foreign [Music] thank you [Music] foreign [Music] back of the classroom I call this regular meeting to order for Bullhead City School Board on Thursday September 14 2023 at 6 a.m or 6 p.m it could be a long night you guys uh roll call president Melinda sobrasky Charlene Diaz here Fred Rushton president my presenters they keep present would you guys all please stand and say the Pledge with me I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation individuals you're putting the commas in the right spot you're not supposed to do that I'm an English teacher yeah just wish I could teach everybody else to do it citizens present did you guys all sign in every single one of you okay if not this

is attention so you know the this is the time out of school suspension is what they get I think already raised their names real quick this is a time for the public oh yeah this is a recording yeah yeah oh well do it to it cool this is the time that the public may speak to the governing board regarding issues within the jurisdiction of the governing board and subject to reasonable time space and manner restrictions as the governing board May establish see policy b e d h comments will be limited to three minutes per individual unless specifically waived by the governing board at the conclusion of the call to the public individual members of the governing board May respond to criticism made by those who have addressed the board may ask staff to review a

matter or may ask that a matter be placed on a future agenda however the governing board cannot take action on matters that have not been noticed in advance as part of the agenda I complained about having to read that every time they made a recording um I need a motion to adopt the agenda I make eye Barbers they can make a motion to adopt the agenda as presented I'll second that motion Fred Rushton all those in favor I'm Melinda sabrowski hi Charlene Diaz aye Fred Rushton hi Barbizon passes so we have can we show the donations yeah Anonymous you know that Anonymous donor gets around I really appreciate everything that the community does it's just really really sweet thank you Anonymous donor and Earl's Castle thank you thank you thank you superintendent's report Madam president

and board members you have the usual reports relative to our comparison of enrollment and the first day to the 10th day of school discipline reports and [Music] um uh Financial reports by and Facilities reports um if you have questions about those I would answer them okay um yeah nope okay miscellaneous updates I have several things for you and they're not in any particular order just the order that I kind of thought of them um the cumulative discipline report which is included here um uh Cass if you would just show that one yes thank you um I included for the board uh in in the executive part the last years the total right now we had 196 compared to 186 last year but the significant thing to me was Fox Creek's numbers are half of what

they were a year ago so uh that's really nice to see some changes there and um you know some culture changes that are going on we have had some serious issues and we've had several students already at hearing with our hearing officer for serious issues but uh basically we're starting out about the same as last year beyond that I would like to report to you that two committees that I am involved in have actually met this week for the first time this year superintendents employee advisory committee met and then we had the first meeting of the grade grading revision committee so those are going on and then I know that Jen has had several meetings that are in The District in the district list going on in the last couple of weeks so we've got

lots of District employee input into things that are going on this year so how many people are on the the grading we have one from each site a teacher from each site and and then Mr Roy is representing the principles okay so a fairly small committee but folks who are are you know really interested in in this process so it's positive they're looking at as a positive yeah it's very much so okay yeah very much so um and then I just wanted to make a statement in case I don't know that anybody said anything to you but I know I've had some questions from employees about this so one of the things in the retention plan had to do with uh with the longevity pay for our folks who've been with us more than five

years more than 10 years and um excuse me and our employees have not seen those funds yet it's not because we're abandoning it or it's not because we've forgotten frankly we're having some real issues of us trying to figure out how to make that work in our in our business management system envisions and and to get that going so as soon as we can figure out how to make that work in a way that's not hugely cumbersome the first thought from my payroll person was I essentially have to create a second job for every employee and I said no there has to be a way that's to do that that's different than that so we're trying to work through it and figure it out so as soon as we do that you know we will

we will put that in place and everybody will get we'll get those bumps and pay um uh three of us were at the asba law conference and I just wanted to let the two who were there and the rest of you know I thought it was very informative the keynote spokers keynote speakers uh were two of my favorite things because they were both excellent and and talked about things that are just really timely for for what we're trying to do in our district so I I and and then some other really informative you will find it interesting that there were two sessions two breakout sessions that had to do with teacherage so other districts were uh you know are working on similar things our attorney who helps us with teacher age Gail Tucker presented at

one of those sessions and I asked him how many districts that he knows of in the state that are doing teacher age who have not done it before and he said at least half a dozen so there is you know so there is a move a movement around the state um and then I wanted you to be aware that we've been paying very close attention to our class sizes uh we're we're at capacity um we are at capacity at Fox Creek both grade levels we are we are over capacity at every grade level at Desert Valley uh we are at capacity or over uh in kindergarten first and second grade at Diamondback and close to capacity um uh in in fourth grade the middle school is very close to capacity Sunrise it's kind of up

