oh [Music] I [Music] [Applause] [Music] n [Music] [Applause] [Music] oh [Music] n [Music] n [Music] [Applause] [Music] [Applause] [Music] it's 5:30 and I'm calling this meeting to order this is the workshop um we need a roll call present Melinda soski Charlene Diaz here Fred rushon here Sheila Bernett here um we need you're going to discuss the the preliminary Jen's going has a presentation for you all right I saw that I was working with that today okay so these are preliminary results thank you you might want to get closer preliminary results that better okay so um because they haven't taken out the students who don't have like their weren't here at the beginning of the school year and that kind of thing right now includes all of our students so when we get our letter grades

they actually take out students who weren't here the first like 10 days of school that kind of thing so but this is our preliminary so these are cohorts so if you look at say like fifth grade it's the same group of kids so it shows their third grade scores their fourth grade scores they fifth grade scores um so you can see third grade is the only one that we don't have anything before that it's a brand new cohort yeah so that's the cohort and I'm going to flip to the next one just because this shows the one on the left is us and the one on the right is the state scores um one of the principls asked me to put this in just to see there seems to be a trend with both um

the state and our um our scores with a drop between fourth and fifth grade aren't those exactly the same am I missing something no the one on the right is what the overall State scores are I think it's confusing because I think it's confusing because at the top it says Bullhead City School District so the one on the right I didn't change that I'm sorry yeah I didn't change the the title on it that's my fault but yeah the one the one on the right is the overall State scores the one on the right is just Bullhead oh keep going here um so here's third grade of course it's the first year they take their assessment so the dark blue is our score and then the kind of tealish blue is the state average and

then this is broken down by school and here's my and this is just another way to look at it so this is um 20 2022 2023 and then this year it's the different groups of kids it's just the third grade group each year I hadn't looked at these before so I'm I'm liking that we've gone up as a district all three year I mean for the three years two of the three years I don't like it that the state has come down but I like it that our trend is a little better than theirs than the state honestly the surprises diamond back um they really really struggled this school year with keeping consistent staff and with Maggie Emin playing both principal and assistant principal and having their coach go into the classroom and um so

they were a big surprise this year with their results okay so then fourth grade oh third grade this is also the math sorry huge jump for Desert Valley better right so then we go to fourth grade so the purple is their third grade scores the blue in the middle is this year scores and then the um graph on the right is the state lots of growth in ela math is significant too yeah that's quite a jump in the math too no actually Dr dropped oh I'm sorry I'm looking at this incorrect it is confusing but yes the the one with 36 is the state okay here's my school thir grade scores and then their fourth grade you see the covert of students and that's one way we like to look at it because a group

of students you know what a single group of students does from year to year really gives us better data about whether we are you know whether we're helping them grow or not than comparing this group in third grade and a different group in third grade or you know a group in sixth grade and a different group in sixth grade if you notice that diamond back again yeah the same um overall percentage of Mastery as the state does in fourth grade reading so that's encouraging but lots of growth and then math Desert Valley did well the other two schools um did not maintain any math not very much growth here was there something different about fourth grade math is it there's some Concepts that are harder or nothing that would skew it they do more with

fractions in math I when they started in third grade they do more with it in fourth and that they struggle with fractions but State didn't do great at fourth grade either and then if we look at not the cohort of students but just fourth grade each year those are the fourth grade scores just nice they still going up interesting that state map also went down mm so in fifth grade we're going to see the Red Bar because that's the group that we go to fifth grade right we be in fifth grade this year no no this year oh this year yes so the Red Bar was okay yeah so let's see all right so these are the cohorts of students students in fif grade so same students yeah unfortunately yeah they went down it was

a surprise but they just they did game Busters this year with the learning the way we're teaching here's the results so for ELA W from last year wow they're up from last year but still not any state so this is this is the different group of kids not the coor so last year there's your fifth grade man right so this this is the same group of kids okay but go to the different group of kids so last year math this group of kids had a 32 on their test go to math JN the next one there you go so you can see they're up from the previous fifth grade but that's this is different groups of kids this is different groups of kids and see last year they had a 32 but you were looking

at that you were looking at them at fourth grade and now here's fifth grade yeah it's not where they were as they're not they're not even close to where they were something happens we don't know what but the state only drops eight points how come we're dropping 20 or 19 points well once again this is this is a different cohort each time yeah so but it's the same group this is the same group of the fourth grade the the dark bar is the same group as the Red Bar on the previous so you like so so if we went back Jen if you go back to the fourth grade math well if you look at this one you'll see the what you're looking at is the purple was these this group of students in fourth

grade the yellow is this group of students in fifth grade but for comparing fifth grade to fifth grade okay fifth grade to fifth grade it's different kids it's different that's this is fifth grade of fifth grade okay keep going and we certainly and we certainly look at both ways that both ways of those data you know because if it's different kids and they're still struggling then it says there's something wrong with what we're teaching and that's partly how we've identified why we've identified that teachers have gone away from the standards and we're moving back to the teach the standards and teach them to the correct rigor well when I was over there at sixth grade they were Teaching Standards so now we're at the 6% is it percentiles or percents so they went down 1%

okay in math they went up 12 but what happened from 20 to 22 all the way to the 6 MH that's what's different yes it is but why supposedly the middle school was doing really well this is not showing really well it's not but you also have to understand they're filling in the gaps of having six years of not being taught to the standards too so they're having to make up a lot of that as well and that probably is reflected by this going down yeah def it's not it's we analyze these things why did this happen and we're owning that they went away from the standards so this basically is reflecting what happened three years ago like grad drop especially in now and and the critical piece is the rigor of the standards so

when people move when when when our teachers Focus say on U just on computation and the standard is written at application that's a whole different thing you know just being able to add and subtract or multiply and divide is one thing but to apply those skills to to a a a a task um and that's what the standard is so the test is testing it to that rigor but if we're only teaching it to this rigor we're not going to get we're not going to show good results here on the on the assessments and that's part of all of the discussions we've been having so it's not just discussing what is the stand what is the rigor to which kids need to be able to perform whatever it is and here's the annual results so

different students different students but in sixth grade students are at that school in those grades number special students that are out those schools in those grad that greatly affects these numbers as well because they still take the same state test that everybody else does but they may be at a second first second grade level but they have to take the sixth grade test just like everybody else without any of the accommodations that they're used to getting all year long so that plays a big role into these numbers as well into this one where is that in procedure or policy at the state level where is that that we could write to them and say you need to fix this because that's not fair to the it's not fair to that student if they can't perform

at that level it's got to be frustrating for that student we have students with mild intellectual disabilities of cognitive functioning below 69 that have to take this test because we are only allowed 99% or you know 1% or less to take the alternative status and the state is always contacting Kate to say why do you have so many sped students you have too many sped students you have too many students taking the alternative State assessment why is that how are you going to fix it I fix it by having them take the regular State assessment we have to take all of that into consideration to with looking at these numbers they will come out with um graphs to that separate the so we can see the growth of specifically of our um special ed students

our e students all that they do come up come out with that data so he eventually does get separated out somehow yes we get points so um it doesn't show here but when we get our letter grades for the schools we get um like bonus points if our El students grow we get bonus points if our specialed students grow so and they will also at that point take out the um the students that were not with us from the beginning of the year so this includes everybody so this even includes students who enrolled in our schools one week before before testing so even if they have an IEP they don't apply the IEP to the State Testing no no it'll read I mean certain things like it reads to them but that's a universal thing

so there's you can press a button and the computer will read everything to you except for the reading so reading there's none but the math and the science it'll be to them in the writing but those same special ed kids well comparable yes were there last year yes some okay so the thing is the scores we're seeing are comparable to last year comp yeah so when we see something that goes from 7% to 6% there's a real problem well I can tell you that one of the students that took the sixth grade AA the year before took the msaa which is the alternative State I mean it's one student but still it affects it affects every you know it affects everything one student Caroline yeah that's what I'm saying it is only one student okay

