003achievements uh and then after that our board leaz provide their report I'm going turn over to principal Walsh to get us started thank you board president H uh Phil Walsh principal hinel Central High School I am very proud of this moment to take an opportunity to recognize the hinel central student athlet and student club members who have qualified as uh State qualifiers or state winners we're going to start out with our clubs I'd like to introduce uh U Sally Philip our esteem activities director and large advocate for students in our clubs Sally the floor is yours thank so much um we would like to recognize our forensics team for all their outstanding accomplishments this year come on a few guys they are just it's amazing to putting so much hard work let me to turn
004things over to their head coach um Paul wood and Chris ah what a great group of kids uh this is fun it's been uh it's always a joy to come and speak to you guys and thank you for Thanking us uh or congratulating us this group uh like many of the groups recently has worked hard over the time that they've been in high school and uh have seen the fruits of their labors uh manifested with a some state championships and state finalist uh finishes so I want to recognize them uh this is Leah Bradley uh she was fifth place in informative speaking in the state we have uh Kevin Jang uh I have Shayla Patel Sam motti we're all part of a performance in the round uh event that also finished fourth in the State
005uh I we have uh AJ gupa back here AJ uh was second in the state in impromptu speaking third in the state in extemporaneous speaking uh on top of that uh he was also fourth in the nation last summer in extemporaneous speaking uh at the national tournament in in Louisville Kentucky this last summer uh I also have uh behind me Tess mcardell uh Tess was second place in the state in humorous interpretation and half of a uh state champion ship duo in humorous duet acting I just want to take a moment and recognize uh ajobi goo uh ajobi was part of our regional team and and joy has been uh invited to to present her poetry at a number of teacher trainings and and various other outside uh events it's a really moving program and
006uh everybody is uh says amazing things about her which she confirms it as long as we're here I also want to mention this is Chris wilver Chris wilver is the other head coach and I also have uh one of our other coach which is Matias Austin back here uh and uh so so thank you guys for all the support that you give us uh to make all of this possible uh Mr Balch you know you're number one in our hearts right behind Sally who has been amazing to work with just number two number two well Dan Jones is pretty good too top five top five you're on the post some uh but anyway thank you guys very much for for everything [Applause] hey I got I think I get a trophy still um I'd like
007to take a moment to introduce our Dan Jones who's going to talk a little about our life programs from this past winter another uh continuing Saga of Awesomeness that is happening in Central Athletics program Dan come on down along with our swimming diving team and our wrestlers thank you Mr Walsh and uh thank you to the board and everyone uh we have uh some outstanding athletes to introduce tonight uh we're going to first start with um our wrestling team and Coach Hayes uh for the second year in a row we have two All State wrestlers that he's going to introduce and uh I'm not going to take any more away from coach haes because I know he was busy writing up his uh presentation all right uh thank you thank you for uh the support
008uh recognizing Marco iich and Cody tavoso uh Marco um took fifth in the state 2202 pounds this year he was a scholar athlete Award winner ihsa Award winner um to say that he does everything on on and off the mat is u a good cause for what he does on a daily basis we were uh this weekend at the Big 10 championships watching and there was a snowstorm up there and there was no power at the uh hotels anymore Marco left early because he couldn't have access to his computer to get his homework done we had leave early to make sure he got his homework and uh that just goes to show you that his dedication to his academics and also to his Athletics um he took fifth in the State uh last year he
009also took fifth in the state this year he has over 80 career wins right now and I know he's focused on being the state champion so this is Marco ivanich um Cody tavoso uh he's a academic All Conference two-time scholar got some credentials here two-time ihsa Award winner he's a fouryear starter started off at 106 lbs and then he was at 126 132 and 138 and he probably weighs about now 62 in the 60s so uh he was pretty disciplined for his diet obviously um three time Captain I knew he was a special athlete I made him a captain as a Southmore and he was a four time all conference he was four time all state he took third fourth Sixth and sixth so he got on the podium all four years which is pretty
010remarkable in the state of Illinois from a wrestling standpoint it's only the third time in school history for our program here uh he had over 135 career wins he also beat the uh pen record with 31 pens which was formerly held by Jack Allen who was a state champion here uh he fortunately we were hit by Co and Cody being a great athlete and a smart athlete we have a record board up in the wrestling room and he's like I got to get my name on that board but due to co we didn't get all the matches in so he found a way to get his name up there by getting the pen record and taking out Jack Allen so he made name on the record board that way also um so uh one of
011the best kids I've coached um coached some great athletes here at his little Central by far the best Captain I've had uh through my tenure here at hille Central he really cared about the program the kids uh the kids that are just learning the support and giving back and uh both these guys are uh great athletes and great assets to uh the wrestling program Cody's going to Princeton University next year where he's going to continue to wrestle and uh study history Cody toboso only wrestlers can we give uh their weights publicly um one of the probably the most uh exciting and uh and also one of the most um dominant events I've ever been at for uh for a red devil team is our next uh group of swimmers the swim team and the divers
012come on up coach Barber uh they are the uh reigning state champions uh they ran away with it at the meet say SW so I'm going to let Coach Barbara introduce all of our All State athletes and champions um first of all thank you for having us I would say uh as coach Jones tried to allude to this is probably the most spectacular season I've ever seen here um I was talking to coach Miller earlier today trying to figure out it's probably a good thing when you don't know how many years you've been working in a building and then at the same time it's probably not so weer we determined that it's my 24th year coaching The Voice team and it's his 22nd and so as we look back at what we know is the
013past just from our own world and then what we know is the past that we recreated with the new pool um these are the best that we've ever had so I thought the best way to do that is if I had these guys themselves and all of their performances so we'll start over here go ahead you want to just talk oh yeah I'm no a priest I'm a senior this year a captain on the team uh I swam four events both days at State the 100 free individual 200 free individual 200 free relay uh and 400 free relay and a highlight from the weekend was getting State records in both of those relays um I'm Andrew Gilbert I'm a senior um I'm also a captain I swam two events at prelims and then four events
014at finals I placed fifth in the 53 and then I was on uh all three state record setting relays I'm no foris I'm a junior I swam the 100 fly and the 100 backstroke I played fourth in the 100 fly and Ninth and the 100 backstroke and a highlight was Breaking All the record um I'm Jeffrey how uh I'm a junior and I swam four events on both days uh and I play first in the hunterfly and second in oh wait first in the T and I am second in the hunterfly uh and highlight was um being on two of the state right my name is bir maret I'm a junior and I swam on the prelim medley relay and the freestyle relay and my highlight is being a part of the state record 200
015freestyle relay my S I'm a Senor I'm a diver I place 10th Place highlight which just watching everyone I'm iest and 1 overall uh I'm Andrew I SW two events on Friday one on Saturday I play fth in the underbrush stroke and I'd say my highlight of the weekend was probably watching Saturday I'm coach Miller I'm coach and I'm just in um it's hard to remember all of those performances it's hard to sit there and celebrate everything that those guys have done it's been an amazing year and opportunity you guys have provided for us and we really do feel really supported in everything that's happening uh we're not done you heard a number of people say that they were under classing we have quite a big goal we set a goal early we tried to
016win both girls and boys we pulled off one of them we have a plan to try and continue to set goals like that and these guys have been an amazing part of that so right now they're currently ranked number one in the nation yes we'll see how long we can hold on to that so thank you very much thank you [Applause] thank you for giving me the privilege of introducing those at this time I'm going to call up both student leaonna and come up and give their reports hi everyone just heard a lot of good news I'm going to repeat some of that but I also have a lot of cool um achievements to talk about from other activities and club that help so hinel Central has celebrated inclusivity and kindness this past month whether
017it was writing hearts with everyone's name for Valentine's Day or writing thank you notes to staff during kindness week stents practice a lot of gratitude and belonging this was also evident when hingel Central's gender and sexuality lives in person hosted more than 100 GP County Educators at H sou to teach about supporting LGBT former US congresswoman Mary Newman and executive director of Youth Outlook Center n Mullen were guest presenters and they shared their insights um and advice and experience in this area students of the lgbtq community also presented their voice and their first experiences in another collaboration with hinel South hell Central black student union visited hinel South to celebrate Black History Month by simulating the Harlem Renaissance they were able to embody the renaissance's principles of creativity culture and bir and students showcase their
018talents and remember history to promote safe driving students against destructive decisions hosted a Tex L with more campaign as part of their campaign the Club hosted statistics and reminders about responsible driving in the daily announcements and on social media the club also hosted guest speaker office officer Alex ascani from Canadian national officer ascani discussed and encouraged driver safety and driver's education courses to students moving on to Athletics as we just heard the boys swim team dominated the pool this season as silver divis division Champions and sectional Champions before eventually winning the State title um just to recap at the ihsa state tournament the team won and broke the state record not one but three times for three different relays um with students being on multiple relays and winning the record all three times so that's
019just um a first for Himel Central swim and for many teams in Illinois the team earned the fourth most uh points in Illinois State beat history and the highest in central history since 1975 the boys basketball team has also had a historic season as Conference champions Regional Champions hin Central holiday classic Champions and ihsa sweet 16 the team has had soldout crowds for multiple games and has had the most wins in a season in hille central history which is a long time and after winning the regional tournament the team won the sectional semi-finals in advance to the sectional finals in a close game the team did lose but they had an impressive 23 game streak to end their season with I was at many of their games so I was able to see just how
020hard they worked and how much they were able to unite Red Devil students who came during T rallies but also just in home games after school um as you saw today the forensic team earned fourth place at the ihsa state speech tournament um you did hear many of their words but I just also wanted to say that um I have class with a lot of these athletes and a lot of these friends of students and they work really hard on top of school just balancing practice um and also just doing well um so for them to just be uh winning all these titles and placing like in the top five 10 in the state like that's uh really difficult and we're all really proud of them at H Central the mck trial team faed third
021at Northwest thean Bar Association after two strong trials with one against the tournament winner the team also had a great performance at the Viking Invitational where Kupa sundra won an outstanding witness award and Li gerani and Sam won outstanding attorney Awards which is a good omen as they head off to state next weekend the Varity Scholastic B team has also had an undefeated conference season they won 120 in the regular season and 3 in the conference tournament so they have won 15 games in total against zero losing um conferenceon conference opponents uh masic sectionals the team finished second place and the team is a regional Champion headed to do well at sectionals Red Devils also brought home for gold Awards and a silver award at the fccl LA Regional competition FC ffcl stands for family
022career and Community leaders of America congratul to the following distinguished students zzan saski Toro B sinina Akbar Chang and kir Lee which won Gold and Silver Awards in their respective um tra the chess team finished their strong season with an overall record of 28 to4 they were undefeated in the West Suburban Conference um dual matches four of the top five players in the West Suburban Conference were from H Central which includes Daniel Le who was first Rebecca Cortez who was second RZ RI who was fourth and pton L who was fifth the team placed fourth at sectionals and went five to at state where they finished 10th N Central students from Latin club engaged in spirit and Latin competitions as well um they were able to speak to Latin students from across Illinois at the
023Illinois Junior classical League convention the club placed second overall on the spirit competition with Yousef Amed playing first in De cathon third in BR comprehension and fourth in mythology and Roman private life Michael S played third in Roman private life as well Central's n team a their test and a math league title their victory was largely led by wber CH and Sebastian atland who won the 1112 2 person competition the team further won the n99 8 person 1112 8 person in C competitions which are basically just different events um in math for different grade levels um the ma team placed first in overall Conference standings and throughout their amazing season they placed first in competitions on Advanced algebra pre-us calculator um to other two person competitions second place finishes in Geometry um um and in
024the relay competitions in which um math packets are like pass acessive students such like an up relay um so H very proud of all of their academic club members and all of their athletic members um for doing so well in regionals in their competition for for state and in some cases doing really well at State as well um students are now growing up to study for APM in May and for their PSATs or SATs in April but at least before then students are ready and excited to celebrate spr break okay hello everyone I'm Makenna presenting for handale sou tonight um so I'd like to start off with our athletic section and by by saying congratulations to Anya Patel for qualifying for the ihsa girls gymnastics State me at the ihsa sectional Anya took second in
025the allaround Third on bars and fifth on floor and the following weekend had an outstanding performance in front of ihsa state judges congratulations to Kelsey Petri for qualifying for the ihsa girls bowling state finals in the bowling chair class she went toia and placed third in state finals it's a huge accomplishment and we are so proud of her hinel sou also qu qualified five wrestlers for the ihsa state wrestling tournament in sectionals Mikey Wallace took third place GE took fourth place joavan Piaza took third place Alec Miller took fourth place to become a two-time state qualifier and Griffin Carr took place to also become a two-time state qualifier the following weekend the boys competed at the University of Illinois in Champagne to work um to qualify for a stake even further and as exciting as
026it is to hear the success of the boys Cali Carr a freshman girl on the wrestling team earned many titles that weekend that are arguably more exciting she was the all girls wrestling conference Champion placed third at the ihsa girls sectional meet and went on to qualify for State CI is the first girl ever at HZ South to place at a sectional and qualify for state and we seriously could not be more proud to call her a hornet as the dance line team headed down to yet another weekend of State competitions varsity and JB both play second in open Pals at the ibta state finals The Varsity also took second place in the grand Champions this team has accumulated a lot of Swag for us sou so congratulations to the girls and their coaches Courtney
