[Music] 5:30 I heard the alarm go off oh she's got to turn the screen y sorry uh we are I'm going to call this meeting the order this is the workshop uh roll call I president Melinda saski Charlene di here Fred Ron here barer ziki here Shaya barnat here we're all here tonight thank you very much for attending yeah I didn't get to be imp page today yeah you were supposed to be weren't you yes um what we're going to be discussing tonight is the survey that we we took or we did we didn't take it we just we did it and basically yeah we had some places that one or more of us decided we needed to do some have some action you guys with me on this one yep yep okay so the
first three or six the first six are we we agreed to that that that we're doing them that we're accomplishing something to do with that and then we come down to the board and acts policy supporting the efforts of the administration and helping the people of this Community to have the facts about their schools too and I don't see the rest of it was kind of but anyway that um basically we're not communicating with the community one or more of us thought about that well that would be one 20% would be one well so one or more yeah I have the old one oh you have the old one um yeah so does anybody want to fess up to this okay Charli so Sheila my my experience is just from what I hear from parents
okay and mostly now that they know that I'm on the school board yeah um when they come with their kids they would just like I think more communication I don't know how I don't know why and you know some parents don't go to websites they don't do their due diligence themselves but yeah nobody's here yeah um and I I'm assuming that the parents know that we have these meetings the community knows we have them um would it uh did they do they give any suggestions on how to improve it I haven't really asked them okay I just fussed up and said that you know I've heard that's what I've heard from parents so I don't know if that necessarily just means reminding parents that we have all of these resources like sending a letter home
and just stating it and and maybe or an email because we do emails right just emailing them and inviting them to the meetings I don't know if we do that but that might be something they have no excuses then yeah so that that's a solution to this problem if if you look at every principal's um report yeah they s they have in there a a calendar and they have in there governing board meeting so they may not know what that means no I I would never I wouldn't know what governing board is to be honest with you because we didn't call it that back in New York so if we sent home a piece of red paper every Thursday morning no but I mean maybe just an email to remind them okay you one simple
Le email that these are the sources you can go to if you have complaints you have uh recommendations you have something that you see come to the meetings I don't know that I would say if you have any complaints or recomend I would just say if you're interested in finding out what's happening in yeah however the school district yeah because then we'll have a line of complaints oh yeah but you know just maybe reminding them that that the governing board which is your school board meets and we would value your input that makes sense it does make sense Sheila are those comments about or maybe you don't have handle com no no I'm I'm not thinking they are but um uh did they were they kind of at directed at the idea of the communication
with the school board or with the district as a whole or I think the district as a whole not so much the board they would just they were just saying we really don't know like how people are paid or how decisions are made and then they need to come to that and that's just it they need to be here I think I said that last time I think I even followed up with I might get in trouble for saying this because but people need to know they're welcome and okay so because I I mean it's such a big area I was trying to figure out you know maybe the direction so that's a that is an that probably really should be addressed I was just going to mention we have a community fair thing a
community resource event coming up soon and the whole idea of that is letting people know you know helping parents know what resources they have in the community for themselves and their kids and their families which is a different thing than this so if we're talking about parents wanting more information about how the district operates uh fiscally and management wise then yeah this is this is the way so that helps narrow it down a bit and I I like I said we called we called it the school board we never said governing board and now called it a school board yeah so just by saying the word governing they might not know that that's what it is sure there are some people out there that don't ask what is a governing board right yeah could we
try that sure see if it works sure and then we can also we can also Blitz some information too um Lance and I haven't done a did you know recently and um um I mean you know we we try to share a lot of information with Facebook and whatever but um but if if there if these are folks particularly who maybe don't go to the website or don't look at Facebook or don't do whatever then we need to expand that that communication but we certainly can hit the other too to help those who do look at those resour need them here we really need the Community input yep we don't know what the needs are sometimes if they're not brought to us right okay so it's a solution to try yes it is I made
a note and thanks for fessing up I will always fess up so if we go on um these aren't numbers on mine so I don't know okay yeah there we go uh then we come down to board members make EV effort to become acquainted with Personnel of the district we have the opposite fessing up there yeah yeah we have the opposite of fessing up um I was one of the red uh yeah I was too I was one of the red marks because I realized that you know I probably could do more I could visit schools I could exact talk to different people I've been to a couple of places but you know I could probably put more effort into it but the few occasions that I have visited things I was really you know
impressed with the uh personnel and staff but that's that's a red mark for me I realize I could be doing more didto yeah I think as board members we should maybe all make a commitment that during the month if possible we at least stop in one school every month and you know it doesn't have to be the same you know the same school but stop in every month and you know introduce yourself I I went to the Middle School the uh last PD they had and stuff and introduced myself to the fa that type of thing and just the days they have PDS on those Fridays just drop in when all the teachers are there and say hi to them and you know let them know who you are and stuff and I think you
know if we we all made an effort to do that once a month I think it would be a good idea what is a agree professional development day the Fridays that they have their professional development okay so that's for the kids are't there yeah mhm I think for me just knowing when the best times to do that for the school and the Personnel themselves Fridays would be best just that way You' get the onetoone with the teachers and Personnel well are we willing to make a commitment to visit one school a month even if it's Sheila and I visit the same school doesn't matter doesn't make any difference no no no I think that's and that and then maybe like you're talking about the resource fair or whenever there's more of a district function um
make an attempt to be there now when you visit the schools if you take donuts and stuff for cupcakes they really like you so come with food food food is the best thing yes well I know and I want to compliment you for taking cupcakes for to the middle school because where did you take them I took them because of the fact that on their rigor training thing that we saw last month that they had improved so well among the other compared to the other schools and so I just took them over there as a reward to the teachers and stuff thank you for thinking of them yeah that was a good a good thing to do well I think that if we all make just an informal commitment to try and do that um
