Uh two committees. is part of the time we function as one big committee but um there's the u uh the certified employees and then there are the classified employees um sometimes we meet separately
019so that the classified employees can meet during their workday um and uh sometimes we meet jointly uh one of the things that I asked them to consider this year was uh the existing policy GCCA that that uh we've been functioning with um uh professional and support staff paid time off. Um I learned that the policy that we have, the current one that we have, um somewhere along the line when it when there was a revision, all that was all that happened was somebody went through that policy and changed the word sick or sick leave to paid time off. And then it only lists the reasons for paid time off, legitimate reasons having to do with be having to do with illness. At the same time, the policy that used to exist for personal time off
020was deleted. So, we've been operating uh authorizing people to have time off that were not for reasons of illness or family illness or whatever. And um uh and I said, "Well, we need we need a policy that really reflects what we should be doing and what we are doing as opposed to a policy that was just kind of a shorthand version uh and whatever because we recognize that there are times when people need to be off work and use paid time off uh earn paid time off and then use it that don't have to do with illness. Uh so um I shared with the committee uh these policies GCCA and related policies from a number of other districts. We talked about a lot of things and um and they liked uh there were things that
021they liked about other districts policies. So I took that information and created what you have in front of you which is a revision of policy GCCA where we have paid time off but there are two designations within that one which is paid sick time and one which is paid leave time. Okay. Um and um and so you see the things that are struck and then you see the things that are underlined uh added to it uh including a lot of definitions and and uh some real details and then um uh because that policy had um had some attached um exhibits. First of all, it had an attached uh regulation um and then it had a couple of regulations, one of which we're not changing. So, one of the regulations has to do with Family Medical
022Leave Act. We're not changing that. That's a legal requirement, and we want our folks still to have that. Um, but it had another one that, uh, was kind of nebulous. And then some exhibits. So, um, uh, we moved the exhibits and then created a new policy. Um, uh, actually, uh, GCCA-RC was the one that had to do with, um, sharing or donating one's leave time, uh, to another employee. And um and it was very specific, you know, um example um Charlene has used up all of her um paid time off um but she's recovering from surgery and um and so she could request under the current policy could request um uh that um uh that Judy give her uh some of her uh days. So it was very specific. it was tied very specifically between
023two individuals or two or more individuals. Uh and we've used that in the past and we've had employees who've used it. Um our team really liked the idea of having a policy that that in a way was like a leave bank that anybody could donate some days to the leave bank only we don't want to call it a bank. um uh it's called the med medical leave uh assistance program and particularly our folks who are maxed out you know who have been here a number of years have their 150 days of uh leave acred and they earn more days this year but they don't they can't unless they use them they lose them and so uh we have folks who would be willing to give those days into a medical you know leave assistance program
024um and then we always have uh during the year, somebody who really needs some of those days. So, the committee really liked the idea that Charlene would not have to go to to Judy and say, "Will you give me some of your days?" or, you know, to anybody else that Charlene could just apply for leave, uh, some medical assistance leave and and it would be granted or not based on uh based on her request, not based on her finding a specific person to share that leave. Um and so that's the new policy GCCG. Uh and then you can see attach exhibits with that and they really replace the exhibits that were in GCCA uh related to that other way of doing things. So we still have all those bases covered um um but in a
025a little different way um and so um that policy everything is new in that policy so everything's underlined. Uh so I tried to make sure that you could see um uh what you're seeing this time is the proposed one. So you can see what's struck and what is underlined. Uh for second reading we will present you with a clean copy where it just is the way it would look and you know and all the things that are struck out are gone and and and that kind of thing. Um so that's kind of in a nutshell what this is. these two things uh two policies are all about and then the related regulations and exhibits. And I would remind you that uh we this paragraph um we asked you to uh agree to a change last year because it used to be 510 and 15 and uh when we were discussing uh retention of employees um everybody liked the idea of changing it to 48 and 12. Um you know we want we want people
028to stay with us at least four years. We don't want them, you know, if possible, we don't want them just to stay the three years of probation. Um, we want them to stay at least beyond that. But we also, the committee at the time felt that it was a good way of of uh, you know, it's a morale builder and it's a way of retaining people, saying, "Okay, you know, please stay." And if somebody's in year three, they're they're more likely to go, okay, I'll spend I'll stay another year than maybe to go, "Oh, I'll stay two more years." Um, so that was a change you all agreed to last year and we left it. Another question I have is you said that uh accumulation of 150 days. Now if you're an active employee, can