027D and lexo moving on to Fine Arts and activities I'd like to say congratulations to Destiny crater who placed second in ihsa sectionals and went on to place third at the ihsa state finals in poetry reading we are so proud of her and the entire speech team which is a group that has accomplished so much and with that being said I would like to pass the mic to welcome Elizabeth fiser the club sponsor to say a few words about this me thank you so much hello it's nice to see all of you in person instead of just on the streams um as a new coach um taking over from the stage Mr yusa um I knew that we had a long road ahead of us in rebuilding but Destiny was a true Rock for us
028and for the team um Not only was she is she a very talented um senior clearly she triumphed um this year but she is one of um our captains and I truly valued her input and her guidance and her knowled um she helped me so much in coaching and in growing our event teams um and helping the the younger students be uh try new events and try different things that they really might not have been encouraged to try before um we were a smaller team this year we were more Nimble we were able to try new things and spread our wings a little and Destiny was a big part of that um and she really thrived in her um um favorite event which of course is poetry and she just brings Goosebumps to my arms
029every time she reads her piece um her selections were fantastic she knocked the judges off their feet and we could not be more proud of her and her performance she's got a great creature ahead of her and of course she's booked solid with rehearsals and everything so um she wishes she could be here but um she's fabulous and she's really going to do great things so here's the destiny right thank you Miss Fisher um I'd like to continue and congratulate HZ test team in finishing 16th overall in state going five and three with two gold medal two gold medal winners I'd like to also congratulate the death academic bow who competed in regionals in Austin Texas this year congratulations to the team and the sponsors for making it that far as we are proud of
030you for representing the Hornet Nation the choir Department worked hard all season and performed as part of the inter International ocola competition congratulations to the students in the noteworthy group who placed third at this competition and Eric forer who was awarded with best overall percussion we so proud of all of you congratulations to our Scholastic bow Team on becoming Regional champions last night actually they edged out main East in the championship match and will move on to sectionals this Saturday at hinv Central congratulations to these ORS and coaches B and the BPA team um excuse me I'm so sorry was terrible um the business Professionals of America state tournament was hosted in Oakbrook last week we had many Hornets were moving out to National soon Anastasia ginsky achieved first place in Legal Office procedures and
031third place in business law and ethics Caitlyn W played second place in interview skills and Elias Carter eared third place in Java programming Nikki woo will advance in SQL databased fundamentals and AD ginsky in multiple open testing events additionally Anna going to Nationals after being elected as EPA State officer for Illinois she will be serving as the vice president of State for projects congratulations to all of you we are excited to see what you will accomplish in California a few weekends ago we hosted our Mr Hinsdale South competition in the auditorium it was a huge sucess a huge success and Pi had a ton of fun watching their friends compete congratulations to Anthony laado who won this year's competition and in a similar sense we returned to a tradition after 3 years of missing our
032class competition assembly it included competitions between each class with the seniors winning overall go meaning each senior won a free Chick-fil-A item thank you to our MC's Miss and Senior Pierce fing and for Chick-fil-A for visiting us with gifts for the winning class and the F for saying high as well um in other news Hil South's par Joi has won the junior travel scholarship that will help fund a study abroad trip to Costa this summer each year the national managed exam Awards this SCH ship to eligible students in order to provide them with the opportunity to travel the to travel and study the language and culture of a Spanish speaking country or territory Park received the scholarship in base on large part of his performance on the national SP exam his accomplishments these past few
033years have included earning gold medals on the Spanish 2 and three exams and scoring in the top 10% of the competition in the Chicago land area chapter we congratulate par on this well-deserved award and can't see can't wait to see how summer house and in honor of Black History Month as Magna mentioned earlier um and keeping our commitment to celebrate all the cultures within our culum miss Emily po Mr Matt Ki Mr Lance Martin and Mr Dwayne Williams worked together to create an assembly Senate around the Harlem Ron on February 22nd during hours 2 and three interesting teachers were invited to bring their classes to the auditorium to participate in a celebration of an education of jazz music literature poetry and dancing as students took and another look at African-American culture and we are also
034excited to celebrate women's history month this month as Dr will touch on soon pass that over to Dr H Jane Margaret burn was the first woman to be elected mayor of Chicago and one of the first and the first of any major city in the United States as mayor burn successfully shephered the hiring of of the city's first African American and female school superintendent Ruth be love she also is celebrated as being the leader who recognized and made Chicago more welcoming to the gay community Myra Bradwell founded the Chicago legal news the first weekly Law Journal in the midwest it had the highest circulation of its kind in 1869 Bradwell was recommended for a law license but the Illinois Supreme Court twice dismissed her stating that God designed and I quote say that not my
035words God designed the sexist to occupate different spheres of action through appeals Bradwell continued her political and social activism she was finally admitted to the bar the second woman to do so in 1890 Ida B Wells was a prominent journalist activist and researcher in the 19th and early the late 19th and early 20th centuries she was born in Mississippi but migrated North and made her home in Chicago she worked as a teacher to take care of her brothers after a little FIB I might say about her age she wasn't actually old enough to work uh but she got the teaching job and took care of her brothers and sisters after yellow fever took the lives of both of her parents Wells wrote extensively about lynching and white mob violence in her published pamphlet and in
036several newspapers she also traveled extensively bringing attention to lynching around the world like Ida B Wells Peggy Cobrin was born in Mississippi but migrated North and settled in Chicago in part she sought to escape the oppression and racism of the South only to land in a home with a physically and emotionally abusive husband after escaping she found herself alone raising three boys she fought hard and some would say she won big her oldest completed his culinary training at Washburn Culinary Institute and became an accomplished Chef her youngest earned dual degrees in music performance piano and music education he is an Illinois teacher a phenomenal music producer a writer and a well traveled musician her middle son earned multiple college degrees including two doctorates he was in the first coh holder of Illinois principles to be
037named a margarit keow by Northern Illinois College of Education he led the first nationally recognized high school for Competency Based education and he is the first black principal in the history of hensville District 86 none of these things were would have occurred without the strength and power of a woman I believe my mother would also say her middle son is the handsomest and flyest of all on behalf of Hinsdale South High School Miss Camden and I stand with so many others as we recognize women's History Month the accomplishments of women not just in Illinois but worldwide Women Rock and we would do well to remember that thank you [Applause] thank you for all that good news uh now we're going to turn it over to superintendent FIS for her report before we do that President
038hold I have an agenda requests I would um like to see if we could move our audience communication up after the superintendent report as it usually calls um ahead of item 6.1 how I I know we're a little bit constrained on on time uh with having all of us here participant um to uh to do that how I know that Terry you can hear us and you're constrained a little bit by the work schedule how are you I I I am constrain by my schedule so um if there's any possible way that we can keep the agenda as written that would help me tremendously I think the consideration is legitimate I'm sure people notice today's attendance is much greater than normal and part of our role as board memb is to listen to our community
039so again I would support board member L's proposal as well do we want to go around then and have a little straw pull here we have three votes that are in favor um I prefer to keep the agenda as is um for me it doesn't it's whether it's before how many people sign yeah so I'm looking well we have because everyone puts in their topics um we we don't have anyone who signed up to speak about the CBA we have uh Staffing academics Dei um special education um you do have one General um but there isn't anything explicitly on the CBA I would pull forward the CBA comments if there were and I would say that we do have the one person who put General and I'll say to audience member C GRE you put
040General where your comments going to be referencing the CBA coms on a few things CBA is the CBA as a as a part because again looking again at part my public so say that in the interest of kind of splitting the splitting the difference somewhat we can bring forward an audience comment on on the the CBA there and and hear that and I think that provide we're keeping to our I think that's compromise spending more time right debating this to the one comment would you like feel free to I can defer M till later when audience commun com and then go to the action so let's move 5.1 then back a little bit um let's bring um right now 7.1 at least part of these people up um to discuss you know those who reference
041you know we'll say CBA and I'm going to ask those folks who mentioned Staffing if Staffing is referencing CBA or Staffing is referencing the uh again preliminary Staffing recommendation because it's kind of two different topics there just to make sure we're we're on on track here to the glinsky were you looking at the Staffing recommendation or the CBA St staff thank you um Mr huby thank you um Miss thank you um Angie s you didn't have a comment there were you CBA Staffing yeah CBA CBA Okay then if you would like to give your comment sure yeah right now you and then screen spot if you want to be afterward you that PR CP so again audience comments just to reiterate as we as we know three minutes uh and we will be returning to

043a lot of community members against it the 30 days of early release Wednesdays were cut in half to 15 and that seemed to be somewhat agreeable to some of the board members um it sounds like early release Wednesdays might be part of the contract and if it's a release at 12 or 1 that's a ridic proposal frankly um early released on stays take students every single Wednesday that's released early out of sync it makes them think that they're on a little vacation every week and that would be detrimental to the students to have every single week if that is in the proposal um what's interesting about it is if there is early release Wednesdays for the next four years then the the whole idea of the longingness where you want kids to be at school
044and belong to things for all of the people who have activities or Sports on Wednesdays those people get transported away and then how are they supposed to get back how are working parents supposed to do that and why are kids left by themselves on Wednesday afternoons and if they're not able to get back then that means they won't be part of those teams because you can't miss every single Wednesday of a rehearsal or a practice and proficiency scores as we know are the lowest they've been in the last decade probably in the last three decades rankly so now that all of the Strategic plan items are checked off what hasn't been taken into account is that the Strategic plan is not working the one that was for the buildings worked but the one that is
045inside the building is not working and so now you're telling us if it's in the contract that students will be released early Wednesdays you're talking about less instructional time don't tell me that it's equal because it's not rushing through on a Wednesday morning all of the classes is not the same as being in school all day and then being there for those athletic practices and activities afterward so that is counterintuitive to the awful proficiency scores that exist in this District right now that is completely against what is best for the students at this school at this district and we know who's in [Applause] charge thank you for the opportunity to speak with you tonight um I'm just commenting on the rication of a SBA contract decare I am fly supported of teachers and student services
046staff what I am not support supportive of is in reviewing District data over 20 years the Union contract has not been approved at this the stage I'm also a little bit shocked to read online maybe it's true maybe it's not but this contract is a four-year contract which effectively puts the new board that will be seated and there are five qualified candidates I need to remind you that are running it will not give the new board an opportunity to support teachers and the hhsa because we won't be um renewing or talking about contracts necessarily it is completely inappropriate for this board to do this and to encourage an affinity schedule right and I would like to let you know that it is not appreciated in my time during my campaign I have had meet grades
047across the district and the community is wholly supportive of our teachers and our St student services staff and I am quite surprised that you would not allow the community the opportunity via elections and the new boards seated with the remaining board members to make this decision thank you thank you for comments to item 6.1 uh item 6.1 is ratify the contract between hhsa and District 86 Board of educations uh before we have that discussion I would like to invite up the chief negotiator for the hhsa Manda Burton she's to offer us a statement on the negotiation process to the board hello um as mentioned my name is Amanda Burton I'm representing the hinel high school teachers associations negotiations team our team just wanted to take a moment and share how appreciative we are of the
048continued collaboration we've had since our 2016 contract throughout the negotiations all parties including our team the board's team Administration our IA uniserve director the district's attorney have all worked together in a very professional and collaborative process to reach agreements for the first time in many years we were able to reach an agreement on a multi-year contract prior to the end of the school year and this was really appreciated by our teachers we look forward to the ongoing partnership with the Board of Education District District 86 Administration while continuing to serve our students our community and our staff thank [Applause] you thank you for your comments and thank you yes the board wish to thank the hsca also for the scores of hours of collaboration time that we put into this contract uh and the very
049strong working relationship that we've had it's it was a a very warm and welcoming experience um and very much a handin hand with no combativeness no oppositional posturing U so we are very appreciative of of that especially in times that have been so trying over the last few years that we were all able to sit at the table um as colleagues as partners and come away with it without having thrown anything at each other it was a great time and thank you very much so now i' like to say is there a motion to ratify the 2023 2027 contract between the hhsa and District 86 Board of Education so move first second walker uh motion hman second Hansen by a second theory sorry um so as we begin to discuss here just to go over
050some of the items for uh those in the audience and at home on what the uh this contract uh proposes it is a four-year contract running to the end of the 26 27 school year the average uh total cost increase of the contract is estimated that is salary benefits extra extracurricular pay and so forth uh would be 2.61% per year steps have been added to the salary schedule to support the district's long-term fiscal sustainability base salary will increase each year of the contract in accordance with the Consumer Price Index in the first year that will be 85% of CPI or 4.25% the increase for the second year will be determined via separate negotiation on the supervision of student students during the school day increase for years three and four this will the 25 26 and
05126 27 school year will be 75% of CPI employees who supervise extracurricular activities so all extracurricular activities that includes uh Athletics as as a part of that will receive an increase of their stien of 50% of CPI for each year of the contract so there have been over the course also some other um changes there to uh pay rates and designations so group designations and pay rates with associate with extracurricular activities have been updated to better reflect current assignments was a front to back process uh that we went through there's also been a committee structure added to support changes to clubs or activities that are made during the ter of the contract based on the evolving interest of students over that time the school day for students will be from 8 a.m. to 3:15 p.m.
