002week hundreds of students have been practicing working out and working hard under some very interesting circumstances through construction and everything else to get ourselves ready for what we believe will be very competitive seasons for District 86 and so on behalf of principal Walsh and I we would like to say welcome back to all of our student athletes we wish you well and we thank you and your families for constantly representing uh District 86 and yourselves with honor integrity and a very competitive Spirit we also want to thank and welcome back our coaches and our athletic trainers our entire staff that are supporting our students teaching them and caring for them when none of the rest of us are around and so thank you to all of them for caring for these Treasures that we have
003have a great season on behalf of uh hensdale Central and hensdale South welcome back athletes terrific we're going to turn now the superintendent's report thank you president H I just have a couple things I'd like to First give a shout out to assistant superintendent sh Moore we had our first summer uh District job here last week and it was extremely successful we have so far secured nine new substitute teachers um through that process and additionally we have 15 candidates for PE professionals were interviewed um during that day and so was extremely successful and we want to thank chery and her te and and actually um Dr Smith's team that were over there inging that day I had the opportunity to go over to H Central and they were um fairly busy the entire time during
004the job fair so nice job so thank you this morning um also uh as part of our goal four strategic plan strategy 10 11 speak to creating opportunities for Community voice in our school district the parent applications for Pac closed today and I'm happy to report that we have had 41 parent applicants 51% of those respondents are from the attendance area that represents students in grades 6 through 12 and 49% of the respondents are from the hint South attendance area that also represents students in grade 6 through 12 Administration and chair Hansen will be reviewing the applications next week and we will be tning the final composite for the 2220 school year it was so nice to see so many applicants from our fether districts stay tuned for our August 25th meeting we will be
005sharing the 2223 school year updates regarding our safety and security measures including a new tip line called navigate 360 that we'll be introducing a new District mobile app that families can easily access many important facts and um tiip lines and other things specific to the schools for One Stop shopping um and also we will have our summer construction updates health and wellness and operational updates so stay tuned for the next meeting on that topic thank you very much keep on moving now to um item 4.1 audience communication the board with audience comments for up to a total of 30 minutes speakers will have 3 minutes to address the board uh will will not be exceeding time tonight that we will be talking as you know a little bit later uh policy for first read about
006uh public participation school board meetings and the expanding of that 30 to 30 minutes up to 45 hasn't been passed yet that's up for first read tonight uh then up for second read passes extensively at the next board meeting um in August as a reminder board meetings remains of the board held in public not open for Town Hall meetings and board members will not engage the public during public comment board members will keep this in mind as we conduct our meetings allowing the public to provide input at the time allotted on the agenda to ensure multiple voices in the community inform board deliberations we have four people signed up to speak tonight the first one is Kim Naro good evening uh when I met with Chris coino last fall I really appreciated how he presented
007grading alignment no matter what class you're in grading will be Universal to me that means scale weight what goes in each bucket retakes extra credit L work etc I'm disappointed that d86 dismissed the evidence that I had showing that chemistry honors last year was not aligned at Central chemistry honors is very different if only tests count versus tests quizzes projects labs and homework this variation should have been nipped in the bud as soon as d86 was made aware of it but instead I was dismissed and the data I shared was accused of being non-existent um the D said DC said she spoke with the teachers and they said it was the same but sixth grades is way different from like 30 when I met with Chris last fall I noted that he said in 2021
00822 course teams would align by school but 2223 would be across district and I was really disappointed to hear that we've backtracked and that's been pushed off three more years um we took the DC's out of the classroom for three years for alignment to align grading those three years are up it should be done um so I'm urging you to look at where we are and make it done um in 2022 23 H stale Central it was the third year of grading changes at Hinsdale Central in the name of alignment um they adopted 910 for honors and AP um they adopted 7030 for G level classes but this year they've moved G level classes to 910 which kind of makes no sense um it looks like an academic Central wants to be at 8020 uh
009the English course teams are at 8020 the two new courses in English Department are 8020 but kinale South has adopted 9030 for all English courses so a kid in AP l or AP Lit or actually any honors class at Central is going to have 9010 and that same class at K sou will be 730 so my proposal is with 5% of the courses which is what he calculated first did I calculate 69% of the courses are 7030 why wouldn't we just adopt 7030 across the board so that we're aligned and then we're not asking kids to switch over and over and over again three years of change in grading is enough than comments next up is Lisa hmar hi thank you my name is Lisa hmark and I'm here to talk about the national sex
010education standards otherwise known as NES um which apparently District 86 has adopted an imp but which I'm here to alert parents that um they've been radically reamp um at the end of last year and going into this year um to include standards for K through 12 that are completely age inapo um school districts can opt out of these and I'm asking parents um to ask their school boards to opt out um as I'm asking d86 to opt out but if they don't um I just want here to make parents aware that you can opt your child out and you most likely should after you look and see what is being taught at which age groups um if you want to know more about it um you can go to awake il.com um and find out
011very Det um but let me just give you a few examples um so in Gres K through 2 that's kindergarten through second grade um kids are learning the medically accurate names of the body parts including genitals so in case they didn't want to say they broke their leg they broke their femur but of course they will also know words such as penis um vagina Etc so they're also going to be taught in K through 12 to define gender gender identity and gender Ro stereotypes and Define reproduction and explain that all living things have the capacity to reproduce but is that true maybe men can be pregnant I don't know maybe that's what they'll teach them grades 3 through five they're going to have the role of hormon sexual feelings masturbation and the role of hormone
