002this is arand p Corney principal at Hinsdale South I just wanted to share that on behalf of our school Community our good news is that we are really excited excitedly preparing for the first day of school one thing um that will be different this year that we are very excited about is we are able to do an all School welcome back celebration for all students that will take place in our Stadium at the end of the school day this is something that we worked on in conjunction at the end of last school year with student leaders who felt it was very important for students to all be together at the same time in the same place so we have plans to do that outside in our stadium with music and ice cream and also plans
003to take an all school photo um also just in the morning that day is our official orientation for all students new to the building so that includes our freshmen any sophomores who were remote last year and of course any new students time for students to walk around the building find their classes before their peers join them um and that morning will end um with with with a nice lunch for all our students so we're just really excited about that and I can't wait to report back on how it goes thank you principal Cory Li uh and hitale Central we're just as excited uh both schools have their own traditions of how to celebrate through up school year this is one more of an example how we do things a little different but our students really
004drive with the things that go on at Central we are excited to welcome our students staff and families back for the 2022 school year we're looking forward to the Renewed Energy that will'll accompany having everyone back in the building and so excited about beginning uh to use spaces that have been renovated for the last 20 months or so uh some things that are get kicked off on Friday one week from tomorrow we have our back to school bash this is an event that is open to all current students and communities so uh siblings that want to come no matter grade level are welcome we'll have food trucks some music some games and other activities in the front Circle Drive from 4:00 to 7 o' uh the building will be open for current students to sort
005of go in and maybe walk their schedule check out their rooms things like that nature and we will hold then we will have the Red Devil Red and White scrimmage for both swimming and football later that evening about 7 o'clockish at night and then on Wednesday the last day of summer break for all students we will have what we're calling our sophomore social uh members of the class of 24 are invited to attend the sophomore social in the main gym again it's only for students who are sophomores from 1:00 to 3:00 it's that student council from sophomore class that's sort of Hosting this event they can come to Central see their friends play some games listen to music get a treat and then again walk their building find their classrooms we recognize the sophomore class
006didn't truly have that freshman year experience so this is a way to re energize that for them because the following day is the first day of school and as principal Cory lip said we have our freshman and New Student experience which will occur in the morning from 8:00 until about 11:30 when they'll have lunch and then the rest of the host the whole school body will be back at noon to 3: and we're looking forward to it really excited thank you for giving us the opportunity to share thank you agenda item three the 2020 2022 opening School plan Administration will present plans for opening school for the 2021 2022 school year following this presentation there will be a 30 minute session during which community members will have an opportunity to ask Administration questions about the
007plan when the Q&A session has concluded the board will vote on a number of items including approving the plan for opening the 2021 2022 school year here during the board's deliberation on the opening School plan and Associated actions please keep our V board protocols in mind board meetings are of the board held in public not open Forum Town Hall meetings when the board deliberates it will be a time for the board to listen and learn from each other taking the public into consideration the board will consistently abide by our formal processes relating to this issue so that persons are treated fairly and equally superintendent so board members tonight um we are as I sh back in July some some of the highlights but that tonight's F purpose is to sort of finalize exactly how we
008believe at this moment in time we're going to go ahead and have school we have quite a few new guidance documents since the last time we July and myself and members of cabinet will be presenting some of the slides tonight I have divided it sort of into three sections the first part of the presentation um is more of the public health piece and there's some terms and things that to make sure we're all on the same page understanding what they mean the middle section um in particular goes into a deeper dive um one particular mitigation strategy which is the diagnostic and screening tool and I'll spend some time on the shield product and then the last third of the presentation are all the operational and basically how we are taking those later mitigation approaches and
009deploying them um at all of our campuses at that point some members of cabinet will be joining me for some of those SES as well my thought was at each section of the third I'll kind of pause it for that section and see if there's some board questions on that section before we move on to the next section and then certainly at the end the very last time has some next steps and then we can go from there on the question answering for the community sound good okay now we're going to try some look at that okay um so um as I shared the R3 committee which is made up of um employees here in the district we have our nurses um administration department he classroom teachers um special education department all different departments represented
010our assistant um Administration making sure that as each gu s comes out giving inut and trying to determine how to go about having school and put I would come out the new normal all along our guiding principle has been to maximize consistent in-person instruction based on the guidance from the CDC idph ISB D County Health Department and executive orders what I have there are all linked are the most current documents from each one of those different agencies as you know um this is an evolving situation and we certainly anticipate things will be updated changing and each and every time um we are committed as a group to go back to to ensure that we are adhering to all of those guidances but before I really launch into it I really do want to thank our
011three they met us up on with twice over the summer um giving up their time virtually in Zoom to weigh in and give their feedback we had very robust feedback from those uh individuals I'd also like to thank administration because every time in those spaces as the guidance comes out back here at the building level they have to really think through um all the different ways that we can go about to solve those problem to make sure that we are in compliance I'd also like to uh thank all summer long and it continue all last school year all of the fellow High School superintendents we have a standing weekly Zoom call and so that's also another space to problem solve with all of our high school campuses high school campuses are very different than K8
012campuses and so that is another nice space to hear how other people are going about um the business of opening of school um additionally our regional Office of Education and lend which is the legislative education network of to page they are also part of those standing calls in addition every other week this summer we've had a Monday call with all K12 DuPage County superintendents with the D County Health Department and in particular I would really like to thank here in IA and her team from the health department this is a service they also met with US Weekly all last school year that I know for a fact my colleagues in other Counties have not had Direct access that level access to their County Health Department and so for Dr Chu and um her um the
013other members that have are facilitating that with the heal dep it really has been um wonderful to have them in a space where we can problem solve with them weekly so uh the terms we should know um I've listed approximately next 10 slides we walk through these and what I think it's important to know is first and foremost this is a public health crisis it's evolving crisis by the day and the week and we continue to update and pivot according to the most current guidance from our health experts IB and Dage County Health Department so the remaining terms um I just want to make sure that we are all on the same page of what how they currently interpreted and what they mean in the impact they will have here on the school campus so
014that first term the levels of community transmission this is one positive last school year um there were different ratings and different coloring systems between the D County and CDC and so one of the very first things that happened as you're aware when CDC updated their guidance idph and J count Health Department immediately adopted them the one positive piece was that we now all have the exact same rating system and color system so that it is it means um something in all communities in particular the uh Co tracker site is also another wonderful tool um it is updated every day at 7 o'cl by the CDC you can put in the state in the county where you live in you can immediately know the transmission levels and the vaccination status of that particular County um we
015will continue to update on our dashboard with school starting we will now add the level for the county and um depending on level you'll see later in slides that we'll have um impact some approaches to our school operations the next term that's important to know is the Delta variant so this is pulled from the CDC as of August 6th of 2021 so I think it's important for us to understand that heard the CDC the Delta variant causes more infections and spreads faster than the original forms it's nearly twice as contagious as previous Varian and some data is suggesting that unvaccinated indiv idual can suffer more severe outcomes with Delta than earlier strains and while obviously the impact of the concern is with unvaccinated individuals the fully vaccinated people who contract the Delta variant can spread
016the virus and experience breakthrough infections and so I think that's important to know and understand um with this Delta variant that at this point is the the main variant that um is here in Illinois the next term you'll hear a lot about are layered mitigation strategies and so all of all of these strategies matter and when we use them in working together they provide the best defense to ensure that our schools remain safe and inperson instruction can occur with minimal destructions and so when we talked about those layer mitigation strategies the first one is universal masking for all staff students and visitors at a school site and then to continue to provote U promote that covid-19 immunization for all eligible students and employees to facilitate physical distancing in all classrooms which is um the recommendation
017is not less than 3T and to facilitate phys distancing to the greatest extent possible in all areas of the school we will hear about that more later on the operational slides another layer mitigation strategy is to implement the SARS K Diagnostic and screening protocol for unvaccinated students in death to decrease that probability of an outbreaker Community spread the middle section of this presentation will give you more information through the shield um tool also to uh conduct contact tracing in combination with isolation quarantine options in collaboration with d County Health Department based on close contact exposures improve the ventilation to the greatest extent possible promote and adhere to handwashing and respiratory hygiene and clean and disinfect to maintain a healthy school environment so we will provide what that will look like operationally later on in the
018slides that campus another uh term is fully vaccinated just to remind everyone um that fully vaccinated test is two weeks after that second shot that a eligible student or staff member has received or two weeks after Johnson and Johnson if it was an adult physical distancing they have defined is maintaining that free foot in the classroom mouth to mouth is the measurement of the 3T not dust dust and um basically that same piece to attempt to maximize the space in L as much as possible especially for those that are not vaccinated close contact this was one positive change um if you recall last uh the fourth quarter that was one area that um while we were able to return school students fulltime U at that three fo piece was they were could still be caught
019up in quarantine um because they were using the six-foot Rule and as long as the unvaccinated students are all wearing masks um it is um only a close contact if it's less than 3 feet otherwise it does move to that six foot rule if masks are not being worned by those unvaccinated students and it continues to be the same for accumulative total 15 as over 24hour period that does um in high school campus with 100% of student body on campus um is tricky here in the lunchroom and unac any student will basically probably almost always have to be considered a close contact if masks are off and students are not 6 feet apart if they pass that 15 minute on cumulative piece and it's also important to know that the GP County Health Department does
020have final say on determining who is a close contract that is something that our health Office Works closely with um with each situation part of the updated guidance are um three direct quarantine options and then there's something new called a test to State protocol that I'll walk you through but in general again um as the guidance suggest J County Health Department does have the final St on what option may be used it's each Case by case the three options are based on the length of time and what are different ways that a student perhaps could shorten that quarantine they involve either some PCR testing option two and three though require Universal masking I realized that was taken care of with the executive order um these rules were out before the executive order though but it
021does require Universal masking in the school environment for an unvaccinated student to access option two or three the new piece this is something new from idph um and this is a modified quarantine option um this is something that all high school superintendant are very interested in and and hoping to be able to fully explore and basically in this scenario it's for indoor exposures they cannot they're not so siblings um would not be um caught up in this case and in this situation if the student was SE unvaccinated a close contact they would test on calendars days 1357 by PCR or rapid um emergency youth authorization test from the that data of exposure and they can remain in school as long as they the test remains negative and this tool is only accessible um if the
022school environment features Universal masking but this is a way to keep um students um in school should they be need of close contuct and they're unvaccinated outbreak this is a change from last year last year it required five link cases to be considered an outbreak they have changed that to two um that is a concern on a high school campus there definit many times last school year where we had uh two linked cases and so um what we are still waiting on though is the final protocol of how that might be handled but in general if two cases are linked again not of the same household in the release guidance they talk about um um a 28 day length outbreak test test to State program um the actual protocol has not been released yet but
023that is another way that Shield could be um of assistance to us um one of the tools that we can use um we have we can proactive as they recommend to have consent on file to quickly respond to an outbreak situation but we are still waiting for the protocol from idph of what that might look like but it basically talks about over 28 day period of time twice weekly to whatever that targeted population is and that would be determined with J County Health Department of the unvaccinated group depending on what the scenario was so it could be a sport team perhaps there were two positive cases of unvaccinated students on a football team perhaps this is a way to suain to keep everyone in school through this outbreak test to stay protocol other than the
024two that need to isolate and so in that particular situation if could be the 14 that goes through the outbreak protocol for that certain period of time um or it was a particular Club if it was um in a couple length classrooms so it will depend on the facts and the situation and with our health department working with your County Health Department to determine but this is a new tool in the tool belt for schools um we are still um waiting though for the exact rules not that would actually constitute what the protocol might look like or how it is that we would be able to access it but most importantly it's to know an outbreak this year is two cases that are linked some other terms that we should know is diagnostic screening and
025testing and that's the middle part of this presentation is going to be about Shield but in general you will hear quite often PCR and Rapid antigen testing this is one Ben at the shield test itself the saliva based testing is a PCR PCR is the gold Benchmark standard for um um determining whether or not someone is present with the variant the rapid engin will also have a role in particular rapid engine strengths are if someone is experiencing symptoms if you recall last year one of the challenges were um on the decision tree there's a list of covid like symptoms and if the staff member or student was experiencing them they had to go quarantine um this tool the rapid engine may be another place to keep staff and students in school because the rapid antigen
026in 15 minutes will tell you whether or not that person is present with covid so again we are waiting for that uh updated decision tree and um specific protocols but again this is another um positive that Shield can provide that if a district is going to use repid engine in this case it's the um BX people say VX don't don't know which name that is but um tool um it requires a standing order from a physician of which the DU County Health Department would not fulfill that role for any individual School District so that's another bonus with Shield they are also able to provide that standing Physicians order and provide um all of the um BX test through the Illinois Health Department so we could have access to as many that we need so those
027two pieces can go together Shield is the PCR and the BX is the rapid antigen and so really their purposes are several the PCR can is has a much higher level of specificity and can and pick up all those asymptomatic um cases which would be the purpose of part of that screening and the rapid antigen could be either you have symptoms or you're part of that test to stay or that outbreak piece that we know in that moment of that day of homecoming dance is the next day and so because I was a close contact UM or because there was an outbreak I can I the student can take that test and be able to still attend that function or event so it serves many Tools in order to allow students to remain in their
028activity to remain in school and the same for staff as well so before I get into Shield are there any questions on any of those terms that any board member is wondering about I have a question um on several of the slides D paage County Health Department has the final say on whether or not a student or a group of students would be quarantined for 14 days um eligible for test to stay what is typically the turnaround from the health department in determining that is it or we don't know um it's a case by case and and principles can certainly weigh and last time I know um I'm looking at Mr Walsh chrisy and I bonded on a few cases late last spring and so sometimes depending so what what may happen um the student
029uh uh we may not we may not have sent the student home we did not know they were symptomatic and they just were not in school and for whatever reasons the family chose to go get them tested they may let us know that day of or maybe they didn't they just called them in sick and so when the case came back positive the student may have actually been out for two or three days and so the protocol last year was you had to go back to Day Zero the last time scho was on campus two days backtracking of who are possible close contacts so sometimes what gets complicated and tricky is when we are notified um by either the family or the health department so if it's same day it's a little bit obviously closer
030together but if sometimes we are not notified because the um the family was waiting the test results and did not share that that was a path they were going down we sometimes it could be four school days later or weekend pass and we have to go back and that did absolutely happen several times um to both campuses principles I don't know you together and came out no you're exactly right super if the family doesn't tell us the health departments there case it was as it was well over three days before we learned about it because if the Health Department's overwhelmed they're trying to figure out where the kids at and everything else then calling us okay just to share the other the other side too um we we also had cases where it was if
031we knew everything up front right at the moment we had time for it was same day so like you know we were able to email all the information or call the information you get information back right away with a very clear Direction on what to do so I think the answer is Case by case is 100% accurate but we had pling of times where it was same day also and we also had examples where it was three or four days so it depends the do we expect um dchd to come back in the next you know week or two with a little bit more of a firmer procedure to allow us to have that test to St because if we're if we're always worried that we're going to be going between options one and four
032that still kind of gives us that variability but if they come out with a decision tree or just an fq that says listen you're complying with these four Str you can check the boxes and so therefore test to stay you're keeping your schools open um no disruption 1357 test and then you can move forward has there been any have been a multitude of conversations between superintendent and D department they are very well well aware of our need and our request our next um scheduled meeting them is Monday at two um but I also know they are also waiting for idph to release the updated decision Tre guidance document we were hopeful that that was happening yet this week so any other questions on this section okay so I'm going to go a little bit deeper
033then into one of those layer mitigation strategies which is The Shield um uh Shield Illinois you may have heard about this just in the news um you know from last school year and or if you have a friend or a colleague who has a student who was down at University of champagne you may have heard about it as well so uh Shield Illinois um we are fortunate it's here right here in our state um but it is a screening and diagnostic testing program that deploys um they created an Innovative PC Ki saliva test the next three slides are just currently I asked I CAU off the press from the this morning three slides worth of current um as of eight 11 districts that have um gone to sign on and partner with Shield this school
034year and so basically what's important to know is on that far left side vision test but um basically the benefits of that PCR level test is that it is able to identify the infection it has a um very very high um able to identify those presymptomatic and asymptomatic um features um that is not a capability of the rapid antigen test um there are fairly fast results PCR test if anyone has been involved with it it does usually typically take it's a day turnaround if anyone has had the G down a passo similar to The Shield um process there is no cost to school districts this year that is a shift so the state of Illinois is utilizing their Federal user funds to underwrite the cost and so there is no direct cost to any school
035district that Partners was Shield this year um it has very high accuracy um the most recent U statistics are up there the sensitivity false negatives was at 96.8% and the false positive specificity was at 98.9% they are please certified which is the retirement um of their Labs U they also can possess those doctor orders which are for us for that um rapid man test pce um it's also very easy to collect um um we will be partnering with a thir part decaration and it also has received FDA authorization those are currently where all the labs are at what is um part of the process those three slides worth of clientele they are able to um access any of the labs and so um University of Illinois could direct on any particular day our those those
036third party companies that we would be in partnership with to bring um our results to anyone of those labs are standing ready to work with any of the districts that um they need to process um so PCR test um as I showed before is that gold standard of testing um it's a highly sensitive model what PCR actually stands for is that polymerase Chain Reaction PCR just as much as education likes their acronyms so the help medical F so what's important to not what separates shield from other products though is in particular it has is able to detect three genes that are affiliated with um the co virus and particular that is why it has um such a high level of accuracy because it has it is able to find um those one of those three
037different genes the other piece that um separates it is they have partnered with thermal Fisher Scientific and that is the active region that has be added to the saliva sample and they are constantly updating their piece and so they they are able to um with with pretty good confidence that they are able to identify the new variants as they coming along and so that's something that shieldo is very um proud of this is a piece that they've added for diser that was not available last year and that's that rapid anent test piece and this um I just feel for any high school campus is absolutely necessary tool in order to access those um test to State protocols those outbreak protocols or if anyone was symptom again that was a very um stressful event for many
038families perhaps as a board member you got that call from the health office that your son or daughter either has a runny nose or a headache or something and you either had to go get that alternative phys um um prescription to say oh no my the student um sees me in the office bre for allergies or whatever it was and so to me this is another um wonderful tool that will allow a student to stay in place and not have their school day disrupted and having to be sent home in order to get that alternative symptom what's important to know um about the frequency of the testing um one of the other tools within Shields they're able to show they're actually able to detect and pick up the virus well before before there are symptoms
039or um individuals even feeling ill and that's another piece part that screening tool um that they are able to um um find that before the individual is actually contagious and start shedding the virus which is helpful on a high school campus Because we want to prevent um outbreaks if at all possible um this particular slide it it talks to you about um their saliva PCR test that they have data to show that it can find those positives earlier than other tests and sometimes one to two days before young adult is in an infectious phas B picture how it works um the student Checks In by confirming their identity it's a barcode scan that's connected um to the students information on their ID badge the person collecting it there's no identifying information on the actual Tu
040that's all scanned in um they deposit their small amount of saliva plac in that file rack that third party then is taking our samples off to one of those labs that I sh Shar with you and then the results are delivered within 24 hours of the samples reaching the lab so big picture so idph all the results are on that reported to idph the parent has also contacted on as well and then the School receives a report as well and so idph and shield they are responsible for all the test related funding all the CLE laabs and all those pieces in the technology platform that is used to collect um um the barcoding and all those pieces in the supplies they organize a third party vendor with it's a healthare agency and we are responsible
041for the operation side of it so and how we want it to per and function and obtaining the consent from the participants and in the communication around the contact tracing piece so in summary um there are three options on the left we are leading we are absolutely wanting option one we are going to need Manpower and support um and they be physically present on the campus however um they absolutely can also train additional um members so in our system that can also assist for example if there was like a large outbreak we have athletic trainers there's all different individuals in the organization that can absolutely be trained to properly collect the saliva piece and know what it is to do and so it's a little bit of a combination of the hybrid model around that
042we're going to add some additional members that will be trained that could assist in the event that we have an outbreak and have to um sort of put all hands on deck and also on the right hand side absolutely we are interested in all those features as well that the BX now the test of State option and then that on demand testing if for some reason um we need once thing whether those homecoming from a large event or something that we needed a higher level um that they will absolutely be there and they can bring additional staff to supports if we have a larger scope of individuals that we need to screen for Diagnostic testing so again the three stakeholders are that Shield Illinois District 86 and then that third party collection piece and we're
043all working together and each have our own um separate goals to ensure that we can sustain our students in person and staff as much as possible I just thought this was handy this is something that they have done a nice job of once again um separated to sometimes you will hear um screening and Diagnostic and surveillance surveillance um is happening which public schools are not interested in that's where they remove um the idea of who of who actually was um submitting the sample and just to get a sense of level transition in a particular Community um we are absolutely looking at the screening and the diagnostic piece um is part of our relationship with Shield okay any questions with Shield so I may have missed this um are you posing that we're testing vaccinated students
044and unvaccinated no no and that's coming up in the operation plan part you do not miss no it's an option though so but a made to all a must for a certain segment of the school um po I have a few questions um what about our transitions on our students would they have an opportunity absolutely par this is District white okay um and then suppose your kid um your child presents with symptoms and you want to take them to the pediatrician to be assessed and you get a test there does the test have to come from Shield or will you still accept PCR test and then I've looked I've looked three times now is BX also a saliva base test nasal it's the nasal swab where you got it you can buy a little box
045from some your Walgreens just headed for my daughter earlier this week so it's it's just a little nose saying test over the course of 24 to 36 hours and they would be administering that on campus um a multitude of different roles are able to administer yes okay District employees as well okay and both buildings this would be set up um I'm sure you haven't gotten that far in terms of logistics of when kids no that's so so should um should we enter into this agreement with them the next part is that the third we we would be assigned a third party vendor and is would that company I met with Administration earlier this week to see who we want at that planning meeting but then you work very closely with that third party that's assigned
046to you to say at hinel Central here's how we want to do the screening piece here's how we want to do if there's an outbreak because it's all it depends and then here atth here's how they're going to do they will work with us in a transition Center okay one more question um is this proposed for the entire year or is there a time frame around this it's intended for the current school year for some reason we no longer needed it we obviously at any time can stop using Shields superintend Apprentice can you help the community understand what exactly would trigger a test or a want for a test in terms of symptoms what exactly would define those how how do parents know what would trigger an event if you if see we answer some
047of your questions when we do the next section but in general um there's several a student could be caught up as a close contact might be a reason a student could be explain um displaying one of the covid like symptoms which are same as last year and in order to stay in school we want to access the binax to prove that at that moment in time they're not presenting with the um virus um a student might be part of an outbreak a student may be unvaccinated and meeting a certain criteria that we're about to talk about that is going to be part of the screening so because we want part of the screening tool is able to pick up all those asymptomatic pieces so that an outbreak doesn't happen on campus so for those and
048then and an individual parent um may have a a particular situation at home so you know I may have a high school students but I have students who are not eligible for the vaccine living in my home as well or I there's a parent or someone living with us that has a certain medical condition that they would just like their students to be part of the screening so that they know even though I'm sending my student on campus I have this extra level of of protection to know that they are being screened so that they as I share with you the Delta variant even a vaccinated individual um apparently can transmit unknowingly to unvaccinated individuals and so it could be another tool that a family chooses to use for their own reasons and they are
049just accessing it here on campus let us know that thank okay last section so now the opening of the school year plan so now that we sort of walked through all the labor mitigation strategies and particular The Shield piece um here's how we are actualizing that here on the campuses so in general um we will absolutely continue to promote those opportunities for students Def and families to be vaccinated um maintain those layered mitigation strategies that I just walked you through those 10 slides we will continue to enforce all updated guidance from the CDC iphon Health Department in isby we will continue to provide supports for students based on their social emotional learning and academic needs from previous and current school year we will continue to provide the layered PPE for appropriate staff that happens in
050a lot of our self um self-contained special life classrooms there's additional layers of PPE that we purchased for staff we are resuming the traditional bell schedule for instruction and lunch um remote learning option is experienced last school year is no longer available and of course students in sta should continue to stay home when they're sick although we may so feeling sick is different than having a CO symptom so we all know when we're feeling sick and you should have School regardless even if there wasn't a pandemic that's what that's talking about but we are hopeful to have some additional tools that if you just had a CO like symptom but you would still normally would have gone to school that's when you would access some of those other products from Shield um for your student
051or staff member U District 86 will partner with Shield Illinois to provide staff and students with access to a Rob robust covid-19 Diagnostic and screening system so here's here's the points maybe this helps you remember water so any student or employee may give consent to participate in the program anyone absolutely may be part of that screening program any unvaccinated student or employee that is participating or leading a district sponsored extracurricular activities in athletics must participate in the shield screening program in order to access that activity say that again any unvaccinated student or employee that is participating or leading a district sponsored extracurricular activities or Athletics must participate in the screen program in order to access that activity close contact students can access the test to day option if the heal fir has approved for that
052student and students deemed part of an outbreak protocol can access to reia school again we continue to we those final protocols from ID G Shield the quarantine protocol so that's the positive news and so I believe in the classroom space last year where the bulk of our students were getting caught in quaran qu was because there was a mismatch between the three and the six ft they have aligned it as long as a Mas Universal masking is happening and that classroom space un vaccinated so we I do not see nearly the intent obviously maybe perhaps a fing like there could be one offs of course in any situation but that stress and and some of when I was meeting with students last spring when they refer to the co police principal Walsh and I were
053they thought we were Co police a few times and we were doing our walkthroughs um really really see the frequency of an instructional space of a close contact almost down to nil however we know that that's just one part of the student School gate we still have the hallways other large Gatherings we have the lunchroom and we have all the clubs and activities that are always going on and so that's one positive we are very hopeful to continue to the work of the health department to access that test disate protocol in general though if a student should be caught up um in that quarantine protocol um we are we will treat them this year like other short-term absences um out of our Student Success Center we have additional staff that was hired for the Esser
054funds in the event whether it stud really isolated or in quarantine um no classroom instruction will be conducted VI in for students who are in quarantine U families will be continue to be notified of positive cases via electronic Mees as they were last year and again we are still waiting for that um updated idph decision CF thank you all right so on the ventilation side uh things are going to be very similar to uh how we operated last year uh currently the univent are set at a 30% minimum outside error um the that uh percentage will decrease though as temperatures uh cool so when we drop below potentially like a sustained like 50° the that amount shrink and then when we get below freezing that that will be reduced again uh just because we have
055to maintain the ability to heat the building filters and all the univ Bens and Air Handlers will be replaced uh very close to the start of school we're just waiting as our construction is wrapping up we don't want to put new filters in until we're through uh all the dust that the construction is creating so that will will be done though before the start of school uh the univent and Air Handlers will also be set to run from 6:00 a.m. to 11:00 p.m. daily uh which is the how we had them running last year uh the Food Service program is going to return to um um something that is much more similar uh to pre pandemic um so the quest will be accepting cash and pushcoin um for uh food purchases the food will be
056prepackaged uh initially to start the year and we will be streamlining some of the options just to make sure uh that we can get all the kids through um and don't create and an area where kids are are standing around alling over their their food options um so that will be the the initial starting point for the year and then we will see you know kind of how that goes and look at expanding then um you know food options uh for students as the year progresses thank you Mr Stevenson I'm going to talk a little bit about some modifications that we might make to our um School operations if the level of transmission in Dage count is high this is out of an abundance of caution to keep our students and our staff members as
057safe as possible so if the county is in High um it does change on a daily basis so we will be constantly monitoring it um but some changes that you can see um on our first Institute day um if the Count's in high we would not have our entire staff as a whole entire District staff Gather in person we would find a way to do what we need to do virtually or in smaller groups for curul night and parent teacher conferences they would be virtual only instead of in person um we are hopeful that we move back to substantial or moderate or low transmission we as principles both of us very much want to do all of these things in person we really missed it last year um we have made a decision as an
058R3 team that if the county is in high that these events will take place virtually in an alternate ways Bill Walsh principal H Central uh opening the school year uh so as we ended last year and we know we needed to check in on some number of students uh based on last year's results students who were remote last year were surveyed uh we've been making phone calls to those who have expressed some level of concern whether it's about last year or the coming school year we've been inviting students again students who were remote all of last year to come on campus uh either on August 19th at Hinsdale Central or August 23rd at Hinsdale South it's an opportunity to re acclimate themselves to the building or learn the building for the very first time uh
059we'll hopefully have all we will have all staff ready available to help those T night and we will meet individually with these students during the first month we've expressed some level of anxiety based on those surveys and phone calls that we've made earlier in the year to help support them in their social emotional and academic growth next slide uh in regards to opening the school plan as well operation Al uh first student which is our bus transportation will provide extra masks for each route for any student that approaches the bus without a mask on and there is no restrictions to capacity other than they have to be able to be seated we can't we're not having standing REM only on a CTA bus so when I say it that way we understand uh and then
060as we have done in the past to help support our students with regards to Wi-Fi and Broadband we have hotspots available from District 86 for the devices is if students need internet or other things while they are at home any student that is in financial need and then communication to our students regarding safety protocols and expectations will be sent from the buildings on August 24th uh principal lip has offered to write the entire thing and I will just change it to Central so thank you for doing that car uh but no communication will come on August 24th I believe I am turning it over to the esteemed Dr Cino thanks uh a couple items just about the opening of school year from an academic perspective uh in addition to just the general uh notion that
061all classes will begin uh with the full year curriculum and and the way that it has been done in the past uh with all the expectations of of making of uh achieving the entire Year's curriculum in in the year's time because we have all the time uh that we usually have uh we will be doing some diagnostic testing uh using map NWA map uh in English and math classes uh looking to assess any individual uh uh learning gaps that may occur uh have occurred uh have not been remediated over the course of the summer uh with some other pieces that I'll do with the next slide um our course team collaboration which is really building focused and and done on our late arrival days for at least the first few we'll focus on student assessments
062understanding how to assess students figuring out what it is that uh we need to do to enrich the curriculum to make sure that any uh loss uh uh is is um is made up for uh over the course of the first semester so that we everybody can be on the same page and on track um we have core subject area the four core English math science social study studies have uh interventionists these are uh teachers who have a uh full period release in the day uh in each of these departments uh each department has a different number uh but uh they will be uh uh used uh to work with students who have been identified to have uh specific learning uh needs uh this is what they typically do uh but just you know knowing
063that they're there and that can they can be sort of uh used to to triage anything that the teachers uncover uh through early assessment uh is is comforting to know uh we are also expanding the Excel or the intervention uh programming uh as uh superintendent pren said earlier uh we have added three staff members at each school to uh one uh teacher uh one uh clinical interventionist so a social worker and one par professional and they will be Staffing uh new expanded Excel Intervention Program rooms uh where students will be able to uh do um a variety of things whatever it's sort of an individualized uh way to approach what students uh need um they can also uh schedule time with one of those core interventionists in those areas uh and of course we're increasing
064the space uh necessary to to accommodate uh those expanded intervention programs and this is just an update about the summer um you know we we shifted for last year uh to off to giving NG grades or no grades uh when students were in danger and or failing a course uh that did not affect their GPA uh due to the pandemic uh at the end of semester two there were 81 students in the district that I'm sorry there were 153 students in the district that received an n G grade but there were 334 courses meaning that those 153 students often got NGS in more than one course you can see that 81 students require uh required more than one remediation course uh as you can imagine just sort of thinking about it logically if you didn't
065do very well doing remote learning during the school year and then we asked you to credit recover doing remote learning over the course of the summer uh the success rate wasn't overwhelmingly high but uh we are happy to say with the work of a a great team a great summer team uh that about uh 36% of the students did uh completely finish their credit recovery about 40% of the courses uh you can see in the bottom line though that about 17 students uh who basically um uh did not do any of their academic work during second semester on average um uh needing six Credit Recovery courses uh still had not done that work they will be the uh the primary um Target sounds uh too violent but the primary uh Target for uh the Intervention
066Program as the school year begins uh and then you can see that middle line is where most of the students are about 50% are still in active remediation we're going to leave the uity courses as well as some of the other remediation options open uh for the the remainder of the summer and potentially into the school year depending on the student uh every student accounted for in that middle line has started but not yet finished one of the courses that they were remediating and then as I um when I began that Koba tracker has been from CDC a wonderful addition and it allows to quickly to see that County view we are back in high as a county as of um when I pulled this on August 9th U we will continue to notify as
067I shared um updated vaccination data that was pulled um on 89 as well 54% of 12 to year- olds in Du County are fully vaccinated and 60% of the entire elgible population of du county is fully vaccinated and so our health offices continue to accept proof of vaccination for our students locally here as of this morning Hinsdale South 23% of the families have um submitted proof of vaccination of the students returning at hinel Central 45% of the student population we have on file approv vaccination and we currently have 133% of the students at transition set with proof of vaccination on file with the health office here's just a snap shot from that Co trctor piece and you can um take a look at Illinois as po as it again August 9th so our next steps
068obviously we continue to Monitor and we still are waiting for a few of those U guidance pieces we U continue to stay connected with R3 and any times any significant guidance we would call an R3 meeting for those members to walk through and those operational impacts um scheduled to begin the shield roll out on September 8th and communication to parents and students regarding the specific operational expectations of what a student would really need to know and the parent would need to know that that was the expectation will be um released from both building principal campuses on e24 and obviously we'll continue to provide the board the updates as appropriate any fourth questions on this last section of superintendent pres I I assume with 45% % and 23% in Central and South respectively obviously you probably
069don't have this information but it's safe to assume both those numbers should increase with a recent awareness do we have any indication as to we keep on um um sending out the blur I know um principal Forney we haven't had Pro book on pickup coming up soon so we're going to use that opportunity once again say Hey you could make a copy and drop it off too have to come here and pick up your PR so absolutely both building principles I think we have such a late start um so I also do believe you you know July seems like oh school starting a really long time away so we continue to encourage um for the proof to be submitted I think for a lot of individuals it would be very helpful to know what we
070talking about we have also applied there is a tool called iare through ID um Brad for has been kind enough to take up that bureaucracy of R tape and so everything has been submitted we are just waiting to get approval and that um our health office nurses only have access to it but that is the Statewide system for immunization data and so there is another way for them to go in student by student you canun report it is just an individual's name and their date of birth that they can fact check if in fact they are immunized so there will be another tool eventually upcoming as well but we will continue to ask for that proof of vaccination as it would just help with many other operational pieces to have that on file do you
071have plans to schedule any future vaccination clinics um I make regular contact with ASCO they are ready to um provide us with the flu shop and students are interested and so yes they are absolutely happy and willing to do anything we can even do a a a joint um D County Health Department moved um after the July they shut down their large mass vaccination clinics and if you go on their website um which we can share every week they have something called a caravan and um each week on their main website says exactly where they're going they have come out to some of our communities and some of our apartment complexes to offer on the vaccination there then they return for the second shop so the health department has also been working with the different
072neighborhoods they can tell which communities in particular have a lower rate and then they are trying to Target and bring the vaccine directly to those different communities with the shield testing um obviously parents would have to sign off would you be able to add it on at any time absolutely okay so it's not on or Dawn okay um my second question I know we're not offering a zoom option and we're also not offering Zoom kids that are quaning is there the option that if we start to see a lot of students testing positive a lot of kids out that we would potentially add something on that back in um I'm sure we would go back to R3 if we were having multiple outbreaks or something we would have to respond to the situation absolutely and
073I think if anything we know last year we responded a multitude of times with different schedules which with go always G to maximize in instruction the least amount of Destruction so certainly if there you know were significant outbreaks or one particular campus or acrost the district absolutely okay um and then could you brief very briefly describe the Student Success Center Services these are for extended illnesses where your student is paired certainly so um when the um approximately in 2016 17 school year we began the Student Success Center I was in my previous Ro at the time there is a full-time um special education uh teach licensed special education teacher and a full-time care assigned that has historically um we have access that for a variety of purposes at Pac Every Spring we provide the update
074in the slides of how many students they actually provide services to but students can be there for a wide range of reasons um concussion students um long-term absences in the slowly returning back and re-engaging into the environment in schal suspension it's all sorts of purposes we are taking that same model and we have doubled the staff B basically and so that is to support um the anticipation we both saw the slide that Dr Cino shared we know that there are still students academically at risk but then certainly um as Mr Walsh as well both buildings have been calling um and who have been remote and have yet to be on campus and any student experiencing any type of mental health um support that that's intent on actually that that question out to students um especially
075though you know the phone calls to those who have the most uh the most concerns um post survey do we have um kind of a ballpark number and like what do that look like is it five to 10 students is it 50 to 100 students do we have or do we is if the number is high do we think that's going to cause um you know a reexamining of adding another person with exra dollars perhaps to to address if it's related not necessar um first off the survey that we used it wasn't like a standardized survey that we would know like this is what an extreme answer it was kind of one of those things how would you rate your personal level of concern uh we rate on a scale of one to five with
076five being highest I would say of students with uh fours and fives we were talking about uh the magnitude of about and this is just of those students who remote the entire of last year we had about 150 students uh rate as a four five out of that entire group who was remote all of last year uh and and two I think the the big thing that I would emphasize is we have a system set up and and uh principal Walsh spoke to it where we're going to be monitoring these students very closely I think the personal contact is going to be the best evaluation of where these students are a at and what their needs are uh and we will Flex to that as well uh in looking at those resources we're certainly working
077with those teams closely so to piggy back off that question um I know you surveyed the remote students was anything done to assess the social and emotional well-being of the students that were on campus uh we have uh ongoing uh me to do that and it was outlined a little bit in the the ruler presentation uh we do surveys um we have done them past we're going to change over to Panorama uh moving forward and we just in fact had discussions uh more discussions today about setting that up going into September and October of this year and we can certainly use that data um to help outline uh where they are uh socially emotionally which surveys were they given and do we have the data this evening uh I do not have that data with
078me it's a little bit uh you know what we the surveys that we're talking about are surveys that we've been doing for years uh I don't see a reason why we couldn't uh collect those although I would I'm going to caution it was hard to collect data last year this was and this was the thing that uh it that wasn't something that uh with so many students remote uh that we could set up an ongoing basis but and so I'm going to correct an earlier statement I'm not sure that we were able to keep up with it last year but I do know what I can tell you is that we are set up to do that going into September and October uh of the school year and that's mostly with Panorama correct in the
079future uh at this time that is the plan uh there are some other other ones that we discussed but at this point Panorama is going to be the central part of of monitoring and assessing the uh social emotional learning needs of our students I just wanted to add to that um Miss James your question about making sure that we're um keeping track and keeping up with the social emal needs of our students that were in person so one of the biggest reasons we wanted to do the survey for our remote students to check on their social emotional well-being is because they weren't with us so our students who were with us our social workers counselors and interventionists were well aware of the students who really needed high levels of support last school year and are
080already like on the radar and will be seen as soon as the school year starts so in addition to the surveys that Mr vertin explained we also know from our relationships with the students who are in person who will need additional support when the school year starts um on the same thread I I have a few questions did I know you said that we added staff at Central and South I think at both did we have any to add anybody at the transition Center um I know that you know I I'm not sure how those kids fared you know last year but more importantly this summer about the structure of school uh you know the I would I'm going to say no to that we haven't had that and here's the reason why it's fundamentally
081different because all services are come under an individual education plan so there's a much higher intensity of monitoring and making sure that needs are being met and that's why we're comfortable uh where we're at that being said mainly because the expansion that we have also expanded uh the amount of services uh providing there and again you've heard some of this the the addition of a full-time pcba to the district um that is going to really support our students um social emotional and behavioral needs as well and then you know with the unpredictability of this variant that's come on our teachers may be faced then or our staff let's just say generally with the same corantin protocols going on in their own buildings and their own children are how are we they would just be taking
082days and since we're not doing remote there would be no teaching from the home yeah this this Cheryl Moore uh HR that's correct we we uh let staff know that we're back to the regular use of sick time they uh we allow staff to have sick time all every year and accumulate that such um I am working on hiring additional sub substitute teachers to make sure we have um more staff in case we have higher accses and we are collecting vaccination data on our staff um hoping that we have a pretty high rate and which would um hopefully limit the absences that is something people working on as well um my last question gotten a lot of questions around lunch there's no finalized plans on what that's going to look like at this time correct
083I mean other than or you're referring to the physical layout the physical layout of I I understood the push coin and sure options that are prepackaged principles um from a perspective of the physical L out the lunch space I know um principal was has been bring storming lots of things at Central if you could maybe just give a groundwork of a typical um capacity size at Central for lunch period um the max capacity of lunch is about 650 students in our cafeteria um we are expecting to have that this year um that's where our close contacts are going they're going to occur in the lunchroom and they're going to occur in the athletic fields and in the clubs they're not going to occur in the classrooms 3et partment the classroom so that's our concern U
084Mr maid and I have been talking Mr M is assistant principal on campus you and I have been talking all summer long what we what our options are right now our biggest option I think we're looking at and and we haven't really discussed this publicly with other people have shared it is the library in essence was closed last year too we didn't have students go our Librarians pushed out in new classrooms for instruction is reopen the keep the library closed and open it for lunch with six like that would be like a six foot distance we're not going to get a lot of kids in there but it would offer some relief to students who are have like Mr V said you know anxiety or definitely need to be that six foot feet apart is
085we'd have some spaces there I'm concerned uh we also can then if if and when the October they finish the work on the new pool or the old pool or whatever you want to call that uh would also create another option for lunch spaces as well so we're exploring it if you have ideas I'm open to them uh because I don't have all the answers in the world as much as I like to tell my wife I do I don't uh so I'm looking for ideas so I wanted to Circle back to the remote learning uh I believe everyone was going to respond about sou oh I'm sorry I just want to share so um at South our largest lunch period is less than 400 students which is significantly less than the capacity of our
086cafeteria so we we know that we will be able to keep students 3et apart from each other when they're in the lunchroom we know that when they're eating they won't have their mask on so Central is doing the same thing but we are working on protocol with our students um to have their mask on for as long as possible in the lunchroom so when they enter the launch room when they're in line um obviously when they eat they will take it off but then when there's the downtime after they eat and we're just relaxing we're going to ask them to put their mask that on thank you are are you expecting similar experience like last year where they were all facing the same direction and all that kind of stuff no um and then Dr
087cabino I have a couple questions for you regarding I think it was slide number 38 and there were some question some items about the map testing to kind of identify those gaps um if the testing is taking place in the fall on students return when do you get the result uh map testing is almost instantaneous yeah we within within the week that they test we're currently we actually had a meeting this morning uh we're we're targeting the third week of school right now which would be the week of September 13ish to be to have all of those students uh take that uh exam and then um regarding the Excel program are students require will they be required to ask for help as as far as the interventionists are concerned uh what I'd imagine happen at
088first will be that the interventionists will be working with the students who we've already identified need help uh which would be a significant number of of students as you saw on the the list but um interventionists typically work uh During the period uh with teachers uh so a teacher may say uh I've got a couple kids who are struggling can you come to my class they'll either work with the kids sort of in a parallel fashion while teaching is going on they could also pull them out they could do something that's that's that's separate it's a very flexible and fluid model that is individualized to the students need uh so while those interventionists are not assigned because some will be assigned to work in like the Excel room right during their intervention period there will
089also be times when they have the flexibility to to go where they're they're they're called so typically um a student can ask for help and many students do but those that don't advocate for themselves will be identified by their instructor based on those sort of early and often assessment pieces and just individual conversations and one more question sorry those are the um the interventionists are the new hires that we have the two to three for building or is it no th those those folks are are sort of dedicated staff that are going to be Staffing the expanded intervention programming right but the interventionists are um uh teachers who uh instead of teaching five classes teach four and in that one period when they would be teaching a class um can uh use that time to
090go where they needed for intervention for students will will there be more than there were last year because I know last year there was a shortage and often times interventionists were requested and they weren't able to get to the classroom we uh didn't add I think we added one period of math I think we added one math interventionist at Central uh but no we have not added a significant number they they uh the the goal is to have them span as much of the day as possible and we did add one at Central and math so that we could have complete coverage of every period in the day we also have that in English so I want yes thanks I wanted to Circle back to the remote learning concept um to put it kindly to
091what it was and certainly the students gave it an effort and the teachers should be applauded for everything they did to do something that was new to them as well remote learning to be kind is awful and I think on behalf of the community Tammy you mentioned clearly you know we're committed as a school and a district to keeping the students in the building as much as possible the CDC on several occasions has indicated that the remote effort was certainly appropriate at the time but not ideal which is obviously why you mentioned we're committed to keeping the kids in here so my question is what is the decision tree and how does that play out if and when that may become certainly in this board member's estimation an unfortunate option how exactly do we get
092there under whose decision the local Health Department if I'm understand your question correctly let's say um 12 is August 26 and SE by September 13th um principal Walsh we've been we now know we have had x amount of POS cases again remember the there is a um Education team on the health department that works with each um school they're dedicated group of a team that only support and answer questions that are happening at a school there's other dedicated teams for restaurants and all the other pieces for the county and so it's the same Core group that our um nurses work with and so again based on the information and the contacts there may become a point in time what trips that that has not been released so at on a high school campus I I
093can't tell you is it um one outbreak two outbreaks 10 outbreaks we have not been told what might trip where they may may say um I'm sure right now there's been several schools that have been in session in other states longer than we have and you will read that certain grade level was sent home we can't do pooring so if we were at K5 campus they may send the third grade class home you know for a period of time because there were so many positives on a high school campus because there's so much Co mening um it has not been describe yet what would trip that red line so to speak to suggest that a particular campus or District y would need to um close and in quarantine holistically for a period of time we

