start Wednesdays to late start Mondays um the concept there I can't recall exactly why we made the move from Wednesdays to Mondays I have to think back on that as all I know is this yelled at me a lot back then um uh but you know what was one
176of the reasons one of the reasons I was on calendar committee at this time um one of the reasons was that it provided um better Cadence for bad classes so instead of having if you're doing a two or three day lab in a late start wed day was a shortened class period sometimes teachers were avoiding those days um to get consecutive labs in so that was one of the reasons why it was moved to Mondays so we went to these late start Mondays and we abbreviated the time and increased the the frequency of them the major reason behind that was with the 10:00 large St late starts we're dividing the time those that block of time from 7:30 until 10: into multiple course teams so you go with a course team for a little bit
177then you have to shift to different course team and then you shift to a different course team or a building team it became really ineffective as staff just didn't have the time to collaborate in depth with it so moving to the Mondays enabled for example the E1 course team could be a Monday the first Monday of the month E2 course team could beet on the second because they taught both of those levels of both those courses or the E3 could beet on the third and then you had the building wide initiatives on on the last Monday of the month or other things going on so created a better Cadence for the staff because they could know exactly which teams they were going to work with and could center their their discussions on those students as
178well as that curriculum uh yeah there's the language regarding those uh and how those are used as well uh [Music] and I gu second page oh there's more yes oh yeah we went so then the Strategic plan was was approved and with that required much more time for course teams and to to collaborate across districts as well as to enable some real professional development taking place as we talked about alignment whether it be grading whether it be reassessments whether it be you know you name it we just needed more time for staff to get the PD on best practices that they could use in their classroom so addition in addition to the Mondays we added these six is it six six Flex learning days on Wednesdays this is where I think uh super Dr cino's
179challenging a little bit uh board member Waters is a consistency issue because the Monday late starts only took place if it was a full five- day week so Thanksgiving for example you didn't have it parent teacher conference week you didn't have the late you have the late start Mondays uh President's Day week you didn't have the late start Mondays when we added the flex learning days for Wednesdays you decrease the number of Monday late starts as well because you didn't have a Monday late start when there was a Wednesday F early Flex day so was a balance of all so now on every given week a student is asking wait is is Monday a late start I think it is wait no it's not because we have Friday off and you have to figure that
180out and then the same with the Wednesday wait no it's not a late start because I think we have an early release like next week There's No late start on Monday because Wednesday's an early release so there became a consistency problem what the start time was for students and that's the critical one because it gets them in the building uh to go to their class so that's why I think some of the consistency language was coming out it came out pretty loud I think at Pac uh that was what a lot of them said is you got to figure out a better consistent model for the start of the school day so we talked about flipping it the other uh thing I'd say with this is as we'll talk about in the next moment is
181flipping to an early release we had talked about it for years of doing an early release versus a late start one of the problems which we heard in some of the emails or I didn't hear from an email you I read in an email uh that we read in some of the emails was the difference between ending school and then athletic programs in the afternoon that's a fair argument we could never really do this in the past because we did not have the staff to support who's going to supervise students who are hanging around uh or or doing whatever they need to do well now that we've gotten to this position in schools we have a couple more student safety officers and we have security Personnel who will be contracted the time they're going to
182be here and it has worked last year and it has worked this year with the flex learning days that we can provide safe opportunities for students to hang around school get a meal in some cases practice if their coach is not a District 86 coach uh not a District 86 teacher or licensed staff member uh or I gu even support staff member so we have a model where the early release can work better than maybe would have been previous years um in regards to that um and it creates a consistent schedule at least for the 8 o'clock start time what am I miss thank you okay so the um the proposal then is is to is to take away all late arrival Mondays and flex Wednesdays and replace them with these early release Wednesdays um
183on a regular basis throughout the school year so that the actual schedule of the school year is every day you start at the same time uh and then on Wednesdays there is the early release and that would happen um every every week of the school year other than when there is an anomaly like a testing day like the SAT or or something like that um so what this does is it provides a consistent schedule for student family so there they go to school all at the same time um and and every Wednesday is always the same time they're getting out which is 1:00 as opposed to 11:30 one thing that is hidden that's a little bit of a discrepancy inside of the current late start Mondays that we we have to talk about when it
184comes to true consisteny even from like an instructional perspective is that because you have to have 22 you have to have a 50 minute lunch block right you cannot alter the class time on the late start days so if you're in a class period 1 2 3 9 or 10 on a late arrival day on a late start Monday your class is actually 40 minutes right where all the rest of the classes the lunch perer classes are 50 minutes right what's that 5 because of the break between the classes right so there's a significant amount of time difference which you can imagine from a teacher's perspective if they teach the same class second period during a lunch period and Ninth period they now have to alter their schedule for the class in the middle or
185the other two classes in order to fit that was one of the main things the teachers said when we were talking to them they would love to have that consistency of of the schedule throughout the day uh the early bir classes never have to wait they're on Mondays the schedule is not impacted uh early bir classes can move right through the day on every day of the week uh consistent professional learning time uh is still allotted uh which is needed uh we have a consistent weekly time for these course teams to collaborate and because of the amount of time that's there we would be able to have two different course teams have a a good amount of time to meet we can and they can go across District still there's still enough time for that
186to occur um we are still in conversation about it but uh it does expand our our mtss or multi-tiered system of support and intervention services on Wednesday afternoon which I'll highlight in the next slide there are some challenges though uh Mr Walsh just alluded to supervision uh I actually spoke with Dean uh dber this morning and she said they've got a lot of plans that they're thinking about it this St go into effect uh that would uh provide for um uh safe and uh uh environment for all students um it was alluded to earlier that uh it's a bit of a misnomer that all practices actually begin right after school there are a number of teams that is that accurate you have practice it now or depending on which level so uh the fact that
