And uh Madame President and board members, uh I thought I'd help you out by highlighting uh the things that were uh you know, how they changed things in these. I had some concerns because some of the things they were deleting, I wanted to make sure that we had them covered elsewhere. So, I went through it pretty thoroughly. Um, but
002yes, it's this big long list of policies. And then there are regulations and exhibits, but we we're not we're not going to even consider those tonight. We won't even consider those until after you uh after the second reading of the policies. Um, and I'm only concerned with the ones you say that we don't have. There were two or two two, right? Three of them, right? But for the for not just for you all, but for the public as well. Um, uh, the um, yes, and we can look at those specifically if you want. Um, uh, this could take forever. Well, and I will tell you these came out this this policy advisory came out in like September or October and we've been so busy with other stuff we didn't get to it. Next month we
003will look at at section G and it's 500 pages. Oh my goodness. It is the biggest section in the policy book. So I am going through it into three parts. Well, that would mean we wouldn't have it approved until August if we broke it into three parts. And some of those things we have to some of the things in section G we have to share with employees before the school year starts or at you know during that week before school actually starts. And those just came literally just came out. So it's not like we've been sitting on those. Uh we haven't. Um um so uh the good news in in this is uh because one of the things that I did um was go look at because there are some recommended changes in here for
004regulations uh as well as the policies and um and there are four that when we get to them next month that I want to make some recommendations to you relative to whether we keep them or we keep our version or we go with theirs or whatever. So, uh, we won't address those tonight. We'll just talk about the policies. So, uh, Melinda says she wants to look at the ones with changes and I highlighted those things or that we don't have. I had notes on the side for those. So, if you just scroll down, Cass, until we see the little note on the side that says we don't even have this one. There you go. Sorry. Um, so, uh, we haven't even had this one in our policies, uh, that has to do with buildings and
005grounds maintenance. So, Cass, if you'll go down to 926 so that we can look at it and have any discussion about it. Yeah. Yeah. You'll have to Yeah, there you go. Oh, it's um um ECB. There you go. Um, so they've had this one before. This is not a new one, but uh, apparently for whatever reason, it's not been in our policy book. And, um, so it seems to me to be a reasonable policy. Yeah. When I read through this one, it was it's like, why did we not have it? You know, why did
006we not have it? Yeah. Well, number one is why we didn't have it was because we didn't have the plumbing services and we didn't have Well, it doesn't matter. They still expect us to do these things even if we didn't have it in-house. That's true. Uh so, uh and in fact, the uh you know, the legislative uh what's called the minimum adequacy guidelines um require these kinds of things anyway. So, uh, and even if they didn't, the trust does relative to our, uh, maintenance of our facilities. Um, so this one seems to me to be a reasonable one for us to add. And then I think there were only two that we didn't have. Is that two? I think there I remember two, but then when I was reading you, I was so flabbergasted. Well,
007that one I have Yeah. The only reason I had that highlighted, the purple part, is um uh that we can retain on this one on EDC um they were recommending taking out a piece of it. Um but then they also said we could retain that if it applied to our district. So uh that might be one you want to look at that you all want to look at and and discuss. Well, we kind of make it a policy not to compete with uh local business. I personally think it should stay in there. Mhm. That would that would make it official. Yeah. That we not would you guys look at stop for a second and look at part C? I'm looking at that they've that they've stricken out. I think it should we can leave it in there. I think we should. Yeah, I think we should too. Okay. So, okay. So, when we
009when we bring the because next month for your second reading, we won't bring this annotated version. and we'll bring the clean version. So, we'll make sure we leave that in. Okay. That was C. Yeah. Um I like it that they uh for for what it's worth, I like it that in D um that they put, you know, as appropriate in terms of what we charge. Um uh because there, you know, there is a structure, a charge structure. Uh but I will tell you that I'm I'm very friendly to our uh to our partners in the community. Uh uh you know, if it has anything to do with kids, anything to do with kids. So even if it's some uh uh service organization that is doing a fundraiser, you know, they they want to use our
010facilities for a fundraiser, but they end up giving the money back to schools and to kids. I don't charge them rent. the only thing I'd charge them would be if it's on a Friday or a Saturday, charge them for custodial um or a Sunday. So, um I'm pretty liberal with that and and I've never really felt that you all would be opposed to that u because it has to do with kids. It's it's helping our kids and it helps like Kuanas. It would help us to raise more funds to donate. Exactly. Exactly. You know, the idea is we're a community here. Yes. Community helps each other. Yeah, the village raises the the kids. So, we're part of that village. We got to be, you know, Yeah. Exactly. Um and and they're our partners. Yeah. You