and we know we have issues it's why we're working on them and this is yeah there's a big difference though between 6 and 29 mhm huge yes huge almost five times seventh grade this is the cohort so the same students are similar students this is different group sisters am I right in assuming at this point we're not going to see these numbers go up probably for two years if we we're starting kind of at square one with like third grade going up well consistently right consistently I mean obviously on some of these look better than others some of the ELA looks better it certainly looks better than the math um uh you know so to see consistent increases yeah it's going to be in we should see some difference next year and then really a

difference the year after that okay if what we're doing is working and uh uh and the fact that that this the year we're coming into uh it's not a choice anymore to be doing the new the new procedures and the and the new um model of instruction it's an expectation and um and whether teachers are doing it or not is will be reflected on their evaluations and reflected in how we work with them you know we're going to do all kinds of opportunities for professional development obviously um and and coaching and you know support U but but it won't be acceptable for somebody to just not do it I'm just thinking in my mind okay these these poor students kind of Miss but the ones that are coming through should hopefully be caught up be

catching up yes absolutely is very inconsistent stud here's the same group for ELA or different group just a great for last we have science science is only given in fifth and E grad so we don't see C turn it off turn it off please mark mute okay question um I know that we're focusing on making sure the teachers are teaching to the standards have we um looked at the curriculum itself to say okay they need uh some reteaching on how to teach those particular programs so that's part of the process we're doing so as they're looking at the standards they're looking at our resources because in the past they pretty much just followed from cover to cover right well that doesn't do it because a lot of these the curriculum isn't based in Arizona standards

it's based on like Common Core which the state isn't nobody anymore so um they're looking at the actual standard then they're looking at the resources we have to see if the resources actually match what we're supposed to be teaching and if it doesn't then then we use like the supplementals that we have or find something else that does so we um we know that the curriculum does not necessarily match and everything so not in all the standards and we'll give you an example from science for in instance um um we have we have science curriculum if you will resources um but the the ones we have some of the standards in those resources are at a different grade level than the state standards are and so we you know so if if I'm a fifth

grade teacher and a standard that I have is in the fourth grade curriculum that's where we teach it not in the fourth grade we teach it in the fifth grade sometimes it's the other way you know sometimes it's a third grade state standard and it's in the fourth grade curriculum so we switch the materials and and use the resources in the grade level um I don't know that we have found that much difference in math and social or and in language arts but if it's there that's what we do is you know find the resources and that's part of that's part of the reason for the common planning and it's also the reason for those extra days that we've asked for our folks for this coming year uh particularly for the elementary schools so that

so that they have an opportunity to talk about um the standards and the rigor but also what resources do we have at for specific standards at specific grade levels so that we are have some assurance that what's being taught at one of the elementaries is being taught at the other two um so we have consistency across the district as well so we can reduce some of those differences that you're seeing between the school sites you know we need this we need the same kinds of results across all three of those schools not just at one or two of them and partly because kids move but mostly because kids deserve the same level of instruction and the same level of success on the other hand we're not just letting our teachers go find whatever resources they

want they need to be research based and they need to be consistent so when you get the list from Jen to approve the supplemental materials that's those are the supplemental materials that they're allowed to use our our main resources and those supplementals um if we find that we don't have something then we go look for it and then we ask you to approve putting that on on that list of approved um but 3 years ago four years ago um um we found probably double the number of things being used than what was on the approved list so we put the breaks to that okay more questions for Jen thank you Jennifer thank you Jen thank you um item 4 or 1.4 the asba policy advisory 787 this just dealt with AI right that was the

only addition to it uh will you click on that one I'm trying to remember what this is that's the only thing I saw in here that was underlined and the rest of uh yeah there was some yeah it's just kind of updated it because you know we don't really use tapes and compact discs and any of those things anymore but I think the real thing is down is down below where it's the AI yeah and um we're not moving too much into that at this point um um but they want us to be you know aware and um have the legal resources to deal with uh to deal with that um in a couple of situations where we've had students um try some of this uh oh and I can't think of the name of

a jendy can you think of the name of of whatever it is that we use that if a student's using AI it goes oops no they didn't write this or Kate do you remember what that is no yeah Ethan help us yeah turn it turn it in turn it in yeah so it's a thing called turn it in so if they if they submit something that AI has generated ated turn it in goes no and and tells us that that you know that the student hasn't hasn't done that work so um but that's as far as we are with this we're not very far with this yet so kids are the kids are ahead of us unfortunately us are any questions on policy 787 no okay item 1.5 governing board selfs survey 100% I didn't

do this didn't do your homework I did other homework I'm sure you did I can tell you did I did it well that's what that's what it says 100% you're probably the only person who did it no it says four four responses there's four responses four responses then I'm the one that didn't do it I took a whole Munch break in that an hour it took about an hour to go through it and really think about it good guys want to talk about this or do you want give me one more chance to do it so the five of us do it and then revisit it we'd like your and then revisit it revisit it I think that would be good yeah there you go okay it's not an action item so you can do

however you want with it okay so we'll put that on the next agenda okay but no you will have to take time with that one I will do it yeah I I when I saw that come up this afternoon I said I just don't have time to do this and I sorry I apologize but I do did do other homework um item six 1.6 I'm going to adjourn the workshop do I have a motion to adjourn I'll make a motion that we adjourn this Workshop Madam president I'll second that motion all those in favor I Melinda saski I Charlene Diaz I Fred rushon I Sheila Bernett we are adjourned um have about two minutes two minutes okay well it looks like [Music] h me I'm going to call to order the regular meeting with Bullhead

names from the Personnel list and don't we do that when we talk about this oh yes you do sorry yep so just 10.1 you do get it right yeah I got it right that you got it right so 10.1 has been moved to 10.1 we're going to move it up behind where it says board members updates before the consent agenda gotcha oh okay so that's going to become okay so I need to adopt the agenda with those re with that revision I'll make a motion to adopt the agenda with the um corrections as as stated okay moving 10.1 up moving 10.1 up to okay and that's just convenience to the lawyers I'll second that motion all those in favor I Melinda saski I Charlene Diaz I Fred rushon I Sheila Burnett okay superintendent you got

a report I do have a report uh my apologies for there not being financial information I've been so busy working on the budget forgot to give you the budget report for the current year so I'm sorry it's not in there um uh but we're wrapping up uh fiscal year 24 and uh closing out POS and uh right now we have a rollover of over $2 million uh into the new budget so um uh it's a little less than I thought it would be but we Al also have had some expenses we didn't originally plan on particularly relative to facilities and those kinds of things so uh it's still doable and workable uh I do have some other things to share with you um uh first of all um when you if you get a chance

this evening uh when you leave check out back it might be dark but our garage our for our garage sale uh is about half done um so that's looking good and then uh we have a completion of the field at Desert Valley so I have a couple of photos for Cass to show you oh nice here is our nice field and uh and then they had enough of this crushed the the reddish color stone um uh to run a path back over to uh to where we have sidewalk or uh asphalt it may or may not last but at least it's there for now and it is compacted so it's not the kind of sand that blows or dirt that you know rocks that blow away or whatever um but um this looks fun and