187students have to wait is not potentially a new thing um uh there are few opportunities for larger chunks of professional development time but we believe that we have gone through the uh necessary pieces that would take those longer chunks of time uh already with the Strategic plan work uh the tcd schedule is not in perfect alignment and we're going to have to work uh with them on that but that is also not a barrier that we cannot overcome so those are some of the most significant ific ones um Pac had some great feedback uh some great ideas uh that we would certainly put into the mix here uh we're concerned that students on on these days because recognizing that uh the day starts at 8 and the day ends at 1 and there's no actual
188lunch period in there right that students should be and can uh you know snack if they'd like throughout the day uh we want to investigate and and offer multiple bus routes to meet needs of students who need to stay after 1:00 for some sort of intervention as well as those that may uh like to leave right away um we will still be looking at lunch service being available on Wednesday so maybe a grab and go or maybe some sort of limited Service uh Mr uh Stevenson will be bringing this uh the financial impact of that to a future finance committee meeting uh because you can imagine eliminating PL servs on Wednesdays will impact the uh the contract with quest uh potentially I shouldn't say for sure but potentially um the intent is to keep a
189test area makeup area open which is half occurs on both campuses anyway but now it would be a time where students can go there we have a pair of professionals who would not be engaged in the um uh the curriculum work necessarily of our certified teachers uh who would be able to staff those areas um flexing the responsibilities of counselors and social workers and all the Paras would still be able to meet with students in the afternoon because they also would not be involved in that um uh curricular work we would have quiet study areas open for students who just need to stick around and get some work done and our mtss leadership team has been talking about about how intervention teams will be able to meet with students groups and individuals in that time
190on Wednesday so it really does create uh a space because in the old model especially with late arrival Mondays you didn't have a captive audience if a kid needed you needed to get a kid do something right and he was really reluctant to do it he still had to get to school for you to help him on a late arrival Monday but they're already there on Wednesdays uh and uh you know uh it may not be uh his or her favorite thing to do but uh you know a gentle tap on the shoulder and say can you come and um let's try uh this intervention uh might might be uh sometimes they just need a larger invitation and it's easier to provide that invitation when they're already at school um here's something else that from
191a Dean's perspective and and please understand this is just hin still Central uh but this comes directly out of the Dean's office and Mr vertin uh and and Dean dver uh were were gracious enough to share it just to to offer this perspective as to uh one of the reason it has been an ongoing conversation about the switch to a away from a late arrival and an early release for this type of time what you see on this chart and I apologize it's like microscopic uh but this is the entire school year so far where tardies have been recorded So they weren't recorded for the few first few weeks and they are not updated past February right but so these are all the weeks what you see in column one are the number of tardies
192at Hinsdale Central we don't have South in this in this graphic at Hinsdale Central on a late start Monday so that's what you see there right so take 10:25 there were 177 students Tardy on that Monday right for the entire rest of the week there were only 229 right uh and so so what you can see is a a vast discrepancy right uh and what you see in the second column is a non-late start Monday so it's not just that all Mondays students come in late on late start Mondays even though they're allowed to come late they come even later right and that's something the Deans have been very very frustrated about and teachers too over the last few years uh and parents they're okay very good uh so so that that that is something
193that a late start helps uh not having a late start would potentially help with so there was a what we the Deans are referring to as a significant tardy issue on late start days um Dean dber was also able to sort of articulate how bus routes also take longer on late start days because they are in direct conflict with parent drop offs in all the neighborhoods that they're going through I don't know if you've seen that uh but if you have uh there is a um they have sort of identified specific bus routes that are you know 5 to 10 minutes later on all the late start days because they are waiting uh to pass by other school areas um uh the Deans uh argue that consistency was important and um the goto strategic plan
194team and the superintendent secondary school day uh committee are both studying other additional benefits so this isn't really about like arguing whether or not students need more sleep which we got you know that that's a that is absolutely research based and and and it's something that we can discuss but it wasn't really part of this consideration because it is at this point in time only occurring seven day 17 days out of the year and only on Mondays right so but we but we can talk about that in any of those other committees uh in looking at what other schools do as far as late arrival and early release times uh it's it's it's worth noting and and we're doing this and the secondary school committee is going out and collecting artifacts from where what other
195schools are doing what some of the artifacts that I've been collecting have been from school districts that have early release and late starts they have uh start times that start as late as 8:30 or 8:45 so these are things other school districts are doing that we can also look into but again not part of this presentation necessarily but is is part of those other two groups um we were asked about instructional minutes so one important thing to keep in mind is when you do instructional minutes you have to talk about when kids are in class not the total amount of minutes in a day so our school day runs from 8:00 to 3 and that day consists of 420 total minutes of which 350 minutes students are in class they're in lunch they have passing
196periods so when we talk about instructional minutes we want to talk about the time students are in class supposed to be doing instructional work and that's the comparison we'd like to make the typical daily schedule you have 50 instructional minutes we have about 148 through the last uh six years 7 years about 148 of those days this math adds up what you can see is that with the late start schedule which were about 40 minutes I'm sorry there were um uh 40 minute classes approximately uh there were 17 of them Flex learning days there were 25 minute classes and there were six of them again with consistency it's it's difficult there were about 171 of those days then you add on final exams testing days other half days there are a variety of variables each
197school year but if we're just looking at these types of days regular days and early release or late starter flex days the comparison is instructional hours per year are 960 under our current schedule and 959 under the proposed schedule so a very very small amount of difference um uh incredibly small I I joked earlier that if you really do the math it's about uh 33 seconds per class or or something like that um because that that one hour difference or uh it's actually about 70 minute difference between the two columns there um uh is really is is really negligible but what it does get us uh is more consistent start times it establishes a consistent start time and it provides that um that resource time on Wednesday afternoons uh as well as uh potentially um
