oh [Music] yes [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Laughter] [Music] [Applause] [Music] go for it I hereby call the workshop to order and she's got the paper here I called the to order the workshop for Bullhead City School Board on Thursday sept mber 12th 2024 at 5:30 p.m. um roll call Linda saski present Charlene Diaz here Fred rushon here Sheila Barnett here we have several documents to discuss right you do have several documents discuss Madame President and board members excuse me I seem to have acquired a frog um okay so if we look at these in order um I put together first uh just a a one-page document that we can give out to U you know U employees and whatever I mean this is just an informational document uh about about
this whole uh process so um any comments about well comments or questions about that one okay um since we're not with only three houses it would not be cost effective to hire a proper management company and so we'll split the we'll split the responsibilities among current Uh current employees and um uh so you see those Folks at the bottom um I haven't really spent a whole lot of time talking with them about those roles so uh if they were here right now they'd be looking a little surprised but um Mark knows his part and of course Kristen knows hers I haven't spent much time talking with Eileen and Becca at this point but but they both know that they have a they have a role in this so um and I'm sure that as we
go along those roles may change you know who does what may change a little bit in terms of figuring out how how to make the flow work um the next document is an is actually a new uh proposed new policy uh I chose not to make it all red for you because that's what I usually do with the new pieces but this is an entire new policy um I did look uh did go to uh pull up from uh policy Bridge uh from nine other districts in the state that have teacherage their policies and um uh and then worked from those there are more than nine believe it or not at this point uh but um I kind of pulled a representative from you know representation from across the state and um and it turned
out that a couple of them were pretty similar so I knew that they had worked either with the same attorneys or with the same people at asba uh to do those uh one of the things I did in in uh did differently than most of them is that I made this policy brief and made it just a really General policy some of the uh ones that I pulled were really very much like what I have shown you in these regulations they made them very detailed and a policy from my perspective and from what I've been trained just needs to be the big picture you know the the 10,000 foot View and uh so that's how I how I designed this one um and once again I didn't start from scratch I took language from various
others um Fred caught the mistakes but I have I have a problem third paragraph down okay where it says every effort shall be made to ensure that the housing program is self-sufficient and that funds normally available you see that that one yes I really think that that should say no funds will be taken from the instructional program we have to I agree with you but we have to be very careful because if the program if any of our alternate budgets um uh face over overruns we have to cover them from M so uh uh if you recall I'll give an example from other districts that you may have heard about so uh you may may recall some that some other districts talk about uh we're in the red we're in the red every year in
Food Service we're in the red every year in Food Service well the truth is they may be in the red in terms of what they took in either from uh you know the fees that they charged to students and reimbursements and all of those kinds of things but the truth is at the end of the year if they're in the red whatever amount they're in the red has to be paid out of m&o so uh I agree with you Melinda and but I'm I'm concerned that if we say um that we will ensure that the program is self-sufficient that legally we're kind of in a bad spot because it's not honest now we can word it that way but you just need to recognize that if for some reason we're in the red we have
to cover that so so if if just sake of argument this happened to occur um and I I was trying to sign and listen and stuff of course did you did I hear you say that if there was some kind of a shortage that you would probably go to m&o we would have to okay so is and if I'm correct I don't believe that M and instructional are the same oh yeah instruction is is a is the biggest part of M maintenance and operations it's operations all right yes yeah I was just thinking might have been a there might have been a great question a wiggled room there but and I think this is one reason it's like with the preschool I mean the uh Child Care Center Program the reason we watched that budget
so closely all of last year was that we wanted to be sure that we were not did not end the year in the red and we did not um were we much in the black no but we were in the black okay um and I think that's particularly the first year I think for any year but particularly the first year of something when you really don't know what your expenses are going to be um uh that you watch literally every every month and um and if there were you know if there was an appearance by four months in that we were going to be seriously in trouble I be coming back to you with um regardless of whatever you all end up deciding tonight for the rent I'd be coming back for an increase in
that uh because it has to be self-sufficient um it it has it's a budget that has to be self-sufficient and um so you know we would we'd be watching very very closely but in our in our PRI in the dayare the preschool um it was written so that it that it was so going to be self-sufficient yeah but I don't think we wrote a policy okay I don't think we wrote a policy see I would I when I talk about this you know and people ask me about it I say no there's no not going to ever be any M funds coming out and if you want it to be worded that way let's make it that way I mean if that's what the board wants this is your policy you notice there's no C
up there indicating that it's copyrighted by the asba this is our policies so uh if you want it to be that way then I'll make it that or I've been talking to people in the wrong way no I tell people it's going to be self-sufficient too I'm just careful in these that we have the legal language because the reality is is that what if it's not then where does that money come from to cover that cost well it would still have to come from from minino I mean however we word this it's still going to have to be covered that way yeah um but I think it lends and I think Melinda's point is it lends weight to it when you say it will be self-sufficient you know I mean it lends weight to that
this is just the first reading of this right it is the first reading but this is a good well and it isn't even a first reading right now I mean it will be in the meeting later but the thing is that you know you can make the change now and this is why you do Workshop so whatever your pleasure is as a board what are the legal ramifications though if it's not in the wording if we take and say it's self-sufficient then we have to go and take M&L that would be my concern is it's not going to change the outcome I mean we would still have to C we would still have to cough up the money for the difference um uh this just gives us a little legal wi wiggle room I think
also that what it might do is excuse me um and I think maybe this is and I don't know I'm not trying to read your mind Melinda but the thing is that you know it it it emphasizes to me as the superintendent Stuart you will make sure that it operates on its own well I'm sure you will anyway well but the thing is we're not just talking talking about me as a as the superintendent we're talking about the person in this chair so um you know and and we would always hope that whoever's in this chair would be doing that okay but but it puts emphasis on from your perspective as a board to the superintendent you dang well better make sure this thing is uh operates independently that's the difference in the wording and
I'm okay with that the word diminish doesn't mean that we won't use it it just means it won't greatly affect it in my eyes the diminished but at the same point in time we would still as a board have to approve using M for that would we not no no yeah because it would be it would affect the it would affect the final uh uh budget revision probably um actually what it would affect is not so much the final budget revision as it would the amount of money that rolls over to the next year you know presuming we don't presuming that we don't spend every penny of the budget for the current year I think that my problem with this is that it uh it's a big hole it is a hole it's a big