012blockers now mind you um that they can start homeor and blockers at age 13 without parental permission so you might as well take advantage through 3 to explain what that is to them along with 35 the difference between six gender transgender gender nonbinary gender expansive and gender identity grades 6 through eight naturally occurring occurring variations in human bodies intersect Bas circumcised and intact penises and to that they are to recall sexual orientation recall recall from where oh yes third grade um to define vaginal oral andal STS in Gra through 8 um and methods of contraception and how to access them Gres 9 through 12 differentiate between sex assigned birth and gender identity and gender expression and be able to access credible credible sources of information about sexual orientation credible in whose judgment this is time

014surprise tonight when I pressed the same button and it was still inoperative you spent $ 39 million of our tax money and more and you've significantly exceeded the $139 million referendum and despite this urgy of spending I wonder how you could have overlooked these tiny gestures gestures of humanity it's not a matter of word use or handicap that's a label that demonstrates a bias it's about a common courtesy it's about a basic humanity and I'd remind you that you've all been made aware of these things on at least three separate occasions so I ask you tonight what's it take to get your head out of the S and fix what is simple thank Youk you for bring to our attention now we have K Gallow listed here but I don't see she and I read
015at last night's meeting and had um said that she was going to speak tonight she's not here that's F we'll have the second audience me in the second half but um I do know that an was going to speak so if she made take resp it's a sign up thing we we have we we ask people to respect the sign up sheet sign up by 6 o' um and so she wasn't able to that's fine we'll have the second one in a little bit and those who didn't get a chance here at the first will be allowed to speak at the second I think I we still have plenty of time in our 30 minutes that's allowed under board policy is there but we have also traditionally not but we've also always respected the sign

017we have people who come here and sign up and that come early to sign up and we respect that we respect their being there at that table and going with that policy but if the board wants to speak that's fine you want to speak Jeff yeah I was lost the first time I came here and I actually directed Two community members in successive meetings here because it is difficult to find I we agree with you Eric that we don't want to make a habit of it but I do also agree that the circumstances are extenda relative to getting laws coming here when you Google it of course it takes you to the original d86 Center so I'd be I'd be open to allow that to occur forut um so we have meetings at hinel Central
018hinel South the transition or yeah the transition Center over by IND library and wonderfully this new building here um so if being new i i would support to do that because it's a new building the first time but not to that Kath so who we I'm sorry just for the rec I'm sorry um minutes just make sure you state your name since I don't have it sheet thank you umef my name is an Huber um we live within d86 uh I'm concerned about two things the first is I'm really confused about what is going to be taught in sexed I have read the policy I don't understand the policy I have seen the chart it makes no sense to me I have looked at the panoply of sexual preferences I don't know why children are
019being taught that I would like to see specifically what pictures you're going to use to teach children uh and I I I I want to see it I want to see the books so I can talk to my kids about this because it's a lot and I think it's not appropriate to say oh we approved this three years ago and now they just revised this and look at there's this beautiful chart which makes no sense and says nothing and doesn't really tell you what the hell's going on uh but you should have showed up and I'm like I just need to know what you're going to be teaching our kids so I can talk to the kids okay uh I mean I'm not aov or whatever I just want to know what is going on
020and I am confused and I I really try to keep up but I and if you're going to talk about appropriate you know what's going on that I think you have to talk about the FDA um uh requirement of of a side effects caused by the puberty blockers that are harming these children whose Minds will not be developed until they 26 these are called GnRH hormones and when they're injected into children they could cause swelling of the brain headaches loss of vision t Etc I mean like you just if you're opening this box this Pandora's Box you got to tell them the whole thing and there's a lot of stuff and this District needs to teach things that will prepare them for college and they can I mean we don't need to go down all
021this please and anyway if you're going to go down this road you need to tell us what you're doing what you're saying who's saying it and we need to know beforehand please not afterwards okay we got one chance with these kids you heard that okay my next question to the board is uh with regard to the baseball team in the spring the the baseball team played LT and some woman wrote a letter to the superintendent accusing the Hinsdale Central team of some bad bad things and immediately uh at the athletic director and uh principal Walsh and all the coaches in investigated and said no problem nothing happened the LT team has come out and said nothing happened uh hensville Central has always been up upright and never been a racist Community where is the apology
022from this District where is the apology from our superintendent where is the management from this board president held where is your direction to these people to correct what is being said about our village our community our entire District thank you thank you on to committee reports 5.1 the August HR committee and I'll turn over to chair Hansen for her report so the HR committee we met on August 2nd um and discussed the following uh we have an update on the hiring for the 2223 school year um and a review of coming retirements we discussed the job care that was going to be held on August 4th which about earlier very successful um an employee referral bonus program and um we discussed that substitute teasure pay rate will be increased to $150 a day and is
023expected to be cost neutral due to the fewer internal substitutes being needed and we discussed Spates law um which is requires an employee professional Cod of conduct policy and training of staff thank you any questions for chair hon we're going move on then the policy chair hman okay uh policy committee met August 8th to review policies for press issue 109 update uh to address an administrative request for review and the board request for review and in the public content part of our agenda is a uh a which list the policies and the action and the timetable for the action so I'm not going to go over any of that information in detail uh we will be acting on some of those policies uh on our first read due to um statutory timelines um other policies
024will be presented for first read and the turn for approval on second read at our August regular Action meeting um and uh one of the actions we're doing involves we sending a a policy and instead uh giving discretion to Administration to deal with the issues specifically defining how credit for past experience can be granted to certified staff uh and giving the administration uh the discre to deal with that through administrative procedures rather than than through um policy and and that will be um the recision of that policy will be presented tonight for uh for Action tonight to provide immediate flexibility and recruiting Because as you all know there is a shortage of uh staff and schools uh Nationwide and we need to do everything we can to attract the best um so that's uh what