that would be a good thing is there a chance that we could do a a Christmas party could that the board could host a Christmas party for everybody in the district it would be fun yeah that's be something different it sure would come meet the board I'm sorry Jen I was say we're also stop byal the where is it at Park what day did you say tomorrow tomorrow tomorrow you said 11 to2 Y and then it's the whole District they're all invited Awesome's inv not Reed bus drivers everybody awesome perfect okay tomorrow at Community Park cuz that's the other thing we have other employees other than teachers and principal absolutely yeah absolutely yeah but if walked in the bus Dr Barn they probably W are you here for uh lessons on how to drive a
bus sure you want to teach me you might get recruited I'll we have a new app let's get her quick let's get her right now they drove in so they at least have a driver's license well I think that I would be very willing to make that that commitment to visit at least one school um a month I would make and that would be a start on this hosting a Christmas party that would be something different I think that would be great yeah so we do have the resources to do something like that right sure I mean Chartwells will make some tacos or something for us if if we if we get on it so you all need to think about who you're going to have in charge and you know and work with us
we do we have straws so we could just draw straws I'm sure Cass could find something and then maybe what would it be like a Friday on one of their personal development days yeah can we can we probably not on a PD day because they're pretty full they're booked it's booked yeah we is there a Friday that is open that during that well when we get to the in the board meeting when we get to the calendar we'll look at that at that time and then make a decision on there you go okay all right moving on all right 50% of us of us said the board Mak makes an effort to keep informed about instructional program by providing for periodic reports as deemed necessary and by periodic visitation of the schools I think that
we get the reports I think that this goes back to that visitation of the schools so I think that we've already started to solve this one yeah we just um and and uh if I may um uh offer a suggestion at this point um we had we had today uh the district level uh IE meeting and and looking at um uh what the sites have been doing to meet their 45-day goals and those kinds of things and um uh they shared photos of things that are going on in classrooms and um so I would encourage you in in your one one day a month visits to not just go on PD Fridays although that's a really good way to start meeting staff uh but I think at this point it would be a good opportunity
to start visiting classrooms and see what's happening um we see what's changed see um uh see the things that are exciting that are really exciting that are going on in many many many of our classrooms so and that would address this for you as well is there um a space on where we can access like to know how many students and how many staff are at each school so if we did want to bring something that call cast okay you don't want to take anything for students you know board one upmanship is is interesting it might be something silly and stupid and fun like a funky eraser or something you know but just something oh of course I'm I was just you know my mama brought me up right when you come to visit you
always bring something you never take back an empty dish yeah that's true that's true and then the next one we had was uh board attempts to gain information from the community this is information from the community pertaining to the instructional program um I have never asked the community to tell me about an instructional program maybe we could come up with a solution on this one too Town didn't we talk about town hall I was going to say this sounds part of what's happening in your strategic planning meeting so I don't I I would suggest to you yeah I would suggest to you that you not want to go out on Branch out on your own with that that that's part of what's what's coming through strategic planning and um are community members still involved in
the Strategic plan because I wasn't there so yes and in fact uh we had scheduled uh I know this is a bit of a birdwalk but so you know because it does it's important the strategic planning is important we had scheduled a meeting for uh December 8th that Friday uh I failed to look at the calendar and recognize day it's a we've got we have all kinds of things going on with PD and our principles are going to be tied up and whatever so I'm going to be sending out a message uh an information um Monday um Monday or Tuesday Morning um to the strategic planning committee and besides December is stacked up for everybody so um uh I'm going to be sending out a a delay and put that one in January um um
uh you know it's important enough that we do it well and that we have the that we have as many people involved as possible and um thinking even if I hadn't messed up not looking at the calendar thinking about doing that kind of thing in December when everybody's busy with you know many other things going on in November and December was not was not thoughtful so uh we want quality okay we want quality besides we'll be tired from Wednesday and Thursday night anyway all right um the last the last little blue and red circle we had was um the board keeps the community informed about financial needs of the district again this is goes can't in with that first one yeah it goes the first one if you can't show up to get the numbers
then it's really hard to put those numbers out but maybe it'll help if we put some kind of out ABS absolutely and and there's no reason that in terms of this kind of thing um that we couldn't offer a a workshop to parents to say you know if you're interested about two months ago there was a letter to the editor uh uh talking about school finance and us paying higher salaries and those kinds of things and I made some notes to to respond or have Lance respond just didn't do it um the person who wrote The Letter um the information the person had was accurate the comments were accurate as far as they went and um you know and it and it it just revealed um uh because because it's it's complex School Finance is
complex and and you know you you all know from my little school Finance 101 that it's not you know it's it's not just cut and dried and and um uh so you know people who really want to know um we certainly can offer some opportunities for them to you know to come and find out and um so I certainly didn't feel badly about that person's letter um other than the fact that um you know that that they just didn't have all of the information that they needed to make some of the comments so and I'm sure that I'm and that person was better informed than most yeah you know better informed than most people like I mentioned before that marble education you gave us that one night at that town hall was fantastic because it
it was brought down to a level that anybody here could understand what you were talking about and stuff and the visual was you know really brought it down to and I and I appreciate those comments Barb you know you you know you walk the fine line of am I insulting people's intelligence by doing something that is a pretty simplistic demonstration on the other hand it needs to make the impact and um uh so you know that's I'm glad it didn't insult anybody well at least it didn't insult me and I'm a math teacher come on they've been saving them up for some time haven't they okay and then the last page was a listing of four priorities that we had um I think everybody here listed getting qualified teachers and support staff and keeping them
here um I of course put down down low test scores that don't demonstrate how hard our teachers are working so we need some hard data to figure that out um I'm sure it's out there and we're working on the grading system so that that's working any bu see things that we aren't doing with or that we aren't at least making an attempt to fix do we know anything about we um sent to asba the recommendation about the vouchers for homeschoolers and did we hear anything about that yet um I know that that is one of the items uh uh that's on the um their legis their legislative okay good priorities yes good yeah very much so okay because I you were not alone um I'm sure yeah and then I saw an ad by um
Mr horn promoting them so you know like it's it's out there it's just yeah okay we had some significant accomplishments all right everything from Den to child care to the empowerment piece that we put in that teachers are going through did anybody have anything else that was not on here that they'd like to add no I think we had an improvement in our school grades I still don't like these no but at least it gets the state off our back a little for a little bit the right yeah yeah we're heading in the right direction um but I think you guys need the district needs some Kudos on those kind of things thank you yeah and we we have said that to our our folks and said it again today that um uh efforts efforts