and down so we really have more capacity right now at Sunrise than we have at our other sites but we're watching uh the class sizes particularly at kindergarten at Desert Valley and second grade at Diamondback and the kindergarten at Diamondback is a little iffy and then our um Amanda's been doing some real follow-up on our El students and who qualifies and what kind of paperwork we have and it looks like the Desert Valley El numbers are up not necessarily because of new students but because of some missing some pieces that were missed in the paperwork uh by by about 40 percent and the teacher was already pretty pretty slammed with kids so we're watching that so I had three three teaching positions that had not been filled with teachers that I put on hold at

the beginning because we you know we didn't have teachers first of all and our numbers at when school opened indicated that we could do that so it's not that I'm going to be coming back to you most likely I'm not coming back to you and asking for teaching positions I will come back and Report maybe that we have reassigned those three positions and then look for teachers to to fill those that's part of the problem right now is even if I said to Desert Valley yeah we need to add a kindergarten teacher the issue is can we find one you know so we could we can open we could open that but that doesn't mean we're going to have it filled so we are watching those numbers very closely um so those were those were

things that I thought you all might might want some updates on well I wouldn't mind you coming back and asking for teachers when we need it I wouldn't mind that either and related to all of that is uh of course we'll be work I'll be working on a revised budget for next month's agenda uh and I'm uh frankly right now I'm looking at moving some funding from mno over into Capital because we have some things that we need to address that are capital items and I had put most of the the the rollover money from last year I had put most of that into mno and I think we need to move some over to Capital so when I bring you that you know that revised that proposed revised budget next month we'll have we'll

have some money moved over right now it looks like based on a report that I printed out yesterday I may have to cut the budget by um 250 000 or something it's there I mean it's I'm not worried about that but I also noticed in that report that it did not include the counts for k-33 reading and so if when they put that when they put those numbers back in it might be a wash so we'll we'll see It'll but it'll be next month before I can really make a legitimate revision to the budget and that's all I have okay I I want to talk about the the conference we were at and Barb can can talk with me about this we one of the speakers was for about Dr borba Michelle borba she was

fantastic she was utterly incredible she was she was at the right place for me but it was really the wrong place to be talking to school board members who are not Educators because she was talking at the educator level one of the things that she brought up and and you're going to be hearing this from Dr Stewart later on in the in her travels around the community but basically what gorbit did or had was working with a school who identified had the kids identify hot spots places where they just didn't feel safe that were on campus it was interesting because they they actually gave everybody a map and everybody's kind of circled the places and then they took those places and they put a stool there and an adult on the stool you know any

adult it did not have to be a teacher so it didn't add to the teacher's day it could be just a custodian who was on his 15-minute break comes out and sits and drinks his coffee on stool that kind of an idea it was really it was really an eye-opener that things got better for the kids so I'm hoping that Dr Stewart and she says she will talk to you guys all about putting stools at your place and Barbara and I were talking about the old days when we we had Hall monitors and I don't know whether you guys grew up as a hall monitor but the the up one of the upperclassmen it was in junior high some freshmen because my my junior high was nine or nine seven seven eight nine and basically

one of the freshmen would sit out in the hall and ask for passes and if you didn't have a pass you were in trouble you really were so this is the kind of idea that you basically you have somebody out there who's watching so that's that's what I learned Barb did you learn anything else one thing there was one other thing I I thought of and then it left my mind and last night I didn't have a chance to go back to my nose to find what it was so maybe next month I'll have for next month but yeah the the hot spots and the and the Stills was what really hit and stuff and and like she was saying how much it had improved the discipline problems they were having at the schools and

stuff and this was an inner city school that this was happening at and stuff that she was talking about it wasn't some you know Scottsdale school or something and she said that you know the the discipline came way down the kids felt much safer coming to school and being able to walk any place around the campus and they didn't basically what the hot spots were were places like maybe around a corner where if a teacher's standing in the hallway during an exchange of class or outside her building she may not see around this corner and there may not be anybody over there and that's where the bullying and stuff was going on so by putting somebody there in the corner and stuff and watching the bullying and like Melinda said like they said they had

the janitors out there you know like for this 10 minutes between exchange of class your duty is to be standing there at the corner or sitting there on the stool at that corner and stuff and and they involved everybody all members of The Faculty there so that the kids got to know all these adults and stuff too because a lot of the kids don't even know who the janitors are at their schools and stuff and you know and this stopped them respect for for the adults too that were there working with them and stuff it was it was an excellent concert uh excellent book and she was fantastic yeah okay Fred do you have any updates did you learned anything new sadly no maybe I ought to go back to school right no no no