025we covered in the meeting and then when these policies come up for Action if anybody has any questions about them I'll be happy to answer them are there any questions about the policy uh committee meeting or chair H's report no I actually I had an opportunity to attend the policy meeting um and have been trying to attend the committee meeting I find it very interesting but I wanted to note that um member James had also requested a discussion about the policy that was approved um in we're finding here not finding the word implementing the national sex education standards um and I obviously couldn't come in at policy meeting but I do want to say that um I wasn't aware that these standards were approved in 2020 and it's my understanding that the curriculum from ISP
026hasn't been sent out um and that those particular standards were not in my board doc with you provided to the boad policy um so while the committee did determine that no neic steps would be taken um I believe the committee makes a recommendation and the board could have a discussion if the full board chose to um as these standards and Ice comes out with more information over the next month well I don't intend to go into a discussion a substantive discussion over board member James request other than to state that this policy was brought before committee the on sex said was brought before committee uh perhaps 2 months ago and there was full discussion there was uh information presented at the time the committee voted unanimously the voted out of committee and to the board
027level and the board voted unanimously to adopt the policy until that procedure has been completed and for that reason uh the committee determined that no next steps would be required regarding a policy that already adopted ined by the school board although to be clear every single policy has been included by to be clear every every board policy has been approved by the board not always unanimously I'm pointing out the fact that it was approved unanimously I think that's significant think about that it was approved unanimously okay new information has presented because the is yet to drive curriculum which in my estimation warrants consideration and definitely discussion possible action by the SCH board I'll say if the administration after they get the the curriculum feel that there's a need to come back to us for a
028change if it triggers for example our policy on curriculum change much like we've seen for uh the maass changes that were proposed where that was a substantial change to the curriculum the administration brought that back to us for a vote on it um we actually had two votes on it as a matter of fact but uh so we could see sexed um to align with the nscs that curriculum could come back here if Administration feels that it warrants a substantial change from what we currently have if it doesn't as we've had these n NSS standards now for a decade um if it's not substantial change by it doesn't trigger that that uh that procedure for the vote then it won't come back here but we're going to have to the administration to to review that
029when it comes out and if something happens there where they feel to be in alignment it will come to us for a vote we have the ability at that point in time to review the information review the recommendations and then take action on our own may we have after the committee reports we have some policies for first read as well as two policies for Action uh policies for first read one we also discussed previously 2 230 uh which is public participation at school board meetings petitions to the board again this is talking about changing that 30 minute maximum uh or that 30 minutes we talk about right now to a 45 minute maximum um again nothing else from the substantial changer though we do have uh within there the board could vote um to extend
030that beyond the 45 minutes um in the mean if we feel that there's a need that um if there's you know a ton of people sign up and we to go an hour then we can go around and do much like we did tonight a quick little vote we can extend that time as as needed that's 2 230 we have 580 on court Duty which is recommendation to accept um changes in press issue 109 to extend Court Duty and jury duty language to all employees um by answering yes to the questions as proposed we have two additional policies on fees um and reduce free and reduced the food so this is 4130 and 4140 the board had a previous conversation there about moving um the poverty level uh number up to 185% uh and there's
031uh related changes that we need to make into policy in order to be in compliance with that so those are upated for first read uh on those on those four policies for first read you have any additional uh comments before we move on to the two action items heing none we're going to move to 6.4 this is an action to resin policy 532 certified High policy credit from past experience um is there a motion to resend policy 5 32 certified hiring policy credit for past experience so move second motion hman second Hansen um this again is presented as a recommendation um Administration to the policy committee and then coming back to us to find how credit for past experience can be granted a certified staff um is assistant superintendent Mo it's looking for you I
032knew you were here walked in together uh comments uh before um we discuss uh you know the the purpose of this recommendation is simply to allow us to Grant experience credit that doesn't come in the K12 setting but it is 100% relevant to what we would be hiring the person for as written the policy confined the credit to only granted uh working in a six uh grade 6 through 12 uh under the teaching license so it it would exclude things like social workout at DCFS or speech language pathology work in a hospital which is 100% transferable to hear so that's really the only purpose we're still keeping the cap at seven years to be fiscally responsible um but this would just allow more flexibility we've got to move fast to get the candidates to accept
033and then to bring them to you for approval thank you very much and as we know we at previous meeting had as part of an action item um the temporary uh suspension of 532 in order to pass to pass um the hiring of speech pathologist and so now this comes back to us to Simply resend that um that policy any any additional discussion or comments from the board well I I defin I have some comments on this I attended the HR committee this month and the policy committee where this was discussed um and I'll start by saying I do have confidence that Miss Moore is going to make hiring decisions in the best interest of students but with the financial landscape and the sheer number of retirements we have over the next few years um
034I am personally uncomfortable resending the policy and implementing an administrative procedure in its place um the administrative procedure provides little to no oversight by the board and without transparency we can't ensure accountability I have concerns um as we Face these retirements in some departments we're losing almost a whole generation of teachers and then balancing that experience level um so the policy allows for granting it but I also firmly believe that teaching is directly transferal teaching and there are exceptions for social work and other providers but somebody coming from the business world having never taught a day um without potentially maybe with a teaching certificate but no experience in the classroom isn't really a three-year teacher necessarily and so um with that said I do have concerns about turning this over and um not having the
035checks and balances with the policy fors us if I could just make a a comment you do get the Personnel Report with every meeting and you get the candidate profile sheets with every meeting which does State the specific experience that each candidate has so to the extent that you felt uncomfortable with one of my Rec recommendations or the the next person who is in the seat you could certainly uh state that you don't want that person hired um but this would allow for that flexibility to bring forward a candidate for your consideration and you could decide no or yes but without this change I can't bring that person forward so I felt that it worked okay when we exended it temporarily with the social work situation my concern is not and as I prefaced that