096is this going to be handled on a student caseby case basis like this is happening today let's talk to this student and figure this out today or are we expecting it and each student when it happens you'll have someone assigned to you that's reaching out to you to say okay let's start your plan let me correctly hearing you say is if um if your student was caught up in a quarantine in the health TR declar determined they could not access the test to State protocol and that they needed to remain home corre that's the scenario cor so yes in that situation um yes there's a case manager um which are some of those new Esser Grant funded people there's also ancl component and they're they are in communication with your students entire um group of
097teachers to say we've been notified that such and such student is going to be gone for the next X am of school days please identify what needs to be done and they would work together with u interacting with the student directly so it is it's basically having a homebound tutor in terms of collecting um our teachers can we have canvas to push out the information to the students there so there is a way to communicate that there would be staff that absolutely are assigned to that student and monitoring and checking in and exchanging and able to be like the one person instead of having to talk to nine people we also would be accessing all of our interventions so let's say it was a math class that the student let their the case manager know
098I'm really struggling with this lesson we would partner up because we know we have interventions available every period to set up that Zoom call with that student at home and work through whatever that math piece was or if it was aign so we have our interventionists across the day as well that helps yeah absolutely I would say from the majority of people sorry that's okay from the majority of people I've talked to just parents that seems to be the biggest concern they know that there are options and don't know the ansers yet about how we're going to handle the quarantining but that is the biggest thing being asked um and the only other thing I would ask and it was addressed the serving again we did it of the students that were fully remote um
099you said we are doing it the students that are that are there as well I would simply ask please continue to do that to all students don't wait for them to show signs of distress I I can only speak from personal but I had a freshman last year I ol ated for Co 94 days later contact Trace out for 14 days then I had to break the news to her that she couldn't actually return because otherwise she was playing a Spring sport and that day if she returned ran the risk of being quarantined again due to contact tracing and we had a friend that that happened to she didn't seek up she didn't give any outward signs to a teacher to a principal to a social worker but she returned home in a hoodie back
100into her bed bed with the door shut for the end of school not every child is going to exhibit distress or ask for help but they are distressed so please talk to them do it follow through survey them they might not write it down whatever it takes please reach out to every [Applause] child any other questions Christen vop um in regards to the previous speaker we had the same issue away to pull our child out of school just so she couldn't be so she could play her Sport and not be contact Trace um as you stated in the first slide that even and we know too from just uh from some of the health departments that even vaccinated can transmit and catch this virus but you're saying that school is not going to test them
101um it's open to anyone but not currently on okay well I guess my only concern going forward because also like the previous speaker had said too we're will an antibody test play a role because okay but we were so strict on the 90 days last year like set in stone if you were 91 days past the antibodies your child still had to stay home but what we're hearing now is some of these vaccines only last the efficacy of about 6 months so is there a way that we're going to differentiate the students that have gotten vaccinated last February March versus those that are getting vaccinated in October sure those are all really good questions but like that that decision tree will be very helpful because that's exactly where that type of advice lands and that's
102where they would say that's where the 90-day rule came you're within 90 days of your last um of having covid those are exactly all the pieces that would be part of that ID decision tree that would help gu to answer all those questions and it it has not been updated since May 4th continue to wait for an updated decision it does not give not to a vaccinated student it still speaks in the speak before students are even able to be vaccinated so as soon as that is released that would be a very helpful tool for all of us and we would certainly continue to educate the public as soon as we have that done okay I just would encourage be all kids should be tested because like I said if somebody had the vaccine six