hole for me that somebody in the future can say okay well we don't have to worry about that because we'll just cover it and that's exactly why I was kind of trying to read your mind that that when if that hole is not there I prefer the hole not being there but then I'm only one of four and CU because I can see somebody taking advantage of it and just saying it's okay we'll just check chalk it off you know someday when we have an m&o that is overflowing you know somebody may just say well just use the money and and pay and and which which violates the letter of the law and violates the you know because the letter of the law is that teaches need to be self-sufficient see and I look at
it the other way when with it being there that it's more of like can't we can't go over that it's got to be self-sufficient so it's almost like a reminder that you need to make sure that it's but just says every effort okay so they only have two efforts this year and five efforts the next year you know yeah and that is I think for me that would be the wording is it's just the wording of effort not diminished I should I think that it should say will be self-sufficient and not diminish instructional programs okay so that's what I think that's that's not what these guys are well we could do that simply by ending that sentence right at the end of sufficient I want every effort Tak out so what if it said reasonable
rat shall be charged for the housing uh so that the housing program is self-sufficient Bingo is that okay with you guys yeah that'll work for me okay Sheila yeah yeah because we know that in the end where it's going to come from the money if it's an overage but this just takes that out there like I said as long as it's not something that legally is going to be an issue yeah I would take you want that next person if it's not you to know this is it this is what we expect exactly and if there is an extenuating circumstance for some individual person I'm sure that we could at least talk about it well you you mean for an individual person who's paying us rent correct oh well we yeah that's in the other
paper or the the the the five people who are listed there that yeah I was they kind of like your trustees sort of I mean you know that's kind of the the group of people who are going to review the applications and and actually the whole group will not review the applications it will probably be the I mean in fact in one of the documents it says it's the HR person and me and um the others because the facilities person doesn't care why we're you know why we're selecting somebody payroll doesn't care why we're selecting somebody um and and in truth it's not anybody else's business you know uh it the number of people who know the reason that the per that the people are applying for for use of these uh units um it's
not anybody else's business but one of the people on that list was uh a rent manager yes it's our it's our P it's our um payrolls person and I'm just calling that person the lease manager because that's the person who's going to take the leases after the decision is made who you know who handles the leases keeps the records of the leases is making sure that payments are done you know the paperwork but they would be the first person to know whether there's going to be a problem right yes that person's going to know if there's a problem that would that this that just puts a little bit of yeah force behind it okay and if you know notice that um uh the second paragraph here says the superintendent or an appointed design shall be
in direct charge so you know I'm not I don't want all my fingers in this pie nor should I have all my fingers in this pie um but I want a finger in the pie U but desing knees are going to be doing the rest of it that's the others yeah have you thought about having one other person either a board member or somebody else to be on that selection process we could do that one of the things I noticed in in fact for one District but and it's a it's a a one of the districts on the Reser on one of the reservations they actually have this whole full-blown committee um uh which I found to be U rather interesting because um uh because on the reservations if you don't happen to be a
member of that tribe um you there is no other housing you know only the district housing is available to you so it's kind of like well okay why would we need a committee to decide why would we need a committee to decide that this group of individuals uh uh should be allowed to have the housing when if you want them to work in your District there's no choice right um but I think the issue there was uh is and it happens to be a district with which I'm familiar I think the issue is then uh is that committee helping to decide for any vacant units for employees who are tribal members um uh and and how can they deal with that in an equitable and Fair Way um and so that part made sense to
me of why they needed that committee um um was for the for that situation not their folks who were non-native um um but in this case I'm not sure why we would need a bigger committee so I kind of went with what the districts that are not tribal District you know not public schools on tribal lands what they were doing and they really were very much consistent with this idea of the HR person and the superintendent my only thing is I like uneven numbers when it comes to stuff like that just because if there's a tie breaker you know that's just the way that I look at things if you have the uneven then that's one other person to kind of break the tie that is true that is true but I could also pull
the superintendent design card and pull a third person in if I needed fair enough which I would do I wouldn't try to pull I mean I I expect that we're going to have quite a few applications we may we may and then as I was putting all this together I realized that some of the people who might that we think might apply might not because of some of the restrictions that we have yeah I saw some of those restrictions that's that'll be a next topic I'm sure okay any other uh suggested changes on this we'll make sure that we uh get the wording changed for this uh for the second reading okay okay okay and then regulation a um I made this just very much General conditions um uh so and and thank you Fred
for pointing out some things some inconsistencies between ra and RB um um I will point out to you at the bottom of the first page where it talks about about occupancy uh some districts had very specific uh things there about how many people could reside in the residences and um and I sat and thought about okay what have been circumstances in our district what might that look like so they they might have had things like um a married couple and two children or a single parent and two children and they very specifically listed those things um but we frequently have we frequently in the past have had um teachers who just come right out of college so they're single they don't have a lot of money they've rented houses or apartments in the community you
know a two-bedroom apartment and it's two single teachers or three-bedroom apartment and three single teachers and I thought well I could I could have a humongous list here of the possibilities that we might face uh and so I thought let's just go with a general uh you know a general kind of thing here um uh that would allow us then to look at those specific circumstances and make the decision based on that but you still have control over it still have control over it yes so I could see a situation where it's a young married couple and and another single teacher you know I can see that kind of a situation um uh or even two other single teachers you know depending on the circumstances and and like I said the list could get really
long of what the potentials are it's easier just to kind of keep it General and let us depending on the circumstances any other comments about ra can you scroll down please C and the terms are for a year now go back up to the top ter something in here about early ter by the tenant 30 days notice right there in that paragraph and that if there would be a penalty at all uh no we didn't we didn't consider a penalty okay if they give us 30 days notice that's pretty good and that's that's on either side for uh just not to renew the lease we have shorter time frames if the if the person the tenant uh is uh terminated from their position or they choose to leave earli or whatever we have a really
short time frame for that days or something days Days five days um oh yeah it's in it's at the bottom of the next yeah uh next paragraph and then um we certainly buil in uh plenty of language for if there's damage material damage other than just normal wear and tear uh to the unit you know so if there's any material uh damage that things have to be seriously replaced and and those kinds of things um uh we have vinyl flooring so there's we don't we have no carpet um you know I can see people putting things on the wall and there's going to be some you know fill in some patch some holes and some things like that but um but I don't see with the surfaces we have uh in the unit um it's
not impossible to to do un you know serious damage not never impossible to do that uh but normal wear and tear is not going to be particularly hard on on the surfaces in this in these units either do we have any is there anything in here I don't remember when I read this About Pets yes or raising chickens in the backyard well a very specific stuff in R RB okay so ra is just very general stuff about you know the terms of the lease and the rent and the uh utilities and the maintenance and those things when we get to RB then we're very much more specific okay um so do you want to do you want to go to RB just scroll down a little bit more I wanted to just right there right
