001[Music] thank you [Music] [Applause] [Music] foreign [Music] foreign [Music] thank you [Music] thank you [Music] foreign Cassie always has this also neat and messed and right by the time I get done it's finished I'm hereby calling this workshop together for Bullhead school's uh Bullhead City School Board on Thursday August 10 5 at 5 30 pm um roll call present Melinda sabraska Charlene Diaz here Barb zarzicki here Sheila Burnett here and Fred is out having a good time somewhere in his RV probably must be nice um we have a whole bunch of policies how how are we going to handle this tonight um well what we've done in the past because we haven't done these for a while but what we've done in the past has presented them in the workshop you look through them you

002see if there's anything that you want to change if not then of course it will not end up on a future agenda but if it's something that you'd like to either reconsider or send us back to you know to work on or whatever we'll do that and then it could be on a on a future agenda these this all has to do most of these have to do with transportation and and I in reading through them I thought it's not likely that you're going to want a lot of changes or many changes in these and that's why there are so many I thought let's get through this whole set of Transportation policies and regulations and whatever and some of them are exhibits so they're pretty easy to look at um and and you know and

003then move on to another Topic in this section so that's why it looks like a lot so if you pull up Ed please this part actually just has to do with materials and uh and management of our equipment and it controls things like what we can and cannot do with old old equipment and old materials and um actually it refers you see that it refers to a law there's also a regulation a state regulation on it that's very specific about what we can and cannot do with materials that anybody did anything okay you can now stop cast when when you need to okay thread through the most of them already and by the way relative to this one Jenny Beck who manages our inventory of capital assets which is anything over a thousand dollars in

004value told me this week that our inventory is current for the district good anybody need anything on this one nope let's go the next one mm-hmm okay anybody have any problems with this one nope no and we do follow that yeah is this one okay all right let's move to the next one by the way when it says uh adopted data of manual adoption that was 2007. so any of these that have been updated of course have a revised state we just received information from the trust by the way on this one about use of Vance for transport of students and um uh I suspect we will get a revised version of this from the truck from the asba because there's been a very specific ruling about that students are not to be transported in

00511 to 15 passenger vans because they are not designed to transport students in in lieu of school buses so we don't do that so it doesn't particularly the change does not particularly affect us but it could for instance let's say we had we don't but let's say we had a golf team at Fox Creek well okay that's usually five to seven to ten or eleven kids and you know I have a bus for 11 kids is kind of strange so if we were to ever be in that situation I would be coming to the board and requesting what's called a White Fleet a White Fleet bus and it's a it's simply a bus that's designed like any other bus except it's painted white and it does not have the stop arm on the side and

006it doesn't have the flashing lights in the front and the back but it is designed to carry passengers student passengers so right now that whole ruling does not affect us so but I want you to be aware of it and know that we're aware of it so you can't use those small buses that they have you know how you've seen those little if it's a bus we can use it oh but if it's a bus this is talking this one is talking about Vans oh Vans passengers okay gotcha and we and we don't we don't transport any of our students in Vans for any of for any purpose uh but the issue is that Vans are not do not rise to the standards safety standards uh that are expected for transportation of students gotcha gotcha

007okay any questions let's go to the next one questions item e on there that has to do with transport of homeless students some additional regulations that tied to that were in uh that whole policy about homeless students that you approved or that you read last month foreign yes and I will mention that that's another reason that they don't want transportings don't want us transporting students in Vans is because getting to that back door in a van is not easy whereas in a bus students readily have access both to the front door exit and the back exit that's true okay moving on foreign yeah any of those things what if there was a service animal we would have to honor a service animal I'm sure yeah and I well I was going to say no one

008said that such student might be on uh the door's door bus but they might not be either but I'm guessing they would be on one of our door-to-door buses so there would be fewer students in but we would have to honor it oh yeah is there any more of this one Kathy I thought there was more of this so basically they get warned by the driver yes second time they get we have we have very specific consequences for for bus misbehavior you'll see the exhibit in a minute we have all the elements of this exhibit on the forms that we use but the forms don't look exactly like this and it's very even though we don't give parents they can ask for this anytime but we don't give them this document but this information is

009very very clearly spelled out in those handbooks okay okay good next one so this is the incident report that I was telling you um uh they don't look the ones we use don't look exactly like this but they do contain all of this information and then um Sheila in terms of consequences also we do have the progressive discipline but if a student does something egregious on the bus you know we'll jump to a more serious consequence this has not been updated however um uh bus training requirements uh have now been taken over by a federal agency and so our folks are all being having additional training to make sure that they are in compliance with those federal federal regulations we provide that training though yes we do absolutely and they have the regular CDL exams

010yes yeah yeah they have to have a CDL and then but now there's also the this additional uh Federal training and and we have trainers good the trust actually is excellent at providing training for our trainers um each year so anytime there's an update in requirements or expectations then they provide the training for our directors one of whom is is a trainer so we're sure that we're always ahead of the you know head of the schedule for training get as happy with it well there's more pain I forgot this one yeah do they do any random drug testing yes yes we have and we have a standing purchase order with a local Physician's office to do that random random testing and then you'll um you'll see in the I think it's in the next one

011that um uh if there's an accident any kind of accident the driver must immediately go for a drug test okay excuse me yeah go for it so is this a state or a federal with the random testing um it's both this one's based on State it's interesting they only have the only require well it says minimum but uh 50 of drivers shall be tested annually for drugs and 25 for um alcohol yeah so you can drink more than you can you can just may not have water whatever okay actually 49 CFR is a federal thing so this really this really is pretty predominantly Federal yeah and you can see it's very comprehensive yeah yeah okay okay I'm going to show us the rest of it Cassie [Laughter] it just goes on and on actually it's

01220 and it's the same it's the same 29 Pages 29 Pages it's 29 pages so yeah um yeah so yeah no I know it doesn't it's not it's 20 it's that you you pulled down that many total yeah the 29 Pages means of all the ones she pulled down not just this one so oh okay we're going to read 29 Pages total this is only four yeah yeah so what happens if a the driver tests positive is he fired immediately or is he given a second chance I think it probably depends on the circumstances okay if it's in the random if it's in the random I don't suspect that we would fire immediately I think we would suspend and as with other employees who for whom we do not do any drug testing or alcohol

013testing but if if there is an issue first of all we want to make sure we're helping the employee if there is a you know if there's a an addiction issue so we're going to figure out a way to do that if there were if there were drugs or alcohol involved in an accident they would lose their CDL and therefore we could not employ them I think that's the way that works I do the DOT physicals and they're very very very specific on all of that yeah it is very specific okay okay can you do the next one and is simply documenting how long we keep any of the records relative to the in this case and relative to drug and alcohol testing okay show us next page okay our directors of uh Transportation are

014responsible for this uh for maintaining those records and for reporting the annual report to the state next page please okay questions okay move to the next one please short one a nice short one okay easy enough very good Set Go this one seems to me to be a bit out of order but yeah yeah and repetitive yeah questions okay do we even have an at this age level be where they have an organization that would be making a non-curricular yes yeah so uh we have least so for instance last spring when there was the air show we leased 14 of our buses to uh to the airport Authority uh used to be when the there was the Regatta released buses to the city for the for the Regatta and provided the drivers and then they

015pay us at a a per hour rate for use of the bus and the driver's salaries next one please we have to um Sheila like student council maybe for like Fox Ridge Creek if they went to um the conference in Phoenix or some yeah some kind of conference or something then um we would transport them by bus and I think the student council has to pay like certain over a certain number of miles miles they have to come up with they have to pay the difference so I would have to reimburse the transportation yeah it doesn't happen very often it's 100 miles yeah it's 100 it's not very much no no Kingman and back that's yeah I think it's 100 miles one way a one-way 100 miles one way it still doesn't even get down

