[Music] a [Music] oh [Music] [Applause] [Music] [Applause] [Music] 1 m [Music] [Applause] [Music] remind you to turn on your microphones they're on okay good it's my job check with Ethan jeez give me a break here I call to order the special meeting for Bullhead City School Board on Thursday February 6th to 2025 at 9 a.m. roll call President Melinda saski Charlene is here byi here and we're missing Fred would you guys please stand and say the Pledge with me do it righted to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all nope Comm stays you guys were close very close um I'm don't see any citizens present so I'm going to skip that part adoption of the

agenda do I have a motion to adopt today's agenda please I'll make a motion to adopt the agenda as presented I second it all those in favor I Melinda sabraski hi Charlene Diaz hi Barb Zari okay first order of new business 2.1 is to conven and to Executive session for consideration of student discipline pursuant of ARS 38 4 31.03 A2 discussion or consideration of Records exempt from public from by law from public inspection including the receipt and discussion of information or testimony that is specifically required to be maintained as confidential by the state or federal law and AR ARS 15840 a 18841 b and d and 885 843a FH regarding the suspension or expulsion of pupils do I have a motion to convene into executive session I make a motion we convene into executive session

I'll second that motion all those in favor I Melinda saski I Charlene Diaz I Barb Zari we are now in executive session [Music] [Applause] [Music] closing executive sessions on here yes um I need a motion to reconvene in public session I'll make a motion to reconvene the public session I second it all those in favor I'm Melinda saski I Charlene Diaz I barbariki item 4.1 or I 4.2 immigration resolution Madam president and board members um as you're all aware uh there are concerns about uh pending action um uh relative to uh immigration and folks who might be uh in our area um illegally and um after consultation with other school districts the alphabet groups and our attorney um I'm recommending to you this resolution um and U probably would be a good idea to read

it but I want to I want to share a couple of things with you before uh that you do so first of all we're not taking a political stand here this we're not taking a stand one way or the other on immigration and those kinds of things we're here for our students neither are we declaring or trying to declare the district to be a sanctuary um uh and there is some confusion out there in the public about the between safe spaces and Sanctuary so we're not doing that uh what we're doing here and what I'm proposing to you to do is to say that our district will be a safe place for students during the school day on buses at bus stops and at school activities meaning that uh we're not going to violate the

law we will cooperate uh as we need to legally with um the local police dep Department ice any other law enforcement agency um but it sets in place protocol or procedures for us to do it in such a way that it disrupts our schools as little as possible so uh any requests that come from law enforcement agencies relative to this issue uh or any issue that has to do with u protection of our students um will will be forwarded to my office and that way the uh site offices and Personnel don't have to uh you know try to figure out is this a legal request what you know what can we can we not do uh and whatever so um we're just we're setting up a procedure that uh expedites the process um so that

we are legal but we are at the same time protecting the educational environment for our students okay so um so I um went online and uh found another District that had written a a resolution four or five years ago and started with that document um uh tailored it then to our specific District uh and it has been vetted by uh by the attorneys so um what is stated here is legal um and um uh helps us uh up you know deal with safety for our kids have you did you talk to the local police department actually I didn't even initiate that conversation Corporal Crawford uh who supervises our sro's uh came by my office and um specifically to talk about um uh the fact that the police department has in place its own procedures for

for uh uh for work with ice because this is not a new thing in our community you know we've had immigrants in our community for many many many many years um and to assure me that they would uh use the same procedures that they've used in the past um uh that they that they've never uh had any any procedures in place uh to approach students in our schools um or or seek information about our students so uh he assured me and of course I will want to follow up with Chief trebs um based on what you determine the wording the actual finished wording for this resolution to be but at this point it it appears to me that um we're all on the same page protecting our kids well I like the um the piece

about um if something goes where their parents are picked up and the kids go home yeah you know um so I I like I was looking for that that so I I was glad that was in there yeah and that's been that's always a concern absolutely you know I mean kids could go home and there' be nobody there yeah um uh and and we have plenty of community agencies that you know that would be willing to step up and help us in those circumstances so uh for me that's a piece of us um protecting our kids um because truly our kids our are our responsibility from door too so um uh you know the only when they're picked up by their parents in a vehicle and parent pickup that's the door but if they're riding

a bus or they're walking home door is the house or the residence where they live so uh we take that seriously and um uh we want to protect you know we don't want kids to go home to an empty house and and that kind of thing so yeah I think we all take that seriously absolutely but thank you for that and and I was happy to see that in the I lifted very very very heavily from uh the one document that I found because it was very U very complete but it had things it was from another state it had things that were very specific to that state and so I made sure that those pieces you know I tailored to match Arizona law and uh and our district and the lawyers vetted it absolutely

you made the changes they said yes and they were minor simply because I think simply because the others The District in the other state had done such a good job you know to make sure that theirs was structured legally that uh it made it very easy so he had he had a couple of minor changes that we made well and I did like the the the um the second to the last one talking about after school providers and vendors you know because we do have sometimes um clubs or whatever absolutely stay after school and so that covers that piece as well yes okay so do you want to read this I can if you want I'll be happy to do that I think we need to read it into that way it's into the record

yeah oh I'm trying to I'm trying to move it there my I'm trying to move your mouse with my mouse I guess that doesn't work okay governing board of Bullhead City School District number 15 resolution designating Bullhead City School District number 15 as an inclusive safe and welcoming District ensuring a protected environment for all students regardless of immigration status religion or country of origin to learn and Thrive whereas it is the legal right of every child regardless of immigration status to access a free public K12 education and the Bullhead City School District welcomes and supports all students whereas the bcsd has the responsibility to ensure that all students who reside within its boundaries regardless of immigration status can safely access a free public K12 education whereas Federal immigration law enforcement activities on or around District

the attachment where it says Bullhead City Mojave County Nevada Nevada and I suspect that happened because the surveyor is from Las Vegas and probably used a template um you know and just plugged in some of the things but wasn't thinking about the state so it's just a it's a clerical err that will get corrected uh but this is a a piece that we need to uh wrap up U the work on the on the uh Den property do I have a motion I make a motion to direct the superintendent to proceed with the city of Bullhead City's right of-way dedication for the den project with corrections to exhibit a where Arizona should replace Nevada in the last line of the first paragraph I second it all those in favor I Melinda sabraski I Charlene Diaz
