okay perfect thank you I need a motion to adopt the the policy I'll make a motion to adopt Poli policy jic CJ student use of digital communication electronic devices I'll second that motion all those in favor I Melinda saski I Charlene Diaz I Fred Rushton item 4.1 proposed budget so how long did you work on this many hours partly because I started on it with the document that they sent as the draft and then um uh and then a week ago Friday they sent the final document and there were some changes in it but the biggest thing was uh trying to trying to get everything we needed into the current budget and um uh because you know we've had some recovery money and we've had some extra grants and some things the last couple of
years and uh so we've moved you know we moved Personnel back from Esser and we we did a number of things to consolidate it is a very very tight budget this year um and uh I did send a thank you to our legislators for uh the support that they gave to Public Schools um at the time I didn't realize how important the daa which is the district additional assistance is but that is the extent of our capital budget for this coming year so had they not approved it we would have no Capital money for this year so um we're going to need to impress on our legislators um you know in the next legislature uh how important it is that they think about um Capital issues for our school districts and um that if unless
we want class sizes of 40 or 30 for kindergarten or whatever you know disproportionate class sizes uh we won't be able to maintain our our facilities if we don't have uh some funds for those kinds of things so um it's it's all working I think that's part of what took me so long was you know I've been used to having some reserves and I will tell you right now now there are no reserves um so we're we're tight but everything's in that we need so we're good we were G we gave all the raises that we we said we were going to do we gave all the raises and um and the the best news is that we have almost all of our open positions so we had well over 30 open positions I think
we're down to what three gen three three vacancies so it's amazing uh you know it's amazing to be down that close uh when we ended the year with at least 12 vacancies so for us to have 30 vacancies filled uh is pretty amazing um and uh a lot of them a good number of them are foreign teachers uh we have Filipinos we also have uh Nigerian and and Gan teachers coming to us um and almost all of those folks have at least a master's degree and 10 years experience so they're up on the salary schedule they're well qualified I don't object to paying money for to those folks but it does make the budget a little tighter so um but that's where we're going to put our money right and then I will tell you
that uh Jen managed to squeeze some additional money out of Grants so that um uh the m& uh budget for IE is 880,000 uh instead of the 1.2 that um you did approve for us so um she found some extra money and we brought that down to 8 880,000 so it all works well I'm not sure who uh always involved in in working the magic I know that you were and I know that Jen was and there's probably other people there too but I just congratulate all of those involved from the bottom of my heart especially about getting the teacher positions filled that's amazing that's amazing yep Jen and the principles Jen and the principles do that do you think that positive about uh compensation and everything else we're trying to do is helping I
think it is I think all of that is helping and we we figured out last week um uh you know you all approved the $22,000 in that plan for classroom site fund that we have 2,000 on base instead of 1500 um uh they interviewed a teacher on I think it was on Friday that they offered a position to and she's been offered a position somewhere else um um but because we can say we have these other dollars but it also helped us realize that we need to actually put into the contract wording the actual contract here's the contract amount from the salary schedule plus this amount from classroom s fund and have it stated in the in the contract and so we will do that in the future um we continue to learn the things
that will help us attract people but I'm absolutely certain that part of it is because our compensation came up so thank you okay so what happened on the budget can we see Bud some with OT and all that stuff that we have been sending out do is that in-house now um the no we still contract for uh we contract for U Physical Therapy we have an an OT person and then we did change the um with your approval we changed that second OT position because we were not getting any applicants to a pair of professional position and Jen says she's had a number a number of people people uh in indicate interest in that position since we posted it um so that was a good change uh we contract out uh Ed psychologist um work
uh to two uh two Ed psychologists in the county um and we contract out uh we're still Contracting out our speech um we do have we do have the two s lpas who are um have bachelor's degrees but they're not therapists they're assistants so those folks are on on our payroll but we're Contracting out the actual speech therapist positions because we can't compete with the private you know with the private world uh for those folks and it happens for us a really benef a really beneficial thing is that we're Contracting with the two Filipino speech therapists that were here for several years and they work remotely for us so it's the same people we've worked with for a number of years and our kids are used to them and and all of that so there's