029you not accumulate like two or 300 days but only not be able to collect them? No, it just it stops. So that if you had a major illness, you'd have your own sick days to use rather than having to go to the banks. What I'm saying? No. If you if if you use your 150 days, you've used your 150 days. There's there's nothing beyond that. Doesn't acrew beyond that. Now, if somebody has 150 days at the end of this fiscal year, they're still going to they're still going to get days added next year. Um but they still can only use up to 150. So that's why it's nice for them to be able if they choose you know they can either use them or they can um you know uh donate them to the medical
030assistance. Uh, one of the things in GCCG um, uh, in the in the regulation part u where somebody is, uh, using it um, if somebody's wanting to use the personally, it's not personally the paid time off um, uh, they can only use up to 10 days a year. So for that um so it's possible that somebody would use 140 days for illness and 10 days for you know other leave paid time off or any combination up to there. Okay. Um so and in that and in that new year when they've already got 150 days acrewed they can still use those 10 days that year. It's just that if they don't use them or any that they don't use at the end of that year do not carry over. So actually for a year people have
031160 days. Yeah. You know for one year they have 160 days and then those days go away. Do they have to take like if they have like 160 or 70 days and do they have to put it in the uh leave time bank or the automatic? That's their choice. Is this your choice? Donating is is the employees choice. Okay. Oh, it is their choice. It is their choice. And um and and there's a limit if you if you read it, there's a limit on how many days they can donate uh into that into that fund. Uh, and there's also, you know, if somebody's only been with us five years, say, um, uh, we want to make sure they do not donate too many days into that uh, into that program so that they don't have
032enough days if they have their own illness, you know. So, they need I I can't remember it's 20 or 25 days and then if they have days beyond that, they can donate because we want we don't want them to end up after they donated days having to request days from the medical assistance leave. A vicious cycle. that would kind of defeat the purpose. Yeah. And this is very standard the uh and actually uh actually uh many school districts have fewer than 150 days acrewed uh maybe 100 days and um you know it varies from district to district how many days that they allow employees to acrue. So, we're pretty generous. That's a That's a full year of school. We have 150 days of school. That is a full year of school. I thought it was
033180 was our No, we have 150 student days. Okay. That is a full year of school. Yeah. Well, you figure, you know, with the cancer treatment or something, you could be a full year off and stuff. might be, you know, and that's what I I want to make sure that somebody who's been with the district for, you know, 10, 12, 15 years that, you know, they have a cancer or some major illness that they don't have to worry for the year. And it gives them time to get longterm if they have to or whatever. Exactly. And, you know, and have have that security. They don't have to be worrying about income when they're fighting illnesses. Right. Um, yeah, and we were just looking at that one. And did you want to look at any of
034the others to actually discuss them? If not, we don't need to present them, but Oh, the the other one I did didn't did have was on the um doctor's note after three days of illness. Now, is that always required or No. Okay. because you know co you do a home co test and you know five days later you're still check you know it but you don't go to the doctor necessarily for it and stuff so that's it may be required but it isn't yeah we were careful about the wording there may rather than shall okay the same thing for use of uh of paid leave before and after a holiday um uh and that was one of the things that I asked you all to change when I first came into this position because um
035uh as a as an employee uh for so many years and and as a supervisor um I found it pretty annoying and unfortunate that uh for example uh and this is an example that just happened uh at Thanksgiving. We had folks who went back to the Midwest at Thanksgiving and uh had airplane uh reservations for Saturday to come home on Saturday. Uh there were big storms in the Midwest. They could not get on a plane until Tuesday. Okay. And um uh and in the the way the policy had been worded where it said shall not uh where they would have had to have been docked for that Monday. Well, they didn't choose, you know, and I always thought that was I just thought that was unreasonable. Uh and so it still says May. We we
036made sure it still said May. Uh there are circumstances that people can't control always. So okay. No, I guess no. Thank you. Um item 1.5, governing board self survey. I'm glad that you guys printed out this because I when I saw this I thought, hm, that sounds like something I would say, but I wasn't sure I'd say it. And all five of us did it for a change. M that was me cuz I just I you know I think about all the opportunities that I have had to get out and go to schools and visit schools but I know that I could do far better and I know that uh you know we've talked about this before and there's been times when we come up to uh um you know what what have we done in the past month and I don't have anything to say and that that shouldn't be you know I feel I should be participating more in getting out and getting to the schools. So that that was me.