052it will be composed of eight periods that are all 50 minutes in length this includes lunch no more split lunches there will be a minimum of 28 early release Wednesdays that will feature student dismissal time of 1:55 p.m. as opposed to the previous 12:30 three uh there will be three District Improvement days that will feature student dismissal time of 12:35 and all half days uh in the year will also carry that 1235 as opposed to the 11:30 uh that some previously had early release Wednesday and District impr proven days are there to provide teachers with time and opportunity to engage activities at the department school and District level to promote collaboration support professional growth and development enhance instructional practices for to benefit student outcomes and finally the thing that we see in in these contracts
053is that there have been a number of uh updated or revised language changes throughout um that include that are not limited to new hires Lane advancement leadership segments and so forth and so with that I'll open up to the board if they have any additional comment before we move to the vote I would like to thank all of the people that participated in the negotiations in particular uh the the teachers team our administrative team our board team uh in my eight years of service on the district I have participated in all of the negotiations starting with the 2016 contract and then again in 2020 and then most recently and on each in each negotiations uh year we have built on the collaboration and trust that we developed in the previous negotiations and uh it has
054been for me it has been one of my most fulfilling experiences of serving on the board and I have uh our our wonderful teachers to thank for that the um it was such a collaborative process uh each of the negotiation sessions but the last one in particular uh because of the trust and respect that was expressed uh throughout the negotiations allowed us to engage in really meaningful discussions uh and uh to end up with a contract which I think benefits everybody but most importantly benefits our students and that was the common goal in negotiating uh the terms of this most recent contract uh and of course I want to thank our administrative team and Josh in particular for working the numbers uh it's also helpful for you to uh make sense of these really really
055complicated uh uh Financial issues but that's not to to slight any of the other administrative team members that participated in the negotiations but I want to especially thank our teachers negotiations team for the for the wonderful collaboration that allowed to us to uh reach this contract which I think establishes or or uh serves a common goal which is how can we best serve our students and so that's that's all I have to say thanks I I'm going to elaborate a little bit on that um I have some prepared comments but I want to just piggy back on what number of person is referring to and not Mr held read off because I don't think that um no offense respectfully said I don't think it gives enough detail to some of the changes that are happening
056in this contract I think one of the um most significant changes is that the school day is being lengthened so that students will have a full 50-minute um period for launch and part of that is in response to some needs that were expressed I was able to serve on the secondary instructional schedule task force last year um and many people know I'm a parent of multiple parents at Central and as such a friend and neighbor um to lots of other parents at Central and there's a very big need for time during the school day for students to access support whether that's getting help from teachers getting help from interventionists during an unstructured period or accessing a more formalized support for some of our students that struggle with executive functioning organization follow through Etc this will
057provide that opportunity and it's an opportunity that does not exist under our current schedule which students are scheduled from 8 o'clock until they leave at 3 o'clock with no breaks so um I hope that better explains the length change in the school day and one of the very big positives about this um opportunity secondly as mentioned um there is still an ongo ongoing negotiation around supervision and what um people that don't work in schools may not understand is that most high schools do have supervisory requirements for their teachers you know for at least semester of the Year our District 86 schools do not um where that to be improved that provides additional um opportunities for students to interface with their teachers during the school day so those are two things I more but I'll turn
058it over um to other board members that have comments I'll jump in um I do realize the importance of the teacher C a and see quite a few benefits um associated with this contract especially as mentioned the extra time for supports during the school day and during that lunch hour um what I have had a problem with and what I have voiced my concerns about um as related to the reduced instructional time with the early release Wednesdays uh when we were discussing this previously um my goal was always to help increase the number of instructional units for our students and the value of the time that they have with their teachers they Excel we haven't seen instructional minutes to the point that we had in 201819 prior to beginning the Strategic plan curriculum alignment they
059it dropped pretty drastically and we're still with this plan about 17 hours shy of that um so that is is of concern to me but then at the same time want to you know recognize the importance of our teachers our support staff and the value that they bring when they are actually in the classroom with their students that would piggy back a little bit on board member James comments about instructional hours for Usual Suspects to the board meetings I was a sharp critic of early release Wednesdays that hasn't changed the early release Wednesdays are proliferating to I believe at least 28 days from 15 and total instructional hours will still fail to equal or exceed total instruction total instructional hours the prior cohorts enjoyed pre pandemic When You observe falling standardized test scores and specifically
060the precipitously falling um rates of proficiency for reading and Performing math at grade level it's important to notice and recognize the outstanding work our teachers have always done and continue to do and so my support for my for for the teachers at both high schools and the transition Center professionals can't be any more arged however my struggle is with Administration for putting the goals of collaboration as it relates to the Strategic plan ahead of the goals of the students and teachers who do their best work inside the classroom and for total instructional hours to fall again less than what they were pre pandemic given data I do not have a u difficult time voting against the measure but I do want to reiterate that does not indicate a lack of support for the teachers in
061fact it's quite the obvious I'm trying to empower the teachers to work with the students at the same level they did pre pandemic instead I ended leadership and administration and follow board members who would support the measure sure Alum you know I understand and I'm just going to go into some of my other comments to kind of clarify the other parts of this contract um as we know negotiations are a lengthy labor intensive process that are approached in good faith by both sides of the negotiation and I want to recognize the efforts of board negotiating team the administration and the staff members involved um additionally it's my personal opinion that if a negotiation is successful both parties walk away with the feeling that they gave up a little bit too much in some regards but
062they gained in others um as I mentioned before you know the school day is lening to provide some support time during the school day for students which I prioritize um I also think the supervisory supervision is a positive a potential huge positive for our district there's the fiscal component um that I don't think was for people that you know aren't members of TRS are familiar with TRS um kind of needs a little bit of clarification in 2011 TRS changed and we now have classes of classes of teachers those that started their careers prior to 2011 and those that started their careers after 2011 those that started prior to 2011 worked approximately 35 years of service to access their full pension benefits when that changed with those that began teaching in 2011 the career length of
063our teachers is going to be significantly longer they're going to work till age I believe 62 or 67 as opposed to most teachers who retire around 55 so our salary schedule sitting at 20 steps was quite short to reflect that length of career with this contract we're lengthening the schedule by three steps which will um be fiscally ADV advantageous to The District in the long run with the hope that we can lengthen it in the future because eventually our entire teaching staff will be made up of tier 2 teachers so that's another thing to keep in mind um I also wanted to mention that we're losing 39 teachers to retirement over the next four years and many of our peer districts that we compete for teachers or new teachers or employment are also going to
064be losing teachers to retirement so it's a priority to me that we are as competitive as we can be to attract and retain the best of the best in the coming years while I don't personally know many of the retiring teachers that those I do know or know of their shoes are going to be tough to impossible to fill but I am committed to optimizing our odds of securing an outstanding next generation of Educators with a variety of experience levels to best meet the needs of the students of this community I see this contract as a step to achieve that that all said yes a reduction in frequency of early released days would have been preferable especially in light of community concern an immediate mation of a supervision would have been preferable preferable as it
065best serves the needs of students and stands to be fiscally advantageous to the district and six additional steps on the salary schedule would obviously be preferable to three but I appreciate the concessions on the part of the teachers a lengthened day ongoing consideration for supervision a lengthening of the salary schedule and most importantly from what I've been privy to a continued partnership with all parties to Ure that d86 recommits to a legacy of Excellence member Walker do you have any comments I will just say that I appreciated uh the opportunity to participate on the negotiations committee uh a negotiation as we all know is a give and take um and um uh we had a very collaborative as member hman mentioned um uh we work very collabora collaboratively together to come up with the contract
066um as proposed um yeah I wanted to than thanks to all the negotiating teams the administration the uh teachers for um such a uh Pleasant and collaborative um negotiation for me one of the things that has always been in my Forefront consideration is the social emotional learning of our students and I recall um early on actually when I was campaigning that uh upon meeting with one of the teachers who are also Community member they they had said that's wonderful but how can we as teachers provide seal supports to our students if we ourselves need you that we need seal support or just support for ourselves to take care of ourselves and I think that one of the wonderful things about this contract is that it affords that give some time um for our students to
067access uh our teachers who will also have time in their um in their in their days to collaborate and and um uh feed off each other feed ideas um back and forth with each other uh celebrate their professionalism and like the ideas that they have and and have that energy um and know that they're appreciated uh their time is appreciated their efforts I think that um um our students will have the ability to access them and in turn um at their best cells will also will ultimately perform better uh with all the other things our students are here for many reasons obviously proficiency scores that's kind of a big uh Focus um it's not it's not the only focus I would like to also take consideration the um the development of our students and the
068needs uh of some of the that they need to become lifelong Learners to become confident in their study skills um in in exploring what it is their interests are and all of those are kind of more fuzzy things I understand that that's my world um that I the perspective that I come from and I think that this contract uh will provide for that and so I'm really proud for what's in here so I'm very grateful for everyone to have come together for this thank you any other comments at this time last thing I'll just offer is just to kind of expand a little bit on some of the numbers there regarding the uh since early release days we had we talked about early early release days late start times we had those in the past
069we've had these flex days uh we had a combination of these things over the course of time I know we all remember when uh we were talking about this a year ago and and principal Walsh who's been in the district now for you know over two decades was sharing um about the consistency that that we've had in in that those sorts of days and in sharing that was talking about that there wasn't consistency we did not have that that we were luring one ways from one strategy to another and how does that benefit the students to have year byye um a different changing schedule that they can't latch on to and so as a as a comparison Point again this schedule this uh contract of day will have again 50-minute classes eight periods and those
070and the lunch will be again 50 minutes um the early release days will be identical to the late start days and that they will also have 40 minutes so the late start days that I know many people were speaking about last year on what about returning to those uh increasing the frequency of those on Mondays um those were a 40-minute day and so the early early release dayses that we have now um again planing out at 1:55 as opposed to 12:30 or 12:35 are a 40-minute day and the half days whether contractual or those District Improvement days are moving from 25 minutes is what they were previously to now 30 minutes uh per class for those days so we are seeing um either maintaining that all important 50 minute per class returning to for the
071early release days um those those particular collaboration days to what looks like the late start is just at a different time and we've also increased for those half days now five minutes per class uh for those students by lengthening from 11:30 out to 12:35 looking at the 15-minute Lunch Period where before you were having a 25 minute lunch period or so shoveling down your food I mean aside from the the health benefit of having a little bit more time to actually process and digest your food there uh to eat there's also the additional save 25 minutes that's now added on to there which calculates out to over 70 hours over 70 hours on a yearly basis for the students that they will now have as member 11 fall was was sharing the opportunity for additional
072resource for additional help um for making a for going over the test that they failed all of those things that we are hearing that students need as we've been hearing about why do we want more time with our students in front of their teachers it's to make up for learning loss we've just had a whole blown in the academic career of everybody uh because of Co and the impact on that will be felt it will Ripple through for years um not just on those people who are going through high school right now but those who a few years ago were just starting out their career in in three-year-old preschool or kindergarten who then had to go remote and suddenly they lose the ability to have that uh that early foundational educational skill level we will
073still see this um it will it will be ramifications over time of the learning loss and delayed learning uh because of Co but having now a built-in schedule for the next four years of during the school day when we have them when we have the students there during the school day resource time to collaborate to talk to their teachers um to have additional support something that this district has never had one of the criticisms about early release Wednesday's last year um about the the plans that Administration I was putting forward was well it's all good to say that you'll have the students stay after class on those early days um and then they'll be doing work for another hour or two but when the bell rings the kids leave the campus and unless they're forced
074to stay how are we going to um actually have them use that time by baking in then with this additional schedule additional 25 minutes there per day or potentially uh student dependent if the teachers think so um if their IEP team thinks so pulling out for the entirety of a 50-minute lunch we now have baked into the day when they are a captive audience they are they are there uh the opportunity to reach them to reach them when they need help and when they need support um to offer it when we know they need support to give them the opportunity when maybe they don't um they don't know if they can stay after school someday but now they can go in and they can ask that question again we have never had that here and
075now we have this it's a very string especially here over the next set of years and I would hope that this would continue in four years when the contract comes back again depending on how this this goes around um and the recommendations but to keep on building in within the day as much support as we can for students while we know that they're going to be dealing with again the the global event that was the pandemic the effect uh on on all of our students I I'm sure I'm not alone in looking at my elementary middle school age kids and seeing the effect that it had um and I know that there are resources and there are steps that we had to take and not everybody's going to be able to take those steps and
076this is also another way for those that maybe can't afford outside tutoring this is going to be something baked into the day this is not an added thing that they need to do that they need to spend money on they need to take away from an after school job parent needs to drive them to this is there within the day and it is a big accomplishment I think for the the team overall um to have come together here for a very student forward look to the schedule um and to again try to you know Jeff as you were talking about the decline in the scores is a and and proficiencies it's something we have to pay attention to and how do we how do we Rectify that how do we reach the students how do
077we reach them when they leave the Halls at 3:00 will we reach them during the day when we're teaching them and is one more opportunity that we can reach them in a very focused and explicit fashion um to help them to help them to better themselves and and overcome some of those hurdles so that's just a little bit of some more of the the numbers there when it comes to what what the school day looks like um versus what it has in the past and more question I I will just add that I absolutely appreciate all of the additional supports and the time that is available throughout that lunch period um for those students and that is very valued very necessary um and and a great solution um for for our students my biggest concern
078remains with that early release Wednesdays and the fact that we have a minimum of 28 early release Wednesdays planned versus when we had the late starts were're 17 uh we have five um I don't know the what they call the five earlier days um as opposed to the six uh flex days so that is the area that I have the I'm boing my concern every other aspect fully supported fully agree with um the early release Wednesday and I think it's important to sort of unpack the objective I'm a derivatives Trader and every transaction I enter into there's a thesis and here the thesis would generate the trade which would be the negotiation with the teachers and the thesis for me and perhaps the future board um I think it's important to highlight at least in
079my estimation the timeline for this consideration is early not to say it's PR Sher and certainly not to say that it's not important but the last negotiation for the last contract occurred and was cut in March of 21 8 months post expiration of the last teacher contract we are ahead of the ball here and ahead of the game which is not to say it's right or that it's wrong but to a community member's Point arguably similar to the superintendent's contract extension and Rays this was certainly for a future Bo consideration all that said relative to the trade I mentioned my goal as is the goal I would think of anyone involved in education is to best serve the students and what we're effectively catering to here is collaboration between teachers and administrators and not the
080students because if we were focused more on the students we probably aren't even having this discussion about releases every Wednesday or I should say at least 28 times so to me again the thesis of this trade is in Focus where it should squarely be which is the students as a comment on the 20 the contract that was approved in 21 um we did have that that small pandemic kind of interfere our timeline there we had all of the days for um our meetings for that for that negotiation to be concluded by the beginning of April and this would have come back to the board for a vote um in advance of the expiration of that contract probably by the 1 may u meeting uh in 2020 but because of the pandemic we could not meet
081and so so we had to wait and then we had two 10 12 hour Zoom days at the end of the year uh to make up for what would have been one you know six or so hour day um for our final negotiations day and that did push it into 2021 but we were on track back in the with that at the end of the 1620 contract to do what the district hasn't done in a while which is to actually negotiate the contract and have it approved prior to the expiration of the contract as opposed to having it drag out we don't want to you know remember back to when we almost dragged it out back um in 14 when we almost had a strike you know sometimes going long going beyond the the expiration
082of the contract we're working in good faith then with the hhsc with the union and we have to understand though that they're working them without contract now to be able to have something in place prior to the start of the year and having gone through a detailed in-depth process and not something that's slap Dash together and that was a goal that we had again uh several years ago and and we would have made that goal we absolutely would have if it not for that little bitty bug that kind of upended everything so this this is itself to I think very appropriate to be before the expiration of the contract um and in fact when we look over the course of many contracts that we approved broadly for the Personnel in the district um we are