036you going to anad f the reality is though the board has no access to the administrative procedures and they can change and so if you leave the district and we have a new administrator and we don't see those changes to the administrative procedure that is my concern understood I will say that it took two weeks to get this um approved that candidate could have left in those two weeks in fact she was hanging on um and the the person prior it was a different situation but the person prior accepted the offer and then sended so we risk that two we gap of them being hired at Li's Township for Downers growth so that's all I'm saying um I know that we had a discussion and um in in and um also in policy I believe
037and uh knowing the landscape and also knowing the uh challenges and that we want to attract the best candidate that's what we've always said it's always been the VIS vision of this District I think our Administration and who in your role assistant superintendent Mor has done a wonderful job um and we just need to be able to uh like you were saying have them presented to the board and then that's where we that's where our role comes in um not before that that's not what the the um the board has has purview to um and and remind me I feel like this was a specific for since specific to this District so it is not a policy that exists I I am unaware of other districts having this type of procedure in a policy these
038are typically administrative procedures um also to be clear the hiring process starts at the building level the principles know and the department chairs know what uh they're looking for what the best candidate they look at every candidate who applies and they uh select the most qualified candidate that they feel would meet the best needs of the students so this is not a me or this district office this is a um building level decision that is is we're attempting to support that decision but again if that's if you want to keep it in policy that's fine I'm just telling you the risk to that is you're going to delay the hiring process in particular situations and then we will also have candidates perhaps again I I gave this at the policy I had a a candidate
039uh or a teacher in my prior District who actually was a medical doctor an MD and he switched careers and became a biology teacher didn't seem right to start him with the 22y old kid so we were able to give some credit for that experience which was extremely valuable in the human anatomy class that he taught so this is where these individual decisions on the on the ground where you've hired us to make those and to give us the tools to do it so that's that's why we're asking again at the end of the day if it's policy I'll work with it I'll do the best I can no and I'm sure I understand why you're asking for this and and completely agree and you know given the war for talent I understand what you're
040saying that we really do need to be able to act quickly so that we don't lose candidates thanks for comments we have a motion and a second you would please call r m p i m hman i member Walker I member Hansen I member James I'm I'm voting I but I would also like to preface this um this vote with the fact that I had asked for view access only to the administ procedures as part of this change member lethal I'll prace that without view access to admin procedures on voting n number one I would Echo Debbie sentiment regarding chery you do an outstanding job you can be more than trusted to try to process that's both transparent and then in best interest of students the teacher hire or the faculty or staff m h
041and of course the taxpayer um these times that we find ourselves in are not infinite uh but I do believe in taking it out of policy we run the risk in the future of having it buried on the administrative side which I'd otherwise prefer in the interest of driving fiscal Prudence over timeing knowing the transparencies available and hoping we can adapt swiftly um to suspension of the policy versus this broad change um that that would be my reason for voting out it sounds like we were 52 there passing that uh the resending of that policy we move on to 6.5 uh this is um approving policy 7 col 285 anaphylaxis prevention response and management program has presented on first for compliance with Public Act 102 413 um do I have a motion and a second
042for this action so move second person any discussion or done this um Dr nurses I overie she was able to come to policy for us yeah so essentially this policy is just to have us be in compliance with the public act and so essentially what it used to be called was a food allergy Management program it's now been changed to and aapo so it's it's changing the wording that's what you see throughout the policy and as previously stated to be in compliance with Public Act that is stated I believe um it was in 2011 that District had put in place the food allergy management plan which was a big victory for families that had children with food allergies which became epidemic in the early 2000s and now it's being broadened since food isn't the only
043cause of anal access in school it can be exercise induced it can betin latex or it can be a first onset allergic reaction to a food in a high school setting um kind of coupled along with this is the passage of um undesignated epinephrine in each school and the ability for First Responders to now carry epinephrine um even police officers following the death of gr and own NSE so this has been in place for a while it's um hugely valuable to families children and teenagers with good allergies um and while it's a change in me it's not a change in concept so happy to see it updated and hopefully yeah I um this has this uh law regarding dealing with an antic shock and Prov administering ens is a long history over the last 20
044years and it is uh so refreshing to see that the has been responsive to realize that this is truly an emergency and that what we need to do is dispense with um with uh with procedures which may endanger a child's life because uh treatment cannot be immediately administered so um we come a long way and it's it's it's very good that where we're at now uh when I first started practicing School law representing School District we didn't even have a statute that address this so we come long way which is a good I person glad to see that we had this in policy and that it's been made as a major issue from just family experience with a sister who was death allergic to to nuts and that was one of those things that you
045juggled back in the in the 80s and the 90s until you know people knew how to work fens people knew what fens were and certainly now everyone's there far more awareness of again not just food related right of these issues are in the need for immediate treatment you can't just wait you have your your a narrow time frame so again just a chain glad to see this there I I just want to say just make sure that I'm in compliance here um I kind of reversed some of my words so this is um I said the I kind of move things a little back so I know there's a motion to approve I'm going to say I again Debbie and and Kathleen going to make you say one more time is there a motion to

050class and I just look forward to a um you know a healthy and energetic start to the school year that's all I have here for my report tonight we'll move to 12.2 future agenda item requests are there any agenda item requests that board members wish to make I have a few um I I guess I'll start with I would like to update our public um discuss updating our public records policy 2 250 specific to addressing the preservation of District records item number one sorry about that so updating our public records policy 2 250 specific to addressing the preservation of District records that was the first item um I would like the board to address view access to administrative procedures including those restricting access uh to schedules for students meeting idph and policy requirements that reference