there so it says that okay at or before so I was just concerned about the board getting locked into to just being able to do a rate change in May but it's at or before the May meeting okay all right where are you seen that it's in the first paragraph of rent oh know why I didn't see the word may I like the fact that you're taking it right out of the rent or out of the paycheck yes that's going to save a lot of trouble it saves a lot of trouble it's for both sides you know it saves the renter problems it saves US problems processing fees yeah okay scroll down one more please C thank you thank you thank you right there yeah the utilities was one of the things you wanted to
talk about yeah um and after I spoke to you I came sat back down and Charlene had a an excellent idea I thought do you want to tell him what your idea was what I was telling him is that with the um water and electricity if we can legally say up to so we put a cap on those utilities and then if they go over that cap then they have to pay that that overage that protects us from you know having this exorbitant electrical bill true you know for for one of the the houses that's yeah I mean one of the things we intend one of the things we intend to do is to put in a programmable the programmed thermostats so that we set them uh but I like your idea the thing is
right now we don't know what to set as that cap yeah so I I like the idea and I think we could probably incorporate that and but we don't know what that cap would be right now I'm wondering if Mac could figure it out based on square footage yeah maybe that's a great idea it is an excellent idea that that was my first there's no gas involved no gas no gas and I can check with the city on water yeah water for me is usually about I know sometimes it's been up to $60 which I don't understand I don't have to pay it because it's in my rent but I've seen bill come in for 50 bucks I liveed by myself so it's relatively low yeah it's I think that's high for living alone well
it's paying that pays both Water and Sewer oh that's true yeah okay they're charging you both one yeah mine's 47 mine are two separate I get two separate bills CU we have Bermuda water ah and I and so I get a bill for the sewer for each one yeah for the water yeah that makes sense I will look into that and we and we don't have these on the agenda for tonight because you haven't app approved the policy yet so I can make those changes before uh next meeting yeah cuz I know I have a 900 square foot home that I rent and I'm paying almost $50 a week right now for electricity and it's low compared to most people and I keep it at about 75 so I mean that's and then what does
it run what does it run in the winter next to nothing right so part of what my thought is I'm on a budget plan so I know what m you what the average is and as I was telling Fred a few minutes ago when he was pointing out a couple of these things my house is 18800 Square fet I keep my thermostat at in the summer at 77 or 78 and at 69 in the winter um and um and so my electric bill for average for the year is just about $105 so even though we've had this horribly hot summer um I'm I'm still in the you know I'm still away in the black and in terms of my payments for them these houses are 1300 Square ft so in my head I'm going $100
for electricity is probably pretty pretty close for the year not for July necessarily but for the year probably so I mean that was my guess that's all I was doing was guessing so but I bet MEC could come I think they can and that's a really good idea I will check with them and and and I like your idea um Charlene of setting a cap yeah I think protect it does protect District yes and maybe the the cap should be set on whether it's a heating season or a cooling season you could do that or you could just say the average okay yeah we could say the average monthly bill yeah you know they do those where you can see year to year I'm sure they can figure out what and then you average it
and if they go over it for that month that just means somebody's going to have to monitor that though well and we intend to do that anyway because we want we need a Year's worth of data to figure out you know to figure out if our our proposed rent is is appropriate we need a Year's data it's it's kind of like um with the with the child care you know we we needed a Year's data to know uh how you know how we can fund that and when when Michelle needs to not have people there and when she needs extra and you know that kind of thing you you have to have a whole Year's worth of data uh to make to make those calls but we can make better better guesses uh if we
have better data so I those are great ideas thank you that's a beautiful that's a great idea yeah yeah awesome idea Char okay any others on ra okay so in RB we're much more specific you'll notice uh that we have definitions and the first one is pets dogs cats birds and fish um uh I had Mark go through these Mark Scott go through these yesterday because I figured his his eye as the facilities manager you know his eye is going to be a little different in terms of looking at these and uh of course he would tell me that we would not have any pets and I said this is a pet friendly neighborhood uh that we determined early on um but that doesn't mean that pet pigs and and uh you know cattle and
horses and whatever hamsters and I don't think you can have those inside City Limits anyways what's that I don't think you can have pigs and stuff in the city limits anyways you'd have to get to Mojave though well but you know you can have I mean what about a pot belly pig may maybe somebody might consider that a but we're very specific here on what that is and then um and you notice the definition of weapons um one of the samples that I had had an excruciatingly detailed uh list of weapons and I asked Ben about that I said I kept it pretty General um as general as I could and I said but there was one that I had that was I mean literally was like listed all of the things that could be
considered um and he said no this is a better definition U because the more detailed you make it the more loopholes you allow people to find by saying but you didn't list X so uh he actually recommended that we keep it this way um so we start with those definitions then we have the obligations of of the district um um and I'm not going to read all these to you you have had a chance to see them um but I do want you to note C that we are providing stove refrigerator microwave garbage disposal washer dryer and window treatments um so that just makes makes it very you know movein ready for people to bring furniture and their personal items and and and move in and then you notice that there's an annual inspection so
there's an inspection before people move in and uh one annually if they're going to be there more than a year and then one when they leave yeah I like that I thought these people were not going to be that any kind of lengthy period we've said one to two years one to two years one to two years uh with an A A third-year optional under certain circumstances and I put that there intentionally because if we happen to have any of our foreign teachers are J1 teachers in these units uh for the most part they're only here for three years anyway um and I think it would be uh unkind to have people live someplace for two years and then say Oh for your last year you have to move um so in general you know
I would probably approve those for the third year uh if if that were the circumstance and there might be other circumstances as well but it's intended to not be permanent housing for anybody it's intended to be a step for anybody who's planning to stay here so for instance if we uh if we finally can get some H1B Visa people here uh that we would want to be keeping for years um then they would have the one to two years and then they would need to find something so we depend on the kind of Visa if we're talking about our foreign teachers um and then you notice on the second page the tenant responsibilities and we're pretty specific uh with with those things um I will tell you that Mark's a contribution to this uh is
um where is it oh my goodness oh no it's in the it's I'm sorry it's not in the responsibilities it's later in the prohibited practices um so these are the responsibilities of the tenants these These are reasonable for me when I read them today yeah I don't think we're asking anybody to do anything unreasonable here not at all no I don't think so either and then you can see the allowed practices um I anticipate particularly in a house a house where uh if we had three individual teachers for instance that they might want locks on those bedroom doors I don't see that as an unreasonable request yeah um and we're not putting them in initially but I can see that that would be a reasonable request and we would do that and then on this