are paying off and it's slow you know significant systemic change takes three to five years so uh and then we had the little blip in there for Co and and whatever but we're leaping we're leaping forward so okay it's refreshing is there any other discussion on our evaluation I I think I have one more um would you guys like to continue this type of evaluation next time or is there another kind of evaluations you've observed out there that would we'd like to try that would be different this one's fine I I think this answers our questions I think this one point I think it covers most of what our objectives are as a board okay that's good then I need a motion to adjourn the workshop please I make a motion to adjourn the workshop
second it all those in favor I Melinda saski I Charlene Das I Fred rushon I Barb zarii I Sheila Barnett and we got about 7 minutes to wait I need to run and get my water at least about it oh yeah I went over and stole a bottle over the [Music] fridge [Music] w [Music] my last name first what I I I'm I'm hurting cats tonight I'm dyslexic I just signed my last name first board members please make sure that your microphone on meeting yes ma mine's not on it's on check check okay okay I'm going to call to order the meeting the normal the regular meeting on for November 9th 2023 at this time all and take a roll call present Melinda sabraski Charlene Diaz here Fred rushon here barbariki here Sheila Bernett here
would you guys please stand stand and say the Pledge with me I pled aliance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all citizens here present would you please sign in if you haven't done so make sure that you sign in at the door we're in 2.5 call to the public you don't have to read and I don't have to read this because they have a recording okay you please this is the time that the public may speak to the governing board regarding issues within the jurisdiction of the governing board and subject to reasonable time space and manner restrictions as the governing board May establish see policy B DH comments will be limited to 3 minutes
per individual unless specifically waved by the governing board at the conclusion of the call call to the public individual members of the governing board May respond to criticism made by those who have addressed the board may ask staff to review a matter or may ask that a matter be placed on a future agenda however the governing board cannot take action on matters that have not been noticed in advance as part of the agenda and I see we have uh one person who would like to speak to us tonight um Jessica Jessica Ortiz Mrs Ortiz right let be more proper thank you I did want to ask if I could just give you guys a timeline of my daughter's time in Fox Creek 7th to 8th grade and I just leave it with you guys it
has to do with my um what I want to stay today okay would you please give it to uh Cassie who's our board secretary and she'll distribute as needed thank you um so basically I'm here to talk mainly about the dress code policy but because my daughter has been bullied since seventh grade and continues to be till this day um it has a lot to do with that as well uh what goes into it so I wrote down what I wanted to say because I know I have a few minutes so under dress code policy letter F it's about distracting hairstyles and it does say hairstyles in there or and and the particular place that I want to talk about is for hair with unnatural colors parentheses pink blue green scar Etc parentheses then under
that it says adhering to the drift code policy again letter F School admin will have the final decision regarding the appropriateness of the student's appearance so I just wanted to bring those two up for my first I'd like to talk about this uh dress code policy in general and then I'd like to just give you the reason why and how it affected my family uh directly and among other families they just don't know how to get here to be honest a lot of people just don't know how to I didn't know how to talk to anybody I had to talk to M Stuart to figure it out and um Mr Eastman asked me if I came to these meetings and I had not um so I just feel like a lot of people don't know
what to do thank you um so I just want to say it's not only us that go through this um so I looked up what natural hair colors are and there's five hair colors listed black brown blonde White gray and red now I noticed in your policy you wrote the word scarlet not red not maroon and between me and um Miss Stewart's emails one of the responses she used the word maroon to me and that's possibly because there's so many shades of red that everybody has a different color red to write down so I'm just going to use red and I'd like to also point out that when you go to the store this specific ones you usually color your hair with the Box guy you would look for those product colors as well usually
I wouldn't color my hair any other color of those um next I'd like to bring up the crown act um not sure if anybody's heard about that I didn't I didn't know about it until I had to find out about this stuff um Governor Hobs in June this year did enact the crown act it talks about mainly black women and black people in general my boyfriend just happens to be black he's not my daughter's uh father just to let you know but she is a mixed race uh so it talks about the textures and the hairstyles the hair styles just like you guys have that are race based this was enacted to protect the specific race my daughter may not be that race and the hair style texture or color may not be the one
listed on the crown act however this act was put in place because people were being discriminated against based on that hair a woman a man a girl a kid anybody's hair is part of their identity I've had long hair since I've I've known nobody knows me with short hair not even myself so I just feel like a parent should be the one to say what their child give their child the right to have their expression with their hair I'm not asking for my child to have pink or blue or green hair she has has dyed red hair and she actually had dyed red hair since February 2023 your policy has been enacted since I don't know when um it it's been said to me by Mr Eastman last year it changed or this year and
M Stuart said it was since 2019 so I'm very confused basically the problem is um last year is when my daughter started seventh grade in Miss in um Fox Creek when Mr ozuno was vice president vice principal and Mr Eastman was um principal and then this year she still had the red hair when she started school and she only died it for her birthday for about 3 weeks in August after school started and went back to the red and September let me see it says September middle of September she went back to red so uh Mr Eastman and Miss Hanley the school counselor had seen and talk to Tatiana this year beginning of the year uh because she had bullying issues with the peers um she had not get kicked out of school nothing said
about her hair no one has ever sent her home because of the color of hair that was until October 25th this year um and that was when Miss V the vice principal here at Fox Creek told her she could not um attend school with the red hair um in your dress code policy like I referred to it said at the beginning School admin will make the final decision so I'm assuming that's vice principal and principal so when I was in the um office talking to Mr Eastman he said he did not have a problem with hair he doesn't usually say anything about the hair so I'm assuming that's why last year it wasn't a problem and this year it is because of Miss Vogue in the timeline I will also say Miss Vogue also gave
my daughter an erroneous BRC and you guys can look into the emails and I could I could get you that information so I'm just wondering is this vindictive is this uh harassment at this point why are you picking up my child but beyond that I just want to say in conclusion there are many different types of hair asking everyone to ad adhere to the same policy will inevitably be discriminatory to somebody or or they will feel that way my daughter has been given two options face the punishment she feels and I feel changing the color of her hair which she doesn't feel comfortable doing or staying in school and being punished and or leave the school and you don't know what is help is for the student my daughter her hair is already damaged to