051the first day of school um I we could you repeat that last because I couldn't I couldn't quite hear you I couldn't hear you so I would like view access to administrative procedures that's really the for board members for board members okay at this point we have policies we know that the administrative procedures are designed to help Implement those policies however we can't see those and those can be changed at a moment's notice as we've discussed earlier regarding the policy to that we just resented so I would like to see those discussed and obtain view access for board members in the interest of transparency he did you say something about schedules or did I just missar that no I I I was mentioning you know specific to a couple of the administrative procedures um that
052regarded the release of student schedules but there you know I'm really interested in seeing all the administrative procedures any other board members have oh you have more oh I've got more I would like to uh review and correct our district or chart which is posted on our district website um I did know that there is an updated or chart on the new revamp website in the HR section I brought this to the attention of both our superintendent and our board president last week while I do not know who authorized the new granular version of our work chart there are three very important items that have been removed the board reports to the public the public is no longer visible on that work chart the treasurer and the recording secretary both report to the board and
053those two uh two roles which are very important to the functioning of our district are not listed as reporting to the board I feel that those are important to address and I don't know when that changes I don't you you said review District organizational chart but that chart is legal Administration organizational chart labeled pursuant to board policy through CO3 I think it is if you so do you want sorry so how do you want me to record here correct District or so on the website is that a future agenda item for Action it it is because it's not been it it was changed without board approval and without board discuss appr correct so be there's there we could have a discussion on it there are there's there's one that appears in the cafer there's one
054that appears on the website as a little more HR Focus again admin related um that you have that there can you can have that as an item and we can talk to admin in the interim about about that about that or chart it may also be that we have several different work charts that say the same thing but are for different purposes but you have are you so typically what is posted on the website is what's included in the the financial reports later on the cfer reports um so my intent and bringing this to our board's attention is to ensure that the appropriate or chart is included in that in those reports and that the clear hierarchy of we may still have several different work charts because they're us you look at organization you might
055have multiple order charts you have a master but you might have one that's divis one that's based on school so understanding and knowing the email chain that we had back and forth said that we could have a discussion about about a a master District work chart that could be on the website perhaps under the board um the board section allowing the other individual areas to have their own Arts specific to them that doesn't have the same granularity of of focus um that's I think it's a correct District or I think it should be a discussion on um a district work chart it's not as what we had is incorrect to be clear policy 330 and this is what other school districts do also you look at everybody else's it says a superintendent shall develop an
056or chart indicating the authority reporting relationships for school Personnel so that's it so the superintendent reports the board the rest of us report up and that's what this or chart is it's an administrative procedure similar to uh you know that follows the policy so that just to be clear we can put anybody on this that you want but this this chart is to comply with this policy sure and and the superintendent reports the board and the board reports the but you're not personnel and that's what the policy says so that's why I just explaining to you why it's that way and the Press administrative procedure begins with the super we follow the Press administrative procedure we we can also create a district Port that's for you guys to figure out I'm just sharing how this
057was created because it last year's kaer report includes the order chart as I'm referencing with the public at the top and I think that's an important distinction uh you know that allows the community to be aware that they are participants and partners in our role as d as directing our ad Administration and our Board of Education in the policies that we actually implement we have it on there so we'll have we can have the discussion on there and what the board would maybe want to have as an or chart that we have under the board section of the website that is not in the same sense or under that policy that you and Cher talked about but one that that we decide on that can have public board superintend Etc so I just I just

066on e-learning days allowing School District with e-learning programs to use e-learning days in rle of emergency days if they are one adopted by School Board resolution following a public hearing and two verified by the applicable Regional Office of Education by September 1st annually um assistant superintendent for academics Dr Cino published in board do of terms of the district District A6 e-learning program for board and public review uh assistant superintendent for student services Dr Carrie Smith will now present the e-learning program thank you so as you stated the uh memo is in board dos from Dr cabino I just want to essentially sum it up it's what we are asking for is the approval of the district's e-learning program so that we can initiate e-learning in the case of uh emerc which you know you can
067think of as inclement weather what we used to do as a snow day this allows us to enact e-learning rather than adding on those emergency days at what we have typically done at the end of the school year so if we requires the renewal of the of the program every 3 years and that is what we are asking for [Music] today thank you very much here so we have as a part of this uh as part of this agenda item uh 7.3 is public comment on the e-learning program um uh is there let's see first we'll start with I guess uh administration of any comments outside of Dr do any board members have any comments on the eing program right now you can also wait for after the uh the public to have their comments

080so that the full board is aware that um on last Friday in the early morning um I wrote m um for committee change um I currently serve on Finance on the insurance which is the employee benefits committee which only meets a few times a year and then I also serve on the post session minutes Review Committee which also only meets a few times a year so My committee vote is quite low and I have requested um more committee participation if possible when I requested my committees um as most people know maybe not some of our newer administrators um I you Lobby for an academic committee for the better part of last year um and was unsuccessful however in late May after graduation met with superintendent Apprentice Dr Cino building principles um to discuss some of