105a pretty broad powerful term and it gave me pause okay and if it gives me pause I can understand absolutely why I did the rest of the community POS and the paragraph that I find particularly concerning and this has nothing to do with our superintendent this is the nature of giving a superintendent this Authority sub paragraph C says that the board delegates the authority to the to the superintendent Authority and discretion to determine whether schools buildings Transportation are required to be closed or suspended uh and Implement any approved e-learning program remote learning etc etc that's a pretty important decision to make and I know as a matter of practice that our superintendent would never make that decision board input but the way the resolution is written it would imply that the superintendent would have that
106Authority that gives me concern so what I would like to propose is that that language be reworked because in my view if we reach that position where we're going to have to go back to reduced attendance or uh uh reduce days absolutely I want our board involved in that I that is not a decision that should be made solely by the superintendent so what I'm going to propose the rest of this is fine this the rest is about management of protocols and that's all the stuff that idph is pushing down to us and uh DuPage County Health is pushing down to us but the actual decision about opening closing schools about moving to remote about reducing days reducing attendance that that's a decision that the board should be involved in and rather than attempt to
107rework the language that everyone's comfortable with what I'd like to propose is that we um we have that particular portion of the resolution reviewed and Revisited so that we can accomplish what I think the whole Community would want and that is for the board to be involved in those types of decisions so rather than throw out the whole resolution and rather than attempt to rewrite it on the spot to accomplish what I think we're all interested in what I would prop and and this is where I would defer to the president and the superintendent that we not take action on the resolution tonight but instead take it back we work that language that deals specifically with the extent of the superintendent's discretion and Authority so that we have language that we're all comfortable with so
108that's my proposal member hon can I ask you a question um how is this different I guess my question is why is the superintendent Authority or to close the school for a snow bit correct so I know these resolutions popped up last year regarding Co and they are very common in a lot of districts and this is just an honest question with no judgment on the resolution but why would that Authority not play out if the Department of Health shut us down said we need to close schools would the superintendent without this be able to say the health department hold is going need to shut down or there's you know a tornado in the out we need to get kids out of the building um how is this different I agree with you that we
109should modify it I I would actually propose that maybe we don't do it for the whole year but on a shorter duration depending on the nature of the pandemic um as opposed to last year where everything was so new but I how is it different than any other disaster natural disaster type of emergency closing closing that we would need to do my beef is with the language of the resolution we know a practical matter that quite often decisions to close are not made in isolation they're made because uh a higher authority says you have to do this and I and I suspect in our instance any decision involving a school closure is probably going to come because of information or even a directive that we're getting from the depage county health department or from the
110Illinois Department of Public Health or who know from some level of authority higher than ours my concern is the way the language of the resol reads that it could be interpreted that the superintendent has unfettered Authority and discretion to make this decision on the superintendent's own behalf and I I it is not that I have any concerns about how our superintendent or any school superintendent would actually exercise that Authority it's just the way the the resolution is wored I think the resolution is worded too broadly but it it is not in my concerns are not intended to curtail the superintendent's Authority if a higher authority is telling her that we need to close down or change our operations this is not intended to hamper her taking immediate action as directed from a higher authority but
111rather just to uh tailor the language of the resolution so that it does not on its face give this unfettered discretion and authority to make this decision because I mean I will tell you I I was on the board almost two years ago when we had to make a decision on the spot this was before co co was just kind of a little bit of a thing we didn't even know but we had to make a decision about closing our school the very next day because of a suspected single student with a positive covid test we were able to pull the board together and have an emergency meeting within two hours to make a decision to close school that was not a decision that the superintendent made on her own or it might have been
112when Dr law was the superintendent uh no you yeah okay I guess Dr law proceeded the pandemic pic this is what happens when you serve on the board for so long the years kind of run together uh but the the only point I'm making is I don't I'm not suggesting this change because I think our superintendent would her Authority or improperly uh use her discretion but rather it's just the language of the way the resolution was written and uh that's that's my uh reasoning for this it's not to handcuff the superintendent in situations where a higher authority is directing us to take action so I M um maybe you can speak to this a little bit more I I'm still not fully understanding the need for that so you mentioned the need for having a
113special meeting of two hours and pulling that together I guess what I'm struggling with is the authority is is really a board authority related to that well I'm not understanding your question so the resolution right as it's written is giving authority to superintendent fenis on things Co correct and the ability to to to operate and to run the building the buildings my question is is how is that different from in regular board meetings and in a regular dayto day if we moved to a transition to have people in the building and teach from from the classrooms and get rid of and we're kind of beginning our return to normal SC knowing that there's a pandemic going on and knowing that we have safety measures place I I guess my question is is as we strive
114to get back to a normal setting is there the need to give that Authority up as a board I guess I'm not understanding your question because I in my view everything else in this resolution is fine I think this is the authority that the superintendent as a manager of the school district should have the one aspect of this that gives me pause is the way the resolution is worded it gives the superintendent uh discretion and authority to close schools to uh to suspend to put schools on pause and as a board member I would like to be a part of that decision even if well there are instances where this is not discretion on the superintendent's part this is something that's been directed uh from a higher authority I am just addressing you know what
115it's the former lawyer me I I I read this language the language is rather broad it is not because I anticipate that it's going to be poorly exercised by our superintendent but it is rather the nature of the language all I'm proposing is that we take a second look at how we can word that so that our community is more comfortable our my fellow board members are more comfortable that when we're talking about a decision that involves clo closing a school or reducing the am uh students physical presence in school that the board be involved and the way this is worded it doesn't contemplate that that's my I'm not suggesting a solve for every single decision that needs to be made all I'm suggesting is that we reward this so that there is an element
116of board involvement when we are talking about closing schools which is the the impact that they issue that most severely impacts all of our students that's that's it to execute that then I think we would need to um T this discussion and Tammy would work with hler to rework or reward um item C under section one delegation of authority you know to the discussion I would add the obvious Point obviously we're elected officials by the community and certainly to board member Herman's point we don't want to we don't want to handcuff superintendent Apprentice however this board member doesn't want to be handcuffed himself to represent the community for why we were elected so I find it I find it interesting that we no longer have our community members able to make electronic comments because we've
117gotten back to a better sense of normaly to speak to board member 11 PA's question I think the difference Debbie between where we are today and in last year one of the reasons that the powers were extended to superintendent Apprentice was It was a period of quite quite a bit of uncertainty uh the the inability to assemble and that four-letter word called Zoom was quite foreign to me today we've had a compression of cases as a function of the vaccination roll out DuPage county is in the top one and a half% of all counties in the country I believe number one county in the state and if we have to ask community members to come here to make public comments because we we've getting closer to normaly we can certainly as a board find a
118way to meet every two weeks like we do or twice a month and with the benefit of Zoom would have no problem calling an emergency meeting so I guess longwinded point to what C board member H's saying certainly not an indictment against superintendent Apprentice but certainly a credit to the seven of us to help steer these children of these excuse me of these parents for what we are elected to [Applause] do so um are these maybe you can speak to the super superintendent Apprentice I know that these were quite common last year are most districts adopting these types of proclamations um this year or okay w we did not actually use it last year so we did have the resolution in place they have um AG like updated it this year but we did have
119one on file last year that I never needed to access is the one that we have before us from H the same draft the same what they provideed their other clients correct if it's possible I'd like to hear from the other board members who haven't apped simply and hopefully because we're not made of time and to the extent the law firm starts working with the board uh president and the superintendent I think it's important for the community to know all of our intentions with respect to this initiative I agree um with Kathleen's comments um I also um in the interest too I you know would be interested if there were other board members at potentially doing this you know on a quarter basis as opposed to for the whole year but I understand the purpose
120of it and I think when we take away if I understand Kathleen's intent would not be necessarily to rework but to more eliminate that one um this is been more geared towards the dayto day as opposed to having to um shut things down I guess I would say you know I'm driving towards a sense of normaly for our students uh we've been pushing vaccines only to be in the same place that we are that we were last year at this point so my question is as as far as this delegation of authority is concerned it appears to be specifically around day-to-day operations which is within the superintendent's purview at this point so we can provide that guidance and should provide that guidance as for as far as how we would like things to go and
121then miss pentice takes that a step further and does the how so we provide provides provides that how we have the opportunity to govern locally again what I I don't understand and what I'm struggling with is why we would push that Authority when we have the ability to have those conversations and to have those meetings in order to provide that direction should an emergency arise I think that's the point I'm making that's the point I'm making I think the um I I app your your thoughts uh thing um makes sense to me I think that we've gotten some comments from the community that were uncomfortable with that so or why not um you know we had this in place last year we were one of the few if not the only High School under the
122guidance of superintendent prus and her entire team to stay um in person in some format and like progressing forward so job well done um and this was just something that was part of the nature of the climate last year how um unnown many things were but um I think it's perhaps we can all agree and it's been said that we a goal has always been to get as many students in person on campus as consistent as possible safely and then uh so this just kind of outlines that and we'll just Tinker around with one seat which I am fine with as well I you know we passed the resolution a year ago because of the times that we were in um times have changed it's still a different kind of an unprecedented time that we're
123in right now with the threat of the variance is is what we come coming back to however we are have this the return to normaly is still the idea that you know we heard tonight bell schedule in lunch you know that we are not looking at some sort of a strange hybrid hybrid schedule the same time the state might curve balls has and to make sure that um we are we're ready on a DayDay management standpoint to to deal with those curveballs you know language in this resolution the powers there uh are not inappropriate but to superintendent PR's Point what was passed last year the the the sweep of that wasn't executed wasn't wasn't needed nor was there there was an abuse of power and there was an operation within good faith so in delegating
124or in saying that these Co specific things that that might look similar to the regular day-to-day management it's simply further spelling out because of the the nature of the pandemic um that these are things that yes we might normally think well she do that anyway right closing the building with a tornado to to that effect or um something surrounding cleaning requirements in there again kind of the normal um the normal grind but because it is a different um it's different than just something regular everything in the last 18 months has been different than the norm this is providing um a little bit further it's the it's the board providing Direction on on some of the mitigation and some of the the management in those cases the point of C the point of the school building
125closing going remote e-learning again that I I don't think um you know any one of us as board members would want the 100% authority to just shut down the schools because we weren't elected as you know to to govern by our own Fiat but by with the um consensus of of the full board with the recommendation coming from the administration so as we review see if we if we create exceptions or exclusions to to the resolution um as long as we're being as H provid us as it's always been um it's very high quality guidance and specific language uh when we come back with this question um you know I'm I mean I'm eager to see what they have but yeah we're tbling it's a I think a good idea especially considering some of the