page uh section B about alcohol drugs tobacco and weapons uh we're referring very specifically to policies that we have um and um and then in this packet is uh a requested U um proposed change to policy gbea um that distinguishes um um allows the use of medical marijuana um and personal consumption of alcohol in that property only not in any other school district property um and for the medical marijuana proof of uh proof of uh that um you know that requirement or that Health thing and you can see that in that policy that change in that one um but that these other policies still apply so this is a no smoking these are no smoking properties I was going to say do we designate I didn't see the no smoking but it is no smoking
so they they'd have to smoke their marijuana outside probably yeah yeah so you I mean so it's no smoking that's under an item three and um um yeah well but this says can be consumed within the employee home well it it could the medical marijuana could be consumed within or could be smoked in the house but nothing else they can't smoke at all on the property regular nicotine cigarettes or Vapes or any of those things on the property at all okay and no weapons so if this is somebody who has has weapons they cannot have them in these properties okay um and then you can see some very specific things about the pets and again a remind what we consider acceptable pets since the properties are not fenced it's unlikely for us to have annoying
barking dogs and and you know whatever outside they can go down to whenever we get the pet Park done uh can go down to the pet Park but it's not like they can go to work in the morning and their dog is outside barking and bothering everybody in the neighborhood and that kind of thing or Barbe is going to be allowed yeah I think they could do a barbecue that's a that's a piece of equipment so yeah I don't see any reason not to okay and um Fred pointed out the discrepancy here on guests from the two uh two regulations so I'll get that fixed um which would you prefer the the two weeks or the three nights what is it the two two weeks I think it's reasonable if somebody's coming from overseas to
visit okay okay one of the things I had a question about was um the prohibited practices app uhhuh when you're saying installing so if they have a porch swing glider kind of thing that's a piece of equipment it's okay they just can't attach it to the property right can't attach it um the one that uh the one that uh Market suggested that I hadn't even thought about was um uh um washing cars I didn't even think about that and uh no we don't want them washing cars so uh item I well on item F Port swings are listed as being prohibited but right yeah they can have the freestanding one but not installing it to hang from the hang from the ceilings the ceilings of the porches are uh stuckos so you know we don't
want them digging in the stucco so they could put up a temporary fence for their dog though nope we said no fencing it says no fencing that doesn't mean portable one that they yeah unless they just put that little portable one of those little right Melinda one of those little freestanding ones maybe are you talking about for Animals their dog or cat well CS yeah I wasn't even thinking about that what I was thinking is you know they want to come and put fence posts in and is there going to be gravel in The Yards okay so you don't have to worry about like babies with the fences and stuff then they're not going to crawl on that and if we missed anything for a prohibited practice that you want to add to the list
please let me know yes sir sure might want to put shots so current rabies uh Records I would say vaccination and proof proof of okay vation okay excellent idea okay I'd have a heck of a time cuz one of my dogs choos the collar off the other one oh a yeah well and and I did think about I wasn't thinking so well I was thinking about the tag so I have three cats and I don't call her any of them but I have the I have the proof you know that they that they have the requisite U shots but um they don't wear collars so um my dog just chooses collar so the the Ry little thing tag is in my office at at home yeah that's exactly where mine are yeah right where you
can find but they're going to have to be collared though if they have to take them out to go to the bathroom anyways because they only need the leash yes yeah other things on RB okay um then you have exhibit a which is uh the rental agreement and uh uh I had a sample of a a typical seven page six font six point font uh rental agreement from uh one District um and I shared that with Ben and then I shared this one of course with him and um uh the key thing for not needing that six or seven page whatever uh is on the second page where I've underlined because we will make sure that the tenants have copies of both R and RB um and that and that they will sign that they've
seen them in and read them um because other when I read through that multi-page document all it did was restated all of these same things and it struck me as being redundant to have all the same language in the agreement when we had when we had it here and so uh Ben said that that this would be fine and uh probably a much more workable lease for us anyway uh as long as we really made made sure that they understood that all of the things in these two docu or in those in our a and RB apply have you considered a limit to the number of children that would be allowed in a household well I think that gets factored in when you know that occupancy thing I mean it's a three-bedroom house and and
four children might not be unreasonable but beyond that would be difficult not that people don't do it because they certainly do at 1300 ft with carport that means it's about 1,00 ft no the the 1300 does not include the carport Oh I thought it did no no even that the the bedrooms are still small they are small okay um then you see uh um uh exhibit EB which is the rental application and you note that um one of the first pieces of information that we request there is the reason for the application because excuse me because that will be a critical piece in terms of making a decision of yes or no for you know the applicant um and then um you also notice at the beginning of uh at the top of the second
page uh the the the two uh stars that go with the um um uh multiple multiple residents um and that all adults in the household must pass a fingerprint check on all adults so if the wife is the teacher the husband still has to have his ivp y yep okay all adults must pass fingerprint and I looked up that I don't know if it was this one but I looked up one of them that restricted had reference to Arizona state standard and basically that was anybody who was convicted of a fony and that kind of stuff it's right there uh potential residents that have committed any of the offenses listed in ARs 15512 and if you look at that that's the list of things that's very much that we have in our job applications that
have to do with um uh felony things uh uh assault on children uh domestic violence I mean there's a whole list of things and and they apply to to these folks as well and if you uh if you missed it in the other part which you may not have um but um uh these people can't run a business out of these homes either so now to me that does not preclude the fact that if if the spouse of one of our employees is employed on at the on the basis of working at home say on a computer I don't know that I would forbid them from doing that uh because that doesn't have any potential damage to the house or any of that kind of thing but but what we're referring to there is somebody
uh okay I'm going to do a car repair business in my driveway or uh you know something like that as opposed to somebody who's going to be sitting in a computer working selling things on eBay is not going to be probably not a big deal probably not a big deal unless they're storing filling that carport full of Ebay things that might be a problem then that falls under unsightly W it certainly does and it potentially uh prevents them from not parking on from Park from not parking on the street so those the street is not designed for parking um uh it's it's a narrower Street street so by city code there's not supposed to be street parking on that street so uh potentially four vehicles can be parked there two in the carport and two
in the driveway um um and but if the carport is full of stuff and they have three vehicles that's going to be a problem okay because there's no place for that third car except clear down at the End of the Street in the park the public parking maybe is there a provision in here I'm just thinking out you know grasping and stuff sure but perhaps mention something that that no uh Motor Vehicles or anything like that can be parked anywhere else than in the carport and on the driveways it is in it is in RB is it yeah okay it can't be parked in the the front of the house or something I think it said Park in designated places and leave the street clear for Access by maintenance trash collection and fire department vehicles