198reversing some of the trends that have to do with behavior issues uh on Mondays uh so all toll these are the conversations that we've been having and when I say we I just joined it within the last year Mr vertin can talk about goal to they've been talking about this for for a couple years Mr Walsh uh uh alluded to that earlier too so this is this is part of that proposal so it would be a a regular early um release Wednesday all right I just want to add one thing that um that isn't reflected here um so this was the lar schedule St in 2015 the one from 2003 to 2014 or so um did not have those consistent class periods because you had those long lunges so what I talked about before with
199the Wednesdays being an issue with Labs is solved um in this new one because you have the same consistent long enough class period every period of the day and it was not like that prior to 2014 and then finally with uh and this is really isn't part of the the calendar but more a piece inside the calendar that we did discuss at Pac and uh uh have not received I don't believe very much uh Community feedback on so we we just want to you know put it out there uh for the board's conversation um we maintain the exact same parent teacher conference days and Cadence but one of the things we believe that we've learned from the um the pandemic is that creating greater accessibility uh maybe through a remote access to teachers on these
200nights uh is favorable to families so what we're proposing as a Cadence for the future and was uh really I guess solidified this proposal in the superintendent Round Table uh is that the fall conferences which consist of six hours that's not a change would be two three-hour blocks which I believe we did this year but it was reversed it's flipped yeah the one to four block as phone conferences and again s minutes and the 6 to9 block uh as in person believing that between 600 and 900 p.m. more people are able to come in person rather than before that's why that that flip was made uh and then applying the same logic to Spring conferences in the future they are 3 hours in duration from 6:00 to 9: and the proposal would be to do
201the first hour of scheduled phone conferences and the second two hours as inperson conversations so that was a just a proposal that that came out of the superintendance round table that that is sort of part of the the calendar what I think is important to keep in mind is it does not change the calendar at all it it changes what we do consistently on those days did you get feedback this year um especially in the fall just about availability of parent teacher conferences I know that would probably come through the assistant principles um uh again i' I've been here 23 years it's always a problem we will have upwards of 8,000 requests that's it's impossible so that's that's why we do request conference not schedule conference South does schedules conferences when you make them because
202otherwise it becomes an equity issue first come first serve those who have access can sign up right away so we do requests and then we have the computer randomized and try to do a minimum everybody gets a minimum number of conferences 3 four five six whatever it might be um yeah so yes that that is a theme every single year uh we've done different iterations of parent teacher conferences I think you might have you've been here long enough as well you might have seen where we did conferences again on the Friday we had no students coming actually I'm not going to say that there was a year we had students on campus Friday and parents on campus Friday that was a nightmare for me I was APO at the time uh but then we'd have
203conferences Thursday afternoon Thursday night and on Friday to try and increase those frequencies but what it does is take away student instructional time and that's why we've sort of backed away from that another question about the the conferences first um there's no addition to the number of conferences so I know you know in the fall I had inquired at one point and I believe there were 750 request at Central and about 250 requests at South that were not honored for conferences so with that high of a number there's no adjustment to the number of conferences to be offered or that's what I was just answering I mean unless we're going to add more time and right now it's six hours there has been an experience where it's been nine hours we can add more time
204but there's a there's opportunity cost there the opportunity cost is do we want students part my French buts in seats or do we want the parents butts in the seats with the teacher and uh I if you're asking my opinion I rather the student buts and seats I get the need for a confidence but I I very rarely have met a time where if a parent wanted to talk to a teacher that time couldn't be set up to talk to that teacher I get I I understand right respect it's nice because I have this chunk of time I've scheduled but there's literally this is a cliche is there's only so much time in the day and the only to do that is add more time so I not trying to be disrespectful I don't know
205somebody else has a different answer I'm more than willing to entertain it I don't have that answer I have a question about the um the Wednesday schedule um and I know Dr you said that um you know other districts what they were doing is not part of this presentation but can you maybe just share high level what you are aware of that other districts are doing and is this a common practice um and which is more common to have the late start Monday or to leave early on a particular day of the week yeah I left my notes at my table there so I have to go get them but from memory uh I I think the um what we what we know about calendars and schedules is that they are very personal to a
206school district you you will probably not find very many that have exactly the same uh uh Cadence for for any of these things um I uh so notes thank you so much um so I I just looked at a couple districts that you know we consider our peer districts uh so uh neutri has early release and late arrival schedules uh uh depending on on on the week uh on a on a sort of a regular Cadence but not um necessarily one on a weekly basis they're scattered throughout the year uh Stevenson has late arrivals Glenn Brook uh is in a block schedule so it changes the way that you think about um what um what those look like but they have late arrivals and they're a 2hour late arrival um uh District 113 uh also
207has late arrivals and 128 at this time so you're going to see primarily a late arrival schedule right but there are schools that do have early releases um I I wouldn't be surprised if we looked at a history document from a variety of of of uh places uh that they have not uh switched uh depending on the calendar of the year I don't I I would imagine there's some Transportation implications too if you don't own your own Fleet of um buses for us this particular schedule with early release Wednesdays is not going to impact our ability to for students can be able to take kids home at that time and then shuttle kids later if they stayed for an intervention uh both Deans contacted the uh the bus service uh to ask about the implications
208and they didn't express any concern so it sounds like New Trier is do an early release not every week it sounds like and then regarding the some of the schools that are doing the two-hour late arrival is that Weekly or is that it all it depends on the school do you anticipate and I know that there's the calendar committee that's meeting and looking at this which is going to come with I would imagine a recommendation at some point but my question or not the calendar committee theu in committee sorry I miss um my question is do you anticipate that this need for either an early release in such a block you know the two-hour block or a late arrival is going to kind of M go down as the alignment work finishes up uh no