128I'm interpreting that you saying is that Beyond one C which is what Kathleen has um suggested that we eliminate you're not comfortable with the rest with a D or e or the rest of the resolution is that correct correct I don't feel personally this board member personally doesn't feel that we need a resolution in our normal way of operating as a board we can convene and meet and have that provide that guidance as needed rather than having to issue a resolution seating that Authority so that is our job as elected officials to provide that guidance and to me as needed and I don't know president Ro I don't want to step on your toes but there was a motion in a second for the resolution as written I don't I guess yeah we table and

131gets here is that something that's inappropriate for member hman I could be speaking totally out of line I'm just asking like legally from a board perspective I want input on this agreement there's several parts of the agreement I struggle with and I'm concerned that if something comes back on a tweet that the two of you decide on only that might go nowhere so I'm wondering to what extent did the full board participate I think if you have other things you want to recommend as we table it so recommended one see if you have other things in this resolution I think now the time right no what I'm trying to avoid right now is rewriting this resolution in live time without the benefit of council I would I excuse me let me finish my apologies okay
132the only motion that is before us right now is whether or not to adopt this resolution okay that's the only action that's before us right now what I proposing is that we table that action and I gave the very specific reason that I think it needs to be tabled and that is my singular concern about the authority of closing schools and limiting student attendance okay now if other board members have other parts of the resolution that they are uncomfortable with in this intervening time period there's nothing that prevents you from Raising those concerns directly with the board president what we need to be very careful about is we cannot have a board meeting to discuss this we can't we cannot circulate information amongst each other because that is not permissible under the open meetings act
133but if you specifically or any board member wants to suggest language changes there's nothing that would prevent you from doing that and then ultimately whatever is the final product will be brought back to the board for Action in Open Session and if you're comfortable if a board member is comfortable with it they would approve it if they're not comfortable with it they would vote it down but we're not going to go through a drafting process at every board meeting over every resolution but there is time for you to suggest changes or anybody when I say you Jeff I'm not trying to single you out I'm just suggesting if any board member has language that they would like to see Revisited during this period when it's being t you can do that yeah and well that