083getting those contracts before they expire at the board level to approve them as opposed to keeping a um you a teacher an administrator whatever the case might be into the next school year working without a contract not knowing if we're going to renew them and have them there you continue to work for us so doing this in advance is more the proper way of things just because we've done it after the fact in the past uh it doesn't necessarily make it right um this way it's it is uh horse before cart uh and we're moving in the in the right direction and I would hope that we continue over the time to continue um this same fashion of uh negotiating good faith beforehand and not waiting till the last minute or not pushing things off
084um and letting them see just slow the process through through those summer months after something would NE uh would uh expire but you know I I I I made a public comment back then regarding the eight months that it took to cut the deal which of course was a function partially of Co entirely and the federal mediators were not allowed to work during that time our IA so we had to Cease the negotiations be clear it was and but I had I asked the board during my public comment which wased on later by former president Camden that running 8 months post was certainly not a risk whatsoever because we simply revert to the current contract until that other contract was cut so to be clear while it's wonderful to perhaps enter into negotiations and reach
085an agreement prior relative to what Mr CER maintained there was certainly no risk in performing that contract close to be very clear the significant changes to the student day I think it's important for families to start knowing that it's 8 to 3:15 school day and all of the support systems I shared a chart with you that all involves Staffing it would be impossible to do the Staffing presentation next and the approval next week if the contract wasn't done all of that was based on the negotiation of an 8 period day so if this did not happen we could not bring to you the Staffing plan that we have which includes an incredible amount of additional way of utilizing staff but the pathway that drove the interest to drive that communication to families was only driven
086to cater to the Strategic plan as relates nothing to do strategic plan is to meet students needs and so in order to do that needs are not being met after 155 to be clear we re if you looked at if you had an opportunity to look at the deck we're going to have a presentation later today but later tonight but there are significant um restructure ntss this year there is you can see in each building how they're utilizing their staff with specifically targeted activities with students who are chosen there's five columns on centrals and I believe four on H souths so all of that was all pending the approval of this contract if this board doesn't approve this contract well that's a whole other conversation but this contract is their work day which is Article
087Five and we had to negotiate what their workday would look like in order to move forward so this is one step and the next part of communicating and looking at our current students our Rising nth grade students and start slotting them in now before we're waiting to the first quarter school to be over with to figure out who needs these different dedicated services so by making these decisions now making the Staffing and hiring decisions it allows the buildings to be fully prepared for our students on the very first day of school and not on week not but from what I understand superent Apprentice what we discussed and what I read was the student supports will play out during lunch and some targeted ones will occur after p.m. what happens to the other 85% of the
088students who aren't targeted after 155 p.m. you hang on to that those questions first stening but it's all in the it's in the slides and it is in the two documents that we're supporting that you can see there's a variety of things happening all day long all hours and not just the Lun hours the building principles will walk you through that I'm happy to kind of weigh in on that cuz that had come up in another one of our cboard conversations so that supports during the school days for students that needed I think a long overdue that's my opinion and this provides the unique opportunity to begin those at the very beginning of next school year instead of waiting until mid school year or perhaps at that point happen to wait until the following school
089year and I think they've been needed since we came back from Co they were needed before Co and they're needed now um secondly in regards to the students that aren't going to need to access those supports or aren't going to qualify for some of those supports as we discussed in the secondary instructional schedule there's no downtime for our high school students during the school day and that's really not what a lot of high schools look like they have time to sit and you know at my high school was called The Commons and have a longer lunch and socialize connect with friends or go to the library and prepare for a test um right now currently with periods with the way it's structured that's it's not probable it's not it's not possible here no additional comments
090there that would you please call the r member H hi member hman hi member Walker member Walker I member Hansen I member James no member lenthal I member waters before I vote no I do want to make it perfectly clear that I have ENT support for the teachers and only maintain tremendous concern for the students which is why I'm very focused on instructional hours still being less than they were pre pandemic levels for that for the for that for a combination of those reasons of what we discussed i v motion passes 52 president I need toop thank you m Walker for sticking with us safe travels thank you very much uh as I was saying uh uh there will be of course a a release of press release of course on the detail of of
091the plan a joint statement in addition after we have the document signed and fully executed as with all contracts that we have this will be available at the district website for everybody to go through and take a look at um fully fully up there and we can upload even to the public section here on the uh on the agenda so when people go are looking back in time you can see that but we need to make sure we get that signed fly executed but just to let everyone know that in relatively short order will be fully available to be viewed um by uh by the general public we're going to move uh back now uh to 5.1 the superintendent uh report and to superintendent thank you president i' I just have a couple things um
092several have um mentioned um slide three um have mentioned several things that March is about we heard from Dr Hardy it happens um this week to be National School social work week so I would actually like to give a shout out to all of our school social workers at both campuses and the transition Center and really thank them for the incredible vital role that they play in supporting our students some of this is at an individual level some of it is in crisis um someone walks on the hallway and the students in crisis there are also groups they are also supportive of all of our staff on a variety of issues and so just truly without this what we in the staff world called the below thee line um team members of our hhsa um
093we would not be um doing all the wonderful things we're doing without them and so certainly I want to thank them for all the work that they do on behalf of our students here in District A6 and our staff next just shout out to all of our parents and anyone listening every year at state of Illinois we have the five Essentials annual parent survey it closes on March 31st both building principles have done a great job in their weekly Communications to parents to remind them however as of this week um we only we need at least 20% to take the survey to get any type of feedback back from the state and at this moment in time we have 9% of our parent population and 4% itself for their response rate so anything that you

096have a question I don't understand the point of having a longer lunch on all the other days but having no lunch on Wednesdays are you expecting students to go without lunch until 2: p.m. on Wednesdays there's on the early releases yeah well thank you for clarifying you're wel now for my main comment for today there are a lot of options for PE not just team games and personal fitness a lot of you would probably enjoy some of the other options including group exercise and left time activities don't let counselors steer you into team games and personal fitness and if you want the other courses ask for them if counselors refuse get your parents involved this is your education you should be able to take the courses you want now that is a quote for my
097PE teacher during the course selection process for the next year while I greatly appreciate this type of advocacy and it is 100% the right thing to do there's one problem the targeted outcome is impossible last year group exercise and lifetime activities were cancelled for both semesters by the administration due to low enrollment guess what happened this year same exact thing back to back years I'm beginning to wonder when these courses last ran it s when these course cancellations were on the screen at the HR meeting earlier this week did anyone specifically ask about these courses did anyone point out that these were the exact same courses that were canceled last year hin South has a new course selection worksheet what's interesting is that there are two PE sections on the worksheet Circle your first choice
098which lists everything and circle your backup choice but the backup choice is limited to just two courses want to take a guest it's team games and personal fitness are you sensing a pattern here to some degree I can't fa the counseling department for wanting a way to manage the root problem enrollment imbalance the board refuses to acknowledge but alone discuss think about that the enrollment problem is so significant employees and departments institu workaround Solutions based on the enrollment math how will group exercise and lifetime activities courses ever run itself enrollment continues to decline itself I think we're at 14 straight years the distraction of discussing zoom in the room is a solution will inevitably be brought up by some board member even though students are completely opposed to zoom and it will not work for
099physical education courses I was also disappointed to learn that lifeguarding and Aquatics are two more courses at can I finish you can please do yes I was also disappointed to learn that lifeguarding and Aquatics are two more courses at hensdale South been canceled by the administration besides the Freshman PE classes who use the pool for a couple weeks in the spring which courses will use Hinsdale South's brand new pool we spent millions of dollars building it can we spare money for educational instruction that uses the pool thank you and as clarification um if you didn't hear in the back or on the uh on the recording on early release Wednesdays there will be a lunch so again 40 minutes for class period but also the lunches are the same 40 minutes as well so there
100will be lunches um ear Mr all right good evening uh my name is ad Linsky I have three children aligned into District 86 first I want to communicate uh the lack of transparency is is both frustrating and disappointing the final output from the HR committee meeting that met earlier this week will be discussed tonight but that information was not shared with the community in a timely manner the attachments were posted into the agenda this afternoon not when the agenda was published and issued by email to the community if my memory serves me we had the same situation last year each of our schools so on to my main points here each of our schools has the full spectrum of student abilities each School needs to offer and actually deliver the full curriculum when economies of
101scale are hoarded at a school with nearly twice the enrollment challenges persist at the school with the declining enrollment the students and teachers of Hinsdale South suffer through stacking super stacking constraint schedules while the administration twists themselves to a pretzel to manage all the workarounds 2 years ago German 1 and Latin one did not run for the first time this is now the second time when twoo few students select the first year of a course sequence like German one or Latin one the administration does not want to run the course at Hinsdale South so the students are contacted and asked if they'd be willing to take a different world language course and maybe next year's numbers will improve and the student can take that course that didn't run in doing so the administ attempts to
102transfer the responsibility from the district to the students in these scenarios if the student starts German one or Latin one in their sophomore year let's be clear they will never be able to access the fourth year of those sequences those students are denied access they are the victims and the district's risk exposure increases the purpose of alignment is to make it possible for any student in District 86 to access the best possible curriculum taught in the best possible way however when the prejudicial Staffing framework prevents students from having the selection of courses and sections to make student schedules workable the work of alignment fails to go the final mile of delivering those courses to students maybe right after the words Hinsdale District 86 program of studies we place a little asteris that can direct the
103reader to the fine print where it clearly states that the delivery plan is not included thank you for your comments next up is Alan R hello members I'm Alan Ruby from her Ridge I'm here tonight to comment about courses in the Consolidated program of studies that are euphemistically described as offerings in reality they are conditional offerings conditioned upon meeting enrollment criteria spelled out in the highly prejudicial Staffing framework a document that makes no allowance for the greater difficulty of meeting class-size targets at a school that is half the size of the other a document that all seven of you approved on December 15th tonight you and the public will see the fruit of that prejudice on partial display that which you will not see in the presentation are 26 additional courses unique to Central and
104seven that are unique to South that will also Run next year they are on the sheets that I provided you sadly in addition you and the public will not hear about stacking in this presentation either a top of great concern to the South Community particularly in World languages as you view this gross disparity between course offerings at each School imagine how the list of low enrollment courses not running at Central would look if yet too were 1300 students about the size of South alternatively imagine in future years how the list of low enrollment courses not running at South will look once future versions of the 26 unique courses at Central are added to the penly of District offerings at South without additional resources to deliver them as you view this grossly this gross disparity realize
105that what you and the public are witnessing is the product of an administrative staff's effort to comply with direction that you provided it direction that forces instel South students to Bear the brunt because you put the nonacademic personal self-interests of a political faction ahead of the best interests of hinel South students there is nothing meritorious about that there are only three Pathways to equal education opportunities for South students either balance enrollments amend the Staffing framework to allow smaller classes to run at South or cut back the program of studies at both schools to a size that can be delivered at South only one of those three makes sense to me balance enrollments thank you members of the board thank you for your comments our next speaker is Lind B I have some concerns about the
106program of study and the Staffing when I look at the courses offered at only one high school I continue to question by Board number 11 PA's suggestion of Creative Solutions is never discussed no no one says it's perple but these are all courses that attract small groups of motivated students we could offer almost every course at both high schools using Creative Solutions and it would not be all one campus on Zoom if Zoom were used that um there would be a tradeoff alternate weeks or whatever the case might be although this buildings are too far part to be grade level centers but we could have one period a day when um a shuttle could run for example allowing um student sentral students to take ASL which they've always been allowed to do but they had
107to find their own transportation and give up a class period the another benefit to Blended classes would be a one District experience this has always been the case in summer school to the Delight of all it's summer school's always been great as a one District experience next I'm concerned about the claim of no demand for biology at either campus or in summer school this is a result this has to be a result of undermining biology by Design because honest guidance on ninth grade biology would advise people who want to keep the door open to a stem a RoR St program in college that ninth grade biology is the College Board recommendation for you however schools that offer a um a well-designed PCB program have other options for getting that introductory biology course in we are
108now in the third year of the um the pitu experiment zero demand for biology um definitely points to faulty adice in the colge board recommends biology before AP biology if you know you're not a stem person as I did then the science course selection and sequence don't matter to you they don't matter to everyone but if you want to leave that door open to a um a stem program in college such as Premier the College Board recommendation is nth grade biology and there um there definitely should be summer school biology offered for kids on the PC track no interest in summer school biology um points to students not getting the right advice about their High School sent preparation thank you thank you for your comments our next speaker is re [Applause] M hello good evening
109uh Reed M Hinsdale resident father to feature Hinsdale Central students um all five candidates for this board of education in the April 4th election have got on a record about their views on diversity equity and inclusion work candidates were asked about it during a public forum hosted by independent voters for District 86 earlier this week and today's H daan included their views on Dei as well four of the five candidates have some criticisms and believe that there are opportunities to improve how the district incorporates important Dei work for students and teachers for candidates have raised issues around scope communication transparency measurements personnel and budget of this important work which are valid and workw conversations only one candidate has called for ending all Dei work in the district and firing the director of instructural instructional Equity
110this is a quote from today's hday and under Andrew kon's blurb about Dei a quote diversity happens naturally anywhere where people are pursuing Excellence end quote so what canidate K wants us to believe is that by pretending there are no systemic racial inequities or implicit biases in society they will magically disappear and life will be as comfortable as possible for all our children in reply to this view I'd like to quote from James Baldwin's 1963 a talk to teachers quote the obligation of anyone who thinks of himself as responsible is to examine society and try to change it and to fight it and no matter what risk this is the Only Hope Society has this is the only way societies change end quote Dei efforts are now common and happening all around us most major
111companies across the country have Dei efforts in place to combat prejudices and implicit biases in schools Dei work for teachers is a critical part of making sure every student has a chance to succeed and it is not nearly enough to pretend that every student will have an equal opportunity because the Dei work is simply not true let alone without it I brought copies of James Baldwin's full essay a talk for to teachers for the members of the board um some of you may already know most of this by heart and others of you may have never read it before either way I think it is important in timely advice for all of [Applause] us thank you for your comments our next I was a little disheartened to hear that early Rel lay are going to
112continue we heard at the community conversation that teachers were frustrated by losing six days to finals and here we are adding seven days that they're not going to have instructions but what really frustrates me I was thrilled to see the IEP data shared in the finals presentation but kids with IEPs aren't doing well there's a pretty clear distribution across all grades on finals for kids with IEPs and to me what that says is our I aren't working Kathleen hurman said at the meeting that we don't expect them to do well um we do expect them to do well and if an IEP has the appropriate accommodations and modifications those kids will succeed and will be building their confidence and I just don't know how we can sit here and think things are going well we
113really need to support kids with IEPs and the presentation shows we're not doing it we're not doing the work we're not helping the kids who need us most so I don't know what the solution is but I never want to hear somebody ever say we don't expect much kids froms because they have the ability to succeed they should be measured on their growth their progress to their goals because it's the only way we're going to create equity for them you have to judge a kid based on what they're working on not on putting them in a grade level class where they're not going to succeed on the same measure as other kids so please look at what we're doing with kids with IEPs what we're doing with classes so we can build academic confidence in
114kids who were obviously failing thank you for your comments our next speaker is all right good even can you hear me are we good it's time hear me all right um good evening everyone my name is ala acis and uh I am a candidate for the d86 school board education for this upcoming election I want to thank all of you as board members for your commitment and your service to d86 I also want to congratulate you on the HHS contract that is absolutely wonderful news um congratulating all of you board members Administration the H hsta membership team of uh being able to uh pass the contract tonight um I'm going to myself a little bit here I do remember that 2014 I actually pulled it up um my son was a sophomore so I am