038Well, no. Four out of five of us said on that one, Fred, pardon. Four out of five of us said we need improvement on that. Well, wait a second. What am I talking about? The board member makes every effort to become acquainted with the personnel of the district. Oh, I'm reading it wrong, aren't I? Well, one of us thought we did good then. So, one thought we did good. The rest of us agree that we need help or we need improvement on it. Yeah. I need to take a course on how to eat these things, too. Anyway, that was I voted needs improvement there, and that was my my thought. Yep. I have to agree with you on that one. I have a needs improve. I think I was one of the red on this

This one is one I know we do surveys and I know we don't get very good response for it. Not so much anymore. We used to get we used to get really good response but we don't get as good response as we used to because great response. Why do you think that is? Well, I'm going to speculate a little bit here. Um uh our response from parents decreased when the
040response to similar surveys at given at the same time to students changed from opting out to opting in. Which means parents choose whether their children take the surveys or not. and so few authorize their children to opt in and so there's been a similar decline in I so I'm I I think there's some correlation there of you know parents not feeling the need maybe need's not the right word the incentive to to do the survey um I don't know Jen does you know Jen's the one who puts those surveys out because they're they're associated with our grants. She may have some handle on on some of that, you know, on those reasons as well. But that's kind of my take on it, which is unfortunate because we if you don't they don't respond, we don't
041know, right, whether they're satisfied with what we're doing, right? And we can't fix something. We don't know that there's a problem, right? So, it's kind of a that's a struggle and we can't and we can't assume that no news is good news, you know? I mean, it's not one of those situations where you can think, oh, you know, I mean, we know people who are dissatisfied are going to figure out some way to let us know they're dissatisfied. But just the fact that we're not getting a lot of the surveys returned does not mean that we can presume or assume that the nonresponders are happy with things. So, uh yeah, it makes it really difficult to draw conclusions from, you know, from the survey results. Why did they switch that from up to the the
042legislature changed that several years ago in terms of you know oh we you know parent and it's part of the parents rights and um uh you know the belief was that parents parents should decide whether their children are allowed to answer things. Um it also the same bill also said that if we're if we're giving out surveys or those kinds of things that you know we publish to the parents what the questions are going to be so that they can make an informed decision about whether they want their children to answer those surveys or not. Um and that and um and that's true for any survey that we give students. Okay, keep going. Now I'm red here. I I'm the red one. I need to write down why next time to have to develop it.

So last month we had a total of uh 270 males and 93 females. This year or this month November 58
050and 137. Significant drop. Um And I think there are a lot of reasons for that, but it's not just because there's one week less of school in November. Um, you know, that's about 50% drop. So, um, it says some good things are going on in our schools and, um, you know, if we keep kids engaged in the learning process, they're much less likely to misbehave. So, I wanted to point that out. Um you see the financial reports and the um work tickets and uh those reports for uh uh for our facilities people and you can see they were very busy in November. Um if you'll scroll down please Lance. Thank you. You can see lots of uh closed things and lots of created things. uh they took opportunity for uh during uh break Thanksgiving break
051to get some things done. Uh we also had a walkth through uh last month by uh an inspector from uh the trust and uh a fairly long list of things we need to work on. uh uh facilities has put in a lot of new work orders related to uh what that inspector found and uh and also some lists that we've given to our principles uh for their folks to be looking at. Um I'll answer try to answer any questions you might have about any of those reports and then I have a couple of updates. Okay. Okay. Have any questions on any of these reports? No. No updates. We uh the auditors were here last month and uh they left on Wednesday. Uh so uh you know historically they've been here until about noon on Friday.