I will tell you that Desert Valley is uh really pleased to have really pleased to have a field for uh next year and then um uh I also want uh oh um if you would cast before we look at the other one let's look at the cumulative report um the last one in that list remember last month I forgot to put this one in uh we ended up just short of where we were a year ago year ago it was 2222 um and U because things got a little crazy right at the end and uh but it's still better still 3% better than a year ago uh but in terms of uh student behavior and discipline I want to share with you the report from Amanda aan she may have included it in her board

report but I I want to focus on it um and so um she has two sets of data here for you to look at the first one is our El students and um uh the number we've had each month for the last last five years uh interestingly enough if you look clear over at May uh in 201920 we had 132 students who are El and right now at the end of the year this year we had 203 um so a significant increase in students there um but what I'm really pleased with is the number on the far right of those 203 50 reclassified on a Zella this year which means they moved from whatever category they were in um uh up to proficient nice and um and at Sunrise uh that was almost 100% of

the students in that group W Almost 100% of the students in that group so as these students become more proficient in English that's one of the reasons I think it's not the only reason but it's one of the reasons that our Ela scores show increases and improvements um uh in Even in our test scores because as the students become as our second language students become more proficient in English they're going to do better on those Ela uh exams U but then really I want you to look down at the um disciplinary hearings and um compared to a year ago uh last school year we had 60 this year we had 36 so uh the things we've been doing particularly if you notice Fox Creek particularly a big decrease in hearings uh that's partly because of

diversionary kinds of things that we're doing uh but it's also because students are understanding that we really mean it when we say we expect them to behave of those 36 students who went to hearing uh seven uh seven who were in um uh Kate's program it's not really Kate's program but I credit Kate with all of the with finally making Life Academy what I have envisioned it to be for years and years and years um seven of those kids um uh promoted and uh Middle School five of them promoted um uh and so this is this pretty exciting that our diversionary kinds of things uh the diversion you see in the last column uh eight students were in diversion and I think six of them completed the diversionary program um so you know instead of

being going to hearing they were on a you know a a diversionary set of activities that they needed to do six of those eight completed those diversionary activities to stay in school and uh for for that being the first time we've done that for a full year I'm pleased with that that's you know that's 75% so um I think that's pretty good in anybody's book so I'm particularly pleased with the things that have been happening uh across the district to increase um us keeping kids in school where they need to be um uh or at least some opportunity to be uh educated by our school district rather than just put out uh you know to to fend for themselves or or whatever um because they the kids who are who are in these situations are

the kids who most need who most need to stay in school and um so we're we're appreciative of that work so I wanted to highlight that thank you um and then uh today uh we we we received through the website notification from the city um to about the planned the proposed development of the property the city bought the state property the city didn't buy whoever bought uh over where the new hospital is so that whole piece of land there that was the state um they put out uh a plan I know you can't see but and I will pass it down to you for that entire property what they're looking at everything from here to this side is housing okay okay so they're looking at between 1,500 and 3,200 housing units high density then pardon

me high density Apartments cont well there's we approv lots of single family house interestingly enough there's this here area that's houses for rent intended to be for rent not for sale uh there's a senior housing complex down here uh there's even a little uh uh luxury RV park okay so um uh this is you know their proposal and they send it to us as a school district because this has an impact on our planning and and those kinds of things um uh so depending on how quickly they develop the it impacts our you know our student population in Desert Valley it impacts our student uh population at uh Diamondback um and um and certainly U and and impacts perhaps if we consider reopening coyote for any uh anything so I I brought it to share

with you so you have an opportunity to look at it okay I'll take it last so um so I thought you might be interested in seeing it and as I said that just came today um um uh so that's kind of my update I'll answer any questions or try to um can you go back up to the three-year comparison for student totals I think it's the first yeah there you go did we ever figure out how we lost the 50 kids well we know that we lost 902 Charters this year okay and private and private there were several private yeah didol any of those come back actually we have not during this school year but we have at least one that uh the parent came back and and the only reason I'm saying this is

because what the parent said to the to the principal parent walked into one of our schools a week or so ago and said I want to reenroll my my child in in this you know in this school because it's my attendance area um I had my St student at X charter school and uh we're not happy there and um so I'm bringing my job back um we that might happen with other kids but in this case we know because the parent made a made a big deal out of it about being unhappy there um so uh All Things Considered considering we know we lost 90 this year we've picked up obviously have picked up some um and Kate swears that they're all sped I'm sure um many of them are I mean I we kind

of joke about it but it's not a joke um our our special ed uh enrollment is high begin there you go so check out Kate's report for uh for those you know those numbers of kids so does the state come out with a average per school district of what they have with spuds because that would be really I mean interesting I like to see the data though of you know okay yeah you have 4,000 kids what percentage like what percentage of your kids are that just would be interesting to see I'm sure it's broken down somewhere that we could find it um I'll see what we can find maybe and maybe just maybe just look at well I don't know can find it for all schools but you know I'd be interested in what the

percentages are in districts about our size yeah yeah you know I mean is it you know is it a higher percentage in smaller school districts is it a higher percentage in big school districts um uh but they they say those things to us like they want us to stop identifying kids who have disabilities well if they have disabilities and we're you know and we want to and we expect are expected to serve them you have to identify them we're not just willy-nilly saying that a student has a disability just because just because you know first of all who wants to label a student if you don't need to and um are the charters sending that was my question that or even have to even though the law and the way the charters are written depends

on how the charters are written they're supposed to provide services for special needs kids the reality is some do some do and some don't difference they if they're already in their school district they have to provide the services if they're not already students of there they do not have to they can decline them they can deine and have them come to the public and then what about like the um Mojave Valley Area Schools those Elementary Schools are they I know our program is good so I guess my question is are we getting some of those children we are we have gotten some open requests for students that are from other school districts within the surounded area thank you that was my you got it that was my question and there's a difference between just getting

an open enrollment request and having anou with a school district that doesn't have a program so we do have anou with topac yep uh because it's such a small school so legally they're supposed to have provide the services but if they only have two students who need the services they can't afford to hire a teacher for two students so you know we we we'll set anou with them if it's a school district the size of Mojave Valley they have the services available for kids and um and so we we decline because our sped classrooms are full yeah you know um we're already over our number for preschool sped crazy okay and I mean and they just keep coming in the door um and and we have to serve them because that's the law and we

need to serve them so um good question Sheila um but um yeah and so we'll we'll research this a little bit okay all right item 2.9 board member updates well Sheila and Fred and I and Barbara who isn't here went to asba uh leadership do we have anything to update that I really enjoyed the keynote speaker so much I bought her book while I was there um there was just some really good just not just School District stuff but I thought that was just some good lifestyle lifetime stuff um and then talking with the other districts um I had a lot of other people in the classes that I took the workshops and comparing sizes and comparing notes and so it was a very not just what what we learned but learning about the other

districts was really beneficial I got a lot out of the district interaction one that last class we went to that was I think the most well the keynote speaker was excellent but that that last class that we attended uh was was really interesting especially it had to do with the uh rural school districts and how the different smaller districts approach handling their different problems and it was very interesting to hear some of their Solutions so thank you for sending us yeah it was very beneficial good conference thank you okay so we're going to go into executive session let me find 10 point I need a motion to convene into executive session Madame President I make a motion that we convene into executive session to uh review the item posted under 10.1 this is for discussion

or consultation for legal advice with our attorney or attorneys for the public body right okay do I need a second I'll second all those in favor I Melinda sabraski I Charlene Das I Fred rushon I Sheila Barnett okay we are now in executive session [Music] a [Music] know [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] a [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] oh [Music] n [Music] [Applause] [Music] oh [Music] n [Music] a [Music] la [Music] oh [Music] n [Music] oh [Music] he [Music] [Applause] [Music] so e [Music] oh [Music] n [Music] n [Music] oh [Music] n [Music] you [Music] he [Music] [Applause] [Music] a [Music] to call the session the regular meeting session for Bullhead City School Board um on Thursday June 2024 call us back

into session about 712 okay all those are we need roll call do we need we do I think we do um yeah presid Melinda sabraski I forgot my name Charlene D is here Fred rushon here Sheila Bernett here okay we're dealing with the consent agenda Sor I do need a motion we have a motion she just did that's what they just did Oh I thought they were no oh we didn't do it you didn't do a I make a motion to reconvene into public session I'll second that motion all those in favor I'm Alinda sabraski hi Charlene Das hi Fred rushon I Sheila Bernett now we got right just because I forgot my name this is we're going to move into the consent agenda at this time is there anybody who has I've got two