be honest with you because she straightened it too much already um and I just want to say you know are we not in inadvertently giving our children the mindset that certain types of hair is bad or ugly or undesirable are you not teaching them that it's not okay to treat people that it's okay to treat people different based on their hairstyle or hair color or just because how they look and I'm just asking please take into consideration at least with my daughter and the many others that can't be here like I said at the beginning um it's it's not just me I've Ted other people kids that had Mohawks I know that's a little more distracting I'm specifically asking about the red color because there's many many girls specific race gender I mean girls that
were thrown out of school this year until they dad to herir that and we might my family does not want to do that she wants to stay in clock Street and I prefer her to home school because she's been bullied this is just too much at this point for me and I can imagine how she feels so I'm just asking can you please look at the policy again please take that out if your col see just the hair color red red it's not even red on there it's Scarlet it is a natural color and hers is not bright red it's not I could show you a picture but I I'd have to show you my phone thank you very much for bringing us to our attention thank you thank you okay item 2.6 adoption of
the agenda I have a motion and make a motion we adopt the agenda as presented I'll second that motion all those in favor I'm Melinda saski I Charlene Diaz I Fred rushon I Barb ziki I Shila Bernett um 2.7 donations oh my goodness this is sunrise really did a nice it got a nice nice deal oh that is wonderful yeah thank you very much to that family did that yeah that is awesome beautiful and and so you know what um uh Sunrise has chosen to do is to use that money to uh purchase a new sound system for their cafeteria oh wonderful that is that's a nice thing very nice thing to do thank you and that's not to say that face painting and and pencils are not important but whoa selling a car and
giving it to the school that is beautiful want to thank everybody who even thinks about things like that uh item SE 2.8 uh superintendence report U Madam president and board members um you have uh the the typical reports I'll answer any questions that you might have about any of them I will point out that I did give to you the uh aggregate expenditure budget uh report that came to us from asbo um the legislature did um suspend the aggregate expenditure limit this year when they established the budget back in June so so uh we don't have to you do the hold the money and keep our fingers crossed and stress out between now and March first uh about that but uh asbo but the state department and asbo released the information so that we would
know what it would have uh resulted in for us this year had it not been overridden so I thought you would want to see uh you know want to see that report and um so 16.22% of our $19 million budget uh would have had to be um that's one it's almost $1 out of every five yes yeah almost $1 it's a little less than it w than it would have been last year which was uh here over 177% uh but it's still a huge amount of money that um you know that we would have but could not spend but could not spend um and related to that um there there are several superintendents and retired superintendent in the district who've been working uh with some other folks and with a couple of legislators um to
come up with an alternative uh to having to go to the public to change the Constitution because as you know the aggregate expenditure limit is in the State Constitution and so to you know so the only thing that can happen every year is that the legislature either decides to override or suspend it for the year whichever verb you want to use or there needs to be uh some change the the wording in the uh the wording in the constitution does not designate the formula that is used it just simply says that it can't go over that and so the the state has been using a particular formula uh for all of these years since 1986 um this group of uh professionals and legislators have been working together to propose to the legislature a change in
that formula that is much more in tune with what really happens in the State uh you know in in in taxing and all of those things each year so we we'll wait to see if that actually gets to the legislature um and so it would be a a different way of determining uh what the aggregate expenditure limit would be um they've run some samples on that based on the last three years data um that indicate that were we had we been using this other formula uh we would not have exceeded that um that aggregate expenditure limit so it sounds like they've come up with a pretty good and a very reasonable they've had bu business people involved so you know the relevant stakeholders and and and expert voices have been part of this so we're
hopeful that something in like that happens this year so that it will not be an ongoing problem yeah yeah problem yeah um yeah because setting aside roughly $3 million uh from our budget every year is I mean that's that's like handcuffing us you know so um uh we appreciate the efforts of those folks okay um I got a question uh the the bar graphs what you guys have for the for the attendant for the enrollment excuse me yeah can go back to go to the sure the 40th Day Report uh is that that one no the other one yeah the comparison this one okay do we have any idea where these kids went the 10 and some kids we could be checking at each school to find out you know are uh when students have
withdrawn have they you know have they have we gotten requests for records from another school um you know we could we could call up those data and and give you a report on that I just I haven't done it recently I was just curious as to you know do we know why those people are missing or why those kids are missing we don't we do know that some students uh some students have enrolled in the two new um uh Charter Schools uh one here in town and one in the valley uh this year so we know we have lost a few students to those schools but neither one of those schools is very big so I don't imagine we've you know I I don't know an exact number um we can we can do a
a search for you for and give you a report next month I would appreciate that yeah we can do that it's just out of curiosity sure if you know um yeah you know because there may be something preventative we can do about it if we knew what knew what was happening sure any other comments or questions I have a couple if I may sure um Dr Stewart I was reading on the facilities report if you could bring that up please cat uh for diamond back I saw that they removed the large trees and uh that were becoming hazardous and I was just curious about was were the tripping hazards resolved cuz sometimes when the roots are so ingrained and the things the the the ground still stays uneven have hazards been addressed we are addressing
them uh we did request uh assistance from the state facilities oversight board uh to replace some of those sidewalks they did ask us for you know if there were what reasons what causes there might have been and we had already identified a number of those places that had to do with the tree roots um particularly at Diamondback and um and so uh it was an opportune time for us to take care of those trees and also to show sfob that we were addressing the root cause oh pardon me that was not an intended gun sorry um but it is the root cause yes it is for uh for some of those sidewalks lifting and the trees here tend to have very shallow roots and they send them out long distances and in fact some of
these trees well these trees were planted when the when the campus was built in 1992 or 93 so we're talking about 30 40 50 foot tall trees now I will tell you we did not address the 50-foot tree we're going to have to have professionals come do that because it is overhanging a building and even if you go and top it the chances are that that would fall on the roof and do damage to the roof so uh the ones we addressed are the ones that have been leaning over sidewalks and leaning over fences and and those kinds of things and uh but they also have the roots that have have created those problems so um uh so then it's also a matter now of removing the roots so we can remove the sections of
