001[Music] he [Music] oh [Music] he [Music] he [Music] oh [Music] I'm I'm going to call the Workshop to order at 5:30 roll call President Melinda saski Charlene Diaz here Fred Rushton here Barb Z ziki here tonight we're going to go over about 15 different policies this is our first reading of them so if we have any questions we really need to to do this I think I'm the only one here tonight um 1.3 uh evaluation of school board self or School Board self evaluation has this changed any um yeah Cass will get it up um the only things that have changed are anything that's underlined or crossed off and so for many of these there are very few things changed uh but so you see the the board may meet should it choose to do
002so for the purpose of appraising its function is so it took away the requirement of a self AOW an annual self AOW yeah but we're still requiring it from ourselves for ourselves right well and you can choose to do that it's just you know and then you notice that the legal reference apparently it was removed from the legal reference or from the law or something so um so that's what you're going to see on each of these where there are changes in some cases uh it may just be a legal reference in other cases it's changing the wording uh but what asba does with these is make sure that any existing policies um reflect any changes that have happened in the last legislative you know session so uh some of them as I say are
003very minor changes and then there are some that have either lots of additions or lots of deletions so you'll kind of see that uh item one point4 policy bbba board member qualifications let's see if I'm still qualified yeah we are oh they don't have an age lemit on it so we're still qualifi okay and I think I think yeah I think that's the only CH well and then you see underlined the the new legal reference that uh that matches that well shoot I guess I'm still legal all right any questions no Fred are you still legal yes ma'am okay y all right yes I am 1.5 policy DJ bidding purchase purchasing procedures uh so you can see District purchase yeah these are uh that one happens to be a federal uh they regulations that we
004have to state regulations we have to follow in procurement and there are federal ones so sometime back when we were first talking about uh like replacing the air the HVAC units and building the den and whatever and I I mentioned to you all I'm sure you don't remember but something like the Edgar rules and Edgar EDG stands for some you know it's an acronym U but those are federal regulations that we have to follow and in that case it particularly has to do with u making sure as I recall that one has to do with making sure that we are paying prevailing wages um and if it's not if that's not what Edgar is there's another set that has to do with that but they this one right no uh but it uh but it
005it relates to that because in this case it's just referencing the FED those federal regulations and making sure we're following them um and I think it just said think that was it it just said requested three requested it didn't say they had to turn them into it right right we we have to we have especially U uh okay so between 0 and $110,000 uh we can pretty much purchase whatever we want now it's not just one item 10,000 it means collectively for the year from one vendor between 10,000 and 100,000 we have to have verbal quotes uh from at least three vendors and or at least indicate that we have tried to get verbal quotes from three and we have to document you know what it is we sent for and that they didn't didn't
006they declined or whatever over 100,000 we have to have written quotes uh and we have to have uh very specific criteria for selecting um and it's not one set of specific it's specific for whatever it is we've put out to bid um and and we follow all of those rules very closely okay so this is nothing really very new nothing new for us item uh 1.6 regulation dj- bidding purchasing procedures so this is the regulation that goes with that go uh and it won't be down on the agenda tonight because remember we don't usually put regulations and Exhibits on the night in the actual agenda for the first reading we only put them in when we come to the second reading and so you're seeing the same kind of legal references here uh to make
007sure that we are um uh doing all the procurement uh regulations that we're supposed to okay any questions on any of these so far no okay no and you can see that's a very lengthy yeah that one's huge regulation so it probably should be yes and the state regulations themselves uh if we published it or printed it in a book would be about this thick um uh the state regulations now there's another whole uh there's another whole section that's new um oh this is Jen was there's the word Jen was asking me about today we don't I we don't know what I don't find the word debarment now it will be in our policy we she and I were searching through the policies today because she got something uh since she handles all the grants
008she got a notice that uh if they audit our grant spending that they're going to be looking for and they had a whole list of things they were looking for one of which was suspension and dear debarment verification and of course we're both searching through policy bridge to find the word debarment because I've never heard that in relationship to education and we couldn't find it so well now we will be able to find it so it is um yeah and what does it mean well since we didn't find it Barb I don't know let's see oh probably means something about excluded or suped sure if it's in that same sentence yeah excluding them from uh from it says legally preventing a person organization or non-government organization from participating in certain activities or enjoying certain rights
009privileges or possessions thank you isn't it wonderful to be able to Google those things quickly I love Google um and I guess informally informally we kind of do that if if if we put out a request for quotes or a request for bids um uh we have a list you know of local vendors and whatever that we send those out to um um rather informally in that process when we set up the rubric for consideration of uh of the subsequent quotes or bids one of the items is always um uh us ranking uh or giving a a a point value uh to a to companies if we've had previous business with them and if they have not been good vendors if they've not been good uh you know suppliers for us they had a pretty
010low rating on that and so sometimes it could be just enough to debar them from it goes on it gives an example it says a company may be debarred from government contracts due to allegations of fraud or mismanagement there you go so if they that would make sense yes it is sounds like a legal term doesn't it yeah so um but we we can you know we can it's it's nice to know that there's a a specific regulation to back that up but we also know from our procurement training that um uh that you know that we are allowed and in fact encouraged to have that in our list of items that one item that says uh you know what kind of what kind of business have you had with these people before because the
011truth is I don't want to give business back to a vendor who has you know maybe they haven't defrauded us but maybe they're work was low quality or poor quality or their products were poor um uh we don't you know we don't need to continue to do business with somebody that's not reputable okay thank you item 1.7 policy GCF professional staff hiring uh this is it's interesting that this is added because it is in already in our application I was going to say isn't it that they have to tell us if they've been yeah they have to tell us if yeah this says whether they've pled guilt oh I see yep you're right we don't have it in there Yep this is new well it would be nice to know so that we yeah know
012they nice to know they're waiting trial so that and it doesn't mean exactly so it doesn't mean that eventually we might not hire them if they wen't if they were you know exonerated U but at least we might not hire them before they were convicted so okay and result in its own set of problems any question no no okay 1.8 policy gcfc professional staff certification and credentialing requirements this is fingerprinting yeah those are all the same this one has something simil there we go y z AA and a are all new um in another state or territory okay check will those make yeah we have these are covered in another policy but it's probably good to have them here too yeah okay there some more to that is there more cast on down no no
013just the legal reference legal reference um item 1.9 exhibit GCF c-e professional staff certification credentialing requirements this is so this is the exhibit the exhibit that goes with it that they have to ass and it's very similar to what we already have they've just added those last four items okay got it item 1.0 one0 policy gdf supporting staff hiring and this just uh applies the same item to support staff from professional okay so the next one is uh just a regulation that goes with it too yes item 1.11 policy gdfa support St qualification requirements yeah this is similar as to the one uh for professional it's not a regulation but it's another policy so it's going to have a yeah I was going to say okay so it has those four things on the end
014okay and those make a lot of sense yes 1.12 exhibit gdf F A- support staff qualification requirements this is the regulation then well this is the exhibit that they sign it's the same is the other one but it's for support staff these have to be notorized no oh well it says they do I don't remember that they have been in the past yeah that's what I we just have them sign them we've not had them not notorized them but we do have a notary on staff so in our business office so and it's not the HR person so uh we can have that done okay I just saw that that that was was interesting item 1.13 policy IGA curriculum development uh all cert cert certificated Personnel have professional obligations to the school program Beyond regular
015classroom duties and these obligations will include work on curriculum committees uh I don't quite know why that one has been removed uh Cass you scroll it down a little bit yes we do yeah so the the legal reference hasn't changed and we clearly expect our our certificated people who are on contract uh to serve on some committees without pay and you know as part of their job uh we pay as much as we can when we can but uh it's interesting to me that um I I suspect this has to do this is pure speculation um there are some districts in the state where uh meet and confer uh between Administration and the teachers organization where their teachers are much more organized uh you know in a like aea than we are um and that