016to Phoenix nope I wouldn't get you to Phoenix Wickenburg Maybe a Wiki up brother Wiki up okay last one drop you off okay good luck you're on your own and this one's fairly important because um when I first came to the district it was not unusual for me to take a student home uh if you know if parents didn't have transportation and I needed the student gone from school uh whatever but we don't we don't do that anymore we do not transport students in personal vehicles for many many many reasons not the least of which is liability but there are plenty of other reasons not to transport students in personal vehicles if there's an if there's a situation where we absolutely need to transport an individual student we use a school a school district vehicle

017okay and then let me say Melinda's because I know you're concerned about the time the workshop can go as long as you all needed to go the regular meeting does not have to start at six it cannot start before six so you have whatever time you want to take for the remainder of the items on the workshop all right let's see those again soon okay sometimes so um uh I'm presuming since you had no suggestions or comments that we don't even need to bring these back those policies and and things so we'll move on to the next set in you know in the future move right on down through the policies so got it okay item 1.4 idea sharing regarding teacher recruitment Madam president and board members this was a request that Sheila had she

018had some ideas to share so um if you want to share those that would be good and then you know we can we can discuss a couple of them because now that you've shared them with me we have some responses for part of it but it doesn't mean that they are not good ideas there and and this is actually one of our new hire um teachers uh first grade I believe at Sunrise she's just a patient and we were talking about how to try to attract more teachers and retain them and this is just what she came up with I asked her to come to a meeting and she doesn't like to public speak so she wrote it down instead she's a first grade teacher but she doesn't like Publix yeah she's okay with kids

019she's one thing talking to little kids in a different thing adults um you know I as far as like health benefits and whatnot I mean that's that is what it is it would be great if we could all offer everybody great things but it's not not feasible you want to share the other ideas that are on here so that yeah that um tuning in can know what you've suggested yeah the first thing is that um the district could advertise in the community about the post bachelor certification program it's offered through Mojave Community College this program allows anybody that has a bachelor's degree already they can get their education furthered and get a certificate as a teacher in the state of Arizona and she was just using I believe the Northland Pioneer College as one of

020the things and they offer U.S Constitution and Arizona Constitution for those seeking the alternative teaching certificate and they do do it during the summer and during the summer it looks like they're 50 off the classes and then they are work at your own pace and you have up to a year to complete it and the requirements for the programmer to have a bachelor's degree they have to be hired on at their local school district and then they have to apply for the certification program and they cannot get the FAFSA for this so there is no financial assistance available which I had no idea that that even existed um so it's new it is new that's good and we have been um and I will tell you in response to this um uh that's a very

021new program at MCC we've been involved with a a grow your own teacher program and with teacher internship programs the grow your own teacher program is with NAU and we've been involved with that for several years MCC is now offering actually the newest piece of that has to do with offering an undergrad degree program the issue is that when NAU's program they don't call it grow your own we call it that but it's one it's a part of what Amanda does you know in her position and at the time that that was set up it was very specifically set up that it would only be with the universities and that the community colleges would not try to impose on that process so we've been cautious about um advertising it because we kind of felt like

022we would be shooting ourselves in the foot a little bit if we did that so we don't deny that it's there you know but we don't base our advertising on that piece a number of a number of colleges offer what she has in the second part which is the Northland Pioneer uh Grand Canyon virtually any of the universities offer an internship program and we work with all of those programs who you know that all teachers from all of those who already have a bachelor's degree and want to earn their Masters in Education so we work with all of them on that some of them you can do that without without cost as well but that's up to the teachers to be looking for we do mention it to folks who are interested and we encourage

023some of our local folks to do that so that is already in place so MCC this is their it's new but it's been offered at the other Villages yeah well NAU has offered both NAU has offered the undergrad program and then many colleges in the state offer the um the The Graduate level program now does mcc's because I know MCC used to always offer the Arizona Constitution and U.S Constitution to the teachers and stuff do they still offer that or you know what I don't know if they do I don't think they do they don't do we know if Amanda's picking that up that might is that going to be okay all right so they haven't they haven't done that for a while and that applies to folks who've who are either wanting to come

024into education because they have a degree in some other area but it also applies to anybody who comes to us from out of state to get full certification in Arizona they they have to do the U.S and and they either have to prove that they've had U.S Constitution class in their undergrad work or they have to take it and they must take Arizona Constitution that's fairly consistent from state to state you know if you move from one state to another they're going to make you take their state constitution class as far as the insurance being a doc there's not anything you can do about that I understand but a lot of employers can't even afford to offer any insurance exactly we discussed this it comes up annually in our meet and confer discussions and um

025and part of what we talk about is okay if as a district we wanted to consider Insurance a a reasonably priced insurance for families because it's here to do that to bring that down it means that what we would pay for the insurance for our employees would go up and um and so it's it's a balancing act you know and of course the board decides On Any Given year what we're going to do for our insurance for the following year our board the four years that now going into year five for me the board has been pretty adamant about let's make sure that we can make the full payments for insurance for employees that were not in a position where we say you have to make you have to pay a percent image of it

026and if that means that we're not offering something for families that's a reasonable price that's where we want to be I don't know quite where districts are right now but I know that three and four years ago lots of districts were considering that employees would have to pay part of their base you know their base insurance and that the districts couldn't afford the whole thing we have a buy-up so we offer a base plan and employees can buy up for a very reasonable monthly amount to reduce their their deductible but when you go to the family thing it's it's just huge and if somebody's asking because people have asked me okay well then how is it that needles can pay for their employees and their families and my response to that is California funds students

027at three times more than three times the per pupil rate as Arizona and in this area the cost for utilities and fixed costs for our school districts are very similar if you looked at the fixed cost across the river for Laughlin schools and for needle schools and US the fixed costs are very similar that means that the difference in what those districts get pers per pupil funding can go for salaries can go for uh you know for insurance can go for those other things and so you know sometimes the the response is simply some education for our folks we would love to do it but it's yeah it's just really hard um and then the last one where she's talking about if you'll let me address that about the providers in the area um uh

028we changed Insurance two years ago three years ago now because Aetna did not have carriers in the area and um so and we could not get we and and at the time uh Kairos was with Blue Cross Blue Shield but part of what we what we want them to do because that's another example of us being a member client because they're part of the trust you know a wing of the trust is that they're looking for the best bang for their Buck relative and the best bang for our buck relative to the services but they always respond to us in terms of if we say we're not getting this this service is not available in Bullhead City under your plan they look to make those arrangements if those services are available in Bullhead City sometimes

029the service is not even available here and and so maybe the closest would be Kingman or Havasu or sometimes Las Vegas but they they go to bat for us they spent several months this past year because we were not getting good uh urgent care we did not have good Urgent Care the doctors were were involved in the plan were signed up for the plan but the clinics were not and so that was causing an issue for our employees if they went to Urgent Care their doctor bill part was paid their Clinic part wasn't and so now so what Kairos did was then made the arrangement to say you get you know you get what you need done and then submit it to us and we will reimburse because they want to make sure that we're

030getting the coverage that we expect to get from them so we're trying her ideas are excellent we're trying and I know just from my end of it with insurance I mean you think it's just is what it is in this area and we don't have enough doctors to go around so you're not going to find people accepting new clients for pretty much anything right now exactly there are they already have full house I think for many of them to add to that Sheila and I certainly would want to hear any other ideas you all have we are in fact sending two of our folks to it's called a career something around the career fair or something in Palm Palms Palm Springs Palm Desert in September we haven't done that for a couple of years because