sidewalk and replace uh we're hopeful that SFL OB will approve some of those uh but we also know that they're not going to approve all of them so yes uh that was a long answer to to yes we are addressing the real issue here now I will tell you at Desert Valley uh uh one of the places that we've had a couple of trips and falls are under the Portico in the entrance so trees have nothing to do with that that just has to do with big sections of sidewalk that over time s settle or lift and and we have places there where there's a 2-in difference at at a um at a expansion joint um uh Jenny Beck is the one who works with the the person at sfob directly um Mark Scott and
I um if we were to talk to her probably would irritate her uh because she suggest that we grind down those places particularly at that site and the thing is that if you grind the sidewalk the depth of the sidewalk is only about 3 in so if you grind off 2 in at the expansion joint now what you're going to have is somebody stepping on that and breaking and now we have another problem and and so we've had these conversations about plus you'd have to grind back about 3 feet so you know there we've had some discussions about there are places where you can grind if it's a/ inch you can probably grind it down if it's 2 in that's not the best solution and so uh it's it's an ongoing conversation with them and
it's not all Roots it at Diamond Back it was don't it isn't it when you grind down that cement too it it exposes the rock that in that cement yes it exposes the aggregate issue yeah because then it starts breaking down and and uh it's a it's in when you do it is a shortterm solution um uh you know a short-term safety solution but then you need to plan what it is you're going to do in the long term to fix that you know to fix that situation so um but we have uh this is you know we have the root problems throughout the district some involve some of them involve the sidewalks like this uh we've had issues with you know we've talked Plumbing a lot in the last year and uh and that's
and The Roots have been the issue in some of the plumbing issues you know some of the plumbing situations because they find a way in into those you know into weak spots in the in sewer in the sewer lines particularly uh we had the one spot at Desert Valley where uh when they when they pulled the section of sewer out it was completely full of L really tiny Roots but it was completely full it looked like spaghetti but obviously no water was going to go through there because it was so full of roots so you know that it creates issues and and some of it is because the original plan or designs for our campuses didn't didn't the designers didn't think about where they were putting trees uh bushes don't do it so much it's
the trees that tend to be invasive in whatever and so so unfortunately some of the shade we've had at Diamondback is now gone uh but we have to think about you know the safety and the one of the trees that um actually affected that one section you're talking about where we actually had two people trip and one person broke a broke a wrist um when they when they started cutting that tree it was split on the inside and so it was pretty dangerous it was really I mean our timing of getting it out was perfect yeah you know another wind storm and it would have been it would have been down on and hopefully not down on students or staff or visitors so we're dressing them cool thank you yeah thank you I did have
one other question I going through real quick on the Consolidated board report I noticed that for Support Services the Food Service salaries were um or some salaries there were quite excessive 129% uh are we talking about the food service report yeah okay so Cass if you'd pull that one up please I believe it to be yes yep that's it right there okay it's yeah it's down by the salaries yes line 6100 right that's down by yeah I was just I was just curious about why the excessive overage there uh you know what I'm not sure because that the salaries we pay in the Food Service uh account uh are a percentage of uh uh 25% of our site secretary salaries uh our percentage of our our purchasing SL Food Service Clerk's salary um representing the
amount of time the amount of their time that they spend doing food service related tasks um I didn't catch that and I will certainly find out because there's there is absolutely no reason for it to be um three time well two and a half times what I've budgeted so we I will check on that thank you for bringing it up thank you and and the the benefits are up obviously because when the salaries are high the benefits increase as well so because it's the benefits calculate as a percentage of the salary so um if I look into the first part then that will also Revol resolve the second part good catch Fred good catch thank you hey I did look huh yeah good catch anything else board okay thank you very much is we're to
the consent agenda item three I'm sorry 2.9 2.9 oh I forget oh 2.9 board member updates anybody got anything important to say or not everybody has it a very wonderful Thanksgiving yes yes I just want to thank uh Bullhead middle school for making me feel so welcome the day I went over there and stuff it was it was great and the rest of us are going to get that same feeling yep okay all right um I need is there any any problem that you guys can see with the consent agenda that you'd like to talk about or is it do I have a motion to approve the consent agenda as presented I'll make a motion that we approve the consent agenda as presented I'll second that motion all those in favor I Melinda saski I

[Music] [Applause] [Music] [Applause] [Music] n [Applause] [Music] he [Music] oh [Music] oh [Music] a [Music] a [Music] a to review or to return to exe to public session please I'll make a motion that we return the public session I'll second that motion all those in favor I Melinda saski I Charlene Diaz I Fred rushon I Barb ziki I Sheila Barnett I'm really interested in this 8.1 resolution regarding the sale of Mountain View Property to the city of Bullhead City I know you've been working on this hard I think that we're all both groups are going to come out smelling pretty good I'm I am excited about this um um this plan C if you'd pull up the dra the final draft the second document please that one uh I know you all saw this and
it's and it's legal language it has been reviewed by our attorney uh and in fact um uh compliment of all compliments from one attorney to another um he had no suggestions for edits and said this was very very well done um so um uh you can see all the kind of legal language I think the critical part is on page two uh relative to the sale price and um so first of all uh the extension of kider marado uh to just beyond the entrance to our den project uh this is a significant piece because um this represents as you can see $396,000 that we would have had to pay from our uh Den project budget and so this is a significant piece so I look at this and I go okay that's four houses three
to four houses right there um so that's a significant piece that the city is doing um the second part is uh we're U redoing all of our parking lots and the intention the plan right now is to have that happen over winter break um and our parking lots are in horrendous shape um uh unsafe and and are just terrible uh and I don't know how we would you know I don't know how soon we could put together uh because if we went out to bid and and did this otherwise it would be more than this amount of money uh so that's that's really exciting um Dr Stewart excuse me I do have a question about that are they going to include the restriping yes okay and uh and so for instance in fact there's one
little piece that will actually be uh uh surfaced and that's where we made the uh the changes at the South End of the entrance to Coyote Canyon so that we had the um the drop off for our child care center and so we had a piece of a big piece of the sidewalk rerouted and there's so there's just dirt there right now so they will in fact have that surfaced and then um you know um matched into the rest of it but yes they will do the striping for us Does it include the uh hole out here that we've lost our car in for the last years you mean the Beyond where the drive is yeah no that's we're required to have that that is water retention oh so we're required to have that ditch
uh there sorry Mar but driving many times yeah no that's required night and go oh crap yeah no we're not going to we're not going to get that fixed sorry um uh and then uh waving our uh annual water bill for a year and for last year it was $107,000 so they will wave that um and then um and then the Improvement to the athletic fields and uh for the Middle School um that's a significant project and as I indicated to you when we talked about this before um this probably would not start until after July 1st the new fiscal budget for the for both the city and us um because they didn't budget this in currently uh but a a a definite win for us we have you know we use those fields but