a good continuation of services there um and um so that's a real that's a real nice thing to have um trying to think if there are other contracted those are the biggies from uh those are the we do contract physical therapy and that's with a local physical therapist and we've had her on our we've had her on a contract for many years is that something that the the college could uh do some training for us and actually get some certified at this point to get uh to get certified as a physical therapist you have to have a PhD oh okie dokie that the last year that you could be a phys could get a you know like a certification as a national certification as a physical therapist with a master's degree was the year my
daughter graduated from college in 2008 wow yeah so you have to have the equivalent of a PhD these days I'm sure the people who were already certified you know were grandfathered in but to to be a new one so no I don't think our local colleges could do that but that's also why they're very expensive if you want to hire them or um contract with them and and we're competing not just with education for those people if you think about it you know every every sports team every you know there are all kinds of opportunities for physical therapist hospitals uh long-term care centers you know that's not just an education thing that's a that's a real world uh real world occupation that uh we compete against I'm noticing in the budget here some negatives particularly
having to do with the uh the maintenance of the plant and if if uh there's no money in the budget for that how how do how is it going to be maintained well I think that um and my my plumber in particular tells me um uh that he's done so much work in the last 18 months of of bringing our plumbing up to speed and in fact the rest of our facilities people bringing you know our facilities up to speed for things that had not been done for years um that probably the heavy lifting has been done already and um and and so you know there'll still be a few things so for instance I know we've replaced 12 or 14 water heaters uh toilets s sinks urinal things that should have been replaced in
the past or that they you know if a water heater stops you've got to do something about it right um and if that happens we're still going to do that but we've just you know we've we've hit the big major things so we think that um we'll be okay okay okay so if this budget blows up where's it going to blow up at uh at the what because it's so tight yeah yeah if it blows up if something happens where where does she where do you well I think I think that that Fred has identified the the spot that might be the trouble spot uh would be the uh you know might be facilities because you just don't know I mean you just don't know and uh one of the things that we did this
year was one of the things we did last year in last year's budget not the budget we just wrapped up but a year ago um when we first uh took over the facilities again um I said fix things replace them if they need replacing let's not just you know let's not just kind of chewing gum and bailing twine put them back together if they need to be replac let's take care of it and um and that doesn't mean we were looking for mercedesbenz quality of materials necessarily but neither were we looking for the low end so you know good solid things equipment supplies whatever that would carry us for years and um and so we hit it hard a year ago this year I said to them do the things we have to do save
the things that we want to do until April when we can see what's left of the of the budget and that's what they did and uh and we've done okay we've done okay with that so uh it'll be the same kind of direction for this next year if it's something we have to do then we go ahead and do it if it's something that can hold on a few more months and we can put it on a to-do list to check in April when we see what we have left then let's do that and um uh so that's the only place that I see that might actually blow up on us so we're running how many at kindergarten how many kids per class are we having are we running we set our um you all
approved those class sizes we have those at 18 to 20 in kindergarten and then first grade o You're testing my memory here first grade I think is 20 to 22 uh second grade is it may be the same third and fourth go up a little bit go up to like 23 to 24 uh fifth and sixth grade and on up we fifth and sixth grade are like 24 to 25 junior high is 27 to 28 and depending on the schedule there might be 30 in a in in a junior high classroom but the fact that we kept that number down means that we don't have 35 you know in one of those classrooms so so we're able to maintain that yes what's our administrative Administration to student ratio ah scroll down please on down to