and then uh I think keep in mind I've read so many of these I'm not I don't always remember which ones I put in didn't uh but I think I had one about um uh no more than one vehicle per adult so if there are three adults there could be three ve Vehicles okay um and we did have as H and the prohibited practices operating Vehicles dangerously noisily or unlawfully street legal motorcycles may be driven as long as they are not a nuisance and the drivers are lawfully licensed okay and then the speed limit is for vehicles is 10 miles an hour in the in the Housing Development so okay um okay anything else on the application okay um probably won't spend much time on this but you can see the checkin checkout uh condition
checklist which is an exhibit and um uh this one Mark paid a lot of attention to said he thought we had all the bases covered here and then finally the um gbca uh which is um my recommended uh change to that policy by adding the part at the bottom that's in red which essentially gives permission for the use of medical marijuana and for smoking uh uh uh I mean for alcohol not smoking for alcohol uh on in the house for on the premises in moderation so once again that's a policy change so it's on the agenda tonight as a first reading uh for you to consider for for next month okay and we have a second item which will take me about two minutes okay item 4.1 or 1.4 okay so last month uh the
parents in the um called to the public brought up a couple of concerns so one of the concerns had to do with uh children um uh not getting to sit where they want to sit so they can sit with their friends at lunch or at meal time uh beginning in kindergarten our students sit with their class at lunch and that continues through sixth grade uh it's never been any different than that that's the way it's been this year I would as a footnote I will tell you that uh ordinarily by Junior High then because the kids are in different classes and whatever they go to lunch uh the seventh graders this year uh were had problematic behavior in the cafeteria at the beginning of the year and so the principal took away their uh right
to sit wherever they wanted and whatever and U they are sitting with the students who were in the class they have right before lunch um to their credit students came uh probably students who were not misbehaving uh came to the principal and said um can we uh can we earn it back and so they figured out a a a plan that the seventh graders can earn it back so uh the parents complaint um the parent who complained her child is at the middle school so students all you know her child is not in any different situation this year than in the past um that you know the students sit with their friends they then go to recess and they can hang out with their friends at recess um so that that's not a change the
other question had to do with uh not communicating not being able to communicate on dojo um that something had been shut off there is a uh there is a part of Dojo that is not like a communication between me as a parent and you as the teacher uh where General comments can be made and uh we had some parents who uh decided to treat that little feature like the social media and were ranting and saying inappropriate things and so the School site turned off that feature because students can see those comments and it was not appropriate for students to be seeing what uh what those parents were writing so that piece was turned off uh uh for people just to put their opinions and and do that kind of thing nothing was turned off uh
that involved communication between parents and teachers Bingo okay so too bad nobody's here to hear that well but maybe they're watching on a live stream could be they may read the paper I hope so so okay do I have a motion to adjourn the workshop I'll make a motion that we adjourn the workshop is there a second I'll second the that motion all those in favor I Melinda saski I Charlene Diaz I Fred Rushton I Sheila Bernett okay I call to order the regular meeting for Bullhead City School Board on Thursday September 12th 2024 at 6:22 p.m. president Melinda saski Charlene Diaz here Fred rushon here Sheila Bernett here would you guys please stand and say the Pledge with me I pledge Al to the flag of the United States of America and to the
repu for it stands one nation God indivisible liy and justice for all I don't see any citizens present so I'm going to go and there is no call to the public so I'm going to move on to adoption of the agenda um I need a motion to adopt the agenda please I'll make a motion to ad adopt the agenda as presented I'll second that motion all those in favor I Melinda sabraski I Charlene Diaz I Fred rushon I Sheila Bernett okay you're on on again um well you can see uh work work order reports and facility reports and capital and M budget and all of those things um uh so if you have questions about any of those I'll answer them um two other pieces of updates number one um our enrollment if you noticed
on uh the that part of the report is pretty stable from the beginning of the year um the on paper uh the principal's report reped today we had a leadership team meeting um they're reporting that we are in fact um uh enrolling students who are coming back to us from some of the charter schools and uh so I found that interesting and uh so I kind of anticipate that our numbers will go up a little bit um for next month so um uh that was kind of an interesting report today from them uh second thing I would like to share with you U I did tell you in an email that we uh had to replace uh sewer out here and um uh essentially from just at the end of the the other end of
the uh two buildings uh Suites 200 and 300 so right at that fence and then down the drive to the uh partway halfway to the um uh where it connects with the big main to go out to the street uh it was very interesting because there were places caved in and there were a couple of places where the sewer uh had been laid going uphill a little difficult for sewer to work uh efficiently when things are expected to go uphill um so anyway uh the point I wanted to make is none none of those kinds of things are inexpensive um we did uh need to contract out for uh someone to come in and dig get up dig down to the Sewer uh and then to come back and and fill it in and compact
it and we will still need to um we will still need to replace the asphalt one of the things that we did um actually they just did it yesterday uh where we put in new cleanout um you know the cleanouts um one of the problems was that one of those cleanouts had been collapsed U from driving over it or whatever something covered it up to begin with and people didn't realize it was there and so they drove over it so it collapsed what happened then is dirt and rocks went down in that you know in that clean out and then that was part of what was plugging up the sewer so needless to say we've put the cleanouts back but this time we've surrounded them with a pad of concrete uh to protect them so
um uh that's a good thing so we had to pay for some concrete and a little bit of work there um Total Works so far is just a hair under $10,000 uh when we do the uh when we do the asphalt I'm guessing I have no idea what that's going to cost I'm I'm so I'm ballparking it at five 5,000 so uh perhaps this project um a very serious project we were without restrooms and water for a couple of days um I sent people home early because it's even though we have restrooms next door and whatever you can't wash hands you can't do some of the things you need to do um and everybody was really a good sport about what we needed to do um but $155,000 um is probably less than a third
maybe less than a fourth of what it would cost us if we needed to Outsource that entire project we are so fortunate to have a a journeyman plumber and uh and his assistant to do all the work they literally did all of that sewer work once the once it was dug up and um so a project that might have cost us anywhere between 45 and $60,000 uh is costing us maybe 15 so uh I want to recognize them um um you know for and thank them because we're really fortunate to have people with that kind of expertise to work for us and um um and there and and and the benef big benefit is we know it's done right and we know it's done well um and so we don't have to worry about it
you know it's it's done it's kind of like a couple of our other sewer projects that they've done that uh you know it's it's not happy work and most of us wouldn't want to do it um uh but we know that it's done well and that we're not going to have to worry about it for you know who for a long time we hope for a very long time um so anyway I wanted to recognize them so thank you if you have any other questions I'd be happy to do that by the way those folks are Mark King and Tyler room so um just so you know that those are two of our employees who um shine every day thank you perfect okay any other questions for Dr Stewart board member updates um Barbie and
I went to the law conference it really this time around was super informative on AI lots and lots of information um about what it currently can do and what it can do in the next decade um right now it's not artificial intelligence like or that genre of uh um of movies you know that are really scary to me okay um the fact or RoboCop or whatever that is you know um but basically it's a it's not even learning it's just it's it's uh predicting right now it predicts what you want but it's got so much data behind it that it's pretty dang good at predicting so basically that's what we we learned um we learned they had a panel of uh five High School seniors from Corona delou which is a a magnet school they're
