001[Music] Heat. Heat. [Music] [Applause] [Music] Heat. Heat. [Music] I called to order the workshop for bullhead. Head City School Board on June Tuesday. This is really interesting. Tuesday, June 10th, 2025 at 5:30 p.m. President Melinda Saski. Charlene D is here. Barb Zarziki here. Judy Reed here. Okay, here we go. Item 1.3, benchmark options. So, Madame President, this is uh Jen's presentation. Okie dokie. Oh, thank you. Hey, get in. So, um I know we had talked about changing how we do bench do benchmarks next year and we do have a new assessment um that gives us a little more options um about how we can do things. So, we met with our leadership team last week, last week, which is um our principles, our assistant principles, and then Kate and Amanda and ourselves. Um, just to
002kind of talk about some different options. There may be others, and there may be other pros and cons that you can think of to these, but this is kind of a breakdown of what our conversation uh was last week. So, the first one is three benchmarks, and that's what we've been doing. Um, so they're preset by the company and um, we give them at the beginning, middle, and end of the school year. So, the nice thing is is we're not over testing kids cuz, you know, that's a good idea. Um, and timewise, they're pre-built by the company. Um, cons, I mean, we are testing standards. We haven't taught yet, and we've had that discussion. Um, the cut scores change, so, you know, the goal changes each time they take it. And then often there's only
003a couple questions per standard or one to two. And so it's really hard to know what they know. Um and if they know the whole standard or just the piece that was tested. So um that's what we have been doing. Um another option could be quarterly benchmarks. So those we would not use those that the benchmarks that are set up by the company. Instead we would create our own based on our pacing guides. Um our new assessment is neat because we can pick like the depth of knowledge um the questions based on depth of knowledge so we can get a broader scope of you know the standard. Um so it would better measure we think growth and retention of the standard. So we could start out like quarter one with a quarter one standards and
004then quarter two the quarter two and then add a few from quarter one to make sure that they're retaining those that that knowledge. Mhm. Um we could break it down better um to guide in interventions. Um it's more I don't know about more frequent but this data is a little bit more specific. And then when they use the system to do their common formatives they can really track where they were and where they are now. Um and this new system also will track standards. So we can pull up maybe like a student and and see where they're progressing on those specific standards, the various times that they've been tested on it. And Jen, I thought of another pro that probably is pretty important here. On these quarter ones, we would give the assessment at the
005end of the quarter as opposed to at the beginning before we taught anything. So it would, you know, would give us how did we how did we do what did we need to retach and that kind of thing. So thought of that today when I was up at Fox talking with those principles. Yeah, that's one of and then uh one of the principal did suggest it encourages embedded practice versus isolation. So it would encourage um more encourage teachers to spiral instruction because it's not done you know and they have to continue testing and continue maintaining that. Um but the lack of beginning year baseline the first year that would be true. The second year that we would use this we would have the last quarter to use as the benchmark. Mhm. That's true. Mhm. Well,
006except No, because it's different standards. It's different for different grades. Yeah. Different standards. But the the teachers will be doing their own common common format. So even though we may not see it on uh like our self-created benchmark until the end of the first quarter, um I believe we can still pull up the data that shows how students progressed through that standard during that quarter and then where their end result was. So I think that I will still have some data there and even at the end of fourth quarter the teacher can't make changes with those kids at that time but certainly can make changes for a year later you know in terms of what what could I have done differently you know to teach this better. So there's there's still valid information at the
007end of fourth quarter. Did the did the teachers have any input on this through the principles and the vice principles? I mean, did did they actually ask the teachers what they would prefer? No. Um, our assessment committee, which was one person from each school. Uh, we did discuss it a little bit because I did say, you know, that we may be changing things based on your direction um for next year. And they weren't opposed. I think I don't know. They didn't we didn't ask them directly as to like vote or tell us their Well, that's what I'm asking. you know, I mean, you know, what is the feeling within the actual people who do them is what I'm thinking, not just the administrators. Yeah. I'd rather see the teacher have almost 100% control of this.
008Yeah, they do. Okay. They're choosing the the standard. Um I mean, not not the standard, but the benchmark that goes with that standard. Okay. Yeah. They'll be they'll be designing the test on the standards they've taught and stuff, right? They can't I mean the teachers cannot be assigned setting up the test because then they know what the items are. But they can they'll have input into that process and they did create the pacing guides. So as we went through this year as we were unwrapping the standards they were adjusting the pacing guides you know and they they change a little bit every year based on your students but we kind of realigned some of the standards. So, I mean, as far as that goes, they did have say as to what they're teaching and um
009and this year they did talk about as district grade levels what they wanted on each quarter's report card. So, I mean the content that they they do have say they did have say on. See, Judy, the problem I've had in the past is that the testing they're giving now, what they're doing is they're testing standards throughout that are there for the whole year. So the first quarter you're getting tested on standards and the third quarter that the kids have never even learned. Yeah, I saw that from the data that you've given us earlier. Throws the scoring. It doesn't really give us a true picture picture. And so that's why we've been pushing to okay look at something new. I'm learning and it and it turns out and it turns out that it was a good
010thing that we did this process because Jen got an email today saying oh well we were ending Galileo this year anyway. Yes, they're Oh, yeah, they were. It's gone. Nice of them to let us know. Yeah, I thought, but yeah, they hadn't let her know. So, and I heard they were going to be bought out, but I didn't hear they were actually going to end. So, yeah. Oh, wow. Um, so doing it this way will take a little bit of time from like our leadership team and or whatever committee we put together to to help put this together. um um or if I do it I mean I can do it too based on how much time out of a teaching week does it take to give a benchmark it depends on how long it
011is but um 40 minutes maybe okay a class a class period one class period okay and that's one class period a quarter so yes that's not bad at all but then you add the state testing which takes a whole freaking week. Well, each of those tests takes I mean the whole if you do all of the tests Yeah. It's you know if we don't do them all in the same week, thank goodness anymore. We used to. We don't anymore. Um but yeah, that takes time too. Yeah. And then the last combination kind of that we came up with was a combination. So we would that's very much over testing but it would still be giving like that benchmark in the beginning of the year and the benchmark at the end of the year so that