seld them and and if you want them to be green and watered and whatever or green to use you have to start like a month in advance and and that kind of thing so um this will be a very nice uh fix up for us uh but also wonderful for the city and for uh for kid activities student children's activities in our community um um so it's just going to become a a little park it becomes a park time yeah it becomes a park uh it will probably involve uh a a small parking area off of Highland so people can you know pull in there uh it will definitely have some restrooms um uh probably higher fence you know taller fence than is there so they would replace the fence they would maintain it uh
you know M so it they all have fairly new irrigation all three of them and we have the well so we continue to provide the the water for the irrigation and and turning on the irrigation system but otherwise they would take care of it we use it during the day and during any school activities they use it at night on weekends and for the summer um so this is this is a pretty significant um upgrade for us and for the city uh to be able to do this so um this is to me a very exciting thing and um uh you know 1.63 million is a pretty good offer for all of all of this process and by the time it's done the value of what they're doing will be significantly I'm sure the value
will be significantly more than 1.6 million um so um uh we have the we have the resolution that was was in fact recommended by um our attorney for the way to deal with this uh for you to deal with it and um uh the city has already approved it it was approved at Tuesday night's city council meeting with a 70 vote uh and so um uh you know it it now Waits awaits your consideration and approval and we can move forward where is the property our um the one we're selling oh it's Mountain View school so it's been used by the city it was called it was called Sudden Link Center it's now Optimum Center and it's the oh I knew I meant to put that in there for you the map we talked about
it and then we didn't put it in um uh the that property has four Parcels so up the hill it has three uh uh and then at the bottom of the hill it has one small piece oh there we go right there there we go okay so the little blue section is where the uh what was originally built as a kindergarten building uh and where the Little Red Schoolhouse used to be used to be so we're keeping that we use that for uh facility storage and um uh it it has since since I came back has been full of things once we get our shed out here and we start selling things then that inventory will go down but U we equipment that we don't use daily for facilities repair gets stored there um and
then we also are uh storing some of our facility supplies there uh so that we are not duplicating orders of things so the three other properties um uh the kind of odd one odd shaped one next to our blue prop property is partly Hillside U but also has uh that first set of buildings as you go up that hill the the little skinny piece it's kind of strange when you when you look uh at the Google view Google map view and actually look at the site um uh the cafeteria SL uh gymnasium straddles that so that building is partly in this parcel and partly in the other parcel and then the big piece uh the right hand side of that is that huge Hillside that uh the city wants to lower input parking because you
know there's not much parking up there no um and then other renovations to the other uh facilities buildings and and whatever so um significant piece of property Cass if you would put up the resolution please so the uh the attorney advised that um uh that if you're in favor of this that you um pass this resolution okay all right well I'm ready yeah yeah only only one of us needs to sign us only one needs to sign um you need to read the read it into the record and vote on it so read the whole thing yes okay all right do I make a motion first and then read it you uh my understanding is that you say um uh um I move this resolution and you read it gotcha and then you get a
second to that I I move this resolution sale of Mountain View school property whereas the sale of three Parcels of the unused property known as Mountain View School the property as set forth in the real property purchase and sales agreement the agreement with the city of Bullhead City will not affect the normal operations of the school within the district and whereas the needs and best interests of the Bullhead City School District number 15 in Mojave County Arizona will be served by sale by by sale of the property now therefore be it resolved by the governing board of the district and the district that the district sell the property to the city of Bullhead City as stipulated in the agreement passed and approved by the governing board of Bullhead City School District number 15 of Mojave
County Arizona on November 9th 2023 I'll second that motion all those in favor I Melinda saski I Charlene Diaz I Fred rushon I barar ziki I Sheila Barnett and just a side note 30 years ago that was my first placement was that Mountain View school at Mountain View School yep third grade there you go yep okay item 8.2 new position for facilities a landscaper Madam president and board members um we're now a year into our facilities department and uh we have recognized that uh two landscapers cannot keep up with the trees and the bushes and the sidewalks and the list of all those things the weeds all of the things that need to happen uh uh with six sites um plus the district site so um uh I'm recommending that we add a position a
landscaper position um um to our roster of employees this is sustainable and um uh it helps us continue to do as many things as we can internally with internal employees as opposed to Outsourcing we still have to Outsource some things so like the 60ft tree or 50 foot tree um you know it's it it's sensible and and safe and safer and all kinds of things for that um but as much as possible we do the work internally and um um many almost all of our uh District level uh uh facilities employees do things that are not necessarily in their job description so uh I'll I'll give an example of um at Sunrise there was a a sidewalk that had been undercut by rain and water and uh and was eroding away that was kind of
a miracle that the sidewalk had not collapsed well it needed to be fixed and so the landscapers recognized it needed to be fixed uh they started back they backfilled they got cement blocks to build the retaining wall then that um that was level with the sidewalk to to keep that from happening again um does that necessarily fall under Landscaping maybe not um but it was they were there and it was a job that needed to be done so um uh they and and the HVAC I'm using the example the HVAC uh uh technician and the general construction technician help helped with bringing those trees down because it was a bigger job than two people could do so um there's some cross training and some cross cooperation going on but just in terms of keeping up
with all of our Landscaping two people can do it so I make a motion that we approve a new full year or I'm sorry a new um position and facilities for another additional landscaper I second it all those in favor I Melinda saski I Charlene Diaz I Fred rushon I Barb ziki I Sheila Bernett item 8.3 purchase of a tall van not a short van short van gos to a short van um as you know um uh when we established the facilities Department we purchased three vans standard Vans um used and um and we were pretty excited to get three for a price that uh we really thought we might only get one maybe two but they were high mileage and um uh they're they're used all the time uh and then we also have
one van uh that was in our inventory but it's very old and uh it's the one that's being used well it is right now being used by Landscaping but um it's uh it really kind of we thought it was going to need to be our spare uh while any of the others were in the shop with the new Landscaping position it becomes the vehicle for the landscaper if we if you approve us looking for a van uh for the Plumbers uh the plumbers have big bulky stuff that they have to Trek around to use when they're working on plumbing and um and then they also have lots and lots of little things yeah uh supplies um so they need you know they need a van that has the shell and the bins and the whatever