209uh in particular because the sort of Final Phase of the when we get to where we need to be we have aligned work which means have the content about which to actually discuss and collaborate on a regular basis so really it like if you look at that sort of vision for curriculum alignment looking at what program teams do over time that phase four which is that continuous Improvement phase is really about making sure there's enough time each week for those teams to actually get together and and talk about student assessments and and instructional practices and doing all the things that you would do after you've aligned everything because right now they can meet all they want but they're going to just I say say this with no respect but teams that have not aligned uh
210are uh might look blankly at each other and we don't do that you guys do that great okay you know so that that that type of conversation will continue to happen these types of time frames will allow it to happen um I have advocated with the calendar committee as well as several others that there is at least enough time in there for two course teams to meet so about two 45 minute course teams because our teachers for the most most part have two preparations two different classes two different teams they're on now I say that to a World Language teacher a person in CTE they they you know might take a swing at me because they have multiple preps beyond that but generally speaking if you can have two teams meet during that time to
211collaborate about students about assessments about instructional practices that would be ideal so we would like to see that continue which is probably why districts not doing curricul alignment still have this type of process my concern is if if you've been on campus when students are dismissed in Mass it's virtually impossible to get into or out of that campus and so if we're looking to create that time for teachers is it optimal if they're going to be collaborating with each other let's just say you know the math department from Central needs to travel over to South that's going to really dig into the two hours and I worry you know where when you have a late start I mean you still have to to be mindful of getting back to campus absolutely but uh yeah we
212have to do lunch legally uh so they're going to get a lunch from 1:00 to 1:30 which will probably include some travel time there so it's really from 1:30 to 3:30 that that's the collaboration time so you are correct uh when I try to go to Arn's office anytime around 3:00 it just doesn't Happ I know within um so Mark D60 has been doing a Wednesday uh early releases um not quite as early but they have they have been doing consistent that's their that's their time for the the work we talked about uh our other just thinking about some of the questions have been brought up or you know some of the community concerns have to do with um student pick up pickup scheduling that sort of stuff are you know again um 86 to
21360 there's not going to be a conflict because it's different release times every every Wednesday do any other feater districts have even if it's like a a rotating basis any other ear early release time on Wednesday that may um cause kind of a conflict here do we do we know that yet no we do not well marker D60 has early released Wednesdays a little later look into that and see if anything aligns I mean you have a lck stick buses you have some kids that that carpol that drive but there are some kids that are driven by parents and that pick their kids up at multiple different schools um and so that should be just a consideration you know that we that we know of before I I I still meet regularly with uh some
214counterparts at at all of the center schools on a monthly basis and one of our sort of standing items uh you know for the spring uh has been about trying to create some consistencies they you know they laugh at me when I said can we align our calendars because we're starting Labor Day so that really doesn't help all that much right now but as we move more towards normaly it can certainly be a greater conversation or or more specific one I know this is going to come to the finance committee um but as we've talked through you know providing lunch for kids you know it's made us aware that you know our lunch revenue is important in helping us to be kids when we take away I know we'll have some service but um CFO
215Stevenson you'll have more details about potential impact on our food service Revenue if we take away lunch for all students whether purchased or served on Wednesday yes so uh next week at Finance um I'm meeting with Quest early next week to try to put some numbers around this um but just from you know a high level if you're basically eliminating 24 days of of normal um Food Service um you know a lot of your paying customers will will probably be leaving the building um so you're going to the the revenue generation from the program would significantly just increase year-over-year um but we'll try to put some numbers around it and look at you know we have the data from you know the the early release days and see what kind of impact that would have
216on the program overall so I have a couple questions um I know initially when there was talk of going to be late starts there were a lot of studies about you know sleep for teams and the benefit of having that extra time um for them um as far as this present is concerned we've seen quite a few of the different benefits for staff um with the early release and um some of the other areas um CFO Stevenson has talked about a fiscal lens I I see much of the presentation talking about it from a staff um and an alignment lens what is really the lens for the students and the families um I I think that's kind of my concern with what's the benefit to the students with this change one of the ones we
217walked through um it's on slide six Keith if you want to look at it but it's just that idea of it does allow us to have opportunities for increased intervention the mtss is that multi-tiered system of support and intervention I think um I think principal Walsh was the one who said it um that it's really nice because the students are already here and already in the building so it's a way to connect them to those intervention services and we can also um as a progresses not only interv but also look at different things we could do for enrichment at that time too so quick question about the interventions um that was obviously introduced a little bit last year um there were some difficulties in getting that service for some of the students uh that I'm
218aware of but that being said what percent of students are really involved in this ntss intervention the answer would change from week to week um you know uh South gave uh Eric marsof provided uh one of our groups some numbers about math and science that was showing uh two to 300 students uh on a um weekly basis coming to math intervention science intervention um so you know it's it's it's not a small number of kids um who are still looking for help outside of the classroom it also adds significantly if you count um Social Work intervention in social work groups we have a variety of of social work groups that touch very large numbers of our students who are involved in a group of some sort so this is not saying that all intervention would
219take place during that time but it does allow opportunities for expanded intervention that then students would not have to miss academic class to attend well it seemed to me because one of the main concerns we've all had is the social emotional impact of not being in school on a regular basis now for uh for um a year and a half that anything that increases the opportunity for individualized intervention is a good thing and I view that as a very strong positive for this as you said if the students are already here it's much more likely they're going to participate then if we're asking them to come earlier than when they need to be earlier so in my view that is a that is a just uh a very significant positive because we've been talking about