031we got we sinned and we haven't gotten many results but we're going to try it again so we're going to send a couple of our folks to that and kind of tap into the into the California market and see what we can see what we can find over there and then we'll be looking at a couple of others during this year pick that up but any other any ideas you all have we certainly want to consider them and share them with the recruitment committee unfortunately I think that's one of the things that we need to as a board and a district really concentrate on obviously oh yeah and we wish it were no this is not going to come out right I was going to say we would wish it was only our problem but

032it isn't it's it's nation state Nation the state too yeah yeah it's it's just a huge problem I think I shared this with you last month um uh or I shared it with some group recently in 1970 in 1970 which was the year after I graduated from college 50 percent of the degrees from colleges and universities in the U.S were education degrees in 2022 that had dropped to four percent so the you know the pool is not there this was one of the the items that we were talking about when we had the community here yes and it still is going to be one of your strategic goals I'm sure yeah yeah it can't go away as a goal cannot go away there were some several good ideas yes there were good and so we'll

033revisit it there too yeah yes we will have we ever actually like had a symposium with the teachers asking them themselves what they would recommend that's part of what the committee did last year the retention committee and this year it'll be the recruitment committee and that's part of what they're doing they actually had some really cool ideas for retention than we've implemented awesome item 1.5 Staffing update I thought eighth the day in that you'd want some staffing information and Charlene particularly asked about about some information um and and what you get what's in the reports from the principals lots of times it's just numbers um you know number we have this many openings we have this many filled whatever um so I I asked her specifically if if seeing the org chart would help so

034you kind of knew where the openings were and that also gave me the opportunity today today to look at our uh actual numbers we have uh and I'll just throw this number out but we have 2331 students registered but today in seats in classrooms we had 20.95. now yesterday we had 2113 so you know it fluctuates from day to day how many students you actually have in chairs in the school but based on those data then I've got a couple of things to share with you about this so Cass if you just so you can see the org charts that we work with this one this one doesn't particularly apply to what what you're talking about but this is one where you can see at the district level we have one opening it is that

035second Transportation secretary position it's a part-time position but it's really nice to have a full house at the district level I'll tell you so and if you have questions about any of these things let me know but you're more interested in what's going on at the sites so Cass if you'd go to Coyote we have we have four we have four programs housed at Coyote so last month when you were giving me directives so I can work with state to to talk about what coyote does you can see that we have multiple programs there so on the far left is Our Life Academy two teachers for Paris and there is an opening there we have an excellent long-term sub in that and in fact he is a former para for in that program and he

036is working on his teaching degree because he would like to continue to do this so this is another homegrown build our own then in the next three columns you see our special ed Department that is housed at Coyote and we have in fact we contract out the speech services the speech therapists positions and in fact we have filled those with Rex balukan and Michelle Aguilera from the Philippines who have been our speech therapist The Last Five Years Michelle was not with us last year but has been with us so we're Contracting that out just like we contract out our psychologist services to two local school psychologists so we checked on the law and made sure that we could do that and and we can so Rex and Michelle are working for us from from the

037Philippines virtually okay and they supervise Anna and um or Annie and Christine okay and then we have one open position there with the instructional coach and we have an rpt in the middle in the turquoise you can see our child care and we have we had the last two para caregivers on hold until this week because our numbers are really nice in the preschool right now in excuse me right now in the in the infant room we only have two children but we anticipate by January having a Full House of six because we have some employees who are expecting so and they've already indicated that they want their kids there so that's good we have six in the toddler room and we currently have nine in the preschool room and that room will be at

03810 fairly soon which means that we've opened up one of those last two para positions because we're hitting the number where we have to have a second person so that's real exciting that that program has taken off and then on the right you see our preschool program and we have a paraposition open the scary part is we have two uh openings uh in the special ed classrooms Mercedes key is a long-term sub in one of those rooms she was previously a para for us and so she has lots of skills and experience working with our kids and you know is doing a nice job in there so uh on that campus we have four certified openings and two classified openings questions about that okay good news at Desert Valley is it's a full house the

039one opening we have certified opening is the school counselor position and we've been looking and they're hard to find and then we have three classified openings in special education para positions are those propositions fairly easy to fill uh sometimes they are a part of the issue is however that there is a pair of protests that that they must take and they have to pass it um uh the good news is that there's there's tutoring involved you know there are tutoring programs and we down do this uh with that we have a newer program that we're using than we were using before and so it has some tutoring things to help you get ready it has some practice tests before you come to take the test and um so folks have to have some reasonably solid

040basic kinds of skills to to fill those positions okay Diamondback so you can see a diamondback where it says open we have currently five open positions and and the principal position as certified we have no classified openings there however as I was reviewing our enrollments and bodies in seats today um I am going to that second grade position that says open I'm going to put that on a hold because our enrollment at second at second grade is such that at this moment we don't need that position and still have really nice class sizes in those others um and uh we'll keep an eye on and we'll keep an eye on that first grade position particularly and the kindergarten position so we'll keep we'll keep good eyes on those in terms of what we might need

041to do right now charity Lawrence who is the librarian at Diamondback is in a classroom Scott Humphries who is a long-term sub that we've used before will be able to come into that position next week or actually yesterday yesterday he started in there so Charity's been able to move back into the library okay and we already have someone lined up for Tiffany Summers for her maternity leave so that's always a good thing to have lined up early so in terms of actual open positions on this campus when after I put the one on hold then that leaves us with three classroom positions and the PE position on this campus and the principal position any prospects on their principle now we had we had someone scheduled for an interview actually we had two applicants one with

042Drew and the other one we invited for an interview did not respond to the invitation but you know sometimes people don't when you send them a Google invitation or whatever but then we were here to meet with that person and the person did not come so would it be possible to to move Margaret into the principle she is she's the acting principal right now actually actually right now I could not do that without a mentor was a retired principal backing her up the issue we have right now has to do with her certification okay and so I can't do that right now it's not that I'm not it's not that I'm not in favor of doing that yeah but we have some stumbling blocks hurdles we have hurdles yeah right okay and one of the

043hurdles that I will tell you that is in place for both uh Diamondback and sunrise is that the news the new uh immigration regulation that says that uh foreign the foreign teachers cannot work in a school that is rated lower than a c and so since both sunrise and Diamondback are currently rated as D schools we could not place we could grandfather anybody who was already there but we could not hire new people from the Philippines or any other foreign country to be in those in those schools so that's been that's been a bit of an issue for us because we had folks who were interested and um you know that we were interested in so you see with Sunrise we have currently seven certified positions plus the counselor position open based on the numbers

044that uh uh kids enrolled and kids in seats I'm putting two well you see that one that second grade position is on hold and I'm also going to put that position that has the number 10410 I'm going to put that one on hold uh because I agreed yeah third grade because our enrollment does not warrant having another teacher in those positions so that really reduces that then to five instead of uh instead of seven we continue to look for counselors now uh on this one and and probably on the page before but I want you to understand so for instance on the left hand side where it's kindergarten and it says open and then it has Valerie delgadillo's name in there she's a long-term sub so we wanted you we want everybody to know we