016they essentially negotiate even though it should just be meet and confer under the law but they do that I suspect this came about because uh in some District uh it's very much your work hours are these and anything beyond that we're going to pay you for and as always um you know you could seek legal advice about leaving it in if you wanted to I'm wondering whether you know a certif certificated person could just come by and say hey it's in policy we don't have to do this well if you take if you take that sentence out yeah they could say it that doesn't I mean we can interpret it that for you want me to check the legal yeah I I really think that certificated Personnel should have some input into that okay so
017check with uh talk with certif or talk with the attorney how do you want me to handle that see if we can leave it in okay Cass this is what IGA thank you okay thank you absolutely item 1.14 policy Iha basic instruction program uh this one just uh has some very has some more specific language relative to instruction about the Holocaust and other genocides and we do teach that at Junior High Level yeah okay 7 to 12 okay got it 1.15 policy IMG animals in school um we've had rules for a long time in our district that uh uh we don't transport animals live animals on school buses yeah um and all they all they've done is switch this language around a little bit uh and then you see a whole new section on uh
018relative to Ada um and puts some restrictions and and some expectations relative to service animals yeah Kate's noticing this do you need a little bigger Kate yeah there you go well I wouldn't be able to see from out there either I do like it that if there are issues though that the animal can be removed yes however this is much more specific than anything we've had than anything we've had um so it's nice to have something well it's nice to have it in there yes that's what I'm saying it's nice to have something in there that we did not have before hasn't been an issue for a couple of years but we have had issues in the past yes it's been a few years how many uh students in our population do have service animals
019zero yeah as far as I know none at this time but we have had issues in the past had we've had them in the past and then we've had requests in the past for service animals that were not necessarily dogs and um and not H and not had uh verification say from a physician or you know so it it creates issues when there are no when there's nothing in policy to help us with it so this is at least a step in the right direction item 1.16 regulation img-r animals in school okay this is just the same thing isn't it well this is the regulation so it's going to be U much more specific about what we can can't do cor vaccination of the animal uh pretty specific information about the animal oh interesting okay
020and then there you go see so for instance If This Were a student who uh this would apply to regular buses too but if we had a student who rode one of the special ed buses um you know they're not going to just the first time get on and have the animal they need to arrange it with us in advance um e gives us some uh some wiggle room also so so we're putting more pressure on the teacher now the teacher has to clean up dog uh well it makes it I mean it's kind of indirectly saying that yep yeah which is what says if animals are to be kept in a classroom on days when classes are not in session should be with the stud you know this this is not talking that that
021it doesn't have to do this is like a classroom pet oh oh cuz remember this thing has to do with all animals not just animals not service animal I'm going to school that's what's the point of having a service animal I know so take care of take care of your reptiles or your snakes bunnies or whatever like snakes yeah kind of eliminates pet elephants too pet elephants can't keep those horses I don't think we have a room big enough for a pet elephant you can't ride your horse to school there anymore makes sense yeah they're all logical yeah Mak sensible okay got it questions anybody no okay um 1.17 policy jfb open enrollment this one just adds uh the item about um uh children of members of the Armed Forces um there are schools in
022schools and school districts in the state that are called Purple schools and and um that has to do with enrollment of children of U military families is there something crossed off yeah up on top oh there we go oh a subsection yeah posted by specialist good catch if a school has any other separate capacity by specialized program the information required pursuant to AR15 d81 16.01 shall also be posted by the special specialized program so it just means we have to keep people informed which we do about most things in en we do that anyway well they're supposed to I mean we've been we've been enforcing it on the state on the main one I I haven't been checking the site ones but so okay well shame on me so we will make sure there no
023changes you don't have to worry about reporting it then no but we still try to follow that okay item 1.18 regulation jbf dasr open enrollment um I will tell you that this is one that I would like to run by the attorney uh I'm not real excited about it being so uh in one sense being so Broad and in the other sense being so specific so saying there should be an equitable process in place and we have an equitable process um but saying such as a randomized lottery uh kind of makes people believe that that's the only acceptable one and uh uh that makes me a little nervous because it precludes things such as we have in our process that um uh uh children of employees we will grant open enrollment um you know to
024whatever whichever site uh and then we have uh next in the in the process uh consideration of those children who were on open enrollment last year the previous year um and uh and and then we move down to um uh we move to usually a first a first submitted first approved list first come first serve okay yeah kind of and so this makes me nervous because if somebody interprets that as being randomized Lottery is maybe the only thing even though it's such as but somebody interprets that as being the only one I don't think it's right to say to employees kids for instance or even to students who were allowed open enrollment the previous year oh you're now in the lottery and then force them back to another school you know that they're only in
025the open enrollment for one year at a time I that's not in any student's best interest um so uh you know I fully intend to run this one by Ben and and see if we are violating anything by leaving it alone good idea because the bigger description gives us gives us a little more a little more uh you know to approve what we're doing yeah okay is there anything below this Cass nope nope thank you and it's a regulation so you know regulations are procedures uh and we can pretty much you know as long as it's within the law we can have usually whatever procedures we want it's just that the regulation defines what those procedures are item 1.19 policy jdh or jhd exclusion exemptions from School attendance uh this one really the only thing
026that's changed throughout the whole thing is that they have changed the word certified to licensed okay and it's true uh Cass will show you the regulation and it's the same in the regulation okay item 1.2 zero regulation jdhr exclusion exemptions for school from School attendance just change and so that changes through the entire document license certified the license okay okay item 1.21 exhibit JD hd- EA exclusions and exemptions from School attendance and this is simply the uh ex this is the form that is used and once again you see the the same changes I can understand why they say they're changing certified license because you can pretty much get certified by anything you get on the right interet Internet site yeah true true where licensing is implies something is done well in some agency you
027know you've been Li you've been licensed by some agency or some uh yeah institution as opposed to pulling a certificate EXA um 1.22 exhibit h j hdb exclusions and exemptions from School attendance and there you go with and it's the same just another change from certified license okay item 1.23 regulation jlc d-r medicines administrating medicines to students shouldn't there be an or there either either or just saying yeah there should be an or in there before Item B yeah so I think we can add that ourselves good catch okay is there and are there any other changes on this one cast any questions on any of these that we oops whoops I guess there's more current changes okay my there any more down toward the bottom K bottom yeah we go here we go yeah
028another unfunded mandate do we have a uh stipulation backing up if you would please Cass yeah back up a little bit stop right there it says training must be renewed right at as prescribed by the school board do we have that um I think this I think this is what authorizes you to do that as a board to say uh you know what those regular inter intervals are unless we have and I didn't see a regulation or anything attached to this so um it makes it not very clear oh this is a this is a regulation mhm well but still it's not very clear about when I mean you that it doesn't say that it implies that you all can uh can decide okay this training must be renewed at every year or must be
029renewed every two years um which then means that what we would do is we' just calendar it on a calendar that on uh our board Cal you know board meeting calendars um has a you know a calendar of the the things we are required to discuss each month and it would just get calendared is there a way we can add that stipulation to this yes it's a regulation you can add whatever you want so if you all want to say when we actually address this next month but you can say it right now it right now well but you can say right now what you want it to be because you're not going to approve it until next month but you could say you know uh training must be renewed once a year once a
030year or once every two years however you want what ever you want to say there um because this is just guidance you know um as prescribed by the school board so you could change that regular intervals to be annually or biannually whatever you wanted to put there why don't we just say training must be renewed annually yeah for it should be annually because of the change over and stuff of employees and stuff they say we should renew it every year okay is there any other change on this one some on the next page I saw yeah there yeah right there consquences that's a good liability statement for the district okay do we have any more down there so must be able to practice proper safety precautions and and this is also the regulation whereby we