220the social emotional need our students we've been talking about the academic support that they need because what of uh the impact of the pandemic this seems to be a very good way to address those needs so I'm I think that's a very strong point in support of of changing from the early morning or the late morning start to the early release in my view I think that's a very significant issue the other the other benefit too we talked about this several times is just that consistent schedule and this came up at attack and principal Walsh was was was joking except that he wasn't um that students really struggle um with knowing is there a late start is they're not a late start and we have a system where we text them and remind them and
221still ask the questions um and so just the idea that every single day that you start at the same time once they're with us it's easier to remind them if it's a if it's a different schedule so I think the other big benefit for students is just that consistent start time every single day so I I would note that the tex texting system uh this year was missing on some of those uh long weekends um so a lot of those text messages didn't arrive regarding the late starts and the early starts type of thing so it you know that that could be improved as opposed to changing the schedule outright as a result of that so I guess with respect to the multi-tiered system of support and you know the um intervention services without this
222accommodation this approval by the board are we currently underserving the kids I can't imagine we are how pertinent is it to serve the kids most appropriately relative to What's Happening Now is it not occurring now in optimal capacity it's absolutely occurring now that's why the slide is written to expand the intervention services so it does absolutely occur now right now it though occurs within the confines of a traditional school day so in talking about social work groups for example um they will rotate the group might be first period one month second period the next month third period the next month but that does have a student missing their academic class to go to that group so it's just um principal before just opportunity cost we know a student needs a social work group and so
223they miss an academic class to do it this would be just an additional solve and option so that students could have both the intervention and not miss class at the same time but we want to be clear we do absolutely believe that we're meeting the intervention and TSS needs now this is just the opportunity to expand it and deliver them in a different way so it's more so an opportunity to expand than to fill existing gaps expand and improve we're always looking to improve you know part of the conversation with the secondary um uh uh schedule committee is also you know just about like how can we improve our school day to create spaces for kids to do things they need to do during the school day uh so I mean we're that's that's a
224that's a primary function of a of a of a good you know School staff Administration organization is to is to figure out how to constantly improve what you do this would be one of the ways that we create a space right where it doesn't currently exist I I think the phrase Creative Solutions was used a few times earlier I believe this is not super creative because people do it but it is a creative solution right to figure out how we can both you know get consistence our time uh we can have uh to answer member James's question because I didn't get a chance to um more uh consistent longer class periods right um uh which is good for kids it's good for the continuity of instruction right in general and as a bonus continue to
225have the collaboration time with the teachers right but just in in in shorter blocks than the three hours that they they currently have them on flex days right and expanding the time that they have on on Mondays which aren't currently long enough to necessarily meet in those multiple teams so it covers several areas thank again one of the big you've addressed it in in the slide nine going over the instructional minutes you've seen probably some of the emails and there'll probably be some more emails that are asking to sort put their clarification or you know edification of that slide but again from an instructional hours per year comparing those days because it's not just simply um taking a look at late start there's the late start in the flex learning shifting to the early release
226that it is over the course of school year 70 minute difference approximate you know there's a little tolerance there maybe um is is the difference so effectively instructional hours difference to go to this um to this schedule uh because you know some of the emails have said oh there's a there's a twice as many hours that we're missing and just want to again make sure that we're kind of clear that um there isn't a a dramatic Gap U created and and my my assumption not see the math behind the the concern is that that people that people who are expressing the concern are probably looking at the full school day and just thinking and and thinking about those those hour times and not thinking about how much time is recouped into instructional time when you
227shift to something like late or an early release day right because then we have a consistent 39 minutes right and you don't have the 30 minutes each time for lunch uh the passing periods are the same but you you just have to think about the instruction minutes versus the entire day so I would definitely like to see some more definitive data with respect to some of the counts I know some of them have early some are late or early dismissal late late arrival um with respect to the frequency each Wednesday or every is it once a month is it every other week and I do think you know with the benefit of Panorama is there an opportunity to engage the district residents and the families because to me and I obviously I beg to differ
228with respect to consistency being driv to families in I think it's inconsistent and it's a tremendous deviation from parental SLG Guardian expectations are we planning on gauging that input from the stakeholders I.E the parents and Guardians that that was not the plan we were looking at the uh the stakeholder groups that we currently have and we are bringing it to you as a board for recommendation so Dr Cino I I see six different comments here by parents are those six different comments from six different parents and are those six comments from one parent sorry that's a pretty limited set of data perhaps could be only one person making six comments um on the memo memorandum about the calendar oh sorry I think that's in the pcap information uh those are summary those those are that's
229that's a summary document that's noted in the memo so how many parents are making those six com uh and how many parents were going to be I'm just wondering what kind of data set are we dealing with the number of parents in attendance is is on the uh the report I don't have that off the top of my head um yeah so I'd be interested in some feedback um from the community about the you know to really identify what the impact to the families are um and and their appetite for such a change um as far as the calendar is concerned the start dates the end the vacation um days those all make sense those are appropriate um as we talk about you know in Slide Five you had a return to pre construction normaly
230um I I think there's also a large appetite for return to prepandemic normaly as well um and this appears to be kind of a change to that normaly uh I also heard at uh previous ptech meetings several of the teachers have mentioned um concern over the fact that the spare time was packed with professional development and other things so they didn't have that free time to work with the students um and so that was a concern that I had I think was back in November um or maybe an earlier meeting I don't really remember exactly which one um so I'd like to understand how that you know it it sounds like there is quite a bit being packed into these two hours or and half time um that that's being proposed and with that that