012we have the pre and the post um that covers all standards but then doing the quarterly in between which is a lot awful lot of testing still gives us a lot of data gives us a lot of ways to guide instruction but it is a lot of testing with five benchmarks in a year. So we already moved from four to three because we thought four was too many. So, um I did ask the leadership team if they could choose what would they want and they all voted unanimously for the middle for the quarterly one. So, yeah. Yeah. Personally, I think have having read what you've got here and stuff to me that would give us the best picture of what's really happening in the classrooms and how the teaching's going. And to me it would
013give the teachers the best picture of okay you know like you said the scaffolding and stuff and being able to after the first quarter go oh wait a minute the student didn't the students didn't understand the standard so I can go back right now at the beginning of the second quarter and hit on it again before I go on and stuff where before you didn't I'm also very excited because outside of this we have the fastbridge program that we adopted which is from the same program the Renaissance company um that gave us math screeners because That's one thing our district does not have. We have a lot of things for reading. We don't have a math screener to actually see what specific thing our students missing. And so I'm pretty excited that we're going to
014have that this year. Good. Help with the math instruction. So good. Yeah. Anyone have any other questions? Thank you for your work, Jen. Yep. Thank you. Thank you very much. And it was a very robust conversation that the that the team had too, you know, pros and cons and and all of that stuff. It was a good conversation. Good. Okay. 1.4 policy JICJ student use of portable electronic devices in school. Uh Madame President and board members, these are on the agenda for first reading tonight, but I thought you might want some background on them. uh JICJ uh was the policy that you all agreed and adopted um earlier this past year. Um the legislature um uh passed a bill uh that has to do with cell phones and and electronic devices and those kinds of
015things. I was a little concerned initially that u we had a we had something that was working and I thought don't go messing with you know if it ain't broke don't fix it. Um, but they uh the big thing the big thing they wanted to be sure was that we let parents know how they can contact students if there's an emergency and how students could let parents know. Um uh I worked with the attorney on this. Um there are a lot of schools in the in the state that actually last year adopted similar policies and um they called what we're doing uh away for the away for the day. Um which is you know phones are away for the day. Um, and so when I talked with the attorney, we're fine if we add um
016uh add this uh how students may contact parents. For those of us who've been around a long time, it's that's kind of obvious because that's what we did before cell phones, right? Yeah. But we have it at least we have it there and you'll see that it's in the handbooks, too. Uh we did add smartwatches and fitness trackers to our list here uh that will have to be parked at the end of the day. So, um uh we're all good. we're all good in terms of following the law and um uh you know and continuing to do what we did this year that we felt was pretty successful. Okay. All right. Okay. Kind of going backwards a little bit. Uh 1.5 policy G GDQD discipline suspension and dismissal of support staff members. Well, I see
017that I misspelled a word there when I put it in the agenda. Sorry. Uh, I asked uh Ben Huffford, our attorney, uh, uh, about a month ago when we were dealing with dismissal of a classified employee, and he pulled up our, you know, he can pull up in policy bridge our policies and look at them as I'm looking at them on the phone and he said, "Oh, you have the old policy?" And I said, "There's a new policy, a newer one." He said, "Yes." And it's uh, it's a little more it's a little more concise and a little easier to follow. Um, so I found it, other districts have adopted it, uh, ran it all by him. And so I'm, uh, requesting that we replace the existing policy with this one. It is much more
018streamlined and a little easier for us to, uh, uh, to deal with, uh, with our classified employees. I I'm having a total brain fart. What's an atill employee? at will employees. Uh when we give them a a work agreement and we're saying um you are an atill employee, it means that um uh either one of us can terminate the relationship. Okay. Uh for any reason or for no reason. Okay. Um so for instance, you have teachers who have contracts. You have you have lots of employees certified particularly who have contracts. Our classified people are at will. Yeah. Now I I had to ask the attorney what's the difference between at will and term? Yeah. For our purposes, the term employees are those classified people that we have on contracts on salary. Oh. As opposed to
019hourly. Okay. Oh, okay. So, an annual employee basically is the hourly employee. Is the hourly employee and and salaried classified people are terms are terms. So, they have they have some due process rights that um that Atwill don't. Um um and then just interestingly, side note, I'm an Atwill employee. So you all can hire or fire me for, you know, for any reason or no reason or whatever. Um, that's not true of Jen and and some of our other employees because of their contracts, the way they're written. So I'm an atwell. Okay. But this doesn't apply to me because I am a professional and we have the other policy that applies to professionals. Okay. Okay. Item 1.6, policy advisory JN DB use of technology resources and instruction. Uh Madame President and board members, this is
020the revised policy that ASBA sent out uh uh in response to that law where uh I'm recommending some changes in uh JI whatever that other one was that I can never remember. Um excuse me. Um but uh uh ASBA addressed it in uh in this policy and in the associated regulation and uh so it's it's all the same things. Um what we did though at the very end of this I think it's at the end of this unless it's at the end of the regulation. No. Uh scroll back up a little bit. Uh yeah. Um uh at the end of the regulation you'll see that I put uh refer to policy J whatever it is um uh relative. So the things that are underlined in this policy are the ones that the ASBA attorneys recommend
021to revise this policy to meet that new law and it does not conflict with uh what we were already doing. sort of dub dovetales or it does they Yeah, they each other. Yeah, they the thing is this one is we created the J1 uh that one because this policy did not incorporate specifically cell phones and and of the things that we wanted to address. We wanted to address cell phones and um and any electronic devices that that we knew kids were misusing at school. this was here before we had this policy um but it wasn't specific enough and so last year when I presented that to you I had I had done research on from a number of districts in the state that already had that other policy and of course just put together you
022know lots of good pieces from that to make a very specific cell phone um and now smartwatch and fit fitness tracker policy. All right, thank you. Item 1 seven seven policy this is the regulation that goes with it. This is the reg I was gonna say policy um policy advisory JN DB-R that's regulation use of technology resources and instruction. So as always regulations uh the policy is like the law the regulation is the procedures one uses to employ you know to implement the policy. So, um, uh, they just made some changes in this to go along with the changes in the policy. Okay. So, when we go through and we read these, we'll be able to check pick those out. The changes. Yeah, they're underlined in the they're underlined. So, that it's pretty easy to