031uh uh do not allow students to carry around over the-counter medications you know if they if they are to have any of those as authorized by the parent they must be kept in the health office and administered by the health attendant lots of pages there y'all oh yeah okay item 1.24 adjourning the workshop do I have a motion to adjourn I make a motion we adjourn the workshop I'll second at that all those in favor I Melinda saski I Charlene Das I Fred Rush IB ziki it's 6 o'clock can you go all immediately into the can I call to order whoops I have a piece of paper I'm supposed to read I call to order the regular meeting of the Bullhead City School Board on Thursday October 10th 2024 at 6 p.m it's 606 on
032your if you look on your pict on the screen it's 606 at 606 pm. roll call President Melinda saski Charlene Diaz here PR rushon here B ziki here okay would you please stand and say the Pledge with me I Al to the flag of the United States of America and to the Republic for which it stands one nation without indivisible with liy and justice for all um do we have any citizens present I don't see anybody want to skip that part oh so we do have public no we have citizens present though be sure you sign in you sure you sign in yeah I I saw them all signing except for Lance [Laughter] anyway 2.6 donations oh my gosh so what is Switzer engineering Laboratories uh Chris you'll have to help me here it's a
033company that one our teachers left education move to Wasington work that and every year they are allowed toate back to some plac cool wonderful wonderful donation of school supplies oh my goodness thank you Mr and Mrs Brown and Christmas presents for mckeny vento thank you John and Jenny Becker and we actually have a I think a picture oh oh ho oh good looking you're looking reindeer there yeah that's from that is really nice look at all those toys Olaf that was the guy Sven Sven and he's now sitting in the uh in Sheree's office so every time I walk in there I kind of jump because I'm think what animal is in here I wonder if is he certified um yeah I don't know if he's had all his shots or not you notice that
034so he doesn't lose his car it's attached to hisim um Mr Becker is the spouse of one of our employees and uh he buys uh he buys storage units uh he's a picker and um so uh apparently in one of the storage units that he bought recently there were all these toys so he donated them for um Mento isn't that nice look at that look at all those yeah all the toys well thank you very much to the both of them that was really nice and I'm sure that there are things that have been donated that really have not been listed because they're kind of we have them all the time yes and we have lots of uh we have lots of employees who have in the last two months three months um assisted uh
035other new employees with things that uh they have needed that is really nice people helping people yes adoption 2.7 adoption of the agenda I need a motion to adopt the agenda I'll make a motion Madam president that we adopt the agenda as presented I'll second that motion all those in favor I'm Melinda saski I Charlene Diaz I Fred rushon I barbariki superintendent board uh governing board members well uh I would like to show uh if you would cast that second year that fiveyear account comparison so unfortunately you see that we are down I'm not quite sure why the graph shows 2000 or 2206 is slightly higher than 2216 um but you can uh see that we uh in fact have dropped uh almost 60 uh almost 70 students from uh from a ago and uh
036that will affect our budget so at some point I will have a budget uh revised budget to share with you um so I did want to point that out didn't want to have any surprises um and then I would like to point out in um uh the cumulative discipline report um yeah that one um you notice that I put a note at the bottom uh we had we had not uh consistently included uh bus discipline items in this report in the past some sites did and some sites didn't and so when I excuse me when I was looking at the numbers to put into this chart uh this time I recognized that actually four of our five schools do and I will ask the fifth school to do that but the other thing is because
037of the list of things that get reported to the state um and in many cases the the bus referrals are the are a large part of these numbers that you see um so it so it behooves you then to look at the individual site reports as well to see how many of the disciplinary actions really were bus incidents as opposed to um misbehavior during the school day okay of course the fact that their bus or in the classroom it's still not good that you know they're acting up on the bus because there's a dangerous situ when driving and these kids absolutely and I'm not trying to I'm not trying to minimize that at all um um U but for the most part you know we we do we do we have a set of disciplinary
038actions for bus behaviors misbehaviors and then we have the set of disciplinary actions for everything else um but you can see how it can skew these numbers too yeah you know and um and so fairness and and honesty transparency says that we need we need to be consistent and we report this so so tell me it diamond is it DB Diamond Back yes Diamond Back is third grade overloaded no is that a great it's okay Stephanie is that isn't that a grade where we have all new teachers all brand all brand new teachers the entire grade level so they're finding their way as new teachers they're finding their way okay I will tell you that all of our sites have worked really hard uh to you uh work with teachers to say you know just
039because there's a misbehavior that doesn't mean you're going to send the kid to the office you you need to have in place a you know a series of steps of of U ways that you manage those behaviors in the classroom before you ever send them out and um and that's a work in progress especially with new teachers yeah you know I was just curious whether the class was too big and that's why we had so much action but that explains if the brand new teachers they probably just feeling their way Yep they're learning okay any questions on this report okay um then uh you've seen our work tickets I I don't usually highlight this one but if you'd put up the work ticket one um uh I want to highlight that we have finally after
040two years cleared all of abm's uh work tickets yay um and uh uh it's unfortunate that it took two full years to do it um but the other side of that is how many hours of work our facilities people have had to put in in these two years uh to fix things that for which there were no work tickets and uh and they've done that and then the chart that I have for you every month at the bottom um you can see the number of Clos uh you know on any given day on most days is higher than the number of new new tickets that come in but um uh you know there are days when we get lots of tickets and uh don't get them cleared out for a few days so um anyway
041I kind of wanted to highlight that thank you and then uh I have a number of things for uh my miscellaneous updates so the first thing I'd like to talk about is uh that oh gosh has it been three weeks I think it's been three weeks uh we had U our regular quarterly meeting of the administrators and our coaches from IE and one of the things that we did in this uh in this uh meeting uh was to uh do the kind of chart that the sites do for their progress on uh on the key points for uh changing our model of instruction we had not done this this way in the past and uh and so I had to go back uh they all wanted to see the difference between last year at this
042time in September and this year in September so I went back to the data uh they all trusted me to go back and do it so I'm going to go over to the chart and kind of uh show you a little bit uh about where we are on these so this is called the school instructional maturity model and obviously we eventually over here right so um I have a rectangle pink pink rectang pink rectangle stickers for how we would have rated ourselves a year ago and um they're on this left side and then pink C circular stickers for how the team uh ranked ourselves for this year um uh because everyone is was very self when we had that meeting of where we are and where we are not in year two the beginning of
043a year two U but when you look at where we were a year ago it's very nice to see that we demonstrate growth in all of these areas so this one is um this one is conditions for self-regulation and agency okay so what are the conditions in the classroom that helps students um regulate their own behaviors okay so students come with whatever behaviors and whatever experiences they have what are we doing to establish a culture and an environment in the classroom that helps them increase their ability to deal with their own emotions and their own behaviors and so we have movement this one this one is systems of control which means essentially teachers are controlling students are behaving because teachers are bosses um this one for this year is self-regulation uh is moving towards intrinsic
044so uh we're seeing students begin to own their own control of their behavior um and each other as opposed to the teacher having the rules and regulations that they have to follow eventually we want students to be self-actualized where they take complete ownership of their their emotions and their behaviors this one is tier one core instruction so how is whole class instruction going on on this side it's um it's absent in other words meaning we don't have a good system of core instruction I'm very happy to say that even a year ago we were not there um but very much teacher directed and even with uh even with 28 know 30 35 new teachers this year and uh um and last year having worked with the Coalition of the Willing uh and this year working
045with everybody and expecting everybody to come along it's very nice to see that we're beginning to see uh facilitation teachers as facilitators rather than as um uh what we used to call uh stage on the stage stand in deliver you know and the rest of us take it in um uh but becoming more like what we also sometimes talk about as guides on the side that they're facilitating students doing their own learning and that kind of thing so that there was some good movement there this one is teacher collaboration so this is the work that teachers are doing uh together U working on uh unwrapping standards working on planning uh so that they can uh so that if you went in uh one third grade classroom at Desert Valley and you went in another third