names to yeah yeah anybody else anybody who has anything that they would like to pull any questions for Dr Stewart on this any discussion we need to have I would like to look at 3.3 under person and I would like to pull the following names off the resignation list uh Joseph moreni and chance blaton Flint who have them their names pulled off we'll discuss them later okay I need a motion to accept the content agenda or to approve this consent agenda with those with those M removals I'll make a motion that we accept the consent agenda with the removal of the two names I'll second that motion all those in favor I Melinda sabraski I Charlene Das I Fred rushon I Sheila Bernett okay we are Ming Page by page here because I do not

want to mess up Cassie because she'll just get mad at me um old business 4.1 regulation ik grading and assessment systems Madam president uh this is the the form of a report to you on one of the performance goals that you all had for me which was for us to review and uh recommend uh revisions to the grading system um so we had uh a committee of teachers and one administrator representing the other administrators worked several times uh this year uh on the recommendation relative to the grading system and then also worked on um creating new report cards uh individual report cards for each GR grade level which we've had um but um uh Cass if you'll put up the uh the regulation please so the recommendation of the committee is that we uh uh

eliminate percentage grades and letter grades and that we continue to work with uh the um uh performance standards we have had those on the report cards in the past but we've not been using those as the method for determining uh student uh progress in classes and um so the recommendation is to do that um you see a couple of changes yet uh in those descriptors uh to match uh what the committee is recommending for those four descriptors and uh that we use this as the grading system um so the action you're going to be taking is on this regulation but it's essentially approving um a change in the grading system that more closely manage uh ma matches what we're teaching how we're teaching and a better report to uh families of how their children are

doing in terms of learning uh what they need to learn in our schools um and uh uh and then you see a change uh in the report C in the records thing we have uh required teachers to have two grades per week uh with the new model of instruction there might or might not be two grades a week there might be three one week and there might be six the next week it depends on what the standard is that's being taught and um uh and how we're assessing students progress on that um and then uh so this is the piece you're you are approving I also included uh I think I included in in uh what you all could see uh a parent handbook uh that that the committee has prepared so that uh if

you approve this then we can start rolling out information to families uh early and give them an opportunity to understand and then uh we will also explain it more carefully to parents at the first parent conference because that will be the first time that they see this type of a a reporting system uh we will also be doing um uh before school starts doing uh some uh PD with our teachers and that will be ongoing the other thing I will say to you is that the resultant uh report cards the ones that we have right now are drafts and we'll be using them but we anticipate that as the year goes along and teachers are addressing those standards um there may be some changes in those uh for next year so this is a work

in progress um it's not a finished it's not a finished deal um so uh we may bring something back to you with this uh with this regulation as well as we go along uh because we want it to truly reflect what it is that we're expecting students to do and at what level and um uh and have it be as accurate as we can for parents and for students the committee did a lot of work let me tell you yeah and then you left them off the pay scale yes then I left them off the pace off the addendums yeah I did I saw that um any questions for Dr Stewart this is kind of what we ask her to do just curiosity are you aware of any other school district that are uh using

this kind of a grading system yes many and uh uh because that we we reached out to lots of districts to see what they were doing and how they were doing it and uh educators are really good about not Reinventing the wheel so we're you know where we could we we pulled ideas from them we also found out from them some things that didn't work very well and and so we're trying to avoid those avoid those issues um and uh and part of that is having that parent handbook and then part of it is making sure at that first parent conference that we build in enough time for teachers to talk with parents about uh you know about what this means the fact that we've had standards on our report cards in the P you

know for the last several years means that they're kind of already familiar with them uh but many parents haven't made the connection uh this is going to be redund it they've not understood that there should be a connection between how students do on those stands standards and what letter grades were reflected and so the the the letter grades tend to be based on was homework done was the was the class assignment done um uh you know that kind of thing as opposed to students demonstrating Proficiency in the standard um and I think that's part of the reason we have the disconnect between what it is we want to teach students and what we want them to learn and what's reflected on the state tests um uh you know because and and the other thing is

everybody now everybody wants their kids To Be A and B students and so the whole the whole abcdf grading system has lost any any real value in terms of reflecting what students do and do not know or can and cannot do but yes we we reached out to a number of uh other districts and actually found that there are many more districts doing it than we thought thank you do I have a motion to adopt cup policy ik a Madame President I make a motion that we adopt policy requis policy regulation Ika d r do I have a second I'll second that motion all those in favor I'm Melinda serowski I Charlene Diaz I Fred rushon I Sheila Barnett thank you item 4.2 the school year 2425 strategic plan Madam president this was the second

goal that you all gave me for performance um and I feel like we've we're we're more complete on this one than on the first one um uh and uh Cass if you'll put that up please um so we had the Committees and then but the student achievement uh goal goals are straight out of what was developed by our teachers and our principls during the school year so you know that in the spring they work on these goals um I put it in this format uh it's what goes to the state Jen has submitted it to the state and and whatever but I put it in this format so that it matches the format of the other committee work um so this was not the discussion at any of the strategic planning committees uh meetings but

it was um worked on by our teachers and administrators um so you can see very specific goals for uh for math uh for uh Ela uh and uh and then some additional goals those are required by the state um uh Cass if you'll go to page two please um then we have additional goals for student proficient proficiency on the on the science um and then um uh and then um uh increase in involvement of parents in in things going on in our uh in our community um which is similar to one of the other committee sets of goals uh but it's one that um our internal people felt was important to uh then the second uh the second set of goals uh have to do with personnel and uh this is by the first day

of school in fiscal year 26 the number of vacancies will decrease by 25% uh Jen told me recently that uh that this is going to be a really ult goal to meet in uh next year because we have done such a good job they not me they have done such a good job we've had 37 vacancies and I think 35 are filled oh jeez right now good job that's great and that's the work of Jen and the principles and uh uh and it's really exciting to be U planning to start this the year with teachers in all of those positions all positions yeah yeah so the the ones that we're having difficulty with uh continue to be preschool special ed and regular special ed uh and music it's very difficult to find a music teacher

anywhere uh but I'm excited about uh the idea that we might not have to spend half a million dollars on substitutes for next year that we spent this year and um uh and that that money can go into uh because many of the people we've hired uh to fill those positions have master's degrees or higher uh which means we're paying them a little more money okay that's great uh if we're not paying it for substitutes then we have the money to to pay um uh you know higher educated and more experienced teachers so the next one is uh Community engagement and even though it's written for um uh well it's written for next year so you can see those goals uh that the committee came up with um and all of the goals uh on

all of these are for the entire year so they start immediately and uh will'll gauge some success uh with them by the end of of next year um and then uh the next one is facilities um we're working on all the safety issues in the district and um increasing uh safety continually doing that and then the committee felt that um uh we really needed to commit to a redesign for the office area uh for Fox Creek and move it out of where it is in that hole right now uh so we're looking at a conversion of the media center the library um uh it's it's it's in the right place it has access from the parking lot there are all kinds of good advantages to doing that so uh uh it is now a matter

of us uh you know getting some design L and and working on that so the committee felt that this was a really important uh really an important um uh project for us to move and and then we wouldn't have the issue of a uh Ada yeah yeah it's a straight entrance you know straight into straight in and the other the other Advantage is that um uh we can design the Endo or the part closest to the parking lot to be for parents and for visitors to come in and the other entrance to be for students so we don't have students coming in or waiting in the same waiting area as parents and and whatever so we can you know we have two two functional areas plus the offices that we need and whatever so it's