142speaker is Lisa Pomo hi um okay sorry um I'm actually a hansdale Central graduate 19 86 my son's going to be a freshman this fall I think unfortunately what I have to say is sort of a loot point I think you guys already adopted the return to school but I'm going to say it anyway because I think it's important for you guys to know what parents um you know are thinking I think the governor's executive order was just atrocious um um I want tool um you know I think masking there are a lot of studies out there that are you know um inconclusive at best you think this thing's going to protect you from covid you have another thing coming I mean the majority of kids are not worried on 95 they're not you know
143wearing properly sealed masks okay um in the fall the CDC last fall the CDC is be push schools into making one of the worst decisions of the pandemic which was to keep kids out of school and I feel like we PO is to make you know another really bad set of bad decisions again personally I think masking should be a choice between parents and kids my son this spr played hockey on the JV h Central hockey team and they're not under the jurisdiction of ihsa so luckily they were able to play games and practice without masks um you know as a parent I think all students and student athletes in d86 should be afforded that um opportunity unfortunately a lot of what um superintendent Apprentice went over it seems like you know everything's already been
144agreed to this is the way it's going to be is he's going to dictate everything there was actually a study out of Brown University that showed 37% higher infection rate for mask schools requiring masks than mask free schools she also mentioned the Delta variant but according to ID ph's website which was updated yesterday um about 2600 people had the gamma variant compared to about 1,400 the Delta 80% of people who contact Co have vitamin D deficiency why aren't we talking about this instead there's a push for vaccination there's not one doctor on this planet that can tell you the long-term effects of vaccines on kids who are still growing you have to take into consideration All Views and not discriminate against kids who are not [Applause] vaccinated our next speaker is Peter K good evening

146because I know there's some people back there who haven't eaten dinner yet um uh I had prepared statement but I'm going to keep it short and um it's an observation I spent the day today I went and got coffee I went to work um I had meetings with with my staff I had meetings with my colleagues I also had meetings with clients outside of work the one thing I didn't notice our masks until I came here today and I was asked to wear a mask to walk into this school so my question is to this board why is everybody else getting back to normal but the school is not F but it's a slow bureautic process and I think the negative impact and our children is detrimental Beyond just the vaccines the mass and this
147this whole you know stigmatism that you've put on these kids and um I hope that you guys move along quicker and get back to normal as quickly as possible because all I heard is just new bureautic bureaucratic uh processes you know the approval of new contracts new processes and just new vendors that I don't find that are necessary thank [Applause] you and our next speaker is Polly Asher good evening uh thank you for allowing me to speak I too am going to kind of skip around my original remarks um I'm glad that this this this uh executive order is going to be Revisited and I hope that you all keep in mind that the will of most of the community is to get back to normal secondly I would like to address what I find
148to be the real emergency and crisis which is the mental health of our students while I understand the need to address the anxiety that 20% of our students who chose to be remote last year maybe feel feeling to return to school what about the other 80% I'm happy that was briefly addressed um earlier tonight by many of you but I'm not quite sure that you all understand how big of a problem this is what about those children that are mourning the loss of the Student Life they were expecting during their four years of high school those who now have the prospect of truncated Sports Seasons performing in masks and virtual recital for another year the thought of this is overwhelmingly depressing for so many kids many of whom only get a chance to do these
149activities during high school it's easy for adults to write up three years of their lives but most kids are not capable of thinking that maturely despite what many humble brers in our community say so many kids are suffering from eating disorders suicide ideation and anxiety anxiety over wearing a mask all day 5 days a week anxiety over getting Co not because they are afraid of getting sick but because our society has decided to moralize virus transmission an anxiety over our future they did not expect a mere 18 months ago while I understand mandated masking even for vaccinated individuals is the reality I encourage d86 to hire a third party to look at this especially the harms of of masking from a psychological physical and academic angle the term best practice is thrown around a lot
150in education circles and I encourage you all to delve deep to determine if masking especially vaccinated healthy kids sometimes for more than 10 hours a day with few breaks is really best practice for our community and if it is truly making a difference with spread in our schools I leave you with what most kids I know has felt about getting the vaccine they were all led to believe that their lives would return to somewhat normal if they received them they feel deceived they will not forget this inhumane cruelty that has been thrust upon them history will not look kindly upon what we have done to these children thank you [Applause] [Music] so that concludes the audience communication um section of our meeting and we're now going to move to uh agenda item five which is
151board new business and the community engagement plan Next Step board member Walker before before we do move forward and I'd like to thank the community for coming uh unless you want to fall asleep you might want to excuse yourself but thank you for coming uh I'd like to add add to the doet this evening an agenda item and pursuant to policy I believe it's 2 220 to the extent I can get a couple other board members perhaps in the room to uh agree with my motion to visit this topic it's certainly nothing we can vote on and it's not nor is it needed but I'd like to revisit science to the extent we provide further guidance and additional Insight relative to the way we departed on on the July 22nd meeting again it's an action
152item it's just it's just a request for a very brief discussion to give Clarity to Administration relative to that last going to I I will refer refer you back to our board protocols where we um decided that as a board we would stick to decisions that were made by a board majority and on that meeting I believe it was July 23rd I think was the date um uh Dr coino and the team made their presentation and we as a group decided on option two is the direction that they would move forward with Administration and the team is moving forward with uh the direction that was given by the board and at this point we are not in a position again based on our board protocols to bring that topic back up for discussion they will
153be coming back forward to us with recommendations on I believe it's October 14th so I would like to second motion and according to the board protocols we provide that direction but we can also have discussion to provide additional Direction with that and I I I again I'm just going to repeat myself here that as a part of our board protocols we agreed that when we made a decision we were going to stick with that decision and there you know there may be some decisions that we're happy with as board members and some that we're not but we came to that conclusion and I think at this point we have to move forward I would also I I think had reached out just as a way to clarify um not necessarily the direction but I think
154there was some misinterpretation of the consensus of the board um board member Walker in the policy 2 colon 220 in the second paragraph it states the board will take final action only on items on the agenda items not on the agenda can be discussed it would be a BRI discussion only an indication of this board M op I will not agree to a discussion on a topic I only think I need two people to agree with me I think I already heard that I did no I think we have to move to the next agenda item forward to also we're going to move forward to um all right Community engagement plan excellent never yes thank you so this is a continuation of our of our conversation um on the basically setting up the the form
155and the structure rolling forward again this is not going to be immediate nor is it going to be finalized tonight um but on a um on what what we're going to do uh here for the broad topic of community engagement again we refer back to goal four which is what this falls under within the Strategic plan and as a as a recap um for our audience and our audience at home the the main steps that we had discussed the main um ways of engaging had to do with the more informal board member copies so I sit down with a rotating around the district uh one board member May member of Staff um um pertaining to one particular topic or possibly even that famous dump the board member um more formalized Town Hall which again could
156be considered also a community Forum that might have you know have the board but also potentially some meas measure of Advent presence um for a more of a a dialogue based um special meeting a d86 feeder boards advisory Council where we reach out to the seven feeders to bring in a uh a group representation from the boards for each of those feeders to um be on this this Council to basically be sharing back and forth best ideas as well as knitting together continuing to knit together this greater academic community that we that we have and to make sure that initiatives from one school from one district from Ours from theirs um that might have reverberations um that those are shared that those are are there again we have superintendent calls that are part of this
157but this brings in the the elected officials there at the table as we were talking about earlier it goes back to to the you know that that resolution that some of the community members were talking about they want us to be taking action so this this puts um boards from all all eight of our boards us plus the seven feeders um you know there with with representatives from from both our um the the employee side the staff side as well as the elected side and then finally uh an idea that was brought up at the last meeting uh board B participation invites into organizational me meetings within the community so that could be a p meeting um it could be something that's sponsored by um you know potentially another sort of community group where they
158would want to have board perspective or d86 perspective within there and so there would be a a board member um or you at most two um that could be that could be there and provide provide that level of of Engagement and so for tonight for the discussion here and looking to bring some direction um looking to you you know since we you know last spoke about this again uh it's been a month and a half It Feels Like A lot's happened it's not really that long of the time but um you know as we've had a chance to ruminate further on if you've had conversations with folks in the community um uh on this of course this you know all of these ideas went out in the board briefs after our previous meeting so everything
159was fully publicized on what we were thinking and what our ideas are and so then using using that conversation and then as we were provided with um IBS connecting with the community um kind of uh road map of assorts and guidelines um you know let's try and form some iterative steps so that um you potentially we could have as you know for example with the the feeder advisory Council I had mentioned the previous meeting that the feeder advisory Council and next step for there again I've already had conversation with some of these board members um actually might have conversation with some Poe members and some superintendents on on some of their best practices but um we could as Direction here um then say let's let's send you know a board representative and superintendent Apprentice to
160a board meeting to you know create a formal this formal pitch board that's not something that we do in the next week or two again we want the school year to start first um but you know I think we need a little bit of it's a big initiative I understand that's one thing that I think I've heard pretty consistently is that this is a big thing and that hasn't been done before and so it can't all be done at once or overnight but trying to lay some of this groundwork down so we can provide that again Direction and maybe part of that and something I wanted to offer out there um you know one of those in the you know the community engagement piece um you know they talk about the different types of different
161types of strategies and though you know the board member coffee isn't listed listed in there it is effectively a combination of a listening Circle um which is that informational and then a dialogue which is an involvement so using those two practices and saying as a way to um pilot which is certainly a popular word pilot the concept of these coffees or what this engagement could look like as we are trying to develop um how we want long turn the strategy to B to put on the calendar and again I'll raise my hand to be the guinea pig uh to put on the calendar a coffee where I will go out there no armor and I will perhaps take well if superintendent prce is there that's sword and shield enough but um but go out there
162and and find a spot in the community to to engage to try and see how does this work in the field with with one of these sessions um and the difficulty here and this is what I think a part of our conversation is this was talked about in the ISB guideline who's missing who's not at the table you know how do we reach all the voices how do we make sure that we are addressing you know all those people in the room um you know beyond some of our you know some of the the the parents and the community members that are are pretty active you know and that that could be leveraging um a particular feeder District PTA you know for the and going out there to say hey do you want to then
163say you know that we're can we use your email list even um to to have this sort of a have this sort of an event but I wanted to float that idea out there as again first this is like a step you know zero this isn't even a step one but to get a to get one of these meetings out there and then also again provide a little bit additional Direction on on engage on having that first conversation formally with the feeder boards on trying to create this again this this would not be happening at their next meetings but you know probably later in September um and then you know we had talked about at the previous the June meeting the idea of a um beginning of November Community Forum Town Hall that would be
164uh even though we're not doing any Panorama polling for it the idea is that that would be the forum for questioning um centered around the next grouping of programming teams that will be presenting at the at the PTAC in October um and then being presented in later October to us and so there there's a month lead time for the community to you know they've heard it they've heard it both at the meeting they've heard it publicly in the meeting and then after that after that board meeting we engage with them in this sort of a dialogue based town pa um to again start answering questions and addressing concerns that they have surrounding what is curriculum the next phases of our curriculum potential curriculum adjustment which as we know there's there probably going to be some
165changes that there just be changes and you know if we still want to as a board try to meet that as a as as I guess as a deadline for that sort of a meeting or if we don't want to if we want to still kind of keep that at the drawing board and so I would I would stop speaking which I could continue vamping but I'll stop speaking and let I'm I want to hear people's you know feedback on this because again I'd love to get out there for a coffee find 10 or 20 people um whether it's at a park or inside or whatever it is um you know to have them play pinata with my heart with their questions and and see what uh you know see how we can do this
166see how it works I um I like that idea I think what would also be affecting is if we did a coffee or if you did a coffee or Mr Waters did a coffee with a feeder that wasn't your own so to try and you know one of the things having just gone through the election cycle was engaging um you know we did lots of meets and greets with all the feeders and engaging with you know people that you're not running into you know at Kramers or at you know your local Middle School events and so I think it would be meaningful um to tap into feeders that aren't your own that aren't your normal everyday people I would agree with what you said board member 11th all you know during the campaign we had
167an opportunity all the candidates to and Eric and certainly Cynthia and Kathleen during your campaigns it is pretty cool to get out there with people that you are unusual suspects in your life and certainly you know the feeders I think that's a great concept and you know generally speaking I think that devil in the details and hopefully we can get the attendance um but I think the spirit and I we talked about it last meeting and I won't be veros here but the spirit of these meetings I think over time is interest is high in the short run but to the extent they feel accessible to the board members in all these different efforts it's you'll see participation dissipate over time because they feel more comfortable because of the initiative you're presenting so I think
168it's a great idea I also think too we could offer um especially given the times that we're in you know these types of conversations actually were pretty really good on zoom and so if we have you know a population of people that are more comfortable with a remote option um that's another you know way to bring your own coffee and hang out on a zoom um makes it a little bit easier to fit into your schedule too for the people participating Eric can also deliver copies to those people yeah but it's on the district's tab right this is a contribution to the ca we have a buffet behind us right we used to have I know the world is different return to normaly we'll get there someday we'll have our our SM yeah all the
169all the candy fruit fruit is nature's candy um I was actually thinking um Debbie and Jeff to your point about you know engagement I resident of marker you know grew up went to school through D1 in part through D1 and so you know looking at at one of at whether it was goer or you know Cass or some other District you know potentially looking for that one I'd be looking at a South one for myself to again further engaged with you know parents and community members that I I don't see at you know my grocery store or um on in my neighborhood or whatever I think that's a that is a great idea um for for a first one now one question is from a time frame standpoint um you know what what would be
170the uh the board's feeling on you know how soon they want to you know throw me out into the ocean I'm relatively flexible as I'm still kind of half work from home half you know work in the city uh if it's an inperson one as opposed to a to a zoom I will say personally I kind of like to be out there um face to face just because you know if we can avoid some of these things and actually have those conversations and see people and you know there's a kind of an interaction that you that you don't get uh quality through a screen which is goes back to a lot of what we discussed in the last year so I I'm willing to try to schedule um or you know work I guess with
171ad to try and schedule a an in-person one but from a direction standpoint you know maybe like the second week of September or something you know you know a little bit after school starts not quite right at the beginning certainly not like next week so give people plenty of time maybe even maybe even the third week so there's roughly a month-ish lead time between now and then so we can get the word out um to the to the population that we're trying to reach I when I was thinking was you know late late September early October okay is I think it's going to get buried in a number of emails like if we were to try and access a PTO email list right now parents are getting so many emails right now about back to
172school joining the PTO you know joining this doing this um I think it would get buried do you think that it should be one board member or two board members absolutely make it two uh I don't think that would be a problem at all the buddy system is something that we always put in like I won't com oh um well so then I guess the I'll drink later I'll drink later uh the on a from a partnership is somebody you know raising their hand to say that they'd like to be the other the other person there with no I'd love to be I I guess my only um evenings might be a little better I know we're talking coffee um I have coffee time is there will any of these events be at night perhaps
173do you think so going back again to that is it's a great question and that's something that was directed to us in that in that document there is you know the the who's not at the table oftentimes they're members of the community they they can't be there during the day because they're working sometimes they can't be at night because they're working but often times nighttime um you know can be a a better um better for scheduling and I think that as we would start a Cadence of of events of these copies uh or you know um listening Circle dialogues that we would be holding them different time frames over the course of the day but so for this first one um we I guess we can just kind of maybe maybe we can see perhaps
174if we have a month and a half or so of of lead time and we we find our our school district you know the whether it's a feeder or within a feeder you know that we're looking to go to um have that conversation with them and start to maybe you know have with some of the um you know lead parents if you will those people that are involved in the P that maybe know kind of the the heartbeat of their community and if it's going to be that evenings work better if it's going to be the days can be attended we can maybe try and get that from them so that we're not simply putting on them we'd like to have a night time event they're like these people they haven't seen their kids all
175day or whatever the the case might be so um because I'm I'm flexible for that I just want to make the whole idea is I just want to make work one way or the other just to try and get out there um and and get some get some feedback feedback on the idea feedback just from from the community I think you two have a date right so you guys will figure out the first one and then report back I think a lot of the districts have access um in one F looop to their PTO pushing out in their weekly and I would imagine our district can navigate that because we push stuff out P6 pushes stuff out to the Feer so that would take care of that for you how does everybody feel about more
176formal approaching approach of the feeder boards with regards to the um um the Fe board advisory Council concept a board member going to either public session and and positing or having getting on an agenda you know later in September or in October um where there can be a uh a conversation with an at the actually at the board table as opposed to the Casual ones that i' that I've had uh is that is that something that we' kind of like to look forward to I imagine there's a little bit of a script and presentation that we' want to maybe you know get together before that happens and so that would maybe come at a um a future board meeting as from an update standpoint but to begin reaching out to try and create that that
177schedule is that something that board members are comfortable with I'm kind of intrigued with that idea of engaging the other boards but I'm also mindful of the fact that here we are carving out time for our our board I I think there may be uh some reaction like what a great idea but you know contact me next centur when I have some time but one that we have found effective in the past is like an issue that might affect more than one Community is when one board president reaches out to another board president because that way you've got that person's ear and then you can say here this is something we're thinking about and we're just thinking about it right now maybe you want to think about how we can engage our board with your
178board uh and it's it's more Mindful and respectful of their time and I think that there would be an interest but there's also the reality of of of finding time but but that concept of engaging with other our our Center District cours I find intriguing it's just how do we make it happen but I I believe that initial reaching out of like the board president to the board president of another one is a is a very respectful way to start that discussion that's just my thoughts I do like that idea um and I agree with you I mean as I was thinking about this too I'm thinking just about people's ability to commit the time to it but um certainly i' be happy to reach out to to anyone that is appropriate I can tell
179you that some of the other um feeder presidents you know they are aware I think actually most are at this point in time um but are aware of of of this so if that is our our next step to get that more official you to you you president to president conversation and um you know again that they may ask for presentation at a meeting it could could come up on their own agenda um can see about see about that always willing to give a road show well good then so I guess right now then as we as we look forward we can maybe you know as the school year starts um and as we make sure that everything's locked down from the next um uh the programming team presentations when it comes to having that
180that town hall we can maybe revisit that idea but for right now um next steps forward Jeff and I will uh look to create a time here end of September uh early October to have a inaugural um coffee a pilot coffee there within the community St will be again you know away from our so that would be somewhere probably in the in the hille South one of those feeders or one of I guess the only hybrid would be would be go um and you know we'll work with with admin here on trying to reach out to the you know appropriate folks or maybe someone's listening at home and they will reach out and say that they'd like their District to be the first one um and then Terry I guess as president you know you