011know, so, you know, we treat our partners well because we want them to treat us well. Yeah. It's just the right thing to do anyway. Exactly. It's the way we should do it. Yeah. Okay. Uh Yeah. So, now we'll find the other little find the second one. I know. 016handle employee situations. And I thought what are we going to where are these going? You know, they can't really go away. where are they going? And so I started marking them that way for me because I wanted to see okay if this policy is being deleted where are the key pieces from this policy going so that we know where they are. So you know so we'll just is there any more discussion on these 46 things or 48 things? No. Are there is there more discussion? I think so. Okay. We'll just we'll vote on them then Next meeting. Yeah. for those policies. Um item 1.4 revisions to JL's student wellness regulations. So, Madame President and board members, um, uh, earlier this year, we had an audit, uh, of the food service program, and one of the,
017uh, one of the things that came out of that was, um, that we did not have a record that our student wellness policy and regulations had been reviewed uh, um, in a timely manner. And so, uh, we put together a wellness committee. Jen was the chair of that, you know, chaired that committee. They worked all this year uh to address uh the things that are supposed to be d addressed relative to that and made recommendations to me about uh some changes. Um as it turns out, I'm recommending that we not change the policy. The policy is fine the way it is. Um, but uh I took all of their advice relative to uh the regulations and um and their advice was all related to uh guidelines that they got from the Arizona Department of Education
018Nutrition Division uh to make these changes. So that's how this came about for these two policy changes. So, um, I marked them the same way that ASB ASBA does. Uh, struck struck through the parts that are going away and underlined the the new sections. Uh, some of the pl some of the things that are struck through um appear, but they appear within uh within uh the um the new sections so that I, you know, it would flow better um and make more sense. So, um, this is now in the agenda as part of my report to you. As you recall, you all said that, you know, rather than having to approve regulations and exhibits that I could report them to you, but I wanted it in in the workshop so that if you had some
019discussion about any of these or questions about how they came about, uh, that we could answer them. Keep going down, please. Keep going. Okay, that one. Uhhuh. School day is defined as from midnight before school until 30 minutes after the last school sponsored class, regular school day or after school programs, whichever is later. That's right out of the law. So in other words, now they have changed it so we can't have like a at sporting events you can't have a snack bar. Yes, you can. But that's down here a little bit farther. Yes, you can have a snack bar. It's just that if you and and this came up last year, okay, at Fox Creek where uh when we still had well the year before last when we still had 21st century, so we had
02021st century afterchool programs going on. Okay. And that's still considered part of the school day. So there was usually an overlap of 30 minutes or 45 minutes of of the sports activity and u the after school program. During that time the snack bar had to sell uh smart snacks. Yeah. After that 30 minutes after the end of of 21st century then they could sell the other things that they might have in the snack bar. So their afterchool programs are not our sports programs. Not. No. We're talking about when you would have when you would have a snack bar open. Yeah. Because we don't have a snack bar when they're just doing practices. No, no, no. Games and stuff. Because when when it said after school programs to me that includes the sports teams and stuff,
021so that's why I was questioning because I'm going, wait a minute, that's a major fundraiser for a lot of Yes, it is. Yes, it is. And and they uh they learned pretty quickly too that uh and this I think surprised them um uh that kids would buy the smart snacks, you know, in that 30 minutes. They wouldn't wait around to get the junk food. Yeah. They would come back and get the junk food later, but they would um you know, because they were pretty smart in how they picked the smart, you know, the things that fit under smart snacks. So yes, but um that um that definition comes and that's why I put the bit the the federal regul uh federal law and the state law both in there. Yeah, but I thought it was
022from midnight until I know it's like, well, are we going to have a snack bar at 6 a.m.? Well, you know, somebody might some districts and some high schools might might try to do either vending machines or uh some kind of fundraiser before school in the morning. No, see, and they can't do that. years ago when I was down in the valley, we used to do hot cocoa and stuff in the morning and and that because at that time we didn't have Yeah. restrictions like this. Well, some of these have been in place since 2011 and and so I think there were 2011. Okay. And I know that I know that even in this district there was some bending of the rules for a while. So, um, other questions or or comments about these? No.