023see the um, changes. The changes. Okay. And not much, you know, there's not much. I mean, it's just a couple of things added to make sure that it addresses that law. Okay. Item 1.8, policy advisory for JLF-R or reporting child abuse uh and child protection. U Madame President and board members, um this is again in response to some legal changes. the legislature um uh got very specific uh in in saying that um everyone who is employed on a school campus or employed by a school district is obligated to report uh abuse. I'm not quite sure how that's different from what we have always done in our district, but they specified substitute teachers and whatever. We always act like if a substitute teacher is on campus, they're just like everybody else. they're employed by the district
024and they're expected to report. Um, but two other things that are a little different is one says that the report any such report has to be made to the police. Okay. And um uh so it says here it says or to department of child safety. But when I attended the webinar about this, the attorney said that the legislature is pretty specific that they want things reported to the police first. Okay. So, one of the things I clarified with the attorney uh as I read this, it got a little confusing and it was confusing even in the web in the with the attorney in the webinar. Uh because in lots of districts, school resource officers are uh police officers off duty. Sometimes it's retired police officers. Okay. And then they also have uh called uh not
025resource officers but school safety officers who are not law enforcement at all. And so the legislature was being very specific about reporting to the police. So um uh I asked okay our resource officers are on duty. They are registered you know whatever police officers and they are on duty. So if a report is made to either of our resource officers, we are compliant with this law. The second part is that the whoever is whoever is following up on such a report must follow the county protocols for interviewing children uh who might have been abused. Now, I remember in the past we as principles used to be taught what those protocols were and what questions we could ask and at what point we had to stop asking questions. I don't recall that we've done any of
026that training lately. Um, so we will be checking with the county because every county has its own set of protocols. Um, but we want to make sure then that our resource officers because the law says that they they must also follow those protocols. So, I've already talked with Corporal Crawford about it. uh since he supervises the uh resource officers and we'll work together to make sure that they have the appropriate training. So yeah, when I saw that, you know, because when read that about reporting to the school resource officer and it doesn't count as reporting to the police, I'm going wait a minute, they are the police, but you know, it's other schools. But other schools don't have it. Yeah, I can understand now. Okay. Item 1.9 policy advisory for JR student records. Uh, Madame
027President, and this is a a policy and a regulation as well. Um, the big change in this is that um uh the legislature uh really wants us not to give out information about students addresses, students email addresses, student phone numbers uh without express permission from parents. So uh we have a process in place in the registration you know in the in the registration process in synergy where uh parents can opt out of any directory information. Um we've already changed it to to take out those three pieces of information from our list of directory information. So, we will be compliant with the policy and with the law. As a matter of practice in our district, we do not give out information about any student. Yeah. Period. Except for if somebody would like I'll use two examples.
028Uh class is going to have at the end of the day on Valentine's Day going to have a 10-minute Valentine exchange. Parents want to know what are the names of the kids in the classes. We give them a first name and a last initial. We don't give them any other information. Um same is true if what was the other example, Jen? Birthday. Oh, birthday in. Oh, somebody's going to have a birthday party, you know, outside of school. We want to send the invitations home with the kids in class. We do the same thing. First name, last initial. So, that's the extent. A lot of this um regulation or policy change I think has come about because um at high schools information is given out to college recruiters or you know military recruiters or whatever. And
029so I think it had more to do with that than anything that particularly applies to us. Um but our own practice as a district is much stricter even than this law. So um um you know we're fine. The one thing I did ask for clarification once again had to do with our resource officers because we expect them to be helping us with truencies. When they are working in our schools, they are employees. Okay? So, we can share the information with them about um parent addresses and those kinds of things. Typical directory information, but that's because they are actually working for us at that point. Okay. Item 1.10 10 policy advisory for JR-R student records and that's the regulation that goes with that goes along with it. Okay. So, we'll be doing some voting on those
030things next time. Next time. Yeah. There uh they'll be uh the policies are, you know, be first read tonight. So, item 1.11, adjourn the workshop. Do I have a motion to adjourn this workshop? I make a motion we adjourn the workshop. I'll second that motion. All those in favor? I Meinda Sabraski. I Charlene Diaz. I Barb Zarziki. I Judy Reed. Okay, we are journed until six o'clock. Five minutes. I'm standing up. [Music] Heat. [Music] [Applause] [Music] Heat. [Music] [Applause] Heat. Heat. Heat. [Music] [Applause] [Music] Heat. [Applause] [Music] Heat. Heat. [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] Heat. Heat. [Music] meeting of Bullhead City School Board on Tuesday, June 10, 2025 at 6 PM. Roll call. President Charlie and D is here. Barbara Zarziki here. Judy Reid here. Excuse me. Would you guys all
031please stand and say the pledge with me? I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Uh, citizens present, you guys have all signed in, right? Everybody signed in. Thank you very much. We don't have any call to the public. But we do have a whole series of donations. These look like gift cards and things that were used for faculty. Um yeah, a lot of it was for uh employee and teacher appreciation. I didn't know we had a wellness committee. So what does a wellness committee do? Well, one of the things that they do, I'm gonna I'll let Jen talk in a minute because she's chairs that committee. But um one of the
032things they do is review the wellness policy um annually. They have to do that relative to, you know, it's a student wellness policy that we have. But beyond that, Jen, what else do they do? Um one of our goals is to do challenges for staff and possibly parents and things. So this year we did a challenge, a meal planning challenge. Um, and we did like a a mindfulness challenge where we had like a do certain activities and by the end of the month if they had certain they get put in for a raffle. So those are a few couple of things they've done. So who won the Target gift card? I mean how did they earn these gift cards? So, um, when we did Neil, when we did, well, so the last challenge we did
033was the mindfulness bingo. So, they could do like a traditional bingo for one entry into the drawing. I did it cuz I was there. That was the neatest thing. Yeah. Yeah. They got two and I think if they got three entries and so then we put their name on an electronic thing that you It's fun and picked the names of the prizes. So the more bingles your more boxes you completed, the more entries you have to win. So and this came back because it used to be that the district did it when we were uh when we were contracted with Asbait in the past and employees liked it, so the committee brought it back. Now that we're back with ASBET, um uh they have they have similar things. So it's it's challenges to help our