182happy that we can that we can come together on it thank you thank you for moving this forward we're going to now move to agenda item six which is committee report and we'll start with the finance committee report High long time see um so we met on Wednesday July 21st I'll be here all night unfortunately um on July 21st we had two major items um on on here the the the smaller of them was finalizing our Charter and operational calendar uh which there wasn't too much um complication there we haven't had a charter really before and now now we do and also the Cadence of with our calendar what we were discussing at these at the various meetings um was was laid out in that document uh the larger piece of it and this is
183something that will be Revisited a little bit later on on in the um in the agenda in 163 is the the power ad agreement reviewing a draft version uh of that agreement between 86 and power ad and so you know we had from uh from that discussion some takeaways were exclusivity uh for advertisers to be determined on a caseby Case basis uh looking at the pricing structure for sponsorships um would be proposed by power ad and approved by us here in the district uh there would be and this is a very important thing for our existing um booster Athletic Club those groups uh there would be a carve out of existing sponsorship relationships uh with the hinel central booster club the hinsel South Athletic Club for them to continue managing those spaces for example on
184on south facing 75th those banners there that face the road um but continue managing those spaces in relationship outside of the agreement so it wouldn't be a subsidiary part of the agreement that we'd have between multiple parties aside from D6 and power ad we would have our agreement and then there would just be this separate exclusion um that's that they they're operating with them um so the recommendation was to bring this agreement for discussion here to us uh this month in August um and you know we want to take a look at um from a policy standpoint uh there's policy 825 be reviewed to expand and provide detailed guidelines on allowable ex advertising content of course content is very key you know who will we be allowing to advertise the question of political advertisement which
185is effectively solved by policy but that was a a key key part of that um key part of that discussion and additionally the committee the finance committee is recommending that 10% of the district generated revenue from sponsorship agreements exempting naming rights so anything aside from naming rights flow through from Central South to the booster and Athletic Club respectively um so this is very much a riseing tide ra raises All Ships part of the conversation was not to exclude these groups that have done so much for the district and for the program and for the students over time um and you know as they will be doing the work that they've continually done you know they'll be you know participative in what we're doing going forward as well and I don't know if Jeff and Debbie
186you have any additional comments there you know Josh again will have power ad agreement later on so we can pick your brain a little bit more on that one no I think we had the boosters and the hensdale South a Club Car meeting um and everybody seems to be really excited about this I mean the first one will be unveiled I believe next Friday night at the H Central Pool um dedication oh the video yeah so it's exciting and I think there's some things power agreement that can address later the ads will all beated um one thing to note then from a it's a broadly finan um standpoint there's not an August Finance meeting um we really didn't have anything beyond a few minutes worth of discussion to take there um so that that a
187few minutes of discussion is budget related and that will be pushed to that following um you know a few days later the the full board meeting the second board meeting and you know in in September um uh in September we will have again the normal meeting that's going to be a little bit larger one as as a as just a preview because we'll also be discussing uh as been mentioned in previous U previous board meetings there we have a fuller uh presentation on um the insurance U pool the co-op essic that we're in uh with with Gallagher that will be giving us that presentation there on what the PNC Marketplace looks like an overview looking at Cyber Insurance um you know it'll be an interesting conversation um to be uh to be had but uh
188that's that's going to be um in September so that's a little bit bigger of a meeting and there's not so nothing in August come find us September 22nd I believe and uh you know it'll be it'll be a good time thank you for your report mome yeah um so we met on August 3rd and we really discussed three items the the first one was just kind of an overview of what the certified Staffing process looks like it start I mean it really starts I think at like October with the incoming the rising nth graders um and then swings around and comes and starts really uh you know going in the spring semester February March and then comes back to the full board really just to kind of look at it because it just kind of
189every year kind of sneaks up and it's very complicated so just kind of give an overview of that um the second was something that um Miss more presented as an idea for um the documentation to support hiring decisions she great IDE on how to streamline that and kind of give additional information that may would be useful and make that front CER so thank you for that and then the third item that we discussed was um the results of the 2021 non-union professional development longevity B fund so that was what we discussed there pte yeah and then we did our ptech meeting on July 19th and it was a big a long one and it was very informative our inaugural um data review meeting um um so you can see in public content kind of what
190the structure of that meeting was um so it was really just to use high level data to discuss the academic health of our district and you know I feel is something that we continue to build onine moving forward year after year um and probably at certain points during during the year as well um but we had a protocol for discussion for each group I can't remember how many groups had five five groups of folks kind of moving around the library um discussing different topics at each station and we followed the the 4 W format you can see there what do you see what does it mean what should we do and what any questions do do does anyone have the group that I was in that they each had um constituents from different areas so
191a students someone from a teacher you know just all kind of Ross the board and really good question my goodness really wonderful questions asked um here and each group was given 30 minutes to kind of go over what was presented at the time so it wasn't just a 10 minute quick thing it was a a nice Deep dive to kind of look at what was uh we were seeing and then um you know take that and just kind of give General feedback to the administration and and P members and so below that there the attachments of the memo and then the days that's and so that's do thank you thank you for that we're going to now move to agenda item seven which is the consent agenda consent agenda items consist of items minutes business

194board I also think it would be worthwhile for the community is there way to I I guess first of all is there any other interest in that because one board member isn't going to be able to I also have interest in hearing about what they I would not go there as well I've been trusted too I'm sure they're not opposed to it know that um one number is part of um went back to Michigan so it would um either virtual presentation um perhaps of one of them or because it's cost to travel to come down here um and so that's the only issue would be that unless you're comfortable with a virtual that b both TR this virtual it's certainly do that as well I think virtual would work fine when you had the power
195ad presentation they were from Michigan and they presented virtually while we were in person and I thought that worked really well so I think that would work um so maybe just to be clear um are you wanting to them to give an overview of of all the um pieces that are in the exhibit a what are they focusing on just so I can help them yes an overview of of what their training is about so yes there's a multitude ofers there so I think one of the questions that had come up and it wasn't this one wasn't for me but it was can you show examples of some of the materials that they use and you had reference and I went through and looked and I still didn't see anything but I mean the different
196services that they're providing are facilitating for um our celf committee and then doing some training for our um core leaders one of the questions I I'm going to Pivot a little bit here one of the questions I have who are these core leaders and in terms of this training um so I'm supportive of this work towards having your buildings obviously the Equitable but also safe and inclusive so these core leaders are they then training you know a direct person with our kids most of the day or with our students most of the day or our teachers um like what are the who are the core leaders that turn over to the principles they they Arin could start and give you the historical piece itself and Bill come up know looking like it yeah in the
197case um for next year the core leaders they actually are vast majority are teachers so they're leaders of our building Equity action teams and they have been providing um training and space for teachers in which to work on the work this whole school year so it just empowers them and further enhances their skills it is a modified version of a train the trainer model so it empowers the the leaders to have enhanced their skills of leadership but that it is primarily classroom teachers who are the leaders that's the same practice of both schools build our reference building and equity and EX Team the difference between the two schools is money of Hinsdale South staff members have begun an instroduction of race training that many staff members in central have not had that opportunity uh as
198it originated as sou so it's just a different climate in the sense of a lot of learning and understanding and growth still going on about education and and reaching all students at Central that has already been initiated itself I don't know if it's a fair way of saying quick question on that I know there was some training performed last year at Central that was also introducing several you know three different training sessions I thought an introduction to we've had those training sessions going on for years but you only have a small number staff going through each one I think it's roughly at Max 50 so you're talking uh what a lot of people there's a lot of people I think that my secretary today to my Administrative Assistant told me I have 365 staff members
199at Central so and there was only actually two the third one was just transition Center so it's we're a long way away uh from reaching all staff at South and Central okay and then regarding the core um members from what I'm reading and I don't know if I'm misinterpreting it looks like they're originally providing that planning and feedback up front but then the training that's provided later is with the entire staff or some sub set up is that correct I don't I don't understand your question maybe would it be the I'm looking at a pendex say would it be helpful if um I'm just trying to inter the confusion because I have a little bit of it too would it be helpful if we just kind of went through this PX a and got an
200overview um of how this you know translates with that is that kind of ask sure you know I mean specific to me the the introduction to race training um when we look at the scope of the work on appendix a refers to planning and feedback first is meeting individually or as a group with members of the leadership team to to support the development um of the participants and bring them into the racial Equity work of the district and then facilitation is individual facilitation to deepen the racial consciousness of participants I I guess the question is is they meeting with the I'm not understanding where the meeting with the core group core members are ver of the leadership team versus the participate the participants and yeah it's essentially so um what is nice about working um
201with with with these these two Consultants is they do customize the work based on the needs of our district and built into the cost is time for them to touch base either with myself with principal Walsh or with Tammy to say okay we have a training coming up in two weeks is there anything like new going on in your building that you need us to be aware of before we come in so where it says meeting individually as a group of cor members of leadership ship team for feedb hoops and curriculum design that's essentially the meeting with us to make sure that they are best meeting our needs so as far as the introduction to race raining section they meet with us to make sure that everything is in place and ready to go before
202the training and then the facilitation um is the piece where up to we have 50 individuals at a time go through the training so it's just the idea that they usually spend um a couple hours with us each time for the training to make sure that what their training meets the needs of our district at that moment in time because sometimes things change from training to training and it's not always just a 100% like can curriculum that they're doing it's customized to me the needs of the district so another another question that I asked that I would anticipate um community members are going to have questions about two is where do fit into this and so you know we've seen her job description and part of that is training right um but this is outside
203of her new role in the district and commun we had um talked about this as as a team but Dr Payne is hired as our director of instructional equity so her focus is really on what's going on in classrooms helping teachers build their skill set to build an inclusive culture into every classroom so she'll be working directly with our interventionists our instructional coaches teachers themselves um and really empowering from that classroom level as the Director of instructional Equity so that is different than like your holistic CommunityWide training that these Consultants are doing and a little bit the role of a facilitator to train all staff in a large setting one thing that um superintendent par I talked about too is that as um as we as a team learn from Dr Payne and as we
204as a team learn from our Consultants we have found ways in which we feel 100% ready to facilitate the work on our own so one example is we use our facilitators to facilitate conversations with us here um at the cabinet level last school year and moving on to next year that's no longer in the contract we feel with Dr Payne's addition to our team and our increased skill set that will be able to facilitate that conversation there so we see her as a integral part of our team helping us to grow in our work but primary focus is on the area of instruction so we see then as we're rolling this out for staff that over time we would need this particular consulting firm less last because we would have less and less staff that
205hadn't been hadn't participated and then my other question that we've heard a lot um over the past few months are is this required for staff to participate or is it volunteer volunteer um so to answer your first question I I don't think any of us can predict that far out it's really we are trying to um Implement and live by our Equity statement and so just having tools and resources that we all need to do that and so I don't know if board member Hansen hman or Walker want to comment on because they have been part of s and they have seen and experience that that's very different and that is has parents Community Wide members and students and staff present so I certainly don't know if you would like to comment on that you've
206experienced as a board member in those spaces um since you've been a part of so I was only um s for a very short period of time and then we had a new board member because we have a limitation on the number of so uh I wouldn't be the one I think Cynthia Spent A Little More Time On the committee than I did yeah so for itself um the process last year that started last year and Contin to through the year was really building our Equity statement and there was a lot of work done and they had facilitated um that for us and the different groups that were there that students M staff um myself and then prior some board members prior as well um and that was uh that was a lot of heavy
207lifting it was really complicated work so they helped kind of keep us focused and then you know all the suggestions they came from different groups how to flush it out and come up with activ statement that we all felt really represented our our district uh I might be able also to speak to CU I believe I was there as well okay the two-day training that our staff went um if I remember correctly it's start two days that split by so we did one in March and then happened and then came back and did um the second maybe November I think of the next year um but uh as a as an observer as a board member I think one of the things that I took away that was really helpful um first of all I
208think would be helpful kind of explanation of how long this been going on in our district which that later but the other portion that I learned was how certain groups felt certain groups of our staff felt like they were doing all the lifting as representatives of and experiencing from their perspective and so they wanted to help so they help you know have to be supported and um doing some of of that work as well so it's something that this for us as well I mean my exposure to the team was meeting that I participated in and I felt like they did a great job of facilitating that discussion um which I think a lot of times it it's helpful to have those discussions with outside parties versus the internal employees trying to lead a discussion
209like that it can just be uncomfortable I think at times for people to be as open as they would be um uh versus having a outside so I thought it was very valuable I think that they um did a good job of of cover topics as well as keeping people engaged in the discussion and so certainly um as well we'll mention that the spots are far or few between but certainly if there is a board member that um would like to attend one of the intro to race training um we certainly can reserve a seat for anyone just let me know but sooner than later because um we have scheduled that training already so before we give a seat away we would be happy who would like to participate in that two-day training it is