their magnet school and some of them were talking and you could hear the information splatting on the back wall you know I was like whoa did they really say that word um and they were telling us about about um something called chat GPT and I got on there and it is really a fantastic place to go um but I also went on there and had it write a paper for me yeah and the citations were all made up so anybody who's having a kid do an essay where they're requiring a citation basically you know all you have to do is check the citations to see if the kid wrote it and they also talked about getting to know the writing style of the child you know that's the the teacher is is the still the
gate um it was just very very interesting over and over one of the kids on the on the DI was uh he's either going to make it or he's not you know he you could just tell that he didn't have the social skills skill to to get very far but he had the intelligence that was just dripping you know it's just very very good um got to see some people that I've haven't seen for a while we talked about the um the meeting that's October 29th that we're still in the process of planning and I'm hoping that you guys will all well I know you may not be here because you'll probably be with quanas doing something but uh the 29th you know when we have the county meeting that we we're all here because
it doesn't look like too many of us are going to be here right now it's us in Mojave Valley so far that have said they were going to be here um we're still working on that and that's pretty much all I have unless you guys have questions over the law conference it was just I have a question because I was speaking with Mr Cooper from um MCC about this and are there going to be is there a policy in place for Ram ifications of children using these programs we don't have yet because he said that is one of their biggest challenges right now at college is that and he's like I never heard of it and when I started he said I had six pages written in a matter of like a minute when he
yeah but the thing is when I when I did it because I asked it for a two-page essay on something historical I can't even remember what I did um and I was reading it and there were parts of it did that did not sound like me so you know like any teacher who who assigns an essay and doesn't read it is going to right with the ramifications to the student for I mean there should be some ramification if if they're caught we're waiting on developing anything until until we have any issues but I mean it's plagiarism it's plagiarism and we have we have things in place for plagiarism already um could I add a footnote to to uh what you said for AI um uh we have a uh a little two and a half
page document that I I sent you sent to you uh for explaining the grading system for parents okay and you have it formatted on you know so it looks nice and whatever okay so today um it's parent conferences so Michelle calls over and asks um asks Cass if we had it in Spanish and I said oops nope so I got online and I looked for free uh free translation um and uh uh found this little place it's a free place um I dropped the file the word file into their little in a minute and a half I had it's translated into Spanish now I've given it I've left it on Sheree's desk because I want her to go through and make sure you know there really does what it's supposed to but not only did
it translate it but it put it in exactly the format we had so it has the Border it has our logo it has it it looks just like our English document because it's an AI program um but literally a minute and a half to do that so uh some real value and some and some timesaving thing Jens used it a couple of times for you know just put in some keywords and it's generated a paragraph or or whatever um so really good opportunities for us to do some things with it because it is a it's a it's a language program it is not true uh you know artificial intelligence at this point thank goodness uh it might be kind of scary when it gets there but um but certainly some helpful things but also some
danger so but I wanted you to know I used it just today it's fun it's fun to use it is kind of fun it is fun to use well she ler bring up College I know that the high school cuz my granddaughter goes for Val and they the kids have been told they are not to use AI for their English essays or whatever else um and I think if it sounds even remotely and that gets back to knowing the right the writer that they have to redo it but they do have it as a a plagiarism I believe is what they have under that's exactly what it is yeah yeah I have a student out at the college and I teach math out there who uses a prog used I figured it out today used
a program called photomath where you just take a picture yeah of the of the problem and it comes up with a complete solution and he wrote down every step and I said no we didn't do that you know it was very evident so you like if if you're if you're a really a good teacher and you assign something and you're actually doing the Great you're not just throwing them down the stairs and one that hits the top gets the A's and the ones you know um basically you would be able to pick it out at this time now they say in a decade not going do that challenging making teacher teaching challenging yeah but that was that's what we learned and it was really well done I enjoyed every minute of it okay um um
next up is a consent agenda I need is there anything that we want to pull on the consent agenda at all do we have any donations this time I didn't notice I didn't see I didn't see any of this I was I was kind of I was making sure that's why I asked whether we had any we didn't have we don't have uh to the district um I will tell you that our employees have stepped up above and beyond to help um because we have a bigger group of foreign teachers than we've had in the past and um you know they come with two suitcases and um uh so you know furniture and and pots and pans and blankets and beds and whatever and um our our staff has um stepped up amazingly and then
we also had um6 $100 uh gift certific gift certificates to kohs uh that uh Legacy gave us to uh give to um our employees Ross so I'm sorry Ross yes sorry Ross thank you that's even better get it right uh to Ross uh for our employees and so uh what we did was one of those to each of those households so you know if there lots of times there are three in the household so you know one of those to each household so um kind of not a donation to The District kind of donation to some of our folks but uh I still wanted to point that out to you that our folks stepped up it's a family it's a family awesome awesome uh so I need approval of the um a motion to approve
the the consent agenda please I'll make a motion that we approve the consent agenda I'll second the motion all those in favor I Melinda saski I Charlene Diaz I Fred rushon a Sheila Barna um there is no old business but we've got some new business I need a motion to convene into executive session I'll make a motion we convene into executive session Madam president I'll second that motion all those in favor I Melinda saski I Charlene Diaz I Fred rushon I Sheila Bernett okay we are in executive oh you're supposed to read that whole oh I'm supposed to read the whole thing yeah I will read the whole thing we are going to convene into executive session according to AR 384 31.03 A1 discussion or consideration of employment assignment appointment promotion demotion dismissal salaries this
I just thought about this should be a wrap I'm Sor I'm sorry that that was you were on a roll I was no I'm not disciplining or resignation of a political officer appoint to your employee of a public body body except that with exception of salary discussions an officer appointee or employee May demand that the discussion or consideration occur at a public meeting and obviously that didn't happen that did not happen Okay so we are in in executive session all right [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Laughter] [Music] a [Music] [Applause] [Music] a n [Music] d [Music] a [Music] oh [Music] h [Music] oh [Music] oh [Music] you [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Laughter] [Music] [Applause] [Music] [Applause] [Music] oh [Music] session I make a
motion to reconvene into public session second all in favor I'm I Charlene Diaz hi Fred rushon I Sheila Bernett I need a motion I'll make a motion to accept the resignation of Deborah bash bash I'll second that motion all those in favor I'm Alinda saski I Charlene Diaz I Fred rushon I Sheila Bernett I need a motion to to convene executive session for discussion and consideration of employment assignment appointment motion the motion dismissal salaries disciplining cut is out or resignation of a public officer appointing or employee of a public body except that the with the exception of salary discussions an officer or EMP May demand that the discussion for consideration occur in a public meeting I have a motion to move into executive session do we need the roll call first I'll make a motion