usually you have learned quite a bit because you did a lot of reading okay um consent agenda I would like to pull 2.2 on the administrative reports I've got a couple things I'd like to ask about on that one does anybody else have anything else that they'd like to pull out of the consent agenda um which one 2.2 2.2 the administrative reports okay then I need a motion to approve the consent agenda after pulling 2.2 out for the rest of it I'll make a motion to approve the consent agenda um taking 2.2 off that agenda um that's it I'll suck at that motion all those in favor I'm Melinda sabraski hi Charlene Diaz hi Fred Rushton hi Barbara sarzicki okay two point item 2.2 um if I can find these um we were trying to

remember where they are oh um Galileo benchmarks yeah now I understand that that this is the first bench really the first set of benchmarks and I understand that they're coming off of a summer break I understand all that and I understand that you can't sometimes you can't Motif motivate kids extremely well but the trend is there so show show um yeah keep going this is sad at first and second grade but when you get down to fourth fifth fifth grade look at fifth grade here guys well I would say to you keep in mind that Galileo is assessing what has not been taught yet okay so so when if they were high on the first test I mean not that we wouldn't like them to be higher but it's diagnostic so it gives us an

opportunity to see what students know about what we're going to be teaching you know in this first semester kind of thing so are we going to see a post-test that'll show us we administer Galileo three times during the year so we administer it now and then November November and March March March April somewhere in there so this is assessing the students knowledge on the standards that they are going to be learning this year Okay so what I would I like to see it better than this of course I would now I will say to you that the uh one of the one of the discussions this week on Tuesday when I met with the grading committee is that our eighth graders particularly uh seventh graders as well but eighth graders particularly do not take this

seriously so uh Cass if you if you move up to those that was obvious seventh and eighth part of the reason is that they they go oh there's no grade for this so so they don't even try so the thing is it's not only math but it's oh it's even in language arts it's everything for seventh and eighth grade particularly yeah so this is assessing them uh giving us giving us a beginning uh look at where they are for the current grades standards and it and they were Galileo was like three weeks ago so three weeks into the school year so you know barely into the school year for the opportunity for teachers to be working on the on the standards for their grade level so question and and I on the fence on this

but I'm just going to throw it out there anyway what is the thought about um making the Galileo test part of their grade and not heavy grade but you know making it important make it well I think we need to make it important and part of what IE is working on with all of our staff and ultimately we'll be working on with our students is the idea of students taking ownership of their own learning and and so what we really want to see regardless of where this looks in in August because this was in August is we want students to be looking at however they did on these and then helping to set their own goals for what kind of growth do I want for me before by the time I take this assessment in

November and again in March and that kind of thing so move it down to like fifth I think it's fifth grade read fifth grade language yeah you know what what you're saying is that the the seventh and 8th graders don't care but this doesn't show me that fifth graders character and I haven't had that discussion with the elementary oh no with the middle school so um although uh the Middle School rep on the grading committee um said they begin to see that with you know with sixth graders the same kind of Aunt but it certainly can be in the mix for our discussion about this whole grading thing um however and and I'm I'm very vocally most of the time a proponent of of us reporting to students and parents where they are at the

end of a learning cycle so pick a standard any standard I think we I think we report and depend on where is the student at the end of that learning process or at the end of that teaching cycle and and historically with grading systems it's been an average of whatever we've done and so my my example that people get tired of me saying but it's the one that makes the most sense to me is think about a musician um and and we go to a performance uh by a musician um we we value the performance of that musician at that performance we we value the quality and the skill of that musician at that performance or you know the performance and it took him a long time to get there and we don't we don't

factor in oh what what months they've been like at the beginning and so our historic grading system grades all of those you know you know all of those pieces up to that finish so but if we can get students to identify for themselves number one growth because growth is what's important relative to any student's ability and and background you know academic background but that they're gonna they're going to do the best they can they're going to work to grow and and start to instill that in our students that will make uh that that should increase their commitment as opposed to oh I want to do better on this just so I get a better grade now that doesn't mean we can't report it as a grade I think we could but then we have to

talk about are we using Galileo as an assessment for individual students or are we using it as are we using it diagnostically are we using it to help us as teachers determine what things we need to do to focus on so I think it's Charlene to answer your question directly I think it becomes part of all of that discussion that the grading revision committee it's built into what they need to talk about yeah and that's why I preface my statement with I'm on the fence on it because I see some Merit in it but at the same time it does concern me because there are children out there that don't test well right and you know right you're going to penalize them because they don't test well exactly um so I but there has to

be a way to get students and parents um to take it seriously and understand that it's something that they need to really I you know this is important this you know and but I don't I don't have the answer to that so I don't know and it is very problematic partly because um we've all been raised in the in the circumstances of you know how well you do is is frequently evaluated based on gee did you get all the homework done or did you know did you turn in every assignment and and if those aren't and this is the discussion that you all had relative to us revisiting a a revision of the grading system is making sure that what it is we expect students to to learn and be able to do is not