034employees stay healthy. Okay. All right. Getting pretty good prices, but this is phenomenal. This is really good. Now, did the C did the the businesses actually contribute these or we got solicit? No. Well, I'm sure that some people went out and asked, the committees asked. Yeah. Now, I noticed that for both Desert Valley and Diamondback, there's nothing mentioned there for the bikes that were given out at those two schools. Oh, yes. They need to get those listed. And I also scooters. I also know that uh when I was at Fox Creek today, uh Julie Vote told me about a whole list of things uh for Fox Creek and I only see one on here. So I know that we have a bunch that didn't make this list yet, but it's good to point that out
035next time. Yes, they should be on next. Clean up on it. Yep. Well, this is phenomenal. I mean, but our community is what it is. It's just a good place to be. We love our partners. Yes, we do. Yeah. Um, item 2.7, adoption of the agenda. Um, is there anything that we want to talk about specifically on the consent agenda that we'd like to separate out? You're not there yet. You're not there yet. See, second mistake, Kathy. I I make a motion we adopt the agenda. Second. I'll second that motion. All those in favor? I'm Melinda Subrasi. I Charlene Diaz. Hi Barb Cersiki. Hi Judy Reed. Okay, M. Superintendent. Okay. Um I will give you one update and then I'll just highlight a whole because you notice there are a whole lot of extra things
036in tonight's uh reports. Um, I've been on the phone several times in the last two weeks with Cali Tyler, who is the um uh person in charge of the state facilities board uh as part of the state uh administrative division uh regarding our Desert Valley ch uh cooling tower project and most recently this afternoon. Um our concerns were that uh the proposal that ended up coming to us way late first of all to even do anything this summer um is way overengineered and estimated cost would be around $6 million. Yeah. And uh and it's and to put it very briefly, it's like we asked for the time and they told us how to build a clock. So, uh, uh, she and I have had several conversations about can we cut this back? Can we can
037we pair this project back to what we originally asked for to begin with and so she's exploring that and she's working with us uh, to try to figure it out. Uh and so I wanted you to know that first of all she's been hugely responsive and uh and kind of gets it about the fact that uh this kind of process is part of the reason that uh a things are so expensive with SFD and b why people why school districts get so frustrated dealing with uh trying to get projects approved and and repairs made to campuses um uh when it gets blown up into things that it doesn't need to be. So, I wanted you to know that we have a really good relationship working with her um and uh and that we're moving forward.
038So, we we we've scheduled another conversation uh when people on her end are back from vacation and when we can have our people. So, in two weeks, we're going to have another uh serious conversation on how we can pair this down to what it needs to be and start replacing units at uh in the main building at Desert Valley before it won't all happen before school starts, but perhaps we can get started before school starts and and move forward. So, that's a good thing. Um otherwise, most of this report, most of these items are things that you see every month. uh discipline uh m budget all of those things. I did include um a whole series of things uh most of which are um uh most of which are uh regulations that you've already talked
039about uh for the den project, but there are some changes. Uh we had a really really productive meeting with our business office people because since we only have three houses, we can't afford to to hire a a property management company to to lease out the houses. So we're going to do that internally as long as we have this few houses. Um so that means some folks in the business office are going to have roles in this process. So they were all part of the conversation. and they had wonderful ideas and um and you see a lot of those in these things that are in red uh in these various items. So for instance uh they recommended as we start especially since we don't have an animal park that we not allow pets at the beginning.
040Um so I took the pets out um uh that we do things like have uh have potential renters initial each of their responsibilities so we know they've read them. Um and a number of other things. So, the changes you see in here came about because of that really good discussion with our uh with our folks and we're getting ready to uh put out uh the information and start the process of renting those three houses. So, um it's mostly update information, but I wanted you to be I wanted to highlight it because um it's kind of exciting that we're moving forward. Okay. Other than that, I don't have any updates and I'll try to any other updates and I'll try to answer any questions you might have. the um the realators actually donated $8,000. Well, we
041have uh the the Bullhead uh Bullhead City Mojave Valley realtors are doing a project to help us pay for the landscaping. Okay. Because it came in much higher than we anticipated. And um and so we're looking for sponsors. And uh we have we have now over $8,000 already donated. Um and and the people will uh the donate the people who donate will get either a complete one of those sandstone monument things small the biggest one's probably about this big and then they get smaller. Um and we will we will put those along the front drive or the drive moving in uh to the property like where the mailboxes are. Stand them up so that when people drive by they can go, "Oh, these are people who helped sponsor this project." And uh so we're working
042on it. We're we're trying to get uh we're trying to get donations for this. So, okay. And we and that's another the realtors are another really good partner for us because they've really taken on this project. We haven't done much with it. Um they're doing a lot of the work. So, um anything else on here that you guys want to see? Um, can you bring up the discipline comparisons? Let's see. What do I have here? The composite. You're winning the composite. Uh, the discipline composite cumulative report. It's on the fifth line on the left there. Yep. Yeah. Keep. There you go. And I would say keep in mind that we realized about halfway through this year that we were including busing bus writeups that we had not done before. And so uh so this total
043is a bit misleading. Uh it is higher than the end of last year. Um not significantly but it is higher. And a good deal of that has to do with the fact that we started reporting busing. So we'll get that all cleaned up before we start in the fall. Do you get you notice anything else about this one? Well, I noticed that May was we didn't have a huge number of problems in May. I know. I like that. But which was really nice. Yeah. School year 2023 24. Oh, well there you go. Okay. That is um Oops. And we've gotten clear till May. Clear till June before anybody notices. Anybody knows? I looked at that this morning. I said, "Did she put it in last year so we could compare?" I just look at the
044report. I look at the dates. Thank you. Yeah, I changed it on just making fun of I I know. I changed it on the tab in the in the uh spreadsheet because I've got a tab for each year, but I didn't change it on the I'm just I'm just I'm just teasing. We all make mistakes, right? Oh, yeah. No, I've been known to do a few myself. Yeah. Well, yeah, me too. Okay. fund raise. Is the fundraising activities on this one? It's in the consent agenda. It's in the consent or is that later? It's in the consent. Copies for me. That's all I It's in the consent agenda. It's in the consent. We'll stop there then, I think. Yeah. Yeah, it is. It's in the consent agenda. Do we have any other questions for Dr.