045have a we have a person in that classroom it's just not one of our it's just not a a Bullhead City employee and then we have also one classified we have one title one uh para position open okay Bullhead City Middle School uh we updated this today after I first set it up because I gave a call to Julie and I said okay I'm a little confused here and because she was telling us the name of somebody she'd ask Jen if this one person could come to training tomorrow and we're going we we don't know who that is and so uh in in all of the all of the turmoil and Chaos that happens the beginning of school we had not gotten the name so Deborah boshand is in that sixth grade position and you

046see we have six uh six certified positions open uh sorry we have five we have Deborah Deborah's not a gotcha I didn't get that one right okay so we do have six and um uh but they all but they all except for the title one Ela position have a long-term sub in them so Julie worked really hard to find some people so that we were sure we had folks in our regular classrooms good and they continued to look for uh you know for a title one because not having somebody in that title one position means that our kids are not getting tier three uh support uh for read in this case for reading I will tell you that that one of the issues is that folks are certified for self-contained classrooms k through eight but

047for departmentalized situations they're certified six through twelve and so having a school that has fifth and sixth grade we have some issues sometimes of somebody can be certified to teach in sixth grade but they could not teach fifth grade and they could not and and we have folks who are certified to teach through eighth grade but could not teach in our sixth grade because we're departmentalized yeah so you know so we have to just we have to play we have to pay really close attention to that Fox Creek was our most devastated school last year and the good news is it is a full house except for the PE position and Josh honinger will start on Monday as a long-term sub he has was previously a paraprofessional in our district and an excellent paraprofessionals so

048we're really happy to have him as a long-term sub in that PE position until we can find a teacher so and are all let's see we're waiting on what two of our Filipinos one Lance left early because he's headed to the airport and we have one more coming in at this point last year we had few of our Filipinos yet so to have all but one in the second week of school is wonderful so in in total then we have if I hold those three positions we have 19 open uh certified teacher positions in the district two counselor positions one principal position one Coach position and only nine classified positions open in the district so um not so good and okay you know only having nine uh nine classified in the district's pretty amazing at

049this point too so we keep hacking away at it well I will tell you thank you because I can see this yes makes it easier it made a lot of sense because I was sitting here taking notes as I'm reading the principles reports I'm going okay wait they have what and that so thank you the other thing that I will call your attention to on this one since we have Fox Creek up if you're wondering about the color coding this is for me the color coding is for me because it helps me know which budget is paying for which positions and so it helps me it helps me with that the code and helps me make sure that the coding numbers which are those exceptionally long numbers on the third line of each of these

050boxes because then I'm constantly comparing and making sure that what I have matches what's in HR and what's in payroll um and uh and then Jen's always correcting me on the uh the pink ones and the orange ones because those are those are Grant funds actually I pay attention to the green and yellow ones but she's paying attention to those others that are not oh one and keeps me on the straight and narrow with those but it really helps us also when we're talking with our teachers and our principals about how important it is that we are that we are constantly making sure that the reports and the requirements that we have for the state for the grants are are done on time so for instance Cass if you would go back to Desert Valley

051okay on this whole faculty look at everything that's not green but also all of those yellow that's part of M O but it's special ed and so if we're not following special education guidelines and requirements it affects our funding and those kinds of things and so it helps me emphasize to our folks it's not a choice that you do your reports correctly it's absolutely an expectation and jobs hang on whether you do those or don't do those and so it's useful for us but it's also useful when we're you know when we're trying to make a point with with our staff but you it's also useful for you all to see how many different funding streams there are in one school Lots so just a side note there for you okay thank you and thank

052you for the time to thank you for the time to share all of that information I think it's important for you to know especially when you're out in the community and there are folks who are going to ask you those kinds of questions okay item 1.6 do I have a motion to adjourn the work show I'll make a motion that we get during the workshop I second it all those who favor I'm Melinda zabroski aye Charlene Diaz hi Barb zarzicki hi Sheila Burnett [Applause] going to go immediately into where call your meeting door I am yeah I love it I'm going to call the meeting at the regular meeting for Bullhead City School school board on Thursday August 10th it's 6 27 is it yes something close to that p.m um roll call president Melinda

053sabrasky Charlene Diaz here Barb's there ziki here Sheila Burnett here would you guys please stand and say the Pledge with me I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all ah citizens here present there aren't any so I guess we're just going to skip 2.4 and 2. 2.5 calls the public Skip One Two ring skip that one too 2.6 I need a motion to adopt the agenda Madam president before you do that I would ask that you withdraw item uh scroll down if you would please Cassie uh item 5.2 because the exhibits did not appear to the public okay so that you withdraw that one for tonight and we'll put it on the

054next agenda I make a motion to adopt the agenda with the removal of item 5.2 as presented I'll second that motion all those in favor I'm Melinda sabraski hi Charlene Diaz aye Barbara zarzicki hi Sheila Burnett um 2.7 donations I had a question on this okay what's a fidget fidget you got one around you surely I just happen to have their little strangely enough right there several in my purse well those are fidgets these are fidgets oh hey hmm I could use this one tonight can I borrow this one oh okay I just was curious on what a fidget was um thank you Charlene no problem you're okay um these are exceptional thank you very much um Mass manipulatives is it was that from uh online was that an online Source uh donors juice anything

055I think yeah donors choose so somebody really loved us huh a lot of somebody's probably yeah and somebody also loves to give haircuts yeah that's wonderful I really really appreciate the way the community sets up or steps up to help us out this is this is this is great we are sending thank you notes absolutely we always do all right um thank you very much items 2.8 superintendence report a Madam president and board members you have the work ticket report and the project tracker I would call your attention to the project tracker because it's really nice that we have some projects finished and that we can see them on there and I think one of the things that I will start doing rather than adding more on the bottom is that a couple of these

056that have been finished for a while I'll replace them with some new projects you know some of the things that we've been working on and some other things that we're working on but we started this primarily because it had to do with the projects from sr3 and you know we wanted to see where we were with those but it's really nice to see some of these wrapping up and there are a couple of these that are very very close to being done and so I would like to show you some photos that go with this Cass if you'd pull those up please so this is the baby room and I will tell you that I went in there and I went oh I want to go sit in one of those rockers yeah and um

057and we had photos of we only have two in there right now but I will tell you that the parent of one of one of those children sent us photos of this baby this baby doesn't walk yet this is a baby that crawls yeah painting she was doing painting on her tummy and it was it's the cutest thing ever so uh yeah so this is the baby room and then this is the toddler's room so this is the one and two-year-olds and this is the room that has the restroom off to the side so that as they're learning okay and this is a larger room this was the room originally on the campus that was the computer lab room so it's a little bigger room but this room can also hold more kids so um

058so it's fun and then the preschool room so these are these are the three and four-year-olds so some of the students in here then go across the sidewalk to preschool during the day and so they're here early in the morning and then they're here late in the afternoon and including one of uh yes Michelle's kids so um I wanted to go play I don't know about anybody else when they go in there but I wanted to play and then the playground baby playground this is the baby playground so it has the soft surface it has the the gate and the door and whatever so it's a nice big area it looks it's bigger than it looks when it look then it looked originally and there's there there's more toys than you can see in there

059so yeah so that one's fun and then the trans the cover for the uh for the fuel tanks and the more importantly the pumps that would not work when the Sun was shining on them this is now complete and and has been used now and well has been in full use for the last couple of weeks if you're curious about the parts that just come down part way that's to that's to keep the sun off the tanks and the um the pumps when the sun you know when the sun is shining from various directions and Mark Scott has he spent one day after it was done he spent one day looking at the cameras all day to check to see if there was any time during the day that the Sun was shining on the