212yeah when you um when you host when you host these are there teachers from both schools at okay so it's not a central or it's staff so it's teachers going be a parent it's it's the um like principal said the majority of our certified staff at South have already been trained so typically um the number of staff at South attending the sessions um is like between 5 and 10 and we did it the flip side when South was training it was mostly South staff but five to 10 Central staff were there so that's how it work for next year um I just want to Echo what principal Walsh says that um our teachers would very very much welcome a board member presence I think it would be a really nice way for all of us
213to move forward in our Equity work together as one so short of attending a two-day training session um is the and I think this was asked a little at least be at Emil and I think we talked about it touched on it lightly is could the Consultants provide kind of an overview of the these trainings or um ins to that for the board make a presentation to the board well I think beond a presentation to the board it would be for the community as well because while we're welcome to attendees uming we don't have space I guess I do have a question on that this is just a drop there normally we don't have professional development come through the board meeting and be presented is there a reason why we want this material to be
214presented to the community interest I think so one of the other things so I understand what you're saying that you know we don't have professional development come through and so I guess another question I have and I've kind of gone through I know that we have other Consultants that will come in and do work on you know um I don't know I guess I'm asking like do we have other Consulting companies that come in and consult special education has all sorts of consult time on all different matters I mean the one that I found was a contract CC um um we use we did code teing Forever pre pandemic and that was a contract ongoing contract we had our Tri mods we've had all sorts of consultants for different purposes and re technology fre he
215we brought in um sickage so yes the district has a contracted a variety for different purposes and consultant all the time is notal and Eric to answer your question you know I think it would be appropriate to find a way to engage or at least to deliver this um presentation that we did see for power ad was it was you know comprehensive it was collaborative there was Q&A um but given the content and some of the uh concerns questions that all that are going to come to the board members ourselves it might be um I think it's important to at least try to make this available in a public setting because it's certainly going to um at least minimize some of the concerns and if not it's certainly going to make community members aware without
216massive communication to each of the Steven board members um to the extent we choose not to so I would be in favor of that I guess the question I'm asking is you know this is with this training what is the concern like with power ad it was a major contract um a long-term contract um for our facilities here for advertisements there's a lot of moving parts to it um and it's very much a community facing part of it too because you know it's these video scoreboards it's you know A-frames it's it's banners um it's a little bit different than again you know PD and so I I'm you know I'm not opposed if the majority of people on the board want us to have a presentation I'll gladly be here for and watch it but
217you know this it seems like some of the the fear is that we're you know that because this has a racial component to it that there's an accusation or or something that this is critical race Theory or something along that lines and we're we're heading down a Marxist path and you know to me it clearly isn't has been say it's it's not that at all this is a relatively standard form of professional development um may use some different language than you know what we might have classically termed as you know diversity train in the past but it's to me it's nothing that's um you know raises a a flag that it like that we wouldn't U for example approve the contract that we wouldn't have the the training that we wouldn't encourage our our staff
218um to be you know to be trained in this fashion to be more aware um of it as that's been the the way of train employees in the public and the private sector for you know for many years now so you know before we bring them out here and and and have their time expended in our time and then the community's time um I'm just trying to figure out why specifically this this one form of train it's a contract and we have to approve it we we do approve other contracts for outside contractors that doesn't that doesn't always require them to be here and go through what what they're doing and so I'm just I I want to it's for my my own knowledge and why are we why are we pulling this out because
219I want to make sure that you know we're doing it for a positive reason and not because somebody is afraid of a of a boogeyman that isn't even under a bed you know that type of a thing and that's that's been a um something that's been on on on my mind with this is you know since you know we had um you know the the equity statement the work that we're doing this is kind of that Cadence that still was part of that and it doesn't seem like it it raises to the level that it requires I guess an additional agenda item at a future board meeting for what probably be a half an hour 45 minute conversation potentially um so before we go down that road are we sure that we want to then
220have that on on the agenda um and are we going to do that also prospectively with future professional development for our teachers we're going to want to make sure we review what's being how they're how they're having their development um so you know I think it's I think it's important to me when I see some of the content items to me they just seem vague I need more clarity similar to power ad you need more clarity on exactly how they want to handle the South Athletic Club and the boosters um but I think for the community sometimes they hear the word certainly not racial or cultural but they hear the word equity and sometimes Eric that's not perceived well in communities with respect to a fear of degrading opportunities for all um when only servicing
221a few and we hear this back and forth and I we've had board meetings in the past where people will come in with concern about CRT I don't think that's a focal point of this uh concern of mine I'm just looking for more clarity just like we got on power ad and I think the community might benefit greatly from it I think board members might greatly benefit as well to your point if there's certainly no to quote what you said Boogeyman I'm sure which I'm sure there's not that's not the spirit the spirit is simply to understand what it is and selfishly it'll minimize the Outreach some of this board member will get without it being public considering the general public uh awareness of that term equity which sometimes concerns people so I think at

223member hman I member James I motion pass um I'm going to move now to the superintendance report I I don't really have a report for this evening so time um I just wanted to um this 14we summer has been great for lots of reasons and certainly as our construction continues to come along I think I'd be remiss if I didn't say um I don't know how well our principes are sleeping um until um maybe August 23rd will feel better about that every dust particle will be swept out of the hallway and all the classrooms will be accessed but everyone is working 150% to make sure the hallways are sleep and the classrooms and everything turned over there will be parts of the buildings that are that are absolutely not accessible for the students and there
224still will be some projects going on once the school year starts but we look forward um our next board meeting happens to be August 26th so that's actually kind of ironic and so certainly um we will be able to share um some of the celebrations that they talk about that are planned coming up for returning to our students and certainly report back on that first day of school which we very excited about having in person that's all I have thank you um agenda item 15 which is um Administration and academics um the board will now consider revisions to the calendar for the 2021 2022 school year assistant superintendent Cina will you please review the proposed changes sure uh as the board is uh probably aware uh last year we we brought an item like this
225several times to the board um because we uh continue to make modifications to the uh school year calendar based on some uh specific needs due to to the pandemic um this calendar revision uh is not in any way related to that uh it is because the Dage County um uh Regional Office of Education uh made a uh has a document that puts the countywide Institute day the day when all schools in the county um uh are uh teachers are doing professional development activities on a day that was different than what our calendar committee had originally established and had been adopted by uh the board last time you voted on a calendar so this revision recommends moving our Institute day from February 25th to Friday March 4th which is the countywide Institute day of course it
226can't be that simple that change would then necessitate several other minor changes including moving the parent teacher conference night from the 24th to the third because they they go together um from the purpose of the contractual nature of how we we we put the um the countywide day with our parent teacher conferences and in line with um our policy about having late arrival days only in weeks when there is a full normal week of school without any other disruptions uh to the to the school day uh we would then shift um our late arrival day from February 28th to February 1 21st um we also know noted as we were reviewing the calendar that there was some bad math uh there was addition uh done in one of the columns uh for semester one that
227was wrong and one for semester 2 in the end it actually doesn't change anything uh they cancel each other out and we still have 90 school days in each semester uh but that revision has been made everything you see on the screen or uh um in this report uh is highlighted in either a red uh lettering or a red box indicating where the changes are they all just balance each other out we wanted to make this change happen before the school year begins so that we can start the school year with what we believe is a calendar that actually is accurate is there a motion to approve the 2021 2022 school year calendar as presented second motion Waters second James is there any additional discussion will you please call the vote 11 I Waters I