045Stewart? No. 2.9 board member updates. Okay. You guys want to start? Okay. Uh we went up to the ASBA conference in Flagstaff last week. Uh the the main theme that we saw from the conference was basically telling your story is what they said it and it was like telling your district story, getting it out there, what our schools have to offer, telling the story of the district and how we're here and how we've progressed through the years and stuff and that type of thing. and the uh speakers they had were very good. The workshops were good. Uh one of they and they talked a lot about communication and and that type of thing. And one thing one of the sessions we were at that they they brought up and I thought this would be uh
046for the board members like when something happens at a school you always email us and say you know to keep us up to date so we know what's going on at all times. But like they were talking and they said that because so many people during the day don't get on their emails and then they run into somebody especially when we were talking with the rural Arizona schools. They said, you know, we run into somebody at the grocery store and they say, "Well, what happened?" And they have no clue. And so what they've done is they've gone to a message text and when something happens, they text the board members. So they've got it on their phone and then it's right there. So if they go in, at least it's not they're not blindsided. to
047have an idea and then get the email later. And so that was what I thought was something that I thought was very handy and stuff. Good idea. And then when I went, I enjoyed it. I hadn't been to a conference for several years and these reminded me of all the ones I did go to. But uh it was very informative. And of course, one of my pet projects is the Jed, which is the wave district, which is technological district for the county. And I found out what they can do for junior high kids. And it's the exploration part of students trying and and um experimenting and and learning what kind of jobs are available out there and I'm going to investigate it further. I've had some contacts now and um I'm going to see what
048I can then I'll bring it to you Carolyn and tell you what because it they have lesson plans and everything that they can give the districts and they might be able to work within the current curriculum to make it more interesting and viable for the students because if they can find out what I might want to be in life and not just a fireman or a policeman, they can find out that they can do these things. And I really think it's important for junior high students. Good. I I enjoy but I always enjoy it and I' I've met several people that I already know. And I would like to um in late August after school gets into the flow have a board retreat on the Saturday where we discuss several issues. And I know Fred's
049not here, so we really can't talk too much about it, but uh I would really like sometime in late August to have a Saturday where we meet as a board and we discuss what what our future plans would be for the district, where we see we're going and, you know, so we're all on the same page with you. Cool. So, it it was well worth the money. Thank you very much for for doing that. Thank you. Very very well worth it. Yes. Thank you, Cassie, for all the work put together. Thank you, Cassie, for putting it all together. Yeah. Okay. Item 3.1, 8th grade promotion slideshow. So, Madame President, considering that we it's June and it would be difficult to get kids here, we thought you might enjoy the slideshow. those of us who were
050all all of you were there for uh promotion but we didn't get to see what was on the screen behind us uh at you know at the beginning of uh promotion. So, uh, we're going to look at the slideshow featuring eighth was interesting this year. Yeah. Promotion. Yeah, it was. Promotion, excuse me. Promotion. Yeah. Everybody looked good. Everybody behaved well. That was fun. Speakers were great. Speakers were great. That high school one. Oh, he's fantastic. He's one of ours. Was one of ours. So, yeah. It's always good. Mhm. So, I thought you might enjoy seeing it since we didn't get to see it. Thank you. I could see it flicking every now and then behind my head, but I couldn't see what was going on. Yeah, I couldn't either. Um, item four. This is the
051consent agenda. And this is where I found the fundraising activities list, right? Yes. Okay. Did you want to pull that for separate consideration? I just had a couple questions. Just a curiosity questions. I don't know whether we need to pull it or not. Just Yeah, let's pull that. I I'd like to pull for item 4.8. I think that was it. Anybody else? No. Okay. Can I have a motion to accept the agenda with with the exception of 4.8 item 4.8? I mo make a motion that we get uh accept the consent agenda agenda consent agenda uh minus 4.8. I second it. All those in favor? I Melinda Srassi. I Charlene Diaz. I Barb Zarziki. Hi, Judy Reed. Okay. Can you pull up item 4.8 so everybody remembers this? Is this what happens at the each
052of the schools? Yeah, these these are the fundraisers that um uh you approved a list like this each, you know, each year. So, uh the schools have said these are things that they would like to be able to do as fundraisers. Um the three at the bottom that are in blue are new uh for this coming year and I anticipate a couple of uh additional ones next month, but um yeah, these are things that they use to to raise funds for student council. Okay. I'm really um are they doing water? I think the water sales one is the one that I was just curious about. Um they have most if they do that they probably have Is that a dispenser? No, we can do we can sell water during the day. it because it's water.
053Yeah. Okay. And it doesn't compete with food service, you know, with our food service, you know, with the wellness piece of of uh making sure that students are not buying junk things that keep them from eating good good food and whatever. So, we can do that. Okay. Okay. Um and then I will tell you that probably the biggest fundraiser in the well other than book other than book fairs uh we probably keeps in business. I can't tell you how often I'm signing uh requisitions for more Spencils um at our school. So um that's a that's a pretty good one. Yeah. What happens at the carnival that we're selling tickets to? Depends on the school site. Okay. um you know they have little booths or little little game things that you know that they sell tickets
054for and get Saturday or is it lots of times it's like an evening a family evening it's it's the idea is to get the families there with their kids and um some some sites have them in the fall they just they just are calling all of them carnivals or whatever but uh we have big night we at one site we have fall festival we uh spring fling. Yeah, spring fling. So the you know the sites have different names for them. U but it's a it's a fundraising oper but it's also it's also a family thing. It's the idea is to get the family there and have a good time and do some fun stuff. Occasionally there's even a dunk tank to maybe dunk a principal or a favorite teacher or somebody. Yeah. Okay. I was
055just I I had I don't recognize seeing this list before, but I think it's a neat list. It is. It's a fun one. Yeah, we did present it a year ago. Um uh I'm not sure that we thought of it even though we should have in the past, but I know we had it a year ago and um so we wanted to be sure we had it plenty early this year. Okay. Thank you. Thank you. Thank you. So, you will need to vote. We need to approve this year. I make a motion we approve item uh 4.8 fundraising activities list for the school year 20 2025 2026. I'll second that motion. All those in favor? I Melinda Saskki. I Charlene Diaz. I Barb Zarziki. Hi, Judy Reed. Okay. Item 5.1, revision number three, budget for
056school year. Vision. Uh, Madam President and board members, uh, as I was working on, uh, a fiscal year 26 budget for you to look at the proposed budget for this year, I was lamenting that, um, uh, that we had roll over, we had money left in capital, unrestricted capital that for some reason in the budgeting document never rolls over. So, I had one of those wake up in the middle of the night going, "Well, duh." You know, move move that money back over to M so it can roll over. And uh so I double checked with uh with our accounting person at Heinfeld Meech and I said, "Okay, even though we've already approved the final revision for fiscal year 25, can I make another revision?" And she said, "Yes, as long as we did it
057in June." So uh what I did was I went back in and uh I I rearranged things. So anything that we had not committed as much as possible that we had not committed in capital um I moved back over to M. Uh so it was about $220,000 which was really nice. Um especially since I don't begin to have the rollover this year into the new budget that uh that we've had in the past. And part of the reason there are several reasons for that. one is um uh that we needed to cover some uh some losses in food service uh because we didn't do the snacks this year and so we you know we didn't we didn't do as well in there. Uh but secondly um uh prices are changing all the time and so