060uh the pumps and there was it had to be like just at Sunset just at Sunset before the sun was actually shining so the other thing is that those panels on those sides help stabilize the building as well yeah so and so we just we had three sides view for you so you could see how that looked okay and then this is uh this is one picture from the Desert Valley playground for our uh special needs kids um that surface was just installed yesterday and the day before and we have a few pieces of equipment still to be installed in the Rock the pea gravel section and then I'll bring you I'll bring you photos but we're going to do the ribbon cutting for the child care on Monday so you should have all received

061invitations to that we're trying to keep that group we want all of you there and we have invited Chambers and some other folks but we're trying to keep it to 20 or so because you can see the size of those rooms and we can't put a whole lot of people in those rooms and we're going to try to do a ribbon cutting for this when it's ready to open in the background you can see the six foot fence and then it has those slats in it we did that for two reasons one because it cuts down on the dust and the dirt blowing in there when the wind's blowing the other reason is that we have some students who like to climb fences and run and so this will slow them down a bit but

062it also has meant that the people at this site have not really seen this playground yet so I'm excited that maybe by the middle of next week we can go take them out there and let them see what and maybe even get it open in the next week or so so this is this is pretty exciting so those are a huge three huge projects okay another part update the civil engineering work for the den project we are supposed to get the draft final plans on the engineering which is all the grading all of the water lines and Sewer lines and electrical hookups and all of those things we're supposed to get those tomorrow and we're supposed to also get tomorrow the the draft final drawings for the houses and and then based on our approval

063of those they will submit them to the city and that's pretty exciting too so um but the real exciting news today is okay so this is this is the engineers drawing and you know we have a street in the middle and so what I learned today is that even though the address for the whole property is I think it's 24.99 cayudi Mercado so that will be the address that people have and their and their mailboxes will say that and then we'll probably say unit one or Unit A or what however we designate those but there is a street there we get to name the street oh so even though it's not on the agenda and we're just discussing this if you have any ideas that you might want to put forth for us to consider

064we can we can submit those as the yeah isn't that fun that is fun isn't that fun um so yeah um so and that's that in terms of that particular thing um you can you can shoot me an email for some ideas if you want or you can give me some ideas might be fun to have maybe the teachers come up with something yes it would be fun but they they kind of the engineers kind of want to know oh like tomorrow you know soon you know I I really think since Corey Burgess really was involved in this deeply that we name this street now I'm not sure Burgess is the street that but why couldn't we call it Corey Drive Cory drive or Cory court or Cory yeah whatever you know just to give

065him some recognition on that it's an idea you can submit some more to me if you want or you know send me an email with some ideas and we just we were excited today at the thought that we got to think about that that we could pay yeah you know I was thinking done Drive done Drive works too then drive works too so okay um and we can and we could make a tentative one and then come back and say or we could say we haven't decided yet and and let us play with it for a month if you want so uh kind of you can't really vote on it right now this is part of my report but you can kind of let me know you know send me an email or something and

066say oh here's an idea and then we could put it on next month's agenda so it could be you know we could delay for a month okay okay um let's see uh I met I met this week I know I met a couple of weeks ago but next week Toby Cotter and I are going to meet uh to talk about uh the exchange for Mountain View when I met with him last I told him that one of the things that I would like from the city in this exchange since we don't need dirt we have lots of dirt is that the city complete this stretch of cayenne Mercado for us and and the engineers are civil engineers had already done the drawings for them so uh it was a matter of Toby looking at and

067having his Engineers look at whatever and estimating uh the estimate this is a rough estimate the estimate is a is just short of half a million dollars so if the city would do that piece for us that saves a a half million dollars from our from this and puts lets us put the money here um so that's one of the things we're going to talk about next week and then I said to him still doing our parking lots fixing our parking lots is my second priority because that needs to be done and then whatever else wraps that up in terms of of how we negotiate that's that's part of what we're going to talk about next week as well so we're moving forward on on that property thing um then I wanted to mention to

068you uh I was honored to be invited to be one of the 14 people who met yesterday with Senator Cinema um uh to talk about needs in the community Tim Richard from the high school and I uh were there and then other folks who represent the community and so I felt honored to be invited to be part of that and to share uh share with Senator Cinema concerns that we have about you know issues in the community for me I reiterated the the city's main issue right now which is water we all know water is a critical thing and so the city has is has not yet but next week we'll be submitting a grant proposal to the federal government as part as one of their programs for two new water treatment Pro water treatment

069plants for Bullhead City and um and and there are the mayor shared a number of significant reasons for us having those now not the least of which is to make the water taste better and be safer to drink and that kind of thing but there were more and so of course I was willing to support that because it affects it affects everything we do it affects our equipment it affects our water heaters it affects everything so I can support that but it was also an opportunity to thank Senator Cinema and others in the federal government who supported the Esser bills and and those things that brought funding to our schools and to help us and so there were a number of issues that the folks brought up but it everybody who spoke at that meeting

070thanked her and her fellow Senators for things that have already been done to support our community and so that's helpful but I was very honored to be invited to be part of that small group of people was very nice um and then last thing I wanted to follow up on last month when Jody Crowley or two months ago whenever it was that Jody Crowley was here it was last month it was not at this special meeting Jody Crowley was here to ask about having a Sister School in Haiti and and you all listened to what she had to say and of course shared her concern about what was happening with the children in Haiti we had a bit of a concern about whether or not this particular request was legitimate uh you know a legitimate

071organization and and not some scam because we would not want her or any of our students or our school district to get involved in that so Lance has Lance reached out to uh the Haitian Embassy um and and supplied a bunch of information that Jody shared with him about that particular school to see if this is a legitimate a legitimate thing and why it's not doesn't seem to be attached to an NGO you may or may not know I was not particularly familiar but Haiti is in the in the midst of civil unrest right now and so we're all sure that the Haitian government officials have more things on the on the front burner than our request about this particular school so we're not dropping it we're you know we're following up but um but

072we're waiting to make sure that this is not something that's you know going to be a scam so I wanted you all to know that we you know we have not we certainly have not shut down Jody's request or her her concerns we just want to make sure that everybody's safe okay uh and I oh I did want to show you this because I've run into these recently so we're talking about playground this is a playground from 1906 in Texas okay our playground is not like this and then the fun ones I know well and this one is so crazy because you have to climb up these ladders and go across These Bars to get to the swings and climb down to the swings and then the other thing I noticed is because it's only

073boys because it's 1906. okay and then and then this one and I think we're all familiar with this because I will tell you that I remember sliding on slides like that and I remember on swinging on swings with these huge these really long chains that would let you swing out and you'd really you'd be 12 or 15 feet above jump off you could jump off and break it off use the wax paper as you slid down the slides whatever so I want you to know I want you to know that desert Valley's I'll show it so the cameras can see desert Valley's new playground is not it's not your great-grandfather's playground or our playground or our playgrounds so okay bit of humor there thank you and that concludes my miscellaneous updates um I got a

074question um when I was going by one of the schools they were concerned about the scraping of chairs on the concrete yes did we did the did they make it through the first two you know school without I think they've done just fine nobody has complained about it at the places but I also remember you saying to me that someone had suggested the tennis balls and that kind of thing I'll follow up on that and see how people are reacting yeah and uh we found all the carpets finally yeah no we have 75 carpets that got lost oh 60. we had 75 carpets that the company said they had delivered to us in Kingman oh at the FedEx okay and we didn't we that's about half of the carpets we ordered to go into you