231would include you know intervention time that includes the alignment time that includes some professional development um so it feels like everything got the kitchen sink uh being included in there and I I I just like I said I'm concerned about the impact of the families and the that return to normal sleep field we're actually making an attempt to to create normaly because right now the schedule has very little normal seeing it um the flex learning days actually have we've not even done a full year of them uh they started in 200 1920 where the year uh ended uh remotely so we didn't have the remaining Flex learning days and we started next year without last year without them at all right and then return to them at the end of the year and now we're
232in the very first year of even seeing those so the I believe it's a bit of um it's probably false to think that we have had any normaly as I think you alluded to over the last few years this is a um what I believe to be a carefully considered multi-year uh conversation that has been going on with you know uh our our uh our our staff um and uh with good amount of data uh uh about uh late starts versus early early releases um with the Strategic plan team um and and actually just to be really transparent they proposed this this last year for the calendar and we thought to ourselves well that would be crazy to propose a change right now in the midst of a pandemic right to the entire structure of
233the school day because we have had four in the last two months right so that is probably not a good idea so this is coming now because it's probably the right time for this conversation to happen um if you were to analyze any period in our school day on either campus a thousand things would be happening the kitchen sink is happening every day and it's a testament to our social workers and counselors and staff and everybody that that the day runs as smoothly and I guess these two the day runs as smoothly as it does right so um I I think that what uh your the concern you're expressing I understand and I want to validate it because I think it's authentic right but I I think it needs some context in that what we're
234proposing is a different way to do some of the things that we want to do and don't do as well right now and it's not that we have a thousand things going on because we want there to be a thousand things it's because there are thousands of students with different needs that attending to them this is just another way of getting at that I just want to clarify I know it's on the slide but it would be every Wednesday except for a week that's impacted by a day off so it would be similar to late start Mondays or would it be every Wednesday unless on a testing Administration it's designed to be as consistent as possible but um yeah so there there's a a little uh rule uh with um some of these days is
235that you and I I haven't reviewed this in quite a while but if you're going to have any day that's below 300 minutes you have to bank some minutes beforehand so we have to actually do um we have to do a full week um before it starts is is my understanding which is why we don't have it on week one uh but other than that yes the in in the final exam weeks and testing weeks yeah so any any any what if what would happen with Thanksgiving then if if you go Monday Tuesday then with the next week you wouldn't be able to do it uh no it just stays stays in your your bank of minutes you're we're really because we have such a long school day in comparison to what's necessary right it
236it we're fine we just have yeah a long school year end day we have a longer day than required and we have a longer school year than required just one more piece about the um the about what um The Family Impact uh as as you mentioned you've been talking about this for a few years as a leadership team and a strategic team this is the first time the community is hearing this um so I guess my concern is the journey we're not brought on the journey as a community uh as part of this and I would like to see that be part of the conversation and be a able to get that feedback from the community as a whole and not just a subset that is being led by a group that's already been through
237this conversation multiple times during a ptech for example where there is only a handful of family members that are present and as I look through these advantages obviously we disagree on the consistent schedule for students and families maintain the opposite twice I won't be veros and do it again but I'm looking through these advantages and I don't see where it serves the kids certainly not the families seems like it's a total again deviation from expectations with pick pickup and then I got to do another afternoon pickup and come back to the high school for the kids for sports and it's so in the end when I kind of synthesize it all it seems like a lot of work is being done to further the opportunity for staff and faculty to work on the Strategic plan
238and for team to collaborate which is important obviously but again that work is clearly been done in the recent past and the intervention services aren't lacking so to me I just don't see the net up the net upside benefit unless some of these benefits are otherwise gapping tremendously in the downside this appears to be an improved system so we we might be able to provide the service now but if we have an opportunity to provide it better then we should be looking at that opportunity I mean for for me this schedule when it when it came across wasn't as I mentioned too crazy for me because I'm already living it with my elementary age kids and they're doing just fine coming home an hour and change early um every Wednesday and they and they have
239that there's no there's there's been you know anecdotally right talking to the kids uh friends parents no fundamental like Family Impact there again I would encourage the communication with D60 admin because they can provide some of that feedback on how they transitioned and how they uh communicated with with families about it because it's been successful certainly you know bus and service there hasn't haven't been an impact a noticeable impact there uh and it's a consistent schedule we know um we're not juggling late start versus Flex day what happens this week if it's a Wednesday the kids are going to come home early and so that is that is enormously more simplistic and consistent than having a juggling act week in week out so within our fears it's been it's been very successfully done all right
240this the same schedule um and so I would encourage again to to talk about that what from a I guess from a journey standpoint what is the when is the destination when would you want us to be uh voting on this um for approval the idea would be at the end of the month okay at the R I think can provide maybe a little bit of context I think school districts have been transitioning to providing either a late start or an early arrival maybe not every week but you know starting back maybe 20 years ago and the reason is because your day is accounted for almost to the minute during the day either teaching prepping and usually your prep periods are helping students and so you maybe get your lunch break and there's not any
241time built into a traditional schedule for or any collaboration with department members and other teachers um that said I mean there are days at the beginning of the year that kind of kick off the year but those are difficult to manage because every teacher is trying to get their own classroom ready so I don't think it's unheard of I think the shift as a parent is you know usually you get you know 50 minutes later on Monday it feels like you know an insignificant chunk but makes a difference and the traffic is terrible because all the schools are going you know the same school and then you get a handful of the early dismissal Wednesdays that you plan for um this becomes a larger chunk every week um the analysis that you provided is helpful
242I see the value of it for teachers but I think it is a shift in what we've been doing and so it's a little difficult to I to head on and then it you know the late start Mondays have been you have them if it's a full week but you don't have them if there's a holiday and so I wonder if there's a balance that we can strike where you know we're looking thoughtfully at the schedule you know those weeks leading up to final exams you know we want students to have you know as much time FaceTime with their teachers as there a way to kind of look at it and get a little more particular and compromised I think I see the reason for it this is a long way to say I see