046grade classroom at Desert Valley you're going to see similar things going on that doesn't mean that it's lock stepped and it's and it's scripted but you're going to see the same kind of activities you're going to see the same kind of of learning teaching and learning going on in those classrooms because teachers are working together um and uh so we're seeing we're seeing movement there uh not as much and part of that is because we have so many new teachers a fourth of our teachers are new to us this year4 okay so uh that that will take a little longer to happen this one is curriculum and assessment uh last year very much uh was in the place of uh referencing standards and we figured out very early last year that our teachers somehow had
047gotten away from even knowing what the standards were or making and or making sure that what they were actually doing in class was related to the standards they needed to be teaching for that grade level um and so um um not so not in such a good place a year though because we have dedicated so much time in our plc's and this year with those extra days that you all approved on the C calendar those extra half days of their really digging into the standards and it's hard work um and I'll be honest there's some resistance because why do we need to do this again well maybe because we didn't really do it the last time or maybe we didn't actually maybe we did it maybe we got into the standards but then we're not
048translating that into the classroom so it's really nice to see that we are making a big a big jump there in that work this is data for uh Improvement of and interventions um and this just means are we looking at are we looking at formative data are we looking at the data weekly um uh or every other week or once a month or longer if it's longer we don't we want that we want to have um uh the consideration of data feedback our students learning what we are trying to teach and so uh last year we had long Cycles it might have been from one Galileo to the next Galileo we're now doing much more and we have some some places some teams that are doing it weekly we have some that are doing it
049bi-weekly some monthly but we we don't have anybody doing the long between the big you know between the The Benchmark tests anymore so we made some big growth there and then the top one is leadership uh systems and that has to do with all of us as a leadership team um uh is it top down um hierarchical is it all I tell them what they have to do and then the principales tell the teachers what they have to do or um or are we moving more towards team based uh decision making relative to instruction in the classroom and you can see some movement on that as well so I wanted to point that out to you and as we go through the year uh and do this two more times or three more times two
050more times then we'll have a different color dots so we'll we'll show where we were last year at that next time and then where we are this year and then at the end of the year so um um my hope is that all of them are moving and um uh that's my expectation it's not just hope Hope's not a plan So the plan is to get everything moving do I really think we're going to be way over here in the green at the end of year two no we might be in one area um maybe but we all know 3 to 5 years and these are significant changes and it's everybody this year not just of the Coalition of the uh any questions about those so the relative position of the dots some of them
051are farther left than others that's that's indicating that it's sort of beginning yeah this was a yearo to the right this this year so this one showed the least change and this is the teacher collaboration so keep in mind we have a lot of new people in who've not been used to doing that um but we also have some issues with that teacher collaboration um uh there are people like me who tend to just jump into things and be noisy and there are people who are quieter and if somebody isn't controlling me being noisy that quieter person doesn't get a chance to speak so part of it is our teachers learning the same kind of teamwork structure that we are teaching to students and um and we haven't made a lot of movement on that
052yet but we're working on it and in fact the construction team meeting that we had yesterday uh that was the topic of cons uh discussion among our principles and our instructional coaches um and a long discussion and a good discussion yesterday about how can we be better at our roles of facilitating this this collaboration um I was very proud of the team for talking about um you know for identifying you know well I I haven't done such a good job of or I don't quite know you know the fact that they felt comfortable enough to say I don't quite know how to uh this was U one of the one of the people who is the facilitator for one of the elementary grade levels so keep in mind when we have those meetings that is
053um say all of our second grade teachers from across the district and so the facilitator in that team uh is one of the principles or one of the coaches and so the conversation I don't know how to um get the team to talk about X whatever X is um when the part of the team are people not from my school and so the rest of the team was helping with that discussion you know and saying U essentially nobody actually said it this way but essentially look you know you're you're facilitating that team I'm facilitating another team that has your teachers and and it's okay it's okay for you to direct this team to do what it's supposed to do even if they're not teachers from your own school so not only is it a work
054in progress for the teachers it's a work in progress for the leadership team and and the instructional team to make it happen and so we're all learning how to make it better okay so um that one's one that I expect to have a big Movement by the end of the year awesome thank you that was that was a great question yeah okay okay um so that's one thing uh second thing I told you I have a lot um I attended the Arizona uh rural schools Association conference last week in Flagstaff and um those are always good uh for networking with other superintendant particularly um and some good motivational speakers um I do want to acknowledge and congratulate um uh Jennifer vanroy from uh from Mojave count Mojave Valley at elementary school district as the arsa
055teacher of the year wow okay so she will be uh a candidate for the national teacher of the year and I will tell you that it's really interesting because there have been three uh Mojave County teachers of the year in the last five or six years um and two years years ago the national uh teacher of uh rural teacher of the year was from Arizona so um in spite of negative things that are said and and felt about Arizona schools um we've got some pretty dang good people representing us congratulations to yes and she's been in the community for a long long time so uh she used to teach at the at Mojave High and so you know so this is somebody who really represents the whole County and um and good for her for
056uh Mojave Valley Elementary School District um one of the things that I like about going to conferences is when I can have in-person contact with uh the people that we frequently talk with on the phone or via email the vendors and um uh so it's uh I had a good conversation with the vendor from uh amplify who that we have several of our programs with and she works with Jen all the time uh I hadn't had any conversation with her before but that was a good conversation I really imp I really liked having a conversation with the Reps from uh Grand Canyon State uh no Canyon State bus uh transportation bus uh bus company uh because they're the ones who worked so hard to bring the price of a special ed bus down to the
057money that we had available and it was really nice to be able to thank them in person for uh for that and in fact our bus is currently being built uh we're supposed to have it in December so I think that's great um uh uh I also wanted to note to you that there is there was a group of schools five schools down state that had a fiveyear grant to essentially what do what we're doing with ie and their Grant just expired so they have just done the five years uh of work uh moving in the D same direction as we are so that was really uh kind of interesting it was right at the end of the conference so I didn't get much time to talk with that superintendent um uh but they've made
058great strides in uh in student achievement in those five districts as a result but they had a grant for the whole five years and so uh um yeah that was wonderful for them for those five districts um okay and then the last thing relative to the conference uh on the first day uh I was part of a caucus of uh uh superintendents from literally from four corners of the state um to talk about uh educational policy and the upcoming legislative uh um legislative session um uh the um the Senate Republicans education policy adviser was with us took copious notes from the things that we talked about um you know that that we would like to see uh the legislature consider uh or change some things and uh and then there were also two uh administrative
059folks from ad and so it was very good opportunity to share with them directly uh things that they all work with that impact us um sometimes in negative ways and um uh they were very open to those discussions that caucus that was the first time that caucus had met and it will be continuing and I will continue to be a part of that so um that was that was a good experience okay uh the den uh our housing project well as you know the houses are not done we're working on it but I thought you might like to see uh they are the houses are all wrapped and they're getting ready to do stuff they've been working inside on paint uh installing cabinets uh and starting to install the floors um but I have samples
060so uh Cass is going to put up okay so is that the top one Cass this is a okay so on on that picture the kind of tan part is this okay and then the green part is this and the trim is this okay so that's how that's one of the three houses colors okay and then the second house is it's still this for the basic color this will be that uh that tan color and then the trim will be this okay and then the third house again this basic color this as the that front and this as the tri so the three houses you know they the structure is identical um but at least they don't look like Cookie Cutter D you know decorations so I thought you might be interested in seeing yeah