075know the nine by twelve carpets to go into the rooms to help with sound with noise attenuation and um we're still missing about 60. they can't find so we don't know but but I'll still I'll ask them about it and follow up nobody's called and complained so I'm guessing it's not we can ask Julie and they have they have more rooms done other than Sunrise they have more rooms done than anybody so good that's great okay that's great and the libraries the library at Diamondback in the library at Fox Creek which were the only two rooms that have been done on those two campuses those floors look wonderful they they look wonderful no the floors looked really they look really nice and uh and with the furniture moved back in those two rooms things weren't

076necessarily put back on the shelves yet but the furniture was moved back in and the boxes with books and things are in there and in in neither of those rooms did was there an echo or a noise thing so I think it's going to be okay but we'll address anything that comes up thanks for asking about that okay and I'd also like to make a comment that it's nice to be able to see Fox Creek's Marquee yes uh that it's not totally it's not a sun wash now you can read ex except there's there there is one other thing uh we're not in the Midwest and it's not Fox Creek it's supposed to be Fox Creek and so there's an e missing on the wall for Fox Creek it says Fox CR space EK and

077I looked at it went well that's Midwestern but so we need the we need an e replaced on our Fox Creek sign too on the wall there well and that isn't even I mean that would be Fox Creek but where I grew up it was Crea it was cricks yeah it's even the wrong vowel now so we'll we'll check on that barb thanks so you were telling us earlier on is a is enrollment up no it's down it's down it's down a bit when we look at the when we look at the numbers of students enrolled enrolled you know on the books uh we're at 2331 which is just about where we ended last year pretty dang close to where we were ended last year but 2095 in the seats yesterday 20 21 13 in

078the seats so that's about 200 down from what's on the books um but I'm not getting too excited one way or the other you know until after Labor Day because there are still so many people who just don't even think about school until later Labor Day yeah and and I will tell you that it um you know we always have open enrollment and we've granted and we've done whatever we are at the point now where I'm denying a new open enrollment requests or putting students on waiting lists Fox Creek is over capacity and and has been since day one and um and then uh given the number of teachers we have in LA in for instance in Sunrise and Diamondback where we have those openings I'm not granting filling you know filling with open enrollments

079when it you know when it may push us right now to fill a position and then only have 10 kids in a classroom so we're watching it very very closely on those things so um so on the books we're not down much in terms of bodies in seats we're down so we're probably looking at a budget revision coming up yeah well we would anyway but yes I anticipate having one for you in September uh partly because of a couple things that I have on the agenda here but uh but also uh the AFR may or may not be done by the time we do the September board meeting so we'll definitely have to have one after that but I'll be as close as I can to okay where we need to be any additional questions

080for our superintendent okay item 2.9 board member updates anything that we need to tell anybody didn't say anything no I'm having a 25th anniversary party for 25 years in practice so anybody who would like to stop by and have beverage and drifting Bistro yummies it's six to eight on Tuesday at the office congratulations thank you yeah congratulations that's wonderful It seems impossible all right moving on to to part three consent agenda I need a motion to accept the consent agenda as written is there anybody that needs to pull any items I make a motion we accept the consent agenda as presented is there a second I second that motion all those in favor I'm Melinda sobroski aye Charlene Diaz aye Bob sarzicki aye Sheila Burnett okay I'll let me find number four 4.1 revised leadership

081addendum um go ahead okay Madam president after I presented this document to you all last month two of the principals asked if we if they could change the structure of their leadership team so uh Mrs Wilsey asked at Desert Valley if she could have two team members instead of representing each grade level specifically if she could have two that were K2 and two that were three four and then also because we have a very large El population at Desert Valley that she have a representative on her leadership team for El and then if you scroll down to Fox Creek Mr Eastman asked me if he could designate leaders on his campus and not necessarily designate whether they were math or science or language arts or whatever and have two seventh grade and two eighth grade

082you all approved that part last month the part I left off last month was the technology position and the tat team leader position so I wanted to be sure we got those on here you'll see names in some of these spots that's the next item so right now what you're what I'm asking you to approve is the changes in the list of positions for team or for leadership do I have a motion to approve the changes in the leadership addendum I'll make a motion that we approve the leadership addendum with the changes presented I second it all those in favor I'm Melinda sabraski hi Charlene Diaz hi Barbara hi Sheila Burnett foreign 4.2 seems to be that's the way we're putting names in this is where yes I'm asking you to approve the the folks

083who were listed you did the other committee or the other addendums in the consent agenda with the names and um so I'm asking you to approve these folks for addendums uh in these positions I think the ones that we just the K2 k2k3 she hadn't designed she hadn't designated those yet partly because it hadn't been approved yet okay so but there will be people yes there will be people now on this I'm noticing that at uh Diamondback that like uh team leader for third and fourth graders Leah Hazel Grove for both of them and the same with uh technology and tat team they're both uh charity Lawrence yes so uh when we're talking about technology uh the technology person uh uh may or may not be part of the leadership team but uh handles all

084the technology concerns on the campus the tat team leader is probably not on that leadership team either but that's the person who chairs the tat committees for the year and they meet I mean they're they're multiple multiple meetings for Tat so their leadership positions even if they might not be in that that team that meets regularly to talk about school concerns that's a really good really good question Barb to be asking relative to having Leah Hazel Grove in two positions a two actual leadership team positions that is because everyone else everyone in the third grade is a new teacher okay and so we needed somebody with this experience and she has taught third grade so um and she teaches fourth grade now so we needed them to have a seasoned person to be yeah to

085be helping them and representing them that's not a usual kind of thing that we do but in this case it's it's warranted okay thank you the same thing is happening at the middle school too did you see that oh yeah the tech team and uh right and that tat team that tat team position is a huge time commitment yeah um this was a position that I asked you to authorize when I presented this list originally because uh in the past we were we were counting this for points on for classroom site fund and that nowhere you know nowhere approached recognition of the amount of time that this person commits to running this committee so I felt it was every bit as important as any of the grade level Representatives okay do I have a motion

086to approve I'll make a motion that we approve the leadership position leadership positions um as presented for the 2023-24 school year the right let me retract that then so I make a motion that we approve the people that are been selected for these various positions I second that motion all those in favor I'm Melinda sabrasky hi Charlene Diaz aye Barbara zerziki aye Sheila Burnett um item 5.1 proclamation of legendary teacher day this sounds like something new it is something new ASA Arizona School administrators is has proposed and I think it's pretty wonderful to designate a teacher a legendary teacher Dane so they offered a template for this and um so I'm recommending that the board Proclaim teacher legendary teacher day for our district and it would be September 28th I thought this was an interesting

087idea yeah I like it one of the reasons I like it is because it's not it's recognizing current teachers but it's also saying to us reach out to our teachers if we can and recognize them meaning teachers we had as students with this Proclamation are we going to do anything special for our teachers I think we ought to figure out something and kind of assign Lance to do that okay so are we going to proclaim a legendary Teacher's Day I I make a motion that we Proclaim Proclaim legendary teacher day as September 28th for all teachers I'll second that motion I agree with the proclamation I'm Melinda sabroski hi Charlene Diaz aye Barbara ziki aye Sheila Burnett excellent excellent idea thank you for doing that but I can't take any credit it came from ASA

088but I thought it was a pretty good idea well you could have not read it uh we take we deleted 5.2 5.3 new positions in facilities part-time night custodian for Desert Valley school and Bullhead Middle School Madam president I reviewed data that for what our custodians have been doing looked over things for the last 10 months and compared areas the you know the areas that our custodians need to do um and determined that the expectation we have for two nighttime people at Desert Valley and two at Middle School it's just not enough folks to get done what needs to be done in those evenings and and increasing those folks work seven hours a day now increasing them one more hour would not be sufficient to get done what needed to be done so I'm recommending