that we move into I'll move into executive session all those in favor IA saski I shene Diaz I Fred rushon Aila Bernett I'll second that motion if you need a seconded was going say sorry I can read that stuff [Music] oh a [Music] oh [Music] d [Music] h [Music] sh [Applause] oh [Music] oh [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] a motion to reconvene into public session I'll go ahead Fred go ahead Fred I'll second that motion I Melinda saski I Charlene Diaz hi Fred Rushton I Sheila Bernett I need a motion to accept the resignation of Patricia Lee please I'll make a motion that we accept the resignation of Patricia Lee I'll second that motion all those in favor I'm molinda saski I Charlene Diaz hi Fred rushon hi Sheila Bernett we are now
in item 9.3 covid protocol revision and I did not read this one see this pretty simple it's pretty simple yeah oh then that's the reason why I didn't read it okay thank you uh Madame President and board members we've had um fairly lengthy protocols for the last few years um on the only reason I'm asking you to approve this as a protocol for this uh just for this year and then we will abandon those Al together um and I just realized that September is spelled wrong so we will fix that yes it is uh yeah you put it up there in big it's pretty pretty clear anyway the um the CDC is really doesn't have any recommendations at this point but um uh unofficially says that we uh treat covid just as we treat flu
or any other contagious disease uh which means that people need to stay home until 24 hours after you know the fever ends so uh we'll we'll keep it as a protocol for this year and then uh then abandon it in the future okay that's probably what the policy is for all illnesses right oh yeah the the 24 yeah anything that any any illness that for which there is a fever um in in our handbooks and whatever is that you know the individual whe it's a student or an adult uh stay home until 20 until they have been uh free of fever without medication for 24 hours yep I need a motion to approve the covid protocol revision I'll make a motion to approve the covid-19 protocols for students and employees for 2024 2025 school year
I'll second that motion all those in favor I Melinda sabraski I Charlene Diaz I Fred rushon I Sheila Bernett item 9.4 policy gcbda housing for professional staff members uh professional on support but that's fine uh this is the one we reviewed during the workshop it is the first reading so no action and we will uh make uh edits before we present it next month okay that's just first reading you said professional what well it's professional it's supposed to be a slash support staff so it means it's for all staff okay they didn't put support when I read it it wasn't there I was going to say 9.5 G policy GBE ECA non-medical use or abuse of of drugs or alcohol this was our first reading we did this one also um so I'm just going
to move on 9.6 establish rent for district employee housing units Madame President and board members I uh based on some research that I did I've made a recommendation uh however um uh it's up to you and you can U make the changes to it if you want so uh I'm simply recommending for rent electricity which includes heating and cooling um and uh uh water sewer and trash um be $1,200 a month and then uh how we would divide it if we had three uh singles you know in those uh in the three bedrooms the goal what is what is the cost not so much for the utilities but per unit are those covered through all the the funding and the grants that we've gotten so yes yeah the construction everything is cover 1200 is really
low yeah um construction is covered with with the Esser Grant so um uh at least initially of this $1,200 all it is covering is um well and I hesitate to say all but what it's covering is uh uh the utilities and then any maintenance that we need to do throughout throughout the year um so uh you know and once again it's one of those situations where we need a Year's worth of data to really to really decide uh you know what's going on and um so uh this will allow us to pull some money through the year uh for any maintenance things that need to be done and you know and that kind of thing that's just wear and tear um uh as uh when you consider next meeting the regulations and the exhibits that
go with the policy um uh you'll note as you already have it the workshop that any um excessive expenses the tenant would have to pay in addition to this okay so we're going to put that in right but um you know so that we can be prepared for when the houses are done and us getting the applications and those things um uh I was hopeful that you would at least would establish a rental rate um for our folks to know and once again it is your decision um I'm just recommending this you can make it more or less as you choose so proving this tonight isn't going to lock Us in if we have excessive electrical use is that what I'm hearing well I for the first year Fred we would have plenty it would
lock Us in until for the rest of this year um but what I'm saying is that we also have some cushion in this because uh because we're not using other other than whatever the electric bill is the water bill and the trash bill um the rest of that rental money is sitting there for the first year right okay so it gives us a little cushion and and then if we need to adjust uh we will have had the cushion for the year to make that adjustment I think with being the goal that we're trying to provide them an opportunity to save money to buy or rent whatever I I think it's it's hitting that goal if we keep it at 12 very fair and if it gets way crazy really fast I'm going to let
you know it shouldn't but I mean if it does I'm going to let you know I need a motion to approve um $1,200 a month for a family or a group and the singles this she has listed here I need a motion to approve I'll make the motion to approve this recommendation as presented to us this evening I'll second that motion all those in favor I Melinda saski I Charlene Diaz I Fred rushon I Sheila Bernett item 9.7 this is interesting Madame President and board members um as you know we have an actually we have over 50 foreign teachers uh in our employee at this point um and we knew when our new folks came from things that they told us that of course they don't have vehicles and um and most of them have
not applied for driver's licenses because they don't have vehicles um So currently they're uh doing a variety of things uh to get to and from work and sometimes on a day-to-day basis so it's an inconvenience and um kind of a hassle for them um and the expense because they are paying people to do this um to give them Transportation um I did look into the legality and we can in fact provide transportation uh for employees uh it would once again be a separate budget um because we would charge them we would not do this for free um and we're not just looking at uh we can't just look at offering this to our foreign employees if we have other folks who don't have regular or or Dependable Transportation um we would certainly make this service
available to them um Cass blesser heart looked into uh city transportation and for the mornings um uh there are some routes that cover the the places where our folks live within the city limits um but it's very problematic for getting folks home um and so uh you know so we did look at other options we do have one van that we own uh unfortunately we only own one um and uh so um you know this would require several routes and several you know several times for that van to be going around and and uh picking Folks up either to take them to work or to pick them up uh and we would establish a a a rate for folks based on what it costs us to operate the van and to pay a driver um
I'm asking I have a separate item about the driver but what I'm asking for you to do is to approve uh uh that we initiate this kind of a program for our teachers um uh to accommodate um getting folks to work and home at the end of the day and this is just within Bullhead City just within City Limits would there be any advantage since there's at least a potential for 50 teachers to rather perhaps uh using a bus if we use a bus then we have to have someone who has a CDL they have to have that kind of a a driver's license for driving the van um uh the stipulation there is an additional thing on a regular driver's license but it is not a CDL and it doesn't require that kind of
training and that kind of um uh you know that kind of issues um and um uh so you know we could we could do it fairly easy easily and in fact if one of our teachers well it won't work for a teacher to be one of the drivers because there are multiple routes that would you know because we can only transport seven people at a time uh with this process now the good news is that a number of our employees a number of the 30 foreign teachers who have actually said we need this service live at the same addresses um so a good many of them live at um desert Foothill up in Desert Foothills uh and so that where they're living is kind of clustered so it's not like it's 14 stops or seven