249it's it's something to to live it and I I would say that um from a student perspective um one of the things yeah it's something about the consistent start time uh there's also something to uh and when I talk about my students what what we're discussing they say you know we don't need the break Monday morning we've already had the weekend it's nice to have it in the middle of the week to for whatever reason to say I've got to get caught up on homework I just need a break it's nice shifting it in that direction uh the other thing and that I think I heard that um just to clarify I've had students who are involved in extracurriculars during late start Wednesdays and or or early dismissal Wednesdays and and those that are not
250if you're not you get to go home now you're really catching up and going into you know wrapping up the week that's important but even for those uh when my students are involved in extracurriculars they are supervised and for those that are extra busy that extra hour or two on a Wednesday again trying to get ready for Thursday and Friday has been really powerful uh not just to get the work done but also that sense of relief that I am caught up um and also one last Point um I'm kind of a uh obsessed about sleep studies and so on uh yes and I remember when we were talking about uh late um late start Mondays uh I was kind of The Quiet voice in in the corner saying yep I would love if all
251if school started at 9 or 10:00 for high schoolers every day but don't forget the consistency of sleep having the regular to bed and wake up schedule um I have a friend who would preach on and on about how sleeping in has very little mental benefit uh both for cognitive or emotional functioning uh those are just little tidbits uh I just hope that that would you know make the plug for and put other people at ease that this is this is a good idea and it is good for students one last question that I have um so in the historical document history and context we talked about the original late start Wednesday to late start Monday transition and flex Wednesdays and so we're looking at Wednesday late is there is there a reason why it's

253day with my teacher so the week is not done yet froms from a student l or if I was out been out ill and I know um I maybe come back I was out ill previous Friday and I'm going to go to the testing center and I know I can do it on on Wednesday I get back and coordinated with my teachers on Monday and Tuesday but I had a couple days back on my schedule and I know I can go make up the test for quizes that I miss and so that middle of the day middle of the week serves lots of different purposes for just this natural Cadence in addition to what I think they also said though I think all of us I think as adults I think they to call M
254day so for a lot of students there's all sorts of like it's just sort of nice to know I got breaking up their school week and half also just allows access to first half of the week is done second half the week is coming I can take care of this need to go see my guidance counselor whatever those things are I I know I can take care of them in the middle of the week so it was just sort of really more probably just thinking about it from that perspective I I can see the the reason most holidays are on Mondays and Friday scho um AR when you had brought up the impact when it was late start Wednesdays on Labs well we run into the same problem with early dismissal Wednesdays on not as
255much because the problem um with that previous schedule in 2014 was because we were doing the lunches and the lunches were always 55 minutes it forced the other classes to only be 25 minutes so with a 25 minute you really couldn't get a lab done but this one is 39 minutes which is a significant enough shift that it won't impact it in the same way I I I think the other thing too to keep in mind is that we teach on a 50 minute class period schedule a 25 minutes which we're currently doing on our Flex Wednesdays is really that's a significant change as your lesson planning and that definitely I'm sure in PEX Labs whereas a 40 minute schedule which is approximately what this is going to be you can get Conta in 40
256minutes um some schools are 40 minutes SCH 40 minute class period so I think that just taking the time from the late start Mondays and then those Flex learning so you don't have the 25 minute L schedule on those days I think actually works to you an advantage one last question um are there any concerns regarding students eating times you know there are certain students Monday Tuesday Thursday Friday according to the schedule that'll start eating have their their lunch period around 10:30 in the morning now they're to go until 1:30 2:00 now snacking is wonderful well and good but you're not getting that consistency as we're trying to talk about and I guess the part that I also struggle with is we're looking at do we do late starts or do we do this I
257I guess it seems like we're looking at giving up um time that the kids have at the school as opposed to it's either what we have or what's being proposed here correct so there there were two things there one was about food two questions and and you know that that was expressed during the PC meeting um and one of the solutions would be you know to to take away the any restrictions that there are any most pandemic has moved a lot of those restrictions away anyway uh but the you know for for students that food um you know during the day respectfully you know still interacting with with their peers in class um but um I I I'm not sure I understand the second question so so in we currently have the uh Mondays and

270this point in time so my second item is related to Legal bills um as if anyone was paying attention I had asked for legal bills to come off of the agenda at the last board meeting and was advised that I should email my questions to Tanny and R ter when I did that I received a response from Miss Walker saying it is no longer a relevant board relevant to a board decision Therefore your questions are no longer relevant and don't need to be answered so and the reason why I said that was because the board had already voted on those specific legal bills that you were inquiring about so as I had stated at a previous board meeting the way to get those questions answered is by reaching out to miss princess directly she can
271answer the question prior to the board meeting many of the issues on those those legal bills are things that we cannot discuss an open session they are attorney client privileged information and therefore if there like any other topic that's on the agenda every single board member has the opportunity to reach out to Administration in advance of a meeting and questions and so that's what I would encourage you and every other board member to do I did that myself today I reached out to Chris with a question about the topic that we just just discussed earlier relative to um the early release understood however at that specific board meeting it was advised that I should ask the questions let email and I did exactly that and then was told it's not relevant and the questions in

273discretion um however it doesn't say attend observe and participate and also states that except when the board of president has subject U or I'm sorry the president has permitted to participate in all board meetings in a manner equal to all board members including the ability to make in second motions which kind of indicates that the board president has serves the same r as board member other than running the meeting and making the agenda so there is alternate press language that would be included in number four on this policy if the president were allowed to engage um and participate in any committee meeting um so that should probably I think be looked at if that's the direction that this board wants to go so that the role our board president has is consistent with pra with