061seeing those okay and so when's the anticipated finish for any of those uh every week when we meet the timeline shifts uh I am predicting that house number three which is really the one they started on first um uh will be done by the end of the month the other two are about a week behind now the tricky part is this is grant funding and Jen has deadlines for when she can request reimbursements and all of those things so uh needless to say when Mark is out there multiple times a day he's all over them about this stuff and uh we just keep plugging away uh the issue is sometimes is most of the time is if workers don't show up work doesn't get done and uh nobody's quite figured out how to make people
062show up when they don't so uh that that just drags everything down um uh electric meters and uh water meters uh are in the process of being install um so things are moving right now if you drive by you can't see much because a whole lot of the work is inside uh but I'm guessing in the next few days we will see we will see stucco and and see those things because they're they were ready to they were ready to start that okay okay um we have uh you know we have the SRO who is uh funded by a grant that's up at Fox Creek uh the SRO who's work who has been working with all of the other Elementary districts and with the charter District in the city um uh uh is uh has
063been replaced and the new one will start on Monday uh it's officer Robert Chapman uh he's been with the force for about 12 years um he actually I met him one night at 3:00 a.m. when I was down here uh when the alarms were going going off and and uh I needed to come check to see if anything was wrong and and he happened to be one of the officers in the middle of the night uh his daughter attended our schools uh she's now in the high school um but I think they've made a really good choice of uh of somebody who really wants to work with students and work with us on on making things happen and then my last thing is uh the garage out back uh we are uh having our garage
064sales and this week and then um two more times uh it's all instructional materials now this bibl biblo file has real trouble trouble going out there and seeing all the books and instructional materials that are and many of them are 20 years old U but even some of those 20year old things are brand new because we didn't use them at the time you know we didn't I mean they maybe we had more books than we had kids I don't know but it it kills me that we have all of these instructional materials that um that we don't need um today was the first uh day and um uh a number of people came and and purchased books and things so uh we'll finish that uh by the 1 of November and then we'll go back
065to furniture and Equipment but if you want to come anytime let me know actually you can let Erica know because I put her in charge of this project and she is amaz she's an amazing organizer and she just uh she was like a dog with a bone and she's got it so organized and everything just uh planned out and and it's amazing so anytime if you want to visit the the garage um or the shed as other people call it uh I I say it's a garage sale so we have to have a garage um uh you're welcome to come see now is it open to the public to come buy that stuff or yes that's the whole idea um because because we would either have to do an auction so announce an auction date
066and have an auctioner and sell things that way but if we do it we can do it this way so we have it only open certain days of the week from certain hours but what happens in this case is you price it in advance yeah uh so there's no there's no bartering there's none of that kind of thing um and so uh we have so many books and things out there that she's selling uh and we have boxes and whatever pick up a box fill your box it's five bucks um and um so uh she had some uh some parents out there today with Littles and and uh mom can I have this book and and that was kind of fun so Jen Jen was tell me about that so uh Erica is doing a
067great job of organizing that and we're not trying to make money you know we're not going to make money on it these are things that we purchased somewhere in the past just like with the furniture and Equipment the idea is We are following those regulations that I told you about uh that on how we can dispose of unused or outdated or broken um uh equipment and those kinds of things so it it is US following the rules okay and then we can use those funds whatever funds we take in for purchase of sim of of the same kinds of things so for what all the furniture and equipment we sell we can use those funds for furniture or equipment for all of these instructional materials that we sell we can use those funds for uh
068for U instructional materials that we do need and that are up to date okay long report I'm sorry but uh I thought these were all important things okay can we see the ml budget for just a minute okay it doesn't have it on there go down please what are you looking for um got my tax bill yeah okay and we definitely increased our taxing it should reflect I got mine too it should reflect uh it should the tax rate should reflect what we had on our uh on our Bud looking for see if it was on here but no it's one it's a I think it's a165 what's happened is the valuation on our properties have all gone up and and so then you know so then that increases so yeah I noticed that my
06924% increase on mine I noticed was it okay um uh so you know so and I saw that actually in article that I was reading today as well um uh you know we our tax rate for our district has continued to go down all six years um but that increase in tax is because our the valuation on our properties have gone up and I've watched that happen with my with my house I've lived there since 95 and you know uh in in 2008 just before the bu you know just before the bubble burst um U my the the valuation on my house was I don't know 50 or 75% higher than what I had what my what I had paid for the house and then after that uh it dropped and it continued to drop
070until it was uh only about 70% of what I paid for my house and now it's back up above what I've paid for my house but that but it seems to me that if our houses have gone up in in value that our tax bill are the the amount amount of tax the the percentage of tax should have gone down if we have not increased our needs does that make sense no okay no it's going to go up it's going to go up because as your valuation goes up that means it's based on your value yeah based on every1 your your taxes are going to be more did you know that little circle thing yeah okay I what little circle thing the little circle graph up in the corner oh I didn't notice that I'll
071have to look at that um mhm basically says that it's the fire department yes the fire district is high and then crushed the bond okay and well the bond there's there's they have two yeah well they have their M and the bond and then us yes which but it looks to me on just check the circle graph okay and see it looked to me like we had increased what we're were asking for okay no and I don't get to determine that we you know that's determined at the at the county level and um I mean when I came it was on our budget it said $3 and something I learned later that that was not accurate so the first budget that I had which was created you know before I came on board had an
072amount on it that was not correct um um based on the information that I got from the County treasures office uh so the next year I waited until I got that number from them and so of course that first one was considerably less than uh than what it had been $3 and something the year before I think it was I'm guessing I'm I'm trying to test my memory here but I think the first year that I actually did a budget it was about a190 um uh a about a190 and it's gone down each time so we're at 165 now um so uh uh you know so but as the value of our properties go up I'll have to look at that maybe I'm just reading it okay um and as a side note I I
073sent this to you all in an email today but I but I I kind of want to mention it uh one of the articles that um Lance send us today in our daily brief news briefs uh had to do with the fact that Chandler is asking uh on the on the election for on November 5th uh for 4 I think it's 484 4 87,000 million dollar Bond million 480 roughly 480 million Bond okay so I'm sitting there and I'm going holy cow they have six million square feet under roof so you know add up all the square footage of all their schools and all of properties they have 6 million square fet so I divided that out it's about 81 $1 per square foot for that Bond okay so I thought okay so if that
074were the case if if we were wanting to consider anything similar so I took U uh I took that $81 and I multiplied it times the number of square feet that we have in our district which is as I recall in the neighborhood of 24,000 square ft for all of our school sites um that would mean if we had the tax base to do it that we could look for a bond in the neighborhood of 19 million and I'm I'm sitting there and I'm thinking wow we have we have things that we need done to our schools uh to keep them operational to you know to keep them safe to do the things we need to do wow what could we do with 19 million now I'm I'm I know that it's unlikely for us
075as a school district to to get a bond you know Bond pass even for a million dollars I'm you know so I'm not proposing that we do that uh but it was a little bit of pipe dreaming going on on my part in terms of you know of wouldn't it be nice if we had some of those dollars to do the things we need to do to update uh uh repair upgrade so we're not always behind the eightball uh in our district and not have to wait for sfd uh to do it because we're scrambling I mean we scramble to get things done and um uh so uh you know it would be nice to be able to uh for example and and when you do the bond you have a plan for what what
076you're going to do with all that money it's not like you're going to bank it and then use it as you need it uh but uh the hbac in the room next to where our servers are um uh the condenser on the outside unit it's a split unit so it has outside and inside and both of those have uh have condensers and both of those condensers use a coolant that is no longer U it's grandfathered in but we can no longer put the same kind of coolant in those uh in those condensers so we need to replace the condenser uh well that's kind of expensive and and in the scheme of things it would make more sense to replace the whole unit so U the fact that it's not working now draws down on the