um uh it's It's Tricky for them both with the bulky stuff and with all of those other little things that they need uh to be in a van that they can't even stand up in and so that's the reason for a tall van uh is because this really is their this really is their office and U um so I'd like to I'd like to find one that has lower mileage um uh so it you know we serviceable longer which means it's going to be a little more expensive um but uh not new not Brand New by any means but um um with 50,000 as the max um we've kind of priced what these might run and it should be less than that but I I figured I better over overestimate a little bit so um
I'd like I'd like your approval to be looking for a tall van so we have the money to do this yes we do do I have a mo motion I make a motion that we purchase look at purchasing a used tall van uh for the cost not to exceed $50,000 I'll second that motion all those in favor I Melinda saski I Charlene Das I Fred rushon I Barb ziki I Sheila Bernett thank you the plumbers will be very happy providing you can find one providing we can find one tall enough yes yeah item 8.4 revision of classified salary schedule didn't we just do this you did Madam president but we have um Cass would you put it up please changed we have uh at three of our well at all three of our sites that
have preschool so at Diamondback sunrise and at uh coyote we have preschool teacher positions that are paid for with title one funding um and um Preschool teachers do not have to be certified they do have to have a CDA um um but one of the things you'll notice on the salary schedule before I put the asterisk there is that a preschool teacher without a bachelor's degree is in fact making the same salary as the parah in the same classroom and yet the person who's designated as the teacher has more responsibilities um and than the parah and um so there's a reasonable uh this was a reasonable proposal to us uh to to increase that salary for uh for the the preschool teacher who does not have a bachelor's degree uh but who has more responsibility
and so um Mrs lot and I spent quite a bit of time talking about this and U we thought it was reasonable so let's say we hired somebody who came in at step eight U in terms of their previous EXP experience but we're expecting them to be the teacher that we would put them on step 10 so the idea would be whatever the person's experience is we would put them up two steps uh to recognize the fact and and honor the fact that they have more responsibilities than the par in the same room any questions do I have a motion for the revision of a classified salary schedule I'll make a motion that we um approve the revision to the classified salary schedule I'll second that motion all those in favor I Melinda saski I
Charlene Diaz I Fred rushon I Barb Zar ziki I Sheila Barnett item 8.5 gate scope and sequence we got to read the whole thing too right um no no not me uh and if you have questions about this I would defer to Mrs lot uh she's worked she's worked on this and um uh um we put it on the agenda first of all because we know that um we you know we needed a specific kind of thing better than we had before for our GATE program uh but the other thing is we we probably could have put it in the consent agenda but there are requirements that uh that show that we prove that you all have really looked at it and that you have considered it on its own so that's why it's in
the new business if you have questions Mrs lot is here when I when I was doing this is there any stem types materials in this program um we do we do have some in the school so I know like um you need to come to the microphone please um their own scope and sequence not like this but an actual like what units they're going to do because we do have kids M between and um gate is kind of a standalone program they don't have their own curriculum um so they do they do have some robotics um I know Desert Valley has a lot of the stum inty kits that they use um and they can they can share them and we also had money that they purchased things with so okay thank you any other
questions on the curriculum I did look it over and it's an extensive document but I did notice that there was quite a lot of um repetition and it was interesting to see that someone has taken the pains to go through the whole document and make some very uh appropriate comments down there in some of those pages so um but I'm I'm pleased to see that that there's recognition that uh not only do the children that are perhaps having issues uh with learning disabilities and they get special help I'm I'm greatly in favor of um this here so that the kids who you know who knows could one day uh discover a cure for cancer that they can get the extra help they need too so this is very very good I I was pleased to
see this thank you Fred do I have a motion to accept or to approve I guess this is an approval um the gate scope in sequence Madam president if you will I'd like to uh make a motion that we do accept an improve this gate scope and sequence document presented to us this evening I second that motion all those in favor I Melinda saski I Charlene Diaz I Fred rushon I Barb zarii I Sheila Barnett that was felt like a good thing 8.6 regulation K public concerns and complaints um Cass do we have both the the current one okay okay so uh this is the current one which is the one that was uh that has been presented by the um you know by asba and is the the one that currently exists um we
have experienced uh and this is a good thing this is not a bad thing but we've experienced a number of situations in the in the past few months where we've had parents come in or the public come in with complaint complaints um and Cass is really good at dealing with those um sometimes I do but frequently Cass deals with it um but she had some pretty good ideas about having some much more specific procedures relative to uh to this so that both she knows what they are and our folks at the front desk who are the first contact with people who come in with concerns um and also that that the people coming in with concerns know that we have a procedure that we follow with everybody um so the document that we've presented to
you uh is um uh pretty much the procedural thing and that's and that's what hap that's what usually happens in a uh regulation is that it's much more procedural so uh the other the other document the recommended document to you uh is the um changes in the procedure I still I have a problem with with G can you go down for G and it it may be just the way I'm reading it it may be you know because Charlene didn't have the same problem when it comes to where it says the board as a whole will not consider or act on I think that that's implied in the other part in the in the other part of G uhhuh okay and the somehow I read that is is being a negative to the board like
a sort of a a pre-and reprimand you like you guys don't do this you know and and we are aware that we don't do this um if we could strike that I would feel a lot better about it I it's just I think you're right Melinda that the first part really says the same thing this I I just noticed in looking at the original that this was the wording in the original and so Cass may have kept it because it was in the original but the other part of G really says the same thing I agree with you Melinda y you know and it may be just that I'm the way I'm reading it but if you know well the message is the same the other the other me the other way of saying it
is a little less harsh perhaps yeah a little less direct and but I want to give Cass a um a pat on the back for putting the rules together I mean this is really extensive you know and it really points out to parents what they can and what they can't do or what we can and what we can't do or what the administration can or cannot do so thank you very much g i I like it because it it's very transparent you know it's very clear that we do have so that somebody there's not that people can't say whatever they want to say but that people can't say well you made up a different procedure for me than you did for somebody else because you know I've been in here six times no this is
the procedure and and and we're going to be consistent with how we do and I appreciate that and I know it will make cass's part of this job a lot easier too she can say g g you well not even that but even F or any of the others for that matter I know um president Dr Stewart may I one minor suggestion on E on which one e c e um the first phrase the administ the system of the superintendent my suggestion is you may want add in there or designate and the reason is that way if somebody else is assigned somebody else can't come back and say well this say would be for example because there are several people who sometimes handle it and that also takes a little pressure off of Cassie if