necessarily aligned with how our grading system our traditional historical grading system has worked and um and that's part of the challenge for the committee and they they recognized that this week they they were talking about you know okay do we do we want no we don't want to do away with assignments and projects and those kinds of things we we don't want to do away with those and we need to acknowledge that students you know if they do or do not do those because we know there's a relationship between students doing that work and how and and how they uh ultimately perform on the standards um so you know it it's not it's a complex issue it's not it is complex and and you have teachers that that will assign 60 assignments and then you

have others that you know assign Maybe 20. well the number of assignments you assign skews that grade absolutely and you know how many assignments do you really need to to know if that child's mastered that skill well and as we move more towards students doing things um uh you know I I don't know that any of our sites would be real excited about you coming and visiting classrooms right now because they're they're incorporating new you know new instructional strategies and those kinds of things but we're already seeing it in our district we're already seeing students doing more of the learning work and teachers doing less of that and I'm this is not negative please understand teachers doing less of the of the work if you will the teacher's work is the planning piece and how

to make this work the students need to be the ones who are learning and that's active it's not a you know it's not passive I think we're kind of off the topic right but this is this is reflective of the state test a lot of this stuff is the same same things some I went back to I went back to in March it will be no the number of kids failing is approximately the same as the ones that failed on the state test if you look at the March galileos and look at the state test scores you will see a correlation you will not see a correlation from this to the to the state scores it okay we would we would not expect students okay if students if if students did great on Galileo the

first one of the year then it means our standards are not in the right place but then by the November testing this should be grossly improved we should see Improvement you're talking August to November we should see improvements based on we should we should and if we don't then part of what our folks do is go back and look at not this kind of a chart but they go back and look at okay which are the items which are the which are the standards that are part of this assessment are students not doing well now why when they're setting up Galileo and like you said it's you know three four weeks into the semester into the beginning of the school year but why aren't they setting it up so that there are some of the

standards that have already been taught in that part of Galileo so we shouldn't have this quite quite as a large of a non-proficiency that because the Galileo test I know can be set up according to whatever standards you want at whatever time of the year and stuff so why aren't they setting up the ones that they're teaching right now for the kids they probably are and those may be the ones that students are more successful on because it's the beginning of the year you you do you do some review and some things in the first couple of weeks and then you're immediately into assessment so you know you're you're assessing things that are currently being taught and things that are going to be taught um uh it's not a perfect system it's you know it's

not a perfect system but um it's it's we as a district we've tried some other uh some other tools to give us these data and um and have come back to Galileo because it seems to be the closest to it seems to give us the the data that is closest to what we want to get the data we want to get so um so in November I won't be as disappointed well I can't promise that but it's but that's what I want to see too I want to see much less red I would expect to see less red and more yellow by November by by March I want to see way less red I want to see way more green and I want to see some blue now because the and and I'm sorry Barb

to interrupt you one of the things we were talking about in the grade revision the highly proficient in most cases is people functioning at 98 or higher okay 98 or higher we're not talking 90 we're talking okay would we like to have a lot of students up there of course we would but right now I'm most concerned about the students who are in the red and yellow and moving those kids up moving the kids who are at the top of red solidly into yellow the kids who are at the bottom of yellow moving them up to either the top of yellow or into the green that growth thing and I think that's that's a key factor and that's a key factor in in the data that we receive from the state on the State Testing

finally the state is beginning to understand that growth growth is more significant than the percentage you have in any of those categories it's the growth that you get with with the students that you have okay okay until November and see some growth okay my question are because it's seventh and 8th grade mainly here that's really bad on the math our the seventh and 8th grade math teachers certified in math or they have to be they they are they have to do it in the math that we don't have a long-term sub in there or anything we have I don't have my chart in front of me right now but I think we actually have I think our seventh and eighth grade math teachers are certified Math teachers I don't think we have yeah we don't

we don't have we don't have long-term Subs at Fox Creek this year they are full with teachers okay so they do they they have the certified teacher not a long-term sub in their math classes right now no we have certified Math teachers okay and they have to be certified math certified language arts yeah to be in those positions at seventh and eighth grade just starting a discussion because I think that's good I'm going to continue the discussion because it's very important to me and and um if I may bar I mean if I may Melinda the um uh part of what we're developing with the work with I.E um is is not just uh encouraging students to take ownership of their own learning it's it's moving to them being accountable it's not just taking ownership