023The committee did a lot of work in there to be commended for uh all of the the work that they did on this um on both of these um to expand them and to make sure that we go that going forward we are following the law that that we have a survey every year of how well did we follow the wellness policy. That's the every year thing. And then the committee or a committee needs to meet every three years to review the whole policy and all of those things. So um uh they were very comprehensive. Okay. 025C and D 15905 15905.1 excuse me 15962 part D and 15 1103C for review of the fiscal year uh 2026 expenditure budget. Uh Madame President and board members, first of all, a correction on the agenda for the people in the audience. There's a typo. Uh it is the fiscal year 2026 budget, not the 2025 budget. Um that's a typo. Uh so, uh uh Cass, if you would show our budget, please. Um, so, uh, just a couple of comments and before anybody might want to, uh, say anything from the audience or from the public, um, excuse me. Um, these changes were made based on the information uh, shared with me from uh, the data from uh, the 15th of April because we've not gotten to the 15th of May yet. And um and this has to
026be turned in by tomorrow. So um uh it's changed some from revision three that I asked you to approve last month. Uh partly because some funds have gone down uh when they announced to us what the final payments would be. And uh and then um we also know that we have some other budgets which have to zero out at the end of the year. uh and we know that right now they are in the red. So um I incorporated covering those uh there are two of those budgets um child care center um and uh teacherage um and it's not because we're not making for teacherage. It's not because we're not that we underestimated the cost of operating the houses. It's because we were uh still doing some of the landscaping work and uh and we
027know we will recoup those funds. Um next year um the teacher the uh childcare center um because of an u a lot of those changes in um uh emergency funding or um pandemic funding that helped parents uh be able to get assistance for child care. um those expired and so some of our employees no longer qualified for those. Um I'm not particularly concerned about that. I view the child care center and I think you all do too because you've made it pretty clear to me uh as a an employee benefit and uh that it is worth it is worth us uh maintaining and retaining as a program. So, uh, I I adjusted this budget to cover those, uh, those two budgets that were in the red. How much did we have to cover? Uh, total
028between the two about, uh, 80,000. 80 to 85,000, I think, something like that. And as I said for the uh, for the teacherage, we will recoup that. Other than that, you can see uh you can see our changes in uh any of these lines. And um uh one of the things I would like to point out mostly for the public uh simply because school districts get a lot of bad press about administrative costs and uh so I really would like for you to look at the line um it's about the fifth or sixth line uh it's 2300 uh the one that has 2300 2400 2500 administration and those costs in that line. Um, in the actual budget, 24 uh 2300 is the governing board and the superintendent uh superintendent budget and it always looks outrageous.