089that we add an additional person a part-time person point eight seven whatever it is a seven hour person to each of those sites as in as soon as possible so that we can make sure that we are getting the work done that needs to be done to keep our schools clean and safe for kids do I have a motion to approve hiring a two I guess it would be two right it's two part-time two part-time night custodians one for Desert Valley and one for Bullhead Middle School do I have a motion I'll make a motion that we approve the two part-time night custodian positions for Desert rally and Bullhead City Middle School the second that motion all those in favor I'm Melinda sabrowski hi Charlene Diaz hi Barbara Pierce hi Sheila Burnett okay 5.4 discussion

090and possible action to join the Arizona Department of Homeland Security State and local cyber security grant program and to approve the local consent agreement um you explain this yeah well I'm going to defer to Mr McNutt to come up and explain it okay James tell us what this is all about it could be that he's scamming us yeah it's a scam um the Arizona Department of Homeland Security has a cyber security program that we are already a member of and received several uh very large cyber security programs that were implemented uh last year and are still being fully implemented and and that um some of those things included like our cyber security testing uh phishing testing that we're currently doing our multi-factor authentication and endpoint detection response so programs that run on our computers that

091monitor what's going on and are like an early alert system in case we were to experience a cyber security event this this program tonight is separate from that but kind of Works hand in hand and it's a Federal grant that Arizona the State of Arizona and specifically Arizona Department of Homeland Security applied for and received funding for we have two options if we choose to join the program one option is we would receive our portion of the grant directly as a payment from Arizona Department of Homeland Security the the reason I'm not recommending that option is we would still have to provide for all of the items that the grant is approved for and we'd have to manage that ourselves we'd have to do all the reporting on it all the auditing on it and

092the programs that they're providing are very very expensive and we would exhaust the money that we get from them very quickly and any any extra funds would have to come out of our budget the other option is Arizona Department of Homeland Security will provide all of the services for us at no cost and they will be responsible for maintaining all the records for the grant all the auditing all of the reporting and everything that goes along with that we just get the benefits from it and what agreement is providing the the biggest thing that the grant provides is what we call a security operations center so an SOC and what that would do is with all those other programs that we then implemented they will monitor that 24 7 and they will have Security Professionals

093on staff 24 7 that with our approval can take action immediately if they see something that looks like it could lead to a cyber security event so some of those programs that we install start sending signals to the SOC that say Hey you know something bad's getting ready to happen here they could take action immediately up to it including disconnecting our computers from the network to prevent things from spreading and of course they would then alert I.T staff here and alert like the Arizona National Guard who has a great cyber security program and others that we're going to need to be involved to respond to that threat I just don't see how we could afford to do that on our own even with the help from the grant just one small part of that that

094service that we would get with the soc I got quotes for and that was pushing six figures just to cover our Administration computers and it doesn't include you know the student use computers and and stuff like that uh so I am recommending that we go ahead that we accept the Grant and allow Arizona Department of Homeland Security to manage the grant for us um the other two tenants that go along with that in addition to the SOC would be cyber security training for I.T administrators in the state so myself and my team would receive a cyber security training and they would also provide Professional Services for those other programs that we've implemented to help keep us trained on those and make sure that we're implementing them correctly and keeping them configured correctly so the the

095two really work hand in hand and I think letting uh you know the Security Professionals and the folks at Homeland Security manage that are is far better than me trying to hinge that I got by yourself um we if we were to take that on by ourselves we would have to hire at least to just to manage the cyber security program part of that so I was really appreciate what the state of Arizona is doing for us what the federal government is doing for us and specifically what Arizona Department of Homeland Security is doing um even now without the SOC when we get some strange signals from our computers if I don't go into the program and immediately address it within eight hours they're sending me an email saying hey did you know this this

096happening and do we do we need to do anything and probably usually say no no we got it but we've been very lucky with with these programs and that we've we've identified some threats early on that we were able to address before they became a cyber security incident and it really showed us some of the things that were going on that we weren't aware of some of the they call them potentially unwanted programs so they're not really nasty programs but they're really not stuff you want on your computers and they highlighted all that stuff for us and we were able to set rules that eliminated them so that they're not lurking around just waiting to send information outside of our district so it's a great program thank you thank you thank you thanks James and

097those are the things that he explained to me but I knew he could explain them to you he explained all that to me and I thought this is a no-brainer I don't understand why anybody would choose option one I don't know no I don't either it makes no sense well and I don't know any school district that could afford to hire anybody to work 24 7. I mean you know a team of people to work 24 7 we just couldn't do that so I I was appreciative of James's recommendation that that we go with the second option well the grant was the state of Arizona has to give anybody who participates the opportunity to to do their own thing yeah just the requirements are they have to do all the things that that Arizona Department

098of Homeland Security is going to do for us but then we would also have to write our own proposal and do all the paperwork and as much as I love doing the the I.T side of things I don't like it go figure and I and I will tell you too that uh James is all over this stuff and is uh has been very aggressive and in making sure that we have a robust uh cyber security program and I'm sure there are times when our when especially now that we have moved to two-factor authentication for our most serious programs and will be moving to two-factor just even function I'm sure there are people who are not happy about that in the district but I think they're they would also be happy to know that this is

099the you know we're doing the best we can to make sure that we don't have any incidents because we know how devastating they can be so needless to say I recommend option two do I have a motion you do so I'll move to join I have to read this I moved to join the azdohs state and local cyber security grant program and authorize the district to sign the local consent agreement using option two and allowing azdohs to provide the services manage the Grant and perform all reports and audits for the grant at no cost to the district have a second I second it all those in favor I'm Melinda sobrowski hi Charlene Diaz aye Bob sarzicki hi Sheila Barnett aren't you glad you don't have to read it when you give the second yeah yes

100I'm glad I didn't have to read it in the first place 5.5 e c a c Dash e vandalism Madam president and board members we have the policy that has to do with vandalism and we've had we've had an incident of vandalism that is a repeat of several incidents that occurred at Fox Creek last year and it led me to finally say okay I need it I need a form that will document not just the incident the vandalism incident but what is the what is the cost of taking care of that vandalism and then with the intent of of then charging that to the perpetrator um so I I looked through the policy bridge and there's only one one other school district in the state that has this exhibit and that's Lake Havasu and so

101uh I modified some of their things and added some things to create this document um uh it will be we're going to propose if you approve this we're going to propose to asba that it be in it you know one of those links like the evaluations are where they don't have to try to upload it but I've already used this as uh in in the in the instance that's already occurred I will tell you that what I did for that instance was down there where it says additional notes after putting all of the costs and in the case of the incident it was around eight hundred dollars and um uh and so yeah it was around 800 but in the notes then I simply put that I was reducing that actual fine to the student

102and the family to a hundred dollars and um and that the student would take two of the vector classes that we offer that have to do with decision making and um and so um but I want the family and the student to know the actual cost to the district of of repairing the vandalism in this case so um I would not always necessarily reduce it but if I felt that it was in the best interest of the student to do so and to offer an option I would um so I'm just simply asking for your approval of this as a form that we use when we have an incident of vandalism do I have a motion to approve I make a motion that we approve the vandalism report form e c a c Dash e