115this old that I remember that and I remember the potential was strike during that time and the anxiety that the community had so uh reaching agreement is an absolute celebration so thank you to all your hardw work on that what I wanted to bring our conversation today is um the Staffing I did a Time the HR meeting this past week where I voice my thoughts and again I want to thank all of your hard work of uring Equitable offerings to all the D six students with an opportunity to CH choose courses of their liking and their need um I reviewed the data in detail and although I must admit the data shared over the past few years I did look at the board presentation that had the four-year curation of the past conversation of Staffing
116I really do appre I think that in terms of looking at the data however I have more questions than um than uh than I had thought I wanted to proceive so if you have more questions and I'll definitely take up the time to ask that um as time permit I recognize the operational challenges with this I myself have been part of these conversations due to enrollment numbers although the conversation can be viewed on onedimensional perspective as just pure math or pure operational it is not and so I think this is what happens a lot of times with enrollment we just kind of scuff it off like these are the numbers we just got to do what we have to do and I appreciate that I do recognize that however I want us to consider other
117aspects that this is a complex issue um especially when we look at enrollment of our students in both camp campuses um enrollment has been declining on both campuses I have the numbers here from uh 2019 despite that we have an increasing population in d86 community so both Central and South have challenges of optimizing course offerings due to the different reasons but resulting in the same outcome not allowing students to opt for the courses that they would like to choose recognizing that boundary changes in grade centers are not a viable solution it is imperative that our school leadership with our board members come together to creatively as member 11th has been trying to advocate for that we have to be able to come to think outside of the box to come up with viable options for
118our students and I thank you our next speaker is mar still here she's gone is gone she had also written down her friend an is her friend an perhaps here you missed missed an too no Mar no an maybe they'll come back for the second we will have second audience comments at the end of the meeting um but that concludes who has signed up for uh for comments at this point in time we are not going to move on to uh our Section 8 board new business we have a few different items in here the first one is hiring process for the assistant superintendent for academics uh so assistant superintendent for academics Cino announced on Friday February 24th he will be resigning his role in District A6 to become the new superintendent for the grain
119District 102 effective July 1st 2023 I think congratulations to him the board uh though now is going to discuss and there's a possibility on taking some action depending on the motion uh for the process the process for hiring an assistant superintendent for academics to replace Dr C recognizing that we are a little bit late in um in the hiring schedule but at the same time um you we have hired um previous person in this in this post who actually started as opposed to July 1st within July but before the start of the school year uh and knowing that the process that any process that we start right now uh would likely be finished by the new board when it comes to voting not saying that um you know within the next several meetings there would
120be a a search firm contacted interviewed or whatever the case might be and then suddenly we'd be having somebody come back here before this particular board you know we'd be starting this so that when the new board is seated they will be picking up the process in in Midstream working with the administration on uh trying to fill this trying to fill this position and so to to that effect I I want to open up to convers one of the the topics that we have is simply um the hiring of the pursuit and the hiring of a search firm um to um to find somebody for for this position uh I know you've all provided individual feedback um remember Walker did as well and said that she's in favor of a um of a search firm
121as well as a recommended timeline uh and process from Administration I'm trying to be deliver to fill uh to fill that role and you i' like to I believe everybody has again in the opining seems to be leaning towards the concept of a search firm uh and just want to reiterate that's still people's intent um that we engage in search room as opposed to basically um keeping it entirely inous from a posting and uh search process so um I was part of the process for Dr kobo's hire which did employ a search firm I was attending board meetings regularly during that process and then engaged as a community member as part of the focus group and sat in on the interviews I am still in favor of search firm um I do think that at
122this point in the school year um congratulations is Dr coino he has an opportunity and we'll be moving on but I do believe that the peak hiring time that ship has sailed and so I feel that we should um be looking we have a new board that's going to be elected in about four weeks seated in about 7 to 8 to n weeks 10 weeks um I think at this point we should be looking for somebody to fild a position in intern capacity or leave it um V so because the other compounding factor is that we are going to have a new Superintendent at the beginning of or end of July of 2024 or beginning of July of 2024 depending on how that hiring shakes out and that superintendent should have the opportunity to hire
123um what is a critical role in The District i i would support that thought process um of a hiring the search fir B potentially starting with a interim position in order to allow the future superintendent the option to develop the uh the appropriate role the the pool of talent relative to the Cadence of hiring for teachers and for superintendents and different administrative roles from what I understand to Deb's point is sail it is a shallow pool of talent currently relativ to what might otherwise present during the hiring season um when there's more candidates available that may not be presented now relative to that case so I think we should certainly uh engage a recruiting firm but I do think the timeline should be extended Until That season presents deie how does that play out you're
124looking at me like oh I well I'm just looking I didn't mention teacher hiring is like Prime right now oh so is Administrative so just to be really clear so what were you saying about I'm not too sure that where that perspective is coming from so just to be clear what typically happens as there are retirements vacancies or people are shifting so anyone that is even moving up in their career there's a v a job alike vacancy that was just posted in D because that individual took a superintendency so this is the normal time when people um Advan their career which causes an open so you're looking at current principal current um assistant principal's current curriculum um some districts are very large and so they have multiple people that report to the curriculum assistant superintendent
125they might be a director of secondary curriculum that this would be again career Advan for them so this is a normal time from March through May if this was June I would completely agree with you it would be very difficult for a position a cabinet level position that someone would leave their current District because that would leave that district and a significant Lurch so I would agree if it was later but absolutely not not March this is a normal time where there is career advancement in individuals moving around that's routine in Industry to be clear on that and then the other comment that it should be the next board that is making that decision one way next it's the process right now and and it's it's um one way or the other it's the administration
126that's making the recommendation to the board for the hire as opposed to the board which is doing the interview process and determining who to hire it's it's a little bit different there um you know superintendent is the main thing so that's what the next board will be engaged in uh will be that direct hiring of that nextend of the next year and that individual May certainly choose to Define you know their own cabinet or or over the course of time or make recommendations on on contracts uh as they see fit I would worry though if we wait for the next if the board I should say I'll exclude the Wii because I won't be part of the Wii if the board waits for the next superintendent to then begin building it we'd have a vacancy
127for one or two years or potentially an interim for you know one or two years two years if they're going to fill it themselves and I wonder what is the benefit is there a benefit to the district at that point in time or the students to basically be treading water with one of the the more important posts um within the district especially as we've been discussing before we are facing a time of um heightened awareness of academic performance um coming out of out of the pandemic and so the need to have all eyes on that um I think would necessitate trying to to find find a great person for the job absolutely and not necessarily giving them a you know a 5-year contract to bring in it could be a one-year contract for somebody that
128a search finds that the next board votes on you know at the end of May for example or being or the the June meeting but it would still be bringing somebody in there that's you going to be wanting to work for that role as opposed to just signing the grants and just keeping some of the that rudimentary aspect of the role running the the paperwork aspect but also having somebody there um who is focused on advancing the district bettering the opportunities for students and paying attention to the unique challenges that we have coming out of Co I won't be part of the uh approval process because I think it' be very unlikely that we would have a candidate before our terms end but I think that this is something that we should defer to be
129Administration on uh what's most important is if there are viable candidates out there that we um that we uh give them an opportunity to apply and that we interview them and I would hate for the process to consume the substance here the most important thing is to find a competent uh person for this role and I would defer to to the administration in the most effective way to do to do that I uh and if they find somebody who who seems very competent why would you hire him as an inter it's just but but all of decisions save the superintendent's decision are are typically decisions that are made by the superintendent and then the board uh approves and in this instance because we're not talking about the superintendent we're talking about a lower position typically
130that is a decision that's made by by the superintendent with approval by the board so I see no reason to uh change that particular procedure I think the most important thing for our students is that we have competent in that position and I would defer that the administration is the best way to accomplish that uh so my perspective would be so I've heard that um folks who will be here P um I went to sech think that's I I think that was unanimous I would support that I was I you know I will support um people be yes the next question would be when how and do now to capitalize on the the Prime season to find candidates um better perhaps um might be most beneficial and then whoever is of the search firm that
131um we hire maybe they would have an idea on um just how to structure the I don't know that that would be we probably want input on that um or whatever uh who take that next position out of structure it that way but if we want to figure out how to move forward to get the process of hiring a search fir that might be beneficial so um included in the information was just the process of member sh that was um we do basically um that is our Norm process that was used for the Dr cino's hiring is exactly what we normally do to begin with um that's the same process we use that they use but our recommendation um we have no a problem using um our recommendation was iasb um we provided you all
132of the information um from the last time and all the information Shore did reach out to ISB to see if there was any changes in their structure of pricing fees and has remained the same but all that is included for the board ahead of time in there and so um and just for points of clarification someone was kind enough to look on the um Illinois job bank and as of tonight there are currently 17 superintendent and assistant superintendent positions posted on the Illinois Jing and so right now is the time to get in there um and there are people actively applying and um um fing those roles in addition to principal and sister principal vacancies so from our perspective um not a problem at all to um harlay and follow the similar process that we
133did uh the last time uh we did focus groups we got input from variety um ISD worked with us they screamed the candidates um it could certainly replicate that exact same process again have no problem doing that I don't know Miss Mo if you wanted to I don't know if um Miss Mo wanted to comment any around the process she would be the one working closely with is in the process um yes everything uh everything that superintend said is true um we definitely are we're it's pushing the timeline a bit it would have been better to have this posted perhaps in January February is but absolutely recruiting and hiring is still going on for administration um so I think um we we are in a good spot for that um having an interim for a
134year is I think going be extremely difficult um given all of the uh again Focus that the board wants on the academics without somebody actually in you know the position uh they're not going to be as bested as someone who is there every single day connecting to you all as well so that's a consideration um and uh the search firm idea I think is is a very good idea to have a uh outside party lead it so that it's transparent and and um you know that it's it's being sort of overseen by uh by someone else um so that brings that sort of neutral third party to the table so that we can all make sure we get a good candidate that that is going to meet the needs of this board um absolutely there's
135no possible way that a candidate could come forward for this board it will be the next board saying yes or no so that that is it's just not possible to get that done so question for you on um timeline I know the recommendation for ISB they have aost structure that at least when we looked at it last time versus some of the other ones out there uh again competitive cost structure different way of pricing as opposed to necessarily a flat fee um or is the high fee with additional um fees add on to that from your conversations with them you know we don't have a contract or anything to motion and and pass on tonight there's no action that we can take out hiring anybody tonight um I guess the the question there is if
136we were to take that recommendation and move move on that what do you think the speed would be of getting a contract back um for us to have the ability to vote on that that can come back on March 23rd I don't see any reason if I got Direction tonight that you know y this the direction we want to go we bring it I don't see a reason why that could happen on MAR and I'd also like to pair it with I would suggest we actually post for the vacancy and and just so that that that there's an awareness happening because that's something that ISB will also push out in multiple other spectrums but at least that's already out there we will become number 18 on the Illinois um and so and so just at
137least that there's a funneling system and then Cheryl can turn over all of that um to them but at least it's out there and it's out on the street and it's official would be the other recommendation I would suggest I also would Advocate although I can see a different opinion it would be good to have a seated assistant superintendent of curriculum while we search for a superintendent I think there's value in that and we know what this person's strengths are look for the who has a complimentary set of strengths to be the superintendent um so I I see some value in that I do understand people maybe been looking to bring two people in together that's risky that could work or it could actually implode as well question before us and I I'd say to
138provide direction to the administration to do two things one is to post at least it's out there no one may apply but at least we're posting and we're making it known it's known and obviously that it's going to be an open position but also to um procure a contract for a vote um at the second uh March meeting on 23rd again not saying that it would be a a default pass it could be that it doesn't but that at least we have that as an option so that if the board so chooses to to pass that uh then they can get started and then when the next board is seated um they'll hopefully have much similar probably to last time several different candidates that they can um ask questions of uh as we did a
139few years ago um in close session in a mask right in a it was in a mask in a very big distance but we we were SE all in one room to have those conversations with the candidates back then um I would say that's a proper course of action for us to take it maybe that it comes to that we don't get a candidate we find that we have a vacancy and that there simply isn't the interest in the job here right now and that would become absolutely your work your work and and your work um over the course of the next year to to fill that but to take action now I think would be a better course better course for Ministry to take let's pursue that let's see that on the agenda then
140coming back on the 23rd um contract with isv for searching for the assistant Su for academics and posting that on the job board we'll see what happens fingers crossed thank you for your input okay moving on to the next item here uh policy uh this is on establishing a date uh is the board of educational organization meeting per policy uh 2on uh 210 and as that states uh during March meeting and odd-numbered years the Board of Education establishes a date for its organization meeting to be held sometime after the election Authority canvases the vote but within 40 days after the Consolidated election the 2023 election as a note is on Tuesday April 4th the 2023 canvas uh is Tuesday April 25th 2023 is by and the organizational meeting deadline that we have is Sunday May
14114th 2023 um and so looking at our calendar of events we have a meeting just before there on May 11th uh it's our first it's the committee of the whole for May and we can do as some boards have done in the past then every time but the that 40 days after the election that has changed somewhat over time and it has compressed the um um the timeline forced earlier earlier meetings uh reor meetings than not um but right now we have that on our calendar we'd have if we were to do for example on May 11th um reor meain this board the 21 board would wrap up its business wrap up any of the minutes that we have that we vote on all those things would come for before us as it's a committee
142of a whole me traditionally as we know that's less of an action heavy or vote heavy agenda those mostly come lot the big items not always of course as we just but pass the CBA tonight um but often times it's that regular Action meeting that has a lot of the uh you know some of those larger um larger action items so that new board would then be we would um close up this board a new board would then reconvene immediately following um and do its reorg the voting for officers and and Mak any changes if they want to at that point in time and then they'd be up and running you know for that uh for the May Ram so I um would like to see it earlier and I believe it should be a
143standalone meeting so I actually found out today too that the ballots you know on canas on the Tuesday the 25th I me by that logic we could also have it for the second April meeting April 27th which is already scheduled um but I actually propose that we do something similar to what well something exactly alike what we did the last election and have a standalone reor meeting the first we of May for several reasons um there's a lot that needs to happen um in the middle of May so we already have committee me committee meetings so for candidates that are here you know there are committee meetings that are already scheduled for the month of May and those committees will be assigned shortly after reorganization including Finance which is usually in the middle of May
144and so if we um do this you know for the committee of the whole meeting we've got new board members that need to attend committee meetings some of which you know the following week so I would propose that we do it the first week of May Monday Tuesday Wednesday or Thursday and I believe those are like the second third fourth maybe first I'm pulling out my calendar first second third or fourth um of night I also think that um you know it lengthens you know we we'd be basically holding a full meeting and then seeding the new board as opposed to reor the week before and then they get to experience their first board meeting as a committee at the just for the record currently that week that first that your referenc mem call there
145is a policy meeting scheduled for Monday at 4:30 and an HR meeting scheduled for Tuesday at 8:30 I would propose then Wednesday night May 3rd four Thursday May 4th I'm I'm sorry can I just clarify when you say we in the past had a standalone meeting what do you envision being on this agenda as a standalone agenda we get to recognize the outgoing board members I mean exactly like we had a standalone reorganization meeting I don't think we've done that it always followed another meeting no it was it was a scheduled meeting that was not a committee of the whole we had a committee of the whole meeting the following week actually our first board meeting so I believe we got Seated on May 3rd I believe it was a Thursday um we there was