058as much as possible we have prepaid for some of our software licenses some hardware things that we would ordinarily put in the next budget but we all know that computer and electronic stuff goes is going up like weekly and so I pre preurchased things out of this budget so that we got the better prices. So, we don't have as much rollover. We have just over a million dollars as opposed to two 2.3. Um, but I felt we were going to save money in the long run by doing those things now before the prices went up. So, that 200,000 was really helpful um to do that. So, I'm asking you to approve again uh the final revision for uh for fiscal year 25 final maybe. Don't ever say final. Jul three. Revision three. We still have
05921 days left. Don't don't go there, Barb. Does anybody need to see either one of the papers? I looked at them. I looked at it. And do we have a motion to approve? I'll make a motion to approve uh revision number three for budget uh 2526. No, 2425. Oh, 2425. Sorry. Fiscal year 25. I second it. All those in favor? I, Melinda Sabraski. I, Charlene Diaz. I Barb Ziki. Hi, Judy Reed. Item 5.2, revision of certified salary specialist salary schedule. U Madam President and board members, uh you've seen this before, but since we finally actually found somebody who could be our achievement coach. So that's the person who is going to be coaching all of our sped teachers in the district. Um this had to be somebody who's had years of experience as a sped
060teacher. Um and we'll be traveling and doing u doing this throughout the district. So unlike our other instructional coaches who work primarily at their one school level, this person's working throughout the district um and has lots of background. So uh I'm proposing that uh for that position we still use column K, but that that person start on step three. Um that that would be step one. For this position, it would be step three. And rather than make a whole new column, just um designate that this person starts on step three. And we do have the position filled. So, so we need to get the contract. It would be nice. That would be nice. Mhm. Uh, any questions? Do I have a motion to approve? Make a motion that we approve the uh revision of the
061certified specialist salary schedule. Is there a second? I second it. All those in favor? I Meinda Sraki. I Charlene Diaz. I Barb Zarziki. I JD Reed. Mhm. Item 5.3 revise substitutes custodian position from FTE.5 to FTE.73. Madame President and board members. Yeah, that's yeah, it's 73. It's it's 29 hours a 29 hours a week. Okay. So, maximum. And the reason is we did have somebody in this position. He has since resigned, but we had somebody in this position and we want this person to be able to substitute for night custodians at any of our sites. To do that, it's really good idea for this person to go work at each of those sites for some time to learn the sites before they have to show up some evening and do the job. Um, plus it's
062summer and it was it's been a good opportunity for that person to go and learn the site, you know, while they're doing uh summer work. Um, but if we were only list limited to halfime, uh, that doesn't that that doesn't work very well. So, um, uh, I'm proposing that we make it three, you know, it's it's less than three4s, but it's 73. So, it's similar to what our pair of professionals work. This allows us to have the person work part-time for three days a week as opposed to part halftime for two days a week and learn our campuses and then be available at more than one campus if we need this person in the evening more than you know more than two evenings a week. Makes sense to me. We This is one of those
063you learn as you go. Yeah. Do I have a motion to approve? I'll make a motion to approve um or revise a substitute custodian position from FTE.5 to FTE.73. I second it. All those in favor? I Melinda Saski. I Charlene Diaz. Hi, Barb Zarziki. I Judy Reid. Okay, we have a motion. I need a motion to convene into executive session. I make a motion reconvene into read the whole thing. Oh yeah, I'm sorry. Start reading. Where's your little read? We need to get it. Convene into executive session for the consideration of student discipline pursuant of ARS 38431.03A 03 A and two. I'll make a motion that we convene into executive session. I second that. All those in favor? I, Melinda Saskki. I, Charlene Diaz. I Barbie. I Judy Reed. Okay, we are in executive session. Um Dr. Stewart would like you to look into
070this further to see if the child needs to be retained. Say that again. if she qualifies for ELLL services and stuff. Yeah, she qualif is she needs to be retained. Yeah. Okay, understood. Yeah, I need a second and a vote. I'll second that motion. All those in favor? I Meinda Sraki. I Barb, Judy Reed. Here we go. 11.1 proposed budget number one for school for fiscal year 26 2026. Uh Madame President and board members, this is the proposed budget. Um you're not really voting on it. It's discussion and whatever. Uh what we'll need to do is um schedule a meeting for adoption because remember there has to be 10 days notification before a hearing. So this is this is proposed uh in the past I've presented proposed and for adoption at the same meeting. So
071this year I have it ready earlier and uh whatever I will tell you it's based on current uh current year data uh because the legislature has not decided what they're doing for funding. So, um, uh, all of the all of the calculations and everything here are based on current year funding and, um, um, and now I'm looking at this and realizing there are things missing on this page. It's just you're not voting or anything, but we'll fix it's proposed. So, I it didn't it didn't populate the ADM. No, look up at the top. It didn't populate the ADM. It didn't populate the things at the top of the board. at the top of the thing. Um so um uh so what are the big changes in here? Uh the big changes are um uh if
072you will scroll down a little. Well, first of all, you'll notice that the uh tax rate has dropped slightly, very slightly. Mhm. Okay. Um one of the things uh kind of there where it says number three, um there's a highlighted there's a new column there. Um, they've added a new thing in the whole budgeting process where I'm supposed to say what I plan for the end of next fiscal year to carry forward into fiscal year 27. Oh, good luck. How do how do you know that if they don't even tell you how Never mind. My question exactly, Melinda. and and you know in the general scheme of things, you know, and over the last five years, uh, one year we carried over over $3 million, but I did that because it was at that period
073of that first period of AAL and and I wanted to be sure that if we had to cut off funding in April that I could still pay people and still have well, we weren't paying anything back. It would be in our account. We just couldn't spend it. But I wanted to be sure that we had enough money to pay people through the end of the school year that year. Okay. And then the following year I carried over 2.5 million um a little bit less. This uh the current year we carried over two 2.3 million um because that AAL thing is kind of hanging out there. Um and this year the the legislature has not decided what to do with AAL again. I mean they have not decided. So um uh last year they decided early
074so we we were pretty familiar with where it was going. Um uh so this year because they've not done that and because they've not assigned the um you know the per pupil funding I had to work with current data and as I told you I spent some of that 2.2 two million carryover on things that I knew the prices were going to go up and I thought let's get the things while the while we have the prices where they are as opposed to going up. So our carryover into this budget is um a hair over a million dollars. I think it's a million30,000 or something like that. uh down significantly from the previous year, but I felt that I had good reason for doing that. And um uh we'll, you know, we'll see where that
075goes. Um so that's one change. Um uh Cass, if you'll scroll down a little bit. Thank you. On the right, you see the percentage changes in in particular expenditures. So um you see that one of them has dropped by 73.6%. Um that's because that was the line out of which we paid 900,000 this year for IE and um and uh we had uh we were told about a budget that actually ended in fiscal year 23 um that we did not spend $280,000. And I usually think that if you don't do that out of grant funding, it's usually gone. Um uh but we were told no, it's there. And so um uh if you recall I had 400,000 in here for IE out of M. I'm moving 280,600 and something dollars over to that grant. So
076that reduces this to um of that 169,000 that you see there, 136,000 is uh I'm sorry um uh of the 141,000 there, 136,000 is the u the IE part of this. So um uh very much reduction out of this budget for that one. Umations uh I very much scheduled or budgeted that based on what we spent this year as opposed to if you recall we've not been doing uh facilities for very long. And so we were having to kind of guess what it was, you know, what it was going to cost us each year. Um, and so, uh, because we have a lot of in-house work done and we don't have to contract it out, say to plumbers and electricians and whatever, um, uh, we could save a little money there. So, um, that's down.