of it but at some point that they recognize that they are accountable for their own learning and accountable for their growth but to do that then obviously all the rest of us as Educators accept our accountability in helping them grow that way and and so these are some of the advantages and some of the outcomes that we are hopeful uh to see begin to see by the end of this year from our work with ie um do we need to move the or to you'll have to vote just on 2.2 um not the whole thing just just to you voted on everything else so you'll just need to vote on 2.2 we need a motion to accept 2.2 I'll make a motion to accept 2.2 as part of the consent agenda I second it all

those in favor I'm Melinda sabroski aye Charlene Diaz aye Fred Rushton hi Barb zarzicki okay item 3.1 final employee retention committee plan revised with capital letters well final was the final was capitalized last month but um we made some revisions yet needed we needed to balance it on the other end Cass if you would pull that up please foreign so if you recall uh a committee that Jen facilitated last year worked on this employee retention plan and um so over the last since school has started we recognized some things that we needed to adjust a little bit so um Cass if you would go to the wherever the first yellow there we go so we decided if we were going to revise some other things that we would add into this the fact that we

now have the child care center because the whole one of the reasons for having a child care center was to retain people that we already have but and so that's part of this plan so we're proposing your approval to add that to section two in section three in the financial the realities of of uh teachers covering for other teachers brought about some things we had not anticipated and so we needed to make some changes so in these two items we originally had that these amounts were not available when teachers were covering for vacant positions but because we have long-term Subs in those vacant positions um that's like having a teacher there and so if the if the long-term sub is ill we still have to deal with that class when that sub is gone and

so um we just added these two statements so that for instance if teacher a needs to use their pre her prep period to cover for a long-term sub who is gone that's just like covering for a teacher who's gone and so uh you know the realities of these hit us so we're just asking your approval too uh to extend who gets paid for these uh you know for covering classes that's that's what those two items amount to okay any questions make the changes make make sense um I need approval on the final employee retention committee plan revised do I have a motion we approve the final employee retention committee plan revised as presented to us tonight I'll second that motion all those in favor I'm Melinda sabrowski hi Charlene Diaz aye Fred Rushton hi Barb

zerziki item 3.2 reconsideration of additional facilities facilities storage building Madam president and board members if you remember a couple of months ago three months ago I'm not sure exactly how long ago um I asked and you gave approval for us to purchase a a shed if you will at the time we were looking at a wooden shed kind of building to put behind this building to use to bring all of our broken old unused Surplus whatever equipment and Furniture so that we'd have we could collect it from all the various sites have it in one location either to have an auction which we could have excuse me or one of the things that we learned that we can do legally with those items is that we can have essentially what amounts to a garage sale

an ongoing garage sale where you mark prices on the items and then we could say on Thursday afternoons from two to four people could come and look at them and purchase what they want okay so uh we oh and I'm sorry I see twenty thousand to twenty thousand was really supposed to be 20 to 25 000 sorry but it was in that range but then we learned before we actually made the purchase thank goodness that the city had regulations for installation of those kinds of sheds and so the costs would have the costs would have gone up anywhere from ten to twenty thousand dollars to install the shed and so I thought well no that's not what we'd talked about and so I thought let's look at something that does not have that we're paying

for the finished product as opposed to paying for a shed and then paying for all of these things that we have to do to make that shed meet city code and so we put out an RFQ to our request for bids or requests for quotes to four vendors and maybe it was more but we got responses from four vendors for a metal building instead because if we put in a metal building we just we put in a concrete slab we put the building on you know and and and it will automatically or right away meet Co meet code without without lots of additional whatever um so we did that we got those quotes the range from 73.9 to 150 000. significantly higher than our original twenty thousand but um uh and and much higher than

our even with the city add-ons for the wooden building uh which would have put us in the 35 000 range um I thought long and hard about this before I brought it back to you but the issue is we're sitting with we're storing lots of broken equipment Surplus equipment that other schools or people could use and we're storing them at seven sites and they're not doing us any good they're not doing anybody else any good and it would be good for us to clean out some of those move those things and it's so much better if you can just have them in one spot and deal with that so um open for discussion obviously but I I think this would be a a wise investment for us to have and then and then we can

continuously get rid of things that and a lot of the broken equipment by the way is kitchen equipment but there are there are folks out there who purchase those to use as parts for things that they have so my understanding is that in the past we've been able to sell those things at some reasonable price or you know but better than letting them sit on our back docks does that 70 whatever it is 75 000 73 000. does that include the um cement pad too yes okay it's everything turnkey TurnKey absolutely I have a question about the wooden building what was to be uh anticipated for the square footage of that building uh slightly smaller than this it was 38 by 18. and this is 20 by 40. so a little bit smaller not not