029Um because that line that one line 2300s um includes the uh liability and property insurance costs that the district pays. So I mentioned a month or so ago that we pay about half a million dollars uh in liability and property insurance. And so it makes that look it makes that line look really crazy because it also includes my salary, Cass's salary, um, and the any expenses we have for you as a board. So for instance uh when you go to workshops and and those kinds of things which we encourage you to do and want you to do but the total on that line looks huge and it's mostly because of that insurance and and of course when um uh people are complaining or criticizing us for administrative expenses they don't particularly know that that's that
030that's one of those things. So uh I do want to mention that um in the way it's presented here in this summary 23 24 and 2500 administration includes district administration uh principles assistant principles uh clerical staff in uh secretarial staff and business office staff. Uh, so a heck of a lot of salaries are are in this $2 million uh um in the in this $2 million, but half a million of that is insurance. And if if I can, I'll try to answer any other questions you might have. Do we have any questions? Cass, you want to show page two, please? Are we going to Okay. 031of our employee benefits and I know that and I know it's important to us. Um what's planned on what do we plan on doing so that we don't Good question. That much in the red. Sure. Um we um um Mrs. Lind Decker and I have already talked. We will be increasing the rates um uh for uh particularly for non Bullhead City School District employees um to you know to um better cover some of that. Um we are looking at we're trying not to but trying if we can possibly swing it not to increase the rates for our employees but if we need to do so we will do so um and bring that uh bring those recommendations to you uh next month relative to those changes uh so that we can uh maintain that you
032know maintain and and bring back those um cover you know that coverage. How many non bullhead employees do we have? Oh, children from non-emp employees. I hate to say because I I'm not really on top of that right now. Um I'm going to guess between five and 10. Okay. And uh and even when we increase, we will still uh we will still be less than uh you know than some of the other uh child care. Yeah. In the in the community and of course it always depends on it always depends on what children are in the right age ranges. Um I frequently see say when I see parents at uh school events and they have preschoolers with them and and I always say to them, "Oh, job security for us." Um and um so I
033will tell you that uh our employees are giving us some uh child care security for next year. So we have we have kind of a baby boom going on in our employees for right now. So we're hopeful that that will uh help us out some. Okay. And then the second page breaks things down uh uh other things down for you. Um I always find it interesting that these two pages of summary summary report combines data in a way that's uh just not directly related to the actual uh budget document. Um, and so I always look at it and then think, okay, what uh what's going on here? The one of concern here to me is you can see the huge drop in uh federal projects. We kind of thought that was going to happen. We

I would like to point out uh GCBDEA-A uh which is our district uh housing uh rental agreement. And now that we've completed year one um uh Mrs. Gaston, who is kind of uh
038the person in charge of our rentals uh from our business office, had some suggestions and uh so you can see those um uh rather than have a separate contract or a separate rental agreement for year two, we just added this little thing at the top to check mark, you know, is this year one or year two. Um they have to do it each time, each year, but at least then we've got a way of marking that. Um, uh, Cass, if you'll scroll down, um, uh, the rental amounts are there. 1,300 for the whole house, 550 for the master bedroom that has, uh, its own bath, and 375 per month for the other two uh, bedrooms in each of the houses. Um, we have done very well this year, even though we did not have anybody
039in house one this entire year. um uh we more than met uh the expenses for operating the three houses. Um and then uh on page two under deposits uh one of the things that occurred to us was um simply because renters asked uh which was good uh do the deposits roll over from year to year and yes they do. Once they've paid a deposit it stands as long as they're there. And then somehow or other we had missed in the uh in the board uh board policy book version of this rental agreement. Um Cass if you'll scroll on down please. Somehow we had missed the section on children. Uh it is in the actual document we had our our employees sign this year but it miss somehow we missed it in here. So that got

And since we more than covered since what was paid more than covered the expenses, I don't see any reason at this time to raise it. Okay. Um uh let's see. Uh up a couple of updates for you. Uh one is we got uh we got information about all of the EL testing results and uh once again uh we have exceeded um uh the state expectations for either reclassifying students or them moving up um uh you know from one category to another. Um so our EL teachers are doing an amazing job with with our EL students. So uh that's that's a big celebration