077Um, and 3,000 uh is um that's down. It wasn't really big to begin with, so um, I can't recall right off hand that one went down. Um, uh, special ed support services. Uh, I suspect that one's going to go back up, but, uh, right now that one's down a bit. So, um, you can see that, uh, we have some things up. Not a lot, but we have things up and, uh, some things down. So, our overall budget, M budget is 17.776 million compared to this year's 19.4. Um, so, uh, that's because I didn't car roll over as much. Um, but you don't know that at the beginning of the year. So, that's why you see up there in the budget carry forward. I don't intend to carry forward anything at this point. Um, in my
078head, you know, at the end of the year, would I like to be back up around 2 million? Yes. Because that's our um that's our reserves. That's for if we have emergencies and and those kinds of things. So, um, uh, we're not we're not in dire straits with a million, uh, rolling over, but, uh, I'd rather it was a little more significant next year, but I'm not going to put it on there. I kind of have a fear that if you put something on there Mhm. they'll take it away. Yeah. You know, I was thinking I mean, and I never I never used to be cynical, but I will tell you that there are some things that go on these days that make me very cynical. And so I don't want to give them any
079any ideas of taking anything back please. Okay. Um and so uh and then if you go on down uh Cass please so you can see overall the budget's down about 7.7%. Uh and then if we go to the next page Oh yeah. Um uh it breaks it out a little differently there. Um, but I want you to notice uh federal projects, classroom site, now classroom site is going to go up. That's that's the um sales tax money. Okay. Uh and uh it's going this year it was $792 per student. Uh next year it's $8.42. So it went up $50 per student. The only reason that might come back down some is if our enrollment drops because that's based solely on enrollment. Um, but you can see it's a, you know, it's up a little bit
080and that's good. And it's really good because we are now paying 10 positions out of that fund. Uh, 10 teaching positions out of that fund as opposed to six this year. Um, uh, so all of our music and art positions are paid out of classroom site fund. But federal projects, you can see Yeah. Um, and uh, Jen has been very diligent in keeping all of our employees in our federal projects. So, it's some of the things that are going away as opposed to people. Um, because things don't teach students, people do, right? Um, and then, uh, capital outlay uh, is has dropped back down. Um the 1.366 was because I had added money in the middle of the year from M over to capital and then you can see I took it away. I put
081it back in M um so that we have it. So um those are the significant changes. Um I don't think there's much down below. Oh, our class size and uh our FTEES and and those kinds of things. um our student our teacher to student ratio is uh is excellent and um and I will tell you that's a little misleading when you say staff to when you say teachers to students one to 12. Yeah. Um uh that factors in our sped programs and and all of our programs. So you know there some of those programs don't have very many kids in them and are not supposed to have me very many kids in there. So overall our rate uh our ratio is um um really good our class size ratio. So I think that kind of
082summarizes the big changes and um and I will need to bring back a revision in August or early September. Probably August number two, right? It will be revision number one. Oh, okay. Revision. Yeah. Because you'll adopt the budget and there'll be revision number one. But because that's the soonest that we'll have the numbers from uh from the legislature, you hope. Well, they have to decide by June 30 or they have to shut down. Oh. So, you know, I legislators don't like to shut down. We don't like them to shut down either. So, um Okay. So, there will be an there will be uh this will be adjusted. Okay. It's proposed. So it you know the discussion um one of the things at the end of the meeting tonight is for you all to uh uh
083select a we'll have to have a special board meeting because the budget has to be approved before the 15th of July and your next meeting your regular meeting would be on the 17th. So we'll have to have a special meeting. Uh you'll decide a date that gives me the deadline for when I have to have it posted 10 days earlier. So that's at the end of the meeting. Okay. So, we need to set actually two dates. Then tonight, you'll set the you'll set the Yeah, the regular board meeting night and and then a special meeting. Okay. Thank you. Thank you. Okay. Uh 11.2 benchmark options. Those are what Jen was talking to us about a little earlier. No, we already had it. Give us direction. That was in the workshop, but now we have to
084Do you guys uh have a motion? I make a motion we accept the uh benchmark options that Jen presented and uh you going using the quarterly benchmarks. I'll second that motion. All those in favor? I Meinda Sraki. I Charlene Diaz. I Barb Zarziki. I Judy Reed. Okay. Here's a first reading. So we don't have to do anything with it. You don't have to do anything with uh 113 through No, I I just just You just have to You just have to acknowledge them because I did not read them. I'm going to have to go back and read them. Okay. Um dropping then to 11.8 district handbooks for school year 2025 2026. Uh, Madame President and board members, um, uh, in the past I've presented like one middle level or junior middle junior high and one
085elementary. I've presented to you all of them. I somehow or other missed the preschool one here and um, and I actually it looks like I also nope, I've got the childcare center. Somehow I missed the u missed the u preschool one. So, it will be on the agenda for whatever special meeting you have because it's just approval of it. U but we've made them very consistent. And uh uh Cass, if you'd pull up pull up sunrises for instance. Yeah. So, you notice on the cover it says uh changes in this this handbook from previous handbooks are in red. And so throughout the handbook, any place that we have changed, not the table of contents and that stuff, but wherever we have changed um uh anything based on those changes in law or um other reasons
086for the year. So um and don't miss the orange. Sunrise uses orange, but Cass, if you'll just kind of scroll until we find something that's red there. Okay. So there's a word change. Um that is that makes a significant difference because the word before was will classwork will be gathered and prepared. Um uh we put may uh because it depends on the circumstances. So here's an example for this handbook. And and so if you look at the other two elementary handbooks, you might or might not see the same sections in red because we had some inconsistencies among the handbooks for the three elementaryaries. Uh enrollment is spelled wrong. Oh, well then let's catch that. Oh, see my fingers typed it wrong. Okay, so we'll catch that. Thanks for catching that, Barb. Um, uh, so in