an ideal situation and we haven't we haven't had a librarian and with all the technology and the stuff we've been using um uh there's less use of our library anyway so we would figure out how to convert the where the offices are it would be a much smaller library but we would we would still have things available and we haven't even really talked about what we would do with that office area and how we would rearrange it but um uh the real critical part for us is is making sure that our our offices there are accessible by the public yeah and ADA compliance and ADA compliance that's a good idea yeah and it's a big area so the offices would be nice size you know for the principes and for the resource officer and the

counselor and whoever else we would want and we could probably have two conference rooms in there a smaller one and a larger one um uh you know for whatever so uh but this is a project that we're going to have to involve an architect and probably an engineer to help us figure out uh you know how to how to use that space and how to do it correctly and then the last one is family resources and this is actually already started um uh we had the we already had one of the technology nights in April uh quite a few people there it was fun and um so this committee is already already off and rolling with things um so you can see in two two of these committees it's really us uh trying to do

a better job of uh communicating with and listening to parents uh and having them engaged in our schools in in positive ways um uh with all of our schools and with the district can you elaborate on the last goal the district will do a feasibility study for Onsite Child Care um yeah we've we have our we have our child care during the you know during the day uh for our employees uh the issue is that um uh like on uh PD days um we really need to be able to offer to parent or to our employee parents a place for their schoolage children because right now the child care is only for preschool right oh okay so we're not talking about child care during uh during a school day we're talking about we need to

do some feasibility uh some study of what can we do for our parents who have seven eight 10 year olds you know that and and they're coming to PD parents are coming to PD or working which you know working for us and what they where we can help them with uh with that child care for their older children still would only be for employ employees other questions so I would request uh approval of the Strategic plan mam president I propose that we approve the Strategic plan as presented to us this evening do I have a second I'll second it I'll second that motion all those in favor I'm Alinda saski I Charlene Diaz I Fred rushon I Sheila Bernett um Caroline I would really would like to complement the last two items that we did

yeah thank you the grades and the Strategic plan I actually copied the Strategic plan so that because I was so impressed with it so thank you thank you and thank you and get them paid for the grading committee yes well hopefully you'll take that action yeah we will I'm sure we will okay new business 5.1 asba policy advisory 787 first reading we discussed this during Workshop are there any questions on that you would have on this no okay so we will basically um take action on that the ne the next meeting 5.2 policy jic CJ student use of portable electronic devices in school a revision uh Madame President uh during this just this past school year I presented uh a new policy to you relative to uh electronic devices and whatever that we created and

well actually we borrowed a lot of the language from another District that had it but uh we made it fit us uh one of the discussions that we've had administratively for a couple of months has been um uh that cell phones and primarily cell phones but similar electronic devices are um a a serious uh uh antecedent to behavior issues and secondly disruptive of students in the learning process and even though we had the rule that they needed to keep put the cell phones in backpacks and whatever particularly our middle school and Junior High kids um uh you know would sneak them in their pockets or they' use them between classes and whatever uh as a pilot Fox Creek uh banned uh cell phones being visible anytime during the school day uh at the end of

January one of the reasons that you have seen a reduction in the hearings for Fox Creek that I reported to you earlier is that there has not been a fight on that campus since February second and and the administrators and the teachers there believe it is directly related to the fact that cell phones were not uh available to students and so that led to this discussion uh we know that we have students who need them before and after school because they are latch ke kids or they go home and you know there's no uh there's no family phone or whatever we also know at this point because of some research we've done that there are more and more schools putting this kind of a policy in place so what we're what we're proposing here is

that uh whatever the first period class and actually I will tell you that the Middle School uh starting at least in January but maybe before that uh parked all the backpacks cell phones had to be in backpacks backpacks were parked in the first class first period class and were not collected until the end of the day so we did not have cell phone issues at the middle school either this year so we're proposing that cell phones get parked um turned off and parked um we are providing garages for the cell phones um uh and that are locked so we can keep them safe and you can see that they're not going to get scratched up it's not like we're just throwing them in a box someplace um and and uh for the school day uh

and so you see the changes in this policy uh in red um and then uh if you go back up uh to that first page there um uh I know that one of the concerns you all had and that you that you shared with me uh was that we had that we manage that we have disciplinary consequences serious ones for students who record other students behavior or teacher behavior and then post it if we're parking the phones we don't have that issue except perhaps on the bus on buses um so uh we think we're covering uh we're taking care of a number of problems here uh with this uh with this practice uh so the what's in red uh you can see are the changes from the policy that um that I presented to you

earlier this is a first reading so you're not approving it tonight but at at least you're aware of uh what it is we have in mind and I'll answer any questions you might have is this already been placed or will it be placed in the student handbook yes so the handbooks you're approving are it's kind of out of order but the thing is that you know we want to be sure that everybody knows early parents know early kids know early um and without being arrogant or anything I I really felt that this was not an issue that you would argue with as a board that this is probably one that you would uh be in favor of so um uh forgive my presumption of that but um we didn't see it as a Hu you

know I didn't see it as a huge problem for uh for you all approving no we've talked about this we've talked about this consider so uh I'm going to play devil's advocate here absolutely so in the morning I come in and I check in my iPhone 6 and at the end of the day I see that iPhone 15 I'm just going to take that one out I mean how are they going to monitor that to make sure that the right child gets the right phone well that's going to be that's going to be some part of what the teacher's doing so one of the things is you know you can you you you label the slots right um and um uh and somebody's going to have to stand there and watch but will that completely

eliminate the problem that you're saying no not necessarily uh but then we fall back on um uh we fall back on the the whole thing that we've said to parents and students all along that personal property is not our responsibility and um uh you know that there the fact that they're bringing these you know is still on them and I'm not trying to make light of that or or be cynical about it or anything but we'll do the best we can to make sure that they get back their own phone and and certainly much more likely to do that if they're in an identified slot than if they were just put in a box yeah and I agree with you and if there's an adult standing there they're less likely to pull out the wrong

one so right and and uh what we're doing at the elementaries because we don't have that many kids at the elementary so it's like one uh the this is a 36 Slot uh because we have classes at at the junior high that are 30 sometimes 30 or 31 of the next size down is 30 and and uh for the elementaries we're using 130 box for like four classrooms because we usually don't have that many of the elementary kids who have phones but at the same time they need to be parked as well okay we will discuss that again or well we'll next time yep next meeting 5.3 policy regulation JK EB student discipline referral of student to principal proposed revision okay so um uh we have worked uh we've worked on on um the entire

disciplinary uh process if you will and in and in doing that uh recognized that we have a form that we've used for several years as uh for when teachers refer students to the office and uh and I realized that it's not this form so the one you're looking at here is the one that's currently in policy uh as an exhibit and uh so we're presenting to you uh the a revised version of the one we've actually been using for several years um oh that's just all EX where is the um and I sent you the one that we are replacing it with oops um and I don't have I have one on my desk but that doesn't help us in terms of the public seeing what what it is um uh it's a much more

detailed form and we did revise it so that the categories that are listed as disciplinary needing disciplinary action match um uh what we're now going to have put in Synergy so that everything everything matches and aligns and then we developed um a a a grid for administrators to use here's here's the infraction here's the minimum consequence for this infraction here's the maximum uh uh disciplinary action for this infraction we did not go with we used to have something similar actually in the handbooks uh we took them out of the handbooks because they really became uh you couldn't find it okay okay um if you end up wanting to table this until the next meeting we can do that so that you can actually see it uh but um uh we we took the grid out

of the handbook part partly because it took a lot of pages but the other thing is it became a weapon for parents to use against the administrators uh Charlene's nodding her head so she remembers this and I'm sure you do too um that it was one of those well I think my child should have the minimum um uh and and we all know that there are circumstances in every disciplinary situation that the administrator has to weigh in terms of determining what the consequences are going to be and there's a difference between what you would do with a second grader and what you would do with a seventh grader who exhibit the same kind of behavior so uh we wanted to have and the and the assistant principles particularly wanted to have some guidelines but they