081the topics that I thought needed to addressing and they were going to be moved over to PC so I formally requested to be added to PC in exchange for member person who um serves on six committees that you know meet by large monthly so I'm hopeful that you can facilitate um the addition onto another Committee pte in particular for me um I have receiv received acknowledgement I know you want to have a conversation with K but having not put back I wanted to bring it up um to try and ask the process since that calendar for p has been released and I'd like to make sure that I can put those dates on the calendar you have mention I do I wasn't sure if you were going to respond this is not deliberation so okay
082um I have two topics that I'd like to discuss tonight uh first is regarding the policy committee that we had earlier this week as you know our role as a board is to provide guidance to the administration through policy the care carefully crafted and non- descripted agenda item discussion of board member requests to revisit policy approved by the board was my request to discuss the policy 660 specifically the section related to the national sex education standards first off you know the policy committee is choosing not to to recommend that the board not honor my request to revisit the policy in part because that policy was already approved and to my point earlier all policies in our policy manual have been approved by the board I did discuss the new standards and my concerns the NES
083standards with the first edition were released back in 2012 those were updated in 2020 with a much more extensive Edition second edition the standards were developed by a uh organization called sexual information and education Council of the United States a national nonprofit organization that according to their website advances sex education as a vehicle for social change last year the state of Illinois became the only state to adopt those nses standards and included an opt out option for school districts to allow each district the option of developing their own sexed curriculum or not implementing one as a whole without directing which program to use as Guidance the guidance that we had in policy committee beginning as early as March of last year was that we've been following some NS the NSS es guidelines previously so this
084is really no change you know if my fellow um policy committee board members chose not to consider the changes that I brought forth so what does that mean while our district has been following those standards without much push back those standards are now required according to board policy so without much discussion in either the committee or the board table other than the implication that there's not really much change because we're following those standards today the policy was updated to direct the administration to use those NES NS standards if for any reason the district finds that the sexual education there's another program that they prefer the board has directed them to just follow the NES standards in their entirety I requested and obviously do not know yet how that will impact our curriculum at d86 since
085those that curriculum has not been released by buy yet interestingly in my opinion Miss lethal's request to add an academic advisory committee could have provided some of that Insight however that was again rejected with the expectation that any academic concerns could be discussed at Pac again we haven't seen that in PAC but I would request and as I did request in future agenda items that those be addressed and be released to the community prior to the implementation of those standards for my second topic and Miss hman please note that I will be discussing process in my statement and not releasing any confidential information there is no reason to interrupt my comments at this point regarding the Clos session meeting minutes that were not approved by the board majority at the at the last meeting there
086is a clear attempt to cleanse any written record of written files that we find unpleasant to be clear closed session meeting minutes provide a summary of a closed session meeting they are not routinely released to the public they are however accessible by both current and future board members without a written summary of those close session meeting minutes as required per policy 2on 220 which states in part among other things that the board secretary shall keep written meeting minutes of all meetings both open and closed meeting certain standards include including a quote summary of the discussion on all matters proposed deliberated deliberated or decided that's just in part as a matter of process the board named a recording secretary Miss Kowski who very aptly drafts our meeting minutes in cases where that reporting secretary is not
087in attendance that responsibility falls upon the board secretary for those February meetings when I was the board secretary I drafted those meeting minutes according to standards noted in policy 2 220 for our meetings after the board reorganization in April Miss Walker is now the board secretary and that responsibility Falls to her for those meetings after that point I voted against the meeting minutes that she drafted at the last meeting because in my opinion they do not meet those minimum standards the impact is that future board members as well as current who want to go back and revisit what those items were that were discussed will need to listen to several hours of close session verbatim recordings rather than expeditiously reading a summary of that discussion it's important to note that those February meeting minutes rejected
088at our last board meeting are still not being presented to the board I'm eager to find out who will be recreating those minutes now that we're 6 months later after those meetings actually occur are we following our old board policy in my question in my opinion that's that's what my concern is and let's let's see let me ask each of you when you read a board policy for example this policy 2 220 then review Clos session meeting minutes and are reminded by a fellow board member prior to voting on that policy on what is being voted on and know that it does not meet in my opinion again that policy that we have established then how are we able to vote on minutes and disregard that policy hi I just wanted to walk through a

091members and to the superintendent Tammy prentis I also recently found out that also goes to a ninth person Chris Jess bua d86 is director of communications this is not mentioned on the website I would encourage you Chris tonight to add that note to the public website to provide maximum transparency fiscal Prudence as it relates to cost increases across various dispenses here in District 86 I did not remove legal bills from the consent agenda this evening for only one reason because they weren't posted I have removed them each of the last few opportunities and what have deceived me had they been posted as the several magnitude increase in legal bills is alarming and warrants both inspection as well as consideration pandemic changes of Labor and materials is a narrative we are all well aware of and
092have been for quite a while the district's balance sheet is not immune from elevated costs and we've seen that play out recently and to name just a few labor as it relates to faculty and staff referendum projects both from labor and the material side our food vendor quests recent elevated contract the recent higher bus contract and the higher taxi uh contract proposal that I believe was at our last meeting and of course this list does go on and so too District 86 must go on in order to do that and to navigate with confidence in this inflationary environment we as a district need to be judicious on the expenditure side and look for any and all opportunities to harvest savings we still have to complete referendum phase four and have decisions to make that could