087the in the ver in the three elementary handbooks, some things will be read the same in the three and some will be different because they were not consistent. And we need them to be consistent because our kids move back and forth among the three schools. And so, you know, the parents need to they need to know that we've got consistent things. Um, the two the middle school and the junior high handbooks are the same uh are are they might not be in the same order, but all the same pieces are in there and they the first the pieces all say the same things other than the things that are very specific for fifth and sixth grade or very specific for seventh and eighth grade. Um, so I just wanted to point out to you, uh,
088you know, that we are putting parents on notice that there are changes in here and that they can find them easily. Okay. Now, one thing I noticed on here on the handbooks is this nut-free school thing. Um, that's the the the thing is is they said if a student if you pack your student's lunch and they bring it to school and they have nuts, they have to go and eat it in the office. Like if you fix your kid a peanut butter and jelly sandwich, they have to go and eat that. They have to eat their lunch alone in the office. They can take a friend with them and and depending on the site they might have them um uh I know at one site they put them up on the stage they separate them
089and here's why Barb we have had students who have gone into anaphylactic shock that we have had to go to the hospital from our schools. So even though you know I mean we all know about peanut butter and whatever um u we can't risk putting some kids at risk for that. I I I and we and we don't want to, you know, we we really don't want to isolate those other kids. But what are we going to do? We gonna isolate why why can't weolate the kid that has the nut allergy? Can't do that. Discrim discrimination. Well, it's discrimination by isolating the kid after the peanut butter sandwich. No, it isn't because that's a choice. The the eating it is a choice. Being exposed to it is not a choice. I get what you're saying
090and I understand. Yeah, because to me, you isolate the kid that has the allergy, you know, just, you know, like that's having the allergy is not a choice. Yeah. Having the peanut butter sandwich is a choice. Okay. So, yeah, I get it. And it only came about because we had we had those serious Oh, yeah. We had those serious incidents and and you know, we don't want to be responsible for that. Okay. So, I don't know if you want to look through the rest of it. I'm glad you looked through it, Barb, and saw those things. And we It's on the front cover, so you know, of those. So, I looked through it. Yeah. Okay. Do I have a motion to approve the district handbooks? I make a motion that we approve the district handbooks,
091including the preschool one, you said, isn't there? Well, I you can't do that one because it's not presented. It's not in the agenda. We'll have to do it separately. approve the uh district handbooks as presented. I second it. All those in favor? I Melinda Saskki. I Charlene Diaz. I Barbar Ziki. I Judy Reed. 11.9 Possible approval to apply for an additional JP Morgan credit card account for human resources for international teacher fees. Madame President and board members, uh since we've set up the agreement with uh EP for uh to try to recruit H1 H1 um uh international teachers, um we have some fees that are associated with that because we become the sponsor for those teachers. The good news, the the positive thing is that if we are the sponsor and we bring them here,
092they can't resign and go to some other district. you know, they're they're ours and uh but it means that some of those fees the the the places where we need to pay those fees don't take purchase orders. For instance, the attorney um that works for that for that process. So, um we have JP Morgan uh credit cards that we use for gas and for travel, you know, for hotels and those kinds of things. We need a separate account to deal with this so that we can keep all of those records separate and um uh and isolated for uh this specific purpose. We would not could not use the card for anything else. I suppose you guys have an idea what the credit limit would this car Yes. Yeah, we do. Okay. A Yeah. I mean,
093I have to get with Eileen to find out specific. Yeah, we right now we're looking at four four each. Uh it's going to depend on how many we're looking at for a for a specific year. So, right now for four, we're probably it's less than 50 thou a thousand, but it'll go it'll be different every year. Well, if we have more teachers. And now the thing is that when we pay when we pay those fees so for these four people we would be paying their uh the fees for them to come. So there are various fees it it amount the total amounts to around 10,000 uh per teacher but we have uh arranged with uh EP that we will pay about 74% of that and the the uh the teacher will pay the other 20
09426%. of that 74% a good piece of that is insurance for five years. So you pay the whole five years upfront as opposed to uh as opposed to each year. So it it comes down it ends up coming down to maybe 3,000 a year, maybe less than that, probably less than that. Um so it looks like a lot upfront. Um but when you spread it out over the time it's not it's not that significant. So, but we all we we said we thought that the the teacher needed some skin in this game. So, uh that's why we said these are the pieces. These are the specific pieces we will pay and the teacher has to pay these other specific pieces. So, for four of them, that's you know, it's going to be less than 50,000.
095So, do I have a motion to approve uh an additional JP Morgan credit card for human resources for international teacher fees? I'll make a motion to approve um for an additional JP Morgan credit card account for human resources for international student fees teacher fees, excuse me. I second it. All those in favor? I Melinda Sabraski. I Charlene Diaz. Hi Barb Zarsziki. So, that's what I thought. Um,
103and it was already approved before we changed the meeting day. So, no big deal. I wasn't going to tell him he couldn't go. This is in this is I think um you do notice that I had him put on there uh somewhere between July 7th and 10th uh a special board meeting uh for the budget. Okay. For the to adopt the budget. Okay.