this thing you can you have it right there so we have a superintendent and principles we have uh one to one 169 uh teachers teachers and keep in mind that teachers are you know all of our teachers so artp music library uh all of our teachers and title and all of those kinds of things actual teachers so our ratio is 1 to 12 12 and a half um other folks the other folks are like the coaches instructional coaches counselors those folks um and so you can see overall from our certified people our ratio is 1 to 10 um and then um you can see in our managers and those kinds of things so managers and directors um so that would be um it wouldn't be Kate because she's certified we're talking about Transportation uh it
and I can't think what the third one is right I can uh oh facilities okay so we have those three directors these are classified folks uh and uh teacher aids and um and then the other is bus drivers and all those kinds of folks so do you have any idea how this Compares like to mahve Valley or to havu or I don't know but I can find out because they have to list this in there summ to sure I'll get we can't compare the high school because the high school is a whole different system they do a whole different whole different ratio system so yeah we can certainly do that okay and and and I appreciate I will say this I appreciate the the fact that the board has been very supportive and continues to
be supportive of the idea of if we have to be tight someplace else we can keep our class sizes down um um so you know that that makes a huge difference well especially since our teachers are learning in new new programs yes that that takes a lot of pressure off um any other questions about the budget then do I have a motion to approve to adopt and this is you're not adopting what you're doing is approving the proposed budget okay approving the proposed budget it says adopt I know it does but it's approve the proposed budget okay okay so I'll make a motion to approve the proposed budget for fiscal year 25 okay I'll second that all those in favor I'm Alinda sabraski I Charlene Diaz I Fred Rushton I 4.2 policy regulation jkb student
discipline referral of student to principal proposed revision this was the document that we didn't have the the replacement for you to look at last meeting um and so this is the referral form that will be an exhibit um when you approve it um uh so when teachers refer students to uh to the principal's office they will use this form uh all of those things that are under Behavior violation those bullets uh now correspond to exactly the kinds of uh things that we have to record in Synergy and also on the uh the discipline um uh forms that teach they're not forms but the the sheet that teacher or that principles have relative to consequences so they're all coordinated I I assume that administrators were involved absolutely we had a long work session were teachers involved
we didn't have teachers involved in this uh um partly because we did it in June updated it in June and um uh and it's really a it's really an administrative kind of thing okay do I have a motion to approve I'll make a motion that we approve policy this is a policy right yes policy regulation JK EB student discipline referral I'll second that motion all those in favor I Melinda saski I Charlene Diaz I Fred rushon item 4.3 excuse me Madam president excuse me there on on the previous screen there was one item that we didn't did I discuss I don't yeah JK go up go back one Cass jkb the the disciplinary referral form do we need to look at that or discuss that at all they're the same thing okay yeah it's the
same thing it's just that it's the um uh because because we don't want to have to try to make this thing fit into ad not ad into asb's format it becomes uh it'll be a statement that says click here and then it takes it to this document okay okay that's all it does I didn't know if we needed to review that or not it is the same it is that item okay thank you sure thank you madam president not a problem item 4.3 an IGA with topac Elementary District number two uh Madame President and board members uh this is uh an IGA for us to uh give Ed uh um special education services to a student from topac uh who uh for whom they do not have a teacher um it's very difficult for any
District to have to hire a teacher if for one or two students and in this case the students disabilities there's not a teacher there so uh we have we had this this year with them uh we had it as an mou this year uh for next year we wanted it to be an IGA and so we would provide the services for this student and topac pays us to do so does topac do the trans Transportation so they transport him to us yes and and then transport them back home yes okay okay do I have a motion to approve I'll make a motion to approve the IGA between topac and Bullhead City uh School District I'll second that motion all those in favor I Melinda saski I Charlene Diaz I Fred rushon item 5.1 future topics
do we have any topics that we'd like to discuss at this time okay upcoming board events we we got the calendar I know it's on my desk it's hanging on my actually it's hanging on my bulletin board but I missed Fred's thing I'm sorry I did that anything else that we should know about okay not that I know of date and time and location of our F our next meeting will be July 11 5:30 regular I think that's the regular meeting date isn't it yes it is yes 5:30 for workshop and 6m: for Workshop meeting at 6 okay any questions on any of that no item 6.1 adjourn the meeting do I have a motion to adjourn I'll make a motion we adjourn the meeting I'll second that motion all those in favor I Alinda
saski I Charlene Diaz I Fred rushon meeting is adjourned [Music]