146some business that always has to be tied up by the outgoing board close session Minutes review a few votes on minutes Etc we read well we didn't read anything but you read um you know memoranda or resolutions recognizing outgoing board members new board members were sworn in president proam was elected I so to be clear that's what that was what the proposal was for the May 11th because it's an established name so we would do exactly what you just said on the May 11th date knowing that the only things that would be brought for this current board is if something had to we needed to take action on a b something otherwise it has would be exactly what you just described and then it will be um fail to be seated certainly could also do
147it the previous week as you have suggested so but that was the original intent was to do it exactly in the that you're describing but not knowing you know may is it's one of those months it's like December you never know what's going to creep up in May as a parent as you know a student in school so I would suggest that we leave our committee the whole meeting as is so the new board can experience that meeting and attend to any business that comes before the board um that perhaps we're not even anticipating as going be and then we do it as a CML meeting the week before in fact are we take do we take action on this area we can we can take action if we have a motion if we don't
148have a motion tonight it's fine too because it's Mee this meeting or the next meeting we're going to make the decision we can always have a motion um or an action added to multiple actions but you know action add to the next uh to the next meeting so my preference would be to have an early a meeting on I guess the third or fourth um to allow those new board members the opportunity to can get acclimated before we have our first um Committee of the whole um I feel like that's an appropriate approach to be taking uh for those new board members and we do have this listed as an action item today it is if we if we get to the motion yes yes as a note you're correct the last the last time
149reor was a reor meeting I think I have no you're right but that was unusual it was normally done yeah 2019 back was we'd have the we'd have other other meetings have been been handled in a different fashion um those have had um they've doubled up and prior to that well so prior to that I believe was the board when you guys were seated that's to be informal and say you guys want the three Alo and Bo MERS were seated and I believe that was on April 24th of 2019 which was the second second April meeting so alternatively we could do the meeting the you know on April 27th um because we know from the elections commission that the ballots will be certified on Tuesday um April 23d and the problem is we have to
150post and so because I we we it might be Clos a business day and so that is would be the 48 hour window so that's why we we had to Le on today because Tuesday to close their business day and that's out of our control when they actually released the campas and so we are not recommending April but certainly if I could just share a historical perspective I was sworn in as a board member on May 4 uh 2015 and it was like a sixh hour board meeting because we had a regular agenda and then we had a marathon closed session and I talk about baptism by fire that's what it was so I I would suggest for the for the benefit of the people who are newly joining the board that there' be only
151just the reorganization at that first meeting and I'm looking at what we did not that it affects me at all but I'm looking at what we did in1 and we had the it's right here on the schedule we had the board reorganization meeting on May 3rd and so I think the issue right now is just is that going to be May 11th or is that going to be May 3rd uh but that's for you folks to decide I'm just adding my historical perspective about the value of not having aath thought meeting so I agree and not knowing what's going to come up between now and the committee of the whole meeting in May which I believe is May 11 I would propose that we for consistency board typically meet on Thursdays that we have the
152reorganization meeting on Thursday May 3rd May the 4th it's the 4th actually I'm unable to attend on the um what about May third third third okay then I propose we have the reorganization meeting on Wednesday May 3rd to tie up any business that is dependent on this board recognize our outgoing board members and seat our board members so then I'll rephrase that so as there a motion to establish May 3rd as the board of educational organizational uh reorganizational meeting per policy to 10 so move L second James I the only has additional discussion yeah we we could fit any business that we had before then I know there was another year where they had a special meeting a short special meeting and then they did re back in I think that was the last meeting

154end of the night now we're going to move on to our 8.3 board protocols for voting and I'm trying to bring up something here um uh on that so this is a future agenda item related to just doing a tweak of of the updates to to voting um so talking about the process of protocol for discussing agenda items for the discussion and then when the questions called for the vote um I had I had made the U uh the mention before of of not having any sort of extemporaneous speeching speech at that point in time speaking during the the vote that would go based off of more parliamentary procedure of Robert's Rules of Order where you have effective I mean it's it's four ways to answer you know in the affirmative in the negative an
155exstension or present we don't normally have a present here we have certainly people have abstained from the vote in the past um and we have you know the the eyes um the N the the nose um but to basically Force us uh from a board protocol standpoint even knowing that this will be this will be a topic of conversation for the for the next board I imagine for their starting out right session later on in the in the year is reviewing the protocols but to have to establish there a protocol where um when we are just doing a roll call vote that that's all we're doing is a roll call vote because we've had the opportunity to discuss beforehand and we have made uh known at that point in time uh um to our fellow
156board members as well as to the committee this is why we will or will not be voting in one way um giving that opportunity for the discussion that we have here at the the board table so looking for any additional thoughts or conversation on on that topic well I think most people do that um I don't I actually haven't read my Roberts rules I didn't have time today but I had meant to you I'm not sure that I don't think Robert's Rules prohibits you from scraping your vote I think so what you're looking for is just to set a protocol that would be followed by board members you know to kind of keep the meeting consistent but there's I don't think anything that prohibits a board member from doing right there is not and and
157you know that again we're not strictly following um Roberts rul War rules rules excuse me ideally we are uh and that's what so much of this is based off of from a parliamentary procedure standpoint what this is based off of um but when you know taking a look at Robert's Rules but also at books pertaining to Robert's rules um one of them and I can CL Robert waterers comprehensive guide um um talks about and of course the members have four ways to respond with their names that been read by the secretary member who agrees with motion say yes those in opposition say no members not wish to participate in the vote have the ability to express by saying AB stain or present indicating that even though that particular member is present he or she will
158not be voting um for or against certain resolutions uh and you know technically there also can be instead of ab or present there can be a to then come back around uh we have had in previous board meetings I remember when cand was President C was President he sometimes would pass to then as the presiding officer if his was going to be a tiebreaking vote potentially or impactful is also something Robert rules talks about if the presiding officer vote will be influential in the passage of it then they typically go last um for it not looking to get that far into the weeds I'm just talking about um basically saying if we're going to have a discussion on an item then we should have a discussion on the item and we're going to we're making
159our opinions known that we're going to vote for against we make it known during the discussion and then the role call vote is simply the vote as opposed to another opportunity to then um take up time and give a speech and and looking over and and talking you know to other previous boarders it's something that's not it's not like it's just this board it's been a thing that's gone on going back in time right that sometimes you would simply have people that would insert a comment there um in fact in in previous boards you often have the comments would be written up and entered into a sort of board comments record um that would be that could be held at the district office if we refering back 10 years or so um but just looking
160to um to bring an efficiency to the voting process I think is what you know what my thought is there and remember James so I I too did read my version of rules order I have the in version um a little shorter um I I did not find anything pursuant to you know a restriction to to prefacing a vote or not prefacing a vote my suggestion would be that we T this and have this as part of our setting right um for protocols discussion that we may have with the next Bo so I I I agree that you brev is important especially here in District 86 from time to time but not always um a couple reasons that I find it important to be able to pref this first in the sphere of brevity often
161a fellow board member or board members will make similar comments that you plan on making so as opposed to engaging in a third narrative maintaining maintaining the same position of other board members you can quickly make that maintenance when you prefence your vote which actually saves time in itself um the second reason is and I can't remember what the narrative was but there was a comment that I had made at a board meeting which then ran counter to my vote which I didn't preface before my vote this is I'm going back year and I totally forget the N the uh policy measure but it also it it allows a board member to change course based on the engagement and discussion that they've had and perhaps learn from from fellow board members so they can explain
162why they're changing course and paying difference to the board members that may have changed mind so for those two reasons I think it's a it's a safe um consideration to continue I feel like it um it it doesn't happen that much that I think we can set the expectation that we be mindful of it and not doesn't happen more than I think I mean I think that a lot of it comes I think we're all mindful that the express those USS during the discussion um but will be set I think that would be that's what I see from a board from a protocol standpoint is that we are trying to just set an expectation for ourselves that's why I'm you know would be the proposal to have it in there that um when an item
163is up for for vote that during the discussion board members share their views with each other on the topic at hand and during the roll call vote simply vote um it's funny like the same things you're talking about that I agree you know to would agree but you know whether if somebody says um you know I believe we should vote for this for reasons XYZ and Kathleen says XYZ and you feel like you don't want to say it but even if you say it during your vote you're still saying it so if you say it right after Kathleen that from like an expedience them it's it's still mentioned and I think it's important though what you mentioned too the second point about saying why a vote may have changed from the beginning of conversation to
164an end because an important part of the engagement that we had as board members and offering our our ideas on why we're voting that way before a vote um may allow everybody who's then going to vote to be affected by your you know the conversion for example you're you're going into something you were hardcore against it you had a conversation now you're for it instead of maybe when you're called six and saying well now I'm actually going to vote for it um offering that that opinion prior to the vote you may change somebody else's mind and that could have a an actual difference on the passage or the failure of of a measure that's why I think like fostering that conversation fostering that discussion and offering each other our opinions and our reasonings I think
165is important during the discussion phase so that when we vote we've heard from each other uh the next Bo has heard from each other they know the whys and the wherefores of what's how things are going to be in the vote and then um they're able to act accordingly as opposed to you know like for tonight I start out first but what if somebody gives a speech and and that again to your point changes my mind you know I may have wished I had heard that beforehand and so if we're doing it in discussion it's just it's just that collaboration is trying to build that collaboration and I don't I wouldn't want to police it and start gabbling down if that happened just you know the future president would probably just say something let's C
166to be mindful of protocol when when voting um to share discussion during discussion as opposed to during the vote okay I must be in a nostalgic mood tonight because I remember as a new board member what I really benefited from was the discussion prior to the vote being taken because as a new board member you don't have context you're being asked to vot vote on things that you have had no experience perhaps you sat in the audience but what you hear in the audience is different than the deliberations that go on over months of time and I really benefited from l to the fellow board members discuss so that I could figure out where do I stand on this and uh what's best for the district I may come in with a preconceived notion but
167once I hear my other board member fellow board members I may say oh okay I didn't think about that so I think there's definitely a benefit to sharing your rationale for where you're leaning during the discussion period because the discussion period is when you're formulating a consensus rather than sandbagging and waiting until it's time to take the vote and then expressing why you're vot and I'm not suggesting bad faith here I rather what I'm suggesting is what benefits the discussion is sharing that information during the discussion period which is more informal especially for new board members who don't have the context but then this isn't a decision that's going to affect me in the future so of course I defer to you I just wanted to share that with my nostalgic LS today what if
168we Endeavor to try and implement this you know as an un um for an informal protocol and then the new board can discuss whether or not you know they want to try and formalize this um based on how it goes maybe for this board you know over the next several meetings yeah my idea wasn't I know we have this as a possible action but I don't have verbage you know that would be the protocol so one way or the other my idea coming out of the meeting was to then after hearing feedback was to you know send out a proposed language for a protocol and that proposed language could then be informally applied and not put on a future agenda for vote but could be at least something that we hold as again an expectation
169for ourselves um as uh it could be a pilot program before the ACT um but that's I mean you know again if people read the language and like hey that looks great you did a really wonderful job of writing that uh why don't we put that have that on a future agenda to vote for it then absolutely I put it on for an action but um my my thought was just to give some verbage on on possible protocol there that then could again whether it's this board the next kind of just help to in that collaboration between the seven during discussion and make the vote for vot um informed as fully as possible by all of our good good all right um we're going to move on then to 9.1 February Pac committee report and
170uh I going to uh pass this over um to chair Hansen to talk about P well the par teacher advisory committee meeting in February um I can't remember the date but uh to provide data and receive feedback through small and large group presentation and discussions about final exam and curriculum alignment work participants were group to ensure that representatives from both high schools and both parent and staff voices were reflected in small group discussions our committee meeting minutes which will be released as draft by the board detail the large group discussions where feedback from small group discussions were shared said is March 9th it feels like it was recent and it was as well so thanks participated um I think we got a lot out of it was a really good discussion any questions for share
171hands I would just like to add um I felt it was a very productive meeting um I felt that we had a lot of conversations there were three different tables in each table um kind of added their own little um spin on all of the conversations um I did have a couple of questions that I asked um for some clarification and I I don't believe that this presentation is posted publicly is that correct it's it's um published upon the approval of the minutes you have to approve the minutes first and then published correct then the document um so on there I had a couple questions regarding um there were several slides about finals impact on markeing rates and and how those were done and it's um understood that there are different percentages and weights for
172what the finals are so with a limited um impact on the finals as presented I was asking for a little bit more clarity around that um and I I still need to I think follow up with some of those questions and then I also had um questions regarding the marketing period grades for uh students with IPS and the impact of the finals um so as we heard from Miss Mao's comments earlier about them being some along the way I wanted to you know really kind of dig into that conversation a little bit further so we're move on then now to the consent agenda item 10.1 C going forward consent agenda items consists of items minutes business Affairs Personnel policies contract renewals and administrative tasks that are routine in nature or that have been discussed with

174of Dr Chris Cino um assistant superintendent for academics and I want to say it has been a privilege to work with him over the time that I've been on the board here he has been an outstanding addition to the district uh his contributions Beyond just the cavino chart as will maybe be an inside joke for some um are I think going to be felt positively in the district for many years to come I know that the school district he is going to will benefit tremendously from his depth of Knowledge from his skill from his ability to communicate complex uh and multifaceted ideas in a way that um a broad Community can understand and also for you know his humanity and empathy for the students and the faculty in the building his abs his absence here
175will be keenly felt at the same time I offer a wholehearted congratulations and best wishes in his in his new job there because I I'm will guarantee in my mind that he will excel there so I just want to say thank you um from from my perspective from the board for all that you've done uh I also want to comment in followup to uh what was I think a a fabulous presentation by Dr Hardy on women's History Month um going over the many items there on um you know women who made history um whether they made history in their in their lifetime and were known for those you know he only recognized their their contributions later someone for example like I Henry at alak we can read about that in in the in the famous
176book and I do not have a a list or say I don't have a pile of books uh to present but on the topic of women who make history there's also the idea of I think women who write history in such an exemplary fashion um to to add to our reading list going forward to recognize not only contributions of of women but also how they shape the narrative in a positive way and a new way uh you can take a look at awards list over the course of the latter half of the century and the increase in the number of women authors um to those list whether it's looking at P priz or national uh any of those lists you'll see that these um authors are being recognized now in greater numbers than ever before
177and I would encourage you to go out and find you know such interesting books as the three mothers by an Malik tubs um the mothers of Martin Luther King Jr Malcolm X and James Baldwin mentioned by Speaker earlier tonight um on three mothers that helped to shape and Define America you know through uh their influences on on their son of course uh George K Goodwins on her political books Barbara tuckman on her outstanding books on history I cannot recommend Barbara CH enough whether it's the guns of August and the uh and World War I the proud Tower in the time leading up to the World War I or just mirror on the calamitous uh 14th century and the 100 Years War uh she is an essential part of the Canon of History writers um that
178we have roxan dvar Ortiz and her work the indigenous people's History of the United States going over 400 years of history but from an angle that perhaps we haven't always known uh Elizabeth Colbert's the sixth Extinction which was could be a scary book when you consider it but taking a look at historical extinctions and I do mean the extinction level events and the question of are we in one right now uh in this uh the was it the um poene the anene I'm not a that's not my angle but I can say that book was was very well written don't take my inability to remember the exact phrase as a criticism of the book that's just more criticism of my of my gr matter there uh but there are many books out there um many
179amazing authors um that have been recognized that are being recognized um and again in this month being deliberate uh and making those choices purposeful choices uh to perhaps expose yourself to a different author or somebody else to brought your Viewpoint or learn some just amazing some amazing history move on then to Future agenda item request this is a time where of course board members can offer requests for additional items on the agenda uh I know we do have some that are coming up here in the future in March 23rd for example we will have the social studies curriculum um presentation that was going to be to we had to we had to push it back um future on uh in the business report on March 23rd we will additionally have the Strategic Plan cost report