077viability of the unit that cools the actual server room and that's not a very big room it's a closet maybe the size of that closet back there right James yeah pretty close to that so it has its own hbac unit but it's attached to that room so now this room is hot this HVAC unit is trying to keep the server room cool but you and I know that the walls of that server room are touching the walls of this room or are walls in this room and are being affected by the fact that that is not working sfd will not replace that because it does that that hbac because that room does not serve an academic purpose yeah I think the law and she quoted the law to me um um and and I said
078so I said okay we're gonna we're going to take care of it um what we're going to do is replace the condenser because I don't have $14,000 to replace the HVAC so we're going to replace the condenser but I said to her just speculating if our server room were on a campus a School site as opposed to here at the district and this happened what would be the outcome they would pay for the HVAC unit and I said this this Ser these servers were required to have internet for our students to do testing we're required for our to have internet for our students to do some of the work that they do and our teachers to teach because all of all of the connecting kinds of things are computer programs so don't tell me that
079isn't academic it is academic um and I wasn't trying to argue with her I was just trying to make a point that the definition you know that their definition or their interpretation of academic uh and mine different differ greatly um uh so uh but the point was made when she said well if oh I'm sorry if that if that server room were on if we moved it next door and the room next to the server room HVAC died sfd would replace it no questions asked now the purpose of the server room hasn't changed the only thing that's changed is its location location tell me how that is logical It Isn't So anyway um uh but if we had if we had some money to do those kinds of things you know if if we had
080money to to repair things in advance when we knew that they were wearing out or they were outdated uh we wouldn't be facing some of those things so anyway I'll get off my so box I'd like to know what jender is going to be replacing or doing with 480 million well one of the things they are doing is um they have a school uh campus that was built in the 1950s oh and uh so needless to say that is you know that's a school campus that's on last legs and and whatever ever so they part of that money will be to replace that Elementary campus to build a whole new school um and um and then and then if you think about it if you've got six million square feet under roof I'm sure they
081have a list of projects of things that need to be done for us one of the things that I would be making sure we're doing is is fix is relocating the office at Fox Creek it's on our strategic plan yeah but we have no money to do that no money to do that um uh we don't even have money right now to to hire a an architect or an engineer to design what we want to do there you know kind of things so uh it just kind of put me in the uh making my Santa's list mood for that so anyway but it all has to do with think about it Chandler has all kinds of industry and all kinds of uh things that generate a big tax base it's not because of the taxes
082on homes and and uh residences and those kinds of things it's because they have the other tax base and so it's it's one of those examples of the halves and Have Nots and um and we are where we are so we do what we need to do the best we can so uh thanks for letting me be on my Soap Box a bit you have it anytime you want um 2.9 board member updates anybody got anything new I know I've got something that's unw I haven't been visiting the schools yeah neither have I I think that all of us should make a conscious effort to get out there this month and next month and I forgive December but yeah I'm thinking that just visiting the front office would be let them know that we're here
083and we care you can do that I'm going to make a big ch big push for myself yep uh the years gone so fast I said the years just gone by so fast sorry about that it's just like oh man just that yeah okay we're moving into the consent agenda um Caroline and I'm not sure exactly where these are but there were some Galileo reports one of the elementary schools I'm sure it's in um it's probably in Jen's report okay no was uh Cassie and I looked at this before the meeting uh Diamond Beck's report was say he was the principal keep going go there you go keep going down here right here yep it's the first it's the first round yeah so keep in mind they're tested on a whole lot of things that
084they haven't been talk but what uh I want to say because I looked at these last night and I went oh okay it looks compared to what we saw last year at this time this is such an improvement uh last year you know we're looking at no offense but you know we are looking at improvements here that we didn't see last year and uh just the fact that we've got that much more in the passing bench than what we've had before it was I was very happy to to see that on the different grade levels and stuff and I'm sure's glad to hear that and like like we were talking I think a lot of it has to do with the fact that um with this that these the the junior high and the middle
085school kids are still our Co kids where these third graders are not the co kids they came in after covid so they've been in the education and that the new process that we've got going in the schools is helping them we with the other with the upper levels we're still trying to play katchup from Co because it's four years out and so and that could be part of it they would have been kindergarteners um they would have been kindergarteners in in 20 so uh so they had a little bit of the yeah just a little bit but not compared to what the other kids have had and stuff so but yeah when I saw this I last night when I was looking at over I thought ah you know that we've got more blue and
086more green we have more blue yeah more blue ever seen you know it's usually like a little if we can even see the blue and so you know it's really great see get to see these from the other school too the other schools uh well we don't usually we don't usually show them by sight but Jen had it's on is your report last month last month oh last month okay have to go back last month go back and look at last month um but I was very Stephanie that's that ends up being good news for you to share with your staff and yeah I was very very happy with this still not happy with all the red but yeah at least we're moving in the right direction in a direction yeah okay thank you thanks
087and I'm I know that's consent to jender we probably should have talked about it in a different place but um any anything on the consent agenda that you would like to pull to talk about okay I need approval then for the uh consent agenda I make a motion that we accept the consent agenda as uh shown I'll second that motion all those in favor I'm Melinda sasi hi Charlene Diaz hi Fred rushon hi Barb Zaraki okay moving on to Old business policy G CB d a housing for professional or staff members second reading I get we get to adopt this this time yes you do and remember this is an entirely new um this is an entirely new policy so yeah we read this last time and as I recall there was one little change
088you all wanted me to have to make and I did that and I'm trying to think where it is um did I get the spelling I think I went and fixed everything the next day after you all after we talked about it before I tried to do it while I was while it was still fresh okay oh uh in the third paragraph reasonable rates shall be charged for the housing so that the housing program is self-sufficient and that funds normally available for the instructional program are not diminished um it there was a bit of a qualifier in there in the past and and and you all ask that uh at Fred's uh suggestion that we tighten that up so I did yeah we were talking about electricity and all that stuff yes and and you
089can see the results uh in uh further in the agenda of my research into that so now it's really funny is because the S asba conference on the delegates on Saturday this was one of the big discussions that the asba is going to ask for the uh on the government um that not only rural areas but every area gets to you know do the affordable housing and the gentleman from Tempe was uh just really outraged that they would even think of doing this because it's cost going to be causing their taxpayers and everything and I listened to them for as long as I could and I got up and gave my two cents work and I said no I said we have this going in Bullhead right now we're in the process of building homes
090affordable homes for our teachers and I said it does not cost our taxpayers anything it's not coming out of our school funds it's separate and it was just it was a big discussion and so I was I was actually very pleasantly surprised when I was trying to put these together for you all and I said this last month but it Bears saying again that um uh uh two years ago I would not have been able to find s more than maybe two sample U policies or sets of things because the only places in the state that had teaches were on the reservations yeah uh but when I searched this time there were nine school districts that I that I pulled the information from there were more districts than that who had the policies so uh
091in two years time this has become a very a much more um viable option from for particularly rural districts um so it was nice to have lots you know lots of input from lots of areas yeah yeah but the metropolitan area it was it was so funny listening to all those you know those representatives and all the rural areas were all sitting there all going like this and a few of us got up and gave our two cents worth and said no no no no okay I think it's well done thank you um do I have a motion to adopt this the policy GD GCB da I make a motion we adopt the policy GC BDA housing for professional support staff do I have a second I'll second that motion all those in favor I
092Melinda saski I Charlene Diaz I Fred rushon I Barb ziki item 4.2 establish rent for the district employee housing units this is a revision it is a revision um last month you approved uh $1,200 but also pointed out uh that I probably should check on uh the cost for electricity and that kind of thing which I did um contacted U someone at um MEC because in the process of thinking about that last month uh yeah I'm thinking about it being an all electric home but I wasn't thinking about all the components of an electric home so uh electric stove electric refrigerator microwave washer dryer uh and HVAC uh and so uh I was told that anticipated U monthly uh electricity would probably be in the neighborhood of $250 um and so I tried to find