didn't want to be locked into you have to do this the first time you have to do this the second time and that kind of thing so uh what we did was make all of these pieces match the reporting document the um uh uh the how we put it in Synergy because part of that gets reported to the state and what the principles use as a as a gate you know as their guide for the consequences so uh but because it involved a change in uh a regulation that's why we did this presented this I think that we should wait we got three others that we're going to approve next time let's just wait on this one well but we didn't have it for the public to see Kate so thank you for doing that

but um but I I think it's a I think it's wise for you to wait it's a wise thing to do yeah I want you to see what it is you're approving I don't want you to approve something blindly that's not a good thing um sounds nice though so item 5.4 student parent handbook for school year 2425 um this year rather than give you a a one from each you know from each level I actually presented all the handbooks for you so you can see um uh for every site um they're essentially the same there are some differences because sites have some different things going on uh but they're reflecting uh they're reflecting all of the things that um uh the the cell phone thing that we've talked about and um uh and they also

include uh one of the things that we are recommending or that we are doing in these handbooks didn't bring it to you as a recommendation but our uh administrative team and actually a number of teachers were involved in this discussion uh we are uh we are not having backpacks at middle school or high or or Junior High we will have backpacks through fourth grade um uh what we found is that there's nothing 99% of the students have in their backpacks fifth grade on up that has anything to do with school and um uh and and then that creates problems so we have had them parked in the back of classrooms and they take up space and do whatever but if they if we're not needing them we no longer send textbooks home we don't have

we don't have things for students to carry a lot of things for kids to carry around from class to class if we do have that then uh uh then the sites will have say a notebook you know a required notebook for students that they maybe need to have every day and say seventh grade needs to have a science notebook every day uh what we've been doing for the most part is that science notebook gets parked in the science classroom and the students get you know get it out when they get to the classroom but if they need to take it home they've got the notebook um but for the most part there's not been any of that uh in backpacks uh we have also found in investigating this that a number of school districts have

also done this um uh and it's a safety issue this is safety just like the cell phone thing is a safety issue the cell phone thing is also a a furpa issue because we can't get any we can't get the students to understand and we can't get their parents to understand that when somebody video records somebody else without their permission particularly students underage you know uh juveniles um that they are violating that that individual's personal rights and then when they post it on social media they're just compounding the problem so uh this is about these are about safety they're not about uh anything else it's it's for everybody's safety okay so uh I'm I'm hopeful you at least looked at the handbooks and if you had questions you could uh could ask no I no

questions for me I looked at um at least four of them and they kind of were pretty much the same sometimes arranged in a little different order but the same items are there same [Music] um I'm going to make a motion that we approve the student parent handbook for school year 2425 does anybody have a second I'll second that motion all those in favor I Alinda sasi I Charlene Diaz I Fred Rushton I Sheila Barnett thank you item 5.5 classroom site fund plan for school year 2425 uh you as you know each year you approve the plan for the following year a couple of changes in this one so here on the first page uh the beginning of the first line of the second paragraph Bullhead City School District site site fund base pay plan

will be $2,000 distributed over each teacher's pay period uh the current plan has that at $1,500 okay uh the committee uh agreed with the idea of let's increase that uh because then that makes uh that's a nice round number to make you know just like our $40,000 on base that essentially means then that our base pay for teachers is 42 um and so that was that was a nice Step Up um and then uh the dates changed obviously um and then uh if you will go down slightly for a classroom site fund performance plan the plan further supports professional learning communities through collaborative planning and implementation of the district model of instruction um uh in the past we had some other uh some other wording there but we're we're you know we're putting our money

in our M where our mouth is about the model of instruction um uh but the big change was that uh was that uh 2000 on base if you will go down cast to uh appendix a so if you just keep going there's there no change in this part okay so here of these are the activities uh that we have teachers do and they and they get points uh minimum of 10 I mean a maximum of 10 and uh in the past and if you'll scroll down just to toward the bottom of that page okay there you go uh in the past it's been $100 a point so that was $1,000 and so we've increased that uh uh because we we value our folks participating in all of these other you know these other things evening

activities um U serving on committees uh advancing their education Etc and so that that doubled as well and then uh wait wait where is adherence to oh on the next page okay okay so um the problem that we had in figuring out what to do with adherence to to have a separate line on this page so we used to have one two and three on this page and item three had to do with uh item three had to do with performance and those kinds of things we couldn't figure out a uh a real effective and efficient way to specifically address the model of instruction in this but what we're doing is um the um the individual teacher performance rating on the evaluation is where that will be reflected so uh uh folks are going to

we already last year you probably don't even recall this but when we we we proposed a change in the teacher evaluation system last year where we heavily waited instruction classroom instruction and uh we're expecting and and we've discussed with principles and and we are going to review again when they come back we're going to do a little workshop session on what is involved in determining in that section of the evaluation whether people are doing what it is we expect them to do so now it's embedded back into the evaluation uh into the evaluation system to hold them accountable so it doesn't you don't see it here listed but it's going to be a very key part in number one okay and the committee was in favor of that okay so those are the changes in

the plan um and I will tell you that this is a significant thing this year uh it's not this plan it's the current year plan uh but um uh we uh performance pay for uh for the $1,000 for the uh point system plus the performance pay our folks who uh who get the 100% of it it was $7,800 this year that's $1,000 more than last year so uh U and it's partly because we didn't fill all those teacher positions and so you know we were dividing the funds among fewer teachers but that's a significant amount of money for uh for our teachers and and and I have good feelings about having put that out for folks so so that's on top of the 1500 that they had during you know during their payday um we

don't the the amount for next year will not go the amount per student that we get will not go down um it may be a little less than it is currently because of our enrollment drop uh but it it won't go you know it won't be that significant so so I'm recommending approval of this plan the only thing I point out to you is on that appendix page yes number two yes is it $50 or 50% oh I'm sorry it's 50% good cat surle we will fix that okay thank you is there anything in there about student achievement well because that's built into the that's built into the teacher evaluation there is a whole section of uh for Teacher evaluation it has to do with student achievement Okie doie I need a motion to no

I will do this um I I move that we approve the class site fund plan for school year 2425 do I have a second I'll second that motion all those in favor I Melinda saski I Charlene di I Fred Rushton I Shila vernett thank you having approved that then we need one slight change in the approve in the certif IFI uh teacher schedule so Cass if you'll bring that up and um so you'll notice in the box at the bottom we had $1,500 before and so we just need to approve the change to 2,000 uh on this document oh so we need a motion then yes yes we do I motion to approve the revised 20242 certified salary schedule for teachers and slpas thank you I'll second that thank you all those in favor I'm