042for us. Um secondly, uh our hiring process. We're in really good shape on hiring. Yeah, Jen. Jen's knocking on wood. Um uh many many many of our positions are filled and uh and there are very few positions for which we have no applicants and that uh has not happened for several years. So, that's that's a really nice thing. Uh, to be able to pick up a music teacher, to be able to pick up an art teacher, to be to be able to pick up some of those tough uh fill some of those tough positions this time of year has been really nice. Um, and that's uh that's a good thing. And then, uh, a really good news today. Uh uh it it won't be official until Monday, but we did learn an hour about an
043hour and a half ago that uh the all of our proposals for the the competitive state safety grant um uh all of our proposals are being recommended for approval by the state board of ed. So that means four counselors, a school resource officer, and a new position in our district, which is a social worker for Coyote Canyon. So, we're nice. We are We are ecstatic about that. Yeah, that's nice. That's great. Uh yeah, because you know, as I said, it's a competitive grant and we knew there were lots of districts out there. Jen worked really hard to get uh get our application in early. um and uh and did that with a help from the principles and everybody else involved at the time when they wanted a whole bunch of extra information that they had
044not told us they wanted until they put out you know let us start working on the grant. So, our folks all scrambled around, got all that extra information, it got submitted with our proposal, and the day either the day of or the day after it was submitted, Jen got an email from uh the grant management office saying, "Oh, we realized that that's too much to ask for, so you don't have to do all of that." Well, that was nice of them after you got it all done. After it was all done. Um, so Jen Jen shot off an email to them, a very professional sounding email saying, "For those of us who did it, can we get some priority, please?" Yes. Do we get extra points for it? Do we get extra points? Give us
045extra credit. And so, we kind of think maybe we did. Uh, it doesn't matter. We're just really excited to know. 047Item 3.9, board member updates. Um, Sheila and I and Barb went to Department of Education workshop and I brought these back for you and Charlene. This is basically and I brought one back car from Carolyn, too. Carolyn has one. Thank you. And I'm hoping that you share that with whoever needs. I will be happy to. Um, basically this is what we did. And it was really a a full full day. It's an excellent workshop. And I think we found that because of the mix of the group that was there because there were there were fewer board members there than there were superintendents, other people. Yeah. Superintendent or um there were a couple counselors there. There were there was a principal couple principles all over. I think that the we were sitting with uh Darilyn Darilyn.
048Oh, Darlene Brown. Yeah, Darlene. Darlene Brown. Um and she was sort of working with us and it was kind of interesting that um that we we sat there together. We were wishing that there were more high school board members there, but she was basically saying she was it for now, but she's looking forward to more, too. I kind of wanted to do this because I wanted to see the difference between an ASBA training and a Department of Ed training. And I really didn't see a whole bunch of difference. ASBA is a little more relaxed, a little less tie and suit. Yeah. Um but other than that, they they pretty much did this stuff. And this is the same training as we have gotten in the past. It was a good reminder of everything that we
049should have should know and all that. We had two things that came out of it. One was that there was a book and the book was there was a bunch of good books in here. So even the two she's mentioning look for the books because I thought they were pretty helpful. I Yeah, I got the first book the something about great. What was the name of the book? I'm sorry. I should have this done. Um, oh, great. On their behalf and we walked away with the idea that maybe our county superintendent could put forward a training or a book study on this book. Um, and the parts that I've read about it or read in it are are really pretty good. It's a It's a a book where you read some and you do some
050read some, do some. So, it's it's a pretty pretty good thing. And I'm hoping she was um Darlene was going to look into she was going to look into talking to Mr. Warren to see if uh he would be willing to do that. If not, Zoom meeting type book club thing so that everybody could if not um I think we could run one, you know, where we just meet on Zoom for an hour a month until we get through a book. It's just be it would be an interesting idea. Anyway, got that done. And the other thing that we found was that we are not going out as board members into the community other than going to church or going to women's counsel or going to wherever we happen to meet people. But we came
051up with whole bunches of postits with different places on them that we could possibly go to to discuss what's going on in schools or answer just answer questions. You know, get up and say, I'm from the school board and I'm here to answer any kind of questions that you guys might have. And so I think in addition to encouraging me that's wrong English incl encouraging us to go into the schools at least once a month. we should maybe be trying to get into some organizations and Sheila has has this all written out in beautiful form that she's going to send us and I would suggest that we try and meet one of these groups where they're at. Um, does that make sense to everybody? just to to promote whole skills and like they brought up