stops even for seven individuals um uh you know it could be one stop for seven and then one stop for another seven and and whatever so we can make it work but because uh because we would need to do it multiple times it can't even be one of our other employees it needs to be somebody who's uh you know who's not a teacher not a a paah at one of our sites yeah there only seven you said only seven at a time and there's about 30 that need that service for sure 30 and and you know and I can see on an occasional basis that people who have vehicles might even need the service once in a while you know um um I I you know so we're not just limiting this service to our
foreign teachers we would offer it to to any of our teachers who live within the city within the city limits yes it is if we had uh if we had a bigger vehicle so uh Fred you ask about a bus um uh there are vehicles that are called White Fleet buses um they look like the smaller buses but they're white and they don't have all the equipment and all of the things safety things that are required for transporting students to school um uh they are used in many districts uh for transporting athletes and and club members to you know out of town events and those kinds of things so it's part of the White Fleet uh we don't have that kind of a bus uh I wish we had the money to purchase one uh
because then we could transport 14 at a time and once again it doesn't not require a CDL so uh you know if we if we were flush as Melinda talked earlier about if we ever had the money um that would be one of the things that actually would benefit the district in many ways not just for transporting teachers but for transporting for instance our um our Science Olympiad kids you know because we don't have it's not that big of a group and um so you know we have other other reasons or to have to transport students that are not needed School needing a school bus so kind of off topic but is there a grant program for something like out there maybe yeah I I had started to look I could see this could be
really beneficial to keep the teachers like their car breaks down they would have to take a day off from work but if they have this service yep we can look you know we're looking all the time for any of the places to get us some some Financial Resources for these kinds of things and once again this would be a separate budget so uh it would have to be self- sustaining well if teachers don't want to come here because we've got daycare now we've got housing we've got Transportation if teachers don't want to come here they really really don't want to come here I need a motion to um transport teachers provide transportation I didn't I'll make a motion that we um provide the transportation for teachers that need to get to work I'll set don't
have transportation all those in favor I Melinda saski do uh I Charlene Diaz I Fred Rushton I Sheila Bernett revised Transportation Transportation position 2031 from bus driver to Van Driver Madame President and board members um uh position 2031 is currently a bus driver position and of course it requires a CDL uh it is a position that we have not been able to fill uh in a couple of years so we have an already approved position that we've been unable to fill with the bus driver and uh so I'm requesting that you authorize me to change that position from bus driver to Van Driver um uh so it's an existing position it's existing in the M budget right now uh but it would give us a place to start uh you know to advertise and get
a driver for this um uh employee transportation I need a motion to change or to revise the transportation position 2031 from bus driver to van driver do I have a motion I'll make a motion that we do this change that designation from bus driver to van driver I second that motion all those in favor I'm Alinda saski I Charlene Diaz I Fred Rushton I Sheila Bernett this last one is um not happy Shea I'm not either yeah I'm really not 9.9 resignation of board member and direction to seek replacement I don't know whether we could replace you you can't but I am one of a kind trust me if I didn't if it wasn't Fort Mojave I wouldn't wouldn't even dream of it that's a sad thing but you had to find a place you
could afford to move right well to go from paying $1,500 a month is zero yeah know it's kind of a no-brainer going to miss you I'm going to miss this this has probably been one of the most fulfilling things that I've done in my entire life it really has you know so it's it's don't get me started because it was a hard decision don't get it started um school board or or you know relationship yeah that's kind of hard to do I'm going to move that we accept Sheila Barnett's um res designation and direct the the board secretary to uh fill the position to seek a replacement is there a second I'll second that motion all those in favor I Alinda saski I Charlene Diaz I Fred rushon I Sheila Bernett okay that's pretty sad
future topics 10.1 what would you guys like to have have Dr Stewart working on this week this month I hope this week is almost over well that's what I'm saying um in the in in the book um and you guys can you hold that book sure this book I've been reading with a a book study group from uh asba and in it they she talks about a Family Resource Center all right and it fits kind of we you and I talked a little bit about it it kind of kind of matches one of the things on strategic strategic plan yeah and this would be a center where we would take instead of homeless people because we do so much for homeless kids we we provide clothing and pantry and and and warm fuzzies for that
they need to get through um this would be providing for more of our poverty level families according to the book it would be something like and this is the things that are in the book this is not what we would do as a as a family resource center but the what's in the book is that um they actually put a washing machine and dryer in which I don't suggest we do all right but but as far as um maybe some nutrition maybe some legal services if we could get a proone health person to come in to do something simple like how do you read this tenant agreement or how do you do a simple will or how do I get out of trouble with with my my landlord some things like that um maybe some
s Financial Training some budgeting these are the kind of things that the family resource unit that she has suggested in there um maybe even citizenship prep I you know I don't know what we would do but I would I would really like to see us activate that group and and reactivate that goal absolutely if that would be okay please know anything that I could provide whether it's nutritional counseling weight loss counseling anything healthwise I would be more than happy to keep my hands and help out with that if you know if we can come up with a way and a place and some people to do it or just maybe it's just a something to think about I think it's a great idea just so you know uh this book was written by U Melissa
sadorf she was the superintendent at um uh Stanfield School District which is a little bitty rural District down in the southern part of the state she's now the executive director for arsa the Arizona rural schools Association so uh when she speaks about rural schools and she's speaking about rural schools in Arizona so uh you know and and U Melinda has lent me the book so I'm going to read through it but I wanted you to know that um we know that this person is uh legit and has the you know has the background to be saying the things uh writing the things that she's sharing here what's her name again Melissa sadorf s a d o RF thank you the book is pretty well written uh Fred there are parts of it that I just
skipped through because it didn't apply to our because she did work with such a small small place that she actually made the the school a community center where we are a bigger bigger place and we have lots of community centers um but she has some excellent ideas and some sometimes she comes up with some Grant ideas it's always worth looking at those that's unfortunately the group of people who need the most help I think because they don't qualify for certain things and they don't have enough money for other things and yeah it's a good Target group might be something something to think about anyway I appreciate that anything any other kind of things okay upcoming board events I'm sure that Lance has his fall meeting that I is that the same you mentioned earlier oh
it's not the 26th it's the 29th it's the 29th yeah no it's the 29th all right thank you for for putting the list together date and time of for future meetings um we have it down for October 10th I know that Sheila can't be here she's got training to do she is no longer a member yeah accepted resignation that's that's sad anyway stop the three of us will be here right well the of us here I know okay unless and if we have we need if we need transportation we know where we can get a van okay CU already have us a driver and yeah yeah um meeting will be here at uh will we need a workshop next time or do we should we plan on a workshop anyway we always kind of plan