much smaller but but all of the things that we would have had any and and it had a floor but the city was still requiring that we have a floor under the floor and then because it was a wooden building all kinds of tie downs and anchors and I mean it was yeah I mean and I understand why they had those regulations but it just it changed the project you know changed the project what do you anticipate for time of completion after the uh award is made oh I wish I could give you good dates on those but we certainly have not been very accurate on any of our things with our big projects lately um I'm going to go out on a limb and say two months Dream On yeah two to three months

yeah well only because of only because of supply chain things and uh you know and getting workers I've been uh on us another issue I've been looking at uh middle buildings and the quotes on that we've been getting back anticipate a six-month lead time before you even get the material to the site so it's going to be unless you got somebody now there there are people in town that have metal buildings I don't know if I can refer you to them privately and then you can maybe ask them but they have a couple of little buildings on their lot already so you're not gonna you could talk to them and if their price was within the the boundaries they could immediately start well but we can't do that because we have these bids so we

have to go with the folks I mean if we do this then you know of course my recommendation is going to be the low bid partly because um Jenny Beck and and Mark have have done their homework on did they include all the things that we asked for um and so then it's on the vendor to make sure that they've got those now I will tell you that when we got the uh you know the the cover for the uh for the fuel tanks the turnaround time for getting the actual materials was pretty short and then they laid out there in the bus lot for eight months awaiting uh some of some federal some federal safety some engineering report and then a state a city report and then the actual work didn't take all that

long you know the work took two weeks but we didn't have any trouble getting the the materials we had trouble getting the piece you know the pieces in place before you can actually start the construction okay thank you so yeah but thank you for that information so maybe I'm pipe dreaming never know we'll see you never know right right and we do have the 73 980 yes and this is this is one of the considerations for uh some some shifting of funds uh in the in what I would propose to the board for next uh for next month but I mean we currently have the funding yes in the budget in the current budget call the question yep um I guess we need to move we need to uh Mike excuse me we need a

motion to approve the purchase of a 20 by 40 steel building that meets City requirements for the low bid is 73 982.78 79 79 case mine says 78. no it does oh that's a 79.79 I don't know okay so 79 cents do I have a motion let me check let me check which one's right you know what it is 78 cents so that was see not only did I mess up the 20 000 I messed up the 73 982 dollars and 78 cents well do I have a motion to approve spending that money I make a motion that we purchase a metal storage shed at 20 by 40 steel building for 73 982.78 or 79 cents okay thank you all those in favor I'm Melinda sabroski hi Charlene Diaz aye Fred Rushton hi Barb zarzicki

Cass forgot that we had a call to the public so back there when you had the little recording and the call to the public we didn't ask her if she had somebody oh okay oops so can we move that to the end you can do whatever you need to do okay so we'll do that at the end sorry Cindy I'll just take care of it 3.3 formal approval of superintendent's performance goals for a school year 23-20 4. a little information on this I took a copy of the of the unapproved um things that Carol the the charts because I was really impressed those two asba and was talking to the person who came and taught us a little bit about doing a superintendent's um evaluation and she was overjoyed so she really appreciated the way

that Carolyn had done her her goals and give her a big old check mark okay good um do we have anything I don't know that I like I want a big check mark that sounds negative I'm sorry I'm being silly I'm I'm being she was happy I know I know you told me that I was very happy with it I'm just being silly yeah they were extremely happy so you did you did something good Bullhead looked good so so do you want do you want Cass to show the public what I think that everybody needs to see what you did yes please well start with that one this is just this is the document yeah and then probably those of you who are present can't necessarily read them but they're based on timelines for these

committees and so these two these two committees um and so those are the other two uh the other two documents and I see an error down there in the evaluation period so I'm going to need to correct that so when you make your motion we need to make corrections to this document okay okay and then so these are what you said that um I can't remember her name Amy Amy yeah who was here what she liked was the um the timelines yeah because she could it's very visual you know that when we come up to that September or whatever 12th thing I could we can say Carolyn did you do that yes we did okay we had the meeting on the 12th and we have a meeting on the 18th she was very happy with

that because I gave that gives the board a you know a clueless when things are happening right yeah and then I will say to you uh and I did say this in my notes I think to you on on this item um uh Cass if you'll scroll back to the the first this page okay I will say to you that the meeting we had on on the 12th um uh the committee recognized what I didn't recognize until we were meeting uh is that we're not going to be able to roll out task five to stakeholders after that meeting on the 12th that that it's going to take more than one meeting to come up with a draft to roll out so I made sure that I put into the put this in as it's been