052Last year I was pretty excited when they left in the afternoon on Thursday and I was really excited when they were done at noon on Wednesday. This year uh clean audit. Uh we have we have eight or 10 uh you know just little procedural things to to clean up and and uh nothing serious. There's not been anything serious for a long time. Uh but it's always nice to get those reports from them. Uh and then the other thing uh just happened today. Um uh Fox Creek had been was uh asking facilities to do some repair work on the football field because we're getting ready to start soccer season. Uh there are 54 sprinkler heads on that field and over time with d you know sand blowing in and dirt changing and things moving around the
053sprinkler heads are now depending on which one from an inch to two inches below the surface of the field. They still function, but what it's created is kind of a little dip at every one of those 54 sprinkler heads. which means that as our runners, as our players are running, there are holes for them to step in. So, it's not particularly safe. Uh repairing that uh could be anywhere from uh problematic to difficult and um but we don't want anybody injured. Uh so I contacted Dave Heath at the city yesterday and uh one of the other folks from the city responded today uh is working with Mr. Burgess and with uh Mr. Schnobble who is the athletic director. Uh we will be after this week uh having soccer practice at one of the city fields
054and our games at one of the city fields um in a partnership because we have such a good partnership with the city and uh the field over here, the new soccer field at the middle school uh is about ready to use. Uh so they were going to they were going to work it out whether the whether we're going to actually use that field for Fox Creek uh or one of the fields down at Rotary Park. Uh, but I'm particularly appreciative of having such a good partnership with the city that we can just call and and get something arranged in 24 hours. I think that's wonderful. That's really nice. But are we going to fix that field? What are we going to do with Well, uh, we'll we'll develop a plan for what it would take
055to fix the field. uh Mark uh because one of the things is that I mean those sprinkler heads are are permanently set at that level. So you have options peel the field down which takes a lot of equipment and whatever or cut off all of those sprinkler heads install new risers and make them bring them up to the level of the field. All of which is very expensive. Yeah. So, we will uh we'll have to come up with a plan. I wonder if there's any grant money to do that. I don't know. I I mentioned the um and it's now too late, but I mentioned the Fiestable Bowl. You know, the Fiesta Bowl has grants for teachers and for schools. And a few years ago, um the football field down at Rotary Park got um
056I don't know if I got sod from school or something. Yeah. Yeah. But even if we were to do that, which would be really nice if we could, you know, if we could get that kind of a donation. Um but then we'd still have to work on, you know, uh leveling that field. And my understanding is, of course, given its location, the way sand and everything is blown in and filled in, it's not filled in evenly, and uh so the field has an unnatural crown. Um but it's also lower on one side than on the other side. So I mean, there are lots of issues with that field. Um and it means we're just going to have to do a good assessment of what the issues are and then look at whatever alternatives there might
057be for fixing it. I wonder if that can be, as much as I don't like turf, but um I wonder if if it would be reasonable to switch that over to We even talked about that because then we wouldn't have we wouldn't have to worry about irrigation. Exactly. Um but it would still it would still require quite a bit of work. Um and I don't know if the city still has the grant that we used for the field over at Desert Valley or not. um if there were that kind of a grant, you know, then then it might be a feasible thing for us to do. But we have a number of other Yeah. facilities issues that are much more pressing. Yeah. Than fixing the football field. And um not that it shouldn't be on
058the list. Um but it's going to be down a little bit given some of the other things that are pressing. Yeah. And for which we And it's going to take time. Yeah. And money. Yeah. And it and it has nice grass on it and um uh and and they, you know, they certainly would allow us to do it. I just left it up. I took me out of the middle of the conversation and uh let Corey and and the people from the city work on, you know, what what could work. and and of course um having to work with transportation to figure on out
059how to get kids to practice from Fox Creek and back, you know, and um and and to games as well. So, um uh and we're looking at January, the season ends uh or like like right at the beginning of February. So, you know, we're looking at trying to figure that out for a month's time. I like uh the suggestion of artificial turf because that that would solve several problems. Yeah. Yeah. Water being But it is expensive. Yeah. And one of the things we learned with the new new turf over at Desert Valley is that if you don't figure out a way to protect it, it fills with sand. Yeah. And uh I wonder why. Yeah. Is it in the dust? Yes. Is that what you're talking about? Yeah. We ended up in that field. We've
060now built a a twoft wall on the north side of that field because the field had filled up with about 4 in of sand. Blowing sand. Interesting. And then getting it out of that is more difficult than vacuuming your carpets at home. Way more difficult. So, uh, we've now gotten most of the sand out of there, but it takes a lot of manh hours and whatever. If we'd known that was going to be an issue, we would have put that little wall in at the beginning and maybe not had all of that problem, but uh, we didn't know that. So, okay. So, is the M budget looking okay? Right now, we're okay. uh we are uh I didn't have to make you know a revision at the middle of the year partly because uh they're