229of the fiscal year uh for 21 uh was in line with where we were or what we were anticipating with our financial projections uh total operational Surplus was 3.5 million uh about 50% of that a little less than 50% of that is attributed to the Self Insurance Fund um so basically that is the you know the end of the the the fiscal year kind of where we anticipated we were going to end uh the fiscal year so no significant surprises there uh the Auditors will be next week they'll complete the the audit and uh we'll have the Auditors back and present the financial reports to the board either um the second meeting in October or in November depending on uh when they are concluded producing those reports are there any questions on the financial report
230move on then to uh Power agreement um uh basically power agreement we know we touched on a lot of components of this um the review of the finance meeting but basically the finance committee over the last several months has been working with representative from Power ad representatives from the Hinsdale Central booster club the Hinsdale South Athletic Club uh the athletic directors uh from both buildings um to come up with a path forward for uh leveraging the new video scoreboards that are being installed at the stadium and the gymnasium both at Hinsdale Central and Hinsdale South uh to generate uh Revenue through sponsorship and advertising um so the agreement here with power ad company uh would create a partnership um with this company and they would be soliciting um sponsors and advertisers on behalf of the
231district uh where there would be shared Revenue uh not only between the district and power ad U but also between the recommendation the finance committee is to extend that shared Revenue to also the booster club and the Athletic Club as well um so high level that that's the agreement the the agreement will be uh will come back to the board uh for approval at the August 26 meeting and we will flip it to the public content the only reason I left it on the ading content side for this meeting is there's a reference to a company that we're in discussion with about naming rights but that is not finalized at that point so I did not want to to in case that's not moved forward we'll either redacted or or revise the contract um before
232that point in time um so that the only reason it's on the Adent side of this for this meeting and if there any questions be happy to take those so I actually did have one followup question um on the revenue sharing P so we talked about the 10% Revenue share between the Hinsdale Central boosters and the hinel South Athletic Club as they are the organizations that are getting the um the sponsorships and to make sure um you know are are there any smaller or subsidiary organizations um on either side I know South had a different structure they both have different structures than each other but that have pursued um sponsorships that may be there may be additional effect um and like to include them within a smaller a smaller sliver or something within that 10%
233um because I I I had a conversation in the in the interim and it was raised that there were other um um I don't have the the information right at hand but other sponsorships like advertising sponsorships have been gotten from other groups at South aside from the Athletic Club and so if that's the case is it something that would fall under the purview of this or is it something completely excluded from that so we don't have to worry about there being any encroachment because certainly what those two groups were doing was advertising in those spaces and so this would be then taking over advertisement in those spaces now we have a carve out for them uh we just want to make sure that we don't we don't miss a little guy um and and create
234a problem for them further on down the road so I I will double check on that since you brought it back up but it was my understanding that um all of the agreements were with the Hub and again that that may be the case and it could be just a little bit of confusion there or because there areu multiple pieces on on different things like this and I you know um before we vot before we vote you know if there's a little bit that we have to throw in there in the contract you know for these two groups and you know are you meaning like a fin Finance group when you say not that could be yeah I mean that's that's also from student memory also what I'm thinking of as well which again I
235believe would be excluded because it's not part of the same not the program the flyer which would be different exactly very very different but I I'm just the last double check before we vote to make sure that there isn't somebody there absolutely because I wouldn't the whole point of this is is not to take the revenue away from these groups because they've done so much it all comes back to the district at the end of the day yeah and I I think if it was was case that something like that came up that hey there's this one sign that was sold by this one group power is not going to come in and hold it to the letter of the contract and say well that's that's no longer you know it's it wouldn't be I
236don't think you know that big a deal um to to deal with it after the passage of the contract um but we I will definitely double check on that since you brought it up I I don't just contract law I'm not a lawyer and so certainly contract law is not my area of expse um but you know I I would be i' be negligent if I didn't mention it here before in two weeks time we vote on it so we will now move to agenda item 17 which is future agenda items um and we're going to have discussion on a brief discussion on two topics um that I think number 11 um well before that should we see if anybody else has any other future agenda item add or would you like go first you
237go first um so two of the future agenda items that I had proposed that you know we've talked about um are potentially forming some sort of ad hoc committee or task force to look at Creative Solutions to optimize student access to all district coures um which is something that came out of some public perits that we were getting at the very end of the school year where kids weren't necessarily being able to get their courses and I understand we have a very high rate at both buildings of matching students with their you know First Choice courses but are there ways to optimize ways to get access you know prior to being able to offer courses at both buildings um and and Physiology or American Sign Language or some of thees that we Central that may
238not be offered itself sou and are other Creative Solutions to look at that such as you know some of the things that you know alternate Staffing models maybe staggering the start times of the campuses and providing transportation to and from so students that want to take a course at the other campus aren't necessarily penalized by that commute period and then they have to take a reduced load on their courses Andor electives um some remote options for upper class classes that could you know potentially um for more mature students and very specialized content area that we could potentially offer a remote option with an alternating teacher you know campus to campus um these are just ideas but I'm wondering if there are other board members that are interested in having this sort of committee or task
239force I'm not quite sure the word to use for it that would be made up of Administrators teachers students maybe a board representative um to look at some creative ways to create access for all of our students across the district um to access courses that they may otherwise not be able to take so I I do have interest in that um my thought is that's one of the pain points that we have heard over and over in the last few months since we've been here and if we can provide some guidance and have a t can help explore those situations and explore those issues outside of the regular day-to-day operations that we're currently working in I I think that would be appropriate and are there members uh well I'll ask others on the board thoughts
240question I think it' be interesting to have a task force um I guess we could that is a I don't know what what format it would take not a board committee like yeah yeah there is uh still an open Agenda stock for the February P if that there's not a there's not specific topic to it yet and um one part that we've been done and so please Dr and um as you know all the program teams are finishing up their meetings and they're coming to the October t with those recommendations if you were to go back to the Strategic plan presentation that we just recently did the slide um with connected to goal one one of Chris's slides it has a slide of was it was foring on to come and now was that there
241are going to be courses that were recommending to be eliminated there's courses that we are recommending combin um so part of this unpackaging has been two courses we're running at both campuses but they're called something completely different or they called them something but the content was different or we are recognizing gaps and so all of that work has been the work of all the gold one different program teams you've heard from math and science but PCH is about to hear now from the remainder of those program teams in October and then would come to the board so was a part of that natural process of working through the Strategic goal one is this initial swipe at really cleaning up all what that means and there'll be some recommendations of some new courses that the the
242program teams are recommending that we begin offering that we don't even currently offer so I feel like that has to happen first because then we're having conversations about things that may not even be a reality anymore because it's been solved perhaps by X Y or Z so my one thought is allow that work to happen first semester that that could become the February PCH conversation though exactly what you are suggesting in terms of some of the things that you sugges me to say okay now here is where we're at in terms of the course pieces and here's where we know possibly our pinch points or when it's your second or third option they ask this question and get feedback from staff parents and students that's exactly what Pac is for and allow them in their
243table teams to brainstorm which is exactly what they did with the data sets that was the last W was well what should we be thinking about doing when they were capturing those notes so that was my that's my one piece is that there is a significant amount of work that program teams are tying up we'll be reporting out to a Pac be coming up to the full Board of that exact sort of initial issue of just how many what we're running what we should be running what we all those types of pieces need to sort of get cleaned up first so task force being needed to help plan what would be done in the PCH meeting all those pieces that you just described I mean would it make sense to get the group started to
244at least absolutely I'm also I'm thinking too you know sooner rather than later right so I'm you know if we can potentially make some Headway with somebody you know I'm just going to use an example off the top of my head multivariable culus you know um highly specialized Capone ma course that you not have enough students at South to run how do we make that available to students for the 22 23 school year you know what are some solutions that we could come up with so that they wouldn't not be able to take it you know wood shop as far as I know we don't even have that capability at Central right so that part of the CT overhaul there's something called theaker space being created in both buildings and that's exactly what John Madden
245and the team have been doing is to reimagine all those space so that's not it's very premature to because there are many changes coming so I just sort of feel like that has to happen and you have to allow all those program teams have been meeting and they have to have an opportunity to finish their work and they're presenting it to Pac in October to get pac's feedback because that's part of the board policy 6 col 40 and then based on that feedback it will then come up to the full board and then based on that feedback we know where we're standing in order to actually have conversations about what is actually happening so I I could I believe I don't want to be a haking something but I think like they have for sure
246solved that physiology Anatomy physiology and I believe the recommendation is for Central to finally start running it central has never run it but one of those SS that would be a for example for the solve is that that is now um a course that will be on the books at Central and it would take that off the Worry List of how would you get a central student over here who wanted to access it a for example well I look to the other members for direction um to proceed now to wait until what I'm hearing would be after the February P it be the October it's October is when the presentation is held about the program teams and the board there happens to be agenda link for February that is helpful to have that conversation in
247that space so yeah I'd like to chime in obviously in agreement with the task force we have heard from students on several issues and certainly Dr coino pointed out that um there's a narrative that the students have that may or may not be um something that can be accommodated but there's other reasons why it may not be accommodated so there's certainly many different scenarios that can play out and each of those scenarios is different I think board member 11 Fall's point is valid to the extent we try to get to getting sooner than later so we can accommodate some of these issues to the greatest extent we can with creativity try to try to hit that for the 22 23 school year so I would I would be in favor of course of the initiative
248and to the extent we could be you know uh Swift about it I think that'd be ideal okay I just want to make clear what are we talking about because we're not talking about forming a committee we're talking about whether we're going to put something on on the agenda for a future meeting right I think at this point the way it right exactly I was figure out if there was enough consensus to purs yes to even put it on another and what I'm hearing is that we should maybe hold off at least until October at which point then we could determine if we wanted to form something to help give direction to ptech for February when they have um a blank agenda item and and then go from there right okay so if that work
249table it till we're getting that report the first meeting in October so we would table it until that meeting later in the meeting or the second meeting in October um and I'm back to steal line from Air um because I just had tons of future agenda item ideas um the GLE course discussion this has come up several times and this um you know we the G level courses at Central are set to be eliminated um this coming school well the 2223 school year which isn't quite this coming school year yet um they were eliminated in 2018 at henil South and what I had requested was some data to show or to look at as to how those students that would have been in AR supported courses have fared under the interventionist model um some points
250that um I had jotted down was um referencing a presentation I had watched from 2017 that went into um and actually Kathleen was on board at the time and you were in on the stage on the stage right um but we were see you know extremely um positive strides in Reading you know through our AR science program and those were to be commended um so those students were making huge gains above the or big gains above the national average at that time under the AR supported courses and also at that time it sounded to me like very similar to now when your student is placed in a level as a parent you do have an option to say no I would prefer my child to be you know up in a regular course and not
251a supportive course is what this presentation you know that there was still some voluntary aspect of participation so I'm interested to know this particular group of students that started in 2018 are we seeing those same gains under the interventionist model are they being are they successful and I understand that it's a very subjective word but are they feeling successful are they getting the support they need in those courses are they able to to move on to and risk take and take honors and AP courses like we had hoped with the dra tracking initiative and the other piece too that I took away from that presentation was that a lot of the students would be in that AR course freshman maybe sophomore a year and then potentially transition out based on this presentation um by the
252science chairs at the time do we see students able to take those risks and ask those is this as successful as we thought it would be is what I'm looking for so again this is a proposal for a future agenda item are there other board members that would be interested prior to us Li eliminating these courses districtwide for our students um and we've gotten feedback or at least I have from parents of students in G Lev courses that are very hesitant about this removal and um um if we're potentially getting where getting rid of one problem to create another problem um are they going to ask and advocate for themselves in those courses so just just to make sure I'm capturing the the question for a future agenda item and that we have the same
253information um yes in the practic uh hell South at the time um was slowly phasing out all the track courses with that freshman class in central stopped tracking in in two of the cores back in 1997 so those same students who are currently sitting in a tracked math or science but also have reading deficits so I just want to be clear that they are um successful in their other two courses that are not tracked in English and social studies with the support models that are provided for them so for some of those students it's an is called academic reading is of course they can be roll as a general education student um depending on their needs of support and then obviously we have the push that's for all students and not just because you're below
254grade level with the interventionists so so it's not called an interventionist model we just have interventionists for variety of reasons as it was described so it's not that we shifted to a particular model there are some students we still have in addition to right there's an in addition to math class here at Hinsdale South on they utilize Math 180 so they're in standard Algebra 1 and they're also math 18 180 and if you recall one of the pieces that we moved ahead with math is we absolutely recognize that for some students they were still coming to to us was not even ready for algebra one and so that was the recommendation is to create that class that's below for fors at both campuses and so um I don't know if I'm capturing that correctly but
255there's many students and many different things going on and some have been going on for 20 years at uh hell Central in particular so I guess I not sure um what it is exactly targetting I don't know Chris has yeah so board member L um first I don't appreciate you dealing my thunder with that proposed agenda item I was busy checking the white sock score which I know Dr coino appreciates it's going well is going well um no I I could agree more in fact I've heard from South families who have um advised me to get as much data which I think last time I checked with u an Administration there's not much data at all to present and uh you know if we're considering eliminating you know the G level at Central you know
256it would be appropriate to find as much data as possible before we make that decision so I would Echo your interest can I can I have a clarification question when you say interventionist model and I well I think I was corrected already use interventionists yes inter but that's for everybody like that's not just for right okay and AR stands for so AR were the was the G level equivalent itself prior to science 2018 in science okay um and I believe ma we had them it was um our what we called what we call G level and we had them in English social studies and science okay but we also have a standalone academic reading class and a standalone algebraic reinforcement CL class which is also a yes that was why I was asking the question
257because I I I did not yeah I was trying to wrap my head around so we had some that were called like you could be in um like English 2 AR and it was essentially English 2G we just called it a okay not to be confused with not to be confused with academic reading stand Al course so you chose it just evolved that way to be the most confusing are we really understood it at the time um but is the from like and I I understand your request of you know needing data to demonstrate how how it's been working a current class of seniors or are soon to be current class of seniors class of 2022 are our first group to have gone through it fully in a pandemic so I'm again I'm trying to
258understand what is it that we're bringing back to the board for discussion is this a request for administration to provide us with data regarding student performance uh in in these courses that no longer exist or in this I think a report on how this phase out or elimination itself has gone before we eliminate District wide so not that we would take any action it would be a presentation to understand are these students seeing the same gains more academic gains less academic gains or do we you not have that data which could be the answer because of the pandemic well that's why I'm saying before we go and and put something on as an agenda item is this information that the administration feels official for the board to know is it information that you have uh
259those are the questions I would have we would have to formulate a uh a framework for understanding so it so this is not if I understand it correctly a comparison between the schools no because it's two different intervention programs that are not they not even inter programs two different series of coursework that are still that are ongoing right now you're interested in proof that the current South model is effective that when the AR courses were eliminated we didn't see academic I I understand and we've already talked about the reasons behind the decision to do it but are we still seeing the academic gains that we were seeing or are we seeing more academic gains you we I think are seeing a social emotional Improvement right but as a board member you know are we are
260these kids are these students um achieving at the level that they were prior and if they're not but the administration still feels that this is the best way to support these students as a board how can we better support the administration or these students to allow them to achieve those academic gains does that make sense so not a comparison between Central and South in their programs but almost a comparison for how we how we what we were seeing with these kids prior to the elimination of AR not these particular students but just a trend and how what that trend is looking like now post elimination a different way and I'm thinking back to the data that we were discussing in PAC the way to look at it is to see how effective G level has
261been for that particular group at Central on certain measurements and I I think I've seen that I think it's there for map already you can see 10% of I think that the data that was generated and discussed at our meeting and that was incredibly helpful seeing all that data I think that overlaps or may be addressing so is um we've been provided with that data I don't know uh it seems to me that that that would be a better framework in which to address the I don't know I it's late we're we're coming coming up on a 4-Hour board meeting but it seems like it's all the the questions that you're asking in part have been addressed in the data that was presented at the ptech committee and by the way that data was really
262really helpful I thought and maybe our moving forward is how do we interpret that data what does that data mean for us in the future should we continue to collect data in that format uh that's in my mind something that's really more of an administrative function that then they report back to us I know I'm not making a whole lot of sense but that's understand what it is that would be brought to the board if we had another agenda item so so I'll take it a little step further um and that is with any major initiative and getting rid of the AI group is is somewhat of a major initiative there is you know a definition of what the success look like are we meeting those needs and I think what we're looking for is
263have we met our success metrics are we seing the Improvement that we expected and are we Mee the needs of those students would an additional metric though be the one that we presented already which is are the courses students are currently in in uh enrolled in meeting their academic needs that that was the that was part of the impetus for switching models itself you know and not to confuse things but I I would prefer to call them uh paired or Associated I know that's too clunky but courses right so you're in an Ong grade level English class with an academic reading class or an Ong grade level math class with an algebraic reinforcement class the freshman year because that's the on grade level class so you know that we can point to some of those
264data points which if if we were to do this weekend we can also just look generally at student achievement our SAT data indicates that Hinsdale South is actually making improvements even in the co year in the English area which means let's just say it broadly something's going right right so we can pinpoint some of that so so so rather than just looking at those courses we I think also have to look at the achievement of the student in the in the other models right to to think about why we would shift models one way to say it is that there is success in one but one other impetus for shifting models is that we are not seeing success in the other and that's what we had been talking about with some of the other charts
265and graphs and tables that we had presented and there was one in D so I guess I I would just look for direction from the board if there are other members that would want to see an overview um and I'm unclear maybe president Walker knows would we need for we need a majority members to um want to see this on the agenda yeah we would be for board members to to want to see this on on a future agenda and you I I agree with and I think some of the data is in the information um and maybe there's a way U Dro for you to add some of the additional points that 11th is bringing up um and bring that to a future meeting would that be possible I apologize can you repeat that

272Casualty policy the last time we had discussed there was going to be a discussion at the finance committee in August to review the PNC policy in advance uh and that keeps getting pushed back and there's not really good discussion on that and especially at a time when we are looking at liability issues potentially with Co protocols and we haven't investigated that any further with our current insurance policy I would like to Ure that we have the ability to have some oversight and some discussion I'm going ask speak to those sure so um property and casual insurance has historically been presented by Man by Finance the insurance committee that exists currently in the district was created in the the in the negotiations in in the CBA um and the current Insurance committee deals with just as
273a matter of course you know health and dental basically you know those those employee based uh insurance contracts um and so the the other ones are the fview and have his been the fview of of finance and fits in with with Finance um as anything that would come from that from a separate PNC Insurance line committee would then work its way back if there's a recommendation to finance for vetting before going back to the board proper and so having having an additional layer of review there simply that's that's what already happens within within finances to have that as a as a as an item uh in the fall um before renewal uh to take a look at that so from from my perspective I think it's a little it might be a little dicative to
274have an additional Insurance committee um to to go over something potentially a few weeks or months before it's then brought into Finance to to review it now if there's a matter of larger scale conversation on PNC um you know from like an RFP standpoint from going out to change what we have it's a it's a large It's a larger discussion that would also um Circle back to the board proper as opposed to Simply even just the finance committee it would be in finance to be recommended and that recommendation would extensively be coming from um some research and and probability I don't see if o Stevenson want to put you on the spot but you know a likelihood that there be ad recommendation to go out for there um but that's not but that's again a

282a timing standpoint with when the information comes to to us from the pool um and what we can do as a district uh within that you know the 120 days of the that renewal window to you know if we saw we didn't like it to leave um the pool well we're we're we're too far into that and we would be leaving money on the table so whether we had the meeting on August 4th or September 4th or September 22nd um there wouldn't be a there's not an impetus for Action um to to try and rush into early August so instead at the previous Finance we discussed putting that on the September agenda because from a timing standpoint there wasn't a need to have to go with that early August date so we can instead do
283the September 22nd finance committee to have gallager in have the full presentation as close update numbers now that conversation could precipitate further discussion on participation in the pool and essic and or you know um you potentially Co Rel coverage even though it's it's thin but um that would happen after that discussion because we are we're just within that time frame uh that renewal window time frame too close within the do something without leaving hundreds of thousands of dollars on the table for the district if we show if we said we don't like this we're going to exit we're going to go elsewhere um it's too short of a time frame to leave without leaving the money on the table too short of a time frame to do a proper RFP to really go out there

292the meeting she says that we don't have too many board members there but she absolutely is going to be present at the meeting and learning information from the presentation so I just want to make that part clear and I guess the only thing I would add to that is I'm a member of the insurance committee and to me insurance is insurance and so that's where that question comes from ini right but I think that the fact is that you've got other members there are members of the collective barting units that are on that committee so it's not appropriate for them to be a part of the property casualty discussion as I understand it yeah I think historically there was probably a a bad name that was used that that committee is truly an employee benefits

297I'm not reacting against anything but there's no excuse when we have had practice under Co of having um a very effective virtual experience and we know what to do and can have teachers alternate physical location in most cases no excuse not to just do it there and they could be attended by a par professional this would not mean more FTE and the fact that it's not being done is is an open wound and the fact that sometimes it hurts Hinsdale Central simply proves that Injustice anywhere is Injustice everywhere it doesn't make it okay just because Central students are hurt by it too next um I'm deeply distraught that um the board is appears to be retreating on the um essential topic of science curriculum there is no State mandate as far as I know for
298earth science mash up in the curriculum and this um this these courses don't coincide with any any expectations by the college board for that matter college sports recruiters and as coming from a medical family um I I'm appall that d86 would um offer 40% of a science course to hundreds of rising 10th graders which they had last year and not even be talking about remediation what are we how are we going to help these kids they are not prepared for college for the next step and finally um I hope you'll allow me a little extra time because I did try so hard in the words of Dr King a time comes when s silence is betrayal and at on July 23rd we heard of um a very unfortunate outpouring on no evidence At All by
299one of the many people using critical race Theory as a straw man to demonize as an excuse to vent racial hatred and there was as the patch had a very good article about it showing no evidence whatsoever that any nefarious plan for CRT is being considered in 86 um just a few more seconds there no evidence and no examples of any bad curriculum that um would be offered so no evidence no examples now not this person obviously didn't have the the guts to face the board and not only did this person speak but regrettably I was sitting in the front row I didn't see them the people in the audience were cheering for this I apologize for this community I'm embarrassed for this community that our board was subjected to this and again I no
300evidence at all if you read about the complainers the haters of so-call CRT here's an example of curriculum they think is too um Intense or too toxic to teach the Ruby Bridges story okay this has led to a firestorm of protest by the CRT haters now yes Ruby Bridges is the little girl in the new Norman Brock B pain okay and she's still here and she's visiting schools to talk about her experience and it's not a hateful story at all because there were people of every description who did the right thing in this very sad um embarrassing um painful and imoral episode that's an example of the history they think is that we can't handle and our students can't handle so um I just want to give my support to the board I know that