180that will be a part of that that regular Cadence of business reporting that will be included in there as follow to member James's uh request to um review what we had before and then the GN uh data presentation uh will be is currently scheduled for the April 27th board meeting and so now I ask if there's any additional items for for um consideration the future agendas so um president held and I discussed the agenda item um policy 2105 and um we'll determine if that's going to happen now later um or at policy or for the full board um but you know I haven't brought this up in a while and we certainly can delay it at this point but I do think that um I don't want to wait till the Staffing report to bring
181it up because then I'll have missed future agenda items um I would like to still explore creative opportunities to um for students to access courses on either campus and I had listed a bunch of these when I proposed this um Beyond just zooming and using remote instruction but staggering the schedule so that we can provide for commuting providing transportation for students to take a of the other um building expanding what we offer um for our early bird courses expanding our summer school program um Pro potentially implementing a ninth hour since we'll be in an eighth period day um next year so I think that at some point I'd like to reinitiate this request all right well then he no additional um agenda item requests move on to 14.3 board comments time that we' set aside
182uh for board members uh to offer their comments for the records not for board Liberation do any members of the board wish to coms yes I do uh I'd like to make a clarification regarding a comment that was attributed to me at the parent teacher advisory committee uh something to the effect that uh students with IEPs do not perform as well in final exam questions and I want to provide some context I don't remember the exact words that I said but apparently uh there was some misunderstanding as to what I meant and I'd like to clarify that uh this issue of standardized testing in students with disabilities is a very complex issue uh and there's a lot written about it and a lot studied on it and I don't pretend to be an expert and
183I don't have any answers I just think that it merits thoughtful discussion students with IEPs their performance on high States tests we need to look at that for example final exams uh we need to look at students with iep's performance on these high Stak tests on an individualized basis in conjunction with their progress on their I final exam scores are just one measurement of a student with an i is learning and mastering course objectives my comment was not intended to diminish the capabilities of students with disabilities but rather to broaden learning and performance assessment for students with IEPs the need to look at more than just a final exam score so I would like to make that very clear I teach special education law and advocacy I know what students are capable of doing I
184just wanted to bring to the Forefront that final exam scores are only one measurement and not necessarily indicative of the capabilities of students withs uh and that was the only purpose uh the only meaning to be uh attributed to my comments not that I believe that students with capili your comments any additional comments from the word I don't really have any prepared comments but I have a couple of um areas that I you know I think to piggy back off that um that comment Kathleen is you know a new question um should be made or could be made if we want to look at metrics data and identify what would be the percentage of I students that are meeting their IEP goals so as we look at um are they testing well are they our
185final exams are those those things that yeah I I um I just want to mention I I responded to you and to other another board member who had inquiry as to what I meant and I referenced an article and I can't you know I can't vouch for the veracity of the article but the article seem to address all these different factors that come into play when we look at how students with disabilities perform on on uh standardized tests and I would defer to our Administration on that issue I am not the expert here but I what I wanted to draw attention to is that there are a lot of factors that we look at just as we develop an individual as I which looks at the unique needs of a child perhaps we should be
186assessing them on an individualized basis and not putting as much weight on a standardized test that was the only importance but that's where I I I defer to our Administration and to our very capable administrators and I do as well and the question that I had was it was presented so we we saw a chart with what the grades were on the final exams on the I so I figured that had to be there for a reason and was making some assumptions based on that that perhaps another metric might be of value you know as far as helping us understand that um I would also um like to I think bring up some of the comments regarding our uh our our newly signed and newly agreed upon uh CBA I think it's wonderful um but
187again to my question of the early release Wednesdays when we looked at hours that students would be out of school for this year with only with 15 but getting out at 1235 it comes out to 36.25 hours with the 28 days and I'm only looking at those early release Wednesday dayses not any of the others it's 37.3 so we're increasing uh the number of hours that the students are actually out of school with that and just point of note there no further board comments we're going to move on to Administration items this is uh uh 15.1 uh summer school program studies first read uh so Administration is now going to present the 2023 summer school program of studies so Dr Cino if you'd like to come on down good board so uh this is a
188first reading of our program of studies and other details for our summer school plan for 2023 uh so in a few months uh the Cadence of this presentation is uh it's the first in a sequence of two and we will bring uh the question uh back for your um uh vote and or uh approval uh at the next meeting slide uh this when um you can click on that is the uh link to the entire program of studies uh for uh summer school um and it contains a lot of information that I will go over on the remaining slides so let's just here we go okay so um uh our two summer school directors are the same as last year uh um Miss Grady and stab both English teachers though Miss Grady's also a German
189teacher uh and uh they did a fine job last summer and uh we continued their uh service through this summer and they're happy to do so uh they put together these dates after um looking at the summer calendar uh the 4th of July holiday always gives us a little bit of heartburn uh it never allows us to do the straight four or five days a week without a break so this is our proposal for this um year keeping in mind that uh we do have a longer school year and we are done on June 9th so this is actually the Monday following the end of school which isn't typically the amount of time it's usually a little bit longer but because we get out so late and we want to do summer school at the
190sort of at a normal cases this is um this is our proposal so Monday June 12th to the 15th you can see that each one of them is designed to be a 4day week each from 8 to uh 1:00 uh there is no lunch service in summer school there there has not been uh but students are out at 1:00 they get a couple breaks during the the day based on the teachers um instructional plans uh you'll see that the second week is slightly different uh in semester 1 and in semester 2 we actually begin on Wednesday July 5th so uh the 4th of July holiday occurs and then we do Wednesday Thursday Friday of week one we do Monday through Friday of week two and then Monday through Thursday of week three so summer school
191does not meet on the 3 or the fourth um there are a number of enrichment sessions workshops and intervention programs that are also in this program of studies they do not follow the semester 1 and two schedule because they are not actually courses they're they operate um on dates and times that vary depending on where they're placed in the schedule sometimes that has to do with when the instructors will be available um one last thing on that slide at the bottom asynchronous and hybrid course offerings there are a few of them in the um the course offerings this year uh the specific information about the dates that students have to be places in the terms of of hybrid for example in the sers course they have to start with the instructor establish some boundaries about
192how they're going to do their research and then it becomes more of a independent study for the student um our consumer economics course is entirely asynchronous as it has been for several years now they U meet at the beginning uh with the instructor online but then after that it becomes something students can do um uh at their um when when they when they can and from anywhere actually um so registration uh this is what people usually are wondering about uh Mr bal's team uh particularly has done a great job switching over to Infinite Campus uh and creating this Parent Portal where all registration uh and tuition uh fees will be uh in one location uh and uh so parents will use the parent portal in Infinite Campus to register for summer school this year uh
193we will open registration on April 15th at noon uh tuition and fees will be paid at the time of registration there's also a way to indicate that you want to apply for tuition asss at that time and then it'll be waved pend in your uh application uh for uh a a fee waiver uh which will be granted to everyone who has a free and reduced lunch status on our file already or uh can apply for it at that point in time uh the costs for our courses are the same as they've been in the past there is no increase uh 300 for a semester course uh 600 for a two semester course driver ed is a little bit higher um some of our enrichment and intervention sessions that range is actually the costs they go
194from 75 to 300 but uh one of our uh our our AP workshops are actually zero there's no cost uh we decided that uh one of the things that we wanted to do with the summer program that's different this year is to create um as I like to always say just a larger invitation to firste AP students uh and to not create a barrier for anyone regardless uh of income uh and so we are um uh attempting to run the AP workshops both in history AP US History and English language um uh for no no cost uh and we hope that that attracts some students to it um cancellation policy is the same as it's been in the past um refunds are possible but they have to be in by a certain date um click
195here to apply for refunds because I cut and pasted from the actual program of study so you can see that there uh there is Bus Transportation uh there's no cost for this bus transportation as it has been uh in years past uh so students can uh get to and from summer school without um needing to find a ride um materials are the same as they've been over the last few years students will use their d86 issued Chromebooks uh any new students of the school as you can see there will uh be issued a Chromebook at the time so here are course offerings split into two different categories the one on the left credit bearing or as I like to just call it for advancement these are courses that you can take because you would like
196to um take something that's either more advanced or something different during the next school year or maybe Beyond um so uh we so many of these courses um operate in in that way uh so we have them from a variety of different departments um it is um I'd say one of the most challenging aspects of the director's job to find um teachers for all of these courses um I think that when um and just to give you some insight about how these are selected they work with the um the department Sheriff uh to figure out what they feel like the most need will be for the the next school year uh they uh also consult with the um uh um past um courses that were um um offered to see how many students were taking
197them and then they um they put these these out the way uh that we see them here um Credit Recovery will be offered in all four English levels uh in algebra geometry Algebra 2 biology and chemistry um as well as Civics and US history as far as enrichment and workshop offerings at the top you can see some that are are really just a sort of um there's a lot of filling in the gaps options uh some of these have existed in the past some of them are being redesigned uh due to the the the data that we um are reive over the course of the Year both from um um some of our assessments internally but also from our external assessments as well we're adding elll beginners in advance that is a need that we
198have in the district uh so we will be um um reaching out to all of the students in our elll program uh to uh see if they would like to be part of an enrichment program um strongly encouraging them to uh be part of an enrichment program um the workshops at the bottom two APS existed in the past uh one addition this year um and a great uh idea uh that came out of a lot of discussions over the last few weeks uh is a college essay Workshop we're going to offer it each semester um it'll be run by uh a counselor and an English or writing teacher uh together uh students will be encouraged to bring U their um uh narrative writing assignments from their classes and anything that they have workshopped potentially at
199the end of the year since our English classes will be doing a workshop at the end of the year for college essay writing if you're a junior um uh to sort of Polish them up prior to uh the beginning of the next year when applications actually open uh some of the notable changes uh just to summarize them Civic has moved from online to in person uh one of the reasons for that is just some feedback about how difficult it is to fulfill some of the actual uh mandatory or statutory aspects of a civics class uh we actually have to do a government simulation of some kind in order for the class to count as the civic's class it's far more difficult to do that in online setting than it is inperson setting uh and um
200the discussions are just far richer when you have people in front of you uh than um sometimes blank screens uh Health has also been moved to uh from online to in person uh that was a decision that uh came from directly from the health teachers from the last few years not feeling like they were able to get through the curriculum in the same way obviously the college as R's Workshop uh we have added intro to pre-calculus uh I'm sorry we changed it from online to in person um that making all of our math courses um primarily in person um again a request from the math department uh and then our music appreciation class uh is here in place of guitar so we had only guitar in the past but over the last few years we
201have been trying to create these more survey like courses uh to provide experiences in a variety of places within our electives it's why we have the exploring um um modern music it's why we have several the exploring classes you see on our course titles so those are the changes uh the Su School director's information is in the program of studies it's also up there and I just want to close by hitting on the things that a lot of people then email and ask us registration is going to be through the parent portal in Infinite Campus it begins April 15th tuition them fees paid at the time of reg registration unless a fee waiver is uh requested at that time and our summer school directors will contact all individuals if courses are canell to low enrollment
202uh we do our very best to run even the lowest enrollment classes but I do want to remind um the board and anyone who is listening that summer school is a self-funded Endeavor is not part of a budget that we have this x amount of money for if we're going to run a course we typically need somewhere between Josh probably has the exact number but I want to say like 10 to 15 students um and and sometimes courses that have more students can offset courses that have smaller students is he is he smirking in the Des I can't see okay um uh so um but that is that is one of the reasons that of course that may only have two or three students who is registered will not run because we it just is
203not finan financially feasible um how do families of rising freshmen register will they be given instructions on infinite ke and then is there any talk um know the district used to run some week long enrichment for middle schoolers you know in engineering I forget what exactly they were any talk of bringing some back some of those they were more like camp like experiences yeah they they um I mean it sounds drory to say that they fell off the program of studies about a year and a half ago we we put them on and then we had very few takers I'm sure that we can um um begin to add them back again um but no This was um a program focused on our Rising freshmen and existing students so I had asked a question about
204U scholarship opportunities and I realized it's kind of a self-funded program um but I as a picky back off that the question is are there any opportunities where Community might help fund some scholarships or has that been explored or is there any that um it we have not in the design of the program explored Community scholarships if you have any questions thank you presentation we're now going to go over to wait I'm sorry I did have one I I knew there was one comment that I had here that I was read my not well um are there any options uh to take some of the courses I know we're talking about Staffing coming up very shortly um like next but is there any options are there any options or availability to take some courses that
205may not be run during the school year might be able OPP um well I I just looking at the list that we're currently running atomology is one that typically has low enrollment that is offered in the summer uh it typically has a very low enrollment in the summer as well um other than that I am not seeing any on our current list oh modern music exploration so one fin arts and one in languages are two that have relatively low enrollment during the school year that are offered in the summer um but I mean I can tell you for the last couple years they've also had relatively low summer interest in and I guess would those be office those students that did sign up and the class is not looking to run with is that just
206a reminder maybe to those students that's an option they could to we certainly could reach out to anyone who is was looking to take a course like that and let them know that it's thank you very much we move to uh agenda item 16.1 excuse me prary staffing recommendations so the members of the administration here are uh going to present the board with a preliminary Staffing recommendation yes thank you the te presents I just as we also mentioned um at the HR committee meeting there's a tremendous amount of work that goes behind the scenes of the building level um before it even comes to us but our coure team we spent an entire Friday in the morning of a Wednesday literally looking at every course and talking about every possible option so I do want
207the bo to know the incredible amount of hours has been spent on both at the building level and again at the district level um trying to balance course requests and being physically responsible so at this time I will turn over to Cheryl Moore and she will walk you through the initial slides okay thank you um so if we go to the next slide uh this is our timeline it begins with student course selections there are districts that actually will flip this and say well we have three art teachers so we're going to run three SE 15 sections of Art and they plug the kids in that way but we start with the students and the students plans and the students needs first and that happens in February January February at the building level uh then
208the Departments work on their individual sectioning and then within the building the building uh spends an awful lot of time trying to come up with what they are recommending as the Staffing plan for their specific building then we come together as superintendent PR said as a district and we look holistically at this because there always the tension of trying to maximize student opportunities with trying to also be fiscally responsible in managing our budget and that is constantly the tension and we can never uh get past that uh remembering that that is always uh you know it's a constraint as we try to build Staffing uh schedules and recommendations we're now at the place where we come to the board to ask for your approval on our recommendation tonight we give you the information ask uh
209any questions or anything else you want us to provide and then we'll come back two weeks from now where you would officially give us uh hopefully the approval on what we're recommend at that point an awful lot of work then also happens at the building level to build a master schedule and at that time we're also going to start looking at our support staff needs um and that's generally done through the budgeting process because it doesn't always depend specifically on student involment go to the next slide uh this is a staffing framework that was approved in December we had a discussion to be uh proactive about what the board wanted us to do when we got to this place um I won't read through all of those but just a reminder we do try to
210staff our classes ideally at 25 students plus or minus two and generally we do not run courses without with fewer than 15 students there are exceptions and again this is the framework um collectively we have 100 plus years of experience doing this and so a lot of uh the decisions that are made are based upon our um you itive experience and wisdom and it's not a uh a blueprint per se it's a framework um okay so going to the next that's just the finalizing of the un uh framework as well um next slide is our student enrollment numbers I do want to point out a few things uh student enrollment is down 3% uh and three and a half at South across the district and it has this has been a trend um Central does
211comprise almost 2third of our student enrollment as we all know and that does present Staffing challenges simply because of the volume and the things that have already been discussed so I won't belabor those but it is a real constraint it will continue every year uh when we have this big difference in enrollment numbers it's it's simply a math problem and with that um I I wanted to begin with the end in mind so this is what we are coming to you tonight with the recommendation for your feedback thoughts questions so that next time we can come back with this or any um directives you give us to make adjustments uh but we are overall recommending a a a decrease of FTE of 2.5 but I want to be clear about a couple things first uh