093that should be guided with fiscal Prudence leading the way the vote on the levy is just a few months out and minimizing impact to taxpayers should be our primary focus without diminishing the learning environment for the students or for the teachers current labor contract expires in the summer of 23 and net negotiation is CPI sensitive to the 2020 final CPI reading of 7% I encourage you the community and have done so before in these last few meetings to pay close attention to the finances here in District 86 revenues are and direct revenues are directly and largely attributed to you to all of us taxpayers expenses of all classifications should be carefully considered input from the community to that end is both important and impactful as the board moves forward in the planning process in my
094estimation the district needs to as always be fiscally responsible but given the INF inflationary environment we find ourselves in now that charge should be elevated to intense fiscal prudence and responsive budget appropriating to the nses national sex standards Illinois as was mentioned is the first and the only state to adopt these standards this proposed legislation was signed in a law last summer by Governor pritzer I mentioned some of these details and I will repeat some this evening at the last board meeting with some other information school districts can opt out of adherence to these standards school districts that do not opt out however are not required to have families opt in to the curriculum but as mentioned earlier families that choose to can opt out I spoke to Chris coino and Dr coino encourage me
095to feel free to reach out to him the superint the assistant superintendent of academics with any questions you have about the curriculum or how to opt out there are intense levels of transparency and information provision that must be adhered to by Administration and this community and this board member expects exactly that to play out so if you have any questions feel free to talk to Dr coino about the curriculum or how to opt out please also reference and I'll read this link which which is on the district website and the information is identical for both schools the link is central. 096these nsds standards in droves in fact data indicates that out of 554 school districts here in oint only 20 school districts have decided to adhere to fully follow these nses standards with 534 opting out District 86 however currently is not one of them currently d86 will be bound by law to strictly adhere to those curriculum guidelines which have yet to be delivered by the isbe I proposed an agenda item this evening to drive conversation around this topic at a full board level not in policy and a consideration for a measure surrounding inherence to be voted upon uh with the option to opt out with respect to the NS standards and as it relates to equity how can sex at Equity be achieved across our district when several feeders have already opted out of these standards
097from NS nominally well over half of our feeder students that attend our feeder schools have opted out of these polarizing NES standards and this board member speaking only for myself believes District 86 should do the same I encourage Administration in the line of equity to in the spirit of equity to make the same recommendation as the district is simply unable to achieve equity for future d86 students given the opting out that's occurring at the feeder level for informational purposes I've had some Outreach from several community members relative to the upcoming election in April of 23 for information um the next election is on April 4th three seats will be available here in District 86 to become a Schoolboard candidate one must file a statement of economic interest and obtain uh 50 signatures or 10% of

099board service it's important work and as we are all very aware elections matter lastly I wanted to payg you back on something one of the commenters made earlier with respect to the baseball initiative and to put it very short and sweet The District administration owes an apology to the community the district you Mr Jess Gul were very quick to release information and to share with the media what became a narrative of of perceived guilt of these baseball players only to be proven inaccurate and false which certainly was not your intent nor am I indicating that it was but as fast as you were to engage the Press you are now expected by this board member on behalf of the community that was slighted to issue an apology thank you do any of the board members
100have comments to make hearing none we'll move on to 13 administration business I should that 13 we have 131 and2 Financial reports and treasury report CFO Stevenson any comments thank you president H all right I just going to highlight a few things on the financial summary report since this is uh fiscal year end report uh for 22 please note that the financials are un audited that are being presented here uh the auditor will be back our goal is the uh October Ram meeting to present the final um audited Financial for Crystal year 22 and present the comprehensive annual financial report at that time uh that being said uh there should not be significant variances um in the numbers that are being presented um so the fund balance um page two of the report uh basically
101shows if you look really at the our main focus really on the operational side of things you can see on the top side we're kind of that's all the funds you can see that we're spending down uh that Capital project funds for the referendum um vast majority of that will be spent down the remainder of that will be spent down this year and we'll just carry uh small amount remaining that's for phase four projects over into phisically year 24 um on their operational activity side you can kind of see the the fund balances for each of the funds um generally by the 420 policy um we consider the actual reserves of the district to be the operational ending fund balance so we would exclude operations of Maintenance and capital projects would leave us about I
102think was about $22.7 million in what we would consider the actual kind of financial reserves uh for the district flip over to the next page uh summary here basically for the fiscal year we're projecting about a $2.2 million surplus in uh the operational activity about just another 750,000 of that was directly related to the Self Insurance Fund uh which had to do with uh claims being lower than anticipated um the remainder of that uh we can get into but I'll jump over I guess to go you go down to the next page uh a couple variances that we had on the the revenue side and it's conversation I guess every time we talk about budgets or anything else uh replacement tax uh we had significantly uh more Revenue in the replacement tax which is a
103reflection of um Illinois's corporate uh replacement tax so that was significant higher than than the initial budget um the other items on Revenue side wasn't many significant other um variances uh interest was was slightly higher obviously we saw interest rates really kind of start to to come back up towards the end of the fiscal year which did provide some benefit we had gone in kind of planning the interest rates to be uh unchanged uh started FC year and things changed obviously very rapidly uh in that area um other than that though those are really the only two big kind of outliers on the revenue side uh jumping down to expenditures uh we had kind of talked about some of these items already obviously we carry a few vacancies um with our buildings and ground staff