274our board policy and not with past practice which has been quoted and then I'm also interested in potentially a conversation perhaps in development around the role of President and we have a protocol one gets I'll get but I continually feel like some board members have more information than others we can absolutely do board development and I have suggested that on occasions people not interested I think I think we're allowed to do that just in close session with our attorney president to we could do it in open session can you say again the policy number you were referencing I believe it's 2 110 pursuant to board policy development would you be interested in having that go directly to Fort policy or well I I would but I think it also um necessitates a discussion by the

277all know that controlling the agenda controls the meeting controlling the meeting controls the votes controlling the votes controls the results and where did the idea come from that you already have your mind made up as a say a majority of the board that doesn't really support something that's being proposed but you're you don't want to hear it you don't want to hear any disc discussion you don't want to hear a debate about it uh you're not willing to listen to other views other information that could well change your mind so that that to me is is just a very close-minded this idea that you need you you collapse a a vote on a on an issue into uh a block at the agenda level that's just uh that doesn't make any sense to me and
278it doesn't honor the deliberative discussion and debate that boards are supposed to go through and it it also to me uh connotes I have the definition here uh what what I what I thought of immediately when I heard that response was uh the the uh the saying of the Tyranny the tyranny of a majority and I looked up on my phone what what's the definition of the tyranny of a majority and and a Wikipedia defines it as an inherent weakness the the tyranny of the majority or the tyranny of the masses is an inherent weakness to majority rule in that major the majority of an electric pursues an electorate pursues exclusively its own objections objectives I'm sorry at the expense of those in the minority factions Websters defines it as a situation in which a

282you to realize that that I think sometimes you forget this is the taxpayer's money and $50,000 isn't even what some people make in a year so that is a big deal um third Point uh with the Foya issue that's kind of coming up um I'm kind of wondering why there's questions being asked why we're going to change our foer policy um first of all I thought that that's kind of a federal policy that the Freedom of Information Act that you're allowed to ask things and why at such a time when PE when parents seem to be getting more involved are you deciding to want to change the foa that seems a little um suspicious I guess would be the word um and then uh board member hen you said uh that you proposed that that

285long classes on Wednesday a lot of them are just going to want to leave CU they're tired um so so having the people stay for interventions I don't know how well that's actually going to work uh when my daughter has her Wednesdays off she goes straight to Starbucks and then she comes home and she gets together with friends and you know they can get into trouble she's a good kid she doesn't get into much trouble but some can't so from a student standpoint I don't think it's great the parents aren't necessarily home supervising these teens and teens have cars and are going all over the place so I agree there should be a survey of parents as to whether or not they even want to have kids coming home on Wednesdays every Wednesday at 1:00

290kids didn't choose choose a standard trajectory and you know what it fit them so why do we keep trying to plug these kids into a box that they don't fit into why not let kids choose let kids choose which classes were adding electives for kids in English you get to choose why can't they choose science it solves the problem of having two Science tracks by just creating choice thanks thanks a couple of points uh point one uh I appreciate that there's uh uh incredibly you know diligent staff who obviously put tremendous amounts of effort into the discussions around Staffing as well as this discussion around uh the the um early release days the fact is when we have board members who have been in those committee meetings where those same proposals were deeply discussed I
291do not understand why we do not videotape them and then have the rest of the board members who were not there review them to greatly reduce the time spent in the entire meeting it seems like we complain about the length of the meetings and we fail to take take advantage of the technology that we know will allow us to to to shorten the meetings and it seems like we're chasing our tail to create a situation that is counter to the the actual discussion of things and counter to having an efficiently run board meeting it's very disturbing I brought this up literally a decade ago the same sort of you know oh it's just the way we always do things see see seems to be the weirdness of it it it it can't be that incredibly
292difficult the other issue that that um I see is you know along the lines of the commitment and stuff there there's definitely going to be a different set of paths for the the the the students who do choose one option or the other and there's sort of a you know budding of head saying oh the path that my kids took was great it's like well it was great when that was the only option it it must be made very clear that when these students who ignore the option you know go to apply to colleges because standardized tests are being devalued they're going to be evaluated I'm skipping the most rigorous path if that's what they choose and that's going to be very detrimental to those students finally and this pains me greatly because I do

295board members constantly shutting them out it's just been delaying your meetings you're F you finally had the The Epiphany thank goodness the more you shut people down the more they're going to come back to you get it out in the open discuss it and move on the incumbents were not reelected at the last election we elected four new board members three of them are adhering to their campaign stance unfortunately there is one that is not it's very sad excuse me I had a few more points but since I have a couple Mrs G I will use them um back to the uh other teaching staff that was here one comment that was made um was that in regards to conferences and the scheduling there they wanted butts and seats so they didn't want to allow
296extra time for parent conferences but are willing to take kids out of class 2 hours every single week that seemed a bit inconsistent with me um especially since it appears that parents with conferences if that's only adding three more hours that's three less hours for kids to have instructional um instruction uh in in that semester versus two hours every single week um so basically I feel like that's more you just don't want to hear from parents that is what that seems like or at least to to me um and then my other uh question was uh two more things um at the beginning whatever uh you wanted a motion for something you you you brought up something and somebody motioned it and somebody seconded it so I was under the assumption that with the motion
297and with a second um it's supposed to go to vote and it didn't so I'm not really sure why that wasn't followed um and then third and lastly um was the AP discussion that you wanted uh with ap results you wanted a um you wanted something added to the next agenda to have an AP presentation if I understood that correctly um and I believe that that was then added to the agenda is that if I'm I know you can't engage but I'm trying to understand exactly what happened and I believe that that's what happened so I'll assume that that's it unless you correct me um and so I just wanted to point out that we did have an addition to the agenda without a vote so I'm not really sure how or why that happened