052is you know the board members get together and decide who's going so you don't have to worry about forms and stuff at the different functions just have you know one board member going to each of the different organizations or something so that one or two depending yeah one or two and then you don't have the they actually recommended this the superintendent and a board member go is what they said to go together like a unified front so you know, um it's something for us to consider as part of our goals for the the new school year. They might consider that. And Melinda, we you and I both talked about since we're running um on the ballot that we may use that as a a way to get into the community, too, because we're running. Hey,
053we're running. would you like to ask us questions or do you have any suggestions or that kind of thing? Yeah. And we have the we have the group that we have we have an advisory group but this way we'd be meeting many more people and it would just be something to think about. So that's what we kind of came back with. They did um Barb or Sheila did you have anything else to add? Well, we did. We also talked about the fact that one of the questions they asked is, "What does your community expect your school district to achieve with the students by the time they're done with our time? What What do they think is important?" And I thought that was an awesome question because what do we really know what the average person
054expects us to expect from the kids? So that was one of the things that I've kind of been I'm lucky enough I have patients that I can ask. So I've been trying to ask questions about that because has it changed in the last 20 years or 30 years? I mean technology is completely different. Um and I feel the way that we teach our kids is different. So that's one of the things that I'm personally going to be trying to do is see what the community has to say. And I think that that would be a good opening question. You know, when we meet with Kuanas or Rotary or the police department or whoever we would meet with, all those all those postits that we made, um it was a full typewritten page. Yeah. Two columns.
055And so if you would get that to us, then we can start thinking about it. Yeah. I I had it all uploaded and ready to hit send. And something happened. Uh-huh. So, you're working. Everybody else is working, too. Okay. Any other updates that things that we've done? I got to read the kindergarten three classes of kindergarten rise. They actually they contacted me on email and said, "Would you come up and read?" And I said, "Okay, what books would you like to have?" So, I went to Target and bought three cool kind of cool books. And um two of the books kids had not read before. The one book they could recite from heart but um it was kind it was fun. I enjoy that so much. I wish more they would ask me to do
056that. Yesterday I went to Diamondback for their career day and so I got to spend about two two and a half hours with five different groups of kids. Oh. And that was it was really cool. Um the questions they asked or the statements they made and it was just kind of neat. Um and I started off with who knows who knows what the school board is cuz remember they we had a video when we went to that training and the kids were so comical they had no clue. So I figured I'd at least tell them hey you know if you see me walking around say hello because I'm here to try to help you. And so that was kind of a a a neat thing that I was able to do. So it was a
057lot of fun yesterday. The only other thing I did is I went to uh Desert Valley to the first was it first or second? I think it was first grade present or program and it was so packed that I was stuck in the way back going like this, you know, but the kids were having good time, the parents were having a good time. Um, I sort of walked out feeling really happy. It was I needed that at the time. I needed that positive experience. It was really, really kind of neat. So, we just need to get out there and and be with the kids and the parents and other staff members. Okay. Did enjoy a nice lunchon with the faculty and stuff for the teacher appreciation. Oh, that was that was good, too. That was
058very good. That was good food. That teriyak chicken was really, really, really good. Charwell did a very good job on that lunchon. Yeah. Well, everybody who put it together did really well. I was very impressed with the games they came up with and all of the prizes that they could win. And I love the fact that I walked in there and I was like, there was not a seat to be had really. Yeah. And I was impressed with the fact that the employees actually all seemed to want to be there. and participate. They did. They wanted to participate in those games. They They just really did. It was really kind of neat. And I did not stay for the awards. Can you kind of tell us what happened with the awards? Um well, we we
059recognized folks for 5 10 5 10 20 25 and 30 years in the district. and then recognized uh three people who are retiring uh from the district this year. And um so you know that's always that's always fun um to recognize people who have been around and and um not just seen the changes but have been part of the change um but have been dedicated to the district and that's uh that's really good.