212two of that FTE is from our Esser funds so those funds as you remember are temporary covid related uh funding and that is uh we are running out of it we have a little bit left to be able to keep 2.8 FTE but two of it is simply eser so we're not really cutting the budget per se we're simply um you know going down grant that was given to us um and then uh and then also point four is down in our Haven program that is kind of a district self-funded I don't want say self-funded but self budgeted program um so again that's not necessarily going down per se districtwide that's specific to The Haven program which leaves us really with a01 that we are going down so we're we're coming to you with a
213flat staffing recommendation is what I'm trying to say um if anyone looked at the slides last year just to point out the two bottom gray lines the the department chairs and eser funds were not on the slides last year that was simply a function of me not understanding that those were tracked on the district sheet so they never made it any slides but so if you look at the numbers last year we came with I think 340 now we're coming with 360 it's not 20 more positions at all it's just we didn't include those additional on the slides so flat staffing recommendation I'll turn it over to my colleagues to explain how we got to this recommendation and then this slide will here at the end okay so for the transition Center okay for the
214transition Center just wanted to point out the three bullets so there's not a change to teaching staff FTE the incre the included in this is an increase of 2 FTE for speech language services to meet students needs and just also if you notice that there are some differences in the number on the slides in terms of enrollment it's due to transition services that enrollment varies throughout the year it could vary from the number that we're given at the start of the at the now in March to the start of the year so I think it's really important just to realize that because um it's based on students postsecondary outcomes it's based on team decisions that include the parents and theud student so those are IEP team decisions and it could cause the enrollment to vary
215throughout the year uh as Sher Mo said uh when it comes time to Staffing it's generally based on uh as she said two things enrollment between the two high schools and transition Center and then student request as regarding classes uh the additional thing we're asking for to consider which we gener do in some way shape or form but want to clearly identify it this year is that we want to talk about programming uh we're asking the board to consider our recommendation and vote on our recommendation for a flat staffing model as we really Center a lot of our staffing needs on programming we're targeting a couple things as you can see here targeted academic Focus as well as expanded executive function and faculty resources Focus what we're looking to do in the buildings is maintain
216a flat staffing model regardless of enrollment and uh the student choices so that we can maximize our multi-tier systems of support and academics as well as other focuses on these things closing the skill and achievement gaps that students have demonstrated over the past last several years that we're all completly aware of increasing support opportunities for students to be successful increasing skills recovery in core areas such as Reading Writing and Mathematics uh lowering some class sizes in some freshman courses maintaining Capstone classes that are well that could be well under or significantly under or just under the framework that Miss mois spoke about a little earlier and then maintain some continuity of some courses and sequences that may be under the framework as well as students have taken like you said might be a World Language
217or some engineering class or something of that nature where they're maintaining the Contin sequences they have we also want to keep in mind that we want to functions in programming around the student support center targeted Excel classes core Department Intervention which is something we'll talk about in a moment here instructional coaching which is something we need to talk about as well uh and in Hinsdale Central in particular we're recognizing that one adjustment we need to make based on this year's was instead of having all students in a giant study hall in the multi-purpose room there are a group of of grade n students that we really need to have in a supported study hall and pulling them from that environment put them in a smaller environment with some resources gel South wants to focus a
218little bit on learning Readiness PE and then both campuses still want to continue programming under accelerate programs so I might want I want to pause it there as I did the other day and asked for questions of clarity uh that people have before we get to this slide keep back I'll ask a question about um instructional coaching I know there's been you know because of the pandemic so much of that seems to have fallen under technology um is there any intention to you know go back and potentially refocus of this on just more um of the ntss tier one supports that are supposed to be occurring in the classroom but helping teachers to implement some of those supports so away from the technology focus of instruction and more towards you know connecting with students supporting
219students that may be struggling with study skills or keeping up in class or self- advocacy things like that uh at hin Central while we are repurposing the instructional Innovation coaches the iic's it is a point at you on the next side which will get for the moment I think we have8 FTE I allocated that and we are looking to repurpose that 08 and actually go to a 2.0 under instructional coaching and it is the focus on providing teachers with the best practices with regards to some of those tier one interventions that you talked about and providing them with the skills and capacity to meet the needs of the students that are seated before them so that is what we're looking at it's even it's even Beyond just some of those things you talked about is
220also a Hol list a holistic approach to best practices within a classroom from um culture from Equity work to assessment literacy to tier one interventions to executive functions because you name it it's the idea of finding that right teacher who has that capacity to help engage our staff in some of those skills so they can be successful so there's a repurpose that hsel Central at South uh the the short answer is yes um it is imperative that we maintain our existing instructional coaching we're not making we're not proposing any changes there uh but adding to that some other programming things that are not a part of any of this uh that focuses on tier one instruction not depending on tier 2 interventions away from the classroom or tier three interventions away from the classroom uh
221but equipping our teachers with the types of researched skills that address address those tier one needs they are the absolute front line those interventions and responses to student needs have to happen in the classroom so that's the short answer no changes in in allocations okay yeah all right Kei going to the next slide so if we look at H sale Central here on the left hand side you can see all of our our departments the second column talks about the actual FTE uh for the current year that we have for each those departments The Proposal is what we're recommending for this current for the upcoming year based on student requests and the courses they wanted and then you have the variance the favorable or unfavorable favorable meaning it to the district it is a cost
222savings unfavorable meaning it would be an increase in the FTE because it's a cost expense to the district just to clarify that for those of us that are in accountants um but as you look at it based on student request Hinsdale Central would be in a favorable mode of decreasing FTE by 1.5 I am coming to you today on behalf of Hinsdale Central asking to increase the total direct or support FTE which you can see on the right hand side to increase that by 1.2 to meet those things that we just spoke about on the previous slides where Hinsdale Central would then come in at a favorable drop3 in FB fge uh and on the right hand side you can see where we're we're identifying some of those direct or support FTE everything from an
223assistant athletic director to the iic as you can see goes from 08 to zero uh we're changing inter English intervention uh going from a 1.4 to 1 1.0 math intervention from a 1.4 to a 2.0 uh no uh and then science intervention social studies intervention Excel three instructional coaches adds a 2.0 and with those interventionists that you're proposing be available during the launch period exactly so exactly right so with those English and math is intended to Target those students who are uh showing deficiencies in English reading and writing or mathematics and pooling students on Cycles somewh between six and 8 weeks and helping them increase their deficiencies where they're behind grade level so they can perform better a variety of things they do in an academic setting that's exactly right during those hsel Central will
224have five lunch periods that's why it's a 1.0 need at that point uh in regards to uh enrollment and request of classes the low enrollment courses there are a total of 126 classes running below the framework which is that 25 plus or minus two lab class is something different PE class something different but below the framework there are low uh enrollment courses that are not running for the 20234 23 24 school year uh and those are listed there as well due to a significant low enrollment uh in I think in every one of the cases it's below 10 requests I don't have the numbers off that my had confirmed but that's really what that's out of curiosity for some of these courses like I think about AP art history at Central that doesn't run every
225year but well it is running next year I I'm using it as a Hy okay um is there any thought to putting some of these courses on a rotation basis so when a student starts as a freshman they know I'm going to have the opportunity if this is a sophomore or senior or freshman or Junior so that we can capitalize on two years of low enrollment but put together one class we have talked about that uh it may or may not work but yes there's all we're always talking about what are we missing what what was a way to get those students in those classes or increase the numbers to it uh hypothetically if you just play that game though if you had six students requesting AP art history hypothetical one year it doesn't necessarily
226guarante you're going to hit the 25 the following year if you don't run it that one so but yeah there are there are ways that we need to be thinking more creatively uh even summer school and that's what we're doing with modern music one of the things mod user exploration not much to add in terms of how uh the thank you not much to add in terms of how uh the slide is organized in terms of the information I would only point out the increase in e e L on the left side of the slide I would also point out the increase in uh special education those are small but principally they are significant because it means that the needs that we have continue to go up uh we are in a favorable position to
227the district uh with a 1.6 uh we are down 1.6 but we are requesting uh to allocate 1.2 to the services that are mentioned on the right side of the slide uh establishing a full-time Excel coordinator maintaining one of our Student Success centers uh which we were in danger of losing uh and maintaining our math intervention we're reallocating a little bit there changing a little bit in terms of how we do our literacy lab uh and the important points for those changes that I I I just identified by a pretty straightforward the notion of showing up to an intervention for General help is not working we at South have to get better at targeting the critical Concepts that students aren't mastering and then providing interventions based on those critical Concepts we're not seeing the kind
228of movement that we would like to see out of interventions um because our our help in part because our our assist it's General you simply show up and there are some cases of course that are exceptions to that where teachers are identifying a need and saying you need to show up uh and so really targeting during uh our lunch hours specific standards I I dare say I dare say standards aligned interventions um rather than those General helps and and then lastly um we think it's an important step to take because we don't want to continue doing the one thing we shouldn't which is to damage the motivation and confidence of students it is clear in our field that when a student remains in an intervention too long that leads to dropouts that leads to a
229lack of confidence um that will impact them for unforeseeable I don't want to overstate it but for a long time in their lives so targeting those skill gaps moving students in and out of the intervention so we can stop juggling kids they're in they're out and then they're right back in because we never actually moved the skill we helped them with their homework we helped them with the paper but we didn't close the skill that was needed to do it so really changing how we think about the services provided on the right and just out of curiosity or just to clar fight so elll will be new inhouse itself because elll South students if they want to access those supports have been coming over to Central yes uh but not a full program you are
230correct of course and I think this is widely known that our students have to make a choice uh to either take advantage of the services uh by attending Central or not having the services and remaining in South and uh to no to no one's surprise students love hensdale South and so they stay um the challenge is they don't receive those services so it won't be a complete program to start you start somewhere and I believe we're starting with the third level of coursework I might not be saying that right Dr coino please uh if I'm saying it wrong I'm not offended to be corrected he said yes yeah that eye in the back of my head just didn't catch it um and so and so uh we'll start there and then build the program next
231slide please and thank you um this is the list that troubles us all uh 93 courses uh running below the framework I want to be clear uh and I think uh principal Walsh said it uh these are classes that are simply just below the framework there's no crisis there um we talked about this in committee and I think maybe I would only add to principal w comment these could be courses I think the example we gave in committee was uh a class where you have 35 students uh in a core class uh uh request the course that's a really bad break can't put 35 kids in a class so now that's two sections of 17 below the framework giving us a total of 93 so this isn't that isn't meant to sort of reflect a
232negative thing uh the challenge though is the next bullet and the bullets below it just the bullets not the SL just the bullets no you're good thank you um these are the courses that are not running because they were well below the framework in some cases uh four or six students but um often less than 10 thank you were there any they were all less than students I mean were there any that were close to the Staffing framework I can't say that right off the top of my head but the vast majority of these were low enrolled uh in the way that I described I'm looking at the list just right now to see if my memory will pull up one and my my initial answer is no so for example uh the PE courses
233PE runs at 45 those those were well below so it was it wouldn't have been below 10 but it might have been 20 if my memory is s right it might have been 20 kids but that's well below uh the 45 that we would have tried to run in a PE class just I mean I'm sure you've looked at this but I have to ask the question especially around um some of these waterbased PE um opportunities is there any way to combine a lifeguarding and you know those kids are learning lifeguarding we've got another group doing it looks like it could be water Zumba or something um based on the description Aquatics watery games like is there is there any way to combine those so that kids can access you know especially to utilize our
234pools and helpfully develop you know water safety Etc um I don't know about I don't remember what centrals was I I'll provide a response for South the future uh possibly we are looking at every listen it is sad uh if we have to have that pool just sitting no one wants that um so I think we're trying to be creative uh as we think about ways to combine classes and so on now here's the consequence let me make sure I say this at a moment based on your example here's the consequence that everyone needs to hear um and I don't really even want to go down this road what you just described is a great idea that's called stacking and I just want to say that out loud it's a great idea every school I've
235ever LED does it to try to create opportunities for students or to maintain courses um and I think we should be looking at all those ideas I would not try that this year uh but but I think we have to have those things on the table I'm actually going to take back that exam I don't know that I want my lifeguard trained while teacher is watch it was just an example it was just an example just an example have to take it back I wasn't going to say anything about that I do want to add it's it's disingenuous to say the pools aren't being used because they're using them in freshman classes they're using them in sophomore classes so the pools are fully operational throughout the building yeah that's yeah so another concern I have
236that the prior board ran into prior just before we were seated um were these German and Latin classes and so I know that Hil South does offer an additional language in American Sign Language but um I'd be interested to know what the numbers were not just for I think for all four just to kind of understand if there's any scenario we could P you know I I understand we had it comment earlier you know this isn't the type of sequential content area that you want to weigh the year to start um because a lot of kids want to finish up four years of language um so I'm just I'm interested to know and then if we are periodically which I think now it's been every other year seeing an issue with these particular languages have
237we potentially explored other options especially since it's going to be a state requirement that students take a foreign language um so we maybe want to bring in something different at H Del out um if these two aren't fing up so just a thought okay so um kind of wrapping up here just wanted to foreshadow uh support staff we are we this is not talking about or looking at our support staff needs we do anticipate with the new lunch 50-minute periods at Central perhaps needing some additional lunch supervision and then with the El programs needing some par professionals however um we will look at that through the budget process in April and May we also anticipate that with many of the vacancies we had this year in support staff uh some of the programming has changed
238we may be able to utilize some of those FTE that we didn't even fill to um to repurpose that for the ell so so it's unlikely we'll be coming with more support staff requests but just know that that's on our radar as well um so that's not a surprise in the budgeting process when we when we discuss our support staff needs that's how it works uh with with the support staff request and then again uh just back to this original slide here so that you again understand even though we are down in enrollment we did have Savings in classroom FTE um the principles and the building leadership feels strongly and hopefully the board sees the need of utilizing that FTE uh to support students in different ways and so we are again going to be
239coming unless you give us direct Direction tonight with a flat staffing model um ultimately down 2.5 of thater questions or is there information you would like to see for third uh for for two weeks from now I guess one more slide please because our timeline um you I believe you know school code does require us to provide 45 days notice prior to the end of the school term of Any teacher uh that we are not going to renew their contract due to whatever reason um and that is the reason for the timing on this always being in March we have to hit that 45 day um we did technically have a little more time this year because of our late start but we're going to stick to the same March Cadence so we don't get
240off kilter um so next board meeting is when we bring our final staffy request ask the board to approve it and the subsequent any non-renewals or RI decisions that would need to come um with that uh with the Staffing so directives questions concerns what what else can we provide to make sure you have everything you need to to V uh on on Thursday so the 2.0 that um you know now that Esser is going away I mean that doesn't specify anybody from any program that's supported you know directly so it's just to ft to FTE and since we're repurposing um I don't want to commit but I think many of the people running many of these s types of things are probably still in those fields in those areas as the intent yeah so um
241it's not you know that um it's not a person that's going away because we're losing a 1.0 we we're simply reallocating so reviewing a little bit of the um student enrollment numbers and specifically at South um it looks like last year it was projected to be about 1283 at South and then it says our current enrollment is about 1358 so kind of a difference of 75 students it looks like we underestimated last year so I guess my question is is how does that Impact Staffing that's something that happens is is there surge at late there's always M and I believe it was 50 51 at South and 58 at Central we always have especially you know they come in last minute enrollments come in all the time and then throughout the year I've seen numbers
242kind of fluctuate I realize they do but that's that's a pretty substantial number with infinite campus now we're getting really precise on this we had like a three hour debate about all these numbers and we're pretty precise now so it's possible also that you know maybe things in the past weren't quite as precise but these numbers should be very good so I guess my only question is is with the projections that we had last year when we were making the recommendations are we able to support those students with an increase of 75 students or there additional staff added or anything along those lines I don't Josh I don't believe we added any staff at FTE after we would come here I don't believe we added f call sometimes in the past we to come for