104throughout the year and with our uh instructional AIDS uh supervisor staff um as well so that provided or created I guess some favorable variances um versus what we're budgeting on salary and benefit items uh you can jump down to the next really other um expenditure items we we've had you know some continued favorability it's kind of like a lingering cover favorability with when it comes to some like supplies and material items uh travel is another one um so some of those things have just kind of continue forward while some accounts kind of had normalized um this year compared to a couple of the prior Co years uh there's still some lingering areas where we're not completely I don't think the budget's not completely or the expenditures have not completely returned to uh preco um kind
105of allocation of of the resources uh other than that um I guess only other item and note you can jump down to the last page um so this was not updated uh when the July inflation report came out so that is we'll have that updated for the for the next board meeting um but just where kind of things stand right now uh for f or for calendar year 22 the uh pel is trending um to be over the 5% cap at this point um I guess anybody's guess based on the July report if things are stabilizing or reversing at all um but we'll continue obviously to to provide updates to the board as we continue in through the rest of 2022 if there are any questions though on the the financials please let me know
106so you know I've had several conversations with you about this in the past couple days but I think important to me was the explanation on the reserves and what the expectations are uh with that and I think uh you explained that it's between 15 and 20% is what the guidance is and so with our budget excluding Capital um referendum type work is about 125 million and so the amount in reserves right now is right in the middle of that street correct between 15 and so the my rough calculation after we we had talked today I I would say it's about 21% um the other adjustment that would have to be made uh when we look at so basically we take the um the ending fund balances for um all of the funds except thatb Services
107which is the 30 fund and capital projects which is the 60 fund and we divide that by the um the revenues for the year but you ALS we also have to exclude the revenues we show and our in our for for the self-insurance fund because it's a subf fund it's really the movement it's really just like when we do a transfer we we take money basically from the Ed and onm fund when people um have their um every paycheck and they they make their contributions to the Self Insurance Fund so it's an expenditure and then a revenue to the Self Insurance Fund Auditors don't recognize any of that since 11 fund is a sub fund so it's in their minds none of that money actually moved anywhere it just stayed where it is so you

109is interested in addressing the board they step forward each speaker will have three minutes to speak to State your name hi Kim Naro again I just want to make sure we talk about the shortages of Staff um um AIDS and all that had a huge impact on our family this year and I think that you guys need to think about the fact that from period four through period 8 there were no Proctors available to monitor kids who needed testing in the conil central building so basically that's over half of your day that you can't take tests and like we were told we were going to have mat was going to have to come back and take test after school but after school there's only three days a week that you can use the testing center
110um he has one-on-one testing so it doesn't matter you still have to hire somebody to sit with him to test and there's no reason that those people shouldn't be available to students from period 4 through period eight of the day it's a hardship a lot of kids wasn't just my family I heard from several families that their kids were unable to test during the day and were being told that they had to test either school or after school because those people were being used to monitor lunch room and there's a very different piece to this accommodations are guaranteed by law and they should be available to kids when the kids are available to use them so if you have a study hall four five four five they were saying we have nobody who can help
111you with a test there was nobody available so please make sure that we're fully staffed in special education because it's just an added stressor to not provide the accommodations these kids are guaranteed by law thank so I attended the policy committee meeting and was really kind of Taken by the disrespect shown by board members hman and Hansen towards the third board member pedy James um who tried to raise revisiting a policy um dealing with the sex education uh it's clear I went back and looked through board docs to try to see what was available to the community to learn more about it I found nothing we had to do searches on Google to get more information so I I thank you for trying to get this board board members not just two who are in
112the majority of one committee um to discuss an important topic I was also Disturbed at that meeting and I'm glad that you raised it again tonight to learn that board members don't have access to even see what an administrative procedures exist in this District can't access them can't ask and have them shown and there was push back given to miss James at the meeting so I find it particularly ironic that seven board members who are elected by the entire Community can't access administrative procedures but apparently Mr Jess schula the director of communication has access to every email that the board members receive unless I misheard that's that's correct okay so that is unbelievable and I would like an explanation tonight for the community from the board president but most importantly from Super attendant of this
113District as to why community members privacy when they email the board about their children or whatever they might email just the board about maybe the superintendent gets to see it but why would the director of communication get to see it that's shocking and it's not anywhere on the board website because I immediately check to see if there's any notification that if you send an email to the board Mr J SCA gets to see it he wasn't elected he's not a ninth board member eighth board member it's disgusting I didn't quite hear because there was a lot of fan noise Miss James's request for her first agenda item which had something to do with a review of The District's records retention act um not sure if she gave a reason I plan to ask you about

115since well I hesitate to share how long it's been is that will indicate my age but several decades um I've never seen a scientific study showing that provid children or adolescence with information about their bodies about their gender identities or their sexuality is harmful um I've never seen a single scientific study showing any of that and so just to sort of qu some of the fears of some of the community members that maybe you know their their children are being damaged or this is developmentally inappropriate from a psychological perspective I I I could say professionally that's not the case um the second thing I want to say is that the tension and the tone of a lot of the people who spoken tonight is really troubling to me um I just feel like there's a
116high level of hostility among a lot of people um in this room community members um board members not the administrators fortunately so thanks for um professional um professionalism in this way and certainly not all board members but it's really shameful and shocking and I'm really disappointed um I I can't imagine how anyone could get anything done in this environment I'm really saddened by it I'm ashamed that my kids have to go to a school where parents are talking like this to the board um and um board members are speaking to each other with such tones of hostility um I I don't think you know how you sound or where you've gone psychologically but um it's disturbing and I've had my child here and I hope he doesn't ever act like that um I'm sorry but