093I tried to round this off to a number that that I could come up with something reasonable for the breakdown you know for the bigger bedroom and the other two bedrooms so uh I just added $100 to the total it still keeps us below um uh the comps in town it's still you know by at least $200 and uh and most of those comps uh don't include utilities um and so even if we're spending 250 for um uh for electricity and we're spending say $100 a month for water and sewer um uh and then we're going to have trash collection and we're going to have some of those other expenses it's still allows us to have money in that account for repairs for replacement of things that need to be done and start building a
094a little um Kitty to build another house um without without G ing anybody and that is very reasonable because I know out at the college the rooms are $650 a month per student and there's six students to a pod wow and so you know like the master bedroom for 550 that's basically what theirs would be equivalent to out there and so you know it's it's very that's a good that's a good comparison did we um we had talked about about at the last meeting about um potentially putting a cap on water cap on electricity if they go over that cap yes and I um uh I can't remember if I actually built that into that regulation that we are looking at um uh but I also think it's the kind of thing we can watch
095at the beginning and then determine if we need to go back and add that so um okay you know it's a potential problem uh but I mean it may not be a problem but you know I hate to all of those specifics are in those regulations though so if we need to change those that this is a policy so right and the way we wrote it it this am well this isn't a policy but this is matches the policy and we've said in uh in the regulations that we wouldn't change this you know on the spur of the moment um but I think that that um uh the regulation also allows us to consider some of those other things so that doesn't change the fact that you could go back and put a cap you
096know we could go back and in one meeting change that piece or add that piece to their regulation okay um I need a motion to approve um establishing the establishing of rent for district employee housing units Madam president I do make a motion to approve this uh proposal that we have presented to us tonight the revision the the revised appro right what we're reading is there a second I'll second that motion all those in favor I Melinda saski I Charlene Diaz I Fred Rushton i b ziki item 5.1 direction to seek replacement for vacant board members seat we are to give some direction to Cassie at this time um Madam president if I may um I think what you've got several things here that probably would be wise for you to decide do you want
097to advertise the vacant position um and um you know and put a deadline on on application and then consider uh replacements at the November meeting or at the December meeting or do you want to wait until after the election and wait until the new County superintendent's in place and say okay we will uh we will advertise it in December and interview candidates in January and and do that kind of thing I mean you've got you've got a window of time here um but it's it's up to you to decide how you want to lay out that uh that that schedule of events was going to be up and it was going to be up yeah yeah so if we waited till December and then interviewed in January that would make because yeah I think that's
098probably a cleaner way to handle it yeah andu would be the one who would approve it that way sounds good to is that what the feeling of the board was that say a two-year term or a foure term four fouryear term yeah cuz then that person can keep that seat for four years otherwise otherwise it might not happen that way right well if you do it if you were to do it now and you know interview somebody in November and appoint them they're really only only going to be there until January anyway so you know it makes more sense logically for you to do it for uh for January well Cassie I think the um I think the board is feeling we should advertise in December an interview in January and SE him in February
099and then be seated in February yeah if the rest of you guys are going all going to show up so that we have still a quorum right okay we have to do that I missed one meeting and she's picking on me already jeez I never pick on anybody 5.2 annual financial report yeah we need a motion for that we need a motion it is an action item even if it doesn't say that this was just I thought this was just a no in this case you have to take some action I need a motion then to give direction to Cassie okay I make a motion for the replacement of the vacant uh board member seat for Cassie to advertise it in December for us to interview in January and for the new board member to
100be seated in February of 2025 I'll second that motion all those in favor I Melinda saski I Charlene di I Fred rushon I barbar yes sir does for ad well my thought is that that's an administrative decision and yes I was going to say I don't think that's our decision no that's an administrative decision because we only have one employee and she's always in trouble with us so it's okay 5.2 annual Financial reports school for fiscal year 24 uh Madam president this is the other uh the second big uh Financial uh item that happens every year um uh Jenny Beck has been U pulling her hair out and this is an annual pull your hair out activity uh it's probably actually more stressful and more uh difficult than than uh building the budget is but
101um this is this is sorting out what did we actually do with all of our funding uh in fiscal year 24 and and uh lays it out and uh reports uh how it is and then this document ends up being uh used by uh both the AG's office and by ad uh uh to give me numbers for a that revised budget that I'm telling you we're going to have to have and also for building the next budget so um this is this is the checks and balances this is the this is the system that says you said you were going to do it this way here's how you actually did it um and did you stay within your budgets uh the good news is yes we did but um uh it's the you know it
102is the one of these had that go up go up the top Cassie I knew one of these had that primary yep 1.6 I couldn't remember where it was y That's why I asked for the M I did a pretty good job of remembering that too impressed I'm impressed I didn't remember the 49 but I did the 1.65 so we'll probably keep you office 1.65 yeah there we go that's good thank you so this so you do need to approve it so that I can send it to uh uh post it tomorrow so that I stop getting the reminders from the AG's office and from ad that we have not yet filed our AFR okay I need a motion to approve um filing the annual Financial reports for school year for fiscal year 24 I'll
103make a motion that we uh approve the annual financial report for the fiscal year 2024 I'll second that motion all those in favor I'm Melinda soski I Charlene Diaz I Fred Rustin I Bara ziki 5.3 school year 20242 revision this and I'm sorry I missed the word calendar in there okay it is a calendar revision um uh and all we're doing is uh is uh recommending that we uh drop off the last four days of summer school in June of 25 uh we don't have 21st century funding and um uh in fact we have uh part of the reason for that is we knew we were going to have difficulty finding folks to fill positions and whatever and we decided to give it a rest for a year so uh the summer school this will
104essentially be stem and steam activity would be 8 days instead of 12 and so we're just U recommending the uh the dropping of those four days at the end of the uh summer school which days are those I'm the 9th through the 12th so they're no longer that uh gray color originally summer school went through the 12th of June oh okay all right got it um do I have a motion to adopt the new school year calendar for 2024 the revision excuse me it's not new school year calendar it's a revision of the calendar for 2024 25 I'll make a motion that we approve the revision of the school year calendar for 2425 I second it all those in favor I'm Melinda soski I Charlene Diaz I Fred rushon I Barb ziki that's too bad
105it is um um but it allows us to also to focus on stem and steam which is probably a good thing more fun anyway yeah item 5.4 asba bylaw vote um how do you want to handle this let's see you guys all received the the new bylaw right that they were talking about okay so we need to give our board secret we need to move to give our board dire our secretary whether we want to go yay or nay any comments on it I didn't see anything clearly there were issues that's true but I didn't see anything that was Earth shattering I mean nothing it's it's uh they cleared they've cleared up some of the problems that yeah nothing nothing stuck out to me so I'm I'm okay with it and I know at the
106asba conference there wasn't you know they a lot of it was uh just basically cleaning up some stuff and that and you know but everything that we discussed as delegates it was very cut and dry and stuff okay so do I have a motion to direct our secretary to give a uh a yay Vote for This president I'll make a motion that we direct our wonderful secretary to give asba our consent and agreement with this that we vote yay for all of this okay do I have a second I second it all those in favor I Melinda saski I Charlene Diaz I Fred Rushton I Barb ziki item 5.5 technology equipment disposal um okay so you can read The General ener information there um uh James went to uh three companies to to see about
107disposing um no longer usable equipment so for example uh we have a number of laptops that uh will not support Windows 11 and and can no longer be updated that's one example we have old Chromebooks we have old monitors we have all kinds of things um so uh he went to three companies and or four companies sorry um two included fees that we would have to pay for them to take things away uh one agreed to just take the stuff for free so it wouldn't cost us it wouldn't cost them and the fourth agreed to pay us uh $650 well guess which one we were recommending I can't imagine 650 is excuse me is better than zero so and better than paying so we're recommending um uh that we uh dispose of that equipment through