Melinda saski I Charlene Diaz I Fred rushon I Sheila Bernett item 5.7 intergovernmental agreement for technology Madam President we did approve uh igas earlier and anticipated that we would not need one for for technology however uh the process for separating Services between our district and crushed uh um are slower than anticipated and so this um this IGA helps us finish that process gives the high school district a little more time to do the things that they need to do to separate and um um you know James brought this to me and um and we wanted to we wanted to do it formally and make sure that we were uh you know that we had a document that was reflecting what it it is we're doing so you can see that uh right now it has

to do with the on premises infrastructure um uh the high school thinks that uh crushed thinks that they will have that independent service well before July 1st of 2025 originally it was supposed to be by uh this July 1st and that and that just is physically not possible uh for them to get that done um um so um we have that piece and I think that's the only piece so and then you can see the financing and and and those kinds of things so uh I recommend that we approve uh this IGA for uh one more year and then just one more year yeah and we're still combining transportation we yes you all approve transportation and then the warehouse person and the purchasing those are the three igas that we maintain from the past okay

do I have a motion to approve the intergovernmental agreement for technology I'll make a motion that we approve the intergovernmental agreement on technology I'll second that motion all those in favor I Melinda sabraski I Charlene Diaz I Fred rushon a Sheila Burnett item 5.8 2024 25 trust appros proposal acceptance form Madam president and board members each year we have to renew our um essentially a contract with the with the trust uh for our um uh liability insurance our property insurance um Auto automobile you can see the categories there and uh uh they re-evaluate each year uh based on our usage the previous year uh as well as whatever rates that they have to consider with their carriers um uh there's not much change in this from um the current year um the uh the the

item that had to do with covid went away I think I don't see it but I I know it went away and um and I'm happy to report that our prepaid legal went down um I haven't had to use the legal services as much during this fiscal year as last year um although that's not so true in the last two weeks but uh but it's nice that that's gone down and um and even for that one uh this is a significant savings when we work through the trust otherwise we would be paying an attorney at whatever the going rates are which are $4 to $500 an hour so uh it's well worth it so you can see our cost for this year for this coming year would be $381,500 4% thank you yeah the trust

is not in the business of making money you know we're we're members of the trust just like we are members of asba so we're member clients and and so the idea is to you know is to have the the expenses and the revenues maybe not zero out but pretty close they're not trying to make any money on us and I guarantee you we would be paying more for like liability insurance and property insurance if we were to do it on our own we'd be paying a lot more and uh and in fact one of the reasons that it didn't go up much is because uh Mountain View is off now that property so we're not paying the we're not paying the property insurance on Mountain View other than the the building down on Third Street

um so that went down that part went down okay okay I need a motion to approve the 20242 trust proposal acceptance form Madame President I make a motion that we approve the 2425 trust proposal acceptance form that we reviewed just now I'll second that motion all those in favor I Melinda saski I Charlene Diaz I Fred rushon hi Sheila Bernett item 5.9 20242 Alliance coverage acceptance form this is the other Wing um we have the trust and the alliance their partner you know their they're like twins um uh the alliance covers our our workers comp um and um um liability for injuries and those kinds of things um and so you can see the total of that 140,000 that's roughly the same as it was this year you have down here recommended approval pending review

of data and resultant fees oh I I'm sorry I had to look at the they send us a comparison sheet oh okay and uh so I'm recommending that we approve okay I need a motion to approve the all the 20242 Alliance coverage acceptance form I'll make a motion to approve the 2425 Alliance coverage acceptance form I'll second that motion all those in favor I Melinda saski I Charlene Diaz I Fred rushon I Sheila vernett 5.10 authorization to W food service contract had a rather nice presentation somewhere um we had we had was it four or five uh for we put out an RFQ uh which we're required to do every five years for uh uh 5 years ago when I first came into the position uh they had just done that and there was only

one response we had four so uh Jenny Becker and I mean Jenny Beck and Cass and I U went through the process and the state has a very very thorough rubric that you use to uh evaluate the proposals and uh and and then recommend a a company um if you're doing it this way um and uh so it's not necessarily who has the lowest bid they're all these criteria and they're all weighted um and so uh uh based on that whole process we're recommending uh awarding the contract to chart Wells and continuing our service with them um the the contract for the first year our cost would be a m751 227 and then of course they've projected the costs out uh for the five years um they are uh they are um acknowledging a food

service Food Service Surplus uh uh to us a savings to us of 478,000 and uh we use those funds we use that savings we pay some salaries we we pay some utilities we pay a number of things out of that that then we don't have to pay out of M and that helps us fund our all day kindergarten program because as you recall the state only pays 50% for kindergarten for all day kindergarten they only pay for half day so this um uh this allows us then to pay for uh help us pay for all day kindergarten so I'm recommending that we uh continue our contract with uh Chartwells and by the way we have Chartwells folks here we have Corey and Jeff here uh Corey is I don't know his official name but essentially

the state level person and Jeff is um um a regional Regional person for us so um they're here to see if they got the award we I think just for sitting through the meeting I motion to approve um giving the food service contract to Chartwells go ahead let's do it together we will second now second all those in favor I Melinda saski I Charlene Diaz I Fred rushon I Sheila Bernett and gentlemen you guys I don't somewhere in here when I was doing this afternoon they have a report that's really well with with like a a PowerPoint presentation it's one of our it's one of our reports thank you that's probably from uh Christina yeah yeah Christina submits a report and she's been better about it than most than her predecessor I think she did

a very nice job I just want you guys to know thank you for sticking with us this long answer well the contract is yours 5.11 fuel bid from Rebel oil company uh once again we put out uh the RFP to all you know to any of the area uh oil companies for uh for unlet fuel for diesel fuel and once again the only respondant is Rebel oil so um so I recommend that we uh continue our contract with Rebel oil I move that we uh approve the fuel bid from Rebel oil company I'll second that motion all those in favor I'm Melinda saski hi Charlene Diaz hi Fred Rushton hi Sheila Bernett well since we have a full enrollment or full full houseing well almost full well almost do we really need to discuss yes

we do yeah all right um Eileen pointed out to me that um uh if you recall our classified salary schedule is based on what is um uh federal or state whatever it is the minimum wage what we've been paying now is below the minimum wage and um and so we needed we needed to up this to uh uh to that we should have very little need during the year for long-term Subs other than music and maybe a preschool um uh special ed and maybe one other sped position but we we have some things like we have some expectant mothers and we occasionally have people who need surgery and so we're still going to have some need for people who work more than day-to-day and of course we're still going to need some day-to-day people so

um currently our full day price is $100 a day to get bring that up to minimum wage it needs to be 130 uh We've designated a half day price and part of the reason for this is that a day for us is 8 and 1 half hours not an 8 hour day um and then shortterm which means more than 10 days in one position but less than nine weeks um would be 150 a day and a long long term uh which is more than a quarter would be $175 a day um uh and that's that's so that on those long-term things so that we can actually get somebody who's willing to come and be you know be in a position that long but for the full day and the half day that brings us up

past you know to just past minimum wage so 130 for 130 per day for by the day uh it worked out to be some weird number like $1 12646 or something I mean I don't know it was some weird number I said let's just make it a round number so um that's why we did it okay I move that we pay our substitute teachers um I guess it's a pay scale yeah it's it's kind of its own pay scale and we of course pay this to uh ESI because we're continuing to contract with them for substitutes okay I'll second that motion all those in favor I'm Alinda saski I Charlene Diaz I Fred rushon I Sheila Bernett item 1 point or five .13 addendums for employees greeting committee members for TW school year 23 24

H somehow I did not get this on the addendum list uh last uh fall and uh so I'm belatedly asking that we um reimburse these people for the work that they've done this year on the grading committee you did all that work they did all this work they were actually pleased when I said to them I'm I'm going to make sure you get paid so um do I make a motion to approve paying um the committee $750 each for their work in the 2023 24 school year thank you I'll second that motion all those in favor I Melinda saski I Charlene Diaz I Fred rushon a Sheila Bernett okay now we start this whole executive session thing um Mr morani is not present so I think you can move to your action without uh without

an executive session okay so your action needs to be uh to make a motion to motion okay okay I'll make a motion to non renew new the teaching contract for Joseph morani I second that motion all those in favor I Melinda saski I Charlene Diaz I Fred rushon I Sheila Bernett and uh Miss chance Blandon Flint is not here either okay do I have a motion I'll make a motion to non-renewal the teaching contract for chance Blanton Flint I second that motion all those in favor I Melinda saski I Charlene Diaz I Fred rushon I Shila Bernett and that gets us to 11 we did that we did that we're at the end one more you one more yep just number 12 so it's just 12 Tada 12.1 12 is it 11 no 11.2 yeah

oh okay all right I get it um I need a motion to convene into executive session I'll make a motion to go into executive session you need to read the reason excuse me you need to read that whole thing the reason that you're going I'm sorry because it's in pink okay yeah if it was in blue you wouldn't have I wouldn't have to read it if it was I'm going to take her pink highlighter away from her someday um we're going to convene into executive Su session pursuant to ARS 38 43103 A1 discussion or consideration of employment assignment appointment promotion demotion dismissal salaries disciplining or resignation of a public officer appointee or employee of any public body accept that with the exception of salary discussions an officer appointee or employee May demand that the discussion

or consideration occur in a public meeting I need a need a motion to uh convene to Executive session I'll make a motion that we move into executive session for all those things yeah for all that is there a second I second that motion all those in favor I'm molinda saski I Charlene Diaz I Fred rushon I Shila vernett we are executive s um uh there's not going there's probably not going to be much action after this so if you don't want to hang around you don't have to sounds like a deal to me can we leave too so we could go yeah oh no no no not you [Music] [Applause] [Music] w [Music] [Applause] [Music] [Applause] [Music] n [Music] [Applause] [Music] n [Music] oh [Music] oh [Music] [Applause] [Music] so [Music] n [Music] a [Music]