created but I want you all to know that things are going to shift and and it's because the needs of the committee are shifting um we're not going to we're not going to lock ourselves into this calendar um uh if that does not best serve the you know the needs of the committee so uh all of this is likely to shift some because if you shift one piece then everything else is going to shift a little bit too and I don't have any problems with that I didn't think you would I just wanted to be upfront about that that you know that as we meet they're they're recognizing that we need we need more time we need more time yeah it's a big it's it the discussion we even had on Tuesday shows that it's

it's a pretty complex task so um and then and then there's the second one uh the I mean this is multiple Pages because it's out over the whole year yeah and then the other uh the other timeline is for the strategic planning so uh it looks like this too but again they were they were really really happy with what you had done see and that's very nice I'm really more interested if you all are happy with it frankly well obviously I wouldn't have shown it to somebody even if I wasn't happy with them so what do we need to change on the the performance uh Castle peel put the first one up I just realized that right there the dates are wrong the evaluation period is wrong oh yeah it should be yeah it should

have been July 1st 23 through June 30th of 24. okay so we'll correct that okay I'm glad to see that you're his calendar challenged as I am um I need a motion to approve the formal or the superintendent's performance goals for 2023 2024 with the um change that's necessary the date change I'll make a motion to approve the superintendent's performance goals for 23-24 school year with the correction on the date timeline do I have a second I second it all those in favor I'm Melinda sabrowski hi Charlene Diaz I Fred Rushton hi Barbara zarzicki it's looking good thank you um new business I suppose we could take care of this I apologize Miss Ferguson for not uh not acknowledging you would you like to come up and talk to us I really apologize that was

pretty rude no no worries Madam president and board and members of the board good evening my name is Cynthia Ferguson and I am a teacher at Bullhead City Middle School for the past two years and this is my 12th year as an employee of the district I'm able to watch the board meetings via YouTube since I'm normally not able to attend so I would like to personally take the time to thank you guys thank you for allowing Dr Stewart to bring in instructional empowerment to us we have learned so much from them in a short amount of time and love having them on our campus we are excited to learn the next new thing to help us to help our students learn in their Academic Teams next are the facilities even though it seemed like

our school felt like a construction zone most of the end of the year our school is looking amazing with the new floors and the other improvements and repairs and lastly I would like to thank you for always putting the students first you truly have the students best interest in mind every time you meet and vote on items again I would like to thank you for everything you do and it makes me proud to be a part of this District I also have a card for you guys that is signed by the middle school thank you okay very nice thank you thank you it's very nice that was really nice thank you very much thank you I think we all needed that yeah yeah thank you guys we appreciate it item 4.1 Emergency Operations planning Madam

president and board members we had we had some of these last month and and it didn't I can't remember what was the issue oh it was all of these items were mistakenly not put in for public View they were in the section that only board members could see so uh Cass corrected that so that so that you all would be able to see these plans so uh uh this is just our request for you to approve the Emergency Operations plans for our sites for this school year there weren't any changes no I didn't see anyone no there weren't changes they just were in the wrong place last month okay I I need a motion to approve the Emergency Operations plan I make a motion that we approve the emergency operation planning I'll suck at that

motion all those in favor I'm Melinda sabrowski hi Charlene Diaz hi Fred Rushton hi Barbara zarziki item 4.2 sfob for school year or fiscal year 2024 Capital plan excuse me Madam president and board members this is a document that we have to submit to sfob each year it's essentially giving them information about are are we likely to be asking them to add facilities to our district you know at a new school or whatever it's a it's a document that we have to do every year we don't usually have changes we certainly haven't been building new schools or asking for new schools so um it's a formality I think I'd like to have a motion to approve the sfob fiscal year 2024 Capital plan I'll make a motion to approve the sfob financial year 2024 Capital

plan yes Capital plan I'll second that all those in favor I'm Melinda sabrowski aye Charlene Diaz I Fred Rushton hi Barb zarzicki okay 4.3 F or j f b e a open enrollment application this is a policy right this is an exhibit an exhibit okay and uh so this is the document that we give to folks who are requesting open enrollment for their students and each year we've we've kind of enhanced it or revised it a little bit to make it um easier for us to keep track of all of these things so the highlighted things are the changes for this document we realized that it was going to be very much easier identifying students if we had their perm ID number and and that came about because we had documents from parents from several

parents of students at one of our sites and the parent put the name that they call the student and not the name that's on our registration and so um uh you know we were we were at capacity at that site and so I put those I denied because in that case it happened to be students who lived outside of our district um and only to find out that they'd been going to our schools on open enrollment for several years and that their names on our records were different so we figured if we had the number then it wouldn't matter we'd have the number and have it correct and then we always have some confusion by parents of uh what year you know those two things what grade they are so sometimes they would put the