108uh through that method the reboot is that the one that we're talking reboot yeah okay do I have a motion to approve I'll make I'll make a motion that we approve the disposal of our technology unused technology whatever you want old technology uh to reboot technology I'll second the motion all those in favor I'm Melinda soski I Charlene Diaz I Fred Rushton i v there ziki 5.6 technology equipment transfer um as we have discontinued uh and wound down our uh our agreement with crushed uh for services for technology Services uh and we have replaced some equipment and those kinds of things uh we have some equipment that they could use and uh and and I'm just recommending that we transfer that equipment over to them uh no money just uh you know they can use
109it and that is allowable under procurement that we can uh we can uh give equipment or you know unusable or what in this case it's not doing us any good so it does no good for it to sit on a shelf and for us when somebody else could use it so this the same thing could be said for and and uh for like our books and our equipment and things that we have in our yard sale because we we could you know if somebody came to us uh from uh say one of the other CH one of the charter schools and and wanted uh some of those books and things uh we could legitimately just give them uh so this is in the same in the same uh set of you know set of behaviors
110that we can do so I'm recommending that this these 29 switches uh be given to crush do I have a motion to approve Madam president I make a motion that we transfer the technology equipment listed to crushed as recommended I second it all those in favor I'm Alinda saski hi Charlene Diaz I Fred rushon I barar ziki okay item 5.7 revision to the principal evaluation tool uh Madam president the only right the only change because we we have we show these documents by we're supposed to and we do show these documents to our administrators just like we do to teachers before the school year um one of the things that I did not do at the time and uh and I feel that we're still within timeline to do this is the section here that
111you see in yellow uh where we increase uh the percentage of points for each of those categories uh from what it was in the past U these percentages 90 70 50 and less than 50 U match the percentages for those same categories on the teacher evalu ations for last year this year we upped those again on the teacher one so we're just a year behind on doing that on this one next year we will increase these recommend to increase these to be the same as they are for teachers for this year so um um I would appreciate approval of um just those changes in the designators and we're still within timeline timeline to do that we haven't started any evaluations and I mean I haven't started any administrative evaluations at this point um and uh
112and so they'll have plenty of notice for this okay do I have a motion to approve the revision of the principal evaluation tool I make a motion we approve the revision to the principes evaluation tool as presented I'll second that motion all those in favor I'm Alinda saski I Charlene Diaz I Fred rushon I Barb ziki item five 5.8 approval of educational travel club for Fox Creek um Madame President and board members if uh if you recall we had an educational travel Club at the Middle School uh a couple of years ago and um uh Mr Burgess has um had asked if we would consider um having that such a club at Fox Creek this year uh for the same purpose to go to uh Washington DC and and uh you know that kind of
113a government slash you know historical trip and so to have a club for that so uh he submitted uh this uh recommendation and of course ran it by their student council and whatever um so I I support the idea of having um an educational travel Club at Fox Creek and it would uh it probably would not the travel would probably not be this year it would be a year from now um uh but you know the work could start the work could start now I remember them coming back and just being all positive and enthusiastic yes yeah I'm glad that somebody's starting it up again yeah do I have an um motion to approve I'll make a motion that we approve yeah excuse me that we approved the educational travel club for Fox Creek oh
114second up motion all those in favor I Melinda saski I Charlene Diaz I Fred Rushton I Barb ziki item 5.9 policy gbea non-medical use or abuse of drugs or alcohol this is the second reading so we're we would adopt it Madam president this is the um this is that revision that I um presented last month and it's related to our uh regulations uh for the den project and for for the housing yeah remember this do I have a motion to adopt this Pol a policy gbea non-medical use or abuse of drugs or alcoholics I'll make a motion that we approve the policy gbea non-medical use or abuse of drugs or alcohol I'll second the motion all those in favor I Melinda saski I Charlene Diaz I Fred rushon I Barb zerik another policy for our
115housing project 5.10 policy gbda housing Pro housing for professional staff members regulations and Exhibits um Madam president Bo board members these are all the regulations and Exhibits that go with the policy you approved in Old business okay and I did make uh I did make what the changes that you all um asked I also added one in um um I think it's gcbd A- [Music] RB uh if you'll scroll down please uh uh keep going it's under uh prohibited practices so it's on down and I added there we go I added item k at the advice of of Mark Scott our facilities director that uh we prohibit storing of items in the attics of the houses there are there are access panels to the attic because of course the hbac unit is up there and
116um and wiring and whatever but it's not designed for any storage so I thought this was a good addition to this one okay otherwise all of these exhibits and and uh regulations are as presented or corrected last month uh and I recommend that you approve them are we approving them all as you can approve in this case you can approve all of them simultaneously Madam president I'll make a motion that we adopt these policies and improve them uh as a lot the gcbda five policies listed okay these are regulations and Exhibits exhibit exhibits I'm sorry do I have a second I'll second that motion all those in favor I Melinda saski I Charlene Diaz I Fred rush I bar ziki item 5.11 policy baa evaluation of school board board self- evaluation this is the first
117reading of this has anything changed no these were the these are the ones that you reviewed in the workshop so if you wanted to you can just zip right through I mean you're not taking any action it's first reading anyway I think' seen this one right yeah these were all in the workshop yeah okay item uh 5.13 policy DJ bidding and purchasing Pro procedures this the first reading we discussed this one also you skipped 5.1 to I forget that one 5.1 to policy bbba board member qualification oh yeah that's I was concerned I was concerned about me um item four 5.14 policy GCF professional staff hiring we discuss that one item 5.15 policy gcfc professional C staff certification and credentialing we did that one support well item 5.16 policy G gdf support staff hiring we
118did that one 5.17 policy gdfa support staff qualification and requirements do I have to go through all of these I probably you only have four you only have five left okay 5.18 policy IGA curriculum development we did that one I Pol or 5.19 policy if IH basic instructional program pramming that one also 5.20 policy IMG animals and school policy 5.21 oh excuse me 5.21 policy jfb in open enrollment and the last one 5.22 policy jhd exclusions and exemptions from School attendance we'll see those again next month next month and all the regulations that were in the workshop that don't have to have two readings all those will we have a quorum if I'm not here okay here we go item 6.1 future topics are there any topics we would like to have uh researched or
119we would like to discuss next time thing okay I can think of nothing up and Lance of course has produced a fine document of things where I should be and things where I'm not going to be is it ever a good idea for one of us or some of us or to to at The Crush board I think that's your choice I mean I mean if you were there you would be there as a citizen you're not there as a board member or at the city okay I mean the same is true technically at the city council if you know if you're there you're there as a you're there as a private citizen um uh just what it show but sometimes there's you know sometimes there's value in Optics yeah that's what I'm saying is
120there value the problem is most of those are on Tuesday nights so that creates an issue that creates some of big issue yeah great a few was sitting up here I mean you know one one of the and I know you're not asking this but um uh there are many Community things that I try to put in an appearance you know I might go and stay 20 minutes or 15 minutes but the issue is the Optics because we get a lot of support support from the community and and I feel it's important that the community see me supporting them on behalf of the district um um but then that all you know but that that kind of relieves you all of some of that unless you choose to do so well keep us appraised of
121where you're going and and if you'd like a partner that would be something that we should probably do thank you Lance for doing this for us is there a are we going to have have a meeting in November we are I don't see one listed well oh yeah so the DAT I thought we were going to get a month off date is November 14th I have November 14th 5:30 item 6.3 date time location for future meeting um our normal meeting would be November 14th at 5:30 for workshop and 6 for regular meeting does anybody not be able to be here no I'm good I'm good I'm looking I'm here okay then we are going to have a meeting on November 14th 2024 at 5:30 and again at 6 so Cassie are we going to have
122a forum for I'm going to be there and I'll be there I'll be there so yes we are going to have a quum and since you're mentioning that um I will be going to the ASA conference in Tucson uh for Sunday Monday Tuesday I'm sure that it ends about noon on Tuesday but getting back here by 4:30 from Tucson is probably unlikely um but I will I will come as soon as I get back I mean I will come directly here but uh for some for some reason at the time I wasn't thinking about those times um but I don't think I mean I I doubt I'd get back here by 4:30 without getting a ticket somewhere so which would end up slowing me down so or several tickets maybe maybe while we while we're
123talking about that meeting I want to thank Cassie for organizing and doing whatever she does behind the scenes that make us look good thank you very much appreciate it do I have a motion to adjourn I make a motion we adjourn the meeting at 7:29 I'll Second That Emotion emotion what a great song title yes I am all those in favor I'm Melinda saski I Charlene Diaz hi Fred rushin hi biki we are now officially adjourned thank you [Music]