103is there a second I second that motion all those in favor I'm Melinda sabraski hi Charlene Diaz hi Barb zarzicki hi Sheila Burnett thank you so now you have one more form to fill out yeah but sometimes doing the form is easier than easier than just shooting you know just trying to shoot from the hip and remember all the pieces so that's true so that made it easier all right the item 5.7 asba delegate 5.6 I mean I skipped one yeah oh goodness I did 5.6 excuse me thank you for reminding me post approval of Grants from State facilities oversight board um yeah Madam president and board members they keep changing the name of this group this but this is the this is the state agency that pays for repairs and replacement of items in

104our district most recently this is what I've been calling them they they now have changed their name but it's the same organization they also recently updated or changed their uh computer system in their application process supposedly to make it easier in reality it has it has duplicated the work for our office people so it means that and you approved in the consent agenda some of these already but it means that now we have to do X Y and Z submit to them if we get approval for that piece they bring it back to us and now we have to do a b and c before they will actually grant us the the thing so that takes some time so if we happen to submit or if we happen to get approval from them tomorrow say

105the day after a board meeting I don't want to have to wait until the next board meeting for your approval so that we can move on because for instance we have four air conditioning units that went out just before school started when teachers came back and started turning things on they have finally as of today approved step one for one of them okay we're two weeks into school so what I'm asking for you to do is to to authorize me to go ahead and sign those particularly step one so we can go ahead and do the process and then I would present them to you at the next meeting this is uh this is similar to the fact that you actually approve vouchers after we've made payments and those kinds of things so I'm asking

106for authorization to move forward with any of these proposals with sfb because the other thing that happens is we have to get quotes from vendors for for any of these items because it's always big stuff and the quotes are usually only good for 30 days so this whole process means that we're pushing right up against the deadline of the you know the cutoff for the quote um and um and you know we want to move quickly so I'd appreciate this uh authorization do I have a motion to approve I make a motion that we approved the authorization for the superintendent to proceed with work approved by the so sfov and present the vouchers at the next board meeting second that motion all those in favor I'm Melinda sabroski aye Charlene Diaz aye Bob zarzicki hi

107Sheila Burnett no 5.7 asba delegate and alternative alternate not alternative alternate excuse me um I would like to nominate Barb zarzicki as our delegate to the asba assembly I think that's all we need to do isn't it is there a second I will second that nomination all those in favor I'm Melinda sabroski hi Charlene Diaz accepting that position 5.8 you need an alternate you need alternate the only other person going is me yeah I make a motion that we put Melinda as the alternative I second that motion all those in favor I'm Melinda sabrowski who are we voting for you me oh hi Charlene Diaz hi Barbara hi Sheila Burnett unless you'd like to go no okay thank you 5.8 revised instructional coach evaluation Madam president and board members I apologize for this being rather

108out of order we intended for it to either be before the one you just did or after the next one but one of the things that we've done Jen has worked uh Jen lot has worked on revising the evaluation system for our coaches so that it's more in line with what we're doing for our teachers and our administrators and she has gotten input from the coaches they've been part of this process so it wasn't a unilateral kind of thing so this is sort of like the others yes the structure is very much and the items in the domains match the areas in their job description you know we don't want to evaluate people on things that are different from their from their job description any questions any discussion do I have a motion to to

109put in place the revised extra instructional coach evaluation I make a motion that we approve the revised instructional coach evaluation second I second it all those in favor I'm Melinda sabroski aye Charlene Diaz aye Barb zarzicki aye Sheila Burnett all right yeah this is kind of board yeah when we're moving those little things you know these little things around sometimes they don't land where we think we put them okay item 5.9 Arizona School Board Association proposed political agenda um basically this includes the ones that we suggest I think it does include the things you suggested when that you you know you proposed a couple of months ago and this just this just lets you all know what you what what Barb will be addressing and voting on at that delegate assembly and I think you

110probably all got copies of this from straight from asba um okay Sheila says no but at least now you've got one you can look at um so I think in terms of action or not action tonight you look through those and and you know tell your delegate what you what you want her to focus on um and your alternate but tell you know tell them what you want would like them to focus on or if it comes up for a vote how you would like how you would like them to vote on any of these issues and I would be very disappointed if the ones that you all sent in were not included in this because that was the whole purpose of having board members you know boards submit their their concerns so do we

111need a motion to approve this well I think okay so um so my understanding is so here's a report of the asba legislative committee giraffe yeah I think what you can do is is um since they're not specific items for you to say yeah vote Yes on this or no you know or no on that it's kind of a package deal and so you all would let Barb know you know how you feel about uh these items I I don't know well I'm probably out of line saying that but I don't know that any of you would object to the the first item of you know increasing school funding I'd be surprised if you were against that one yeah I don't when I read this this afternoon or yeah this afternoon I didn't see anything

112on here that I would be against no um oh okay number four and five um Cassie tells me that number four and number five are the ones that you all see the ones that we have suggested I was just I was just that's what I said earlier the concludes the ones we did yeah okay um okay since we don't need emotion um basically Barb I think you need to vote your conscience on these no problem I always for the Stu school district and the kids whatever best for them so you know I I will go that way item 6.1 future topics [Music] um while we were talking early earlier about goals yes I will have those uh I will have those all for you next month and um and as in as we discussed there

113will be the timelines for implementing moving forward with strategic planning and with some work on the grading system so you're going to include in in years of the strategic planning that we did with that whole group absolutely that will just move forward that's not going away that what you will see in that in in the goal is the you know the the next steps in that okay Step One is step one has been done but it'll be moving the next steps we don't want to we don't want to start over we want to move because there was there were too many good things going on there was some really good ideas absolutely we wanted to be involved absolutely and I'm hopeful that we can that some other folks will say oh can I be part

114of that too yeah people outside of the district yes yes anything else we'd like to see on the agenda present timing so we have a one item agenda next time yeah right nice nice thought yeah and what dream world are you in item 6.2 up and coming board events um I saw the ribbon cutting on here yeah Monday Monday is the fourth the 14th and these the October one is on here but you say you're going to move up yet moved up the October one if at all possible the uh groundbreaking I'm I'm hopeful yeah the we don't even have it on the calendar yet but um uh what the civil engineers were proposing and what um uh g-con was proposing was October 9th so that's a tentative date right now but I'm hopeful that

115we can we can expedite things with um permits and move that at least a week earlier which would be the third the second of October I'm I I really would be hopeful that we could do something by the 25th of September um because the the closer we can move the groundbreaking to the present date the more time there is for actually moving dirt and building houses and those things so I don't have complete control over it but I really don't have any control over it but we have such a good relationship with the city and uh and and that and the in civil engineers have been working with the city permit people and you know those folks so not only do we have a good relationship there's been good communication so I'm hopeful that that

116it will move a little faster than their anticipated plans is there anything at the schools that we need to be aware of that we could go to or is it you know I haven't even asked the schools for their calendars and those things yet they've been pretty busy just getting going okay so we will try to have some things on here for you for next month so that you know and as they come out we'll try to put them out to you too um and the good news is that your next regular meeting is not the week of the conference the law conference in another year it's going to conflict and we'll have to make some decisions but your next regular regularly scheduled meeting is on the 14th for September Sheila's already indicated that she's

117going to be out of town but could participate virtually and but Fred will be back I'm good so yeah and I'm good so we'll have a quorum here okay so we'll be good on the 14th of September okay that's 6.3 setting the date and time and location for future meeting September 14th 2023 start a workshop at 5 30 in a meeting at 6. item 7.1 do I have it um move do I have a motion to adjourn this meeting I make a motion that we adjourn the regular meeting at 7 30. I second that motion all those in favor I'm Melinda sabroski aye Charlene Diaz hi Barbara ziki aye Sheila Burnett thank you all for coming thank you [Music] thank you [Music]