[Applause] [Music] a [Music] a [Music] [Applause] [Music] oh [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] oh [Music] [Applause] [Music] [Applause] [Music] [Applause] e [Music] he [Music] a [Music] he [Music] do [Music] he [Music] he [Music] I [Music] n [Music] n [Music] so [Music] oh [Music] oh [Music] [Applause] [Music] [Applause] [Music] show [Music] [Applause] [Laughter] [Music] [Applause] [Music] he [Applause] [Music] [Applause] [Music] sh [Music] [Applause] [Music] oh [Music] know [Music] [Applause] [Music] oh [Music] [Applause] [Music] so [Music] e [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] a [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] oh [Music] n [Music] the [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] yeah [Music] no [Music] w [Music] see [Music] see [Music] [Applause] [Music] [Applause] n [Music] he [Music] oh [Music] n [Applause] [Music] motion

to rec whoops okay I need a motion to reconvene into public session Madame President I make a motion we reconvene into public session oh is there a second I second that all those in favor I'm Melinda sabraski I Charlene Diaz I Fred rushon I Shaya Bernett okay U item 14.1 future topics um Jen still here I'm not sure this applies to you or Ben but I would like just taking the test the state test scores and going back to Benchmark 4 and see if there's any correlation between what Benchmark 4 was telling us compared to what the test state test is telling does that make sense mm she's laughing because that's the that's the only thing I have left on my list um and I'm not sure if that's a Jen thing or that's a

Caroline thing but it's technically a me thing I would I would really really like to see some kind of a comparison to see if Galileo is what we should be giving or whether we should be developing something of Our Own It goes along with the standards okay that's that's where I'm at I'm I'm and I'm all you know those are just ideas do a report uh anybody else have a future topic new okay upcoming board events um where oh it's in there I don't we need we need to get an emergency meeting we are going to need we are going to need a meeting so but determine first of all if you're if you're going to do the regular meeting on the 11th when it's scheduled because then whatever meeting we have has to be

at least 10 days before that which would be like the first or the second I won't be here the whole first week of July Okay the reason the reason is that that I can present to you the proposed budget um uh the same day we notify and post the the propo the budget that you're going to approve on the July agenda which has to be 10 days before the meeting so so the meeting could I mean you could have a meeting before that and I will make sure I'm Ready the regular meeting is scheduled for July 11th 11th so we have to so the the the little special meeting needs to be at least 10 days before at least the second well at least the first it could be before the 1 it could be

during the week before but if we move if we move the which is next week if we move the from the 11th to like the 18th we can't I have to file that budget before the 15th now you could move the meeting to the 15th but then that means we still have to have the the proposed budget meeting the first week of July okay so Monday first is that what you're talking you can do Monday the 1 yeah how about you guys and Sheila says no it's the only day I'm in the office the whole week so there's absolutely I know Barb is not going to be back until the 3 so we need to have Sheila here um how about Tuesday Sheila I'm literally going to Indianapolis oh um well if you had three

of you you're fine yeah we have a quum Forum with three and that's all we need for a budget right and and if for some reason my evening is is not as packed as what I think it's going to be then I will come I just so are we on the second so July 1st if you can do July first and if you wanted to do it like at 5 or something I mean whatever time you want it doesn't have to be 6 you can do whatever if second is okay with you that'll work a lot better for me for you a second's fine two three four five six at 7 8 9 10 it has to be the first 5:00 or before it has to be the first it has to be the first

or before it has to be 10 days before well yeah it has to be 10 days before I can't do first okay well how about unless you move the unless you move your meeting to the you want to do this like next week but then that only gives you a couple more days to finish things no the part of the problem is the legislature went so long that I don't have the the final forms from the AG's office uh when Cass talked with Chris vck yesterday no Tuesday in uh AG's office he's trying to have them ready for us tomorrow uh but he may not have them until Monday could could we do it on the 1 but earlier in the afternoon have to be 5:30 sure about what time um how long do you

think it's going to take the meeting well we're going to add that one policy right and and if we had any Personnel things it would just be a y yes whatever so you're talking 20 minutes oh oh if you do that during lunch I can come during lunch I'm game for that I'm open between 12 and two oh wait the first and we're okay on what we scheduled on the morning of the 1 right to do like noon I can't do no we had what do we have those two meetings secretaries and you can't do noon I can't do noon okay I could do like anything after in the afternoon I think I'm open like two to be play it safe I should be done before that but but 2 o' would that work for

you work for me because we're not part of Jam's meeting right got it done 11 we're done at 11:30 so two is fine okay will that work friend yes ma'am so that's a special meeting right yeah and it'll be short 2: p.m. on the 1st and that will be the proposed budget then I can post later that day the the you know the budget for adoption uh for you all to approve at the regular meeting and and because we had such a long agenda tonight the July meeting will not be its usual long long meeting because usually we have handbooks and stuff like that at that meeting but I wanted these done early because of the changes okay and then the 11th would be our regular meeting and the 11th would be the regular meeting

and that we'll have a budget hearing and you know which lasts what five minutes and and then a budget approval okay but no no Workshop just no Workshop just a straight 15 20 minute meeting okay okay all right all right cool beans [Music] um just a is this going to be posted on the uh um board docs because I looked for that on board docs and it wasn't posted today or oh the that that was cuz did you not get is this P she didn't get it in yeah that was my mistake this I was rushing okay so can I go back to board docs and look at it then um in the minutes do you want me to just directly email you well that'd be awesome yeah yeah I would like to have it

too though um yeah that would be great because there is that ASA stuff at the other thing October 29th Cassie they moved said the September County meeting okay to October 29th we have a it's a Tuesday I don't know is it I think it's a Tuesday oh I was looking at the 30th today for something else so October 29th is the Tuesday yeah that's not going to be fun for us what's it what's the 29th the county meeting the County County school board meeting let me just double check this minute here uh October 29th it's not good for us well course us meeting I mean course practice but oh well we may all have to miss it we may have to miss that one okay so it's the 29th and we're going to have it

here in the boardroom oh good we're going to um we were coming up with a whole bunch of kind of cool ideas coming back um we'll see what happens we'll have a what time are you thinking uh 6 at night what did I say Cassie six it's on a note in the office okay it's on the Note in Cassie's office that's fine when she finds her her pink highlighter she will highlight it and tell us all about it um it's one of those things that it would be nice to have as many of the board members here as possible just because I pushed and shoved to get it in Bullhead City cuz I think that we make it happen that we're representative more representative than anybody else um I'm thinking that if we put a

call in I'll talk about that later I need a a motion to adjourn the regular board meeting I'll make a motion that we adjourn the meeting I'll second the motion all those in favor I'm Melinda saski I Charlene Diaz I Fred rushon hi Sheila Bernett we are done