current year and the current grade and they're asking for open enrollment for next year and then then we're all you know it messes up our numbers and whatever and then finally uh that we wanted to have documentation of uh when we sent the letters to the parents about either accepting or putting on a waiting list or uh denial so it's just they're minor there minor changes this is a this is an exhibit and the other version is the Spanish version so we're just asking your approval to uh to update our document okay I need a motion to approve the updates for the document okay I guess I should say the document j f b e a open enrollment application I'll make a motion that we approve the document exhibit jfb Dash E A open enrollment

application as we were shown I'll second that motion all those in favor I'm Melinda sabrowski hi Charlene Diaz I Fred Rushton aye Barbara zerziki um 4.4 policy HG now this is our first reading so we aren't going to make a motion on this one but Carol Dr Stewart can you explain yeah I can um uh this is uh one of the policies that has to do with meet and confer and the makeup of the those committees um uh so forth for several years it has read as you can see there the list with cafeterian employees cafeteria employees and custodial and maintenance employees have been on there we've not had those folks on this committee because we had outsourced both of those we continue to Outsource the the cafeteria employees but as I was Hamming Cass

contact all of the classified employees in these various groups we recognize that our technology department had was not represented anywhere and so I'm proposing that we dropped the cafeteria employees because that's an outsourced service at this time and replace that with our technology Personnel representative on this committee it's a good idea to represent those guys because they're pretty important yes they are so yeah they make us look good so we'll take that into consideration yes for next month okay item 4.5 covid-19 related plans and protocols for students and employees Madam president and board members each year we need to update these and so the return to school plan it has has gone from I think originally in 20 in 2021 it was I don't know five or six pages um and um each year it's

been a little simpler more simplified as things have gone along um and so this is our plan for this year and we are required to continue to do to uh post a plan uh we're required by the federal uh and the regulations that go along with our Esser grants so until our federal funding runs out we must have a plan each year so I didn't highlight the changes it's it's simplified from before and I made it match the particularly the bottom part and the last part to match the student return protocol that is the next document so okay I need a motion to approve you want to see the other two I don't know if you want to see the other two I'm sorry that's okay I've forgotten there were two more yeah so this

is the return to school protocol for students um and I probably should have just shown you the adult one first uh I went to the CDC website to see what uh uh what protocols they have in place they have very clear ones for adults and there was an an absence of protocols for students uh there were there was plenty of information about how we can do prevention and those kinds of things but they no longer were listing here are the things you need to do so I'm merely uh suggesting and recommending to you that we have exactly the same protocols for students returned to school as we have for employees return to work so should we change the return to work for the students to return to school uh did I miss one because I

tried to have it I tried to correct it returned to school returned to school oh right there test deposit for covert 19. they returned to work yes okay so in my uh CDC statement so we we will correct that we can change minor change yeah because I did a copy and paste and then I did a look for these words and replace them so um so you can see that it's uh this for for employees it's fairly similar to what it was but the part that drops out uh now is uh it was that at least five days had passed since the first symptoms and then the part about testing was not there but then it also included that the employee could return uh if they were masked for five days so this drops the

masking requirement and um and changes that first part to seven and then it um it says that there needs to be um a test uh you know a viral test so we've been operating under last year's plan up until tonight and um and that still had the five days and the five days Mast and the uh those things so this would just update our practices with our employees and ultimately with our students based on the most recent changes from CDC and shouldn't that return to school protocol rather than return I mean return to work rather than return to school because you know the different employees may not be coming back to schools they might be coming just you know okay I don't see that one Barb okay I'll return to school we have to call

it a return to school protocol oh it's not a return to work yeah this is a return it's returned to work but they've also in Even in our other in our previous ones at this point we've said return to school oh okay okay I thought I caught all of those thank you yes what did she says I didn't hear her the return to school plan I didn't get the change in the year at the top it's last year's oops this is the problem of copying and pasting or starting with the previous document and making changes thank you thank you Kate okay I need I need a motion to approve the covid-19 related plans and protocols for students and employees with with the changes that are necessary to make them correct I make a motion we

accept the covid-19 related plans and protocols for student employees with the discussed revisions Corrections I'll suck in that motion all those in favor I'm Melinda sabroski aye Charlene Diaz aye Fred Rushton aye Barb zarzicki okay item 4.6 we're going to I need a motion to convene into the executive session for consideration of negotiation with the city of Bullhead City for Mountain View school property pursuant to ARS 38 4 31.03 A7 discussions or consultations with the designated representatives of the public body in order to consider its position and instruct its Representatives regarding negotiations for purchase sale per or lease of real property do I have a motion to to go into I'm not repeating um I'll I'll make a pollution that we move into executive session for a discussion on possible consideration for the future of