061kind of behind at the state in terms of um uh letting us know about K3 reading money and or move on with move on when reading. Um, and then they did not uh initially uh the state board of education did not initially approve the funding, the add-on uh waiting for uh free and reduced lunch. And um uh so that's now in those numbers. So I'm I'm uh the new numbers should be out oh they should have been out yesterday actually the 15th. And uh so we'll we'll see where where that takes us. Um, however, you do notice down at the bottom in the lower right hand corner uh that our budget balance uh our unencumbered is less than 800,000. Uh that makes me nervous um because I like to be way over a million. Uh
062but as I say, we don't have the K3 reading money in there and that's probably 250,000 or so. Um and um and that and that lunch the lunch thing which represents uh the waiting for that represents about 35 students. So 35 students times $5,000 is you knowund 70,000 or so. So um uh you know I'm waiting to see what the good news is they didn't tell me that I had to reduce the budget. Thank God. Yeah. Yeah. I had a couple of sleepless nights in uh early November. 063so that he could escort me down to the cafeteria. Wow. This gentleman um was complaining about soggy pizza. Oh yeah. And I keep thinking back to when I was in school. Yeah. Pizza is always soggy. Pizza was always something I didn't look forward to. But he said that pizza is on the menu for every day. So we basically had pizza yesterday. The piece of pizza I had was not soggy. And the difference between the pizza I remember it was like on really crummy bread with a lot of lot of uh red stuff and then um commodity cheese with no meat, you know. Well, I mean, it was just really This was definitely five or six or 10 or 25 steps up. Um, there was pepperoni on it and the pepperoni tasted good. The cheese was
064good. I would have had just a little more sauce. Of course, he said to me, he said, "Um, um, it's not what I really was complaining about." And I said, "Well, it's pretty good to me." And he says, "Yeah, but the day that I that I complaining about, there was too much sauce on it and you pick it up and it just everything fell off." And I thought, "I remember those days, too." Um, so basically, I had a good time. It was very interesting, you know, standing in line with the kids. One of the kids, one fifth grade, this was a fifth grade kid, came over to me and says, "Are you the school board member that he's been talking about?" And I said, "Yeah." And he says, "I thought you guys were sharper than
065this." Whoa. I said, "What do you mean by sharper?" And he says, "You know, you guys pass past money things. You do money things. You don't come over to schools." And I said, "Well, sometimes I do. I'm here today." And it was just like I think the kids notice um Mrs. Sharp, it's Mrs. Right. Mrs. Sharp um had just had a program for the kids to for the benefit of kids who were proficient and highly proficient on the state testing and he was bragging on that about um how good it was. I guess they got to watch Home Alone and something else. I don't know what it was. Yeah, I thought Nah, but anyway, it was a good experience. And today I spent at least two and a half hours at uh Desert Valley reading
066Dasher. I now have this book memorized. And it's really funny that Rudolph is not included in the list. And all the little five-year-olds said, "Where's Rudolph?" I said, "He comes later." But it's like, "Ah." Anyway, it was fun. It was three classrooms. um a second grade classroom and couple kindergarten type fiveyear-old things, you know, they can sit on the floor and they can get up off the floor. I was really impressed. They were impressed that you were able to do it. Uh, I had a chair. Of course, it was one of those low chairs, you know, like um one of the teachers walked over and says, "I'm really sorry that they weren't ask answering questions for you, right?" Because I would say, "Do you what are the names of the reindeer?" And Rudolph, that's the
067only one they remembered. and you know things they were getting really weird comments on it and it was it was kind of I said I don't mind that at all at least it shows they're interested but I had a good day today and a great day yesterday and um yeah being invited to lunch by a five a fifth grader is a whole new experience going to lunch in a cafeteria is a whole new with middle school, I guess. Or Yeah, in middle school. Yeah. Anyway, that was my experience. Any of you guys have any experiences? I did. Um, my wife and I were invited to attend the uh Thanksgiving meal that was put on at Diamondback and we really enjoyed that. En enjoyed getting out and and seeing the kids. But the one thing I'm
068consistently impressed by is uh when we do part, you know, participate and go to these meals is Chartwells is doing a great job. I believe, you know, the food uh uh the food is nutritious and it's well done. It's not, you know, fancy food by any means, but the kids are getting a good healthy meal there every day. And uh although granted my tummy is a little bit bigger than some of theirs, I I could have used another slice of turkey and a little more mashed potatoes, but but it was really it was really good. And uh you know, particularly being Thanksgiving, they had they had turkey and mashed potatoes and gravy and stuffing and and a dessert and a a piece of fresh fruit. So again, I was uh really impressed with um Chartwell's

Um um I'm estimating like a two to three hour uh workshop if you all could do that um sometime before that next board meeting and it could be during the day um I don't know what you all have for calendars for uh for Fridays for
086instance um but a date that occurred to me was the 9th of January uh that is a Friday. Um it is a day when our folks are in training uh all day that day. Which day is that? The 9th. It's Friday the 9th. And I thought maybe um you know if you could do like 9 to 11 or something in the morning if that's avail uh works for you. Um if it doesn't then that's then I'm open to whatever whatever works for you all. Fridays are good days. Open days. I'm okay on Friday the 9th. Yeah. Yeah. 9th is fine. Okay. Okay.