there are multiple people who have to deal with multiple situations coming in so I just think or does it coverage that's another excellent suggestion or design thank you so any others no okay so can I have a motion with those two changes I make a motion we accept the revised case e-r public uh concerns and complaints form with the uh two recommendations that we made that in E we add as design or design I'm sorry and in was that g that we take out the uh last sentence I second that motion all those in favor I Melinda saski I Charlene Diaz hi Fred rushon I Barb ziki I Sheila Bernett item 8.7 regulation ebbb accident reports and with exhibits ebbb EA and E BBB e b lots of B's there Madame President and board members
uh Cass brought to my attention recently that we've been using two have needed to use because we had one in policy and then we have one from the trust uh two accident reports uh primarily the accident reports for students and um they had some information that was the same and some that was different uh she asked me if I thought that we really needed to have two of those that had to be filled out every time that we had an incident and I said I don't think so I think that we could have one that incorporates certainly incorporat everything that the that the trust wants uh and then any other information that we want she worked with Jamie catell who is uh uh kind of the ad hoc lead Health attendant uh to make sure
that we had the appropriate things in the exhibits and and in this so uh I'm recommending that you approve um uh the revised eb- and the uh three Associated exhibits why am I seeing three I see e and EA and EB oh okay oh e was the old one oh gotcha sorry so the revised regulation and two uh replacement exhibits okay uh I make a motion that we approve um the two revised accident reports um forms ebbb D EA and add ebbb EB um um the followup and the regulation yes in the regulation and the regulation it's and the regulation excuse me I'll second that just don't ask to repeat that right all those in favor I Melinda saski I Charlene Diaz I Fred rushon I Barbara sariki I sha Bernett item 8.8 asba policy
advisory 7487 to 763 regulations and Exhibits Madam president and board members these are the exhibits that um we don't present those until after you after you approve the policies so earlier this evening you approve those policies and now you're approving the recommended um regulations and Regulation and exhibit that are associ associated with those policies do I have a motion to approve you could we uh Madam Madam president could we just uh bring these up on on the screen please cast to give those present an opportunity to maybe take a look at it as well with us thank you and in this case you can see the changes because they're underlined so very little change from the previous policy perfect thank you Cass Madame President I move that uh we approve policies ih- basic instructional program
and policy jrc a-r request for transfer of student records as presented I'll second that motion Mo all those in favor I Melinda saski I Charlene Diaz I Fred rushon I Barbara sariki I Sheila Bernett this seems like a longer meeting tonight does it seem like about no no you just having a long day oh okay 9.1 future topics do you does anyone have any future topics that we would like to consider anybody um I'm hoping that on in the December meeting that we get to see some results from Galileo they're taking those they've been taking those this week okay and we're going to see some we should results right we'll have results yes perfect and that was the only thing I had on there anybody else okay upcoming board events here we go oh my
gosh there's there's almost no time we could have our Christmas party on the crushed governing board meeting day and then invite them well that would be pleasant that would be a nice thing to do yes H anybody have any suggestions or do we want to continue with our with the possibility of a Christmas party looking at the schedule and everything that for December it's like you know there isn't an open time that I could see I might recommend that uh in January when the teachers come back have a a a welcome back for the second semester that according to this schedule I think that's about the only thing we've got great suggestion do we have January on here by chance no no so it's probably pretty open well we have a little that gives us
a little more time to think about yeah what what you might want to do and when to do it in January exctly gives us a little more gives you gives you you know for your December meeting to do that Cassie a little more time yeah um is anybody going to the asba annual conference anybody thinking about it I know that I can't and Barbara can't and I know that Caroline can't Caroline can't I have training in Nashville okay actually Alabama but we'll be busy singing that night those two nights or trying to okay well I'm sure we'll hear about our resolution at that time yeah or after that um any else on that date and time and location for our future meeting December 14th we have December 14th is any everybody going to be in
town on that day mhm I hope so because we will have a budget revision oh no that we have to do before the 15th and and uh um and I will have it posted pretty early there there's not a they're not significant changes but um uh the budget I submitted uh has a calculation piece that doesn't match what the state says so uh I've got to fix that piece so uh it doesn't it doesn't significantly change our budget it just changes the some of the information in there so uh but but I will have some changes because I some things will move from one category to another so that we can uh cover that tall van uh and then I will also have uh probably that night a recommendation relatives to us uh planning uh
in planning into the budget designating some funds that we will kind of encumber uh for a uh special ed bus okay and um a short bus those are not a tall one this one's a short bus well it'll probably be the regular height it's not going to be the regular length of some of our buses yeah it's a short her bus that was always the thing do you go home on the short bus yeah yep I do I do I do but actually the one we would be talking about is is not as long necessarily as some of our regular buses but it's not one of the short buses it would be a bus that has a wheelchair lift so it's one of those medium medium length uh because the current SP bus that has
the wheelchair lift uh is well over 20 years old and we have in fact recently had to replace the chair the the wheelchair lifts so um and we need more so um that will be one of the significant changes in in that and it will also be an action item um uh and we have some other things that you know need to happen in December so I noticed that on December 16th we don't have anything about the mckin vento uh oh yeah yep the mckin vento party on the 16th 16th so i' I've got another request just to try from to Cassie um Cassie when you put out the agenda and all the associated pieces of material goes and you do it at what 5:00 on Wednesday we're adding to it the whole month she
will start the new agenda tomor well no not tomorrow because it's holiday when you actually publish it and we get it to look yeah is there a chance that we could get most of that information the stuff that you aren't added adding the time earlier because I have a hard time on Wednesday night if you log in you have access all month oh okay all month if you but you have to log in okay because then you can see as we add these things you can see them and we try to add them many of them as early as we can so that you have time to review perfect but nothing will be added after 4 p.m. it cannot be added after okay if you go toex go to drafts go to drafts it's in
drafts wonder I couldn't find it okay so now I know where it's at yeah because you have you have administrative access and that gives you a chance to see see things as we add them through the month so um uh yeah and and that's a really because it's a lot of stuff if you don't can't see it until the day before yeah and that's what I've been yeah it's way too much to see right at the end okay so I look at drafts okay do I have a motion to adjourn tonight's meeting I make a motion we adjourn the meeting oh I'm sorry when's the next meeting oh yeah December 14th yes ma'am 5:30 at 5:30 now do I have a motion to adjourn I make a motion we adjourn the meeting I'll second that
motion all those in favor I'm Melinda saski I Charlene Diaz I Fred rushon I barbariki I Sheila Barnett we are [Music] adjourned [Music] that
